H.R. 2243 would expand the authority for some current off-duty and retired law enforcement officers to carry concealed firearms. Under the bill, those officers could carry concealed firearms in school zones, national parks, certain federal facilities, and private property and property owned by state and local governments that is open to the public or used for transportation purposes. Under current law, carrying a firearm in those locations is generally unlawful. H.R. 2243 also would allow states to reduce the frequency for which retired law enforcement officers must be certified to carry a concealed firearm.
Because the bill would not have a significant effect on the scope of work conducted by federal law enforcement officers, CBO estimates that implementing the bill would have no significant cost; any related spending would be subject to the availability of appropriated funds.
H.R. 2243 would impose private-sector and intergovernmental mandates as defined in the Unfunded Mandates Reform Act (UMRA). The bill expands an existing preemption of state and local laws by allowing qualified current and retired law enforcement officers to carry concealed firearms on public transport, certain government owned properties, and on public and private transportation carriers. That preemption of state law also imposes a private-sector mandate by restricting a private party’s right to prohibit firearms on private property.
Although it would limit the application of state and local laws, CBO estimates that the preemption would impose no costs. There also are no costs associated with the private-sector mandate.

RICHLAND – Work to improve sections of State Route 240 in Richland will pave the way for safer and more efficient traveling conditions for all roadway users.
The Washington State Department of Transportation and contractors have started work on an $8 million project to build new lanes for drivers to safely merge on and off SR 240. Crews will also install a noise wall, and update traffic signals, pedestrian crossings, lights and signs.
“We understand that construction can be an inconvenience, but traveler safety and the safety of workers is our top priority,” said Alejandro Sanguino, WSDOT project engineer. “The project will help reduce congestion and improve operations and safety in the area, but please slow down, stay alert and help us all get home safely during construction.”
In March, construction began on the noise wall along the south portion of SR 240 along the Moon River RV Resort. This month, paving and repairs start along Kingsgate, Battelle Boulevard and Stevens Drive. Travelers should expect travel restrictions during the weekdays.
Starting in June, work on the Hagen Road and SR 240 intersection will begin to include reconstruction and widening of SR 240 and signal modifications. Travelers can expect nightly closures between 6 p.m. and 4 a.m. Sunday evening through Saturday morning. A signed detour will direct travelers to use Kingsgate Way, Battelle Boulevard and Stevens Drive to SR 240. The project is expected to finish in August.
Drivers are encouraged to plan their trips by using WSDOT’s real-time travel map to help avoid delays.

Today, April 1, 2025, France takes over the presidency of the United Nations Security Council for a period of one month.
The Security Council has the primary responsibility for the maintenance of international peace and security and, as a permanent member, France is committed to working with its partners to enable it to respond to current challenges and conflicts.
France succeeds Denmark, which effectively assumed the presidency of the UNSC last month, and precedes Greece, which will take up this function in May, and the French presidency of the Council is therefore at the heart of a “European quarter” of the presidency of the Security Council, through which we mark, together, our commitment to effective multilateralism and respect for the Charter of the United Nations and international law.
In the face of current challenges, the guiding principle of our presidency will be to make multilateral dialogue prevail over power relations.
The war of aggression waged by Russia against Ukraine since February 2022, in defiance of the most fundamental principles of international law, will be at the heart of our mobilization, and France will continue its efforts in favour of a just and lasting peace for Ukraine, in accordance with the Charter of the United Nations.
The situation in the Middle East will be the subject of a ministerial meeting at the end of the month, chaired by the Minister for Europe and Foreign Affairs, to which international and regional partners will be invited, which will illustrate France’s commitment to peace in that region, and will be part of the preparations for the international conference on the two-state solution co-organised in New York by France and Saudi Arabia.
Given the seriousness of the ongoing conflicts, France will pay particular attention to the situation in the Great Lakes, those in Sudan and South Sudan, as well as in Haiti.
The French presidency will also be at the initiative with meetings devoted to peacekeeping operations and the protection of humanitarian workers, two strong commitments to support those who, on the ground, provide assistance to vulnerable populations, and to ensure effective multilateralism, France will continue to demonstrate its commitment to the reform of the Security Council in order to improve its representativeness.
Throughout its presidency, France will have as its sole compass its commitment to multilateralism, the United Nations system and respect for international law for the maintenance of international peace and security.

As I sprinted across the flower-rich meadow on the eastern coast of Cyprus, I could barely see my car. The air was full of tiny black dots, pelting like bullets past me. I hauled open the car door and breathed a sigh of relief once inside. I was surrounded by millions of flies, amid the most incredible migration event I have ever seen.
The migration cameras my team and I use to monitor these insects counted nearly 6,000 flies per metre per minute. Being hit by a fly travelling over 25mph (helped by the wind) hurts enough to make you want shelter quickly.
All of these flies had just travelled at least 60 miles (100km) across open sea from the Middle East to Cyprus. This journey forms part of their springtime migration towards northern Europe.
Butterflies and dragonflies are well-known insect migrants, but not because they’re the most numerous. That title is given to the flies. I have studied all of the insects migrating through Cyprus and the Pyrenees on the France-Spain border. Flies make up nearly 90% of all migrants. Yet they have been consistently overlooked by scientists and their ecological contribution has been hugely underappreciated.
My colleagues and I set out to change this. We have spent months collecting written sources that mentioned fly migration from anywhere in the world. Our findings, now published in Biological Reviews, could change our perception of flies forever. Previously, nobody really knew the extent to which flies migrated, yet they are the most numerous and most ecologically important of all terrestrial migrants.
Fly migration has been part of written human history for millennia. In the book of Exodus, when the pharoah of Egypt didn’t let Moses’s people go, God sent a plague of flies to change his mind. Then God removed flies from the land until “not a fly remained”. This last biblical quote is key.
If these flies had been misidentified mayflies coming out of the river Nile, which are known to amass in huge numbers, their exhausted bodies would have remained for days. Because they all disappeared without a trace, this suggests a huge migration of flies. Egypt is on an important fly migration route. So perhaps fly migration was significant enough to be the subject of divine intervention.
Flies migrate to reproduce, moving to exploit seasonal food resources. All over the world, it’s mostly females that migrate. They have been recorded migrating through mountain passes high in the Himalayas, on ships hundreds of miles out to sea in the Gulf of Mexico and in their millions migrating through western Europe. Amazingly, while on fieldwork in the Maldives, I saw Forcipomyia midges use their soft foot hairs to stick to dragonfly wings to hitch a lift over the Indian Ocean.
Vital roles
Flies are so important to the planet and to us. No other group of terrestrial migrants (including vertebrates such as mammals) are as ecologically diverse as flies. More than half (62%) of all migrating flies, including hoverflies, are pollinators. Without them, food crop production would decline.
As they migrate, flies transport and disperse pollen between flowers. This could help plants adapt to climate change by maintaining genetic diversity.
Many migratory fly species (34%) are decomposers, ensuring the planet isn’t covered in rotting carcasses and animal dung. One study showed that the larvae of just 50 houseflies (Musca domestica), – the very ecologically similar and equally abundant autumn housefly Musca autumnalis migrate south through the Pyrenees in their millions – can decompose up to 444kg of pig manure.
The ecological roles of flies are not all positive, though. My latest study shows that monoculture crops provide lots of food for some migratory fly species (18%) that have subsequently become crop pests. Some (16%) carry diseases, such as mosquitoes that migrate huge distances and bring diseases such as malaria.
But migratory flies have an overwhelmingly positive impact on the planet. Hoverfly larvae eat trillions of aphids each year in southern England. Insect migration is already known to be the most important way that the nutrients plants need to grow are moved across the land and flies make up the majority of the insects that transport the nutrients.
The movement and subsequent death of trillions of migrating flies, whose bodies contain elements, such as phosphorous and nitrogen which plants need to grow, could be vital to soil health of the soils too. Migratory birds have been noted feeding on and moving at the same time as migratory flies, perhaps using them as fuel for their journeys.
We’re only just waking up to the significance of flies. Hopefully, it’s not too late to protect them. One German study found that the number of aphid-eating migratory hoverflies declined by 97% over the last 50 years. Fewer aphid-eating hoverflies means more crop-eating aphids and also fewer pollinators. So that’s a terrifying statistic that could have drastic consequences.
A sunrise of hope exists, however. These brilliant migratory flies have so many young that if we improve landscape connectivity, reduce pesticide usage and provide suitable habitat, they can bounce back really quickly. We need these flies as much as we need the air we breathe. So next time you see a fly up against your window, open it and let it out. It has a long way to go and such important work to do.

The parallels to the COVID-19 pandemic are notable. During the crisis, media coverage contributed to widespread fear of travel, even after borders reopened and health experts deemed it safe. Today, similar discourse is emerging. But how much of this concern is based on real risk, and how much is driven by heightened media attention?
As experts in tourism and travel, we are here to explain the current risks associated with travelling to the U.S., the rights of travellers if they are stopped at the border and safety tips for those who still choose to make the journey.
While some of those affected are Americans returning from vacation or business trips, anyone can be stopped, including foreign students with visas, Canadians and Europeans, even with valid documentation.
The current situation aligns with research showing that risk perceptions about travel can impact a country’s image as a travel destination, which, in turn, affects whether people want to visit it.
Other concerns relate to local resident negative sentiment. While many Americans are sharing their support of Canada and continuing to head north, there is still concern for how some in the U.S. may react to Canadian travellers.
What rights do travellers have when crossing the border? Very few. While travellers have the right to refuse to answer questions from immigration officers, doing so can result in increased suspicion and being denied entry.
Canadians should be aware that U.S. border officials have broad inspection powers, which can include requesting passwords to digital devices. These powers apply not only at border crossings but also in customs-controlled areas — designated zones in a border crossing area or airport.
Both the Canada Border Services Agency and U.S. Customs and Border Protection have the authority to examine any digital device.
Once at a land border, Canadians are under the exclusive jurisdiction of U.S. laws, not Canadian laws or the Canadian Charter of Rights and Freedoms. If questioned, travellers can ask if they are being detained, or if they are free to leave. If they are not free to leave, the agent needs reasonable suspicion to justify the detention.
Tips for reducing risk while traveling
Following customs and immigration laws generally means travellers are unlikely to encounter any issues. However, there are some things that could set off red flags at the border, including staying longer than intended, failing to declare goods to a border officer or not having the proper documentation.
If you intend to travel, be respectful of local customs, even if political perspectives differ. Avoid political messaging on clothing, offensive behaviour or sparking political conversations with locals.
While electronic device searches are rare, it is best to be cautious about the content on your devices, including social media posts and profile, political views and other personal information.
It’s important to stay updated on government travel advisories related to geopolitical conflicts because they are rapidly evolving. Be sure to follow recommended travel precautions, like these ones for the U.S.
‘Antipathy’ to U.S. has real impacts
Reports of increased detainments, stricter border enforcement and heightened security screenings demonstrate that the risk for travellers at the border is real.
These incidents have not only created fear among travellers but have also started to take a toll on the U.S. tourism industry.
Global geopolitical tensions have fuelled growing resentment toward the U.S., with many international travellers choosing not to travel for political and economic reasons.
Canada, on the other hand, could end up benefiting from a tourism perspective. International visitors are opting for Canada as a safer and more affordable alternative than the U.S. for leisure and business travel.
The question now is whether this trend will last. The geopolitical situation has led many around the world to feel antipathetic towards the U.S., and reversing those attitudes will take effort and time.

Two senior UN officials appealed in the Security Council on Wednesday for an end to attacks against humanitarians and personnel working for the global organization.
Joyce Msuya, Assistant Secretary-General with UN aid coordination office OCHA, and Gilles Michaud, head of the UN Department of Safety and Security (UNDSS) were speaking during a meeting on the protection of civilians in armed conflict.
“Allow me to go straight to the point,” said Ms. Msuya. “Attacks on aid workers must end. Perpetrators must be held to account.”
Deadliest year ever
She told the Council that humanitarian workers are being killed in unprecedented numbers, and 2024 was the worst year on record with 377 fatalities across 20 countries.
This was nearly 100 more than in 2023, which already saw a 137 per cent increase over 2022. Meanwhile, many more aid workers were injured, kidnapped, attacked and arbitrarily detained.
The past two years have been particularly brutal, she continued. At least 85 humanitarians have been killed in Sudan since war broke out in April 2023. All were Sudanese nationals.
Killings in Gaza
Furthermore, just three days ago, teams from OCHA and the Palestinian Red Crescent Society recovered the bodies of 15 emergency and aid workers from a mass grave in Gaza who had been killed several days earlier by Israeli forces while trying to save lives.
She added that “this tragedy comes just 11 days after another deadly incident – on 19 March, when yet another United Nations colleague was killed, and six others were injured in Gaza.”
These deaths bring the number of aid workers killed in Gaza since 7 October 2023 to more than 408, making it the most dangerous place for humanitarians ever.
Appeal to Council members
Ms. Msuya issued a challenge to ambassadors.
“Since we are here today to discuss the protection of aid workers, I must ask this Council: what are you going to do to help us find those answers and achieve justice – and avoid more killings?”
While there is no shortage of robust international legal frameworks to protect humanitarian and UN personnel, she said political will to comply is lacking.
Local staff mostly affected
Ms. Msuya noted that the vast majority of those killed, roughly 95 per cent, are local aid workers who are the cornerstone of relief efforts.
“These colleagues deserve our highest respect. Yet, conduct harming our local staff rarely elicits reaction or makes the news,” she remarked.
Criminalization and misinformation
Humanitarians also face other challenges, such as the criminalization of their work. They are increasingly being detained, interrogated and accused of supporting terrorism simply for delivering aid to people in need.
Aid organizations are also targets of disinformation and misinformation campaigns in places such as Haiti, the Occupied Palestinian Territory, and Yemen.
Moreover, funding shortfalls threaten to make matters worse, forcing the humanitarian community to make impossible choices, Ms. Msuya underscored.
Respect and accountability
She described the adoption of Resolution 2730 as an important step in the right direction, then made three requests to the Council and Member States at large.
“First, act to ensure respect for international law and to protect humanitarian and UN workers,” she said, listing tangible steps such as Security Council visits, fact-finding missions, or withholding of arms transfers.
She also called for speaking out and condemning harm to UN and humanitarian personnel, including local staff, because “silence, inconsistency, and selective outrage only embolden perpetrators.”
Her final request was for accountability, highlighting the need to strengthen domestic and international legal frameworks to prosecute international crimes.
“The Security Council should play a key role in pushing for accountability; for instance, by asking concerned governments to pursue justice and by following up with them,” she suggested.
“When national jurisdictions fail, the Council can use international mechanisms, including by referring situations to the International Criminal Court.”
Focus on survivors
Ms. Msuya insisted that accountability is not only about prosecution but must also centre on those who survive.
In this regard, she reiterated the UN Secretary-General’s recommendation to adopt a survivor-centered approach to ensure that affected aid workers have a say in global discussions.
In his briefing, Mr. Michaud noted that progress has been elusive in getting more countries to join the Convention on the safety of UN and associated personnel, while attacks on humanitarian workers have continued unabated.
Impunity now ‘a pervasive normal’
“Impunity for attacks on humanitarian personnel has become the new normal,” he said. “A pervasive normal. An accepted normal. One perpetuated not only by non-State actors, but also by governments and their proxies.”
He said that against a backdrop of widespread disregard for international humanitarian law, UN agencies are now forced to significantly reduce assistance due to budget cuts imposed by several Member States.
Humanitarian agencies are among the most affected, and the situation could lead to further insecurity.
Funding shortfall risks
“And if, where and when the United Nations and its partners are forced to deliver less aid, the risks to UN and humanitarian personnel will grow,” he warned.
“We are already seeing signs of this in Gaza and elsewhere. Humanitarian personnel may become the first target of people’s despair.”
Mr. Michaud said that the UN must – and will – adapt, adding that budgetary pressures will also impact the level of security support available.
UN Security commitment
“We will need to adjust our footprint. And in some areas, we may even be compelled by resource constraints to completely withdraw,” he said.
“But the UN Security will do its part through these turbulent times. We will be present wherever our humanitarian partners need us.”
He said UN Security will also continue to engage with the Council and Member States, including to protect investments made in the humanitarian, peace and security, and development spheres.
He underlined that the Department will always be a steadfast and reliable partner to the humanitarian and development community, as well as Member States.
“But we need attacks on United Nations and humanitarian personnel to stop,” he declared.

Autism now affects 1 in 36 children in the United States, a staggering increase from the 1980s, when the disorder was found in only 1 to 4 out of every 10,000 individuals. I created the Make America Healthy Again Commission to investigate and address the root causes of our escalating health crisis, with a focus on childhood disorders like autism. As part of this effort, my Administration is prioritizing gold-standard research and increasing transparency to gain new insights to aid those with ASD.
Under my leadership, our great Nation will be stronger than ever before, with opportunities for all Americans to thrive and prosper. Despite challenges, Americans with ASD have made, and will continue to make outstanding contributions for our country and the world.
Early detection is crucial to improving the quality of life of those with ASD, as timely intervention can significantly improve long-term outcomes. Mental Health and Addictions Minister Lori Carr is pleased to announce that all 60 inpatient treatment spaces are now available at the new addictions treatment centre near Lumsden.
Intake for the second phase of 40 inpatient spaces at the EHN Willowview Recovery Centre started April 1.
“The best help that we can give someone who finds themself struggling with an addiction, is to offer them a path to recovery,” Carr said. “These inpatient treatment spaces are open to residents across our province. Patients will receive holistic, wrap-around addictions treatment for up to 16 weeks to support their recovery journey.”
These 40 inpatient spaces are in addition to the first phase that started at Willowview in January with 20 inpatient beds.
EHN Willowview Recovery Centre is operated by EHN Canada. EHN is a leading addictions treatment provider with decades of experience operating facilities across Canada.
“We are incredibly proud to provide life-changing mental health and addiction treatment to those who need it most,” EHN COO Christina Basedow said. “This milestone represents not only the culmination of dedicated work and partnership, but also a powerful step forward for the province. The agreement to provide the service is between the SHA and EHN Canada.
“The Saskatchewan Health Authority is committed to strengthening mental health and addictions services across the province to ensure timely, appropriate access to care,” Integrated Regina Health Mental Health and Addictions Executive Director Zoe Teed-McKay said. “Individuals who are facing addiction challenges are our friends and family members; they live in our communities. Having all 60 of these addictions treatment spaces now open for in-patient service delivery will enhance existing services, reduce wait times, and help more of those people we care about receive the treatment they need to overcome addictions and live healthy, safe lives in recovery.”
To date, 264 of the 500 new spaces under Saskatchewan’s Action Plan for Mental Health and Addictions are now available to Saskatchewan residents.

WASHINGTON, D.C. – Today, Congressman Nick Langworthy (NY-23) introduced the bipartisan H.R. 2560, the Lifespan Respite Care Reauthorization Act,which would extend funding for programs that provide short-term relief to unpaid caregivers who look after people with disabilities or chronic conditions. Congressman Langworthy is joined by co-lead Rep. Tokuda (D-HI) in introducing this bill. Senators Susan Collins (R-ME) and Tammy Baldwin (D-WI) introduced the companion to this bill in the Senate.
“Too often we see family members who are full time caregivers on top of the other responsibilities of life. While this is selfless and heroic work, it is often financially and emotionally taxing on the entire family,” said Congressman Langworthy. “Respite care helps to reduce mental stress and physical health issues that family caregivers may experience, keeping them healthy and families intact.”
Specifically, the bill reauthorizes funding for the Lifespan Respite Care Program through fiscal year 2029. The Lifespan Respite Care Program plays a crucial role in supporting caregivers and enhancing the overall quality of life for individuals with chronic conditions or disabilities, such as Alzheimer’s or dementia. By providing funding opportunities to states and programs, these programs offer caregivers a temporary break from the heavy physical, mental, and financial tolls associate with caregiving that, all too often, go unnoticed. This can, in turn, improve the quality of life for both caregivers and individuals living with chronic illness.
“In rural areas, where access to healthcare and respite services can be very limited, caregivers go above and beyond to provide essential care to loved ones with disabilities and chronic conditions. Washington, DC — Today, Rep. Sydney Kamlager-Dove (CA-37), House Foreign Affairs Ranking Member Greg Meeks (NY-5), and 21 additional lawmakers introduced the Defending American Diplomacy Act to protect the State Department from DOGE cuts. This bill would prevent the Trump Administration from making any significant changes to the State Department without first consulting and obtaining approval from Congress. If the administration circumvents Congress to reorganize the State Department, as it did with USAID, the legislation will cut off federal funding for DOGE and prohibit travel for political appointees.
“Rogue actors empowered by Elon Musk, including January 6 rioter Peter Marocco and a 19-year-old nicknamed ‘Big Balls,’ are taking a sledgehammer to vital tools in our foreign policy toolbox that prevent us from going to war. They’ve already illegally dismantled eight foreign policy institutions and are coming for the State Department next,” said Rep. Reporting suggests the administration is looking to decrease the State Department’s operations budget by a whopping 20%. Preliminary plans include shuttering diplomatic missions, firing many of the local employees who enable U.S. embassies to function, and eliminating bureaus tasked with advancing democracy, protecting human rights, supporting scientific research, and fostering goodwill abroad.
To preempt any significant reorganization of the State Department without congressional consultation and approval, the Defending American Diplomacy Act:
Requires any major reorganization of the State Department to be passed into law by an act of Congress;
Requires the Secretary of State to submit a detailed plan about the administration’s intended reorganization and an assessment of any impacts to the U.S. diplomatic toolbox; and
Cuts funding for DOGE and prohibits travel for Trump political appointees if the administration initiates a reorganization that circumvents Congress.

Davenport, Iowa –Congresswoman Mariannette Miller-Meeks (IA-01) welcomed U.S. Agriculture Secretary Brooke Rollins to Iowa to highlight the state’s leadership in biofuels. Rollins and President Trump announced the release of $537 million for 543 biofuel infrastructure projects across 29 states, including Iowa, under the Higher Blends Infrastructure Incentive Program (HBIIP).
“It was an honor to host Secretary Rollins and showcase how Iowa’s farmers and biofuels producers are powering America,”said Miller-Meeks. “This investment expands access to higher ethanol blends, strengthens energy independence, and supports our farm families.”
Speaking at Elite Octane in Atlantic, Sec. Rollins emphasized the program’s impact. “This funding helps retailers offer higher ethanol blends, ensuring a greater market for Iowa’s corn and soybean growers,” she said. “President Trump is delivering on our commitment to farmers, ranchers, and small businesses.”
Rollins made the announcement alongside Governor Kim Reynolds, Senator Joni Ernst, Representatives Zach Nunn and Mariannette Miller-Meeks, Iowa Ag Secretary Mike Naig, and Elite Octane CEO Nick Bowdish.
Out of the 543 projects receiving funding, six biofuel infrastructure projects will be in Iowa’s First District:
ICC Motor Fuel 1 LLC – $1,842,000: Installing 30 E15 dispensers and 13 ethanol storage tanks at 13 locations, including Eldridge and Davenport Expected to increase ethanol sales by 3,775,358 gallons per year.
R.A.M. Inc. – $834,000: Installing nine E15 dispensers, two B20 dispensers, two ethanol storage tanks, and one biodiesel storage tank at two fueling stations in Davenport. Expected to increase biofuel sales by 908,523 gallons per year.
Mac’s Convenience Stores LLC – $4,705,500: Installing 111 E15 dispensers and 23 ethanol storage tanks at 23 fueling stations, including Burlington (3), Clinton, Muscatine, and Rock Island. Expected to increase ethanol sales by 12,064,378 gallons per year.
D&D Marion LLC – $915,000: Installing eight E15 dispensers, 10 B20 dispensers, one ethanol storage tank, and one biodiesel storage tank at a fueling station in Marion. Expected to increase biofuel sales by 3,943,000 gallons per year.
Generational Fuel LLC – $177,750: Installing two E15 dispensers, two E85 dispensers, and two B20 dispensers at a fueling station in Sully. Expected to increase biofuel sales by 291,004 gallons per year.
County Automotive Services LLC – $517,500: Installing three E15 dispensers, three E85 dispensers, one B20 dispenser, one ethanol storage tank, and one biodiesel storage tank at a fueling station in Tipton. Expected to increase biofuel sales by 280,819 gallons per year.

Washington, DC – Congresswoman Claudia Tenney (NY-24) today reintroduced the Protect TANF Resources for Families Act to prevent states from improperly allocating Temporary Assistance for Needy Families (TANF) funds to fill shortfalls in state budgets.
Congressman Aaron Bean (FL-4) is an original cosponsor of this legislation.
Currently, some states are using TANF to finance activities that previously had been state and local responsibilities. In fact, a recent GAO reportstated that unused TANF funds more than doubled to $9 billion from FY 2015-22, yet many states could not explain how unspent funds were used. This legislation will ensure TANF funds are used to enhance existing state funding rather than replace it.
“We must ensure that TANF is used to assist those it was intended to serve and that states do not abuse the generosity of taxpayers. To prevent states from diverting TANF funds to cover budget shortfalls, the Protect TANF Resources for Families Act will implement strict oversight and reporting mechanisms. We must safeguard this valuable resource for the families who need it most,” said Congresswoman Tenney.

During the RSC press conference announcing this legislation, Rep. The No Iranian Energy Act sanctions the importation of Iranian natural gas to Iraq, cutting off their lifeline. This is necessary as recently, the sanctions waiver for electricity transmission from Iran expired in line with President Trump’s NSPM-2. With Iranian gas imports accounting for roughly 8.8 GW of power generation, additional action is needed to cut off this revenue stream for the regime in Tehran.

OAKLAND — California Attorney General Rob Bonta today issued a legal alert reminding businesses operating in California that it is illegal to make payments to foreign-government officials to obtain or retain business — regardless of the Trump Administration’s order temporarily suspending federal enforcement of the Foreign Corrupt Practices Act (FCPA). Violations of the FCPA remain actionable under California’s Unfair Competition Law (UCL), and businesses are expected to follow the law.
“Illegal activity is still illegal. Paying bribes to foreign officials is not only unethical, it’s also bad for business. Bribery erodes consumer confidence in the market and rewards corruption instead of competition. As the fifth largest economy in the world, California has a vested interest in defending honest business,” said Attorney General Bonta. “Despite the Trump Administration’s actions, I remind businesses in California that bribing foreign officials is illegal under California law and will not be tolerated.”
The FCPA prohibits U.S. businesses and citizens from offering or paying anything of value to a foreign-government official, foreign political party or politician, or official of a public international organization in order to attempt to obtain or retain business.
On February 10, 2025, President Trump issued an executive order purporting to pause enforcement of the FCPA for at least 180 days and directing the U.S. Attorney General to update guidelines and policies governing the FCPA within 360 days to “restore proper bounds on FCPA enforcement and preserve Presidential foreign policy prerogatives.”
In the alert, Attorney General Bonta reminds businesses and individuals to continue complying with all applicable laws, including the FCPA, regardless of the federal administration’s pronouncements. Violations of the FCPA are actionable under California’s UCL, which was enacted to preserve fair business competition and protect consumers. Accordingly, businesses should continue to ensure that they and their agents do not offer or pay anything of value to foreign officials to obtain or retain business.

Comes after Welch-led push to get answers about Todd Blanche’s Involvement in the DOJ’s Push to Dismiss Case
WASHINGTON, D.C. – Today, a U.S. District Court judge in New York dismissed the corruption case, with prejudice, against Eric Adams, Mayor of New York City, blocking future legal action against Mr. Adams. This follows Trump allies at the Department of Justice (DOJ) making an unprecedented request to dismiss the case, leading to the resignation of career senior prosecutors at the DOJ.
Recent reporting raises questions as to whether Todd Blanche, now Deputy Attorney General, testified truthfully about his involvement in DOJ’s decision, while under oath during his nomination hearing in February. Mr. Blanche was asked by Senator Peter Welch (D-Vt.) about his knowledge of plans to dismiss the case against Mayor Adams, and similar questions were asked by Sens. Coons and Booker. Senators Welch and Coons this week led Democrats on the Senate Judiciary Committee in requesting documents from U.S. Attorney General Pam Bondi to determine the veracity of Mr. Blanche’s testimony before the Judiciary Committee.

“The unprecedented push by DOJ to dismiss the case against Mayor Adams reeks of corruption, instigated by President Trump and his enablers. New York City Mayor Eric Adams was charged with one count of conspiracy to receive campaign contributions from foreign nationals and commit wire fraud and bribery; one count of wire fraud; two counts of soliciting campaign contributions from foreign nationals; and one count of soliciting and accepting a bribe.

The measure would allow for organic human reduction as a means of disposing of deceased human bodies to those who are licensed funeral directors or establishments, embalmers and crematories.

North Dakota is taking a significant step forward in leveraging the power of data with the launch of the official North Dakota “State Data Hub”. This initiative, spearheaded by North Dakota Information Technology (NDIT), aims to enhance the use and impact of North Dakota data to support better citizen and community outcomes.
The State Data Hub will serve as a centralized platform to collect and disseminate reliable, up-to-date information from multiple sources. Initially, the Hub will feature dashboards and data provided by the North Dakota Department of Commerce’s State Data Center, offering valuable insights into demographics, economic development, and socioeconomic factors. Over time, the Hub will expand to include additional data and resources from other state agencies, further enhancing easy access to data for decision-makers and the public.
The development of the Data Hub is a key component of the Statewide Data Strategy, an NDIT-led initiative established in 2022. “The vision of this effort is to harness the value of data to help North Dakota thrive,” said NDIT Chief Data Officer, Kim Weis. “The State Data Hub enables agencies to collaborate with the use of trusted data — essential to creating a government that is not just efficient, but also responsive to the needs of its citizens. Today, Congressman Morgan McGarvey (KY-03), a member of the House Veterans’ Affairs Committee, joined Congressman Morgan Luttrell (TX-03) to introduce the Service Dogs Assisting Veterans Act. This legislation would increase access to service dogs for eligible veterans – including veterans who are blind, deaf, or are healing from traumatic brain injuries (TBI), military sexual trauma, paralysis, and Post-Traumatic Stress Disorder (PTSD) – by establishing a VA grant program to fund nonprofit organizations providing trained service dogs to eligible veterans at no cost. Over 40,000 veterans currently reside in Louisville.
“As a member of the Veterans’ Affairs Committee and proud grandson of veterans, I know we need to do more to help our veterans address both the visible and invisible wounds of war. It is estimated that upwards of 20% of Iraq and Afghanistan war veterans suffer from post-traumatic stress disorder, and more than 450,000 service members have been diagnosed with at least one traumatic brain injury over the past two decades. As a result, these veterans suffer from alarmingly high rates of depression, anxiety, joblessness, homelessness, and substance use disorders. Far too often, they resort to taking their own lives, with nearly 17 veterans dying by suicide each day.

WASHINGTON, D.C. – Congressman Juan Ciscomani is leading a bipartisan effort to get the U.S. Army to review regulations that prevent eligible veterans and service members from receiving one of our nation’s most distinguished military honors, the Purple Heart.
A Purple Heart is given to current and former members of the Armed Forces who’ve been wounded or killed as a result of enemy action while serving. But a gap in the regulations has barred thousands from receiving the honor, including at least one in Ciscomani’s 6th Congressional District.

“It simply isn’t fair,” said Ciscomani, a member of the House Veterans’ Affairs Committee. “I’ve personally met an Iraq War veteran who nearly gave his life serving our country and is prevented from even being considered for a Purple Heart because of regulations that may not reflect the realities of combat. This is wrong and it needs to change.”
Ciscomani and nine other members of Congress are urging Secretary of the Army Daniel Driscoll to review the regulations to provide greater flexibility when considering Purple Heart applications.
In a March 28 letter to Driscoll, the lawmakers wrote that veterans and service members who’ve been diagnosed with traumatic brain injuries have been denied a Purple Heart because they lack proper documentation.
The lawmakers wrote, “While we recognize the difficulty in establishing clear guidelines for every combat scenario, greater flexibility is urgently needed. The Army’s appeals process, which we fully support, can take over a year to resolve—an unacceptably long wait for veterans seeking proper recognition of their injuries.”
The Purple Heart is the oldest military award presented to American service members. It bears the likeness of President George Washington, who first presented an early version of the award in 1782. It was redesigned in 1932 at the direction of Gen. Douglas MacArthur.
According to Army Regulation 600-8-22, a Purple Heart can be presented to an individual who suffered a wound, injury, or death as a result of enemy or hostile act, international terrorist attack, or friendly fire. The individual must have also received treatment by medical officials and have official records of medical treatment. Unfortunately, that last requirement does not account for situations where a medical officer may not be present to provide treatment.

Dear Sec. Driscoll:
We are writing to express our concern regarding current Army regulations that areinhibiting veterans and service members nationwide from receiving proper consideration for aPurple Heart decoration from the United States Army. As you know, this honor is awarded tothose who have sacrificed greatly in defense of our country and our freedoms, and therefore wetake great care to ensure its proper consideration.
Specifically, we have concerns with Army Regulation 600-8-22, which governs the eligibility criteria to award the Purple Heart to individuals injured in the line of duty and its related impact on service members who were unable to be treated by a medical officer at the time of their injury. We have met with those whose vehicles were struck by IEDs or exposed to concussive blasts, resulting in diagnosed traumatic brain injury (TBI), and despite following the proper channels, their applications for a Purple Heart have been denied due to a lack of contemporaneous documentation, often through no fault of their own.
The regulation requires that each approved award of the Purple Heart must meet the following requirements: a) a wound, injury, or death as a result of enemy or hostile act, international terrorist attack, or friendly fire and b) treatment by medical officials and official records of said medical treatment. Unfortunately, the latter requirement does not account for the realities of combat, particularly in incidents where a medical officer may not have been present to provide treatment. Oftentimes, soldiers stationed at forward operating bases with limited medical capabilities may not receive treatment until they return to base or redeploy.
Further, in some cases service members are unaware that they need referrals for TBI treatment documented in their health records, creating significant barriers when applying for a Purple Heart. The nature of blast injuries means that symptoms do not always manifest immediately, making it even more difficult to obtain proper documentation at the time of the incident. Yet, these injuries have long-term consequences, affecting not only the individual’s health but also their ability to access care and benefits after service.
Additionally, other Army processes—such as referral to the Physical Evaluation Board (PEB)—or external entities like the VA have documented TBI diagnoses as a result of combat, medical retirements, and evidence of referrals for treatment for a veteran or service member, but the Department of the Army does not allow for the consideration of these forms of record. We believe that this evidence should be considered when determining initial Purple Heart eligibility, and yet they are often overlooked.
While we recognize the difficulty in establishing clear guidelines for every combat scenario, greater flexibility is urgently needed. The Army’s appeals process, which we fully support, can take over a year to resolve—an unacceptably long wait for veterans seeking proper recognition of their injuries. During this time, many of these veterans are left in limbo, waiting for decisions that impact not only their recognition of service but also their long-term well-being. Our offices stand ready to assist in expediting these appeals and advocating for regulatory adjustments to reduce unnecessary delays.
We urge you to review these regulations with partners in the Department of Veterans Affairs and look forward to your timely reply on how we can partner to move this process forward.

WASHINGTON––U.S. Senator John Boozman (R-AR) joined Senators Lindsey Graham (R-SC), Richard Blumenthal (D-CT) and a bipartisan collection of more than three dozen other senators to introduce primary and secondary sanctions against Russia and actors supporting Russia’s aggression in Ukraine.
These sanctions would be imposed if Russia refuses to engage in good faith negotiations for a lasting peace with Ukraine or initiates another effort, including military invasion, that undermines the sovereignty of Ukraine after peace is negotiated. The legislation also imposes a 500 percent tariff on imported goods from countries that buy Russian oil, gas, uranium and other products.
“In 1994, as part of the Budapest Memorandum, Ukraine gave up approximately 1,700 nuclear weapons with a promise from the U.S., Russia and United Kingdom that Ukraine’s sovereignty would be honored in the future. This failed to deter Russian aggression. In 2014 and 2015, the Minsk agreements were reached to end Russia’s invasion of Ukraine, but again, it did nothing to deter future aggression. In 2022, Russia invaded Ukraine once more, leading to deaths of hundreds of thousands of people and the displacement of millions.
“It is our hope that in 2025, President Trump and his team will achieve what has eluded the world in the past: ending Russian aggression against Ukraine permanently and ensuring the survivability of a free and democratic Ukraine. These sanctions against Russia are at the ready and will receive overwhelming bipartisan, bicameral support if presented to the Senate and House for a vote.
“We support an immediate ceasefire to secure a lasting, honorable peace,” the senators said.

On March 27, 2025, as a result of the vigilance of staff members, a package containing contraband and unauthorized items was seized on the perimeter of Mountain Institution, a medium-security federal institution.
The contraband and unauthorized items seized included methamphetamine, shatter, card readers, cell phones and charging cords, SIM cards, and tobacco. The total estimated institutional value of these seizures is $140,300.
The police have been notified and the institution is investigating.
The Correctional Service of Canada (CSC) uses a number of tools to prevent drugs from entering its institutions. These tools include ion scanners and drug-detector dogs to search buildings, personal property, inmates, and visitors.
CSC is heightening measures to prevent contraband from entering its institutions in order to help ensure a safe and secure environment for everyone. CSC also works in partnership with the police to take action against those who attempt to introduce contraband into correctional institutions.
CSC has also set up a telephone tip line for all federal institutions so that it may receive additional information about activities relating to security at CSC institutions. These activities may be related to drug use or trafficking that may threaten the safety and security of visitors, inmates, and staff members working at CSC institutions.
The toll-free number, 1‑866‑780‑3784, helps ensure that the information shared is protected and that callers remain anonymous.

Please note – season opening dates vary depending on the location. The new angling season opens May 5 in the southern management zone, May 15 in the central management zone and May 25 in the northern management zone.
Anglers 16 and older must purchase a licence to fish in Saskatchewan, except for Saskatchewan seniors aged 65 and older. Saskatchewan and Canadian resident Armed Forces veterans who were honourably discharged are eligible for free angling licences, subject to verification. Angling licences are available online 24 hours a day, seven days a week and can be stored to your digital device.
Residents and visitors may fish without a licence in provincial waterbodies outside of national parks during the two Free Fishing Weekends: July 12-13, 2025, and February 14-16, 2026. All other regulations still apply during those weekends, including possession limits and reduced limits on some waterbodies.

ATLANTA – Governor Brian P. Kemp today announced that Georgia-headquartered Flock Safety, a leading safety technology solutions provider, is opening a new manufacturing facility in Smyrna. The new 97,000-square-foot facility will ultimately create an estimated 210 new jobs over the next three years and represents an investment of approximately $10 million. Governor Kemp and First Lady Marty Kemp joined Flock Safety CEO Garrett Langley, Flock Safety Chief People Officer Paige Todd, Smyrna Mayor Derek Norton, Cobb County Chairwoman Lisa Cupid, Metro Atlanta Chamber of Commerce CEO Katie Kirkpatrick, Cobb County Police Chief Stuart VanHoozer, and other state and local leadership to celebrate the ribbon cutting.
“In Georgia, we foster a business environment where innovative companies can get off the ground and grow into leaders in their industry while operating in safe communities,” said Governor Brian Kemp. “Flock Safety is a great example of the success that approach has created, and we’re proud to celebrate this milestone with them. Flock Safety was founded in Georgia in 2017, and the company currently supports more than 250 jobs in the state. Over 300 law enforcement agencies and 100 businesses in Georgia have deployed Flock Safety’s technology to solve and reduce crime. Flock Safety launched its Drone as First Responder system last year upon the acquisition of Aerodome, a leader in rapid response drones for public safety.
