  • MIL-OSI Canada: Province advances systemic changes to integrate social services, prevent crises

    On the one-year anniversary of the release of the representative for children and youth’s (RCY) Don’t Look Away report, the Province is providing an update on its co-ordinated cross-government work across several ministries to better integrate social services and move to a more prevention-based model of support for children and youth.

    The report called for systemic transformation across government to better support vulnerable children and families in B.C. by detailing the devastating story of a child’s abuse and death. In response, the Province made eight key commitments and launched a cross-government deputy-minister project board to ensure a co-ordinated response to improving child and youth well-being in B.C. As part of this work, government is collaborating with Indigenous people and all partners to develop a child and youth well-being action plan and outcomes framework.

    This plan will serve as the cornerstone of the Province’s strategy to better aligning services across government, setting standards for child and youth well-being, preventing crises by prioritizing the most vulnerable and measuring the effectiveness of government programs in meeting core needs.

    “Tomorrow marks the one-year anniversary of Don’t Look Away, and we continue to hold the sacred stories of Colby and the other children in this report in our hearts and minds,” said Jodie Wickens, Minister of Children and Family Development. “Every child in our province deserves safety, belonging and love, and we must do better. We are working with all our partners toward a renewed model of child well-being that focuses on prevention, care and supporting families before they find themselves in crisis.”

    While the plan and framework are being developed, the Province has made improvements to the way it serves children, youth and families. The Ministry of Children and Family Development has added tools for oversight and tracking that make sure child or youth visits occur at least once every 90 days and has increased its workforce by almost 20% in the last two years. The ministry is also improving resources for kinship care providers and providing updated information about supports available.

    B.C. is leading the country with First Nations as they reclaim jurisdiction over their children, youth and families. With a unique context of 204 First Nations, the Province has already signed 12 agreements with Nations that have determined their paths forward, with dozens more to come. A major step forward on the path of lasting reconciliation, this work will improve outcomes for children and youth and reduce the over-representation of Indigenous children and youth in care, and the Province is committed to consulting with Indigenous partners on its child and youth well-being action plan.

    “We hear these calls to action and are committed to continue advancing self-determination so that Indigenous children in B.C. are not only safe, supported and loved, but remain connected to their communities, families, culture and language,” said Christine Boyle, Minister of Indigenous Relations and Reconciliation.  

    Across government, several initiatives are underway to support the objectives of the plan, create strong foundations for families, and protect and uplift the most vulnerable. The stories in Don’t Look Away show that early supports are critical, and that is why government has taken action to provide more early intervention and mental-health and addiction programs for young people. 

    “Young people in British Columbia need access to age-appropriate mental-health and substance-use services that meet their unique needs,” said Josie Osborne, Minister of Health. “That’s why we’re focused on expanding prevention and early-intervention services, like Foundry Centres and Integrated Child and Youth Teams, to communities across the province. These services are vital to help young people get back on their feet, while our government continues to build a full continuum of mental-health and addictions care for everyone.”

    As recommended by the RCY, the Ministry of Social Development and Poverty Reduction has introduced an exemption to lift up people with disabilities and their families and to help reduce financial hardship for people with disabilities. That exemption ensures individuals and families receiving income, disability or hardship assistance can keep the full amount of the new federal Canada Disability Benefit without any reduction to their provincial benefits.

    “We want people with disabilities and their families to have access to the supports they need,” said Sheila Malcolmson, Minister of Social Development and Poverty Reduction. “That’s why this exemption allows people receiving provincial assistance to retain the entire amount of their federal Canada Disability Benefit, further helping them to support their children.” 

    The recommendations in Don’t Look Away address systemic issues that are directed at all of government. The RCY has acknowledged that the Province has taken action on 65% of the recommendations it is tracking from recent RCY reports, including Don’t Look Away.

    “The representative has recognized the steps we’ve taken so far and that the systemic changes we are making will take time,” Wickens said. “But we also hear the clear message that this work must continue, and it must expand. We are proud of the progress to date, but we know this is just the start and there is much more to do. Our government is determined to continue this work alongside the RCY and our Indigenous partners to change the way we work.”

    Government is committed to fundamentally rethinking how it supports children and families through improved accountability, increased oversight, enhanced safety and better co-ordination of services.

  • MIL-OSI Canada: Saskatchewan’s Manufacturing Sales Sees Second Best Growth in Canada

    Strong Manufacturing Sector Fueling Economic Resilience

    Today’s manufacturing sales figures show that Saskatchewan saw an increase of 4.4 per cent in May 2025 compared to April 2025. This is the second highest month-over-month increase among the provinces.

    “These positive numbers highlight once again that Saskatchewan remains the best place in Canada to live, work, raise a family and start a business,” Trade and Export Development Minister Warren Kaeding said. “The huge growth we are seeing in manufacturing sales means businesses can invest with confidence as our economy continues to grow and prosper.”

    Manufacturing sales, including shipments, inventories and orders, represent the dollar value of goods sold by manufacturers. 

    Saskatchewan continues to see significant economic growth. Statistics Canada’s latest Gross Domestic Product (GDP) numbers indicate that the province’s real GDP at basic prices reached an all-time high of $80.5 billion in 2024, increasing by $2.6 billion, or 3.4 per cent. This places Saskatchewan second in the nation for real GDP growth and above the national average of 1.6 per cent.

    Private capital investment in Saskatchewan increased last year by 17.3 per cent to $14.7 billion, ranking first among provinces. Private capital investment is projected to reach $16.2 billion in 2025, an increase of 10.1 per cent over 2024. This is the second-highest anticipated percentage increase among the provinces.

    Last year, the Government of Saskatchewan unveiled its new Securing the Next Decade of Growth – Saskatchewan’s Investment Attraction Strategy. This strategy, combined with Saskatchewan’s trade and investment website, InvestSK.ca, contains helpful information for potential markets and solidifies the province as the best place to do business in Canada.

    BACKGROUND
    On June 17, 2024, 12-year-old Jocelyn Nungaray was brutally murdered in Houston, Texas. Two illegal aliens who were allegedly members of the Tren de Aragua gang have been charged with her murder. Jocelyn loved animals and, given the close proximity of her hometown of Houston, it is fitting that the Anahuac National Wildlife Refuge be renamed in her honor.
    Located along the Texas Gulf Coast, the 39,000-acre refuge is a sanctuary for migratory birds and diverse wildlife. Managed by the U.S. Fish and Wildlife Service, it is part of the National Wildlife Refuge System and plays a vital role in coastal conservation, public recreation, and environmental education. Now, it will also stand as a solemn tribute to Jocelyn’s memory and a symbol of the Trump administration’s commitment to protecting American communities. On March 4, 2025, President Trump signed Executive Order 14229 to officially change the name from Anahuac National Wildlife Refuge to Jocelyn Nungaray National Wildlife Refuge. On March 7, 2025, the refuge was officially renamed after Interior Secretary Doug Burgum’s implementation order was signed. This legislation would ensure that this renaming cannot be overturned by a future administration by codifying the refuge’s new name into law.

  • MIL-OSI USA: 07.15.2025 Cruz-Led Bipartisan Bill to Protect Livelihoods of Texas Fishermen Passes the Senate

    WASHINGTON, D.C. – The United States Senate passed the Illegal Red Snapper and Tuna Enforcement Act, which was introduced by Senate Commerce Committee Chairman Ted Cruz (R-Texas), Sen. Brian Schatz (D-Hawaii), Sen. Katie Britt (R-Ala.), and Sen. Tommy Tuberville (R-Ala.). The bipartisan bill directs the National Institute of Standards and Technology (NIST) and the National Oceanic and Atmospheric Administration (NOAA) to develop a standard methodology for identifying the country of origin of red snapper and certain species of tuna imported into the United States.
    Technology exists to chemically test and find the geographic origin of many foods, but not for red snapper and tuna. The legislation supports the development of a field test kit that can be used to accurately ascertain whether fish were caught in U.S. or foreign waters, thus allowing federal and state law enforcement officers to identify the origin of the fish and confiscate illegally caught red snapper and tuna before it is imported back into the U.S.
    The Illegal Red Snapper and Tuna Act was reintroduced in January and advanced out of the Senate Commerce Committee the following month. The legislation was also co-sponsored by Sen. Roger Wicker (R-Miss.).
    Sen. Cruz said, “Hardworking Texas fishermen in the Gulf of America are being undercut by cartel-backed entities who illegally catch and smuggle red snapper into U.S. markets, using profits to fund other illicit activities. I am proud to lead the fight on this bipartisan legislation to crack down on these corrupt operations, stand up for Texas fishermen, and protect our communities. Now, it’s time for the House to act and help us put an end to this illegality.”
    Sen. Schatz said, “Seafood that’s caught illegally or intentionally mislabeled rips off consumers and makes it harder for law-abiding U.S. fishermen to compete. Our bill will help fight against anyone who tries to pass off cheap foreign tuna for high-quality ahi from local Hawai‘i fishermen.”
    BACKGROUND
    Mexican fishermen cross the maritime border between Texas and Mexico on small boats called “lanchas” to illegally catch red snapper in U.S. waters and return to Mexico. The fish are sold in Mexico or mixed in with legally-caught red snapper then exported back into the United States across land borders. Red snapper is one of the most well-managed and profitable fish in the Gulf, but illegal fishing by Mexican lanchas puts law-abiding U.S. fishermen and seafood producers at a competitive disadvantage.
    Last year, the Coast Guard seized more than 18 tons of illegally caught fish from Mexican lanchas. As of June of this year, the Coast Guard has arrested more than 50 Mexican fishermen and seized thousands of pounds of illegally caught fish, further underscoring the need for additional measures to protect our resources.
    In Hawaii, commercial fishermen have long fought to combat illegal, unreported, and unregulated (IUU) fishing and human trafficking in the seafood industry. IUU fishing activities violate both national and international fishing regulations.
    Sens. Cruz, Britt, and Tuberville previously introduced similar legislation during the 118th Congress, which passed the Commerce Committee in July of last year.

  • MIL-OSI USA: Debtors Who Failed to Disclose Foreign Assets Lose Bankruptcy Discharge After U.S. Trustee Program Investigation

    A Texas couple who failed to disclose assets in Dubai and Pakistan waived their bankruptcy discharge of more than $14.6 million in unsecured debt after an investigation by the Department of Justice’s U.S. Trustee Program (USTP).

    On May 30, the Bankruptcy Court for the Northern District of Texas approved a waiver of discharge by chapter 7 debtors Hasan Farid Hashmi and Umme Salma Hashmi. As a result, the Hashmis remain personally liable for their debts, and creditors are free to pursue payment from them after the case is closed.

    “The bankruptcy system depends on transparency,” said Lisa Lambert, U.S. Trustee for Region 6, which includes the Northern District of Texas. “Debtors who intentionally undermine that system should not receive the benefit of a fresh start.”

    The Hashmis filed for bankruptcy in September 2023 after the closure of several Texas hospitals owned by Hasan Hashmi, a physician. Among their assets, the couple listed a $2 million Dallas home as their only real estate and two American bank accounts with small balances. They also disclosed that they had established a trust for their descendants — which Dr. Hashmi managed as trustee — but claimed no interest in the trust’s assets as owners or beneficiaries. An investigation by the USTP’s Dallas office, however, revealed that the Hashmis owned several other properties and bank accounts in Dubai and Pakistan and that they used funds from the trust to pay personal expenses.

    In February 2024, the USTP filed a complaint seeking to bar the Hashmis’ bankruptcy discharge for making false oaths; concealing assets; failing to maintain financial records; failing to cooperate with the chapter 7 trustee’s document requests; and refusing to obey a court order requiring the Hashmis to comply with the U.S. Trustee’s document requests. One day before trial, the Hashmis agreed to waive their discharge.

  • MIL-OSI USA: Rep. Young Kim Leads Bipartisan Bill to Bolster Nursing Workforce

    WASHINGTON, D.C. —  Today, U.S. Reps. Young Kim (CA-40), Marilyn Strickland (WA-10), Don Bacon (NE-02), and Sarah McBride (DE-At Large) introduced the National Nursing Workforce Center Act to address the nationwide nursing shortage and sustain a resilient healthcare workforce. 

    The National Nursing Workforce Center Act would establish a pilot program to support the development of state-based nursing workforce centers. These centers serve as critical hubs for research, planning, and programs that strengthen the nursing pipeline and improve workforce planning across states.  

    “Unsustainable schedules are hurting our nurses, who play a vital role in delivering care across the nation,” said Rep. Young Kim. “We must strengthen our nursing workforce to meet evolving healthcare needs. I’m proud to lead this bipartisan bill to support these heroes who care for us every day.”

    • Direct HRSA to create a national center focused on nursing workforce research and solutions.

  • MIL-OSI Canada: Government of Canada invests $13.4 million in Rogers Pass Centre and Trans-Canada Highway

    Work will improve safety for visitors, the traveling public, and wildlife

    The Government of Canada is committed to protecting natural and cultural treasures in Canada and advancing infrastructure projects at Parks Canada administered sites to conserve the environment, create economic and tourism opportunities and ensure the safety of visitors travelling to and through these iconic places.

    Today, the Minister responsible for Parks Canada, the Honourable Steven Guilbeault, Minister of Canadian Identity and Culture and Minister responsible for Official Languages, announced $13.4 million for infrastructure improvements to the Rogers Pass Centre in Glacier National Park and key assets along the Trans-Canada Highway through Mount Revelstoke and Glacier national parks.

    The Rogers Pass Centre is an essential visitor experience and public safety node and rest point for travellers along this busy national corridor. During the rehabilitation, a temporary facility called Summit Station will provide travellers with visitor experience and safety information, park pass sales and merchandise, thereby ensuring minimal disruption to these services.

    This funding will also support critical roadway improvements along the Trans-Canada Highway, including:

    ·        Upgrades to the Mount Revelstoke National Park entrance overpass to meet current safety standards

    ·        Installation of an eco-passage to enable wildlife of all sizes to cross more safely

    ·        Slope stabilization in Glacier National Park to address landslide impacts to the highway

    ·        Drainage and surfacing improvements to improve safety

    This Government of Canada investment is ensuring that future generations can safely connect with the cultural and natural heritage of Rogers Pass National Historic Site and Mount Revelstoke and Glacier national parks while helping to protect and conserve important infrastructure, support the local economy and contribute to growth in the tourism sector.

  • MIL-OSI USA: Cramer, Peters Urge FAA to Expedite Delivery of Airport Entitlement Funds

    WASHINGTON, D.C. – The formula-based Airport Improvement Program (AIP) and Airport Infrastructure Grant (AIG) Program funds are regularly awarded to nearly 3,300 public-use airports across the nation annually. Since these funds are often not awarded until late June and July, it’s challenging for airports to implement the projects during the summer construction season, leading to project delays, cancellations, and cost escalations, especially at small and rural airports.

    U.S. Senators Kevin Cramer (R-ND), Chair of the Senate Environment and Public Works Subcommittee on Transportation and Infrastructure, and Gary Peters (D-MI) sent a bipartisan letter to Federal Aviation Administration (FAA) Administrator Bryan Bedford urging him to expedite the disbursement of AIP and AIG entitlement funds to help airports deliver projects more efficiently and better serve travelers.

    “Despite their guaranteed nature, AIP and AIG entitlement funds are often not available to airports until late June or July,” the senators wrote. “For small airports with limited resources and in states with truncated construction seasons due to severe weather, this delay poses significant challenges. It results in project cancellations, increased costs, and makes each federal dollar less effective. Further, for states that participate in the FAA’s Block Grant program, agency actions to limit which AIP funds are provided via block grant challenge the usefulness of the program and increase administrative burden.

    “We urge the FAA to take steps to disburse entitlement funds earlier in the fiscal year and to work with block grant states to maximize the utility of the program moving forward,” the senators concluded.  “We look forward to your response on this important matter.”

    Supporters of the letter include the North Dakota Aeronautics Commission, National Association of State Aviation Officials, the American Association of Airport Executives, and the Transportation Construction Coalition.

  • MIL-OSI USA: Cramer, Alsobrooks Lead Bipartisan Effort to Permanently Add Secretary of Agriculture to CFIUS

    WASHINGTON, D.C. – U.S. Senator Kevin Cramer (R-ND), member of the Senate Armed Services and Banking Housing and Urban Affairs Committees, and U.S. Senators Angela Alsobrooks (D-MD), Cynthia Lummis (R-WY), and John Fetterman (D-PA) introduced bipartisan legislation to strengthen food and national security. A companion bill passed the U.S. House of Representatives Financial Services Committee and the U.S. House of Representatives unanimously.

    The Agricultural Risk Review Act codifies a key plank of the Trump administration’s National Farm Security Action Plan by permanently adding the Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for agriculture transactions. CFIUS is an interagency committee tasked with reviewing transactions involving foreign investment in the United States to determine the national security implications. 

    “We’ve made tremendous progress over the last few years in our efforts to safeguard our agricultural systems and food supply chains against adversaries,” said Cramer. “After Grand Forks’ experience with Fufeng, we now know how essential it is to add the Secretary of Agriculture to CFIUS. Foreign land purchases, especially near sensitive sites, are a threat to both our national and food security. Republicans and Democrats both understand the importance of protecting food supply chains. President Trump was right to put Secretary Rollins on CFIUS. I look forward to making his effort permanent with the Agricultural Risk Review Act.”

    “Formalizing the Secretary of Agriculture’s role in the Committee on Foreign Investment in the United States is critical to our national security,” said Alsobrooks. “Maryland is home to many vital, sensitive sites including Fort Meade, Patuxent River Naval Air Station, Camp David, and more. I will do everything in my power to make sure these locations are safe from foreign adversaries so that Maryland’s agricultural communities can remain resilient and continue to support our nation’s food security.”

    In 2021, the Chinese Fufeng Group purchased 370 acres of land for a wet-corn milling plant 12 miles from Grand Forks Air Force Base (GFAFB). Cramer was a vocal opponent of the purchase due to national security concerns, given the food manufacturer’s ties to the Chinese Communist Party and the sensitive work performed at the base. He requested CFIUS review the investment, however the committee ultimately concluded it lacked the legal jurisdiction to make a determination, regardless of the merits of the case. In a January 2023 letter, the U.S. Air Force officially asserted the Fufeng project “presents a significant threat to national security with both near- and long-term risks of significant impacts to our operations in the area.”

    Following the Fufeng controversy, CFIUS expanded jurisdiction over GFAFB and seven other bases. The Fiscal Year 2024 Appropriations minibus included language Cramer supported to add the Secretary of Agriculture to CFIUS to review foreign agricultural and biotechnology purchases of national concern.

    WASHINGTON, D.C. – Today, U.S. Senator Peter Welch (D-Vt.), Ranking Member of the Senate Agriculture Subcommittee on Rural Development, Energy, and Credit, and U.S. Senators Bernie Sanders (I-Vt.) and Jeanne Shaheen (D-N.H.), reintroduced the Rural Recovery Act, legislation that will create a new program at U.S. Department of Agriculture (USDA) Rural Development (RD) to provide RD state offices with automatic funding for emergency recovery technical assistance after disasters take place in their jurisdiction. The Rural Recovery Act was inspired and shaped by the need to bolster capacity of towns and cities across Vermont recovering from historic floods in 2023 and 2024. 
    “Vermont is still reeling from brutal back-to-back floods that tore through our state in July of 2023 and 2024. Just last week, towns were hit with flash flooding for the third year—it’s a painful reminder that these disasters are becoming more frequent, and we need to be ready for them. A critical part of the recovery process is ensuring every town has the resources necessary to access emergency relief funds when disasters strike. But many rural communities often don’t have the capacity to apply for disaster relief when they’re still trying to dig out their driveways and make sure their neighbors are safe after a major flood,” said Senator Welch. “The Rural Recovery Act will deliver vital assistance and improve the post-disaster recovery process for rural communities impacted by extreme weather across the country.”

    The Rural Recovery Act would provide automatic funding to USDA RD state offices in disaster impacted states, following a disaster declaration by the president. States can use funding to administer disaster recovery technical assistance to towns. The technical assistance funding—generally available up to three years after a disaster occurs—could be used by state RD offices to hire internal employees or contractors to provide technical assistance to towns for their recovery efforts. The program is modeled after a pilot program spearheaded by USDA RD and the Vermont League of Cities and Towns (VLCT) which provides towns with technical assistance for disaster recovery. 
    Technical assistance providers could also assist with any federal agency funding applications for disaster-damaged infrastructure, including U.S. Federal Emergency Management Agency (FEMA), Economic Development Administration (EDA), USDA, or state agency funding applications to address disaster damage.

    Dear Ambassador Greer,

    We write to applaud you for demonstrating strong leadership by issuing the “Request for Comments Regarding Foreign Nations Freeloading on American-Financed Innovation” to address discriminatory policies and practices by foreign entities that cause American patients to pay a disproportionate share of the cost of global pharmaceutical research and development (R&D). We believe this is unsustainable because it both threatens the resiliency of the U.S. biopharmaceutical supply chain and increases costs for American patients.

    The American health care system bears the burden of subsidizing pharmaceutical R&D that is used across the world. In fact, despite the U.S. having less than 5 percent of the world’s population, the American patients fund approximately 75 percent of global pharmaceutical profits.

    Pharmaceutical R&D is both a costly and risky endeavor. For example, in 2019, the pharmaceutical industry spent $83 billion on R&D, with $62 billion spent domestically across all companies operating within the U.S. When adjusted for inflation, this is 10 times what the biopharmaceutical industry spent on R&D in the 1980s. In 2023, manufacturers invested over $96 billion in R&D, with over $71 billion in U.S. investments alone. This has led to an increased number of new medicines and potential cures for patients. Yet, only about 10 percent of assets that are in development are ultimately approved by world-wide regulatory bodies, and the expected cost to develop and bring a new drug to market can range from $1 billion to $2 billion.

    The U.S. is the world leader in biopharmaceutical innovation. New medicines are most often developed and launched first in the U.S., including life-saving therapies for cancers and rare diseases. Nearly 90 percent of all medicines launched between 2012 and 2021 were reimbursed in and available to patients in America; however, fewer patients had access to the same medicines abroad—for example, 48 percent of new medicines in the United Kingdom, 24 percent in Australia and 21 percent in Canada. Anti-innovation policies in other countries not only end up costing American patients more, but they threaten global access to medicines and potential cures.

    We are encouraged by USTR’s public comment process on this important issue, and we support utilizing the full force of the U.S. government to ensure other countries appropriately value American innovation. We look forward to working collaboratively with the Executive Branch to address foreign freeloading while ensuring the U.S. remains the clear world leaders when it comes to innovative pharmaceutical products. One Congressional proposal worth considering is the creation of a Chief Pharmaceutical Negotiator within USTR. This role would be specifically tasked with ensuring trade negotiations prioritize reimbursement for innovative medicines and our trading partners are held accountable when they adopt price control measures or other discriminatory practices that shift a disproportionate share of R&D costs back onto American patients.

    The price setting policies that other countries frequently adopt both undervalue medicines in the non-U.S. market and ultimately make life-saving therapies more expensive for U.S. patients. We applaud the Trump Administration for highlighting the impact foreign “freeloaders” have on drug prices for American patients. Simply put: the U.S. should not be forced to subsidize medicine costs for the rest of the world at the expense of American patients.

  • MIL-OSI Submissions: 3 ways Canadians can take control of their finances in an age of economic uncertainty

    Canadian consumers are beginning to move from short-term economic concerns to a more persistent mindset of financial precarity, and it’s starting to affect how they live.

    People are delaying major purchases and starting to show signs of subscription fatigue, according to recent findings. One recent survey found that 70 per cent of Canadians are deferring major life decisions, including home ownership and family planning, as a consequence of this sustained economic uncertainty.

    This anxiety is now reflected in broader sentiment. The Bank of Canada’s latest Consumer Expectations Survey found a sharp rise in economic pessimism. About two-thirds of Canadians now anticipate a recession within the year, up from 47 per cent in late 2024.

    Concerns about job security, debt repayment and access to credit are also mounting. For the first time since early 2024, more consumers report cutting back on spending. Home-buying intentions are declining, especially among those expecting a downturn, and an increasing share of mortgage holders plan to reduce expenses ahead of higher renewal payments.

    Consumers are no longer just reacting to inflation or interest rates, but adjusting to the idea that financial uncertainty may be here to stay.

    Why today’s economic anxiety feels different

    While the link between economic uncertainty and reduced spending is well established, what makes today’s situation different is the convergence of multiple pressures facing consumers.

    This includes a challenging job market — particularly for younger Canadians — concerns about the disruptive effects of AI-driven automation, the threat of tariffs from the United States, ongoing global conflicts and the growing cost of living.

    With economic uncertainty now a defining feature of everyday life for many Canadians, the sense of financial precarity is shaping how people think, plan and spend.

    Addressing this new reality will require equipping ourselves with tools and mental habits that can help develop financial stability, even in unpredictable times. Here are three research-backed ways to do this.

    1. Budget based on values

    With many people feeling the pinch or uncertainty around money, a more deliberate, values-based approach to personal finance is needed beyond traditional budgeting methods. If you’re looking for more control over your finances, it can help to shift your focus from just tracking where your money goes to making sure it goes where you actually want it to.

    Research in consumer behaviour supports this shift in mindset. Mental accounting, introduced by economist Richard Thaler, explains how people naturally divide their money into mental categories like stability, family or learning. Budgeting then becomes less about cutting back and more about making intentional choices.

    Studies have found that pairing this kind of values-based budgeting with simple practices, such as setting clear goals and automating transfers, can lead to lower spending and more consistent long-term behaviour. The goal is not to manage every dollar perfectly, but to make sure your money aligns with what matters most to you.

    Since values tend to guide sustainable decision-making, a practical starting point is to identify three to five core values, such as financial security, personal development or time with family. Next, review your recent transactions and group them by the value they support. This reframes budgeting as a way to assess whether your current spending aligns with what you consider most important.

    From there, assign a reasonable monthly amount to each category based on your income and fixed obligations. You don’t need to track every detail, but having value-based benchmarks will improve day-to-day choices.

    Renaming categories in your budgeting app or spreadsheet is another important approach. For example, changing “discretionary” to “family time” or “well-being” can reinforce the link between spending and values. Set up automated transfers that reflect your goals; this might include creating a savings buffer, funding education or contributing to a low-risk investment account. Automation helps reduce decision fatigue and supports consistency.

    2. Use pessimism to your advantage

    While recognizing economic risks is entirely rational, how people respond to that risk makes a significant difference. Psychologists have studied a mindset known as “defensive pessimism,” a strategy that involves anticipating potential problems in order to plan effectively, rather than being overwhelmed by uncertainty.

    Unlike chronic anxiety or fear, which can impair decision-making and lead to poorer financial and consumption choices, defensive pessimism encourages people to take a more measured, thoughtful approach. It combines realism with preparation and helps individuals stay focused and responsive in uncertain conditions.

    People are more resilient when they focus on what can be changed. In practical terms, this might include learning a new skill, starting a side project or strengthening personal or professional networks.

    To apply defensive pessimism, start by clearly identifying what could go wrong, then outline specific actions to address those possibilities. Break big tasks into smaller, manageable steps, create a backup plan and regularly reassess progress. This approach helps maintain focus, reduce surprises and turn worry into preparation.

    These small, proactive steps with detailed personal reflection can offer a sense of agency that counters feelings of helplessness. Rather than ignoring challenges, defensive pessimism coupled with consistent reflection is about figuring out how to work around them.

    3. Adopt a long-term outlook

    Despite ongoing uncertainty, maintaining a long-term financial perspective remains very important. Research consistently shows that people who engage in long-term planning tend to accumulate greater wealth over time.

    Long-term planning involves continuing to plan for future goals such as retirement or education, even when timelines need to shift due to changing circumstances.

    One of the greatest challenges with this approach is known as the “sour grape effect.” This refers to the tendency people have to downplay a future goal or reward after experiencing early setbacks or failures.

    A 2020 study with 1,304 participants in Norway and the U.S. found that setbacks can lead individuals to disengage from their goals. Participants were given either positive or negative feedback on an initial task and then asked to predict how much happiness they would feel if they succeeded in a later round.

    Those who experienced failure anticipated much less happiness from future success. When everyone actually did succeed, their levels of happiness were the same regardless of initial feedback. Setbacks can lead people to devalue their goals as a self-protective strategy. However, participants with high achievement motivation did not show this bias.

    In other words, when short-term disappointments are interpreted as failure, there is a risk that people may give up on long-term plans altogether. In these moments, the most effective course of action is staying consistent and committed, while still remaining agile enough to adapt as needed.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, led all members of the Senate Judiciary Committee in calling for Chairman Chuck Grassley (R-IA) to schedule a hearing to collect testimony from Erez Reuveni, the former Acting Deputy Director for the Office of Immigration Litigation at the Department of Justice, who recently disclosed serious misconduct allegations and further documentation regarding judicial nominee Emil Bove.
    In a letter to Grassley, the Senators wrote: “We respectfully request that you call Erez Reuveni to testify before the Senate Judiciary Committee prior to the Committee’s vote on the nomination of Emil J. Bove III to be a U.S. Circuit Judge on the U.S. Court of Appeals for the Third Circuit. Mr. Reuveni has made credible allegations against Mr. Bove, which, if true, clearly disqualify him for a lifetime appointment to the federal bench. Thus, it is imperative that the Committee hear from Mr. Reuveni, under oath, before we vote on Mr. Bove’s nomination.”
    The Senators then cited Mr. Reuveni’s document production related to J.G.G. v. Trump, Abrego Garcia v. Noem, and D.V.D. v. DHS, writing: “Documentation provided by Mr. Reuveni demonstrates that he unsuccessfully attempted to secure government compliance with court orders in three separate cases being overseen by Mr. Bove in his role as Principal Associate Deputy Attorney General.”
    The Senators concluded by highlighting the importance of understanding Mr. Bove’s role in these concerning episodes before voting on his judicial nomination and requested testimony, writing: “Mr. Bove repeatedly gestured at but never invoked deliberative process privilege at his hearing and in answers to written questions, undermining our ability to assess whether Mr. Bove engaged in the alleged misconduct and continuing executive branch officials’ use of ‘non-assertion’ assertions of privilege to defy congressional inquiries.  Calling Mr. Reuveni to testify under oath will allow members of this Committee to appraise the veracity of his claims while defending the Committee’s prerogative to assess Mr. Bove’s qualifications…It is critical that this Committee understands the full scope of Mr. Bove’s actions at the Justice Department prior to voting on his nomination to a lifetime appointment on the federal bench.     Canadian consumers are beginning to move from short-term economic concerns to a more persistent mindset of financial precarity, and it’s starting to affect how they live.

    People are delaying major purchases and starting to show signs of subscription fatigue, according to recent findings. One recent survey found that 70 per cent of Canadians are deferring major life decisions, including home ownership and family planning, as a consequence of this sustained economic uncertainty.

    This anxiety is now reflected in broader sentiment. The Bank of Canada’s latest Consumer Expectations Survey found a sharp rise in economic pessimism. About two-thirds of Canadians now anticipate a recession within the year, up from 47 per cent in late 2024.

    Concerns about job security, debt repayment and access to credit are also mounting. For the first time since early 2024, more consumers report cutting back on spending. Home-buying intentions are declining, especially among those expecting a downturn, and an increasing share of mortgage holders plan to reduce expenses ahead of higher renewal payments.

    Consumers are no longer just reacting to inflation or interest rates, but adjusting to the idea that financial uncertainty may be here to stay.

    Why today’s economic anxiety feels different

    While the link between economic uncertainty and reduced spending is well established, what makes today’s situation different is the convergence of multiple pressures facing consumers.

    This includes a challenging job market — particularly for younger Canadians — concerns about the disruptive effects of AI-driven automation, the threat of tariffs from the United States, ongoing global conflicts and the growing cost of living.

    With economic uncertainty now a defining feature of everyday life for many Canadians, the sense of financial precarity is shaping how people think, plan and spend.

    Addressing this new reality will require equipping ourselves with tools and mental habits that can help develop financial stability, even in unpredictable times. Here are three research-backed ways to do this.

    1. Budget based on values

    With many people feeling the pinch or uncertainty around money, a more deliberate, values-based approach to personal finance is needed beyond traditional budgeting methods. If you’re looking for more control over your finances, it can help to shift your focus from just tracking where your money goes to making sure it goes where you actually want it to.

    Research in consumer behaviour supports this shift in mindset. Mental accounting, introduced by economist Richard Thaler, explains how people naturally divide their money into mental categories like stability, family or learning. Budgeting then becomes less about cutting back and more about making intentional choices.

    Studies have found that pairing this kind of values-based budgeting with simple practices, such as setting clear goals and automating transfers, can lead to lower spending and more consistent long-term behaviour. The goal is not to manage every dollar perfectly, but to make sure your money aligns with what matters most to you.

    Since values tend to guide sustainable decision-making, a practical starting point is to identify three to five core values, such as financial security, personal development or time with family. Next, review your recent transactions and group them by the value they support. This reframes budgeting as a way to assess whether your current spending aligns with what you consider most important.

    From there, assign a reasonable monthly amount to each category based on your income and fixed obligations. You don’t need to track every detail, but having value-based benchmarks will improve day-to-day choices.

    Renaming categories in your budgeting app or spreadsheet is another important approach. For example, changing “discretionary” to “family time” or “well-being” can reinforce the link between spending and values. Set up automated transfers that reflect your goals; this might include creating a savings buffer, funding education or contributing to a low-risk investment account. Automation helps reduce decision fatigue and supports consistency.

    2. Use pessimism to your advantage

    While recognizing economic risks is entirely rational, how people respond to that risk makes a significant difference. Psychologists have studied a mindset known as “defensive pessimism,” a strategy that involves anticipating potential problems in order to plan effectively, rather than being overwhelmed by uncertainty.

    Unlike chronic anxiety or fear, which can impair decision-making and lead to poorer financial and consumption choices, defensive pessimism encourages people to take a more measured, thoughtful approach. It combines realism with preparation and helps individuals stay focused and responsive in uncertain conditions.

    People are more resilient when they focus on what can be changed. In practical terms, this might include learning a new skill, starting a side project or strengthening personal or professional networks.

    To apply defensive pessimism, start by clearly identifying what could go wrong, then outline specific actions to address those possibilities. Break big tasks into smaller, manageable steps, create a backup plan and regularly reassess progress. This approach helps maintain focus, reduce surprises and turn worry into preparation.

    These small, proactive steps with detailed personal reflection can offer a sense of agency that counters feelings of helplessness. Rather than ignoring challenges, defensive pessimism coupled with consistent reflection is about figuring out how to work around them.

    3. Adopt a long-term outlook

    Despite ongoing uncertainty, maintaining a long-term financial perspective remains very important. Research consistently shows that people who engage in long-term planning tend to accumulate greater wealth over time.

    Long-term planning involves continuing to plan for future goals such as retirement or education, even when timelines need to shift due to changing circumstances.

    One of the greatest challenges with this approach is known as the “sour grape effect.” This refers to the tendency people have to downplay a future goal or reward after experiencing early setbacks or failures.

    A 2020 study with 1,304 participants in Norway and the U.S. found that setbacks can lead individuals to disengage from their goals. Participants were given either positive or negative feedback on an initial task and then asked to predict how much happiness they would feel if they succeeded in a later round.

    Those who experienced failure anticipated much less happiness from future success. When everyone actually did succeed, their levels of happiness were the same regardless of initial feedback. Setbacks can lead people to devalue their goals as a self-protective strategy. However, participants with high achievement motivation did not show this bias.

    In other words, when short-term disappointments are interpreted as failure, there is a risk that people may give up on long-term plans altogether. In these moments, the most effective course of action is staying consistent and committed, while still remaining agile enough to adapt as needed.

    NATO Secretary General Mark Rutte met U.S. President Donald Trump at the White House yesterday (14 July 2025) to advance critical efforts in support of Ukraine’s defence against Russian aggression. Speaking to press in the Oval Office, Rutte hailed President Trump’s pivotal decision to ensure Ukraine receives essential military resources, with NATO coordinating the effort with funding from Allies in Europe and Canada.

    Mr. Rutte highlighted the momentum from the recent NATO Summit in The Hague, where Allies agreed to a 5% GDP defence spending target and increased defence industrial production as well as continued support to Ukraine. He underscored how this effort brings all three together just weeks after the historic decisions were made. NATO is now working on substantial military equipment packages, including air defence systems, missiles, and ammunition. Rather than a single, finite package, the announcement yesterday marks new impetus, focused on rapid, substantial equipment transfers to Ukraine. “This is Europe stepping up,” he stated, noting commitments from Germany, Finland, Denmark, Sweden, Norway, the United Kingdom, the Netherlands, and Canada, with more expected to follow.

    Senators: After gutting the Social Security workforce, Bisignano drained understaffed field offices to hastily address DOGE-created phone line problems.
    Washington, D.C. – U.S. Senators Ron Wyden, D-Ore., and Elizabeth Warren, D-Mass., today demanded the Social Security Administration answer reports that the agency is reassigning thousands of field office employees to staff a “pilot” phone program aimed at reducing hours-long phone wait times. 
    Wyden and Warren wrote Social Security Commissioner Frank Bisignano that after gutting the agency’s workforce, these latest moves will further drain field offices, creating even longer wait times for Americans relying on Social Security benefits.  
    “This appears to be yet another indicator that you have broken the promise you made under oath to adequately staff the SSA — and just the latest of the Trump Administration’s DOGE-influenced actions that make it harder for Americans to access the Social Security benefits they have earned,” Wyden and Warren wrote.
    Social Security has faced a customer service crisis since DOGE slashed its workforce, closed offices, tampered with the phone service and website, and implemented burdensome new requirements that have degraded the Social Security program. The senators have previously written to the agency seeking answers on the various ways DOGE has taken a wrecking ball to Social Security — and how its efforts are blocking people from accessing their earned Social Security benefits. 
    The Social Security Administration is trying to cover up its devastating workforce cuts by reassigning frontline customer service representatives who directly assist recipients in person. Reassigning frontline customer service representatives will increase staff answering calls to the 1-800 number. This will leave field offices short-staffed, and force backroom employees typically responsible for processing claims to take on in-person customer service tasks.
    “In a best-case scenario, your efforts to address the 1-800 wait times — even if they are successful — will almost certainly result in a terrible tradeoff, with longer wait times for in-person services, ‘robbing Peter to pay Paul,’” wrote the senators.
    The senators are requesting additional information about the degradation of Social Security services under Trump, its decision to reassign employees in the wake of these problems, and what steps the agency will take to reduce the staffing shortages and improve service.

    PORTLAND, OR —Today, Congresswoman Maxine Dexter, M.D. (OR-03), along with U.S. Senators Ron Wyden and Jeff Merkley, announced that a federal judge granted an emergency temporary restraining order preventing U.S. Customs and Border Protection (CBP) from removing the Merlos family from the court’s jurisdiction.

    Dexter, Wyden, and Merkley released the following joint statement: 

     “Our constituents, including four U.S. citizen children, were detained without due process by their own government. This case is as urgent as it is egregious. This emergency ruling is a legal lifeline to provide critical protection to the Merlos family. 

    “We are gratified with this temporary win as a necessary step toward justice. In the coming days, we will be watching with unwavering attention to make certain due process is followed and this family is treated with the dignity every Oregon family deserves.

    “This fight is every single Oregonian’s fight. If we allow this—citizen children detention, neighbors disappeared, due process ignored—we surrender not just our country but our conscience. That is an outcome we refuse to accept.”

    On Sunday, Dexter, Wyden, Merkley, Congressman Rick Larsen (WA-02), and other lawmakers sent a letter to the Department of Homeland Security and CBP setting a deadline of 10:00 a.m. PT on Monday, July 14 to grant the family access to their attorney. The lawmakers condemned the egregious, prolonged detention of U.S. citizen children in facilities that are not equipped or intended for the long-term custody of anyone.

    Last week, Dexter personally traveled to the Bellingham Border Patrol Station, where the Merlos family was detained. CBP refused to allow her to speak with the family or connect the family with legal counsel.

  • MIL-OSI United Nations: Regional School Feeding Forum kicks off in Latin America and the Caribbean

    SAN PEDRO SULA, Honduras – Around 200 participants from 18 countries, including government ministers, representatives of civil society, international financial institutions, and the United Nations, are meeting in San Pedro Sula from 15-17 July for a key forum to strengthen commitments to school feeding programs in Latin America and the Caribbean.

    The XI Regional School Feeding Forum for Latin America and the Caribbean, co-organized by the Government of Honduras and the United Nations World Food Programme (WFP), is a high-level event for leaders to help transform national school feeding programmes into an engine for social protection, sustainability, and inclusion.

    Government-led school meal programmes in Latin America and the Caribbean reach over 80 million children – second to only South Asia, according to WFP’s flagship State of School Feeding Worldwide 2022 report – with a collective annual investment of approximately USD 7.6 billion. These governments are also increasingly choosing to use local produce for school meals; stimulating local markets, and including seasonal foods in school menus.

    School meals are a vital way to boost school enrollment and attendance, and offer a return on investment of between USD 7 and USD 35 for every USD 1 invested. In Latin America, they have also proven key in helping to promote healthy eating practices and provide good nutrition for children

    A healthy diet in Latin America costs on average USD 4.56 per person per day – the highest daily cost globally, according to the State of Food Security and Nutrition in the World (SOFI) report released in 2024. Around 180 million Latin Americans cannot afford this – and by 2050, climate impacts could increase the cost of a healthy diet by an additional 34 percent.

    A Committed Host

    Honduras joins the list of countries that have hosted the Regional School Feeding Forums, promoting spaces in favor of children for more than two decades. In the country, over 1.2 million schoolchildren receive sustainable school meals across more than 20,000 pre-primary and primary public schools nationwide. Between 2022 and 2025, the country will invest more than USD 140 million to provide over 79,000 metric tons of fortified food to help prevent childhood anemia and malnutrition.

    The National School Feeding Programme, led by the Ministry of Social Development (SEDESOL), aims to ensure food security, school attendance, and the integral development of future generations as part of a national poverty reduction strategy. It reaches nearly 43 percent of school-aged children enrolled in public schools, including 97,400 girls and boys from the country’s nine Indigenous and Afro-Honduran peoples, across 1,074 educational centers.

    “The wellbeing of our children is at the heart of our social protection policies and the fight against poverty in Honduras,” said Mirtha Gutiérrez, Minister of Social Development. “The National School Feeding Programme not only ensures food security but also promotes school reintegration and combats child malnutrition. At SEDESOL, we are ready to implement this public policy as a State strategy, strengthening governance and ensuring the sustainable continuity of the programme.”

    In close coordination with the Ministry of Education, more than 4,000 school gardens have been established to improve access to fresh foods. Additionally, the country has launched the National Network of Agricultural Schools, comprising of seven specialized schools and more than 200 community-based institutes and associated educational centers.

    “This regional forum is a crucial space to showcase the positive experiences in school feeding,” said Minister of Education, Professor Daniel Esponda. “Honduras is building a food autonomy policy, promoting the use of locally produced foods in school meals, with the goal that what is served in schools is grown in the communities themselves.”

    WFP Support for National Efforts

    WFP works with governments in the region to strengthen national school feeding efforts – with support tailored to the local context. For example, transforming empty shipping containers into kitchens in El Salvador; providing lunches to children affected by violence in Haiti; connecting farms with nearby schools in Guatemala; and promoting fortified rice in schools in Peru.

    “We reach students in vulnerable areas with critical support: those affected by drought, environmental degradation, and social exclusion from the Dry Corridor to the high Andean zones to the Amazon,” said Lola Castro, WFP Regional Director for Latin America and the Caribbean. “Delivering life-changing assistance to communities affected by conflict, displacement, and migration, or in places with high malnutrition, poor access to water and health services, and increasing urban food insecurity is critical. Ensuring the quality and coverage of food assistance when funding is limited is not easy. But the returns are undeniable.”

    Towards the Global Summit

    School meals programmes are the largest social safety net in the world, according to the World Bank, but the scope of these programs is still very uneven across countries. In Latin American and the Caribbean alone, the range is huge with some countries spending only USD 10 per child per year, while others invest up to USD 300.

    During the three-day Forum, participants will explore the value of school feeding for greater social protection, explore the role of schools as catalysts for sustainability and resilience, and promote school feeding with a focus on indigenous peoples.

    Additionally, the new report “More than a Meal” on the potential of school feeding in Guatemala and Peru to address malnutrition in an efficient and cost-effective manner will be presented. Produced jointly by the Inter-American Development Bank (IDB) and WFP, the report explores how to improve meals in school so that the hours children spend at school count towards improving their nutrition.

    Latin America and the Caribbean is a region pioneering the expansion of school meals programmes to meet some of the biggest challenges facing people and our planet – from childhood nutrition to climate resilient food systems. The Forum is a key event to exchange experiences and jointly prepare for the 2nd Global School Feeding Summit, which will take place in Fortaleza (Brazil) at the end of the year.

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) has opened an SBA Business Recovery Center (BRC) in Los Angeles County to assist small businesses and private nonprofit (PNP) organizations affected by the Los Angeles County civil unrest occurring July 6‑18.

    The new center, located in Los Angeles, provides a one-stop resource where SBA customer service representatives are available to meet individually with business owners and nonprofits to answer questions and assist with the disaster loan application process. No appointment is necessary and walk-ins are welcome. Those who prefer to schedule an in-person appointment in advance can do so at appointment.sba.gov.

    “SBA’s Business Recovery Centers have consistently proven their value to business owners following a disaster,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “Business owners can visit these centers to meet face‑to‑face with specialists who will guide them through the disaster loan application process and connect them with resources to support their recovery.”

    The SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and private nonprofit organizations impacted by financial losses directly related to these disasters. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates are as low as 4% for small businesses and 3.625% for nonprofits with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

I mean, if that assassin’s bullet missed just an inch to the right, or if President Trump would’ve turned his head just a millisecond later, he would’ve died on that stage and this country would’ve come apart at the seams. But now, because of all this recent success and the President’s success, it’s easy to forget that just 12 months ago, President Trump was the most vilified politician, arguably in the history of the country.

    Democrats spent years persecuting him on all fronts. They impeached him twice. Social media platforms removed his ability to communicate with his supporters. Armed FBI agents raided his home. Democrat judges and prosecutors bent the law to arrest him. And multiple assassins tried to kill him, but God miraculously spared the president’s life. I think it’s undeniable. And he did it for an obvious purpose. His presidency and his life are the fruits of divine providence. And he points that out, obviously now all the time. And he’s right to do so. President Trump has lived since with the acknowledgement every day since, he has acknowledged that each new day isn’t guaranteed to us. It isn’t to any of us, and that’s why we’re not wasting any time. It’s why he remains so strong and resilient. It’s why we have such a sense of urgency. President Trump took a bullet to his head. He got up shortly thereafter. He pleaded with the crowd to fight, and then he went on to win a historic election less than four months later. America’s changed because he survived that day.

    On the first 6 months of unified Republican government:

    Think about everything we’ve accomplished just the last few weeks. Gas prices hit a four-year low. The last four jobs reports exceeded expectations. The stock market is reaching record highs. We have the lowest monthly border encounters in the history of the United States. Our NATO partners committed to spending 5%, not 2% of their GDP on national defense. We brokered multiple peace agreements and struck many more trade deals, more to come. We significantly damaged Iran’s nuclear program. And on July 4th, we did sign the One Big Beautiful Bill, the president signed it into law. It’s the most consequential transformational legislation ever considered in our lifetimes. And we got it done because the Republican Party delivered on the promises we made to the American people, and the president did as well

    On the Republican agenda after One Big Beautiful Bill being signed into law:

    Every citizen in every zip code in every pocket of America will benefit from the One Big Beautiful Bill. You’ll hear story after story in the weeks ahead. Last week, my office sent a survey to our constituents. I serve Louisiana’s fourth congressional district. And we sent around a survey to Louisiana families, knowing that they’re going to save thousands of dollars now because of the vote that we took on July 3rd. We asked them, how would you use the extra money? And here’s some of the responses: James said he’s going to use the savings to open a Roth IRA for his family. Janice is an 80-year-old widow, she said she’s going to use the savings for much needed repairs to her home. Whitney is in a retirement home; she’s going to utilize the savings to help pay rent. Pamela is grateful for the increased standard deduction and will likely add these savings to a rainy-day fund for future expenses. Another constituent named James said he doesn’t even want the relief. He said he’d like to send it back to us to “use for more plane tickets for people heading back south of the border wall.”  That’s a real response. So many of my constituents said they would use their savings on things like basic needs and bills and debt, payment and transportation and home repairs, and helping family members and adding to their emergency funds or taking a well-deserved vacation. You know what, as Jimmy [Patronis] said earlier, it’s their money. It’s not the government’s money and we’re delighted to give it back to them. That’s the beauty of the One Big Beautiful Bill. And you can spend it however you please.

  • MIL-OSI Security: Sixteen Members of a Violent Gang in San Germán, Puerto Rico, Charged with Drug Trafficking and Firearms Offenses

    SAN JUAN, Puerto Rico – On July 2, 2025, a federal grand jury in the District of Puerto Rico returned an indictment charging 16 violent gang members from the municipality of San Germán with conspiracy to possess with intent to distribute, possession and distribution of controlled substances, and firearms violations, announced W. Stephen Muldrow, United States Attorney for the District of Puerto Rico. The Federal Bureau of Investigation and the Puerto Rico Police Bureau (PRPB) Ponce and Mayagüez Strike Force were in charge of the investigation of the case, with the collaboration of the Puerto Rico Department of Corrections and Rehabilitation. The Guaynabo Municipal Police SRT collaborated during the arrests.

    “As alleged in the indictment, the members of this drug trafficking organization conducted their criminal activities in the presence of minors, in complete disregard to the detriment of the children,” said U.S. Attorney Muldrow. “The U.S. Attorney’s Office will continue to work with our federal, state and local law enforcement partners to protect our children, make Puerto Rico neighborhoods safe, and bring criminals to justice.”

    “The FBI’s commitment to public safety is unwavering. I want to thank the men and women of the FBI, the United States Attorney’s Office, the Police of Puerto Rico and local partners that worked tirelessly to disrupt this violent criminal enterprise,” said Devin J. Kowalski, Special Agent in Charge of the FBI’s San Juan Field Office. “This group thought they were above the law and our message is simple: if you choose to operate like a street army, then you’re choosing to face the FBI—rest assured your days terrorizing our communities are numbered.”

    The indictment alleges that from in or about the year 2023 through the present, the drug trafficking organization distributed cocaine base (commonly known as “crack”),cocaine, fentanyl or a substance containing a detectable amount of fentanyl, and marihuana within 1,000 feet of Manuel F. Rossy Public Housing Project (PHP), and other areas nearby the municipality of San Germán, all for significant financial gain and profit.

    The object of the conspiracy was the large-scale distribution of controlled substances at the Manuel F. Rossy PHP, and other areas nearby in the Municipality of San Germán, all for significant financial gain and profit. It was part of the manner and means of the conspiracy that there were at least two (2) drug points operating within the inside of two (2) apartments inside the PHP, and that sellers would sell drugs through a window to avoid being seen and/or detected by law enforcement.

    As part of the conspiracy the defendants would secure the entrance to the apartments that were utilized as drug points, with two (2) by four (4) wooden studs, to allow time for them to dispose of the drugs in the event of an unexpected law enforcement search and seizure.

    In preserving power and protecting territory, the members of the organization would use intimidation, force, and violence in order to maintain control of the drug trafficking operations and intimidate rival drug trafficking organizations. Moreover, they would give beatings to other co-conspirators and/or residents of the housing projects, with different weapons, including horse whips, as discipline for violating certain rules.

    The defendants acted in different roles to further the goals of the drug trafficking conspiracy, to include leaders, enforcers, runners, sellers, facilitators, andlookouts. The defendants charged in the drug trafficking conspiracy are:

    Nine defendants are charged in Count Six with possession of firearms in furtherance of a drug trafficking crime.

    The FBI thanks the PRPB Ponce and Mayagüez Strike Force for their assistance in this investigation.

    Assistant U.S. Attorney (AUSA) and Chief of the Gang Section Alberto López-Rocafort, Deputy Chief of the Gang Section, AUSA Teresa Zapata-Valladares, and FBI Special AUSA Frank M. Norris are prosecuting the case. If convicted on the drug charges, the defendants face a minimum sentence of 10 years, and up to life in prison. If convicted of both the drug and firearms charges in Count Six, the defendants face a minimum sentence of 15 years, and up to life in prison. All defendants charged in the drug conspiracy are facing a narcotics forfeiture allegation of $2,850,900.

    This case is part of Operation Take Back America a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    The take-down is part of the FBI’s Summer Heat initiative, which is taking place across the country during the summer months.  Summer Heat is targeting violent offenders and gang members who terrorize our communities and is part of Director Patel’s commitment to the American people to Crush Crime.

    An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Media Alert: Low-level flights to image geology over parts of southern Colorado

    USGS low-level helicopter surveys to map critical minerals in Southern Colorado starting Summer 2025

    RESTON, VA. — The U.S. Geology Survey will conduct low-level helicopter flights over parts of southern Colorado to map critical minerals using airborne geophysical technology, beginning in mid-July. The airborne survey will be conducted through Fall 2025, weather and wildfire restrictions permitting, covering parts of Park, Chaffee, Teller, Fremont, Custer, Pueblo, and Huerfano Counties.  

    Flights may resume in Spring 2026 if needed.

    The Colorado flights are part of a national effort to map the mineral resources needed to drive the U.S. economy and protect national security, searching below ground and in tailings from old mines.  As directed by the Energy Act of 2020, the USGS has identified 50 critical minerals essential to the U.S. economy and national security, with a supply chain vulnerable to disruption. 

    Instruments on the helicopter will measure variations in the Earth’s magnetic field and natural, low-level radiation created by different rock types beneath vegetation and up to several miles below the surface. This information will help researchers develop geologic maps in three dimensions. In addition to critical minerals, applications include evaluating natural resources such as water, preparing for natural hazards such as earthquakes and radon, and characterizing legacy mining areas.

    The aircraft will fly along pre-planned fight paths relatively low to the ground at about 300 feet (100 meters) above the surface in some areas. Experienced pilots who are specially trained and approved for low-level flying will operate the aircraft. All flights will occur during daylight hours and are coordinated with the Federal Aviation Administration to ensure accordance with U.S. law. The ground clearance will be increased to 1,000 feet (300+ meters) over populated areas. The flights will be based out of Fremont County airport near Cañon City, and will fly over the towns of Gardner, Rye, Colorado City, Beulah Valley, Rockvale, Coal Creek, Williamsburg, Florence, Penrose, Brookside, Lincoln Park, Cañon City, Park Center, Goldfield, Victor, Cripple Creek, Midland, Guffey, Cotopaxi, Coaldale, and Howard.  Surveying over wilderness areas in the survey block are subject to access permissions with the relevant agencies.

    The aircraft will be equipped with an elongated “boom” that extends in front of the main cabin that houses sensors. These scientific instruments are completely passive with no emissions that pose a risk to humans, animals, or plant life. No photography or video data will be collected. The data collected will be made freely available to the public on ScienceBase once complete. The aircraft will be flown by experienced pilots who are specially trained and approved for low-level flying. These pilots work with the FAA to ensure flights are safe and in accordance with U.S. law. The surveys will be conducted during daylight hours only. 

     The flights could shift to other parts of the survey area as necessitated by adverse flying conditions. 

    The USGS has contracted with NV5, Edcon-PRJ, and Precision GeoSurveys to collect data.

    The survey fits into a broader effort by the USGS Earth Mapping Resources Initiative, the Colorado Geological Survey, and other partners,  to modernize our understanding of the Nation’s fundamental geologic framework and knowledge of mineral resources. Funding by the Infrastructure Investment and Jobs Act has facilitated coverage of such a large area.  This effort is known as the Earth Mapping Resources Initiative, and it includes airborne geophysical surveys like this one, geochemical reconnaissance surveys, topographic mapping using LiDAR technology, hyperspectral surveys, and geologic mapping projects. 

    The helicopter survey will take place within the polygon on the map, including the town of Cañon City, in south-central Colorado.  Surveying over wilderness areas in the survey block are subject to access permissions with the relevant agencies.

    WASHINGTON, D.C. — Congresswoman Stacey E. Plaskett issued the following statement regarding the killing of Sayfollah Musallet: 

    “I am deeply disturbed by the tragic death of Sayfollah Musallet, an American citizen who was killed while visiting relatives in the West Bank. My heart goes out to Mr. Musallet’s family and friends during this devastating time.  

    “This concerning incident calls for prompt and thorough attention. Israeli authorities must conduct a full and transparent investigation into Mr. Musallet’s death and ensure that those responsible face justice. The violence against Palestinian civilians in the West Bank, which has increased, is deeply troubling and must be addressed.  

    “Americans cannot ignore this tragedy or the broader crisis of settler violence in the region. For meaningful and sustainable peace to take place between Israelis and Palestinians, we must acknowledge and hold space for everyone caught in the violence in the region – Israelis, Palestinians, civilians, men, women, children and elders.   

    “Mr. Musallet’s death cannot become another statistic—justice must be served.
