    H.E. Governor Mr. Ronaldo Caiado, Governor of the State of Goias, Brazil met Shri Bhagirath Choudhary, Minister of State for Agriculture and Farmers’  Welfare at Krishi Bhawan in New Delhi today. The meeting provided a valuable opportunity to strengthen the bilateral relationship between India and Brazil, and to further explore the areas of bilateral trade and cooperation in sugarcane, ethanol and pulses, R & D, innovation and digital agriculture.

     

    Shri Bhagirath Choudhary underscored that India and Brazil share a very close and multifaceted relationship both at the bilateral as well as multilateral forums. He expressed that the Governor’s visit will help to enhance bilateral cooperation by strengthening the existing initiatives and exploring new areas of collaboration, increasing agricultural productivity, ensuring food security, and contributing to the overall well-being of citizens of both India and Brazil.

     

    Governor Mr. Ronaldo Caiado shared that India and the State of Goias share several similarities and both regions benefit from a rich agricultural landscape and a climate conducive to farming. This common ground creates opportunities for collaboration through knowledge and technology exchange and capacity-building initiatives. By working together, both countries can enhance agricultural practices and strengthen their mutual development in these areas.

    Shri Ajeet Kumar Sahu, Joint Secretary (International Cooperation) also informed the delegation about various initiatives by the government including crop insurance, agriculture credit and development of Digital Public Infrastructure (DPI) in agriculture.

    The Brazilian delegation was composed of high-ranking officials from the State of Goias, alongside key representatives from prominent industries. From the Indian side, the meeting was attended by the Joint Secretary (IC), Advisor (Digital Agriculture), Advisor (Trade), ADG (IR), ADG (Food and Fodder Crops), ADG (Commercial Crops) and other senior officers from the Ministry.

  • MIL-OSI Asia-Pac: HQIDS bolsters global defence partnerships during Aero India 2025

    Aero India 2025, India’s premier aerospace and defence exhibition, provided a platform for key engagements, technological showcases and strategic deliberations aimed at strengthening global military cooperation. Headquarters Integrated Defence Staff (HQ IDS) demonstrated robust military diplomacy at Aero India 2025, under the leadership of Lt Gen JP Mathew, Chief of Integrated Defence Staff (CISC). The senior Indian delegation, including Lt General DS Rana, Director General Defence Intelligence Agency and Vice Admiral Sanjay Vatsayan, Deputy Chief PP&FD conducted extensive bilateral discussions, industry interactions and defence capability assessments, advancing India’s strategic defence partnerships.

    Lt Gen JP Mathew’s engagement with Lt Gen Augustine S Malanit, Inspector General of the Armed Forces of Philippines emphasised the need for deeper bilateral military cooperation and exploring opportunities in defence procurement. The CISC also interacted with  Israel’s Elbit Systems representatives, reaffirming the strong India-Israel defence partnership. Demonstrating India’s commitment to defense modernization, he received briefings on the capabilities and performance parameters of various aircraft and also carried out assessments of advanced military systems showcased by the domestic and international defence industry at the Aero India 2025.         

    Vice Admiral Vatsayan engaged with Maj Gen Ramanka Mokaloba, Chief of Logistics, Lesotho Defence Forces, exploring defense export possibilities. Additional strategic dialogues were conducted with Maj Gen Andrei Matsiyevich, First Deputy Chief of General Staff of Belarusian Armed Forces, strengthening military cooperation with these nations. He also spearheaded crucial meetings with global defense industry leaders from MBDA (Europe), L3Harris (America), Hensoldt (Germany), and Boeing (USA). These strategic interactions concentrated on technology transfer initiatives and establishing defense production facilities under the Make in India initiative, with special emphasis on integrating startups and MSMEs into the defence manufacturing ecosystem.

    A series of high-level bilateral meetings showcased India’s growing diplomatic outreach. Notable engagements included discussions with the Japanese delegation led by Mr Kegoya Masanori, Deputy Director General for Global Combat Air Program (GCAP).  The Italian delegation, under Lt Gen Giuseppe Lupoli, Director of Italian Air Armaments and Air Worthiness Directorate and the French team led by Lt Gen Gael Diaz de Tuesta, engaged in comprehensive discussions on defence manufacturing and technology exchange.

    Lt General DS Rana held productive discussions with Brig Gen Ahmed Ghiyas, Vice Chief of Defence Force from Maldives, focusing on joint training opportunities. He held substantive talks on enhancing bilateral military cooperation with the German contingent, headed by Lt Gen (OF-8) Thorsten Michael Poshwatta of the German Air Force, accompanied by Ambassador Philip Ackermann. DG DIA also visited various defence pavilions and stalls at Aero India 2025, where he reviewed advancements in military technology, simulators and warfighting systems, supporting the vision of Atmanirbhar Bharat.    

    The engagements held during Aero India 2025 not only strengthen India’s position as an emerging defense manufacturing hub but also advance the nation’s vision of achieving self-reliance in defense production while fostering meaningful international partnerships for global security cooperation. These strategic interactions  underscore India’s focus on self-reliance, innovation and the development of robust international defence collaborations.

  • MIL-OSI USA: ICE Seattle arrests aliens who pose significant public threats in Washington

    SEATTLE — U.S. Immigration and Customs Enforcement, as part of a joint federal law enforcement effort, arrested three illegal aliens who have or continue to pose a threat to public safety.

    • Jiewei Hu, 42, a citizen of China arrested Feb. 1 in Seattle, Washington, with convictions by the Superior Court of the State of Washington for drug manufacturing.
    • Jorge Maradiaga, 45, a citizen of El Salvador arrested Feb. 8 in Seattle, previously arrested for commercial sex abuse of a minor.  
    • Shakhrukn Atakhojayev, 33, a citizen of Kazakhstan arrested Feb. 8 in Seattle, Washington, unlawfully present in the U.S. and considered to be a threat to public safety.

    “Ensuring public safety is always of the utmost importance,” said ICE Enforcement and Removal Operations Seattle Field Office Director Drew H. Bostock. “And the enforcement actions highlighted here show that commitment.”

    All three individuals will remain in ICE custody pending removal proceedings.

  • MIL-OSI Security: Three Illegal Aliens Sentenced for Reentering the United States

    Bowling Green, KY –Three illegal aliens were sentenced to federal prison yesterday for unlawfully reentering the United States after deportation or removal.

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge Rana Saoud of Homeland Security Investigations Nashville, and Sam Olson, Field Office Director for Enforcement and Removal Operations (ERO) Chicago, U.S. Immigration and Customs, made the announcement.

    According to court documents, Jose Alcides Ramirez-Vasquez, age 32, a citizen of El Salvador, was sentenced to seven months in federal prison, followed by one year of supervised release.  Ramirez-Vasquez was found in Warren County, Kentucky on or about December 4, 2021, after having previously been deported and removed from the United States on or about November 4, 2013.

    Carlos Mendoza-Zapata, age 35, a citizen of Mexico, was sentenced to fourteen months in federal prison followed by one year of supervised release. Mendoza-Zapata was found in the Warren County on or about December 1, 2023, after having been previously deported and removed from the United States on or about October 21, 2016, April 22, 2022, and April 7, 2023.

    Jenaro Heron Mendoza-Hernandez, age 36, a citizen of Mexico, was sentenced to one year and one day in federal prison followed by three years of supervised release. Mendoza-Hernandez was found in Warren County on or about May 9, 2024, after having been previously deported and removed from the United States on or about November 30, 2020, and October 6, 2021.

    There is no parole in the federal system.

    These cases were investigated by ERO-Louisville, and HSI-Bowling Green.

    Assistant U.S. Attorney Madison Sewell prosecuted the cases.

    [WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL)—founding co-chair of the Senate Sustainable Aviation Fuel (SAF) Caucus—and Senate Democratic Whip Dick Durbin (D-IL) joined U.S. Senator Deb Fischer (R-NE) and a bipartisan group of Senators in reintroducing the Consumer and Fuel Retailer Choice Act. This legislation would allow the year-round, nationwide sale of ethanol blends higher than 10%—ending years of regulatory uncertainty and preventing a patchwork of uneven state regulations. Increasing the availability of biofuels like E15 would benefit the economy and the environment.

    “For our country to remain a global energy leader, we must continue to invest in renewable and clean energy so we can decrease our emissions and dependence on foreign oil,” said Senator Duckworth. “Producing less expensive fuel choices like E15 that can be sold year-round would help lower gas prices, protect the environment, support our farmers and drive economic opportunity throughout the Midwest. I’m proud to join Senator Fischer in reintroducing our bipartisan legislation that would do just that.”

    “E15 is a low-priced fuel for drivers and helps Illinois farmers who are facing uncertainty as Trump’s tariffs loom,” said Durbin. “Congress passed this legislation last December, but billionaire Elon Musk, who owns competing technology, stopped it in its tracks. We’re reintroducing the Nationwide Consumer and Fuel Retailer Choice Act, which would make E15 available year-round, nationwide.”

    Along with Duckworth, Durbin and Fischer, the legislation is co-sponsored by U.S. Senators Shelley Moore Capito (R-WV), Amy Klobuchar (D-MN), John Thune (R-SD) Pete Ricketts (R-NE), Jerry Moran (R-KS), Chuck Grassley (R-IA), Roger Marshall (R-KS), Tammy Baldwin (D-WI), Joni Ernst (R-IA), Tina Smith (D-MN) and Mike Rounds (R-SD).

    The legislation is endorsed by the American Petroleum Institute, Renewable Fuels Association, Growth Energy, National Corn Growers Association, National Farmer Union, National Association of Convenience Stores, Nebraska Corn Growers Association, Nebraska Farm Bureau and Renewable Fuels Nebraska.

    [WASHINGTON, D.C.] – Today, combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Armed Services Committee—pressed officials for answers regarding how much President Trump’s calls to transfer 30,000 migrants to Guantanamo Bay would cost, in addition to the impact these efforts would have on our military readiness. In her remarks, Duckworth asked the witnesses to detail the timeline for facilities expansion, construction costs and personnel costs. Duckworth’s questioning highlighted how the Trump Administration has failed to provide our military with details needed to fulfill their directive and would come at the expense of our military readiness.     “Our country faces serious threats from foreign adversaries, but Donald Trump ordering the deployment of our servicemembers to Guantanamo Bay to facilitate holding migrants there will do nothing to counter China in the Indo-Pacific—and will instead harm our military readiness while costing taxpayers millions of dollars,” said Senator Duckworth. “Despite Republicans claiming they want to ensure our military is the most lethal fighting force in the world, Trump’s executive orders will force our Armed Forces to divert time and resources away from training and executing their core mission. This Administration must prioritize our military readiness, not cheap political points at the expense of our national security.”
    During the committee hearing, Duckworth questioned General Gregory M. Guillot, USAF, Commander of for U.S. Northern Command (NORTHCOM) and North American Aerospace Defense Command (NORAD) and Admiral Alvin Holsey, USN, Commander of U.S. Southern Command (SOUTHCOM) on how the Trump Administration’s executive orders would stretch our military thin and leave us less prepared to combat threats from adversaries like the PRC.
    Duckworth asked Admiral Holsey if the Trump Administration has provided projected costs for the President’s orders, asking: “Could you provide a breakdown of the timeline and projected construction costs for increasing Guantanamo’s capacity to 30,000 people, as outlined by the President’s directive?” and “Do you have estimates for the personnel costs associated with this effort?” Admiral Holsey indicated that the Trump Administration has not provided a projected construction and personnel cost for the completion of the entire directive. Additionally, Duckworth asked Admiral Holsey if he was aware of how redirecting funds from the military’s budget to complete this directive would impact our readiness, asking: “What priorities will be left unfunded as a result of this shift in priorities?” Admiral Holsey did not have that information from the Administration, responding: “I can’t answer that ma’am, I’d have to ask the Services.” Duckworth criticized the lack of answers from the Trump Administration, stating: “A lot of unanswered questions.”  Duckworth pointed out during her questioning that a 2016 military construction project to expand the facility’s capacity to 13,000 cost approximately $33 million, and that Guantanamo Bay officials estimated in 2019 that a single guard’s 9-month deployment to the island cost an estimated $100,000, meaning that any effort to hold 30,000 migrants in Guantanamo Bay would cost the taxpayers tens of millions of dollars.
    In May, Duckworth voted to advance bipartisan border security legislation—a package that Republicans helped author—that President Trump ultimately killed. Duckworth condemned Senate Republicans for blocking the Senate from even beginning debate on the bipartisan border security legislation that they helped negotiate.

    WASHINGTON – U.S. Senator Jim Risch released the following statement today celebrating action by President Donald Trump’s Secretary of Veterans Affairs, Doug Collins, allowing the Boise veterans’ home to complete an essential modernization project stalled for two years by the Biden administration.
    “Secretary Collins made a promise to me that he would break down the bureaucratic barriers that have unjustly denied Idaho’s veterans from receiving their hard-earned benefits and care. He delivered. In just two weeks, President Trump’s Secretary of Veterans Affairs accomplished what the Biden administration refused to do for two years.
    “The Biden administration played favorites by selectively applying red tape that blocked the modernization of veterans’ facilities across Idaho. Our veterans selflessly dedicated their lives to protecting our freedoms. They should never be forced to fight for access to the high-quality care and services they deserve.
    “I am proud to have worked with Secretary Collins to honor our commitment to Idaho’s veterans.     Background:
    In December, Senator Risch met with Secretary Collins before his confirmation to discuss the significant roadblocks imposed by the Biden administration’s Department of Veterans Affairs (VA), which halted modernization projects at Idaho’s veterans’ homes.
    Senator Risch specifically requested that Secretary Collins issue the necessary waivers that would exempt these projects from Build America, Buy America Act (BABAA) requirements. On Wednesday, Secretary Collins signed a BABAA waiver for the State Veteran Home in Boise, and personally called Senator Risch to deliver the news.
    Despite repeated attempts by Senator Risch, the Idaho Congressional Delegation, and Idaho Constitutional Officers, the Biden administration refused to grant BABAA waivers to Idaho State Veteran Homes in Boise, Pocatello, and Lewiston. In 2024, Senator Risch introduced the Waiving Arbitrary and Inconsistent Veteran home Eligibility Requirements (WAIVER) Act as a legislative fix to the BABAA.
    Most federal agencies, including the VA, previously granted BABAA waivers for projects that predated the legislation’s enactment in 2022. While the Biden administration’s VA indicated it intended to grant these waivers for Idaho’s homes, none were ever received. Instead, only three were issued—predominately to Democrat-led states.
    Senator Risch will continue to work with Secretary Collins and President Trump to secure waivers for modernization projects at the Pocatello and Lewiston State Veteran Homes.

  • MIL-OSI USA: Governor Polis and Colorado Parks and Wildlife Acquire Michigan Creek Property in Conservation Victory

    PARK COUNTY, Colo. — Colorado Parks and Wildlife has acquired 120 acres in Park County, including a quarter-mile along Michigan Creek, for wildlife conservation and increased opportunities for hunters and anglers in a contract finalized today. Located about six miles southeast of Jefferson and abutted by Michigan Creek and County Road 77, the property will become Michigan Creek State Wildlife Area managed by CPW. The land contributes to critical wildlife habitat continuity with neighboring Bureau of Land Management and National Forest Service lands in Park Co. 

    “Protecting our iconic great outdoors for future generations to enjoy is one of my administration’s top priorities. Colorado is home to some of the best outdoor recreation in the nation, and I am thrilled to continue our state’s legacy to preserve land and protect our great outdoors. This new State Wildlife Area protects our natural resources while offering Colorado hunters and anglers more recreational opportunities,” said Governor Polis. 

    In 2023, a private landowner approached Western Rivers Conservancy to donate the land towards conservation efforts. Working with Colorado Open Lands, WRC placed a conservation easement on the property in late 2024 and held title to the land until conveying the land as a donation to CPW. 

    Michigan Creek is a tributary of the South Platte River and Tarryall Creek. The stream sustains a naturally-reproducing population of brook and brown trout, and the land offers increased hunting access for deer and elk in Game Management Unit 50. 

    “The donation of Michigan Creek State Wildlife Area is a win for conservation,” said Mark Lamb, Area Wildlife Manager for CPW. “We are grateful for partners like Western Rivers Conservancy and Colorado Open Lands in the continued effort to preserve habitat and increase public lands for hunting and fishing. We will work to try to have Michigan Creek SWA open to the public by the end of the year.” 

    “We are looking forward to the increased angling opportunities along Michigan Creek that come as a result of this partnership,” said CPW Senior Aquatic Biologist Kyle Battige. 

    This is the second land acquisition partnership in Park County between CPW and WRC, in addition to nearby Collard Ranch State Wildlife Area last spring, totaling 1,980 acres of scenic habitat conserved. Collaboration between stewardship partners and private landowners remains a high priority for CPW in the effort to preserve wildlife and land access for future generations. 

    “Conserving such a scenic and healthy stretch of Michigan Creek in an area so many Coloradans treasure is something to celebrate,” said Allen Law, WRC Interior West Project Manager. “Western Rivers Conservancy is thrilled we could expand our efforts in the South Platte Basin to help fish and wildlife thrive and to create better access to South Park’s rivers and open spaces.” 

    “Protecting this land means that Coloradans will be able to access excellent fishing for generations into the future, helping them connect to the outdoors and enjoy Colorado’s natural beauty,” said Kelsey Kirkwood, Colorado Open Lands Conservation Project Associate. “We are grateful for our partnerships with Western Rivers Conservancy and Colorado Parks and Wildlife which allow us to create robust and meaningful conservation outcomes for the good of all Coloradans.” 

    State Wildlife Areas offer hunting, angling and wildlife viewing opportunities with the purchase of an SWA pass. Revenue from pass purchases fund hunting and fishing conservation efforts and continued habitat health. Funding for this project was provided by the Park County Land and Water Trust Fund.

    NEW YORK – New York Attorney General Letitia James today led a coalition of 11 other attorneys general in releasing the following statement ahead of a court hearing in their case against the Trump administration for illegally granting Elon Musk and members of the Department of Government Efficiency (DOGE) access to Americans’ private information: 

    “Last week, Elon Musk and his team got into our nation’s central payment system in the Treasury Department, giving them unauthorized access to the Social Security numbers, bank account information, and other private data of tens of millions of Americans.

    “To protect our states’ residents, we filed a lawsuit to stop the madness. Just a few hours later, we won a court order blocking Musk and DOGE from accessing Americans’ personal information and ordering the destruction of all the copies of records they had obtained.  

    “Elon Musk may be the richest man in the world, but the law is clear: he has no authority to access your private information. The Constitution gives Congress – not the President – primary control over federal spending.” 

    On February 7, Attorney General James led a coalition of 18 other attorneys general in filing a lawsuit against the Trump administration to stop the unauthorized disclosure of Americans’ private information. Attorney General James’ lawsuit asserts that the Trump administration illegally provided Elon Musk and DOGE unauthorized access to the Treasury Department’s central payment system, and therefore to Americans’ most sensitive personal information. On the morning of February 8, a federal judge in the Southern District of New York granted Attorney General James’ motion for a temporary restraining order (TRO) blocking Elon Musk and his DOGE employees from accessing Americans’ most sensitive personal information and ordering them to immediately destroy any and all copies of records they had already obtained. 

    Attorney General James and the coalition are today seeking a preliminary injunction to continue to bar the unauthorized access to Americans’ personal data through the Treasury’s payment system. 

    Joining Attorney General James in releasing this statement are the attorneys general of Arizona, California, Colorado, Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts, New Jersey, and Oregon.

  • MIL-OSI Security: Mexican National Extradited to Face Drug and Money Laundering Criminal Charges

    FLORENCE, S.C. — A federal grand jury in Florence has returned a two-count indictment charging Rafael Contreras, 38, of Mexico, with distributing cocaine and heroin and money laundering. Contreras was extradited from Mexico and arraigned in federal court in Florence this morning.

    The indictment alleges that Contreras directed the sale and distribution of large quantities of heroin and cocaine from Mexico, with the narcotics largely being sold in Horry County.

    “The extradition of this defendant marks a victory in our fight against transnational criminal organizations,” said U.S. Attorney Adair Ford Boroughs for the District of South Carolina. “We are grateful for the close cooperation with our law enforcement partners in Mexico and here in the United States. This extradition demonstrates our unwavering commitment to prosecuting those bringing illegal narcostics into our communities.”

    “This indictment and extradition send a clear message: the FBI is relentless in its pursuit of the criminals behind large-scale drug operations,” said Steve Jensen, Special Agent in Charge of the FBI Columbia field office. “The defendant, as alleged, caused significant harm to Horry County by directing the distribution of lethal amounts of heroin and cocaine. The FBI and our law enforcement partners will continue to expose and root out international drug trafficking networks that threaten the safety of our communities.”

    Contreras faces a maximum penalty of life in prison. He is currently detained pending trial.

    This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.     The case was investigated by the FBI Columbia Field Office, the Horry County Police Department, the Horry County Sheriff’s Office, and the Myrtle Beach Police Department. The Justice Department’s Office of International Affairs worked with law enforcement partners in Mexico to secure the arrest and extradition of Contreras. The U.S. Marshals Service completed the removal of Contreras from Mexico to the District of South Carolina. Assistant U.S. Attorney Katherine Flynn is prosecuting the case.

    All charges in the indictment are merely accusations and defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI USA: S. 273, Small Business Child Care Investment Act

    S. 273 would authorize nonprofit childcare providers to receive loans guaranteed by the Small Business Administration (SBA). Under current law, a business must be a for-profit enterprise to be eligible for SBA’s programs. The bill also would require SBA to report annually to the Congress on the number and amount of loans issued to nonprofit childcare providers.

    Based on the costs of similar provisions, CBO expects that the additional costs to report to the Congress each year would total less than $500,000 over the 2025-2030 period. CBO estimates that any change in the costs of SBA loans, which are subject to appropriation, would be insignificant. Any related spending would be subject to the availability of appropriations.

    UConn Health ranks among the nation’s top 10% in joint replacement, major orthopedic surgery, and overall medical care, according to an objective third-party measurement of U.S. hospitals’ quality performance.

    The firm Bluebook Quantros, which uses proprietary metrics to score inpatient quality performance across general, acute, and nonfederal hospitals, issued a total of four 2025 CareChex Awards for Medical Excellence to UConn’s John Dempsey Hospital. The fourth is for ranking in the top 10% in the Northeast Region for overall hospital care.

    WASHINGTON, D.C. — On the seventh anniversary of the tragic shooting at Marjory Stoneman Douglas High School in Parkland, Florida, U.S. Senator Alex Padilla (D-Calif.) announced legislation to raise the minimum age to purchase assault weapons and high-capacity ammunition magazines from 18 to 21, the same age requirement that already applies to purchasing handguns from federally licensed dealers. Individuals under 21 have used assault weapons in some of the most devastating school shootings in U.S. history, including the mass shootings at Marjory Stoneman Douglas High School in Parkland, Florida, Robb Elementary School in Uvalde, Texas, and Sandy Hook Elementary School in Newtown, Connecticut.

    Gun violence is a national crisis, claiming over 46,000 lives in 2023 — the third-largest number of gun-related deaths in American history. Assault weapons, originally engineered for military combat to maximize damage, are frequently used in mass shootings because of their ability to inflict catastrophic harm in mere seconds. More than 85 percent of deaths in public mass shootings involving four or more fatalities were caused by assault rifles. Furthermore, shootings involving assault weapons or large-capacity magazines result in more than 2.5 times as many people being shot compared to incidents involving other firearms.

    “Seven years after a 19-year-old gunman tragically took the lives of 17 students and faculty in Parkland, we’re still seeing far too many preventable mass shootings at the hands of deadly assault rifles,” said Senator Padilla. “If you can’t legally buy a handgun, there’s no reason you should be able to buy a military-grade weapon. This commonsense legislation would raise the minimum age to purchase or carry an assault weapon or high-capacity ammunition from 18 to 21 — the same standard already in place for purchasing handguns — helping to curb the gun violence epidemic that continues to devastate communities in California and across the nation.”

    The bill’s restrictions on the sale of assault weapons, handguns, large-capacity ammunition feeding devices, and related ammunition to individuals under the age of 21 would apply to both federally licensed and private sellers. Additionally, the legislation would bar most individuals under 21 from possessing these items, with limited exceptions for specific circumstances such as service in law enforcement or the armed forces.

    Senator Padilla is a strong advocate for commonsense, life-saving gun safety reforms. In June 2022, Padilla voted to pass the Bipartisan Safer Communities Act, the most significant gun safety legislation in almost 30 years. Last year, Padilla introduced bicameral legislation to prevent the federal government from contracting with federally licensed firearms dealers that have a documented history of selling a disproportionate number of guns that end up being used to commit violent crimes.     WASHINGTON, D.C. — U.S. Senators Alex Padilla (D-Calif.), Jerry Moran (R-Kan.), Mazie Hirono (D-Hawaii), and James Lankford (R-Okla.) introduced bipartisan legislation to promote research on how grazing can support wildfire mitigation, fuels reduction, and post-fire recovery.
    Several states have implemented pilot programs in which animals like goats and cattle, called “ungulates,” have grazed on prescribed areas of land containing highly flammable grasses and shrubs to mitigate fire risk. These pilot efforts have successfully reduced vegetation that can fuel rapid fire growth. However, limited scientific research has been conducted on optimal grazing land management techniques that also protect against other environmental harms.
    To address this critical research gap, the Wildfire Resilience Through Grazing Research Act would add the “Grazing for Wildfire Mitigation Initiative” to the National Institute of Food and Agriculture’s High-Priority Research List.
    “As devastating wildfires pose increasingly severe threats to our communities, we need to explore out-of-the-box approaches to blunt these disasters,” said Senator Padilla. “Grazing animals like goats and cattle have been successfully used to reduce the hazardous brush that fuels wildfires. Expanding our understanding of novel grazing strategies can make it a cost-effective tool to save lives and protect homes.”
    “Using grazing as a way to reduce wildfires is both beneficial to our ranchers and important to eliminating the grasses that accelerate fires on the prairie,” said Senator Moran. “Kansans have faced devastating wildfires in recent years and understand the importance of proactively working to keep our land healthy and free of undergrowth that can make these fires worse.”

    Specifically, the Wildfire Resilience Through Grazing Research Act would:
    Support research and development of grazing land management techniques for wildfire mitigation and recovery by driving research at land-grant colleges and universities like the University of California system, Kansas State University, University of Hawaiʻi at Mānoa, and Oklahoma State University.
    Promote the dissemination of information on these wildlife grazing land management techniques to public and private landowners, land managers, and livestock owners, including land management activities that protect against negative environmental impacts and improve soil health.
    The bill is endorsed by the Environmental Defense Fund and The Nature Conservancy.
    Senator Padilla has long been a leader in strengthening the federal and state response to wildfires. Last week, Padilla introduced bipartisan legislation to create a national Wildfire Intelligence Center to streamline federal response and create a whole-of-government approach to combat wildfires. He also announced a package of three bipartisan bills to bolster fire resilience and proactive mitigation efforts, including the Wildfire Emergency Act, the Fire-Safe Electrical Corridors Act, and the Disaster Mitigation and Tax Parity Act. Additionally, Padilla’s legislation to strengthen FEMA’s wildfire preparedness and response efforts, the FIRE Act, became law in 2022.

Mike Lee (R-Utah) in introducing the Protecting Life in Foreign Assistance Act. This legislation would ensure that our foreign aid is not funding or promoting abortions overseas. In 1984, President Ronald Reagan first instituted the Mexico City Policy, prohibiting the availability of family planning foreign assistance funds to organizations that provide or promote abortions or advocate to change abortion laws in a foreign country. Since then, the policy has been alternately rescinded and reinstated by new Democratic and Republican administrations respectively.

    “Federal commitment to cutting edge research in health care results in real medical and scientific advancements which benefits us all… These proposed cuts result in less funding research in Colorado,” wrote the Colorado lawmakers. “Patients and researchers will experience the most negative consequences.”
    In 2023, the National Institutes of Health (NIH) awarded over $575 million to Colorado researchers to solve cancer, study infectious diseases, and much more. Colorado’s medical research supports over 7,000 Colorado workers and generates more than $1.56 billion for our state’s economy. Over the weekend, the Trump administration announced plans to slash more than $4 billion in federal funding for critical biomedical research nationwide. A federal judge issued a temporary restraining order against the Trump administration, pausing their funding cuts.

    University of Colorado Anschutz Medical Center’s work on type 1 diabetes, breast cancer, and heart disease
    Yesterday, Hickenlooper spoke on the Senate floor to raise alarm about the administration’s attempts to spread disinformation and anti-science views as well as the devastating impacts the proposed NIH cuts would have on Colorado.
    “Biomedical research is the bedrock of how we bring forward and test new scientific discoveries and advance new treatments to dramatically improve care for children and adults.   • MIL-OSI Security: Dominican National Pleads Guilty to Fentanyl Trafficking

    BOSTON – A Dominican national unlawfully present in the United States has pleaded guilty to trafficking thousands of fentanyl pills.

    Freddy Artemio Guerrero Soto, 29, pleaded guilty to conspiracy to distribute and possess with intent to distribute 400 grams or more of fentanyl and possession with intent to distribute 400 grams or more of fentanyl. U.S. District Court Judge Indira Talwani scheduled sentencing for May 12, 2025. In September 2024, Guerrero Soto was charged along with three co-conspirators.

    According to court documents, in September 2024, an undercover agent ordered 30,000 blue pressed fentanyl pills and 500 grams of powder fentanyl from Ernesto Andujar Echavarria, who allegedly agreed to provide the pills and powder the next day. It is further alleged that shortly before the sale was to occur, Andujar Echavarria informed the undercover agent that an associate of his would deliver the drugs. A short time later, it is alleged that Guerrero Soto met with the undercover agent and provided him with a backpack containing a shoe box with a large number of blue pills and bags of brown powder. Guerrero Soto was arrested and during a search of his person, he was found to be in possession of a Dominican identification card. Together, the blue pressed pills and bags of brown powder seized from Guerrero Soto contained over 2 kilograms of fentanyl.

    Andujar Echavarria has pleaded not guilty and is awaiting trial.

    The charge of conspiracy to distribute and possess with intent to distribute 400 grams or more of fentanyl and possession with intent to distribute 400 grams or more of fentanyl carry mandatory minimum sentences of 10 years to life in prison; no less than five years of supervised release; and a fine of up to $10 million. The defendant is subject to deportation proceedings upon completion of an imposed sentence. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and other statutory factors.

    United States Attorney Leah B. Foley and Stephen Belleau, Acting Special Agent in Charge of the Drug Enforcement Administration, New England Field Division made the announcement. Assistant U.S. Attorney Christopher Pohl of the Narcotics and Money Laundering Unit is prosecuting the case.

    The remaining defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court

  • MIL-OSI USA: Characterizing Organic Carbon Cycling at a Seafloor Spreading Center

    The global ocean is a significant carbon sink, absorbing about a third of all atmospheric carbon dioxide (CO2) emissions (Gruber et al., 2019). Much of that carbon is photosynthesized—that is, converted into organic matter—and may eventually reach the seafloor, where it becomes part of the sediments. Globally, the top one meter (3.3 feet) of the seafloor contains two and a half times as much carbon as all atmospheric CO2 (Atwood et al., 2020). However, few studies have looked at organic carbon cycling in deep-sea settings, largely due to the difficulty of conducting research there.

    In this recent study, researchers characterized carbon-containing compounds in sediments from Escanaba Trough, a hydrothermal system where mineral-rich fluids vent from the seafloor and precipitate, forming active chimneys, inactive sulfide mounds, and hydrocarbon-rich sediments, which can contain metals, critical minerals, and petroleum. The venting fluids also feed chemosynthetic organisms that create energy from hydrothermal chemicals rather than light, giving rise to entire deep-sea ecosystems in the cold, dark depths. 

    The researchers found that surface sediments—those that were most recently deposited—at Escanaba Trough are primarily derived from marine sources. This contrasts with past work done in this environment, which focused on sediments deeper down, with a predominantly terrestrial source. This older, land-sourced sediment, which covers Escanaba Trough to depths of up to 500 meters, is attributed to post-glacial debris flows, or turbidites, caused by ice sheets retreating across North America during the end of the last Ice Age. After the ice sheets melted, the sediment source shifted to organic carbon derived from marine primary production, in which photosynthetic organisms convert inorganic carbon to organic material that may ultimately descend to the seafloor as sediment.

    Another notable aspect of the study looked at the extent to which organic carbon is labile, or available to organisms to consume, in this system. Labile organic carbon is likely to support deep-sea communities, while so-called refractory organic carbon is less likely to be consumed. The researchers found that sediments at inactive vents contained greater quantities of labile organic carbon than at active vents, which they attributed to hydrothermal alteration—essentially, the carbon is transformed by contact with hot hydrothermal fluids, a process that can also lead to petroleum formation.

    “A goal of this work is to go to sites where we simply don’t have a lot of baseline data, because the deep sea is so understudied,” said Hope Ianiri, USGS Research Chemist and lead author of the study. “A lot of what we aim to do is better understand how a system like Escanaba Trough works at its baseline state, so that we have that information to compare to in case conditions were to change.”

  • MIL-OSI USA: Charting A Renewed Course for Avery Point

    This is an exciting time for Avery Point. UConn’s Strategic Plan 2024-2034 calls for developing seven world-class campuses as part of one flagship university. UConn is investing in each unique campus to best promote student success and power thriving regional communities around Connecticut. 

    Here at Avery Point, we aim to: 

    • Expand the number of four-year majors offered in in-demand career fields, such as engineering, business, and psychological sciences.   
    • Develop partnerships to build the workforces that small, medium and large area businesses need.  
    • Utilize Avery Point’s unique geography to fulfill our mission as a Land and Sea Grant institution and lead critical new research in climate resiliency.  
    • Engage in ongoing productive discussions with tribal nations in our state focused on building innovative new collaborations centered on the Avery Point campus. 

    As part of this process, we’ve explored many different ideas — some of which we are advancing, and others we are not. Below are answers to some recent common questions.  While we’ve devoted considerable time exploring different possibilities for Avery Point, please know we are early in the process of hammering out details.     ENROLLMENT 

    UConn Avery Point previously served over 700 undergraduate students and currently has 450 enrolled today. Our vision will re-build Avery Point’s enrollment in order to more fully and sustainably serve southeastern Connecticut and the state’s higher education needs into the future. 

     
    STUDENT HOUSING 

    With no on-site housing, all students (including first year) must independently find their own housing and compete for limited rental housing in the area, live at home, or commute from afar.  

    UConn aims to construct a residential hall on the Avery Point campus. The proposed location is across from the existing athletic building (also referred to as Site A in the June 2024 RFEI), which is currently used as a baseball field. The residential hall would house approximately 250 students and include expanded dining, healthcare, and other support services so students’ day-to-day living needs can be fulfilled. Construction would be funded by UConn, and the residence hall would be owned and operated by UConn. The baseball field will be relocated and funding has been set aside to accomplish this. 

    We will work closely with town officials to plan ahead for infrastructure needs, including police, fire, emergency preparedness, traffic, etc.  

    We will also actively listen to and work together with the community to address areas of local concern or impact.  

    NO HOTEL 

    There are no plans to construct a hotel on UConn Avery Point (this includes the parcels referred to as Sites B and C in the June 2024 RFEI, and Sites A and B in the RFO.) In 2024, UConn did issue a Request for Expressions of Interest (RFEI) and Request for Offers (RFO) to gauge market interest/ideas for a hotel in response to parents/guests’ requests for accommodations, desire for event space and management, and as a potential revenue source. No proposals were received for a hotel, and UConn is not pursuing this concept. 

    EXPANDING ACADEMIC OFFERINGS & SPACE NEEDS 

    Avery Point’s existing educational buildings/spaces will be able to accommodate the space needs for expanded academic offerings for the foreseeable future.

  • MIL-OSI USA: Nearly 50K Tickets Issued During Super Bowl Crackdown

    Governor Kathy Hochul today announced law enforcement agencies throughout the state issued 49,948 tickets for various vehicle and traffic law violations, including 1,021 tickets for impaired driving, during a statewide mobilization surrounding Super Bowl celebrations. The campaign ran from Monday, February 3, 2025 through Sunday, February 9, 2025.

    “New York has zero tolerance for impaired or reckless drivers who put themselves and others sharing the road in danger,” Governor Hochul said. “I thank our law enforcement officers for their vigilance in removing these individuals from our roadways.”

    Sobriety checkpoints and increased patrols to deter, identify and arrest impaired drivers were conducted throughout the campaign by State and local law enforcement officers.

    As part of the enforcement, law enforcement officers also targeted speeding and aggressive drivers across the state. Below is a breakdown of the total tickets that were issued.

    Department of Motor Vehicles Commissioner and GTSC Chair Mark J.F. Schroeder said, “The results of this campaign show the need for these enforcement campaigns that encourage safe celebrations. Making the right decision is an easy decision. Plan for a sober ride home. It’s not worth the risk of an arrest, injury or death.”

    New York State Police Superintendent Steven G. James said, “The injuries and deaths caused by impaired and drunk drivers are completely preventable. Through continued education and enforcement, the New York State Police remains committed to keeping New York’s roads safe, by discouraging, detecting, and arresting impaired motorists. I thank our law enforcement partners at the Department of Motor Vehicles for their partnership in combating drunk and impaired driving.”

    During the 2024 Super Bowl weekend campaign, law enforcement officers arrested 262 people for impaired driving and issued 8,388 total tickets.

    Chautauqua County Sheriff and NYS Sheriffs’ Association President James Quattrone said, “Hopefully everyone enjoyed the Super Bowl weekend. Millions of people watched the big game and made the smart decision to not drive impaired. Unfortunately, some people put themselves, their passengers, and other road users in danger by driving under the influence of alcohol or drugs. Law enforcement ticketed and arrested many of these dangerous drivers. The Sheriffs of New York State want you to enjoy the off season and thank all of you that chose to not drive impaired.” 

    This impaired driving enforcement campaign is one of the several coordinated initiatives sponsored by the Governor’s Traffic Safety Committee (GTSC) to reduce alcohol and other drug-related traffic crashes. These targeted mobilizations provide resources to law enforcement statewide to target underage drinking and increase DWI patrols and sobriety check points during the campaign period. Other impaired driving campaigns occur around St. Patrick’s Day, Independence Day, Labor Day, Halloween, Thanksgiving and periods of time from August to September and December to January.

    OAKLAND — California Attorney General Rob Bonta today joined a coalition of 12 attorneys general in releasing the following statement ahead of a court hearing in their case against the Trump Administration for illegally granting Elon Musk and members of the Department of Government Efficiency (DOGE) access to Americans’ private information: 

    “Last week, Elon Musk and his team got into our nation’s central payment system in the Treasury Department, giving them unauthorized access to the Social Security numbers, bank account information, and other private data of tens of millions of Americans.

    “To protect our states’ residents, we filed a lawsuit to stop the madness. Just a few hours later, we won a court order blocking Musk and DOGE from accessing Americans’ personal information and ordering the destruction of all the copies of records they had obtained.  

    “Elon Musk may be the richest man in the world, but the law is clear: he has no authority to access your private information. The Constitution gives Congress – not the President – primary control over federal spending.”

    Attorney General Bonta and the coalition are today seeking a preliminary injunction to continue to bar the unauthorized access to Americans’ personal data through the Treasury’s payment system. 

    Joining Attorney General Bonta in releasing this statement are the attorneys general of New York, Arizona, Colorado, Connecticut, Delaware, Illinois, Maine, Maryland, Massachusetts, New Jersey, and Oregon.

  • MIL-OSI USA: SEC Announces 44th Annual Small Business Forum to Impact Capital-Raising Policy

    The Securities and Exchange Commission will host the SEC’s 44th Annual Government-Business Forum on Small Business Capital Formation at SEC Headquarters in Washington, D.C. on April 10 from 1 – 4:30 p.m. ET.

    The forum brings together members of the public and private sectors to discuss and provide suggestions to improve policy affecting how entrepreneurs, small businesses, and smaller public companies raise capital from investors.

    “The annual Small Business Forum provides an important platform for identifying pressing issues affecting capital raising for small businesses in communities across the country,” said SEC Acting Chairman Mark Uyeda. “We encourage entrepreneurs, investors, and members of the public to join us for this important event.”

    The event will feature appearances by SEC Commissioners and discussions with thought leaders from across the small business ecosystem on capital raising by early- to late-stage private companies and smaller public companies. All forum participants whether in person or viewing online will have the opportunity to submit policy recommendations in advance and to vote online at the end of the event to prioritize those recommendations that will be included in a report for the Commission and Congress. 

    The forum, which was hosted virtually from 2020-2024, will return to an in-person format while also continuing to allow for virtual attendance so individuals unable to attend in person can participate.

    Registration information and a full agenda will be announced and available on SEC.gov as the event draws closer.
