She has worked over her tenure in Congress to elevate the trilateral partnership between the U.S. and Japan and South Korea, as a means of pushing back on aggression from Communist China.

  • MIL-OSI USA: Rep. Boebert’s Arkansas Valley Conduit Bill Receives Hearing

    WASHINGTON D.C.—The House Natural Resources Subcommittee on Water, Wildlife and Fisheries held a hearing on Congresswoman Lauren Boebert’s H.R. 9514, the Finish the Arkansas Valley Conduit Act. The important step included supportive testimony from Congresswoman Boebert, the Southeastern Colorado Water Conservancy District, and the U.S. Bureau of Reclamation.

    “Access to clean water is not a luxury, it is a necessity, and Southeast Colorado families and businesses deserve a reliable and sustainable water supply,” said Congresswoman Boebert. “It’s time we finally fulfill the promise the federal government made to the communities I represent in Colorado and Finish the Arkansas Valley Conduit Act.”

    H.R. 9514, the Finish the Arkansas Valley Conduit Act, eliminates interest payments for the non-federal costs of the Arkansas Valley Conduit and extends the repayment period for this project from 50 to 100 years. The Arkansas Valley Conduit was originally approved for construction as part of the Fryingpan-Arkansas Project that was signed into law by President John F. Kennedy in 1962. Once completed, the Arkansas Valley Conduit will provide water to as many as 50,000 Coloradans across 40 communities in Pueblo, Otero, Bent, Kiowa, Prowers and Baca Counties.

    The Finish the AVC Act eases the burden of inflation costs that have caused the original $640 million estimate cost of construction in 2019 to rise to more than $1.3 billion. There have been a number of modifications to the proposed Arkansas Valley Conduit over the years that have reduced costs by as much as $200 million. 

    “The Arkansas Valley Conduit will provide a new surface water source of high quality so that safe drinking water standards can be achieved within the financial ability of the local communities,” testified Bill Long, President of the Southeastern Colorado Water Conservancy District. “We thank Representative Boebert for her leadership in introducing this legislation and our District urges the passage of H.R. 9514.”

    Radium, uranium, and other naturally occurring elements are found in the surface and groundwater in Southeastern Colorado, and the water quality is problematic year-round because of its salinity, selenium, sulfate, hardness, and manganese levels. The Bureau of Reclamation has found that these contamination levels are so severe that local communities could see the costs of their drinking water triple without this legislation.

    “The Department supports efforts to improve access to reliable, clean drinking water as an essential human need that is critical to the public health, well-being, educational attainment, and economic development of all communities in the United States,” said Roque Sanchez, Deputy Commissioner of the U.S. Bureau of Reclamation. “The modifications proposed under H.R. 9514 are within that commitment and necessary to ensure that the costs of the AVC remain reasonable and affordable for the rural communities that will depend on it.”

    Congresswoman Julia Letlow and House Majority Leader Scalise released the following statements as the “Luke Letlow Post Office” is officially signed into law. The Post Office located at 103 Benedette Street in Rayville, Louisiana designates the “Luke Letlow Post Office” in honor of her late husband and Congressman-elect Luke Letlow. 

    “Our family is deeply touched and humbled that the bill renaming the Rayville Post Office has officially been signed into law as the ‘Luke Letlow Post Office Building.’ I’m grateful to my Louisiana colleagues for their support in honoring Luke’s legacy, in particular Leader Scalise for introducing this legislation. I know Luke would consider it the recognition of a lifetime to have the Post Office named in his honor, and our family is immensely proud to officially see this fitting memorial to his legacy in the place we call home,”said Rep. Letlow.

    “On behalf of the entire Louisiana delegation, I am honored to see our bill signed into law to memorialize the legacy of public service Luke Letlow left behind by naming a post office in his beloved Richland Parish after him.     Congresswoman Letlow lost her husband Luke due to COVID-19 in December of 2020. 

    He had recently been elected to represent the Fifth District of Louisiana in the U.S. House of Representatives and was due to be sworn-in January of 2021. Congresswoman Letlow ran in a special election to fill his seat and overwhelmingly won in March of 2021.

    Luke devoted his life to public service and to the Fifth District of Louisiana. He loved his native Richland Parish and made it his mission to make the lives of its residents better.

    In May, Congresswoman Letlow voiced her support for the Post Office on the House floor in honor of her late husband.

  • MIL-OSI USA: Strong Introduces Bipartisan Legislation to Expand and Improve CyberCorps Scholarship for Service Program for STEM Students

    WASHINGTON— Today, Congressman Dale Strong (R-AL) introduced the “CyberCorps Enhancement Act of 2024.” This bipartisan legislation will extend the existing CyberCorps Scholarship for Service (SFS) Program’s participation period from three to five years, supporting students pursuing advanced STEM degrees and expanding the pool of highly specialized cybersecurity professionals.  

    “North Alabama is a national leader in cybersecurity education, with one of the highest numbers of participants and graduates in the CyberCorps Scholarship for Service program.     BACKGROUND:  

    The CyberCorps SFS Program currently offers scholarships for three years to students pursuing undergraduate or graduate education in cybersecurity. In return, recipients commit to working in a cybersecurity role within the U.S. government for the same length of time as their scholarship.  

    The CyberCorps Enhancement Act of 2024 proposes two key improvements to the existing SFS Program: 

    • Extending Scholarship Support: Increasing the scholarship cap from three to five years to accommodate students pursuing advanced degrees like PhDs. 
    • Clarifying Loan Repayment Terms: Ensuring the full amount of student loans is eligible for forgiveness. This change is to address participant concerns about loan repayment challenges. 

    These changes will support a wide range of cybersecurity degrees—including PhD, master’s, bachelor’s, and associate degrees—focused on cybersecurity fields such as AI, aerospace, quantum technologies, and more.

    Ohio set to receive billions for New Albany plants, creating thousands of good-paying, union jobs

    WASHINGTON, D.C. — Today, U.S. Representative Emilia Sykes (OH-13) celebrated the news that the U.S. Department of Commerce is set to award $7,865,000,000 in funding from the CHIPS and Science Act to Intel to strengthen the U.S. supply chain and reestablish American leadership in semiconductor manufacturing. This includes billions coming back to Ohio where Intel is investing more than $28 billion to build two new chip factories in Ohio, creating 3,000 manufacturing jobs and 7,000 construction jobs.  

    “Once again, the CHIPS and Science Act is providing our communities with the resources needed to ensure Ohio remains the heart of America’s manufacturing industry. This major, multi-billion dollar investment will boost our entire state’s economy and create thousands of good-paying, union jobs right here at home,” said Rep. Sykes. “As a member of the House Science, Space, and Technology Committee, which oversees the implementation of the CHIPS and Science Act, I will continue fighting to bring federal dollars back to our state, so that every community has economic opportunities and we are working to lower costs by onshoring jobs back to the United States.”

    Leading-edge chips power the most sophisticated technology on the planet, including developing AI and building critical military capabilities. Intel’s process technologies such as Intel 18A and advanced packaging technologies, combined with its foundry services, would strengthen U.S. domestic supply of these advanced chips. This federal investment in Intel will support both the creation and advanced packaging of leading-edge chips through projects in Arizona, New Mexico, Ohio, and Oregon. Intel’s overall expansion plan is estimated to support approximately 10,000 manufacturing jobs and 20,000 construction jobs across all four states, and more than 50,000 indirect jobs from suppliers and supporting industries.

    The award will directly support Intel’s expected U.S. investment of nearly $90 billion by the end of the decade, which is part of the company’s overall $100+ billion expansion plan. The Department of Commerce will disburse the funds based on Intel’s completion of project milestones.

    Last week, Representative Mike Lawler (R-NY-17) joined Representatives Brendan F. Boyle (D-PA-02) and Jake Auchincloss (D-MA-04) to introduce a bipartisan resolution in the U.S. House of Representatives designating November 2024 as Lung Cancer Awareness Month. The initiative aims to draw attention to the importance of prevention, early detection, and research to combat lung cancer, which remains the leading cause of cancer-related deaths in the United States. The resolution is led in the Senate by Senator Tina Smith (D-MN).

    “Lung cancer is the deadliest and one of the most common forms of cancer,” said Congressman Lawler. “We simply must do more to raise awareness and combat this deadly disease. That’s why I’m joining Congressman Brendan Boyle in introducing a bipartisan resolution recognizing November as National Lung Cancer Awareness Month. One life lost to lung cancer is too many.     The resolution highlights the urgent need to increase public awareness campaigns, expand access to screening programs, and invest in life-saving research through federal agencies like the National Institutes of Health (NIH).

    Washington, DC – Congressman Dan Goldman (NY-10) today announced the release of a Government Accountability Office (GAO) report that found 73% of Caribbean firearms recovered and traced by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) between 2018-2022 can be traced back to the United States. 

    This report follows Congressman Goldman, Senator Durbin (D-IL), Congressman Meeks (NY-05), and Congressman Castro’s (TX-20) request for GAO to study the role that American-made firearms play in Caribbean nations’ gun violence crises. 

    “American firearms traffickers aren’t just fueling a gun violence epidemic here at home, they’re also arming cartels abroad and contributing to the drug and human trafficking operations at the border, including the fentanyl crisis,” Congressman Dan Goldman said. “The GAO’s startling report drives home the urgent need to crack down on the trafficking of American firearms abroad. Congress must pass legislation like Congressman Castro’s ARMAS Act and my Disarming Cartels Act – to keep these American manufacturers from fueling the crisis at the border.” 

    In the process of compiling the report, ATF traced 7,399 firearms recovered in crimes in the Caribbean from 2018 to 2022. A GAO analysis of those traces showed that 73 percent of recovered firearms, most of which were handguns, originated in the United States. Available data showed that 71,569 firearms were legally exported from the U.S. to 22 of the 26 Caribbean countries between January 2018 and December 2023. 

    Congressman Dan Goldman has championed tougher oversight and accountability for arms traffickers throughout his first term in office. 

    Last fall, Goldman introduced the ‘Disarming Cartels Act’ to curtail the trafficking of U.S.-made firearms and ammunition over the U.S.-Mexico border. Guns originating in the United States power human- and drug-trafficking efforts and other illicit activities by cartels and other transnational criminal organizations in Mexico and beyond. 

    Last year, Congressman Goldman introduced the ‘Americas Regional Monitoring of Arms Sales (ARMAS) Act,’ legislation that would disrupt firearm trafficking from the United States to Latin America and the Caribbean by implementing stronger transparency, accountability, and oversight mechanisms for U.S. arms exports. 

    Last month, Goldman cosponsored the ‘Protecting Americans from Reckless Gun Dealers Act,’ which would require the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to publish detailed annual reports on the number of gun dealers that have violated Federal Firearm License law and the outcomes of resulting disciplinary actions.

    New York, NY – Congressman Dan Goldman (NY-10) joined Congressman Lou Correa (CA-46) in his resolution declaring the House of Representatives’ support and gratitude for the work done by food banks, food pantries, and other community-based organizations across the United States to end food insecurity.  

    “When our neighbors in New York and across the country struggle to make ends meet, many turn to food banks as their only source of food,” Congressman Dan Goldman said. “As we approach the holiday season, I want to join my colleagues in extending thanks to these organizations and their tireless employees for supporting so many people in need as we continue the fight against food insecurity.” 

    Approximately 49 million Americans relied on food banks or meal programs to meet their nutritional needs in 2022. Food bank networks and their partners play a crucial role in combating hunger in America, partnering with federal, city, and state governments to deliver food to vulnerable groups such as seniors, children, veterans, and unhoused individuals. In 2022, these food banks collected, prepared, and distributed over five billion meals across the United States. 

    Congressman Dan Goldman is committed to ensuring no person goes hungry in America. 

    Earlier this year, Goldman secured a $581,000 Community Project Funding Grant award for the UA3 Food Bank Network to expand their food storage capacity and improve distribution among low-income residents in New York City. Over the summer, Goldman secured a $175,000 Community Project Funding Grant Award for Rethink Food, a sustainable community kitchen that has delivered over 1.9 million meals to 40+ community-based organizations across New York City.  
    This summer, Congressman Goldman convened a Summer Nutrition Town Hall to discuss food insecurity, share information about New York State’s Summer EBT program and its rollout, and provide resources to residents who would like to apply. 
    Goldman is also a cosponsor of the ‘WIC For Kids Act,’ which would increase access to the Special Supplemental Nutrition Program under the Women, Infants, and Children (WIC) Program.

    Albuquerque, N.M. — Today, Representative Melanie Stansbury (NM-01) toured State of the Heart Recovery Center, a non-profit focused on treating substance abuse, and spoke on the importance of addressing the addiction crisis in New Mexico. 

    “Communities in New Mexico are suffering at the hands of addiction,” said Rep. Melanie Stansbury (NM-01). “It’s my duty as a Member of Congress to help address this, and that is why I am committed to working on the federal level as well as partnering with state and local agencies to ensure our communities find the help and support to beat addiction.” 

    Rep. Stansbury met and spoke with Max Juarez, Chief Operating Officer, and Katie Ortiz y Pino, Peer Support Worker, on the mission of non-profit and who it serves.  

    State of the Heart’s integrated approach addresses all aspects of a person’s emotional, physical, and spiritual well-being. Their programs cover traditional evidence-based treatments, as well as cutting-edge technology and self-care therapies. 

    In Congress, Rep. Stansbury has worked to address the behavioral health and addiction crisis: 

    • The Congresswoman introduced the STOPP Act – the Stop the Opioid Pill Presserand Fentanyl Act, which would: 
    • Require those who manufacture or distribute pill tableting or encapsulating machines and their critical parts to “serialize” their machinery. 
    • Keep records of all relevant transactions and report those transactions to the Attorney General. 
    • Create a national registry to track the movement of these pill tableting or 
    • She is a proud member of the Bipartisan Fentanyl Prevention Caucus. 
    • She has repeatedly advocated for the reauthorization of the Office of National Drug Control Policy. 
    • She has secured more than $7.3 million in Community Project Funding for drug detection technology and public safety vehicles, as well as addiction treatment and prevention. 
    • She has also requested more than $4.5 million in FY25 Community Project Funding to further invest in our communities and help with this epidemic.

Vought’s agenda would inflict massive harm on the tens of millions of Americans who rely on federal workers to provide health care at the VA, Social Security checks to their parents, infrastructure aid to local governments, and financial assistance to small businesses.     Since 2019, more than 65 federal, state, and regional projects have either been completed, broken ground, or hit major milestones – including the C-44 reservoir, the Stormwater Treatment Cell 1 in the Everglades Agricultural Area Reservoir, and restoration of the Herbert Hoover Dike surrounding Lake Okeechobee. We appreciate your leadership and support for restoration of America’s Everglades through the Comprehensive Everglades Restoration Plan (CERP) and as members of the Everglades Caucus, we are excited by the current progress and momentum.

    As you know, the Everglades is a national treasure, one of the true ecological wonders of the world, and further efforts to preserve this unique ecosystem is vitally important to its long-term viability. Comprised of the diverse habitats and sweeping watershed that includes over 2.5 million acres of federally protected lands and waters at Everglades National Park, Biscayne National Park, Big Cypress National Preserve, and fourteen National Wildlife Refuges; 2,800 nautical miles of marine habitat at the Florida Keys National Marine Sanctuary; and environmentally and culturally significant Tribal Lands, its restoration is no small undertaking but is undoubtedly a worthy one.

    The real progress being made by the U.S. Army Corps of Engineers (USACE) and the State of Florida goes hand in hand with the increased investment at both the Federal and State levels. This partnership continues to flourish as we all work together to restore the historic flow of the Everglades which proves vital to Florida’s environment, economy, drinking water supply, and quality of life. As the Biden-Harris Administration begins to formulate their budget for USACE Civil Works as part of the FY26 President’s Budget, we write today to share our esteemed support for the continuation of funding for the South Florida Ecosystem Restoration line that meet or exceed $725 million – the amount that has been requested by the Florida Delegation for the past four years. The Everglades is central to Florida’s economy; its biodiversity is truly an environmental marvel, home to one of the world’s largest wetlands frequented by over a million visitors each year.

    We are blessed to have natural treasures like the Everglades National Park right in our backyards, that over eight million Floridians rely on for their drinking water. We hope the FY26 President’s budget, with your input, will continue the bold vision for Everglades restoration – a banner example of America’s ability to restore the environment, and in doing so support the economy, livelihood, and way of life for millions in Florida.

    WASHINGTON – The U.S. House of Representatives has passed Donalds bill H.R. 9596 – “The Bipartisan Value Over Cost Act,” by voice vote.

    “The Bipartisan Value Over Cost Act” works to make government efficient again by increasing contractual flexibility and contracting competition, providing clarity for acquisition stakeholders, maximizing the Federal Government’s ability to procure modern technology, and helping the small business community by reducing regulatory burdens.

    H.R. 9596 is sponsored by Congressman Byron Donalds (R-FL) and is the congressman’s twenty-fifth piece of legislation that has passed the U.S. House of Representatives during the 118th Congress. The legislation is cosponsored by Representatives Troy Nehls R-TX), Clay Higgins (R-LA), Lauren Boebert (R-CO), and Jared Moskowitz (D-FL).

    Background:

    • The General Services Administration’s (GSA) Multiple Award Schedule (MAS) program is the Federal Government’s most-used contracting procedure for commercial products & services
    • Currently, the MAS program requires GSA and federal agencies to contract using the “lowest overall cost alternative” standard—established in 1984
    • This legacy procurement standard calls for the selection of contracts that are in the best interest of the Federal Government—with price often being the determining factor
    • “An agency must use an evaluation method . . . for a reasonable assessment of the price of performance under competing quotations, so as to establish whether one vendor’s quote would be more or less costly than another’s.”
    • Various MAS contractors claim the standards increase administrative costs, which leads them to charge the Federal Government higher prices
    • This legacy procedure is administratively burdensome—and GSA has agreed that change is necessary

    Ms. Gutierrez assumed the leadership of Sectors Department 3, which will manage operations for finance, human and social development, and public sector management and governance.

    “The bank aims to deliver on the ambitious development goals of its corporate strategy and help meet the rapidly evolving needs of its member countries,” said Ms. Gutierrez. “ADB will continue to collaborate and innovate as client demands grow.”

    Ms. Gutierrez has over 35 years of professional experience, including 24 years at ADB. Prior to her appointment, Ms. Gutierrez was the Director General of the Pacific Department where she led the planning, implementation, and supervision of the department’s work to support the Pacific region. (Headquarters: USA) and Magna International Inc. (Headquarters: Canada) regarding in-vehicle products. This agreement allows both companies to mutually utilize certain of each other’s patented technologies, aiming to enhance technological innovation and market competitiveness.
    In March 2021, Panasonic filed lawsuits in the U.S. Federal Court in Texas and the Munich District Court in Germany, claiming that products of Magna International Inc. infringed on our patents related to advanced driver assistance systems (ADAS) for automobiles. Magna filed counterclaims asserting certain patents against Panasonic. After continued discussions, we have agreed to settle by entering into a patent cross-licensing agreement for in-vehicle products and to withdraw all pending lawsuits. The terms of the agreement remain confidential between the parties.

  • MIL-OSI China: China to file lawsuit against latest tariffs

    China will file a lawsuit with the World Trade Organization and take necessary countermeasures to safeguard its own rights and interests, the Ministry of Commerce said on Sunday after the United States announced it would impose a 10 percent additional tariff on goods from China.

    The Ministry of Commerce said this move fails to solve the problems faced by the US, and undermines normal economic and trade cooperation between the two countries. An expert from a think tank in Beijing said the decision is expected to have a significant impact on US and Chinese industries.

    “The unilateral imposition of tariffs by the US seriously violates the rules of the WTO. We urge the US to objectively and rationally view and handle its own fentanyl and other issues, rather than resorting to tariff threats against other countries,” the ministry said in a statement.

    Zhou Mi, a researcher at the Chinese Academy of International Trade and Economic Cooperation, said a higher tariff on Chinese goods will likely result in higher costs of importing products from China, and this cost may be further amplified along the supply chain.

    “For US manufacturers, when they import intermediate materials or products from China, the costs of those products will increase, and the price increase will be transmitted along the layers of the supply chain. US consumers could face price inflation on certain products of over 10 percent,” Zhou said.

    He added that Chinese exporters could also face a significant challenge, as US importers may need to renegotiate with Chinese companies about specific prices and plans on additional costs.

    The Foreign Ministry said in a statement on Sunday that China has expressed strong dissatisfaction and resolute opposition to the latest move, and will take necessary countermeasures to firmly safeguard its legitimate rights and interests.

    There are no winners in trade disputes, and China’s stance is consistent and firm.

    The US has levied a 10 percent tariff on Chinese imports under the pretext of the fentanyl issue.

    The Foreign Ministry said fentanyl is a problem of the US, and China has been among the countries with the strictest and most thoroughly enforced narcotics control policies in the world. In a humanitarian spirit, China has provided support to the US in dealing with its fentanyl problem.

    “China urges the US to correct its wrong practices, maintain the hard-won progress of China-US drug control cooperation, and promote stable, healthy and sustainable development of China-US relations,” the Foreign Ministry said in the statement.

    The latest move comes after a year of robust foreign trade between US and China.

    In December alone, US seaports handled an equivalent of 451,000 40-foot containers of goods from China, up 14.5 percent year-on-year, with some companies stockpiling goods early to get ahead of tariff threats, according to trade data supplier Descartes Systems Group.

    Last year, US imports of machinery, bedding, plastic toys and other products from China rose 15 percent over the levels seen in 2023, data from Descartes showed.

    Some US companies decided to import goods “earlier” than usual to avoid the tariff threats and potential strikes at ports, Jonathan Gold, president of supply chain and customs policy at the National Retail Federation, told China Daily.

    Since 2018, the original round of tariffs imposed on China by the first Trump administration and those kept and extended by then President Joe Biden’s administration, have caused a significant impact.

    The Peterson Institute for Inter-national Economics in Washington, DC, found that in 2018, the two-way trade between China and the US was $659 billion. In 2024, the figure declined to $578 billion.

    Thomas Fullerton, an economics professor at the University of Texas at El Paso, said a better way for the US to address the competition with countries in the Asia-Pacific region would have been “to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership”, a free trade agreement between 12 countries.

    “As trade barriers, tariffs can also cause domestic industries to become less competitive,” Fullerton said.

    According to the executive order, the US also imposed a 25 percent tariff on goods from Mexico and Canada. For energy products from Canada, the US imposed a 10 percent tariff.

    Washington, D.C. – U.S. Senators Roger Marshall, M.D., and James Risch (R-ID) introduced the American Values Act, legislation to permanently enact and expand existing prohibitions on the use of U.S. foreign assistance to pay for the performance or promotion of abortion services overseas.
    “As an OBGYN who delivered thousands of babies, I will always fight for our unborn children, both at home and abroad,” Senator Marshall said.  “I’m proud to join Senator Risch in introducing this crucial legislation to protect life and promote true American values abroad.” 
    “American foreign aid should always be used in a way that is in line with American values – and that means that no foreign assistance funds should ever be used to perform or promote abortion services,” said Senator Risch. “I’m proud to introduce the American Values Act with my colleagues to hold our government accountable to this standard and protect the sanctity of life across the globe.”
    If enacted, this legislation would:
    Clarify that existing prohibitions on the use of U.S. foreign assistance to pay for the performance or promotion of abortions, forced sterilizations, or biomedical research relating to abortions or forced sterilizations shall apply to all assistance under the Foreign Assistance Act;
    Permanently enact long-standing appropriations restrictions on the use of foreign assistance funds to lobby for or against abortion;
    Permanently enact long-standing appropriations restrictions on the provision of foreign assistance funds to organizations that support or participate in the management of a program of coercive abortion or involuntary sterilization; and
    Permanently enact long-standing appropriations restrictions on the use of funds made available to the Peace Corps to pay for abortions.

  • MIL-OSI China: EU criticizes US tariff, vowing to ‘respond firmly’ if targeted

    The European Commission on Sunday criticized U.S. President Donald Trump’s tariff imposed upon three countries, saying they disrupt global trade and are harmful to all, and vowing to hit back if targeted.

    “The European Union (EU) regrets the U.S. decision to impose tariffs on Canada, Mexico, and China,” an EU spokesman was quoted by local media.

    He highlighted the importance of “open markets and respect for international trade rules,” saying they are essential for strong and sustainable economic growth. “Tariffs create unnecessary economic disruption and drive inflation. They are hurtful to all sides,” he added.

    Referring to potential U.S. tariffs on EU products, the spokesman said “the EU would respond firmly to any trading partner that unfairly or arbitrarily imposes tariffs on EU goods.”

    “Our trade and investment relationship with the United States is the biggest in the world. There is a lot at stake,” he was quoted as saying.

    Since Trump’s second term started, Brussels has been advocating that the two sides should work on strengthening the existing transatlantic relationships, and has dedicated efforts to avoiding a trade conflict with Washington through negotiation. However, Trump doubled down on his plan by saying he would “absolutely” impose tariffs on the EU goods last week.

    On Saturday, Trump signed an executive order to impose a 10-percent tariff hike on goods imported from China, and a 25-percent tariff on goods from Mexico and Canada. The move has drawn widespread opposition and immediate retaliations.

    In response, China’s Ministry of Commerce said Sunday that China will file a complaint at the World Trade Organization and take corresponding countermeasures to firmly safeguard its rights and interests. Canadian Prime Minister Justin Trudeau announced Saturday that Canada will impose a levy of 25 percent on 21 billion U.S. dollars worth of American goods as of Tuesday. Mexican President Claudia Sheinbaum has instructed the Secretariat of Economy to implement tariff and non-tariff measures to defend Mexico’s interests.

    U.S. President Donald Trump’s tariff move against Canada, Mexico and China has sparked criticism and concern in Germany.

    On Saturday, Trump ordered to impose a 25-percent tariff on imports from Mexico and Canada, and a 10-percent tariff on Chinese goods. He also signaled that the European Union (EU) could be next, citing the bloc’s persistent trade surplus with the U.S.

    While reaffirming Germany’s commitment to economic ties with the U.S., German Chancellor Olaf Scholz emphasized that the first priority should be “not to divide up the world with many tariff barriers.”

    “Tariffs have never been a good idea to resolve trade policy conflicts,” Chairman of the German Christian Democratic Union Friedrich Merz said, warning of backlash in the U.S. as rising import costs would fuel inflation and hit American consumers directly.

    Dirk Jandura, president of the Federation of German Wholesale, Foreign Trade and Services (BGA), described the tariffs as “a clear warning to the EU and Ursula von der Leyen,” stressing that neither Germany nor the EU should remain passive.

    Trump’s move would come at a high cost for Americans, Jandura said, adding, “The losers are always end consumers, who will feel the price increase at the checkout.”

    German companies are also bracing for the impact, as many supply the U.S. market from Mexico, particularly in the automotive industry.

    According to the German newspaper Handelsblatt, Mexico has been Germany’s most important investment location in Latin America for years, with total investments exceeding 45 billion U.S. dollars since the 2000s.

    Volkswagen Group, which operates one of its largest vehicle factories in Mexico, produces nearly 80 percent of its North America vehicles in Mexico and Canada. A Volkswagen spokesman voiced concerns about the tariffs’ potential economic fallout, warning of negative effects on American consumers and the global auto industry.

    According to the credit rating agency S&P, Canada and Mexico produce around 5.3 million passenger cars annually, with approximately 70 percent destined for the U.S.

    Importers are likely to pass most, if not all, of the price increase to consumers, S&P noted, warning that the additional costs would further strain affordability in the U.S. auto market.

    India’s defence sector has undergone a remarkable transformation since 2014, evolving from a largely import-dependent military force to one increasingly focused on self-reliance and indigenous production. As one of the strongest military powers globally, India holds a pivotal role in ensuring regional security and fulfilling strategic goals. The country’s defence budget, which stood at ₹2,53,346 crore[1] in 2013-14, has seen a significant rise, reaching ₹6,21,940.85 crore[2] in 2024-25, reflecting a clear commitment to strengthening the nation’s defence capabilities. Central to this transformation is the growth of India’s defence manufacturing industry, which has become an integral part of the economy. Through the “Make in India” initiative and policy reforms, the government has actively promoted domestic production and reduced reliance on foreign procurement. This shift has been a key component of India’s broader vision of achieving Atmanirbharta (self-reliance) in defence, positioning the nation as an emerging hub for the production of advanced military technologies and equipment.

    Defence Production

    v Record Defence Production: In FY 2023-24, India’s domestic defence production reached ₹1.27 lakh crore, marking a record high, with an impressive increase of approximately 174% from ₹46,429 crore in 2014-15.

    1. Achieving New Milestones: India is on track to achieve a target of ₹1.75 lakh crore in defence production in the current fiscal year.
    1. Vision for the Future: India aims to reach ₹3 lakh crore in defence production by 2029, further establishing itself as a global defence manufacturing hub.

    Defence Exports

    v Surge in Defence Exports: India’s defence exports have surged from ₹1941 crore in FY 2014-15 to ₹21,083 crore in FY 2023-24, reflecting a remarkable increase in export value.

    v Strong Year-on-Year Growth: A 32.5% growth in defence exports was recorded over the previous fiscal year 2022-23, rising from ₹15,920 crore.

     

    1. Decadal Growth: Defence exports have grown 21 times, from ₹4,312 crore in the 2004-14 decade to ₹88,319 crore in the 2014-24 decade, highlighting India’s expanding role in the global defence sector.

     

    1. Expanding Global Reach: Driven by government policy reforms, ease of doing business initiatives, and a push for self-reliance, India now exports to over 100 nations.

     

    1. Key Export Destinations: The top three destinations for India’s defence exports in 2023-24 were the USA, France, and Armenia.

    2. Diverse Export Portfolio: India’s export portfolio includes advanced equipment such as bulletproof jackets, Dornier (Do-228) aircraft, Chetak helicopters, fast interceptor boats, and lightweight torpedoes.
    3. Milestone Achievement: A significant milestone was the inclusion of ‘Made in Bihar’ boots in the Russian Army’s equipment, highlighting India’s high manufacturing standards in the global defence market.

    Exports hit USD 778.21 billion in 2023-24, marking a 67% increase since 2013-14

     

    Introduction

    India’s exports have seen a historic rise, reaching USD 778.21 billion in 2023-24. This marks a 67% increase from USD 466.22 billion in 2013-14. The growth reflects India’s expanding role in global trade, driven by strong performances in both merchandise and services exports.

    In 2023-24, merchandise exports stood at USD 437.10 billion, while services exports contributed USD 341.11 billion, demonstrating a well-balanced expansion. Key sectors like electronics, pharmaceuticals, engineering goods, iron ore, and textiles played a vital role in this surge. Strengthened by strategic policy measures, enhanced competitiveness, and broader market access, India’s export ecosystem is now more resilient and deeply integrated into the global economy.

    The momentum has continued into FY 2024-25, with cumulative exports during April-December 2024 estimated at USD 602.64 billion, a 6.03% increase from USD 568.36 billion in the same period of 2023. Strengthened by strategic policy measures, enhanced competitiveness, and broader market access, India’s export ecosystem is now more resilient and deeply integrated into the global economy.

     

    Export Classification and Growth Trends

    Merchandise exports have grown from USD 314 billion in 2013-14 to USD 437.10 billion in 2023-24, driven by a stronger manufacturing base and increased global demand.

     

     

    Service exports have expanded from USD 152 billion in 2013-14 to USD 341.11 billion in 2023-24, fueled by the rise of IT, financial, and business services.

     

    Leading Export Regions Over the Years

    In 2004-05, India’s exports were predominantly directed to regions like North America, the European Union, North-East Asia, West Asia-Gulf Cooperation Council, and ASEAN. By 2013-14, there was a marked increase in export values across these regions, with North America, the EU, and West Asia seeing notable growth. Fast forward to 2023-24, and the export landscape shows continued expansion, with North America leading as the largest destination. The EU, West Asia, and ASEAN also experienced robust growth, illustrating India’s diversified and strengthened global trade relationships over the years.

     

     

    Key Export Destinations in 2023-24

     

    1. In 2023-24, the top merchandise export destinations for India included the USA (17.90%), UAE (8.23%), Netherlands (5.16%), China (3.85%), Singapore (3.33%), UK (3.00%), Saudi Arabia (2.67%), Bangladesh (2.55%), Germany (2.27%), and Italy (2.02%).

     

    1. Together, these 10 countries made up 51% of India’s total merchandise export value in 2023-24.

     

    Sectoral Growth in India’s Exports

    1. Mobile Phone Exports Growth: Mobile phone exports reached US$ 15.6 billion in 2023-24 from USD 0.2 billion in 2014-15. Domestic production of mobile phones grew from 5.8 crore units in 2014-15 to 33 crore units in 2023-24, with imports dropping significantly.
    1. Pharmaceutical Exports Surge: India, ranked third globally in drug and pharmaceutical production by volume, saw its pharmaceutical exports rise from USD 15.07 billion in 2013-14 to USD 27.85 billion in FY 2023-24.
    1. Engineering Goods Exports: Engineering goods exports grew to USD 109.32 billion in FY 2023-24, up from USD 62.26 billion in FY 2013-14.
    1. Agricultural Exports Growth: Agricultural exports from India increased from USD 22.70 billion in 2013-14 to USD 48.15 billion in 2023-24.

     

    Key Government Initiatives to Strengthen India’s Export Landscape

     

    Foreign Trade & Export Promotion

    1. New Foreign Trade Policy (FTP) 2023: Focuses on export incentives, ease of doing business, and emerging sectors like e-commerce and high-tech products. Introduced a one-time Amnesty Scheme to help exporters clear pending authorizations.
    2. Interest Equalisation Scheme (IES): It was extended until August 31, 2024, with a ₹12,788 crore allocation to provide concessional interest rates on export credit.
    3. RoDTEP & RoSCTL Schemes: Provide tax and duty reimbursements to exporters, benefiting sectors like pharmaceuticals, chemicals, and steel.
    4. Districts as Export Hubs: Identifies high-potential products in each district and provides infrastructure and market linkages.
    5. Trade Infrastructure for Export Scheme (TIES) & Market Access Initiative (MAI): Support infrastructure development and marketing efforts for export growth.

    Infrastructure & Logistics

    1. National Logistics Policy (NLP) & PM GatiShakti: Aim to reduce logistics costs and enhance multimodal connectivity through GIS-based planning.
    2. Production-Linked Incentive (PLI) Schemes: With an outlay of ₹1.97 lakh crore, these schemes promote large-scale manufacturing in 14 key sectors to enhance exports. Over Rs. 1.47 lakh crore of investment has been reported till October 2024, which has led to production/sales of Rs. 13 lakh crore and employment generation (direct & indirect) of around 10 lakh. Exports have been boosted by Rs. 4.5 lakh crore.

     

    1. Bharat Mart in Dubai: Provides MSMEs with affordable access to GCC, African, and CIS markets.

     

    Ease of Doing Business & Digital Initiatives

    1. Compliance & Decriminalization Reforms: Over 42,000 compliances reduced and 3,800 provisions decriminalized to simplify business processes.
    2. National Single Window System (NSWS): Streamlines approvals, allowing businesses to apply for 277 Central approvals.
    3. Trade Connect e-Platform: Links over 6 lakh IEC holders with Indian missions and export councils for seamless trade facilitation.
    4. Enhanced Insurance Cover for MSME Exporters: Provides ₹20,000 crore in low-cost credit to 10,000 MSME exporters.

    E-Commerce & Digital Trade

    1. E-Commerce Export Hub (ECEH): Aims to boost e-commerce exports to $100 billion by 2030, connecting SMEs and artisans to global markets.
    2. ICEGATE Digital Platform: Modernizes customs processes with e-filing, real-time tracking, and seamless documentation.

    Agriculture & Organic Exports

    1. National Programme for Organic Production (NPOP): Expected to benefit 20 lakh farmers, with organic exports targeted to exceed $1 billion by 2025-26.

    India’s export sector has experienced extraordinary growth, driven by a combination of strategic policy measures, robust infrastructure development, and a strengthened manufacturing base. With exports touching new heights across both merchandise and services, the country has firmly established itself as a key player in global trade.     LOS ANGELES – FEMA Public Assistance (PA), which supports the repair and replacement of publicly owned infrastructure and buildings damaged in disasters, also assists private nonprofit (PNP) organizations, including houses of worship and other faith-based organizations that provide certain social services. Private nonprofits and faith-based groups that were impacted by the Los Angeles County Wildfires may be eligible for Public Assistance to help restore their damaged or destroyed facilities. To apply, they need to submit a Request for Public Assistance, or RPA, by Sunday, March 9, 2025. Organizations are also advised to apply with the U.S. Small Business Administration (SBA) for a low-interest disaster loan.Request for Public Assistance (RPA) If a PNP wishes to request reimbursement for costs related to damage and losses from the wildfires, it must submit a RPA to FEMA online via the FEMA Grants Portal by March 9. Follow these steps:Obtain a unique entity identifier, or UEI, at SAM.com, the official website for entities registering to do business with or apply for grants or loans from the federal government. For information on obtaining a UEI: visit SAM.gov or FSD.gov. Go to the FEMA Grants Portal at grantee.fema.gov, and click on “Register your Organization and Request Public Assistance” (at the bottom of the opening page). Fill in the requested information about the organization.After the RPA is submitted, FEMA evaluates a PNP’s nonprofit status and the services it provides to determine whether it is eligible. After the state and FEMA have approved a request, the applicant receives a system-generated email that the RPA has been approved. The organization then may submit projects requesting FEMA PA reimbursement for eligible work. Applicant Briefings will be held prior to the RPA deadline of March 9, to acquaint applicants and potential applicants with the PA program. Cal OES and Los Angeles County will send invitations to new and potential applicants.  Once scheduled, the date(s), time(s), and location(s) of the applicant briefings will be posted on the Cal OES website under Applicants’ Briefings. Which Nonprofits and Faith Groups are Eligible to Apply for Public Assistance?Not all groups will be eligible. FEMA classifies PNP applicants as either “providers of critical services” or “providers of essential non-critical social services.” Providers of critical services, such as hospitals, other healthcare facilities, utilities and various other entities, can submit a RPA with the state and await FEMA’s decision. Entities that offer essential non-critical social services must take a few more steps. They need to submit a RPA, and also apply for a low interest disaster loan from the U.S. Small Business Administration (SBA), whose deadline to apply is March 10. If they are turned down for an SBA loan, or if the loan amount does not cover the cost of all repairs, FEMA may provide funds to pay for what SBA or insurance does not cover. Examples of essential non-critical social services include senior citizen or community centers, educational enrichment, daycare, services for people with disabilities, assisted living, low income housing, homeless shelters, rehabilitation services, and community and arts centers.For PNPs with facilities that provide essential noncritical social services, FEMA provides PA funding for eligible debris removal and emergency protective measures.     LOS ANGELES – Debris cleanup for the catastrophic wildfires in Los Angeles County started this week. FEMA assigned the U.S. Environmental Protection Agency (EPA) and U.S. Army Corps of Engineers (Corps of Engineers) to survey, remove, and dispose of debris from properties burned by the wildfires.As part of this effort, Los Angeles County established a Debris Removal website for fire-impacted residents to obtain information and resources regarding debris clearance. Although most hazardous materials will be removed from private property by the EPA in Phase 1, full clearance of properties in Phase 2 by USACE will require a Right of Entry (ROE) form which is provided on the county website. Signing up for the debris removal program via the ROE will NOT impact a survivor’s ability to receive other FEMA disaster assistance programs. If a survivor opts-out of the ROE program, they become responsible for all costs, permits, inspections and other associated debris removal costs. Coverage for debris and hazardous tree removal may be provided under your insurance policy. For information about insurance reimbursement, visit pages 3 and 4 on the ROE form.Although hazardous debris will be removed by EPA without any action from the homeowner, general debris removal must be selected by the property owner by signing a ROE form. The ROE form allows property owners to give permission for USACE to access their property for cleanup activities.What is the Debris Removal Program?The Debris Removal Program has two phases: removal of household hazardous material followed by removal of other fire-related debris and trees that a certified arborist determines are dead or likely to die within five years due to the fire.Phase 1: Removing Hazardous MaterialsOn January 16, teams of experts from California’s Department of Toxic Substance Control and EPA began assessing properties in the burn areas to remove any household hazardous material that may pose a threat to human health, animals, and the environment such as batteries, paint, cleaners and solvents, oils, and pesticides. These teams specialize in identifying and removing hazardous substances from properties for safe disposal. This phase is automatic and is done at no cost to residents.EPA will only remove hazardous materials. This includes lithium-ion batteries from vehicles, homes, and other products. Examples of household items with lithium-ion batteries include electric/hybrid vehicles, power tools, power banks, home alarms, drones, and tablets.For more information, please visit: 2025 California Wildfires | US EPAPhase 2: Debris RemovalOnce the EPA clears properties of hazardous materials, the Corps of Engineers, alongside FEMA, will coordinate to remove fire damaged metal, ash, and other fire debris to help foster reconstruction. The Corps of Engineers will also remove foundations when property owners opt to include foundation removal on the ROE. Phase 2 will generally occur concurrent to Phase 1 as ROEs are collected, validated by the County and FEMA, and given to the Corps of Engineers to begin Phase 2 debris removal. One of the critical components of Phase 2 will be the collection of ROEs as residents opt into the program which can be done by visiting the county website. For the latest information about California’s recovery, visit fema.gov/disaster/4856.     Intuitive Machines’ lunar lander, Athena, will launch on a SpaceX Falcon 9 rocket from Launch Complex 39A at NASA’s Kennedy Space Center in Florida. The four-day launch window opens no earlier than Wednesday, Feb. 26.
    Among the items on Intuitive Machines’ lander, the IM-2 mission will be one of the first on site, or in-situ, demonstrations of resource utilization on the Moon. A drill and mass spectrometer will measure the potential presence of volatiles or gases from lunar soil in Mons Mouton, a lunar plateau near the Moon’s South Pole. In addition, a passive Laser Retroreflector Array on the top deck of the lander will bounce laser light back at any orbiting or incoming spacecraft to give future spacecraft a permanent reference point on the lunar surface. Other technology instruments on this delivery will demonstrate a robust surface communications system and deploy a propulsive drone that can hop across the lunar surface.
    Launching as a rideshare with the IM-2 delivery, NASA’s Lunar Trailblazer spacecraft also will begin its journey to lunar orbit, where it will map the distribution of the different forms of water on the Moon.
    Under the CLPS model, NASA is investing in commercial delivery services to the Moon to enable industry growth and support long-term lunar exploration. As a primary customer for CLPS deliveries, NASA is one of many customers for these flights.

    LOS ANGELES — As recovery efforts continue in the wake of the early January firestorm, Governor Gavin Newsom today announced the deployment of additional state law enforcement resources to help Los Angeles maintain checkpoints and keep the Pacific Palisades closed to non-residents. The result of coordinated work with the Mayor’s Office ensures the community remains secure while allowing LAPD to refocus on citywide public safety needs.

    “To the survivors of these fires: We have your back, and the state will be here every step of the way until your community is fully recovered. By providing additional state law enforcement resources, we’re keeping the Palisades secure and giving LAPD the flexibility to serve the entire city. We’re in this together, and we won’t stop until the job is done.”

    “I am grateful to Governor Newsom for his continued partnership as we respond to this unprecedented disaster,” said Mayor Karen Bass. “We continue to adapt in real time to this dynamic situation. This plan secures the Palisades and eases the strain on LAPD, whose ability to respond across L.A. has been impacted for nearly one month. My priority continues to be rebuilding the Palisades as rapidly and safely as possible.”

    On Friday, city officials announced the gradual removal of road closures and traffic control checkpoints, including in the Palisades. In response, the Governor immediately announced the surge of California Highway Patrol (CHP) resources along the Pacific Coast Highway and directed the California National Guard (Cal Guard) to remain on standby for rapid deployment if conditions require. As announced by Mayor Bass tonight, LAPD will transition responsibility for the Palisades access to CHP and Cal Guard starting Monday, ensuring continued security while strengthening emergency response efforts citywide.

    What you need to know: At the direction of Governor Newsom, the state is augmenting flood fighting and swift water resources across Northern and Central California to protect communities from the significant wet weather event expected through the upcoming days.

    SACRAMENTO – As an atmospheric river continues to move into Northern California, Governor Gavin Newsom today announced the California Governor’s Office of Emergency Services (Cal OES), California Department of Public Health (CDPH), and California Department of Social Services (CDSS) continue to take proactive steps to keep people safe.

    This builds on the action Governor Newsom announced Thursday to pre-deploy resources and thousands of personnel throughout Northern California.

    “We’re pre-deploying significant resources and thousands of personnel to protect the safety of our California communities during this significant weather event. Californians should take precautions now as we anticipate a few rounds of storms in the coming days.”

    According to the National Weather Service, a prolonged atmospheric river event will continue to bring moderate to heavy rain to Northern and Central California through the Pacific Northwest with mountain snow in the Cascades and Northern Rockies into next week.

    The atmospheric river could bring an increased risk of power outages, flooding in small streams and low-lying areas, and debris, rocks, and mudslides on roadways. Cal OES encourages residents to reduce injury risks by staying inside, not driving through flooded roadways, and preparing in advance for power outages.

    Cal OES is deploying swift water and flood response equipment and personnel to the following 10 counties: El Dorado, Glenn, Lake, Marin, Monterey, Napa, Nevada, Sacramento, San Joaquin, and Tuolumne. This also includes six specialized Swift Water Rescue teams, 31 local government fire engines, and 13 local government staff. 

    On Thursday, Governor Newsom announced that Cal OES is monitoring weather impacts and working closely with local areas that are forecasted to be affected. In particular, the state is closely monitoring recent burn scar areas that pose the threat of mudslides and debris flows. Together, the state is preparing:

    • The State-Federal Flood Operations Center is monitoring forecasts and coordinating with partners.
    • In collaboration with the California-Nevada River Forecast Center (CNRFC), DWR engineers and CNRFC hydrologists are conducting river forecasts up to four times a day.
    • California’s Department of Water Resources (DWR) has pre-positioned flood fight materials in Northern and Central California, including over 3.7 million burlap sandbags and 162 flood fight material containers across 25 counties. 
    • The flood control system is working as intended with flood space available throughout the system. Water can move throughout California’s flood control system including natural weirs overtopping, water in the region’s bypasses, and potential use of spillways at reservoirs. 
    • Caltrans has 2,500 personnel and 1,253 pieces of storm equipment including snowplows, backhoes, and storm drain clearing equipment.
    • 133 CAL FIRE engines staffed and ready to respond.
    • 53 hand crews staffed across the northern region.

    The CDPH Medical Health Coordination Center (MHCC) is activated at an enhanced watch level throughout the weekend to ensure all public health needs are met across the state. Working with regional and local public health and medical partners ahead of the storms, this proactive step ensures clear and open lines of communication are established to share potential needs throughout the storm event. 

    CDPH is also communicating with Regional Disaster Medical Health Specialists on information about the storms to share with counties and healthcare facilities to ensure they are aware and monitoring the situation.

    To protect vulnerable communities from potential storm impacts, CDSS is actively monitoring for potential impacts to vulnerable communities, reaching out to local partners and licensed settings caring for some of the most vulnerable — including individuals with disabilities, older individuals, and unsheltered individuals — to help ensure that people have access to services, should they need them. CDSS is in contact with local officials to ensure shelters and warming centers are ready to serve communities. 

    Capturing and storing more water 

    Governor Newsom yesterday signed an executive order to ready the state and maximize the use of anticipated stormwater flows to help continue to boost California’s water supply. The order makes it easier for local and regional agencies to use existing state laws to maximize groundwater recharge during this storm event. This builds on the Governor’s 2023 executive orders to support groundwater-recharge efforts in the context of that year’s unusually strong winter storms, as well as subsequent legislation codifying those efforts in state law.

    Recent above-average water years in 2023 and 2024 helped replenish the state’s reservoirs, but multi-year drought conditions continue to have significant impacts on communities with vulnerable water supplies, agriculture, and the environment. The latest science indicates that hotter and drier weather conditions could reduce California’s water supply by up to 10% by the year 2040. The frequency of extreme weather, including wildfires, in California demonstrates the need to continually adapt to promote resiliency in a changing climate. Yesterday, the Department of Water Resources conducted the second snow survey of the season, which showed a snowpack well below average.

    Los Angeles, CaliforniaProtecting Los Angeles firestorm survivors from nefarious actors, Governor Gavin Newsom’s executive orders in January strengthen protections against exploitation.

    Using the price-gouging protections triggered by the state of emergency and extended by  executive orders, the California Department of Justice (DOJ) has already filed two charges against real estate agents attempting to price gouge families that evacuated due to the Eaton Fire. The DOJ has sent more than 650 price gouging warning letters to hotels and landlords.

    In the days following the Los Angeles firestorms, we worked quickly to protect Los Angeles survivors from any form of exploitation. The state has the tools in place to not only block price gouging during this emergency, but also to prosecute bad actors.

    Protecting survivors

    One executive order extends provisions of California law that prohibit price gouging in Los Angeles County in building materials, storage services, construction, and other essential goods and services, to January 7, 2026. The other executive order extends protections against price gouging in hotels, motels, and rental housing to March 8, 2025. These laws generally prohibit charging a price that is more than a 10 percent increase in the price charged before the emergency.

    “In the face of natural disaster, we should be coming together to help our neighbors, not attempting to profit off of their pain,” said Attorney General Rob Bonta. “I urge the public to report any such incidents to local authorities, or to my office at oag.ca.gov/report or by reaching out to our hotline at (800) 952-5225. May this announcement serve as a stern warning to those who would seek to further victimize people who have lost everything in the face of Southern California’s wildfires: We won’t stop until the price gouging does.”

    Violators of the price gouging statute are subject to criminal prosecution that can result in a maximum penalty of one-year imprisonment in county jail and/or a fine of up to $10,000. Violators are also subject to civil enforcement actions including civil penalties of up to $2,500 per violation, injunctive relief, and mandatory restitution. The Attorney General and local prosecutors can enforce the statute.

    Speeding recovery 

    This update adds to the Governor’s work to cut red tape, remove onerous permitting requirements, and help speed rebuilding and recovery from the Los Angeles firestorms. On January 12, Governor Newsom issued an executive order to streamline the rebuilding of homes and businesses destroyed — suspending the California Environmental Quality Act (CEQA) and the California Coastal Act permitting requirements and review. 

    Additional actions to aid in the rebuilding and recovery efforts include:

    • Providing tax relief to those impacted by the fires. California postponed the individual tax filing deadline to October 15 for Los Angeles County taxpayers. Additionally, the state extended the January 31, 2025, sales and use tax filing deadline for Los Angeles County taxpayers until April 30 — providing critical tax relief for businesses. Governor Newsom suspended penalties and interest on late property tax payments for a year, effectively extending the state property tax deadline.
    • Fast-tracking temporary housing and protecting tenants and homeowners. To help provide necessary shelter for those immediately impacted by the firestorms, the Governor issued an executive order to make it easier to streamline the construction of accessory dwelling units, allow for more temporary trailers and other housing, and suspend fees for mobile home parks. Governor Newsom also issued an executive order that prohibits landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms. For homeowners, California has worked with five major lenders, as well as 270 financial institutions, to provide mortgage relief to their customers.
    • Mobilizing debris removal and cleanup. With an eye toward recovery, the Governor directed fast action on debris removal work and mitigating the potential for mudslides and flooding in areas burned. He also signed an executive order to allow expert federal hazmat crews to start cleaning up properties as a key step in getting people back to their properties safely. The Governor also issued an executive order to help mitigate the risk of mudslides and flooding and protect communities by hastening efforts to remove debris, bolster flood defenses, and stabilize hillsides in affected areas. 
    • Safeguarding survivors from price gouging. Governor Newsom expanded restrictions to protect survivors from illegal price hikes on rent, hotel and motel costs, and building materials or construction. Report violations to the Office of the Attorney General here.
    • Directing immediate state relief. The Governor signed legislation providing over $2.5 billion to immediately support ongoing emergency response efforts and to jumpstart recovery efforts for Los Angeles. California quickly launched CA.gov/LAfires as a single hub of information and resources to support those impacted and bolsters in-person Disaster Recovery Centers.  
    • Getting kids back in the classroom. Governor Newsom signed an executive order to quickly assist displaced students in the Los Angeles area and bolster schools affected by the firestorms.
    • Protecting victims from real estate speculators. The Governor issued an executive order to protect firestorm victims from predatory land speculators making aggressive and unsolicited cash offers to purchase their property.

    LOS ANGELES — To support local law enforcement in the re-opening of the Pacific Coast Highway in Los Angeles, Governor Gavin Newsom has directed a heavy public safety presence on the Pacific Coast Highway to ensure the safe passage of drivers as they re-enter the community. The reopening is set for Sunday morning.

    The Governor has deployed additional California Highway Patrol (CHP) officers along the Pacific Coast Highway, with a marked patrol vehicle stationed every half-mile along the state-owned Right-of-Way to protect motorists, traffic flow, and public safety between Santa Monica and Malibu.

    As the Pacific Coast Highway reopens, our top priority is ensuring the safety of everyone returning to this community. That’s why we’re surging CHP patrols and keeping the California National Guard on standby, reinforcing our commitment to protecting residents, motorists, and first responders in the days and weeks ahead.

    Earlier today the City of Los Angeles and local public safety officials announced their request for the California National Guard to gradually withdraw operations. With local officials gradually removing road closures and traffic control checkpoints, the Governor has directed the California National Guard to maintain a highly capable force readied for rapid deployment should conditions require it. 

    Additionally, the CHP and the California Governor’s Office of Emergency Services (Cal OES) have offered resources, mutual aid coordination and financial support to Los Angeles Police Department and the Los Angeles Sheriff’s Department to ensure public safety in local government jurisdictions in Altadena, Pacific Palisades, and other wildfire impacted communities. 

    “The safety of our community, first responders, and road crews remains our top priority as we reopen this vital stretch of highway,” said CHP Commissioner Sean Duryee. “We urge all drivers to stay alert, follow posted signs, and respect the presence of personnel still working in the area. The CHP remains committed to supporting these communities through this entire process.”  

    While the highway will again be open to the public on Sunday, drivers are urged to remain cautious. Heavy-duty vehicles and road crews will continue working in the area to clear remaining debris and assist with the rebuilding and recovery efforts of the affected communities. 

    This effort is on top of the already robust resources the state has coordinated with local and federal partners to protect public safety and help survivors recover from the recent Los Angeles firestorms.
