  • MIL-OSI: Sale of Shareholding in Avenir LNG Limited

    Golar LNG Limited (“Golar”) has entered into a share purchase agreement for the sale of all its shares in Avenir LNG Limited (“Avenir LNG” or “Avenir”) to Stolt-Nielsen Gas Ltd. for a total consideration of approximately USD 40 million (the “Transaction”). The Transaction is expected to be completed during the first quarter of 2025, subject to fulfilment of the conditions under the share purchase agreement.

    Golar will remain a 25% shareholder and debt provider to Higas Srl, the HIGAS LNG storage terminal in Sardinia, (“HIGAS”) that was spun off from Avenir LNG in October 2024. As of end October 2024, the book value of HIGAS was USD 40.5 million (on a 100% basis), of which $24.7m was shareholder loans and $15.8m shareholders equity.

    The N.C. Department of Information Technology is joining others from around the world Jan. 27-31 to recognize Data Privacy Week. This annual initiative focuses on building privacy awareness and empowering individuals and organizations to respect privacy, protect data and strengthen public trust. 

    “Because we lead much of our lives online, we leave a detailed digital trail. To protect ourselves, we must protect our data,” said Governor Josh Stein. “Reviewing privacy settings, disabling unnecessary location services, and paying close attention to what and where we reveal our personal information online are all good ways to limit who has access to our data.” 

    Identifying information collected online may be stored indefinitely and used to customize your experience or track your activity. Some companies may match it with other data to create a profile for you or sell your information. These profiles may contain information about your habits, interests, buying patterns and health.

    “With increasing connectivity and the rise of artificial intelligence and generative AI, protecting our personal information is more critical than ever,” said NCDIT Secretary and State Chief Information Officer Teena Piccione. “Remember a few key steps to safeguard your personal information like strong, unique passwords, two-factor authentication and careful review of each suspicious email, text or link prior to clicking that might try to trick you into revealing personal information.” 

    Here are some additional tips to help protect data privacy:

    • Review and manage privacy settings. Each device, application or browser has different features to limit how and with whom data is shared. It is important to check these regularly and adjust them as needed. You can use these direct links to update settings on popular devices and online services.
    • Streamline your online presence. Delete inactive accounts and apps you do not use. They may still be collecting and sending data. Disable tracking and turn off location services when you are not using them. Keep all software, operating systems and apps that you do use up to date.
    • Read the fine print.  Read the privacy policy and terms of use for any application you plan to use. Be thoughtful about who is allowed access to your personal information. Make sure you understand and agree with how your information will be used.  
    • Share with care. Think before posting information about yourself or others. Consider what the post reveals, who might see it and how it could be perceived now and in the future. Remember that information you post online may never fully be removed, and social media privacy settings may not stop your posts from being shared by others. Never share personal information that you use for security purposes, such as your date of birth or the name of your first pet or teacher, in online quizzes.
    • Be intelligent about artificial intelligence. While AI can be a helpful tool, it is important to remember that AI systems learn from user inputs. You should not share any personal or financial information, sensitive personal data from your workplace or intellectual property with publicly available AI.

    “It’s important to understand how to protect our own data, respect the privacy of others and minimize the amount of sensitive data we share because it may be used for unintended purposes,” said Cherie Givens, the state’s chief privacy officer.

    The Office of Privacy and Data Protection leads North Carolina’s privacy program and provides privacy guidance, services, resources and training to state agencies. The office works to embed a culture of privacy, data protection and transparency across state government and ensure that sensitive information entrusted to the state by residents, businesses and visitors is used for its intended purposes and remains protected.

  • MIL-OSI USA: State of Colorado and United Kingdom Sign Agreement to Foster Trade and Investment

    DENVER – Today, Colorado Governor Jared Polis and British Consul General Richard Hyde signed a Memorandum of Understanding (MOU) between Colorado and the United Kingdom (U.K.) to foster cooperation on economic relations, trade, and investment. This exciting new partnership will develop and promote shared opportunities between Colorado and the U.K. in clean energy, climate smart agriculture, quantum technologies, space technology, tourism, and artificial intelligence – all important economic drivers for both economies.

Solidifying and strengthening our long-standing relationship with the United Kingdom helps create more pathways for investments into Colorado businesses, expands good jobs in Colorado’s key economic sectors, and establishes a strong and lasting trade partnership with our friends in the U.K.,” said Governor Polis.

    The Governor welcomed Consul General Hyde at the Colorado State Capitol in Denver for a bilateral meeting and MoU signing ceremony. Following the signing, the State of Colorado and the U.K. will form a steering committee to oversee the implementation of the partnership, which will highlight opportunities to reduce barriers to trade and investment between the two regions and elevate new business development opportunities. 

    The MoU builds on a strong economic partnership between the two regions. In 2023, Colorado exported $214 million in goods to the U.K., while importing $260 million. The U.K. is also Colorado’s number one source of foreign investment. Over the last five years, British companies invested $1.5 billion in capital expenditures and provided an estimated 19,400 jobs in Colorado. Also over the last five years, Colorado companies invested an estimated $1.3 billion in capital expenditure and created an estimated 3,765 jobs in the U.K. 

    The state also routinely welcomes British business delegations interested in Colorado’s business ecosystem in areas such as aerospace, agriculture, quantum technology, and renewable energy. Additionally, the British Government keeps an office in Denver to facilitate trade and investment. The Colorado Department of Agriculture, the Colorado Department of Health and Environment, the Colorado Energy Office (CEO) and the Colorado Office of Economic Development and International Trade (OEDIT) supported the development of the MoU.

    HANGZHOU, CHINA, Jan. 27, 2025 (GLOBE NEWSWIRE) — HZJL Cayman Limited (“HZJL”), a comprehensive solution provider empowering local businesses with innovative branding, software, and supply chain services, announced the execution of an Agreement and Plan of Merger (the “Merger Agreement”) for a business combination with Rising Dragon Acquisition Corporation (Nasdaq: RDACU, RDAC, RDACR) (“RDAC”), a publicly traded special purpose acquisition company.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, sent a letter to the Federal Bureau of Investigation (FBI), the Department of Defense (DOD), the State Department, and the Department of Treasury requesting they produce all relevant materials related to alleged misconduct by Kash Patel, President Trump’s nominee to be Director of the FBI, related to the rescue of two Americans held captive by Iranian-backed militants in Yemen. Allegedly, Mr. Patel publicly commented without authorization and prior to the confirmed safe retrieval of the two hostages. If true, Mr. Patel appears to have inappropriately involved himself in a sensitive operation with no regard to the safety of the hostages or the success of the mission.
    Durbin wrote, “I have recently received highly credible information revealing that while serving in the first Trump Administration’s National Security Council, Kash Patel broke protocol regarding hostage rescues by publicly commenting without authorization on the then in-progress retrieval of two Americans held captive by Iranian-backed militants in Yemen in October 2020.”
    On October 14, 2020, the Wall Street Journal first published comments from Mr. Patel regarding the hostage swap at 10:55 a.m., several hours before the hostages were confirmed to be in the custody of the United States. In the wake of multiple failed hostage recovery missions, the Hostage Recovery Fusion Cell was created in 2015 as a multi-agency group housed in the FBI tasked with coordinating the recovery of Americans held hostage abroad and improving communications with impacted families and the public. The Fusion Cell’s specific protocols are in place to help protect the privacy of impacted families and ensure the timing for public acknowledgement of a hostage rescue effort does not endanger these sensitive life-or-death missions.
    The letter continued, “The information my office received alleges that Mr. Patel inserted himself inappropriately in a hostage recovery mission and violated these protocols. Mr. Patel, prior to his interview with the Wall Street Journal and contrary to his public assertions, allegedly had no role in the planning, negotiations, or execution of this hostage recovery. The source also alleges the interagency communications were clear that there would be no public comment until after the recovery was complete, and the families were notified.”
    “Mr. Patel’s nomination to be Director of the Federal Bureau of Investigation (FBI) is currently pending before the Senate Judiciary Committee. Among the many qualities and qualifications the Senate must consider when reviewing presidential appointments is whether the nominee has the requisite character and fitness to be entrusted with the authority of their position. An official who puts missions and the lives of Americans in jeopardy for public notoriety and personal gain is unfit to lead the country’s primary federal law enforcement and investigation agency. This Committee has a constitutional obligation to perform oversight over the FBI and to provide advice and consent on the nominations of officers to lead the Bureau,” the letter wrote.
    In the letter, Durbin requests the Hostage Recovery Fusion Cell protocols for public acknowledgement of successful hostage rescue missions, communications between the Hostage Recovery Fusion Cell and Mr. Patel, and all of the cables regarding the rescue mission during the relevant four days in order to validate this new allegation. Durbin requests all relevant information no later than January 30, the date of Mr. Patel’s confirmation hearing.
    In October 2020, Mr. Patel was accused of breaking protocol and incorrectly providing foreign airspace approval during the rescue of Philip Walton in northern Nigeria.

    All interagency cables and memos from October 11, 2020 through October 15, 2020 concerning the rescue of Ms. Sandra Loli and Mr. Mikael Gidada; and
    All records reflecting or relating to authorization permitting Mr. Patel to disclose any details concerning the rescue of Ms. Sandra Loli and Mr. Mikael Gidada prior to receiving confirmation of their retrieval and/or notification to the families.

    WASHINGTON––Haas Hall Academy student Mia Al Ansari traded in the halls of her school’s Northwest Arkansas campus for the opportunity to navigate our nation’s capital and the corridors of Congress as a U.S. Senate Page for the last several months.
    Al Ansari, appointed by U.S. Senator John Boozman (R-AR), served as one of 28 Senate Pages from September 2024 through January 24, 2025. As a Page, she helped prepared the U.S. Senate chamber for daily business by distributing documents to senators’ desks, assisting in the cloakrooms, supporting chamber staff, and – when the body was in session – sitting near the dais waiting to aid members delivering remarks or casting votes.
    She also performed administrative duties and worked on projects in Boozman’s office during the month of October while Congress was in recess ahead of the fall elections. The Fayetteville teen and her fellow Pages went on to participate alongside Members of Congress in the Electoral College vote count and certification of the 2024 presidential election results in January.

    Currently, firefighters are only eligible for support under the Public Safety Officer Benefits (PSOB) program for physical injuries sustained in the line-of-duty, or for deaths from duty-related heart attacks, strokes, mental health conditions such as post-traumatic stress disorder, and 9/11 related illnesses.
    The PSOB program provides benefits to the survivors of fire fighters; law enforcement officers; and other first responders killed as the result of injuries sustained in the line of duty. The program also provides disability benefits where first responders become permanently or totally disabled. The Public Safety Officers’ Educational Assistance (PSOEA) program, a component of the PSOB program, provides higher-education assistance to the children and spouses of public safety officers killed or permanently disabled in the line of duty. The Department of Justice’s Bureau of Justice Assistance administers the PSOB and PSOEA programs.

    Cyber insurance policies help protect small businesses from cyberattacks, but are frequently misunderstood
    WASHINGTON – Today, U.S. Senators John Hickenlooper and Shelley Moore Capito reintroduced their bipartisan Insure Cybersecurity Act to protect consumers and small businesses against cyberattacks by providing clearer information surrounding cyber insurance policies. Specifically, the bill directs the National Telecommunications and Information Administration (NTIA) to create a dedicated working group to develop information for issuers, agents, brokers, and customers to improve communication over cybersecurity insurance coverage levels. It also directs the NTIA to publish resources on cybersecurity insurance that prospective customers can easily understand.
    “Small businesses need cyber insurance to protect their businesses and guard their data. Unclear policies and ambiguous language can leave businesses stranded after a cyberattack,” said Hickenlooper. “Easy to understand cyber insurance resources will help make sure businesses are secure, covered, and resilient.”
    “Cyberattacks across the world continue to grow in scope and scale, and it’s critical that we do what we can to identify and prevent them from occurring,” Capito said. “I was glad to team up with Senator Hickenlooper once again to put forth a commonsense solution to this problem by reintroducing our Insure Cybersecurity Act. This legislation will assist businesses in better understanding the complex cyber insurance environment. It will also help lower the cost burden victims must bear when they are attacked by cyber-criminals so businesses can continue operations and pay their workers if they are targeted.”
    Cyberattacks can target anyone, from individuals to large organizations to small businesses. Cyber insurance is one tool that businesses can use to lower their risk from threats including ransomware, data theft, denial of service, and intellectual property theft. In the event of a successful attack, cyber insurance policies can help provide the necessary resources for a business to quickly recover and return to normal operations.
    However, the details of cyber insurance coverage are often hard to understand. A 2021 Government Accountability Office report found that ambiguity in policy language can result in misunderstandings and litigation between issuers and policyholders and that many customers, especially smaller businesses, may underestimate the coverage they need to protect against cyber risks. The Insure Cybersecurity Act would help clarify cybersecurity insurance for everyone involved.
    “This legislation remains absolutely consistent with the Cyberspace Solarium Commission recommendations, and I believe the Working Group proposed in this legislation can help tackle some of the insurance industries’ underlying problems in cyber policies like a lack of standard terminology and lack of clarity in coverage limits,” said Mark Montgomery, Executive Director of CSC 2.0 and Former Executive Director of the Cyberspace Solarium Commission (CSC).
    The senators previously introduced the legislation in the 118th Congress.

This board is enshrined in law and to remove these members without any reason shows how little he cares about our kids and the challenge school leaders face in keeping them safe.     WASHINGTON—U.S. Senators Chris Murphy (D-Conn.), Patty Murray (D-Wash.), Chuck Schumer (D-N.Y.), and Andy Kim (D-N.J.) on Monday led a group of 47 senators, including U.S. Senator Richard Blumenthal (D-Conn.), in introducing a new resolution condemning the pardons of individuals who were found guilty of assaulting Capitol Police Officers. The resolution follows the move by President Trump, on the first day of his second term, to grant full, complete, and unconditional pardons to over 1,500 people charged with committing crimes in the January 6, 2021 attack on the U.S. Capitol, and to commute the sentences of 14 others, including leaders of the Proud Boys and Oath Keepers— far-right militias. Among those pardoned by Trump were 169 people who pled guilty to assaulting police officers on January 6th.  During the siege of the Capitol that day, over 80 U.S. Capitol Police Officers were assaulted, as well as over 60 officers from the Washington, D.C. Metropolitan Police Department.
    The senators’ resolution, Condemning the pardons for individuals who were found guilty of assaulting Capitol Police Officers, simply states: “Resolved, That the Senate disapproves of any pardons for individuals who were found guilty of assaulting Capitol Police officers.” Murphy and Blumenthal will seek unanimous consent on the Senate floor to pass the resolution.
    “Trump’s pardons of January 6th rioters who viciously assaulted law enforcement officers send a dangerous message: if you’re willing to commit violence in his name, there are no consequences,” said Murphy. “This endorsement of political violence not only undermines our justice system, but it also makes our nation less safe and emboldens those who would attack our democracy.”
    “President Trump’s blanket pardons of armed insurrectionists, who were convicted by juries of everyday Americans, is the ultimate disrespect for police officers who were brutally assaulted on January 6,” said Blumenthal. “These sickening pardons are a clear endorsement of political violence and discredit justice and the rule of law. I urge my Republican colleagues who were protected that terrible day—and who now stay silent—to join in condemning the violence that occurred and standing with the officers who put their lives on the line for their safety.”

    According to the U.S. Attorney’s Office for the District of Columbia, approximately 1,572 defendants have been federally charged with crimes associated with the attack of the U.S. Capitol on January 6th. This includes approximately 598 charged with assaulting, resisting, or impeding law enforcement agents or officers or obstructing those officers during a civil disorder, including approximately 171 defendants charged with using a deadly or dangerous weapon or causing serious bodily injury to an officer. As proven in court, the weapons used and carried on Capitol grounds during the January 6th attack include firearms; OC spray; tasers; edged weapons, including a sword, axes, hatchets, and knives; and makeshift weapons, such as destroyed office furniture, fencing, bike racks, stolen riot shields, baseball bats, hockey sticks, flagpoles, PVC piping, and reinforced knuckle gloves.
    Among others, the individuals who assaulted law enforcement officers and were granted full, unconditional pardons by President Trump this week include:
    Taylor James Johnatakis, of Kingston, Washington, was convicted of three felonies in November 2023, including assaulting officers. Prosecutors said that he “coordinated a violent assault on a line of police officers defending” the Capitol and that video shows he “used a metal barricade to attack officers head on and grabbed one officer to prevent him from defending himself against other attacking rioters.”
    Julian Khater, who assaulted a U.S. police office—Brian Sicknick—and later pled guilty to assaulting a police officer with a dangerous weapon.
    Robert Palmer, who attacked police with a fire extinguisher, a wooden plank, and a pole.
    Tyler Bradley Dykes of Bluffton, South Carolina, who was sentenced to 57 months in federal prison for stealing a police riot shield and twice using it against officers. He pleaded guilty to two felony counts of assaulting, resisting or impeding officers.
    Devlyn Thompson, who hit a police officer with a metal baton.
    Andrew Taake, of Houston, Texas, who was sentenced to a little more than six years for assaulting law enforcement officers with bear spray and a metal whip.
    Christopher Quaglin, who federal prosecutors said “viciously assaulted numerous officers” and was one of the most violent rioters, was sentenced to 12 years in federal prison.
    David Dempsey, who, according to prosecutors, “was one of the most violent rioters,” and received 20 years in prison. Prosecutors also said Dempsey had a “very significant history of arrests and convictions” prior to the January 6th attack.
    Daniel Rodriguez, of Fontana, California, who plunged a stun gun into the neck of Washington Police Officer Michael Fanone multiple times.
    Ryan Nichols, of Longview, Texas, who assaulted officers with pepper spray, and later on Jan. 6, at his hotel room, he called for additional violence.
    Howard Richardson, of King of Prussia, Pennsylvania, who struck a police officer three times with a flagpole, hard enough to break the flagpole.
    Robert Sanford, from Chester, Pennsylvania, who hit two police officers in the head with a fire extinguisher and threw a traffic cone at another officer.
    Jonathan Munafo, of Albany, New York, who punched a police officer, stole the officer’s riot shield, and struck a Capitol office window with two poles.

    The fitness check[1] of the EU legislation on trade in seal products is ongoing. The public consultation and call for evidence are only two elements of the fitness check to collect evidence, and they do not determine the final results. Additional evidence is collected through targeted consultations of stakeholders, a literature review and desk research.

    The questions in the public consultation were drafted to obtain a precise and holistic overview of the perception of the EU seal regime nowadays without prejudging the outcome of the consultation.

    The stakeholders identified for consultation throughout the fitness check include the Member States’ competent authorities, the recognised bodies in Canada and Greenland, public authorities in Norway, individual companies or trade federations, associations and unions, individual fishermen and seal hunters, environmental, conservation and animal welfare non-governmental organisations, academia/research institutions, and concerned members of the public from the EU and outside.

    For the analysis of the results of the call for evidence, a dedicated software detected responses that contained full sentences with identical wording.

    The 11 842 replies which were identified as campaigns or coordinated replies were not rejected but analysed separately from the 2 162 unique contributions.

    The fitness check findings will inform the Commission as to whether a modification to the current legal framework would be needed.

    Spain’s Prosecutor General, Álvaro García Ortiz, is currently accused of leaking secrets for political purposes. Meanwhile, the Spanish Government is preparing a reform of the Code of Criminal Procedure (LECrim) aimed at putting the Public Prosecutor’s Office, rather than judges, in charge of investigations. This would give the government indirect control over the dismissal of criminal cases, including corruption cases. The government also wants to reduce the role of third-party interventions (acusaciones populares), which can prove decisive in corruption cases, keeping the government in check.

    The General Council of the Judiciary (CGPJ) has warned that, in order to ensure the independence of the Public Prosecutor’s Office, it is ‘imperative’ to review the way in which it operates before handing it responsibility for preliminary criminal investigations.

  • MIL-OSI United Nations: Secretary-General Concerned by Escalating Violence in Democratic Republic of Congo

    The following statement was issued today by the Spokesman for UN Secretary-General António Guterres:

    The Secretary-General is deeply concerned by the escalating violence in eastern Democratic Republic of the Congo and reiterates his strongest condemnation of the M23 [23 March Movement] armed group’s ongoing offensive and advances towards Goma in North Kivu with the support of the Rwanda Defence Forces.

    In the last 48 hours, two United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) peacekeepers from South Africa and one peacekeeper from Uruguay were killed while implementing the mandate entrusted upon them by the Security Council.  Eleven peacekeepers sustained injuries and are being treated in the UN hospital in Goma.

    The Secretary-General expresses his deepest condolences to the families of the fallen peacekeepers as well as to their Governments and the people of South Africa and Uruguay, and wishes a swift recovery to the injured.  He pays tribute to the bravery of all the United Nations peacekeepers while implementing their mandate to protect civilians and defend them against armed group violence, in coordination with the Armed Forces of the Democratic Republic of the Congo (FARDC) and the Southern African Development Community Mission in the Democratic Republic of the Congo.

    The Secretary-General reminds all parties to the conflict of their obligations under international humanitarian law.  He recalls that attacks against United Nations personnel may constitute a war crime.  He calls on the appropriate authorities to investigate this incident and swiftly bring those responsible to justice.

    The Secretary-General reiterates his call to respect the ceasefire agreement.  He calls on M23 to immediately cease all hostile actions and withdraw from occupied areas.  He further calls on the Rwanda Defence Forces to cease support to M23 and withdraw from Democratic Republic of the Congo territory.  He reaffirms the United Nations support to the Luanda Process and calls for an immediate resumption of negotiations in this framework.

  • MIL-OSI USA: Black Holes Can Cook for Themselves, Chandra Study Shows

    Astronomers have taken a crucial step in showing that the most massive black holes in the universe can create their own meals. Data from NASA’s Chandra X-ray Observatory and the Very Large Telescope (VLT) provide new evidence that outbursts from black holes can help cool down gas to feed themselves.
    This study was based on observations of seven clusters of galaxies. The centers of galaxy clusters contain the universe’s most massive galaxies, which harbor huge black holes with masses ranging from millions to tens of billions of times that of the Sun. Jets from these black holes are driven by the black holes feasting on gas.
    These images show two of the galaxy clusters in the study, the Perseus Cluster and the Centaurus Cluster. Chandra data represented in blue reveals X-rays from filaments of hot gas, and data from the VLT, an optical telescope in Chile, shows cooler filaments in red.
    The results support a model where outbursts from the black holes trigger hot gas to cool and form narrow filaments of warm gas. Turbulence in the gas also plays an important role in this triggering process.
    According to this model, some of the warm gas in these filaments should then flow into the centers of the galaxies to feed the black holes, causing an outburst. The outburst causes more gas to cool and feed the black holes, leading to further outbursts.
    This model predicts there will be a relationship between the brightness of filaments of hot and warm gas in the centers of galaxy clusters. More specifically, in regions where the hot gas is brighter, the warm gas should also be brighter. The team of astronomers has, for the first time, discovered such a relationship, giving critical support for the model.
    This result also provides new understanding of these gas-filled filaments, which are important not just for feeding black holes but also for causing new stars to form. This advance was made possible by an innovative technique that isolates the hot filaments in the Chandra X-ray data from other structures, including large cavities in the hot gas created by the black hole’s jets.
    The newly found relationship for these filaments shows remarkable similarity to the one found in the tails of jellyfish galaxies, which have had gas stripped away from them as they travel through surrounding gas, forming long tails. This similarity reveals an unexpected cosmic connection between the two objects and implies a similar process is occurring in these objects.
    This work was led by Valeria Olivares from the University of Santiago de Chile, and was published Monday in Nature Astronomy. The study brought together international experts in optical and X-ray observations and simulations from the United States, Chile, Australia, Canada, and Italy. The work relied on the capabilities of the MUSE (Multi Unit Spectroscopic Explorer) instrument on the VLT, which generates 3D views of the universe.
    NASA’s Marshall Space Flight Center in Huntsville, Alabama, manages the Chandra program. The Smithsonian Astrophysical Observatory’s Chandra X-ray Center controls science operations from Cambridge, Massachusetts, and flight operations from Burlington, Massachusetts.

    This release features composite images shown side-by-side of two different galaxy clusters, each with a central black hole surrounded by patches and filaments of gas. The galaxy clusters, known as Perseus and Centaurus, are two of seven galaxy clusters observed as part of an international study led by the University of Santiago de Chile.
    In each image, a patch of purple with neon pink veins floats in the blackness of space, surrounded by flecks of light. At the center of each patch is a glowing, bright white dot. The bright white dots are black holes. The purple patches represent hot X-ray gas, and the neon pink veins represent filaments of warm gas. According to the model published in the study, jets from the black holes impact the hot X-ray gas. This gas cools into warm filaments, with some warm gas flowing back into the black hole. The return flow of warm gas causes jets to again cool the hot gas, triggering the cycle once again.
    While the images of the two galaxy clusters are broadly similar, there are significant visual differences. In the image of the Perseus Cluster on the left, the surrounding flecks of light are larger and brighter, making the individual galaxies they represent easier to discern. Here, the purple gas has a blue tint, and the hot pink filaments appear solid, as if rendered with quivering strokes of a paintbrush. In the image of the Centaurus Cluster on the right, the purple gas appears softer, with a more diffuse quality. The filaments are rendered in more detail, with feathery edges, and gradation in color ranging from pale pink to neon red.

  • MIL-OSI USA: COMING SOON: 2024 Annual Highlights of Results from the International Space Station

    The 2024 Annual Highlights of Results from the International Space Station is coming soon. This new edition contains updated bibliometric analyses, a list of all the publications documented in fiscal year 2024, and synopses of the most recent and recognized scientific findings from investigations conducted on the space station. These investigations are sponsored by NASA and all international partners – CSA (Canadian Space Agency), ESA (European Space Agency), JAXA (Japan Aerospace Exploration Agency), and the State Space Corporation Roscosmos (Roscosmos) – for the advancement of science, technology, and education.

    Between Oct. 1, 2023, and Sept. 30, 2024, more than 350 publications were reported. With approximately 40% of the research produced in collaboration between more than two countries and almost 80% of the high-impact studies published in the past seven years, station has continued to generate compelling and influential science above national and global standards since 2010.
    The results achieved from station research provide insights that advance the commercialization of space and benefit humankind.
    Some of the findings presented in this edition include:

    Improved machine learning algorithms to detect space debris (Italian Space Agency)
    Visuospatial processing before and after spaceflight (CSA)
    Metabolic changes during fasting intervals in astronauts (ESA)
    Vapor bubble production for the improvement of thermal systems (NASA)
    The survival of microorganisms in space (Roscosmos)
    Immobilization of particles for the development of optical materials (JAXA)

    The content in the Annual Highlights of Results from the International Space Station has been reviewed and approved by the International Space Station Program Science Forum, a team of scientists and administrators representing NASA and international partners that are dedicated to planning, improving, and communicating the research operated on the space station.

  • MIL-OSI USA: Relief Still Available to West Virginia: Private Nonprofits Hit by April Storms

    TLANTA – The U.S. Small Business Administration (SBA) is reminding eligible private nonprofit (PNP) organizations in West Virginia of the Feb. 24 deadline to apply for low interest federal disaster loans to offset economic losses caused by the severe storms, straight-line winds, tornadoes, flooding, landslides and mudslides that occurred on April 2-6, 2024. 

    The disaster declaration covers the counties of Brooke, Hancock, Marshall, Ohio, Preston, Tyler and Wetzel. 

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs that suffered financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.  

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills that could have been paid had the disaster not occurred.  

    “When disasters strike, businesses and nonprofits face significant challenges,” said Randle Logan, acting associate administrator for the SBA’s Office of Disaster Recovery and Resilience. “These SBA loans provide the financial support they need to manage costs and continue moving forward.”  

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amount terms based on each applicant’s financial condition.

  • MIL-OSI Economics: Members consider China’s request for panel to examine electric vehicle measures in Türkiye

    DS629: Türkiye — Measures Concerning Electric Vehicles and Other Types of Vehicles from China

    China submitted a request for the establishment of a dispute panel to rule on various measures taken by Türkiye concerning electric vehicles (“EVs”) and certain other types of vehicles originating in China. Consultations took place on 20-21 November in an effort to resolve the dispute but failed to produce a mutually agreed solution, prompting China to submit its request for the panel. 

    China said Türkiye’s measures are protectionist and discriminatory, and violate Türkiye’s core obligations under the WTO agreements, including most favoured nation treatment, tariff bindings, and general elimination of quantitative restrictions. China expressed grave concerns that some members, including Türkiye, have introduced restrictive measures on Chinese new energy products, including EVs, which are inconsistent with WTO rules. Increased tech protectionism is not a solution, China said, adding that the panel request is one of the responses to such unlawful measures.

    Türkiye said the two sides had constructive consultations in November 2024 and that it shared information and clarifications with its Chinese colleagues in a cooperative manner. Türkiye said its measures are completely justified against the backdrop of the strong challenges its automotive industry has been facing for many years due to anti-competitive practices, subsidization, and excess capacity. These problems should be addressed in the relevant WTO bodies for a level playing field in industrial sectors. Against that background, Türkiye said it cannot at this time agree to the establishment of a panel.

    The DSB took note of the statements and agreed to revert to this matter should the requesting member wish to do so.

    DS597: United States – Origin Marking Requirement (Hong Kong, China)

    The United States once again raised the matter of the panel ruling in DS597 at the DSB meeting. The US said it was raising the matter as a result of recent developments in Hong Kong, China regarding free speech and human rights.  The US referred back to its previous statements regarding its position on essential security and its reasons for placing this item on the DSB agenda.

    Hong Kong, China said the US again raising this matter and questioning its inherent rights under international law was an abuse of WTO rules. The panel ruling clearly confirms that the US action lacks legal justification, Hong Kong, China said, adding that it stands ready to proceed through the due process of appeal should the US lift its blockage on the appointment of Appellate Body members.

    China reiterated its objections to the item being on the DSB agenda and said any member, regardless of its power and size, should refrain from taking unilateral and protectionism measures in the name of national security or using it as a vehicle to disregard the core principles of the WTO and interfere in other members’ internal affairs.

    Appellate Body appointments

    Colombia, speaking on behalf of 130 members, introduced for the 83rd time the group’s proposal to start the selection processes for filling vacancies on the Appellate Body. The extensive number of members submitting the proposal reflects a common interest in the functioning of the Appellate Body and, more generally, in the functioning of the WTO’s dispute settlement system, Colombia said.

    The United States noted that a new US President was inaugurated on 20 January, and the US is currently transitioning to a new Administration.  Members are aware of the longstanding US concerns with WTO dispute settlement that have persisted across US administrations; those concerns remain unaddressed and it does not support the proposed decision, the United States said.

    Twenty members then took the floor to comment. Most reiterated their support for the joint proposal and for the urgent need to restore a fully functioning dispute settlement system as soon as possible. Many welcomed the progress made in the dispute settlement reform discussions to date and the proposal by the General Council Chair to initiate consultations with interested delegations to hear views on how to build on progress made in a manner that would further advance dispute settlement reform work.

    Several members said they looked forward to hearing from the Chair on how those consultations would be organized.  Ten members urged others to consider joining the Multi-party interim appeal arrangement (MPIA), a contingent measure to safeguard the right to appeal in the absence of a functioning Appellate Body. 

    Colombia said on behalf of the 130 members it regretted that for the 83rd occasion members have not been able to launch the selection processes. Ongoing conversations about reform of the dispute settlement system should not prevent the Appellate Body from continuing to operate fully, and members shall comply with their obligation under the Dispute Settlement Understanding to fill the vacancies as they arise, Colombia said for the group.

    Surveillance of implementation

    Australia presented a status report regarding its implementation of the panel ruling in the case brought by China in DS603, “Australia — Anti-Dumping and Countervailing Duty Measures on Certain Products from China.”  Australia said it provided a written status report in this dispute on 16 January noting that Australia has fully implemented the ruling and that the matter is now resolved.

    China thanked Australia for its statement and said this case demonstrates the effectiveness of the WTO dispute settlement system. At a time when the multilateral trading system faces unprecedented challenges, cooperation among members is vital to maintaining the effective operation of the dispute settlement mechanism, China said.  China added that it is ready to work with Australia and other members to continue to resolve trade frictions under the WTO framework.

    The United States presented status reports with regard to DS184, “US — Anti-Dumping Measures on Certain Hot-Rolled Steel Products from Japan”,  DS160, “United States — Section 110(5) of US Copyright Act”, DS464, “United States — Anti-Dumping and Countervailing Measures on Large Residential Washers from Korea”, and DS471, “United States — Certain Methodologies and their Application to Anti-Dumping Proceedings Involving China.”

    The European Union presented a status report with regard to DS291, “EC — Measures Affecting the Approval and Marketing of Biotech Products.”

    Indonesia presented its status reports in DS477 and DS478, “Indonesia — Importation of Horticultural Products, Animals and Animal Products.” 

    Next meeting

    The next regular DSB meeting will take place on 24 February 2025.
