  • MIL-OSI USA: Governor Lamont Announces Accelerated Efforts To Build a Skills-Based Ecosystem for Public Sector Employment in State Government

    Source: US State of Connecticut

(HARTFORD, CT) – Governor Ned Lamont today announced that the State of Connecticut is joining a coalition of state governments working to make skills-first talent practices a reality as part of the “Transformers in the Public Sector” initiative, a first-of-its-kind effort led by the national nonprofit organization Opportunity@Work that aims to break down barriers to public-sector employment for workers who have developed valuable skills through alternative means other than obtaining a bachelor’s degree, such as military service, community college, training programs, partial college completion, or, most commonly, on-the-job experience.

Known as STARs – Skilled Through Alternative Routes – these workers comprise approximately 47% of Connecticut’s workforce of 1.7 million people. This segment of the workforce can sometimes be overlooked in talent processes that frequently rely on degrees and credentials rather than skills and capabilities. To address that disparity, over the next 12 months under this initiative leaders from Connecticut will collaborate with peers from Arizona, California, Colorado, and Louisiana and receive targeted support focused on refining and implementing skills-first talent strategies. Additional state governments are welcome to join the cohort.

“We’re proud to have been at the forefront of building a skills-based ecosystem in the public sector that can both expand access to job opportunities and help the state fill critical workforce needs,” Governor Lamont said. “Through this initiative, we are excited to not just share our own challenges and success stories with our peers, but also learn how Connecticut can continue working to better support, develop, and retain STARs throughout state government.”

As part of the cohort, Connecticut, which dropped the degree requirement for many public-sector jobs in the early 1980s, will focus specifically on efforts to advance STARs in the public-sector workforce. This work will include a specific focus on expanding the state’s efforts to understand the current state of employment, as well as removing the barriers to retention and advancement for STARs within three state agencies, including the Department of Children and Families (DCF), the Department of Developmental Services (DDS), and the Department of Social Services (DSS). State leaders also aim to gather broader data on Connecticut’s workforce and to explore ways to develop compelling narratives on the skills-first approach, drawing on the experiences and challenges faced by other states.

The initiative is being led on behalf of the Lamont administration by the Department of Administrative Services and the Office of Workforce Strategy in partnership with the commissioners and leadership teams from DCF, DDS, and DSS.

“By embracing a skills-first approach, Connecticut is ensuring that talented individuals, regardless of their educational paths, have the opportunity to excel in the public sector,” Governor Lamont said. “This initiative will help us unlock the potential of STARs, addressing critical workforce needs while advancing equity and inclusion across our state.”

“No matter their location, population, or political affiliation, states across the country are navigating the twin challenge of addressing talent shortages in the public sector while also creating new paths to opportunities for STARs,” Blair Corcoran de Castillo, vice president of STARs policy for Opportunity@Work, said. “That’s what this cohort aims to do, advance skills-first practices that open doors for STARs across the public sector. Connecticut is leading the way in ensuring that STARs are recognized and supported — and setting an example for states seeking to build a more inclusive and productive workforce that benefits both STARs and the communities they serve.”

“Transformers in the Public Sector” is the inaugural cohort of the STARs Public Sector Hub, a nonprofit, nonpartisan digital resource hub and learning community for government leaders interested in skills-first talent strategies and powered through partnership. The hub is part of Opportunity@Work’s ongoing mission to rewire the U.S. labor market, enabling at least one million more working adults in America to translate their learning into earning over the next decade – generating a $20 billion boost in annual earnings.

  • MIL-OSI USA: State leverages over $200 million in federal funding through $57.81 million in matching grants to 37 public entities

Source: US State of New Mexico

SANTA FE — The New Mexico Department of Finance and Administration (DFA) awarded $57.81 million in matching grants to 37 public entities, leveraging over $200 million in federal funding for 57 projects. Of the grants, 54% went to rural areas, including Lincoln County and the Mescalero Apache Tribe for fire recovery.

This first cycle of the New Mexico Match Fund supported 33 infrastructure, eight energy, four public safety, four emergency response, and eight general projects at 1 to 4 state-to-federal leveraged dollars. DFA began accepting applications on June 16, 2024.

“This investment is a commitment to the resilience and growth of our rural communities,” said Gov. Michelle Lujan Grisham. “By removing barriers to federal resources, we are paving the way for sustainable development and improved infrastructure across New Mexico.”

Enacted earlier this year, HB 177 created the New Mexico Match Fund to leverage once-in-a-generation federal funding for infrastructure, research, economic development, the energy transition, and other projects to leverage resources for the benefit of New Mexico.

“The New Mexico Match Fund has already jumpstarted dozens of vital infrastructure, rural development, and public safety projects in its first four months,” said HB177 sponsor Representative Meredith A. Dixon. “This transformational program will continue to pay dividends for decades to come by improving our roads, strengthening communities statewide, and creating good-paying jobs for New Mexicans along the way.”

“I am happy to see these much-needed funds for our local governments be put to use,” said HB177 sponsor Representative Gail Armstrong. “Local governments, especially in rural communities, are too often lacking matching resources to secure federal grants. The New Mexico Match Fund has now provided several underserved communities access to often missed federal funding opportunities.”

“The New Mexico Match Fund is a prime example of how our executive and legislative collaboration can create meaningful assistance for our rural communities, as we’ve provided $31 million to rural entities in the first four months,” said DFA Cabinet Secretary Wayne Propst.

With an initial appropriation of $75 million, and pursuant to the new law, DFA developed three grant programs providing eligible entities with a reliable and nimble source of funding to increase competitiveness for hundreds of federal grant program opportunities that require local match. Programs include the Matching Grant, Project Implementation Grant, and Federal Compliance Offset Grant. Earlier this year, the Village of Los Lunas received a $3 million Federal Compliance Offset Grant to help cover increased project costs associated with federal requirements tied to a U.S. Department of Transportation grant for the I-25 Interchange project.

“Thanks to the New Mexico Match Fund, we can make available resources to provide our residents with the tools they need to succeed in today’s technology-driven landscape,” said Kevin Winner, Information Technology Director of the Pueblo of Jemez. “Our community has long recognized the necessity of digital access for growth and development.”

    Highlighted projects:

    • City of Gallup — The matching grant of $5,000,000 will leverage a $40,000,000 federal award for the Allison Road Corridor Part A Construction project, improving mobility and increasing safety for Gallup residents.
    • Lincoln County — The matching grant of $12,500,000 will leverage a $50,000,000 federal award for flood mitigation from South Fork and Salt Fires from the National Resource Conservation Service’s Emergency Watershed Protection Program.
    • Mescalero Apache Tribe — The matching grant of $2,392,750 will leverage a $21,834,750 federal award for flood mitigation from South Fork and Salt Fires from the National Resource Conservation Service’s Emergency Watershed Protection Program.
    • Santa Fe-Pojoaque Soil & Water Conservation District — The matching grant of $7,440,000 will leverage a $14,300,000 federal award from the National Resource Conservation Service’s Watershed Rehabilitation Program to repair Santa Cruz Dam Site-1.

  • MIL-OSI USA: Law Enforcement Plan Crack Down Through Halloween

Source: US State of New York

Governor Kathy Hochul today announced that State Police and local law enforcement will increase patrols through Halloween, targeting impaired and reckless drivers. The enforcement period begins on Friday, Oct. 25, and runs through Thursday, Oct. 31, and is funded by the Governor’s Traffic Safety Committee.

“Responsible choices are key to ensuring that all New Yorkers have a safe and fun Halloween,” Governor Hochul said. “If you’re planning to celebrate, plan to have a sober ride home. I thank the New York State Police and our local law enforcement for keeping our children, communities and celebrations safe and fun.”

During the enforcement period, drivers can expect several sobriety checkpoints and additional DWI patrols. In addition to targeting impaired drivers, law enforcement officers will also be looking for drivers that are distracted or speeding.

During last year’s initiative, law enforcement officers issued 32,866 citations and 1,182 drivers were arrested for impaired driving and 6,495 drivers were ticketed for speeding.

The National Highway Traffic Safety Administration reports Halloween is a particularly deadly night due to the high number of impaired drivers on the roads and a significant increase in pedestrians. In 2022, 72 people died in traffic crashes during Halloween night. Of those fatalities, 46 percent occurred in alcohol-related crashes.

Children out trick-or-treating, and those who accompany them, are also at increased risk. According to AAA Northeast, from 2007 to 2021 federal crash data shows Halloween is the deadliest day for child pedestrians under the age of 18. A total of 49 children across the country were killed on Halloween during that period, nearly double the next deadliest day.

The Governor’s Traffic Safety Committee and the State Department of Health are sharing the following helpful safety guidance for parents, caregivers and drivers to help avoid injuries and ensure a safe and happy Halloween.

    Safety Tips for Pedestrians

    • Walk on a sidewalk if one is available and use crosswalks. In areas without sidewalks, walk facing traffic.
    • Look left, right and left again and continue looking as you cross the street.
    • Watch for cars backing up and never dart out between parked cars.
    • Before the Halloween festivities begin, create a “buddy system” to get each other home safely and prevent walking alone. Stick to areas that are well lit and familiar.
    • To be safest, join other families and walk together. Walking in groups always makes you more visible.
    • In selecting costumes for children, make sure the child will be fully visible. Wear reflective clothing such as wristbands and shoes, carry a flashlight or glow sticks, or place reflective tape on costumes or trick-or-treat bags.
    • Be sure that shoes, hats and costumes fit well. A costume that is too long can be a danger for tripping while walking. Hats and masks should not block vision.
    • Do not use mobile phones or wear headphones. Always stay aware of your surroundings.

    Safety Tips for Drivers

    • Give yourself extra time to get to your destination. You may have to stop for trick-or-treaters, which may add to your travel time.
    • Slow down and continuously scan the road in areas where trick-or-treaters are likely to be or where visibility is limited. Slower speeds save lives.
    • Stay alert for pedestrians who may emerge from between parked cars or behind shrubbery. Stop and wait for them to pass.
    • Look for pedestrians, especially before turning at a green light and making a right turn on red.
    • Pay attention! Don’t look at your phone when driving. Always keep your attention on the road.
    • If you see a drunk driver, contact law enforcement.

New York State Department of Motor Vehicles Commissioner Mark J.F. Schroeder said, “Enforcement periods like this are necessary to raise awareness about the dangers of impaired and reckless driving. We want everyone to be safe and enjoy Halloween festivities. Children and parents should never have to worry about getting home safely when they are out trick-or-treating.”

New York State Police Superintendent Steven G. James said, “Halloween is meant to be a fun day, but it can turn deadly when someone makes the wrong choice to drink and drive. Drivers should exercise extreme caution and be mindful of extra pedestrian traffic as children and their parents will be out walking our streets. Together, we can work to make our roads safer for all who travel and walk them.”

New York State Health Commissioner Dr. James McDonald said, “Halloween is the highlight of the fall season for many children and their families and it’s important to ensure avoid injuries when out trick-or-treating by practicing safe pedestrian rules. Pay attention to traffic signs and keep an eye out for drivers and for each other.”

Delaware County Sheriff and President of the NYS Sheriffs’ Association Craig DuMond said, “There is plenty to fear this spooky time of year, but trick-or-treaters shouldn’t have to worry about dangerous drivers. Law enforcement will be out to make sure everyone is safe as families are enjoying Halloween, and sometimes the days before and after. Drivers need to be on the lookout for pedestrians. It is hard to see ghouls and goblins if you are speeding or driving impaired. The Sheriffs of New York State want you to enjoy your tricks and treats safely, so obey the speed limit and drive sober.”

New York State Association of Chiefs of Police President and City of Batavia Police Department Chief Shawn Heubusch said, “Stay safe this Halloween: watch for pedestrians, don’t drive impaired, and slow down for trick-or-treaters. Let’s keep our communities safe and enjoyable for everyone.”

In addition to offering safety tips ahead of Halloween, the State Department of Health promotes pedestrian safety all year long through its See! Be Seen! Pedestrian safety initiative, which recently included a Safe Street: Walking with Daisy campaign to teach kids in Grades K-5 some simple rules of the road to help them cross the street safely.

For drivers who might find themselves in need of a way home after Halloween parties, the Governor’s Traffic Safety Committee and the New York State STOP-DWI Foundation’s “Have a Plan” mobile app, is available for Apple and Android smartphones. The app enables New Yorkers to locate and call a taxi service and program a designated driver list. It also provides information on DWI laws and penalties, and a way to report a suspected impaired driver.

  • MIL-OSI USA: $25 Million in Funding for Volunteer Fire Service

Source: US State of New York

Governor Kathy Hochul today awarded $25 million in New York State funding to improve facilities and response capabilities for agencies comprised of volunteer firefighters. This funding, provided by the State of New York through the Division of Homeland Security and Emergency Services, is being awarded to 88 entities across the State of New York, through the Volunteer Fire Infrastructure & Response Equipment Grant Program. The State funding for this initiative is divided into two tracks of eligible projects to maximize the benefits of the program, facility improvement projects or equipment purchase projects.

“Volunteer firefighters exemplify the best of public servants, and an investment in them is an investment in the safety of the communities they serve,” Governor Hochul said. “These grants will give volunteer firefighters the resources they need to continue protecting New Yorkers; support befitting of their professionalism and the invaluable weight of their efforts.”

Across the State, many volunteer fire departments are struggling to maintain their facilities and the equipment that keeps New Yorkers safe. This program will assist in ensuring that fire stations and fire training facilities within New York State are safe, structurally sound, meet current building codes and regulations, and support or promote effective and safe firefighting practices.

The Volunteer Fire Infrastructure & Response Equipment (V-FIRE) Grant Program supports volunteer firefighter safety and health and wellness by providing adequate and up-to-date equipment to include personal protective equipment (PPE), decontamination equipment and supplies and effective exhaust removal systems.

Additionally, the V-FIRE Grant Program will support the consolidation of fire service resources through regionalization efforts to expand above and beyond jurisdictional boundaries to further enhance local, county and statewide response efforts.

Allowable costs include construction of new, or renovation of existing fire stations, classrooms, meeting spaces or training centers as well as the installation of exhaust and decontamination systems, or the purchase of equipment such as firefighter Personal Protective Equipment (PPE), PPE washers and dryers and firefighter rehabilitation equipment.

New York State Division of Homeland Security and Emergency Services Commissioner Jackie Bray said, “Our volunteer firefighters put their lives on the line every time they suit up to help others in need. Through the V-FIRE Grant Program, we are working to ensure they have the resources they need to do their work safely and effectively. We thank our volunteers for their service and are grateful for the work they do to keep their communities safe.”

State Senator Michelle Hinchey said, “I championed the V-FIRE grant program to address a critical need—volunteer firehouses across New York State are struggling to afford the equipment and infrastructure upgrades they need to best serve our communities and protect themselves on the job. These grants are more than a boost; they’re a lifeline, making many of these vital capital upgrades possible that would otherwise be out of reach. I’m thrilled that the first round of funding is officially going out the door, and I’m committed to fighting for more next year to ensure this support reaches more firehouses statewide, especially here in the Hudson Valley.”

Applications from volunteer fire departments were evaluated and scored competitively by a team of civil servants at the New York State Division of Homeland Security and Emergency Services using a multi-tiered listing of criteria. The scoring process not only evaluated the timeliness and completeness of applications, but also a number of other factors including the department’s annual operating budget. Those with smaller annual operating budgets were given priority.

The full list of awardees can be found on the DHSES website.

  • MIL-OSI Security: U.S. Attorney Leary Announces Appointment of District Election Officers

Source: Federal Bureau of Investigation (FBI) State Crime Alerts (b)

MACON, Ga. – Middle District of Georgia U.S. Attorney Peter D. Leary announced today that he has appointed two District Election Officers (DEO) to lead the efforts of the office in connection with the Justice Department’s nationwide Election Day Program for the upcoming Nov. 5, 2024, general election.

The DEOs are responsible for overseeing the district’s handling of Election Day complaints of voting rights concerns, threats of violence to election officials or staff, and election fraud in consultation with Justice Department Headquarters in Washington.

“Every citizen must be able to vote without interference or discrimination and to have that vote counted in a fair and free election,” said U.S. Attorney Leary. “Similarly, election officials and staff must be able to serve without being subject to unlawful threats of violence. The Department of Justice will always work tirelessly to protect the integrity of the election process.”

The Department of Justice has an important role in deterring and combating discrimination and intimidation at the polls, threats of violence directed at election officials and poll workers, and election fraud. The Department will address these violations wherever they occur. The Department’s longstanding Election Day Program furthers these goals and seeks to ensure public confidence in the electoral process by providing local points of contact within the Department for the public to report possible federal election law violations.

Federal law protects against such crimes as threatening violence against election officials or staff, intimidating or bribing voters, buying and selling votes, impersonating voters, altering vote tallies, stuffing ballot boxes and marking ballots for voters against their wishes or without their input. It also contains special protections for the rights of voters and provides that they can vote free from interference, including intimidation and other acts designed to prevent or discourage people from voting or voting for the candidate of their choice. The Voting Rights Act protects the right of voters to mark their own ballot or to be assisted by a person of their choice (where voters need assistance because of disability or inability to read or write in English).

“The franchise is the cornerstone of American democracy. We all must ensure that those who are entitled to the franchise can exercise it if they choose and that those who seek to corrupt it are brought to justice,” said U.S. Attorney Leary. “In order to respond to complaints of voting rights concerns and election fraud during the upcoming election, and to ensure that such complaints are directed to the appropriate authorities, the DEOs will be on duty in this district while the polls are open. The DEOs can be reached by the public at the following telephone number, 478-621-2698, or by email at USAGAM.DEO@usdoj.gov.”

In addition, the FBI will have special agents available in each field office and resident agency throughout the country to receive allegations of election fraud and other election abuses on election day. The local FBI field office can be reached by the public by calling 1-800-CALL-FBI (1-800-225-5324) or by email at tips.fbi.gov.

Complaints about possible violations of the federal voting rights laws can be made directly to the Civil Rights Division in Washington by complaint form at https://civilrights.justice.gov/ or by phone at 800-253-3931.

“Ensuring free and fair elections depends in large part on the assistance of the American electorate. It is important that those who have specific information about voting rights concerns or election fraud make that information available to the Department of Justice,” said U.S. Attorney Peter D. Leary.

Please note, however, that in the case of a crime of violence or intimidation, please call 911 immediately and before contacting federal authorities. State and local police have primary jurisdiction over polling places, and almost always have faster reaction capacity in an emergency.

WASHINGTON, D.C. — Today, Congresswomen Sydney Kamlager-Dove (CA-37) and Sara Jacobs (CA-51) introduced a bill to codify the President’s Advisory Council on African Diaspora Engagement in the United States, ensuring the Council is not a one-off initiative but an important asset that continues to be utilized by future administrations.

“The African diaspora in Los Angeles and across the U.S.—from recent immigrants to the descendants of enslaved Black Americans—are leading advocates for a strong U.S.-Africa relationship,” said Congresswoman Kamlager-Dove. “These communities have pioneered U.S.-African partnerships in trade, education, climate, sports, and the arts, and are our greatest asset when it comes to enhancing ties with the continent. The President’s Advisory Council on African Diaspora Engagement is a long overdue recognition of the critical role our diaspora plays in advancing common interests and addressing shared challenges. Codifying this initiative affirms the U.S.’s continued commitment to bolstering mutually beneficial relationships with the African continent.”

Congresswoman Jacobs, the Ranking Member of the House Foreign Affairs Subcommittee on Africa, said: “The African diaspora in the United States is a special, and often untapped, resource as we continue rebuilding and strengthening our relationship with the African continent. That’s why it’s so important that we codify the President’s Advisory Council on African Diaspora Engagement and make permanent the pathway for direct and robust dialogue between the African diaspora and U.S. officials. As we work to tackle our shared challenges and promising opportunities, the African diaspora’s strong ties and deep knowledge will be invaluable.”

  • MIL-OSI USA: Rep. Monica De La Cruz Introduces Bill to Reauthorize National Diabetes Prevention Program

Source: United States House of Representatives – Monica De La Cruz (TX-15)

Congresswoman Monica De La Cruz (TX-15) has introduced the Diabetes Prevention Program Reauthorization Act of 2024, with bipartisan support from Rep. Lou Correa (CA-46). The bill reauthorizes and increases funding for the National Diabetes Prevention Program (DPP), a nationwide partnership of public and private organizations focusing on preventing type 2 diabetes through lifestyle changes. In the U.S., nearly 1 in 3 adults have prediabetes and the DPP has been shown to reduce the risk of developing type 2 diabetes by 58%, and by 71% for those over age 60.

“Our communities understand the very real financial and health consequences of type 2 diabetes. This bill rightfully focuses on expanding access to preventative healthcare so that more Americans can access the support they need,” De La Cruz said. “I thank Rep. Correa for his support as we continue the fight against diabetes.”

“For many of our neighbors in Orange County and for millions of Americans across the country, the financial and health impacts of type 2 diabetes are very real, and incredibly devastating,” Correa said. “To address this crisis head on, we must increase access to preventive care so that our brothers and sisters on Main Street have access to the support they need and deserve. This legislation is a necessary step in our fight against type 2 diabetes, and I’m honored to work alongside Rep. De La Cruz to keep our communities healthy.”

YMCA of the USA President and CEO Suzanne McCormick said, “YMCA of the USA thanks Representatives De La Cruz and Correa for their efforts to reauthorize and grow the CDC’s National Diabetes Prevention Program. The Y worked with Congress to establish the program, and YMCAs across the country were the first organizations to offer the program in a community setting. We have seen firsthand the positive impact it has on the health of those living with prediabetes, and we believe this legislation will help the Y and others make the program more affordable and accessible to those who need it most.”

The legislation is supported by the Diabetes Advocacy Alliance (letter available here), the Texas State Alliance of YMCAs (letter available here), the American Podiatric Medical Association, the Association of Diabetes Care & Education Specialists, the Black Women’s Health Imperative, the Endocrine Society, the National Association of Chronic Disease Directors, Omada Health, and WeightWatchers.

  • MIL-OSI USA: Representatives Lawler, Moskowitz Lead Bipartisan Letter Signed by More Than 100 Colleagues to UN Secretary-General Slamming Efforts to Downgrade Israel’s Status

Source: United States House of Representatives – Congressman Mike Lawler (R, NY-17)

Yesterday, Congressmen Mike Lawler (R-NY-17) and Jared Moskowitz (D-FL-23) led a bipartisan letter signed by over 100 of their House of Representatives colleagues slamming the push by the Palestinian Authority to downgrade Israel’s status at the United Nations (UN) and offering serious consequences if this were to happen. The letter is endorsed by the American Israel Public Affairs Committee (AIPAC), Foundation for Defense of Democracies (FDD) Action, Endowment for Middle East Truth (EMET), the Jewish Institute for National Security of America (JINSA), Zionist Organization of America (ZOA), Christians United for Israel (CUFI), the Republican Jewish Coalition (RJC), Jewish Federations of North America (JFNA), the Combat Antisemitism Movement (CAM), and Heritage Action.

“Any downgrade in Israel’s status or standing at the UNGA will result in a corresponding downgrade of U.S. financial, material and political support to the UN,” the lawmakers wrote.

“Congress has taken note of the numerous UN actions aimed to delegitimize Israel’s right to self-defense, raising serious questions over the future of U.S. funding to the UN,” continued the lawmakers. “We have concluded that the UN is not a neutral party, but one that has definitively taken sides against Israel. We remind you that the U.S. is the largest donor to the UN. Our contributions account for one-third of the body’s collective budget. We will not accept the UN’s ongoing hostility to our ally Israel.”

“We must stand against nations and international institutions that are trying every day to undermine Israel,” said Congressman Lawler. “This letter lets UN Secretary-General Guterres and the Palestinian Authority know that any action to undermine Israel will have dire consequences. The fact that over a hundred members of Congress from both parties signed onto this letter is a strong testament to our country’s broad, bipartisan support for Israel. I hope that the UN will heed this warning and focus its ire on the true aggressors in the region – Hamas and their Iranian backers.”

Congressman Lawler has led the charge in the 118th Congress to stand up for Israel and combat the scourge of antisemitism, both domestically and globally. Earlier this year, he and Congressman Moskowitz introduced the Stand With Israel Act. This bipartisan bill will require the withholding of U.S. funding to UN agencies that expel, downgrade, suspend, or otherwise restrict the participation of the State of Israel. Last year, Congressmen Lawler and Gottheimer introduced the IGO Anti-Boycott Act, which will expand existing anti-boycott laws to protects U.S. entities from being coerced into the anti-Israel BDS movement by intergovernmental institutions. That legislation passed the House of Representatives by voice vote in February.

Congressman Lawler is one of the most bipartisan members of the 118th Congressand represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties.

  • MIL-OSI USA: Cortez Masto Announces Over $8.5 Million in Funding to Combat Youth Experiencing Homelessness in Clark County

    US Senate News:

Source: United States Senator for Nevada Cortez Masto

Las Vegas, Nev. – U.S. Senator Catherine Cortez Masto (D-Nev.) today announced $8,548,153 in federal funding to support Clark County’s Youth Homelessness Demonstration Program (YHDP). Nevada has the highest rate of youth experiencing homelessness in the nation. These federal funds will support efforts to expand Clark County’s capacity to prevent youth from becoming unhoused, including through innovative programs that help young Nevadans find safe, stable housing and build pathways to financial self-reliance.

“Every young Nevadan deserves a roof over their head—that’s why I worked to help secure these funds that will give Southern Nevada organizations the tools they need to provide safe housing and essential services for at-risk youth like education and employment assistance,” said Senator Cortez Masto. “I’ll continue fighting to get young people the support they need to succeed.”

Senator Cortez Masto has delivered critical support to young Nevadans, and she’s worked to keep Nevadans in their homes – especially through her work with the Federal Home Loan Bank of San Francisco (FHLB-SF) system. She’s cosponsored bipartisan legislation to help provide stable housing options for foster care youth transitioning to adulthood, and she this year she secured $9.4 million from the FHLB-SF’s targeted fund she helped create — almost twice as much as Nevada received last year — to build more affordable housing. She also helped secure nearly $12 million in funding for the Communities in Schools (CIS) program, which works with local partner organizations to provide eligible students and their families with essential services, including mental health care and access to high-quality afterschool and leadership programs. Additionally, she has secured $950,000 to help Clark County School District better support students recovering from substance abuse and mental health struggles.

  • MIL-OSI Global: Hamas at a crossroads: Sinwar’s death leaves a vacuum; Israeli actions make it harder to fill with a moderate

Source: The Conversation – USA – By Mkhaimar Abusada, Visiting Scholar of Global Affairs, Northwestern University

Hamas will soon begin the process of deciding who will next head the militant Palestinian organization following the Oct. 16, 2024, killing of former leader Yahya Sinwar – but the task won’t be easy, or quick.

What makes his replacement as chairman of Hamas’ political bureau a hard one is that since the Oct. 7, 2023, attack – for which, Sinwar was seen as the main architect – Israel has killed many of the senior political and military commanders that would be in line to replace him, or at least be tasked with determining the future direction of Hamas.

Just two months before Sinwar’s death, his predecessor in the role, Ismail Haniyeh, was assassinated in Tehran, purportedly in an Israeli operation. Meanwhile, Hamas’ military chief, Mohammed Deif, was killed in July and Saleh Arouri, a senior Hamas official and deputy of Haniyeh, was earlier killed in a Beirut drone strike.

As an expert on Palestinian politics, I believe the death of Sinwar will leave a vacuum in Hamas that will likely last for many months, if not years. The question is whether the group eventually opts for a leader who continues Sinwar’s hard-line legacy or tries to moderate Hamas’ approach.

    Sinwar’s legacy

Sinwar’s uncompromising stance has shaped not only Hamas but also the Palestinian cause.

Born and raised in the Gazan refugee camp Khan Younis, Sinwar joined Hamas in the early days of the organization, which was established in 1987. He quickly rose through the ranks and was responsible for establishing Majd, a security agency within the military wing of Hamas responsible for apprehending and executing Palestinian collaborators with Israel.

Sinwar confessed to Israeli interrogators to have killed and buried 12 suspected collaborators – earning him a life sentence in Israeli jail. He served 22 years before being released in a prisoner-swap deal in 2011, which also saw the release of Israeli soldier Gilad Shalit.

A few years later, he made it to the top of Hamas, serving as chairman of Hamas’ political bureau in Gaza since 2017. After Haniyeh’s assassination in late July, 2024, Sinwar assumed overall leadership.

Throughout, Sinwar has been a proponent of Hamas’ hard-line stance on Israel – an approach that won him respect within the organization.

Less than a year after assuming power in Gaza, Sinwar endorsed the “Great March of Return and Breaking the Siege” protests of March 2018 along Israel-Gaza borders. The demonstrations – during which Israeli troops shot dead scores of Palestinian protesters – succeeded in galvanizing international support for the Palestinian cause.

The protests may have also contributed to Israel’s decision in August of that year to allow Qatar to begin making monthly payments of millions of dollars to Hamas and Gaza in an attempt to defuse and de-escalate tensions.

More concessions came as Israel tried to satisfy Sinwar and avoid the further escalation of unrest in Gaza, including allowing Gazan laborers to work in Israel for the first time since Israel’s disengagement from Gaza in 2005.

But Sinwar had less success in getting Israel to agree to releasing the fellow Hamas members he had left behind in Israeli jails and had vowed to get out. He tried many times to strike a deal for the bodies of two Israeli soldiers and two civilians, but Israel was not interested. That failure probably contributed to Hamas’ decision to attack Israel on Oct. 7, 2023.

    How Hamas reacts to blows

The killing of Sinwar has weakened Hamas, but Hamas as an idea and an ideology is harder to kill.

Israel knows this. In March 2004, an Israeli missile struck and killed Hamas’ founder and spiritual leader Sheikh Ahmed Yassin; a month later, his successor Abdel Aziz Rantisi was also killed.

But those deaths did not weaken Hamas. On the contrary, the organization grew more radical. A younger and more defiant leadership took over the organization, which fought Israel repeatedly from 2008 onward, culminating int the Oct. 7 attacks.

Hamas’ reaction to that double blow may give an insight into the current decision-making process now.

The killing of Yassin was an opportunity for Hamas to revise its military tactics against Israel – which then mainly consisted of suicide bombings against Israeli civilians.

But in the end, Hamas vowed to continue the violent struggle against Israel.

    Moderation or radicalization?

Hamas is again at a crossroad. It is weakened, alienated from Arab moderate governments and increasingly unpopular among Gazans.

But throughout the last year of conflict it has remained defiant. Footage of an injured Sinwar, fighting to the last and trying to down an Israeli drone with a stick, has only added to his legacy, making him a legend to many supporters.

The new leadership will have to chose between continuing down the road of radicalization that Sinwar represented or opting for moderation.

But Israel is not making that second option any easier.

Israeli Prime Minister Benjamin Netanyahu’s only offer to Hamas is total surrender – he has not left the group any face-saving exit.

So it seems likely that Hamas will choose to continue the fight.

As such, one of the most likely candidates for post-Sinwar leadership of Hamas is Khalil al-Hayya, a Palestinian politician who has served as the deputy chairman of the Hamas political bureau since August 2024.

Al-Hayya is known for his hawkish attitude toward the idea of Hamas’ reconciliation with rival Palestinian group Fatah, and his hawkish statements on Israel. After Sinwar’s death, he vowed to continue the fight against Israel, an indication that the spirit of Sinwar will continue to guide Palestinian resistance in the coming years.

His main challenger for the role of leader is Khaled Mashaal, who served as chairman of Hamas’ political bureau from 1996 to 2017 and currently serves as its chairman in exile.

Mashaal, who has a large network of regional and international allies, is considered a more moderate option. He was responsible for drafting Hamas’ 2017 manifesto – seen as a departure from the earlier, more radical and blatantly antisemitic 1988 charter.

    Collective leadership: Room for maneuver?

But a decision on who will assume the role of leader is not expected immediately. Hamas appears more inclined toward collective leadership until scheduled elections in March 2025, if conditions permit.

In the meantime, a five-member committee that was formed in August following the assassination of Haniyeh will take over decision-making. The committee is tasked with “governing the movement during the war and exceptional circumstances, as well as its future plans,” and the new committee is authorized to “make strategic decisions,” according to Hamas sources who spoke to Agence France-Presse reporters.

Collective leadership of this sort would seemingly indicate that at present Hamas sees no single person as being able to fill the vacuum left by Sinwar.

It would also give Hamas potentially more room to maneuver regarding negotiations with Israel and regional players, as some members of the committee are seen as acceptable faces to moderate Arab governments.

Collective leadership also provides Hamas with a survival mechanism, making it harder for Israel to claim the type of success it has so far achieved in assassinating named Hamas “leaders.”

No doubt, Israel has weakened Hamas with this strategy – notably with the killing of Sinwar. And while the assassination of leading Hamas figures does not constitute “total victory” over the group, as Israel wants, it does make the choice in choosing the next leader that much harder for Hamas.

Mkhaimar Abusada serves as deputy chairman on the board of directors at the Palestinian Center for Human Rights and is a board member at the Independent Commission for Human Rights.

  • MIL-OSI Canada: Climate change sets and breaks heat records across Canada this summer

    Source: Government of Canada News

Environment and Climate Change Canada’s Rapid Extreme Weather Event Attribution system uses climate models to compare today’s climate with a pre-industrial one

    October 25, 2024 – Ottawa, Ontario

Over the summer, Environment and Climate Change Canada scientists analyzed the devastating heat waves that impacted Canadians. They found that human-caused climate change made almost all of Canada’s worst heat waves hotter and more likely.

Environment and Climate Change Canada’s Rapid Extreme Weather Event Attribution system uses climate models to compare today’s climate with a pre-industrial one. This helps Canadians understand how human emissions and activities are affecting our lives and weather today, as the changes unfold.

From June to September 2024, Environment and Climate Change Canada climate scientists analyzed 37 of the hottest heat waves in 17 regions across Canada. They determined that of these heat waves, human-caused climate change made:

    • Five of them more likely to occur (at least one to two times more likely)
    • Twenty-eight of them much more likely to occur (at least two to 10 times more likely)
    • Four of them far more likely to occur (at least 10 times more likely)

    Learn more: Understanding the results

As the global climate continues to warm because of increasing greenhouse gas concentrations in the atmosphere, Canada is warming at roughly double the global average rate. Spring and summer are becoming hotter, and this means earlier snowmelt, dangerous heat waves, and conditions that are ripe for wildfires.

Starting this winter, Environment and Climate Change Canada will be able to use its Rapid Extreme Weather Event Attribution system to analyze the connection between human-caused climate change and the odds of extreme cold temperature events. Work is also underway to develop the system to analyze extreme precipitation. This capability is expected to come online in 2025.

The direct and indirect costs of extreme weather are substantial. They can range from loss of productivity to loss of life. Better understanding the causes and effects of extreme weather—such as heat waves, extreme cold, and extreme precipitation—can help us better plan for, respond to, and rebuild from weather emergencies. Recent Canadian studies show that:

    • These “once in 100 years” climate-related weather events are becoming more frequent, severe, and costly. 2020, 2021, 2022, and 2023 all rank in the top 10 years based on insurance claims, surpassed only by the 2016 Fort McMurray fires, the 2013 flooding in Calgary and Toronto, and the 1998 Quebec ice storm (source).
    • From 1983 to 2008, insurers spent on average $400 million per year on catastrophic claims in Canada. Since 2009, the yearly average has risen to almost $2 billion (source).
    • 2023 was the second warmest year on record in Canada since 1948 (when nationwide estimates began) (source).
    • From 1948 to 2023, the annual average temperature in Canada increased by 2.0 °C (source).

The public is encouraged to regularly monitor weather forecasts, take all weather alerts seriously, and get prepared for weather-related events by developing an emergency plan and being ready to adjust their travel plans. Canadians can download the WeatherCAN app to receive weather alert notifications directly on their mobile devices. Alerts help Canadians prepare to face severe weather events, save lives, and reduce the impacts on property and livelihoods.

SPRINGFIELD, Mass. — Enforcement and Removal Operations Boston apprehended an unlawfully present 20-year-old Guatemalan noncitizen charged in Massachusetts with rape and indecent assault and battery against a minor. Officers with ERO Boston arrested Selvin Alex Galvez-Mejia Oct. 18 in Springfield.

“Selvin Alex Galvez-Mejia stands accused of horrifically victimizing a Massachusetts child and represents a significant threat to our neighborhoods,” said ERO Boston acting Field Office Director Patricia H. Hyde. “We owe it to the children of our New England communities to prioritize public safety by arresting and removing egregious noncitizen threats.”

Galvez unlawfully entered the United States on an unknown date, at an unknown location and without being inspected, admitted or paroled by a U.S. immigration official.

The Springfield District Court arraigned Galvez July 18 for two counts aggravated rape of a child and indecent assault and battery on a person 14 or older. The Springfield District Court later released Galvez after he posted bail.

Officers with ERO Boston arrested Galvez Oct. 18 in Springfield and issued him a notice to appear before a Department of Justice immigration judge. Galvez remains in ERO custody.

ERO conducts removals of individuals without a lawful basis to remain in the United States, including at the order of immigration judges with the Justice Department’s Executive Office for Immigration Review. The Executive Office for Immigration Review is a separate entity from the Department of Homeland Security and U.S. Immigration and Customs Enforcement. Source: United States House of Representatives – Representative Jake Auchincloss (Massachusetts, 4)

    October 24, 2024

Washington, D.C.— U.S. Representatives Jake Auchincloss (D-MA-04), Jim McGovern (D-MA-02), Stephen Lynch (D-MA-08), Bill Keating (D-MA-09), Seth Moulton (D-MA-06), Lori Trahan (D-MA-03), and U.S. Senators Elizabeth Warren (D-MA), and Edward J. Markey (D-MA) sent a letter to the Department of Justice and Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) requesting that ATF ramp up its work to mitigate the influx of illegal firearms from other states into Massachusetts.

The majority of guns recovered from crimes in Massachusetts are trafficked from other states with weaker gun laws. Straw purchasers, those who buy guns on behalf of people who cannot legally purchase guns, and unlicensed individuals often purchase guns in states with weaker gun laws and transport them via highways that have become popular gun trafficking corridors. This includes the notorious “Iron Pipeline” along Interstate 95. The guns are then resold for profit in states with tighter restrictions on gun purchases, undermining the efficacy of strong gun laws in states like Massachusetts.

“While Massachusetts suffers one of the highest rates of interstate gun trafficking, this problem is not unique to the Commonwealth. Nationwide, almost one-third of guns recovered in crimes were trafficked from other states,” wrote the lawmakers.

The lawmakers made five key recommendations to the ATF:

    • Strong implementation of a newly finalized rule that will require more sellers to obtain federal licenses and comply with federal safety requirements that help identify potential traffickers. These requirements include conducting background checks, maintaining inventory records, and reporting when customers purchase two or more handguns within five consecutive business days.
    • Improve inspections of high-risk and noncompliant dealers. The ATF should conduct more frequent follow-up inspections of dealers that sell guns to straw purchasers and those that ignore other indications of trafficking.
    • Expand reporting requirements for multiple sales of rifles, in addition to revolvers and pistols, and require ATF to keep those reports for at least five years, up from the current requirement of two years.
    • Increase public access to gun trafficking data to allow researchers, journalists, and policymakers to have access to vital data on interstate gun trafficking and the sources of crime guns.
    • Ensure more consistent crime gun tracing and increase technical assistance to train local law enforcement on how to do so.

The lawmakers requested an update on ATF’s efforts to stem the flow of weapons across state lines by November 7, 2024.

Congressman Jake Auchincloss is a member of the House Gun Violence Prevention Task Force, and a national leader for gun violence prevention. Rep. Auchincloss has worked closely with the Biden Administration to ensure that ATF and DOJ are closing loopholes on background checks in existing legislation and cracking down on ghost guns. He has also cosponsored multiple pieces of anti-gun trafficking legislation, including the Trafficking Reduction and Criminal Enforcement (TRACE) Act.

  • MIL-OSI Canada: Minister Vandal announces partnership with NFI Group and Manitoba to create the world-leading “All-Canadian Build” facility in Winnipeg

    Source: Government of Canada News

$15 million from the Government of Canada enables start-to-finish manufacturing of electric and hydrogen fuel-cell transit buses in Canada, creating green jobs and expanding the Green Prairie Economy

    October 25, 2024 – Winnipeg, Manitoba – PrairiesCan

Creating more clean mass transit options gets Canadians around their communities quicker and helps in our fight against climate change.

Today, the Honourable Dan Vandal, Minister for PrairiesCan, announced a federal investment of $15 million for NFI Group to expand operations and fully manufacture New Flyer transit buses in Winnipeg, Manitoba. This investment will enable NFI Group to competitively respond to growing demand for Canadian-made zero-emission transit buses, adding hundreds of skilled jobs to the company’s Canadian operations with more opportunities for local suppliers, and growing Manitoba’s role in the green Prairie economy.

Canadians want greener options, and municipal governments are responding. By increasing bus manufacturing capacity in NFI Group’s Winnipeg-based facilities, Canadian public transit authorities will be able to purchase more Canadian-made zero-emission buses to address their fleet renewal needs. The funding will ensure NFI Group can meet Canadian standards and will support the development of workforce training specific to zero-emission vehicle manufacturing including a proposed “Zero-Emission Pre-Apprenticeship Program.”

In 2023, Minister Vandal dedicated $100 million of existing PrairiesCan funding over three years to support projects aligned with priorities of the Framework to Build a Green Prairie Economy, which include growing our manufacturing sector and capitalizing on clean electricity to seize new opportunities in the net-zero future. The Framework and funding are intended to encourage greater collaboration among governments and industry, leverage additional funding, and attract new investments across the Prairies.

  • MIL-OSI Canada: Investigation concluded

Source: Government of Canada regional news

On Oct.18, 2024, CPS were called to a report of a disturbance at a McDonald’s restaurant located at 5222 130th Avenue SE Calgary. The responding CPS officer arrived and observed a male acting erratically. The CPS officer exited his vehicle, and the man started to approach him shouting about already being told he was free to go by another officer. The officer took hold of the man and told him to calm down and get on the ground. The man resisted and was taken to the ground while refusing commands to comply. Following a brief struggle handcuffing was completed and the man was secured in custody. A pat-down search of the man was completed, with nothing of concern being found. The man was examined by emergency medical services (EMS) at the scene and cleared medically.

He was then transported to the CPS Arrest Processing Section (APS) where a secondary pat-down search was conducted. During this search, a small baggie with a green substance believed to be heroin or fentanyl was located. The man had criminal warrants for his arrest, including ones for possession of drugs. Given this, he was subject to a strip search during which nothing further was found. The man then spoke with the APS’ paramedic on site. He advised that he had used methamphetamine and fentanyl within the past six hours. Nothing of concern was noted by the paramedic. The man was then placed in a cell at approximately 8:30 a.m.

ASIRT reviewed the APS logs as they relate to safety monitoring of detainees. The CPS uses a card key system, which requires the monitoring person to swipe a pad outside of each cell. This allows for a log of who conducted the physical check of the cell and when. Based on the logs, ASIRT was able to confirm that safety checks were conducted on the man at regular intervals in compliance with CPS policy.

ASIRT reviewed the CCTV video of the cell the man was in. At approximately 3:44 p.m., the man sits on the toilet and is noted reaching between his legs, appearing to retrieve something, and immediately moving his hand to his mouth. He then flushes the toilet and moves from the toilet to lay down on the bench. At 4:33 p.m., the man appears to have problems breathing as his throat is moving up and down in exaggerated movements. At 4:35 p.m., the man appears to go unconscious. At 4:36 p.m., two CPS officers enter the cell. A sternum rub is applied with no response. The man is moved to the ground, further sternum rubs are given, again with no response observed. The APS medic enters the cell, and he too gets no response from the man. The medic does a pulse check, and then leaves the cell. At 4:37 p.m. a CPS officer, who was previously a paramedic, begins CPR. At 4:39 p.m. the APS medic returns with medical gear. An automated external defibrillator is applied, and the man is given oxygen. At 4:52 p.m., EMS arrives and continues medical treatment of the man. At 5:31 p.m., EMS stops treatment of the man and pronounces him deceased.

On Oct. 21, 2024, an autopsy was conducted on the man. The medical examiner found no obvious cause of death. The medical examiner is awaiting further toxicology and other information to determine the cause of death. While this is so, there is no evidence that any officer caused or contributed to his death. Further, all the evidence supports that while in custody, the man was cared for in a proper fashion. No officers were designated as subject officers in this investigation and the ASIRT investigation is closed.

ASIRT’s mandate is to effectively, independently and objectively investigate incidents involving Alberta’s police that have resulted in serious injury or death to any person, as well as serious or sensitive allegations of police misconduct.

This release is distributed by the Government of Alberta on behalf of the Alberta Serious Incident Response Team.

Manitoba Government Expands NFI to Create Low Carbon Jobs

    – – –
Investment in NFI Group Will Create Good Jobs for Manitobans: Premier

The Manitoba government is investing in the clean energy economy by supporting the creation of hundreds of new low-carbon, blue-collar jobs through NFI Group Inc.’s All-Canadian Build expansion in Winnipeg, Premier Wab Kinew and Economic Development, Investment, Trade and Natural Resources Minister Jamie Moses announced today.

“This project is about putting a ‘Made in Canada’ stamp on the low-carbon economy,” said Kinew. “Here in Manitoba, blue-collar workers are part of the transition to a net zero future and it’s companies like NFI that are leading the charge. We’re pleased to partner with the federal government to get this All-Canadian Build facility done so we can continue to put Manitoba at the cutting edge of zero emission transportation technology.”

A leading provider of zero-emission buses and coaches, NFI’s global headquarters in Winnipeg employs nearly 3,000 Manitobans, noted the premier. The $23.4-million investment from the Manitoba government will support NFI’s plans to establish an All-Canadian Build facility while creating 250 direct jobs in Winnipeg and hundreds more indirect jobs. The facility will expand production capacity and have the ability to manufacture, finish and service zero-emissions buses for the Canadian market.

“NFI is the leader in North America’s evolution to zero-emission buses and coaches,” said Moses. “Investing in this new facility will create good jobs for Manitobans in electric transit manufacturing while reducing emissions.”

NFI will be co-investing in the project alongside the Manitoba government and the federal government through Prairies Economic Development Canada (PrairiesCan) Business Scale-up and Productivity program.

“This is a significant step forward by NFI Group,” said federal Northern Affairs Minister Dan Vandal, minister responsible for Prairies Economic Development Canada (PrairiesCan). “Increasing manufacturing capacity in the zero-emission heavy-duty vehicle sector is good news for Canada and solidifies Manitoba’s leadership in this field. This project is an example of collaboration under the Green Prairie Economy Framework to deliver solutions to build a strong and sustainable economy across the Prairies.”

Demand for zero-emission transit buses in NFI’s core markets is at record levels, driven by the transition of transit fleets to battery-electric, fuel cell-electric and trolley-electric buses in Canada’s major cities to meet national emission reduction goals, noted the premier.

“Today’s announcement is a major milestone for NFI as it allows us to complete full buses in Canada for the first time in over twenty years,” said Paul Soubry, president and CEO, NFI. “I would like to thank our partners at the Province of Manitoba and PrairiesCan for their commitment and financial support that will help enhance Manitoba’s green economy. These funds will be strategically invested alongside our own capital to expand our production capacity and increase our zero-emissions transit bus offerings, which will create new jobs and help create more livable North American communities.”

Facility construction is expected to be complete by the end of 2025 with construction activities starting in 2024, added the premier.

  • MIL-OSI USA: U.S. Rep. Kathy Castor Announces $40M Grant for New State-of-the-Art Terminal at TPA

Source: United States House of Representatives – Reprepsentative Kathy Castor (FL14)

TAMPA, FL – U.S. Rep. Kathy Castor (FL-14) announced that Tampa International Airport (TPA) will receive $40,000,000 in federal grant funding through the Federal Aviation Administration’s (FAA) Airport Terminal Program. The funding will support the construction of a new terminal, Airside D, to meet international and domestic passenger demands.

“Tampa International Airport is an economic powerhouse for the Tampa Bay region,” said Rep. Castor. “Tampa Airport serves a growing and dynamic region including an estimated 25 million passengers a year, so it’s critical that the airport can modernize and meet the growing demand. This significant federal funding will help improve airport operations and ensure a comfortable travel experience at one of the world’s most beloved airports.”

“We’re immensely thankful for the support and partnerships of U.S. Rep. Kathy Castor and the FAA in helping to fund Tampa International Airport’s first new airside terminal in nearly 20 years,” TPA CEO Joe Lopano said. “Airside D will be critical in accommodating the tourism, population and business growth we’re experiencing in the Tampa Bay region and beyond, and we’re looking forward to breaking ground on this project later this year.”

The grant partially funds the construction of the new 16-gate Airside D terminal, which consists of approximately nine passenger boarding bridges and an automated people mover track connecting Airside D to the main terminal.

The Airside D project is part of the Airport’s Capital Program and is the third and final phase of TPA’s Master Plan. Phases 1 and 2 included several major projects, including the Main Terminal redevelopment, the Rental Car center, SkyConnect Automated People Mover, a roadway expansion, the Central Utility Plan, the Blue Express Curbsides, and the SkyCenter One office building.

Castor has championed infrastructure investments in Tampa Bay neighborhoods and economic engines under the landmark Infrastructure Investment and Jobs Act, which was passed by the Democratic-led Congress and signed by President Biden. The sizable Tampa Airport grant follows a $22 million grant for Port Tampa Bay announced last week.

  • MIL-OSI USA: $215 Million to Replace Livingston Avenue Railroad Bridge

Source: US State of New York

Governor Kathy Hochul today announced the award of $215.1 million in federal funding to support the replacement of the aging Livingston Avenue Rail Bridge spanning the Hudson River between the cities of Albany and Rensselaer. The funding was provided under the Federal Railroad Administration’s Consolidated Rail Infrastructure and Safety Improvements Program and will facilitate the ongoing project to replace the Civil War-era structure with a modern bridge that will improve passenger and freight rail service throughout the Empire Corridor and also provide a much-needed Hudson River crossing for pedestrians and cyclists. The federal grant was part of nearly $2.5 billion recently awarded by the FRA.

“New York State is making historic progress toward revitalizing our infrastructure to meet the demands of the 21st Century but getting it done requires a team effort,” Governor Hochul said. “I applaud the actions of our federal partners in providing this critically important funding, which will help ensure that train passengers – as well as pedestrians and cyclists – enjoy the benefits of a new, modern Livingston Avenue Bridge as quickly as possible.”

Replacement of the Livingston Avenue Bridge – which is a critical link for passenger rail service along the Empire Corridor – is a signature project exemplifying Governor Hochul’s commitment to investing in projects that reconnect communities, enhance quality of life and foster growth and economic opportunity for all New Yorkers. In addition to the federal grant, funding for the $634.8 million project is also being provided from the New York State Department of Transportation’s historic, $33 billion, five-year capital plan. Site preparation work began during the summer and major construction of the new structure is expected to begin in early 2025.

The project will construct a seven-span, lift-type bridge meeting modern standards for height, width and speeds. It will also be wider and designed to carry heavier freight train loads, as well as two passenger trains at the same time. The structure will also be able to handle taller rail cars, allowing for more freight, and will more reliably accommodate marine traffic on the Hudson River.

The original structure over the Hudson River opened in 1865 and its original piles were used in the construction of the current Livingston Avenue Bridge in 1901. The bridge, owned by CSX and leased to Amtrak, is nearing the end of its serviceable life and does not meet current standards related to load, speed, and height clearance; forcing passenger and freight trains operating over the bridge to abide by weight and speed restrictions. This also limits the types of carriages and freight that can traverse the span. As a result, the two-track bridge can be used only by one train at a time at maximum speeds of 15 mph, contributing to delays in the movement of freight and passengers throughout New York State. The current service across the bridge includes twelve Amtrak passenger trains and roughly two to six freight trains daily.

The new bridge will be constructed alongside the existing structure before shifting train traffic to the new bridge upon its completion, which is expected sometime in 2028. The current Livingston Avenue Bridge will remain in use until that time, thus limiting disruptions before being removed.

New York State Department of Transportation Commissioner Marie Therese Dominguez said, “The Livingston Avenue Bridge is a relic of the 19th century that has been causing hardships for rail passengers in New York State for far too long. I am grateful to all our federal partners for their assistance and support of this transformational project that will improve passenger and freight rail service throughout the corridor and will also provide new recreational opportunities for pedestrians and cyclists enjoying the beauty of the Capital Region.”

Senate Majority Leader Charles Schumer said, “The Livingston Avenue Bridge provides the only viable passenger rail passage across the Hudson River, between Albany and Rensselaer, but it is approximately 125 years old and rests on piers from the Civil War-era and has deteriorated significantly, putting upstate passenger rail and rover traffic at risk. This whopping $215+ million in federal funding will help replace the bridge, improving service and reliability along the Empire Corridor, ensure river traffic flow, and provide a long desired pedestrian link as well. It’s a good day to have the Senate Majority Leader represent the Capital Region. This bridge is the key link that allows passenger travel between New York City and points west of Rensselaer, across Upstate, and north to Montreal. I’ve fought tirelessly to deliver the resources necessary to make this project possible, from fighting to increase funding for the Consolidated Rail Infrastructure and Safety Improvements Program in the federal Bipartisan Infrastructure & Jobs Law and then personally calling Transportation Secretary Buttigieg to secure this grant. I’m proud that the program is delivering BIG – the largest award in the history of the program – for the Capital Region and all of Upstate today.”

Senator Kirsten Gillibrand said, “Investing in infrastructure is critical to connect communities, boost our economy, and improve quality of life in New York. The Livingston Avenue Bridge is vital to transporting people and goods throughout Albany, Rensselaer, and beyond, and its revitalization is greatly needed. I’m proud to have helped secure this funding, and I will continue fighting to bring federal dollars to New York to improve our state’s infrastructure.”

Representative Paul Tonko said, “The Livingston Avenue Bridge is a vital point of connection between Albany and Rensselaer and makes up the only Upstate New York passenger rail crossing over the Hudson. This Civil War-era rail bridge has long been in need of replacement to meet the needs of our community. Now, at long last, this funding will help pave the way for groundbreaking improvements that will bolster rail service and reliability, and offer safe and easy access for pedestrians. I’m proud to have played a role in pushing for this vital funding to our region, and am grateful to Governor Hochul and all those whose efforts have driven this groundbreaking project forward.”

  • MIL-OSI USA: McClellan Statement on Federal Court Decision to Block Youngkin’s Voter Roll Purge

Source: United States House of Representatives – Congresswoman Jennifer McClellan (Virginia 4th District)

Washington, D.C. – Today, Congresswoman Jennifer McClellan (VA-04) issued the following statement after a federal judge temporarily halted Governor Glenn Youngkin’s removal of approximately 1,600 voters from the Virginia voter rolls:

“Mere weeks from the presidential election, Governor Glenn Youngkin attempted to purge 1,600 Virginians from the voter rolls without adequate notice or due process. These actions clearly violated federal law, which prohibits the systematic purging of voter rolls within 90 days of an election.

“I welcome the U.S. District Judge Patricia Giles’ ruling to temporarily block Governor Youngkin’s order and prevent the disenfranchisement of thousands of Virginia voters. There is no evidence of widespread non-citizen voting in Virginia or in any state in our nation. The evidence clearly showed that Governor Youngkin’s last-minute voter purge illegally disenfranchised eligible voters, just weeks before the election. This included disenfranchising a Virginia citizen, despite the words ‘NEW CITIZEN’ stamped on their application. Governor Youngkin’s decision was clearly haphazard, political and contrary to the National Voter Registration Act.

“In a government by, of, and for the people, your vote is your power. As the daughter, granddaughter, and great-granddaughter of individuals who lived through Jim Crow and experienced voter discrimination, voting rights are personal to me. That’s why I passed The Voting Rights Act of Virginia in 2021, which has made Virginia a national leader in protecting voting accessx. I will continue my efforts to ensure every American can make their voices heard by passing the John R. Lewis Voting Rights Advancement Act to restore the Voting Rights Act of 1965.”

McClellan is a staunch voting rights advocate who has spent her career fighting to protect Americans’ right to exercise their fundamental right to vote. The first bill she passed in the House of Delegates made it easier to vote absentee in Virginia. In 2021, McClellan passed the Voting Rights Act of Virginia to make Virginia the first state in the South to pass a voting rights act. Now in Congress, McClellan is a member of the Task Force on Strengthening Democracy and an original cosponsor of the John R. Lewis Voting Rights Advancement Act and the Freedom to Vote Act.
