    Vermonters impacted by July’s severe storms, flooding, landslides, and mudslides have one more month to apply for federal disaster assistance, which may include housing repair grants from FEMA or low-interest disaster loans from the U.S. Small Business Administration. The application deadline is November 25, 2024.For the July 9-11 disaster, individuals and households in the designated areas of Addison, Caledonia, Chittenden, Essex, Lamoille, Orleans, and Washington counties should apply by the deadline.For the July 29-31 disaster, individuals and households in the designated areas of Caledonia, Essex, and Orleans counties, are also encouraged to apply as soon as possible. Vermonters affected by both July storms should submit separate applications for each event. Survivors who had loss or damage should apply with FEMA even if they don’t have repair estimates or insurance settlements yet. To be considered, people in the impacted areas need to register with FEMA to begin the process. FEMA will work with survivors to identify what information is needed to determine eligibility.“FEMA remains committed to working with our federal, state, and local partners to support Vermont’s immediate and long-term recovery needs and ensure that everyone who is eligible for assistance receives it,” said Federal Coordinating Officer Will Roy.So far, more than $10.2 million total federal assistance has been approved for survivors of the July storms. This includes: $2 million in U.S. Small Business Administration disaster loans approved. Both individuals and businesses are eligible to apply for low-interest disaster loans from SBA.     Southeast Area recruiter Lee Aurand-Hosey and a Lincoln Electric representative worked together to secure a significant donation for the welding program at Fannin County High School in Blue Ridge, Georgia. After Aurand-Hosey brought the issue to the attention of Lincoln Electric, the company donated a state-of-the-art, multi-process welding machine to the high school’s welding program.

    This donation will improve the school’s welding curriculum, giving students access to advanced technology that will enhance their practical skills. The TIG or Tungsten Inert Gas machine allows students to perform precision welding, expanding their career opportunities.

    Aurand-Hosey said the contribution from Lincoln Electric is more than just a machine; it’s a commitment to the future of skilled trades. The equipment will ensure students are prepared with the knowledge and tools they need for success in the welding industry.

    FCHS welding instructor Terry Flowers said this donation will improve the program. “We’re incredibly excited and grateful for this donation,” said Flowers. “The TIG machine gives our students valuable hands-on experience with advanced welding techniques that are in high demand.   • MIL-OSI USA: NHTSA Announces Model Year 2025 Vehicles for 5-Star Safety Ratings Testing

    The National Highway Traffic Safety Administration announced its list of model year 2025 vehicles selected for testing as part of the agency’s 5-Star Safety Ratings under its New Car Assessment Program.  

    The listed vehicles, combined with previously tested models with no significant changes in the new model year, will represent safety ratings for approximately 87% of the new vehicle fleet. This broad cross section will help consumers make purchasing decisions about the vehicles that best fit their needs.  

    Thirty-seven vehicles have been selected for testing this year, including eight electric and hybrid models. The vehicles will be evaluated in a variety of crash scenarios, including frontal, side and rollover crashes. NHTSA also announced the five vehicles it will test to verify the performance of certain advanced driver assistance systems. The technologies for evaluation are lane departure warning, forward collision warning, crash imminent braking and dynamic brake support.  

    “NHTSA is committed to providing the public with the most reliable and up-to-date safety information so they can choose the vehicle that’s right for them,” NHTSA Deputy Administrator Sophie Shulman said. “The 5-Star Safety Ratings program motivates automakers to integrate advanced safety technologies into a wider range of vehicles, helping to save lives and reduce injuries on our nation’s roads.”  

    The vehicle safety ratings, with one star being the lowest and five stars being the highest, will be available at NHTSA.gov/Ratings as well as on the window stickers of new cars when testing is complete. NHTSA’s New Car Assessment Program aligns with the Department’s National Roadway Safety Strategy, a comprehensive approach to significantly reducing serious injuries and deaths on our nation’s highways, roads and streets.

  • MIL-OSI USA: Attorney General James Secures $9.5 Million Judgment Against Unlicensed Cannabis Store Owner in Ontario County

    NEW YORK – New York Attorney General Letitia James today secured a $9.5 million judgment against the owner of an unlicensed cannabis dispensary in Ontario County. George West, the owner of the unlicensed dispensary Jaydega 7.0, ignored a June 2023 notice and order from the Office of Cannabis Management (OCM) to stop operating without a license. The Office of the Attorney General (OAG) and OCM obtained a judicial closing order that shut down Jaydega 7.0 in November 2023. The money judgment secured today requires West to disgorge more than $1 million of illegal profits he got from selling cannabis without a license and pay $8.4 million in penalties for continuing to sell cannabis after being ordered by OCM to stop.

    “The owner of Jaydega 7.0 refused to follow the law and ignored repeated warnings to stop selling cannabis without a license,” said Attorney General James. “Today, George West must pay $9.5 million for violating our laws and hurting local communities. Stores that sell cannabis must abide by rules and regulations just like any other business in New York.”

    New York’s Cannabis Law requires any person who cultivates, processes, or sells any cannabis product to be registered and licensed by the New York State Cannabis Control Board (Cannabis Board). The law imposes a $10,000 penalty for each day an individual sells cannabis without a license, and a $20,000 penalty for each day an individual continues to sell cannabis after receiving an order to cease operating from OCM. Additional revenue-based civil penalties may also be imposed based on the amount of the unlicensed sales. The $9.5 million judgment against West resulted from a combination of disgorgement, administrative fines, daily penalties, and revenue-based penalties for West’s unlicensed activities. 

    George West operated his cannabis store on Main Street in Canandaigua and was selling cannabis without a license since at least September 2022. On June 28, 2023, OCM conducted an administrative inspection of Jaydega 7.0, confirmed West was selling cannabis without a license, and seized more than 200 pounds of cannabis and cannabis products. Following the inspection, OCM sent West a notice and order to stop operating and requested West provide an accounting and full financial disclosure of his operations at Jaydega 7.0. Although West refused to provide this information, OCM obtained financial records showing that West recorded nearly $2.4 million in sales revenue from June 2022 through October 2023. West continued to sell cannabis without a license until OCM and OAG obtained a court order mandating the closure of the Jaydega 7.0 store in November 2023.

    Cannabis products sold by unlicensed businesses are not lab tested by OCM facilities, can be unsafe, and are not taxed. The OAG is authorized upon request by OCM to bring a proceeding against any person who violates the Cannabis Law.

    Attorney General James thanks OCM for their collaboration.

    Attorney General James has always held all those who violate New York’s Cannabis Law accountable. In May 2024, Attorney General James secured a $15.2 million judgment against the owner of seven unlicensed cannabis dispensaries in upstate New York. In December 2023, Attorney General James, Governor Hochul, and OCM shut down a cannabis store in Bay Ridge, Brooklyn, Big Chief Smoke Shop, for operating without a license.

    This matter was handled by Assistant Attorneys General Soo-young Chang and Joel J. Terragnoli under the supervision of Assistant Attorney General in Charge of the Buffalo Regional Office Christopher Boyd. The Buffalo Regional Office is part of the Division of Regional Affairs which is led by Deputy Attorney General Michael Russo and Chief Deputy Attorney General Jill Faber and overseen by First Deputy Attorney General Jennifer Levy.

  • MIL-OSI Security: U.S. Attorney’s Office Announces Sentencing of Alamogordo Man Linked to Firearm Used in Fatal Shooting of Police Officer

    ALBUQUERQUE – An Alamogordo man was sentenced to 72 months in federal prison for providing the modified shotgun used to shoot and kill an Alamogordo Police Officer.

    There is no parole in the federal system.

    According to court documents, Jonah Apodaca, 31, provided a “sawed-off” shotgun to Dominic Cruz De La O which he is accused of later using to shoot and kill Alamogordo Police Officer Anthony Ferguson on July 16, 2023. Apodaca’s DNA was located on the shotgun shell recovered from the chamber of the shotgun and ammunition from the magazine tube.

    Upon his release from prison, Apodaca will be subject to three years of supervised release.

    De La O was charged with possession of a firearm not registered with the National Firearm Registration and Transfer Record and possession of a firearm not identified by a serial number. De La O remains in custody pending trial which is currently scheduled to begin February 26, 2025.

    U.S. Attorney Alexander M.M. Uballez and Brendan Iber, Special Agent in Charge of the Phoenix Field Division of the Bureau of Alcohol, Tobacco, Firearms and Explosives, made the announcement today.

    The Bureau of Alcohol, Tobacco, Firearms and Explosives investigated this case with assistance from the Alamogordo Police Department, New Mexico State Police, and the Otero County Sheriff’s Office. Assistant U.S. Attorneys Maria Y. Armijo and Ry Ellison are prosecuting the case.

  • MIL-OSI Security: U.S. Attorney Announces Office’s District Election Officers for November 2024 General Election

    PITTSBURGH, Pa. – United States Attorney Eric G. Olshan announced that Assistant United States Attorneys (AUSAs) Jeffrey R. Bengel and Nicole A. Stockey will lead the efforts of his Office in connection with the Justice Department’s nationwide Election Day Program for the upcoming November 5, 2024, general election. AUSAs Bengel and Stockey have been appointed to serve as the District Election Officers (DEOs) for the Western District of Pennsylvania, and, in that capacity, are responsible for overseeing the District’s handling of election day complaints of voting rights concerns, threats of violence to election officials or staff, and election fraud, in consultation with Justice Department Headquarters in Washington.

    United States Attorney Olshan said: “Every citizen must be able to vote without interference or discrimination and to have that vote counted in a fair and free election. Similarly, election officials and staff must be able to serve without being subject to unlawful threats of violence. The Department of Justice will always work tirelessly to protect the integrity of the election process.”

    The Department of Justice has an important role in deterring and combatting discrimination and intimidation at the polls, threats of violence directed at election officials and poll workers, and election fraud. The Department will address these violations wherever they occur. The Department’s longstanding Election Day Program furthers these goals and also seeks to ensure public confidence in the electoral process by providing local points of contact within the Department for the public to report possible federal election law violations.

    Federal law protects against such crimes as threatening violence against election officials or staff, intimidating or bribing voters, buying and selling votes, impersonating voters, altering vote tallies, stuffing ballot boxes, and marking ballots for voters against their wishes or without their input. It also contains special protections for the rights of voters, and provides that they can vote free from interference, including intimidation, and other acts designed to prevent or discourage people from voting or voting for the candidate of their choice. The Voting Rights Act protects the right of voters to mark their own ballot or to be assisted by a person of their choice (where voters need assistance because of disability or inability to read or write in English).

    United States Attorney Olshan stated: “The franchise is the cornerstone of American democracy. We all must ensure that those who are entitled to the franchise can exercise it if they choose, and that those who seek to corrupt it are brought to justice. In order to respond to complaints of voting rights concerns and election fraud during the upcoming election, and to ensure that such complaints are directed to the appropriate authorities, AUSAs Bengel and Stockey will be on duty in this District while the polls are open and can be reached by the public by calling (412) 644-3500.”

    In addition, the FBI will have special agents available in each field office and resident agency throughout the country to receive allegations of election fraud and other election abuses on election day. The local FBI field office can be reached by the public at (412) 432-4000.

    United States Attorney Olshan said: “Ensuring free and fair elections depends in large part on the assistance of the American electorate. It is important that those who have specific information about voting rights concerns or election fraud make that information available to the Department of Justice.”

    In the case of a crime of violence or intimidation, please call 911 immediately and before contacting federal authorities. State and local police have primary jurisdiction over polling places, and almost always have faster reaction capacity in an emergency.

    Since October 7th, Israel has achieved important strategic objectives to ensure that October 7th can never happen again. Israel has dismantled Hamas’ military capacity, destroyed much of its arsenal, and eliminated its senior leadership. Now is the time to turn those strategic anchievement into an enduring strategic success.

    During my meetings with officials in Israel, we spoke about how there are two main things left to do: get the hostages home and bring the war to an end with an understanding of what will follow. As I continue my travel in the region and Europe, I am focused on working with our partners to achieve these objectives and identify a common vision for a path forward.

    As discussions continue, it’s also essential that humanitarian assistance reaches the people who need it in Gaza. While Israel has made progress in recent weeks in improving access to humanitarian assistance, much more is immediately needed. The United States will continue to ensure that Israel sustains these humanitarian commitments.

    CORVALLIS, OR – On Monday, U.S. Representative Val Hoyle toured the 2 Towns Ciderhouse production facility in Corvallis and announced her support for U.S. Representative Earl Blumenauer’s Bubble Tax Modernization Act of 2024.  

    This bill will provide tax and carbonation parity for craft cider producers, simplify the tax code, and make craft producers more competitive within the industry at large.

    “Oregon is powerhouse of innovation when it comes to craft beverages,” U.S. Representative Val Hoyle said. “I am supporting this legislation because our cider makers deserve a level playing field to create new products, grow their business, create jobs and support our local economies.” 

    Representative Hoyle heard from 2 Towns owners Lee Larsen, Aaron Sarnoff-Wood and Head Cider-Maker and Owner Dave Takush about the production and distribution of their ciders as well as demands from customers for fully carbonated cider products. The owners sat down with Representative Hoyle to detail how outdated, overcomplicated, and punitive tax measures mean certain cider products cannot be fully carbonated to meet customer preferences.

    “It’s crucial to understand that this isn’t a tax break—it’s about removing the barriers that stifle creativity in the craft cider industry,” says Dave Takush, head cidermaker at 2 Towns Ciderhouse. “The ‘champagne’ or ‘bubble’ tax pushes hard ciders and perries into higher tax brackets when additional fruit beyond apples or pears are added, especially as carbonation levels rise. These tax implications significantly limit cidermakers’ ability to innovate and simply meet consumer demands. This bill will bring desperately needed changes to the cider industry.”

    2 Towns is one of the largest craft cider producers in the nation with 130 employees and growing. The company uses 100% fresh-pressed Pacific apples in all their varieties.

    The health of our society is deeply intertwined with the health of our planet. While much of the global conversation around the environment focuses on the devastating impacts of climate change, it is crucial to recognize that climate and biodiversity are part of a broader ecological system. The loss and degradation of nature is both a result of and a contributor to climate disruption, as healthy ecosystems play a vital role in regulating the climate. Since 1970, global wildlife populations have plummeted by 70%. And in the last century, nearly 500 vertebrate species have been lost forever. 

    This week, leaders from around the world are gathering for COP16, a United Nations conference in Cali, Colombia, to drive actions to reverse this trend. COP16 will focus on advancing global efforts to implement the UN Biodiversity Plan, which highlights the critical role that companies must play in building a nature-positive world. 

    Microsoft is committed to helping the world drive progress on the UN Biodiversity Plan. Using our technology, investment, and voice, we work to advance the protection and restoration of nature.  Microsoft will be participating in COP16 to share our work and learnings, participate in high-level meetings and panel discussions, and perhaps most importantly, listen, to explore what more we can do to tackle this critical challenge together. 

    Leveraging AI to Boost Biodiversity  

    At Microsoft, we believe we must use technology that matches the scale and complexity of the challenges we face. Given the vastness and complexity of Earth’s ecosystems, AI is emerging as an indispensable conservation tool. AI can empower us with the speed and scale necessary to analyze and better understand Earth’s biodiversity. 

    Technology can not only coexist with nature but help it thrive. One such example is Project Guacamaya, which combines the power of AI with satellite imagery, wildlife imagery, and acoustic data to monitor deforestation and protect biodiversity in the Amazon. Nearly five million acres of the Amazon were deforested in 2022, a 21% increase from the previous year. Thanks to Project Guacamaya, a joint effort of the CinfonIA Research Center at Universidad de los Andes, Instituto SINCHI, Instituto Humboldt, Planet Labs PBC and Microsoft AI for Good Lab, AI is helping protect this tremendous natural resource.

    One aspect of Project Guacamaya involves using AI to identify bird and non-bird sounds in the Amazon. The project has so far analyzed more than 100,000 sounds and achieved over 80% reliability in species identification. Because AI offers real-time analysis, this tool allows researchers and conservationists to respond quickly and effectively to ecological shifts. As Zhongqi Miao, AI for Good Lab’s lead bioacoustics research scientist, noted, “By converting sounds from nature into measurable data, AI helps monitor wildlife populations and track changes in ecosystems.”  

    Building AI and Conservation Skills 

    It’s imperative that the global workforce be prepared to address the biodiversity crisis. This means training more green talent. A LinkedIn study found that the share of green talent in 48 evaluated countries increased by a median of 12.3% between 2022 and 2023. This is promising progress, but we must increase the momentum: the same study found that only one in eight workers around the world has at least one green skill, such as those related to solar power or electric vehicles.  

    We also need to ensure that our green workforce can leverage technology to advance sustainability. Applying advanced AI models in real-world conservation scenarios can be challenging due to their complexity and the need for specialized knowledge. That’s why researchers involved with Project Guacamaya released Pytorch Wildlife, an open-source platform available on GitHub designed for creating, modifying, and sharing powerful AI conservation models.  

    Pytorch Wildlife’s intuitive, user-friendly interface, accessible through local installation or Hugging Face, enables users to detect and classify animals in images and videos. With an emphasis on usability and accessibility, Pytorch Wildlife can be used by individuals with limited or no technical background. It also offers a modular codebase to simplify feature expansion and further development. 

    Strengthening Corporate Investments in Nature 

    In 2020, Microsoft launched a new ecosystems and biodiversity initiative in which we pledged to protect more land than we use while leveraging our voice, tools, and investments to protect and restore ecosystems. We know that our efforts alone won’t be enough to drive the pace and scale of progress needed. When it comes to advancing biodiversity and sustainability, governments, the science community, NGOs, and the private sector all have a vital role to play.   

    Other Microsoft efforts to boost biodiversity in Latin America include projects to restore and protect freshwater ecosystems in São Paulo; drive wetland restoration through on-the-ground efforts, public policy advocacy, collective action, and scientific research in Chile; restore traditional wetland agriculture methods to conserve Lake Xochimilco and the Axolotl; and protect 236,000 acres in the biodiversity hotspot of Belize’s Maya Forest.  

    Our nature-based carbon removal investments, including those with Mombak and BTG Pactual, are also aligned with our commitment to become carbon negative by 2030. Our agreement with BTG Pactual, which is the largest known carbon dioxide removal credit transaction to date, is part of BTG Pactual’s $1 billion reforestation and restoration strategy in Latin America.     Lessons for the Future 

    Over the last four years, we have made progress in contributing to a nature-positive world. However, our journey has not been without challenges. There is more to do and more to learn. It can be difficult for companies to invest holistically in ecosystem health because they often lack the knowledge, tools, and incentives needed to do so. Recently, we collaborated with an international team of experts to explore what is needed to overcome these challenges. In this whitepaper, we outline eight important lessons:  

    1. Build incentives to invest in ecosystem health: Establish mechanisms that recognize and reward companies for investing in nature-based solutions that improve ecosystem health and ensure local community benefits and stewardship. 
    2. Agree on science-based standards for ecosystem health: Civil society and companies need to collaborate with scientists to agree on corporate standards for characterizing how sustainability investments affect ecosystem health. 
    3. Make science accessible and build capacity to use it: All actors need to use the best available science to evaluate ecological and social risks, design projects that enhance ecosystem health, and assess it effectively.   
    4. Accept tradeoffs and work to minimize them: While not all sustainability benefits can be maximized at once, strategic planning can reduce negative impacts and optimize positive outcomes.  
    5. Innovate to derisk investment: Nature-based investments face risks from the variability of natural systems; better tools are needed to understand, insure, and manage these risks. 
    6. Expand blended finance: Combining public and private capital can reduce financial risks to private investors and attract more investment into nature-based solutions. 
    7. Invest beyond capital: While funding is vital, projects and startups also need strategic support, including expertise, long-term demand signals, and market access. 
    8. Leverage AI for scale, speed, and reliability: AI can help companies prioritize ecosystem health by enabling cheaper, more effective measurement, trade-off analysis, and risk management.  

    The challenges facing our ecosystems are substantial, but so too are the resources at our disposal. Our COP16 convening in Cali ahead of COP30 in Brazil next year will help bring much-needed global focus to this critical topic in a vibrant part of our planet – known for its unparalleled biodiversity and its important role in regulating climate patterns and safeguarding ecosystems globally. We are looking forward to continuing to explore ways we can collectively take action and leverage technology to protect and preserve ecosystems for generations to come.

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA), Jim Risch (R-ID), and 26 Republican colleagues announced their intent to introduce the Stand with Israel Act when the Senate and House reconvene in November. This legislation would cut off U.S. funding to United Nations (UN) agencies that expel, downgrade, suspend, or otherwise restrict the participation of the State of Israel. 
    “The United States will not stand for antisemitism at home or on the world stage,” said Dr. Cassidy. “Anyone who attempts to restrict or reduce Israel’s status at the UN should bear a heavy cost.” 
    “Any attempt to alter Israel’s status at the UN is clearly anti-Semitic,” said Senator Risch. “That said, if the UN member states allow the Palestinian Authority and the Palestine Liberation Organization to downgrade Israel’s status at the UN, the U.S. must stop supporting the UN system, as it would clearly be beyond repair. I am disgusted that this outrageous idea has even been discussed, and will do all I can to ensure any changes to Israel’s status will come with consequences.”
    Reports indicate that the Palestinian Authority (PA) will attempt to downgrade Israel’s status at the UN. The PA is able to do this after the UN General Assembly passed a biased resolution which enhanced the PA’s status at the United Nations on May 10, 2024.
    The Stand with Israel Act would cut off U.S. funding to UN agencies that expel, downgrade, suspend, or otherwise restrict the participation of the State of Israel. The bill is modeled after the current prohibition of funding to any UN entities that elevate the status of the Palestinian Authority to a member state.

    WASHINGTON – Sens. Chuck Grassley (R-Iowa), Jim Risch (R-Idaho) and 26 Senate Republican colleagues will introduce legislation to support Israel’s membership status in the United Nations (UN). The Stand with Israel Act would cut off U.S. funding to UN agencies that expel, downgrade, suspend or otherwise restrict Israel’s participation in the international organization. The senators will introduce the bill when Congress reconvenes in November. Rep. Mike Lawler (R-N.Y.) is leading companion legislation in the House of Representatives.

    “As the historic homeland of the Jewish people, the only democracy in the Middle East and a cherished ally of the United States, Israel’s membership status in the UN shouldn’t be up for debate,” said Grassley. “The United States is the UN’s largest financial backer; any antisemitic attempt to downgrade Israel’s status ought to be met with severe and immediate consequences by cutting off U.S. funding.”

    Background: 

    Recent reports indicate the Palestinian Authority (PA) will attempt to downgrade Israel’s status at the UN. The effort comes after the UN upgraded the PA’s status in May, granting them enhanced rights and privileges.

  • MIL-OSI Canada: NICHI announces Atlantic recipients of funding to advance critical Indigenous housing projects in urban, rural and northern areas and address urgent and unmet needs

    October 23, 2024 — Halifax Regional Municipality, Traditional Unceded Mi’kmaw Territory, Nova Scotia — Indigenous Services Canada

    Today, National Indigenous Collaborative Housing Incorporated (NICHI) Chief Executive Officer John Gordon and Minister of Indigenous Services and Minister responsible for FedNor, Patty Hajdu, announced the recipients of NICHI’s expression of need process to address the critical need for safe and affordable urban, rural and northern Indigenous housing projects in Atlantic Canada.

    Today’s announcement includes more than $33.5 million in funding for 6 projects in Atlantic Canada led by:

    • Wenjikwom Housing Commission Soc
    • Tawaak Housing Association (2 projects)
    • Native Council of PEI
    • Happy Valley-Goose Bay
    • Ksalsuti Wellness Resources

    Through the national process, $277.8 million out of a total funding amount of $281.5 million is being distributed to 75 projects across the country aimed at building more than 3800 units. This funding was provided to Indigenous Services Canada through Budget 2022 and was distributed by NICHI, applying its “For Indigenous, By Indigenous” approach. NICHI brings together Indigenous-led housing, homelessness, and housing-related service delivery organizations to provide lasting solutions that address diverse housing inadequacies, including homelessness for Indigenous Peoples living in urban, rural and northern areas.

    Over 171,000 Indigenous Peoples in urban, rural and northern areas off reserve are in core housing need according to the 2021 Census. Indigenous Peoples continue to experience core housing needs at a significantly higher rate than non-Indigenous people—with the gap between them being exacerbated by the housing and homelessness crisis and by inadequacies in distinctions-based funding.

    Through a For Indigenous, By Indigenous approach to Indigenous housing that recognizes Indigenous organizations are best placed to understand the needs of their communities, Indigenous Services Canada is striving to close this gap by 2030.

    Access to safe and affordable housing is critical to improving health and social outcomes and to ensure a better future for Indigenous communities. This funding initiative is part of the Government of Canada’s commitment to address the social determinants of health and advance self-determination in alignment with the United Nations Declaration on the Rights of Indigenous Peoples Articles 21 and 23.

    • On June 8, 2023, the Government of Canada announced that the National Indigenous Collaborative Housing Inc. (NICHI) would deliver $281.5 million in immediate funding over two years to address the urgent, unmet needs of Indigenous Peoples living in urban, rural and northern areas.

    • NICHI held its expression of need process from late November 2023 to January 12, 2024, and funding was allocated to 75 non-profit, Indigenous-led housing organizations by an objective, unbiased Project Selection Advisory Council, which prioritized urgent and unmet housing need in Indigenous communities across the country. Currently, $3.7 million of the total funding amount remains to be allocated.

    • The National Indigenous Collaborative Housing Inc. (NICHI) is an Indigenous-led national housing organization working to ensure that all Indigenous people across Canada have access to supports and services that provide safe, affordable, secure and dignified housing.

  • MIL-OSI USA: Gates Foundation Bolsters Thanh Nguyen’s Vaccine Research

    UConn associate Professor Thanh Nguyen’s microneedle patch technology is helping to eradicate serious diseases throughout the world. He has a significant backer in his groundbreaking research: The Bill and Melinda Gates Foundation, which has awarded a series of grants totaling $6.6 million.

    Nguyen, an associate professor in the College of Engineering’s School of Mechanical, Aerospace, and Manufacturing Engineering, is one of UConn’s leading research fundraisers. His work has garnered significant awards from the National Institutes of Health (NIH), US Department of Agriculture (USDA) and now the Gates Foundation.

    The funding supports Nguyen’s research and innovation on a microneedle array patch capable of delivering multiple human vaccines at once. The Gates Foundation initially awarded $2 million. Following early success on the project, funding increased by $600,000 to support the development of a scale-up manufacturing technology capable of producing many patches per day on an industrial scale. His microneedle method is far less painful than traditional syringe delivery, absorbing the vaccines through the skin as opposed to injecting directly into the body.

    Funding has more than doubled since the initial award. In late September, the Gates Foundation awarded Nguyen another $4 million to take the patch a step farther as a pentavalent and Polio vaccine that addresses six diseases or viruses at once: diphtheria, tetanus, pertussis, HIV, Hepatitis B, and especially, Polio.

    Once almost eradicated, Polio continues to affect populations in developing countries, with the most cases reported in Afghanistan and neighboring Pakistan. Nguyen hopes the microneedle patch will make new progress in the effort to eliminate the threat of polio once and for all.

    Now with $6.6 million in Gates Foundation funding, Nguyen and his laboratory can build up productivity. He is partnering with LTS, one of the world’s leading manufacturers of microneedle systems, to significantly scale up production on the patches. Concurrently, he is expanding the size of the laboratory, creating opportunities with UConn students to explore vaccine science.

    The award also surpasses a milestone in fundraising for Nguyen and UConn. Through the Gates Foundation, National Institutes of Health (NIH), USDA, and others, Nguyen has now earned more than $25 million in research awards.

    “That kind of funding doesn’t come naturally,” says Nguyen. “It comes from the recognition of the high impact of the research and the lab’s success in publishing articles. It is a testament to the importance of what we are doing.”

    Nguyen’s research expands on other research into microneedle patch capabilities. Also in late September of 2024, he received an NIH RO1 grant to test the effectiveness of anti-HIV patches in small and large mammals, with the eventual goal of vaccinating infant humans who breastfeed from infected mothers.

    Research is not limited to vaccine delivery. Nguyen won a second RO1 grant for a project investigating acceleration of healing defects to the largest bones in the body, such as the femur and tibia. The team is working to minimize the dangers of cell stimulation through the application of biomaterials as an electrically active scaffold over a defect.

  • MIL-OSI Canada: One year of services at Lethbridge Recovery Community

    Alberta’s government is proudly building the Alberta Recovery Model, a system of care that helps people overcome the disease of addiction and supports them in their pursuit of recovery. The province is focused on expanding services that offer prevention, intervention, treatment and recovery. Increased capacity and reduced barriers remain a top priority, which is why Alberta is building 11 recovery communities. The Lethbridge Recovery Community opened one year ago and has provided more than 110 Albertans with long-term addiction treatment.

    Construction on the Lethbridge Recovery Community began in spring 2022. The 50-bed facility had a total capital investment of $19 million and opened its doors in September 2023. Clients of the recovery community receive life-saving addiction treatment at no cost and can stay for up to one year if their situation requires. The average length of stay at the Lethbridge Recovery Community is about four months.

    At each of the recovery communities the province has built or will build, residential treatment focuses on mental health and wellbeing, individual and group therapy, development of healthy habits and social skills, employment training and other supports that put people on a pathway of success. These programs help Albertans become healthy members of society.  

    The Lethbridge Recovery Community is operated by Fresh Start Recovery and serves men 18 years of age or older. Their next-door facility supports women in their pursuit of recovery as well.

    Three recovery communities are currently operational in Red Deer, Lethbridge and Gunn. Eight more are in progress or under construction. Five of these are in partnership with Indigenous communities: Blood Tribe, Siksika Nation, Tsuut’ina Nation, Enoch Cree Nation and the Métis Nation within Alberta. Calgary, Grande Prairie and Edmonton will also be home to recovery communities.

    Alberta’s government is making record investments and removing barriers to recovery-oriented supports for all Albertans regardless of where they live or their financial situation. In addition to adding more than 10,000 publicly funded addiction treatment spaces, the province has expanded access to the Virtual Opioid Dependency Program, which provides same-day access to life-saving treatment medication.

  • MIL-OSI USA: Governor Kelly Announces KDOT Awarded Nearly $98M for I-35, Santa Fe Corridor Project in Olathe – Governor of the State of Kansas

    TOPEKA – Governor Laura Kelly announced today that the U.S. Department of Transportation (U.S. DOT) has awarded the Kansas Department of Transportation (KDOT) a nearly $98 million Infrastructure for Rebuilding America (INFRA) grant to improve the I-35 and Santa Fe Street corridor in Olathe.

    “This announcement is a win for Kansas and everyone who travels I-35 through Olathe,” Governor Laura Kelly said. “This project represents my administration’s work to modernize and strengthen the infrastructure and transportation links that support commerce and economic growth across the state.”

    The I-35 Santa Fe Forward project, which targets one of the region’s most congested corridors, seeks to eliminate bottlenecks at two interchanges: Santa Fe Street and Old Highway 56, address access management issues on Santa Fe Street, replace aging infrastructure, and provide multimodal access across I-35 to connect communities on both sides of the interstate.  Currently, the crash rate on I-35 surrounding the Santa Fe interchange is more than two and half times the state’s average, with nearly half of all crashes consisting of rear-end crashes at lower rates of speed.

    INFRA, funded through the Bipartisan Infrastructure Law, is a competitive grant program supporting multimodal freight and highway projects of national or regional significance to improve the safety, efficiency, and reliability of transportation for freight and people in and across rural and urban areas. The grant application was submitted by KDOT in partnership with the City of Olathe.

    Governor Kelly sent letters to the U.S. Department of Transportation in support of this project.

    “Since coming to Congress, I’ve made it a priority to advocate for our community’s local infrastructure needs,” said Representative Sharice Davids, KS-03. “That’s why I voted for the bipartisan infrastructure law. This law creates good-paying jobs, strengthens our supply chains, helps lower costs, and will make our roads more efficient and dependable. I’m thrilled to see these funds coming to Kansas with the I-35 Santa Fe Forward project and investing in improvements that our region will see for generations.”

    “We are grateful to our federal and local partners who have been working with KDOT to move this project forward,” Secretary of Transportation Calvin Reed said. “With this funding, we can tackle important infrastructure improvements that will enhance efficiency and connectivity, providing smoother travel for residents and businesses across the region.”

    Construction on the I-35 and Santa Fe Street corridor between Ridgeview Road and Mur-Len Road is scheduled to begin in late 2026 with a total project cost of nearly $278 million. The City of Olathe is contributing $40 million. KDOT will contribute $140 million through the Eisenhower Legacy Transportation (IKE) Program, a 10-year program that addresses highways, bridges, public transit, aviation, short-line rail, and bike/pedestrian needs across Kansas.

    The North Carolina Department of Health and Human Services invites media to two virtual events being presented in honor of National Disability Employment Awareness Month.  

    In an ongoing effort to encourage increased awareness, understanding and recognition of the many contributions made by employees with disabilities, Governor Roy Cooper has proclaimed October 2024 Disability Employment Awareness Month. This year’s NDEAM official theme is Access to Good Jobs for All, which echoes the North Carolina Department of Health and Human Services’ continued commitment to building a strong and inclusive workforce across North Carolina.  

    “NDEAM is a great opportunity to highlight the contributions people with disabilities are making in the workplace across this state as we continue our ongoing commitment to one of North Carolina’s most underserved populations: people with disabilities,” said Susan Osborne, NCDHHS Deputy Secretary for Opportunity and Well-Being. “We are dedicated to providing people with disabilities the supports and services they need to secure fulfilling work and achieve independence.”

  • MIL-OSI Security: Jury Finds Little Rock Man Guilty of Possession with Intent to Distribute Fentanyl, Methamphetamine, Cocaine, and Marijuana

          LITTLE ROCK—A Little Rock man has been convicted of possession with intent to distribute fentanyl, methamphetamine, cocaine, and marijuana at the conclusion of a three-day trial. On Thursday, a federal jury found Marquis Hunt, 42, guilty of four federal narcotics violations: and possession with intent to distribute 400 grams or more of fentanyl, possession with intent to distribute 500 grams or more of methamphetamine, possession with intent to distribute cocaine, and possession with intent to distribute marijuana.

          The jury returned their verdict after deliberating for approximately 2.5 hours. United States District Judge James M. Moody, Jr. presided over the trial and will sentence Hunt at a later date. Hunt faces a minimum sentence of 10 years in federal prison, with a maximum of life imprisonment. There is no parole in the federal system.

          Hunt was indicted by a federal grand jury on third superseding indictment on August 6, 2024. An investigation revealed that on July 8, 2022, a special agent with the Federal Bureau of Investigation (FBI) made contact with Hunt at a residence in southwest Little Rock. Hunt was detained while a search warrant was obtained and executed. During a search, agents located more than 1.5 pounds of methamphetamine and more than 16 pounds of fentanyl throughout the residence, as well as distributable amounts of cocaine and marijuana. Through further investigation, it was discovered that the fentanyl was distributed or sprayed on a shredded vegetable material with a mixture of tramadol, which made it appear to be a form of synthetic marijuana or “K2.” During the jury trial, Hunt acknowledged selling drugs, but then denied selling the drugs located at the residence.

          The methamphetamine and fentanyl convictions carry minimum statutory sentences of not less than 10 years and not more than life in prison, not less than five years supervised release, and a fine of not more than $10,000,000. The cocaine conviction carries a maximum sentence of 20 years, not less than four years supervised release, and a fine of not more than $1,000,000. The marijuana conviction carries a maximum sentence of five years imprisonment, not less than two years supervised release, and a fine of not more than $250,000.

          The investigation was conducted by the FBI with assistance from the Arkansas State Police and Arkansas State Crime Laboratory. The and the case was prosecuted by Assistant United States Attorneys Amanda Fields and Reese Lancaster.

    WASHINGTON – Senator John Hoeven, a member of the Senate Transportation Appropriations Committee, today announced that the Federal Aviation Administration (FAA) is awarding Hector International Airport and Northwood Municipal Airport-Vince Field nearly $3 million for terminal expansion projects.
    Specifically, these grants include:
    $2,000,000 to Hector International Airport to construct four new gates, rehabilitate and expand holding rooms, and expand the ticket and baggage handling area. Senator Hoeven is working to fulfill the project’s federal cost share, now having secured nearly $36 million for the effort to date.
    $950,000 to Northwood Municipal Airport-Vince Field for a new 650-square-foot general aviation terminal building to meet Americans with Disabilities Act requirements.
    “The Fargo-Moorhead and Northwood regions are rapidly growing, both in terms of population and in economic activity. That means greater demand for air service and the need for updates and added facilities at Hector International and Northwood Airports,” said Hoeven. “This FAA funding supports both terminal expansion projects that will help to ensure North Dakotans are able to fly efficiently and safely throughout our state and country.”

    In partnership with Soy Canada, the Canadian Grain Commission is now delivering the Soy Quality Program that the Canadian soy food industry has come to rely on.

    Previously delivered by Agriculture and Agri-Food Canada’s Harrow Research and Development Centre, this program has contributed to Canada’s strong reputation as a reliable supplier of high-quality food grade soybeans to global markets. The Canadian Grain Commission is uniquely suited to build upon the legacy of the Harrow Research and Development Centre, given its expertise in soy quality evaluation and its international reputation for scientific excellence.

    In its new form, the Soy Quality Program will continue to deliver quality testing for new food-grade soybean varieties and performance testing of soy food products, including soymilk, miso and tofu. In addition to quality and performance assessments, researchers in the Canadian Grain Commission’s Grain Research Laboratory will provide scientific expertise to support important stakeholder relationships with customers, Canadian exporters, seed companies and academics.

  • MIL-OSI USA: Predicting when the grass is greener: new phenological forecasts for invasive annual grasses

    Non-native, annual grass species like cheatgrass (Bromus tectorum) and red brome (Bromus rubens) were introduced to the United States in the late 1800s and have since invaded and critically transformed ecosystems like the sagebrush steppe and southwestern deserts. Where present, both grasses increase wildfire risk, reduce native wildlife habitat, and alter soil properties like erosion potential, nutrient availability, and water retention.

    Their ability to invade so effectively is directly related to their phenology; both cheatgrass and red brome grow faster and flower earlier in the Spring than neighboring native plants. In disturbed habitats, like a burned grassland, these growth patterns give invasive grasses an advantage over native species, allowing them to dominate a habitat after disturbance.

    Invasive plant managers can exploit the phenological differences between native and invasive grasses by concentrating management actions like grazing or herbicide application on the window of time in early Spring when invasive grasses are growing and native grasses are not. However, it can be difficult to determine exactly when cheatgrass and red brome will begin different phases of their annual life cycle, given the myriad environmental variables, such as precipitation, elevation, and temperature, that can potentially affect plant growth.

    In 2022, researchers set up a timelapse camera to take daily photographs of cheatgrass growth in Wyoming. In this slideshow, photos from every few weeks show how much faster cheatgrass completes its annual life cycle, compared to its native counterparts. The cheatgrass shoots up and flowers much earlier than the native grasses and dries out much sooner, turning red by the end of June while native grasses are still green.

    The phenology forecast models developed in this study can be adapted to:

    • Time management activities, such as intensive short-duration grazing, to reduce undesirable invasive grasses
    • Promote forage production and biodiversity in grasslands
    • Forecast when and where invasive annual grasses have dried out and fire danger may be greatest 
    • Aid remote sensing specialists in selecting imagery that captures distinctive phenological phases to accurately map invasive grasses

    The North Dakota Department of Commerce announced today that 10organizations were recently approved for $2,942,890 through the Regional Workforce Impact Program (RWIP) in round 3. The RWIP provides grants to regional workforce entities in North Dakota to design and implement innovative plans to address their region’s most demanding workforce challenges.  

    “We’re proud to support these innovative projects that are addressing core issues impacting our workforce today,” said Katie Ralston Howe, Director of Workforce at Commerce. “By focusing on solutions that enhance childcare availability and promote workforce recruitment, we’re empowering communities to overcome these challenges and build a more resilient and thriving future for North Dakota.” 

     

    The RWIP recipients include:   

     

    • Learning Adventures Childcare was funded $147,000.00 to purchase the Stony Creek location and expand childcare capacity by 50 slots. 

    • Watford City EDC was funded $50,745.00 to expand the FIND YOUR FUTURE marketing plan, focusing on careers and value propositions in the Watford City region. 

    • Heart of America Medical Center was funded $250,000.00 to expand and renovate the Kids Next Door Daycare Center, adding 30 additional childcare slots. 

    • Ragamuffins Ranch was funded $500,000.00 to build a new childcare center, creating the potential for 90 additional childcare slots. 

    • Devils Lake Area Chamber was funded $250,000.00 for a retention project to address workforce issues by retaining students through various programs, including job fairs and business videos. 

    • Buffalo Daycare Inc was funded $221,274.00 to build a new daycare facility and add 38 additional childcare slots, supporting rural community recruitment. 

    • Charge on Together was funded $180,330.00 to renovate a building and increase childcare availability by 84 children. 

    • S&A Erickson LLC was funded $464,727.50 to build a new childcare center, expanding capacity by 15 slots. 

    • University of Mary was funded $464,727.50 to renovate the University of Mary Butler Center, creating 72 additional childcare slots. 

    • Richardton Development Company was funded $414,086.00 to create a turnkey building for affordable, high-quality childcare, adding 38 additional childcare slots.

    Gov. Doug Burgum today expressed his gratitude for the members of the North Dakota Teacher Retention and Recruitment Task Force for their efforts to provide recommendations that support the education workforce. The task force’s final report is available here.

    Burgum established the Teacher Retention and Recruitment Task Force through Executive Order 2023-08 after a request for emergency rules from the Education Standards and Practices Board was approved on Aug. 8, 2023. The 15-member panel was tasked with developing policy recommendations and identifying best practices to retain and recruit teachers. The task force met four times over the course of the year and received stakeholder input from groups of teachers, administrators and school board members. 

    “The task force’s final report reflects a dedication to the teaching profession by acknowledging the expertise, passion and commitment of our educators in addition to the experiences shared from additional members on the task force,” Burgum said. 

    The task force supported seven recommendations, which will be forwarded to Burgum and state lawmakers for consideration during the budgeting process and the next legislative session beginning in January, including:

     

    • Provide a safe and supportive environment for educators and learners in every building.
    • Reduce barriers for schools that wish to provide child care.
    • Understand supportive school culture.
    • Fund mentorship for educators and administrators.
    • Fund educator pathways.
    • Maximize benefits for educators.
    • Optimize educator earnings.

    The Teacher Retention and Recruitment Task Force consists of Burgum and State Superintendent Kirsten Baesler, or their designees, and 13 members appointed by the governor and representing stakeholders across the education community:

    Fans on TikTok can enjoy a special “Player Spotlight: Messi” presentation of Friday’s match where the camera will be trained on Messi as he lights up the pitch. The stream will broadcast live on the @MLS TikTok profile and be simulcast on the @InterMiamiCF TikTok profile, beginning five minutes before kickoff. This will mark the first time TikTok has streamed an entire live soccer match with a single-player focus. Fans can register on TikTok to stream the live event.

    ISLE LA MOTTE, VT–  Senator Peter Welch (D-Vt.) yesterday joined the Champlain Valley Office of Economic Opportunity (CVOEO) at the home of Sidney and Eleanor Martinez, of Isle La Motte, as their home was weatherized with the help of CVOEO’s weatherization program. The weatherization program is supported by the American Rescue Plan Act, the Bipartisan Infrastructure Law and, most recently, the Inflation Reduction Act (IRA). Senator Welch championed the weatherization program funding in the IRA when he was a member of the House of Representatives. 
    “Weatherizing homes helps reduce energy costs for Vermonters while protecting their health and safety—and it does it while supporting good local jobs. Everyone deserves to have access to the cost-savings we passed in the Bipartisan Infrastructure Law and the Inflation Reduction Act, and this program helps hardworking homeowners and renters access these green benefits—while saving some green—right here in Vermont,” said Senator Welch. “I’m thrilled that funding from my policies in the Inflation Reduction Act will power up soon and help states and families reduce energy costs and weatherize their homes.” 
    Since July 2023, the State of Vermont has weatherized more than 1,200 homes. As a member of the House, Welch was the sponsor of HOPE for HOMES Act program that was included in the Inflation Reduction Act. The state will use $29 million of its HOPE for HOMES funding to provide sustained support for weatherization of qualifying homes in Vermont. Vermonters interested in applying for Vermont’s Weatherization Assistance Program can learn more here.
