    SEATTLE — Attorney General Bob Ferguson announced today that his lawfully owed DNA project has helped law enforcement collect and log 3,000 DNA profiles of serious criminal offenders to the national database. State law requires many offenders to provide DNA samples as a condition of their conviction, but over the years thousands of serious violent and sexual offenders have neglected to do so.

    Ferguson’s lawfully owed DNA project has helped close the gap in DNA collection since it launched in October 2019. The samples collected and added to the national DNA database over the past five years are critical to identifying perpetrators of unsolved rapes, murders and other violent crimes — here in Washington and across the country.

    Of the new profiles added, 105 of the samples led to a “hit,” or a match between the DNA provided and the evidence already on file with the national Combined DNA Index System (CODIS). These hits in the national DNA database can help identify serial rapists, link cases across the country, shed new light on cold cases and provide answers to crime victims and their families. DNA evidence can also exonerate individuals who were wrongfully convicted.

    “We must ensure that every serious offender who legally owes a DNA sample provides one,” Ferguson said. “Closing the gap in DNA collection, with the help of local law enforcement, has resulted in more evidence that will help us solve more crimes and improve public safety. This work makes Washington safer.”

    The Attorney General’s Office estimates thousands of violent offenders are living in Washington with an obligation to provide their DNA. This estimate is based on initial data from the Department of Corrections, followed by an extensive verification process designed to identify and locate offenders who still owe a sample. Ferguson’s lawfully owed DNA project aims to stop these offenders from slipping through the system.

    Ferguson’s office started by collecting samples from currently registered sex offenders and offenders under the supervision of the state Department of Corrections, including those who are incarcerated and in community custody. Then, the office collected DNA from offenders convicted of sex, kidnapping and homicide offenses.

    Now, the Attorney General’s Office is working to collect samples from offenders convicted of a variety of violent and felony offenses, including assault and robbery.

    Washington law requires certain offenders to submit DNA samples

    Every state requires that individuals convicted of certain crimes — including violent crimes and sex offenses, among others — must have a DNA sample taken to be submitted to CODIS. Jails, correctional facilities and local law enforcement agencies are responsible for collecting the samples and submitting them to the Washington State Patrol Crim Lab, which enters them into CODIS.

    In July 2023, a new law took effect to improve the process for timely collection of DNA from offenders who owed samples. Before that, no uniform process existed. House Bill 1028 directs courts to create time-sensitive protocols for collecting DNA upon sentencing. It originated from a recommendation from the Attorney General’s Office Sexual Assault Forensic Examination (SAFE) Advisory Group.

    Specifically, courts must implement a sample collection system that includes scheduling a compliance hearing within 10 days if DNA is not collected at the time of sentencing. The new law does not address thousands of samples that were previously ordered and are still owed.

    Attorney General’s Office multistep process for collecting DNA

    The Attorney General’s Office uses a lengthy, multistep investigative process to locate offenders who still owe DNA.

    First, investigators with the office’s Survivor Justice Unit (SJU) — formerly Sexual Assault Kit Initiative — use data from the Department of Corrections and Washington State Patrol to identify offenders who owe DNA. Attorney General investigators confirm which offenders already have a DNA profile in CODIS and analyze offenders’ conviction histories to confirm that they still owe DNA.

    Then, investigators use numerous databases to confirm that the offender is still located in the state and find the last known contact information. Investigators then send letters to offenders asking them to report to local law enforcement to provide a sample, informing them that refusing a legal request to provide a DNA sample is a violation of state law. Attorney General staff conduct direct outreach and work with local law enforcement to contact individuals who do not respond to the letters.

    Ferguson’s Survivor Justice Unit

    Ferguson’s lawfully owed DNA project is part of his new Survivor Justice Unit. In addition to this project, the unit:

    • Assists local law enforcement to investigate sexually motivated homicides. The SJU is currently assisting with two cold sexually motivated homicides: one in King County and one in Port Orchard.
       
    • Helps solve cold cases by assisting with genetic forensic genealogy and other advanced DNA testing. A response that is commonly received from such agencies is that they do not have the resources and or personnel available to delve into cold cases to determine whether such testing would be appropriate. For example, in August, AGO-funded forensic genetic genealogy testing helped Kent police narrow the list of suspects and make an arrest in the 44-year-old murder of Dorothy “Dottie” Silzel. Kenneth Duane Kundert, 65, was arrested in Arkansas on Aug. 20 after DNA on a cigarette butt Kundert discarded matched the profile of the suspect in the crime.
       
    • Stands up for survivors by following up on cold cases from backlogged sexual assault kits. The SJU uses available data to track sexual assault cases and identify serial sex offenders.

    The SJU has helped solve dozens of cold case sexual assaults and homicides.

    Ferguson requests $534,000 for the upcoming biennium to support the ongoing work of this new unit.

    WASHINGTON – Ms. Jennifer Swanson, Deputy Assistant Secretary of the Army for Data, Engineering and Software, announced today the launch of a pilot program aimed at exploring innovative applications of generative artificial intelligence for Army acquisition activities.

    The new program will use LIGER, a cutting-edge generative AI tool that harnesses the power of advanced technology, data analytics, machine learning and natural language processing. LIGER is designed to deliver tailored responses that are highly relevant to specific topics, improving the efficiency and effectiveness of information retrieval and analysis.

    “By utilizing LIGER, we aim to streamline our acquisition processes while enhancing the accuracy of information,” said Swanson. “The ability to query curated document sets for generating new content, along with providing citations, will ensure that our outputs are not only accurate but also easily fact-checked.”

    This pilot program is aligned with the Army CIOs generative AI initiative and serves as an opportunity for AI experimentation and feedback by allowing participants to simplify repetitive and time-consuming tasks such as drafting contracts and policies. Deployed in an IL5 secure cloud environment, LIGER can handle controlled unclassified information data, ensuring that sensitive information is managed with the highest level of security.

    The pilot includes customizable user-access controls to protect “need to know” information, ensuring that data security and confidentiality are paramount. Additionally, the pilot will focus on identifying and calling out potential “hallucinations” or erroneous outputs, thereby increasing the reliability of AI-generated content.

    The pilot program will aim to:

    • Enhance information retrieval by utilizing LIGER to streamline access to critical information relevant to acquisition activities.

    • Promote innovation by encouraging the exploration of novel applications of AI in acquisitions.

    • Facilitate collaboration by fostering a collaborative environment for stakeholders to share insights and best practices regarding AI integration.

    • Improve accuracy by implementing mechanisms to provide citations, ensuring the integrity and verifiability of generated content.

    The Army’s Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology is committed to leveraging advanced technologies to improve efficiency and support the U.S. Army’s mission.   • MIL-OSI USA: S. 59, Chance to Compete Act of 2024

    S. 59 would require federal agencies to use skills-based assessments for hiring civil service positions but would allow an agency to develop occupational questionnaires for openings if it determines that an examination is impractical for certain positions. To support those changes, the Office of Personnel Management (OPM) would need to develop and implement a plan to transition federal hiring practices within three years of enactment. 

    S. 59 also would allow agencies and OPM to establish teams of specialists to improve assessments and share qualified applications throughout the federal government. Further, all federal agencies would be required to provide data related to the assessments they establish to OPM on a quarterly basis. Finally, OPM and the Government Accountability Office would be required to complete several reports to the Congress on the feasibility of implementing assessments, hiring practices, and governmentwide personnel records.

    “Maduro’s brutal regime refuses to honor the undeniable election results, despite clear evidence proving his loss. Rescinding these special licenses, which exclusively serve to subsidize the regime’s crony corruption, violent repression, and flagrant human rights abuses, must be part of our international effort to reject Maduro’s election theft,” said Wasserman Schultz. “If we truly intend to see through a peaceful transition of power and honor the will of the Venezuelan people, we cannot afford to indulge fossil fuel companies’ investors at the expense of democracy.”

    WASHINGTON, D.C. – Today, U.S. Reps. Debbie Wasserman Schultz (FL-25), co-chair of the Congressional Venezuela Democracy Caucus, and María Elvira Salazar (FL-27), Chair of the House Foreign Affairs Subcommittee on the Western Hemisphere, introduced the bipartisan Revoke Exemptions for Venezuelan Oil to Curb Autocratic Repression Act, or REVOCAR Act, to prohibit new and existing licenses for companies to transact with Venezuela’s state oil company, which provides revenue for the Maduro regime’s crimes against humanity. U.S. Senator Dick Durbin (D-IL) previously introduced a similar bill in the Senate.

    “It’s long past time to cut off the flow of money that the Maduro Dictatorship uses to oppress their people,” said Salazar. “We are sending a loud and clear message that if Maduro stays, there will be no oil money for the Venezuelan regime.”

    “Despite the sweeping and clear opposition victory in the recent Venezuelan presidential election, the Maduro regime refused to release results, announced that it had won instead, and arbitrarily arrested thousands of opposition supporters,” said Durbin. “We must put an end to the outright theft of the Venezuelan voters’ overwhelming choice for a better future.  I’m pleased that Reps. Wasserman Schultz and Salazar are introducing the House bill to terminate all U.S. petroleum cooperation and related trade with Venezuela until the legitimate results of the recent election are respected. The Maduro regime clings to power using oil revenues dependent on U.S. involvement.  Under our bill, that will end, and so will Maduro’s financial strength.”

    The REVOCAR Act would prohibit U.S. persons and entities from engaging in transactions with PdVSA, Venezuela’s regime-controlled energy company, eliminating General Licenses issued by the Treasury Department’s Office of Foreign Assets Control (OFAC) that allow certain companies to do business with the Maduro regime. These prohibitions would extend for three years or until the President certifies that a democratic transfer of power to Venezuelan president-elect Edmundo González has taken place.

    On July 28, 2024, more than 10,000,000 citizens of Venezuela voted in a presidential election in which meticulously documented and publicized data from credible election monitors clearly and convincingly showed that opposition candidate Edmundo Gonzalez received more than two-thirds of the votes against the regime of Nicolas Maduro. The Maduro regime has refused to respect the overwhelming choice of the people of Venezuela and subsequently arrested and abused thousands of innocent citizens of Venezuela, including children, for peaceful political participation.

    Reps. Wasserman Schultz and Salazar have partnered on recent efforts promoting democracy in Venezuela including the VOICE Act, which would place individual sanctions on anti-democratic officials in the Maduro regime, and the AFFECT Human Rights in Venezuela Act, which would direct U.S. support for international investigations and reporting on the Maduro regime’s criminal repression of the Venezuelan people.

  • MIL-OSI Canada: Minister MacAulay announces research funding for an innovative, sustainable poultry sector

    Today, the Honorable Lawrence MacAulay, Minister of Agriculture and Agri-Food, toured the University of Guelph’s research facilities to meet with researchers and learn about their innovative work in support of a sustainable poultry sector. As part of his visit, Minister MacAulay highlighted that the Government of Canada is delivering an investment of $5,155,608 to the Canadian Poultry Research Council (CPRC) through the AgriScience Program – Clusters Component, an initiative under the Sustainable Canadian Agricultural Partnership.

    This funding will allow the CPRC to partner on research that will ensure poultry welfare at all levels of the production chain, meeting the consumer demand for healthy and safe poultry products, and decreasing the environmental impacts of poultry farms—including ambient air quality, emissions, and the effect on humans and birds in the surrounding area.

    Some examples of Cluster activities include upcycling Canadian fruit waste to develop novel feed ingredients, managing environmental conditions to reduce the risk of avian influenza, researching alternatives to antimicrobials, and optimizing feed to reduce particulate matter emissions.

    Research funding in the poultry sector is crucial for the continued development of sustainable practices and improved animal welfare.

  • MIL-OSI USA: Deadline Approaching in North Dakota for SBA Working Capital Loans Due to Severe Winter Storm and Straight-line Winds

    SACRAMENTO, Calif. – Francisco Sánchez Jr., associate administrator for the Office of Disaster Recovery and Resilience at the Small Business Administration, today reminded North Dakota private nonprofit organizations of the Nov. 15, 2024, deadline to apply for an SBA federal disaster loan for economic injury caused by severe winter storm and straight-line winds that occurred Dec. 25‑27, 2023. Private nonprofits that provide essential services of a governmental nature are eligible for assistance.

    According to Sánchez, eligible private nonprofits of any size may apply for SBA Economic Injury Disaster Loans of up to $2 million to help meet working capital needs caused by the disaster. “Economic Injury Disaster Loans may be used to pay fixed debts, payroll, accounts payable and other bills that cannot be paid because of the disaster’s impact. Economic injury assistance is available regardless of whether the private nonprofit suffered any property damage,” Sánchez said.

    These low-interest federal disaster loans are available in Barnes, Cass, Dickey, Grant, LaMoure, Logan, McIntosh, Ransom, Richland, Sargent, Steele, Stutsman and Traill counties.

    The interest rate is 3.25 percent with terms up to 30 years. Loan amounts and terms are set by SBA and are based on each applicant’s financial condition.

    Interest does not begin to accrue until 12 months from the date of the first disaster loan disbursement. SBA disaster loan repayment begins 12 months from the date of the first disbursement.

    Applicants may apply online and receive additional disaster assistance information at SBA.gov/disaster. Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.   • MIL-OSI USA: IAM Visits Victory Lodge 1725 in Charlotte to Boost GOTV Efforts for 2024 Elections

    The IAM National Legislative and Political team recently visited IAM Victory Lodge 1725 members in Charlotte, N.C. The trip focused on sharing critical information about the IAM’s Get Out the Vote (GOTV) program, a campaign designed to ensure that every IAM member understands the importance of their vote in shaping the future of our union and our country. IAM International President Brian Bryant recently stated the importance of mobilizing our members for this election.

    North Carolina AFL-CIO President MaryBe McMillan and IAM National Legislative and Political Director Hasan Solomon led discussions on the stakes of the 2024 elections. They highlighted labor-friendly candidates, emphasizing the need to vote for those who support workers’ rights and are committed to protecting good-paying union jobs in North Carolina and across the nation.

    “I am making sure that we try to hit as many worksites as possible to talk about how elected officials impact their jobs and the importance of supporting candidates who support the IAM and our mission,” said IAM National and Legislative Political Director Hasan Solomon. “Worksite visits are a powerful tool in educating our members about their right to vote and informing them about who is on the ballot.” 

    IAM political volunteers are ramping up efforts nationwide, but union members in battleground states like North Carolina will play a huge role in electing leaders who support labor.

    “IAM Victory Lodge 1725 members know firsthand the value of their Union’s legislative and political efforts that helped that helped save tens of thousands of airline jobs through the Airline Payroll Support Program (PSP) during the COVID-19 pandemic,” said IAM Air Transport Territory General Vice President Richie Johnsen. “The IAM and allies like Vice President Kamala Harris were instrumental in making that happen. Our members will work hard to ensure labor-friendly candidates are elected to North Carolina.” 

    The IAM GOTV program is designed to help IAM members across the country understand the importance of electing pro-labor candidates with a strong track record of advocating for working families.

  • MIL-OSI USA: Snippet of Euclid Mission’s Cosmic Atlas Released by ESA

    With contributions from NASA, the mission will map a third of the sky in order to study a cosmic mystery called dark energy.
    ESA (the European Space Agency) has released a new, 208-gigapixel mosaic of images taken by Euclid, a mission with NASA contributions that launched in 2023 to study why the universe is expanding at an accelerating rate. Astronomers use the term “dark energy” in reference to the unknown cause of this accelerated expansion.
    The new images were released at the International Astronautical Congress in Milan on Oct. 15.
    The mosaic contains 260 observations in visible and infrared light made between March 25 and April 8 of this year. In just two weeks, Euclid covered 132 square degrees of the southern sky — more than 500 times the area of the sky covered by a full Moon.
    The mosaic accounts for 1% of the wide survey Euclid will conduct over six years. During this survey, the telescope observes the shapes, distances, and motions of billions of galaxies out to a distance of more than 10 billion light-years. By doing this, it will create the largest 3D cosmic map ever made.

    This first piece of the map already contains around 100 million stars and galaxies. Some 14 million of these galaxies could be used by Euclid to study the hidden influence of dark energy on the universe.
    “We have already seen beautiful, high-resolution images of individual objects and groups of objects from Euclid. This new image finally gives us a taste of the enormity of the area of sky Euclid will cover, which will enable us to take detailed measurements of billions of galaxies,” said Jason Rhodes, an observational cosmologist at NASA’s Jet Propulsion Laboratory in Southern California who is the U.S. science lead for Euclid and principal investigator for NASA’s Euclid dark energy science team.
    Galaxies Galore
    Even though this patch of space shows only 1% of Euclid’s total survey area, the spacecraft’s sensitive cameras captured an incredible number of objects in great detail. Enlarging the image by a factor of 600 reveals the intricate structure of a spiral galaxy in galaxy cluster Abell 3381, 470 million light-years away.

    “What really strikes me about these new images is the tremendous range in physical scale,” said JPL’s Mike Seiffert, project scientist for the NASA contribution to Euclid. “The images capture detail from clusters of stars near an individual galaxy to some of the largest structures in the universe. We are beginning to see the first hints of what the full Euclid data will look like when it reaches the completion of the prime survey.”
    Visble as well are clouds of gas and dust located between the stars in our own galaxy. Sometimes called “galactic cirrus” because they look like cirrus clouds at Earth, these clouds can be observed by Euclid’s visible-light camera because they reflect visible light from the Milky Way.
    The mosaic released today is taste of what’s to come from Euclid. The mission plans to release 53 square degrees of the Euclid survey, including a preview of the Euclid Deep Field areas, in March 2025 and to release its first year of cosmology data in 2026.
    NASA’s forthcoming Nancy Grace Roman mission will also study dark energy — in ways that are complementary to Euclid. Mission planners will use Euclid’s findings to inform Roman’s dark energy work. Scheduled to launch by May 2027, Roman will study a smaller section of sky than Euclid but will provide higher-resolution images of millions of galaxies and peer deeper into the universe’s past, providing complementary information. In addition, Roman will survey nearby galaxies, find and investigate planets throughout our galaxy, study objects on the outskirts of our solar system, and more.

    Euclid is a European mission, built and operated by ESA, with contributions from NASA. The Euclid Consortium — consisting of more than 2,000 scientists from 300 institutes in 15 European countries, the United States, Canada, and Japan — is responsible for providing the scientific instruments and scientific data analysis. ESA selected Thales Alenia Space as prime contractor for the construction of the satellite and its service module, with Airbus Defence and Space chosen to develop the payload module, including the telescope. Euclid is a medium-class mission in ESA’s Cosmic Vision Programme.
    Three NASA-supported science teams contribute to the Euclid mission. In addition to designing and fabricating the sensor-chip electronics for Euclid’s Near Infrared Spectrometer and Photometer (NISP) instrument, JPL led the procurement and delivery of the NISP detectors as well. Those detectors, along with the sensor chip electronics, were tested at NASA’s Detector Characterization Lab at Goddard Space Flight Center in Greenbelt, Maryland. The Euclid NASA Science Center at IPAC (ENSCI), at Caltech in Pasadena, California, will archive the science data and support U.S.-based science investigations. JPL is a division of Caltech.

  • MIL-OSI USA: NASA Administrator to Visit, Engage Officials in Romania, Bulgaria

    Continuing his efforts to deepen international collaboration and promote the peaceful use of space, NASA Administrator Bill Nelson will travel to Romania and Bulgaria, beginning Thursday, Oct. 17. Both countries have signed the Artemis Accords, a set of commonsense principles to commit to the peaceful exploration of space.
    Nelson will meet with key government and space officials in each country, including Marcel Ciolacu, Romania’s prime minister, and Rumen Radev, president of Bulgaria.
    In Romania, Nelson will engage with Bogdan-Gruia Ivan, minister of research, innovation and digitization, and Daniel Crunțeanu, general director of the Romanian Space Agency (ROSA). He also will visit Romanian science and technology institutions to learn about the country’s science facilities.
    In Bulgaria, Nelson will meet with Dr. Rosen Karadimov, minister of innovation and growth, and visit the country’s only satellite builder, which is producing satellites for organizations globally.
    During his travels to both countries, Nelson will discuss the importance of international partnerships and collaboration in space, including the transatlantic relationships to NASA. Nelson also will meet with students to highlight the benefits science, technology, engineering, and mathematics education and their roles as members of the Artemis Generation.

  • MIL-OSI Global: Trump’s musical interlude is a twist on the long tradition of candidates enlisting musicians’ support, from Al Jolson to Springsteen to Swift

    Donald Trump made liberal use of music in what’s being called a “surreal” or “bizarre” town hall meeting on Oct. 14, 2024, in Oaks, Pennsylvania. After two attendees at the event had medical problems, Trump declared he would stop answering audience questions, and music would be played instead.

    Then, as the Washington Post reported, “For 39 minutes, Trump swayed, bopped — sometimes stopping to speak — as he turned the event into almost a living-room listening session of his favorite songs from his self-curated rally playlist.”

    The music included “YMCA” by the Village People and Sinead O’Connor’s “Nothing Compares 2 U.”

    The use of music in campaigns is a long tradition, although this may be the first time a playlist has substituted for talking points. While Trump is bopping at campaign events, both Democrats and Republicans anticipate what looks to be another coin flip election that could come down to a few hundred thousand votes in a handful of states. Every voter matters – no matter how you reach them. With that in mind, Democrats are communicating not just on matters of policy, but matters of pop culture.

    Specifically, Democrats are embracing football and Taylor Swift. The Harris-Walz campaign trotted out endorsements from 15 Pro Football Hall of Famers and sells Swiftie-style friendship bracelets on its campaign website, among other overtures. Swift herself has endorsed Kamala Harris.

    Tim Walz cited his experience as a football coach and mentioned Swift in the vice presidential debate.

    Democratic challenger and former NFLer Colin Allred, who is running to unseat GOP Sen. Ted Cruz of Texas, has put out ads in which he appears moments from taking to the gridiron.

    But how much does pop culture campaigning, if you will, matter? Does trying to link a campaign to a sport, or a culture, or a style of music actually influence elections? Looking to five different election campaigns in the past can give a sense of the effects, or lack thereof, of such campaigning.

    Reagan and Springsteen

    Any discussion of the embrace of pop culture by candidates should probably start with Ronald Reagan’s Bruce Springsteen era.

    Reagan, attempting to reach beyond his base, viewed 1984 as a vibes-based election and cited Springsteen as an exemplar of the hope his campaign wished to inspire. Springsteen rejected a request from Reagan’s camp to use his often-misunderstood “Born in the U.S.A.” on the campaign trail. The song’s lyrics describe a down-on-his-luck Vietnam War veteran, but if you don’t listen carefully to the lyrics, the song can sound like a celebration of veterans and being American.

    While Reagan went on to win 49 states in that year’s election, perhaps the biggest long-term impact of his courtship of Springsteen fans was to turn Springsteen from a relatively apolitical performer to a staunch supporter of the Democratic Party.

    In this way, Springsteen’s transformation mirrors that of Taylor Swift, with Marsha Blackburn, the Tennessee Republican senator, serving as her Reagan – the person who pushed the performer into the political arena after years on the sidelines.

    Springsteen and Kerry

    Springsteen’s foray into politics eventually led him to back Democratic presidential nominee John Kerry in 2004 with a series of concerts called the “Vote for Change” tour.

    Kerry, meanwhile, undertook his own efforts at cultural turf claiming. His attempts to demonstrate his bona fides as a sports-loving everyman went awry at times, when he flubbed the name of “Lambeau Field,” home of Wisconsin’s Green Bay Packers, and referred to a nonexistent Boston Red Sox player, “Manny Ortez.” The ill-fated sports references arguably didn’t hurt his campaign – he won Wisconsin and Massachusetts – but he was ridiculed for a photo-op hunting trip late in the campaign and went on to lose rural Midwestern voters decisively – as well as the election.

    Kerry’s dabbling with hunting imagery was perhaps an attempt to dull President George W. Bush’s advantage in perceived strength of leadership, which was in part burnished by his adoption of a cowboy persona.

    Harding, Jolson and the Cubs

    While Reagan’s attempt to woo 1980s rock fans is one of the best-known attempts to campaign on a mantra of popular culture, it was far from the first.

    Sen. Warren Harding’s 1920 front porch campaign for president was given a jolt of enthusiasm by a visit from singer and actor Al Jolson. Harding was also visited in his hometown, Marion, Ohio, by other actors and celebrities and the Chicago Cubs.

    Harding’s strategy probably better serves as a template for things to come than a decisive move in the 1920 election: His victory with over 60% of the popular vote suggests no celebrity could have saved Democrat James Cox.

    Bill Clinton and MTV

    As the Harris-Walz campaign tries to draw votes from Swift’s young fans, parallels can be drawn to Democratic Arkansas Gov. Bill Clinton’s attempts to embrace youth culture in the 1992 presidential election. Among other appearances, Clinton took questions from young voters on MTV and played saxophone on “The Arsenio Hall Show.”

    While the direct effect of Clinton’s forays into youth culture is difficult to measure, he did surge among young voters relative to Democrat Michael Dukakis’ 1988 presidential campaign.

    In his 1992 campaign, Bill Clinton went on MTV to answer young people’s questions, which included ‘If you had it to do over again, would you inhale?’

    Ford and football

    Any discussion of politicians embracing football culture would be incomplete without a discussion of the American president best at playing football, Gerald Ford, the vice president who became the nation’s 38th president in 1974, when Richard Nixon resigned during the Watergate scandal.

    Ford played center on two national championship teams at the University of Michigan. While not using his football player background to the same level as former football coach Walz did at the Democratic National Convention, Ford did make use of his football credentials on the stump during the 1976 presidential campaign and was joined on the campaign trail by Alabama football coach Paul “Bear” Bryant.

    But the votes of football fans were apparently not enough to keep Ford in the White House for long. He lost the 1976 election to Democrat Jimmy Carter.

    Potentially fruitful pickups

    Will the Harris-Walz strategy of recruiting voters through pop culture be successful? Swift’s fans are largely young, suburban women, and NFL fans are strewn across the political spectrum. There are potentially fruitful pickups in both camps. The candidates certainly think it matters: Walz said he “took football back” from Republicans, a claim disputed by Trump.

    Stressing pop culture credentials can also provide attention to a campaign, regardless of persuasion. Clinton’s pop culture appearances generated coverage beyond the appearances themselves and were cost-effective for a campaign short on funds.

    This type of pop culture campaigning generates coverage, then, even if voters aren’t moved by thinking a candidate shares their love of football or pop music.

    October 15, 2024 Calgary, Alberta Public Services and Procurement Canada The Government of Canada is taking further action on its Greening Government Strategy commitment to use 100 per cent clean electricity in federal buildings. This strategy supports green energy projects and reduces greenhouse gas emissions, leading Canada’s continued energy transition.

    The Government of Canada is taking further action on its Greening Government Strategy commitment to use 100 per cent clean electricity in federal buildings. This strategy supports green energy projects and reduces greenhouse gas emissions, leading Canada’s continued energy transition.

    Today, on behalf the Honourable Jean-Yves Duclos, Minister of Public Services and Procurement and Quebec Lieutenant, George Chahal, Member of Parliament for Calgary Skyview, announced contracts totalling over $73 million, awarded to hep solar and South Head Switch Power, for the supply of Renewable Energy Certificates (RECs).  

    These contracts support the Government of Canada’s commitment to the goal of net-zero emissions by 2050. The announcement aligns with Public Services and Procurement Canada’s (PSPC) clean electricity initiative and Canada’s ongoing commitment to invest in renewable energy. These contracts will supply 100,600 RECs annually from new clean electricity solar facilities.

    This agreement will enable the Government of Canada to attribute its electricity consumption as being clean in regions where opportunities for new clean renewable sources are not yet available, while supporting the creation of new green energy facilities. The RECs will reduce up to 32,600 tonnes of Carbon Dioxide Equivalent (eCO2) for the Government of Canada’s real property operations, which is equivalent to the annual greenhouse gas (GHG) emissions of more than 9,980 gas-powered passenger vehicles.  

    Furthermore, these contracts will help promote Indigenous business capacity in the clean energy sector and contribute to Canada’s efforts to strengthen economic relationships with Indigenous entrepreneurs. South Head Energy is an Indigenous-owned business, and South Head Switch Power is joint venture with Switch Power, which is registered with the Indigenous Business Directory.

     

    “As a leader in clean energy, Canada is making significant progress toward a sustainable future with the announcement of over $73 million in Renewable Energy Certificates (RECs). This investment supports our commitment to powering federal buildings with 100% clean electricity, reducing greenhouse gas emissions all while boosting our economy.     Today, we recognize Pregnancy and Infant Loss Remembrance Day, a time to extend our compassion and support to the many families across Canada who have experienced the loss of a child during pregnancy or early infancy. This day serves as a reminder that behind each statistic is a family forever changed by grief and loss.

    Too many Canadian families experience a perinatal loss each year. Families often face complex emotions. For many, the grief that accompanies the loss of a baby is indescribable, affecting the parents and their loved ones. Recognizing the emotional weight of such a loss, it is essential that families feel supported by their community and health care providers through tailored care, rooted in empathy and respect—as they navigate their personal grief journey.

    We can all contribute to making sure that no one feels isolated during such a difficult time. Loved ones provide crucial emotional support, while health professionals and community support groups play a critical role in providing the necessary information and emotional care during and after these moments.

    Canada’s Family-centred maternity and newborn care: National guidelines outline principles for supporting families experiencing perinatal loss. These include offering parents the opportunity to make informed choices, ensuring they have the time and space to grieve in a way that feels right for them, and receiving care that respects their personal and cultural preferences. Families also benefit when they are given opportunities to connect with others who have faced similar losses, creating a space for shared healing and understanding.

These support networks can be invaluable in helping families find their way forward after a loss.   • MIL-OSI USA: IAM Members Hit the Streets in Philadelphia for Pro-Labor Candidates

    Members of the International Association of Machinists and Aerospace Workers (IAM) joined labor unions across the greater Philadelphia area this weekend to support pro-labor candidates in the 2024 election. In collaboration with the Philadelphia Council AFL-CIO, IAM members participated in labor walks, canvassing union households to raise awareness of candidates who champion the rights of working families.

    Union volunteers knocked on doors in neighborhoods throughout the city, urging voters to support Vice President Kamala Harris and Minnesota Governor Tim Walz in their bid for the White House, the re-election of U.S. Sen. Bob Casey (D-Pa.), and other pro-labor candidates running for office in Pennsylvania.

    “We’re proud to see our members out in force, having meaningful conversations with their fellow union brothers and sisters about what’s at stake in this year’s election,” said IAM International President Brian Bryant. “Our rights are on the ballot, and the future of working families depends on electing leaders who understand and support the needs of workers. “This election is about protecting democracy, retirement security, and ensuring labor has a place at the table.” 

    The labor walks will continue through Election Day, with IAM members and other union affiliates continuing their efforts to ensure a pro-labor outcome at the ballot box.

  • MIL-OSI USA: Students Harness Power of New Kestrel Supercomputer for Cutting-Edge Energy Research and Innovation

    Students pursuing careers in energy research had a unique opportunity this year to use Kestrel—the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy’s (EERE’s) third-generation supercomputer hosted by the National Renewable Energy Laboratory (NREL).

    This summer, NREL completed the full buildout of Kestrel, reaching 44 petaflops of computing power focused on renewable energy and energy efficiency research. Students from across the country were invited by EERE to apply for access to this powerful tool to advance their research and to expand EERE’s computational efforts for the energy transition. Last fall, over 25 students from 15 universities across the United States applied to use Kestrel for the 2024 spring and summer semesters.

    Students like Yifan Hu at Iowa State University used Kestrel to study the effect of solar wind and other space weather phenomena on solar energy infrastructure. Using the supercomputer’s advanced central processing unit nodes, his team tested new scalable algorithms to provide robust and accurate methods to model solar wind using a numerical method called the relativistic Vlasov-Maxwell system, with the goal of understanding the effects of solar wind on the stability and efficiency of solar power plants to improve power grid reliability and resilience. Access to Kestrel enabled Hu to receive computing results within a week, which led to the submission of two journal articles currently under review.

    Rajat Goel, a chemical engineering student at the University of California, Davis used Kestrel’s high-performance graphics processing units to simulate uranium and its defects, an extremely complex problem that requires significant computational power. Goel researched developing future protective coatings for nuclear reactors to prevent uranium hydride formation, as it is highly toxic and incredibly flammable. Using Kestrel, he significantly reduced the time needed for these simulations. Nuclear energy plays a role as a noncarbon energy source by generating carbon-free power. Ensuring its safe and reliable production is an important factor toward achieving the Department of Energy’s 2050 net-zero greenhouse gas emissions target.

    Hu and Goel’s research projects highlight Kestrel’s ability to address large-scale challenges, particularly in enhancing energy resiliency. Meanwhile, across the country, students used the supercomputer for different yet equally impactful energy research.

    Stanford University student Mark Benjamin used Kestrel’s advanced artificial intelligence (AI) and machine learning capabilities in his manufacturing research project to apply AI models, including convolutional neural networks to model drag and convolutional autoencoders to represent realistic car shapes. The project goal was to set new standards for vehicle design and optimization, aiming to improve fuel efficiency and reduce carbon emissions.

    Students from the University of Minnesota, led by Suryanarayan Ramachandran, used computational fluid dynamics codes on Kestrel to design novel engines that use hydrogen for combustion. This project leveraged an Exascale Computing Project code called AMRex Combustion PeleC to perform first-of-its-kind high-fidelity three-dimensional simulations of explosive hydrogen reactions, called oblique detonation waves, to investigate how hydrogen combustion can be used for future hypersonic propulsion systems, advancing fuel technologies research to reduce fossil fuels.

    Tackling complex energy challenges requires powerful computational resources along with support to ensure the productive use of these resources. Students received help getting their accounts set up and running their workflows on Kestrel from the User Operations staff in the Computational Science Center at NREL. Providing students with access to Kestrel not only advances current research but also shapes the future of clean energy technologies by equipping students with advanced skills to lead in the field of energy innovation and research.

  • MIL-OSI USA: Lankford Visits Arizona Border, Receives Briefings from Border Patrol and ICE Officials

    OKLAHOMA CITY, OK – Senator James Lankford (R-OK) concluded a two-day trip to the US-Mexico border in Arizona last week, where he met with federal agents, toured border facilities, and received briefings on the escalating challenges of securing the southern border.

    During his visit, Lankford toured the Gwen Mikeal Village, a Department of Health and Human Services (HHS) facility that cares for unaccompanied minors who have crossed into the United States. He also received in-depth briefings at the Tucson Border Patrol headquarters and the Tucson CBP Air and Marine Operations headquarters, followed by a night tour with the Border Patrol Union. While on the tour, Lankford witnessed firsthand a gap in the border wall that is exploited by illegal border crossers. 

    The following day, Lankford toured the DeConcini port of entry, where he saw the process for the CBP One app. He then visited the Nogales Border Patrol Station and finished his visit with a briefing at the Tucson ICE facility with the Homeland Security Investigations to learn about the current state of interior enforcement.     “People from all over the world—including Russia and countries in Africa—are crossing our southern border illegally because they know they can get away with it,” said Lankford. “This isn’t just a border crisis; it’s a national security threat. Since the CBP One app doesn’t require photo ID verification, there’s no way to confirm the person filling out the information is who they say they are, which means we have no idea who is really coming into our country and that puts our communities at risk.”

    There also has been a surge of dangerous drugs like fentanyl and methamphetamines crossing the southern border, and Oklahoma communities are feeling the effects. Meth remains the top drug threat in the state.

    “When drug traffickers and illegal drugs slip through the cracks, families in Oklahoma suffer,” said Lankford. “Meth is responsible for more overdose deaths in our state than any other drug, and the increasing flow of it across the border is putting more lives in danger.”

    Senator Lankford has been an outspoken advocate for stronger border security measures. As a member of the Senate Homeland Security and Governmental Affairs Committee, Lankford will continue to fight to secure the border by pushing for stronger policies and ensuring that federal agencies have the resources and support they need to effectively protect America’s borders.

    WASHINGTON – Congressman David G. Valadao (CA-22) recently joined Congressman John Duarte (CA-13) to introduce the Valley Fever Awareness and Vaccine Development and Manufacturing Act. The legislation aims to address the pressing need for a human vaccine for Valley Fever by supporting the development, approval, licensing, and initial manufacturing of a vaccine.

    Alberta’s government is taking action to refocus the health care system so that every Albertan has access to a primary health care provider and timely, high-quality primary health care, no matter where they live.

    Alberta’s new primary care provincial health agency, Primary Care Alberta, will create a modern, more responsive and unified health care system that prioritizes patients, empowers front-line health care professionals and helps reduce pressures on the entire health system.

    The immediate priority of Primary Care Alberta is to ensure every Albertan has access to high-quality primary care services in all areas of the province, so all Albertans and their families are supported in their day-to-day health needs through every stage of life. The new primary care agency will focus on supporting integrated teams of family physicians, nurse practitioners and pharmacists to provide patients with the best care possible.

    “Standing up Primary Care Alberta is an important milestone in refocusing the health care system to put patients first and give our front-line experts the support they need to ensure Albertans are receiving the care they deserve.”

    Modernizing Alberta’s Primary Care System (MAPS)

    In 2022, the Modernizing Alberta’s Primary Care System (MAPS) initiative was launched to recommend ways to strengthen Alberta’s primary health care system. Alberta’s government undertook extensive engagement with its primary care providers and stakeholders to develop a guide to strengthen primary health care in Alberta. The MAPS final report recommended creating a single governance structure that supports an integrated team of health care professionals with data sharing within and across sectors.

    Improving the coordination and delivery of primary care was also something Alberta’s government heard during provincewide engagement sessions held earlier this year as part of efforts to engage with Albertans and health care professionals on how to refocus the health care system. This made-in-Alberta solution is the first of its kind to be established in a provincial health care system. The agency is a dedicated organization to support governance, oversight, delivery, operation and coordination, a significant step being taken to improve the quality of health care delivery in the province.

    Quick facts

    • The Provincial Health Agencies Act enables the transition from one regional health authority, Alberta Health Services (AHS), to an integrated system of four sector-based provincial health agencies: primary care, acute care, continuing care, and mental health and addiction.
    • The agencies will be responsible for delivering integrated health services, ensuring Albertans receive timely access to care regardless of where they live.
    • Some of Primary Care Alberta’s longer-term priorities include:
      • Engaging physicians and providing leadership opportunities to lead their peers through the change process.
      • Incentivizing care models that improve health outcomes and patient experience.
      • Providing tools to primary care providers, such as enhancing the current Find a Doctor website and e-Referral, that benefit both providers and patients.
      • Setting standards for primary care so Albertans have consistent services.
      • Funding primary care networks that bring practitioners together to implement provincial initiatives and address regional needs.
      • Developing chronic disease care models to reduce the burden of chronic disease on patients and the health care system.
    • More than 30,000 Albertans have had the opportunity to share their thoughts and ideas directly on the refocusing through in-person engagement sessions, online feedback forms and telephone townhalls.  
      • In addition to public engagement sessions, dedicated engagements were held with Indigenous communities, the francophone community and other key health partners.

    Province Recognizes Fire Prevention Week 2024 from Oct. 6 To 12

    As part of Fire Prevention Week 2024, which runs Oct. 6 to 12, Manitoba Municipal and Northern Relations is reminding all Manitobans of the importance of having working smoke alarms in their home.

    This year’s Fire Prevention Week theme, ‘Smoke alarms: Make them work for you!’ strives to educate everyone about the importance of having a working smoke alarm in the home. This year’s campaign is reminding everyone to install, test and replace smoke alarms and make sure smoke alarms meet the needs of all family members, including those with sensory needs or physical disabilities.

    According to the National Fire Protection Association, smoke alarms reduce the risk of dying in a home fire by more than half (54 per cent). Meanwhile, roughly three out of five fire deaths happen in homes with either no smoke alarms or no working smoke alarms.

    Best practices for smoke alarms in the home include:

    • install smoke alarms in each bedroom, outside each sleeping area and on each level of the home;
    • test smoke alarms once a month by pressing the test button;
    • replace smoke alarms when they are 10 years old or stop responding when tested;
    • make a home fire escape plan and practice your plan so you know what to do should a fire happen.

    The Manitoba government and Office of the Fire Commissioner, along with the Manitoba Firefighters’ Burn Fund and Manitoba Association of Fire Chiefs, invites kindergarten to Grade 4 students across the province to draw a fire escape plan of their home and submit it along with a contest entry form to be entered in the contest to mark Fire Prevention Week. For contest entry details and prizing, and to learn more about Fire Prevention Week activities across the province visit: http://www.manitoba.ca/firepreventionweek.

    As part of the ongoing commitment to enhance fire safety, the department has established a new fund of up to $1 million to support fire prevention and public education initiatives for Northern Affairs Communities, off-reserve Indigenous families and northern remote communities across Manitoba. Further information about this funding program will be announced in the coming months.

    Fire Prevention Week is held during the week surrounding Oct. 6 in Canada and the United States to commemorate the Great Chicago Fire in October 1871.

    The Manitoba government is moving forward on its commitment to determine the feasibility of relocating Winnipeg’s rail lines by selecting Lloyd Axworthy as study lead, Premier Wab Kinew announced today. 

    “Manitoba’s rail lines are an essential part of what makes our province a central, economic hub and it’s important we explore the best options for its location,” said Kinew. “Dr. Axworthy is the best person to guide this process. With his proven leadership and commitment to our province, I know he will bring together the concerns of residents, the business community and all levels of government to bear on this important issue. We know this will be a long-term project and our government looks forward to receiving the results of this study.” 

    “It’s a propitious time to study the important relationship of the railways to our city and develop an integrated plan that can centre Winnipeg as the location of a major transportation hub,” said Axworthy. “Addressing long-standing issues regarding safety, security and the cost-effective transit across railroad properties and the relocation of certain railway lands opens significant opportunities for development of needed housing, and open space will be a key aspect of this study.”  

    Budget 2024 included a $200,000 investment for this initiative. The study, which has been called for by years by experts and community leaders, will explore relocating rail lines and yards from Winnipeg including the Canada Pacific Railway Ltd. rail yards as well as other lines, noted the premier. 

    “After years without any progress on a feasibility study, I’m excited to work collaboratively with important stakeholders,” said Infrastructure and Transportation Minister Lisa Naylor. “This study will allow us to make informed decisions about how to best move forward and I look forward to seeing this important work continue.” 

    The study is expected to take two years and include interim reports before recommendations are released in the final report, noted the premier.

    Q3 bookings at €1.52 million, in line for 2024
    In Q3 2024, which is traditionally the weakest of the year, Sidetrade achieved bookings of €1.52 million in New Annual Contract Value (ACV), versus €2.49 million in the same period last year. As announced during the September 11 investor presentation, the expected slowdown in third-quarter bookings against a complex economic and political backdrop does not affect the Group’s positive outlook for the full 2024 fiscal year.

    In the first nine months of 2024, Sidetrade recorded €8.94 million for bookings in New Annual Contract Value (ACV), compared to €8.42 million year-over-year (+6%). Given the postponement of a number of new contracts in Q3 2024 – serving to bolster an already strong business pipeline for Q4 2024 – Sidetrade is expected to match or even exceed its historic bookings record on a full fiscal year basis, which was set in 2023 with €11.2 million achieved in new ACV terms.

    In Q3 2024, Sidetrade achieved revenue of €14.9 million, representing an increase of 33% and up 14% on a comparable scope basis (excluding the recent acquisition of SHS Viveon). This strong performance is attributable to several key factors.

    First, the robust momentum in revenue growth on a constant scope basis continues. As a reminder, in the first half of 2024, Sidetrade reported a 19% increase in its revenue with growth of 18% in revenue for SaaS subscriptions which was impacted by a 4% contribution from the CreditPoint Software business, consolidated as of July 2023. On a constant scope basis, growth in the Company’s revenue was therefore 15%, with a 14% increase in revenue for SaaS subscriptions. In line with this performance, Sidetrade (excluding SHS Viveon) sustained vigorous momentum over Q3 2024, posting a 14% increase in its total Company revenue and 15% revenue growth for SaaS subscriptions, driven by a record performance for half-year bookings.

    In addition, the consolidation of the SHS Viveon business – effective since July 1, 2024 – substantially contributed to this quarterly growth, delivering a positive impact of 19%. SHS Viveon generated revenue of €2.1 million in Q3 2024. Fully consolidated in the DACH region (Germany, Austria, Switzerland and eastern European countries), SHS Viveon’s business represents a new growth driver for Sidetrade, with this geography now accounting for 14% of the Company’s total revenue.

    On the back of SHS Viveon’s consolidation, international markets now represent 68% of the Group’s revenue. With more than 70% of its workforce based outside France, Sidetrade is strongly positioned to capitalize on an increasingly globalized market, while leveraging a strong local presence in its strategic markets.

    Lastly, North America delivered the strongest growth, with revenue up 30%, representing €4.1 million over the period. This market will continue to play a pivotal role in Sidetrade’s growth trajectory.

    Analysis of the Company’s customer profiles (including the consolidated SHS Viveon) is underpinned by brisk growth of 53% in subscriptions with multinational corporations generating €2.5 billion-plus revenue. These contracts now account for more than half (52%) of Sidetrade’s total subscriptions and are expected to remain an important growth driver in the quarters ahead. The acquisition of SHS Viveon has helped accelerate this momentum, thanks to the business’ established portfolio of key accounts.

    Registration completed in France’s public invoicing portal

    Under France’s reform of electronic invoicing, Sidetrade was recently registered as a Dematerialization Platform Partner by the country’s Public Finance Department.

    While acknowledging that this initiative marks a step forward, Sidetrade does not regard it as providing a competitive advantage to its solutions and the Company is continuing to assess all options consistent with its targets for strategic development, both in France and internationally.

    Sidetrade rises to the Top 15% on EcoVadis

    Sidetrade recently secured a new Silver medal from EcoVadis, ranking among the top 15% of companies rated within its industry. This award recognizes the Group’s social and environmental performance.

    Milton, Ontario, October 15, 2024 — The Crawford Lake Visitor Centre is becoming more energy efficient after a federal investment of over $2.3 million.

    Today, MP Adam Van Koeverden, the Honourable Anita Anand, President of the Treasury Board and Minister of Transport, and Chandra Sharma, Conservation Halton’s President and CEO, announced the investment through the Green and Inclusive Community Buildings (GICB) program.

    In 2023, Crawford Lake was identified as an important site for studying the Anthropocene, a concept that identifies human activity as the dominant force changing the planet’s natural systems. The lake’s remarkable sediment record and location within a protected area have helped researchers discover the extent of our impact on the environment. Combining the natural and human histories of this site, the visitor centre serves as a community space and home for Indigenous art, artifacts, and educational resources.

    This project will include the replacement of windows, doors, and insulation. Upgrades to the HVAC systems will help to decrease the centre’s energy requirements and improve climate control to preserve and protect its artifacts. Finally, the funding will also help expand the facility with a new entrance space that will contain an accessible elevator. Overall, these upgrades will help the centre reduce operating costs and lower carbon emissions.

    • The federal government is investing $2,390,960 in this project through the Green and Inclusive Community Buildings (GICB) program and Conservation Halton is contributing $5,099,040.

    • The GICB program was created in support of Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy. It is supporting the Plan’s first pillar by reducing greenhouse gas emissions, increasing energy efficiency, and helping develop higher resilience to climate change. 

    • The program launched in 2021 with an initial investment of $1.5 billion over five years towards green and accessible retrofits, repairs or upgrades. 

    • Budget 2024 announced an additional $500 million to support more projects through GICB until 2029.

    • At least 10% of funding is allocated to projects serving First Nations, Inuit, and Métis communities, including Indigenous populations in urban centres.

    • The GICB program is now accepting applications for:

      • Small and medium retrofit projects with eligible costs ranging from $100,000 to $2,999,999.
      • Large retrofit projects, ranging from $3 million to $25 million in eligible costs, to upgrade existing community buildings or to create new, energy-efficient buildings.
      • Both intake streams will close on October 16, 2024 at 15:00 Eastern Time.
