    ALBUQUERQUE—Congresswoman Melanie Stansbury (NM-01) led a letter urging House Speaker Mike Johnson (LA-04) to bring the U.S. House of Representatives back into session to approve necessary funding for the Federal Emergency Management Agency (FEMA) and the Small Business Administration (SBA) to fulfill their Hurricane Helene and Milton relief missions. Recent legislation has provided initial relief funds but falls critically short of what will be necessary to address the scale of destruction and the recovery needs for Fiscal Year 2025. From Milton and Helene, to wildfires and flooding at home in New Mexico, replenishment of federal disaster funds is critically needed. 

    61 Members of Congress signed the letter.  

    “I want to send everyone who is in the path of Hurricane Milton my prayers,” Congresswoman Stansbury said. “This is a difficult time, especially as Hurricane Helene made landfall just a few days ago. In New Mexico, our communities experienced a catastrophic fire and flooding in Lincoln and Otero counties and are still recovering. But beyond that, we need to make sure that all families and all communities across the United States can access necessary disaster relief funds. That’s why I co-led this letter. We must do the work to ensure our communities are safe.”

Our communities cannot wait, and we must act swiftly to provide them with the assurance that their government will stand by them.”

    We write to you amidst a season marked by unprecedented natural disasters and increasingly severe weather events that have left communities across our nation in dire need of additional and comprehensive disaster relief funding. 

    Recent legislation has provided initial relief funds, yet these provisions fall critically short of what will be necessary to address the scale of destruction and the recovery needs for Fiscal Year 2025. We, therefore, urge you to immediately reconvene the US House of Representatives so that it can pass robust disaster relief funding.  

    The funds previously allocated were a necessary first step, allowing for an initial response to the immediate aftermath of these disasters. However, as recovery efforts continue, it is abundantly clear that these funds will not suffice. 

    Furthermore, the frequency and intensity of these extreme weather events are a clarion call for proactive measures. The Federal Emergency Management Agency (FEMA) must be equipped not only to respond to current disasters but also to adequately prepare for future events. This requires substantial funding that ensures FEMA can maintain a state of readiness and provide immediate assistance when disasters strike. Additionally, the Small Business Administration disaster relief loan program must be replenished as soon as possible to help business owners rebuild their enterprises and communities. 

    As representatives of the American people, it is our duty to ensure that every community has the resources to recover and rebuild in the wake of devastation. This is not merely a matter of policy but a profound obligation to the citizens we serve, who depend on their government for support in their most critical times of need. 

    Therefore, we strongly urge you to bring the US House of Representatives back into session to approve the necessary funding that will empower FEMA and the SBA to fulfill their disaster relief missions.   • MIL-OSI Canada: Government of Canada Passes Legislation for a First Phase of National Universal Pharmacare

    Today, the Pharmacare Act received Royal Assent and immediately came into force. The Minister of Health will continue working with provinces and territories to reach bilateral agreements to provide universal, single-payer, first-dollar access to a range of contraception and diabetes medications.

    Everyone in Canada deserves access to the medications they need, regardless of where they live or their ability to pay. Canadians should not have to choose between purchasing the medications that keep them healthy and putting food on the table.

    Today, the Pharmacare Act received Royal Assent and immediately came into force. The Minister of Health will continue working with provinces and territories to reach bilateral agreements to provide universal, single-payer, first-dollar access to a range of contraception and diabetes medications as the first phase of a national universal pharmacare program. These agreements will support reproductive freedom by providing up to nine million women and gender diverse people in Canada free access to contraception. Additionally, the 3.7 million people in Canada living with diabetes will have universal access to a suite of medications that reduce the risk of serious health complications and improve quality of life.

    The Act also requires that Canada’s Drug Agency develop a list of essential drugs and related products to inform the development of a national formulary, a national bulk purchasing strategy to help further reduce drug prices, and a pan-Canadian strategy on the appropriate use of prescription medications. The Government of Canada will consult with provinces, territories, Indigenous Peoples, and other partners and stakeholders about the path forward to improve the accessibility, affordability, and appropriate use of pharmaceutical products. The Act also requires that a committee of experts be established within thirty days to make recommendations on the operation and financing of national, universal, single-payer pharmacare in Canada. 

    Passing the Pharmacare Act is a crucial step forward to improve health equity, affordability, and outcomes, and will result in long-term savings to the health care system. The government is determined to work towards a plan where Canadians can obtain their medication as prescribed, regardless of where they live or if they can afford it. 

    • Many Canadians have no insurance for prescription medication or are under-insured. In 2021, Statistics Canada found that one in five adults in Canada did not have the insurance they needed to cover their medication costs.

    • On February 29, 2024, the Government of Canada introduced Bill C-64, An Act respecting pharmacare (Pharmacare Act).

    • In addition to providing access to a number of contraception and diabetes medications, the Act will also establish a fund for diabetes devices and supplies to help Canadians manage and monitor their diabetes and administer their medication. 

    • On December 18, 2023, the Government of Canada announced the creation of Canada’s Drug Agency with an investment of over $89.5 million over 5 years, starting in 2024-25. The Agency will help Canadians achieve better health outcomes by providing the dedicated leadership and coordination needed to make Canada’s drug system more sustainable and better prepared for the future. 

    • On March 22, 2023, the Government of Canada announced measures in support of the first-ever National Strategy for Drugs for Rare Diseases, with an investment of up to $1.5 billion over three years to help increase access to, and the affordability of, effective drugs for rare diseases. Bill C-64 commits to a model for long-term funding through bilateral agreements with provinces and territories, beginning with funding for the National Strategy for Drugs for Rare Diseases.

    • In August 2021, the Governments of Canada and Prince Edward Island (PEI) announced the Improving Affordable Access to Prescriptions Drugs Program that provides federal funding to PEI to improve access to prescription drugs and make them more affordable for Island residents. Since then, PEI residents have saved over $2 million in out-of-pocket costs on more than 230,000 prescriptions under PEI’s $5 copay program, which was launched in June 2023 and reduced copays for almost 60% of medications regularly used by Island residents.

    Today, Governor Roy Cooper traveled to Marshall in Madison County on Thursday morning where he was joined by Mayor Aaron Haynie as well as FEMA and state officials to survey storm damage. Following this visit, the Governor joined EPA Administrator Michael Regan to assess water infrastructure damage and discuss federal support to rebuild water systems in Western North Carolina.

    “Today I traveled to Marshall and the Madison County Emergency Operations Center, met with residents, first responders, soldiers and business owners and again saw how they are working together with local, state and federal officials to recover and rebuild,” said Governor Cooper. “I also surveyed sites with EPA Administrator Michael Regan where work is happening to restore clean drinking water and we discussed streams for federal funds that are needed to build back these systems stronger than ever. We’ll continue our unprecedented response with our federal, state, local and non-profit partners to surge resources where they’re needed in Western North Carolina.”

    In Marshall, the Governor was joined by FEMA Region 4 Administrator Robert Samaan, NCDPS Secretary Eddie Buffaloe, NCDOT Secretary Joey Hopkins and NCDEQ Secretary Mary Penny Kelley. During the Governor’s travels to Haywood and Buncombe counties with Administrator Regan, he visited an EPA mobile command center that provides a space for first responders and scientists to direct field activities, a mobile drinking water lab that is designed to help local and state governments lift boil water advisories and the North Fork Water Treatment Plant to review operations in the wake of the storm.

    Goods and services continue to flow into impacted communities through state, federal and local partners. The North Carolina National Guard and the Joint Task Force- North Carolina have assisted thousands of people who needed rescue, evacuation and other assistance.

    North Carolina National Guard and Military Response

    More than 3,500 Soldiers and Airmen are now working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to the citizens in western North Carolina.

    National Guard and military personnel are operating 29 aviation assets and more than 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through a website launched on Saturday.

    FEMA Assistance

    More than $70 million in FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 143,000 people have registered for Individual Assistance. Approximately 1,250 households are now housed in hotels through FEMA’s Transitional Sheltering Assistance. Federal partners have delivered approximately 10 million liters of water and approximately 7.8 million meals in North Carolina to support both responders and people living in the affected communities.

    1,000+ FEMA staff are in the state to help with the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,400 responders from 36 state and local agencies have performed 125 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. More than 20,000 hot meals a day are being prepared and served by mobile kitchens. Food, water and commodity points of distribution are open throughout western North Carolina.     Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state. NC 211 also has a registry page for missing persons and welfare check requests.

    Shelters

    A total of 16 shelters are open in Western North Carolina serving 695 people and 95 pets.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, approximately 90,000 customers remain without power as of Tuesday, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Travel remains dangerous, with hundreds of roads closed. Many of these roads are primary routes connecting the region. As connectivity and reporting measures improve, these number may increase.

    NCDOT is asking people to avoid unnecessary travel to or in Western North Carolina. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT currently has approximately 2,100 employees and 1,100 pieces of equipment working on approximately 6,000 damaged road sites.

    Fatalities

    Ninety-one storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

    Due to dangerous road conditions and the need to maintain open routes for emergency operations, travel to Western North Carolina is strongly discouraged. Instead, consider the following options for donations and volunteer opportunities:

    TELLER COUNTY – Governor Polis released the following statement on the death of an individual at the Mollie Kathleen Mine.

    “I am saddened to learn of the loss of a life in this tragic accident and my heart goes out to the family and loved ones during this difficult time. While we are still gathering information, the State of Colorado is doing everything in our power to support local authorities and ensure the safe rescue of those who are still in the mine. I have been in close contact with local authorities and continue to monitor the situation closely as we direct state resources to support the swift and safe resolution of this unfortunate event,” said Governor Jared Polis.

    The state has personnel on site and more en route to assess the situation and provide on-the-ground support to local authorities. Specifically, the state has a Field Manager from the Division of Homeland Security and Emergency Management on the scene, the State Emergency Operations Center is activated and supporting resource requests, a mine rescue team from the Department of Natural Resources is en route, and the Department of Labor and Employment has a conveyances inspector en route. Department of Natural Resources Executive Director Dan Gibbs is also en route to the site.

    Governor Kathy Hochul today announced the winners of the tenth annual 43North Finals, New York State’s $5 million startup competition held in Buffalo, in which five innovative startup companies were each awarded a $1 million investment and the opportunity to grow their business in Buffalo. This year’s applicant pool spanned 36 countries and five continents, eventually narrowing to eight finalists who traveled to Buffalo to pitch their business to a panel of esteemed judges and a captive audience at Shea’s Performing Arts Center.

    “New York remains steadfast in its commitment to fostering the growth of innovative and forward-thinking startups, and our 43North competition is a key part of the State’s efforts to drive revolutionary solutions to today’s challenges,” Governor Hochul said. “I was pleased to present the awards and to congratulate our five dynamic winners who will bring their transformative businesses to Western New York, creating jobs, attracting capital, and investing in our community.   • MIL-OSI USA: FACT SHEET: Biden-⁠ Harris Administration Supports Life-Saving and Life-Sustaining Response Efforts following Hurricane  Milton

    Before Hurricane Milton made landfall, the Federal government pre-staged personnel and resources to ensure a robust and immediate response effort could begin once the storm passed. Following Hurricane Milton’s impact on Florida, the Biden-Harris Administration is working alongside State and local officials to carry out life-saving response efforts. As conditions on the ground begin to improve, first responders have begun assessing damage and assisting communities. The top response priorities include search and rescue, power restoration, route clearance, and debris clean-up.
    President Biden and Vice President Harris have been regularly briefed about the initial impacts of Hurricane Milton, as well as the Federal government’s ongoing support to State and local officials for their rescue and response efforts. This morning, President Biden spoke to Governor Ron DeSantis and FEMA Administrator Deanne Criswell about the initial impacts of Hurricane Milton. The President reiterated that he will provide any Federal support the State needs to speed response and recovery.
    President Biden directed FEMA to immediately open disaster recovery centers across the impacted communities so there are one-stop-shops for residents to learn about all the Federal support that is available to them and apply for assistance in person.
    Additionally, the Department of Transportation’s Federal Aviation Administration authorized Florida Power and Light to fly large drones to quickly assess the damage to the power grid, so ground crews can restore power more quickly.
    The President directed Coast Guard and U.S. Army Corps of Engineers to assess how fast they can re-open the Port of Tampa to get fuel, food, water, and basic goods flowing into the area again.
    More than 50,000 workers from 42 states, the District of Columbia, and Canada already are dedicated to the power restoration efforts, beginning that work as soon as it was safe to do so. Additionally, three U.S. Army Corps of Engineers Temporary Power teams are staged in the region to provide temporary power to critical facilities, such as hospitals.
    FEMA Administrator Deanne Criswell has been on the ground in Florida since last night, and today she surveyed the damage alongside her State and local counterparts. She will continue working closely with them to determine any unmet needs. She is joined on the ground by more than 1,000 Federal responders.
    Since last night, the President has spoken with numerous Florida officials, including: Senator Rick Scott; Representatives Gus Bilirakis, Kathy Castor, and Anna Paulina Luna; Gainesville Mayor Harvey Ward; Fort Myers Mayor Kevin Anderson; Orange County Mayor Jerry Demings; Orlando Mayor Buddy Dyer; Pasco County Chair Ron Oakley; and Sarasota Mayor Liz Alpert. The President told each of them to call him directly if they need additional assistance on rescue, response, and recovery efforts. The President also emphasized that he will be with them and their communities before, during, and after the storm. The Vice President has also spoken to officials from impacted areas.
    These urgent efforts are in addition to the expansive Federal response and recovery efforts underway across the Southeast and Appalachia following Hurricane Helene.

    (Laconia, NH) – Today, U.S. Senator Jeanne Shaheen (D-NH), a senior member of the U.S. Senate Appropriations Committee, continued her “Invest in NH Tour” with a visit to Lakes Region Community College (LRCC) to learn more about its paramedic certificate program. The “Invest in NH” tour highlights the important funding opportunities Shaheen has secured for New Hampshire. In the fiscal year (FY) 2023 government funding bill that was signed into law, Shaheen secured more than $111 million for New Hampshire-specific projects. Photos from the event can be found here.
    “Paramedic certificate programs, like the one established at Lakes Region Community College, are critical to addressing the shortage of emergency medical personnel and first responders in New Hampshire and saving lives,” said Senator Shaheen. “I was proud to secure funding that is helping the program provide essential, life-saving training while also setting students of up for life-long, successful, careers as first responders.”
    Shaheen secured a $580,000 award for Lakes Region Community College to establish a new Paramedic training and certification program in the Fiscal Year (FY) 2023 government funding bill through the congressionally directed spending (CDS) process. The funding is being used to offset tuition costs for students and to address instructional costs for the program. Recognizing the barriers facing potential students, LRCC has designed a 12-month program with flexible and convenient schedules for working firefighters and EMTs.  
    Through her role on the U.S. Senate Appropriations Committee, Shaheen has routinely fought to provide funding for New Hampshire’s community colleges and professional training programs. In April, Shaheen toured the Hannah Grimes Center for Entrepreneurship to discuss rural entrepreneurship after securing $528,000 in Congressionally Directed Spending to support the center. Last fall, Shaheen visited Nashua Community College (NCC) to learn about its new Aviation Technology Center. She secured funding to support the purchase of updated training aids and equipment for the Center.
    Shaheen has led efforts to address the shortage of emergency medical professionals and first responders throughout New Hampshire. In August, Shaheen joined New Hampshire’s Congressional delegation to announce more than $2.9 Million in Assistance to Firefighters Grants (AFG) to Support Granite State Firefighters.

    ALBUQUERQUE, N.M. – U.S. Senator Martin Heinrich (D-N.M.), Chairman of the U.S. Joint Economic Committee, joined Albuquerque Mayor Tim Keller, community leaders, and small business owners to unveil a new, larger office space for the New Mexico Minority Business Development Center (Business Center) as part of a new Business Resource Center that will also house the City of Albuquerque’s Small Business Office.
    Heinrich wrote the legislative provision that established and funded the New Mexico Business Center in 2020, securing more than $2.5 million in federal resources through the U.S. Department of Commerce’s Minority Business Development Agency for its staffing and programming.

    Background:
    The federal Minority Business Development Agency’s (MBDA) mission is to promote the growth and global competitiveness of Minority Business Enterprises (MBE) in order to unlock the country’s full economic potential. The MBDA supports a national network of Business Centers and technical assistance programs that help entrepreneurs and small business owners overcome obstacles and grow their businesses.
    In 2018, New Mexico’s previous Minority Business Development Center closed. In 2020, Heinrich authored report language in Fiscal Year (FY) 2021 Appropriations Bills that required the U.S. Commerce Department’s Minority Business Development Agency to re-open a new Business Center in New Mexico. 
    Heinrich then worked closely with the City of Albuquerque and the Albuquerque Hispano Chamber of Commerce to secure an initial $300,000 in federal funding to help establish the new Business Center, along with delivering $1.875 million in federal funding to support the first five years of its operations. 
    In subsequent funding cycles, Heinrich has secured additional federal resources to expand the staffing and services offered by the Minority Business Development Agency in New Mexico. 
    In the FY2023 Appropriations Bills, Heinrich secured $200,000 in Congressionally Directed Spending (CDS) to help the Business Center hire two more business advisors based in Las Cruces and expand the reach of their services throughout New Mexico. 
    In the FY2024 Appropriations Bills, Heinrich secured an additional $200,000 CDS to help the Business Center launch a new technical assistance project that will provide professional business development services to support and promote the growth and success of minority-owned businesses across the state. 
    Earlier this year, Heinrich included $300,000 in Congressionally Directed Spending within the FY2025 Financial Services and General Government Appropriations Bill, which advanced out of the Senate Appropriations Committee in August, to help the Business Center create a Food and Beverage “New to Export” Cohort that will provide comprehensive support to business enterprises looking to export their products.
    Heinrich recently welcomed the opening of a new Minority Business Development Centerin Las Cruces, thanks to the federal funding he secured in the FY2023 Appropriations Bills, and an additional $183,000 award from the MBDA and $20,000 from the City of Albuquerque to open a new Rural Minority Business Development Center in Las Vegas.

    Chinese Foreign Minister Wang Yi held talks with Colombian Minister of Foreign Affairs Luis Gilberto Murillo in Beijing on Thursday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, noted that the two sides announced the establishment of a strategic partnership between China and Colombia last October, leading bilateral relations into a new stage of development. China is willing to strengthen strategic alignment with Colombia and welcomes the country to join the Belt and Road Initiative (BRI) at an early date, he said.

    Murillo said that Colombia is committed to fully implementing the important strategic consensus reached by the two heads of state, and to deepening cooperation in various fields. Colombia attaches great importance to and is willing to participate actively in the joint construction of the BRI, he added.

    Wang stressed that Taiwan is an integral part of China’s territory, and that the Taiwan question is a legacy of the Chinese civil war that will eventually be resolved in full with the complete reunification of the country. China appreciates Colombia’s long-standing adherence to the one-China principle and is willing to continue the mutual support between the two countries in safeguarding their core interests, he said.

    Murillo emphasized that Taiwan is a component of China’s territory, and that Colombia will continue to adhere firmly to the one-China principle and support China’s just position on the issue.

    WASHINGTON—United States Senator Bill Hagerty (R-TN), a member of the Senate Banking Committee, today released a discussion draft of legislation that establishes a clear regulatory framework for the regulation and supervision of stablecoin issuers.
    “Stablecoins have the potential not only to enhance transactions and payment systems, but also to help create new demand for U.S. Treasuries as we work to address our unsustainable deficit,” said Senator Hagerty. “For too long, these benefits and the broader promise of stablecoins have been hindered by the lack of clear regulations. My draft legislation provides much-needed clarity, putting in place the legal framework necessary to unlock this technology’s full potential for the benefit of Americans.”
    Senator Hagerty’s discussion draft builds upon the Clarity for Payment Stablecoins Act, introduced by House Financial Services Committee Chairman Patrick McHenry. Senator Hagerty’s bill exempts issuers of less than $10 billion in total stablecoin from federal regulation, allowing them to remain under the oversight of state regulators. Issuers exceeding the $10 billion threshold may seek a waiver from their applicable federal regulator to stay under state regulation. Additionally, the legislation designates the Federal Reserve as the supervisor of issuers that are depository institutions and makes the Office of the Comptroller of the Currency the supervisor of federally qualified nonbank issuers.
    These key provisions and other technical modifications strengthen the state pathway to stablecoin issuance, establishing a tailored regulatory regime that most effectively facilitates innovation and protects consumers.

  • MIL-OSI USA: Following Rosen Efforts, Nevada to Receive More Than $1 Million to Support Sagebrush Habitats

    LAS VEGAS, NV – U.S. Senator Jacky Rosen (D-NV) announced that she helped secure more than $1 million in federal funding to protect and restore sagebrush habitats across Nevada, which will reduce wildfire risk and support regional outdoor recreation economies. This comes from the Bipartisan Infrastructure Law, which Senator Rosen helped write and pass. It also follows Senator Rosen’s bipartisan push to allocate significant funding from the law toward sagebrush ecosystem restoration in the American West.
    “For Western states like Nevada, sagebrush ecosystem restoration is critical for mitigating wildfire risk and safeguarding biodiversity,” said Senator Rosen. “I pushed for funding to support sagebrush habitats, and I’m thrilled to announce more than a million in funding to do just that. This funding will help reduce the risk of wildfires, protect critical habitats, and preserve our public lands.”
    Senator Rosen has been a champion for Nevada’s public lands. As part of the Great American Outdoors Act, she secured permanent funding for the Land and Water Conservation Fund (LWCF). Last year, Senator Rosen led a bipartisan letter that successfully secured millions of dollars for Nevada through the Bipartisan Infrastructure Law to support sagebrush and other western ecosystem restoration. Earlier this year, the bipartisan Fire Ready Nation Act that Senator Rosen backed advanced out of committee to improve and support wildfire and smoke related readiness and response.

    We, the Member States of the Association of Southeast Asian Nations (ASEAN) and Canada gathered in Vientiane, Lao Peoples’ Democratic Republic on 10 October 2024, at the ASEAN-Canada Special Summit on Enhancing ASEAN Connectivity and Resilience, in support of the priorities of the Lao PDR’s ASEAN Chairmanship in 2024; 

    Recalling the establishment of an ASEAN-Canada Strategic Partnership on 6 September 2023 and REAFFIRMING our shared commitment to jointly address new challenges, including through cooperation in ASEAN-led mechanisms, such as the ASEAN Regional Forum (ARF); 

    Emphasising the importance of adhering to key principles, shared values and norms enshrined in the Charter of the United Nations (UN), the ASEAN Charter, the Treaty of Amity and Cooperation in Southeast Asia (TAC), and the 1982 United Nations Convention on the Law of the Sea (UNCLOS); 

    Recognising the long history of cooperation between ASEAN and Canada since the establishment of Dialogue Relations in 1977; 

    Noting that both the ASEAN Outlook on the Indo-Pacific (AOIP) and Canada’s Indo-Pacific Strategy share relevant fundamental principles in promoting an ASEAN-centred, open, inclusive, transparent, resilient, and rules-based regional architecture that upholds international law; 

    Acknowledging Canada’s support for ASEAN Centrality in the evolving regional architecture, which underscores Canada’s commitment to regional peace, security and prosperity and to ASEAN integration and ASEAN Community-building process; 

    Supporting this year’s ASEAN Chairmanship theme of “ASEAN: Enhancing Connectivity and Resilience”; 

    Noting that Canada, as G7 president in 2025, is keenly interested in ensuring that its presidency is informed by the views of ASEAN Member States; 

    We hereby declare our intention to:

    1. Expand collaboration through the ASEAN-Canada Strategic Partnership which will include a special focus in 2024-2025 on ASEAN-Canada digital cooperation, and an expanded Canadian commercial engagement in the ASEAN region. 
    2. Build on the Plan of Action to Implement the Joint Declaration on ASEAN-Canada Enhanced Partnership (2021-2025) and support the ASEAN Community Vision 2025, ASEAN Community Vision 2045 and its Strategic Plans as well as the implementation of the AOIP.

    Connectivity 

    Cooperation on Transforming for the Digital Future 

    1. Strengthen digital cooperation between ASEAN and Canada, noting Canada’s interest in becoming a Dialogue/Development Partner of the ADGSOM. 

    Cooperation on Integrating and Connecting Economies 

    1. Strengthen economic ties by increasing ASEAN-Canada trade and investment, including through Team Canada Trade Missions to the ASEAN region. 
    2. Promote greater regional economic integration, development, and resilience, including through the timely conclusion of an ASEAN-Canada Free Trade Agreement (ACAFTA) and underscore our shared commitment to a rules-based multilateral trading system; and achieve fair, open and free markets, as well as sustainable and inclusive economic growth and development. 
    3. Welcome the establishment of the Export Development Canada office in Jakarta, and planned expansion to other countries in Southeast Asia, striving to support Canadian companies doing business in Indonesia and other ASEAN markets through direct financing to Canadian exporters and investors and support local buyers involved in projects with Canadian content. 
    4. Welcome the establishment of FinDev Canada’s office in Singapore, which will accelerate the deployment of the corporation’s equity, financing, blended financing and technical assistance solutions in the region, enabling sustainable development and inclusive growth through the private sector. 

    Resilience 

    Environmental Cooperation 

    1. Support ASEAN’s objectives to enhance sustainable development, including strengthening resilience against climate risks, extreme floods and droughts, including through relevant ASEAN regional mechanisms, ASEAN centres, and institutions. 
    2. Advance ocean management initiatives in the region, in line with the ASEAN-Canada Plan of Action, including by supporting ocean and climate scientific research, promoting biodiversity protection and conservation initiatives, and monitoring and enforcement capacity. 

    Food Security 

    1. Advance technical cooperation by sharing best practices and capacity building in research and development on agricultural product and agri-food innovation in the agricultural sector to support long-term, reliable trade relationships and a stronger supply chain as outlined in the ASEAN-Canada Joint Leaders’ Statement on Strengthening Food Security and Nutrition in Response to Crises. 
    2. Welcome the establishment of Canada’s first Indo-Pacific Agriculture and Agri-Food Office in Manila which aims to strengthen ASEAN-Canada cooperation on food security and promote mutual trade objectives in the agriculture sector. 
    3. Explore possible cooperation to promote responsible fishing practices and to combat illegal, unreported and unregulated (IUU) fishing. 

    Cooperation on ASEAN Centrality 

    1. Promote maritime security and safety, freedom of navigation and overflight, unimpeded commerce, mutual trust and confidence, the exercise of self-restraint, the non-use of force or the threat to use force, and the resolution of disputes by peaceful means, in accordance with universally recognised principles of international law, including the 1982 UNCLOS, the relevant Standards and Recommended Practices of the International Civil Aviation Organisation, and the relevant instruments and conventions of the International Maritime Organisation. 
    2. Enhance cooperation in maintaining peace, security and stability, and addressing traditional and non-traditional security challenges in the region, including maritime security; transnational crime such as trafficking in persons, people smuggling, illicit precursor and drug trafficking; non-proliferation and disarmament; cyber security and cybercrime; international terrorism and violent extremism, with support from Canada’s capacity building efforts, including through the Anti-Crime and Counter-Terrorism Capacity Building Programs, and in alignment with the ASEAN Regional Forum and the ASEAN Senior Officials Meeting on Transnational Crime. 

    Cooperation on Women’s Empowerment and the Women, Peace and Security Agenda (WPS) 

    1. Commit to strengthen efforts in advancing the Women, Peace and Security (WPS) agenda globally, including through sharing of information and best practices, enhancing security related cooperation in the context of WPS within the ASEAN-led mechanisms, launching of a regional WPS initiative; advancing the Elsie Initiative for Women in Peace Operations and regionally, the ‘Empowering Women for Sustainable Peace’ initiative and cooperation with UN Women involving CAD8.5 million to support ASEAN-led efforts to advance the WPS agenda in ASEAN including support for the implementation and localisation of the ASEAN Regional Plan of Action on WPS. 

    Cooperation on Health Security Initiatives 

    1. Further promote health security and health system resilience through ongoing support for the ASEAN-Canada Mitigation of Biological Threats (MBT) in the ASEAN Region Program, including supporting the development and operationalisation of the ASEAN Leaders’ Declaration on Biosafety and Biosecurity and the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) and other collaboration to enhance regional preparedness and response to future health crisis. 
    2. Further strengthen collaboration through the ASEAN-Canada MBT in the ASEAN Region Program to enhance capacities to prevent, detect and respond to all manner of biological threats, whether natural, accidental or deliberate in origin. 

    Cooperation on Disaster Management 

    1. Enhance cooperation between ASEAN and Canada to support the implementation of ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme (2021-2025) and the next AADMER Work Programme, as well as strengthen collaboration with the ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre). 

    Cross-Cutting Issues 

    1. Commit to consolidate the ASEAN-Canada partnership and strategic engagement through more frequent and meaningful dialogues at various levels. We welcome Canada’s support for ASEAN-led mechanisms and note its interest in joining the East Asia Summit (EAS) and the ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus), subject to these mechanisms’ respective enlargement processes. 
    2. Strengthen Canada’s support for ASEAN’s increased engagement with international and multilateral fora, including the UN, the Organisation for Economic Co-operation and Development (OECD), the Asia-Pacific Economic Cooperation (APEC) and G20, and in Canada’s role as G7 president in 2025 to explore synergies and collaboration with ASEAN as it adopts the ASEAN Community Vision 2045 and its Strategic Plans. 
    3. Support ASEAN’s efforts in narrowing the development gaps, including through the implementation of the Initiative for ASEAN Integration (IAI) Work Plan IV (2021-2025) and its successor documents as well as sub-regional frameworks in the ASEAN region, which would contribute to promoting sustainable and equitable development and inclusive growth across the ASEAN Community by aligning sub-regional growth with the comprehensive development of ASEAN. 
    4. Recognise the importance of further enhancing regional connectivity, including through support for the implementation of the Master Plan on ASEAN Connectivity (MPAC) 2025 and its successor document and the ASEAN Connectivity Post-2025 Agenda, as well as promoting links and synergies with other relevant connectivity initiatives through ASEAN’s Connecting the Connectivities approach. 
    5. As we adopt this Joint Statement, we task our relevant officials to implement the above initiatives to complement the programmes and goals identified in the Plan of Action to Implement the Joint Declaration on ASEAN-Canada Enhanced Partnership (2021-2025) as well as the Joint Leaders’ Statement on ASEAN-Canada Strategic Partnership, based on mutual respect, mutual trust and mutual benefit. We reaffirm our commitment to our relationship, as ASEAN and Canada commence negotiations of the next iteration of the ASEAN-Canada Plan of Action (2026 – 2030).

    GENEVA, Oct. 10 — A resolution marking the 30th anniversary of the Beijing Declaration and Platform for Action was adopted by consensus on Wednesday during the 57th session of the United Nations Human Rights Council.

    Chen Xu, China’s permanent representative to the UN Office in Geneva and other international organizations in Switzerland, introduced the draft resolution. It was co-submitted by China, Denmark, France, Kenya, and Mexico, and received widespread support, with 112 countries backing the initiative as co-sponsors.

    Chen noted that the Fourth World Conference on Women in Beijing adopted the Beijing Declaration and Platform for Action, marking a historic milestone in the development of women’s rights globally.

    While acknowledging the significant progress in women’s social status over the past three decades, Chen emphasized that challenges remain in fully realizing the goals of the Beijing Declaration and Platform for Action. The resolution aims to revitalize the declaration’s spirit, reflecting the shared ambition to accelerate gender equality and strengthen international cooperation in tackling these persistent challenges.

    During the adoption of the resolution, representatives from countries including France, Finland, Gambia, Sudan, the Dominican Republic, Chile, Argentina, and Japan affirmed that the declaration’s spirit continues to guide global efforts to promote and protect women’s rights.

    China has also proposed convening a Global Leaders’ Meeting on Gender Equality and Women’s Empowerment in 2025, marking the 30th anniversary of the Fourth World Conference on Women.

  • MIL-OSI USA: Ernst, Grassley Call for Hamas-Linked Campus Orgs to Register as Foreign Agents

    WASHINGTON – U.S. Senator Joni Ernst (R-Iowa) joined U.S. Senator Chuck Grassley (R-Iowa) in raising concerns that Hamas-linked entities on college campuses may be noncompliant with the Foreign Agents Registration Act (FARA) as they seek to shape U.S. public opinion and policy outcomes. 
    In the face of this national security threat, they are calling on the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) to look into the role of National Students for Justice in Palestine (NSJP) – which received backing from an organization whose associated entities the U.S. government has implicated for financing Hamas – and the hundreds of Students for Justice in Palestine (SJP) chapters NSJP claims to support across the U.S. 
    “It is incumbent upon all of us [to] crack down on hidden foreign influence. […] The introduction of hostile foreign adversaries into domestic political discussion is especially of issue when it is fueling an alarming rise in antisemitism and anti-Israel sentiment. The public reporting appears to indicate that NSJP and related chapters may fit into the FARA definition of ‘publicity agent,’ at minimum, and its conduct, among other activity, may constitute a public relations effort designed to impact U.S. public opinion in favor of a foreign principal, which would meet FARA’s definition of political activities,” the senators wrote.
    “Taken as a whole, these actions require further investigation from DOJ and FBI to fully determine whether NSJP and SJP chapters should register as foreign agents under FARA and the extent of Hamas and Iran’s potential involvement,” the senators continued.
    In the letter, the senators cite numerous examples that signal NSJP and SJP chapters may have an obligation to register as foreign agents under FARA.
    Additionally, the lawmakers are demanding answers to what actions DOJ has taken to assess whether NSJP and SJP chapters should register under FARA, if DOJ has assessed whether NSJP has committed violations under FARA-related statutes, and if any SJP chapter ever requested an opinion in relation to work done on behalf of a foreign entities.

    Background:
    Ernst led her colleagues in demanding the Department of Education uphold its legal obligations to ensure Jewish and Israeli students are not subjected to discrimination. She also sponsored the Stop Antisemitism on College Campuses Act to cut federal funding for any college or university that allows antisemitic events to occur on their campus.
    As cases of antisemitism on campuses started to increase, Ernst introduced the Students’ Bill of Rights to protect the First Amendment rights of students and stem discrimination at its source.
    She also joined her colleagues in calling on the Biden administration for its plan to restore order and protect Jewish students and demanded an investigation into organizations behind antisemitic protests.
    Ernst requested the Internal Revenue Service (IRS) examine if any of the 501(c)(3) organizations backing violent antisemitic protests were in violation of their tax exempt status and reiterated her call to action when they blew off her request.

    Course Description

    The 5-day Fundamentals of Metrology seminar is an intensive course that introduces participants to the concepts of measurement systems, units, good laboratory practices, data integrity, measurement uncertainty, measurement assurance, traceability, basic statistics and how they fit into a laboratory Quality Management System. Additional topics covered will include overall Laboratory Management and specific discussions of the requirements for proficiency testing, calibration certificate generation and software verification and validation. Topics will be covered using a variety of measurement disciplines and laboratory measurements and case studies so that the participants will be able to apply the concepts to any measurement discipline upon completion. Topics are covered in a mixture of training styles including lecture, hands-on exercises, case studies and discussion.

    This class covers the following procedures from NISTIR 6969:

    • GLP 1, Quality Assurance of the Measurement Process;
    • GLP 9, Rounding Expanded Uncertainties and Calibration Values;
    • GMP 11, Assignment and Adjustment of Calibration Intervals for Laboratory Standards;
    • GMP 13, Ensuring Traceability;
    • SOP 1, Preparation of Calibration Certificates;
    • SOP 29, Assignment of Uncertainty; and
    • SOP 30, Process Measurement Assurance Program.

Successful completion qualifies the participant to participate in the Mass, Volume and Length seminars, though those may have additional prerequisites.

    Course Description

    The Mass Metrology Seminar is a two-week, “hands-on” seminar.  It incorporates approximately 30 percent lectures and 70 percent demonstrations and laboratory work in which the participant performs measurements by applying procedures and equations discussed in the classroom.  The seminar focuses on the comprehension and application of the procedures, the equations, and calculations involved.  The seminar includes the operation of the laboratory equipment, review of publications, standards, specifications, and tolerances relevant to the measurements.  Training covers mass calibration procedures published in NISTIR 6969 and NISTIR 5672 and are suitable for the calibration of mass standards to OIML R111 Class E2 through M3 tolerances, ASTM classes 1 through 7 and NIST HB 105-1 Class F.  Training is provided to enable the participant to correctly identify and implement the correct calibration process for each weight classification.  Each procedure and the entire seminar incorporates concepts covered in the Fundamentals of Metrology seminar, especially, concepts related to metrological traceability, statistical analysis, measurement assurance methods, uncertainty analyses, software validation, and generation of ISO/IEC 17025 compliant calibration certificates for all measurements made during the seminar.

    Learning Objectives

    At the end of this seminar, using Standard Operating Procedures 1, 2, 4, 5, 7, 8, 9, 29, 30, and 34 and Good Measurement Practices 10, 11, 12, and 13 participants will be able to:

    • IDENTIFY mass artifacts and use appropriate procedures to ensure good quality, accurate, traceable mass measurement results;
    • EXPLAIN highlights and key concepts of each topic to each other and to your managers using the slides and reference materials; and
    • PERFORM mass calibration procedures, use and validate the job aids, and use reference materials to perform laboratory calibrations, including hands-on handling of mass standards and balances, calculation of measurement results, integration of measurement assurance, uncertainty analysis, and software validation to produce valid calibration results and certificates.

    Note regarding course level and expectations:  This course is conducted equivalent to a university-level course and is part of our IACET-accredited processes with requirements to demonstrate successful achievement of learning objectives within each module.  Significant time outside of the classroom and laboratory is expected and is commonly reported (1 hour to 2 hours per day) to complete homework, reading, data entry, and creation and editing of calibration certificates. Students should avoid trying to meet other obligations while attending this course as much as possible.

    Materials & Supplies

    Participants are encouraged to bring template versions of the mass calibration certificates issued by their laboratory as a starting point for the calibration certificates to be submitted during the seminar. Alternatively, participants should bring the calibration certificate they generated during the Fundamentals of Metrology seminar as a starting point. The former is recommended! Feedback and suggested changes to ensure ISO/IEC 17025 compliance will be provided during the seminar. Generation of calibration certificates will be required, so come prepared. A number of notebooks and course materials will be provided, so please ensure you have extra luggage space to carry these items.

    Prerequisites

    Successful completion of the Fundamentals of Metrology Seminar is a prerequisite for the Mass Metrology Seminar. The Mass Metrology Seminar is built on the concepts learned during the Fundamentals of Metrology Seminar, applying units, measurement uncertainty, measurement assurance, traceability, and Quality Management System concepts to the mass calibration procedures.

    Pre-Work

    It is strongly recommended that you complete the Basic Mass Metrology CD as it will give you a head start on the Mass Seminar, including exposure to the contents of NISTIR 6969, Selected Laboratory and Measurement Practices, and NISTIR 5672, Advanced Mass Calibrations and Measurements Assurance Program for the State Calibration Laboratories.. Completing the NIST SP 1001 should take 16 to 40 hours. Participants are encouraged to read and comprehend as much as possible the content of NISTIR 6969 and NISTIR 5672 regardless of completing NIST SP 1001.

    NOTE:  Additional reading pre-work and Excel preparation recommendations may be sent by the instructor prior to the seminar. Extensive use of Excel is made in this course; strong familiarity equation entry and validation is essential.

    Post-Work

    Laboratory Auditing Program (LAP) problems are assigned at the completion of the course to those metrologists who participate in the NIST OWM State Laboratory Program.  Acceptable completion of the problems is required for NIST Office of Weights and Measures Laboratory Recognition in support of mass calibrations.  (See Handbook 143, Program Handbook training requirements as updated here.

    Minimum Requirements

    To receive a Training Certificate for this course, successful completion requires participants to actively participate in the entire course (e.g., 100 % attendance, take notes, engage in discussions, ask questions), complete all classroom, homework, and application exercise assignments, successfully perform mass calibrations as evidenced by measurement results entered in course control charts and calibration certificates, and pass a written final exam.  In addition, students submit a series of calibration certificates that are graded based on SOP 1 and NIST SP 811 criteria, as evidence of completion of all application exercises conducted during the hands-on portion of class exercises.

    *Homework note: students generally report taking one to two hours for homework each night.

    This training seminar is open to industry and government metrologists.

    • Participants must have administrative rights for the computer so that that files can be transferred to and from it as required by the seminar exercises through the use of USB memory sticks:  You must also be able to save/store files to USB media devices to facilitate printing and turning in classwork.  Internet and network access is not assured during the seminar.  Students without administrative approvals or ability to use USB media are encouraged to contact the instructor before the class to discuss alternatives (e.g., using a personal laptop, using a RW/CD,  or other alternatives.)   Students need to verify the capability to run executable files to ensure successful access and use of the software needed in this course.  If not able to use USB media, participants must be able to upload files to a secure NIST Box and/or Google Drive and/or Microsoft SharePoint data transfer cloud service.
    • Availability of a scientific calculator (minimum 12 digits) may be useful as a supplement to Excel; if using a calculator, familiarity with its operation is essential.

  • MIL-OSI USA: CHIPS National Advanced Packaging Manufacturing Program (NAPMP) Proposer’s Day

    Purpose

    The Proposer’s Day is intended to familiarize potential applicants with the objectives and structure of the NAPMP Advanced Packaging Research and Development Notice of Intent (NOI), published on July 19, 2024. It will bring potential applicants together in a collaborative atmosphere to network and support partnerships among the community. 

    Who should attend

    On July 19, 2024, CHIPS R&D released a Notice of Intent (NOI) to invest up to $1.55 billion for funding across the five research and development areas (RDAs) outlined in the NAPMP vision paper. CHIPS R&D expects to issue a Notice of Funding Opportunity (NOFO) to solicit proposals for activities that will establish and accelerate domestic advanced packaging through investments in five RDAs: (1) Equipment, Tools, Processes, and Process Integration; (2) Power Delivery and Thermal Management; (3) Connector Technology, including Photonics and Radio Frequency (RF); (4) Chiplets Ecosystem; and (5) Co-design/Electronic Design Automation (EDA). 

    Audience

    For industry representatives, technical experts, researchers, and semiconductor industry alliances. CHIPS R&D expects eligible lead applicants and subrecipients will include for-profit organizations; non-profit organizations; accredited institutions of higher education, including community and technical colleges and minority serving institutions; and state, local, territorial, and Tribal government. It is expected that the NOFO will require that applicants must be domestic entities, meaning entities incorporated in the United States (including U.S. territories) with their principal place of business in the United States, including U.S. territories, and will potentially be subject to other eligibility requirements.

    Auckland Council’s Performance and Appointments Committee today appointed Geoff Hunt to be the chair of the Watercare Services Limited Board with effect from 12 October 2024.

    A ‘revisited’ appointment

    The council revisited its process to appoint the chair following a judicial review of the process undertaken for the appointment earlier this year. The outcome of that process was that the High Court set aside the appointment of the chair made on 25 June 2024.

    The judgment did not direct concern toward the appointment itself, but rather the process that was followed to complete the appointment.

    “Ensuring the appropriate appointment practices are in place, and carried out, to deliver well-governed council-controlled organisations is a priority for us and we have adjusted our processes accordingly,” says Alastair Cameron, the council’s Manager CCO/External Partnerships team.

    The Performance and Appointments Committee is responsible for all appointments to the boards of council-controlled organisations, in accordance with the council’s Appointment and Remuneration Policy for Board Members and the Local Government Act.

    About Geoff Hunt

    Geoff’s career has been mainly in construction, operation, and maintenance of critical infrastructure. Over a 27-year period he has been CEO of four successful New Zealand-based companies operating in these areas. He has worked in the UK and the USA and has been involved in project delivery and infrastructure maintenance services in Australia, the Pacific, Melanesia, and SE Asia.

    Geoff has worked in and held governance roles in both the government and private sectors and in industry bodies. He is currently a New Zealand Infrastructure Commission board member and director of two privately owned business providing materials to the construction sector. Through Geoff Hunt Consulting Ltd he advises on business performance improvement, staff relations and development, construction project delivery, and construction sector dispute resolution.

    Geoff has a master’s degree in engineering, is an Engineering New Zealand Distinguished Fellow and a member of the Institute of Directors.

  • MIL-OSI New Zealand: Luxon wraps up East Asia Summit

    The annual East Asia Summit (EAS) held in Laos this week underscored the critical role that the Association of Southeast Asian Nations (ASEAN) plays in ensuring a peaceful, stable and prosperous Indo-Pacific, Prime Minister Christopher Luxon says.

    “My first participation in an EAS has been a valuable opportunity to engage with leaders on complex issues facing our region, from geopolitical tensions to expanding trade. In my statement, I emphasised the importance of regional security to our collective economic prosperity,” Mr Luxon says.

    Mr Luxon confirmed New Zealand will hold an ASEAN-New Zealand Commemorative Leaders’ Summit in Malaysia in November 2025. 

    “This will be a fitting way to mark 50 years of New Zealand-ASEAN dialogue relations next year,” Mr Luxon says.

    “My Government is lifting the energy New Zealand brings to our relationships across Southeast Asia and we continue to deepen our ties with ASEAN. This includes work to upgrade to a New Zealand-ASEAN Comprehensive Strategic Partnership.”

    Mr Luxon held bilateral talks with the leaders of Cambodia, India, the Philippines, Viet Nam and Thailand. He also delivered a speech to the ASEAN Business and Investment Summit.

    “I had a lengthy and warm bilateral with Prime Minister Modi, who invited me to visit India in the new year. We discussed the many connections between India and New Zealand, how we could grow the relationship further, and the contribution the 300,000 India diaspora make to New Zealand both culturally and economically.

    “I also sat with Prime Minister Modi at the Leaders’ Gala dinner where we continued our conversation. We will look at finding a mutually agreeable time to visit India early in 2025.”

    Prime Minister Luxon also met with the Prime Ministers of Canada and Australia in Laos. Prime Ministers Trudeau, Albanese and Luxon traversed common interests such as their work together on the troubling situation in the Middle East, CPTPP, and the Commonwealth.

    Mr Luxon arrives back in New Zealand on Saturday.

  • MIL-OSI China: Festival celebrates renowned playwright

    The Lao She Theater Festival, an annual cultural event in Beijing, celebrates renowned Chinese playwright and novelist Lao She (1899-1966).

    Named after the famous writer, whose works explore social issues in modern China with wit and humanism, the festival features performances of Lao She’s plays and other contemporary theatrical works, with a highlight on the connection between theatrical productions and literary works.

    On Sept 27, the eighth edition of the festival was announced at the Beijing Tianqiao Performing Arts Center. In the following three months, 35 theatrical productions will be staged in the capital with 90 performances divided into seven sections. The festival showcases a variety of theatrical performances not just by Lao She but also new plays by contemporary playwrights from China and beyond.

    These productions explore themes relevant to modern audiences, including social issues, cultural identity and human nature, according to Yang Cheng, president of the Beijing Artists Management Corp, the festival organizer.

    “Literature can evoke deep emotions through the reader’s imagination and connection to the written word, while theater amplifies this emotional impact by presenting stories live. The immediacy and presence of actors onstage allow audiences to feel the tension, humor or sorrow in real-time, making the emotional engagement more direct,” he says.

    Last year, the festival commissioned director Fang Xu to adapt Lao She’s classic novel Rickshaw Boy into a play. Featuring an all-male cast, the play has been staged in over 20 shows across the country. On Sunday and Monday, it was staged again at the Beijing Tianqiao Performing Arts Center.

    Fang says that while literature is often the product of a single author’s vision, theatrical productions are highly collaborative. The process of staging a play involves writers, directors, actors, set designers and more, contributing their skills to interpret the original text. This collaboration can lead to multiple layers of meaning beyond what is present in the original literary work.

    This year, the festival announced its second commission for the event. Chinese director Zhang Xiao will adapt Chinese writer Du Liang’s popular novel Peking in Flames into a play, which will premiere on Dec 12 with shows running till Dec 15.

    The novel is a historical drama set in Beijing (formerly Beiping) during the late stages of the War of Liberation (1946-49), specifically in 1948, just before the founding of the People’s Republic of China in 1949. The novel was turned into a hit TV drama in 2009 featuring actor Liu Peiqi playing the lead role of Wen San’er, who makes a living by pulling a rickshaw and is depicted as clever, street-smart and knows how to navigate the complex political landscape of Beiping.

    “The novel focuses on the lives of various characters from different social classes caught up in the political and military struggles of the time. Du Liang is known for his detailed and immersive storytelling, bringing historical events to life with rich characterizations and dramatic tension,” says Zhang. “The writer uses the setting of Beiping to symbolize the broader transformation of Chinese society during this period. The character Wen San’er is vivid and, despite his petty, streetwise demeanor, possesses a trait that shines brightly. This trait carries a resilient vitality.”

    On Dec 7 and 8, the festival will stage The Family by the Jiangsu Performing Arts Group adapted from Chinese writer Ba Jin’s novel of the same title. Depicting the oppressive effect of traditional feudal families upon younger generations, the novel is Ba Jin’s most famous and influential work, which has been adapted into different art forms.

    Over the years, the Lao She Theater Festival has expanded to include collaborations with international theater groups, bringing diverse theatrical styles and influences to the event. This has helped position it as a platform for cross-cultural exchange.

    The Armazem Theatre Company from Brazil will debut in Beijing by staging its production Posthumous Memoirs of Bras Cubas from Oct 31 to Nov 3. Adapted from the book by Brazil’s celebrated writer Machado de Assis, the production, directed by Paulo de Moraes, sold out when it was staged during the 10th edition of the Wuzhen Theater Festival — an annual theater event in the ancient water town of Wuzhen, Zhejiang province.

    The Song of the Goat Theatre from Poland will return with its theatrical experiment Hamlet — A Commentary, featuring actors interpreting the characters, events and emotions through sounds. The text is given a melody and the dialogue is presented as musical harmonies. The words and music reflect the characters’ and family’s emotions. In 2019, the theater company staged its production Songs of Lear, an interpretation of Shakespeare’s tragedy King Lear, during the third edition of the Lao She Theater Festival.

    Other highlights of the ongoing festival will include a new section for dance productions. Chinese filmmaker Lu Chuan will present the dance drama Tian Gong Kai Wu, or The Exploitation of the Works of Nature, inspired by the science classic of the same title by Song Yingxing, a scientist who lived in the late Ming (1368-1644) and early Qing (1644-1911) dynasties. First published in 1637, the book offers a summary of ancient China’s manufacturing and farming techniques, earning recognition as an encyclopedia of science and technology. The eponymous drama, coproduced by the Jiangxi Cultural Performance Group and the Beijing Dance Academy, revolves around Song’s quest, portraying his journey to gather the techniques and tools and emphasizing the craftsmanship of ancient Chinese laborers.

    Since its launch in 2017, the festival has supported young theater lovers from various universities. Eighteen theatrical productions by students of Chinese universities will be staged during the festival, selected among 60 productions from 33 universities.

    The Basel Committee on Banking Supervision is today publishing a progress report to the G20 Finance Ministers and Central Bank Governors on its analytical work of the 2023 banking turmoil. The report, requested by the G20 Brazilian Presidency, provides an update on the Committee’s analytical work on liquidity risk dynamics observed during the turmoil. It builds on the Committee’s stocktake report published in October 2023.

    The progress report includes updated empirical analysis on the liquidity outflow rates experienced by distressed banks during the turmoil and assesses the materiality of liquidity risk factors that are not explicitly covered by the Basel III Liquidity Coverage Ratio (LCR). The report also analyses the impact of the accounting treatment and valuation of liquid assets eligible to meet the LCR and other potential impediments to banks’ ability and willingness to draw down their liquidity buffer. It also assesses the use and role of supervisory monitoring tools and other stress indicators.

    Drawing on the findings of this progress report, the Committee is continuing to pursue a series of follow-up initiatives related to the turmoil, including:

    • prioritising work to strengthen supervisory effectiveness and identify issues that could merit additional guidance at a global level; and
    • pursuing additional follow-up analytical work based on empirical evidence to assess whether specific features of the Basel Framework, such as liquidity risk and interest rate risk in the banking book, performed as intended during the turmoil and assess the need to explore policy options over the medium term.

    This follow-up work is fully in line with the imperative of implementing the Basel III standards in a full and consistent manner, and as soon as possible.
