  • MIL-OSI USA: NSF congratulates laureates of the 2024 Nobel Prize in physics

    Two researchers used fundamental knowledge of the physical properties of materials to create key innovations that make artificial intelligence work

    The U.S. National Science Foundation congratulates John J. Hopfield and Geoffrey E. Hinton for their Nobel Prize in physics. Their research and innovations helped make possible “machines that learn” — artificial neural networks with the ability to store and reconstruct information and recognize complex patterns within data.

    NSF supported their pioneering work in the 1980s, which helped create the foundation for the AI revolution of today, including Hopfield’s seminal 1982 paper “Neural networks and physical systems with emergent collective computational abilities.” Hopfield and Hinton’s multiple breakthroughs, achieved independently, used fundamental concepts and methods from physics to develop new computer technologies that mimic an organic brain’s ability to process information through memory and learning. 

    For example, Hopfield created a computer model of a neural network of interconnected nodes that could influence one another, akin to the physical interactions between atoms in magnetic materials. Hinton expanded on Hopfield’s network by using statistical methods traditionally used to determine the properties of systems with many elements — like the temperature of a gas made of many molecules. Named after 1800s physicist Ludwig Boltzmann, who studied statistical and probabilistic properties of such systems, Hinton’s “Boltzmann machine” was an early example of a computer model that can generate probability-based solutions and be trained to recognize new information and how it is similar or different from existing information.

    “The laureates brought their understanding of the fundamental physical workings of nature into a new realm and created an entirely new foundation that has led to what we now call AI — perhaps the greatest innovation of our generation,” says NSF Director Sethuraman Panchanathan. “Beyond their scientific breakthroughs, they have also provided invaluable training for many students, who now carry on their legacy as innovators and leaders in the U.S. scientific enterprise.”

  • MIL-OSI USA: NSF Growing Convergence Research awards advance innovation across disciplines

    The U.S. National Science Foundation Growing Convergence Research (NSF GCR) awards are fostering deep integration across disciplines and pushing the boundaries of current research paradigms. The awards bring together experts from multiple science, technology, engineering and mathematics fields to tackle complex challenges across various topics, including national security, energy and STEM education.  

    “These awards require that researchers work across traditional disciplinary boundaries and leverage the expertise of different fields to drive innovation and discovery,” said Alicia J. Knoedler, head of the NSF Office of Integrative Activities. “Learning and practicing collaboration between and among disciplines are critical skills that investigators and teams need to develop. NSF’s investments through these awards reinforce the importance of capacity building to perform convergence in research and training.”  

    The NSF GCR program supports high-risk, cutting-edge research and helps to cultivate a new generation of interdisciplinary scientists. Projects are inspired by a societal grand challenge or a fundamental research question at the forefront of STEM. By growing novel collaborations and cross-disciplinary training, these awards will empower researchers to think outside the box and develop innovative approaches to scientific inquiry. This advances the frontiers of knowledge and paves the way for breakthroughs that can benefit society. 

    The awardees and short descriptions are listed below:  

    • Rooted in Nature: Bioinspired Design of Sustainable Seeding Methods to Improve Forest Regeneration University of California, Berkeley, Cornell University, Syracuse University and The Pennsylvania State University 

      Forest regeneration is essential for combating climate change. Challenges like limited seed availability and time-consuming seedling cultivation hinder forest restoration efforts. This project will integrate expertise in material science, engineering, ecology and other areas to create biodegradable, self-burying seed carriers for efficient, lower-cost aerial seeding. The researchers will investigate seed carrier designs applicable to different ecosystems. The team will also develop new ways of evaluating and improving the effectiveness of the seeding techniques. This research will boost forest restoration, providing economic advantages and enhancing ecological resilience. 
       

    • Non-Equilibrium Electrochemical Plasma Catalysis for Distributed Electrified Ammonia Synthesis Princeton University, Duke University and Rutgers University–Newark 

      Ammonia is a fuel for green power generation and a medium for energy storage and transport. It is also vital to food production as a key agricultural fertilizer. Traditional ammonia synthesis is energy-intensive and produces carbon dioxide. It also relies on fossil fuels and high-pressure catalysis. This project aims to advance the development of new electrified reactors that produce green ammonia with renewable electricity from atmospheric nitrogen and water. These reactors can help decarbonize chemical plants and address challenges in renewable energy storage. The project team will use novel integration across disciplines to create a nonequilibrium electrochemical plasma catalysis system for ammonia synthesis from water, nitrogen and electricity. Its success will be an innovation in nonequilibrium green chemical manufacturing. 
       

    • Engineering, SocioEconomic and Environmental Convergence of Ocean Wave Energy Research for Remote Coastal Communities University of Michigan – Ann Arbor, Virginia Tech, East Carolina University and University of North Carolina at Chapel Hill 

      In some rural coastal and island areas, electricity must be transported over long distances, and the supply is less robust, creating a challenge that hinders socioeconomic growth. Ocean waves along U.S. coastlines offer abundant energy resources, and over 200 concepts have been proposed for generating electricity from wave energy. Researchers from this project will examine which of the proposed concepts are most practical for island and coastal communities from engineering and socioeconomic perspectives. They will validate the most promising concepts through community engagement and ocean tests. The project integrates engineering, environmental and social sciences experts and an external advisory board with community end users and commercial developers to implement a convergent, community-engaged approach to this research challenge. 
       

    • Mineral Detection of Dark Matter Virginia Tech, University of Michigan – Ann Arbor and University of North Florida 

      Dark matter plays an important role in the formation of galaxies and the universe’s evolution, but it has proven very difficult to detect directly. This project will integrate engineering, physics, geoscience and materials science to establish whether evidence of interactions between dark matter and ordinary matter can be found through “mineral detection.” Researchers will explore whether crystals in rocks can be used to look for evidence of interactions with dark matter over geological timescales. The team aims to develop a new path for advancing understanding of what dark matter is. 
       

    • Towards a Physics-Inspired Approach to Computation on Encrypted Data Boston University, University of Central Florida and Cornell University 

      Harnessing the wealth of electronically stored data for applications with societal value raises security and privacy concerns that are likely to hinder progress and return on investment in an artificial intelligence-powered economy. This project will combine ideas and tools from physics, mathematics and computer science to explore a new paradigm for circuit obfuscation in cryptography and establish the security and efficiency of encrypted operator computing. The research team aims to accelerate the development of trusted, low-overhead tools that enable computation directly on encrypted data so that, for example, confidential data can be shared with an untrusted party who can extract insights from the data without having access to the unencrypted data. 
       

    • The Other Plastic Problem: Quantifying and Predicting Impacts of Plastic Additives Across Levels of Biological and Social Organization Duke University and The Pennsylvania State University 

      Plastic pollution is widespread and harms various species. One major gap in knowledge is the combined biological impact of the many chemicals added to plastics to tailor their properties. Plastic additives are chemicals that are included within plastic polymers to enhance function. These additives include over ~10,000 chemicals and include known endocrine disruptors, pro-inflammatory agents and mutagens. Addressing this research challenge requires integrating expertise across molecular and cell biology, environmental chemistry and toxicology, materials science, policy and other fields. This project will allow an integrated research team to develop and employ novel approaches for analyzing the effects of plastic additives on cells, organisms and ecological communities; ground-truth product use and additive exposures; and evaluate mitigation strategies. The project also aims to engage stakeholders to reduce plastic pollution and empower underrepresented students in STEM to take action. 
       

    • GCR: Towards a Convergent Understanding of the Dynamics of Uncertainty in Individuals and Groups with a Focus on STEM Education Tufts University 

      Developing a systematic understanding of how people manage ambiguity, uncertainty and confusion (AU&C) is a complex challenge. This project integrates social sciences, data sciences and engineering to build new capabilities for studying AU&C management in the context of STEM learning. This will allow researchers to understand how to enable students to productively engage with AU&C in STEM. The research team will develop novel methods for collecting and analyzing student data using a multimodal approach, including behavioral, linguistic and physiological sensing. Using these methods, researchers will investigate the individual and group dynamics of AC&U within STEM learning environments, with the long-term goal of producing new educational practices that embrace complexity and uncertainty. In this, the project aims to bridge the disconnect between how science is taught and the practice of STEM professionals.

    Environment and Climate Change Minister Tracy Schmidt has been named acting minister of education and early childhood learning in addition to her current role, Premier Wab Kinew announced today. 

    “Minister Schmidt is a high performer who I know will do great work for Manitoba students,” said Kinew. “I look forward to Minister Altomare’s return and in the meantime, Manitoba parents can trust our government to continue investing in schools and kids’ futures.”  

    Schmidt will perform ministerial duties on behalf of Education and Early Childhood Learning Minister Nello Altomare, who will temporarily be away from work for medical reasons, noted the premier. 

    Additionally, Mike Moyes, the member of the legislative assembly for Riel, was appointed as the legislative assistant for both environment and climate change, and education and early childhood learning.

    After Hurricane Beryl caused devastation earlier this year, IAM Air Transport members, especially those from IAM Local 2198 in Houston, have found hope through the IAM Disaster Relief Program. 

    The hurricane profoundly impacted the Gulf Coast communities. Among those affected were IAM members who have received crucial assistance in navigating the aftermath of this natural disaster.

    The IAM Disaster Relief Program highlights the union’s dedication to prioritizing the well-being and needs of its members, particularly during crises.

    “The IAM Disaster Relief Program stands as a pillar of support for our members during their most challenging times,” said IAM Air Transport Territory Richie Johnsen. “Our swift action following Hurricane Beryl’s impact demonstrates our commitment to every member.”

    IAM Air Transport leadership continues to take a proactive role in leading efforts to swiftly coordinate with Locals to ensure that members impacted by natural disasters are promptly informed about and provided access to the support services offered by the IAM Disaster Relief Program. 

    “The IAM’s proactive approach in reaching out to its members and providing immediate assistance exemplifies the organization’s dedication to serving and supporting its community,” said IAM Air Transport Territory Chief of Staff Edison Fraser. “This program will remain a vital resource for affected IAM members, ensuring they receive the help they most need.”

    In the event of a disaster, it requires the collective effort of many moving pieces and people, including IAM staff, Locals, Districts, and the work of the IAM Retirees and Membership Assistance Department, to organize and provide support programs for our members. They play a vital role in ensuring that all members are well-informed about the array of available programs aimed at providing assistance during challenging times.

    POUGHKEEPSIE, NY –  Today, Congressman Pat Ryan secured $595,316 for Mental Health America of Dutchess County (MHADC) to save lives by investing in its suicide prevention and mental health services for Hudson Valley veterans. The funding will support MHADC’s comprehensive veteran suicide prevention programming that provides veterans with direct assistance from specialists, access to therapeutic activities and mental health resources, as well as a full-spectrum of support services. Ryan, a West Point graduate and Army veteran, delivered the funding during National Suicide Prevention Month and has fought for funding for veteran suicide prevention programs since his time as Ulster County Executive. The federal funding awarded to Mental Health America of Dutchess County is from the Department of Veterans Affairs (VA)’s Staff Sergeant Parker Gordon Fox Suicide Prevention Grants (SSG Fox SPGP.)

    “MHADC’s veterans program saves lives – period,” said Congressman Pat Ryan. “Every day, we lose more than 17 heroes to suicide – we should not lose even one. I know that MHADC is right with me in saying that we will not rest until we end the suicide and mental health crisis facing our veterans. I’m proud that these funds will deliver the support and services that every veteran deserves.”

    “MHADC is excited to have our SSG Fox SPGP renewed for a third year,” said Alyssa Carrion, Director of Veterans Programs at Mental Health America of Dutchess County. “The funds provided by this grant provide suicide prevention services for the Veterans of Dutchess and Orange Counties.  We provide yoga, art, equine, music, reiki, and meditation services for our enrollees, as well as access to TISA funds for emergency situations.  This grant has made an amazing difference in the lives of our local Veterans and we are thrilled to continue for a third year.”

    “We are overwhelmed and so grateful to receive our third year of funding through the SSG Fox SPGP,” said Dr Lisa Connolly, Psy.D., LMHC, Chief Operating Office of Mental Health America of Dutchess County. “Our MHA’s Veterans’ Program has done so many worthwhile and incredibly creative endeavors with this funding. Thank you so much for entrusting us, and we promise to continue to meet and exceed all your expectations.”

    The VA’s Staff Sergeant Parker Gordon Fox Suicide Prevention Grants directs funding to community-based suicide prevention efforts and increases accessibility to VA support and resources through community-based organizations. 

    Mental Health America of Dutchess County’s SSG Fox SPGP’s program provides veterans with direct assistance from program specialists and connects them with the specific supportive services they need. The program offers unique opportunities and therapeutic approaches including equine, art, and music therapy to keep veterans active and engaged. Additionally, the program assists veterans with Temporary Income Support Assistance and VA benefits and healthcare assistance. 

    MHADC’s other veterans programs offer a full spectrum of services to uplift Hudson Valley veterans, including:

    • Vet2Vet is funded by the Joseph P. Dwyer Veterans’ Peer Services Project. Services include support groups, short-term care management, recovery groups, referrals for specialized care, benefits claims assistance, educational information, and free social events and supportive networks.Advocacy
    • The HERO Program that tackles veteran homelessness and includes funding for emergency housing for veterans and their families.
    • The Veterans Employment Training & Transitions Assistance Program (VET-TAP) assists veterans in gaining fulfilling employment, including resume building, job hunting, job applications, and interview preparation. The program also offers local Veterans the opportunity to obtain licenses and certifications in various fields. 

    According to the VA’s 2023 National Veteran Suicide Precention Annual Report, the U.S. loses over 17 veterans per day to suicide. The Report also found that suicide was the 13th leading cause of death among veterans in 2021 and the American Psychological Association notes that veterans are 1.5 times more likely to die by suicide than nonveteran adults.

    Congressman Ryan graduated from the United States military Academy at West Point in 2004 and is the first West Point graduate to represent the Academy in Congress. He served two combat tours in Iraq with the U.S. Army. As Ulster County Executive, Ryan fought for funding for the The Dwyer Veteran Peer Support Projects, a peer-to-peer program that supports veterans living with PTSD, TBI, addiction, and mental health challenges. 

    Ryan serves on the House Armed Services Committee and is a member of the House Bipartisan Mental Health and Substance Use Disorder Task Force. Ryan has pushed for significant legislation to address the suicide and mental health crisis in the veteran and military servicemember communities, including the Veterans’ Sentinel Act, the PFC Joseph P. Dwyer Peer Support Program Act, and the Vet CENTERS for Mental Health Act as well as resolutions to bring awareness to the crisis including Recognizing the Suicide Awareness and Remembrance Flag and Expressing support for the designation of September 22 as “National Military and Veterans Suicide Awareness Day.”

    Ryan has fought for federal funding for organizations that support Hudson Valley veterans, including delivering $1 million for the Rumshock Veterans Foundation’s Veterans Village Project that is currently constructing affordable housing for homeless veterans in Orange County.

    Congressman Pat Ryan Announces C.A.R.E.S. Van Schedule for Hudson Valley Halloween and Fall Events

    Ryan’s Constituent Advocacy Resources Empowerment Services (C.A.R.E.S.) Van will bring assistance with federal agencies to Halloween and fall community events across NY-18

    WASHINGTON, DC  –  Today, Congressman Pat Ryan announced the schedule of Halloween and fall community events that his mobile office, the Constituent Advocacy Resources Empowerment Services (C.A.R.E.S.) Van will visit across the Hudson Valley. Congressman Ryan’s C.A.R.E.S. Van, staffed by his team of highly-trained caseworkers, brings direct assistance with federal agencies like the Department of Veterans Affairs (VA), the IRS, and more to Hudson Valley families right in their own community. The C.A.R.E.S. Van has become a staple at community events and celebrations since its unveiling in June 2023.

    “There’s nothing like families and neighbors coming together to celebrate the perfect fall day in the Hudson Valley,” said Congressman Ryan. “I’m proud that the C.A.R.E.S. Van is bringing the direct, one-on-one assistance that Hudson Valley families deserve right to these community events across the Hudson Valley. My team goes that extra mile to cut through bureaucratic red tape and get Hudson Valley families the benefits they’ve earned with the C.A.R.E.S. Van.     Congressman Ryan’s C.A.R.E.S. Van assists constituents of NY-18 in accessing earned benefits, such as Veterans’ Affairs benefits and Social Security, federal grant funding, passports and visas, immigration and naturalization services, and resolving issues with federal agencies, such as the Internal Revenue Service. 

    This summer, Congressman Ryan launched a specialized C.A.R.E.S. Van series that connected Hudson Valley seniors directly with one-on-one assistance from the Social Security Administration, Center for Medicare, and dozens of community partners as well as his team of expert caseworkers who assisted with federal agencies. Over the summer, Ryan also utilized the Van to deliver help with veterans services and federal agencies like assistance accessing Department of Veterans Affairs (VA) benefits, requesting military medical records, obtaining lost military awards, and more directly to veterans at veterans service organizations (VSOs) throughout the Hudson Valley.

    In March, the C.A.R.E.S. Van completed its first district tour, visiting every one of the 82 cities, towns, and villages in NY-18 in under 10 months. During the first district tour, the Van reached over 1,500 constituents and logged 3,341 miles to bring assistance directly to Hudson Valley families where they are at. The Van has been critical in assisting Ryan’s team in securing nearly $24 million in casework assistance for NY-18 constituents.

    In November, the C.A.R.E.S. Van was utilized to bring assistance from the Social Security Administration back to Ulster County for a one-day senior resource fair organized by Congressman Ryan’s Office. The Van also made multiple stops at veterans service organizations in every county of NY-18 during Congressman Ryan’s Veterans Week of Action, for events that delivered specialized assistance directly to Hudson Valley veterans and honored their service. 

    Congressman Ryan mobilized the C.A.R.E.S. Van to assemble a coalition of community partners to deliver flood recovery resources during on-site events in communities impacted by last July’s devastating flooding.

    The C.A.R.E.S. Van has also been used by Congressman Ryan to partner with other offices and organizations, such as the New York State Comptroller’s Office of Unclaimed Funds, for specialty events.

    Congressman Ryan has prioritized increasing the responsiveness and accessibility of these services. The C.A.R.E.S Van will visit every municipality in the district over the course of the next year, ensuring that every constituent has direct and easy access to vital federal services.

  • MIL-OSI USA: Crapo Honors Eastern Idaho Hospital Volunteer with Spirit of Idaho Award

    Boise, Idaho–U.S. Senator Mike Crapo (R-Idaho) honored Iona resident Phyllis Scheffler with the Spirit of Idaho Award.  Scheffler has served as a volunteer at Eastern Idaho Regional Medical Center (EIRMC) for more than 40 years, completing more than 10,000 hours of volunteer service. 

    “Phyllis deserves to be recognized for her exemplary service to the people of Idaho,” said Crapo.  “Her unwavering selflessness exemplifies the difference volunteerism can make.  Through her time at EIRMC, Phyllis has comforted and assisted patients, guests and staff, providing expert knowledge only first-hand experience can provide.  Rightly so, she is a cherished member of the community and thoroughly deserves this recognition.”

    The Spirit of Idaho Award honors the acts of service by Idahoans for their commitment to improving their community and serving their fellow citizens.  Crapo has presented more than 600 Spirit of Idaho Awards since the first presentation in Twin Falls in November of 2000.

  • MIL-OSI USA: Molinaro To Host Third Pinning Ceremony In Sullivan County For Vietnam War Veterans

    Liberty, NY – U.S. Rep. Marc Molinaro (NY-19) today announced he will host another pinning ceremony for Vietnam War veterans on Tuesday, October 15 from 3pm to 4pm in Sullivan County. Rep. Molinaro held pinning ceremonies in Greene County and Broome County in August. 

    Rep. Molinaro will present veterans with a pin recognizing their service. This event is open to all Vietnam War veterans, their families, and anyone who would like to pay respect to our veterans. In order to be recognized for your service, veterans must RSVP here or call Rep.     LORDSBURG, N.M. – On Monday, October 7, U.S. Representative Gabe Vasquez (N.M.-02) spent the day meeting with officials from Lordsburg and Deming to deliver critical funding for southwestern New Mexico’s communities. Vasquez secured federal investments for the Luna County Mobile Command Center, Lordsburg Community Center and the Southline Transmission Project to strengthen public safety, community development and energy resilience.

It will also serve as a hub for community gatherings and events, creating new opportunities for residents to come together. This project reflects Vasquez’s commitment to enhancing quality of life in rural New Mexico.

Last week, the Department of Energy (DOE) announced that the Southline Transmission Project has been chosen as one of five recipients as part of a $1.5 billion commitment to improve the electric grid nationwide. With this funding, Southline will construct the second phase of its project to deliver 1,000 megawatts of new capacity between Hidalgo County and Las Cruces, lowering utility bills for New Mexicans. As one of his first acts in office, Vasquez wrote to DOE in support of the Southline Transmission Project to bring high-paying jobs to rural communities and invest in New Mexico’s renewable energy future.

    [WASHINGTON, D.C.] – U.S. Senator Tammy Duckworth (D-IL)—co-founder of the U.S. Senate Lead Task Force and the U.S. Senate Environmental Justice Caucus—and U.S. Senate Majority Whip Dick Durbin (D-IL) today lauded the Environmental Protection Agency’s (EPA) decision to finalize the Biden Administration’s proposed Lead and Copper Rule Improvements (LCRI), which would lower the lead action level to better protect human health and require water systems to replace old and deteriorating lead pipes within a decade. In addition to the LCRI, EPA also announced that Illinois will receive $75,558,000 in newly available drinking water infrastructure funding through the Bipartisan Infrastructure Law (BIL) to support lead-related activities, including lead pipe replacement projects. The finalized rule comes ahead of the October 16th finalization deadline to not only help ensure these important improvements are implemented as quickly as possible, but also prevent water systems from being forced to temporarily comply with the prior rule proposed by the Trump Administration—also known as the Lead and Copper Rule Revisions (LCRR)—which would put public health at risk.

    “Every American, no matter their zip-code, deserves access to safe drinking water,” said Senator Duckworth. “We’ve been working hard in Congress to achieve our goal of removing every lead pipe in America over the next decade, and this historic rule from the Biden Administration and $75 million in new funding for Illinois to replace lead pipes will help us make it a reality while preventing Trump-era policies that would harm human health from going into effect.     The finalized rule also improves communication within communities so that families are better informed about the risk of lead in drinking water, the location of lead pipes and plans for replacing them. Illinois has reported more than 667,000 lead service lines (LSLs) and another almost 820,000 service lines of unknown material, which the newly announced funding will help remove. Exposure to lead is harmful to health, especially for young children. In children, low levels of exposure have been linked to damage to the nervous system, learning disabilities, shorter stature, impaired hearing and impaired formation and function of blood cells. 

    Duckworth has led the charge in the U.S. Senate to remove lead drinking water pipes across the country. Her Drinking Water and Wastewater Infrastructure Act (DWWIA), which was included in the BIL, is the most significant federal investment in water infrastructure in history, including $15 billion for national lead pipe replacement. DWWIA, which focuses on disadvantaged communities, is helping rebuild our nation’s crumbling and dangerous water infrastructure and enable communities to repair and modernize their failing wastewater systems.

    Last month, Duckworth called on the White House Office of Management and Budget (OMB) to expedite its review of LCRI. In May, Duckworth announced over $240 million in Drinking Water State Revolving Fund investment to help Illinois identify and replace lead service lines and prevent lead poisoning among our state’s children and families—funding that comes directly from Duckworth’s DWWIA—and in August she and Durbin announced more than $1 million to address lead in drinking water at schools and childcare facilities in Illinois.

    Following the 2016 report of lead in Chicago’s drinking water, Durbin and then-Rep. Duckworth urged EPA to use its full authority and resources to address the issue, including reviewing the Lead and Copper Rule (LCR) and immediate notification of lead contamination. In March 2021, Durbin and Duckworth sent a letter to EPA urging it to update the LCR.

    Duckworth, Durbin and Sen. Booker, members of the Senate Lead Taskforce, led 87 of their colleagues supporting EPA’s proposed Lead and Copper Rule Improvements (LCRI) and urging for more community protections and expedited removal of all lead pipes. Last March, Durbin and Duckworth sent letters to five Medicaid managed care companies (MCOs) in Illinois, urging them to address lead poisoning risks to children in Chicago by preemptively sending drinking water test kits, water filters, home visitors, and educational materials to all enrolled children in the city.

    WASHINGTON, D.C. – On September 25, 2024, U.S. Representative Gabe Vasquez (N.M.-02) voted to pass a bipartisan spending bill to keep the government funded through a continuing resolution.

    “The bipartisan spending bill ensures the federal government can continue providing essential services to every corner of New Mexico. From wildfire response to veteran support to nutritional assistance for families, we are protecting the programs that our communities depend on,” said Vasquez.“This bill is just the start—we must continue to work towards a long-term funding solution that provides stability for our government, our economy and the people we serve. It also extends the U.S. Department of Agriculture’s authority to provide benefits to those who have had their SNAP benefits stolen to ensure all New Mexicans still have access to the full SNAP benefits they need.

    The resolution also grants emergency funding for the Department of Defense to use funds for military construction projects and provides critical funding to the Secret Service to protect presidential candidates. 

    Vasquez will continue fighting for additional disaster aid to ensure New Mexicans affected by natural disasters receive the funding and support they deserve.

    HULL, IOWA – Last week, U.S. Rep. Randy Feenstra (R-Hull) helped introduce the Better Enforcement of Grievous Offenses by Unnaturalized Emigrants (BE GONE) Act, which would amend the Immigration and Nationality Act to classify sexual assault and aggravated sexual violence as aggravated felonies, and thus, deportable offenses.

    U.S. Senators Joni Ernst (R-IA) and Chuck Grassley (R-IA) introduced this legislation in the U.S. Senate.

  • MIL-Evening Report: AI is a multi-billion dollar industry. It’s underpinned by an invisible and exploited workforce

    In dusty factories, cramped internet cafes and makeshift home offices around the world, millions of people sit at computers tediously labelling data.

    These workers are the lifeblood of the burgeoning artificial intelligence (AI) industry. Without them, products such as ChatGPT simply would not exist. That’s because the data they label helps AI systems “learn”.

    But despite the vital contribution this workforce makes to an industry which is expected to be worth US$407 billion by 2027, the people who comprise it are largely invisible and frequently exploited. Earlier this year nearly 100 data labellers and AI workers from Kenya who do work for companies like Facebook, Scale AI and OpenAI published an open letter to United States President Joe Biden in which they said:

    Our working conditions amount to modern day slavery.

    To ensure AI supply chains are ethical, industry and governments must urgently address this problem. But the key question is: how?

    What is data labelling?

    Data labelling is the process of annotating raw data — such as images, video or text — so that AI systems can recognise patterns and make predictions.

    Self-driving cars, for example, rely on labelled video footage to distinguish pedestrians from road signs. Large language models such as ChatGPT rely on labelled text to understand human language.

    These labelled datasets are the lifeblood of AI models. Without them, AI systems would be unable to function effectively.

    Tech giants like Meta, Google, OpenAI and Microsoft outsource much of this work to data labelling factories in countries such as the Philippines, Kenya, India, Pakistan, Venezuela and Colombia.

    China is also becoming another global hub for data labelling.

    Outsourcing companies that facilitate this work include Scale AI, iMerit, and Samasource. These are very large companies in their own right. For example, Scale AI, which is headquartered in California, is now worth US$14 billion.

    Cutting corners

    Major tech firms like Alphabet (the parent company of Google), Amazon, Microsoft, Nvidia and Meta have poured billions into AI infrastructure, from computational power and data storage to emerging computational technologies.

    Large-scale AI models can cost tens of millions of dollars to train. Once deployed, maintaining these models requires continuous investment in data labelling, refinement and real-world testing.

    But while AI investment is significant, revenues have not always met expectations. Many industries continue to view AI projects as experimental with unclear profitability paths.

    In response, many companies are cutting costs which affect those at the very bottom of the AI supply chain who are often highly vulnerable: data labellers.

    Low wages, dangerous working conditions

    One way companies involved in the AI supply chain try to reduce costs is by employing large numbers of data labellers in countries in the Global South such as the Philippines, Venezuela, Kenya and India. Workers in these countries face stagnating or shrinking wages.

    For example, an hourly rate for AI data labellers in Venezuela ranges from between 90 cents and US$2. In comparison, in the United States, this rate is between US$10 to US$25 per hour.

    In the Philippines, workers labelling data for multi-billion dollar companies such as Scale AI often earn far below the minimum wage.

    Some labelling providers even resort to child labour for labelling purposes.

    But there are many other labour issues within the AI supply chain.

    Many data labellers work in overcrowded and dusty environments which pose a serious risk to their health. They also often work as independent contractors, lacking access to protections such as health care or compensation.

    The mental toll of data labelling work is also significant, with repetitive tasks, strict deadlines and rigid quality controls. Data labellers are also sometimes asked to read and label hate speech or other abusive language or material, which has been proven to have negative psychological effects.

    Errors can lead to pay cuts or job losses. But labellers often experience lack of transparency on how their work is evaluated. They are often denied access to performance data, hindering their ability to improve or contest decisions.

    Making AI supply chains ethical

    As AI development becomes more complex and companies strive to maximise profits, the need for ethical AI supply chains is urgent.

    One way companies can help ensure this is by applying a human right-centreed design, deliberation and oversight approach to the entire AI supply chain. They must adopt fair wage policies, ensuring data labellers receive living wages that reflect the value of their contributions.

    By embedding human rights into the supply chain, AI companies can foster a more ethical, sustainable industry, ensuring that both workers’ rights and corporate responsibility align with long-term success.

    Governments should also create new regulation which mandates these practices, encouraging fairness and transparency. This includes transparency in performance evaluation and personal data processing, allowing workers to understand how they are assessed and to contest any inaccuracies.

    Clear payment systems and recourse mechanisms will ensure workers are treated fairly. Instead of busting unions, as Scale AI did in Kenya in 2024, companies should also support the formation of digital labour unions or cooperatives. This will give workers a voice to advocate for better working conditions.

    As users of AI products, we all can advocate for ethical practices by supporting companies that are transparent about their AI supply chains and commit to fair treatment of workers. Just as we reward green and fair trade producers of physical goods, we can push for change by choosing digital services or apps on our smartphones that adhere to human rights standards, promoting ethical brands through social media, and voting with our dollars for accountability from tech giants on a daily basis.

    By making informed choices, we all can contribute to more ethical practices across the AI industry.

    Headline: WTO members discuss legal and regulatory issues under work programme on e-commerce

    Members shared their national experiences in creating a regulatory environment for digital trade and noted the need to continue to take stock of experiences in the form of dedicated discussions and workshops.
    Members also noted the need for the WTO to use its convening power to collaborate with other stakeholders, such as international organizations, the private sector and other experts, in order to have a deeper examination of the e-commerce issues at hand.
    Members noted that topics such as consumer protection, data protection and cybersecurity are amongst the areas that can be addressed through developing the necessary legal and regulatory frameworks, which can enhance trust and help create a conducive environment for e-commerce.
    Several members also highlighted that work undertaken in the context of the Joint Statement Initiative on E-commerce among a group of WTO members and in regional trade agreements can be a point of departure or a reference point in the development of those frameworks.
    Ambassador Richard Brown of Jamaica, the new facilitator of the work programme, said that the next dedicated session will be on 12 November.

    Following the addition of these five universities, the programme’s network will comprise a total of 40 Chairs. This expansion is anticipated to strengthen the impact of regional and global initiatives within the network and to promote deeper collaboration and knowledge sharing among academics, policymakers and trade experts.

    The five selected institutions will join the programme’s next four-year cycle, which is slated to begin in 2025. They will contribute to the programme’s research, curriculum development and outreach and will benefit from mentoring provided by other Chairs to ease their integration into the network. They will also engage in collaborative events, conferences and seminars to extend the academic and practical impact of their work on trade policies at the national and international levels.

    The fourth cycle of the WTO Chairs Programme also marks a transition to a more frequent admission of institutions into the network to further the global reach and impact of the programme. Greater synergies with the WTO’s other technical assistance activities are also anticipated.

    This expansion builds on the WTO’s longstanding efforts to ensure that academic institutions play a crucial role in shaping trade policy and deepening the understanding of the multilateral trading system. Funded by France, Austria, the Republic of Korea and Australia, the WTO Chairs Programme has grown from strength to strength as it seeks to address current and emerging global trade challenges.

    (4) The total consideration for each series of Notes (such consideration, the “Total Consideration”) payable per each US$1,000 principal amount of such series of Notes validly tendered for purchase has been based on the applicable Fixed Spread specified in the table above for such series of Notes, plus the applicable yield based on the bid-side price of the applicable U.S. Treasury reference security as specified in the table above, as quoted on the applicable Bloomberg Reference Page as of 2 p.m. (Eastern time) today, Oct. 8, 2024. The Total Consideration does not include the applicable Accrued Coupon Payment (as defined below), which will be payable in cash in addition to the applicable Total Consideration.

    The Offers will expire at 5 p.m. (Eastern time) on Oct. 8, 2024, unless extended or earlier terminated (such date and time with respect to an Offer, as the same may be extended with respect to such Offer, the “Expiration Date”). Notes may be validly withdrawn at any time at or prior to 5 p.m. (Eastern time) on Oct. 8, 2024, unless extended with respect to any Offer.

    For Holders who deliver a Notice of Guaranteed Delivery and all other required documentation at or prior to the Expiration Date, upon the terms and subject to the conditions set forth in the Tender Offer Documents, the deadline to validly tender Notes using the Guaranteed Delivery Procedures (as defined in the Offer to Purchase) will be the second business day after the Expiration Date and is expected to be 5 p.m. (Eastern time) on Oct. 10, 2024, unless extended with respect to any Offer (the “Guaranteed Delivery Date”).

    Settlement for all Notes tendered prior to the Expiration Date or pursuant to a Notice of Guaranteed Delivery will be four business days after the Expiration Date and two business days after the Guaranteed Delivery Date, respectively, which is expected to be Oct. 15, 2024, unless extended with respect to any Offer (collectively, the “Settlement Date”).

    Upon the terms and subject to the conditions set forth in the Offer to Purchase, Holders whose Notes are accepted for purchase in the Offers will receive the applicable Total Consideration for each US$1,000 principal amount of such Notes in cash on the Settlement Date.

    Mexico’s President López Obrador recently managed to push through a controversial judicial reform that is provoking street protests because of the attack on the rule of law and on the separation of powers in the country that this reform entails.

    The reform constitutes a serious attack on the independence of Mexico’s judiciary, as it seeks to centralise power and reduce existing balances in order to have greater government control over the judiciary and limit the autonomy of judges.

    The new proposal for the election of judges that is being enacted contravenes fundamental democratic standards by including a direct selection process for judges and lowering the criteria required for appointment as a judge, seriously casting doubt on legal certainty in the country and the independence of judges.

    In light of the above:

    • 1.What is the opinion of the Vice-President / High Representative regarding the proposal for judicial reform put forward by López Obrador?

    European Parliament resolution on strengthening Moldova’s resilience against Russian interference ahead of the upcoming presidential elections and a constitutional referendum on EU integration

    The European Parliament,

     having regard to its previous resolutions on the Republic of Moldova,

     having regard to the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and the Republic of Moldova, of the other part[1], which includes a Deep and Comprehensive Free Trade Area,

     having regard to the Republic of Moldova’s application for EU membership of 3 March 2022, and the European Council’s consequent granting of candidate country status on 23 June 2022,

     having regard to the convening of the first Intergovernmental Conference on Moldova’s accession to the EU, held in June 2024,

     having regard to Articles 2 and 49 of the Treaty on European Union,

     having regard to the joint statement of 13 June 2024 by the US, Canada and the UK on exposing Russia’s subversive activity and electoral interference targeting Moldova,

     having regard to Rules 136(2) and (4) of its Rules of Procedure,

    A. whereas on 20 October 2024, the Republic of Moldova is scheduled to hold a presidential election and a constitutional referendum on EU integration, amid ongoing Russian interference and attempts to destabilise the political situation and electoral process in the country;

    B. whereas the Russian Federation has been using economic blackmail, provocation, disinformation, illegal funding of political parties, cyberattacks and other hybrid means to undermine the stability, sovereignty, constitutional order and democratic institutions of the Republic of Moldova; whereas Russia’s subversive activities in Moldova seek to undermine popular support for the European path chosen by the people of Moldova and to incite destabilisation; whereas the active measures envisaged include establishing and promoting front organisations disguised as non-governmental organisations and ‘cultural centres’, disseminating online and offline disinformation, establishing strong pro-Russian political and societal constituencies and returning the Republic of Moldova to a state of dependency on Russian hydrocarbons;

    C. whereas in 2023, the EU imposed sanctions on key Moldovan oligarchs and pro-Russian actors, such as Ilan Shor, Vladimir Plahotniuc, Igor Ceaika, Gheorghe Cavaliuc and Marina Tauber, on the basis of a recently established sanctions regime targeting persons responsible for actions aimed at destabilising, undermining or threatening the sovereignty and independence of the Republic of Moldova; whereas allies of Mr Shor have reportedly actively recruited, arranged logistics for and provided financial compensation to individuals to join their protests; whereas on 3 October 2024, a large-scale electoral fraud operation was uncovered, financed by pro-Russian oligarch Ilan Shor, revealing that over USD 15 million had been transferred in September 2024 to over 130 000 Moldovan citizens involved in this voter bribery scheme; whereas on 18 September 2024, two close allies of Ilan Shor – deputy Marina Tauber and the Governor (Bashkan) of Gagauzia, Evghenia Guțul – met with the spokesperson of the Russian Foreign Ministry, Maria Zakharova, and subsequently gave false information about the EU and the Republic of Moldova’s future within it;

    D. whereas one of the tools used by the Russian state is the state-funded RT network (formerly Russia Today), which has moved beyond media activities, becoming actively involved in cyber operations, covert influence, military procurement and information warfare across various regions; whereas in June 2024, the US, together with the UK and Canada, exposed Russia’s efforts to engage in subversive activities and electoral interference targeting the Republic of Moldova;

    E. whereas in September 2024, the US imposed sanctions on three entities and two individuals for their involvement in Russia’s destabilising actions abroad, including in the Republic of Moldova; whereas these covert efforts have included RT personnel providing direct support to fugitive Moldovan oligarch Ilan Shor, the key perpetrator of the 2014 USD 1 billion bank fraud scandal; whereas, according to the US State Department, RT and its employees, including editor-in-chief Margarita Simonyan, have directly coordinated with the Kremlin to support Russian Government efforts to influence the Moldovan presidential election of October 2024, with the apparent aim of inciting unrest in the Republic of Moldova;

    F. whereas the Security and Intelligence Service of the Republic of Moldova has reported an unprecedented level of intensity in Russia’s actions aimed at anchoring Moldova within its sphere of influence; whereas this hybrid threat is targeted at democratic processes and undermines European integration by amplifying radical separatist tendencies in the south of the country, particularly in Gagauzia (UTAG), using propaganda, manipulating the information space, interfering in the electoral process and conducting subversive operations; whereas Moldova’s national security services have stated that Russia is funding the ‘no’ campaign, with around EUR 100 million for pro-Russian political groups, and spreading disinformation on social media to sow doubt about the legitimacy of the electoral process; whereas in 2023, Ukrainian intelligence reported that it had intercepted a plan by Russia to stage a coup and oust Moldovan President Maia Sandu;

    G. whereas the Republic of Moldova has taken steps to combat Russian interference, including by banning pro-Russian political parties that are operating outside the law, sanctioning oligarchs, suspending media outlets that spread disinformation, and increasing customs controls; whereas Moldova’s updated national security strategy attributes disinformation campaigns and other hybrid attacks to Russia;

    H. whereas the unprovoked, unjustified and illegal war of aggression launched by the Russian Federation against Ukraine profoundly affects regional security and stability, endangering the Republic of Moldova’s macroeconomic situation, financial stability, democratic development and social cohesion, while further increasing the incidence and severity of poverty, inflation and emigration; whereas the Russian Federation, in cooperation with domestic Russia-sponsored actors, galvanises and uses the resultant widespread economic, geopolitical and security uncertainty to delegitimise and foster opposition to the Moldovan Government’s pro-European policies;

    I. whereas despite the dramatic effects of the war on Ukraine and these destabilisation attempts, the Republic of Moldova has managed to significantly consolidate its democracy, continue its reform trajectory and develop its relations with the EU; whereas the improvements in the country’s democratic system have been reflected in its progress on various international indexes; whereas the Moldovan Government’s enhanced implementation of current agreements demonstrates its commitment to closer cooperation with and integration into the EU;

    J. whereas the Republic of Moldova is a close and valued partner of the EU; whereas its application for EU membership, and the European Council’s decision to grant candidate country status to the Republic of Moldova on the understanding that nine steps are taken, demonstrates a strong joint ambition for swift EU integration; whereas through the Association Agreement and the Deep and Comprehensive Free Trade Area, in force since 2016, the EU and Moldova have committed to promoting political association and achieving economic integration;

    K. whereas on 3 March 2022, the Republic of Moldova applied for EU membership, and on 23 June 2022, was granted candidate country status by unanimous agreement of all 27 EU Member States; whereas the EU opened accession negotiations with the Republic of Moldova during the first accession conference at ministerial level, held in Luxembourg on 25 June 2024, following the European Council’s decision of 14-15 December 2023 to open accession negotiations with Moldova, and the Council’s approval of the negotiating framework for these negotiations on 21 June 2024; whereas EU accession remains a merit-based process that requires the fulfilment of the EU membership criteria;

    L. whereas every sovereign state has the inherent right to defend itself and to invest in its defence and resilience capabilities, and such actions are consistent with the Republic of Moldova’s status of neutrality;

    M. whereas the Council has adopted assistance measures worth EUR 137 million for the benefit of the Armed Forces of the Republic of Moldova under the European Peace Facility since 2021;

    N. whereas on 24 April 2023, the EU set up the Partnership Mission in the Republic of Moldova (EUPM Moldova) under the common security and defence policy, with the objective of enhancing the security sector’s resilience in the areas of crisis management, hybrid threats, including cybersecurity and countering foreign information manipulation and interference; whereas on 21 May 2024, Moldova became the first country to sign a Security and Defence Partnership with the EU, which will help strengthen cooperation on security and defence policy between the EU and Moldova;

    O. whereas, according to several reports, many priests from the Metropolis of Moldova have travelled to Russia, where they received funds with the intention of using them for electoral purposes in the Republic of Moldova;

    1. Stands in solidarity with the people of the Republic of Moldova and reiterates its unwavering support for the independence, sovereignty and territorial integrity of the Republic of Moldova within its internationally recognised borders;

    2. Strongly condemns the escalating malicious activities, interference and hybrid operations by the Russian Federation, pro-Russian oligarchs and Russian-sponsored local actors aimed at undermining the electoral processes, security, sovereignty and democratic foundations of the Republic of Moldova, fostering divisions within Moldovan society and derailing the country’s pro-European trajectory, ahead of the upcoming presidential election and the constitutional referendum on EU integration;

    3. Reiterates its call on the Russian authorities to respect the Republic of Moldova’s independence, sovereignty and territorial integrity, and to cease its provocations and attempts to destabilise the country and undermine its constitutional order and democratic institutions; reiterates its calls on Russia to withdraw its military forces and equipment from the territory of the Republic of Moldova, to ensure the full destruction of all ammunition and equipment in the Cobasna depot under international oversight and to support a peaceful resolution to the Transnistrian conflict, in line with the principles of international law and the 1999 Istanbul Summit Declaration of the Organization for Security and Co-operation in Europe;

    4. Calls for the EU and its Member States to ensure that all necessary assistance is provided to the Republic of Moldova to strengthen its institutional mechanisms and its ability to respond to hybrid threats; calls for increased EU support for Moldova in countering disinformation, hybrid threats and cyberattacks; underlines that this should entail boosting Moldova’s capacity to combat disinformation, strengthen its cybersecurity infrastructure and enhance resilience against external malign influences; emphasises the particular importance of countering false Russian narratives, while underscoring their malign interference in the Republic of Moldova and the ways in which they are used to justify Russia’s war of aggression against Ukraine;

    5. Calls on the Council to adopt additional targeted sanctions listings against individuals and entities responsible for supporting or carrying out actions which undermine or threaten the Republic of Moldova’s sovereignty and independence, as well as the country’s democracy, stability or security, and the rule of law; calls for the EU and national authorities to make sure those sanctions are duly implemented; reiterates its call on the respective hosting states and territories to extradite Ilan Shor, Vladimir Plahotniuc and other individuals sought for trial in the Republic of Moldova;

    6. Highlights the important role played by the EU Partnership Mission in the Republic of Moldova (EUPM Moldova); calls for the EU and its Member States to ensure that EUPM Moldova performs to the best of its ability, taking stock of progress and adapting its operations if necessary to make it as efficient as possible, while proposing to further extend its mandate beyond May 2025, adapt its scope and increase the mission’s resources; calls for the EU and its Member States to increase their support for Moldova’s Center for Strategic Communication and Combating Disinformation; calls on the Commission to report on the results of the EU support package for Moldova of June 2023, particularly the stated aim of countering foreign information manipulation and interference, and building capacity for independent media, civil society and youth;

    8. Reaffirms its commitment to the Republic of Moldova’s future membership of the EU; believes that its membership in the EU would constitute a mutually beneficial investment in a united and strong Europe; welcomes the widespread support in the Republic of Moldova for its European integration; stresses that the Republic of Moldova’s European integration represents not only a path towards greater economic prosperity, but also a safeguard for political stability and security in the face of external threats;

    9. Calls for the acceleration of the screening process and the timely organisation of subsequent intergovernmental conferences, where negotiations on Cluster 1 on Fundamentals should be initiated; calls for the EU to adequately support accession-related reforms by developing robust and adaptable financial instruments tailored to the Republic of Moldova’s specific needs with a view to effectively addressing its economic and structural challenges, and ensuring the country remains resilient and capable of implementing the necessary reforms throughout its EU accession process; urges the acceleration of Moldova’s gradual integration into the EU and the single market by allowing participation in new initiatives and EU programmes, which will deliver tangible socio-economic benefits in specific areas even before the country formally joins the EU; reiterates its call, in this regard, for the EU to take swift and significant steps towards the permanent liberalisation of its tariff-rate quotas;

    10. Calls for more consistent support for the Republic of Moldova in its EU accession process, including increased technical assistance by sending additional EU advisors to the Moldovan authorities, as a contribution to strengthening capacity-building;

    11. Calls for the adoption of a new growth plan for the Republic of Moldova so as to adequately finance and support Moldova in achieving economic convergence with the EU; believes that this plan should finance investments in infrastructure, human capital and the digital and green transitions, facilitating sustainable economic growth;

    12. calls on the Commission, in this regard, to include the Republic of Moldova in the Instrument for Pre-accession Assistance and to prioritise funding for candidate countries in its proposal for the next multiannual financial framework (2028-2034), ensuring the path towards EU membership;

    13. Welcomes the Republic of Moldova’s significant progress in implementing EU accession-related reforms and encourages the Moldovan authorities to continue the ambitious reforms on democracy and the rule of law; calls for the EU and its Member States to prioritise and allocate additional resources to efforts to support the rule of law and anti-corruption reforms in the Republic of Moldova in order to address vulnerabilities, including those related to corruption in the security sector, justice system, public administration and media, which could enable Russian interference and disinformation; encourages the Moldovan Government to continue working with all stakeholders towards a sustainable and comprehensive justice and anti-corruption reform, in line with EU and Venice Commission recommendations;

    14. Underlines the importance of advancing the country’s reform process in order to improve living standards, particularly for vulnerable groups, and to provide the younger generations with attractive prospects for life and work in the country, thereby increasing societal resilience to hybrid attacks and reducing the number of citizens seeking better living conditions elsewhere in Europe; highlights the need for the social acquis to be better represented in the Commission’s assessments and recommendations;

    15. Reiterates its support for stronger cooperation on security and defence policy between the EU and the Republic of Moldova; commends the Republic of Moldova for becoming the first country to sign a security and defence partnership with the EU and calls for this partnership to be put into practical action; calls for the EU to progressively include the Republic of Moldova in upcoming legislative initiatives and programmes relating to European security and defence; supports the continued work under the High-Level Political and Security Dialogue between the EU and the Republic of Moldova to enhance cooperation on foreign and security policy;

    16. Calls on the Member States to increase the European Peace Facility’s funding for the Republic of Moldova to further enhance the country’s defence capabilities;

    17. Reiterates its call for the EU and its Member States to continue supporting the efforts of the Moldovan authorities to maintain macroeconomic stability and enhance its energy security by supporting the construction of new electricity interconnections with neighbouring countries; calls for the EU and its Member States to financially support energy efficiency and renewable energy projects as a clean and sustainable way of reducing Moldova’s energy demand and diversifying its supply, while ensuring energy affordability, in particular for the most vulnerable groups;

    18. Urges the EU and its Member States to further strengthen cooperation with Moldova through targeted measures in order to enhance the country’s resilience to hybrid threats, including by improving strategic communications about the EU, supporting journalists and civil society in countering disinformation, promoting independent Russian-language media content and enhancing public information literacy; calls for additional resources and technical know-how to assist the Moldovan Government’s strategic communications, internal coordination and capacity-building against hybrid attacks and disinformation; commends the efforts of Moldovan civil society in supporting the Moldovan Government’s fight against disinformation and promoting democratic values; calls on the Commission and the Member States to continue supporting media literacy and media independence, as well as the strengthening of Moldova’s critical digital infrastructure, including through the replacement of Russian-origin information and communications technology systems; calls for the EU and its Member States to expand and intensify their direct engagement with Moldovan citizens by including them in various EU and bilateral programmes and projects, such as citizen consultations, and to foster people-to-people connections;

    19. Calls on the Commission to assist the Moldovan Government in putting pressure on social media platforms to address disinformation effectively;

    20. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States, the President, Government and Parliament of the Republic of Moldova, the United Nations, the Organization for Security and Co-operation in Europe, the Council of Europe and the Russian authorities.

  • MIL-OSI USA: Public Notice of Intent to Reaffirm a Categorical Exclusion Issued to Paige Associates

    Rhode Island Department of Health (RIDOH) is seeking public comment on its intent to reaffirm a Categorical Exclusion issued to Paige Associates on April 30, 2021.

    RIDOH previously reviewed for approval the request by Paige Associates (PWS # 1900020) for a Categorical Exclusion determination for its proposed Public Water Supply and Distribution System Improvements project. The original project included replacement of the existing water system, repair and refurbishment of the water storage tank, improvements to the pump house structure and the monitoring and control system, and installation of a new supply well.

    Paige Associates is proposing minor changes to the previously proposed project. The change consists of replacing the water storage tank.

    It has been determined that any impacts from the revised project, subject to certain defined conditions and with all proposed mitigation and the required mitigation and conditions in accordance with state permits and comments, would be minor and short term in duration and that the project, subject to certain defined conditions and with all proposed mitigation and the required mitigation and conditions in accordance with state permits and comments, will not individually, or cumulatively over time, have a significant effect on the quality of the environment. Therefore, RIDOH is hereby giving notice of intent to reaffirm the Categorical Exclusion, with the described minor project changes, for the proposed project pursuant to the requirements and authority set forth in Chapter 46-12.8 of the General Laws of Rhode Island and the Drinking Water State Revolving Fund regulations (216-RICR-50-05-6).

    A copy of the Categorical Exclusion can be obtained by calling RIDOH’s Center for Drinking Water Quality at 401-222-6867 weekdays from 8:30 a.m. to 4:30 p.m. or by emailing DOH.RIDWQ@health.ri.gov.     A public hearing to hear or otherwise receive comments on the proposed intent to issue a Categorical Exclusion will be held if RIDOH receives such a request by twenty-five (25) persons, or by a governmental agency, or by an association having not less than twenty-five (25) members, within ten (10) days of published notice. If a public hearing is held, it will be open to the public, recorded and held at least five (5) days before the end of the public-comment period. A hearing will not be held earlier than ten (10) days after notice of its location, date, and time published.   • MIL-OSI USA: All aboard! More clean buses and trains coming to California’s communities most affected by pollution

    What you need to know: The state is awarding $206 million in new funding to expand bus and rail services in disadvantaged communities, which face disproportionate impacts from pollution. 

    SACRAMENTO — Governor Gavin Newsom today announced that Caltrans will award $206 million for 149 local, clean transportation projects to reduce pollution, especially in disadvantaged communities across the state. The funding announced today brings the state’s total investment in these projects to more than $1 billion in the last decade.

    “Thanks to California’s cap-and-trade program, more clean transit is coming to communities impacted most by pollution. With more than $1 billion invested in clean transit in our communities, we’re bettering the health and day-to-day lives of countless Californians.”

    This funding is possible through the California Climate Investment funds in the Low Carbon Transit Operation Program (LCTOP), funded by the state’s cap-and-trade program. Over the last decade, LCTOP has provided over $1 billion for over 1,400 projects which expanded bus or rail service, helped transit agencies purchase zero emission vehicles, funded zero emission infrastructure projects, and supported free or reduced transit fare programs. About 96% of this funding has gone to disadvantaged and low-income communities.

    “Caltrans is investing in transit services and infrastructure improvements to enhance and increase travel options in local, disadvantaged communities and help combat climate change,” said Caltrans Director Tony Tavares. “The program exemplifies our commitment to ensuring a transportation network that respects the environment and serves all Californians.”

    LCTOP is funded by the Greenhouse Gas Reduction fund and is part of California Climate Investments, a statewide program that allocates billions of cap-and-trade dollars to reduce greenhouse gas emissions, strengthen the economy, and improve public health and the environment — particularly in disadvantaged communities. 

    Some of the projects that will benefit from LCTOP funding this year include:

    • Los Angeles County Metropolitan Transportation Authority – Metro E-Line Operations: $51.3 million for operations benefitting Metro’s E Line light rail service. The new and expanded transit line serves 29 stations and operates 7 days a week
    • San Francisco Municipal Transportation Agency – Free Muni for seniors, people with disabilities and youth: $18 million to operate the Free Muni program that reduces or eliminates Muni fares for seniors, people with disabilities and youth
    • Orange County Transportation Authority (OCTA) – 40 Hydrogen Fuel Cell Electric Bus Project: $10.3 million to purchase 40 Hydrogen Fuel Cell Electric Buses in support of OCTA’s transition to a zero-emission fleet

    What you need to know: The California Highway Patrol recently conducted two enforcement stops leading to the seizure of nearly $1.7 million of illegal fentanyl and multiple illegally possessed firearms and the arrests of three out-of-state suspects in the Central Valley — including one who attempted to hide fentanyl inside multiple packages of raw beef. 

    SACRAMENTO — The California Highway Patrol (CHP) last week conducted two traffic stops on Interstate 5 in the Central Valley, leading to the seizure of 120,000 fentanyl-laced pills and 11 pounds of fentanyl valued at $1.7 million. The officers arrested three suspects from out of state, including one who had attempted to conceal the illegal drugs inside multiple packages of raw beef.

    “Throughout the state, California continues the tough work to get deadly and illegal drugs off our streets. I am proud of the efforts by our CHP officers here to help keep our community safe and hold drug peddlers accountable.”

    In the last week, the CHP announced the following operations:

    • Fresno County – On October 3, a traffic stop on Interstate 5 in Fresno County led to a major drug bust after a CHP canine officer was alerted to the presence of narcotics in a cooler in the vehicle. The cooler contained multiple packages of carne asada beef, used to conceal the presence of 11 pounds of fentanyl valued at approximately $500,000. The suspect, a resident of the State of Washington, was arrested at the scene and booked into the Fresno County Jail on felony charges of possession of fentanyl for sale and transportation of fentanyl across non-contiguous counties.
    • Merced County — On October 4, 2024, a CHP Central Division canine officer seized around 120,000 fentanyl-laced pills and two handguns during a traffic stop on Interstate 5 in Los Banos. The discovery, with an estimated street value of $1.2 million, resulted in the arrest of two suspects, both from the State of Washington, on multiple felony charges.

    Cracking down on fentanyl

    California is taking aggressive action to end the fentanyl and opioid crisis. The Governor’s Master Plan for Tackling the Fentanyl and Opioid Crisis provides a comprehensive framework to deepen the impact of these investments, including aggressive steps to support overdose prevention efforts, hold the opioid pharmaceutical industry accountable, crack down on drug trafficking, and raise awareness about the dangers of opioids, including fentanyl.
     
    In June, Governor Newsom expanded the deployment of the Cal Guard’s Counterdrug Task Force by more than doubling the number of service members interdicting fentanyl and other drugs at California ports of entry from 155 to nearly 400. This effort has produced strong results. Cal Guard’s Counterdrug Task Force has now seized over 5,000 pounds of fentanyl powder and 9.6 million pills containing fentanyl since January 2024. These seizures are valued at over $43 million. Fentanyl is primarily smuggled into the country by U.S. citizens through ports of entry.

    Addressing the opioid crisis

    The state launched opioids.ca.gov, a one-stop tool for Californians seeking resources for prevention and treatment, as well as information on how California is working to hold Big Pharma and drug traffickers accountable in this crisis.
     
    As part of Governor Newsom’s Master Plan for Tackling the Fentanyl and Opioid Crisis, over-the-counter CalRx®-branded naloxone is now becoming available across the state. Through the Naloxone Distribution Project (NDP), CalRx®-branded over-the-counter (OTC) naloxone HCL nasal spray, 4 mg, will be available for free to eligible organizations through the state or for sale for $24 per twin-pack through Amneal.

  • MIL-OSI USA: Travel Advisory Update: One Night of Lane and Road Closures Scheduled at Sayles Hill Road/Route 146 Intersection on October 12 for Steel Beam Placement

    For one night only, starting at 6 p.m. on Saturday, October 12, the Rhode Island Department of Transportation (RIDOT) will temporarily close one lane on Route 146 North and detour traffic on Sayles Hill Road where it meets Route 146 in North Smithfield. The closures will create a work zone so heavy equipment can place new steel beams for continued construction of a new flyover bridge RIDOT is building to reduce congestion and make the intersection safer. All roads will reopen by 10 a.m. on Sunday, October 13. This work was rescheduled from October 5.

    The following is a summary of changes expected during this one-night closure period:

    Route 146 North: All through traffic will be reduced to one lane and use a portion of the new flyover bridge RIDOT opened in May. The right lane will remain open for local traffic only to provide access to the residences and businesses along Route 146 North. Access to all residences and businesses will remain for the duration of the closure. There will be no access to Sayles Hill Road. Drivers headed to Sayles Hill Road toward Manville should use the Route 99 or Route 146A exits to detour. Drivers headed to Sayles Hill Road toward Iron Mine Road should use Route 146A to detour.

    Route 146 South: No changes for through traffic or drivers accessing businesses on the west side of the highway corridor or Sayles Hill Road westbound toward Iron Mine Road. Any traffic wishing to turn onto Sayles Hill Road eastbound toward Manville will remain on Route 146 South and reverse direction to Route 146 North or Route 99 North via the I-295 interchange. The traffic signal will remain green for the duration of the work.

    Sayles Hill Road eastbound, west of Route 146: Drivers will detour using Sayles Hill Road to Route 146 South near the Route 146A merge to access Route 146 South. Anyone wishing to go to Route 146 North can follow Route 146 South and reverse direction to Route 146 North via the I-295 interchange.

    Sayles Hill Road westbound, east of Route 146: Drivers will follow detour signage using Route 99 South to Route 146 South, either remaining on Route 146 South toward Lincoln or reversing direction to Route 146 North via the I-295 interchange. Local access between Route 99 and Route 146 will be maintained.

    When fully built in late 2025, the flyover bridge will eliminate the need for any traffic signals for Route 146 through traffic at Sayles Hill Road, the only traffic light on all of Route 146. More than 85 crashes occur each year at this intersection, and it is a source of significant congestion and travel delay.

    The entire Route 146 Project includes greatly needed improvements to the Route 146 corridor, making it safer, improving transit connections, and reducing congestion and vehicle emissions.     The $196 million project was funded in part by a $65 million federal Infrastructure for Rebuilding America (INFRA) grant � the second largest the state ever received � which was secured by Rhode Island’s Congressional delegation. The entire project will be finished in summer 2026.

    WHEREAS, Rhode Island is known for its natural beauty, which extends across its pristine beaches, green parks, rich forests, vibrant cities, and rural towns, all offering unique contributions to the state’s diverse landscape; and 

    WHEREAS, to protect that beauty, the Governor and First Lady launched the Litter-Free Rhode Island program in 2022 and have since made it a top priority year after year to support cleaner cities and towns and to help beautify Rhode Island so that residents and visitors take pride in their surroundings; and 

    WHEREAS, the Litter-Free Rhode Island program has committed tens of thousands of dollars in microgrant opportunities for environmental projects, clean-ups, and educational materials so that Rhode Islanders and students understand the importance of responsible trash disposal and its connection to improving our state’s overall health; and 

    WHEREAS, the Litter-Free Rhode Island program has worked closely with the state’s Department of Environmental Management (DEM), the Department of Transportation (DOT), the Division of Motor Vehicles (DMV), Enterprise Technology Strategy and Services (ETSS), and the Rhode Island Infrastructure Bank (RIIB) to advance these goals; and 

    WHEREAS, the DOT has hired additional highway crews to address litter build-up on state roads and highways and has collected more than 800,000 gallons of trash and more than 460 tons of large debris to support a better-looking and healthier community; and  

    WHEREAS, the DMV has purchased bags to give to drivers to have in their cars so that they can dispose of litter and displays videos at different DMV locations about the Litter-Free Rhode Island program; and 

    WHEREAS, in partnership with the DOT, Litter-Free Rhode Island has created a “Trashboard” to monitor those clean-ups by DOT highway crews, groundskeepers, microgrant recipients, and volunteers; and  

    WHEREAS, ETSS designed and developed the Litter-Free Rhode Island website, https://litterfree.ri.gov, leveraging the award-winning State of Rhode Island Enterprise Content Management System (eCMS); and 

    WHEREAS, DEM and RIIB have partnered together to administer a microgrant program to help fund clean-ups and clean-up supplies for nearly 100 non-profits, schools, environmental organizations, and community groups so those parties can enhance the quality of life for residents and local ecosystems; and 

    WHEREAS, empowering more Rhode Islanders to get involved and to take pride in their state starts by encouraging good habits that promote cleaner and greener Ocean State communities; and 

    WHEREAS, taking the Litter-Free Rhode Island pledge is a simple, easy way to engage and educate residents so they are actively involved in ways bettering their local parks, playgrounds, beaches, rivers, sidewalks, roads, and more.

    Governor Kathy Hochul today honored 32 fallen firefighters at the 27th Annual New York State Fallen Firefighters Memorial Ceremony held at the Empire State Convention Center in Albany. The Memorial honors 2,692 New York’s firefighters who lost their lives in the line of duty, paying tribute to them as well as thousands of firefighters across the state who continue to serve and protect their communities.

    “Let us take a moment to remember the 32 courageous firefighters whose lives were dedicated to protecting others. Their names, now forever honored on the Memorial Wall, symbolize the bravery and sacrifice that define our firefighting community,” Governor Hochul said. “As we celebrate Firefighter Appreciation Day and Fire Prevention Week, let us not only express our gratitude but also commit ourselves to fire safety and the well-being of those who risk everything for us. Together, we uphold the legacy of these heroes and the values they instill in us all.”

    “Our firefighters embody the definition of what it means to selflessly serve one’s community, and today, we remember those we lost fulfilling that service,” Lieutenant Governor Antonio Delgado said. “These men and women are heroes who rose to meet challenges that most of us can scarcely imagine, and we owe them a debt of gratitude we will never be able to repay to those they have left behind.     Governor Hochul also today issued two proclamations to honor the state’s career and volunteer firefighters, marking Oct. 8, 2024 as Firefighter Appreciation Day, and the week of Oct. 7-11, 2024 as Fire Prevention Week. The New York State Office of Fire Prevention and Control works with local fire departments, fire service organizations, school districts, civic groups, and the National Fire Protection Association to provide the public with information and programs about the importance of fire safety awareness.

    Division of Homeland Security and Emergency Services Commissioner Jackie Bray said, “We honor our fallen firefighters on this day and recognize their courage and the ultimate sacrifice they made to keep others safe.     State Fire Administrator James Cable said, “Those honored today include both career and volunteer members from across the State. Illnesses directly related to the response and recovery efforts at the World Trade Center site after the attacks of September 11, 2001 continue to take their toll. We also gather to acknowledge and recognize the families, friends, and fellow firefighters of those who we are honoring today. Their loved one’s service required they too serve and sacrifice, and we offer our support and sympathy for their loss.”

  • MIL-OSI USA: Pelosi Announces $30.5 Million for UCSF to Research Drug Side-effect Prevention

    San Francisco – Today, Speaker Emerita Nancy Pelosi announced that the University of California San Francisco (UCSF) will receive up to $30.5 million in new federal funding for its research into preemptively identifying the side-effect targets a drug might have to design the drug to avoid them.  This funding comes from the new Advanced Research Projects Agency for Health (ARPA-H) initiative, which was developed by Congresswoman Anna Eshoo and established by March 2022 government funding legislation that then-Speaker Pelosi led in negotiating and enacting.

    “UCSF has long been a beacon of excellence in scientific research and medical treatment, especially its leadership on HIV/AIDS with Ward 86,” Speaker Emerita Nancy Pelosi said.  “With this new federal funding, UCSF will be able to support the cutting-edge research of San Francisco scientists into proactively preventing side-effects for FDA-approved drug therapies.  We are grateful for President Joe Biden’s leadership and Congresswoman Anna Eshoo’s authorship in championing the ARPA-H legislation which has offered so many families across America hope for a better future.”

    “The AVOID-OME project leverages high-throughput drug discovery and machine learning to flip the process of predicting adverse reactions on its head and markedly improve the time and cost involved in candidate drug discovery. This work will create a “public good” dataset and algorithm that the drug discovery community can leverage and grow to develop future drug candidates more efficiently and effectively,” said Harold Collard, Vice Chancellor for Research, UCSF.

    UCSF will soon be able to draw on a $30.5 million federal budget to support its “structurally enabling the ‘avoid-ome’ to accelerate drug discovery” project.  This initiative promises a more proactive and data-driven approach that will ultimately accelerate the delivery of new drug therapies to patients.

    Modeled on successful defense and energy research initiatives, ARPA-H supports break-through research efforts with the potential to improve health outcomes for those living with devastating medical conditions.

  • MIL-OSI USA: Rep. Carbajal Celebrates Launch of Federal Home Energy Rebate Program, Encourages Central Coast Families to Utilize New Cost-Savings to Lower Utility Bills and Energy Costs

    Today, Congressman Salud Carbajal (CA-24) is celebrating the launch of the first phase of California’s first federal Home Energy Rebates program to help lower utility bills and home energy costs for Central Coast residents.

    The rebate program launching today will make it cheaper for California residents to install energy cost-saving measures such as heat pumps, electrical panels, and insulation.

    The rebate program is made possible by the Inflation Reduction Act, the landmark climate law that Rep. Carbajal helped get signed into law in his previous term.

    “My number one priority in Congress is lowering the cost of living for Central Coast residents. That’s why I worked in 2022 to pass a landmark cost-savings law, the Inflation Reduction Act, to provide both tax incentives and direct rebates for Central Coast families looking to lower their energy costs,” said Rep. Carbajal. “We are already seeing the impact these incentives are having on the Central Coast, and the new programs launching today will help more families not only bring down their monthly bills, but also improve their quality of life and cut harmful pollution while they’re at it.”

    These rebates are projected by the U.S. Department of Energy to save American households up to $1 billion annually in energy costs and support an estimated 50,000 U.S. jobs in residential construction, manufacturing, and other sectors.

    California’s Home Energy Rebate Programs 

    California’s Home Electrification and Appliance Rebates (HEAR) program—one of two Federal Home Energy Rebate programs—will be overseen by the California Energy Commission, and the first phase will be implemented by TECH Clean California.

    Available now: Eligible owners of multifamily buildings can save up to $14,000 per dwelling unit, including up to:  

    • $8,000 for an ENERGY STAR-certified heat pump HVAC. 
    • $4,000 for an electrical panel. 
    • $2,500 for electrical wiring. 
    • $1,750 for an ENERGY STAR-certified heat pump water heater. 
    • $840 for an ENERGY STAR-certified electric stove, cooktop, range, or oven.
    • $840 for an ENERGY STAR-certified electric heat pump clothes dryer.

Saving money and fighting the climate crisis has never been easier.” 

    “Electrifying and upgrading appliances is not just good for consumers’ wallets, but also for our planet,” said U.S. Senator Alex Padilla. “Thanks to the historic Inflation Reduction Act, the Home Electrification and Appliance Rebates program will help working families switch to sustainable, energy-efficient appliances — from home HVAC systems to water heaters — lowering their electric costs, improving indoor air quality, and reducing harmful emissions.” 

    “This program from DOE and CEC will make sure that California families can afford energy efficient appliances that will save them money on energy bills, reduce greenhouse gas emissions, and improve the air quality in their homes,” said U.S. Senator Laphonza Butler. “I applaud the Biden-Harris Administration’s investment in making sure that families are equipped to adapt to our changing climate.” 

    More rebates available soon: 

    Thanks to the Inflation Reduction Act, eligible owners of single-family homes will be able to save up to the following amounts on ENERGY STAR-certified heat pump HVAC units:  

    • $8,000 for low-income households (i.e., those earning less than 80% of their area’s median income). 
    • $4,000 for middle-income households (i.e., those earning between 80-150% of their area’s median income). 

    There also is a second Home Energy Rebates program that California will launch in 2025. Under the Home Efficiency Rebates program, eligible Californians can save money on retrofits that reduce whole-home energy consumption.
