  • MIL-OSI USA: Senator Graham, Governor McMaster, Lt. Governor Evette Announce Team South Carolina Days For Hurricane Helene Recovery Resources

    WASHINGTON – In order to best serve South Carolinians who were impacted by Hurricane Helene, U.S. Senator Lindsey Graham (R-South Carolina) is joining Governor Henry McMaster and Lieutenant Governor Pamela Evette in announcing a series of Team South Carolina Days. These will be one-stop-shops for South Carolinians who need access to federal, state and nonprofit resources as the state rebuilds after Hurricane Helene.

    Graham said, “I know it’s been tough on our state. There has been so much devastation. I’ll be working with Governor McMaster and Lieutenant Governor Evette to host Team South Carolina Days where we will get federal, state and local people together so you’ll know where to go to get the services you need.”
    Graham concluded, “I know people are hurting out there. I believe this will help.”
    Team South Carolina Days will include representatives from South Carolina state agencies to assist with a variety of services including information for seniors, veterans, and children, and information concerning insurance and unemployment benefits. Officials from the Small Business Administration (SBA) will be on hand to provide information on disaster loans for small businesses. The South Carolina Office of Resilience will be able to provide assistance with applying for disaster relief and the Federal Emergency Management Agency (FEMA) will attend to take applications for individual assistance. Several nonprofits are expected to be in attendance as well.

  • MIL-OSI USA: October is National Dyslexia Awareness Month

    October is officially marked as National Dyslexia Awareness Month. This creates an opportunity to shed light on the most common learning disability in the United States, one that affects millions of Americans every day. Dyslexia is not a measure of intelligence, but a unique way of how the brain processes language which ultimately presents challenges in reading and writing. This month is about raising awareness and advocating for the proper tools and resources needed to help those with dyslexia unlock their full potential. It is unfortunate that, as the most common learning disability, dyslexia remains woefully misunderstood and unnoticed. Because of this, the inability to provide better resources for educators and parents only continues to hold us back. By fostering a better understanding of dyslexia, we can create a more successful and inclusive environment for all learners.

    As the co-chair of the Congressional Dyslexia Caucus, I have been a proud advocate in the halls of Congress for science-based approaches to bolster support for those who experience learning disabilities due to dyslexia. But on a more personal level, as a former school board president and the husband of a teacher, I understand firsthand the importance of providing helpful resources for educators to assist those with dyslexia and all learning disabilities. Last year, I was proud to sponsor legislation, The 21st Century Dyslexia Act, which emphasizes the need for a more modern understanding of the definition of dyslexia. Instead of the more overly broad definition of dyslexia as a Specific Learning Disability (SLD), it would be included in the list of disabilities that are under the definition of a “child with disability.” Additionally, I recently introduced a Resolution recognizing October 2024 as National Dyslexia Awareness Month. This resolution was an important step in ensuring that educators and parents are aware of the prevalence of dyslexia and can give their students the learning resources they need. I am once again proud to have supported this resolution and am grateful to my colleagues from the House and the Senate who made this a bipartisan and bicameral effort. 

    As we continue through the month of October, it is important to understand that dedicating a month to dyslexia awareness is a noble cause, but it is only the first step. True change and progress will come from the continued search for improved resources and creating environments where people with dyslexia can succeed in learning. It’s time for dyslexia to no longer be a barrier to greater understanding and learning. My hope is that we can commit to finding the resources needed to support evidence-based policy not only in the month of October but throughout the year.

    Secretary of Defense Lloyd J. Austin III and his Argentine counterpart, Minister of Defense Luis Petri, spoke by phone today to reaffirm the importance of the defense partnership between the United States and Argentina. Secretary Austin thanked Minister Petri for Argentina’s joining of the Ukraine Defense Contact Group, and the two leaders reaffirmed both countries’ commitment to supporting a democratic, independent, and sovereign Ukraine that can defend itself and deter Russian aggression.  

    The two leaders noted with satisfaction the deepening of defense ties between the United States and Argentina, to include Argentina’s interest in becoming a NATO Global Partner, Argentina’s decision to join the Combined Maritime Forces in the Middle East, and Argentina’s resumption of its participation in the State Partnership Program with the Georgia National Guard. Secretary Austin thanked Minister Petri for hosting the XVI Conference of Defense Ministers of the Americas, which will convene in Mendoza, Argentina on October 13-16, 2024.  

    The two leaders agreed to continue engaging on the important role that the Western Hemisphere plays in defending a rules-based world order.

The event provided an opportunity for defense installation leadership, community leaders, industry representatives, and elected officials to connect, build awareness, and gain a deeper understanding of the current defense environment and the role they play in supporting all facets of national defense.

    Brown has long been a champion for Ohio’s aerospace innovation and military installations. Last week, Brown called on the Biden Administration to include $50 million in funding in the President’s Budget Request for fiscal year 2026 to upgrade and maintain Wright-Patterson Air Force Base’s primary runway. In September, following his push, Brown announced that the U.S. Air Force selected the Rickenbacker Air National Guard Base in Columbus as one of seven finalists to become the main operating base for the new KC-46A. In July, Brown celebrated the arrival of the first of eight new C-130J Super Hercules Aircraft at the Youngstown Air Reserve Station. Last year, Brown helped secure Joby Aviation’s investment to build its first scaled aircraft production facility in Dayton.

    Mexico & United States: Hurricane Milton

    Hurricane Milton, a Category 5 hurricane is expected to impact the northern coast of the Yucatan Peninsula with dangerous hurricane-force winds, life-threatening storm surges, and heavy rainfall in the coming days.

    The National Water Commission of Mexico (CONAGUA) and the Mexican Civil Defence agency are issuing advice on their X accounts @conagua_mx and @CNPC_MX.

    You can also track the information in English on the National Oceanic and Atmospheric Administration website: HURRICANE MILTON (noaa.gov).

    Hurricane Milton is then expected to make landfall in Florida on Wednesday 9 October as a Category 4 hurricane or stronger.  The National Hurricane Centre (NHC) is issuing advice on their website: https://www.nhc.noaa.gov/ and additional information is available on the State of Florida’s website:

    We also advise New Zealanders in the affected areas to follow the advice of local authorities at all times (including any evacuation orders) and seek suitable shelter.   • MIL-OSI China: NASA, SpaceX postpone Europa Clipper mission launch

    NASA and SpaceX are standing down from the launch attempt of the agency’s Europa Clipper mission due to anticipated hurricane conditions in the area, NASA said on Monday.

    The mission was originally planned to launch on Oct. 10 from the Kennedy Space Center in Florida.

    Hurricane Milton is expected to move from the Gulf of Mexico this week eastward to the Space Coast. High winds and heavy rain are expected in the Cape Canaveral and Merritt Island regions on Florida’s east coast.

    Launch teams have secured Europa Clipper spacecraft in SpaceX’s hangar at Launch Complex 39A at the Kennedy Space Center ahead of the severe weather, and the center began hurricane preparations Sunday, according to NASA.

    NASA will determine the next launch opportunity. Europa Clipper has launch windows until Nov. 6.

    The mission’s main science goal is to determine whether there are places below the surface of Jupiter’s icy moon, Europa, that could support life, according to NASA.

    Europa Clipper spacecraft will conduct detailed reconnaissance of Europa and investigate whether the icy moon could have conditions suitable for life. The spacecraft will perform dozens of close flybys of Europa, gathering detailed measurements to investigate the moon, according to NASA.

    This conference is a critical platform for dialogue and action at the intersection of labor and civil rights. It celebrates Dr. King’s enduring legacy and aims to strengthen the bonds between these intertwined movements.

    MINGO COUNTY, W.Va. – Today, U.S. Senator Shelley Moore Capito (R-W.Va.) made two stops in Mingo County focused on health services and economic development.
    First, Senator Capito, Ranking Member of the Senate Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies (Labor-HHS), visited Williamson Memorial Hospital to get an in-person update about ongoing upgrades at the facility. This was Senator Capito’s first visit to the facility under new leadership.
    “West Virginians in Mingo County and surrounding areas rely on Williamson Memorial Hospital for a range of health services,” Senator Capito said. “That’s why it was welcome news when Dr. Beckett purchased the hospital, and since then has made investments and renovations to improve the facility, filling a critical health care gap. I enjoyed the opportunity to meet with hospital leadership and staff, as well as tour the facility and learn more about the operations, which will undoubtedly have a positive impact in and around the region in the near future.”
    “Returning Williamson Memorial to our community is an endeavor that has drawn all of us together, starting here in Williamson, extending throughout the Tug Valley and reaching across our state,” Williamson Health & Wellness Center CEO Dr. C. Donovan “Dino” Beckett said. “We are honored Sen. Capito is a part of it and excited to share with her a look at the extraordinary strides we’ve made at the new Williamson Memorial. Our hospital represents the resolve, commitment and ingenuity of West Virginia and is a testament to our overarching mission at Williamson Health & Wellness Center: Health for everyone.”

Additionally, Senator Capito received a tour of the Coal-Mac Trucking facility and a demonstration at JP Technical Services.
    “It was great to meet with business leaders today in Mingo County and hear more about the success they have had at the Industrial Park. Whether it’s the employee growth Coal-Mac is experiencing or the expansion of services JP Technical Services is offering, I enjoyed the opportunity to hear about what is working for these local businesses and how I can continue to be a good partner to them in the Senate. I look forward to taking insights from our conversation today back to Washington in order to better support West Virginia workers,” Senator Capito said.

  • MIL-OSI USA: Ernst Grades Biden-Harris Middle East Policy an “F”

    WASHINGTON – On the one-year anniversary of the barbaric Oct. 7 attacks by Iran-backed Hamas, U.S. Senator Joni Ernst (R-Iowa) analyzed Joe Biden and Kamala Harris’ five goals for the Middle East outlined in their 2022 National Security Strategy.
    Based on their selected objectives of supporting allies, deterring adversaries, promoting regional stability, strengthening partnerships, and protecting basic human rights, Senator Ernst detailed how the White House has come up short at every turn. She pointed out that they have withheld critical weapons from our ally Israel, allowed Houthi rebels to terrorize shipping lanes, let Iran reap billions from illicit oil sales, neglected to build upon the historic Abraham Accords, and failed to properly condemn Hamas’ use of rape as a weapon of war.
    “Mr. President and Madam Vice President, you have succeeded in none of the five objectives you set out for the Middle East. If this were a graded test, you would receive an F,” wrote Ernst. “Despite the fantastical claims by your Secretary of State last week, your administration’s strategy has put the United States in a much weaker geopolitical position today than it was four years ago. The American people, our servicemembers, and our allies and partners deserve better.”

    Background:
    On October 7, 2023, Ernst was in the Middle East and went into Israel just days after Iran-backed Hamas’ attacks to show her support for our ally.
    Since then, she has kept up the pressure to bring the hostages home, held the Biden-Harris administration accountable to their “ironclad” commitment, and continued to stand with Israel.
    In January 2024, Ernst returned to the Middle East and advocated for the release of the hostages in meetings with senior leadership and lead negotiators in Egypt, Israel, Qatar, and Bahrain.
    In May 2024, she was in Israel when she received reports that the United States withheld an ammunition shipment to Israel and immediately demanded answers from President Biden to hold him accountable for his “ironclad” commitment to our greatest ally in the Middle East.
    In September 2024, Ernst traveled to Israel, Jordan, Saudi Arabia, Egypt, and Qatar to secure a deal that ensures the survival of Israel, destroys Hamas’ ability to reconstitute in the region, and brings the American hostages home.

    After Securing Veterans Cemetery Expansion, Senator Coordinating Efforts to Secure VA Approval of FM Honor Guard Proffer, Utilizing Impact Foundation for Financial Oversight
    FARGO, N.D. – Senator John Hoeven, joined by the Fargo Memorial Honor Guard, Fargo Mayor Tim Mahoney, Moorhead Mayor Shelly Carlson, West Fargo Mayor Bernie Dardis and FMWF Executive Director Shannon Full, today announced a community plan to develop a Veterans Memorial Center at Fargo National Cemetery (FNC). This follows Hoeven’s efforts as a member of the Senate Military Construction and Veterans Affairs Appropriations Committee to secure an expansion and enhancements for FNC, with the U.S. Department of Veterans Affairs (VA) having purchased land to expand the cemetery’s footprint from 5 to 35 acres. The expansion comes with significant investment by the VA, both in developing a new master plan for adding infrastructure to the land, as well as ongoing operations, staffing and maintenance.
    Hoeven has since been working to coordinate efforts among veterans groups, local stakeholders and the VA to build a facility at the FNC that incorporates local input and adequately addresses the needs of veterans, their families and volunteers. As a result:
    Stakeholders from the region have formed a working group to support the development effort, consisting of Senator Hoeven’s office, the mayors of Fargo, Moorhead and West Fargo and the executive director of the FMWF Chamber.
    The Hoeven-led group is working with the VA to vet and officially name the Fargo Memorial Honor Guard as the 501(c)(3) responsible for building the Veterans Memorial Center.
    Hoeven advanced this option with the VA to save the project time and cost, using a process wherein a local nonprofit may develop and donate a commemorative work, such as a visitor’s center, to the National Cemetery Administration (NCA).
    Hoeven continues working to ensure the VA follows through on its commitment to support this project moving forward, having raised this priority in a Senate committee hearing with VA Secretary Denis McDonough.

    The Honor Guard will utilize the Impact Foundation to provide financial oversight of the project.
    The Honor Guard has prepared a proffer to submit to the VA for review, in collaboration with Hoeven’s working group.

    The working group will continue its efforts to communicate with the public and ensure local support for the project.
    “Since the time of its establishment, we have worked to bring enhanced facilities to the Fargo National Cemetery that properly honor our veterans and their families, while supporting the efforts of volunteers. Now, we have a solid community plan in place and the buy-in of the essential stakeholders, and we’re bringing that plan to the VA,” said Senator Hoeven. “With the partnership of our working group with the Fargo Memorial Honor Guard and the Impact Foundation, we are positioned to secure VA approval for this project, which will be built and donated by the Honor Guard. But our work isn’t done, and we will continue to coordinate efforts to deliver the kind of facility that our veterans have earned.”
    Under the proffer developed by the working group and the Honor Guard, the approximately $3.7 million Veterans Memorial Center will include the following amenities:
    Gathering area to be used by family and friends of the deceased veteran prior to or following the interment.
    Gallery to showcase the lives and service of our veterans.
    Offices for VA staff.
    Breakroom for the Honor Guard members.
    Indoor restrooms.
    Garage to accommodate a hearse.
    Parking lot.

    uring emergency events, the Department of Homeland Security (DHS) works with its federal, state, local, and non-governmental partners to support the needs of the people in the areas that may be impacted.

    In such circumstances, U.S. Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) remind the public that sites that provide emergency response and relief are considered protected areas. To the fullest extent possible, ICE and CBP do not conduct immigration enforcement activities at protected areas such as along evacuation routes, sites used for sheltering or the distribution of emergency supplies, food or water, or registration sites for disaster-related assistance or the reunification of families and loved ones.

    At the request of FEMA or local and state authorities, ICE and CBP may help conduct search and rescue, air traffic de-confliction and public safety missions. ICE and CBP provide emergency assistance to individuals regardless of their immigration status. DHS officials do not and will not pose as individuals providing emergency-related information as part of any enforcement activities.

    DHS is committed to ensuring that every individual who seeks shelter, aid, or other assistance as a result of a natural disaster or emergency event is able to do so regardless of their immigration status.

    SEATTLE, WA — U.S. Representative Pramila Jayapal released the following statement regarding one year since the October 7th attack:

    “One year ago today, Hamas committed a horrific terrorist attack on Israel that brutally killed nearly 1,200 people, wounded more than 5,000, and took 251 individuals hostage — many of them children. I strongly condemned Hamas for the attack and called immediately for a return of all hostages.  

    “In the year since October 7, 2023, hundreds of hostage families have watched, waited and advocated for the return of their loved ones; hoping and praying every day for the good news that they would see their loved ones released and returned home. Far too few have gotten that news, and far too many have seen their loved ones killed, leaving behind crushed hopes, devastated families, and deep, lasting pain and emptiness.

    “I’ve made it a priority to meet with many of the hostage families, including in my own district, and to hear their stories and bear witness to their grief.  As a parent, I have wept with those parents who braved the unbearable pain of not knowing what had happened to their children to summon the resilience, courage and determination to come and advocate to Congress that the US government do all it could to bring them home.

    “Here at home and across the country, our Jewish community has also been overtaken by grief, fear and trauma.  Hate crimes against Jewish Americans have surged, including in the most sacred of places: synagogues and other places of worship. Antisemitic tropes have re-emerged, reminding us that the absolute necessity of eradicating antisemitism—indeed, all forms of hate and discrimination—is painstaking and requires constant education and re-education of all of our communities.  Every American of every political stripe must be a part of this.  There is no protection for any of us unless we fight for all of us.  As Dr. Martin Luther King Jr. said: An injustice against one is an injustice against all.

    “I have always believed in achieving peace through diplomatic means, to de-escalate and to recognize that returning violence with violence that injures more innocent civilians—even in the most horrific of circumstances— only solidifies and fosters hate and makes it even more impossible to achieve peace and security for all involved.  That is why I have advocated so strongly for a ceasefire, a return of all hostages, an end to the killing of innocent Palestinians, and a brokered peace plan with real accountability for all parties that provides security and self-determination for both the Israeli and Palestinian people.  Without that, no one can be safe and tens of thousands more innocent Israeli, Palestinian, Lebanese and other civilians will die.  

    “One year after October 7, I continue to push for this outcome to save as many lives as possible.  This past year has been filled with so much devastation and loss, including 40,000 Palestinians who have been killed and over 90,000 who have been injured and thousands of Israelis displaced from their homes. Now, we face an escalating regional war in the Middle East, and we must work harder than ever to find a way forward, toward long-term peace and rebuilding in the region.

    “As tensions continue to rise and innocent civilians are killed around the region, we must be clear that our work is both on the global stage but also right here at home in our communities, with each other, through conversation and understanding, through empathy and solidarity.  Let us respect the generational trauma that unites so many otherwise diverse populations.  Let us lead with our hearts to denounce hate, to recognize today the specific trauma of October 7 with our Jewish community, and to recommit ourselves to working for a true and sustained peace for all people.”

    Since the start of this conflict, Jayapal has been a constant advocate for a negotiated ceasefire, the return of all hostages, and the protection of innocent civilian lives:

    • Ten days after the October 7th attack, Jayapal reaffirmed her condemnation of Hamas and first called for an immediate ceasefire.
    • She worked with federal agencies to help evacuate a constituent from Gaza at the outbreak of the war.
    • Jayapal lauded a short-term negotiated ceasefire, which resulted in the return of 50 hostages, and reiterated her call for the release of all hostages and a permanent ceasefire.
    • Jayapal co-led a letter condemning Hamas, calling for Israeli military operations to follow the rules of international humanitarian law, and continuing to work toward peace in the region.
    • Jayapal voted against H.R. 8034, the Israel Security Supplemental Appropriations Act, which provided offensive military aid while humanitarian aid to Gaza was severely limited.
    • Jayapal led an effort calling on the Administration to use all tools possible to dissuade the Israeli government from moving forward with an offensive invasion of Rafah. 
    • She skipped Prime Minister Netanyahu’s Congressional address, instead spending the day with the families of hostages as well as organizations working toward peace and security.

    THE VICE PRESIDENT:  Hi.  So, I just got off the phone with Administrator Criswell at FEMA, and I cannot stress enough to all the folks in Florida, in the Tampa area: Please listen to evacuation orders.  Please listen to your local officials, because I know a lot of folks out there have survived these hurricanes before — this one is going to be very, very serious.  
    And I urge you to please just grab whatever you need.  Listen to the orders you’re getting from your local officials.  They know what they’re telling you, and they know what Milton is about to be.  So, please do that.
    The other point I’d make is that there is a lot of mis- and disinformation being pushed out there by the former president about what is available, in particular, to the survivors of Helene.  And first of all, it’s extraordinarily irresponsible.  It’s about him; it’s not about you.
    And the reality is that FEMA has so many resources that are available to folks who desperately need them now and resources that are about helping people get back on their feet and rebuild and have places to go.  You are entitled to these resources. 
    People are entitled to these resources, and it is critically important that people apply for the help that is there to support.  That — all of those resources were created for just these kinds of moments, in an emergency situation, knowing that folks are entitled to have the relief that they so rightly need at this moment in time.
    So, listen to your sheriffs.  Around the places that have been impacted by Helene, listen to your local sheriff, who’s going to tell you straight about what’s available to you and how, for so many reasons and ways, there are no conditions attached to the relief that’s available to you.

    The U.S. Navy, ​U.S. ​Marine Corps, Armed Forces of the Philippines​, and allied forces commenced the eighth iteration of Exercise Sama Sama in the vicinity of Subic Bay, the ​Republic of the ​Philippines, marking the beginning of two weeks of maritime engagements designed to enhance interoperability and strengthen security ties among regional partners, Oct. 7.

    ​​Sama Sama 2024, part of the Cooperation Afloat Readiness and Training (CARAT) series, builds on the legacy of ​previous maritime ​collaboration​,​ ​expanding its​ scope of operations​ with​​ both shore and sea phases​.​ ​Participants ​will engage ​​in specialized training across a wide range of disciplines, including medicine, legal operations, engineering, logistics, and public affairs. ​

    “This exercise has evolved significantly since its inception. What began as a bilateral event between the United States and the Philippines has grown into a multilateral and multiplatform operation, bringing together like-minded partners from across the Indo-Pacific,” said the U.S. Head of Delegation, Rear Adm.     “Sama Sama”​,​ which means “togetherness​” ​in Tagalog, reflects ​​the spirit of the decades-long partnership between allies in the region. Sama Sama 2024, a Philippine-U.S. bilateral exercise with invited allied and partner participants, continues to evolve in both complexity and scope into a more sophisticated and multinational environment with each iteration.
    This year​’s​ ​exercise includes participants from ​Australia, Japan, Canada, France​, and​ Japan, representing a collective ​commitment ​to stability and security in the Indo-Pacific region.

    “Today we witness the deepening of ties between the Philippine Navy and the U.S. Navy along with our partners from Australia, Canada, France, United Kingdom, and Japan” said the Philippine Navy Head of Delegation, Rear Adm.   • MIL-OSI USA: Congressman Al Green to Host Press Conference on United States Postal Service (USPS) Failure to Repair Potentially Dangerous Potholes at Almeda Post Office

    (Houston, TX) — On Tuesday, October 8, 2024, Congressman Al Green will host a press conference to address the ongoing issue of potholes in the parking lot of the Almeda Post Office, which has been a cause of concern for his constituents. Despite reporting the potholes to the United States Postal Service (USPS) and receiving assurances of action, there has been a lack of proper repairs. Congressman Al Green has taken the initiative to address this issue by sending a communique to Peter Pastre, USPS Vice President of Government Relations and Public Policy.     The complaint regarding the potholes was initially reported on February 8, 2023, and despite numerous follow-ups, there has been no resolution. The USPS initially acknowledged the pothole service request and stated that there would be an inspection and repairs, however, further complaints have not yielded tangible results. The lack of proper repairs from USPS has prompted Congressman Green to take this additional action.

    Congressman Al Green stated, “I am deeply concerned about the lack of action by the United States Postal Service to repair potentially dangerous potholes. It is unacceptable that there has been no resolution despite following up several times. The safety and well-being of our community is an issue, and we cannot afford to allow this condition to continue.”

    At the Boston Public Garden, Rep.     Good evening, movement family. And I mean it when I say family.

    We’re all here because we recognize, as one human family, that our destinies are tied. 

    Today is a heavy day. It is a solemn day. 

    The grief and trauma run deep in our communities. 

    I share in your heartbreak. Not only as your Congresswoman but as a woman of faith.

    A faith that affords me clarity, anchoring, a faith that was gifted to me by my mother, now an ancestor.

    My faith is enduring and abiding.

    It is a faith in a power that is greater than me, that is greater than you, that is greater than all of us. 

    It is a faith in the divine, a faith in humanity, a faith in the power and the practice of radical love.

    As someone who grew up in a small storefront church, pastored by my grandfather, I believe in the power of prayer and tradition.

    I believe that we are one human family, and I know that there is something truly powerful and transformative about the beloved, collective community that I’m bearing witness to in this moment.

    A year ago today, October 7, tragedy befell us.

    And today, 365 days later, we are still grieving.

    Grieving for the nearly 1,200 Israeli lives stolen in the horrific attack conducted by Hamas militants.

    Grieving for the over 250 Israeli hostages taken captive, torn away from their families, many of whom have been killed.

    I am grieving for the loved ones and communities they leave behind. 

    I am praying for the remaining hostages’ safe return.

    As people of faith, we believe we are all God’s children—Palestinian, Israeli, Americans alike.

    So I know we are all grieving. We have witnessed devastating losses and held space for the vulnerability that so many grapple with daily, including right here. 

    And we grieve for the Israelis murdered, and for the tens of thousands of Palestinians in Gaza murdered by the Israeli military in the last year.

    That number does not account for those still trapped under the rubble of their homes, their houses of worship, their hospitals.

    That number does not account for those slowly dying of hunger, from infections and from the cold.

    Horrific massacres. Severed limbs. Mass starvation. Forced displacement.

    While bomb after bomb continue rain down. U.S. made bombs. Shameful.

    Every life is a universe. We have been robbed of siblings and cousins, parents and elders, babies, people of flesh and bone who loved and were loved. 

    Today, I’m thinking of a young woman I met named Sara. A brilliant creative with a penchant for black leather jackets like me. 

    A 17-year-old from Gaza. She was severely burned and injured in an Israeli airstrike and her two younger brothers were killed.

    I’m thinking of the children of a mother and father—peace activists—who were murdered by Hamas on their daily morning walk. 

    The mother used to write haikus on her Facebook page. Her last poem was about a flower blooming with kindness and tolerance.

    I sat in horror as American doctors described in graphic detail what they witnessed when they returned from a field hospital in Gaza treating pediatric patients. 

    Every child deserves a future. These are babies who knew only pain for the few precious days and weeks that they were on this earth.

    A five-year-old whose body was covered in burns. A seven-year-old with gunshot wounds to the head and torso.

    No one should ever endure such horror and pain.

    I am outraged and I am heartbroken by the genocide we are witnessing of the Palestinian people. Babies, children, elders, entire generations of Palestinian families decimated.

    And as we reflect on the horrors of the past year, we must remember that are indeed one human family—regardless of religion or nation of birth—and our destinies are tied.

    And if this past year has taught us anything, it is that death and destruction beget death and destruction.

    Vengeance is not a foreign policy doctrine. And diplomacy is the only path forward.

    Since that horrific day exactly one year ago, I have been clear that diplomacy and saving lives must be the priority.

    As a policymaker, we have a moral, humanitarian, and righteous mandate to save lives.

    And every action taken by policymakers—from Congress to the White House to the Knesset—should be in pursuit of de-escalation, saving lives, and preventing a broader regional war.

    We need a permanent ceasefire now.

    And we must bring every last hostage safely home.

    We must stop sending bombs and bullets that will be used to kill women and children. Not another bomb.

    And we must save lives. We must save lives. In Israel, in Gaza, in Lebanon, and all across the region.

    Tonight, I am holding space for every Jewish, Muslim, Arab, American, Palestinian and Israeli person grieving today.

    Every life is sacred. 

    As Judaism reminds us, every life is a universe. And every life lost to this violence is a tragedy.

    Our moral compass must never waver. 

    Our shared humanity is counting on it. 

    Our destinies and freedoms are tied.

    So today and always, may we continue to pray for peace, to call for peace, to work for peace, to pursue a more just and equitable world.

    Thank you all for the honor of sharing this sacred space with you today. 

    It is an honor to be your interfaith sister in solidarity in the pursuit of justice and healing.

    Since the horrific October 7th attack, Congresswoman Pressley has consistently and stridently called for a ceasefire to save lives, return all hostages, and surge humanitarian aid to Gaza. To date, over 41,000 Palestinians have been killed by Israeli airstrikes and over 100 hostages are still held captive by Hamas in Gaza. Rep.     MR. SULLIVAN:  Thank you all for having me here today. 

    Ambassador Herzog, Mike, thank you — both for your hospitality here and for a year that has been difficult and challenging, but you have always stayed committed to the strength of the U.S.-Israel relationship and see it as larger than any two people, and I’m grateful to you for that.

    And it means a lot to me that I’ve been invited here to mark this solemn occasion with all of you.

    As you know, President Biden spoke with President Herzog earlier today, and he shared his deepest condolences with the President and the people of Israel as they commemorate this godawful anniversary. 

    He lit a candle in the White House together with the First Lady, and they said a prayer in remembrance of those lost, loved ones massacred by terrorists who exalted in the assault and murder of innocent Jewish men, women, and children. 

    Perhaps for the first time ever, this morning, the traditional mourning prayer, El Malei Rachamim, was read in Hebrew in the quiet of the residence of the White House.  One line from that prayer, as many of you know: “God full of mercy…grant rest on the wings of the Divine.” 

    The thousands of miles between Washington and Israel do not feel so distant today.  As the President shared in his statement this morning, we grieve with the families and communities who are still in mourning, just as we share in the excruciating pain of those whose loved ones are still held hostage by Hamas, including American citizens. 

    I’ve spent a lot of time with the families of the American hostages over the past year.  I remain humbled by their resilience and their courage.  Instead of succumbing to the dark paralysis of grief, they are working every day to secure the return of their loved ones — always thoughtful, always constructive, always pushing us hard, as they should. 

    I look around this room and I see colleagues here that I’ve gotten to know very, very well through these challenging times.  In the days that followed October 7th, our defense, intelligence, and national security teams were in constant touch.  At President Biden’s direction, we moved military assets into the region, including carrier strike groups with their destroyer escorts and air wings, the finest on the planet, to protect U.S. forces in the region and, yes, to support the defense of the State of Israel. 

    I traveled with President Biden to Israel on October 18th, the first president to visit Israel in a time of war.  And I was with him this past Tuesday.  He was scheduled to be in the Oval Office for his annual Rosh Hashanah call with Jewish leaders.  Instead, he was in the Situation Room, where, for the second time in five months, he ordered the U.S. military to take action to defend Israel from a significant attack by Iran. 

    Side by side, U.S. naval destroyers joined Israeli air defense units in again intercepting a rainfall of inbound missiles — ballistic missiles from Iran.  We thank God we were successful in rendering that attack ineffective, but we remain highly vigilant to the further threats and attacks from Iran and its proxies, including Hamas, Hezbollah, and the Houthis.

    Backed by the ironclad security partnership of the United States, Israel has demonstrated its remarkable capacity, including through impressive operations that killed terrorists with Israeli and, yes, with American blood on their hands. 

    The challenge going forward is to turn tactical wins in battle into a strategy that secures Israel’s people and its future.  That takes real discipline, it takes courage, it takes foresight to match the conduct of war to a clear and sustainable set of objectives and to turn tactical advantage into enduring strategic gains.  That is never easy, but it’s imperative, and we are here to work with you on that. 

    Because as I look around this room, I see colleagues that I haven’t just gotten to know in the crucible of the past year but in the work that preceded it, a project to make real the vision of broader peace, stability, and economic connectivity across the Middle East and to make real a future where Israelis and Palestinians can live alongside one another in security, dignity, self-determination, and peace.

    As the President said in his statement this morning, “I believe that history will also remember October 7th as a dark day for the Palestinian people because of the conflict that Hamas unleashed that day.  Far too many civilians have suffered far too much during this year of conflict — and tens of thousands have been killed, a human toll made far worse by terrorists hiding and operating among innocent people.” 

    Ambassador Herzog spoke in his remarks of the Jewish commandment that every innocent life has value, whether it’s American or Israeli, Lebanese or Palestinian.  Every innocent life.

    In my family, we read the poet John Donne, who said, and I quote, “Any man’s death diminishes me, / because I am involved in mankind.”  And we have to bring that spirit to this conflict as well. 

    We have continued to actively pursue a pathway to a future where Israel enjoys normalized relations with all of its Arab neighbors, where Palestinians have a state of their own, and where Israel’s security is assured forever. 

    And we have continued to stand strong against the antisemitism that still burns in America, around the world, and that has gotten oxygen since October 7th, as the Ambassador said.  And we will continue, from the President through every member of his administration, to stand firmly against it. 

    I’m not blind to the difficulties of this moment.  I’m not blind to their deep roots.  The challenges are many.  The suffering and trauma is real, and it’s with me always.  And no one is ever criticized for predicting that things will only get worse in the Middle East.  The hard thing is to push past the hopelessness and put the pieces down that build toward a genuinely brighter future, even as we navigate the heightened risks and exacting human toll of the present day. 

    This is a focus of my own conversations, President Biden’s conversations, the Vice President’s conversations, the Secretary of State, every member of our team, with leaders across the Middle East who recognize that this future I’m describing can still be the ultimate legacy of October 7th.  And we stand ready to work with all of you, everyone here, everyone of good faith across the region. 

    But this future, as you all know and has been shown to us so many times, is far from assured.  We have to work to make it so. 

    So, may God protect our troops and watch over the hostages.  May the memory of those lost be a blessing, just as the joyousness of their lives remains our light and inspiration forward.

  • MIL-OSI USA: Senator Marshall and Colleagues Sound Alarm After DHS Whistleblowers Exposes Biden-Harris Breaking the Law

    Washington, D.C. – U.S. Senator Roger Marshall, M.D. joined a letter led by Senator Chuck Grassley (R-IA) demanding President Joe Biden and Vice President Kamala Harris collect DNA samples from every immigrant the Department of Homeland Security (DHS) encounters, per the DNA Fingerprint Act of 2005.  
    Legally protected whistleblowers have exposed how DHS’s failure to collect DNA hampers law enforcement efforts to stop violent crime. Notably, DHS missed three separate opportunities to gather DNA from the illegal immigrant who murdered Rachel Morin, a Maryland mother of five.  
    “It is beyond heartbreaking to know that my daughter’s brutal death could have been prevented. This isn’t just a bureaucratic oversight; it’s a deadly failure that turned a protective measure into a hollow promise,” said Patty Morin, mother of Rachel Morin. “President Biden and Vice President Harris’ reckless disregard for border security puts every American family in imminent danger. How many more precious lives have to be lost before they decide to protect the people they were elected to serve?”  
    “Following the law, protecting whistleblowers and ensuring the safety of American citizens like Rachel Morin shouldn’t be controversial,” Senators Marshall and Grassley wrote to President Biden and Vice President Harris. “The Biden-Harris administration’s DHS must follow the law—the consequences are stark when they don’t.”

    Background: 
    The DNA Fingerprint Act of 2005 requires federal law enforcement to collect DNA from every individual Customs and Border Protections (CBP) arrests, charges, convicts or detains. Yet, per whistleblower disclosures, DHS has collected DNA samples from less than than approximately 40 percent of the more than 10 million known illegal immigrants who have entered the country during the Biden-Harris administration.   Whistleblowers additionally revealed that a CBP official who recently visited major border facilities in Arizona and California did not observe any DNA collection taking place. As a result of disclosing DHS’s failures to Congress, whistleblowers have suffered long-term, severe retaliation.

    MANILA, PHILIPPINES (8 October 2024) — Coherent national strategies that develop talent and expand digital creative industries can help developing countries tap into the global creative economy, generating high-quality jobs that contribute to economic growth, according to a new report published today by the Asian Development Bank (ADB).

    “Digital disruption of creative industries can present huge economic potential in Asia and the Pacific,” said ADB Director General for Climate Change and Sustainable Development Bruno Carrasco about the launch of A Review of Digital Creative Industries in Asia: Opportunities and Policies to Foster Growth and Create High-Quality Jobs.

    “Yet the policy environment does not always allow creatives to thrive and connect with the global value chain,” added Mr. Carrasco. “This report can help industry and policy makers shape Asia and the Pacific’s digital creative industries, foster opportunities to bridge the region’s rich cultural heritage with the rest of the world and drive economic growth.”

    Based on more than 40 interviews with key individuals across India, Indonesia, Thailand, and Viet Nam—including with industry associations and creative professionals in the film, gaming and music industries—the report highlights opportunities for emerging countries to boost their digital creative industries, assess domestic talent development, and encourage policies that create high-quality jobs.

    While there is strong demand from global entertainment companies to produce local content and work with local talent, there are not enough skilled local producers, screenwriters, and programmers. To address this, the report recommends that governments and industry define the essential knowledge and skills required to perform different creative roles, build lifelong training systems, incentivize businesses to upskill their workers, and improve creative industry working standards.

    Such long-term strategies have helped creative powerhouses—such as Canada, the Republic of Korea, Singapore, and the United Kingdom—to grow their domestic talent pools and attract foreign investment. The report distills key lessons from these countries that can help guide policymakers aiming to develop creative industries.

    Another barrier identified is a severe lack of funding in the four countries examined in South and Southeast Asia. This limits the potential for local film producers, game developers, and musicians to grow, even as high-speed internet, streaming platforms, and portable devices have enabled them to reach much wider audiences.

    Establishing structured funding facilities, including loans, credit guarantees, grants, and venture capital financing, can transform creative ideas into concrete projects, according to the report. With sufficient support from the government or through public–private collaboration, these businesses can be provided with a financial safety net to innovate.

    The report was produced with support from Netflix, the video entertainment streaming service. As ADB’s knowledge partner, Netflix provided experts to be interviewed for the report and enabled access to key stakeholders in the digital creative industry. The work on the report is part of the two organizations’ ongoing collaboration to generate knowledge and boost Asia and the Pacific’s creative industries.

  • MIL-OSI United Nations: Paraguay achieves inter-institutional commitment to risk management in the Jesuit Guarani Missions

    Presentation events were held to present the results of the project with technical assistance from UNESCO and financed by the Netherlands Funds-in-Trust.

    Asunción hosted on 6 August the presentation of the initial results of the project ‘Design and implementation of the Risk Management Plan for the Jesuit Missions of Santísima Trinidad de Paraná and Jesús de Tavarangüe, World Heritage site in Paraguay’, financed by the Netherlands Funds-in-Trust and implemented by the National Secretariat of Tourism-SENATUR and UNESCO Montevideo, in coordination with the Latin America and Caribbean Unit of the UNESCO World Heritage Centre. 

    The participation of the National Secretariat of Culture and other national and local stakeholders in this process was fundamental in the framework of the technical assistance project for the elaboration of a risk management plan for the Jesuit Missions of Santísima Trinidad de Paraná and Jesús de Tavarangüe, a site included in the World Heritage List since 1993. 

    ‘This document is intended to be a National Risk Plan due to the responsibility that all Paraguayans have towards World Heritage and the different risks that have been identified and those that will continue to be added,’ said Paraguay’s Minister of Tourism, Angie Duarte. 

    The work carried out for the preparation of the risk management plan document through various workshops and training sessions lays the foundations for a long-term inter-institutional commitment between SENATUR and the National Secretariat of Culture-SNC, as well as coordination with local and departmental governments and other key institutions of the central administration, such as the Ministry of Environment and Sustainable Development, Ministry of Foreign Affairs, National Emergency Secretariat, National Institute of Indigenous People, Armed Forces, National Police, INTERPOL Paraguay, among others. 

    This cooperation will continue in the future to further develop risk prevention and risk management protocols that will prevent or reduce the negative effects of potential disasters on the World Heritage property and thus protect its outstanding universal value. 

    In this sense, the Minister of Culture, Adriana Ortiz underlined the relevance of the project implemented in view of the need to ‘continuously promote and coordinate this type of action to preserve this world heritage that distinguishes us as unique’.

    Subsequently, on 8 August, two presentations of the results of the project were held in the Mission of Jesus and the Mission of Trinidad, respectively, in the presence of national authorities from SENATUR, local authorities and officials from the Missions, as well as members of local communities, civil society, universities and the Church. 

    During the event, a message was delivered by Elma Stoffelen, Head of Policy, Press and Culture of the Netherlands Representation in Buenos Aires, who stressed: ‘The identification and mitigation of risks is key to the management of world heritage and for this reason we are grateful for the cooperation we have with the State of Paraguay for the implementation of this project and for the participation of other state agencies’. 

    Alcira Sandoval Ruiz, Culture Specialist at UNESCO’s Regional Office in Montevideo, said that ‘with this project, Paraguay is fulfilling one more of the requirements established for the proper conservation of the site’ and thanked the national consultants and the international consultant in charge of the implementation of the plan in coordination with the counterparts. 

    The project has also enabled the preparation of a carrying capacity study at the World Heritage site, as well as a climate change impact study, relevant documents that complement the risk management plan and align with the provisions of the 2014-2024 Action Plan for World Heritage in the Latin America and Caribbean Region and the Policy Document on Climate Action for World Heritage. 

    A second stage is planned, in which working groups will be held to elaborate protocols for action and responsibilities with the partners who have participated in the process.

    WASHINGTON – On Wednesday, U.S. Sen. Ron Johnson (R-Wis.) joined U.S. Sens. Katie Britt (R-Ala.), Tommy Tuberville (R-Ala.), and Bill Hagerty (R-Tenn.), along with 68 bicameral Republican colleagues in a letter to U.S. Attorney General Merrick Garland exposing the Department of Justice’s (DOJ) failure to prevent noncitizens from registering to vote in America’s federal elections and its refusal to prosecute those who have done so. 

    The lawmakers demanded more information about the incidence of noncitizens registering to vote, and steps that the DOJ is taking to deal with the issue and secure U.S. elections.

    “We are deeply concerned by reports of non-citizens registering to vote and voting in federal elections,” the lawmakers wrote. “As of today, there has been no response from you or your Department regarding the inquiry on July 12, 2024, seeking information on efforts undertaken by your Department to enforce laws prohibiting non-citizen voting. Given the 2024 Presidential Election is in less than 34 days, your Department’s inaction and refusal to provide any information regarding its efforts to promote public trust and confidence in our elections is especially alarming.” 

    “Clearly, there is a non-negligible amount of voter participation by non-citizens in federal elections, which is not only a serious threat to the integrity of our elections and the democratic process they represent, but also has the potential to reduce Americans’ trust and confidence in election results,” they continued.

    Boston, MA – U.S. Senators Elizabeth Warren (D-Mass.) and Ed Markey (D-Mass.), along with Representatives Katherine Clark (D-Mass.), Richard Neal (D-Mass.), Jim McGovern (D-Mass.), Stephen Lynch (D-Mass.), Bill Keating (D-Mass.), Seth Moulton (D-Mass.), Lori Trahan (D-Mass.), Ayanna Pressley (D-Mass.), and Jake Auchincloss (D-Mass.), announced the Massachusetts Department of Public Health and Mashpee Wampanoag Tribe will receive nearly $60 million in federal grants for state and tribal opioid response and prevention from the U.S. Department of Health and Human Services’ Substance Abuse and Mental Health Services Administration.
    The Substance Abuse and Mental Health Services Administration’s 2022 National Survey on Drug Use and Health revealed that over 48 million people experienced substance use disorder in the past year, but only a quarter of those in need of substance use disorder treatment services actually received them.
    “The opioid crisis is something we feel deeply across this country, especially in Massachusetts,” said Senator Warren. “Thanks to the Biden-Harris Administration’s leadership, we can provide vital resources to hard-hit communities in Massachusetts, and I’ll keep fighting for more resources that allow us to address this crisis like the public health crisis it is.”

In short, this funding can help save lives,” said Senator Markey.
    “The opioid epidemic has devastated families and entire communities in Massachusetts and across America,” said Democratic Whip Katherine Clark. “Under the steadfast leadership of the Biden-Harris administration, we are expanding access to treatment options for Americans struggling with substance use disorder and ensuring they receive the care they deserve. This award builds upon that progress, and I am proud to have partnered with local and state champions to bring these critical dollars back home.”

The disease of addiction is a battle that no family should have to bear alone,” said Congresswoman Lori Trahan. “Critical investments like these that support prevention and treatment programs are instrumental in expanding access to treatment, supporting recovery, and preventing tragic overdose deaths.”
    The funds will be used to address the overdose crisis in Massachusetts and in tribal communities through prevention, harm reduction, treatment, and recovery support. This includes opioid reversal drugs such as naloxone, as well as medications for opioid use disorder.
    In May 2024, Senator Warren led 86 lawmakers in reintroducing the Comprehensive Addiction Resources Emergency (CARE) Act, the most ambitious legislation in Congress to confront the substance use epidemic. Supported by tribal nations, 29 organizations, and 28 Massachusetts state elected officials, the CARE Act would provide state and local governments with $125 billion in federal funding over ten years, including nearly $1 billion per year directly to tribal governments and organizations.
