  • MIL-OSI USA: Congresswoman Monica De La Cruz Introduces Bipartisan Legislation to Improve Medicare Services

Source: United States House of Representatives – Monica De La Cruz (TX-15)

Congresswoman Monica De La Cruz (TX-15) introduced the Improving Medicare Services Act of 2024 on Friday, October 4. It is a bipartisan bill aimed at ensuring seniors receive the vital healthcare assistance they deserve by modernizing and improving the 1-800-Medicare call line. The legislation, co-led by Congressman Lou Correa (CA-46), directs the Comptroller General of the United States to conduct a comprehensive study and share recommendations on the 1-800-Medicare line, a critical resource for millions of Medicare beneficiaries.

The study will analyze key aspects of the call line’s performance, including customer wait times and satisfaction, staffing competency and contractor performance, and benchmarking potential improvements or downgrades in service. Based on its findings, it will also provide recommendations to Congress and the Department of Health and Human Services (HHS). Notably, this study will be the first in over 15 years completed by the Government Accountability Office on the 1-800-Medicare call line. By taking a data-driven approach, Congresswoman De La Cruz and Congressman Correa aim to ensure that all Medicare beneficiaries receive timely, accurate, and professional assistance whenever they call the helpline.

Congresswoman Monica De La Cruz issued the following statement on the importance of this initiative:

“Seniors rely on the 1-800-Medicare call line for essential information and assistance regarding their healthcare coverage,” De La Cruz said. “We must ensure that this service is meeting their needs efficiently and effectively. This study will highlight where improvements are needed and ensure that we have updated data to make informed decisions on behalf of Medicare recipients. With this legislation, we’re standing up for our seniors to ensure they get the high-quality service they’ve earned.”

The study will also describe any actions taken by the Secretary of Health and Human Services or contractors carrying out 1-800-Medicare services in response to previous recommendations provided by the GAO.

“Our seniors here in Orange County and across the country deserve meaningful access to the health care they’ve earned and deserve. They shouldn’t be forced to wait countless hours for answers to get themselves the care they need,” Correa said. “I hear from seniors in my community every day who are forced to endure long wait times, unhelpful responses, and poor service quality, and it’s unacceptable. We’re introducing this legislation today to make sure that all Medicare beneficiaries get timely, accurate, and professional help whenever they call 1-800-Medicare. Because our seniors deserve no less.”

Original cosponsors are Correa, Rep. Troy Nehls (TX-22), and Rep. Brandon Williams (NY-22).

  • MIL-OSI USA: Rep. Stansbury Releases Statement Marking One Year Since Hamas’ Attack on Israel

Source: United States House of Representatives – Representative Melanie Stansbury (N.M.-01)

ALBUQUERQUE — U.S. Representative Melanie Stansbury (NM-01) released the following statement marking one year since the deadliest attack on the Jewish people since the Holocaust:

“Today marks one year since Hamas’ horrific attack on Israel where more than 1,400 Israelis were murdered and hundreds were taken hostage. A year later, we must continue working to ensure the safety and return of the hostages and keep every victim in our hearts – may their memories be a blessing,” said Rep. Melanie Stansbury. “This day will forever be remembered as a dark moment in the long history of this region.

“In the year that has passed and escalating violence in Gaza and across the region, there has been unimaginable human suffering – tens of thousands of people killed, hundreds of thousands starving – with Palestinians across Gaza and the West Bank continuing to face violence daily. I commend President Biden for his work with the U.N. Security Council to put forth a viable ceasefire deal. We must continue to push for a ceasefire.

“Centering diplomacy to stem the tides of war and end the catastrophic human suffering is critical as we move forward. As Iran renews aerial attacks on Israel, and Israel goes after Hezbollah within Lebanon, hundreds of thousands of innocent civilians have been caught in the crosshairs of war.

“I continue to renew my call for the Biden Administration to continue pushing to end the war and secure a ceasefire, the return of all hostages, to secure urgent and necessary humanitarian aid to Palestinians and all those suffering, and to ensure American-made weapons are not used for offensive measures.  The violence must end, and the U.S. must do everything we can to help secure a permanent and lasting peace.”

  • MIL-OSI USA: Risch, Crapo, Ernst and Senate Republicans Stand with Israel, Condemning Iran-backed Hamas

    US Senate News:

Source: United States Senator for Idaho James E Risch

WASHINGTON – U.S. Senator Jim Risch (R-Idaho) ranking member of the Senate Foreign Relations Committee, joined Senators Mike Crapo (R-Idaho), Joni Ernst (R-Iowa), and every Senate Republican, one year since the Oct. 7 terrorist attacks that killed dozens of Americans, in a resolution fully condemning Iran-backed Hamas for its actions, supporting the forever survival of Israel, and calling for the safe release of American hostages.

The entire Senate Republican Conference stands united in opposing violent anti-Semitic protests and Iran-backed Hamas’ use of rape as a weapon of war. They also reiterate Israel’s right to defend itself and emphasize the importance of denying Hamas the ability to reconstitute in the region to ensure the horrific events of that day are never repeated.

“Today, people across the world are remembering those lives lost and the hostages who remain in captivity in Gaza. Unfortunately, a year later, Iran-backed groups continue to threaten the safety and security of the Israeli people. Hamas continues to hold innocent hostages in Gaza, while the Houthis in Yemen and Hezbollah in Lebanon fire rockets and missiles towards Israel,” said Risch. “The United States can and should continue to do all it can to support our ally Israel and hold Iran and its proxies accountable for their brutal attacks. This resolution is an important message to the people of Israel that we remain committed to defending them.”

“Just as the sun began to rise one year ago, barbaric Hamas terrorists stormed into Israel and launched a widescale attack on thousands of innocent Israeli citizens. Hamas kidnapped, tortured and brutally murdered thousands of innocent people, plunging the Middle East into turmoil once again. I continue to press for the release of the remaining hostages and to stand unwaveringly with our strongest ally in the Middle East and its right to defend itself from ongoing threats from Iran and Iranian-backed terrorists,” said Crapo.

“This time last year, I woke up in the Middle East to the unbearable news that Israel was under attack by Iran-backed terrorists and Americans were being killed and taken hostage,” said Ernst. “I immediately traveled into Israel to show that our nation’s friendship is unwavering, in good times and bad. Regardless of whether I have been in Jerusalem, Washington, or Iowa, I have worked around the clock to hold the White House accountable to its ‘ironclad’ commitment, bring our hostages home, and cut off the source of terrorism in Tehran. One year since that day, as Israel remains under attack on all fronts, Senate Republicans stand united with our greatest ally in the Middle East.”

  • MIL-OSI USA: Rep. Stansbury Hosts Democratic Leader Hakeem Jeffries for Community Conversation

Source: United States House of Representatives – Representative Melanie Stansbury (N.M.-01)

ALBUQUERQUE — Congresswoman Melanie Stansbury (NM-01) was proud to welcome Democratic Leader Hakeem Jeffries for a community conversation at the New Hope Full Gospel Baptist Church in Albuquerque.

The conversation brought together community members, local leaders, and advocates to discuss pressing issues impacting New Mexicans. Leader Jeffries and Rep. Stansbury touched on a broad range of topics including how Democrats are delivering for Americans in tangible ways like lowering costs for Americans, expanding access to healthcare, protecting the environment, and ensuring our democracy stays secure.

“I am so proud to welcome Leader Jeffries to our beautiful state and share the stage with him and to showcase all the work Democrats are doing for New Mexicans,” said Stansbury. “We have brought millions of dollars back to New Mexico through federal programs, legislation, and Community Project Funding that support education, housing, healthcare, infrastructure, and economic development. We will continue this momentum – including tackling pressing issues such as climate change, economic inequality, and access to quality education as we continue to work for New Mexico and our communities.”

“House Democrats will continue to lean into lowering housing costs and growing the middle class with a particular emphasis on access to affordable homeownership,” said Leader Jeffries. “Being able to purchase a home, keeping that home and being able to pass it onto the next generation is central to the great American dream. And we will fight to maintain the principles of free and fair elections and ensure the right to vote, which John Lewis would always say to us, is sacred, is sacrosanct and is essential to the integrity of our democracy. We have to push back against the extreme right-wing efforts to take it away, so one of our top priorities in Congress will be to pass the John Robert Lewis Voting Rights Advancement Act.”

  • MIL-OSI USA: HAGEMAN SPEAKS AT LIVESTOCK PRODUCERS FREEDOM RALLY

Source: United States House of Representatives – Wyoming Congresswoman Harriet Hageman

Rapid City, SD – Today, Congresswoman Hageman spoke to livestock producers from South Dakota, Wyoming and the region to discuss the truth behind mandatory electronic identification (EID) eartags.

During her remarks she stated: “…in their relentless drive to put pressure on independent cattle and bison producers, the USDA is again attempting to implement an EID requirement that will have a tremendous impact on livestock operations. Producers who do not comply will lose their access to interstate markets, thereby putting cattle and bison ranchers in places like Wyoming and South Dakota in grave peril of going broke.”

“It is obvious that, while the implementation of this rule would provide an outsized benefit to large corporations, it would provide nothing but a burden to smaller producers. The consolidation of power in the hands of a few, at the expense of small and independent farmers and ranchers is a threat to our entire food supply. This rule reveals a tremendous level of cynicism towards American cattle and bison ranchers. Our livestock producers have implemented the world’s most innovative and advanced practices in relation to animal welfare and precision herd health management, while producing high quality and affordable food.”

She concluded by encouraging attendees to engage their federal delegation on the issue, “It is critical that each and every one of you call your Congressman and Senators, and tell them to cosponsor Rep. Hageman’s H.J.Res 167 and Senator Lummis’ S.J.Res 98 – urgent action is needed before this rule goes into effect November 5th. We are in a David versus Goliath situation here where the voices of millions of grassroots ranchers are being drowned out by D.C. special interests representing corporate agriculture. It is time for Congress to listen to the People, and that starts with your calls and advocacy.”

  • MIL-OSI: Trans Mountain Announces 10-Year Monitoring Agreement with Hifi Engineering

    Source: GlobeNewswire (MIL-OSI)

CALGARY, Alberta, Oct. 07, 2024 (GLOBE NEWSWIRE) — Trans Mountain has entered into an agreement with Hifi Engineering (Hifi) to deploy a High-fidelity Distributed Sensing (HDS™) fibre optic network for comprehensive monitoring and enhanced leak detection on the Trans Mountain Expansion Project. The hybrid fibre optic network consists of a telecommunications cable paired with Hifi’s specialized optical sensing fibre and dual micro duct conduit.

“Trans Mountain is committed to continuous improvement in all facets of our operation,” said Jason Balasch, Vice President, Business Development and Commercial Services. “Our pipeline system was already monitored around the clock by two leak detection systems through our control centre in Edmonton. This agreement with Hifi provides our system another layer of leak detection and comprehensive monitoring utilizing their state-of-the-art technology.”

In addition to installing the fibre optic system for enhanced leak detection and intrusion monitoring, Trans Mountain and Hifi have signed a 10-year monitoring agreement. Under this agreement, Hifi will provide real-time monitoring support from its 24/7 operations centre.

“We are honoured to have this agreement with Trans Mountain to include 24/7 monitoring support of this multi-product infrastructure,” said Steven Koles, President and CEO, Hifi. “It represents a great showcase of the product agnostic distributed optical sensing and artificial intelligence and machine learning technology from Hifi which can be applied to all types of pipelines including conventional oil and gas, as well as carbon dioxide, hydrogen, and water.”

State-of-the-art fibre optic system deployed on pipeline for the Trans Mountain Expansion Project.

The Trans Mountain and Hifi initiative marks the world’s longest fully distributed fibre optic sensing deployment on a multi-product liquids pipeline.

Hifi’s HDS™ system, now substantially complete, has been under a progressive baselining and commissioning process since the completion of the Trans Mountain Expansion Project. This process leverages new automation and machine learning developed by Hifi to fully baseline normal pipeline operations.

The deployment includes surveillance support for leak detection, ground disturbance and security integrity risks, including right-of-way intrusion, strain monitoring, pig tracking and other operational applications. The fibre optic system can measure vibrations, temperature and pipe movement, continuously and accurately and can pinpoint the location of a suspected leak or other event within metres.

Trans Mountain’s pipeline system is also monitored by two computational systems, overseen by control centre operators and the leak detection group. Operators have the authority to shut down the pipeline in the event of a system alarm.

Trans Mountain and Hifi were recently recognized by the Fibre Optic Sensing Association (FOSA), receiving Project of the Year for this initiative.

  • MIL-OSI Global: Wealthier Canadians live longer and are less likely to be dependent as they age, new research finds

Source: The Conversation – Canada – By Marie-Louise Leroux, Professeure titulaire en Sciences Economiques, Université du Québec à Montréal (UQAM)

Population aging is a growing challenge for developed countries like Canada, with significant implications for health care and long-term care systems. In OECD (Organisation for Economic Co-operation and Development) countries, the population of people aged 80 and above is projected to more than double by 2050, reaching 9.8 per cent of the population.

This demographic shift highlights the increasing demand for high-quality long-term care services. Older individuals frequently experience limitations in daily living activities, such as dressing, washing and household tasks.

By 2050, half of people aged 65 or older in OECD nations are expected to report some limitation in daily living, and dementia cases are projected to reach 42 million. Canada is not exempt from this trend.

    Read more:
Enabling better aging: The 4 things seniors need, and the 4 things that need to change

In Québec, for instance, around 315,000 individuals require help with daily activities — a number expected to nearly double by 2050.

As the number of elderly people needing care grows, the demand for long-term care services will present significant financial challenges for both individuals and governments. Understanding the economic and demographic factors driving long-term care needs, as well as their implications, is crucial for building a more equitable and robust care system.

    Low-income individuals face double penalty

Research has shown that while life expectancy has increased, it’s unevenly distributed across socioeconomic groups. Factors such as age, ethnicity, gender, income and education play a significant role in determining longevity.

In Canada, men in the top five per cent of earners live, on average, 11 per cent longer than those in the bottom five per cent. For women, the longevity gap between those with the highest earnings and the lowest earnings is 3.6 years. These findings are consistent with research from other countries, including the United States.

However, research on the relationship between income and loss of autonomy is still limited. Some studies suggest that lower socioeconomic status is associated with poorer health outcomes and higher disability rates among older adults.

In the United Kingdom and the U.S., individuals in the bottom third of wealth distribution live seven to nine fewer years without disability compared to those in the top third. Similarly, in Europe, less wealthy individuals have a higher likelihood of becoming dependent and they remain dependent longer.

Understanding these socioeconomic disparities is crucial for shaping public policy and identifying which groups are the most vulnerable. Low-income individuals face a double penalty: they are both more likely to need long-term care and they are less financially equipped to bear the associated costs.

As a result, public long-term care policies might consider prioritizing the support of low-income individuals, since wealthier individuals can more easily afford care.

    High-income Canadians live longer

Our research explored the relationships between longevity, dependency and income using data from a 2016 survey of 2,000 Canadians aged 50 to 69.

The data combined both subjective self-reports with objective data about the likelihood of living to age 85, developing limitations in daily living activities or entering a nursing home. Financial resources were measured through reported income and savings.

Our findings show that Canadians with higher incomes are more likely to live to age 85 and are less likely to become dependent. After controlling for several socioeconomic factors, we found that a one per cent increase in income was associated with the following:

    • nearly a five per cent increase in survival probability;
    • a one per cent decrease in the likelihood of having limitations in daily living activities;
    • and a two per cent decrease in the likelihood of entering a long-term care home.

The relationship between income and dependency was particularly strong among individuals in the top third of the income distribution. This suggests that financial resources play a significant role in extending life and maintaining independence as people age.

Interestingly, despite their lower objective likelihood of needing nursing home care, higher-income individuals perceived themselves as more likely to require it. A one per cent increase in income was associated with a four per cent increase in the self-reported probability of entering a nursing home, even though the actual probability of this happening dropped by two per cent.

This discrepancy may be explained by wealthier individuals considering other factors, such as their financial resources and the possibility of receiving care at home from a professional caregiver.

    Targeted support is needed

The socio-demographic relationships from our study have important implications for designing equitable long-term care policies. Wealthier individuals tend to live longer and are less often dependent, meaning they are in a better position to pay for long-term care expenses.

On the other hand, low income individuals are more likely to become dependent and may experience greater financial strain if they need to pay for long-term care costs over an extended period, potentially driving them into poverty.

Our findings recommend that provincial and territorial governments should adopt redistributive policies for long-term care. These policies could involve providing additional subsidies aimed at low-income older individuals, either as a preventive measure or when they first become dependent.

This approach aligns with the proposal made by Québec Health Minister Réjean Hébert in 2015, who suggested implementing “autonomy insurance” to help retirees above a certain age manage long-term care costs.

Redistributive policies are critical not only because low-income individuals have fewer financial resources, but also because they face a higher likelihood of dependency. Without targeted support, these individuals could be left struggling to afford the care they need. Designing policies that recognize these disparities can help ensure a more equitable and sustainable long-term care system in Canada.

Rep. Allen Joins Colleagues in Calling on USDA to Provide Support for Farmers Following Hurricane Helene

    Augusta, October 7, 2024

Congressman Rick W. Allen (GA-12) recently joined 14 of his southeastern colleagues in sending a letter to U.S. Department of Agriculture (USDA) Secretary Tom Vilsack about needed USDA actions to support farmers and rural communities devastated by Hurricane Helene. The letter requests Farm Service Agency (FSA) strike teams, the use of more accurate rainfall data, and disaster aid provided through block grants.

In the letter, the Members write: “We write to request that the U.S. Department of Agriculture take swift action to support our farmers and rural communities affected by Hurricane Helene. Specifically, we request that the USDA deploy Farm Service Agency (FSA) strike teams to the hardest-hit areas, providing much-needed personnel to assist with recovery efforts. Additionally, we urge the Risk Management Agency (RMA) to collaborate with local stakeholders and utilize regional rainfall data to ensure more accurate assessments for damage and crop insurance claims. Finally, we request that USDA disaster aid be provided to affected states through block grants. This will allow states the flexibility to administer relief tailored to the specific needs of their producers and communities. These actions will be critical to ensuring a swift and effective recovery for our agricultural communities.”

NOTE: Congressman Allen has also called on Congressional Leadership to act swiftly in passing legislation to provide immediate disaster relief funding for farmers and growers who have experienced devastating crop losses due to Hurricane Helene.

  • MIL-OSI USA: Smith Bill Supports Pregnant Mothers, Promotes Choosing Life Through Tax Code

Source: United States House of Representatives – Congressman Jason Smith (8th District of Missouri)

strong>WASHINGTON, D.C. – Congressman Jason Smith and U.S. Senator Steve Daines (R-MT), along with Congressman Doug Lamborn (R-CO), introduced the Child Tax Credit for Pregnant Moms Act that would make pregnant mothers eligible for the Child Tax Credit (CTC), allowing them to save up to an additional $2,000 for an unborn child.

“From the moment a baby is conceived, a family’s priorities begin adjusting to prepare for their arrival. It’s time for our tax code to help babies who are still in the womb by making sure their parents have the resources necessary for their arrival. That’s why I’m proud to introduce the Child Tax Credit for Pregnant Moms Act, which will allow working families to claim up to an additional $2,000 with the Child Tax Credit before the child is born, giving them a chance to get a head start to prepare, save, and invest in their future.” –  said Rep. Jason Smith

“Expecting parents begin providing and preparing for their child the minute they learn they’re having a baby—the Child Tax Credit should reflect the fact that unborn children are children too,” Sen. Daines said. “From prenatal care to stocking up on baby supplies, this tax relief will help parents prepare for the arrival of their baby.”

“Having a child is a financial commitment which is why I am pleased to introduce the Child Tax Credit for Pregnant Moms Act with Senator Daines and Congressman Smith. This legislation will encourage childbirth by allowing pregnant mothers to collect the child tax credit and get the necessary resources they need for their unborn children. Despite attempts by the left to dehumanize the unborn, we must continue working to recognize the inherent value and dignity of our unborn babies.”- said Rep. Doug Lamborn

From stocking up on diapers, to setting up a new crib the work, care, and costs associated with motherhood begin long before a child is born. Recognizing unborn children for the CTC would give expecting parents and their families an opportunity for a better start.

In order to ensure equal access, parents of miscarried and stillborn children also have the opportunity to qualify for the tax credit. Parents who lose a child to miscarriage or stillbirth often have significant financial burdens such as medical bills and funeral expenses. Allowing grieving parents to receive the CTC is a small but meaningful step to help provide them with support.

  • MIL-OSI USA: Welch Statement on the U.S. Postal Service Reopening Montpelier Post Office

    US Senate News:

Source: United States Senator Peter Welch (D-Vermont)

MONTPELIER, VT—Today, 65 weeks after the July 2023 floods displaced the downtown Montpelier Post Office and following the advocacy of Vermont’s postal customers, local postal workers, community and State leaders, and the Vermont Congressional Delegation, the U.S. Postal Service announced the opening of a fully-functional retail location at 89 Main Street in Montpelier, which will officially reopen to the public with a ‘Grand Reopening Celebration’ on October 12, 2024. Senator Peter Welch (D-Vt.) released the following statement:
“For over 450 days, Montpelier’s families, seniors, and businesses have waited for the U.S. Postal Service to stop stalling and restore service. After being pushed for months to act—by the Montpelier community, postal workers, local and State leaders, and the Vermont Congressional Delegation—Vermonters will finally have access to this essential service in their own community once again.
“There is no justifiable reason for Postmaster General Louis Dejoy’s failures in Montpelier, which for 15 months was the only capital city without a fully-functional post office. Clearly, the internal benchmarks of the U.S. Postal Service to restore service after a disaster were entirely dismissed and the national management of the USPS has failed to respond to the needs of Vermont. Our state’s confidence in this essential service has been badly eroded, and we need to see concrete actions by the USPS Board of Governors and the national management to prove they can, indeed, deliver for small and rural communities. If opening a post office—a task this agency has done more than a thousand times in their 250-year history—is too challenging, they should consider a change in leadership.”
Four months after Vermont’s 2023 floods the USPS temporarily relocated the post office to inoperable mail trucks with no power, bathrooms, or shelter from the elements. Then, PO box and retail postal services were relocated out of Montpelier altogether. Following advocacy by impacted Vermonters, community organizers, concerned workers, the press, and the Vermont Congressional Delegation, the Postal Service announced it had signed a lease for a new retail Post Office. Even after signing a lease, it took USPS an additional 22 weeks to open this new space.

  • MIL-OSI USA: Cornyn Op-Ed: America’s Next Commander in Chief Must Unapologetically Support Israel

    US Senate News:

Source: United States Senator for Texas John Cornyn

WASHINGTON – To mark the one-year anniversary of Hamas’ unprovoked attack on Israel, U.S. Senator John Cornyn (R-TX) authored the following op-ed in the Dallas Morning News highlighting the pressing need for America’s leaders to support Israel and stand up to terrorism around the world:

America’s next commander in chief must unapologetically support Israel

    Senator John Cornyn

    Dallas Morning News

    October 3, 2024

    https://www.dallasnews.com/opinion/commentary/2024/10/05/cornyn-americas-next-commander-in-chief-must-unapologetically-support-israel/

One year ago, Hamas launched an unprovoked attack on our closest ally in the Middle East: Israel.

Hamas terrorist fighters entered Israel by land, air and sea. They brutally murdered, abused and kidnapped innocent civilians. They paraded hostages and dead bodies through the streets of Gaza like trophies. They killed nearly 1,200 people, making it the deadliest day for the Jewish people since the Holocaust. More than 200 people were kidnapped by Hamas, and sadly, more than 40 of our fellow Americans also lost their lives in the attack.

On Oct. 7, the world saw evil in its purest form. In the days that have followed, we’ve seen heart-wrenching videos and heard firsthand accounts of the terror Hamas continues to unleash in the Middle East. These images and stories are painful to see and listen to, but it is imperative that we share them. People in the United States and around the world need to understand the magnitude of what happened and what continues to unfold in the Middle East.

Texas is home to a vibrant Jewish community, and for them, the war in Israel is far more than a terrifying headline — it’s a deeply personal attack on their faith, family and heritage. I visited Temple Emanu-El in Dallas shortly after the attack to hear from members of the Jewish community impacted by the attacks. An elementary school teacher who had just moved to North Texas from a small kibbutz near Gaza cried as she told me about students who were slaughtered, and a mother of two young men in the Israel Defense Forces reserves told me about her beloved sons. It was difficult for them to share their stories, but they showed such courage in doing so to help all of us understand the personal and profound impact of a war happening on the other side of an ocean.

Support for Israel ought to transcend party lines, religion, race and ethnicity. This is not an issue of opinion; this is a battle of right and wrong, of good and evil. Israel is our most steadfast ally in the Middle East, and it deserves our full support, both in words and action.

I was honored to visit Israel earlier this year, and I was also extremely proud to have voted for widely-supported legislation that sent critical aid and military resources to Israel.

However, not everyone has made good on their rhetoric about backing Israel. The Biden-Harris administration has tried to have it both ways after facing blowback from progressives and antisemitic protests on college campuses. Vice President Kamala Harris skipped out on attending Prime Minister Benjamin Netanyahu’s address to Congress. This administration delayed the sale of critical F-15s to Israel despite Congress’ approval. And it has withheld aid passed by Congress over disagreements on how Israel, a sovereign nation, should defend itself from terrorists.

From the beginning of this war, I’ve said that Israel’s decisions on how to respond to this deadly attack must not be dictated by anyone but Israel. In the wake of 9/11, America’s allies didn’t attempt to micromanage our response. Instead, they stood in solidarity with the American people and pledged their support. Israel deserves the same, but the Biden-Harris administration continues to treat it like an untrustworthy antagonist.

A year after Hamas’ horrific attack, the world has never been more dangerous. There is war in Eastern Europe and the Middle East, and tensions are escalating in the Indo-Pacific. This is a direct reflection of the Biden-Harris administration’s utter lack of leadership on the global stage, complete abandonment of deterrence and tepid support of our most critical allies.

Our friends and enemies alike are watching how we respond. Iran’s missile attacks on Israel last week are a reminder that there is no daylight between Iran, its terrorist proxies and authoritarian leaders like Vladimir Putin and Xi Jinping, who want nothing more than for America to abandon its allies.

If Oct. 7 wasn’t a wake-up call for this administration, I don’t know what will be. We face a modern-day axis of evil, and we cannot be naive to the fact that our reaction to terrorism around the world can and will affect our national security here at home. We ignore this grim reality at our own peril. It is vital our nation’s next commander in chief understands the importance of being a strong, trustworthy ally.

As we reflect upon this tragic day, may we mourn the innocent lives that were lost one year ago, vow to free those still held hostage and offer our unfaltering support to Israel as it continues its efforts to eradicate the evil that is Hamas.

  • MIL-OSI USA: Cornyn Leads Colleagues in Urging Restoration of NADBank’s Water Infrastructure Program

    US Senate News:

Source: United States Senator for Texas John Cornyn

WASHINGTON – U.S. Senator John Cornyn (R-TX), along with Senator Ted Cruz (R-TX) and Representatives Monica De La Cruz (TX-15), Vincente Gonzalez (TX-34), Tony Gonzales (TX-23), Veronica Escobar (TX-16), and Henry Cuellar (TX-28), today sent a letter to the North American Development Bank (NADBank) expressing strong support for the re-establishment of NADBank’s Water Infrastructure Fund and urging the board to take swift action in restoring this critical program to improve water security for border communities.

“The need for sustainable water management in the U.S.-Mexico border region is greater than ever. Re-establishing the fund would be a significant step in ensuring long-term water security for both municipal and agricultural communities,” they wrote.

“As it did in previous years, NADBank should use funding from retained earnings to provide concessional financing such as grants or subsidized loans for water conservation and diversification projects. This investment is essential to the well-being of our American municipalities and agricultural projects, and we fully support the Bank’s role in overseeing and implementing the fund to ensure these resources are allocated effectively.”

“We are confident that the re-establishment of the Water Infrastructure Fund will greatly benefit both sides of the border, ensuring that our communities have the water resources they need for the future,” the lawmakers concluded.

Full text of the letter is here and below.

    October 7, 2024

    United States Board Members

    North American Development Bank

    203 S. St. Mary’s St., Ste 300

    San Antonio, Texas 78205

    Dear Members of the Board,

We are writing to express our strong support for the re-establishment of NADBank’s Water Infrastructure Fund and to urge the Board to take swift action in restoring this critical program. The need for sustainable water management in the U.S.-Mexico border region is greater than ever. Re-establishing the fund would be a significant step in ensuring long-term water security for both municipal and agricultural communities.

As it did in previous years, NADBank should use funding from retained earnings to provide concessional financing such as grants or subsidized loans for water conservation and diversification projects. This investment is essential to the well-being of our American municipalities and agricultural projects, and we fully support the Bank’s role in overseeing and implementing the fund to ensure these resources are allocated effectively.

Any grant funding re-established through this program must be directed to both municipal and agricultural projects. These projects should not only conserve water, but also explore new ways to create additional water sources in the border region. In doing so, NADBank can address the urgent need for water security on both sides of the U.S.-Mexico border.

The flexibility of the grant program is critical. NADBank must be permitted to fund partial project costs in coordination with loans to enable solutions for a wide variety of projects. Additionally, NADBank should not be prohibited from providing loan financing to cover any remaining costs so as to ensure the fund remains adaptable and accessible.

Leveraging resources from other federal and state agencies such as the USDA-Rural Development, Bureau of Reclamation, and the Texas Water Development Board, will be critical in closing the funding gap for these water projects. We urge the Board to coordinate efforts with these entities to maximize the impact of NADBank’s investments.

Lastly, we request that U.S. Board members encourage Mexico to meet its capital commitments in a timely manner, and that the U.S. Board use its voice and vote to expedite the release of the remaining U.S. capital in line with Mexico’s payments.

Thank you for your attention to this matter. We are confident that the re-establishment of the Water Infrastructure Fund will greatly benefit both sides of the border, ensuring that our communities have the water resources they need for the future.

    Sincerely,

    /s/

  • MIL-OSI USA: Remarks by Vice President Harris Marking One Year Since Hamas’ October 7th Terrorist  Attacks

    US Senate News:

    Source: The White House
    Vice President’s ResidenceU.S. Naval ObservatoryWashington, D.C.
    4:02 P.M. EDT
THE VICE PRESIDENT:  Good afternoon.  In a few moments, Doug and I will plant a tree here on the grounds of the Residence of the Vice President of the United States, and we dedicate this tree to the 1,200 innocent souls, in an act of pure evil on October 7, 2023, who were massacred by Hamas terrorists.
Forty-six of our fellow Americans were killed in this brutal terrorist attack, including a singer from Missouri who died shielding her son from bullets, an academic and peace activist who studied in Seattle and who was the grandson of Holocaust survivors, and a dancer from California who was killed alongside her fiancé while attending the Nova Music Festival.
I am devastated by the pain and loss that occurred on October 7, and Doug and I pray for the family and loved ones of all of those who were lost, and may their memories be a blessing.
Today, I know many Jews will be reciting and reflecting on the Jewish prayer for mourning, the Kaddish.  The words of the prayer are not about death; it is a prayer about our enduring belief in God, even in our darkest moments.  So, as we reflect on the horrors of October 7, let us please be reminded that we cannot lose faith.
The Jewish philosopher Rabbi Abraham Joshua Heschel wrote, and I quote, “Religion begins with a consciousness that something is asked of us.”  So, in this moment, on the one-year commemoration of October 7, what it — what is asked of us?  What is asked of us?
First and foremost, I believe that we must never forget.  I will never forget October 7, and the world must never forget.
What is asked of us: We must work to ensure nothing like the horrors of October 7 can ever happen again.  And on this solemn day, I will restate my pledge to always ensure that Israel has what it needs to defend itself and that I will always work to ensure the safety and security of the Jewish people here and around the world.
What is asked of us: We must reunite the hostages held in Gaza with their families, and I will never stop fighting for the release of all the hostages, including the American citizens, living and deceased: Omer, Edan, Sagui, Keith, Judi, Gadi, and Itay.
What is asked of us: We must uphold the commitment to repair the world, an idea that has been passed on throughout generations of the Jewish people and across many faiths.  And to that end, we must work to relieve the immense suffering of innocent Palestinians in Gaza who have experienced so much pain and loss over the year.
What is asked of us: We must continue to see light amidst the darkness.  As the late Rabbi Jonathan Sacks said, “A people that can walk through the valley of the shadow of death and still rejoice is a people that cannot be defeated by any force or fear.”
That is why today we plant a pomegranate tree, which, in Judaism, is a symbol of hope and righteousness.  So, for years to come, this pomegranate tree will stand here, spreading its roots and growing stronger, to remind future vice presidents of the United States, their families, and all who pass through these grounds not only of the horror of October 7th but the strength and the endurance of the Jewish people.
It will remind us all not to abandon the goal of peace, dignity, and security for all.  And it will remind us all to always have faith.
Thank you.  And I will now turn it over to the second gentleman, my husband, Doug.

    US Senate News:

Source: United States Senator for Michigan Gary Peters

DETROIT, MI –?U.S. Senator Gary Peters (MI) released the following statement on the one-year anniversary of the October 7th terrorist attack on Israel:

“One year ago, the world witnessed the deadliest attack on the Jewish people since the Holocaust. Hamas terrorists slaughtered innocent Israeli mothers, fathers, daughters, sons, and grandparents who were visiting family, attending a music festival, or simply going about their daily lives. We will never forget the horrors of October 7 and the more than 1,200 lives lost that day. One year later, we are still working to secure the release of the 101 hostages who have yet to return home safely. The United States will always stand with Israel and support its right to defend itself against such heinous attacks.

“This past year has been difficult for many Michiganders, who have been faced with rising antisemitic, anti-Muslim, and anti-Arab hate, ongoing fears about potential violence and their families’ safety at home and in the region, and who have seen little progress made towards ending the conflict sparked by Hamas’ actions.

“As we remember and honor the victims of that tragic day, as well as the hostages and civilians who remain in harm’s way, we must also come together to forge a path forward, to condemn the hate that has become so pervasive since that day, and to continue our pursuit of enduring peace, security, and stability in the region.”

  • MIL-OSI USA: NASA Welcomes Dominican Republic as 44th Artemis Accords Signatory

    Source: NASA

The Dominican Republic is the latest nation to sign the Artemis Accords and joins 43 other countries in a commitment to advancing principles for the safe, transparent, and responsible exploration of the Moon, Mars and beyond with NASA.
“NASA is proud to welcome the Dominican Republic signing of the Artemis Accords as we expand the peaceful exploration of space to all nations,” said NASA Administrator Bill Nelson. “The Dominican Republic has made important strides toward a shared future in space and is now helping guide space exploration for the Artemis Generation.”
Sonia Guzmán, ambassador of the Dominican Republic to the United States, signed the Artemis Accords on behalf of the country on Oct. 4. The country also will confirm its participation in a high-level meeting of Artemis Accords signatories taking place Monday, Oct. 14, during the International Astronautical Congress in Milan, where furthering implementation of the principles will be discussed.
“This marks a historic step in our commitment to international collaboration in space exploration,” said Guzmán. “This is not just a scientific or technological milestone – it represents a future where the Dominican Republic contributes to the shared goals of peace, sustainability, and innovation beyond our planet. By joining the global effort to explore the Moon, Mars, and beyond, we are also expanding the opportunities particularly for our young Dominicans in science, education, and economic development.”
In 2020, the United States and seven other nations were the first to sign the Artemis Accords, which identified an early set of principles promoting the beneficial use of space for humanity. The accords are grounded in the Outer Space Treaty and other agreements including the Registration Convention, the Rescue and Return Agreement, as well as best practices and norms of responsible behavior that NASA and its partners have supported, including the public release of scientific data.
The commitments of the Artemis Accords and efforts by the signatories to advance implementation of these principles support the safe and sustainable exploration of space. More countries are expected to sign in the coming weeks and months.

  • MIL-OSI USA: Three Storms Churn in an Active Atlantic

    Source: NASA

From the stable Lagrange point 1, located one million miles above Earth, NASA’s EPIC (Earth Polychromatic Imaging Camera) imager on the DSCOVR (Deep Space Climate Observatory) satellite observed an unusually active Atlantic Basin.
In early October, three hurricanes simultaneously spun over the North Atlantic Ocean. This image shows the three storms—Milton, Kirk, and Leslie—at about 12 p.m. Central Time (17:00 Universal Time) on October 6, 2024. It was captured as Milton was developing in the southwestern Gulf of Mexico, about an hour before it became a hurricane.
According to Phil Klotzbach, a Colorado State University meteorologist, this is the first-known hurricane season to see three hurricanes simultaneously present in the basin after September. Klotzbach cites the National Hurricane Center’s (NHC) database, which dates back to 1851, but he also noted: “…there are likely underestimates and potentially missed hurricanes prior to the satellite era (1966-onwards).”
Fueled by unusually warm water in the Gulf of Mexico, Hurricane Milton “explosively” intensified from a Category 1 to Category 5 storm in less than 24 hours from October 6-7. The hurricane developed with “light shear and very warm waters in its path,” according to the NHC. As of the afternoon on October 7, Milton had 175 mile (282 kilometer) per hour winds and was forecast by NHC to make landfall on the west coast of the Florida peninsula on the evening of October 9.
In an October 6 update of tropical Atlantic activity, University of Miami hurricane researcher Brian McNoldy noted that temperatures in the Gulf of Mexico—both at and below the surface—were record warm. “High ocean heat content provides a hurricane with a constant source of fuel and makes it much harder to upwell cooler water from below which could weaken the storm,” McNoldy wrote in the update. “This will help Milton to rapidly intensify and reach a higher peak intensity.”
To the northeast, Kirk was weakening from a Category 2 to a Category 1 hurricane around the time of this image. Kirk began developing in the eastern tropical Atlantic in late-September and reached peak intensity as a Category 4 hurricane on October 4. The major hurricane veered northeast after development and evolved into an extratropical cyclone. NHC forecasts indicate that the storm could reach the shores of western France on October 9.
Meanwhile, Leslie churned as a Category 1 storm when this image was acquired. Leslie developed several hundred miles southwest of the Cabo Verde Islands of western Africa and became a hurricane on October 4. The storm is expected to weaken to a tropical storm by October 8, with no interaction with land.
The hurricane season, which started June 1 and runs through November 30, has been unusually busy so far in 2024, according to Klotzbach. As of October 6, nine hurricanes have developed in the Atlantic compared to the 1991-2020 average of 5.5.

  • MIL-OSI USA: Senator Markey Statement on One Year Since October 7 Hamas Attack on Israel

    US Senate News:

Source: United States Senator for Massachusetts Ed Markey
Boston (October 7, 2024) – Senator Edward J. Markey (D-Mass.) today released the following statement marking one year since the October 7 Hamas terrorist attack on Israel.
“Today marks one year since Hamas’ brutal and heinous terrorist attack on Israel. We must never forget the deadliest day for the Jewish people since the Holocaust. In the past year, we have grieved the murders of more than 1,200 innocent Israelis, including Americans, the hostages taken and kept from their loved ones, and those killed in captivity. I have met with families of hostages, mourned with them, and felt their pain deeply, including the family of Yarden Roman Gat, whom I hold in my thoughts and prayers today. It is long past time to bring the hostages home and reunite them with their families who have spent the last year in unimaginable fear and anguish. We need an immediate ceasefire to bring them home, to deliver humanitarian aid to Gaza, and end the brutal war that has gripped the region for the past twelve months.
“Every life is a universe, and every death is a universe destroyed. The death and destruction we have witnessed cannot continue to be the world we accept. I am steadfast in my commitment to the safety of the Jewish people, the security of Israel, and its right to exist. Israel has the right to defend itself from terrorists, and as we mourn, we must continue to strive toward a shared vision for a just future. Israelis and Palestinians alike have the right to safety and security. Even amidst war we must always work for peace.
“Today, we mourn each life lost and may their memories each be a blessing.”

  • MIL-OSI USA: NSF congratulates laureates of the 2024 Nobel Prize in physiology or medicine

    Source: US Government research organizations

Two scientists shared the prize for the discovery of microRNA and its role in post-transcriptional gene regulation

The U.S. National Science Foundation congratulates Victor Ambros and Gary Ruvkun for their Nobel Prize in physiology or medicine. Their breakthrough discovery of microRNAs, a fundamental component of how gene activity is regulated, transformed our knowledge of cell development and the kinds of genetic material contained within the cells in all types of organisms. Their groundbreaking discovery has led to advances in medicine, agriculture and other fields.

Prior to Ambros and Ruvkun’s work, the consensus was that gene expression—the process that controls how a cell can become a specific type of cell like skin or heart even if the DNA contained within all cells is the same—is regulated by specialized proteins known as transcription factors. The discovery of microRNAs and their role in selecting the instructions needed for a specific cell type dramatically altered the understanding of the process and has led to a more in-depth understanding of how cells develop, and what occurs when that development goes awry.

NSF has supported the research work of Ambros, including his early work to identify the first microRNA ever discovered, and that discovery resulted in one of the key publications cited by the Nobel Prize committee.

“Today, we honor the researchers whose groundbreaking discoveries related to microRNAs have led to advancements that are saving lives and advancing the bioeconomy in ways that were not possible just a couple of decades ago,” said NSF Director Sethuraman Panchanathan. “To these newest laureates, I extend my sincere congratulations on receiving the most prestigious scientific award in the world and also my gratitude for your steadfast dedication to promoting the progress of science.”

  • MIL-OSI USA: Biden-Harris Administration Ignores Bipartisan Budd Request to Establish Bounty for Hamas Leaders

    US Senate News:

Source: United States Senator Ted Budd (R-North Carolina)

Washington, D.C. — The Biden administration has ignored a bipartisan request from Senator Ted Budd (R-NC) and 11 other Senators to authorize a reward of up to $25 million for information that brings Hamas leaders to justice.

On September 26, 2024, Senator Budd led a dozen Senators to request that the State Department establish “a reward of up to $25 million under the State Department’s Rewards for Justice (RFJ) program for information that leads to the arrest of, locates, or disrupts the financial support for Yahya Sinwar and other Hamas leaders or operatives responsible for the murder and kidnapping of Americans on October 7, 2023.”

The deadline to respond was today, the one year anniversary of the October 7th attacks, and the senators have not received a response and no reward has been issued, as of this release.

The letter was co-signed by Senators Thom Tillis (R-NC), Roger Wicker (R-MS), Joni Ernst (R-IA), Tom Cotton (R-AR), Marco Rubio (R-FL), Ted Cruz (R-TX), Kevin Cramer (R-NC), Katie Britt (R-AL), Jacky Rosen (D-NV), Deb Fischer (R-NE), and Lindsey Graham (R-SC).

Senator Budd said in a statement:

“One year ago, Hamas terrorists murdered and kidnapped dozens of American citizens. After 365 days, the State Department has failed to issue a bounty that would help bring these terrorists to justice. The fact that the Biden-Harris administration continues to leave tools unused shows a complete disregard for the safety and security of American citizens around the world.”

Senate Armed Services Committee Ranking Member Roger Wicker said:

“The Biden-Harris administration should have posted the reward for these monsters’ capture months ago. They are not using every tool at their disposal to defeat Hamas.”

    Full text of the letter:

    Dear Secretary Blinken:

We write requesting the immediate authorization of a reward of up to $25 million under the State Department’s Rewards for Justice (RFJ) program for information that leads to the arrest of, locates, or disrupts the financial support for Yahya Sinwar and other Hamas leaders or operatives responsible for the murder and kidnapping of Americans on October 7, 2023. The United States must use every tool and resource at its disposal as leverage to secure the release of hostages, including seven Americans, still being held in Gaza and to bring those terrorists responsible to justice.

As you know, Congress established the RFJ program when it passed the 1984 Act to Combat International Terrorism. We can think of no better way to fulfill congressional intent than to offer rewards for those Hamas leaders identified in the recently unsealed federal criminal complaint charging Yahya Sinwar, Mohammad Al-Masri, Khaled Meshaal, Ali Baraka, and others with terrorism, murder conspiracy, and sanctions-evasion charges related to October 7th.

We respectfully request a response to this letter no later than October 7, 2024.

  • MIL-OSI USA: Congressman Langworthy Secures $1 Million to Upgrade Elma’s Wastewater Treatment System

Source: United States House of Representatives – Congressman Nick Langworthy (NY-23)

ELMA, NY – Today, Congressman Nick Langworthy (NY-23) secured $1 million in federal funding to consolidate and upgrade the Town of Elma’s wastewater treatment facilities. This funding, part of H.R. 8998, the Department of the Interior, Environment, and Related Agencies Appropriations Act for Fiscal Year 2025, which passed the House in July, will allow for the construction of a modern wastewater treatment plant that will serve both the Town of Elma and the Iroquois Central School District.

“The wastewater treatment plants serving the Town of Elma and the Iroquois Central School District have reached the end of their useful life, and these outdated facilities pose a serious threat to the quality of our water for families in this community,” said Congressman Langworthy. “This significant funding will allow us to build the new infrastructure we need to keep our water safe and support the growth of our community for years to come. Thank you to Supervisor Wayne Clark and other town officials who have been important partners in getting this project off the ground and ensuring our local infrastructure is built to last.”

The project will bring together the existing treatment plants serving the Town of Elma and the Iroquois Central School District, both of which have reached the end of their operational lifespans and pose risks to water quality throughout the Buffalo Creek watershed and surrounding areas. By consolidating these two plants into one facility, the town will benefit from improved water quality management, enhanced environmental protection, and a cost-effective solution for taxpayers.

  • MIL-OSI USA: ICE conducts single adult, family unit removal flights Oct. 4

Source: US Immigration and Customs Enforcement

WASHINGTON — U.S. Immigration and Customs Enforcement, a component agency of the Department of Homeland Security, working in close coordination across the department, including with U.S. Customs and Border Protection, continued to facilitate removal flights of single adults and family units between Sept. 30 and Oct. 4.

Those included removal flights to Brazil, Central America, Colombia, Ecuador, Dominican Republic, Mexico and Peru. If a noncitizen arrives and has no legal basis to remain in the United States, they are processed and removed quickly, consistent with U.S. law.

In the year following the end of the Title 42 public health order — between May 12, 2023, and May 12, 2024 — DHS removed or returned over 742,000 individuals, the vast majority of whom crossed the southwest border, including more than 111,000 individual family members. Total removals and returns in that period exceeded removals and returns in every full fiscal year since 2010.

Since the presidential proclamation to temporarily suspend the entry of certain noncitizens across the southern border and the complementary joint interim final rule issued by DHS and the U.S. Department of Justice seventeen weeks ago, DHS has removed and returned more than 140,000 individuals to more than 144 countries, including by operating more than 430 international repatriation flights. DHS has almost tripled the percentage of noncitizens processed through Expedited Removal while in CBP or ICE custody. Expedited Removal processing was already at record levels prior to the Proclamation.

In keeping with standard practice, the United States ensures that all noncitizens without a legal basis to remain in the United States are properly screened for valid protection claims and withholding of removal in accordance with our laws and U.S. international obligations. This applies to all noncitizens, regardless of nationality, to ensure the orderly and humane processing, transfer and removal of single adults and family units.

Noncitizens placed into removal proceedings present their claims for relief or protection from removal before immigration judges in the immigration courts, which are administered by the Justice Department’s Executive Office for Immigration Review. Due to operational security reasons, ICE does not confirm or discuss future or pending transportation operations.

ICE Air Operations facilitates the transfer and removal of noncitizens, including family units, via commercial airlines and chartered flights in support of ICE field offices and other DHS initiatives. In fiscal year 2023, ICE’s Enforcement and Removal Operations conducted 142,580 removals and 62,545 Title 42 expulsions to more than 170 countries worldwide.

B-roll for removal flights is available here. DHS has made additional videos available to the public and the media, including b-roll footage of removal flights, a public service announcement and testimonials from migrants who have been removed.

  • MIL-OSI USA: Congressman Biggs and Senator Hagerty Demand DOJ Accountability for Lack of Response to Election Integrity Concerns

Source: United States House of Representatives – Congressman Andy Biggs (AZ-05)

Today, Congressman Andy Biggs (R-AZ) and Senator Bill Hagerty (R-TN) led a letter to U.S. Attorney General Merrick Garland demanding accountability for his agency’s failure to respond to a congressional inquiry into the integrity of American elections. Earlier this year, the Congressmen, joined by 60 of their House and Senate colleagues, inquired about the measures that have been taken by the Department of Justice (DOJ) to safeguard American elections from being hijacked by illegal aliens. The initial inquiry, dated July 12, received no response from Garland’s DOJ. The DOJ’s failure to respond to congressional inquiry is unacceptable.

Reports regarding alarming events in South Carolina, Georgia, and Ohio raise justified concerns as to the integrity of our federal elections. There is no publicly available information to suggest that the Department of Justice is investigating or bringing cases against aliens who violate federal election law.

Congressman Biggs and Senator Hagerty’s letter requires AG Garland to provide information regarding the steps, if any, taken by the DOJ to prosecute non-citizens for illegally voting or registering to vote in federal elections. The letter also inquires into whether the DOJ has contacted election officials in Virginia and Texas to obtain information on each of the aliens removed from voter rolls who were unlawfully registering and voting in elections.

“American citizens must have confidence in the security of our elections,” said Congressman Biggs. “The DOJ’s failure to provide timely answers to our important questions is not acceptable.

“At least 10 million illegal aliens have been released into our country through our porous borders during Joe Biden and Kamala Harris’s Administration. Americans should not have to be concerned that their voices will be drowned out by the voices of illegal aliens when electing officials for public office.

“I’m grateful to Senator Hagerty for leading this effort in the Senate and to my colleagues who understand the significance of this oversight.”

An immersive cinematic experience that transforms our understanding of wildfire, Nova Ami and Velcrow Ripper’s National Film Board of Canada (NFB) feature documentary Incandescence will have its world premiere at the 25th Planet in Focus International Environmental Film Festival in Toronto, which takes place this year from October 15 to 20.

October 3, 2024 – Toronto – National Film Board of Canada (NFB)

An immersive cinematic experience that transforms our understanding of wildfire, Nova Ami and Velcrow Ripper’s National Film Board of Canada (NFB) feature documentary Incandescence will have its world premiere at the 25th Planet in Focus International Environmental Film Festival in Toronto, which takes place this year from October 15 to 20.

Wildfires are burning with increasing intensity around the world. Following the rhythms of the seasons, Incandescence weaves stunning on-the-ground footage with extraordinary stories of survival and adaptation. Made in collaboration with firefighters and impacted communities, the film takes shape from the ancient patterns embodied in fire: destruction, aftermath and rebirth. From the flightpath of bees to an osprey’s aerial perspective, floating over the landscape: the Earth comes back.

Incandescence will premiere on Saturday, October 19, at 6:30 p.m. at the Paradise Theatre, followed by a conversation with filmmakers Ami and Ripper.

    More about the film

Incandescence by Nova Ami and Velcrow Ripper (105 min)
Produced and executive produced by Shirley Vercruysse for the NFB’s Western Documentary Unit in Vancouver.

Every summer, wildfires increasingly ravage places around the globe, darkening the skies with thick smoke and reducing communities to little more than ash and debris. Incandescence

weaves together immersive on-the-ground footage with first-person accounts from Indigenous Elders, first responders and ordinary people forced to react to a rapidly evolving ecosystem.

As climate change continues to escalate, full suppression measures have largely failed, leading to bigger, more intense mega-fires. But there is another way. Indigenous Knowledge Keepers explain that the First Nations people traditionally used controlled burns to regenerate the land. As one woman explains, fire is like a grizzly bear running to stay alive. But instead of fighting this insatiably hungry beast, working with nature transforms fire’s capacity to destroy into a powerful force for growth and renewal.

Following the rhythms of the seasons, Incandescence takes shape from the ancient patterns embodied in fire: destruction, aftermath, rebirth. Many plants and animals have adapted to use fire in their life cycle. Some tree species require heat to release their seeds, while other fire-activated plants make use of the nutrients released in the soil bank to bloom. Honouring the experience of both human and non-human inhabitants, the film documents extraordinary stories of survival and adaptation in the forest mosaic. From the flightpath of bees to an osprey’s aerial perspective, floating over the landscape: the Earth comes back.

Inside this intense and lushly realized cinematic experience, something else begins to emerge. A febrile spirit rising from the ashes with a collective and resilient approach to our mutable future, Incandescence transforms our understanding of fire from destruction and disaster into a kind of profound illumination, lighting the way towards new life and hope.

    About the directors

  • MIL-OSI Security: Fourteen Indicted in Multi-State Drug Trafficking Conspiracy Linked to Deadly Fentanyl Distributed to Members of the Lummi Nation

Source: Federal Bureau of Investigation (FBI) State Crime Alerts (c)

Seattle – Law enforcement fanned out across the country and in western Washington yesterday arresting 17 people on indictments and criminal complaints for a multi- state drug trafficking conspiracy. The two-year investigation alleges that the trafficking ring has been linked to a fatal fentanyl overdose on the Lummi Nation reservation in Whatcom County. Law enforcement in Georgia, Missouri, Texas, and Arizona executed search warrants and some arrests.  Ten of 13 defendants arrested in Washington remain detained at the Federal Detention Center at SeaTac, pending hearings later this week and next week. Three defendants were released on bond.

“This investigation revealed that the trafficking organization was a supplier to a community that was rocked by four fentanyl overdose deaths in just four days,” said U.S. Attorney Tessa M. Gorman. “Fentanyl continues to claim lives in our community – especially in our Tribal communities. We will do all we can to stop the flow of this deadly drug.”

“The significance of this case is that a family drug trafficking organization expanded from Seattle beyond Washington state to locations across the country,” said Richard A. Collodi, Special Agent in Charge of the FBI Seattle field office. “This group distributed more than 800,000 fentanyl pills throughout the United States, including in Arizona, Texas, Missouri, Montana, and Georgia. Together with our partners, this demonstrates the national impact of today’s operations by disrupting this source of supply.”

The drug ring was led by Marquis Jackson, 31, who splits time between Atlanta and the Renton, Washington home of his parents, defendants Mandel Jackson, 50, and Matelita (Marty) Jackson, 49. Also linked to the Renton family home were defendants Markell Jackson, 21, and Miracle Patu-Jackson, 22. Members of the Jackson family are indicted for various conspiracy counts including drug trafficking and money laundering conspiracies. Records filed in the case link some of the Jacksons to a Seattle area street gang.

Markell Jackson is a fugitive still being sought by law enforcement. Matelita (Marty) Jackson, Miracle Patu-Jackson and Adean Batinga were released on bond.

The other defendants indicted for drug trafficking include:

    Edgar Valdez, 26, of Phoenix

    Keondre Jackson, 29, Wichita, Kansas

Michael Young Jr., 43, Tacoma, Washington

Sir-Terrique Devon Milam, 20, Federal Way, Washington

Tyrell Lewis, 32, Federal Way, Washington – a fugitive

    Robert Johnson, 20, Renton, Washington

    Diyana Abraha, 22, Seattle – a fugitive

    Adean Batinga, 20, Burien, Washington

Tianna Karastan, 21, Seattle -a fugitive

Diallo Redd, 34, Tacoma, arrested in Montana on a Montana indictment.

Two additional defendants were arrested in the Seattle area in connection with the serving of yesterday’s search warrants:

    Chad Conti, 47, Covington, Washington

Phillip Lamont Alexander, 48, Des Moines, Washington

Over the course of the investigation law enforcement seized more than 846,000 fentanyl pills, nearly 7 kilograms of fentanyl powder, 7 kilograms of cocaine and 29 firearms. They also seized more than $116,000 in cash.

In Whatcom County, teams led by the Drug Enforcement Administration (DEA) arrested four people on criminal complaints for fentanyl distribution. According to the complaints, the Whatcom drug traffickers were linked by phone communication and surveillance to the Jackson drug trafficking organization.

In September 2023, four tribal citizens died of fentanyl overdose within a period of just four days, prompting the Lummi Indian Business Council to declare a state of emergency in response to the escalating fentanyl crisis.

Tribal and federal partners examined the phone of one of the overdose victims and found connections to the Jackson Drug Trafficking Organization.  DEA, the Whatcom Gang and Drug Task Force, Homeland Security Investigations (HSI) and the Bureau of Indian Affairs have continued to work closely with the Lummi Nation Police to identify additional members of this drug trafficking organization with the goal of stopping the flow of fentanyl into Indian Country and elsewhere.

Those arrested on complaints this week include:

    Robert Bellair, 41, Ferndale, Washington

Thomas J. Morris, 42, Bellingham, Washington

    Patrick James, 40, Bellingham, Washington

    Ronald Finkbonner, 50, Bellingham, Washington

All four are charged with possession of fentanyl with intent to distribute.

“The Drug Enforcement Administration’s top priority is to combat fentanyl traffickers responsible for deaths and misery in our communities,” said David F. Reames, Special Agent in Charge, DEA Seattle Field Division.  “This case highlights the lengths to which DEA and our partners will go to ensure people trafficking fentanyl are held accountable for the suffering they cause.”

“The Seattle Police Department appreciates the collaboration with our federal partners in combatting the scourge of the fentanyl crisis and the proliferation of guns from drug trafficking organizations,” said Deputy Chief Eric Barden of the Seattle Police Department. “Fentanyl caused over 1,000 overdose deaths in King County last year. Seattle Police are delighted to partner with the FBI, DEA, USAO and other state and local jurisdictions to dismantle a drug distribution network undoubtedly responsible for deaths in our community.”

The charges contained in the indictment and criminal complaints are only allegations.  A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law.

This case is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

This case is being investigated by the FBI, (Seattle, Phoenix, Atlanta, Kansas City, Dallas, Las Vegas, Montana), DEA (Seattle, Kansas City, Wichita, Montana), the Seattle Police Department, King County Sheriff’s Office, Whatcom Gang and Drug Task Force, the Lummi Police Department, the Bureau of Indian Affairs (BIA), Homeland Security Investigations (HSI), and United States Border Patrol Blaine Sector Targeting and Intelligence Division.

The case is being prosecuted by Assistant United States Attorneys Zach Dillon, Crystal Correa, and Michael Harder.
