  • MIL-OSI USA News: A Proclamation on National POW/MIA Recognition Day,  2024

    Throughout history, America’s service members have risked everything to keep the light of liberty shining bright.  Today, more than 81,000 of these brave men and women remain missing and unaccounted for around the world.  They will never be forgotten, and their courage, service, and sacrifice will always be cherished by our grateful Nation.  On National POW/MIA Recognition Day, we honor all those missing and unaccounted for.  We recommit to bringing them home, no matter how long it takes.  And we express our ironclad support for their families.

    The POW/MIA flag is displayed in its rightful place above the White House — the People’s House.  The flag serves as a reminder to all Americans that we are the fortunate heirs of the legacy that they — our Nation’s unreturned heroes — helped to forge.  These service members gave all, risked all, and dared all to protect our freedom.  Just as they kept faith in our Nation, we must keep faith with them.  My Administration will never forget our obligation to these patriots and their families.  We owe them a debt of gratitude we can never fully repay.

    For those with family members who are missing and unaccounted for, I know that the not knowing weighs on your hearts, amid the grieving, remembering, and cherishing of your loved ones.  My Administration sees you, stands with you, and will never forget our sacred obligation to care for you. 

    During National POW/MIA Recognition Day, we recognize the absolute bravery of our Nation’s service members who are missing and unaccounted for, and we recommit to bringing them home.  We offer our gratitude and steadfast support for their families, who have given so much to our Nation.  We also honor the service and sacrifice of former prisoners of war.  And we remember that the truest testimonial to their sacrifice is doing our part to ensure that our democracy and the soul of our Nation endure.

    NOW, THEREFORE, I, JOSEPH R. BIDEN JR., President of the United States of America, by virtue of the authority vested in me by the Constitution and laws of the United States, do hereby proclaim September 20, 2024, as National POW/MIA Recognition Day.  Let all who read this know that America remains grateful to our heroes held in the worst imaginable conditions as prisoners of war.  Additionally, I encourage my fellow citizens across the Nation to reflect on today and let us not forget those heroes who never returned home from the battlefields around the world or their families who are still waiting for answers.  I call upon Federal, State, and local government officials and private organizations to observe this day with appropriate ceremonies and activities.

    On National Service Dog Day, we recognize the proven benefits that service dogs bring to so many people across our Nation.

    Service dogs have long been at people’s sides — acting as an important source of comfort and an essential resource to help with everyday life.  It was not until 1990, when we passed the Americans with Disabilities Act, that our Nation fully recognized and protected service dogs by law.  I am proud to have co-sponsored this landmark legislation years ago, and I am proud of its continued legacy today.  Service dogs continue to provide valuable aid and support, improving people’s lives — and even sometimes saving them.  For people with disabilities and those struggling with their health, service dogs can help them perform everyday tasks, alert them of oncoming medical episodes, or remind them to take medication.  For those dealing with post-traumatic stress disorder or anxiety, service dogs can be a source of comfort and care — waking their owner up during nightmares or helping them navigate large crowds. 

    My Administration has worked to ensure that everyone has access to the health care and support services they need.  I signed the Puppies Assisting Wounded Servicemembers for Veterans Therapy Act, which established a pilot program that makes veterans struggling with post-traumatic stress disorder eligible to train service dogs.  Additionally, the Department of Veterans Affairs has also provided the Service Dog Veterinary Health Insurance Benefit to over 1,400 veterans, ensuring that veterinary costs for their service dogs are covered.  And the Department of Transportation established the first-ever Airline Passengers with Disabilities Bill of Rights, which affirmed the right to travel with a service animal, and proposed a rule to ensure all passengers with disabilities — including those with service animals — can travel safely and with dignity.

    Today, may we celebrate service dogs, who offer assistance, comfort, and unconditional love to so many. 

    NOW, THEREFORE, I, JOSEPH R.     On September 18, 2024, as a result of the vigilance of staff members, a package containing contraband was seized at Joyceville Institution, a multi-level security federal institution.

    The contraband seized included tobacco, marijuana and a cellphone accessory. The total estimated institutional value of these seizures is $82,464.

    The Correctional Service of Canada (CSC) has heightened measures to prevent contraband from entering its institutions in order to help ensure a safe and secure environment for everyone. CSC also works in partnership with the police to take action against those who attempt to introduce contraband or unauthorized items into correctional institutions.

    CSC has set up a telephone tip line for all federal institutions so that it may receive additional information about activities relating to security at CSC institutions. These activities may be related to drug use or trafficking that may threaten the safety and security of visitors, inmates, and staff members working at CSC institutions.

    The toll-free number, 1‑866‑780‑3784, helps ensure that the information shared is protected and that callers remain anonymous.

    ATLANTA (September 23, 2024) —Last week in Roswell, Mayor Kurt Wilson and Sen. John Albers (R–Roswell) made a special presentation to unveil designated Veteran Motorcycle parking spots. Numerous veterans were in attendance, including Roger Wise, a Roswell native and Georgia Military Hall of Fame honoree, and Councilwoman Lee Hills.

    “I am so proud of the work here to honor our Veterans in my Senate district. Thank you to the Mayor, city staff, and most importantly to all those who have served us in the military,” said Sen. Albers.

    “Since taking office, one of the initiatives I’m most proud of is the creation of the Esteemed Veteran of Roswell program. At each Mayor and City Council meeting, we honor a remarkable resident who has bravely served in the U.S. Armed Forces.     In typical politician fashion, vulnerable Gabe Vasquez is trying to backtrack from his extreme language on border security… but let’s take a walk down memory lane.

    Vasquez has:

    ❌ Called the border crisis a “non-existent threat.”

    ❌ Called efforts to secure the border “ill-informed” and “in bad taste.”

    ❌ Called to eliminate ICE, claiming it has “no regard for humanity.”

    ❌ Said the border wall was built by a “crooked, racist administration.”

    ❌ Applauded Biden for halting construction on the wall.

    ❌ Called border security a “racist, environmentally destructive, massive waste of money.”

    ❌ Said border security measures were “a glorification of xenophobia.” 

    ❌ Claimed Republicans only “want to make [the border] a political issue” because it’s an election year.

    ❌ Voted against the Secure the Border Act.

    ❌ Voted against denouncing Biden-Harris immigration policies.

    ❌ Voted against hiring more CBP agents and streamlining the asylum process.

    ❌ Voted against deploying improved technology to the southern border.

    ❌ Voted against ending catch and release.

    ❌ Voted against removing Secretary Alejandro Mayorkas.

    ❌ Established ties with an extreme open borders group.

    Vasquez has a pattern of suddenly changing his extremist language months before an election. Just before that last election, he was caught deleting progressive tweets to create a more moderate image.

  • MIL-OSI United Nations: UN Special Envoy for road safety visits Latin America to battle silent pandemic on the roads

    The United Nations (UN) Secretary-General’s Special Envoy for Road Safety, Jean Todt, will visit Ecuador (20-21 August), Peru (22-24) and Chile (24-28) this week. During the visit, he will meet with key government officials, representatives of the international community, private, and public sectors to promote road safety initiatives and advocate for enhanced measures. This aligns with the Global Plan for the Decade of Action for Road Safety 2021-2030, aiming to halve road fatalities by 2030. This mission takes place a few weeks after the adoption of the new UN resolution for improving road safety ahead the 4th Global Ministerial Conference on Road Safety to be held in Marrakech, Morocco on 18 and 19 February 2025.

    A silent pandemic…

    In the region of Latin America and the Caribbean, 110,000 people die and more than 5 million are injured annually in road crashes (IDB 2024). Road crashes are the leading cause of death for children between the ages of 5 and 14 and the second leading cause for young adults, representing a significant social and economic burden.

    … and an economic and development issue  

    These countries are losing people in their most productive years, which, In addition to the human tragedy, traps countries into a vicious circle of poverty. According to the World Bank, the cost of road crashes represents 2 to 6 % of GDP in the region.  Another reason to rethink mobility and to invest in road safety.

    An efficient and safe road system with good private and public transportation facilities also means a better access to education, health care, food in an equitable way. Such a system also connects all parts of a country and society, contributing to building economic, social and environmental links between urban, peri-urban and rural areas.

    Latin America is one of the most urbanized regions in the world. Road safety should be therefore at the heart of cities’ development strategies, with increased focus on bicycles and pedestrians’ lines and itineraries, particularly around schools, and access to safe and clean public transport for all.

    During his mission, the Special Envoy will also advocate for more investment for road safety, including through the United Nations Road Safety Fund (UNRSF) which is running several projects in the region.

    “In Latin America, investing in road safety is key if we want to achieve our goal to halve the number of victims on the road by 2030. It will also help the region to decongestion cities with streets designed for pedestrians and bicycles and efficient public transport accessible to all” stressed the UNSG’s Special Envoy Jean Todt.

    Solutions exist

    The good news is that solutions exist. Law enforcement, urgent investment in education, better post-crash services, enhancing road infrastructure and vehicles, integrating advanced safety technologies are part of the recipe to stop the carnage on the road. Furthermore, mobilizing political leadership is essential to increase action and funding. Awareness campaigns also contributes to promote responsible behavior among all road users.

    Ecuador faces critical road safety challenges with high fatality rates

    According to the World Health Organization (WHO)’s Global Status Report on Road Safety 2023, Ecuador has seen a concerning rise in road fatalities, with a mortality rate of 23 per 100,000 people, which is more than three times the European average (6,5 per 100,000 people).

    During his visit to the country, the Special Envoy will hold important meetings with high-ranking officials from the Foreign Minister, the Minister of Education, the Mayor of Quito, officials from the Ministry of Economy and Finance, and the United Nations Country Team. Additionally, he will participate in a dialogue with representatives from the Ecuadorian Automotive Companies Association, civil society, and other road safety partners, emphasizing the urgent need for actions on this issue, both nationally and throughout Latin America.

    24.7 million trips per year in Metropolitan Lima

    According to the World Health Organization (WHO)’s Global Status Report on Road Safety 2023, Peru has a road traffic fatality rate of 13 per 100,000 people, which is more that the double of the European average (6,5 per 100,000 people).

    Currently, around 30% of the Peruvian population lives in Metropolitan Lima, the capital, generating 24.7 million trips per year, of which 57% are made by public transport, according to the Urban Transport Authority for Lima and Callao (ATU). The National Road Safety Observatory reports that, according to the National Police, in 2023 there were 87,083 traffic crashes, resulting in 58,000 injuries and 3,316 deaths. According to an unofficial Global Road Safety Facility (GRSF) estimate, the socio-economic costs of road deaths, serious injuries, and disabilities are up to 4.6% of GDP.

    In response to these challenges, the Peruvian government is prioritizing strengthening road safety institutions.

    During his mission in Peru, the Special Envoy will meet with Peruvian authorities and representatives of the private sector and civil society working in the sector.

    Raising awareness of life-saving road safety measures in Chile

    Despite recent improvement, Chile has a road traffic mortality rate of 10 per 100,000 people (World Health Organization (WHO)’s Global Status Report on Road Safety 2023). According to the most recent traffic report from the National Traffic Safety Commission of Chile (CONASET), 78,238 traffic crashes were recorded in 2023, resulting in 1,635 deaths and 45,679 injuries.

    The national authorities and civil society, with the support of the UN, increase efforts in addressing these challenges. In 2021, the United Nations Global Road Safety Week was celebrated with an intervention jointly organised by CONASET and PAHO/WHO that aimed to advocate for the establishment of 30 km/h speed limits on urban roads and to promote local support for such measures.

    Considering the exponential increase in the use of motorbikes in the country in recent years, and the proximity of the Independence Day celebrations in Chile, during his visit the Special Envoy will address the prevention of road crashes, use of helmets compliant with the UN safety regulation and promote road safety and coexistence measures.

    In this framework, he will participate in coordination meetings with government authorities, such as members of the Ministry of Transport, CONASET, Ministry of Health and the Chilean Police, as well as representatives of civil society and the private sector.

    During the visit, the Special Envoy will promote the UN-JCDecaux Global Road Safety Campaign, which aims to raise awareness of life-saving road safety measures. Launched globally in cooperation with JCDecaux Global under the motto #MakeASafetyStatement, it will run through 2025 in over 80 countries in the world, featuring safety statements from 14 global celebrities such as the F1 drivers Charles Leclerc and Mick Schumacher, singer Kylie Minogue, motorcycle race Marc Marquez, or the tennis champion Novak Djokovic. The messages the celebrities focus on mitigating risk factors on the road. Key aspects include wearing a seat belt, driving slowly, wearing a helmet, not texting and driving, not driving under the influence or while tired, and respecting pedestrians.

    SANTA FE – Gov. Michelle Lujan Grisham traveled to New York City yesterday to participate in a major announcement during Climate Week 2024.

    Lujan Grisham is co-chair of the U.S. Climate Alliance, a bipartisan coalition of 24 governors representing approximately 60 percent of the U.S. economy and 55 percent of the U.S. population.

    The governor’s itinerary also includes remarks at a U.S. Climate Alliance panel on natural and working lands, a keynote address on aging at the Clinton Global Initiative (CGI) Annual Meeting, and a meeting with World Health Organization Secretary General Dr. Tedros Adhanom Ghebreyesus.

    She is accompanied by a state delegation that includes Senior Advisor Courtney Kerster and Senior Climate Policy Advisor Travis Kellerman.

    The governor will return to New Mexico on September 24 or 25. Lt. Gov. Howie Morales will assume the role of New Mexico governor during her time in New York City.

    Brief opposes attempt by an organization that allegedly engaged in pro-Hamas propaganda and recruiting to dismiss victims’ claims

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson joined a 22-state coalition in filing a friend-of-the-court brief urging a federal court to deny requests to dismiss a lawsuit brought by survivors and family members of those murdered during Hamas’s October 7, 2023, terrorist attack. The lawsuit was filed in the U.S. District Court for the Eastern District of Virginia under the Anti-Terrorism Act (ATA). It seeks to hold AJP Educational Foundation Inc. (also known as American Muslims for Palestine (AMP)) and the National Students for Justice in Palestine (NSJP) accountable for allegedly providing material support to Hamas, a designated foreign terrorist organization. The brief argues that dismissing these claims before discovery would undermine the ability of victims to receive compensation and prevent organizations like AMP and NSJP from being held accountable for their actions.

    “These groups said the day after the terrorist attack that they were part of a unified revolt under Hamas’s command, and they need to be held accountable,” Attorney General Wilson said. “Hamas is terrorism with a capital T. The Anti-Terrorism Act is the most effective way for survivors and victims’ families to try to get compensation from these groups, so the Court should deny the request to dismiss these claims.”

    The ATA was specifically designed to provide a civil cause of action for victims of international terrorism, allowing them to seek monetary damages from those who provide material support to terrorist groups. Because some states, like Virginia, have limited avenues for victims to seek damages from supporters of terrorism, the ATA remains the most effective tool for plaintiffs seeking compensation for the horrific acts committed against them. In this case, the ATA may be the only legal recourse for the plaintiffs to hold AMP and NSJP accountable for their alleged actions.

    The lawsuit alleges that AMP’s material support for Hamas has persisted for decades, originating from its predecessor organizations, including the Holy Land Foundation (HLF) and the Islamic Association of Palestine (IAP), whose board members were convicted of providing material support in the form of millions of dollars to Hamas.

    Leaders from HLF and IAP, including AMP’s Executive Director, formed AMP after those organizations collapsed and dissolved. There is no evidence that AMP, NSJP, or their affiliates have ceased the nefarious activities of the defunct organizations. The lawsuit alleges that they have instead perpetuated this legacy by engaging in propaganda and recruitment for Hamas.

    Hamas’s charter explicitly calls for its supporters to engage in communication and propaganda efforts on its behalf to join the battle. In the wake of the October 7 attack, Hamas leadership urged international supporters to rally. NSJP responded by releasing a “Day of Resistance Toolkit” that the lawsuit alleges instructs members on how to continue their support for Hamas.

    Additionally, in Virginia, where AMP is based, Attorney General Jason Miyares launched a separate investigation into potential violations of state law, including allegations that AMP used funds to support terrorist organizations.

    Attorney General Wilson is joined in this brief, led by Virginia Attorney General Miyares and Iowa Attorney General Brenna Bird, by Alabama, Alaska, Arkansas, Florida, Georgia, Indiana, Kansas, Kentucky, Louisiana, Missouri, Montana, Nebraska, North Dakota, Oklahoma, South Dakota, Tennessee, Texas, Utah, and West Virginia.

  • MIL-OSI Canada: Minister of Justice and Attorney General of Canada announces judicial appointments in the province of Quebec

    The Honourable Arif Virani, Minister of Justice and Attorney General of Canada, today announced the following appointments under the judicial application process established in 2016. This process emphasizes transparency, merit, and the diversity of the Canadian population, and will continue to ensure the appointment of jurists who meet the highest standards of excellence and integrity.

    Mathieu Piché-Messier, Partner and National Business Leader in Commercial Litigation at Borden Ladner Gervais LLP in Montréal, is appointed a Judge of the Superior Court of Quebec for the district of Montréal. Justice Piché-Messier replaces Justice P.H. Bélanger (Montréal), who resigned effective May 24, 2024.

    Lysane Cree, Administrative Judge at the Tribunal administratif de déontologie policière in Montréal, is appointed a Judge of the Superior Court of Quebec for the district of Montréal. Justice Cree replaces Justice M. Lachance (Montréal), who was elevated to the Court of Appeal effective June 17, 2024.

    Horia Bundaru, Partner at Norton Rose Fulbright Canada LLP in Montréal, is appointed a Judge of the Superior Court of Quebec for the district of Montréal. Justice Bundaru replaces Justice K. Kear-Jodoin (Montréal), who elected to become a supernumerary judge effective July 16, 2024.

    Biographies

    Justice Mathieu Piché-Messier was born and raised in Montreal. He obtained his Bachelor of Civil Law from the Faculty of Law of the Université de Sherbrooke in 1997. He was admitted to the Barreau du Québec in 1998.

    Since 2000, Justice Piché-Messier has practised commercial litigation at Borden Ladner Gervais, where, after being named partner in 2006, he headed the Montreal Commercial Litigation Group for seven years, before being appointed National Business Leader—Commercial Litigation. His practice focused on extraordinary remedies and commercial litigation in the fields of anti-fraud, high technology, industrial espionage, privacy and identity theft, international arbitration, aeronautics, defamation, as well as intellectual property. As a litigator, author, and lecturer, he was inducted as a Fellow of the American College of Trial Lawyers in 2018 and a Fellow of Litigation Counsels of America in 2021; he also received the Advocatus Emeritus (Ad. E.) distinction from the Barreau du Québec in 2022. He has been recognized by his peers for appearing in editions of Chambers, The Best Lawyers, and Benchmark Litigation as one of Canada’s top 50 litigators.

    Justice Piché-Messier was a member of the board of directors of the Barreau du Québec, the Montreal Bar, and the Canadian Bar Association—specifically the Quebec Branch. He was also President of the Centre d’accès à l’information juridique du Québec (CAIJ) and of the Young Bar Association of Montreal. Active in the Montreal community, he has been a member on the board of directors of Cirque Éloize, Les Ballets Jazz de Montréal, Enfants-retour, and Make-a-Wish.

    Justice Piché-Messier and his wife, Natacha Lavoie, are the proud parents of Vincent and Victoria.

    Justice Lysane Cree is from the Kanien’kéhaka (Mohawk) Nation and obtained a Bachelor of Arts in Political Science with a minor in Northern Studies from McGill University in 1996, before obtaining a Bachelor of Civil Law and a Bachelor of Common Law from McGill University in 2000. She was admitted to the Barreau du Québec in 2003 and subsequently, to the New York State Bar in 2012 and the Law Society of Ontario in 2020.

    Justice Cree began her practice at Hutchins Legal Inc. and focused solely on indigenous law matters and working with First Nations governments in several provinces and occasionally in the State of New York for sixteen years. While still in private practice, she began working on a part-time basis in police ethics with the Comité de déontologie policière (now Tribunal), hearing cases involving indigenous police services in the province of Quebec. She then worked as a decision-maker at the Comité de discipline de la Chambre de la sécurité financière from 2019 to 2021 before becoming a full-time administrative judge at the Tribunal administratif de déontologie policière. During this time, she was involved with the Canadian Council of Administrative Tribunals, as a member of both the Tribunal Excellence Committee and the Truth & Reconciliation Committee.

    Justice Cree is an avid equestrian and enjoys spending time with her horses.

    Justice Horia Bundaru immigrated to Canada at the age of eleven with his parents and younger sister. He obtained a B.C.L./LL.B. from the Faculty of Law of McGill University in 2005, and he was admitted to the Barreau du Québec in 2006.

    Justice Bundaru has spent his entire career at Norton Rose Fulbright Canada LLP, where he became a partner in 2016 and where, at the time of his appointment, he headed the Litigation Group in Montreal. A renowned litigator, his practice focused on commercial litigation, construction law and energy law. Since 2016, he has taught civil procedure and drafting at the École du Barreau.

    Justice Bundaru has chaired the Quebec Branch of the Canadian Bar Association, the Liaison Committee of the Montreal Bar with the Superior Court of Quebec in the Civil Division, along with the Salon VISEZ DROIT. At the time of his appointment, he was President of the Liaison Committee with the Court of Appeal and a member of the Conseil de la magistrature du Québec. He is listed in the Canadian Legal Lexpert Directory, Benchmark Litigation Canada as a “Litigation Star,” Thomson Reuters Stand-out Lawyers, The Legal 500 Canada and Best Lawyers in Canada. In 2022, he was named a Fellow of the Canadian College of Construction Lawyers.

    Justice Bundaru is passionate about literature, and he is an avid cross-country skier and tennis player. He and his wife Maya—also a lawyer—have two daughters: Ariane and Éloïse.

    For more than 80 years, the Royal Canadian Mounted Police horse breeding program has earned a reputation for producing some of the world’s finest Hanoverian horses.

    For more than 80 years, the Royal Canadian Mounted Police (RCMP) horse breeding program has earned a reputation for producing some of the world’s finest Hanoverian horses. In addition to performing in the Musical Ride, which helps raise thousands of dollars for local charities and non-profit groups annually, the RCMP’s horses are also a part of various public functions, such as parades, Royal Family escorts and other special events.

    Not every horse raised at the breeding farm can join the Musical Ride team. Those who cannot are highly sought after because they are excellent for dressage, show jumping and other equestrian disciplines. These horses are auctioned off to support the Musical Ride horse breeding program.

    For the fifth year in a row, the RCMP horse auction will occur exclusively through the Government of Canada’s online auction program, GCSurplus. The 10-day auction period begins today, September 23, 2024. Interested buyers will be able to bid on up to 5 young horses from the RCMP’s world-renowned horse breeding program, including 3 yearlings and 2 weanlings. Bidding will start at $5,000.

    Those interested can check out the Royal Canadian Mounted Police horse auction on GCSurplus, where each horse is featured on its own page with a photograph, a video as well as an outline of its characteristics and skills, to help match the horses with suitable buyers.

    GCSurplus works in close collaboration with the RCMP to ensure the ethical treatment of the horses throughout all stages of the auction.

    Biography

    Justice Panagiotis Pamel was appointed to the Federal Court in 2019. After obtaining his Bachelor of Commerce (Finance) from Concordia University in 1983, he attended McGill University, graduating in 1987 with degrees in both civil and common law. He was admitted to the Quebec Bar in 1988.

    Prior to his appointment to the Federal Court, Justice Pamel practised at McMaster Meighen, a predecessor firm of Borden Ladner Gervais (BLG). Apart from a short stint in industry, he practised in the area of maritime law at BLG for over 30 years. He acted as counsel in several landmark decisions of the Federal Court, Federal Court of Appeal, and Supreme Court of Canada in the area of maritime law.

    Justice Pamel was a founding member of BLG`s Team North and past chair of the Arctic Issues Committee of the Canadian Maritime Law Association. He is a contributor to Canadian Maritime Law, 2nd edition, and has participated in numerous articles in the areas of maritime law and arctic navigation.

    Biography

    Justice Benoit Duchesne was born in Montreal and raised in Ottawa.  He obtained a Bachelor of Social Sciences degree (minors in Economics and Music) in 1993, a Licentiate in Civil Law (LL.L.) in 1996, and a Bachelor of Laws (LL.B.) degree in 2000, all from the University of Ottawa.  He was admitted to the Barreau du Québec in 1998 and to the Law Society of Ontario in 2001. 

    Justice Duchesne is fluently bilingual. He was appointed Associate Judge of the Federal Court in 2022. He presided over case management conferences, motions, mediations, pre-trial and trial management conferences, and trials in proceedings across the Court’s jurisdiction. Prior to his appointment as an Associate Judge, he was a partner with Gowling WLG (Canada) LLP in Ottawa. Justice Duchesne enjoyed a broad bilingual and bijural practice primarily in civil, corporate and commercial, administrative, and municipal litigation before various tribunals and all Ontario, Quebec, and Federal courts including the Supreme Court of Canada. He was named to the Best Lawyers in Canada list by his peers and was a Lexpert ranked lawyer in recognition for his expertise in corporate and commercial litigation. He was also a part-time professor of civil procedure at the University of Ottawa from 2012 to 2022. 

    Justice Duchesne is grateful for the love and support of his spouse Jennifer and of his daughter Alexandra.

    You place defining issues for humanity and the planet firmly on the global agenda.

    You show the power of multilateralism through unity, collaboration, and determination.

    And you lead internationally on many fronts — not least with your new Declaration on Sea Level Rise and Statehood.

    But global crises have an outsize impact.

    The climate crisis is pounding your communities and economies – and compounding the effects of years of global economic turmoil.

    In many of your countries, tourism – which is so central to economies and livelihoods – has not fully recovered from COVID-19.  

    The global cost-of living crisis has hit you hard.

    And a number of you are grappling with debt – forcing you to service it instead of investing in your people.

    But I see AOSIS leading the charge for change.

    The United Nations is proud to stand with you and to partner with you to deliver on the recently adopted Antigua and Barbuda Agenda for SIDS.

    Together we must keep pushing for action on climate and on finance.

    We need new national climate plans – or NDCs – from all countries that align with limiting global temperature rise to 1.5 degrees Celsius.

    These new climate plans should double as investment plans, boosting sustainable, resilient development, and targeting inequalities.
     
    The biggest emitters – the G20 – must lead these efforts, including a fair global phase out of fossil fuels.

    I am working with President Lula of Brazil to drive action in the G20.

    But the moral authority and dynamism of AOSIS will be critical.

    You did the least to cause this crisis. You account for just 0.2% of global emissions. But you play an outsized role in holding the biggest emitters to account.

    We must also call for significant contributions to the new Loss and Damage Fund and press developed countries to honour their promises on adaptation finance.

    And all countries must reach an ambitious agreement at COP29 – including on new and innovative finance.

    More broadly, your nations need fundamental action, to scale-up development and climate finance, scale-down the cost of such capital, and tackle the sovereign debt crisis.

    We welcome the SIDS Debt Sustainability Support Service.

    And the Summit of the Future has shown that it is possible to make the international financial system bigger, bolder and more representative of today’s world.

    We must keep pressing for change – including at the Fourth Financing for Development Conference.

    My congratulations on the General Assembly’s recent endorsement of the Multidimensional Vulnerability Index. 

    We must ensure that vulnerable middle-income countries can access concessional funds. 

    Your efforts mean the eligibility and access of these countries to concessional finance can no longer be ignored.

    Let’s keep up the pressure on the Multilateral Development Banks to incorporate structural vulnerability into their lending criteria.

    Join the new Exoasteroids project and search for white dwarfs that are devouring planetary systems.

    What will remain of our solar system a few billion years from now?  We’re launching the Exoasteroids project to gather some clues. Join this new citizen science project, and help search for variable white dwarfs – bizarre objects that we can catch in the act of disassembling planetary systems.

    White dwarfs each pack the mass of a star into a ball the size of a planet. They are also the future of our solar system.  A few billion years from now, the Sun will evolve into a red giant and then into a white dwarf, devouring the innermost planets and millions of asteroids in the process.

    With the Exoasteroids project, you’ll search for white dwarfs that are growing brighter or dimmer.  Such white dwarfs may be remnants of planetary systems still actively munching on asteroids, leading to outbursts detectable in images from NASA’s Wide-field Infrared Survey Explorer (WISE) space telescope.

    Help us find planetary remains and disintegrating asteroids in other solar systems!

    Anyone with a laptop or cell phone can participate. Participation does not require citizenship in any particular country.

    Network will analyze and improve how genomic information is integrated into patient care.

    The National Institutes of Health (NIH) is awarding $5.4 million in first-year funding to establish a new program that supports the integration of genomics into learning health systems.

    Present in many hospitals across the United States, learning health systems are a type of clinical practice that bridges research and patient care. These systems use a variety of methods to continually analyze patient data. Clinicians then use the results of those analyses to refine practices and improve future care.

    The new Genomics-enabled Learning Health System (gLHS) Network aims to identify and advance approaches for integrating genomic information into existing learning health systems. As genomic testing becomes increasingly common, more and more genomic data are available in clinical settings, and learning health systems present an opportunity to translate this evidence quickly and directly into improvements in medical care.

    The network consists of six clinical study sites and a coordinating center, all of which have an operating learning health system. Each clinical site will propose a project that uses patient data to develop and refine some aspect of genomic medicine. These could include implementing testing for hereditary diseases or using genomic information to select which medications a patient is given.

    The network also includes a coordinating center, which will select a set of projects that both seem feasible in the program’s five-year duration and have the potential to be shared throughout the network.

    “We are excited to bring this network together to move genomic discoveries into clinical practice,” said Robb Rowley, M.D., a program director in the Division of Genomic Medicine at the National Human Genome Research Institute (NHGRI), part of NIH. “Learning health systems present an excellent opportunity to generate new medical understandings from genomic data, which is critical to realizing the promise of precision health for everyone.”

    A major aim of the gLHS Network is to create generalizable knowledge and genomic medicine practices so that data collected at each clinical site can improve patient care more broadly. Beyond exchanging information within the network, the coordinating center will orchestrate sharing the network’s tools and resources with the greater clinical and scientific communities.

    Such sharing practices have the potential to reach patients outside of hospitals with learning health systems. This includes many under-resourced settings, such as rural hospitals or other clinical settings in low-income areas.

    “Currently, the success of learning health systems is typically limited to highly-resourced medical centers,” said Teri Manolio, M.D., Ph.D., director of NHGRI’s Division of Genomic Medicine. “We hope this initiative will provide generalizable tools that enable limited-resource settings to learn from their ongoing experiences to improve their implementation of genomic medicine.”

    The awards are jointly funded by NHGRI and the National Cancer Institute (NCI) and total $27 million, which will be distributed over the program’s five years, pending the availability of funds.

    The survey Form EIA-860 collects generator-level specific information about existing and planned generators and associated environmental equipment at electric power plants with 1 megawatt or greater of combined nameplate capacity. Summary level data can be found in the Electric Power Annual.

    Starting with 2013 data, the EIA-860 began collecting construction cost data for new electric generators. Aggregated average construction cost information can be found on the Construction cost data for electric generators page.

  • MIL-OSI USA: NASA Expands Small Business, Industry Engagement Resources

    Two new resources are available for businesses that provide products and services to support NASA’s missions, from supersonic flight to lunar exploration, as well as companies that aim to engage the agency as a customer.
    While NASA practices transparency in its procurement processes to ensure access and participation by all businesses, we recognize that barriers to participation remain for smaller, less experienced companies. In addition, new federal-wide policy and guidance has increased focus on NASA’s small and minority business goals.
    “NASA’s dedication to fostering collaboration with small and disadvantaged businesses remains at the forefront of our mission,” said NASA Deputy Administrator Pam Melroy. “By implementing innovative practices and refining our procurement processes, we aim to not only drive forward our key mission objectives but also to stimulate industry-wide innovation and inclusivity. These efforts are vital as we seek to leverage the full spectrum of talent and creativity available, ensuring that all voices have a chance to contribute to our groundbreaking work in space exploration.” 
    To assess the agency’s best practices and biggest barriers, Deputy Administrator Melroy established a multi-disciplinary team that included the Offices of Procurement and Small Business Programs. One of the outcomes was the creation of a communication plan for the small and minority business enterprise alongside NASA’s annual vendor communication plan.
    “Inherent in NASA’s commitment to innovation and ingenuity, is the recognition that a diverse and broad supply chain is essential for mission success,” said Karla Smith Jackson, assistant administrator for NASA’s Office of Procurement. “The updated Vendor Communication and the new Small and Minority Business Enterprise Communication plans are the next logical step in NASA’s continuous effort to foster an inclusive acquisition environment. By broadening our communication and outreach, we are strengthening our industrial base and empowering businesses of all sizes to contribute to the future of space exploration.”
    In the NASA Small and Minority Business Enterprise Communication Plan, the agency outlines its goals for enhancing its outreach efforts and increasing spending with these businesses to reduce obstacles to participation in NASA’s missions and more intentionally engage companies throughout the procurement process.
    Engagement activities outlined in these plans support more robust communication with potential vendors. As an example, the NASA Acquisition Innovation Launchpad (NAIL) encourages one-on-one conversations with small and minority-owned businesses to improve participation, drive innovation, identify and remove barriers as well as collaboration to share best practices and methods across the agency. Further, by publishing annual forecasts we give industry insight as early as possible to promote maximum competition.
    “Our commitment to small and minority businesses is unwavering,” said Dwight Deneal, assistant administrator for NASA’s Office of Small Business Programs. “This communication plan is not just about outreach; it’s about building lasting partnerships that drive innovation and inclusion across NASA’s missions.”
    The Vendor Communication Plan goes into more depth on how NASA engages with all businesses before, during, and after contract awards are given, providing various examples of events and methods of communication the agency uses to remain in contact with award recipients. This includes holding webinars with award applicants and recipients, providing email support throughout the award process, and reviewing final performance and financial reports. NASA also provides information about how the agency promotes diversity throughout the contracting process, including a dedicated equity action plan and increased subcontracting opportunities.
    In the spirit of exploration, NASA is expanding its reach to new entrants and businesses that have not traditionally done business with the agency. NASA is committed to increasing its small business prime and subcontract awards, with an emphasis on innovative barrier reducing procurement practices and transparent contracting methods.

  • MIL-OSI USA: Attorney General Bonta Sues ExxonMobil for Deceiving the Public on Recyclability of Plastic Products

    The first-of-its-kind lawsuit seeks to hold one of the largest petrochemical companies in the world accountable for misleading the public on plastic’s recyclability and polluting California’s environment and communities 

    SAN FRANCISCO — California Attorney General Rob Bonta today announced the filing of a lawsuit against ExxonMobil for allegedly engaging in a decades-long campaign of deception that caused and exacerbated the global plastics pollution crisis. In a complaint filed in the San Francisco County Superior Court, the Department of Justice alleges that ExxonMobil has been deceiving Californians for half a century through misleading public statements and slick marketing promising that recycling would address the ever-increasing amount of plastic waste ExxonMobil produces. Through this lawsuit, the Attorney General seeks to compel ExxonMobil, which promotes and produces the largest amount of polymers—essentially the building blocks used to make single-use plastic—that become plastic waste in California, to end its deceptive practices that threaten the environment and the public. Attorney General Bonta also seeks to secure an abatement fund, disgorgement, and civil penalties for the harm inflicted by plastics pollution upon California’s communities and the environment.

    “Plastics are everywhere, from the deepest parts of our oceans, the highest peaks on earth, and even in our bodies, causing irreversible damage—in ways known and unknown—to our environment and potentially our health,” said Attorney General Bonta. “For decades, ExxonMobil has been deceiving the public to convince us that plastic recycling could solve the plastic waste and pollution crisis when they clearly knew this wasn’t possible. ExxonMobil lied to further its record-breaking profits at the expense of our planet and possibly jeopardizing our health. Today’s lawsuit shows the fullest picture to date of ExxonMobil’s decades-long deception, and we are asking the court to hold ExxonMobil fully accountable for its role in actively creating and exacerbating the plastics pollution crisis through its campaign of deception.”

    ExxonMobil’s Deceptive Marketing

    ExxonMobil is the world’s largest producer of polymers used to make single-use plastics. These materials are produced by ExxonMobil from fossil fuels and are then molded (by other companies) into single-use plastic. For decades, ExxonMobil, one of the most powerful companies in the world, falsely promoted all plastic as recyclable, when in fact the vast majority of plastic products are not and likely cannot be recycled, either technically or economically. This caused consumers to purchase and use more single-use plastic than they otherwise would have due to the company’s misleading public statements and advertising. For instance, through a trade group launched to promote recycling as an alternative to reducing plastics consumption, ExxonMobil placed a 12-page editorial-style advertisement in a July 1989 edition of Time magazine titled “The URGENT NEED TO RECYCLE.” This “advertorial” highlighted recycling as a smart solution for plastic waste and efforts to further recycling and recycling technology. Since 1970, ExxonMobil, through this trade association, also adapted and promoted the chasing arrows symbol for plastics. This symbol is now strongly associated with recycling and consumers are led to believe that items with the symbol can and will be recycled when placed in the recycling stream. In reality, only about 5 percent of U.S. plastic waste is recycled, and the recycling rate has never exceeded 9 percent. 

    More recently, ExxonMobil continues to deceive the public by touting “advanced recycling”  as the solution to the plastic waste and pollution crisis. “Advanced recycling” (also known as “chemical recycling”) is an umbrella term used by the plastics industry to describe a variety of heat or solvent-based technologies that can theoretically convert certain types of plastic waste into petrochemical feedstock, which can be used to make new plastic. Under its “advanced recycling” program, ExxonMobil uses heat to break down plastic waste. ExxonMobil promotes its “advanced recycling” program as a breakthrough in technology that will make plastics sustainable but hides important truths about its technical limitations, including that: 

    • The vast majority—92 percent—of plastic waste processed through ExxonMobil’s “advanced recycling” technology does not become recycled plastic, but rather primarily fuels,
    • The plastics that are produced through ExxonMobil’s “advanced recycling” process contain so little plastic waste that they are effectively virgin plastics deceptively marketed as “circular” (co-opting a term typically understood as a full circle of sustainable reuse, where waste becomes raw material) and sold at a premium,
    • ExxonMobil’s “advanced recycling” process cannot handle large amounts of post-consumer plastic waste such as potato chip bags without risking the safety and performance of its equipment,
    • Plastics produced through ExxonMobil’s “advanced recycling” program, in ExxonMobil’s best case scenario, will only account for less than one percent of ExxonMobil’s total virgin plastic production capacity, which continues to grow.

    ExxonMobil’s “advanced recycling” program is nothing more than a public relations stunt meant to encourage the public to keep purchasing single-use plastics that are fueling the plastics pollution crisis.

    ExxonMobil produces the largest amount of single-use plastic that becomes plastic waste. Since 1985, more than 26 million pounds of trash has been collected from California beaches and waterways, approximately 81 percent of which is plastic. Most of the plastic items collected on the annual California Coastal Cleanup Day can be traced to ExxonMobil’s polymer resins.

    Threats Posed by Plastic to the Environment and California Communities

    The global plastics waste and pollution crisis has been driven by the fossil fuel and petrochemical industries. Around the world each year, an estimated 12.1 million tons of plastic waste become aquatic pollution, and 19.8 million tons are polluted to land. Together, that is the equivalent of 4 garbage trucks of plastic waste polluted in the water or land every minute.

    Single-use plastics—plastic packaging, bags, straws, disposable plasticware and utensils, and other products that are typically used once, then disposed—comprise most of the plastic waste that escapes into the environment. Plastic does not biodegrade, instead breaking down into smaller pieces called microplastics. Microplastics have been found in drinking water, food, and even the air people breathe. More recently, microplastics have been found inside the human body: in our lungs, blood, and in breast milk. Through its deception, ExxonMobil has caused or substantially contributed to plastic pollution that has harmed and continues to harm California’s environment, wildlife, and natural resources. 

    California Department of Justice Legal Claims

    On April 28, 2022, the Attorney General launched his investigation into fossil fuel and petrochemical industries for their role in causing the global plastics waste and pollution crisis. As part of its investigation, the DOJ issued investigative subpoenas to ExxonMobil and related plastics industry groups to seek details about the nature and extent of the company’s deception efforts. The DOJ has actively been conducting the investigation into the petrochemical industry for the past two years, including subpoenas that uncovered never-before-seen documents, culminating in today’s lawsuit.

    The lawsuit alleges that ExxonMobil has misled consumers and continues to do so by engaging in an aggressive campaign to deceive the public and perpetuate the myth that recycling will solve the crisis of plastic pollution. For decades, ExxonMobil has dumped the cleanup and environmental costs of its deception and plastic production onto the public, and Californians are paying the price.

    The lawsuit alleges that ExxonMobil’s decades-long campaign of deception violated state nuisance, natural resources, water pollution, false advertisement, and unfair competition laws. The Attorney General is seeking nuisance abatement, disgorgement (which would require the defendants to give up the profits gained through their illegal conduct), and civil penalties; and injunctive relief to both protect California’s natural resources from further pollution, impairment, and destruction, as well as to prevent ExxonMobil from making any further false or misleading statements about plastics recycling and its plastics operations. 

    Joining today’s virtual press conference are Sierra Club, Surfrider Foundation, Heal the Bay, and Baykeeper, who have separately filed their own lawsuit raising similar issues regarding ExxonMobil’s role in causing the global plastics pollution crisis.

    Week Highlights Construction Sector’s Role in Economic Growth 

    The Government of Saskatchewan has proclaimed September 23 to 27 as Saskatchewan Construction Week. The week has been proclaimed to celebrate the extensive economic and social contributions made by the province’s dynamic construction industry. 

    “Saskatchewan’s construction industry is not only a major contributor to jobs in the province, but also plays a crucial role in building the infrastructure necessary for a growing economy,” Trade and Export Development Minister Jeremy Harrison said. “As we work toward achieving and surpassing our Growth Plan goals of growing the provincial population to 1.4 million people and creating 100,000 new jobs, the construction industry will further excel this growth by building the offices, facilities, housing and more which contribute to our strong and vibrant communities.” 

    The construction industry in Saskatchewan is a key driver of economic growth. Last year, real GDP for the sector grew by 13.6 per cent, with the sector’s real GDP reaching $6 billion. Currently, there are over 43,000 (seasonally adjusted) people employed in the province’s construction industry, making it one of the most important economic sectors in Saskatchewan in terms of job creation. 

    “During Saskatchewan Construction Week, we celebrate the dedicated professionals who form the backbone of our province’s economy,” Construction Associations of Saskatchewan co-CEO Shannon Friesen said. “These skilled workers, often behind the scenes, build the infrastructure that drives our communities forward.” 

    “Their contributions are vital, not just in constructing roads, schools, and hospitals, but in shaping the very foundation of our future,” Construction Associations of Saskatchewan co-CEO Kevin Dureau said. “This week, we honour their commitment, resilience, and the essential role they play in ensuring Saskatchewan remains strong and prosperous.” 

    The growth the construction industry has experienced recently has had an overall positive impact on Saskatchewan’s economy, with Statistics Canada’s latest GDP numbers indicating that the province’s 2023 real GDP reached an all-time high of $77.9 billion, increasing by $1.2 billion, or 1.6 per cent. This places Saskatchewan second in the nation for real GDP growth, and above the national average of 1.2 per cent.

    Private capital investment is projected to reach $14.2 billion in 2024, an increase of 14.4 per cent over 2023. This is the highest anticipated percentage increase in Canada.

    The Government of Saskatchewan also recently unveiled its new Securing the Next Decade of Growth – Saskatchewan’s Investment Attraction Strategy. This strategy combined with Saskatchewan’s trade and investment website, InvestSK.ca, contains helpful information for potential investors and solidifies the province as the best place to do business in Canada.

    The 17th edition of Canada Army Run, presented by BMO, took place in Ottawa, where more than 14,000 of participants joined various races alongside members of the military. Runners, rollers, and walkers participated in events including the 5K, 10K, half marathon, Sergeant Major’s Challenge, and Commander’s Challenge. The races were kicked off by Lieutenant-General Michael Wright, Commander of the Canadian Army, and Chief Warrant Officer Christopher Robin, Army Sergeant Major. Virtual participation continues until September 27.

    In addition to being an opportunity for Canadians to thank Canadian Armed Forces members who serve at home and abroad, Canada Army Run directly supports serving members, Veterans and their families, with race proceeds and participants’ fundraising efforts going to Support Our Troops and Soldier On.

    This year’s Canada Army Run highlighted the new Canadian Disruptive Pattern Multi-Terrain, the latest camouflage pattern adopted by the Canadian Army. This advanced design offers exceptional performance across a wide range of environments where Canadian soldiers may operate, enhancing their ability to avoid detection by the enemy and improving overall operational effectiveness.   • MIL-OSI USA: Washington launches FundHubWA to help people and organizations find climate and clean energy funding

    New portal offers easy-to-use way for people and organizations to apply for historic state and federal funding opportunities

    There’s more funding than ever for projects relating to energy efficiency, clean energy and climate resiliency. But for people and organizations to use it, they first need to know it exists. That’s the goal of the state’s new online funding portal called FundHubWA. FundHubWA connects everyone in Washington with federal and state grants, tax incentives and rebates that advance clean air, clean energy, and clean technology.

    The new website, located at FundHub.WA.gov, features an easy-to-use database for local governments, individuals, businesses, nonprofits, tribal governments and public agencies.

    The hub tracks once-in-a-generation federal investments from the Inflation Reduction Act, CHIPS for America, and the Bipartisan Infrastructure Law, as well as Washington’s Climate Commitment Act, which is funding climate-resiliency programs, clean transportation, consumer rebates and incentives, clean air programs, and more.

    “These historic investments are supercharging Washington’s efforts to fight climate change by making it more affordable for people and organizations to switch away from fossil fuels and confront the damage caused by climate pollution,” Gov. Jay Inslee said. “We don’t want anyone to miss out on an opportunity simply because they don’t know about it. This portal offers everyone an easy way to browse for funding that could help them improve their home, business or community.”

    FundHubWA’s database covers a range of opportunities including electric vehicle rebates for lower income households, clean energy incentives for businesses, and planning and infrastructure grants for cities, counties and tribal governments.

    “With the launch of FundHubWA, there has never been a better time to contribute to a cleaner, healthier and more prosperous Washington,” said Washington State Department of Commerce Director Mike Fong. “We know that everyone who lives in our state wants to do everything they can to improve their lives and improve their communities. Our goal is to help them find and secure the funding to do that.”

    FundHubWA was approved by the Washington State Legislature in 2024 and is administered by the Washington State Department of Commerce. FundHubWA is supported with funding from Washington’s Climate Commitment Act. The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health.     Major renovations and additions at North Battleford’s historic John Paul II Collegiate are nearing completion. This expansive project includes an addition to the school’s cafeteria kitchen and industrial arts learning spaces along with upgrades to common areas, washrooms and more.

    “The major renovations at John Paul II Collegiate not only support the safety and wellbeing of students and school staff, but also guarantees this historic school is built to enjoy for many years to come,” Education Minister Jeremy Cockrill said. “Our government continues to invest in major capital projects to meet the needs of our students, families and communities.”

    “This project was at the top of our Board’s priority list for capital funding,” Light of Christ Catholic School Board Chair Glen Gantefoer said. “The government’s decision to approve our request in 2020 was truly exciting. This project is good for our school division and good for the community.”

    Since 2008, the Government of Saskatchewan has committed approximately $2.6 billion toward school infrastructure projects, including 69 new schools and 32 major renovation projects with an additional seven projects approved through the Minor Capital Renewal Program.

  • MIL-OSI Security: Federal Hate Crime Charges Brought for Assault on Stranger Wearing a Yarmulke in Foggy Bottom

                WASHINGTON — A federal grand jury today returned an indictment charging Walter James, 38, with one count of causing bodily harm to an individual due to his actual or perceived religion.

                U.S. Attorney Matthew M. Graves for the District of Columbia and Assistant Director in Charge David Sundberg for the FBI Washington Field Office made the announcement.

                The indictment alleges that on the morning of July 10, 2024, James assaulted a man, who was walking through Foggy Bottom and wearing a yarmulke, without any provocation or warning. James repeatedly punched the individual in his face and head. While he was assaulting the individual and immediately afterward, James yelled antisemitic slurs, such as: (1) “You are murdering innocent men, women, and children in Gaza.” (2) “They’re the cause of all our wars – killing the children of Palestine.” (3) “You control us with money.” (4) “You are not the real Jewish [sic].” And (5) “You guys kill people in Gaza.” As a result of the assault, the individual suffered cuts and abrasions to his face and right elbow and cephalic swelling.

                James faces a statutory maximum sentence of 10 years in prison if convicted. James was previously charged in D.C. Superior Court with assault with significant injury with a hate crimes enhancement.

                This case was investigated by the FBI Washington Field Office and is being prosecuted by Assistant U.S. Attorney John Crabb Jr.

  • MIL-OSI Canada: Several Facility Improvement Projects Completed as Fall Camping Begins in Saskatchewan Provincial Parks

    Saskatchewan residents looking for a fall getaway can book their camping spot online in select provincial parks throughout October and take advantage of the quiet atmosphere and scenery. As visitors head to the parks, they can also enjoy various facility improvement projects completed this year, from new campgrounds and visitor centres to improved accessibility features.

    “Fall is one of the best times to go camping, and we are pleased to offer another great season in parks across the province,” Parks, Culture and Sport Minister Laura Ross said. “Parks are quieter, the leaves are changing colours and the crisp weather at night makes for a cozy evening by a campfire. It’s the perfect atmosphere to enjoy a relaxing getaway, and with all the projects completed throughout the year, what better time to explore the parks to their full potential?”

    Fall Camping (October 1 to 31)

    Until October 31, campsites at 11 provincial parks can still be reserved online: Blackstrap, Buffalo Pound, Cypress Hills, Douglas, Echo Valley, Good Spirit Lake, Great Blue Heron (until Oct. 7), Greenwater Lake, Moose Mountain, Rowan’s Ravine and Saskatchewan Landing. Three additional parks will offer walk-in camping in October, with no reservations necessary: Danielson, Duck Mountain and Narrow Hills.

    Services in the park will be limited in October, and camping rates will be reduced by $4 per night for electric and non-electric sites. Each campsite’s available amenities, like electricity, sewer or toilets, will be indicated during reservation. 

    Winter camping will return to select provincial parks from November to March. More details to be announced in early November.

    Facility Improvements in Provincial Parks

    Multiple facility improvement projects were completed throughout Saskatchewan’s Provincial Parks this year.

    Completed projects include:

    • Meadow Lake Provincial Park: A new campground loop with 40 electrified campsites, service centre, additional flush washroom facilities and water treatment system within Waterhen Lake Campground.
    • Makwa Lake Provincial Park: A new accessible service centre at Stabler Point Campground.
    • Rowan’s Ravine Provincial Park: A new, accessible day-use pavilion with a wood-burning firepit, food preparation area, barbecue, a serving table and accessible pathways leading to the space.
    • Cypress Hills Interprovincial Park: A new play-structure at Pine Hill Campground.
    • Katepwa Point Provincial Park: A new accessible floating dock that features a gently sloping ramp, non-slip surfaces and a specialized transfer system that allows for seamless access from a wheelchair to a paddle boat, kayak or canoe.
    • Blackstrap Provincial Park: A new service centre at Kevin Misfeldt Campground.
    • Crooked Lake Provincial Park: A new Visitor Reception Centre.

    A number of other projects started construction this year:

    • A new service centre at Nut Point Campground in Lac La Ronge Provincial Park;
    • Major road improvements and resurfacing at Pike Lake Provincial Park; 
    • Water system upgrades at Narrow Hills Provincial Park and Moose Mountain Provincial Park;
    • A new trailer sewage dump at Lower Fishing Lake in Narrow Hills Provincial Park; and
    • New backcountry camping structures, including shelters, bear boxes, and waste-diverting toilets, at Moose Mountain Provincial Park.

    These investments are part of the Government of Saskatchewan’s investment of $13.3 million for capital projects and an additional $1.7 million for preventative maintenance in 2024-25.

    CHICAGO – U.S. Senate Majority Whip Dick Durbin (D-IL), U.S. Senator Tammy Duckworth (D-IL), and U.S. Representative Quigley (D-IL-05) today announced $305,467,517 in federal funding through the U.S. Department of Transportation (DOT) Mega Program. With this federal funding, the Illinois Department of Transportation will receive $209,877,984 for the Chicago Region Environmental and Transportation Efficiency (CREATE) Program and $95,589,533 for the I-290/IL171 (1st Avenue) Interchange Project. These projects will aim to reduce traffic delays, increase rail junction safety, and improve mobility throughout Chicago.
    DOT’s Mega Grant Program provides federal funding for large projects of regional significance and is funded through the Infrastructure Investment and Jobs Act that the lawmakers worked to pass.
    “Today’s funding is a major investment in the future of our transportation infrastructure.  Chicagoans will be better connected because of these two infrastructure projects, which will improve the safety and quality of our rail system and roadways,” said Durbin. “Senator Duckworth, members of the Illinois Congressional Delegation, and I have long supported these investments, and I’m glad to see these federal dollars go toward improving safety and alleviating congestion in a region that desperately needs it.”
    “Investing in our transportation infrastructure is about more than just improving our roads, bridges and rail lines, it’s about growing our economy and making getting to work, school and throughout our communities faster, safer and more efficient,” Duckworth said. “I’m proud to see this federal funding coming to our state today for two critically important projects Senator Durbin and I have been championing for years and with it improvements in these local communities, and an increase in good-paying jobs in our region and more.”
    “This funding announcement is critical to helping CREATE in their mission to improve rail operations in Chicago for both passengers and freight.  As the Ranking Member of the Transportation, Housing and Urban Development Appropriations Subcommittee, I have an in-depth understanding of the needs facing our freight, commuter, and intercity passenger rail,”said Quigley. “Luckily, the CREATE Program has stepped up to the task and broken ground on numerous rail improvement projects throughout the region. In May, I visited their Forest Hill Flyover site, where I witnessed firsthand the efficiency and safety improvements CREATE is making. From adjacent neighborhoods to the nation’s supply chain, I know that the benefits of this funding will extend far beyond Chicago’s city limits.”
    The CREATE Program brings together the City of Chicago, the State of Illinois, the U.S. Department of Transportation, Metra, Amtrak, and the nation’s freight railroads in a partnership to eliminate transit bottlenecks, boost the economy, and improve overall safety of the Chicagoland area.
    Today’s announced funding will advance the 75th Street Corridor Improvement Project, a three-mile elevated rail corridor on Chicago’s South Side, which approximately 90 freight trains and 30 Metra commuter trains use daily. The project will reconfigure track segments and signals at Belt Junction, add a third track to the Norfolk Southern line, replace and restore 14 aging bridge and viaduct structures, and implement mobility improvements on surface streets throughout the corridor. Durbin and Duckworth have long championed rail improvements, having helped secure $132 million in federal funding to begin this project in 2018.
    The I-290/IL 171 (1st Avenue) Interchange Project will reconstruct portions of I-290, reconstruct and upgrade the 1st Avenue interchange, and implement signalized interchanges at Van Buren Street and Maybrook Drive. It also will install a supplemental trunk sewer along I-290 and a frontage road sewer along Bataan Drive. This work aims to alleviate congestion and address flooding issues.
