  • MIL-OSI USA: Norton Introduces D.C. Zoning Commission Home Rule Act

    The bill would give D.C. the authority to appoint all members of its zoning commission, which currently has seats for two federal officials.

    WASHINGTON, D.C. – Congresswoman Eleanor Holmes Norton (D-DC) introduced the District of Columbia Zoning Commission Home Rule Act today, which would give D.C. the authority to appoint all members of the D.C. Zoning Commission (Commission). Even though the Commission has no authority over federal property, it currently consists of two federal officials (the Architect of the Capitol and the Director of the National Park Service), in addition to three members appointed by D.C.’s mayor with the D.C. Council’s approval. Despite the D.C. Home Rule Act, which gave D.C. authority over local matters, 40 percent of the members of the Commission are federal officials who are unaccountable to nearly 700,000 D.C. residents.

    “This bill is an essential step to increase home rule in the District of Columbia,” Norton said. “Land use is a local matter in every situation, no matter the context. The federal government loses nothing because the interests of the federal government in land use in the nation’s capital are protected by federal law. If anything, this will allow the federal government more resources to pursue issues within their jurisdiction.”

    The Commission creates zoning maps and regulations, which must “not be inconsistent with the comprehensive plan for the national capital.” The mayor is responsible for the local elements of the comprehensive plan, subject to Council approval. The National Capital Planning Commission (NCPC), which is the central federal planning agency for the federal government in D.C. and approves federal projects here, is responsible for the federal elements of the comprehensive plan. This bill would not alter the comprehensive plan process nor the authority of NCPC and the Commission.

  • MIL-OSI USA: Norton Requests Comprehensive GAO Study on Railway Noise Pollution

    WASHINGTON, D.C. — As ranking member of the House Transportation & Infrastructure Subcommittee on Highways and Transit, Congresswoman Eleanor Holmes Norton (D-DC) today wrote the Comptroller General of the U.S. Government Accountability Office (GAO) requesting that it conduct a comprehensive study on the causes and effects of railway noise pollution. Additionally, Norton asked GAO to propose ways that the federal government can reduce the negative effects of railway noise pollution. The request is similar to a bill Norton reintroduced in April to require the GAO to submit recommendations to Congress on how to reduce train noise and vibrations near homes.

    “D.C. residents contact me regularly about the negative impacts train noise and vibrations have on their health, quality of life and even the structural integrity of their homes,” Norton said. “Although trains provide an essential mode of transportation, we can’t simply ignore the harms suffered by those who live near them, which can include structural damage, reduced property values and negative health effects. We must examine whether there are viable, cost-effective ways to mitigate the harms caused by long-term exposure to train noise and vibrations.”

    Dear Comptroller General Dodaro:

    Passenger and freight railway traffic is a top contributor of unwanted and excessive sounds and vibrations (i.e., noise pollution). Noise pollution is emitted from train movements on tracks, horns and warnings, braking and engine idling and accelerating.  Noise pollution can reduce property values and labor productivity and have adverse health effects.

    The U.S. Department of Transportation is responsible for regulating railway noise pollution.  For example, the Federal Railroad Administration enforces regulations that set maximum sound levels from railroad equipment and locomotive horns. The Federal Transit Administration develops guidance for assessing noise pollution from transit projects that receive federal funding, including conventional rail lines.

    I am requesting that the U.S. Government Accountability Office conduct a comprehensive review of railway noise pollution.  The review should address the following questions: 

    1. What factors contribute to railway noise pollution, and how much noise pollution can such factors emit?
    2. What actions can railway manufacturers and operators take to reduce railway noise pollution, and what are the costs and benefits of such actions?
    3. How can the federal government reduce negative effects associated with railway noise pollution?

    WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) introduced a bill to name the post office located at 3401 12th Street NE after musician and singer Chuck Brown, the “Godfather of Go-Go,” who holds particular significance to D.C. residents for creating and popularizing go-go music and for his support of D.C. statehood.

    “As the ‘Godfather of Go-Go,’ Chuck Brown gave D.C. a unique hometown sound that was distinctly our own and brought enjoyment to all who heard him here and throughout the nation,” Norton said. “Go-go is the beat of D.C., giving D.C. its own musical identity and reminding the nation that D.C. has always been the hometown of talented artists. We’ll never forget the free concert in 2010 Chuck Brown played in front of the Capitol for D.C. statehood and voting rights. He loved the District, and naming post office after him is a way D.C. can honor him in return.”

    Today, I introduce a bill to name the post office at 3401 12th Street NE in the District of Columbia for go-go legend Chuck Brown.

    Chuck Brown, the “Godfather of Go-Go,” is beloved by D.C. for his innovative and unique sound, which gave us go-go music. Go-go is the beat of D.C., giving D.C. its own musical identity and reminding the nation that D.C. has always been the hometown of talented artists.  Chuck Brown was a strong supporter of D.C. statehood, including playing a concert on a hot and humid day on the U.S. Capitol Grounds in 2010 in support of statehood.

    Chuck Brown was born on August 22, 1936, and passed away on May 16, 2012.  He was a D.C. resident most of his life.  He taught himself to play guitar, becoming a virtuoso singer, songwriter, guitarist and band leader.  His musical catalogue spanned 22 studio albums over three decades.  He earned a Grammy nomination in 2010 for the song “Love” from his album “We Got This,” and was awarded a National Endowment for the Arts National Heritage Fellowship in 2005.

    D.C. named a park located at 2901 20th Street, NE, for Chuck Brown, and named a street near the historic Howard Theater for him.

  • MIL-OSI USA: Information About the Budgetary Effects of an Amendment in the Nature of a Substitute to H.R. 1, the One Big Beautiful Bill Act, as posted on the website of the Senate Committee on the Budget on June 27, 2025

    This letter provides information about the budgetary effects of an Amendment in the Nature of a Substitute to H.R. 1. The Congressional Budget Office (CBO) and the staff of the Joint Committee on Taxation (JCT) have estimated the effects of the amendment relative to the baseline used for budget enforcement for consideration in the Senate.

    Title II of H. Con. Res. 14, the concurrent resolution on the budget for fiscal year 2025, included reconciliation instructions directing committees to propose legislation that would produce specified budgetary results. CBO has reviewed the Amendment in the Nature of a Substitute to H.R. 1 and determined the following:

    • Title I, Committee on Agriculture, Nutrition, and Forestry, would reduce deficits by not less than $1 billion over the 2025–2034 period.
    • Title II, Committee on Armed Services, would increase deficits by not more than $150 billion over the 2025–2034 period.
    • Title III, Committee on Banking, Housing, and Urban Affairs, would reduce deficits by not less than $1 billion over the 2025–2034 period.
    • Title IV, Committee on Commerce, Science, and Transportation, would increase deficits by not more than $20 billion over the 2025–2034 period.
    • Title V, Committee on Energy and Natural Resources, would reduce deficits by not less than $1 billion over the 2025–2034 period.
    • Title VI, Committee on Environment and Public Works, would increase deficits by not more than $1 billion over the 2025–2034 period.
    • Title VII, Committee on Finance, would increase deficits by not more than $1.5 trillion over the 2025–2034 period.
    • Title VIII, Committee on Health, Education, Labor, and Pensions, would reduce deficits by not less than $1 billion over the 2025–2034 period.
    • Title IX, Committee on Homeland Security and Governmental Affairs, would increase deficits by not more than $175 billion over the 2025–2034 period.
    • Title X, Committee on the Judiciary, would increase deficits by not more than $175 billion over the 2025–2034 period.

    In addition, CBO projects that the legislation and each individual title would not increase on-budget deficits after 2034.

    H. Con. Res.14 provides the Chairman of the Senate Committee on the Budget with the authority to make adjustments regarding current tax policy that include extending provisions of the 2017 tax act (Public Law 115-97) in the baseline. For those adjustments, JCT estimated the budgetary effects of extending 26 provisions of P.L. 115-97 relative to CBO’s January 2025 baseline budget projections. CBO and JCT have estimated the effects of H.R. 1 relative to a baseline that reflects the budgetary effects of extending those 26 provisions and that has been updated for enacted legislation.

  • MIL-OSI USA: U.S. Supreme Court Decisions Threaten the Safety and Well-Being of LGBTQ+ Community

    Washington – In the waning days of the U. S. Supreme Court’s term, the extremist conservative majority issued two decisions that threaten the safety and well-being of our LGBTQ+ community. Yesterday, in Mahmoud v. Taylor, the Court imposed burdensome new requirements on educators and public schools that will undermine their ability to provide students with an inclusive education that reflects the real-life diversity of students in our nation’s public schools and communities. And earlier this month, the same six justices in U.S. v. Skrmetti failed to protect families’ freedoms and upheld a ban on their access to gender-affirming care.

    The following statement can be attributed to NEA President Becky Pringle:

    “We all deserve the right to live, learn, and thrive no matter our sexual orientation or gender identity—no exceptions. In this most recent session, six justices on the U.S. Supreme Court took unprecedented steps to deny basic rights to LGBTQ+ people as well as the basic rights, freedoms, and respect that we all deserve.

    “In not one, but two decisions, the Court issued rulings that threaten the safety and well-being of LGBTQ+ youth and undermine the progress we have made toward creating more inclusive and welcoming learning environments where all our students can thrive. LGBTQ+ people are our students and our educators; they are valued members of every community. These decisions will have a chilling effect on students and public education for generations to come.

    “The Mahmoud v. Taylor decision is an attack on inclusivity and on our democracy. Public education is founded on the core principle of engaging students on a broad range of ideas, allowing them to explore new perspectives and learn to think for themselves. Students deserve nothing less than to feel supported and valued on that journey, in particular our LGBTQ+ young people and families, who often feel unseen and unheard.

    “Contrary to the Court’s decision, educators and parents overwhelmingly support students’ freedom to be who they are; teach curriculum that embraces our diversity that allows for educators to teach the true and complete history of this country; and our students right to learn. As educators, we remain committed to ensuring that every student, every family, and every educator knows they are seen and valued, and are an essential part of our school communities.

    “The transgender community has faced an onslaught of political attacks, some of the cruelest of which are health care bans that wreak havoc on the lives of families and endanger the well-being of transgender adolescents, like the law at issue in U.S. v Skrmetti. All families and their medical providers deserve the right to make medical decisions free from political interference, including care for transgender youth that every major medical, pediatric, and psychological association in the U.S. has endorsed as essential treatment for those who need it. The Supreme Court’s failure to protect this essential right is devastating for families, but they are not alone in this fight. All our students want dignity and respect for who they are, and they deserve support and safety.

    “As a teacher for over 30 years, I know that educators have a moral and professional responsibility to create safe and inclusive environments that recognize, validate, and support the identities of LGBTQ + families—despite efforts by extremists to take away their freedoms and exclude them from accessing health care and from being seen and included in school. We will not turn our back on them, ever.”

Tonight’s actions have gone far in foreclosing that possibility, and countering the apocalyptic threat posed by an Iranian nuclear arsenal.”

    Keokuk, IA – Congresswoman Mariannette Miller-Meeks joined fellow veterans, families, and community leaders to celebrate the official ribbon cutting of the newly completed Road of Honor, a revitalized stretch of South 18th Street that leads directly to the Keokuk National Cemetery.

    The project was made possible by $960,000 in federal funding secured by Congresswoman Miller-Meeks, following years of community advocacy to improve access to one of the most sacred burial grounds for America’s veterans.

    “As a 24 year Army veteran, I was proud to secure the Community Project Funding that brought this vision to life,” said Miller-Meeks. “The new Road of Honor ensures that every family can reach Keokuk National Cemetery safely and with dignity, to honor the heroes laid to rest there. I’m grateful to the City of Keokuk, our veterans’ organizations, and all the local partners who helped make this lasting tribute a reality.”

    The Congresswoman was front and center for the ceremony, joining local officials and veteran leaders to mark the completion of a project that began with a community vision and was brought to life through federal partnership and determination.

    In 2022, Rep. Miller-Meeks secured the $960,000 in federal funding for the Road of Honor through Community Project Funding in the Fiscal Year 2023 Appropriations Bill.

    Miller-Meeks attended the groundbreaking of the revitalized Road of Honor in April of 2024. At the time, local officials and members of the press credited her as the “driving force” behind its progress.

    The foreign ministers of Canada, Spain, Australia, Belgium, Brazil, Cape Verde, Chile, Colombia, Iceland, Ireland, Netherlands, Norway, Portugal, Slovenia and Uruguay today issued the following statement:

    “On the occasion of International LGBTQI+ Pride Day 2025, we, the Foreign Ministers of Canada, Spain, Australia, Belgium, Brazil, Cape Verde, Chile, Colombia, Iceland, Ireland, Netherlands, Norway, Portugal, Slovenia and Uruguay are speaking and acting as one to champion the rights of LGBTQI+ people.

    “At a time when hate speech and hate crimes are on the rise, and in view of efforts to strip LGBTQI+ people of their rights, we reject all forms of violence, criminalization, stigmatization or discrimination, which constitute human rights violations.

    “It is our understanding that respect for diversity, equality and tolerance require the support, at the international level, of measures aimed at decriminalization, and at preventing and eliminating harassment of all kinds—including homophobic and transphobic harassment. Also measures to advance the implementation of diversity policies and the fight against discrimination, and to favour the inclusion of LGBTQI+ people, especially transgender people in society and in the workplace.

    “We recognize that LGBTQI+ people face multiple and intersecting forms of discrimination, particularly when they are also part of other historically marginalized groups, communities, and populations, such as indigenous peoples, afro-descendants, people with disabilities, migrants, elderly people, or those who living in poverty. Promoting their full and effective inclusion requires an intersectional approach that structurally addresses these inequalities.

    “We are joining forces to work hand in hand for the equal rights of LGBTQI+ people and to bring the criminalization of same-sex relations worldwide to an end.

    “We call on all States to join us on this path, repealing discriminatory laws and refusing to adopt new laws that criminalize relations between persons of the same sex or punish people for their sexual orientation or gender identity. We call for an end to the prosecution of LGBTI+ people, and especially to the application of imprisonment and capital punishment. We further call for an end to so-called conversion “therapy” practices intended to change a person’s sexual orientation or gender identity, which can cause psychological and physical pain and suffering and are inherently discriminatory. What is at stake here is a matter of full respect for human rights and human dignity, of strengthening equality, diversity and prosperity, leaving no one behind.

    “Therefore, we, the public authorities, must implement policy that, in alignment with international human rights standards, pursues effective equality of LGBTQI+ people and seeks to combat all forms of discrimination. We celebrate sexual diversity and family diversity, in the conviction that inclusive, equitable, and tolerant societies founded on solidarity are also stronger, healthier and more resilient.

    “Lastly, we reassert our commitment to respecting the human rights of LGBTQI+ people, to ensuring that their equality before the law is incontestable and that no one is prosecuted or subject to discriminated because of their sexual orientation or gender identity. Let us build societies in which all human beings are free to live and love as they choose.”

  • MIL-OSI USA: Sen. Cramer: FAA Awards Nearly $3.5 Million to North Dakota Airports

    WASHINGTON, D.C. – The U.S. Department of Transportation (DOT) Federal Aviation Administration (FAA) announced an award of $3,493,701 through the Airport Infrastructure Grant (AIG) program for projects at several airports across North Dakota. The funding will be distributed as follows:

    • $585,000 to Watford City Municipal Airport Authority to construct a new 2,700 square foot snow removal equipment building to bring the airport into conformity with current standards. This grant funds the final phase, which consists of site work, access driveway, and building mechanical.
    • $584,324 to Langdon Municipal Airport Authority to construct a new 1,739-foot Taxiway B to bring the airport into conformity with current standards. This project expands existing East Apron by adding 1,352 square yards to bring the airport into conformity with current standards. This grant funds the final phase, which consists of constructing 328 feet of the runway.
    • $536,000 to Cooperstown Municipal Airport Authority to construct a new 164-foot South Taxilane to provide airfield access to a non-exclusive hangar development area. This project rehabilitates 1,400 feet of the existing paved Taxiway A to maintain the structural integrity of the pavement and to minimize foreign object debris. It will also support the rehabilitation of 9,250 square yards of the existing center Apron pavement to maintain the structural integrity of the pavement.
    • $415,285 to Lakota Airport Authority to rehabilitate 738 feet of the existing paved Taxiway A to maintain the structural integrity of the pavement and to minimize foreign object debris.
    • $333,500 to Cavalier Municipal Airport Authority to rehabilitate 3,300 feet of existing paved Runway 16/34 to maintain the structural integrity and minimize foreign object debris. The grant funds the final phase, which consists of 347 feet of runway rehabilitation, site grading, and construction engineering.
    • $263,150 to City of Mohall to construct new underdrains, storm drain, and lift station to mitigate ponding to bring the airport into conformity with current standards. This grant funds the final phase, which consists of 0.5 acres of wetland mitigation and construction engineering.
    • $248,251 to Wahpeton Airport Authority to install new lighting on Taxiway A to bring the airport into conformity with current standards. The grant will also fund a portion of the final phase, which consists of electrical vault and equipment construction.
    • $218,000 to Adams County Airport Authority to reseal 6,500 feet of existing Taxiway A, Taxiway B, and Taxiway C pavement and joints. This grant funds the final phase, which consists of construction of 444 feet and construction engineering.
    • $163,200 to Tioga Municipal Airport Authority to reseal 1,000 feet of existing hangar Taxilane pavement and joints at a nonprimary airport to extend its useful life. This project reseals 1,800 feet of existing Taxiway A and connectors pavement and joints. This project reseals 15,643 square yards of existing General Aviation Apron pavement and joints. This grant funds the final phase, which consists of construction of 1,350 feet of Taxiway A and connectors, Taxiway B, and Center Taxiway.
    • $146,991 to Kenmare Airport Authority to replace existing snow removal equipment including one carrier vehicle payloader, one blade attachment, one bucket attachment, and one broom attachment.

    The AIG Program was established by the fully-paid-for Bipartisan Infrastructure Law to provide airports with funding for modernization and safety projects. Since its creation, airports in North Dakota have received over $50 million in program funding.

    arlier today, Governor Kathy Hochul announced a $6 million State investment to replace the Long Building at the North Elba Showgrounds in Lake Placid, ensuring the continued success of the internationally recognized Lake Placid and I Love New York Horse Shows. The Governor made the announcement during the 55th annual horse shows, which generate $17.9 million in economic activity and support 164 jobs in the Adirondack region.

    Good afternoon, everyone. So great to be out here in God’s country. This is one of the most beautiful show arenas in the entire country, but our announcement today says we’re going to make it even better.

    So I’m proud to be able to present a check to continue the work of a lot of visionaries who believe in this. I want to thank our supervisor of North Elba, Derek Doty, for his belief, and everyone else who’s been involved in saying we can make this even better.

    And we’re going to — the Long [Building] that you see over there will no longer be there next week. We’re going to tear it down and make it a beautiful building that could have many uses, including a summer camp for our children.

    And I’m so excited to be able to announce this and show that it’s something we believe in. That this is an economic development investment — over $18 million every single year from a two-week show. That is extraordinary. We bring people from all around the world, and I want them to enjoy this beautiful place, the competition, but also to make sure that they support all of our neighboring businesses.

    So this is important to me, the people who work here, about 160 people. Let’s keep expanding and also to make sure that we have our “I Love NY” show here next weekend, which is going to be extraordinary.

    I would tell you, I’m proud to be your Governor, proud to make this investment, and with that, here is $6 million to make your dreams come true. Congratulations.

    “How the Big Beautiful Bill will lower energy costs, shore up the electric grid — and unleash American prosperity”

    How much would you pay for an Uber if you didn’t know when it would pick you up or where it was going to drop you off? Probably not much.

    Yet this is the same effect that variable generation sources like wind and solar have on our power grids.

    You never know if these energy sources will actually be able to produce electricity when you need it — because you don’t know if the sun will be shining or the wind blowing.

    Even so, the federal government has subsidized these sources for decades, resulting in higher electricity prices and a less stable grid.

    President Donald Trump knows what to do: Eliminate green tax credits from the Democrats’ so-called Inflation Reduction Act, including those for wind and solar power.

    The One Big Beautiful Bill seeks to do that: Along with other proposals, like canceling billions in Biden Green New Deal money and making much-needed investments in the Strategic Petroleum Reserve, it aims to set an aggressive end date for these subsidies and build on the president’s push for affordable, abundant, and secure energy for the nation.

    As Secretary of Energy — and someone who’s devoted his life to advancing energy innovation to better human lives — I, too, know how these Green New Deal subsidies are fleecing Americans.

    Wind and solar subsidies have been particularly wasteful and counterproductive.

    One example: The Renewable Electricity Production Tax Credit was first introduced in 1992, when wind energy was a nascent industry. This tax credit, originally set to phase out in 1999, was sold on a promise of low-cost energy with fewer tradeoffs.

    Since 1999, the REPTC has been extended a whopping 12 times, yet consumers continue to pay more on average for their home electric bills than in 1992, even after adjusting for inflation.

    Plus, today, more than 75% of US electricity comes from natural gas, nuclear and coal — and they supply it 24/7, independent of the weather.

    At 8 p.m. on Inauguration Day, amid bitter cold across much of the Eastern seaboard, we reached peak demand for electricity in the mid-Atlantic region. At that point in time, PJM Interconnection, which supplies the Mid-Atlantic United States, got approximately 44% of its power from coal, 24% from natural gas, 25% from nuclear, 3% from oil, 3% from wind, 1% from hydro and 0% from solar.

    Think about that: When Americans most needed dependable power to heat their homes and businesses to stay alive, solar and wind were non-factors.

    Our homes, hospitals and businesses only continued to operate because there was enough reliable, baseload energy from natural gas, coal and nuclear available to meet demand.

    How valuable is a teammate who occasionally shows up for practice but is never there at game time?

    And the more we load our grid with intermittent generation, the worse the grid performs during times of maximum stress and demand.

    Subsidies are meant to drive prices down and boost supply. But subsidizing wind and solar has done exactly the opposite.

    . . .

    Bottom line: higher costs. Indeed, wind and solar subsidies not only cost taxpayers but also force providers to add more dispatchable resources to the grid, at their expense.

    These costs are then passed on to ratepayers.

    In other words, more wind and solar brings us the worst of two worlds: less reliable energy delivery and higher electric bills.

    It’s time to stop subsidizing such insanity in perpetuity. If sources are truly economically viable, let’s allow them to stand on their own, and stop forcing Americans to pick up the tab if they’re not.

    On the Republican reconciliation bill:
    “In my career as an obstetrician, I feel like this bill is three weeks past its due date. It’s time to have the baby. Everyone’s upset – that means we’re probably close to where it needs to be. We cannot blow this chance. This is the President’s legacy, his agenda. If you supported President Trump, you should support this bill. This will be the largest tax decrease in American history. We’re going to secure the border – a whole lot of other good things, but mostly this is the beginning of America’s great, golden era.”
    On the SALT Deduction and its impact on negotiations:
    “… Over in the house, I think we have a little tighter margin. And again, I think that what we asked the President to do here was split the baby, but he’s keeping the baby together. This is the best we can get. Speaker Johnson was there with us yesterday, negotiating this to the last second. I think everyone has thrown their best argument on the table – I think that’s a great step forward. I wish we were cutting more spending, including this, but this is the best bill that we can get through the finish line.”
    On how to save Medicaid from disaster:
    “Again, just because you have Medicaid doesn’t mean you have access to care. You pointed out that a third of doctors don’t accept Medicaid, and another third basically rule them out through the schedule. What our bill does is give a block grant for rural hospitals and for Community Health Centers. One of my three pillars of MAHA is making sure that everyone has meaningful, affordable access to primary care. Even Bernie Sanders agrees with me that these Community Health Centers are a great way to do that. I think that healthcare will be better.
    “And in this bill, we absolutely preserve Medicaid for those who need it the most. We don’t touch seniors in nursing homes, people with disabilities, pregnant women, or children. So, we will protect Medicaid for those who need it the most. And on the other hand, we want to make sure everyone has access to care. We’ll do it through a block grant – I’m so proud of the work we’ve done here, as far as making health care more affordable and more accessible.”
    On where the Medicaid savings will come from:
    “So, the savings come from a couple of things. One, something called a provider tax, which is absolutely a scam, a money laundering scam, where you have one state, maybe getting 25 times more per person than what a state like Kansas is getting. So, we need to level out those provider taxes.
    “And then, as we talk about people that may lose Medicaid, half of them are people that are on it fraudulently or through some type of error. And the other half will be those that are refusing to work 20 hours a day. Again, 60, 70% of Americans support some type of work requirements if you don’t have a disability, you’re working age, you don’t have a child under the age of 13, then I think it’s reasonable to ask people to work or volunteer for 20 hours a week.”
    On what’s next for America in the Israel and Iran conflict:
    “I think it will take them years just to restart their nuclear program. I think that they can’t control their airspace. They don’t have the will to do it. From what I’ve seen, I’m in shock and awe. You know, it’s shocking how much damage we did to their facilities. Obliterated is a great term. I’m in awe of our military, the great job that they did.
    “Thanks to all those Air Force guys who did this off. I’m an Army guy, but I’m still going to salute them. They did a great job. And thanks to all of our soldiers over in the Middle East, I don’t see Iran getting back in this ball game for several years.
    “Iran cannot have any type of nuclear bomb if they don’t want to move things in a different direction right now, then we need to double down on our sanctions. Whatever we need to do. Look, I don’t want boots on the ground. I’m tired of all the killing. I want all the killing to stop in Gaza, in Iran – all these different places, Ukraine. But at the end of the game, Iran cannot have a nuclear warhead.”

    Cantwell Statement on Latest Republican Public Lands Sell Off Proposal

    Trump’s Statement of Administration Policy supports the land sales provision

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), a senior member of the Senate Committee on Energy and Natural Resources, released this statement regarding inclusion of Senator Mike Lee’s (R-UT) public lands sell off plan in the Senate reconciliation bill released by Republicans early this morning.

    “Despite a nationwide outcry, Senate Republicans are barreling ahead with Senator Lee’s deranged proposal to sell our shared public lands to the highest bidder,” said Sen. Cantwell. “Let me be clear: I will not stop fighting until this proposal is dead and buried. Americans will not stand to have the hiking, climbing, and hunting spots we love put up for sale.”

    The Senate Republican proposal comes as part of a larger Trump Administration push to privatize public lands. Interior Secretary Doug Burgum has stated on multiple occasions that public lands should be recognized as valuable assets on the nation’s balance sheet and potentially used to generate revenue. Earlier this year, President Trump signed an executive order that described the nation’s natural resources and public lands as a “sum of asset value,” in the context of establishing a “Sovereign Wealth Fund.”  Subsequently, Senator Mike Lee (R-UT), Chairman of the U.S. Senate Committee on Energy and Natural Resources, proposed greenlighting the sale of over 250 millions of acres of public lands, which could constitute the “largest single sale of national public land in modern history.”  While the Senate Parliamentarian rejected Lee’s opening gambit, deeming the proposal ineligible under budget reconciliation process rules, Lee responded, “I’m doing everything I can to support President Trump and move this forward.” He promised, “We’re just getting started.”

    The revised proposal released today would sell at least between 0.25 and 0.50 percent of Bureau of Land Management Land, within a 5-mile radius of a population center, in 11 Western states, except Montana –up to 1.2 million acres of public land, at least.

    Sen. Cantwell is strongly opposed to selling off federal lands.

    On Tuesday she held a virtual press conference with the mayor of Boise, professional climbers, a leader from outdoor gear retailer REI, and a spokesperson for a hunting and angling advocacy group to push back on the GOP’s plans.

    In a committee hearing on June 10, she took U.S. Secretary of the Interior Doug Burgum to task over the administration’s alarming budget proposal for the Department of the Interior: “We’re all amazed that you seem to be putting forth a budget that is basically saying, ‘I don’t want to acquire. I want to actually sell public lands,’” she said.

    Opposition to the plan is bipartisan. On Thursday, U.S. Rep Dan Newhouse (WA-04) joined four other House Republicans in sending a letter to Speaker Mike Johnson, saying: “If a provision to sell public lands is in the bill that reaches the House floor, we will be forced to vote no.”

    SEATTLE, W.A. — U.S. Representative Pramila Jayapal, Ranking Member of the Subcommittee on Immigration, Integrity, Security, and Enforcement, released the following statement regarding the Trump Administration’s decision to withdraw Temporary Protected Status (TPS) for Haitians.

    “The Trump administration’s decision to terminate Temporary Protected Status (TPS) for Haiti is out of touch with reality. 

    “The Department of State currently has a ‘Do Not Travel’ advisory in place for Haiti due to rampant violence, kidnappings, and political instability. Yet, this administration wants to deport 

    hundreds of thousands of Haitian nationals—people who have lived here lawfully for years, raised families, contributed to our economy, and become deeply rooted in our communities — back to those same deadly conditions.

    “Forcing people to return to dangerous, life-threatening conditions is inhumane and un-American. I stand with the Haitian community and TPS holders across this country. We have a moral obligation to pass permanent protections for TPS holders and to hold this administration accountable for its relentless attacks on immigrant communities.”

    TPS is a designation that temporarily allows foreign nationals who are already in the United States to remain lawfully during periods that would prevent the country’s nationals from returning safely. TPS for Haiti will now end on September 2, 2025.

Plaskett (VI-AL) today strongly condemned the Trump administration’s announcement that it will terminate Temporary Protected Status (TPS) for more than 300,000 Haitian immigrants currently living in the United States, calling the decision “morally unconscionable and recklessly shortsighted to our national interest.”

    “The Trump administration’s decision to end TPS for Haitians is not just cruel—it is potentially deadly. Haiti remains in a state of complete collapse, overrun by gangs, wracked with violence, and under a state of emergency. The State Department itself warns Americans not to travel there due to widespread violent crime. Furthermore, the U.S. State Department has been in negotiations with multiple country partners to find ways to stem the continued collapse of the country. How can this administration claim it is safe to deport hundreds of thousands of people to a country they themselves have designated as too dangerous for American tourists and a threat to regional stability?

    “The Department of Homeland Security’s announcement on Friday that the protections, which have shielded Haitians from deportation since 2010 following the devastating earthquake, will expire on September 2, 2025. The administration justified the decision by claiming that, ‘the environmental situation in Haiti has improved enough that it is safe for Haitian citizens to return home’—a statement that directly contradicts the State Department’s actions regarding Haiti. 

    “This administration is playing politics with people’s lives. These are families who have built lives here, contribute to our communities, pay taxes from their wages and deserve our protection—not deportation to a nation in chaos. Throughout my tenure in Congress, I have worked tirelessly to ensure that our immigration policies reflect our values of compassion and humanity. This includes my work as a Co-Chair of the Congressional Caribbean Caucus to push back against discriminatory policies, to recognize the national security threat to the United States from a de-stabled Haiti, and my efforts to secure humanitarian aid for the Caribbean region.

    “This is part of a systematic campaign to dismantle protections for the world’s most vulnerable people. Congress must act swiftly to provide legislative protections for these families. We cannot stand by while this administration turns its back on our moral obligations and puts hundreds of thousands of lives at risk. Additionally, the financial support those in the United States provide to families back in Haiti through remittances have been key to staving off poverty and additional instability in the country. In 2023, U.S. remittances to Haiti were over $3.8 Billion dollars. 

    Plaskett went on to discuss, “As a member of the Intelligence Committee, I have focused quite a bit on our third border—the Caribbean region—and threats to the United States. Instability in the Caribbean presents threats of increased human and drug trafficking into the mainland, democratic collapse with malign influence of China and Russia, and reduced economic trade.”

    CONGRESSWOMAN PLASKETT APPLAUDS RUM COVER OVER PERMANENCY EFFECTIVE DECEMBER 2025 IN LATEST SENATE RECONCILIATION BILL

    Washington, DC – Early this morning, the Senate released the latest version of the Senate companion to H.R. 1, the Reconciliation package known as the “One Big Beautiful Bill,” which cuts Medicaid massively and provides massive tax cuts for the wealthiest Americans. The bill now provides a provision which permanently provides the increased rum cover over rate of $13.25 for Puerto Rico and the Virgin Islands. 

    On May 22, 2025, the House of Representatives passed H.R. 1, the One Big Beautiful Bill Act, and since that time, the Senate has drafted several versions of the reconciliation bill. The Senate is expected to begin voting as early as this afternoon, and if passed, it will return to the House of Representatives, where it will receive a vote on the House floor. If the bill is passed by the House of Representatives, it will be sent to the President’s desk for signature. Republicans’ reconciliation bill will make everyday life more expensive for Americans, and it also removes programs which gave opportunities and support for working Americans and those trying to get ahead. 

    Congresswoman Plaskett shared, “While I cannot support the bill in its entirety, I applaud the Senate’s provision to permanently provide the increased rum cover over rate of $13.25, effective December 31, 2025. This provision is not retroactive to the last expiration of the increased rate on January 1, 2022, which means the increased rate of $13.25 will not be recovered for that period of January 2022 to December 2025.

    “I am pleased that the Senate has recognized the importance of the rum cover over to the Virgin Islands and Puerto Rico and that at this stage, the provision is included. However, this is a fluid situation that is constantly evolving. This is not the first version of this bill, and we cannot guarantee that this provision will be included in the final version. I am hopeful that the increased rum cover over rate remains in the bill.” 

    Rum cover over is the rebate of federal excise taxes on distilled spirits produced in or imported into the rest of the United States from the Virgin Islands and Puerto Rico. Under current law, excise tax collections on imported rum are transferred to Puerto Rico and the U.S. Virgin Islands at the rate of $13.25 per proof gallon; $10.50 per proof gallon is in permanent law, and the remaining $2.75 per proof gallon requires periodic reauthorization by Congress. These funds, which represent nearly 25% of the Virgin Islands Government’s annual budget, are critical for stabilizing the government employees’ pension program, supporting infrastructure projects, and attracting investments to diversify the economy beyond tourism. 

    In the 119th Congress, Congresswoman Plaskett and Congressman Ron Estes (KS-4) introduced rum cover legislation (H.R. 1378), which is supported by 24 of her colleagues – 16 Republicans and 8 Democrats. During the 18-hour markup in the Ways and Means Committee for the tax provisions of the House-version of the reconciliation bill, Congresswoman Plaskett offered an amendment to increase the rate of the rum cover offer, to publicly demonstrate the bipartisan support for this provision. Both Democrats and Republicans, including the Ways and Means Chairman, Jason Smith, acknowledged the importance of the increased rum cover over rate. The House version placed in provisions to fix tax issues in the Virgin Islands and also stop effective tariffs on rum coming into the United States 

    Congresswoman Plaskett shared, “I would like to thank our partners for their collective advocacy for the increased rum cover over rate, including Congressman Ron Estes, Congressman Pablo Hernandez, Governor Albert Bryan, Governor Jenniffer Gonzalez-Colon, Senator Cassidy, and the rum industry.”

(see Fides, 7/11/2023), where he was confirmed for a further term as Superior General. Also present was Father Antonio Aurelio Fernández Serrano, president of the organization Trinitarian International Solidarity (SIT), which coordinates activities to support persecuted Christians.In the wake of Dignitatis Humanae”Following the guidelines of the Vatican II document on religious freedom, Dignitatis Humanae, and the subsequent magisterium of the Pontiffs,” Father Buccarello continues, “we have been collaborating for two years with the Center for Interreligious Studies of the Pontifical Gregorian University, with whom we organized a six-month course entitled ‘Religious Freedom: Problems, Challenges, and Perspectives,’ which was offered for the first time this year. In addition to the course, which is aimed at theology students and those interested in the subject, we have established a two-year theological research group involving 15 specialists from various research fields. The topic of religious freedom requires an interdisciplinary and transdisciplinary approach; geopolitics, history, sociology, theology, canon law, civil law, and religious studies are all involved. A publication will be published at the end of this two-year research period.””The lack of religious freedom,” the priest continued, “is a challenge for every religion. Every day we hear about attacks in Nigeria, Yemen, and Syria. Syria had exuberantly celebrated the regime change, but we see that we are back to square one.” “Together with Father Antonio, we are always in contact with these countries, and since we touch these realities firsthand, we recognize that religious freedom is the only guarantee of peace and coexistence. Our service is not charitable; rather, we want to address the problem at its root and combat the causes underlying religious intolerance.””The General Chapter,” the Superior General continues, “placed great emphasis on the specific training of our students in these topics. Working in the field of interreligious dialogue means paving a path to peace. Religious freedom is the path to peace. One of the important themes of the post-conciliar Magisterium is the consideration of religious freedom as a prerequisite for peace, because where freedom is respected, there is obviously peace, acceptance of others, and appreciation of religious diversity. Fundamentalists resort to violence because they do not tolerate religious diversity. They want uniformity, even within their own religious tradition; they view religion as a monolithic bloc and consider themselves the sole bearers of the authentic religious message. If this acceptance of diversity is lacking and differences are perceived as a threat rather than an enrichment, peace is in danger. But our faith is also in danger, for it always leads us to an encounter with others.”A long historyThe current mission of the Trinitarian religious family coincides with an update of its founding charism. “The Trinitarian Order,” explains Father Buccarello, “was founded for persecuted Christians, obviously in a different time and in a different historical context. In our motto, “Gloria tibi Trinitas et captivis libertas,” we find the word ‘slaves,’ ‘prisoners.’ Our founder, Saint John of Matha, began the “liberation missions,” initially from Spain to Morocco, with a letter from Innocent III, in which he recommended the Trinitarians to the Sultan of Morocco, saying that the work of freeing slaves was a work of charity, the most important, the most significant, and of universal benefit. In fact, the Pope had given the Trinitarians permission to free Christian slaves through exchange with Muslim slaves, thus creating a double liberation of both Christian and Muslim slaves.”Saint John of Matha was a learned theologian and had no intention to found a new religious family. During his first Mass, he had a vision: he saw Christ in the center, holding the arms of two slaves, a white Christian and a Black Muslim. After a period of reflection, it became clear to him that he had to found a religious family dedicated to this special mission: the redemption of captives “pro fide Christi.””Today,” adds Father Buccarello, “we know that this inspiration of our founder is very timely. The two ‘lungs’ of our mission are the works of mercy and persecuted Christians. And the latter is the work that most identifies and unites us. To update this charism, the Extraordinary General Chapter of 1999, on the occasion of the 800th anniversary of the adoption of the Rule of the Order and the fourth anniversary of the Order’s reform, decided to create an organization to coordinate and promote this area of assistance to persecuted Christians, which would be called ‘Trinitarian International Solidarity.’”The organization’s current president, Father Antonio Aurelio Fernández Serrano, explains that “it is an internal body of the Trinitarian religious family, whose first 25th anniversary was just celebrated. On this occasion, we made a documentary to raise awareness of the problem of persecuted Christians.” “Our projects,” he explains, “are also present in countries like Sudan and South Sudan, where we have already freed several young people.”Father Buccarello adds details of a meeting of the aid organization in Bahrain, where, at the initiative of the Apostolic Vicar of Northern Arabia, Bishop Aldo Berardi, O.SS.T., a meeting was also held with Abdullah Abdullah, director of the Global Center for Peace Coexistence (see Fides, 23/10/2024). “Abdullah came to our Chapter to share his experience,” the Superior General said. “He was also in the Italian Parliament, where, at a meeting in the Chamber of Deputies, he described the Trinitarian Order as an example of dialogue, care, charity, and respect.”The challenges of todayThe Trinitarians are active in the Roman parish of Santa Maria delle Fornaci, the titular church of Cardinal Mario Zenari, Apostolic Nuncio to Syria. “The Cardinal,” Father Buccarello explains, “spoke to us extensively about the situation in Syria, about persecution, but also about poverty, about the many Christians who have left the country in recent years. When Christians disappear from the Middle East, the balance that ensures harmonious coexistence between different cultures and faiths is lost. Peaceful coexistence is most threatened when a historical component of a region’s religious landscape disappears.”The Trinitarian Order is present in 25 countries, including Vietnam, South Korea, and India, a country where, according to Father Buccarello, cases of violence and harassment against Christians are increasing year after year, as well as in many areas of Africa where “terrorist groups and movements engaged in aggressive proselytizing” are active.The specific contribution that the Trinitarian Order can make for the future, according to the Superior General, is to “train religious who are experts in interreligious dialogue. We all need to be sensitized; even in the Western world, where we often do not know how to deal with religious diversity, there is no genuine encounter between people. Everyone has their own space; there is no true integration.” “In many schools in northern Italy,” he notes, “for example, the majority of students are non-Catholic and non-Christian. What resources do we provide to the children so that they can interact and welcome others? And are there other situations that are unknown? Our Trinitarian sisters in Valence, for example, have a school on the outskirts of Marseille. Eighty percent of the students are Muslims, who choose Catholic rather than public schools because they prefer a religious approach to a materialistic, atheistic one. In our school in northern Assam, India, only five percent of the students are Catholic; the others are Hindus and Muslims. However, they live together without problems because religious diversity is a resource that fosters respect for others and promotes the value of coexistence and peace.”The “motto” of the General Chapter was a quote from Paul’s Second Letter to the Corinthians: “Persecuted, but not abandoned; struck down, but not destroyed.” “One of the criteria that was very well highlighted,” the Superior General emphasized, “is that religious freedom is not a theoretical question, but affects the lives and suffering of so many people, and that it must be analyzed in context. Each reality, in its complexity and problematic nature, presents different challenges to religious freedom. In Canada, for example, members of the order cannot go to the hospital wearing a religious habit. In the Western world, there is an aggressive secularism that tends to reduce religion to the private sphere, and identity-political cultural movements that instrumentalize religion. Identitarian movements aim to mark a kind of difference and opposition between “us and you” by fueling narratives that appeal to people’s fears, for example when migration is portrayed as a kind of invasion by the enemy who has come to destroy our identity. All of us, starting with religious leaders, must loudly emphasize that the name of God cannot be associated with war and violence. This must be said emphatically.     Organization of American States: Baroness Chapman Intervention

    Baroness Chapman delivers intervention on the Falkland Islands at the Organization of American States

    Secretary General, Assistant Secretary General, ministers, delegates, friends.

    On behalf of the United Kingdom, I would like to thank Antigua and Barbuda for hosting this important assembly. 

    The UK’s relationships with our friends and allies across the Americas are important to all of us.

    Be it climate change, security, or sustainable development – we face the greatest challenges together.

    And indeed, for more than two centuries now, the UK and Argentina have shared bilateral relationships – as part of a long, rich history.

    My friend the UK Prime Minister, Sir Keir Starmer, has met President Milei a number of times.

    Earlier this year, Security Minister Patricia Bullrich enjoyed a highly successful visit to the UK. 

    And even where we disagree, we are working together to reduce tensions.

    So, in September 2024, my friend the Foreign Secretary and the former Argentine Foreign Minister Diana Mondino announced a new package of cooperation.

    This recognised that while we may not agree on sovereignty, there is much we can achieve by working together in the South Atlantic.

    The UK and Falkland Islanders have come together to implement this – including support for Argentine families travelling to the Falkland Islands in December last year, to visit graves from the 1982 conflict.

    For a community living with the trauma of invasion and occupation, that was not easy.

    Yet, Falkland Islanders wanted to do the right thing.

    Both the UK and Falkland Islanders look forward to seeing Argentina making good on their commitments.

    That includes cooperation on fisheries for the benefit of all, and the resumption of the flight between the Islands and São Paulo.

    The UK remains determined to work with all our partners, including Argentina.

    And the UK’s support for the Falkland Islanders’ inalienable right of self-determination remains undiminished. 

    Falkland Islanders alone should decide their future.

    In the referendum they held in 2013, Islanders voted to maintain their status as a self-governing UK Overseas Territory – overwhelmingly.

    Five of the six observers of the referendum came from the OAS Member States – reporting that it was free, fair, and reflected the will of the voters. 

    Today, the Falkland Islands are a democratic and prosperous community – showing the world what is possible on sustainable fisheries and environmental conservation.

    They are determining their own future.

    And their success has been recognised by S&P Global Ratings – who have given the Falkland Islands an impressive A Plus.

    And this is an objective recognition of the stable and thriving community that the Islanders have built.

    And later this year, the Falkland Islands will hold a general election to decide their next government.

    They will vote on issues such as education, the economy, and the environment.

    So, I hope this assembly will recognise that we cannot pick and choose who is entitled to the basic human right of democracy.

    The people of the Falkland Islands are rightly proud of their vibrant, small-island, big ocean democracy.

    And they are clear – that neither the UK nor Argentina can negotiate the future that they are determining for themselves. So let me be clear: my government will not negotiate on the future of the Falkland Islands, unless the Islanders themselves wish it. And they do not.

    I was delighted that many of your governments continue to engage constructively with the Falkland Islanders and have expressed your support for their democratic rights, and I hope that members of the Assembly will agree that we cannot selectively choose when democratic rights apply to a community.

    The UK has no doubt about its sovereignty over the Falkland Islands, South Georgia and South Sandwich Islands, and the surrounding maritime areas.

    And we have no doubt about the principle and the right of self-determination enshrined in the UN Charter and in article one of the 2 UN Covenants on human rights.

    By virtue of this, Falkland Islanders can determine their political status and pursue their economic, social, and cultural development – freely.

    So, the UK asks that the General Assembly takes note of the Islanders’ right of self-determination – and that this statement is read into the record of this meeting.

    overnor Kathy Hochul today announced a $6 million State investment to replace the Long Building at the North Elba Showgrounds in Lake Placid, ensuring the continued success of the internationally recognized Lake Placid and I Love New York Horse Shows. The Governor made the announcement during the 55th annual horse shows, which generate $17.9 million in economic activity and support 164 jobs in the Adirondack region.

    “I’ll always remember visiting Lake Placid as a kid and experiencing the wonders of this community, and it’s those experiences — shared by residents and tourists alike — that make investments like this one in the North Elba Showgrounds so important,” Governor Hochul said. “This facility will create jobs and spur economic activity for generations of North Country residents, and I look forward to seeing the community grow alongside it into a brighter future.”

    The funding, which will be administered by the Dormitory Authority of the State of New York (DASNY), will enable the complete replacement of the aging Long Building, a central facility used for spectator services, catering and event operations during the two-week horse show. The modern facility will provide improved amenities, accessible features, and flexible space to support year-round community programming including Camp Placid, a youth summer program.

    The North Elba Showgrounds have hosted the Lake Placid and I Love New York Horse Shows for 54 years, with the event spanning the July 4 holiday period. Recent facility assessments determined that without significant infrastructure improvements, the venue risked losing its ability to attract top-tier competitors and maintain its international standing in equestrian sport.

    The horse shows represent a significant economic engine for the Adirondack region, generating $17.9 million in total economic impact annually. This includes $13.9 million in direct spending, $2.8 million in state and local tax revenue and support for 164 total jobs. Visitors spend $12.2 million on lodging, dining, retail and entertainment throughout the region during the two-week event.

    The project is part of a comprehensive two-phase renovation of the showgrounds designed to meet international competition standards. Phase One, completed this year with $2.1 million in investments from the Town of North Elba and Lake Placid Horse Show Association, included arena improvements, new all-weather competition footing, and infrastructure upgrades. Phase Two is anticipated to begin following the conclusion of this year’s horse shows in July, with the new Long Building planned for completion ahead of the 2026 season.

    The Long Building serves multiple functions beyond the annual horse shows. Throughout the year, it hosts community events and provides essential infrastructure for other activities at the showgrounds, including serving as a staging area for Olympic Regional Development Authority events at the nearby ski jumps, home to the 1980 Olympic Torch.

    The new facility will feature modern amenities including accessible restrooms, a commercial kitchen, emergency shelter capabilities and flexible space designed to accommodate both large-scale equestrian events and smaller community gatherings. The building will be constructed to current code standards with enhanced fire safety features and ADA compliance.

    DASNY President and CEO Robert J. Rodriguez said, “DASNY is proud to administer this important investment in Lake Placid’s tourism infrastructure. The North Elba Showgrounds project exemplifies how strategic capital investments can preserve economic drivers while enhancing community assets for generations to come.”

    The Lake Placid and I Love New York Horse Shows attract competitors and spectators from across North America and internationally, drawing riders who participate in major competitions including the Olympics and World Equestrian Games. The event strengthens Lake Placid’s reputation as a premier destination for both winter and summer sports, building on the community’s Olympic legacy.

    This investment represents Governor Hochul’s continued commitment to supporting tourism infrastructure and economic development in the Adirondack region, ensuring that key attractions and events can continue to draw visitors and generate economic activity for local communities.

    “Our hearts ache for every single member and family on Whirlpool management’s decision to lay off approximately 250 workers at its Amana facility. It is a heavy blow to a community that relies on the good, union jobs that have sustained thousands of Iowa families for generations.

    “The IAM is committed to doing everything in our power to protect every worker. We are disappointed that Whirlpool is spinning this cold-hearted announcement aimed at seeking applause for reducing the number of layoffs. 

    “Whirlpool deserves no praise for slashing good-paying union jobs while using the tired excuse of global competition and cost-cutting. This announcement is another example of corporate America abandoning working families and small communities nationwide.

    Pennsylvania Department of Environmental Protection (DEP) Secretary Jessica Shirley will join Senator Kristin Phillips-Hill, Senator Greg Rothman, and Representative Elizabeth Fiedler to announce the opening of the new Streamlining Permits for Economic Expansion and Development (SPEED) Program at 11AM on Monday, June 30, in the Capitol Media Center.

    SPEED is part of DEP’s ongoing permit modernization effort. Through SPEED, permit applicants for select permits will be able to use DEP-approved qualified contractors to conduct initial reviews of applications for expedited review. DEP staff will review recommendations from the qualified contractor and make the decision to approve or deny the permit or issue a technical deficiency letter to the applicant.

    G7 reach agreement on global minimum tax

    UK businesses to benefit as G7 reach agreement on global minimum tax.

    • The Chancellor and G7 plot path forward on global minimum tax and tackling of aggressive tax planning and avoidance.

    • Chancellor acted swiftly on concerns about those potential impacts by committing to work with international partners to find a negotiated solution.

    UK businesses will benefit from greater certainty and stability as the UK reached a common understanding with G7 partners on international tax rules.  

    The agreement addresses how the US and global minimum tax rules will interact with a view to supporting the common objective of tackling multinational tax avoidance and creating a more stable international tax system. 

    The agreement has helped secure the removal of Section 899 from the One Big Beautiful Bill which could have led to substantial additional tax on UK business.  

    Talks to address US concerns on the global minimum tax can now continue without the backdrop of this new retaliation measure. 

    The removal of section 899 follows UK businesses having voiced significant concerns to the Chancellor in recent weeks. Rachel Reeves committed to work with international partners to find a solution and has raised business concerns in her recent engagement with US Secretary to the Treasury Scott Bessent. 

    Today’s statement will support the stability required for businesses to have confidence to invest in the UK and create jobs, as part of the government’s Plan for Change. 

    It follows the Prime Minister’s launch of the Trade Strategy this week which set out Britain’s trade priorities with a mission to open more doors for business and deliver growth, and recent trade deals with India, the EU and the US. 

    Chancellor of the Exchequer Rachel Reeves said: 

    “I will always represent the best interests of British businesses on the world stage. Today’s agreement provides much-needed certainty and stability for those businesses after they had raised their concerns.  

    “The G7 agrees there is work to be done in tackling aggressive tax planning and avoidance and ensuring a level-playing field. The right environment for this work to happen is without the prospect of retaliatory taxation hanging over these talks, so the removal of Section 899 is welcome.”

    The G7 have reached agreement on a path forward for the global minimum tax and Pillar 2 of the G20 / OECD Inclusive Framework project on Base Erosion and Profit Shifting. 

    The agreement seeks to maintain the core objectives of Pillar 2 – combatting multinational tax avoidance—while promoting a stable global tax environment that supports fair competition. Recent discussions have considered U.S. Treasury concerns with the application of the rules alongside the U.S minimum tax system. 

    G7 partners have reached an understanding on a possible solution that would allow the US minimum tax system to operate alongside the Pillar 2 rules but take steps to ensure any substantial risks with respect to the level playing field or base erosion and profit shifting are addressed. 

    The G7 will now discuss and develop this understanding, and the principles upon which it is based, within the Inclusive Framework of over 140 countries and jurisdictions, while making clear that the removal of proposed retaliatory tax measures in U.S. legislation is essential for this further progress to be made. 

    Through engaging in constructive discussions on the global minimum tax, the Chancellor is preserving its objective to target multinational tax avoidance while protecting the stability of the international tax system for British business.  

    The UK government will continue business engagement and work with international partners to develop the proposal agreed by the G7.

    Earlier this year the U.S. Secretary of the Treasury outlined the United States’ concerns regarding the Pillar 2 rules agreed by the OECD/G20 Inclusive Framework on BEPS and set out a proposed ‘side-by-side’ solution under which U.S. parented groups would be exempt from the Income Inclusion Rule (IIR) and Undertaxed Profits Rule (UTPR) in recognition of the existing U.S. minimum tax rules to which they are subject.

    Following discussions on this issue – which were informed by analysis of the respective minimum tax regimes, including consideration of recently proposed changes to the U.S. international tax system based on the Senate amendment of H.R. 1 (introduced June 16, 2025), the One Big Beautiful Bill Act (OBBBA), the removal of section 899 in the Senate version of the OBBBA, and consideration of the success of Qualified Domestic Minimum Top-up Tax (QDMTT) implementation and its impact – there is a shared understanding that a side-by-side system could preserve important gains made by jurisdictions in the Inclusive Framework in tackling base erosion and profit shifting and provide greater stability and certainty in the international tax system moving forward.

    This understanding, which builds on our continued commitment to collaborate jointly through the Inclusive Framework to address the potential risks of base erosion and profit shifting, is based on the following accepted principles:

    • A side-by-side system would fully exclude U.S. parented groups from the UTPR and the IIR in respect of both their domestic and foreign profits.
    • A side-by-side system would include a commitment to ensure any substantial risks that may be identified with respect to the level playing field, or risks of base erosion and profit shifting, are addressed to preserve the common policy objectives of the side-by-side system.
    • Work to deliver a side-by-side system would be undertaken alongside material simplifications being delivered to the overall Pillar 2 administration and compliance framework.
    • Work to deliver a side-by-side system would be undertaken alongside considering changes to the Pillar 2 treatment of substance-based non-refundable tax credits that would ensure greater alignment with the treatment of refundable tax credits. 

    Delivery of a side-by-side system will facilitate further progress to stabilize the international tax system, including a constructive dialogue on the taxation of the digital economy and on preserving the tax sovereignty of all countries.

    We recognize that these issues have relevance to a wider group of jurisdictions and look forward to discussing and developing this understanding, and the principles upon which it is based, within the Inclusive Framework with a view to expeditiously reaching a solution that is acceptable and implementable to all.

    We also recognize that the removal of section 899 is crucial to this overall understanding and to providing a more stable environment for discussions to take place in the Inclusive Framework.

    overnor Kathy Hochul today announced that the draft 2050 New York State Transportation Master Plan, which will shape the development of New York’s transportation infrastructure for the coming decades, is now available for the public to review. The New York State Department of Transportation (NYSDOT), in partnership with transportation agencies across the state, drafted this forward-looking plan and is now seeking input from the public to help inform the completion of the final document planned for later this summer. Members of the public are encouraged to review the draft plan and attend one of two virtual public forums planned for July 8.

    “New York State is making historic investments to rebuild our infrastructure to meet the challenges of the 21st Century and we want to keep this momentum going well into the future,” Governor Hochul said. “I encourage everyone to read this draft master plan and offer their feedback so that we can ensure that New Yorkers get a transportation network that meets their needs, not only for today but in the decades to come as well.”

    NYSDOT recognizes that transportation is about more than infrastructure — it is about people, places and experiences. Every day, millions of New York residents and visitors rely on the State’s network of roads, public transit, bicycle trails, and sidewalks to access jobs, education, health care and recreation. New York’s highways, railways, airports and ports support the movement of essential products and goods and connect communities across the state and the world. Decisions about transportation today will have long-lasting impacts.

    At the same time, rapid change is occurring and there are new challenges and issues to consider — such as travel behavior changes, new technology advancements and more extreme weather resulting from climate change.
