    Denmark and the United States have enjoyed peaceful, mutually beneficial relations since establishing diplomatic relations in 1801—characterized by robust trade relations and cooperation on military and intelligence matters. The United States is Denmark’s largest trading partner outside of the European Union, accounting for about 10% of Denmark’s total trade in goods.

    Communities throughout British Columbia will benefit from $7.5 million in grants supporting local initiatives aimed at preventing crime, advancing healing and enhancing public safety.

    “Community safety is one of our top priorities and a key part of that is ensuring organizations working in our communities have the resources they need to effect change,” said Garry Begg, Minister of Public Safety and Solicitor General. “Whether it’s helping youth, preventing gender-based violence or supporting Indigenous healing, these investments are empowering communities to implement community-based initiatives that enhance safety.”

    The Civil Forfeiture Grant program addresses crime at its roots and supports public safety projects by converting forfeited assets that were the instruments or proceeds of unlawful activity. In 2025, funding will support 166 community-led projects throughout B.C., including initiatives by local governments, Indigenous organizations, school districts, not-for-profit groups and health authorities. Projects fall under key priority areas, such as:

    • child and youth advocacy centres;
    • crime prevention;
    • domestic-violence prevention/intervention programming;
    • gender-based violence;
    • Indigenous healing; and
    • restorative justice.

    “Civil Forfeiture Grants have allowed the BC Network of Child and Youth Advocacy Centres (CYACs) to develop and run projects that enhance multi-disciplinary responses to Indigenous children and youth who have experienced sexual assault or other abuse,” said Brooke McLardy, executive director, BC Network of Child and Youth Advocacy Centres. “CYACs break down barriers to service, and by embedding carefully thought-out decolonizing practices, centres are more accessible and safer for those most impacted by trauma and gender-based violence.”

    In addition, approximately $900,000 in one-time grants have been awarded to support specialized police equipment and training to law enforcement agencies in B.C. A total of 118 projects will benefit from this funding, with a focus on community safety, prevention and crime-reduction initiatives.

  • MIL-OSI Canada: Saskatchewan and Philippines Collaborating on Clean Energy Solutions

    Today, Saskatchewan and the Philippines signed a Memorandum of Understanding (MOU) to cooperate in advancing clean and sustainable energy. 

    “Saskatchewan is critical to energy security, not just here at home, but across the globe,” Trade and Export Development Minister Warren Kaeding said. “This MOU is another positive step toward our regions’ shared energy security goals. With Saskatchewan’s expertise in clean energy, paired with the Philippines’ strategic exploration of nuclear power, we have laid the groundwork for a strong partnership on advancing sustainable energy solutions.”

    This MOU recognizes the importance of cooperation between the two jurisdictions in innovation, diversification, clean technologies and economic and environmental sustainability in the energy sector. Commitments within the agreement include cooperation on technology development and deployment, workforce development, research and innovation, and engagement with community, Indigenous and stakeholder partners. 

    Examples could include exploring the feasibility of small modular reactors in both Saskatchewan and the Philippines and developing shared programs to build a skilled workforce for the nuclear energy sector. It also includes sharing research and expertise on energy policies, regulations and strategies.

    “This MOU is a significant milestone in our 75-year relationship and a manifestation of our shared commitment to building resilient, sustainable, and inclusive energy systems that support long-term economic growth,” Ambassador of the Philippines to Canada Andrelita Austria said.

    Workforce development is a key part of this agreement, aiming to create joint educational and student exchange programs. These programs will focus on the areas of nuclear engineering, smart grid technology and energy storage systems.

    This agreement is another result of the province’s efforts to diversify its markets and expand its reach internationally. 

    Saskatchewan has long understood the importance of international partnerships. 

    That is why our province has a network of nine international offices, including one in Singapore that serves as a key hub for connecting with target markets in Southeast Asia, such as the Philippines, Indonesia and Malaysia.

    The Philippines continues to be a strong commercial partner, collaborator and innovator with Saskatchewan.

    Allergy-Safe Intubation May Help Prevent Hospital-Acquired Pneumonia

    Researchers from the Agricultural Research Service (ARS) have devised a way to lower the health risks of using endotracheal intubation for lifesaving breathing procedures. 

    Endotracheal intubation has been a lifesaving albeit invasive airway opening procedure often performed on unconscious patients or those who can’t breathe spontaneously amid surgery or emergencies.

    The procedure involves placing a flexible tube in the windpipe through a patient’s mouth or nose and can pose a dire risk to patients who have adverse reactions to irritants, allergens, and bacterial infections.

    It is estimated that 8-28% of mechanically ventilated patients develop ventilator associated pneumonia, with some cases fatal.

    An ARS scientist and her team at the U.S. Arid Land Agricultural Research Center (ALARC) in Maricopa, AZ, addressed this challenge to help people safely breathe easier.

    Katrina Cornish, ALARC center director, recently released a published article introducing the advanced endotracheal tube (ETT), which uses balloon cuffs made from guayule latex.

    Study findings suggest the alternative material complements the design: an allergen-safe, guayule latex endotracheal tube balloon cuff, inflates around the ETT to form a seal with the trachea, offering superior leak-proof and mechanical qualities compared to traditional polyvinyl chloride (PVC) balloon cuffs.

    “Our innovative guayule latex ETT balloon cuffs offer a significant advancement in patient safety,” said Cornish. “With their allergy-safe properties and exceptional mechanical performance, these cuffs provide a reliable, softer, and safer option for patients requiring endotracheal intubation.”

    Guayule is a perennial shrub native to the southwestern United States and northern Mexico. One of its applications is being used as a sustainable alternative to traditional rubber, which is sourced from the tropical rubber tree primarily grown in Southeast Asia.

    These new guayule-based cuffs, designed to be placed around existing pleated PVC cuffs, on the outside, provide a safe alternative for patients with Type I latex allergies, minimize the risk of adverse contact reactions, and prevent leakage of bacteria-laden saliva into the lungs.

    “Our new outer cuffs have been made with guayule latex using an accelerant system specifically designed to prevent adverse contact reactions and create a perfect seal with the patient’s trachea,” Cornish noted.

    Cornish explained future studies could include stability testing of the cuffs against salivary and gastric secretions, multi-variable fluid leakage comparison, edema, and reintubation. She envisioned guayule farming propelling high-value medical products such as ETT cuffs into the commercial sector.

    “If adopted by the healthcare industry, these cuffs have the potential to save hospitals and patients tens of thousands of dollars each year in VAP treatment and prevent deaths caused by ventilator-associated pneumonia,” Cornish said.

  • MIL-OSI USA: Attorney General James Calls on FDA to Expand Access to Medication Abortion

    EW YORK – New York Attorney General Letitia James and the attorneys general of California, Massachusetts, and New Jersey today filed a petition asking the U.S. Food and Drug Administration (FDA) to eliminate unnecessary and outdated restrictions on the abortion medication mifepristone. Attorney General James and the coalition argue that mifepristone has proven overwhelmingly safe and effective in the 25 years since it was first approved by the FDA, and that the agency’s current Risk Evaluation and Mitigation Strategy (REMS) program imposes burdensome restrictions on access to medication abortion while not meaningfully improving patient safety. The petition comes as the FDA undertakes a full review of mifepristone labeling requirements at the direction of Secretary of Health and Human Services (HHS) Robert F. Kennedy, Jr. The U.S. Code of Federal Regulations grants individuals and organizations the ability to petition the FDA to issue, change, or cancel a regulation, or to take other action. Attorney General James and the coalition are urging the FDA to use this full review of mifepristone to lift unjustified restrictions and maximize access to this essential medication.

    “Given mifepristone’s 25-year safety record, there is simply no scientific or medical reason to subject it to such extraordinary restrictions,” said Attorney General James. “New Yorkers, and all Americans, deserve access to this safe, effective, and essential medication without burdensome, unjustified restrictions. The FDA must follow the science and lift these unnecessary barriers that put patients at risk and push providers out of care.”

    Mifepristone, used in combination with misoprostol, is the most common method for ending early pregnancy in the United States and is also the standard of care for managing early miscarriage. Since it was first approved by the FDA in 2000, more than 7.5 million people in the U.S. have used mifepristone. According to leading medical organizations, as well as the FDA itself, serious complications are “extremely rare,” and no deaths have ever been definitively attributed to the drug. Mifepristone is even on the World Health Organization’s core list of essential, life-saving medicines.

    Despite this safety record, mifepristone remains subject to a REMS program designed for drugs with known, serious risks, which involves three burdensome requirements:

    • Prescriber certification, which deters clinicians from prescribing the medication by requiring their names to be added to national and local abortion provider lists, raising serious safety and legal concerns;
    • Patient agreement forms, which all patients must sign – even those being treated for miscarriage – attesting they intend to “end [their] pregnancy”; and
    • Pharmacy certification, which imposes complex tracking, shipping, and reporting burdens that dissuade pharmacies from carrying mifepristone.

    Attorney General James and the coalition argue these REMS requirements are medically unnecessary and significantly impede access to care, especially in rural and underserved communities. The attorneys general assert that the vast administrative burden associated with REMS requirements has kept mifepristone out of most family medicine practices and primary care settings, despite its low risk and ease of use. Many primary care and family medicine physicians report viewing the complex process as not worth the effort. As a result, medication abortion is largely limited to specialized settings, with only one percent of such abortions occurring at primary care facilities. Meanwhile, nearly 90 percent of U.S. counties lack a single abortion provider.

    The attorneys general emphasize that these restrictions stand in stark contrast to the FDA’s treatment of far riskier medications. Drugs like opioids, blood thinners, and even other formulations of mifepristone used to treat illnesses like Cushing’s syndrome are not subject to such restrictive REMS programs. FDA-approved drugs for cosmetic procedures and erectile dysfunction, despite well-known risks for serious complications, also face fewer barriers than mifepristone.

    Attorney General James and the coalition also cite mounting evidence that the REMS program burdens the entire health care system. Emergency rooms often cannot prescribe mifepristone due to certification hurdles, despite it being critical for patients experiencing miscarriages. Pharmacies also struggle to meet the administrative burdens of certification requirements, and some have even faced coordinated pressure campaigns and threats simply for attempting to stock the medication. When Walgreens announced plans to seek certification, it was met with intimidation and threats and ultimately declined to dispense the drug in 20 states, including several where abortion remains legal. Following this announcement, Attorney General James sent a letter to Walgreens and other pharmacies, urging them to confirm mifepristone would remain available in New York.

    In the petition, the attorneys general refute recent attempts to challenge mifepristone’s safety using methodologically flawed scientific research papers, noting that several of these papers have been retracted by medical journals. The FDA itself has acknowledged that mifepristone’s safety has remained stable, even after prior REMS restrictions, such as in-person dispensing requirements, were lifted.                                                            

    Under federal law, REMS requirements must mitigate a specific serious risk and cannot be “unduly burdensome” on patients or health care delivery systems. Attorney General James and the coalition argue that the current mifepristone REMS fails to meet that standard. They point to robust state laws already in place in New York and other states that ensure safe prescribing, rigorous informed consent, and professional accountability. The FDA is also specifically directed to account for access in rural areas and to minimize unnecessary burdens on the health care system, criteria that the mifepristone REMS does not meet.

    Given mifepristone’s strong safety record and essential role in abortion and miscarriage care, Attorney General James and the coalition assert that the current REMS program is both scientifically and legally indefensible. The attorneys general are asking FDA to fully eliminate the mifepristone REMS program, including prescriber, pharmacy, and patient certification requirements; or, at minimum, exercise enforcement discretion and cease applying REMS elements in New York, California, Massachusetts, and New Jersey, states where abortion is legal and safe, and health care is highly regulated.

    Attorney General James has been a leading voice in defending reproductive rights and opposing efforts to restrict abortion care. Last week, Attorney General James led 19 other attorneys general in urging the American Medical Association to take stronger action to protect abortion providers from dangerous certification requirements. Last month, Attorney General James and 20 other attorneys general called on the U.S. Department of Health and Human Services to immediately reinstate tens of millions of dollars in federal reproductive health funds. In March 2025, Attorney General James won a lawsuit against an anti-abortion group, Red Rose Rescue, for invading reproductive health care clinics and interfering with access to care. Also in March, Attorney General James filed an amicus brief urging the U.S. Supreme Court to defend Medicaid recipients’ right to choose their own health care providers, including reproductive health care clinics like Planned Parenthood. In October 2024, Attorney General James filed an amicus brief urging a federal court to maintain access to emergency abortion care. Also in October, Attorney General James and a coalition of attorneys general filed an amicus brief in support of access to mifepristone. In May 2024, Attorney General James sued an anti-abortion group and 11 crisis pregnancy centers for promoting unproven abortion reversal treatment. In April 2024, Attorney General James led a coalition of attorneys general in urging Congress to expand access to reproductive health services and pass the Access to Family Building Act. In January 2024, Attorney General James led a coalition of 24 attorneys general urging the U.S. Supreme Court to protect access to mifepristone.

    WASHINGTON, D.C. – U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, issued the following statement on the Trump Administration’s rescission package that proposes to claw back $1.1 billion in funding already allocated by Congress for the Corporation for Public Broadcasting.

    “President Trump’s rescission package is another attempt to defund more than 1,500 local broadcasting stations across the country, including 14 in the State of Washington. As a result, millions of Americans—particularly in rural communities—will be cut off from local newsrooms, lifesaving emergency alerts, and programs they love. By clawing back our federal investment in non-partisan public broadcasting, the Trump Administration and Republicans are not only undermining laws on the books, but also the irreplaceable role public broadcasting plays in our communities.”

    At the seventy-eighth World Health Assembly (WHA78), Member States of the World Health Organization (WHO) discussed and approved several milestone decisions to advance the global response to noncommunicable diseases (NCDs) and mental health conditions. Landmark resolutions on lung and kidney health, a dedicated World Cervical Cancer Elimination Day, and plans to scale up eye, hearing care and prevention were among the key items. The Assembly also extended the deadline for the global action plan on dementia, and reaffirmed countries’ commitment to multisectoral and multistakeholder collaboration through the WHO Global Coordination Mechanism on NCDs.

    The WHA78 resolutions on NCDs and mental health lead the way to the Fourth High-level Meeting of the UN General Assembly on the prevention and control of NCDs and the promotion of mental health and wellbeing (HLM4), where heads of state and government will meet at the UN General Assembly to set a new vision and ambitious targets in a dedicated political declaration.

    Landmark resolutions on lung and kidney health approved 

    At WHA78, Member States approved a landmark resolution on lung health, recognizing the urgent need to tackle respiratory diseases and their major risk factors, including air pollution and tobacco use. The Resolution aims to strengthen national and global actions to prevent, diagnose, and manage common lung conditions such as asthma, chronic obstructive pulmonary disease (COPD), lung cancer, pneumonia and tuberculosis, including through improved access to affordable care and greater investment in clean air policies.

    The Assembly also approved the first-ever resolution on kidney health, recognizing kidney disease as a growing global public health issue. Led by Guatemala and co-sponsored by multiple Member States, the Resolution urges countries to integrate kidney care into national health strategies, expand prevention, early detection and treatment efforts, and strengthen primary health-care services.

    New World Cervical Cancer Elimination Day plans to scale up eye and hearing care 

    In support of the global strategy to accelerate the elimination of cervical cancer as a public health problem, the Assembly established a World Cervical Cancer Elimination Day, to be marked on November 17 every year. Cervical cancer – the fourth most common cancer in women – could become the first cancer to be eliminated if sufficient global action and support is mobilized.

    Another Resolution on primary prevention and integrated care for sensory impairments, including vision impairment and hearing loss called for improved services for at least 2.2 billion individuals affected by vision impairment, and 1.5 billion individuals by hearing loss – with particular attention to low- and middle-income countries, Small Island Developing States, and settings affected by different emergencies. The Resolution invites countries to implement the recommendations outlined in the World report on vision and World report on hearing.

    New timeline for global action plan on dementia, renewed commitment to the GCM/NCD

    Countries further endorsed a decision to extend the Global action plan on the public health response to dementia from 2025 to 2031, following a recommendation from WHO’s Executive Board. The revised timeline aligns with the Global action plan on epilepsy and other neurological Disorders 2022–2031 and supports a more coherent approach to the global response to neurological conditions. 

    Acknowledging the independent Mid-term evaluation of the WHO Global Coordination Mechanism on the Prevention and Control of Noncommunicable Diseases (GCM/NCD), the Assembly also highlighted the crucial role of the GCM/NCD in driving multisectoral and multistakeholder action on NCDs. Member States commended the past impact and success of the GCM/NCD, and reaffirmed their continued commitment to addressing the growing burden of NCDs and mental health conditions through whole-of-government and whole-of-society approaches.

    Setting the stage for September: global health leaders build momentum ahead of UN High-Level Meeting on NCDs and Mental Health

    An official side event on the Fourth UN High-Level Meeting entitled “Equity and integration: transforming lives and livelihoods through leadership and action on NCDs and the promotion of mental health and well-being” created further momentum around these key resolutions and thematic discussions.  At the event, Member States, civil society, and public health experts issued urgent calls for accelerated action on NCDs and mental health.

    Speakers from Barbados, Norway, and Spain showcased success stories in country cooperation, alongside powerful advocacy from the NCD Alliance and United for Global Mental Health.  The side event also underscored challenges – from commercial determinants of health to climate crises, and from accountability gaps to primary care integration – and the availability of proven, evidence-informed responses.

    Backgrounder

    Canada’s Citizenship Act contains a first-generation limit to citizenship by descent for individuals born abroad, which generally means that a Canadian citizen parent can only pass on citizenship to a child born outside Canada if the parent was either born or naturalized in Canada before the birth of the child. Canadians born or naturalized in Canada before adopting a child abroad can apply for a direct grant of citizenship for the adopted child.

    As a result of the first-generation limit, in general, Canadian citizens who were born outside Canada and obtained their citizenship through descent cannot pass on citizenship to their child born outside Canada, and cannot apply for a direct grant of citizenship for a child adopted outside Canada.

    On December 19, 2023, the Ontario Superior Court of Justice declared that key provisions of the first-generation limit for those born abroad are unconstitutional. The Government of Canada did not appeal the ruling because we agree that the current law has unacceptable consequences for Canadians whose children were born outside the country.

    The government is introducing legislation to make the citizenship process as fair and transparent as possible. Bill C-3 would

    • automatically remedy the status of any person who would be a citizen today were it not for the first-generation limit or certain outdated provisions of former citizenship legislation
    • establish a new framework for citizenship by descent going forward that would allow for access to citizenship beyond the first generation based on a Canadian parent’s substantial connection to Canada

    An interim measure will continue to be available for those affected by the first-generation limit while both Houses of Parliament consider amendments to the Citizenship Act. More information about the interim measure is available on IRCC’s web site.

    Bill C-3 would allow a Canadian parent born abroad who has a substantial connection to Canada to pass on citizenship to their child born abroad beyond the first generation. It would also provide them with access to the direct grant of citizenship for their child adopted abroad beyond the first generation.

    To demonstrate a substantial connection to Canada, a Canadian parent who was born abroad would need to have a cumulative 1,095 days (i.e., three years) of physical presence in Canada before the birth or adoption of the child.

    Lost Canadians

    The term “Lost Canadians” has generally been used to describe those who lost or never acquired citizenship due to certain outdated provisions of former citizenship legislation.

    Most cases were remedied by changes to the law in 2009 and 2015. These changes allowed people to gain Canadian citizenship or get back the citizenship they lost. Despite this, additional amendments are needed to include other categories of “Lost Canadians” and their descendants who did not benefit from the 2009 and 2015 changes.

    Bill C-3 will restore citizenship to remaining “Lost Canadians,” their descendants and anyone who was born abroad to a Canadian parent in the second or subsequent generations before the legislation comes into force. This includes people who lost their citizenship as a result of requirements under the former section 8 of the Citizenship Act.

    As a result of the first-generation limit to citizenship by descent for individuals born abroad, most Canadian citizens who are citizens by descent cannot pass on citizenship to their child born or adopted outside Canada. The current first-generation limit to citizenship no longer reflects how Canadian families live today—here at home and around the world—and the values that define our country.

    Today, the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, introduced legislation that would extend citizenship by descent beyond the first generation in a way that is inclusive and protects the value of Canadian citizenship.

    Bill C-3 would:

    • automatically give Canadian citizenship to any person who would be a citizen today were it not for the first-generation limit or certain outdated provisions of previous citizenship legislation
    • establish a new framework for citizenship by descent going forward that would allow for access to citizenship beyond the first generation based on a Canadian parent’s substantial connection to Canada demonstrated by at least 1,095 cumulative days (i.e., three years) of physical presence in Canada prior to their child’s birth or adoption.

    People who may be impacted by the changes proposed in Bill C-3, An Act to amend the Citizenship Act (2025), will no doubt have questions about what this means for them and their families. If the bill passes both Houses of Parliament and receives Royal Assent, we will work as quickly as possible to bring these changes into effect and will provide more information for eligible individuals on our website.

    Forfeiture Action is the Latest Disruption of an Indicted North Korean Official’s Efforts to Generate Revenue for North Korea and its Weapons Program Through Illegal IT Worker Schemes and Cryptocurrency Theft

    The Department of Justice filed a civil forfeiture complaint today in the U.S. District Court for the District of Columbia alleging that North Korean information technology (IT) workers obtained illegal employment and amassed millions in cryptocurrency for the benefit of the North Korean government, all as a means of evading U.S. sanctions placed on North Korea. The funds were initially restrained in connection with an April 2023 indictment against Sim Hyon Sop (Sim), a North Korean Foreign Trade Bank (FTB) representative who was allegedly conspiring with the IT workers. While the North Koreans were attempting to launder those ill-gotten gains, the U.S. government was able to freeze and seize over $7.74 million tied to the scheme.

    “This forfeiture action highlights, once again, the North Korean government’s exploitation of the cryptocurrency ecosystem to fund its illicit priorities,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “The Department will use every legal tool at its disposal to safeguard the cryptocurrency ecosystem and deny North Korea its ill-gotten gains in violation of U.S. sanctions.”

    “For years, North Korea has exploited global remote IT contracting and cryptocurrency ecosystems to evade U.S. sanctions and bankroll its weapons programs,” said Sue J. Bai, Head of the Justice Department’s National Security Division. “Today’s multimillion-dollar forfeiture action reflects the Department’s strategic focus on disrupting these illicit revenue schemes. We will continue to use every legal tool available to cut off the financial lifelines that sustain the DPRK and its destabilizing agenda.”

    “Crime may pay in other countries but that’s not how it works here,” said U.S. Attorney Jeanine Ferris Pirro for the District of Columbia. “Any adversary who thinks they can benefit, financially, from executing a criminal scheme – whether directly or through the use of surrogates – had better rethink this ‘get rich quick’ strategy. It doesn’t work for the average citizen, and it certainly does not have a more positive outcome for foreign entities. Sanctions are in place against North Korea for a reason, and we will diligently investigate and prosecute anyone who tries to evade them. We will halt your progress, strike back, and take hold of any proceeds you obtained illegally.”

    “The FBI’s investigation has revealed a massive campaign by North Korean IT workers to defraud U.S. businesses by obtaining employment using the stolen identities of American citizens, all so the North Korean government can evade U.S. sanctions and generate revenue for its authoritarian regime,” said Assistant Director Roman Rozhavsky of the FBI Counterintelligence Division. “Today’s action shows the FBI will do everything in our power to protect Americans from being victimized by the North Korean government, and we ask all U.S. companies that employ remote workers to remain vigilant to this new and sophisticated threat.” 

    According to the complaint, the North Korean government uses illegally obtained cryptocurrency as a means of generating revenue for its priorities. This illegally obtained cryptocurrency is allegedly generated, in part, through remote work done by North Korean IT workers deployed around the globe, including in the People’s Republic of China and the Russian Federation (Russia). Those IT workers have generated revenue for North Korea via their jobs at, among other places, blockchain development companies. To obtain employment, these North Korean IT workers allegedly bypassed security and due diligence checks using fraudulent (or fraudulently obtained) identification documents and other obfuscation strategies. These tactics hid the North Koreans’ true location and identities, causing unwitting employers to hire them and pay them a salary, often in stablecoins, such as USDC and USDT.

    To send their illegally obtained cryptocurrency back to North Korea, the IT workers allegedly transferred the cryptocurrency using money laundering techniques. These techniques included: (1) setting up accounts with fictitious identities; (2) moving funds in a series of small amounts; (3) moving funds to other blockchains or converting funds to other forms of virtual currency (i.e., “chain hopping” and “token swapping,” respectively); (4) purchasing non-fungible tokens as a store of value and means of hiding illicit funds; (5) using U.S.-based online accounts to legitimize activity; and (6) commingling their fraud proceeds to hide the origin of the funds. After laundering these funds, the North Korean IT workers allegedly sent them back to the North Korean government, at times via Sim and Kim Sang Man (Kim). Kim is a North Korean national who is the chief executive officer of “Chinyong,” also known as “Jinyong IT Cooperation Company.” Chinyong is subordinate to North Korea’s Ministry of Defense (formerly known as the Ministry of the Peoples’ Armed Forces), which the Treasury Department’s Office of Foreign Assets Control (OFAC) added to its list of Specially Designated Nationals (SDN) on June 1, 2017.

    Chinyong employs delegations of North Korean IT workers that operate in, among other countries, Russia and Laos. Kim allegedly acts as an intermediary between the North Korean IT workers and North Korea’s FTB by sending funds from the North Korean IT workers to Sim.

    On April 24, 2023, OFAC added Sim to its SDN list. On May 23, 2023, OFAC added Chinyong and Kim to its SDN list.

    Today’s forfeiture action follows the Department’s announcement of two federal indictments charging Sim for allegedly conspiring (1) with North Korean IT workers to generate revenue through illegal employment at companies in the United States and abroad; and (2) with over-the-counter cryptocurrency traders to use stolen funds to buy goods for North Korea. The forfeiture action also follows on successful actions to disrupt North Korean revenue generation taken by the Department in May 2024, August 2024, December 2024, and January 2025. Those actions, which are part of the Department-wide DPRK RevGen: Domestic Enabler Initiative launched in March 2024 by the National Security Division and the FBI’s Cyber and Counterintelligence Divisions, targeted U.S. persons facilitating remote IT work and their North Korean co-conspirators.

    The FBI Chicago Field Office and FBI’s Virtual Assets Unit are investigating the cases associated with this complaint.

    Senior Counsel Jessica Peck of the Computer Crime and Intellectual Property Section, Trial Attorney Gregory J. Nicosia, Jr. of the National Security Division’s National Security Cyber Section, Trial Attorney Emma Ellenrieder of the National Security Division’s Counterintelligence and Export Control Section, and Assistant U.S. Attorneys Christopher Tortorice and Rick Blaylock for the District of Columbia are handling the prosecutions and forfeiture action. Significant assistance was provided by former FBI Supervisory Special Agent Chris Wong.

    The FBI, in conjunction with the State and Treasury Departments, issued a May 2022 advisory to alert the international community, private sector, and public about the North Korea IT worker threat. Updated guidance was issued in October 2023 by the United States and the Republic of Korea (South Korea), and in May 2024 by the FBI, which include indicators consistent with the North Korea IT worker fraud and the use of U.S.-based laptop farms. In January 2025, the FBI issued additional guidance regarding extortion and theft of sensitive company data by North Korean IT workers, along with recommended mitigations.

  • MIL-OSI Global: A two-state solution is gaining momentum again for Israel and the Palestinians. Does it have a chance of success?

    As Israel’s devastating war in Gaza has ground on, the two-state solution to the Israeli-Palestinian conflict was thought to be “dead”. Now, it is showing signs of life again.

    French President Emmanuel Macron is reportedly pressing other European nations to jointly recognise a Palestinian state at a UN conference in mid-June, focused on achieving a two-state solution. Macron called such recognition a “political necessity”.

    Countries outside Europe are feeling the pressure, too. Australia has reaffirmed its view that recognition of Palestine should be a “way of building momentum towards a two-state solution”.

    During Macron’s visit to Indonesia in late May, Indonesian President Prabowo Subianto made a surprising pledge to recognise Israel if it allowed for a Palestinian state.

    Indonesia is one of about 28 nations that don’t currently recognise Israel. France, Australia, the United States, United Kingdom, Canada, Germany, Italy, Japan and South Korea are among the approximately 46 nations that don’t recognise a Palestinian state.

    The UN conference on June 17–20, co-sponsored by France and Saudi Arabia, wants to go “beyond reaffirming principles” and “achieve concrete results” towards a two-state solution.

    Most countries, including the US, have supported the two-state solution in principle for decades. However, the political will from all parties has faded in recent years.

    So, why is the policy gaining traction again now? And does it have a greater chance of success?

    What is the two-state solution?

    Put simply, the two-state solution is a proposed peace plan that would create a sovereign Palestinian state alongside the Israeli state. There have been several failed attempts to enact the policy over recent decades, the most famous of which was the Oslo Accords in the early 1990s.

    In recent years, the two-state solution was looking less likely by the day.

    The Trump administration’s decision in 2017 to recognise Jerusalem as the capital of Israel and move the US embassy there signalled the US was moving away from its role as mediator. Then, several Arab states agreed to normalise relations with Israel in the the Abraham Accords, without Israeli promises to move towards a two-state solution.

    The Hamas attacks on Israel – and subsequent Israeli war on Gaza – have had a somewhat contradictory effect on the overarching debate.

    On the one hand, the brutality of Hamas’ actions substantially set back the legitimacy of the Palestinian self-determination movement in some quarters on the world stage.

    On the other, it’s also become clear the status quo – the continued Israeli occupation of Gaza and the West Bank following the end of a brutal war – is not tenable for either Israeli security or Palestinian human rights.

    And the breakdown of the most recent ceasefire between Israel and Hamas, the return of heavy Israeli ground operations in May and reports of mass Palestinian starvation have only served to further isolate the Israeli government in the eyes of its peers.

    Once-steadfast supporters of Israel’s actions have become increasingly frustrated by a lack of clear strategic goals in Gaza. And many now seem prepared to ignore Israeli wishes and pursue Palestinian recognition.

    For these governments, the hope is recognition of a Palestinian state would rebuild political will – both globally and in the Middle East – towards a two-state solution.

    Huge obstacles remain

    But how likely is this in reality? There is certainly more political will than there was before, but also several important roadblocks.

    First and foremost is the war in Gaza. It’s obvious this will need to end, with both sides agreeing to an enduring ceasefire.

    Beyond that, the political authority in both Gaza and Israel remains an issue.

    The countries now considering Palestinian recognition, such France and Australia, have expressly said Hamas cannot play any role in governing a future Palestinian state.

    Though anti-Hamas sentiment is becoming more vocal among residents in Gaza, Hamas has been violently cracking down on this dissent and is attempting to consolidate its power.

    However, polling shows the popularity of Fatah – the party leading the Palestinian National Authority – is even lower than Hamas at an average of 21%. Less than half of Gazans support the enclave returning to Palestinian Authority control. This means a future Palestinian state would likely require new leadership.

    There is almost no political will in Israel for a two-state solution, either. Prime Minister Benjamin Netanyahu has not been shy about his opposition to a Palestinian state. His cabinet members have mostly been on the same page.

    This has also been reflected in policy action. In early May, the Israeli Security Cabinet approved a plan for Israel to indefinitely occupy parts of Gaza. The government also just approved its largest expansion of settlements in the West Bank in decades.

    These settlements remain a major problem for a two-state solution. The total population of Israeli settlers is more than 700,000 in both East Jerusalem and the West Bank. And it’s been increasing at a faster rate since the election of the right-wing, pro-settler Netanyahu government in 2022.

    Settlement is enshrined in Israeli Basic Law, with the state defining it as “national value” and actively encouraging its “establishment and consolidation”.

    The more settlement that occurs, the more complicated the boundaries of a future Palestinian state become.

    Then there’s the problem of public support. Recent polling shows neither Israelis nor Palestinians view the two-state solution favourably. Just 40% of Palestinians support it, while only 26% of Israelis believe a Palestinian state can “coexist peacefully” alongside Israel.

    However, none of these challenges makes the policy impossible. The unpopularity of the two-state solution locally is more a reflection of previous failures than it is of future negotiations.

    A power-sharing agreement in Northern Ireland was similarly unpopular in the 1990s, but peace was achieved through bold political leadership involving the US and European Union.

    In other words, we won’t know what’s possible until negotiations begin. Red lines will need to be drawn and compromises made.

    It’s not clear what effect growing external pressure will have, but the international community does appear to be reaching a political tipping point on the two-state solution. Momentum could start building again.

  • MIL-OSI USA: Rep. Norcross Fights to Increase Funding for Faith-Based Security Amid Antisemitic Violence

     WASHINGTON, DC Last week, Congressman Donald Norcross (NJ-01) joined 45 of his congressional colleagues in sending a letter to President Trump urging him to increase funding for faith-based security measures. Congressman Norcross has long been a supporter of this increase, and the recent violent attacks on our Jewish community have made this even more urgent.  The letter was a response to the recent shooting of two Israeli Embassy staff members, Sarah Milgrim and Yaron Lischinsky, who were murdered outside the Capital Jewish Museum in Washington, D.C. last month. A few weeks after the two were murdered, another horrific attack fueled by antisemitism occurred, this time in Boulder, Colorado. Twelve people were injured.  

    In the letter to President Trump, the lawmakers request $500 million for the Non-Profit Security Grant Program (NSGP), one of the most effective programs for protecting faith-based communities from attack. They also request increased funding for the FBI to investigate acts of domestic terrorism and for programs that support state and local efforts to combat hate crimes.

    Dear President Trump, 

    We are writing to express our concern regarding the sharp rise in threats to the Jewish community as evidenced by and following the recent murder of two Israeli Embassy staff members, Sarah Milgrim and Yaron Lischinsky, here in Washington, D.C. In 2023, there were 2,699 reported religious-motivated hate crimes, of which sixty-three percent were driven by antisemitism — the highest number ever recorded by the Federal Bureau of Investigation (FBI) since it began collecting data in 1991. At a time when hate and violence against the Jewish community is at historic levels, it is imperative that the federal government take the necessary steps to increase funding for enhanced security measures. From bollards to prevent vehicular attacks, reinforced doors to keep intruders out, to the hiring of additional security personnel, the federal government must increase funding to ensure that the Jewish community is equipped with the necessary tools to prevent loss of life in the case of an attack. We ask that you include these necessary funding increases in your Administration’s FY2026 Discretionary Budget Request. 

    The Non-Profit Security Grant Program (NSGP) is one of the most effective and critical programs for protecting the Jewish community and all faith-based communities from attack. There are many examples available that demonstrate the direct return on investment for communities under threat. For example, in July 2023, when an armed gunman attempted to breach the Margolin Hebrew Academy in Memphis, NSGP-funded access control doors prevented the shooter from entering the school. In 2021, when gunfire struck the Jewish Family Service building in Denver, impact-resistant window filming, purchased with NSGP funds, stopped the bullets from penetrating into the facility, protecting those inside. It is no wonder that in FY2023, for the first time in the history of the program, all 55 eligible states and territories applied. Nevertheless, only forty-three percent of applicants received funding. Therefore, we ask that you request $500 million for the NSGP in FY2026. 

    As you know, the FBI has lead responsibility for federal domestic terrorism investigations and domestic intelligence efforts. Domestic terrorism investigations have more than doubled since 2020, according to the FBI. Pursuant to the National Defense Authorization Act (NDAA) for Fiscal Year 2020, the FBI and DHS, in consultation with the Director of National Intelligence, are required to report on the domestic terrorism threat in the U.S. and actions taken to combat this threat. Given the significant increase in the number of domestic terrorism investigations, we urge you to increase funding for the FBI, especially its intelligence capabilities. 

    Although the role of federal law enforcement agencies is critical with regards to responding to antisemitic hate crimes, local law enforcement are on the front lines when these attacks occur. It is local police departments that build relationships and trust with Jewish communities. These relationships are imperative to ensure that hate crimes do not go unreported. Nevertheless, year after year, multiple law enforcement agencies serving populations greater than 100,000, in addition to many other jurisdictions, fail to share hate crimes data with the FBI. It is impossible to address hate crimes when the FBI does not understand their extent. We urge you to increase funding for local law enforcement, including for grant programs that support state and local efforts to combat hate crimes such as the Matthew Shepard and James Byrd, Jr. Hate Crimes Program, Jabara-Heyer NO HATE Act, and the Community-based Approaches to Prevent and Address Hate Crimes Program, to ensure that antisemitic hate crimes are addressed and prosecuted in a timely manner. 

    Finally, although Jewish institutions can use the NSGP to hire additional security personnel, the majority of Jewish institutions have either not been recipients of these grants or cannot afford the additional costs incurred. Given that your Administration has made clear its goal to respond to the rise in hate crimes, we urge you to explore opportunities, in cooperation with the House Appropriations Committee, to include dedicated assistance in FY2026 for faith-based organizations to hire additional security personnel. In light of recent events, it is more clear than ever that Jewish institutions are in desperate need of additional personnel support. 

    Thank you for your time and attention to these urgent requests as you finish drafting your FY2026 Discretionary Budget Request.

    On falsehoods surrounding the One Big Beautiful Bill Act:

    I think there’s a lot of confusion out there about what the legislation is, and there’s certainly a lot of misinformation. The Democrats have been engaged in this strategy for many, many weeks and months. But remember, it took us over a year to develop this piece of legislation. We have 11 different committees in the House, all the areas of jurisdiction that worked on the reconciliation effort to reconcile the budget. What we’re going to deliver here, again, is historic tax relief and savings.

    At the same time, if we do not get this bill done, the tax cuts of 2017, the Tax Cuts and Jobs Act, will expire at the end of December. Every American will receive the largest tax increase in US history all at once. It’ll be devastating for the economy, so we’ve addressed that here. We’ve made the tax cuts permanent, and we’ve infused it with a pro-growth series of policies that will get the economy going again. It will be jet fuel to the economy because we’re going to reduce wasteful spending. We’re going to reduce taxes, and we’re going to reduce regulations as well, which is what will allow job creators and the energy sector and everyone else to get going again.

    On the difference between budget reconciliation and appropriations:

    I think everybody on Capitol Hill understands that this is not a spending bill. This is a budget reconciliation bill. And what we’re doing here is delivering the America First agenda. This is all the President’s priorities and all the priorities of the Republican Party. Everything we promised the American people, that is what we are delivering with this piece of legislation, and the reason we’re using the reconciliation process is because this is the only way to get around the 60-vote threshold in the Senate. Everybody probably recognizes Chuck Schumer and the Democrats are in no mood and not going to be helpful in delivering President Trump’s agenda for the people.

    On working with the Senate:

  • MIL-OSI USA: The Public Costs of Supervision Versus Detention

    For people involved in non-violent criminal cases, supervision not only presents a second chance at a productive life but saves taxpayers tens of thousands of dollars compared to the costs associated with incarceration, according to figures compiled by the Administrative Office of the U.S. Courts.

    In fiscal year 2024, detaining a person before trial and then incarcerating them post-conviction was roughly 10 times more costly than supervising an individual in the community. Placing an individual in a residential reentry center was about nine times more costly than community supervision.

    “Supervision is an effective and affordable alternative to incarceration that achieves similar public safety outcomes in cases not involving violent crime,” said John Fitzgerald, who leads the national U.S. Probation and Pretrial Services office. “Officers use evidence-based practices to evaluate risk, need, and responsivity in an effort to promote public safety and long-term positive change in people’s lives. And taxpayer dollars are saved as a result.”  

    The graphic shows annual averages for community supervision, detention, and imprisonment in the federal system for the 2024 fiscal year.

    The data identifies costs incurred by the U.S. Marshals Service, the Federal Bureau of Prisons, and the Administrative Office of the U.S. Courts for housing, monitoring, treating, and supervising people charged and convicted of federal crimes.

  • MIL-OSI USA: DHS initiative uncovers widespread abuse, exploitation of unaccompanied kids placed with previously improperly vetted sponsors

    WASHINGTON — In the past four years, the United States saw a record surge in the number of unaccompanied alien children crossing its southern border. In many cases, these vulnerable children were released to sponsors in the United States without proper vetting — some of the sponsors had paid smugglers to bring the children into the country or fraudulently claimed familial relationships. As a result, these children were subjected to physical abuse and sexual and labor exploitation.

    In February 2025, the Department of Homeland Security and its federal and state partners launched a national child welfare initiative to locate and verify these at-risk kids’ safety.

    “Children’s safety and security is nonnegotiable,” said ICE spokesperson Laszlo Baksay. “The previous administration’s failure to implement meaningful safeguards has allowed vulnerable kids to fall into the hands of criminals. Our special agents are working tirelessly to locate these alien children, ensure their protection, and hold accountable those who have abused the system.”

    Since the effort’s launch, agents have uncovered alarming instances of abuse and exploitation. Special agents discovered sponsors in possession of child sexual abuse material, those who had forced minors into labor, and those who subjected them to living conditions that constituted neglect. They also discovered numerous sponsors who committed serious crimes, including offenses of hit-and-run, aggravated assault, larceny, counterfeiting, drug trafficking, prostitution and even attempted murder.

    In some of the most disturbing cases, girls were pregnant with children fathered by their alleged sponsors — which highlights the grave failures of previous vetting procedures and the dangerous consequences of placing minors in unsafe environments.

    “Our agents are doing what should’ve been done all along: protecting children, not pushing them into the shadows,” said Baksay. “This is the responsibility of any government, Republican or Democrat, but it was the Trump administration that insisted on rigorous sponsor screening and biometric verification. Those guardrails were dismantled, and we’re now seeing the consequences.”

    To ensure unaccompanied alien children’s well-being, ICE’s Homeland Security Investigations special agents have been conducting welfare checks. These visits are designed to assess whether children are receiving appropriate care, attending school, complying with immigration proceedings, and — most critically — not being trafficked, exploited or abused.

    These welfare checks are not primarily immigration enforcement focused, but if ICE agents or officers encounter individuals who are in the United States illegally, they take them into custody and process them for removal in accordance with federal immigration law. Likewise, unaccompanied children in the U.S. illegally are transferred to the Office of Refugee Resettlement’s custody.

    “Media outlets should focus less on political spin and more on the facts,” Baksay concluded. “This is about the lives of children, and it’s time we treat it with the seriousness its demands.”

  • MIL-OSI USA: H.R. 884, a bill to prohibit individuals who are not citizens of the United States from voting in elections in the District of Columbia and to repeal the Local Resident Voting Rights Amendment Act of 2022

    H.R. 884 would prohibit noncitizens from voting in District of Columbia elections. The bill also would repeal D.C. Law 24-242, the Local Resident Voting Rights Amendment Act of 2022, which permits noncitizens to vote in the District’s local elections. Enacting the bill would not change federal responsibilities; thus, CBO estimates that implementing H.R. 884 would not affect the federal budget.

    H.R. 884 would impose an intergovernmental mandate as defined in the Unfunded Mandates Reform Act (UMRA) by repealing D.C. Law 24-242. The bill also would impose a private-sector mandate by prohibiting noncitizen permanent residents from voting in District elections and ballot initiatives. CBO estimates that the cost of the mandates would not exceed the annual intergovernmental or private-sector threshold established in UMRA ($103 million and $206 million in 2025, respectively, adjusted annually for inflation).

  • MIL-OSI Security: DHS Confirms Individual Wanted in Hit-and-Run with Pedestrian in Nashville is an Illegal Alien from Venezuela

    Immigration and Customs Enforcement lodged a detainer for this criminal illegal alien evading justice for severely injuring Zach Carach 

    WASHINGTON – Today, the Department of Homeland Security (DHS) released the following statement confirming the suspect involved in a hit-and-run accident that left 21-year-old American Zach Carach severely injured on May 18, 2025, in Nashville, Tennessee is an illegal alien from Venezuela.

    Tony Gebian Lopez Infante is wanted for allegedly striking Carach—who was visiting Nashville from Florida to celebrate his 21st birthday—with his car and fleeing the scene. Carach sustained severe injuries.

    “An illegal alien who should never have been in the U.S. allegedly struck a young man who was celebrating his 21st birthday in a hit-and-run crash and is still at large. The Biden Administration released this illegal alien into our country in 2023,” said Assistant Secretary Tricia McLaughlin“This crime was preventable and is the direct result of open border policies that prioritized illegal aliens over the safety of American citizens. Secretary Noem is praying for Zachary Carach’s quick recovery. To report suspicious criminal activity or sightings of Lopez Infante, call 866-DHS-2-ICE (866-347-2423)–help President Trump, Secretary Noem, and our brave law enforcement remove these public safety threats from our communities and make America safe again.” 

    Lopez Infante illegally entered the United States on August 1, 2023, and was released into the country on August 14, 2023, pending removal proceedings. On September 25, 2024, an immigration judge issued a final order of removal.

    Lopez Infante is still at-large. Homeland Security Investigations agents are working with the Metropolitan Nashville Police Department to locate the suspect. This is an open investigation.

    The Senators examined Republicans’ efforts to gut the Supplemental Nutrition Assistance Program (SNAP), known as 3Squares in Vermont, which is a critical anti-hunger program that helps more than 41.6 million Americans—including over 65,000 Vermonters—put food on the table.  
    “In Vermont, and I’m sure this is true for my colleagues, I do not have people coming up to me saying ‘Peter, what are you doing to get my tax cut?’ They’re wondering about the SNAP benefits and meals for their family, they’re worried about health care. So, it’s a bad place we’re in and I’m glad that all of you are here helping us push back on this,” said Senator Welch. 
    In Vermont, nearly 9% of households experience food insecurity and 80,000 people face hunger, with almost 16,000 of them being children. Conservative estimates report that people facing hunger in Vermont need over $58 million per year to meet their needs. Instead, Republicans’ proposed budget would cut billions in food assistance for Vermonters facing food insecurity. 
    “There’s another aspect to this. There’s what happens to a person who’s depending on it, but then there’s what happens to the community. And this is true for Medicaid cuts as well as for SNAP benefits,” said Senator Welch. “You know, in Vermont, we had a discussion with all of our food shelf providers and farmers and [folks with] gardens—all those infrastructures have been built up with care over years. If that money gets taken away, then those organizations can’t stay in business. And it’s not as though a year from now, if things change, we just flip the switch and everything’s back in place.”

    Last year, Vermonters enrolled in SNAP received an average of $184.48 per month, or $6.06 per day, in benefits. SNAP provides assistance to Vermonters from every walk of life, and last year SNAP beneficiaries in Vermont included: 57% of households with a person with a disability; 45% of households with older adults; 34% of households with children; and nearly 3,000 veterans.  
    SNAP is also vital to helping feed Vermont’s children. In 2024, SNAP provided benefits to over 20,000 children in Vermont and provided them with eligibility to receive school meals. In addition to boosting low wages, SNAP is an economic driver, providing vital food assistance to low-income Vermonters who are between jobs, have unpredictable schedules, or lack paid sick leave and other benefits. SNAP also provides a reliable revenue stream for small businesses, with 700 Vermont retailers redeeming over $135 million in benefits in 2023. 
    Senator Welch has been a leading advocate for protecting and expanding access to nutrition programs in the Senate. In May, Senator Welch hosted a press call with Senators Amy Klobuchar (D-Minn.), Ben Ray Luján (D-N.M.), Ron Wyden (D-Ore.), Jeff Merkley (D-Ore.), Oregon Governor Tina Kotek, and Hunger Free Vermont on Republicans’ efforts to gut SNAP.    Senator Welch also recently joined Senator Kirsten Gillibrand (D-N.Y.) in introducing the Improving Access to Nutrition Act of 2025, legislation to help more Americans access SNAP by lifting Republicans’ punitive time limits on SNAP eligibility requirements.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) last night took to the Senate floor to slam Republicans’ tax bill, which will rip away health care coverage for more than 16 million Americans, including 29,000 Vermonters. The Republican bill will hike health care costs, close rural hospitals, and force millions of middle-class families to lose their coverage altogether, all to pay for tax cuts for the wealthy. In addition to draconian Medicaid cuts, Republicans are raising premiums and out-of-pocket costs for tens of millions of people who buy coverage on their own. 
    “We should kill this bill. And I would urge all of my colleagues to take into consideration how this is going to affect the people who each of us represents. You know, there’s a bipartisan element to this bill…everybody is going to share the pain of what this bill does. It’s folks in a red state, it’s folks in a blue state—whether they voted for Harris or they voted for Trump—they lose their Medicaid, that hurts. They lose their community hospital, that hurts. They pay higher interest rates, that hurts,” said Senator Welch. “Let’s come to our senses and vote against this bill.”

    Earlier this week, Senator Welch joined Planned Parenthood of Northern New England (PPNNE) for a virtual roundtable highlighting the harmful consequences of Republicans’ reconciliation bill for patients in Vermont. In May, Senator Welch denounced Republicans disastrous proposed budget plan that would limit Affordable Care Act (ACA) Premium Tax Credits which help low- and moderate-income Vermonters access health coverage.

    WASHINGTON, D.C. – Today, U.S. Senator Angus King (I-ME), a senior member of the Senate Armed Services Committee (SASC) and long a fierce advocate to protect Afghans who supported and protected American troops, joined 28 of his Senate colleagues to call on the White House for answers on the cancellation of Temporary Protected Status (TPS) for those who served alongside America’s military. In a letter to Secretary of Homeland Security Kristi Noem and Secretary of State Marco Rubio, the Senators note the devastating impact of this decision, including on the many Afghans who supported the U.S. military during the war in Afghanistan and who face significant danger upon their return.
    “We write with deep concern about the Department of Homeland Security’s termination of Temporary Protected Status (TPS) for Afghanistan, which is scheduled to take effect on July 14, 2025. This decision is devastating for resettled Afghan nationals in the United States who have fled widespread violence, economic instability, challenging humanitarian conditions, and human rights abuses in their home country.     They continued, “The Secretary of Homeland Security ‘may designate a foreign country for TPS due to conditions in the country that temporarily prevent the country’s nationals from returning safely, or in certain circumstances, where the country is unable to handle the return of its nationals adequately.’  This is why, following the withdrawal of American troops and the return of the Taliban to power in Afghanistan, in May 2022 the U.S. designated Afghanistan for TPS.”
    “The grave conditions that forced Afghan nationals to flee and seek refuge in the U.S. following the return of the Taliban to power remain. Because of this harsh reality, forcing Afghan nationals in the U.S. to return to Afghanistan would be reckless and inhumane, and would threaten the safety and well-being of thousands of individuals and families, especially women and girls,” the lawmakers concluded.

    The Secretary of Homeland Security “may designate a foreign country for TPS due to conditions in the country that temporarily prevent the country’s nationals from returning safely, or in certain circumstances, where the country is unable to handle the return of its nationals adequately.”  This is why, following the withdrawal of American troops and the return of the Taliban to power in Afghanistan, in May 2022 the U.S. designated Afghanistan for TPS.  In September 2023, the U.S. extended and redesignated TPS for Afghanistan. The Administration’s decision to terminate TPS for Afghanistan negatively impacts approximately 9,000 Afghan nationals.
    In your announcement, you state that “there are notable improvements in the security and economic situation such that requiring the return of Afghan nationals to Afghanistan does not pose a threat to their personal safety due to armed conflict or extraordinary and temporary conditions.”  But you also concede that threats of violence and terrorism, as well as humanitarian concerns, remain.  The Islamic State Khorasan Province (ISKP), the Afghan affiliate of the Islamic State (ISIS), continues to launch attacks against ethnic and religious minorities and against the Taliban, leading to innocent civilian casualties. If Afghan nationals are forced to return to Afghanistan, they will be caught in the crossfire between the Taliban and ISKP.  According to Human Rights Watch, in 2024, Taliban authorities intensified their crackdown on human rights, especially against women and girls. Women and girls are banned from attending secondary school or university and are unable to move freely. The Taliban also continues to detain and torture journalists, curtailing free speech and media. The 2023 U.S. State Department Human Rights Report covering Afghanistan found that women’s rights rapidly declined and restrictions on freedom of expression increased. The horrific human rights conditions in Afghanistan are unsafe for Afghan nationals to return to and returning would put their personal safety at immediate risk.
    We are also deeply concerned about the State Department Human Rights Report finding that widespread arbitrary and unlawful killings against officials associated with the pre-August 2021 government have occurred. Afghan nationals who assisted the U.S. military should not be put in harm’s way because they supported the U.S. in its fight against the Taliban. This would be a betrayal of those who bravely served alongside our servicemembers for nearly two decades.
    Afghan civilians still face devastating humanitarian and economic conditions. Over half of the population in Afghanistan needs urgent humanitarian assistance. Human Rights Watch reports that in 2024, 12.4 million people were facing food insecurity and 2.9 million were at emergency levels of hunger.  The World Bank also found that in Afghanistan, as of May 2025, “per capita income has stagnated, while poverty and food insecurity remain pressing challenges, exacerbated by high unemployment and restrictions on women’s economic participation.” 
    The grave conditions that forced Afghan nationals to flee and seek refuge in the U.S. following the return of the Taliban to power remain. Because of this harsh reality, forcing Afghan nationals in the U.S. to return to Afghanistan would be reckless and inhumane, and would threaten the safety and well-being of thousands of individuals and families, especially women and girls.
    In August 2021, Americans welcomed Afghan nationals at Washington Dulles International Airport in Virginia with open arms, and we refuse to turn our backs on them now.  We strongly urge you to reconsider your decision to terminate TPS for Afghanistan and ask that you respond to the following requests no later than two weeks of receipt of this letter:
    Please provide any reports that credibly determine that conditions have improved in Afghanistan since 2023. 
    The TPS termination announcement stated that “there are recipients who have been under investigation for fraud and threatening our public safety and national security.” Please provide additional details on how the Administration made this determination and how widespread these allegations of fraud and threats are.
    Describe the collaboration with the Department of Homeland Security and Department of State to reach the determination that Afghanistan no longer meets the conditions for designation for TPS.
    Please provide any reports that indicate the Taliban is no longer a threat to Afghan nationals that assisted the United States military during the war in Afghanistan.
    What steps are you taking to ensure that Afghan nationals who previously had TPS will not be sent back to persecution or torture in Afghanistan?

    Washington, DC – Congresswoman Claudia Tenney (NY-24) today reintroduced the Freedom to Frack Act to withhold certain federal grants from states that issue statewide hydraulic fracturing bans. 

    Much of Central New York, Western New York, and the Southern Tier lie above the Marcellus Shale and the deeper Utica Shale formations. These tremendous resources alone could support the state’s energy needs for decades and create hundreds of thousands of jobs for New Yorkers. Unfortunately, despite this, in 2014, New York implemented a statewide ban on hydraulic fracturing (fracking). The ban was then officially established in 2015 by the New York State Department of Environmental Conservation and codified in 2020 by the New York State Legislature.

    New York’s statewide fracking ban directly opposes environmental science and basic economics. American natural gas is the cleanest in the world, and its exportation has been the single greatest force behind the reduction in global CO2 emissions. The ban has also been a disaster for New York’s economy, as despite its abundant natural resources, New Yorkers pay some of the highest prices in the country for energy. While Pennsylvania has become the second largest natural gas producer in the United States, New York continues to fall behind. Albany Democrats must reverse course on their disastrous fracking ban so New Yorkers can rightfully take advantage of the liquid gold lying beneath their feet.   

    “President Trump has taken bold action to unleash American energy production through multiple Executive Orders, and it’s time for states like New York to follow suit. I introduced the Freedom to Frack Act to push back against Albany’s anti-science, politically motivated ban on hydraulic fracturing. States that refuse to comply with these federal energy directives should face the consequences, including the loss of federal funding. Albany’s baseless, anti-American energy policies have blocked access to valuable local resources for too long. By lifting these restrictions, we can stimulate economic growth, create thousands of good-paying jobs, and fully unlock the potential of American energy,” said Congresswoman Tenney.

  • MIL-OSI Security: Guatemalan National Sentenced to Eight Months in Prison for Illegal Reentry

    HARRISBURG – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Elvis Alfonso Lopez-Perez, age 32, Guatemalan National residing in Carlisle, Pennsylvania, was sentenced to eight months in prison by United States District Judge Keli M. Neary for illegally reentering the United States.

    According to Acting United States Attorney John C. Gurganus, Lopez-Perez was removed from the United States on February 1, 2013. He illegally reentered the United States at an unknown time thereafter. On May 28, 2024, he was found in Cumberland County, Pennsylvania, without having first obtained legal permission to reenter the United States.

    This case is part of Operation Take Back America (https://www.justice.gov/dag/media/1393746/dl?inline), a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    This matter was investigated by Homeland Security Investigations and U.S. Immigration and Customs Enforcement and Removal Operations. Assistant United States Attorney Michael Scalera prosecuted the case.

  • MIL-OSI Security: Humbolt, Iowa, Man Sentenced to 15 Years in Federal Prison for Sexual Exploitation of a Child

    Paul William Flett, age 44, from Humbolt, Iowa, was sentenced in federal court in Sioux City, Iowa, on June 3, 2025.  Flett pled guilty January 23, 2025, to one count to sexual exploitation of a child. 

    Evidence in the case showed that Flett sent links and images of child pornography to underage girls and asked them to send images and videos of themselves to him.  On June 6, 2024, law enforcement executed a search warrant at Flett’s home and in a consensual interview, Flett admitted to the conduct and that he threw his phone in a closet when law enforcement arrived because he knew they were there for him.  Forensic analysis of Flett’s electronics and Kik account discovered a total of 16 videos and 60 images of child pornography including several that Flett had asked children to record of themselves.  The images and videos contained material that portrayed sadistic or masochistic conduct, as well as prepubescent children, infants, and toddlers.        

    Sentencing was held before United States District Court Judge Leonard T. Strand.  Flett was sentenced to 180 months’ imprisonment, ordered to pay $3,600 in restitution and assessments, and ordered to serve a term of supervised release of 5 years following imprisonment.  There is no parole in the federal system.  Flett remains in custody of the U.S. Marshals Service until he can be transported to a federal prison. 

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.   • MIL-OSI Canada: Competition Bureau issues final guidelines regarding environmental claims

    Today, the Competition Bureau released its final guidelines on environmental claims following two rounds of public consultations conducted throughout the past year.

    The guidelines were designed to help businesses ensure compliance with the Competition Act when making environmental claims. This includes the new greenwashing provisions added to the Act through a series of amendments that became law on June 20, 2024.

    The guidelines do not prescribe when or how businesses can make environmental claims. Companies are free to make any environmental claims they wish, as long as they are not false or misleading, and have been adequately and properly tested or substantiated where required.

    After carefully considering all of the over 400 submissions, the Bureau finalized its guidelines. A backgrounder with more information on the Bureau’s consultations is available on our website.

    The Bureau sincerely thanks everyone who took part in the public consultations and encourages businesses to carefully review the guidelines before making any environmental claims.
