  • MIL-OSI USA: Merkley, Wyden, Hoyle Push for Federal Disaster Declaration in Response to Severe Flooding

    US Senate News:

Source: United States Senator Ron Wyden (D-Ore)
    May 23, 2025
Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden, alongside U.S. Representative Val Hoyle (OR-04), are calling for swift approval of Oregon Governor Tina Kotek’s request for a Major Disaster Declaration from the Federal Emergency Management Agency (FEMA). The push comes in response to devastating flooding and other damaging weather-related events that severely impacted Coos, Curry, Douglas, and Harney counties in March.
“Given the extent of the damage to both physical and social infrastructure across four counties, we urge you and your administration to act swiftly to ensure that State and Local governments have all the federal resources they need to recover and rebuild,” the lawmakers said in their letter to President Trump.
The wide-ranging weather triggered several incidents from the South Coast to Eastern Oregon between March 13 and March 20, as warm rains led to rapid snowmelt that contributed to severe runoff and erosion. Three rivers reached major flood levels, and wind gusts of over 45 miles per hour caused power outages and blocked roads.
In Harney County, a critical levee system protecting the City of Burns and members of the Burns Paiute Tribe failed, causing floodwaters to rapidly increase and inundate homes and agricultural fields.
“Local leaders, first responders, volunteers, and neighbors stepped up heroically to protect lives and begin recovery efforts across Coos, Curry, Douglas, and Harney Counties. These are close- knit, self-reliant communities that have banded together to recover from these severe weather events and support one another,” the lawmakers stressed. “We encourage your administration to deliver the tools needed to protect lives, restore order, and get families back on their feet.”
In addition to supporting the Governor’s request for Public Assistance (PA) to help communities in all four counties quickly recover from this disaster, the letter from lawmakers calls on FEMA to provide support to eligible individuals and households in Coos, Curry, and Douglas affected by the disaster through the Individual Assistance (IA) program.
They also urged the White House to make the Hazard Mitigation Grant Program (HMGP) available statewide for this event to help rural communities rebuild in a way that mitigates future disaster losses.
“Oregon has demonstrated its ability to successfully use federal disaster dollars in the past, and we are confident they will be effective and efficient with funds from FEMA should they be provided for this disaster as well,” emphasized the lawmakers.

  • MIL-OSI USA: Merkley, Wyden Press for Federal Support in Harney County’s Flooding Recovery

    US Senate News:

Source: United States Senator Ron Wyden (D-Ore)
    May 23, 2025
Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden are calling on President Trump to urgently approve Oregon Governor Tina Kotek’s request for Individual Assistance (IA) from the Federal Emergency Management Agency (FEMA) to support the Harney County community as they continue to recover from the worst flooding the region has seen in nearly 70 years.
The flooding left hundreds of rural homes damaged and overwhelmed the City of Burns’ sewer system which required many residents to leave their homes to use portable toilets or travel to the next town to shower. Today, many of these homes remain contaminated due to the raw sewage that washed through the floors and along the walls.
“Raging waters damaged homes and small businesses and created dangerous health conditions,” the Senators wrote in their letter to the White House.
At the height of the flood on April 7 of this year, more than 1,400 people were advised to evacuate their homes in Burns and the Burns Paiute Reservation. This was a significant part of Harney County’s population, which is only around 7,400. The Senators also noted that this flood comes on the heels of other natural disasters in the region, including wildfires and severe drought.
“The combined toll of these events has pushed many rural Oregonians to the brink,” the Senators stressed. “While the people of Harney County are resilient and deeply rooted in the values of hard work and self-reliance, they also rely on government at all levels to fulfill its basic duty in times of crisis.”
The scale of the disaster in Harney County, combined with limited local resources, has left many rural Oregonians without the means to rebuild on their own—making Individual Assistance through FEMA critical.
“Smart, targeted federal aid can make a lasting difference – especially when delivered in cooperation with local officials who know their communities best,” the Senators closed.

  • MIL-OSI USA: Zinke Celebrates Butte VA Clinic Renaming in Honor of RFC Charlie Dowd

    Source:

(Butte, MT.) Today, Western Montana Congressman Ryan Zinke attended the renaming ceremony for the Butte Veterans Affairs (VA) Clinic, which is now officially named the “Charlie Dowd Department of Veterans Affairs Clinic.” Congressman Zinke introduced the legislation to rename the clinic in January of 2024, with companion legislation introduced by Senator Steve Daines. The legislation was signed into law in July of 2024.

“Today was a deeply meaningful day as we renamed the Butte VA Clinic in honor of Radioman Charlie Dowd, a Pearl Harbor and WWII hero, and truly incredible American who dedicated his life after the Navy to serving Montana,” said Congressman Zinke

Zinke continued, “I had the privilege of visiting with Charlie many times over the years, and I’ll never forget listening to him share stories from Pearl Harbor and the South Pacific. Even at 99, he could still fit into his uniform and tap out Morse code like he did in the service. The ‘Charlie Dowd Department of Veterans Affairs Clinic’ will serve as a lasting reminder of Devil Dog Dowd’s legacy of bravery and lifelong commitment to his country, his fellow veterans, and his community.”

Charlie Dowd enlisted in the U.S. Navy in January 1941 and served as a radioman at Pearl Harbor, Hawaii. During the infamous attack on December 7, 1941, which damaged 21 ships and claimed the lives of 2,400 Americans, Charlie, in a t-shirt and trousers, sprinted from the barracks to the armory, where he climbed to the roof to fire at the Japanese enemy aircraft, namely low-flying torpedo bombers. Through his act of bravery and continued service in the Navy in both the Solomon Islands and New Guinea, he earned the nickname “Devil Dog Dowd” from his shipmates for his unwavering willingness to volunteer for the most dangerous mission assignments.

After receiving an honorable discharge from the Navy along with seven Bronze Star Medals, Charlie became a respected member of the Anaconda, Montana, community. He was known for his advocacy on behalf of fellow veterans, his dedication to preserving the memory of the events of World War II, and his active membership in the Pearl Harbor Survivors Association. Charlie loved speaking to civic groups and museums across Montana. He was also an avid sportsman and served as an outdoor writer for the Anaconda Leader newspaper.

After Dowd’s passing in March 2023, Congressman Zinke honored him in the Congressional Record. Read the issue here.

  • MIL-OSI USA: Mrvan Statement on Nippon Steel

Source: United States House of Representatives – Congressman Frank J. Mrvan (IN)

Washington, DC – Today, Congressman Frank J. Mrvan released the statement below following the announcement regarding Nippon Steel.

“From the very beginning of this proposed acquisition, I was steadfast in voicing serious concerns about the implications of foreign ownership – particularly Nippon Steel’s record on trade practices – and the critical importance of preserving American control over our steel production, which is vital to our national security.

“In the months since, as the Vice Chairman of the Congressional Steel Caucus, I’ve listened closely to the many voices raised across the political spectrum, including from the prior administration and the Trump Administration.  It is clear that this unified front of concern and advocacy played a crucial role in shaping the terms, incentives, and safeguards now in place.

“Thanks to this persistent and bipartisan pressure, we are in a stronger, more secure position today than we were at the time of the initial announcement.  But let me be clear: this is not the end of our oversight.  Nippon Steel must be held to every promise made – from promises to the hardworking steelworkers of Northwest Indiana and the City of Gary, to the economic and strategic interests of the United States.  We will not hesitate to act if those commitments are broken.”

  • MIL-OSI USA: Moolenaar Helps Secure Funding for Pentwater Dredging from Army Corps of Engineers

Source: United States House of Representatives – Congressman John Moolenaar (4th District of Michigan)

Headline: Moolenaar Helps Secure Funding for Pentwater Dredging from Army Corps of Engineers

The U.S. Army Corps of Engineers (USACE) announced that it has allocated $2.2 million for operations and maintenance of the Pentwater Harbor in its Fiscal Year 2025 Work Plan. Congressman John Moolenaar has strongly advocated for the project.

“The Army Corps of Engineers FY25 Work Plan is wonderful news for our state, especially the communities like Pentwater on the shores of Lake Michigan. The Pentwater Harbor is a vital asset to the community, providing reliable access to Lake Michigan for thousands of residents and visitors. This crucial funding will help ensure the Pentwater channel is properly maintained to allow for continued access to the Pentwater Harbor. I will continue my work to advocate for communities across Michigan’s Second Congressional District to receive vital funding,” said Congressman Moolenaar.

“We would like to extend our sincere gratitude to Congressman John Moolenaar for his strong advocacy on behalf of Pentwater Harbor in Washington, D.C. that helped secure this funding and brought to light the importance of recreational harbors. We would also like to thank Senator John Bumstead and Representative Curt VanderWall, for their continued support and leadership at the state level,” said Pentwater Village Manager, Rachel Witherspoon. “We also want to thank the Pentwater community for their unwavering dedication to the harbor. Your commitment, engagement, and persistent efforts to raise awareness about the importance of recreational harbors like ours have made a significant impact and helped bring national attention to our needs.”

Witherspoon continued, “The USACE has long been a valued partner to the Village of Pentwater, and we look forward to continuing that partnership as we move forward with this project in the coming months. Together, and with this investment, we will work toward ensuring that Pentwater Harbor remains a vital and vibrant part of our community for generations to come.”

“We are thankful for and appreciative of Representative Moolenaar’s advocacy for the livelihood of the Pentwater Harbor. We provide world-class recreational opportunities for tens of thousands of locals and visitors each year to experience a classic “Pure Michigan” getaway. The health and viability of our channel is critical to our entire community. Rep. Moolenaar’s recognition of our needs demonstrates his understanding of this vital resource to our quintessential Lake Michigan community. We are so thankful for this support,” said Mary Marshall, Pentwater Village Council President.

Currently, the Pentwater channel is at dangerously low water levels, risking damage to vessels attempting to navigating it which limits current access to the Pentwater Harbor. The dredging project would prevent a closure of the channel.

  • MIL-OSI USA: Moolenaar Statement on Passage of H.R. 1

Source: United States House of Representatives – Congressman John Moolenaar (4th District of Michigan)

Headline: Moolenaar Statement on Passage of H.R. 1

This morning, Congressman John Moolenaar voted in favor of H.R. 1, the One, Big, Beautiful Bill Act. The legislation delivers on the mandate given to President Trump and the Republican Party by the American people last November. Included in the bill are provisions to avoid a 25% tax increase on Michigan families, empower U.S. Border Patrol and ICE to secure the southern border, and ensure tax dollars are spent wisely by cutting wasteful spending, while protecting programs like Medicaid for vulnerable populations who rely on it.

Congressman Moolenaar’s NO GOTION Policy was also included in the legislation passed today, which prohibits  companies affiliated with the Chinese Communist Party from qualifying for green energy production tax credits.

“The One, Big, Beautiful Bill Act is a major win for families in Michigan’s Second Congressional District. This bill delivers on our promises to the American people to prevent a tax hike that would cost them thousands, and puts an end to the crisis at the southern border. It also addresses wasteful spending of taxpayer dollars, by establishing commonsense policies to protect programs like Medicaid for the Michigan residents who rely on it,” said Moolenaar. “I am also grateful my NO GOTION policy was included in this critical legislation. The tax dollars of hard-working Michigan families should not fund companies like Gotion, which are beholden to the Chinese Communist Party. I will continue my work to support Michiganders and get our nation back on the right track.”

Moolenaar’s NO GOTION policy would prohibit foreign entities of concern from claiming green energy production tax credits implemented by the Biden administration in the “Inflation Reduction Act.” Gotion is a “wholly owned and controlled” subsidiary of Gotion High-Tech, a Chinese-based battery company. In an amended Foreign Agents Registration Act filing, Gotion admitted it is subsidized by the Chinese government.

The budget reconciliation bill protects Medicaid for the people who rely on it. Currently, 4.8 million able-bodied Americans are covered by Medicaid – who are choosing not to work, as well as 1.4 million illegal immigrants receiving this taxpayer funded program. H.R. 1 addresses this issue, removing Medicaid coverage from people who are in our country illegally and requiring able-bodied individuals to return to work so Medicaid can continue to serve the vulnerable populations it was intended for.

H.R. 1 extends the 2017 Tax Cuts and Jobs Act permanently, avoiding a 25% tax hike on Michigan families, saving an average of over $1,300 every year. It also provides additional tax relief for middle-class families, ending federal income tax on tipped wages, overtime pay, and interest on loans for American-made cars.

Under the previous administration, more than 10 million people came into our country illegally, averaging nearly 160,000 border patrol encounters per month. Under the Trump administration, border patrol is reporting over a 90% drop, with just 8,383 illegal crossings last month. H.R, 1 builds on this success by providing funding to US. Border Patrol for hiring, technology to detect fentanyl, and the completion of the border wall.

  • MIL-OSI USA: News 05/23/2025 Blackburn, Welch, Gooden, Ross Introduce Bill to Speed Up Patent Process for Critical and Emerging Technologies

    US Senate News:

Source: United States Senator Marsha Blackburn (R-Tenn)

NASHVILLE, Tenn. – U.S. Senators Marsha Blackburn (R-Tenn.) and Peter Welch (D-Vt.) and U.S. Representatives Lance Gooden (R-Texas) and Deborah Ross (D-N.C.) introduced the bipartisan, bicameral Leadership in Critical and Emergency Technology (CET) Act, which would encourage innovation in critical and emergency technologies by ensuring those patent applications receive prompt consideration by the U.S. Patent and Trademark Office (USPTO):

“The United States cannot afford to fall behind to the Chinese Communist Party in the research and development of critical and emerging technology,” said Senator Blackburn. “My bipartisan Leadership in CET Act would expedite the patent review process to ensure we regain our competitive edge.”

“China has made significant strides in emerging technologies like artificial intelligence and is working rapidly to surpass the United States as a world leader in the field. Accelerating our research and development in critical technologies is a vital step to maintaining our leadership on the world stage,” said Senator Welch. “Our bipartisan bill will boost our competitiveness and ensure we’re at the forefront of setting global standards for emerging technologies.”

“The Leadership in CET Act will secure American global dominance in transformative technologies like AI and semiconductors, said Congressman Gooden. “Through streamlining patent approvals, we will foster innovation and drive progress in these critical fields.”

“America has always been a forerunner in technology and innovation, and we cannot fall back now,” said Congresswoman Ross. “The Leadership in Critical and Emerging Technologies Act will fast-track American innovation in key fields, empower inventors in the Research Triangle and beyond, and help us outperform our global competitors. North Carolina’s innovators are ready to lead, and this bipartisan legislation will give them the tools to do so. We have taken significant strides toward revitalizing American innovation and strengthening our competitiveness, and we must continue to build on that progress.”

    BACKGROUND

    • Communist China has significantly strengthened its research and development efforts and now leads the world in 57 of 64 critical technologies.
      • This is an increase from 52 technologies in 2021 and a drastic leap from the mid-2000s, when China was leading in just three.
    • The U.S. historically has been the world’s dominant research power, leading in research for 60 out of 64 technologies from 2003-2007. That number has since dropped to seven, with notable holdouts in advanced information and communication technologies, semiconductor design, and certain quantum capabilities.
    • Chinese President Xi Jinping, through a series of government proclamations, has accelerated fundamental scientific research so it can become self-reliant in critical technologies.
    • In 2022, Chinese institutions applied for 29,853 AI-related patents—almost 80% more than U.S. filings.
      • In 2024, China was listed as a high risk to monopolize 24 critical and emerging technology areas.

    LEADERSHIP IN CET ACT

    • The Leadership in CET Act would:
      • Require the Under Secretary of Commerce for Intellectual Property and Director of the USPTO to establish and carry out a pilot program to expedite the examination of 15,000 patent applications pertaining to certain capabilities in artificial intelligence, semiconductor design, and quantum information science;
      • Prevent foreign entities of concern from participating in the program;
      • Provide the USPTO a one-time reauthorization authority if deemed necessary; and
      • Require the USPTO Director to submit a report to Congress assessing the impact and effectiveness of the pilot program based on all available data following the program’s termination.

  • MIL-OSI USA: Senator Marshall Thanks President Trump for Delivering Kansas Relief Aid After Severe Storms

    US Senate News:

Source: United States Senator for Kansas Roger Marshall

Washington – U.S. Senator Roger Marshall, M.D. (R-Kansas) today released the following statement after President Donald Trump granted the state of Kansas’ request for a Major Disaster Declaration, triggering the release of federal resources that will help communities in Kansas recover from the severe winter storms, straight-line winds, flooding, and wildfires that swept through the state March 14 – 19, 2025.
Following the storms, Senator Marshall led a letter from Republican members of the Kansas federal delegation asking President Trump to grant the Sunflower State’s Major Disaster Declaration request.
“I can’t thank President Trump and his team enough for swiftly stepping up for Kansans in a time of great need,” Senator Marshall said. “Local governments and utility providers will now be empowered with federal resources as they respond to the devastation left by these storms. To all those impacted, please know my office and I stand ready to assist in any way we can.”
The following counties are now eligible for public assistance:
Barton, Chautauqua, Edwards, Elk, Ellis, Gove, Graham, Gray, Greeley, Hodgeman, Jewell, Lincoln, Logan, Ness, Norton, Osborne, Pawnee, Phillips, Rice, Rooks, Rush, Russell, Sheridan, Sherman, Smith, Stafford, Wallace, and Woodson.
    Background:

From March 14 – 19, 2025, Kansas was impacted by two back-to-back, strong, mid-latitude cyclone storm systems that moved through the state. The systems brought strong winds, low humidity, blowing dust, and blizzard conditions. According to the National Weather Service, the near-record low pressure in one of the systems measured close to the pressure found in a category 1 hurricane.
On May 21, 2025, President Trump granted a Major Disaster Declaration for the State of Kansas.
Due to President Trump’s leadership, local governments and public utility providers will now be eligible to submit storm-related expenses to the Federal Emergency Management Agency (FEMA) for reimbursement.

  • MIL-OSI USA: Senators Marshall, Hickenlooper Introduce Bipartisan Legislation to Expand Access to Capital for Small Businesses

    US Senate News:

Source: United States Senator for Kansas Roger Marshall

Washington – U.S. Senators Roger Marshall, M.D. (R-Kansas) and John Hickenlooper (D-Colorado) introduced the Investing in All of America Act of 2025, bipartisan legislation designed to expand access to capital for small businesses in rural and low-income communities, as well as those in the manufacturing and critical technology sectors.
The bill focuses on enhancing the role of Small Business Investment Companies (SBICs), privately managed firms licensed by the Small Business Administration (SBA), that raise private capital and leverage it with SBA-backed funds to invest in American small businesses. Currently, SBICs are subject to a leverage cap, which limits the amount of SBA-backed capital they can access based on how much private capital the firm has.
The Investing in All of America Act would exempt investments in rural or low-income areas, as well as those in the manufacturing and critical technology sectors, from the leverage cap. In turn, this move would enable more capital to flow to areas with limited access and support the growth of manufacturing and critical technology industries vital to U.S. competitiveness.
“Access to capital is essential for small businesses to grow and thrive, but far too often, rural and low-income communities across Kansas are left behind,” said Senator Marshall. “By excluding investments in these communities from the leverage that SBICs can access, we’re encouraging targeted investment where it’s needed most, all without costing taxpayers a dime.”
“Small businesses are the engine of our economy,” said Senator Hickenlooper. “But they often struggle to get the capital they need to create jobs. Our bipartisan bill will help small businesses in rural and low-income communities flourish.”
The legislation is supported by the Small Business Investor Alliance (SBIA).
“This legislation is a practical step toward revitalizing American manufacturing and ensuring small businesses have the capital they need to grow,” said SBIA President Brett Palmer. “By unlocking and incentivizing additional private investment in manufacturing, rural and low-income areas, and sectors critical to national security, this bill strengthens America’s economic competitiveness.  This is a no-cost, high-impact policy that supports job creation, economic resilience, and our national security.”
The full text of the legislation can be found HERE.
    Background:

SBIC-backed businesses have helped create over 3 million new jobs over the last two decades.
In 2024, SBICs provided more than $8 billion in investment to small businesses nationwide.
However, less than 20% of SBIC investments are aimed towards low to middle-income communities.

  • MIL-OSI USA: SBA Relief Available to Oklahoma Small Businesses, Private Nonprofits and Residents Affected by Spring Wildfires

Source: United States Small Business Administration

SACRAMENTO, Calif. – In response to a Presidential disaster declaration issued May 21, the U.S. Small Business Administration (SBA)announced the availability of low interest federal disaster loans to Oklahoma small businesses, private nonprofit (PNP) organizations and residents affected by wildfires occurring March 14-21.

The disaster declaration covers the Oklahoma counties of Cleveland, Creek, Lincoln, Logan, Oklahoma, Pawnee and Payne.

Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and PNPs impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

EIDLs are for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

“One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future storm damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s mitigation loans.”

Interest rates can be as low as 4% for small businesses, 3.62% for PNPs and 2.75% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI USA: Increasing State Police Patrols at Synagogues

Source: US State of New York

overnor Kathy Hochul has directed State Police to increase patrols at Synagogues and other Jewish institutions following the horrific murder of two Israeli Embassy employees leaving a Jewish event outside of the Capitol Jewish Museum in Washington, D.C. While there are no known threats to New Yorkers, State Police has increased patrol visibility and are conducting regular checks of vulnerable sites, such as Jewish religious institutions and schools. New Yorkers can contact the State’s Hate and Bias Prevention Unit at 1-844-662-4283 or visit here to report any issues of harassment or violence.

“Antisemitism is a threat to all of us, and this act of terrorism is a painful reminder that we must continue to fight it wherever it rears its ugly head,” Governor Hochul said. “Public safety is my top priority and I will continue fighting hate to ensure all New Yorkers can feel safe in their communities.”

The New York State Intelligence Center remains in close contact with our federal, state and local partners, and will continue to monitor for any threats.

Governor Hochul continues to combat the rise in hate crimes and secured $35 million in the FY26 Enacted Budget for Securing Communities Against Hate Crimes (SCAHC) program. • MIL-OSI USA: Jayapal Introduces Resolution Supporting May as Sex Ed for All Month

Source: United States House of Representatives – Congresswoman Pramila Jayapal (7th District of Washington)

WASHINGTON — U.S. Representative Pramila Jayapal (WA-07) led lawmakers today in introducing a measure that would designate May as Sex Ed for All Month. The Resolution calls for bolstering an effective initiative that provides young people with comprehensive, accurate, and inclusive sexual health information, as well as access to sexual and reproductive health care services, empowering them to make healthy decisions for themselves and promoting healthy lifelong attitudes toward sex, health, and reproductive rights.

“In a time when the Trump administration is threatening our reproductive rights and bodily autonomy, this Resolution expresses support for protecting young people’s access to comprehensive, culturally responsive, and equitable sex education,” said Congresswoman Jayapal. “I’m proud that Washington state is a leader in providing accurate and inclusive sexual health education to all students, and this Resolution supports ensuring that young people across the country have access to the same resources. Sexual and reproductive health is an issue of social justice, and the May as Sex Ed for All Month Resolution sets forth a vision for a future in which young people have the information and care they need to make healthy decisions for themselves while we decrease the rate of sexually transmitted infections.”

Sex education that includes information beyond abstinence has been found to delay sexual activity, increase contraceptive use, and decrease physical aggression between intimate partners. Young people who receive sex education are 50 percent less likely to experience an unintended pregnancy and 31 percent less likely to contract a sexually transmitted infection.

The Resolution calls on public officials at all levels of government to advocate for sex education legislation and recommends the implementation of sex education in schools. Specifically, the resolution prioritizes sex education programs that are comprehensive and evidence-based, medically accurate, age-appropriate, equitable, culturally responsive, and trauma-informed. The resolution discourages programs that withhold health-promoting information about sexuality-related topics, promote gender or racial stereotypes, or are unresponsive to gender or racial inequities, fail to address the needs of sexually active young people, and fail to be inclusive of individuals with varying gender identities, gender expressions, and sexual orientations.

Today’s resolution is co-sponsored by Alma Adams (NC-12), Julia Brownley (CA-26), Yvette Clarke (NY-09), Eleanor Holmes Norton (DC-AL), Mark Pocan (WI-02), Ayanna Pressley (MA-07), Jan Schakowsky (IL-09), Lateefah Simon (CA-13) and Jill Tokuda (HI-02).

    Source: US State of Vermont

Montpelier, Vt. – Governor Phil Scott today issued the following statement:

“In January, I proposed a bold plan to reform our public education system, focused on improving quality and opportunities for our kids, stabilizing our funding system, and providing taxpayers with much needed relief.

“I have been clear: we cannot adjourn this legislative session without a bill that sets us on the course to accomplish these goals, and I’ve appreciated the constructive conversations we’ve had with both chambers to date.

“While the Senate moving this bill forward today is an important procedural step, I still cannot accept either the House or Senate versions. I do however remain optimistic about finding a path forward with the committee of conference.

“As I’ve said since the beginning of this process, I will only accept a final product that costs less than it does today, sets us on a clear path to achieve scale, reduces administrative overhead, and eliminates inefficiencies that prevent money from flowing towards more opportunities for students.

“We also need to make this transition as quickly as possible, because as we’ve experienced, the longer we wait, the more difficult it will be to implement the changes needed to correct the inefficient, expensive and inequitable system we have today.”

  • MIL-OSI USA: Shaheen, Blackburn, Pappas, Rutherford Renew Bipartisan, Bicameral Push to Establish Nationwide Programs to Mitigate Impacts of Childhood Trauma

    US Senate News:

Source: United States Senator for New Hampshire Jeanne Shaheen

**The bipartisan bill would model proven programs like Manchester’s ACERT to allow local entities to receive grant funding to address adverse childhood experiences associated with exposure to trauma**

(Washington, DC) – U.S. Senators Jeanne Shaheen (D-NH) and Marsha Blackburn (R-TN), along with U.S. Representatives Chris Pappas (NH-01) and John Rutherford (FL-05), reintroduced the bipartisan National Adverse Childhood Experiences Response Team (ACERT) Grant Program Authorization Act in both the U.S. Senate and the U.S. House of Representatives. The legislation would establish a grant program to provide federal resources for communities across the country to address adverse childhood experiences associated with exposure to trauma by connecting law enforcement and first responders with local child specialists and professionals. The lawmakers’ legislation models successful programs like Manchester’s ACERT to mitigate the impact of traumatic childhood experiences.

“Experiencing trauma as a child can have damaging long-term effects on a person’s life – including on one’s physical, mental and emotional development. There’s more we can do to prevent and mitigate those effects early on, which is why I’m proud to introduce legislation with bipartisan support in the House and Senate to help do just that,” said Senator Shaheen. “Our bill would provide first responders and law enforcement with the tools they need to administer early intervention and trauma-informed care for affected families in the Granite State and beyond. The programs our legislation supports are crucial to ensuring children and families can break the cycle of trauma and lead healthy, successful lives.”

“We must ensure that we provide every necessary resource to combat childhood trauma for Tennessee communities in need,” said Senator Blackburn. “Due to trauma’s effects on brain development, early intervention is crucial to alleviate the effects of childhood trauma and prevent long-term harm. Tennessee is home to one of the leading Adverse Childhood Experiences (ACE) programs, Building Strong Brains, which serves as a national model for programs around the country. The National ACERT Grant Program Authorization Act would build on Tennessee’s progress by giving each state the tools they need to deliver services and care to children who have experienced trauma.”

“Adverse childhood experiences can have lifelong impacts on our children and our communities. As we’ve seen in Manchester and across New Hampshire, ACE response teams, or ACERTs, have been key to preventing future incidents of childhood trauma and supporting our kids, no matter what is going on in their lives,” said Congressman Pappas. “ACERTs partner law enforcement, firefighters, and first responders with child advocates and health providers so that children are put on a path to receiving the care they need as quickly as possible after a traumatic incident. We have already seen the positive impacts that these programs have brought to our local communities in New Hampshire. I’m proud to once again join Senator Shaheen in introducing this bipartisan legislation to make ACERT programs available nationwide.”

“As a former sheriff, I have seen firsthand the long-term negative effects trauma can have on a child and their family,” said Congressman Rutherford. “Responding to an emergency is just the first step, what happens after can shape a child’s future. The ACE Response Teams (ACERTs) program brings together law enforcement officers, first responders, mental health professionals, and child advocates to respond quickly after a traumatic incident and provide families with the services they need to help children heal and grow.”

ACEs, or Adverse Childhood Experiences, are events in a child’s life which have a heavy impact on their future wellbeing, success in life and risk of violence. This legislation would allow for the creation of ACE Response Teams (ACERTs) which would provide services and care to children who have experienced trauma.

The bipartisan, bicameral legislation authorizes $10 million a year for four years for the Department of Justice (DOJ) and Department of Health and Human Services (HHS) to establish a national ACERT program, modeled on the pilots here in New Hampshire.

  • MIL-OSI USA: Shaheen, Collins Urge Education Secretary to Immediately Release TRIO Upward Bound Grants to Current Recipients

    US Senate News:

Source: United States Senator for New Hampshire Jeanne Shaheen

**The bipartisan push follows reports that Upward Bound programs have yet to receive funding due for the coming program year**

(Washington, DC) – U.S. Senators Jeanne Shaheen (D-NH), a senior member of the U.S. Senate Appropriations Committee, and Susan Collins (R-ME), Chair of the U.S. Senate Appropriations Committee, wrote to U.S. Secretary of Education Linda McMahon yesterday urging the Department of Education to immediately release TRIO Upward Bound grants—which fund programs preparing high school students of disadvantaged backgrounds for attending college—to current grant recipients. The Senators’ request comes as Upward Bound programs have yet to receive the funding they’ve been promised for the coming program year.

The Senators wrote, in part: “Given that current recipients of Upward Bound grants were already successfully awarded their five-year grants from the Department of Education in 2022, Upward Bound programs should have the assurance that they will receive this funding for the fourth year of their grants. This delay in grant distribution, as well as a lack of information or guidance from the agency, is causing extreme uncertainty for Upward Bound programs across the country.”

They continued: “For nearly 60 years, Upward Bound programs have given generations of students the support they need to help succeed in higher education and beyond. […] The current delay in funding distribution is creating an unnecessary and existential crisis for these critical programs and the students they serve.”

The Senators concluded: “We urge you to immediately provide Upward Bound programs with the federal funding they’ve been promised.”

    US Senate News:

Source: United States Senator for Louisiana Bill Cassidy

WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA) and Reverend Raphael Warnock (D-GA) today introduced a resolution marking Thursday, June 12th as National Seersucker Day. This marks the 12th year that Cassidy has led National Seersucker Day since he revived the tradition in the U.S. House of Representatives in 2014.
“Seersucker Day honors the New Orleans invention that’s made America fashionable—and the summer heat bearable—since 1909. For one day a year, the Capitol looks a little more like the French Quarter,” said Senator Cassidy. “We might not always agree on policy, but we can all agree: wool in June is a mistake.”
“I’m excited to return as the co-chair for the annual Seersucker Day in our nation’s capital and continue celebrating this iconic Senate tradition,” said Senator Reverend Warnock. “Seersucker is more than just a fabric, it is a material deeply woven into Southern culture. National Seersucker Day is a proud bipartisan tradition, and I look forward to working alongside Senator Cassidy to carry it on.”
Seersucker suits were popularized by a New Orleans businessman in the early 1900s. Former U.S. Senator Trent Lott (R-MS) brought Seersucker Thursday to Congress in 1996. After the tradition went unobserved in 2012 and 2013, Cassidy revived it and has continued the tradition in the Senate.
Cassidy invites Americans from all over our great nation to don their warm weather finest on this National Seersucker Day. All senators are invited for an official photograph at the Ohio Clock in the U.S. Capitol on Thursday, June 12, at 12:30 p.m. ET.

  • MIL-OSI USA: NEW: Baldwin Releases Report on How Trump Cuts Are Hurting Veterans and Caregivers

    US Senate News:

Source: United States Senator for Wisconsin Tammy Baldwin

WASHINGTON, D.C. – Today, U.S. Senator Tammy Baldwin (D-WI) released a new report on how President Donald Trump’s reckless cuts to staff and services are hurting our veterans.

“When Americans serve and sacrifice for our freedom, it’s our duty to have their back when these brave men and women return home,” said Senator Baldwin. “As we spend this weekend remembering those who have given the ultimate sacrifice for us and honoring the families of the fallen, we also recommit ourselves to taking care of those in uniform, those who returned home, and the loved ones of our troops. I will work with anyone to do right by our veterans and survivors but this Administration is failing to keep their end of that sacred promise.”

President Trump and Elon Musk’s DOGE are enacting deep cuts across the federal government that continue to cost veterans their jobs and jeopardize essential care through the Department of Veterans Affairs (VA) that veterans and their caregivers rely on every day. VA Secretary Doug Collins announced they plan to cut 83,000 jobs, slashing the essential workforce by over 17 percent at the federal agency. These cuts come on top of staffing shortages at the VA, including having 66,000 vacancies across the health system, and further outlined in a 2024 report that found that 137 of 139 VA health centers nationwide report a severe staffing shortage in at least one area, particularly nursing and psychology.

NPR found that 11,273 VA employees nationwide have applied for deferred resignation, which the Trump administration is offering as part of its DOGE initiative to cut the VA’s workforce. The top positions across all networks that are requesting deferred resignation are nurses (about 1,300), medical support assistants (about 800), and social workers (about 300). In a recent poll by Iraq and Afghanistan Veterans of America, more than 4 out of 5 veterans said they are concerned that recent federal cuts could impact veteran benefits and health care.

Veterans are also being hit hard by cuts across the federal agencies, where they make up 30 percent of the nearly 2.3 million civilian federal workforce. DOGE’s stated goal to eliminate 75 percent of the federal workforce could mean that up to 500,000 veterans could lose their jobs.

Kim said: “Robert Piaro deceived hundreds of thousands of donors through false statements and misrepresentations about how contributions to his PACs would be spent.  Piaro’s fraudulent actions not only undermined the trust of donors but also exploited their interest in supporting certain causes for his own personal gain.  Today’s plea highlights this Office’s dedication to holding accountable those who misuse political organizations to defraud and mislead the public.”

According to the allegations in the Indictment, court filings, and statements made in Court:

PACs are entities registered with the Federal Election Commission that may be tax-exempt and collect money to advocate on behalf of or against certain causes and political candidates.

From at least in or about 2017 up to and including at least in or about December 2022, PIARO was the treasurer and operator of four PACs: Americans for the Cure of Breast Cancer, the Association for Emergency Responders & Firefighters, the US Veterans Assistance Foundation, and Standing By Veterans (the “PIARO PACs”).  PIARO raised millions of dollars from hundreds of thousands of donors nationwide through false statements and misrepresentations about how contributions to the PIARO PACs would be spent.  For example, at PIARO’s direction, the PIARO PACs misrepresented to donors that donations would be used to advance specific legislation, educate lawmakers, and conduct and fund research, when PIARO did not and did not intend to follow through on those representations.

If you believe you are a victim of fraud perpetrated by PIARO, please contact USANYS.PACFraud@usdoj.gov or the Federal Bureau of Investigation (“FBI”) at 1-800-CALL-FBI or tips.fbi.gov, and find more information here: https://www.justice.gov/usao-sdny/united-states-v-robert-piaro.

PIARO, 74, of Fredonia, Wisconsin, pled guilty to one count of wire fraud in connection with telemarketing, which carries a maximum sentence of 25 years in prison.

The maximum potential sentence is prescribed by Congress and provided here for informational purposes only, as any sentencing of the defendant will be determined by the judge.  PIARO is scheduled to be sentenced by Judge Subramanian on April 14, 2025.

Mr. Williams praised the outstanding investigative work of the FBI.

This case is being handled by the Office’s Public Corruption Unit.  Assistant U.S. Attorneys Rebecca T. Dell and Jane Kim are in charge of the prosecution.

West Midlands to benefit from recent trade deals

The automotive sector in the West Midlands is set to benefit from new trade deals with India and the US that slashes tariffs and boosts access to the world’s fastest growing economy.

    • Prime Minister to meet with the Mayor of the West Midlands Richard Parker to discuss the benefits of his recent trade deals.
    • Comes as we’ve nailed three trade deals in as many weeks to deliver growth that is a priority for the Plan for Change.
    • US and India trade deals deliver a major boost for the West Midlands’ automotive industry, that employs 50,000 people.

The automotive sector in the West Midlands is set to benefit from new trade deals with India and the US that slashes tariffs and boosts access to the world’s fastest growing economy.

This means long-term stability for 50,000 people employed in the sector and security for their families.

It will also deliver opportunities for major job creators in the region like Jaguar Land Rover to grow – the first priority of our Plan for Change.

    Prime Minister Keir Starmer said:

These trade deals that we have closed delivers stability for 50,000 workers employed in automotive manufacturing in the West Midlands.

It also will create opportunities for more seamless trade, attracting inward investment that will grow the local economy and make a difference to people’s lives.

These changes will be felt everywhere, whether it’s lower food prices at the checkout, more choice for consumers and higher living standards that will improve livelihoods across the West Midlands.

40,000 people employed in agriculture across the region will also benefit from our deal with the EU. It means less checks and red tape, meaning that produce grown in the West Midlands has easy access to the UK’s biggest trading partner.

British steel exports are also protected from new EU rules and restrictive tariffs, through a bespoke arrangement for the UK. With this new agreement with the EU and our recent UK-US trade deal, we are helping to protect the 5,000 people working in the steel industry across the West Midlands.

The Prime Minister will tell the English Mayors and the Leaders from the Devolved Governments at a meeting of the Council of Nations and Regions in London today (Friday 23 May) that his trade deals with India, the United States and the EU will deliver economic growth that will improve people’s lives at home.

He will challenge those in attendance to drive economic growth in their local areas to deliver for working people.

    Anthony Bamford, JCB Chairman said:

I’m very pleased that the UK Government have got both the US and India trade deals over the line. India is the world’s most populous country with over 1.4 billion people living in the world’s largest democracy. I know from JCB’s experience of making and selling machines in India that British businesses looking to trade with India will be welcomed with open arms. The opportunity is huge, and the Free Trade Agreement will open the door to much improved trade between our countries – in both directions.

The USA is the world’s largest market for construction equipment. JCB has been manufacturing there for 50 years, so it’s vital we have a strong presence in the US market. We will carry on with our recently announced plans to double the size of our new factory in San Antonio, Texas but the USA will still remain an important export market for certain UK-made machines. Ultimately, we need the removal of that 10% baseline tariff to support the export side of our business.

Business and Trade Secretary Jonathan Reynolds said:

“The three landmark deals secured this month with the US, India, and the EU have shown this government is serious about striking the deals that our businesses want and need.

We are delivering billions for the UK economy and wages every year as part of our Plan for Change. For businesses in the West Midlands, these deals will mean stability and jobs protected as they seize new opportunities to sell to some of our biggest trading partners.

    Foreign Secretary David Lammy said:

The Economic Prosperity Deal is the first such agreement made by this US administration and a testament to the deep and enduring relationship that the UK and US share.

We are going further and faster to deliver economic growth, working with our allies around the world to drive prosperity and give certainty to businesses and customers alike.

The trade deals with India and the US will unlock new opportunities for the West Midlands, where 32% of the automotive workforce is based.

Under the Free Trade Deal that was concluded, tariffs on cars sold to India will come down from over 100% to 10% under a quota, while other tariff reduction will support the region’s advanced manufacturing sector.

Our deal with the US negotiated in the same week, is set to benefit every corner of the UK, including the West Midlands that exported £8.5 billion to the US in 2024, more than any other region in the UK.

The benefits of the deal for local businesses and workers are relevant for Oliver Christian, a graduate of Keele University and the UK’s new Trade Commissioner to North America.

His Majesty’s Trade Commissioner for North America and His Majesty’s Consul General to New York, Oliver Christian, said:

As a Keele University graduate, I’m proud to be championing the UK and the West Midlands in North America, especially at such a crucial time.

The US is one of the West Midlands’ biggest export destinations. Over half of those exports come from the automotive industry, with some of the UK’s most well-known car manufacturers based in the area including Jaguar Land Rover and Aston Martin.

The deal we have negotiated will cut tariffs on cars from 27.5% to 10% for 100,000 vehicles every year, saving millions for carmakers in the region and protecting thousands of jobs.

Just this week the Prime Minister acted in the national interest by confirming a new agreement with the European Union that will deliver on his core mission to grow the economy, creating more jobs in the West Midlands, raising living standards and putting more money in people’s pockets.

At today’s meeting of the Council of Nations and Regions the Prime Minister will also lead discussions about spreading AI to help working people access the services that they need in their local areas.
