    Washington, D.C.— Today, Senator Cynthia Lummis (R-WY) issued the following statement after the unanimous passage of the No Tax on Tips Act, a proposal originally made by President Trump. This bipartisan legislation will exempt tips from being subject to taxation under the federal income tax.
    “The Senate passage today of President Trump’s No Tax on Tips proposal is a victory for Wyoming’s blue-collar workers who will now keep every dollar they earn in tips. I support this common-sense tax relief that puts more money into the hands of Wyoming workers while upholding the conservative principle of rewarding hard work.”
    Background: 
    The legislation was introduced by Senator Cruz (R-TX) and Senator Jacky Rosen (D-NV).  
    The bill exempts “cash tips”- cash, credit and debit card charges, and checks – from federal income tax by allowing taxpayers to claim a 100% deduction at filing for tipped wages. The updated text includes guardrails to ensure only traditionally tipped employees will benefit from No Tax on Tips.

    Today, U.S. Senator Deb Fischer (R-Neb.), a senior member of the Senate Armed Services Committee, released the following statement after President Donald Trump announced an investment in the Golden Dome Missile Defense Shield project and that Gen. Michael Guetlein, Space Force’s vice chief of operations, will lead the project:“I applaud President Trump’s announcement today of the selection of a Golden Dome architecture and significant investments to fund this vision. The Golden Dome will be crucial in protecting our people and homeland from incoming missile attacks by foreign adversaries.
    “It’s important to note that as we look to fully realize the Golden Dome project, the Department of Defense must retain access to key portions of certain bands of spectrum or the project will not succeed. This has been reiterated by defense officials, including the Commanders of U.S. SPACECOM and U.S. NORTHCOM.

  • MIL-OSI USA: Fischer at Armed Services Committee: We Must Accelerate the Sentinel Program to Improve ICBM Capabilities

    U.S. Senator Deb Fischer (R-Neb.), a senior member of the Senate Armed Services Committee, questioned Secretary of the Air Force Troy Meink on the urgent need to accelerate the Sentinel Program to improve U.S. intercontinental ballistic missile (ICBM) capabilities. Fischer emphasized that further delays will only lead to increased costs. She also stressed the importance of military construction projects to support the new Survivable Airborne Operations Center (SAOC). SAOC will eventually replace the Air Force’s current fleet of E-4Bs, highly specialized “doomsday” planes hosted by Offutt Air Force Base.
    During her remarks, Fischer questioned Chief of Space Operations General B. Chance Saltzman about the Space Force’s role in integrating requirements and developing programs that would address potential threats.

    On Accelerating the Sentinel Program and Ensuring its ICBM Capability:Fischer: Secretary Meink, at your confirmation hearing, you committed to utilizing all available tools to accelerate Sentinel emplacement and ensure that our nation’s ICBM capability does move forward. The Nunn-McCurdy review concluded that the continuation of Sentinel is essential to our national security, and thanks to the thoroughness of that review, we can make smarter changes to the program that will reduce the projected cost and schedule of the program.
    However, the Air Force needs to start making design decisions that will get us to Milestone B. The longer you wait, the more likely it is that costs will increase. I also don’t want to see the Air Force choose to raid Sentinel budget lines to pay for other programs, because the Air Force has delayed Milestone B decisions.
    On Fulfilling STRATCOM B-21 Bomber Recommendations: 
    Fischer: U.S. STRATCOM Commander General Cotton has recommended that the Air Force procure at least 145 B-21 bombers to meet his requirements as STRATCOM commander. How do you intend to work with STRATCOM to understand these requirements and ensure that the Air Force procures enough B-21s so that we can meet that projected threat? 
    Meink: The Department’s working with STRATCOM – as well as Joint Staff and throughout the administration, the SecDef (United States Secretary of Defense) – to help define what is that long term requirement, and do we need to increase beyond 100. So, we are looking at that, and thankfully, that is one of the programs that’s actually executing pretty well within the Department.
    On Maintaining Space Force Capabilities to Address Threats:
    Fischer: General Saltzman, all of the other services are investing heavily in long range fires, and as I’ve said many times, we can’t shoot what we can’t see. We are going to need to rely heavily on our space-based systems to track objects beyond the line of sight. How does Space Force work with your sister services to understand what space capabilities they will need to rely on so that they can close those kill chains?
    Saltzman: Yes, ma’am, we were designated the Joint Space Requirements integrator by the JROC on the Joint Staff, and one of the ways that we execute those responsibilities is we stood up a Requirements Integration Cell in the J8 where all the services can put their requirements in, vet them all, make sure there’s proper attention given to each requirement, and there’s not too much redundancy but no gaps in the capabilities as well. Programs like our ground moving target indicator, soon to be our air moving target indicator, account for these requirements—what the fidelity of the data is, what the latency of the data to support weapon system in flight updates, etc. We make sure we account for all those things as we develop the programs.
    On Supporting the Crucial Survivable Airborne Operations Center:  
    Fischer: Mr. Secretary, in the submitted Air Force posture statement, you describe SAOC as “crucial to any future warfare endeavor.” I agree with that. And it’s for this reason that I was disappointed that President Biden – his budget request last year – did not include any military construction funding necessary to support SAOC. Do you agree that the Air Force should be planning for SAOC’s associated military construction projects – those hangars and ramps, for example – to be completed by the time that SAOC is expected to reach the initial operating capability by 2032?Meink: Yes, Senator, we should be planning for that, and I’ve already had some discussions on that to make sure that we’re ready.
    Fischer: Will you continue to have the Air Force work to ensure that those projects are going to be completed in a timely manner?
    Meink: Yes, Senator.

    WASHINGTON, D.C. —U.S. Senator Gary Peters (D-MI), Ranking Member of the Senate Homeland Security and Governmental Affairs Committee, released a report detailing the Trump Administration’s unprecedented attacks on Inspectors General – the independent watchdogs tasked with rooting out waste, fraud, and abuse in federal agencies. Peters’ report finds that the 19 Inspectors General (IGs) President Trump fired earlier this year identified billions of dollars more in potential savings to taxpayers than the Department of Government Efficiency (DOGE) created by the Trump Administration and Elon Musk with the supposed goal of identifying wasteful spending. 
    “This report underscores the value of professional, independent and nonpartisan Inspectors General and the work they do to effectively identify waste, fraud and abuse of taxpayer dollars,” said Senator Peters. “If the Trump Administration were serious about eliminating waste, it would rely on the proven track record of independent Inspectors General. Instead, President Trump’s decision to fire them will not only undermine efforts to reduce waste – it sends a message of intimidation to anyone who wants to hold this Administration accountable.”

    Inspectors General play a critical role in ensuring transparency and accountability in government operations. The report documents how, in his first week in office, President Trump fired 18 Inspectors General across major federal agencies, including the Departments of Defense, State, Commerce, and Veterans Affairs. The Administration later removed the USAID Inspector General, an act widely seen as retaliatory for conducting oversight of the Administration’s actions to shutter the agency. These terminations violated the Inspector General Act, which requires the President to provide Congress with a 30-day notice and a detailed justification before dismissing an IG.
    The report finds that the fired IGs had a collective monetary impact of over $50 billion in fiscal year 2024 alone through investigations and audits, uncovering significant fraud and abuse. To date, the Offices of Inspectors General (OIGs) have pinpointed $175 billion in potential savings that could be achieved if federal agencies implement all of their outstanding recommendations.
    These watchdogs have also conducted criminal investigations that resulted in financial recoveries, including a Department of Energy OIG probe that halted an illegal semiconductor export scheme, which led to the cancellation of $100 million in grants. Similarly, an investigation by the Department of Defense OIG uncovered fraudulent financial practices targeting Gold Star families, leading to a 12-year prison sentence and a $1.4 million penalty. 
    The impact of the Administration’s actions has been deeply felt across federal oversight agencies, as staffing cuts further compromise their ability to conduct audits, evaluations, and investigations. Interviews with affected IG offices revealed serious concerns about the erosion of independence and morale within these agencies.

    Ambassador Correa expressed appreciation for Guatemala’s commitment to reforms that would encourage private sector investments. The two also discussed opportunities to deepen bilateral economic partnership in strategic sectors with UK expertise, including on electric mobility.

    WASHINGTON — The U.S. Department of Veterans Affairs today announced the availability of approximately $52.5 million in grants for community-based organizations that provide suicide prevention or emergency clinical services to Veterans at risk of suicide.

    Grant applications are due by 4:59 p.m. ET, July 18, and VA will choose awardees by Sept. 30. Organizations can apply for grants worth up to $750,000 and may apply to renew awards from year to year throughout the length of the program. Info on how to apply is available at the Federal Register.

    The grants will be awarded through VA’s Staff Sgt. Parker Gordon Fox Suicide Prevention Grant Program, which was established as part of the Commander John Scott Hannon Veterans Mental Health Care Improvement Act of 2019. In alignment with VA’s National Strategy for Preventing Veteran Suicide, which was developed during the first Trump Administration, Fox Grants foster a public-health approach to suicide prevention that blends community-based efforts with evidence-based clinical strategies.

    “Reducing Veteran suicide starts with reaching Veterans when and how it’s most convenient for them. One of the best ways to accomplish this mission is by working with community-based organizations,” said VA Secretary Doug Collins. “We look forward to ensuring these funds are put to use helping Veterans in need across the nation.”

    Since its launch in 2022, the Fox grant program has awarded $157.5 million to 95 organizations across 43 states, U.S. territories and tribal lands.

    ATLANTA – The  U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations of the June 16 deadline to apply for low interest federal disaster loans to offset economic losses caused by Tropical Storm Debby occurring Aug. 5 – 6, 2024.

    The disaster declaration covers Appling, Atkinson, Bacon, Ben Hill, Berrien, Brantley, Brooks, Bryan, Bulloch Burke, Camden, Candler, Charlton, Chatham, Clinch, Coffee, Colquitt, Cook, Dodge, Echols, Effingham, Emanuel, Evans, Glynn, Grady, Irwin, Jeff Davis, Jefferson, Jenkins, Johnson, Lanier, Laurens, Liberty, Long, Lowndes, McIntosh, Mitchell, Montgomery, Pierce, Richmond, Screven, Tattnall, Telfair, Thomas, Tift, Toombs, Treutlen, Turner, Ware, Wayne, Wheeler and Wilcox;  in Georgia; Baker, Columbia, Hamilton, Jefferson, Leon, Madison and Nassau in Florida as well as Aiken, Allendale, Barnwell, Hampton and Jasper in South Carolina.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.     Submit completed loan applications to SBA no later than June 16, 2025.

    DENVER — A delegation of more than a dozen public, private, and nonprofit leaders from Regina, Saskatchewan, Canada, is visiting Denver this week as part of a strategic trade and investment mission designed to strengthen economic ties between Colorado and Saskatchewan. 

    Led by Economic Development Regina (EDR), in partnership with the Global Business Development division within Colorado Office of Economic Development & International Trade (OEDIT), Denver Economic Development & Opportunity (DEDO), and Metro Denver Economic Development Corporation (EDC), the visit comes at a pivotal moment for North American trade and innovation. 

    “Colorado is proud to be hosting leaders from Regina and Saskatchewan Canada to continue strengthening our economic and social partnerships and protect both nations key industries from Trump’s reckless tariffs. I recently celebrated Colorado Canada Friendship Day, and worked with our neighbors to the north to solidify Colorado’s commitment to fostering healthy and beneficial trade relations to support both our growing and diverse economies,” said Governor Jared Polis.

  • MIL-OSI USA: Governor Lamont Announces More Than 100,000 Connecticut Residents Being Notified This Week That Some or All of Their Medical Debt Has Been Erased

    (HARTFORD, CT) – Governor Ned Lamont today announced that letters are being mailed this week to more than 100,000 Connecticut residents notifying them that some or all of their medical debt has been eliminated under the second round of an initiative his administration launched last year through a partnership with the nonprofit organization Undue Medical Debt.

    Under the partnership, Undue Medical Debt is leveraging investments from the state to negotiate with hospitals and other providers on the elimination of large, bundled portfolios of qualifying medical debt owed by Connecticut patients. Those who qualify must have income at or below four times (400%) the federal poverty level or have medical debt that is 5% or more of their income. (The current federal poverty level is an annual income at or below $32,150 for a family of four.) Since these medical debts are acquired in bulk and belong to those least able to pay, they cost a fraction of their face value, often pennies on the dollar.

    In this second round, the state invested $575,000 in American Rescue Plan Act (ARPA) funding, and Undue Medical Debt was able to negotiate with a secondary market partner to acquire and eliminate more than $100 million in qualifying medical debt. The first round occurred in December and saw the elimination of approximately $30 million in medical debt for 23,000 of the state’s residents.

    Those who have been identified for relief will receive a branded envelope and letter from Undue Medical Debt in the mail over the next several days. (To view a sample of what this letter looks like, click here.)

    “Medical debt causes additional anxiety and stress when individuals and families are coping with potentially life-threatening health situations,” Governor Lamont said. “Over the next few days, more than 100,000 Connecticut residents who have been struggling to pay their medical bills will feel relief when they receive letters in the mail notifying them that their debt has been erased. I am hopeful that additional medical partners will soon sign onto this program to help more Connecticut families through further rounds of this initiative.”

    “I’m very grateful for the State of Connecticut’s continued partnership in providing medical debt relief to its residents,” Allison Sesso, CEO and president of Undue Medical Debt, said. “The erasure of these debts of necessity wouldn’t be possible without community-minded leaders like Governor Lamont and his team, who believe medical debt should not be a hindrance to seeking needed care. We look forward to continuing our work in the state so families can seek healthcare with dignity.

    Medical debt can be a crippling burden on patients, especially those who are already struggling to make ends meet,” State Representative Cristin McCarthy Vahey, co-chair of the legislature’s Public Health Committee, said. “Erasing medical debt for an additional 100,000 residents will greatly ease the stress they are facing and will free them up to focus on their health and well-being. Thank you to Governor Lamont and Undue Medical Debt for their leadership on this innovative program.”

    Because this debt erasure occurs through the purchase of large, qualifying bundled portfolios of debt from participating partners like hospitals and collection agencies, there is no application process for this relief and it cannot be requested.

    Governor Lamont intends to continue partnering with Undue Medical Debt to enact further rounds of medical debt cancellation. The governor and the Connecticut General Assembly enacted legislation that makes $6.5 million in ARPA funding available for this initiative.

    overnor Kathy Hochul today announced awards for a total of 13 transformational projects for New York City as part of two economic development programs: the Downtown Revitalization Initiative and NY Forward. Seven projects were announced for Long Island City, the Round 7 winner of a $10 million DRI award; and six projects were announced for Hudson Square, a Round 2 winner of a $4.5 million NY Forward award.

    Long Island City

    Long Island City, located at a geographic and transportation center of New York City, is an important economic generator for the region. It is uniquely defined with a diverse set of industries and as a mixed-used district, with one of the fastest growing residential populations. The neighborhood has new advanced manufacturing, tech and life science sectors, an expanded Business Improvement District, large and highly productive Industrial Business Zones and a lively cultural and arts community. The DRI projects will be used to maximize Long Island City’s burgeoning community assets and encourage private investment to create a livable, inclusive, mixed-use community and downtown destination.

    The 7 Long Island City DRI projects, totaling $9.7 million, include:

    • Redevelop the Metropolitan Building into a Creative Hub ($1,400,000): Implement interior fit outs on several floors of the now vacant historic Metropolitan Building, located at 44-01 11th Street, to create affordable workspace for artists and small businesses.
    • Construct the New Queens Public Library Branch ($1,583,617): Implement interior fit out of a 4,525 sq. ft. space on the second floor of a new residential building located at 22-42 Jackson Avenue, to re-establish the Queens Public Library from its former Court Square location.
    • Reconstruct the 46th Avenue Pedestrian Plaza ($2,500,000): Reconstruct the temporary pedestrian plaza, located at the intersection of Jackson Avenue and 46th Avenue, into a permanent open space with new plantings, furnishings, paving and artwork.
    • Enhance the 12th Street Pedestrian Plaza ($695,000): Upgrade the existing pedestrian space, located on 12th Street between 43rd Road and 44th Avenue, with new surface treatments, trees, plant beds, shade structures, bike racks and street furniture.
    • Construct the Underline Open Space at Dutch Kills ($2,425,000): Construct a playground and dog run to complement other planned amenities in the new public open space along the south side of Dutch Kills Street between Jackson Avenue and Sunnyside Yards.
    • Renovate and Connect SculptureCenter to the Underline Open Space ($600,000): Construct a new entryway plaza and ADA-accessible ramp to enhance visibility and navigate the grade change between the SculptureCenter and the adjacent Underline open space.
    • Greening and Cleaning LIC ($496,383): Improve streetscape throughout the DRI investment area by planting new trees, installing new tree pits, tree guards, rain gardens, planters, trash receptacles, container signage and dog bag dispensers, as well as upgrading existing tree pits.

    Hudson Square

    Hudson Square is a roughly 33-square block neighborhood located on lower Manhattan’s west side. The neighborhood is primarily commercial in use, with over 12 million square feet of office space. The neighborhood has a long industrial history and has also been historically disconnected from neighboring parts of lower Manhattan, including SoHo, the West Village and Tribeca. The NY Forward projects will assist in growing local businesses; creating a sense of place; establishing engaging public spaces; and connecting the district with its adjacent communities.

    The 6 Hudson Square NY Forward Projects, totaling $4.5 Million, include:

    • Build A Signature Open Space at Hudson-Houston Plaza ($867,000): Establish an interactive, engaging and welcoming new public space at the corner of West Houston Street and Hudson Street to activate an underutilized City parcel and provide critical green space along the active pedestrian corridor.
    • Expand Spring Street Park with Little 6th Avenue Plaza ($744,000): Establish a permanent plaza on Little 6th Avenue between Spring Street and Dominick Street to expand the impact of the well-loved Spring Street Park, create space for community programs and establish an inviting entrance to the Hudson Square community from the east.
    • Upgrade Film Forum’s Lighting ($75,000): Upgrade lighting throughout the Film Forum’s lobby, concession stand, offices and projection booth to reduce the organization’s energy consumption and costs while ensuring a high-quality customer experience.
    • Create a Hudson Square Color Walk ($600,000): Create an interactive scavenger hunt, called the Color Walk, throughout Hudson Square that highlights local businesses, institutions and public spaces with colorful installations and a map. Install a public sculpture that relates to all color walk stations and serves as a starting point for visitors.
    • Install a Jackie Robinson Statue in the Museum ($227,000): Install an 8-foot-tall bronze sculpture of Jackie Robinson in the Jackie Robinson Museum space on the corner of Canal and Varick Streets to honor the legacy of Jackie Robinson, activate the ground floor of the Museum and create a point of interest that is visible from the prominent intersection.
    • Renovate the NYC Fire Museum Event Space ($1,987,000): Renovate the NYC Fire Museum’s third-floor event space with new floors and ceilings, A/V equipment and HVAC system, allowing it to host fire safety classes, community events and private events that would help financially sustain the Hudson Square institution.

    DRI and NY Forward communities developed Strategic Implementation Plans (SIPs), which create a vision for the future of their downtown and identify and recommend a slate of complementary, transformative and implementable projects that support that vision. The SIPs are guided by a Local Planning Committee (LPC) comprised of local and regional leaders, stakeholders and community representatives, with the assistance of an assigned consultant and DOS staff, all of whom conduct extensive community outreach and engagement when determining projects. The projects selected for funding from the SIP were identified as having the greatest potential to jumpstart revitalization and generate new opportunities for long-term growth.

    About the Downtown Revitalization Initiative

    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State strengthen its economy, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles. Through nine rounds, the DRI has awarded a total of $900 million to 91 communities across every region of the State.

    About the NY Forward Program

    First announced as part of the 2022 Budget, Governor Hochul created the NY Forward program to build on the momentum created by the DRI. The program works in concert with the DRI to accelerate and expand the revitalization of smaller and rural downtowns throughout the State so that all communities can benefit from the State’s revitalization efforts, regardless of size, character, needs and challenges.

    NY Forward communities are supported by a professional planning consultant and team of State agency experts led by DOS to develop a Strategic Investment Plan that includes a slate of transformative, complementary and readily implementable projects. NY Forward projects are appropriately scaled to the size of each community; projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that enhance specific cultural and historical qualities that define and distinguish the small-town charm that defines these municipalities. Through three rounds, the NY Forward program has awarded a total of $300 million to 60 communities across every region of the State.

    “The House’s proposed budget isn’t perfect. But I am pleased that the House raises teacher pay to make North Carolina’s starting teacher salaries the second-highest in the Southeast and rewards our state employees with a raise. The House budget also makes important investments in public safety, child care, and workforce training. Importantly, the House budget cuts taxes for working families while recognizing that North Carolina is a growing state and reduces personal income tax rates after this year only when the economy is growing. In contrast, the Senate’s fiscally irresponsible revenue scheme will result in fewer teachers and law enforcement officers and diminished services that would harm our people.

    “There is more work to be done to ensure our state invests in North Carolina’s most valuable resource: our people.     As families across North Carolina prepare for summer camps and back-to-school requirements, the North Carolina Department of Health and Human Services is making it easier for those who are eligible to find free childhood vaccines through the Vaccines for Children (VFC) program by launching a new VFC provider map.

    The VFC program provides free vaccines for eligible children and teens, covering all those recommended by the Centers for Disease Control and Prevention, including those required for child care and school in North Carolina. Families could save hundreds of dollars per child compared to out-of-pocket vaccine costs.

    To make accessing these vaccines easier, NCDHHS launched a new interactive map on VaccinesForKids.nc.gov (English) and VacunasParaNinos.nc.gov (Spanish).

    The new interactive map makes it easier for families and community health workers to find local VFC providers who offer free vaccines. Users can search by city or ZIP code and connect with nearby providers.

    In addition to the map, families can also:

    • Check eligibility for free vaccines
    • Access clear, up-to-date information on required and recommended vaccines
    • Find answers to common questions about vaccine safety and more

    “Vaccines protect what matters most – your child’s health,” said NC Health and Human Services Secretary Dev Sangvai. “We know parents want to make the best choices for their children and encourage them to talk to their child’s doctor if they have questions. As we continue to prioritize the health and well-being of our youngest North Carolinians, vaccines remain one of the most powerful tools we have to protect children from serious, preventable diseases.”

    NCDHHS understands that families may have questions and encourages everyone to have conversations with their health care providers. To support these important conversations, the Department will continue to provide clinics with new bilingual toolkits, training materials and resources to help guide families through their vaccine decisions.

    The ongoing measles outbreak in the U.S. reminds us that vaccine-preventable diseases still pose serious risks. Vaccines protect children from illnesses that can be severe or even life-threatening. Delaying or skipping vaccines leaves kids vulnerable.

    WASHINGTON, D.C. – U.S. Representatives Adam Smith (D-Wash.), Ranking Member of the House Armed Services Committee; Mark Takano (D-Calif.), Chair of the Congressional Equality Caucus (CEC): Chrissy Houlahan (D-Penn.), Ranking Member of the Military Personnel Subcommittee; Sara Jacobs (D-Calif.), Vice Chair of the CEC; and Eric Sorensen (D-Ill.), Co-Chair of the CEC; introduced the Fit To Serve Act today, which affirms the rights of transgender people to serve in the United States Armed Forces by prohibiting discrimination on the basis of gender identity, including a diagnosis or potential diagnosis of gender dysphoria.

    The bill was filed in response to  Executive Order 14183 issued by President Trump on January 27, 2025 which effectively bans transgender people from serving in the United States military. On February 20, the Department of Defense (DoD) issued guidance to implement President Trump’s military transgender ban, which resulted in the filing of legal challenges. On March 27, a federal judge issued a nationwide preliminary injunction blocking the DoD from enforcing the ban. On May 6, the Supreme Court stayed the injunction, allowing the Trump Administration to enforce the ban as the lawsuit proceeds.

    “As I have said repeatedly, thousands of transgender service members have served openly with honor and distinction in combat zones and carrying out high-stakes missions for nearly a decade. They are held to the exact same rigorous standards as every other Soldier, Sailor, Airman, Marine, Guardian, or Coast Guardsman. Banning them simply because they are transgender will not strengthen our military—it will weaken it. Enforcing this bigoted policy for the sake of cruelty and to score partisan points is antithetical to what the United States of America and our Armed Forces stand and fight for,” said Rep. Smith. “Transgender service members have put their lives on the line in defense of our freedom—we in Congress must now fight for their ability to serve and their fundamental right to exist.”

    “Every person that steps up to serve our nation in uniform should be treated with the utmost respect, yet the Trump-Vance Administration has continuously attacked our nation’s transgender service members for daring to serve openly. These service members have continuously shown they are fit, qualified, and willing to serve, but Trump still wants to kick them out—purely for political purposes,” said Rep. Takano. “I believe strongly that Trump’s transgender military ban is unconstitutional and will ultimately fail in the courts, but as a co-equal branch of government, Congress has a duty to protect those who protect us. I’m proud to join Ranking Member Smith in introducing this bill to ensure long-lasting, explicit protections for our transgender service members.”

    “Any person who is willing to put their life on the line to protect and defend the United States of America deserves our honor and respect—full stop,” said Rep. But by kicking out thousands of transgender service members from our military, Donald Trump is prioritizing discrimination over our national security. That’s why I’m proud to stand with those who’ve already sacrificed so much for us and to co-lead the Fit To Serve Act,” said Rep. Jacobs.

    “Our country should be supporting anyone willing to answer the call to serve our country, protect our freedoms, and defend our national security,” said Rep. Sorensen. “Ending gender-identity discrimination makes our military stronger and helps fill our ranks with qualified service members who deserve to serve with dignity.”

    On May 8, DoD set a June 6 deadline for transgender Active Component service members and a July 7 deadline for transgender Reserve Component service members to self-identify for voluntary separations. The military is expected to then initiate involuntary separation procedures for transgender service members once the voluntary self-identification eligibility window concludes.

    The Fit to Serve Act seeks to thwart these efforts by affirming the rights of transgender people to serve in the U.S. Armed Forces by:

    •    Prohibiting the denial of accession, reenlistment, or continuation of service on the basis of gender identity, including a diagnosis or potential diagnosis of gender dysphoria;

    •    Prohibiting the involuntary separation of a service member on the basis of gender identity, including a diagnosis or potential diagnosis of gender dysphoria; and

    •    Ensuring access to medically necessary health care coverage for service members.

    Background: 

    This letter follows numerous efforts from Rep. Hinson to support the integrity of the Renewable Fuel Standard and fight for higher volumes for biofuels, including ethanol and biomass-based diesel. In 2024, Rep. Hinson led 35 bipartisan Members in a letter to then-EPA Administrator Michael Regan urging the agency to raise RVOs to account for increased production and availability of feedstocks. According to the Energy Information Administration, volumes set by the EPA for 2023 – 2025 were “set significantly lower than production trends,” leading to a significant drop in the renewable fuels market.

  • MIL-OSI Canada: Protecting Albertans from future floods

    In June 2013, southern Alberta experienced the costliest natural disaster in Canadian history, causing five deaths, displacing more than 80,000 Albertans and resulting in more than $5 billion in damages. In response, Alberta’s government committed to building SR1 to strengthen flood protection for Calgary and nearby communities.

    Construction of the SR1 began in 2022, following robust engagements with the public and First Nations, and a comprehensive regulatory process. Following three years of construction, the SR1 is now complete and can provide communities along the Elbow River with a floodwall of defense against large-scale floods. As a dry reservoir, it will divert, store and then release flood waters back to the Elbow River when it’s safe to do so.

    “With flood season now upon us, Calgary and southern Alberta can rest assured that they will be protected from future large-scale floods like that of 2013. SR1’s innovative design will ensure people, communities and businesses are buffered from the most devastating physical and economic impacts of major floods.”

    Components include 70.2 million m3  of reinforced concrete for storage capacity, which is about 28,000 Olympic-sized swimming pools. SR1 is the first of its kind in Alberta, using a coordinated approach to engage multiple aspects of flood mitigation infrastructure. SR1 will work in tandem with the Glenmore Reservoir and other flood mitigation infrastructure in and around Calgary to manage downstream water flows and reduce the impacts of floods by temporarily holding water and reducing flows in the Elbow River. As water volume increases and the Elbow River water level rises, SR1’s diversion channel will move water to the off-stream storage reservoir, protecting surrounding areas from flooding.

    SR1 was designed to minimize environmental impacts and by managing downstream river flow, SR1 not only reduces the overall flood risk, it also protects the river, critical habitat, fish and wildlife. Mitigation and monitoring plans were developed during the regulatory process for fish, air quality, surface and groundwater, wildlife and vegetation.

    Indigenous monitors were on site during construction, and any items identified as having historical or cultural importance were assessed by an archaeologist and reported to Alberta Culture, in accordance with the Historical Resources Act. Following engagement with First Nations, a land use plan was developed to guide land use when SR1 is not being used for flood mitigation.

    VertexGate and Wiser Investment claim to offer Saskatchewan residents trading opportunities, including stocks, cryptocurrencies, forex, indices and contracts for difference (CFDs). VertexGate also claims to offer commodities.

    This alert applies to the online entities using the websites “vertexgate com” and “wiser-investment com” (these URLs have been manually altered so as not to be interactive).

    VertexGate and Wiser Investment are not registered with the FCAA to trade or sell securities or derivatives in Saskatchewan. The FCAA cautions investors and consumers not to send money to companies that are not registered in Saskatchewan, as they may not be legitimate businesses.

    Last fall, Alberta’s government announced an $8.6 billion plan to speed-up school construction and build and renovate more than 100 schools. Since then, a total of 33 previously announced school projects have been approved to move forward to the next stage of the construction process. There are now 132 active school projects in communities across Alberta.

    To create more student spaces where they are needed most in the coming school year, Alberta’s government is investing $50 million to provide modular classrooms to 19 school boards. The funding will build 50 new modular classrooms and relocate 19 others to provide more than 1,650 new and relocated student spaces in some of Alberta’s fastest-growing communities. The $50 million investment adds to the $140 million invested in modular classrooms in 2024.

  • MIL-OSI USA: Congressman Nick Langworthy Introduces Bill to Save Taxpayers, Promote Infrastructure Development, and Increase Jobs

    WASHINGTON, D.C. – Today, Congressman Nick Langworthy (NY-23) introduced the Infrastructure Expansion Act, which would reform New York’s antiquated liability law on federally funded projects, reduce taxpayer costs, and promote more construction and jobs in our state.  This legislation will preempt state law and align New York with 49 other states which utilize a comparative negligence standard to assess fault when injuries occur on a construction site.

     

    “This bill is urgently needed to preempt this broken liability standard on federally funded projects and get New York building again,”said Congressman Langworthy. “New York’s Scaffold Law is a gift to trial lawyers and a burden on our construction workers and taxpayers, and it must change.” 

     

    “It is estimated that the scaffold law increases total construction costs between 5 and 10%. This only in New York law, dating from 1885, doesn’t protect workers and unnecessarily increases the cost for building roads and bridges, hospitals, schools, affordable housing, industrial facilities, and office buildings.

     

    “The last state to have such a law was Illinois which repealed its statute in 1995.  Since Albany refuses to act, federal preemption is the only path to proceed.  Enactment of this law will save at least $2 billion in federal tax dollars over the next 10 years and significant savings to state taxpayers. 

     

    “My hope is that this law if enacted will finally force Albany to reform this law, saving millions each year in construction costs to build schools, residential housing, and other projects which are not typically funded by Washington. Significant technology projects, such as Micron outside Syracuse and other projects all throughout New York State would see a reduced cost of construction,” continued Langworthy.

     

    New York State’s outdated Scaffold Law imposes absolute liability on property owners and contractors for elevation-related injuries—regardless of a worker’s own negligence. This unique-to-New York mandate has made construction insurance skyrocket, driving up the cost of housing, schools, and infrastructure across the state. New York’s law has also resulted in significant fraud as staged accident suits have flooded the courts. This situation was recently documented in an ABC News national story on construction and legal fraud, most of which occur in New York State due to the scaffold law. 

     

    Original cosponsors of this legislation include Rep. Claudia Tenney (R-NY) and Rep. Elise Stefanik (R-NY).

     

    “New York’s burdensome and misguided Scaffold Law has caused construction costs to skyrocket, making it one of most expensive states to build in the country. The Infrastructure Expansion Act will lower costs on federally funded projects by finally bringing fairness and balance to liability rules. This is a critical step toward bringing investments to our state and making New York more affordable and competitive,”said Congresswoman Tenney.

    WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) penned an op-ed in Fox about the current state of Name, Image and Likeness (NIL) and college sports amidst the everchanging NIL landscape. In the piece, Sen. Tuberville addresses the growing problems college athletes are facing with the pay-for-play environment making it nearly impossible for Olympic sports and female athletics to survive. The current “patchwork” of laws has created an uneven playing field that President Trump and Congress are well-positioned to address in the near future. Sen. Tuberville currently serves as the Chairman of the HELP Subcommittee on Education and the American Family.

    “As a former college football coach for 40 years, I’ve witnessed firsthand the transformative power of college sports in shaping young lives. From the locker room to the classroom, athletics instill discipline, teamwork and resilience — values that extend far beyond the field. But ever since the Supreme Court ruled that college athletes can be compensated for the use of their Name, Image and Likeness (NIL), college sports have been in a tailspin.  

    While I’m all for players making money, we need to create national standards to protect the integrity of college sports. Because there are no national rules for NIL contracts, every state has passed its own laws. This patchwork of laws has created an uneven playing field and given some universities advantages over their competitors.

    We now have pay-to-play as bidding wars for recruits are starting in middle and high school. This is not to mention the transfer portal, which has become a revolving door with student-athletes jumping from school to school in pursuit of more money.

  • MIL-OSI China: Former Vice President Chen attends inauguration of Pope Leo XIV

    Former Vice President Chen Chien-jen, serving as special envoy of President Lai Ching-te, together with his wife and Deputy Minister of Foreign Affairs François Chihchung Wu, attended the inauguration of Pope Leo XIV on the morning of May 18. In an audience with the pontiff following the ceremony, Mr. Chen conveyed greetings from President Lai and the sincere congratulations of the government, people, and Catholic community of Taiwan.

     

    Upon arriving for the ceremony in St. Peter’s Square, Mr. Chen was received by a ceremonial officer for the Holy See. The inauguration, a grand and solemn occasion, took around two hours. According to statistics released by the Holy See, more than 150 delegations attended. Before the ceremony commenced, Mr. Chen exchanged greetings with Paraguayan Chamber of Deputies Speaker Raúl Latorre; Guatemalan Special Envoy and Ambassador to the Holy See Alfredo Vásquez Rivera; other officials from diplomatic allies; and delegates from the United States, Japan, Europe, and numerous other friendly countries. He also extended felicitations to and shared cordial interactions with several high-ranking members of the Vatican clergy, including Secretary of State Cardinal Pietro Parolin and Secretary of the Dicastery for Interreligious Dialogue Monsignor Indunil Janakaratne Kodithuwakku Kankanamalage. 

     

    After the inauguration, Pope Leo received the heads of national delegations. Mr. Chen presented the pontiff with a congratulatory letter from President Lai, a commemorative set of postage stamps depicting four of Taiwan’s Catholic churches—St. Joseph’s Church in Jinlun Village, Taitung County; the Holy Family Catholic Church in Taipei City; the Basilica of the Immaculate Conception in Wanjin Village, Pingtung County; and the Holy Rosary Cathedral Basilica in Kaohsiung City—and a collection of postcards on Holy See artifacts jointly produced by Taiwan and the Apostolic Nunciature in Taiwan, highlighting the close connection between the Catholic Church in Taiwan and the Holy See. Mr. Chen also presented Pope Leo with a photo taken in 2020, when the pontiff was serving as bishop of the Chiclayo Diocese in Peru. The picture showed him accepting antipandemic supplies donated by Taiwan. The materials, delivered in cartons labeled “Taiwan Box,” were donated to Cáritas Chiclayo and other Peruvian healthcare and charitable organizations by the Pingtung County Government and Dr. Lai Hsien-yung of Hualien County’s Mennonite Christian Hospital. The government and people of Taiwan provided proactive assistance to the international community throughout the COVID-19 pandemic, fulfilling their international responsibilities and demonstrating that Taiwan could help and that Taiwan was helping.

     

    When Mr. Chen arrived at the airport in Rome on May 17, he met with Eswatini Prime Minister Russell Dlamini, who had also made the trip to attend the papal inauguration. Mr. Chen also attended a mass and prayer service for peace led by Bishop John Lee Keh-mien, President of the Chinese Regional Bishops’ Conference of Taiwan, at St. Benedict’s Monastery. On May 18, Mr. Chen had dinner with 16 prominent members of the Catholic clergy and several key officials and ambassadors of diplomatic allies, including Special Delegate of the Holy See to the Sovereign Military Order of Malta Cardinal Silvano Tomasi and Haitian Special Envoy and former Minister of Foreign Affairs Alrich Nicolas. 

     

    Since establishing diplomatic ties 83 years ago, Taiwan and the Holy See have enjoyed a profound diplomatic alliance and shared the core values of religious freedom, human rights, peace, and benevolence. The two sides will build on their existing friendship and solid foundation of cooperation in humanitarian assistance and other domains to further deepen bilateral relations and together make even greater contributions to the world.   • MIL-OSI China: MOFA sincerely appreciates international support for Taiwan’s bid to participate in WHO and WHA

    The 78th World Health Assembly (WHA) is opening in Geneva on May 19. Following proactive efforts by the Ministry of Foreign Affairs (MOFA) and related overseas missions, Taiwan’s bid to participate in the WHA has received staunch and concrete support from the Group of Seven (G7), the executive and legislative branches of government of more than 50 countries, the European Union, the European Parliament, and representative offices of like-minded nations in Taiwan. MOFA expresses sincere appreciation for this support.

     

    Eleven of Taiwan’s diplomatic allies, as members of the World Health Organization (WHO), submitted a proposal to the WHO Secretariat to invite Taiwan to participate in the WHA as an observer, requesting that the proposal be included as a supplementary item on this year’s WHA agenda. Saint Lucia Prime Minister Philip J. Pierre personally wrote a letter urging WHO Director-General Tedros Adhanom Ghebreyesus to invite Taiwan to attend the WHA. The parliaments of Guatemala, Palau, and Saint Christopher and Nevis adopted resolutions backing Taiwan.

     

    The magnitude of support for Taiwan from like-minded countries has continued to grow. The current US administration has publicly endorsed Taiwan’s international participation more than 10 times. This includes a joint statement issued at the US-Japan leaders’ summit by President Donald Trump and Prime Minister Shigeru Ishiba in February, which for the first time contained text advocating Taiwan’s meaningful involvement in international organizations. US Secretary of State Marco Rubio reaffirmed firm US support for Taiwan’s international participation during his congressional confirmation hearing as well as in interviews and joint statements issued at two meetings with the foreign ministers of Japan and the Republic of Korea. The United States twice spoke up for Taiwan at the WHO Executive Board session held in February. In April, it publicly refuted China’s misuse of United Nations General Assembly (UNGA) Resolution 2758 at the UN Security Council for the first time, reiterating that the resolution did not preclude Taiwan’s participation in the UN system or other multilateral fora. In terms of US congressional support, the House of Representatives passed the Taiwan International Solidarity Act without opposition on May 5. The act urged the US government to resist China’s efforts to suppress Taiwan through mischaracterization of UNGA Resolution 2758. In addition, nine US state legislatures approved resolutions backing Taiwan’s involvement in international organizations.

     

    Furthermore, in a joint statement issued following a meeting in March, the G7 foreign ministers reaffirmed support for Taiwan’s meaningful participation in international organizations. On May 15, the European Union expressed a similar stance and recognized the extraordinary contributions Taiwan can make through its digital healthcare capabilities. In February, the European Parliament overwhelmingly adopted a resolution on the implementation of the EU Common Foreign and Security Policy, which backed Taiwan’s meaningful participation in relevant world bodies. 

    High-ranking European officials who publicly spoke up for Taiwan included Italian Deputy Prime Minister and Minister of Foreign Affairs Antonio Tajani, Irish Deputy Prime Minister and Minister for Foreign Affairs and Trade Simon Harris, Australian Minister for Foreign Affairs Penny Wong, Swedish Minister for Foreign Affairs Maria Malmer Stenergard, and Swedish Minister for Social Affairs and Public Health Jakob Forssmed. A total of 534 members of the European Parliament and 29 national parliaments across Europe cosigned a letter of the Formosa Club reaffirming support for Taiwan. The World Medical Association and other professional groups endorsed Taiwan’s participation in WHO and the WHA as they had done in the past.

     

    MOFA thanks the representative offices in Taiwan of the United Kingdom, France, Australia, Canada, the Czech Republic, Germany, Japan, and Lithuania for issuing a joint statement for the fifth year prior to the WHA affirming the immense benefits that Taiwan could bring to WHA discussions. The statement also emphasized that there was no legitimate reason for Taiwan’s exclusion from the WHA and that Taiwan’s absence would undermine the spirit of inclusive global public health cooperation and safety that WHO’s founding documents called for.

     

    MOFA points out that these positive developments fully demonstrate that China’s unreasonable obstruction of Taiwan’s participation in WHO has gained little traction or support among nations worldwide. MOFA reiterates that UNGA Resolution 2758 and WHA Resolution 25.1 make no mention of Taiwan, have nothing to do with Taiwan, and therefore cannot be cited as a legal basis for precluding Taiwan from participating in WHO or other international organizations or multilateral mechanisms or fora. MOFA asks that the WHO Secretariat listen closely to member countries, stop further condoning political manipulation by China, and instead work to realize WHO’s goals of “Leaving No One Behind” and “One World for Health” so as to fulfill its responsibility to maintain and improve the health and well-being of all people. MOFA also asks that Taiwan be allowed full and unobstructed participation in all WHO meetings, mechanisms, and activities, including the WHA. (E)

    WASHINGTON – The Department of Homeland Security today hosted a press conference to set the record straight and to address the media’s misleading reporting on migrant flights to South Sudan. DHS conducted a deportation flight from Texas to remove some of the most barbaric, violent individuals illegally in the United States.  Now a federal judge in Massachusetts is trying to force the United States to bring these criminals back. 

    “We are removing these convicted criminals from American soil so they can never hurt another American victim. It is absurd that an activist judge is trying to force the United States to bring back these uniquely barbaric monsters who present a clear and present threat to the safety of the American people,” said Assistant Secretary Tricia McLaughlin. “We have given the media the names of these monsters. I implore the media to stop doing the bidding of these criminals and to tell the stories of innocent Americans who have been victimized.”

    Below are the individuals ICE removed from American communities.

    Enrique ARIAS-Hierro, a Cuban national, was arrested by ICE on May 2, 2025. His criminal history includes convictions for homicide, armed robbery, false impersonation of official, kidnapping, robbery strong arm.

    On April 30, 2025, ICE arrested Cuban national, Jose Manuel RODRIGUEZ-QUINONES. He has been convicted of attempted first-degree murder with a weapon, battery and larceny, canine possession and trafficking.

    Thongxay NILAKOUT, a citizen of Laos, was arrested by ICE on January 26, 2025. NILAKOUT is Convicted of first-degree murder and robbery; sentenced to life confinement.

    On May 12, 2025, ICE arrested Mexican national, Jesus MUNOZ-Gutierrez. He is Convicted of second-degree murder; sentenced to life confinement.

    Dian Peter DOMACH, a citizen of South Sudan, was arrested by ICE on May 8, 2024. DOMACH is convicted of robbery and possession of a firearm, of possession of burglar’s tools and possession of defaced firearm and driving under the influence.

    Kyaw MYA, a citizen of Burma was arrested by ICE on February 18, 2025. MYA is convicted of Lascivious Acts with a Child-Victim less than 12 years of age; sentenced to 10 years confinement, paroled after 4 years.

    Nyo MYINT, a citizen of Burma was arrested by ICE on February 19, 2025. MYINT is convicted of first-degree sexual assault involving a victim mentally and physically incapable of resisting; sentenced to 12 years confinement. MYINT is also charged with aggravated assault-nonfamily strongarm.

    On May 3, 2025, ICE arrested Tuan Thanh PHAN, a Vietnamese national. PHAN is Convicted of first-degree murder and second-degree assault; sentenced to 22 years confinement.

    Post-secondary students from across Saskatchewan are crossing the stage and preparing to enter the work force this spring. Over 10,000 students are graduating from universities, federated, affiliated and regional colleges, technical institutes and private vocational schools in 2025.
