  • MIL-OSI USA: Travel Advisory Reminder: RIDOT to Temporarily Close Devil’s Foot Road Bridge in North Kingstown for Bridge Rehabilitation

    The Rhode Island Department Transportation (RIDOT) is reminding motorists that tomorrow, Friday, May 16 at 9 p.m., it is scheduled to temporarily close the Devil’s Foot Road Bridge, located between School Street and the Davisville Road/Old Baptist Road intersection in North Kingstown.

    The bridge will remain closed until approximately late fall 2025, when RIDOT anticipates completing the replacement of the bridge’s superstructure. It carries about 5,200 vehicles a day on Devil’s Foot Road, over Amtrak’s Northeast Corridor.

    During the closure, motorists can use the following detours:

    From Post Road to Frenchtown Road: Use Devil’s Foot Road eastbound to Post Road northbound. Use the turnaround for Route 1 South to Frenchtown Road westbound.

    Frenchtown Road to Post Road: Follow Frenchtown Road eastbound to Route 1 South to its intersection with Devil’s Foot Road.

    Local Traffic on Devil’s Foot Road (east of the closed bridge) to Frenchtown Road: Use the on-ramp at West Davisville Road to Route 403 West toward Route 4. Use the ramp to Route 4 South, then take Exit 7A for Frenchtown Road.

    Local Traffic on Devil’s Foot Road (west of the closed bridge) to Post Road: Follow Davisville Road westbound to Frenchtown Road, turn right, then right again onto Post Road southbound. A detour map is available at www.ridot.net/DetourMaps.

    The bridge currently has a 5-ton weight limit and is classified as structurally deficient. It was built in 2007 as part of the Route 403 highway project, but RIDOT determined that the concrete box beams used in its construction had a fabrication defect and its superstructure needed to be replaced. The work on the Devil’s Foot Road Bridge is part of a larger, $76.8 million multi-bridge project that also will replace the bridges carrying Route 2 and Frenchtown Road over Route 4. The entire project is scheduled for completion in Spring 2027.

    All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings, and weather.

  • MIL-OSI USA: Governor Polis Orders Flags Lowered in Honor of Peace Officer Memorial Day

    DENVER – Today, Governor Polis ordered flags to be flown at half-staff until sunset on Thursday, May 15th, in recognition of Peace Officer Memorial Day, to honor the Peace Officers who have died or been killed in the line of duty protecting Colorado communities.

    “Today, on Peace Officer Memorial Day, we honor the public safety service members who have died protecting us and our communities. Law enforcement officers put their lives on the line each day to keep us safe, and it is important for us to take a moment today to honor those who gave the ultimate sacrifice for our safety. My thoughts and prayers are with the families of fallen officers, and my gratitude is with those who serve our state each and every day,” said Governor Polis.

    Voters this past November passed Proposition 130, investing $350 million in law enforcement recruitment, training, retention efforts, and creating additional benefits to support the families of officers killed in the line of duty. Governor Polis is committed to implementing this funding as quickly as possible to strengthen law enforcement and support the families whose loved ones gave their lives for our safety. The legislature formalized these investments through SB25-310 – Proposition 130 Implementation, which Governor Polis looks forward to signing into law soon.

    On Peace Officers Memorial Day and during Police Week, we honor our brave officers who serve on the front lines to protect our families, safeguard our communities, and shoulder a burden of responsibility that most Americans cannot fathom.  This week and always, we honor the courageous men and women serving in law enforcement and memorialize those who sacrificed their lives defending the thin blue line.

    A nation in chaos ceases to be a citadel of liberty.  Tragically, the previous administration allowed lawlessness to permeate our country, making it harder for our law enforcement officers to do their jobs.  Their reckless, soft-on-crime policies emboldened criminals and thugs; wreaked havoc on the sanctity of our homes, businesses, and public spaces; instilled fear; and jeopardized public trust.

    As your 47th President, I am fulfilling my promise to make America safe again by reclaiming sovereignty on the border and restoring the rule of law in communities nationwide.  We will utilize every available means to equip and train law enforcement, retain qualified officers, and recruit on the basis of meritocracy.

  • MIL-OSI NGOs: Siege of Gaza: MSF denounces new aid mechanism proposed by US and Israel story May 15, 2025

    As hunger deepens and Gaza’s health system collapses, the US and Israel are pushing a new aid mechanism, which raises widespread ethical, legal, security, and logistical concerns, said Doctors Without Borders/Médecins Sans Frontières on Wednesday.

    The plan—centered around the so-called Gaza Humanitarian Foundation—seeks to bypass UN-led coordination and place aid delivery under direct Israeli control, effectively forcing a militarized system on humanitarian organizations, donors, and civilians, said MSF.

    The United States, the UN, EU member states, and all those with influence over Israel must urgently use their political and economic leverage to stop the instrumentalization of aid.

    Rather than facilitate access, the plan threatens to further institutionalize obstruction, instrumentalize aid, and entrench the Israeli occupation. By conditioning lifesaving assistance on displacement and compliance with Israeli screening, the plan violates humanitarian principles. Making aid conditional on forced displacement and vetting of the population would be another tool in the ongoing campaign of ethnic cleansing of the Palestinian population. MSF firmly rejects and condemns this plan of full control over who receives aid. We  cannot accept a system which subjugates humanitarian aid to military and occupation objectives.

    We are witnessing, in real time, the creation of conditions for the eradication of Palestinian lives in Gaza, said MSF.

    The obstruction of humanitarian aid is a direct violation of UN Security Council Resolution 2720, which calls for the unimpeded delivery of humanitarian aid to civilians. Claims that aid is being diverted by Hamas remain unverified and in no way justify such measures. As the occupying power, Israel must facilitate impartial humanitarian assistance for the population in need.

    “The United States, the UN, EU member states, and all those with influence over Israel must urgently use their political and economic leverage to stop the instrumentalization of aid,” said Avril Benoît, CEO of MSF in the United States. “Humanitarian supplies, food, fuel, and medicines must be allowed to reach the people of Gaza now. Humanitarian aid must reach all the people who desperately need it.”

    Since Israel’s resumption of attacks and its total blockade of aid launched on March 2, Gaza has become hell on earth for Palestinians. The survival of Palestinians lies at the mercy of Israeli authorities, who are denying the entire population access to food, water, medical care, and shelter. Israel continues to pursue its campaign of ethnic cleansing by deliberately destroying the conditions necessary for life.

    Organizations including World Central Kitchen and the World Food Programme (WFP) have announced that they have no more food stocks available in Gaza. Most community kitchens and bakeries have closed. MSF medical teams in Gaza City have seen a 32 percent increase in the number of patients presenting with malnutrition over the past two weeks.

    Dwindling fuel stocks are limiting the ability to desalinate and distribute water. The health facilities that are still functioning—already critically inadequate in number and capacity for the population—are still being attacked and are suffering from rapidly diminishing stocks of medications and other essential supplies. MSF teams in Gaza have not been able to receive any supplies for 11 weeks and face critical shortages of essential medical items such as sterile compresses and sterile gloves.

    Israel’s evacuation orders and established no-go military zones now cover 70 percent of Gaza. The population has been forcibly transferred from one place to another, while not a single area of Gaza has been spared from attacks. The desperateness of the situation is such that MSF teams have treated and discharged patients only to see them return with new injuries.

    Israel’s plan to instrumentalize aid is a cynical response to the very humanitarian crisis they created. If they wished, Israel and its allies could lift the blockade today and let humanitarian aid reach all those in Gaza whose survival depends on it.

    MANDAN, ND (May 15, 2025) — In the first hearing since the trial concluded in Energy Transfer’s bullying lawsuit against Greenpeace Inc., Greenpeace Fund, and Greenpeace International, the defendants argued to reduce the more than $660 million damages awarded to Energy Transfer. Arguments included the fact that damages awarded exceed what is allowed by the law and bear no reasonable relationship to Energy Transfer’s alleged damages.

    Deepa Padmanabha, Senior Legal Advisor, Greenpeace USA, said: “Our fight is far from over. Today’s hearing was another step in this important legal battle to protect the rights to protest and free speech, especially as we are witnessing unprecedented attacks on these rights. As we await the Court’s decision on our motion to reduce the damages award, we will continue to fight back against all attempts to silence and intimidate those speaking truth to power.” 

    Kristin Casper, General Counsel, Greenpeace International, said: “While the Court reserved its ruling on today’s motions and did not enter a final judgment, we presented compelling arguments to reduce the perverse damages the jury awarded. Regardless of the outcome, Greenpeace International is committed to exhausting all legal avenues to challenge and overturn any outcome that violates our rights.”

    The next hearing on May 27, 2025 will address renewed requests by Greenpeace defendants for the Court to rule in their favor — despite the jury reaching a different conclusion — because the evidence presented at trial was legally insufficient to rule in Energy Transfer’s favor. Other post-trial matters could also be raised and argued at the upcoming hearing.

    Fischer on Supporting a Strong Defense Budget:

    “On the Senate Armed Services Committee, for the last 3 years of the previous administration, President Biden sent us a budget, and in a bipartisan way in the Senate we’ve, for the most part, a strong majority of the Committee agreed that it was not enough.” 

    “I am not happy with the way OMB is trying to turn this. President Trump has said he wants peace through strength. In order to have peace through strength, we have to continue to have a defense budget that meets the needs of our military, of our military members, and to meet those growing threats that we see in this world.”

    “There are a number of us that would like to see a much more robust budget.”

    Fischer on DOD Retaining Spectrum Access:

    “It’s extremely important for the Department of Defense to maintain their ownership and access of the lower 3 but also parts of 7 and 8 [GHz].”

    Fischer on House Spectrum Provisions in Reconciliation:

    “I think it needed to go much further, much further. I personally cannot accept it as it came out of the E&C Committee.”

    “I’m also on the Commerce Committee, and that Committee is looking at spectrum as well in having a pipeline established and also a spectrum auction.”

    “In the E&C bill, it put the pipeline in and somewhat defined it for the lower three. But there’s no definition for auction authority for the FCC, so they could go outside of that since they have the authority and be able to auction other bands, whether it’s the lower three or seven – eight [GHz].”

    “I believe in the Senate, we must be able to have complete definitions on what bands DOD needs. And this is again, for a number of radars, a number of sensors, and a number of assets I can’t tell you about, how important that is.”

    “When it comes to the idea that this is going to be the silver bullet for reconciliation, I disagree with that as well.”

    Fischer on Golden Dome Execution:

    “We’ve been working closely with the White House, and they have been very supportive working closely with the Department of Defense. And every time a military commander is asked about Golden Dome and spectrum, the need for spectrum, they will bluntly say …  it [Golden Dome] will not happen if the Department loses access to the spectrum they have.”

    WASHINGTON, D.C. – Today, U.S. Senators Tammy Baldwin (D-WI), Ashley Moody (R-FL), and Peter Welch (D-VT) introduced legislation to give relief to those who have been victims of fraud, scams, thefts, accidents, and other personal casualty losses. The Tax Relief for Victims of Crimes, Scams, and Disasters Act reinstates the tax deduction for personal casualty and theft losses and ensures victims of scams, robberies, storms, and fires do not have to pay taxes on stolen assets and further wipe out their hard-earned savings and financial security. 
    “When Wisconsinites fall victim to a fraud or scam, the last thing they should have to worry about is being slapped with an unexpected tax bill once tax season rolls around,” said Senator Baldwin. “I am proud to work with my Republican and Democratic colleagues to introduce this commonsense bill to help make sure if someone is down and out, they have one less thing to worry about than being hit with a tax bill.”
    “As hurricane season is around the corner, I will continue supporting policies that protect Floridians from scammers and fraudsters,” said Senator Moody. “My Tax Relief for Victims of Crimes, Scams and Disasters Act will provide commonsense tax relief for victims, often seniors, who have been financially devastated by scams, crimes or destruction from disasters. This legislation will help folks get back on their feet when they experience hardship. When I was Attorney General of Florida, I made sure to fight for Floridians who fell victim to scams, and I will continue bringing this fight to D.C. so that folks have the protections they need.”
    “It’s outrageous that folks scammed out of their life’s savings are hit with large tax bills. I’m proud to introduce this bill to reinstate this important tax deduction to provide crucial financial relief to those victimized by scams and theft,” said Senator Welch. “Vermont experienced catastrophic floods in July of 2023 and 2024. We know firsthand that victims of floods, storms, and fires go through so much—the last thing they should worry about is being penalized for a natural disaster.”
    Companion legislation will be introduced in the U.S. House by Representatives Jamie Raskin (D-MA-08) and Greg Steube (R-FL-17).
    “Americans who fall prey to scams and rip-offs deserve relief, not massive tax bills from the IRS,” said Rep. Raskin. “Our bipartisan legislation will help millions of Americans, including one of my constituents who was defrauded out of her entire retirement savings and then hit with an enormous tax penalty. I am proud to work with my colleagues on both sides of the aisle in the House and the Senate to bring a measure of justice to victims of scams, thefts and disasters.”
    Until 2018, the federal government allowed victims of crimes and unexpected, uninsurable disasters to deduct these losses from their taxes with a provision called the Casualty and Theft Loss Deduction. Today, scam victims and homeowners are on the hook for tens or hundreds of thousands of dollars in federal taxes unless their misfortunes meet a narrow set of criteria.
    The growing sophistication of cybercriminal networks has led to a rapid proliferation in fraud for the past five years. In 2024 alone, American taxpayers reported $16.6 billion in cyber fraud to the FBI. The average victim of elder fraud lost $83,000. Natural disasters are also on the rise during a period of increasing insurance premiums and unexpected claim denials.
    Senator Baldwin introduced this legislation last year after hearing the story of one Wisconsin woman who was scammed out of her entire savings, investments, and 401(k), more than $200,000 in total, and was forced to pay more than $15,000 in taxes.
    Without a reinstatement of the casualty and theft loss deduction, Americans who are victims of theft and non-federally declared disasters will continue to face hefty federal tax bills that the IRS is obligated to enforce.
    The Tax Relief for Victims of Crimes, Scams, and Disasters Act:
    Reinstates the tax deduction for personal casualty loss and provides retroactive coverage to taxpayers who suffered losses in the years that followed.
    Ensures that victims who suffered losses since 2017 are able to file an amended tax return accounting for their personal casualty loss.

  • MIL-OSI USA: ICE Boston removes Dominican national charged with larceny, drug crimes in Massachusetts

    BOSTON — U.S. Immigration and Customs Enforcement removed a Dominican national charged with drug trafficking and larceny charges in Massachusetts. Officers with ICE Boston removed Alixon Romero-Roa from the United States to the Dominican Republic April 8.

    “Alixon Romero-Roa illegally entered the United States and immediately engaged in criminal activity,” said ICE Enforcement and Removal Operations Boston acting Field Office Director Patricia H. Hyde. “Romero apparently attempted to peddle poison in our Massachusetts neighborhoods, potentially ruining families and creating victims if allowed to continue. ICE Boston will not allow criminal alien offenders to continue creating victims in our New England communities. We remain steadfast in our duty to prioritize public safety by arresting and removing illegal alien offenders from our streets.”

    U. S Border Patrol arrested Romero Oct. 3, 2021, after he illegally entered the United States near Rio Grande Valley, Texas.

    On Oct. 22,2021, U.S. Citizenship and Immigration Services served Romero a notice to appear before a Justice Department immigration judge.

    The Topsfield Police Department arrested Romero Dec. 4, 2021, and charged him with larceny over $250 by single scheme.

    On April 27, 2022, a DOJ immigration judge ordered Romero removed from the United States to the Dominican Republic.

    The Boston Police Department arrested Romero March 3 and charged him with drug possession with intent to distribute and drug trafficking. The next day, ICE Boston lodged an immigration detainer against Romero with the Nashua Street Jail.

    “We are encouraged that our law enforcement partners opted to honor our immigration detainer in this case,” Hyde said. “It is refreshing that the Nashua Street Jail placed a priority on public safety. The alternative would be for ICE to send a team of officers to make an at-large arrest potentially placing the officers, the offender — and most importantly, the community — in harm’s way.”

    On March 6, 2025, the Nashua Street Jail honored ICE’s detainer and released Romero into ICE Boston’s custody. ICE officers served Romero with a warrant of removal.

    ICE Boston removed Romero from the United States to the Dominican Republic April 8.

    Orlando Duncan Da Silva Bain arrested by ICE Buffalo

    BUFFALO, N.Y. — U.S. Immigration and Customs Enforcement arrested a citizen of the United Kingdom who misrepresented himself upon entry when he failed to disclose his criminal record in his home country. ICE Buffalo officers apprehended Orlando Duncan Da Silva Bain during a targeted enforcement operation May 7 in Niagara Falls, New York.

    Da Silva Bain, 19, was recently admitted to the United States as a nonimmigrant in Orlando, Florida. By failing to acknowledge his significant criminal record in the U.K. on his Electronic System for Travel Authorization application, he violated the terms of admission under the visa waiver program and is thereby amenable to removal from the U.S.

    After Da Silva Bain’s admittance, officials discovered he has been convicted of the following offenses:

    • Take a child so as to keep him/her from a person having lawful control.
    • Offender 18 or over engage in penetrative sexual activity with a minor.
    • Cause/incite the sexual exploitation of a child aged 13-17.
    • Possess indecent photograph/pseudo-photograph of a child.
    • Cause a child aged 13 to 15 to watch/look at an image of sexual activity-offender 18 or over.
    • Postal service-send obscene/indecent article.

    Da Silva Bain is in ICE custody at the Buffalo Federal Detention Facility pending his removal from the U.S.

  • MIL-OSI USA: IAM Union Joins Other Labor and Workplace Health and Safety Groups Sue to Restore Programs at the National Institute for Occupational Safety and Health (NIOSH)

    (Washington, D.C.)—Unions across nursing, education, mining and manufacturing industries, along with a manufacturer of personal protective equipment (PPE), today sued the Trump administration to reverse the illegal dismantling of the National Institute for Occupational Safety and Health (NIOSH), a component of the Department of Health and Human Services (HHS). 

    The Trump administration and HHS Secretary Robert F. Kennedy Jr.’s reckless cuts to NIOSH—made under the direction of Elon Musk’s DOGE—have shut down vital programs and will result in the firing of more than 85% of the staff by July. The chaos of dismantling, temporarily recalling, and piecemeal reinstatements of staff has wreaked havoc on workers’ lives, discontinuing services and programs altogether and creating total disruption in the benefits and protections that workers and the public depend on. 

    Public Citizen Litigation Group and the AFL-CIO’s Office of the General Counsel filed the lawsuit in the U.S. District Court for the District of Columbia on behalf of unions, workplace safety experts and a PPE manufacturer. The plaintiffs include the AFL-CIO, American Federation of Teachers (AFT), Association of Occupational and Environmental Clinics (AOEC), California Nurses Association/National Nurses Organizing Committee (CNA/NNOC), Dentec Safety Specialists Inc., the IAM Union (IAM), National Federation of Federal Employees (NFFE-IAM), National Nurses United (NNU), New York State Nurses Association (NYSNA), United Auto Workers (UAW), Mine Workers (UMWA) and United Steelworkers (USW).

    As the complaint explains, the cutbacks directly threaten the lives of workers whose safety and health depend on NIOSH, detailing cuts to its vital, congressionally mandated work that all depend on the expertise throughout the whole of the agency, including: 

    • Certifying respirators and testing other PPE and technologies used by workers across industries, including in health care, mining, manufacturing, firefighting and construction, and preventing counterfeits from entering the market.
    • Conducting critical mine safety research and providing medical screenings for coal miners.
    • Investigating workplaces to identify and mitigate exposure to toxins and potential health hazards.
    • Funding the formal training for future industrial hygienists, epidemiologists, physicians, and other occupational safety and health professionals through universities and field-based internships.
    • Providing scientific and technical support to enable medical compensation for nuclear weapons workers and Sept. 11 first responders. 

    On Tuesday, following a sustained outcry from unions, public health experts, and lawmakers,  HHS rescinded the layoff notifications for approximately 300 workers, a fraction of the total NIOSH staff of approximately 1,000 workers. The move came after a judge granted a temporary restraining order late Friday, ordering the Trump administration to stop any moves intended to implement Trump’s February executive order directing agencies to begin major reorganizations. Today’s complaint calls for all NIOSH workers to be reinstated across the agency so that NIOSH can resume its work. 

    “By gutting NIOSH, Elon Musk and his DOGE won’t just be cutting corners—they are cutting lives short and placing working people in danger. Working people have fought too hard for these critical protections to now watch an unelected billionaire dismantle them and take us back to a time when chronic disease and death on the job was commonplace,” said AFL-CIO President Liz Shuler. “I’m proud to stand shoulder to shoulder with unions and partners today in filing this lawsuit to challenge this illegal, reckless and potentially deadly assault on worker health and safety.”

    Each year, more than 5,000 workers die from injuries on the job, 135,000 workers die from occupational disease, and millions more are injured. Without NIOSH, these numbers will increase. The lawsuit follows a May 1 letter from the AFL-CIO and 27 unions urging Congress to intervene to reinstate NIOSH staff and restore its programs. 

    “The illegal firing of NIOSH workers and the gutting of critical safety programs by Elon Musk and the Trump administration will have devastating consequences for American workplaces,” said IAM International President Brian Bryant. “This reckless action threatens our preparedness for workplace violence, emergency planning, chemical and biological threats, and vital worker training. This lawsuit will help us to restore NIOSH’s mission and protect the safety and health of workers throughout our nation.”

    In this newsletter, we are excited to highlight the release of the National Seed Strategy Progress Report for 2022 and 2023. The National Seed Strategy provides a roadmap for increasing the supply of genetically appropriate native seed for restoration in the US, and this new report highlights the critical role that USGS plays in providing research, scientific expertise, and tools to support native seed development and use. Our spring newsletter also includes updates on conference presentations and recently released publications. As always, please reach out to discuss any questions or potential collaboration opportunities for research and restoration in the Southwest. 

    RAMPS on the Road 

    Conferences provide an important opportunity for RAMPS to share relevant research updates with land managers and scientists while connecting with existing and new collaborations. So far in 2025, the RAMPS Team gave invited presentations on RestoreNet at the following symposia: 

    The Society for Range Management and National Native Seed Conferences were attended by a broad coalition of land managers, restoration practitioners, researchers and private landowners and ranchers. At the Native Seed Conference, RAMPS coordinator Laura Shriver also presented a talk, “Bridging theory and practice to improve native seed selection for restoration” with initial results from a literature review drawing comparisons between seed selection insights from the scientific literature and federal agency guidance for seed selection in practice. Laura also presented a poster summarizing information from the National Seed Strategy Progress Report for 2022 and 2023.

    National Seed Strategy Progress Report 

    RAMPS Coordinator, Laura Shriver, joined Plant Conservation Alliance leaders to write the National Seed Strategy Progress Report for 2022 and 2023. The report showcases the contributions of federal agencies and over 300 partners across the country to advance the National Seed Strategy, a pragmatic approach to meet the growing demand for native plant seed for restoration. In addition to summarizing data and project highlights, the report includes agency summaries outlining accomplishments, including from the USGS. The USGS provides essential research and scientific expertise to support the development and use of native seed for restoration, and the RAMPS program has led reporting efforts for all three National Seed Strategy Progress Reports.

    Research Updates – New Publications 

    Natural resource management under drought and wildfire 

    In this study, RAMPS Ecologist, Seth Munson, and others developed a conceptual framework that links the scale and severity of drought and wildfire associated ecosystem impacts with management interventions. A Northern Arizona University researcher conducted surveys and interviews of natural resource managers on the Colorado Plateau to gain insight into their perceptions of the scale of drought and wildfire impacts, ecosystem responses to drought and wildfire, relationships between the scale and severity of impacts and associated natural resource responses, and perceived barriers to implementing management actions. Results of the collaboration indicated that resource managers experienced drought more frequently than wildfire, and perceived intensifying impacts to ecosystems resulting from both stressors. Results also indicated that resource managers recognized strategies to address the widespread impacts of drought and wildfire on ecosystems, but many adaptation-specific actions remained unclear or presented barriers for implementation. To overcome these barriers, the authors suggest improving effective science communication, refining information tailored to meet adaptation goals at management-relevant scales, and providing opportunities for adaptive management that can proactively address intensification of drought and wildfire.

    How does trait variability affect plant performance? 

    In this study, researchers from the USGS, BLM, and Northern Arizona University collaborated to explore the effects of variation of plant characteristics, or traits, of different populations of the same plant species on plant performance. They examined whether variation of traits influenced plant performance both at field sites, where seeds were originally collected, and in a New Mexico common garden. They found that variation of traits within the same species at field sites did not predict variability in the common garden and that greater trait variability did not consistently yield better plant performance, suggesting that trait variability among wild populations of the same species may have limited utility for predicting plant performance responses in restoration settings.

    Declining ecological resilience and invasion resistance projected in the sagebrush region 

    This study, led by USGS scientists and partners from other federal agencies, used an ecohydrological model to quantify the impacts of projected future climate on ecological resilience and invasion resistance in the sagebrush region of the US. Results suggest widespread decreases of resilience and resistance, especially in sagebrush ecosystems, highlighting a growing challenge for regional natural resource managers. The authors suggest that spatially explicit datasets can provide information to improve long-term risk assessments, prioritizations, and climate adaptation efforts.

  • MIL-OSI Security: Toronto — Canadian pleads guilty to terrorism charges

    On May 12, 2025, at the Superior Court of Justice in Toronto, Khalilullah Yousuf (36), of Toronto plead guilty to two charges relating to the largest terrorism financing scheme in Canadian history.

    Between September 2019 and December 2022, Mr. Yousuf used cryptocurrency and money transfers to fund terrorism overseas. Yesterday, in an agreed upon statement of facts, Mr. Yousuf admitted to the financing of terrorism, contrary to section 83.03 of the Criminal Code of Canada.

    As part of the plea agreement, Khalilullah Yousuf has admitted to raising over $15,000 through the platform “GoFundMe” and contributing over $35,000 to multiple receivers for the benefit of Daesh, a listed terrorist organization.

    Regarding the second charge, Mr. Yousuf has plead guilty to participating in the activities of a terrorist group, contrary to section 83.18 of the Criminal Code of Canada. He has admitted to creating and distributing a collection of over 3,800 internet-based hyperlinks. These links were curated with the purpose of radicalizing, indoctrinating and recruiting for the benefit of Daesh, a listed terrorist organization. Between October 2020, and March 2021, Mr. Yousuf communicated with an individual in the United States who was later convicted there for attempting to provide material support to the same listed terrorist organization.

    This is the largest terrorism financing conviction to date in Canada in terms of monetary value. This conviction is also the first successful terrorism financing conviction in Canada where the accused used crypto currency and the first where they used online crowdfunding.

    WASHINGTON, D.C. – California Attorney General Rob Bonta today, alongside a coalition of 19 attorneys general, issued a joint statement following U.S. Supreme Court oral arguments on President Trump’s unconstitutional executive order on birthright citizenship: 

    “We were proud to stand together to defend birthright citizenship and the rule of law at the U.S. Supreme Court today. For 127 years, since the Supreme Court settled the issue, the law has been clear: if you are born in this country, you are a citizen of the United States and of our States. Administrations of both parties have consistently respected that right ever since. As every court to have considered the policy agrees, the President’s attempt to end birthright citizenship is patently unconstitutional. The Trump Administration’s argument before the Supreme Court today—that the President should be permitted to strip American citizenship from people based solely on the state in which they happen to be born—would upend settled law and settled practice and would produce widespread chaos and disruption. The President cannot rewrite the Constitution and contradict the Supreme Court’s own holdings with the stroke of a pen.”

    Joining Attorney General Bonta in issuing the statement are the attorneys general of Arizona, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maine, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont, Washington, and the District of Columbia.

    On January 21, 2025, Attorney General Bonta co-led a multistate coalition in filing a lawsuit challenging the President’s unconstitutional executive order terminating birthright citizenship. The U.S. District Court for the District of Massachusetts subsequently granted a preliminary injunction barring the order from going into effect. The U.S. Supreme Court today heard oral arguments about whether the scope of the nationwide injunction we secured blocking the executive order from taking effect is legal and justified.   

    “The rights guaranteed by the U.S. Constitution belong to everyone in this country — not just those born in states whose attorneys general have stood up to challenge the President’s unlawful executive order. It’s clear that a nationwide injunction is not only appropriate here to avoid devastating harm to the states and their residents, but is also directly aligned with prior Supreme Court precedent,” said Attorney General Bonta. “Today’s oral arguments are one step in this important case’s progress — but it’s far from the end of the road. We’ll continue to be here, every step of the way, fighting to uphold and protect the constitutional right to birthright citizenship.”

  • MIL-OSI USA: Investing in Central New York’s Downtowns

    overnor Kathy Hochul today announced awards for a total of 20 transformational projects in Central New York as part of two economic development programs: the Downtown Revitalization Initiative and NY Forward. Nine projects were announced for Aurora, Cayuga and Union Springs, the joint Round 7 winner of a $10 million DRI award; seven projects were announced for Canastota, a Round 2 winner of a $4.5 million NY Forward award; and four projects were announced for Brewerton, also a Round 2 winner of a $4.5 million NY Forward award.

    “Central New York is at the forefront of the economic resurgence sweeping across our state, and I’m investing in 20 projects that will transform our towns and villages, and strengthen the communities around them,” Governor Hochul said. “When we invest in our communities, we make it easier for families and businesses to do what they do best with the freedom to do it better — that’s why I’m fighting to make our neighborhoods better for generations to come.”

    New York Secretary of State Walter T. Mosley said, “When we invest in our downtowns, we’re investing in the heart of our communities. Through the Downtown Revitalization Initiative and NY Forward program, we’re not just funding projects – we’re fostering vibrant, walkable neighborhoods that spur economic growth, enhance quality of life for residents and preserve the unique character of each municipality and region.     The 9 Aurora, Cayuga and Union Springs DRI projects, totaling $9.7 million, include:

    • Redevelopment of Beacon Bay Marina ($2,500,000): Redevelop the existing building into new lodging units, a property manager’s apartment and a small open-air gathering space primarily for lodging guests. The project also includes the installation of new docks to accommodate additional boating activity.
    • Improvements to Frontenac Park ($1,338,000): Develop new pathways for pedestrian circulation, new pay station and accommodations for parking. The project also includes repurposing of the house at the end of Factory Street into a recreation office and community gathering space, creation of a new patio for outdoor recreation programming and classes, addition of a new picnic shelter and restoration of lawn areas.
    • Transformation of McIntosh Park ($2,083,000): Transform McIntosh Park through renovations that include drainage improvements, paved entrance road and parking, basketball and pickleball courts, relocation of the existing tee-ball field, new benches, construction of an inclusive playground and a new pavilion.
    • Development of Mixed-Use Building at 143 Cayuga Street ($1,428,000): Construct a new multi-story, mixed-use building that will include apartments on the upper floors and retail space on the ground floor.
    • Construction of a Southern Gateway: Aurora Waterfront Park ($773,000): Construct a Southern Gateway Park by repurposing the old railway bed into a durable, shared use, ADA compliant trail. Additional park features include new signage, a new parking area, picnic tables with grills and shade trees. The project will also include an accessible canoe/kayak launch, kayak storage rack and Blueway launch site signage, Blueway Trail kiosk, benches along the trail and a concrete sidewall.
    • Development of Marina Gateway and Storefront Entrance, Waterfront Café and Additional Boat Service Facilities ($589,000): Develop a marina gateway via removal of structures at 107 Cayuga Street, new storefront entrance for the Marina show room and construction of triple bay service and parts facility. The project also includes the construction of a waterfront café to be open for year-round use.
    • Development of Apartments at 6200 Center Street ($446,000): Adaptive reuse of an existing building at 6200 Center Street into two-bedroom loft style apartments and associated storage spaces for residents.
    • Restoration of the Historic Patrick Tavern Building and Development of Tavern Green at 302 Main Street ($363,000): Restore Patrick Tavern including the addition of an historically accurate covered porch along the Village’s Main Street façade. The project also includes the replacement of the roof, windows and doors as well as new interpretive signage, sidewalk connection, bike racks, storage room, new exterior lighting, a stone patio and stone wall and ADA accessible ramps. Behind the building, a new green space will be developed to allow for markets and events.
    • Upgrades to Community Center and New Accessible Entrance at 337 Main Street ($180,000): Install a new ADA accessible entryway with improved lighting, signage and a sidewalk connection to existing public walk. The project provides updates to the existing meeting space including the replacement of flooring, new lighting, reconstruction of the kitchen and HVAC installation.

    Village of Canastota

    The Village of Canastota has demonstrated that it is ready for transformative growth with its historic village, past investments and abundant recreational opportunities. The NY Forward projects identified will capitalize on these assets and redevelop vacant sites, while also restoring and enhancing the Village’s rural charm and Erie Canal heritage.

    The 7 Canastota NY Forward Projects, totaling $4.5 Million, include:

    • Develop a Mixed-Use Pocket Neighborhood with Cafe Retail Space & Community Amenities on the Erie Canal ($500,000): Construct a retail space within a new “Canalside Pocket Neighborhood,” a multi-building mixed-use housing project. The total pocket neighborhood project will redevelop a vacant site one block from downtown and feature approximately 51 new housing units for diverse income groups that consist of 7–12 new buildings, including single-family homes, townhomes, senior housing, an apartment complex, retail and community amenities.
    • Expand ZEMS/Penny’s to Create New Community Gathering Space South of the Canal ($239,000): Create a two-acre public space in front of ZEMS/Penny’s, renovate the local businesses’ interior and add 600 feet of new sidewalk, a gazebo, music stage and pavilion. The interior expansion will create more retail space and a multipurpose community space. The sidewalk improvements will facilitate greater connectivity between local trails and downtown.
    • Convert Vacant Canal Street Building into NYS Farm Craft Brewing Facility ($575,000): Convert a vacant historic Erie Canal building into a NYS farm brewery and tourist destination. The renovation will involve converting the interior into a brew facility, tasting room, educational venue and packaging facility for off-premises sales. The exterior renovations will include Erie Canal themed exteriors and ample visitor parking.
    • Transform Vacant Historic Farr Building into Erie Canal Brewing Company Taproom & Village Welcome Center ($450,000): Restore an unoccupied historic building to a productive facility, promoting local economic growth, creating jobs, providing affordable apartments, attracting tourism and providing event space. The taproom will feature NY craft beer, wine and locally sourced food.
    • Renovate Historic Building at 138 Canal Street for Commercial Use ($172,000): Revive one of the oldest original structures along the Erie Canal through a complete building renovation that will include a new facade, front porch, walkways and interior finishes. The first floor of the completed project will be marketed for lease to local retail or food and beverage establishments at below-market rents, attracting entrepreneurs to the location.
    • Enhance North Canal Street to Improve Public Space, Walkability and Recreational Opportunities ($1,706,000): Revitalize space adjacent to the historic Erie Canal into a new Village park, incorporating streetscape improvements, Rotary Park enhancements, a canal overlook, a canal-front pavilion, water circulation features and boat launch.
    • Renovate Canastota Fire House for Improved Community Use & Greater Accessibility ($858,000): The project will modernize the Canastota Fire House’s public meeting space for ADA accessibility and enhanced energy efficiency. It includes an elevator installation and restroom renovation for ADA compliance, window replacement, interior improvements and exterior rehabilitation.

    Hamlet of Brewerton

    With its proximity to the Micron semi-conductor site, the Hamlet of Brewerton’s NY Forward projects are being viewed as the first step towards intentional, strategic and collaborative planning. The development of these projects will welcome new residents, visitors, and businesses in the years to come. The combination of public and private improvements will lay the foundation for future private sector investments that will attract more businesses and events to the downtown.

    The 4 Brewerton NY Forward Projects, totaling $4.5 Million, include:

    • Construct 9693 Brewerton Road Mixed Use Development ($1,600,000): Create new retail and residential space in the heart of the NYF area. The development will include a mixed-use building and energy-efficient townhomes.
    • Enhance Lighthouse Park ($1,500,000): Enhance waterfront recreation by adding a two-slip public boat launch, ADA-compliant fishing platform and kayak launch, nature play facility and a new restroom at Lighthouse Park.
    • Construct Apartment Buildings at 9602 Brewerton Road ($1,000,000): Construct two eight-unit buildings in phase 1 and twenty tiny homes in phase 2 within walking access to Oneida Lake and local businesses.
    • Renovate Brewerton Library ($400,000): Expand the library’s role as a community hub by adding a small café space, public meeting room, additional restrooms, a visitor information center and an outdoor seating area.

    DRI and NY Forward communities developed Strategic Implementation Plans (SIPs), which create a vision for the future of their downtown and identify and recommend a slate of complementary, transformative and implementable projects that support that vision. The SIPs are guided by a Local Planning Committee (LPC) comprised of local and regional leaders, stakeholders and community representatives, with the assistance of an assigned consultant and DOS staff, all of whom conduct extensive community outreach and engagement when determining projects. The projects selected for funding from the SIP were identified as having the greatest potential to jumpstart revitalization and generate new opportunities for long-term growth.

    About the Downtown Revitalization Initiative
    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State strengthen its economy, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles. Through nine rounds, the DRI has awarded a total of $900 million to 91 communities across every region of the State.

    About the NY Forward Program
    First announced as part of the 2022 Budget, Governor Hochul created the NY Forward program to build on the momentum created by the DRI. The program works in concert with the DRI to accelerate and expand the revitalization of smaller and rural downtowns throughout the State so that all communities can benefit from the State’s revitalization efforts, regardless of size, character, needs and challenges

    NY Forward communities are supported by a professional planning consultant and team of State agency experts led by DOS to develop a Strategic Investment Plan that includes a slate of transformative, complementary and readily implementable projects. NY Forward projects are appropriately scaled to the size of each community; projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that enhance specific cultural and historical qualities that define and distinguish the small-town charm that defines these municipalities. Through three rounds, the NY Forward program has awarded a total of $300 million to 60 communities across every region of the State.

    External Affairs Minister S. Jaishankar, speaking at the inauguration of the Embassy of the Republic of Honduras in New Delhi on Thursday, described the occasion as a significant milestone that opens a promising new chapter in the longstanding and warm relationship between the two nations.
     
    Jaishankar extended his appreciation to Honduras for condemning the recent terror attack in Pahalgam. Addressing his counterpart, Eduardo Enrique Reina García, Minister of Foreign Affairs and International Cooperation of Honduras, he said, “Minister, let me first acknowledge the statement of solidarity from your country on the cowardly terrorist attack in Pahalgam. We value your public commitment to opposing terrorism in all its forms. It is completely unacceptable in any civilised world. We appreciate your support as we continue to battle terrorism in our region.”
     
    The minister said that the opening of the embassy reflects the shared vision and commitment between India and Honduras to deepen bilateral ties and strengthen institutional cooperation. “I regard this not merely as a ceremonial event but as a testament to our mutual commitment to expand the frontiers of our collaboration,” he said.
     
    He further added that the embassy signifies India’s aspiration to build strong partnerships across the Latin American region, rooted in values of mutual respect, solidarity, and shared progress.

    Discussing economic relations, Jaishankar stated that bilateral trade now stands at USD 310 million, with India exporting pharmaceuticals, textiles, automobiles, and machinery, while importing coffee, wood, and leather from Honduras. He pointed out that the diverse trade basket demonstrates considerable potential for growth in sectors such as agribusiness, renewable energy, healthcare, IT, and manufacturing.
     
    “During our productive talks earlier today, we agreed on the need to strengthen business-to-business linkages, foster investment partnerships, and explore complementarities while exchanging experiences relevant to Indian companies,” he said.
     
    Highlighting Honduras’ strategic location and favourable investment climate, Jaishankar observed its potential in renewable energy and IT-enabled services. He also mentioned a recent collaboration between Hondatel, Honduras’ national telecom operator, and Reliance Jio, aimed at rolling out a 5G network in the country. “This collaboration marks a significant step in digital connectivity and technology innovation,” he added.
     
    Expressing confidence in the embassy’s future role, Jaishankar said it would serve as a hub for trade promotion and business engagement. “The embassy will encourage entrepreneurs to use it as a base for matchmaking, provide institutional support, and facilitate greater initiatives and activities,” he said.

    WASHINGTON, DC — Today, Representative Mikie Sherrill sent a letter to Transportation Secretary Sean Duffy and Acting FAA Administrator Chris Rocheleau demanding immediate federal action to resolve the air traffic control staffing and systems crisis affecting Newark Liberty International Airport. In the past two weeks alone, over 5,000 flights have been delayed and dozens of round-trip routes canceled, leaving thousands of New Jerseyans stranded or forced to miss critical life events like their child’s graduation.

    Rep. Sherrill cited repeated radar and communications outages at the Philadelphia Terminal Radar Approach Control (TRACON) facility—responsible for managing Newark’s airspace—as well as severe staffing shortages, as unacceptable threats to public safety.

    “I have flown in heavily congested airspaces as a helicopter pilot in the U.S. Navy, so I know how dangerous a 90 second radar and communications outage can be for passengers and crew in the air and on the ground,” wrote Rep. Sherrill. “While I welcomed the Administration and FAA’s comments about increasing air traffic controller staffing and technology upgrades, I am disappointed with the lack of urgency and action. Radar and communications blackouts and unprecedented staffing shortages have continued in the week since, prompting concerns about when federal assistance will actually be available for the Philadelphia TRACON and when my constituents can expect relief from this transportation disaster. On behalf of my New Jersey constituents, I demand answers and action as soon as possible in response to the following questions regarding DOT and FAA’s strategy to return the Philadelphia TRACON and Newark Airport airspace to full operations and safety.”

    Dear Secretary Duffy and Acting Administrator Rocheleau:

    Over the past two weeks, thousands of my constituents in New Jersey have faced a transportation nightmare – including more than 5,000 flight delays and the cancellation of dozens of round-trip routes – in the central hub for air transit in our region. Not only are families unable to reach loved ones in the hospital or attend their child’s graduation, but they are increasingly worried about whether it is safe to fly in and out of Newark Liberty International Airport at all.

    Since the public was made aware of the April 28th radar and communications blackout at the Philadelphia Terminal Radar Approach Control (TRACON) – which manages Newark’s airspace – the situation at Newark Airport has only worsened. On May 9th, radar screens at the Philadelphia TRACON went dark again for another 90-second period. On May 11th, communications and radar displays went down for a third time in less than 14 days, causing the Federal Aviation Administration (FAA) to order a 45-minute ground stop at Newark Airport. On May 12th, meanwhile, staffing shortages at the Philadelphia TRACON were so severe that several hours during the evening had only three air traffic controllers on duty, dramatically lower than the target of 14 controllers for managing the Newark airspace in evening hours.

    Needless to say, this situation is unacceptable. I have flown in heavily congested airspaces as a helicopter pilot in the U.S. Navy, so I know how dangerous a 90 second radar and communications outage can be for passengers and crew in the air and on the ground. Last week, I called on the Department of Transportation and the FAA to boost staffing and resource capacity immediately for the Philadelphia TRACON that controls Newark’s airspace. Additional personnel are critically needed to make up for the air traffic controllers who were forced to take trauma leave after their experiences on April 28th, and more financial resources and equipment are required to deploy backup communications connections between the Philadelphia TRACON and the Long Island-based equipment still used for Newark air traffic control.

    While I welcomed the Administration and FAA’s comments about increasing air traffic controller staffing and technology upgrades, I am disappointed with the lack of urgency and action. Radar and communications blackouts and unprecedented staffing shortages have continued in the week since, prompting concerns about when federal assistance will actually be available for the Philadelphia TRACON and when my constituents can expect relief from this transportation disaster.

    On behalf of my New Jersey constituents, I demand answers and action as soon as possible in response to the following questions regarding DOT and FAA’s strategy to return the Philadelphia TRACON and Newark Airport airspace to full operations and safety:

    1. What are DOT and FAA’s immediate plans to increase the number of air traffic controllers at the Philadelphia TRACON, particularly given the current 20% reduction in staffing capacity as a result of controllers taking trauma leave based on the events of April 28th? What is your deadline for when additional controllers will be able to start work at the Philadelphia TRACON? Is the FAA planning to shift additional air traffic controllers to Philly, and if so, where will these air traffic controllers be moved from? What Newark airspace-specific training will these air traffic controllers need and what is your timeframe for providing it?
       
    2. What are DOT and FAA’s immediate plans to add three new, high-bandwidth telecommunications connections between Philadelphia TRACON and the Long Island TRACON, as well as to install a temporary backup STARS radar hub at Philadelphia TRACON? When will this new equipment be operational and ready to manage the Newark airspace?
       
    3. Regarding DOT and FAA’s longer-term strategy for Newark’s airspace, when will a permanent STARS hub be operational at Philadelphia TRACON so that it doesn’t need to rely on the Long Island radar feed? Have DOT and FAA evaluated moving Newark airspace control back to the Long Island TRACON?
       
    4. What are DOT and FAA’s long-term plans to expand the air traffic controller workforce, including increased funding for workforce development programs, an expansion of the FAA Air Traffic Controller Academy, increased wages and benefits for controllers, and a streamlined hiring process for applicants?
       
    5. As DOT and FAA increase air traffic controller hiring and training, how will you ensure that new controllers are available to work at the Philadelphia TRACON and air traffic control for New Jersey’s airspace? New Jersey currently does not have any participating colleges or universities in the Air Traffic Collegiate Training Initiative, which could help develop a New Jersey air traffic controller workforce. Will DOT and FAA commit to expanding the Collegiate Training Initiative to New Jersey?
       
    6. Last year’s bipartisan FAA Reauthorization legislation provided $70 billion for FAA safety programs (including hiring additional air traffic controllers) and $20 billion for technology modernization. It also expanded the Aviation Workforce Development Grant Program to boost the number of training positions for air traffic controllers. How are DOT and FAA using these funds to boost the air traffic controller workforce?

    It is critical that DOT and FAA act urgently to address this unprecedented situation. Without an immediate boost in air traffic controller staffing levels at the Philadelphia TRACON that manages Newark’s airspace, and the creation of multiple redundancies in the Philadelphia TRACON’s radar and communications systems, equipment blackouts will undoubtedly continue – putting lives at risk and degrading trust in America’s air infrastructure. 

    Congress stands ready to act in whatever way is needed, along bipartisan lines. It’s time to put an end to this crisis.

This bicameral legislation would protect the future solvency of Medicare and Social Security by reversing inequities in the tax system so the nation’s highest earners contribute their fair share.  The Medicare and Social Security Fair Share Act will extend the solvency of both programs indefinitely according to analyses from the nonpartisan actuaries of the Centers for Medicare and Medicaid Services and Social Security Administration.

    Medicare and Social Security are twin pillars of economic fairness and retirement security, providing lifelines to elderly Americans and their children, and disabled workers.  In 2022, Social Security alone lifted 28.9 million Americans out of poverty, and nearly half of seniors live in households that receive at least 50 percent of their family income from Social Security benefits that they have earned after a lifetime of work. Medicare protects its over 65 million beneficiaries from potentially catastrophic health care costs.

    Despite the bedrock importance of these programs, both are at risk of being unable to fully pay out benefits within the next 15 years.  Without new revenue, the Hospital Insurance trust fund and the Old Age and Survivors Insurance trust fund are expected to become insolvent in 2036 and 2033, respectively.

    The bicameral legislation would:

    • Preserve Medicare and Social Security while safeguarding benefits.
    • Require taxpayers with over $400,000 in income to contribute a fairer share to Social Security.
      • Lift the Social Security tax cap to ensure that no matter the source of their income, high-income taxpayers would pay the same tax rate on their income exceeding that threshold.
    • Require taxpayers with incomes above $400,000 to contribute more to Medicare.
      • Increase the rate for income above $400,000 by 1.2 percent, and ensure that wealthy owners of pass-through businesses like hedge funds and private equity firms with more than $400,000 in annual income cannot avoid Medicare taxes.

    Joining Boyle and Whitehouse on the bill as original cosponsors are Senators Amy Klobuchar (D-MN) and Chris Van Hollen (D-MD).

    Thank you, Mr. Chairman. Well, here we are, the president’s big, beautiful bill for billionaires: tax cuts, almost all of which go to the top 1 percent paid for by the biggest cut to health care in American history.

    Don’t take my word for it. Just days ago, the nonpartisan Congressional Budget Office confirmed that at least 13.7 million Americans will lose their health care because of this bill. That’s historic.

    I went back and checked. No other previous bill, no other previous law, no other previous event caused so many millions of Americans to lose their health care. Not even the Great Depression.

    So, congratulations. This is one hell of an achievement. And why? All to pay for tax cuts for the richest people in America, the top 1 percent. Now you can understand why many of us on the Democratic side are attacking this awful proposal, but it’s not just us.

    Just yesterday, conservative Republican from Missouri, Senator Josh Hawley called cutting Medicaid and the other health programs “morally wrong.” He’s right, but that’s not all.

    It turns out after cutting Medicaid and cutting the Affordable Care Act and cutting nutrition assistance and cutting education programs and on and on and on, even after all of that, all of those cuts as large as they are only pay for about 25 percent of the tax cuts for the rich.

    So how does this legislation pay for the rest of it? More added to the national credit card. Our national debt will explode as a result of this, to the tune of almost $4 trillion more added to the national debt.

    I never want to hear ever again anyone on the other side lecture us about deficit and debt.  No single piece of legislation in my time here in Congress will do more to add to the national debt than this one.

    The American people get it. They were asked a few weeks ago in one opinion poll, do you support cutting Medicaid to pay for tax cuts? 81 percent of the American people said no, and that was before the Congressional Budget Office confirmed that over 13 million Americans will lose their health coverage.

    Now sure, you can spin numbers, you can spin statistics. It’s the reason why Mark Twain once said there are three kinds of lies: lies, damned lies, and statistics.

    You won’t be able to spin the thirteen and a half million Americans who lose their health care as a result of this bill. No amount of spinning will convince them to believe something contrary to what they actually are about to live.

    I say to all of my colleagues here, we can do better. We can ensure that we have tax relief for almost every American, and we can do it in a way that doesn’t rip away health coverage from more than 13 million Americans.

    I urge all of my colleagues to reject this big, beautiful bill for billionaires. I yield back.

  • MIL-OSI USA: Higgins Introduces Legislation to Reject Oppressive Mandates and Improve the Integrity of Horse Racing

    WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) has introduced H.R. 3378, the Racehorse Health and Safety Act (RHSA), which protects the health and welfare of racing horses and improves the integrity and safety of horse racing. Senator Tom Cotton (R-AR) has introduced companion legislation in the Senate.

    This legislation is a direct response to the concerns surrounding the Horseracing Integrity and Safety Act (HISA), which was signed into law, through an omnibus bill, in 2020. Passed with the intention of bringing uniformity to the horse racing industry, HISA establishes a wide set of rules that are implemented and enforced by the Horseracing Integrity and Safety Authority. Since its passage, which Congressman Higgins opposed, HISA has been riddled with legal setbacks, including the death of 12 horses at Churchill Downs, home of the Kentucky Derby.

    The Racehorse Health and Safety Act would:

    • Repeal the Horseracing Integrity and Safety Act (HISA);
    • Grant states the right to enter into the interstate compact, which is a contract between multiple states to develop nationwide rules governing scientific control and racetrack safety for horse racing;
    • Establish the Racehorse Health and Safety Organization (RHSO), which will regulate the horse racing industry;
    • Establish three Scientific Medication Control Committees (SMCCs) to draft recommended rules for each breed.

    Washington, D.C.— A new tracker revealed that the Trump administration is blocking or freezing more than $430 billion in federal funding owed to communities across the country — including nearly $316 billion for national programs that support Indian Country and Native communities. The data reflects just how widespread the damage is — with funding for public safety, housing, disaster recovery, child care, transportation, infrastructure, and education either delayed or terminated, and whole agencies and offices closed down, cutting off vital services.
    “The Trump administration is illegally withholding hundreds of billions of dollars owed to communities across the country – including nearly $316 billion owed to Native communities – just to hand out more tax breaks to the wealthiest Americans and corporate interests,” said Senator Luján, a member of the Senate Indian Affairs Committee. “This is a profound betrayal of Native communities and a shameful failure to uphold the federal government’s trust responsibility to Tribes. Blocking these funds has real consequences – stripping away vital resources from the health care, education, and child care services families depend on. This reckless decision puts the well-being and safety of New Mexicans and Tribal Nations at risk.”
    As these cuts take effect, the Trump administration has imposed “Defend the Spend,” a sweeping new policy that requires grantees to justify spending line by line, even for items that have already been awarded. Grantees have received inconsistent guidance on how to navigate the new mandate, and many have faced significant delays in accessing funding they were already awarded — including funding for essential Tribal services.
    At the same time, the Trump administration is proposing to slash $911 million — a 24% cut — from core Tribal programs in its Fiscal Year 2026 proposed budget. These cuts would gut basic services like public safety and justice, education and workforce training, Native American Housing Assistance and Self Determination Act (NAHASDA) housing grants, Native Community Development Financial Institutions Fund (CDFIs), forestry management, and programs for Native children and families. They would also nearly eliminate funding to construct or repair Tribal schools, which are already chronically underfunded, and reduce support for Tribal law enforcement by 20 percent. As the economy slows and prices rise due to President Trump’s policies, these devastating cuts and burdensome new processes would make life harder in Native communities.
