  • MIL-OSI USA: Atlanta Attorney Sentenced in Syndicated Conservation Easement Tax Scheme

    A Georgia attorney was sentenced today to 16 months in prison for obstructing the IRS in connection with his participation in the promotion of abusive syndicated conservation easement tax shelters.

    The following is according to court documents and statements made in court: Vi Bui was an attorney and partner at Sinnott & Co., an Atlanta-based company. Beginning at least in 2012 and continuing through at least May 2020, Bui participated in a scheme to defraud the IRS by organizing, marketing, implementing, and selling illegal syndicated conservation easement tax shelters created and organized by co-conspirators Jack Fisher, James Sinnott, and others. Fisher and Sinnott were convicted at trial for their involvement in the scheme, and in January 2024, they were sentenced to 25 and 23 years in prison, respectively.

    The scheme entailed the creation of partnerships that purchased land and land-owning companies and then donated conservation easements over that land or the land itself. Appraisers generated fraudulent and inflated appraisals of the conservation easements. The partnerships then claimed a charitable contribution tax deduction based on the inflated value of the conservation easement, resulting in a fraudulent tax deduction flowing to the wealthy clients who purchased units in the partnership. Many of these clients joined the tax shelters after the donation of the interest in land and after the end of the relevant tax year. Bui knew that in order to make it appear that the participants had timely purchased their units in the tax shelters, Fisher, Sinnott, and others backdated and instructed others to backdate documents, including subscription agreements, checks, and other documents.

    Bui anticipated that the syndicated conservation easement transactions would be audited. In order to deceive the IRS, Bui and others took steps to make the partnerships appear as legitimate real estate development companies. They created and disseminated lengthy documents disguising the true nature of the transaction, instituted sham “votes” for what to do with the land that the partnership owned despite knowing that outcome was predetermined, and falsified paperwork such as appraisals and subscription agreements.

    In one instance, when investigators conducted an undercover operation in 2018, Bui, believing that the IRS was auditing an individual’s tax returns, prepared false documents related to a 2014 syndicated conservation easement tax shelter with the intent to make it appear that the documents were executed before the purported donation of the conservation easement in 2014 and before the 2014 tax returns had been filed.

    Bui earned substantial income for his role in the illegal scheme. He also used the fraudulent tax shelters to evade his own taxes, filing false personal tax returns from 2013 through 2018 that claimed false tax deductions from the illegal syndicated conservation easement tax shelters.

    In addition to his prison sentence, U.S. District Court Chief Judge Timothy C. Batten Sr. for the Northern District of Georgia ordered Bui to serve one year of supervised release and to pay $8,250,244 in total restitution to the IRS.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division and U.S. Attorney Theodore S. Hertzberg for the Northern District of Georgia made the announcement. They also thanked the U.S. Attorney’s Office for the Western District of North Carolina for their assistance in the investigation of this matter.

    IRS Criminal Investigation and the U.S. Postal Inspection Service investigated the case.

    Senior Litigation Counsel Richard M. Rolwing, and Trial Attorneys Parker Tobin, Jessica Kraft, and Nicholas Schilling of the Tax Division prosecuted the case, with support from Assistant U.S. Attorney Samir Kaushal for the Northern District of Georgia.

    Alongside energy, the Director General and Foreign Minister Sommerfeld also discussed how IAEA initiatives to promote the benefits of nuclear science are supporting Ecuador’s progress in many key development areas.  

    High on the agenda was cancer care, where IAEA flagship initiative Rays of Hope is increasing  access to radiotherapy in the country. During his trip, Mr Grossi visited Carlos Andrade Marin Hospital where he was pleased to see “how IAEA efforts and local investment in cancer care — including access to radiotherapy — are making a life-changing difference.” 

    Nuclear science is also a powerful tool to boost food security and strengthen food export potential, and the IAEA’s Atoms4Food is helping Ecuador and other countries battle invasive insect pests like Mediterranean Fruit Fly, make banana crops more resilient to disease and map water resources to ensure a sustainable supply. 

    NUTEC Plastics, the IAEA initiative to use nuclear science to monitor and reduce marine plastic pollution, is also of relevance to the coastal country. During his trip, the Director General exchanged on the importance of tackling plastic pollution in valuable ecosystems, such as Antarctica where he recently launched microplastics research, and the Galapagos Islands of Ecuador where the IAEA has helped establish one of the world’s leading laboratories in microplastics. He also met with a range of local partners already working with the IAEA on the archipelago to preserve biodiversity and work for a healthier ocean.

    NOTE: Reconciliation allows for expedited consideration of certain tax, spending, and debt limit legislation—nowhere in the resolution does it mention cuts to Social Security or Medicare, meaning such claims are misleading and misrepresent the actual intent of the process. In fact, according to the Congressional Budget Act of 1974, under the Byrd Rule, social security cannot be changed through reconciliation.

  • MIL-OSI Security: Canadian Man Illegally In The United States Pleads Guilty To Conspiracy To Smuggle Handguns Into Canada

    HARRISBURG – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Durante King-Mclean, age 26, of Cambridge, Ontario, Canada, pled guilty today before United States District Judge Jennifer P. Wilson to a single count of a multi-count indictment charging him with conspiring with others to illegally traffic in firearms.

    According to Acting United States Attorney John C. Gurganus, the charges stem from a September 2, 2023, traffic stop by the Pennsylvania State Police in Franklin County of a rental vehicle operated by King-Mclean who was the only occupant of the vehicle. During the stop King-Mclean fled on foot and was apprehended after a brief foot chase. A subsequent search of the rental vehicle led to the recovery of 65 handguns in the vehicle’s trunk that were all individually concealed in socks. Of the 65 handguns that were recovered, two were fully automatic, 11 were stolen, and one had an obliterated serial number. King-Mclean had been in communication with his co-conspirators from April of 2023 until his arrest on September 2, 2023, and had been staying at an Airbnb in Ft. Lauderdale, Florida, until he rented the vehicle at the end of August 2023 and headed north towards Canada with the illegally purchased handguns. Sometime after his arrest and incarceration on September 2, 2023, King-Mclean was charged by Canadian authorities for his alleged participation in the April 17, 2023, heist of approximately $22.5 million dollars in gold bars and foreign currency from the Air Canada cargo terminal at Toronto’s Pearson International Airport. It was shortly after this heist that King-Mclean illegally entered the United States where he remained until his arrest on September 2, 2023, as he was headed back to Canada with the 65 handguns.

    “King-Mclean’s international firearms trafficking scheme had 65 guns destined for the hands of violent criminals and other prohibited people who threaten their communities,” said Eric J. DeGree, Special Agent in Charge (SAC) for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Philadelphia Field Division. “ATF’s highest priority is reducing violent gun crime, and thanks to our cooperative efforts, this action kept dozens of crime guns off the street — preventing them from being used in any number of killings and other crimes.”

    “This guilty plea highlights the serious consequences of international arms trafficking and the dangers it poses to public safety. By illegally moving firearms across borders, criminal networks fuel violence and threaten communities,” said Special Agent in Charge of HSI Philadelphia Edward V. Owens. “HSI remains dedicated to working with our domestic and international partners to disrupt these illicit operations and ensure that those who engage in trafficking are held accountable.”

    King-Mclean faces a potential sentence of 15 years’ imprisonment, a $250,000.00 fine, and a three-year term of supervised release.

    The case was investigated by the Bureau of Alcohol, Tobacco, Firearms and Explosives – Harrisburg Office, the Pennsylvania State Police, and Homeland Security Investigations (HSI).  Assistant United States Attorney William A. Behe is prosecuting the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

    This prosecution is also part of an extensive investigation by the Organized Crime Drug Enforcement Task Force (OCDETF).  OCDETF is a joint federal, state, and local cooperative approach to combat drug trafficking and is the nation’s primary tool for disrupting and dismantling major drug trafficking organizations, targeting national and regional level drug trafficking organizations and coordinating the necessary law enforcement entities and resources to disrupt or dismantle the targeted criminal organization and seize their assets.

    All persons charged are presumed to be innocent unless and until found guilty in court.

    On Securing a Permanent Nationwide Solution for Year-Round E15:
    Fischer: Administrator, a couple of months back, you and Secretary Rollins met with me and several of my colleagues about the importance of Congress passing a permanent, nationwide solution to allow for the year-round sale of E15, and I thank you.
    I thank you for acting on the emergency summertime waivers to allow for the year-round sale of E15 again this year. But certainly, this yearly exercise, it needs to be done permanently. We need to pass a solution, a permanent solution, and not have your agency have to go through this product every single year. 
    On President Trump’s Support of Nationwide Year-Round E15: 
    Fischer: The President tried to get E15 done permanently through regulation back in 2019, and he has maintained strong support for it since. I want people to understand the history here, Mr. Zeldin.
    We have effectively been operating under year-round E15 for the last six years through President Trump’s regulation and then yearly emergency waivers. Is that correct?Zeldin: Yes. 
    On Congressional Action to Make Permanent Year-Round E15:
    Fischer: Is it true that, despite President Trump’s best efforts, if we want real certainty here for consumers, Congress has to act. Is that correct?Zeldin: That is the most durable and easiest solution to this issue. 
    On Improving EPA Efficiency by Passing Fischer’s Year-Round E15 Legislation: 
    Fischer: Thank you. And lastly, having that permanent, nationwide legislative solution for the year-round E15 would certainly be a more efficient and effective use of EPA’s time and resources. Is that correct?Zeldin: Yes, Senator, as the Chair pointed out, I’ve been in the position a little over 100 days, and I have had many, many, many meetings about this topic. And a lot of passionate advocacy from, including you, Senator, and your colleagues and your constituents. If Congress was to finalize a long-term, durable solution, so much of that advocacy on your part, all of your time can be better spent fighting for other priorities of your constituents.

  • MIL-OSI Security: Maryland Man Previously Arrested for Coercing 18-Year-Old to Travel Interstate for Commercial Sex Charged in Superseding Indictment with Massachusetts Man for Conspiring to Sex Traffic Minor

    Defendants, one of whom is 19-years-old, allegedly conspired to sex traffic a minor victim

    BOSTON – A superseding indictment was unsealed today in federal court in Boston charging two men with conspiring to engage in the sex trafficking of a minor victim.

    On April 16, 2025, David Kaufman, 44, was arrested on an indictment charging him with one count of knowingly persuading, inducing, enticing and coercing an individual to travel in interstate commerce to engage in prostitution and aiding and abetting.

    The superseding indictment adds Darren Zaldivar, 19, of Ludlow, Mass., charging him with transporting an individual with intent the individual engage in prostitution. Both defendants are also charged with conspiring to engage in sex trafficking of a minor. The superseding indictment also adds the charge of sex trafficking of a minor against Kaufman.

    Zaldivar will appear in federal court in Boston later today. Kaufman remains detained in federal custody.

    According to the detention brief previously filed, Kaufman had allegedly been victimizing minor males and young adults ranging in ages from 14–20 by paying the minors for Child Sexual Abuse Material (CSAM) and coercing and enticing some of them to travel to his penthouse condominium at the Four Seasons in Baltimore, and elsewhere, to engage in sex acts with him, which he video recorded. Zaldivar is alleged to have conspired with Kaufman in the sex trafficking of a minor victim in 2024. Zaldivar is also alleged to have transported the minor victim with the intent that the victim engage in commercial sex.

    According to court filings, Kaufman coerced an 18-year-old victim to travel from Massachusetts on two occasions to visit his penthouse condominium at the Four Seasons in Baltimore, paying for the plane tickets. While there, Kaufman allegedly provided the victim with alcohol and drugs, including cocaine, until the victim was intoxicated. It is alleged that Kaufman would then persuade the victim to engage in sex acts, which Kaufman videotaped so that he could watch them later in order to get pleasure for himself. In exchange for the sex acts, it is alleged that Kaufman paid the victim with cash, electronic money transfers and gifts. For example, after he engaged in sex acts in February 2024, Kaufman allegedly bought the victim a Louis Vuitton bag.

    The charge of coercing a person to travel for purposes of prostitution provides for a sentence of up to 20 years in prison, up to three of supervised release and a fine of up to $250,000. The charge of sex trafficking a minor provides for a sentence of up to life, up to life and no less than five years of supervised release and a fine of up to $250,000.The charge of transporting an individual with intent the individual engage in prostitution provides for up to 20 years in prison, up to three years of supervised release and a fine of up to $250,000.The charge of conspiracy to engage in sex trafficking of a minor provides for a sentence of up to life, up to three years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    United States Attorney Leah B. Foley and Kimberly Milka, Acting Special Agent in Charge of the Federal Bureau of Investigation, Boston Division made the announcement today. Valuable assistance was provided by the U.S. Attorney’s Office in the District of Maryland; the Federal Bureau of Investigation, Baltimore Field Office; and the Baltimore Police Department. Assistant U.S. Attorney Torey B. Cummings and Craig E. Estes of the Human Trafficking & Civil Rights Unit are prosecuting the case.

    The details contained in the charging documents are allegations. The defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Two Foreign Nationals Plead Guilty to Illegal Entry into the United States

    Burlington, Vermont – The United States Attorney’s Office for the District of Vermont stated that on May 9, 2025, Adrian Santos-Miranda, 31, and Yanela Guerra-Matamoros, 36, citizens of Cuba, pleaded guilty to a criminal complaint charging them with illegally entering the United States at a time or place other than designated for entering the country by immigration authorities.

    According to court records, on May 8, 2025, at approximately 3:40 p.m., U.S. Border Patrol received an image of two individuals, later identified as the defendants, walking south from the Canadian Border in the area of Mud Creek, approximately two miles east of the village of North Troy, VT. Border Patrol agents responded to the area, followed foot signs through the woods and mud, and at approximately 7:00 p.m., located the two defendants, who fled further into the woods when approached. The agents apprehended the two defendants, who appeared to be the same individuals in the image they had received. The agents then conducted an immigration inspection. Neither defendant was able to provide Border Patrol with the necessary documents that would allow them to stay or remain in the U.S. legally. Both defendants were placed under arrest. Border Patrol conducted further record checks, which identified the defendants as citizens of Cuba with no current legal status in the United States.

    Santos-Miranda and Guerra-Matamoros had their initial court appearance before United States Magistrate Judge Kevin J. Doyle on May 9, 2025, where they pleaded guilty and received a time-served sentence. Santos-Miranda and Guerra-Matamoros had faced up to 6 months’ imprisonment.

    Acting United States Attorney Michael P. Drescher commended the investigatory efforts of the United States Border Patrol.

    The prosecutor is Assistant United States Attorney Andrew C. Gilman. Santos-Miranda is represented by Mark D. Oettinger, Esq. and Guerra-Matamoros is represented by Jason J. Sawyer, Esq.

  • MIL-OSI Global: Decades of neglect: Migrant farm worker housing needs national regulatory standards

    In today’s political climate, temporary migrants in Canada are being scapegoated for everything from rising grocery bills to the affordable housing crisis. Yet migrant workers, particularly farm workers, face a hidden housing crisis that needs urgent attention.

    Much of Canada’s ability to produce food hinges on hiring migrant agricultural workers from countries like Mexico, Guatemala, Jamaica and elsewhere. Yet, housing for migrant agricultural workers in Canada is often overcrowded, dangerous and undignified.

    Amid government inaction, our group of 29 researchers, clinicians and advocates with the Coalition for National Housing Standards for Migrant Agricultural Workers (CoNaMi), have developed a proposal for national housing standards. This work is backed by clinical experience, hundreds of interviews and surveys and migrant agricultural workers’ own advocacy.

    Inadequate housing

    When two of us — Anelyse and Susana — interviewed 151 migrants in Ontario and British Columbia as part of our research, workers described conditions of isolation, crowding, inadequate ventilation, poor maintenance and close proximity to hazards such as agrochemicals.

    Both during and after the COVID-19 pandemic, many workers struggled to access health care, groceries and social services. In addition, their phone and internet access was often unreliable.

    Some workers reported employer-imposed restrictions on leaving the property, and bans on visitors. These living conditions pose serious risks to workers.

    Similarly to research led by the Centre for Climate Justice in British Columbia, we also encountered several workers who endured significant hardships as a result of extreme weather events.

    Consistent with recent research in Nova Scotia, we found that a lack of meaningful union representation, precarious status and low wages created coercive conditions in which workers felt forced to accept poor living conditions.

    Marginalization and exploitation

    As migrant workers typically live on the farms where they work, the lines between work and home can be blurred. This living arrangement often contributes to isolation and surveillance by employers. It may also enable harassment and abuse.

    Furthermore, migrants are geographically separated from their families for months or years at a time. Research that Adam has conducted in Atlantic Canada and Ontario, Jill in Québec and Susana in Ontario and British Columbia, outlines how poor housing conditions not only threaten workers’ health and well-being, but also contribute to their marginalization and exploitation.

    Workers often describe feeling demeaned and controlled, and they wonder why Canada, a country so willing to accept their labour, is so reluctant to accept their common humanity.

    In 2024, the United Nations Special Rapporteur on contemporary forms of slavery has described Canada’s temporary foreign worker program, accessed by migrant agricultural workers to come to Canada, as “a breeding ground for contemporary forms of slavery,” a statement echoed by international human rights watchdog Amnesty International.

    Yet the federal government has failed to meaningfully improve housing conditions or establish clear, enforceable and mandatory standards. This inaction persists despite years of reviews, consultations and recommendations.

    In fact, a study commissioned by the federal government to review the possibility of a national housing standard for migrant agricultural workers in 2018 called for greater consistency in housing quality assessments.

    Academic experts have long called for a national housing standard, as well as proactive and unannounced housing inspections. Other professional and labour organizations have identified the need for greater inter-jurisdictional co-ordination and attention to issues of safety, pandemic preparedness, privacy and dignity.

    Furthermore, safeguarding housing quality requires policy changes that provide meaningful status and adequate collective bargaining representation to migrant workers, as these conditions underlie their vulnerability in housing.

    In the 2020 Auditor General of Canada report, the need for national minimum accommodation requirements for migrant agricultural workers was identified. However, housing remains a key concern for these workers who have not yet benefited from such proposed recommendations.

    National housing standard

    A national housing standard for migrant agricultural workers is a crucial step towards protecting their rights and mitigating their vulnerability. These standards must include:

    1. Appropriate and enforced housing standards: Ensure robust and proactive enforcement of housing standard. Living quarters must be well-constructed, safe and dignified.

    2. Privacy, security, access and freedom: Guarantee workers’ rights to privacy, movement, access to health and social services and freedom from surveillance. Workers must have access to transportation and be able to enjoy rest, leisure and a social life.

    3. Dignified living conditions: Safeguard basic rights to comfort, storage and personal care by prescribing minimum standards and ratios for private bedrooms, common areas, laundry and cooking facilities. Workers should have private bedrooms and reliable internet access.

    4. Health and safety in housing: Protect workers from the spread of illness, extreme weather events and other hazards through proper air conditioning, ventilation and reduced occupancy ratios for bathrooms and kitchens.

    5. Co-ordinated government leadership: Prevent different jurisdictions passing the buck by mandating co-ordination, data-sharing and training among federal, provincial and municipal governments. For example, inspectors should be trauma-informed and armed with strategies to mitigate implicit bias and to anticipate barriers this group faces because of their precarious status. The federal government must lead with adequate funding and policy reform to address barriers that prevent workers from advocating for decent housing.

    The evidence is clear. Canadian governments must raise the bar from the floor, and create national standards for migrant agricultural workers’ housing.

    SECRETARY-GENERAL/PEACEKEEPING
    The Secretary-General is continuing his meetings in Berlin. As you know, he is in Berlin to attend the Ministerial Meeting on Peacekeeping. Right now, he is meeting with Friedrich Merz, Federal Chancellor of Germany and they are just starting a press stakeout.
    Earlier today, he said that he is heartened by the exceptional turn-out of Ministers from across the globe, representing the full range of peacekeeping partners. Just to let you know that we have an update that more than 130 Member States were present and 74 Member States made pledges to support peace operations.
    The Secretary-General added that this meeting comes at a time when unfortunately, peacekeeping operations are facing serious liquidity problems. He called on all Member States to respect their financial obligations, paying their contributions in full and on time.
    These remarks were made during a joint press conference with the Federal Minister for Foreign Affairs, Johann Wadephul, and Federal Minister of Defence, Boris Pistorius. He noted that he is especially pleased to be in Berlin so soon after the new Government took office, and he looks forward to building on our partnership in the time ahead.
    Mr. Guterres also met today with Ms. Reem Alabali-Radovan, Minister for Development and Economic Cooperation of Germany. Tomorrow, he is scheduled to hold discussions with Frank-Walter Steinmeier, the President of Germany, before he departs to Iraq to attend the League of Arab States Summit.  

    PEACEKEEPING MINISTERIAL MEETING 
    During the Peacekeeping Ministerial in Berlin, the United Nations unveiled a new multi-year initiative funded by the Federal Republic of Germany to provide women troops deployed in Peace Operations with gender-specific protective gear, including ballistic vests and helmets. During an award ceremony held earlier today during the Member States’ gathering, Nils Hilmer, State Secretary at the German Ministry of Defense and Atul Khare, Under-Secretary-General for Operational Support, announced the selection of Fiji, Guatemala, Kenya, Malawi, Malaysia, Mongolia and Tanzania, to receive the equipment – in recognition of their commitment to the Uniformed Gender Parity Strategy and the deployment of women in operational roles. The project, worth one million Euros in total, aims to enhance the performance, safety and security of women peacekeepers in complex and volatile mission environments and ultimately promote their participation in peacekeeping efforts.

    YEMEN
    Hans Grundberg, the Special Envoy for Yemen, briefed the Security Council this morning and welcomed the announcement on 6 May of a cessation of hostilities between the USA and Ansar Allah. He said that this step represents an important and necessary de-escalation in the Red Sea and in Yemen following the resumption, on 15 March, of US airstrikes against targets in Ansar Allah-controlled areas.
    He said that events in recent weeks, however, have also served as stark reminders that Yemen is ensnared in the wider regional tensions. The attack carried out by Ansar Allah on Ben Gurion Airport on 4 May, and the subsequent strikes by Israel on Hudaydah Port, Sana’a Airport, and other locations in response, represent a dangerous escalation, and the threats and attacks, regrettably, continue.
    Tom Fletcher, the Under-Secretary-General for Humanitarian Affairs, told Council members that the humanitarian situation is deteriorating, and those most in peril are the country’s children. Half of Yemen’s children – or 2.3 million – are malnourished, he said, and 600,000 of them are severely so.
    Mr. Fletcher warned that Yemen’s 2025 humanitarian response plan is barely 9 per cent funded – less than half of what we received at the same time last year. These shortfalls have very real consequences. He said that we expect pipeline gaps as early as June or July – right when malnutrition numbers will peak.  
    Mr. Grundberg will speak at the stakeout once he is done in the Council and we will let you know when that happens.

    “Blue helmets can mean the difference between life and death,” UN Secretary-General António Guterres urged renewed global commitment to peacekeeping during the opening of the UN Peacekeeping Ministerial in Berlin, warning that operations are facing unprecedented financial and political pressure.

    “My thanks to Germany for bringing us together at this consequential moment,” Guterres said. “This year marks the 80th anniversary of the United Nations organization was founded on the conviction that peace is possible if we work as one United’s human family. That is what our peace operations are about.”

    Highlighting the symbolic and operational importance of the United Nations peacekeeping forces, the Secretary-General stated, “The UN Blue Helmets are the most globally recognized symbol of the world’s ability to come together to help countries move from conflict to peace.”

    Guterres pointed to several countries that transitioned from war to stability with the help of UN missions. “There is a long list of countries that have achieved durable peace with the support of UN peacekeeping, including Cambodia, Cote d’Ivoire, El Salvador, Liberia, Namibia, Mozambique, Sierra Leone and Timor-Leste. Many of these countries now themselves contribute troops,” he said.

    However, he also emphasized the human cost of these missions. “Through the decades, 4400 peacekeepers have fallen in the line of duty. Their service and sacrifice will never be forgotten,” he said, inviting participants to join him in a moment of silence.

    As part of a broader reform process initiated by Member States, Guterres referenced the “Pact for the Future,” which calls for a comprehensive review of peace operations. “The review will examine how we can make peacekeeping operations more adaptable, flexible and resilient while recognizing the limitations in situations where there is little or no peace to keep,” he said.

    He acknowledged the difficulties of operating in increasingly polarized geopolitical contexts. “We see increasing differences of views around our peacekeeping operations work, and then what circumstances with what mandates they should be deploys. And for how long,” he noted.

    Guterres also addressed the challenge of shrinking financial resources. “Peace operations can only succeed when backed by robust mandates and clear, predictable and sustained contributions, both financial and logistical,” he stated. “It is crucial that we are able to use the increasingly limited resources we have and use them well.”

    Concluding his address, the Secretary-General called for continued Member State engagement. “Supported at every step by Member States, we look forward to your government’s support and ideas as we tackle these challenges together,” he said.

    In response, FEMA continues to partner with state and county emergency management agencies, faith-based organizations, and local communities to restore safe access and help survivors return home.

    Through the Bridging Together initiative – spearheaded by the Mennonite Disaster Service and the Lutheran Disaster Response – these partnerships are making a difference in survivors’ lives.

    In Henderson County’s Stoney Creek Bridge community, the recent completion of a 60-foot bridge has supported 16 households and moved the neighborhood one step closer to recovery.

    Senator Marshall: “You know, for every Laken Riley, there’s dozens of other people that have been murdered by violent, illegal criminal aliens. A lot of them, again, is the DUI issue as well.
    “Those loved ones are often left with… funeral bills, with large hospital bills, as well. And this just helps a little bit of a bridge for that family. And to your point, to take responsibility that we didn’t keep our families safe.”
    On what’s next for immigration reform:
    Senator Marshall: “I think that the emphasis, to me, right now is ‘Promises made, promises kept.’ If President Trump was in this conversation today, right now, he would say, and he has looked at me more than once, said, ‘Roger, I campaigned – No. 1 – more than anything else, more than the economy, was securing the border and making your family safe.’
    “Now, we need legislation, and I have confidence in President Donald Trump. Maybe in the third or fourth year we could go back and fix our broken immigration system. But in the meantime, part of this big, ‘One, Big, Beautiful Bill’ is $50 billion to finish the wall. And then beyond that there’s another $50 billion for raises for our Border Patrol and bonuses… as well.”
    On codifying President Donald Trump’s executive orders:
    Senator Marshall: “We rescinded… major orders, regulatory orders of Joe Biden, rolling back regulations, helping set American energy free, help setting American business free as well.
    “So, that’s one thing that we have done. Rescission packages are the other opportunity…. What the Department of Government Efficiency work has done here, to turn that into law, it takes a rescission package. The White House has to initiate it. It only takes 50 votes as well. And then beyond that, let’s see.”

    WASHINGTON — Today, U.S. Senators Tim Scott (R-S.C.) and Chris Coons (D-Del.) reintroduced the Efficient Nuclear Licensing Hearings Act, which would boost the efficiency and effectiveness of the Nuclear Regulatory Commission (NRC) by eliminating outdated processes currently required of the NRC when reviewing new nuclear reactor applications. More specifically, the bill removes the NRC’s mandatory hearing requirement created by the Atomic Energy Act of 1954 without limiting opportunities for public engagement.
    “As we work to address efficiency and remove burdensome red tape, refining the NRC’s nuclear reactor license process will ensure South Carolina remains a leader in domestic nuclear energy production while also paving the way for other states to follow our lead,” said Senator Scott. “Our efforts will move us in the right direction for a more secure and robust energy future.”
    “To lower costs for consumers and combat climate change, we have to deliver reliable sources of clean and abundant power, including nuclear energy,” said Senator Coons.“The U.S has only opened a handful of new units in the last three decades, and with electrification and new data centers for artificial intelligence driving tremendous increases in demand for power, we need to remove unnecessary barriers to deploying our world-class nuclear energy technology. This bill takes an important step in cutting red tape that limits the expansion of nuclear construction.”

    The Efficient Nuclear Licensing Hearings Act is also supported by the Nuclear Energy Institute (NEI), Third Way, The Nuclear Company (TNC), and Conservatives for Clean Energy.

    Background:
    The NRC is currently required by law to hold a mandatory public hearing on every reactor license application towards the end of the licensing process, even after the NRC conducts statutorily required environmental and safety reviews that leave ample room for public engagement by stakeholders and interested citizens. 
    While these “mandatory hearings” provide the public with an opportunity to petition the NRC to intervene and contest the application, in many cases, the hearings are noncontroversial and go uncontested. In these situations where the applications go uncontested, the NRC is still required by statute to hold the hearing, devoting thousands of manhours to provide a public hearing with negligible impacts on the actual public.
    The original justification for an uncontested mandatory hearing was to provide an open forum in which the details of reactor project applications were aired publicly and debated. In 1957, when the mandatory hearing was created in statute, nuclear energy was undoubtedly in a “developmental” period, as the United States had zero commercial nuclear power reactors in operation. Today, the U.S. has over 90 commercial reactors operating in 54 nuclear power plants in 28 different states.
    Getting rid of this duplicative hearing requirement will create more efficiency at the NRC at a time when the agency’s resources should be streamlined by Congress in order to bring its licensing processes into the 21st century.

    Headline: Trade and Gender Group discusses new work programme, potential MC14 outcomes

    The co-Chairs of the Informal Working Group (IWG), Ambassador Clara Delgado of Cabo Verde, Ambassador Patricia Benedetti of El Salvador and Ambassador Simon Manley of the United Kingdom, reported on the consultations held with members to shape the Group’s priorities ahead of MC14. They highlighted the importance of agreeing on the Work Plan for 2025-26, which will help identify practical ways to move the substantive work of the IWG forward.
    Key themes raised by members included gender-disaggregated trade data, digitalization as a tool for women’s empowerment, support for women entrepreneurs, and mainstreaming gender issues across WTO bodies. Members also called for continued collaboration with other international organizations. A draft work plan will be finalized in the coming weeks.
    International Prize for Gender Equality in Trade
    The WTO launched the second edition of the International Prize for Gender Equality in Trade, which recognizes impactful gender-responsive trade policies. The deadline for applications has been extended to 15 May, with eight submissions received so far. Winners will be announced in June 2025, with further details on the award ceremony to follow. The Prize, first introduced to mark International Women’s Day in 2024, will now be awarded annually, following a decision made by the IWG in November 2024.
    WEIDE Fund
    The WTO Secretariat and the International Trade Centre (ITC) provided an update on the implementation of the Women Exporters in the Digital Economy (WEIDE) Fund. Launched at the 13th WTO Ministerial Conference in February 2024, the Fund has raised USD 22 million in donations and pledges, aiming to bridge resource and skills gaps for women-led businesses in the digital economy.
    The Fund targets micro, small and medium-sized enterprises (MSMEs) and offers grants of up to USD 30,000, alongside technical support, to enhance digital competence and market access. The Fund aims to foster growth in digital skills and financial readiness, with a focus on empowering women entrepreneurs globally.
    With applications now open for women entrepreneurs, the initiative has already selected four business support organizations (BSOs), following a competitive call for proposals, to help administer grants in four countries: Dominican Republic, Jordan, Mongolia and Nigeria. Over 2,000 applications have been received from all four countries following a call launched on 22 April 2025.
    Presentations
    The Dominican Republic presented progress and lessons learned from its gender-responsive programme ProDominicana, supporting women exporters since 2020. Key initiatives include a national plan for export promotion, gender equality policies, and the development of a platform to track women-led export businesses.
    ProDominicana organizes annual events, such as Women in Export meetings, fostering partnerships and expanding business-to-business (B2B) opportunities. It has also launched a comprehensive institutional strategy to strengthen women’s participation in exports, with collaboration from government bodies, women’s associations and international partners. Additionally, ProDominicana provides training programmes with a focus on export and trade development, which have benefitted hundreds of women.
    These initiatives reflect the Dominican Republic’s commitment to promoting gender equality and enhancing opportunities for women entrepreneurs. For this purpose, ProDominicana has been working with ITC on various projects including the SheTrades Hub and the WEIDE Fund.
    The Secretariat for Central American Economic Integration (SIECA) updated members about its work on data on women involved in trade in Central America, noting the importance of women’s participation in economic activities. Central America has made strides in integrating gender into trade agreements, with policies promoting gender equality and specific measures supporting women in e-commerce and access to financing.
    The region’s population is predominantly female, and efforts are focused on reducing gender gaps, particularly in leadership roles within businesses and political participation. The need for better gender-disaggregated data and more support for women in science, technology, engineering and mathematics (STEM) fields was underlined. The region’s gender equality policy emphasizes democratic security, economic integration, and the need for continued efforts to ensure women’s participation in decision-making processes.
    The WTO Secretariat informed the IWG that due to budgetary constraints, the length of the second edition of the World Trade Congress on Gender has been adjusted. In this regard, there will be a one-day symposium organized back-to-back with the next IWG meeting in July. A programme will be communicated in due course.

    Throughout our lives, we have witnessed the suffering and devastation wrought on the Amazon region by oil extraction. We, the young women who today call ourselves “Warriors for the Amazon“, are part of a movement that, together with the Union of People Affected by Texaco’s Oil Operations (UDAPT), the “Eliminen los Mecheros, Enciendan la Vida” (Remove the flares, Ignite life) collective and our communities and families, is fighting for the present and future of the Amazon and against oil pollution.

    We grew up alongside the gas flares, those fire monsters used for oil extraction that pollute our air and our water. Every single flame from the monsters represents more pollution, more suffering and more sickness for our people, as well as more destruction for the home we share with thousands of species. We watch every day as insects and animals are burned in the flames. Pollution is killing our loved ones: our mothers, fathers, grandparents, neighbours and friends, who are falling prone to diseases such as cancer. Many of them face long journeys to Quito or other cities to seek specialist medical care. Some do not survive this unjust reality.

    The flares are also time bombs, releasing methane and other pollutants that heat our atmosphere and contribute to climate disasters that disproportionately affect those of us already suffering from pollution.

    Despite all this, the Ecuadorian state continues to allow these flares to operate and multiply unchecked. Together with UDAPT, other collectives, our families and our communities, since 2020 we have been bringing legal action calling for the flares to be eliminated. After a long and exhausting battle, in July 2021 the courts ruled in our favour. And yet the state has ignored us for more than three years now. The number of flares has increased, from 447 in 2019 to 486 in 2023. This situation is unsustainable and constitutes a violation of our human rights.

    We are not asking for the flares to be turned off. Rather, as ordered by the court, we are demanding the removal of all the flares that affect our lives, nature and other communities. The Ecuadorian state, and all other countries in which flares are used, must undertake not only to remove them, but also to repair the damage already done. We cannot allow oil extraction to continue destroying lives.

    We call upon Ecuador’s president-elect, Daniel Noboa, to acknowledge that he has a duty not only to govern, but also to protect life, health and nature. During 50 years of oil exploitation, no president has taken meaningful action on human rights and environmental justice because these issues have not been a priority for them. In regions such as the Amazon or Esmeraldas, which were recently hit by a devastating oil spill caused by negligence on the part of Petroecuador, the Ecuadorian state continues to extract oil wealth at the expense of people’s land and rights. For those of us who live in these sacrifice zones, all that remains is pollution and death. Our fight is not only against the flares, but also to bring to an end the violation of our rights and the rights of those affected by the oil industry and climate change.

    We cannot allow the Ecuadorian government to continue to ignore the harsh reality facing communities in the country’s Amazon region or those affected by oil extraction. It must stop putting money before health or life. In the context of the climate crisis, urgent action can no longer be put off. Our struggle, which should be shared by the entire country, is a struggle for a future in which our families can live in peace, breathe clean air and drink water that is not polluted.

    This is not a message of despair, but rather one of hope for change. We know we are not alone. Every day, more and more people join our cause from both within and outside Ecuador, recognizing that our struggle is a fight for life itself. At this critical juncture, we urge presidential candidates to avoid empty rhetoric and take concrete action instead. The time has come to build a true common home for us and for those who will come after us.

  • MIL-OSI Global: Looking for mental health or wellness advice in a book? Check the author’s credentials first

    Self-help books are a mainstay of the non-fiction market. According to a 2022 study by BookNet Canada, self-help titles account for 17 per cent of non-fiction book sales.

    Some of these books can go on to sell millions of copies, but popularity doesn’t always equal credibility. Achieving bestseller status can reflect effective marketing campaigns, a large social media following or the appeal of personal storytelling rather than academic or clinical credentials.

    To better understand the current self-help landscape, my graduate student and I are reviewing New York Times bestsellers under the “Advice, How-To & Miscellaneous” category, which includes self-help books.

    Our preliminary analysis for April 2025 identified 22 relevant books, with only three written by authors with advanced training in psychology or medicine:

    This isn’t a new issue. A 2008 study examining 50 top-selling books directed at anxiety, depression and trauma found that more than half contained strategies that were not supported by evidence.

    Can self-help books help? It depends

    The effectiveness of a self-help book depends largely on the quality of its content and how it is used by readers.

    Books that draw on peer-reviewed research are more likely to offer reliable, evidence-based strategies for improving well-being.

    Peer review is a process in academic publishing where experts in a given field vet a research study’s quality before it’s published. This process helps ensure the research is of high quality and adheres to the standards of the discipline.

    Evidence-based books are ones that rely on peer-reviewed research to support their claims and suggestions for improved well-being. Having psychological science make its way to the general public via self-help books can provide a useful resource to support well-being and self-improvement.

    In contrast, books that are based on someone’s opinion or their lived experiences have not had their ideas tested or verified. Although these books can contain useful information that were helpful to the author, they can also be problematic, as the ideas have not been empirically examined.

    Risks of non-evidence-based self-help books

    Relying on untested self-help strategies can delay people from seeking appropriate support for the challenges they face. When they turn to self-help books instead of seeking professional care, it can lead to worsening symptoms and missed opportunities for effective treatment.

    This can have serious consequences, particularly for those dealing with complex mental health challenges like anxiety, depression or trauma.

    Relying on untested self-help strategies can delay individuals from seeking appropriate support for the challenges they face.

    In addition, exposure to misinformation or disinformation can make matters worse. When such content circulates widely, like through best-selling books, it can reinforce harmful stereotypes or downplay the seriousness of psychological distress.

    This can perpetuate stigma and make people feel ashamed or reluctant to seek therapy, medical treatment or other professional help.

    Anyone who has found themselves lying awake in the middle of the night with endless thoughts of potential doom can likely relate to this book. In Chatter, psychologist Ethan Kross examines this inner voice.

    According to Kross, by changing the dialogue we have with ourselves, we can potentially change our lives and ultimately improve our health and well-being.

    The resolution names the 234 law enforcement officers killed in the line of duty during 2024, including Stone County Sheriff’s Deputy Justin Smith. Boozman and Cotton paid tribute to the fallen lawman on the Senate floor in January 2024.
    Earlier this year, Boozman joined nearly a dozen colleagues in introducing the Thin Blue Line Act to increase penalties for criminals who target law enforcement. The measure is supported by multiple law enforcement groups including the Federal Law Enforcement Officers Association, National Sheriffs’ Association and Fraternal Order of Police.

  • MIL-OSI USA: Hawley Chairs Hearing That Exposes Insurance Fraud by Major Corporations

    During a disaster management subcommittee hearing of the U.S. Senate Committee on Homeland Security and Governmental Affairs, U.S. Senator Josh Hawley (R-Mo.) highlighted victims of recent natural disasters and the insurance companies that defrauded them.  
    “This isn’t charity that we’re talking about. [Americans] turn to their insurance companies because they pay premiums to those insurance companies. It’s a contract,” said Senator Hawley. “And unfortunately, time after time they find when disaster strikes–in their moment of utmost need–the insurance companies come back to them and they delay, and they deny, and they offer excuses, and they send out two adjusters and three adjusters and 15 adjusters and 25 adjusters, and they constantly change the estimates. And at the end of the day, they just won’t pay what is due. What is required. What is just.”
    The hearing featured homeowners whose property was severely damaged by recent storms, insurance adjuster whistleblowers who were pressured by companies to doctor reports to cut payouts, and the executive director of the American Policyholder Association, a consumer advocacy group that investigates fraud by insurance companies. 
    “When we needed Allstate the most, they failed us,” one disaster victim noted.
    “This is no longer about just a roof,” said another. “It’s about the failure of a system that leaves families vulnerable after catastrophic events.”
    Senator Hawley concurred.
    “It’s not like it’s happened to just one family,” he said. “It is a deliberate strategy to maximize profits.” 
    Senator Hawley also called out Allstate and State Farm for defrauding their policyholders and intimidating whistleblowers.
    “We’ve just heard testimony here–sworn testimony from multiple adjusters–that your company ordered them to delete or alter damage estimates to reduce payouts and to make you profits,” Senator Hawley said. “It sounds to me like you’re running a system of institutionalized fraud.”
    Senator Hawley has been drawing attention to insurance company victims since President Trump shed light on the issue during his January visit to North Carolina where he met with those impacted by Hurricane Helene.

  • MIL-OSI USA: Welch Skewers Trump’s Trade Policy in Senate Finance Committee Hearing

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) today skewered the Trump Administration’s misguided trade policy, which has slowed economic growth, interrupted supply chains, and threatened access to markets for Vermont businesses, farms, and manufacturers. 
    “We’re getting hammered. Dairy is our big product, but we have a lot of vegetable growers. Our farmers get a lot of fertilizer from Canada and it’s going to go up like 25%. And I don’t care what the politics are of the farmer, whether they voted for Trump or voted for Harris—that’s a real hit, right?” asked Senator Welch. “Some of the issues, or the justification for tariffs, is to get the supply chain back here and I have some appreciation for that. But it’s not like, ‘the more we grow here, the better,’ right? We’re already doing that. We get higher costs, and that will make the markets more vulnerable. More farms will go out of business.”

    The Senate Finance Committee’s hearing featured testimony from representatives of the American Soybean Association, the Center for Strategic International Studies, the Semiconductor Industry Association, and AdvaMed. 
    This week, President Trump announced a new trade agreement with China that will temporarily reduce tariffs from 145% to 30%, while retaining several other newly imposed tariff categories. Even with this temporary reprieve, Americans still face an overall effective tariff rate of 17.8% —the highest since 1934.    
    Senator Welch has blasted Trump’s tariffs and trade war and shared stories from constituents about how President Trump’s economic policies have impacted their businesses, farms, and communities. Senator Welch has hosted roundtables in Stowe, Newport, St. Albans, and virtually, where he heard concerns and first-hand stories from Vermont and Canadian business leaders impacted by the trade war.
