    Department of Health (DOH) Executive Deputy Secretary Kristen Rodack will join first responders in Altoona to kick-off a new statewide initiative to recruit residents interested in becoming EMS professionals.

    As part of National Emergency Medical Services (EMS) Week, May 18-24, Pennsylvania Regional EMS councils and agencies will be hosting career events across the state where Pennsylvanians can meet EMS professionals and learn about local career opportunities and trainings.

    The first two events will be held in Blair and Mercer counties on Sunday, May 18.

    Governor Josh Shapiro’s proposed 2025-26 budget adds $6 million more a year for the next three years to the Emergency Medical Services Operating Fund, which would be disbursed through the 13 regional EMS councils to local stations. In 2023, he secured $20.7 million to increase Medicaid reimbursement for service and mileage rates for ambulance services, promoting access to health care and ensuring that EMS agencies are properly reimbursed for their critical care.

    Recruiting and retaining EMS first responders is vital to Pennsylvania’s health care system as they provide 24-hour emergency medical services, seven days a week. In 2024 alone, over 1,200 emergency agencies responded to more than 2 million calls for service.

The selected works of art are now on display in the State Capitol East Wing Rotunda until the end of May, which is observed nationally as Older Americans Month.

    On President Trump possibly attending the upcoming meeting between Russia and Ukraine:
    “The President is being recognized around the world as the chief dealmaker, and Zelensky is very smart by saying he wants him at the table. However, there’s some real differences in what the proposal for a peace deal that Zelensky has put on the table and what Putin has put on the table, and unless there’s actually a path forward to possibly getting a peace deal, I don’t see President Trump getting there. However, if President Trump showed up, I would say that there’s probably a 90% chance that a peace deal would be part of the deal before he left.”
    On Senator Chris Murphy’s hypocrisy:  
    “First of all, I have to address Chris Murphy here, because Chris Murphy is a man that lacks integrity at this point. I could understand if Chris was willing to call out the Bidens when they set up 20 plus shell companies to funnel millions, literally over $25 million through, which had no assets coming from foreign entities, just simply to have access to then, at that time, the Vice President Biden and President Biden when he was in office.”

    Washington D.C. – Today, Rep. Barry Moore (AL-01) introduced the Readiness Over Wokeness Act. This legislation will codify President Trump’s Executive Order that reversed a Biden Administration policy of allowing transgender individuals to serve in the military. Cosponsors include Reps. Anna Paulina Luna (FL-13), Harriet Hageman (WY-AL), Warren Davidson (OH-08), Marjorie Taylor Greene (GA-14), and Andrew Clyde (GA-09).

    The Readiness Over Wokeness Act will prohibit anyone who has a current diagnosis or history of symptoms consistent with gender dysphoria, or who has received or is receiving gender affirming care, from serving in the armed forces. Rep. Moore’s bill also directs the Secretary of Defense to conduct a reinvestigation of the eligibility for access to classified information once separation from the Armed Forces occurs.

    ESCONDIDO, CA – Today, Congressman Darrell Issa (CA-48) announced that Murrieta Valley High School student Connor Main is the winner of the 2025 Congressional Art Competition for California’s 48th District. Connor’s winning entry is entitled The Dire Wolf.

    “Connor’s piece immediately struck me as uniquely creative and serves as a representation of CA-48’s brightest high school artists. I’m eager for it to be celebrated in our local community and presented in the U.S. Capitol, where it will be on display for the year ahead,” said Rep. Issa.

    Connor is a freshman in high school, and the artwork is constructed solely from charcoal pencils. His parents have expressed their pride in Connor’s work being honored by Congressman Issa in the US Capitol. 

    Connor’s art instructor, Jessica Hoxmeier, stated that the freshman spent countless hours to painstakingly complete every detail of the piece. 

    The runner-up submission was painted by Murrietta Valley High School Junior Hannah Maronde entitled Progress of Patience. Hannah’s work will be displayed in Congressman Issa’s office in Washington, D.C. for guests to enjoy when visiting. 

    Congressman Issa’s office received dozens of creative and inspiring submissions from throughout the region, including watercolors, photographs, drawings, and original paintings.

    Each spring, the Congressional Institute sponsors a nationwide high school student art competition to encourage and recognize artistic talent throughout the country. Students from the 48th Congressional District submit entries for consideration and the winning entry is displayed in the U.S. Capitol for one year. Additionally, the winner is invited to a celebratory reception in Washington, D.C

    TUCSON, AZ — U.S. Congressman Juan Ciscomani honored more than 20 students from across Arizona’s 6th Congressional District for achieving one of our country’s most prestigious academic honors: an appointment to a United States Service Academy. 

    “You are the best of the best and the brightest of the bright,” Ciscomani told the students Friday at a “send-off” reception he hosted to recognize their achievement. “We celebrate your success and take great comfort in knowing that you are our country’s next generation of military leaders.” 

    Each of the students received an appointment to a service academy from Ciscomani after competing in a rigorous and highly selective nomination process. Each student was interviewed by a members of selection board who then recommended their nomination to the congressman and were invited to apply for admission to a service academy. They then had to be accepted by a service academy. 

    “It’s easier to get into an Ivy League university than it is a service academy,” Ciscomani told the students

    Joining the students at the reception were their proud parents, the selection board and members of The Friday Pilots, a local group of retired military pilots who meet for lunch every Friday. 

    “We’re passing the torch from one generation of military leaders to the next,” Ciscomani said. “Our country is a land of liberty because of the bravery and sacrifice of people like The Friday Pilots. It will remain a land of liberty because of students like this.”

    To mark the 100 days to go milestone, World Rugby unveiled the new Women’s Rugby World Cup Trophy at London’s Battersea Power Station. The reveal, broadcast live on the BBC Morning Live, brought together senior figures from World Rugby, RWC 2025 LOC, UK Government, host cities, and Rugby World Cup legends to celebrate the progress and energy of the women’s game and look ahead to an era-defining tournament.

    Crafted in sterling silver and plated with 24-carat gold, the newly designed trophy is a modern expression of excellence and ambition. It fuses history and future by retaining the iconic twin handles of the original prize while introducing a sleek, oval silhouette, with names of past champions engraved on its base acknowledging the trailblazers who have shaped the game.

    The world map etched into the surface symbolises the game’s universal reach, celebrating the nations that have competed on the Rugby World Cup stage and the new stars who will carry the game forward. For the first time at RWC 2025, all six World Rugby regions will be represented across the 16 nations involved with a South American team, Brazil, making their debut on the sport’s biggest stage.

  • MIL-OSI USA: H.R. 217, Communities Helping Invest through Property and Improvements Needed for Veterans Act of 2025

    H.R. 217 would expand and extend a program that authorizes the Department of Veterans Affairs (VA) to accept donations of real property and improvements from nonfederal entities. Under the bill, VA also would be authorized to accept donations of minor construction and nonrecurring maintenance projects to support the development and upkeep of VA medical facilities. Because those in-kind donations are property rather than monetary contributions, they are not reflected in the federal budget. Additionally, the bill would extend the program, which expires in December 2026, by five years.

    VA is authorized to accept real property donations and in-kind support through other authorities, including enhanced-use leases, which have sometimes resulted in implicit or explicit commitments to make future payments. Those arrangements, when they rely on future appropriations, constitute contract authority and are classified as direct spending.

    The authority for the program includes restrictions that may prevent VA from making such commitments. Based on VA’s implementation of the program to date, CBO expects the department is unlikely to enter arrangements that would create future obligations or result in significant costs. Thus, CBO estimates that enacting this bill would increase direct spending by an insignificant amount.

    WASHINGTON – U.S. Immigration and Customs Enforcement officials arrested four illegal aliens convicted of child sex crimes in Massachusetts, California, New York and Texas May 12.

    “ICE has a long history of protecting children and other vulnerable members of our society,” said ICE acting Director Todd M. Lyons. “These sexual predators have no place in our communities — and our officers and agents will continue to take them off the streets so they can’t hurt people who can’t protect themselves.”

    Those arrested include:

    • Carlos Araujo in Leominster, Massachusetts. An Uruguayan national, the registered sex offender has a prior conviction for indecent assault and battery on a 7-year-old in Leominster. Aruajo entered the United States on March 29, 1997, in Boston as a lawful permanent resident. He remains in ICE custody pending removal proceedings.
    • Carlos Ubence Cortez-Lopez, a Guatemalan national and illegal alien in California. ICE officials arrested him at the California Rehabilitation Center, a state prison in Norco. Cortez was sentenced to two years in prison for unlawful sexual intercourse with a minor and an additional two years for possession of child or youth pornography. Border Patrol officials encountered Cortez when he attempted to illegally enter the U.S. on March 23, 2021, and April 22, 2021. He subsequently entered the U.S. at an unknown location, on an unknown date, without inspection or parole by a U.S. immigration official. He remains in ICE custody pending removal proceedings.
    • Dublas Perez Salazar, a 31-year-old illegal alien, in Airmont, New York. Perez is a Guatemalan national was arrested by the Ramapo Police Department in Suffern and charged with child rape. Perez entered the United States at an unknown location, on an unknown date, without inspection or parole by a U.S. immigration official. He was convicted of driving under the influence of liquor May 16, 2022. He remains in ICE custody pending removal proceedings.
    • Filemon Martinez-Medina, a 34-year-old illegal alien and citizen of Mexico, at the Texas State Prison in Huntsville, Texas, which honored an ICE immigration detainer — a request for law enforcement officials to hold a detainee in custody until ICE can arrest them — lodged Oct. 14, 2011. Martinez entered the United States as a legal permanent resident through El Paso. He was subsequently sentenced to 14 years in prison by the 64th District Court Swisher County, Texas, for aggravated sexual assault of a 14-year-old. An immigration judge ordered Martinez removed from the United States April 27, 2015. He remains in ICE custody pending removal.

    ICE investigates and arrests those who violate U.S. immigration law, including dangerous criminal aliens who pose public safety and national security threats.

    “Through extensive collaboration between federal, state, and local agencies, ICE and the Department of Homeland Security have arrested a record number of illegal aliens since January 20, and we’re not finished yet,” said Lyons.

  • MIL-OSI United Nations: Rising heat, rising risk: managing forest fires in a warming world

    Wildfires are becoming more intense, more frequent, and more destructive, stretching across continents, ecosystems, and communities.

    In the 2023-2024 season, 3.9 million km² of land burned globally, with carbon emissions 16% above average. Major wildfire events included Canada’s worst season, with 150,000 km² burned and 232 thousand people evacuated, Greece’s largest wildfire on record (900 km²), and deadly fires in Hawaii and Chile, claiming over 200 lives, according to the State of Wildfires 2023-24: CAMS data support assessment – Copernicus. As we approach the 2025 fire season in the Northern Hemisphere, which typically runs from June to October, California has already faced devastating fires in January, outside the usual fire season.

    This growing trend of longer and more intense fire seasons highlights that wildfires are no longer confined to a specific time of year, but are now a year-round global threat.

    Wildfires are escalating into a global crisis, with far-reaching consequences for ecosystems, public health, and the climate. They worsen air pollution, increase carbon emissions, disrupt water supplies, and increase the risk of floods and landslides, compounding vulnerabilities in both rural and urban areas.

    Recognizing this urgency, the UNECE/FAO Working Party on Forest Statistics, Economics and Management, a UN expert body that facilitates technical cooperation on forest data, management, and policy, and oversees expert teams working on these topics, brought together country delegates and experts to explore what is driving this crisis, what it is doing to our forests, and what can be done to manage it.

    Fire is not always an enemy. It has long played a vital role in many forest ecosystems, clearing dead vegetation, recycling nutrients, and fostering diversity. Some forest types even depend on periodic burns to regenerate. When strategically managed, including through practices like controlling and prescribed burning, fire becomes a powerful tool to maintain healthy forests and reduce the risk of larger, more destructive wildfires.

    The balance, however, is shifting. Driven primarily by climate change, wildfires are now pushing ecosystems to their limits. Longer dry seasons, hotter temperatures, and erratic weather are turning manageable fires into landscape-scale disasters.

    As countries prepare for the 2025 UN Climate Change Conference (UNFCCC COP30) in Belém, Brazil, the session emphasized that wildfire risk must be integrated into climate strategies. Forests are a key line of defense against global warming, but only if they are protected and managed sustainably.

    The session concluded with a clear message: a proactive, data-driven, and climate-smart approach is essential.

    Stronger forest resilience measures are needed, including sustainable management, landscape restoration, and fuel load reduction through prescribed burns. Increased investment in firefighting capacity and improved land-use planning are also crucial to protect communities in fire-prone areas.

    Experts highlighted the importance of cross-border collaboration, citing initiatives like the Global Fire Management Hub and tools such as EFFIS and INForest to support data collection and evidence-based policies.

    The path forward must recognize fire’s dual role: as both a threat and a tool in building resilient forest landscapes.

    WASHINGTON – The New York Times story falsely painted a narrative that Immigration and Customs Enforcement (ICE) targeted illegal alien coffee workers in Hawaii. The truth is ICE targeted criminal illegal aliens and conducted unaccompanied minor welfare checks to ensure children are not being abused, trafficked or otherwise exploited. 

    “Our brave ICE agents conducted operations in Hawaii to protect communities from violent criminals who shouldn’t be in our country. The targets of the operation in Hawaii included criminal illegal aliens charged with kidnapping, assault, distribution of deadly drugs, domestic abuse, and theft,” said Assistant Secretary Tricia McLaughlin. “Why does the New York Times continue to peddle false sob stories of criminal illegal aliens but ignore their victims? Completely leaving out the facts and rap sheets of criminals arrested shows the New York Times’s complete bias. This story was nothing but an attempt to mislead the public.”  

    Below are some of the criminal illegal aliens arrested in Hawaii that the New York Times failed to report:  

    On January 23, 2025, HSI Honolulu administratively arrested Rescue Suda, a citizen of the Marshall Islands. The Circuit Court of Hawaii County, Hawaii previously convicted Suda of Felony Assault. Suda was also arrested for kidnapping and terroristic threatening.

    On February 25, 2025, HSI Honolulu arrested Navor Salas-Cruz, 52, a citizen of Mexico. Salas-Cruz was identified as being present in the United States after a prior order of removal. Salas-Cruz has multiple immigration encounters starting in 1996 including 2 prior removals and has a lengthy state criminal history ranging from assault, DWI, forgery, driving without a license, criminal contempt of court, family abuse. Federal charges include 8 U.S.C. § 1326(a) and 18 U.S.C § 922(g)(l) for one count of reentry of removed alien and one count of felon in possession of firearms and ammunition

    On January 25, 2025, HSI Honolulu arrested RJ Marsolo, a citizen of the Federated States of Micronesia.  The State of Hawaii, Circuit Court of the First Circuit, previously convicted Marsolo of assault in the first degree and assault in the third degree and sentenced him to a total of 10 years imprisonment.  

    On January 25, 2025, HSI Honolulu arrested Herman Faamausili, A citizen of Samoa.  The United States District Court, District of Hawaii, previously convicted Faamausili of distribution and possession with intent to distribute 50 grams or more of a mixture or substance containing methamphetamine and sentenced him to 70 months imprisonment.  The immigration judge ordered Faamausili’s previous removal from the United States on September 15, 2021.  

    On January 26, 2025, HSI Honolulu arrested Heine a citizen of the Federated States of Micronesia. The Superior Court of Guam convicted JAI of theft by receiving, sentencing him to 5 years in prison, and assault, sentencing him to 1 year in prison.  The immigration judge previously ordered JAI’s removal from the United States on April 16, 2020.

    Sarnia, Ontario – The Canadian Coast Guard’s Inshore Rescue Boat stations on the Great Lakes, Georgian Bay, and St. Lawrence are now open.

    Inshore Rescue Boat stations are crewed by post-secondary students hired and trained by the Canadian Coast Guard. They provide additional maritime search and rescue service during the busy summer recreational boating season. The stations are located at Britt on Gereaux Island (Georgian Bay), Brebeuf Island (Georgian Bay), Hill Island (St. Lawrence River), Corunna (St. Clair River), Mitchell’s Bay (Lake St. Clair) and Long Point (Lake Erie).

    They are open from May 14, 2025, at 12 p.m. ET until September 3, 2025.          

    Ashore, Canadian Coast Guard Marine Communications and Traffic Services centres provide marine safety communications, while the response to each search and rescue case is coordinated by the Joint Rescue Coordination Centre in Trenton, Ontario.

    Waterways remain very cold at this time of year and take much longer to warm up compared to the air. Transport Canada’s Safe Boating Guide is an excellent source of information in preparation for the recreational boating season.

  • MIL-OSI Security: Middleton — RCMP charge Middleton man with child pornography

    The RCMP’s Provincial Internet Child Exploitation (ICE) Unit has charged a Middleton man for child pornography offences after a search of his home in late February.

    On February 27, the RCMP’s ICE Unit, assisted by Annapolis District RCMP, Kings District RCMP and RCMP Digital Forensic Services, executed a search warrant at a residence on Main St. in Middleton, seizing several electronic devices, including smartphones, computers and a hard drive.

    On May 1, after a forensic examination and analysis of the seized devices, the RCMP ICE Unit, with assistance from the RCMP Interview Assistance Team, safely arrested Devin Doucette, 32, and charged him with Possession of Child Pornography and Failure to Comply with Prohibition Order.

    Doucette appeared in Digby Provincial Court on May 1. He was released by the court on conditions and will reappear in Digby Provincial Court on June 9.

    This investigation was part of Project Steel, a collaborative effort by law enforcement partners across Canada to target online child sexual exploitation offenders.

    In Nova Scotia, it’s mandatory for citizens to report suspected child pornography; anyone who comes across child pornography material or recordings must report it to the police. Failure to report could result in penalties similar to those for failure to report child abuse under the Child and Family Services Act.     Authorities Made Arrests as Part of Coordinated Effort to Restore Order and Uphold Immigration Laws.

    WASHINGTON – U.S. Attorney Ed Martin Jr. joined with other federal law enforcement leaders to announce today that as a result of a joint federal law enforcement initiative, authorities arrested 189 individuals following a joint federal immigration-related enforcement operation in the District of Columbia over the past week.

    As part of the operation, authorities apprehended 189 illegal aliens during an enhanced targeted immigration enforcement operation focusing on egregious criminal alien offenders operating in and around Washington, D.C., May 6–9.

    “Thanks to President Trump’s leadership and this administration’s focus on law and order, these arrests represent a major step forward in making Washington, D.C., safer for legal citizens and their families,” said U.S. Attorney Martin. “These arrests make clear that violating our nation’s immigration laws will not be ignored.”

    “The District of Columbia is exponentially safer today because of countless hours of investigative work and dedication to duty displayed by ICE Washington, D.C., and our law enforcement partners,” said ICE Enforcement and Removal Operations Washington, D.C., Field Office Director Russell Hott. “Working with our partner agencies, ICE officers and agents arrested 189 illegal aliens and removed them from the streets of our Nation’s Capital. Throughout this enhanced enforcement operation, we targeted the most dangerous alien offenders in some of the most crime-infested neighborhoods in the city of Washington, D.C. Evil is powerless if the good are unafraid. I commend the efforts of everyone involved, as all were truly committed to the success of this operation. ICE Washington, D.C., remains dedicated to our mission of prioritizing public safety by arresting and removing criminal offenders from our Nation’s Capital and surrounding communities.”

    Among those arrested during the enhanced targeted operation include the following:

    • A 47-year-old illegally present Guatemalan alien whose criminal history includes drug possession, illegal reentry, aggravated assault, trespassing, disorderly conduct, and sexual assault. His current criminal charges include unlawful reentry of a previously deported alien, disorderly conduct, lewd acts, possession of a controlled substance, sex abuse, assault with a dangerous weapon, and possessing an open container. Additionally, he has numerous gang-affiliated tattoos on his arms, legs, and chest.

    • A 25-year-old illegally present Guatemalan alien whose criminal history includes threat to kidnap, attempted possession of a prohibited weapon, threats to bodily harm, and simple assault. He is currently charged with alien present without admission or parole.

    • A 30-year-old illegally present Salvadoran alien whose criminal history includes simple assault, driving while intoxicated, brandishing a machete, and unauthorized use of a vehicle. He is currently charged with alien present without admission or parole.

    • A 36-year-old illegally present Mexican alien whose criminal history includes misdemeanor larceny, misdemeanor indecent exposure, possession of an open container, simple assault, theft, unlawful entry, and possession of a prohibited weapon (knife). He is currently charged with alien present without admission or parole.

    This law enforcement activity is part of President Donald Trump’s Make D.C. Safe and Beautiful Executive Order.     • 156,100 people in the district rely on Medicaid for health coverage—that’s 20 percent of all district residents.

  • MIL-OSI USA: Study Demonstrates Health Disparities in U.S. Territories

    A new study found that people living in Puerto Rico, Guam, and the U.S. Virgin Islands reported worse overall physical health than those living in the states.

    This research, led by Anna-Michelle McSorley, assistant professor of allied health sciences at UConn Waterbury, was recently published in the Journal of the American Medical Association.

    McSorley and her co-author were able to conduct this study because, unlike many federal data collection systems, the Behavioral Risk Factor Surveillance System (BRFSS) includes data from three U.S. territories – Puerto Rico, Guam, and the Virgin Islands.

    “That is something that is pretty unique,” McSorley says. “That was the motivation for this paper. I found a data system in which [these populations are] represented, and I have the opportunity to tell a story about some key health-related quality of life indicators for those particular regions of the United States.”

    In a previous paper, McSorley and co-authors found that territories are often not included in federal data systems for several reasons. In some instances, a state or territory must apply to the federal government for funding to conduct the work at the local level. The work must align with the methodological standards set by the Centers for Disease Control and Prevention. However, territories are not always eligible for these grants, and even when they are, it is not always clear if they can apply.

    McSorley identified significant disparities in the percentage of people living in the territories who reported having fair/poor general health compared to the states. In the states, this percentage is 16.1%, compared to 17.7% in Guam, 18.6% in the U.S. Virgin Islands, and 27.8% in Puerto Rico.

    “From the data that I saw, it was pretty remarkable to note that Puerto Rico had the most disparities when compared to the 50 states,” McSorley says.

    In the case of mental health, however, both the territories and the states had similar levels of people reporting poor outcomes.

    In Puerto Rico this was 12.8%, 12.4% in Guam, 11.7% in the U.S. Virgin Islands, and 14.9% in the states.

    “There actually wasn’t this stark disparity,” McSorley says. “There were quite poor mental health outcomes when looking at all three territories as compared to the United States, which was also pretty alarming, and it indicates that there’s a need to really increase attention to mental health at a population level for the United States overall.”

    Given these findings, McSorley says she plans to expand upon the work she has been a part of surrounding the 988 mental health crisis hotline in the states to the territories.

    “Finding that the pattern of poor mental health is high for each of the jurisdictions that I looked at, it provides further evidence for the need to dig into that area.”

    McSorley has been working on issues of data equity as they relate to U.S. territories for years. Her work, including this paper, aims to increase the inclusion of the territories in federal data collection systems.

    “This is a baseline-level attempt to insert these data into the literature because they’re often missing,” McSorley says. “If the data are not there, we don’t have the ability to tell the story about what the population health characteristics look like at baseline.”

    McSorley, a member of the Data Capacity Subgroup for the Association of State and Territorial Health Officials, will disseminate these findings to territorial health officials and intends to continue contributing to reports that promote territorial data equity. She says that this kind of work is even more important now as federal databases are being taken down under the current administration. BRFSS has not been removed at this point to the best of her knowledge.

    “It’s really important to be able to add this to the literature at this time to describe some of the findings that are present within systems that traditionally have been publicly available, and we’re not certain for how much longer they might be,” McSorley says.

    According to the Electrical Safety Authority, more than 40 per cent of Ontarians mistakenly believe that direct contact is required to get a shock or burn from a powerline. However, electricity can arc from the line to any object that comes within three metres, such as a ladder, branch or tool, and cause serious injury or death.

    “Powerline Safety Week is an important time to remind everyone about the serious and frequently misunderstood risks that powerlines present,” said Patience Cathcart, Director of Data Science and Public Safety Officer, Electrical Safety Authority. “Public safety is one of our highest priorities. By working together to raise awareness, we can help reduce the risk of accidents and protect lives.”

    Every year, injuries and even fatalities occur when people inadvertently come into contact with overhead, often during routine activities like landscaping, digging, or operating equipment under overhead powerlines.

    Here are six essential safety tips to always follow:

    1. Look up and look out: Always maintain awareness of overhead powerlines when engaging in outdoor activities. Identify all powerlines, including those obscured by foliage, near residential and work areas.
    2. Stay back 3 meters from overhead powerlines: You do not have to touch a powerline to get a deadly shock. Electricity can jump or “arc” to you or your tools if you get too close. Always keep a 3-metre gap between you, your tools and powerlines.
    3. Stay 10 metres from a downed powerline: There is no way of knowing if a powerline is live just by looking at it. Wires do not have to spark to indicate they are live. Always assume a downed powerline is energized and dangerous. Call 9-1-1 and the local utility immediately and ensure everyone stays at least 10 metres back—about the length of a school bus—from fallen powerlines.
    4. Call before you dig: Prioritize safety by contacting Ontario One Call at 1-800-400-2255 before initiating any excavation or construction project, ensuring the detection of underground utilities, including powerlines. The locate will only identify utility owned underground line. Customer owned underground lines will require a private locate.
    5. Be mindful of equipment: Avoid flying kites, drones, or other objects near powerlines, as even non-metallic items can conduct electricity, posing severe risks.
    6. Talk to your kids about powerline safety: Help children find safe places to play, away from utility poles and powerlines. Remind children never to climb trees near powerlines, since leaves and branches can hide the wires.

    Today, Democratic Leader Hakeem Jeffries appeared on MSNBC’s Morning Joe where he emphasized that Democrats will continue pushing back against the reckless Republican scheme to rip healthcare and nutritional assistance away from the American people. 

    MIKA BRZEZINSKI: This morning, the House Energy and Commerce Committee continues its marathon session on proposed Medicaid cuts that will be included in the Republican Party’s sweeping domestic policy bill. Let’s bring in House Minority Leader, Democratic Congressman Hakeem Jeffries of New York. It’s good to have you on sir. Tell us about those cuts. How will Americans be feeling them?

    LEADER JEFFRIES: Well, good morning. House Democrats are working hard through the night, both on the Energy and Commerce Committee and the Ways and Means Committee, to push back against this GOP Tax Scam, where they are trying to enact the largest Medicaid cut in American history north of $700 billion. And independent observers have confirmed that if the Republicans are successful in passing this GOP Tax Scam, then approximately 14 million people will actually lose their health coverage. Hospitals will close. Nursing homes will shut down. This really is a matter of life and death, and it’s all being done to try to enact massive tax cuts for MAGA billionaire donors like Elon Musk. It’s shameful.

    WILLIE GEIST: Leader Jeffries, I’m also looking deep into this bill at proposed cuts to SNAP. That’s food assistance for people across the country—red states, blue states, white, Black, Latino, you name it. $300 billion cuts proposed. What would be the impact of that?

    LEADER JEFFRIES: Republicans are literally ripping food out of the mouths of children and seniors and veterans. About 20% of households that have veterans living in them right now rely upon SNAP. And in addition to trying to jam this massive cut to healthcare down the throats of the American people, this would be the largest cut to nutritional assistance in the history of the United States of America. And so Republicans are really pushing an extreme agenda at this point in time, directed by Donald Trump. And unfortunately, what we’ve seen is that Republicans in the Congress continue to simply be a rubber stamp as opposed to standing up for the best interests of their constituents.

    KATTY KAY: Leader Jeffries, there’s so much going on around the country and so much news coming out of this administration that perhaps this bill is not getting the attention you may feel it deserves. I know there were protesters and some people arrested up on Capitol Hill this week. How can you make Democrats and Republicans who could lose in red states and rural areas as well from this bill—how can you make them more aware and get their voices heard so that changes could be made to the bill?

    LEADER JEFFRIES: Well, these cuts are deeply unpopular across the country, and we’re seeing that in district after district after district. One of the reasons why Republican House leaders have told their members to stop holding town hall meetings is because the American people in blue states, in swing states, in red states have been showing up protesting these proposed cuts to their healthcare, these proposed cuts in nutritional assistance, the efforts to hurt veterans. And so, we just have to keep the pressure on. We’re in a more-is-more environment. We’re doing town hall meetings in our districts and town hall meetings in Republican districts, rallies and speeches and demonstrations and sit-ins. We’ll continue to elevate for the American people the stakes of this battle. And all we need is to find four Republicans who are willing to do the right thing and we could stop this extreme budget from being enacted.

    JOE SCARBOROUGH: Let me circle back to an issue that we were talking about a month ago. And I’m just curious what Congress is doing, what Congress can do, what Democrats can do about USAID. We have a situation where you have the richest billionaire in the world slashing funding that’s going to ultimately take food out of the mouths of the poorest children on the planet. Now, USAID obviously was a congressionally-mandated agency. You all authorized the spending. You appropriated the spending. And I’m just curious, when does Congress circle back? Because I know there are a lot of Republicans on the Hill that don’t want PEPFAR cut, this Bush program that was inspired by his faith, his evangelical faith, saved over 25 million lives in Africa. We can talk about Catholic charities, Baptist charities. A lot of cuts, both secular and religious charities, helping the poorest across the world. What can Congress do to make sure that funding starts back up?

    LEADER JEFFRIES: Well, Joe, as you know, the Constitution gives Congress generally, and the House specifically, the power of the purse. And as the appropriations process begins at the conclusion of this Republican budget reconciliation effort, we’re going to have to strongly push our Republican colleagues to join us to make sure that congressionally-mandated funding, including as it relates to USAID, which helps the best interests of the United States of America. It’s the right thing to do. It’s a moral outrage that these funds have been cut, but it’s also a strategic outrage because what the Trump administration and Elon Musk are doing are undermining the soft power of the United States of America. And if we don’t step in to battle these humanitarian situations that are happening across the world, China will step in and that’s bad for the national security of the United States of America.

  • MIL-OSI Global: From boomers to Gen Z: How to solve the public sector succession crisis

    Public servants are the backbone of Canadian government. Canadians expect them to act in the best interest of society, to uphold Canadian democratic institutions, to steward public monies and to deliver programs and services.

    But as retirements surge, how can governments attract young people to work for them? It’s difficult when governments suffer from poor reputations, low public trust and offer working conditions that may not appeal to young people.

    What do young Canadians want from their careers, and what will it take for public service to win them over?

    This issue, among others concerning Canadian public servants, are currently being studied at the Professional Motivations Research Lab at Dalhousie University. The lab is led by the lead author of this piece, Dominika Wranik, whose work focuses on measuring and explaining the motivations of professionals in the public service.

    The lab’s insights shed light on the factors that influence how young people make decisions about whether to work for the public sector.

    Looming labour shortage

    In 1966, there were 7.7 working-age individuals for every senior in Canada. But in 2022, the ratio dropped to 3.4 and is projected to drop further over the next decade.

    A labour shortage will create increased competition for top talent between the public and private sector, an issue for governments as research has shown a growing disinterest among youth in pursuing civil service careers.

    Recruitment to the public service is further complicated by declining perceptions of competence and trust in Canadian public institutions. With studies demonstrating that applicants’ perceptions of an organization’s competence affect their attraction to working there, Canadian governments also run the risk of losing potential applicants who don’t view Canada’s public institutions as being competent or trustworthy.

    These challenges come as young Canadians enter the workforce with more career options than ever before, and different expectations from previous generations.

    Salary not the sole motivator

    Young Canadians are not solely interested in high incomes, but also in workplaces that provide a healthy work/life balance and align with their values.

    Data collected in 2024, for example, shows that 87 per cent of British Columbians between the ages of 18 and 34 prefer employers that are socially and environmentally responsible, with 61 per cent stating they would only work for such companies.

    This means Canadian governments are currently finding themselves in a perilous situation, where rising suspicion about their trustworthiness and competence, paired with growing disinterest in the public sector as a whole, means they’re not positioned well to navigate an impending labour shortage.

    Strengthening their capacity to attract and recruit the next generation of workers is therefore imperative, not only for upholding public institutions, but also for rebuilding trust in government.

    In the effort to resolve this issue and enhance recruitment to the public service, Canadian government officials must pore over existing research into the factors that determine why youth and those just entering the labour market — people between the ages of 13 to 27, known as Gen Z — pursue or refrain from pursing public service jobs.

    Some research suggests the three variables that potentially predict whether a member of Gen Z is inclined to pursue a career in the public sector are:

    Perceptions

    In terms of perceptions of the public sector, a recent study found that when choosing between the public and private sectors, university students in Norway and Poland were most influenced by their views of the public sector.

    The more positive the outlook — for example, that public sector work is considered less bureaucratic and less inefficient — the higher the preference to work in the public sector, and vice versa.

    This finding was echoed by racialized minorities in the United States. A 2022 study found that Black, Asian and Latinx young adults between the ages of 18-36 were largely turned off by government work due to perceptions that they weren’t represented or well-served by their “largely white, male and wealthy” local, state or federal government representatives.

    In Canada, a study led by the Public Policy Forum discovered that perceptions of the nature of government work also had a significant impact on a student’s decision to pursue a career in the public sector. Students who chose to enter the public service cited “opportunities to examine a wide range of complex challenges and help create policy solutions that can have a positive impact on many communities.”

    Motivations

    In terms of having public service motivation (PSM) — which refers to an individual’s inclination to serve the public interest — studies have found that members of Gen Z are more likely to be drawn to the public sector if they are high in PSM.

    Specifically, a study of Gen Z students in criminal justice programs found that those who identified with PSM tenets — such as “meaningful public service is very important to me” and “making a difference in society means more to me than personal achievements” — had a significantly higher likelihood of choosing the public sector over the private sector.

    Similarly, an interdisciplinary sample of undergraduate students with higher levels of PSM — and who therefore identified with the PSM dimensions of self-sacrifice, compassion and commitment to public values — were more likely to have a preference for the public sector.

    Job attributes

    Preferred job attributes also influence the employment choices of members of Gen Z. The aforementioned research on Norwegian and Polish youth and another 2017 study by Canada’s Public Policy Forum (2017) find that when Gen Z students are interested in public sector work, it’s due to the semblance of financial and job security.

    Given the growing disinterest among the Canadian population in pursuing employment in the public sector, new insights about what attracts Gen Z workers to the public sector should be required reading by governments across Canada.

    Understanding Gen Z’s misgiving about public sector work will help better position governments to compete with the private sector to recruit the next generation of employees.

    With perceptions of government competence and trustworthiness continuing to fall, it is imperative that Canadian public policymakers take significant steps to engage with Gen Z students and workers to create employment conditions that are attractive and aligned with their values.

    The next generation of government leaders in Canada are currently in high school, college or university classrooms across the country, meaning that research centred in educational institutions is uniquely positioned to uncover valuable regarding how public sector employment is perceived.

    Therefore, government-led engagement that is conducted through town halls, workshops and focus groups can help strengthen trust in government while familiarizing Gen Z students with government careers.

  • MIL-OSI Global: Trump’s tariff threat to foreign films overlooks the value of multilingual cinema

    With the 78th Cannes International Film Festival underway this week, there is little doubt that one topic will be central to conversations among filmmakers, sales agents and journalists: United States President Donald Trump’s threat to impose a 100 per cent tax on foreign-made films.

    Amid an ongoing tariff war, Trump’s proposal — which may ultimately remain an empty threat — goes beyond economic protectionism. It is cultural protectionism. It also reflects language ideologies that have long constrained the American film industry and American engagement with multilingual cinema.

    Experts have offered various theories about the motivations behind this threat, as well as why it may ultimately prove unwise. In the rush to brace for impact, we often forget the values behind these extreme positions aren’t new. More importantly, we must also remember why it’s vital to protect these cultural expressions.

    As a linguist, I see a clear connection between this proposal and one of the administration’s actions earlier this year, when Trump signed an executive order designating English as the country’s sole official language. This move reflected a deeply rooted monolingual ideology that has long influenced both the U.S. language policy and education systems.

    Monolingual ideology

    Such language ideology reflects a belief in the superiority of monolingualism, a view that American linguist Rosina Lippi-Green links to the “myth of Standard American English.”

    This myth is grounded in the subordination by one dialect, believed to be of higher quality and status, over other languages and dialects. According to Lippi-Green, the enforcement of this ideology follows a systematic process: language is mystified, authority is claimed and a series of negative consequences ensue. Misinformation is generated, targeted languages are trivialized, non-conformers are vilified or marginalized and threats are made.

    Such authority and threats are recognizable in this most recent threat to make access to foreign films difficult. The issue is not just about the economic dimension of foreign-made films. It is also about the perceived threat posed by the presence and influence of other languages. At its core, this reflects a fear or rejection of linguistic diversity.

    In the film industry, this monolingual ideology is closely tied to glottophobic attitudes, also referred to by some scholars as linguicism. These terms define the misrepresentation and negative stereotyping of speakers of languages other than English.

    Hollywood, in particular, has a long history of portraying foreign or heritage languages in stereotypical and often derogatory ways. Consider, for instance, the German-speaking characters in Second World War films, or more recent depictions of Arabic, Mexican Spanish or Russian speakers.

    These portrayals illustrate a tendency to depict other languages as menacing — a point that was also made in the American president’s claim that foreign films pose a “threat” because they constitute “messaging and propaganda.”

    Linguistic stereotyping

    It’s not just characters who speak other languages who have been misrepresented in American films. Those who speak English as a second language — that is with an accent or with a syntax that is marked by their first language — were often played by white actors and subject to similar derogatory stereotypes.

    Linguists have identified patterns in these linguistic representations, referring to them as Injun English, Mock Spanish or yellow voices, among others.

    Lippi-Green has famously argued that such linguistic depictions are ways to reinforce standard language ideologies through linguistic stereotyping in media, including popular Disney cartoons. They effectively teach American children how to discriminate.

    In my work, I examined French-accented English to demonstrate that these representations reflect broader cultural anxieties. Ultimately, this rhetoric reveals more about the U.S. relationship with linguistic diversity than it does about the communities being portrayed.

    Trump has made reference to “any and all movies coming into our country that are produced in foreign lands.” But it remains unclear how such measures would impact streaming platforms and the diverse range of films they currently offer.

    Hollywood has come a long way since the heydays of linguicism, gradually embracing a more inclusive and multilingual cinematic landscape. Today, films that present a more diverse linguistic landscape are increasingly common. And audiences are accustomed to having access to a wide selection of international content.

    The global success of the French series Call My Agent is just one example. Among others are popular French spy thrillers and romances, Swedish thrillers, Japanese anime and Korean dystopian series.

    The pleasure of watching foreign films

    For years, foreign language films have been recognized as an invaluable resource for language learning. This fact is supported by language learning apps that increasingly recommend users to view TV programs or movies to support learning. Movies and TV provide access to a variety of dialects as well as authentic forms of language.

    As a professor of French media and linguistics, I often use films to teach students about French language and culture. But beyond their educational benefits, foreign-language films offer unique esthetic and emotional pleasures.

    Watching a film is to engage with sound and image. The language itself enhances the immersive experience, contributing to the authenticity of the storytelling. For example, one of my students told me he enjoys turning on closed captions in French. These are also known as SDH: Subtitles for the Deaf and Hard-of-Hearing. He does this not just for the dialogue but because they capture the full cinematic experience, including the naming of sounds.

    Restricting access to these cultural products would trap viewers in an ideological echo chamber, where only one language is heard and validated.

    Fictional representations play a powerful role in shaping and reinforcing real-world attitudes. Monolingual representations potentially foster linguistic discrimination and intolerance toward any word uttered with an accent or in another language. In short, such restrictions could pave the way for a partial and stunted society.
