    Washington, DC – Congressman Frank Pallone, Jr. (NJ-06), the top Democrat on the House Energy and Commerce Committee, today revealed deeply troubling dysfunction inside the National Oceanic and Atmospheric Administration (NOAA) that threatens the agency’s ability to alert public safety agencies to extreme weather – even as wildfires rage in New Jersey’s Pine Barrens.

    NOAA research labs like Princeton’s Geophysical Fluid Dynamics Laboratory (GFDL) are being forced to slash vital forecasting operations due to staffing cuts and an outrageous new Trump Administration policy requiring NOAA expenditures – from individual scientists’ employment contracts down to electricity and internet bills – be personally approved by Trump’s Commerce Secretary Howard Lutnick.

    “This absurd micromanagement is designed to kill off the federal agency tasked with trying to understand and respond to our changing environment and preserve our natural resources,” Pallone said. “And while the Pine Barrens burn, the people who protect us are being starved of the data they need to act.”

    As a result of funding delays and job losses across NOAA’s research arms, national labs like GFDL have been forced to scale back their contributions to the North American Multi-Model Ensemble (NMME) database. The seasonal forecasts—used to predict drought, temperature, and rainfall—will only have accurate data once per quarter, instead of each month. Emergency planners, including the New Jersey Forest Fire Service, received their last complete data set in April. New data was expected tomorrow, May 1, but due to the Trump Administration’s restrictions, it won’t arrive. The next update isn’t expected until July. 

    “These reports help public safety agencies and first responders prepare for drought conditions that can spark fires like the one engulfing Lacey Township right now,” Pallone continued. “Without them, communities are flying blind.”

    Pallone placed the blame squarely on the Trump Administration’s deliberate sabotage of climate science and emergency preparedness.  NOAA contracts and grants—many essential to keeping research labs operating—are stuck in Secretary Lutnick’s inbox awaiting his personal approval. Postdoctoral researchers at NOAA labs are now receiving 60-day termination notices as their contracts approach expiration in June.

    “Lutnick can’t even keep up with Trump’s tariff disaster, and now he’s supposed to personally approve NOAA’s utility bills?” Pallone said. “This guy is juggling trade talks with imaginary countries while American scientists are getting pink slips. It’s a circus and Jersey is paying the price.”

    Pallone reiterated his call for the immediate release of frozen funds and restoration of normal NOAA operations. On April 16, he led New Jersey’s Democratic Congressional Delegation in a letter to Secretary Lutnick demanding stable Fiscal Year 2026 funding and an immediate reversal of staffing cuts, funding freezes, and program terminations.

    Lawmakers: “Americans rightfully expect that the products they bring into their home are safe, and only the CPSC has the authority and expertise to ensure that expectation is met.”

    Washington, D.C. – U.S. Senators Ron Wyden and Jeff Merkley (both D-Ore.) said today they have joined dozens of lawmakers from the Senate and House in urging the Trump administration to reverse plans to eliminate the Consumer Product Safety Commission (CPSC), which develops and enforces product safety standards, facilitates recalls of unsafe products, and educates consumers and businesses about product hazards and best practices.

    “Since its inception, the CPSC has played a vital role safeguarding American families, and in particular infants, children, and older Americans,” the lawmakers wrote Office of Management and Budget Director Russell Vought in a letter about the bipartisan, independent commission. “Thanks to the CPSC’s critical work, residential fires and fire-related deaths have decreased by over 40 percent. Crib deaths and child poisonings have dropped by 80 percent. The Commission’s work continues today, identifying emerging threats and protecting Americans from dangerous and banned imported products.”

    “With the rapid growth of e-commerce and imported consumer products, especially from countries with less stringent safety regulations, CPSC plays a critical role to prevent unsafe and counterfeit goods from entering the U.S. market unchecked,” the Senate and House members wrote. “We strongly oppose any attempt to eliminate, defund, or weaken the CPSC and demand that you immediately roll back any efforts to dissolve the agency. Americans rightfully expect that the products they bring into their home are safe, and only the CPSC has the authority and expertise to ensure that expectation is met.”

    The letter, led by U.S. Senator Richard Blumenthal (D-CT) and U.S. Representatives Jan Schakowsky (D-IL) and Kevin Mullin (D-CA), comes as more than 150 consumer protection and trade groups warned that eliminating the CPSC would undermine product safety and weaken enforcement actions, consumer education campaigns, and data collection initiatives that protect Americans.

  • MIL-OSI USA: Attorney General Bonta Applauds Court Decision Rejecting Providence St. Joseph Hospital’s Meritless Attempt to Block California’s Lawsuit, Reiterates Commitment to Protecting Emergency Abortion Care

    OAKLAND — California Attorney General Rob Bonta today issued the following statement in response to the Humboldt County Superior Court’s decision to deny Providence St. Joseph Hospital’s (Providence) attempt to dismiss the Attorney General’s lawsuit, which alleges that the hospital violated multiple laws by refusing to provide emergency abortion care to people experiencing obstetric emergencies. Located in Eureka, California, Providence is the only available option for women in Humboldt County to seek emergency abortion care.  

    “There was no legal basis to dismiss our lawsuit against Providence, and we are grateful that the court agreed with us on every ground,” said Attorney General Bonta. “California is committed to protecting reproductive rights and let me be clear: that includes emergency abortion care. For those who are unfamiliar with Anna Nusslock’s harrowing story and Providence’s refusal to treat her, I encourage you to watch this video. I’m thinking of her today. Denying emergency abortion care to pregnant patients who need it is both traumatic and unlawful under multiple laws. My team and I look forward to seeing this case through and holding Providence accountable.”  

    In its demurrer, or attempt to dismiss the Attorney General’s lawsuit, Providence argued that California’s Emergency Services Law (the state-level analogue to the federal EMTALA statute) infringed on its religious right to free expression and that the State had not sufficiently pled a claim under the Unruh Civil Rights Act or the Unfair Competition Law, among other things. The court overruled Providence’s demurrer on those grounds, and all others. 

    On October 29, 2024, Attorney General Bonta secured a stipulation from Providence that ensures the hospital follows California law while the case proceeds. On February 14, 2025, the Humboldt County Superior Court held oral argument on Providence’s demurrer and took the matter under submission.

    As crowds celebrated in St. Peter’s Square, a man in white and red stepped onto the balcony of the basilica, prompting cheers from the plaza.

    It was American Cardinal Robert Francis Prevost: Pope Leo XIV, as he will now be known. On May 8, 2025 – the second day of the conclave following Pope Francis’ death – the College of Cardinals selected him to lead the Catholic Church.

    In the days to come, people may pore over videos of those first few minutes of Leo’s papacy, analyzing everything from his vestments and multilingual speech to his choice of papal name. Appearing on the balcony of St. Peter’s is a pope’s first appearance – a tradition full of symbolism.

    I am a scholar who studies Roman Catholic theology and history. I am particularly interested in how popes exercise authority and leadership today, including their use of symbols.

    When Francis first appeared on that balcony in 2013, he used four aspects of the ritual to convey a message about his intentions for his papacy. Leo, too, adapted symbols of the ritual – and time will tell how much of his own intentions he showed.

    What’s in a name?

    Since the sixth century C.E., new bishops of Rome have often taken a new name. Jorge Mario Bergoglio opted for “Francis,” the first pope to do so.

    It refers to Francis of Assisi, an Italian saint who lived at the turn of the 13th century who was renowned for his simplicity, poverty, concern for the Earth and desire to imitate Jesus. Over the next 12 years, these traits proved central to his papacy.

    Prevost chose “Leo,” making him the 14th pope to bear that name.

    Which Leo is the new pope referring to as his model? Probably more than one. One of the most significant Pope Leos, however, was the most recent. Leo XIII was pope from 1878-1903, and is particularly remembered for his writings on social justice, economics, politics and labor, which have grounded Catholic social teaching for more than 100 years.

    Leo XIII is also credited for promoting Thomas Aquinas, the important medieval theologian and saint, as the model for Catholic theology and its response to the modern world.

    Not a king

    On the balcony, Francis wore simple white papal garments instead of the more elaborate adornments worn by some of his predecessors. He wore his old, simple cross across his chest, rather than a new, more luxurious one.

    Popes have worn white garments as a symbol of their office for centuries. But many of them also used symbols of monarchy, such as the triple papal tiara or crown. Pope Paul VI, whose papacy was from 1963-1978, was the last to wear the tiara and to have a coronation ceremony. The following year, he sold the crown and donated the proceeds to emphasize the church’s commitment to the poor.

    Later popes have followed Paul’s example of avoiding royal symbolism, such as by no longer using a “sedia gestatoria,” the portable throne that traditionally carried the pope in formal processions. Francis took this trend even further and made simplicity of dress and lifestyle a hallmark of his time in office.

    When he appeared on the balcony, Leo returned to the tradition of popes before Francis by wearing the “mozzetta,” a short cape, and the gold cross offered to a pope when he accepts the office – showing somewhat more continuity with his predecessors.

    Bishop of Rome

    When Francis first addressed the crowd in St. Peter’s, he described himself as the new bishop of Rome.

    In Catholicism, the pope holds many titles representing the scope and duties of his office. For starters, he is not only the spiritual leader of the Roman Catholic Church but “sovereign of the State of Vatican City.”

    In terms of religious titles, some accentuate the pope’s authority. “Vicar of Christ,” for example, means he is Jesus’ representative on Earth. Others, such as “servus servorum Dei” – “servant of the servants of God” – emphasize his role as a support to other bishops and ministers of the church.

    Francis certainly did not deny the traditional authority of the pope’s office. However, he chose to identify himself first as the local bishop of the diocese of Rome, emphasizing how even the pope was first part of a local community. In the official Vatican yearbook for 2020, Francis listed his only title as “Bishop of Rome” and listed the rest as “historic.”

    When the new Pope Leo addressed the crowd, he described himself as the “successor of Peter,” the first pope. Like Francis before him, he also referred to the pope’s role as “bishop of Rome,” quoting the early church theologian St. Augustine: “For you I am a bishop, with you I am a Christian.” This identifies him first as a fellow Christian – and in that sense, not just a leader above his flock.

    ‘Pray for me’

    Francis asked the assembled crowd to pray for him before he offered his first papal blessing.

    Traditionally, popes making their first appearance would offer a blessing to the people gathered in St. Peter’s Square. Francis took this ritual and reversed it. In harmony with his views on simplicity and his role as the bishop of Rome, he emphasized the mutual connection between him and the people. He downplayed the view of the pope as a hierarchical ruler above the people.

    Leo concluded his address to the crowd with the traditional blessing in Latin, addressed “to the city and to the world.” He did not ask, as Francis did, that the crowd bless him first.

    In some ways, it seems like Leo’s symbolic message was “I am not Francis,” emphasizing his continuity with previous popes. Yet in his address, he clearly praised and thanked Francis, and invoked his predecessor’s emphasis on “synodality”: a church where all Catholics walk together. He repeated Francis’s message that the Christian message should call to and include everyone.

    Perhaps it is better to say that Leo’s first appearance on the balcony meant: “I am not Francis, but Francis’ vision will continue.”

  • MIL-Evening Report: ‘Peace be with all of you’: how Pope Leo XIV embodies a living dialogue between tradition and modernity

    When Robert Francis Prevost appeared on the loggia of St Peter’s Basilica as Pope Leo XIV, he set three precedents.

    He is the first pope from North America, the first Augustinian to occupy the throne of Peter, and the first native English-speaker to do so since Adrian IV in the 12th century.

    Pope Leo XIV greeted Rome and the world with a simple benediction: “peace be with all of you”.

    In choosing a blessing that stressed concord – and in issuing it in Italian and Spanish – he signalled both pastoral directness and cultural breadth.

    A Chicago childhood and academic rigour

    Prevost was born in Chicago in 1955.

    Raised in the working-class suburb of Dolton, he served as an altar boy and attended St Augustine Seminary High School. He studied a bachelor of science at Villanova University, and earned a doctoral degree in canon law at the Angelicum in Rome.

    Prevost entered the Augustinian order in 1977, professed solemn vows in 1981 and was ordained in 1982.

    For Augustinians, virtue lies not in poverty for its own sake, but in the radical sharing of goods: community precedes individual achievement.

    There are three pillars: interiority, the practical love of neighbour, and a relentless search for truth. This framework would guide Prevost’s missionary work, and his call for unity and peace.

    Prevost has administered communities in more than 50 countries, but he first arrived as a missionary in northern Peru in 1985. Over the next decade he taught canon law, ran a seminary in Trujillo, judged marriage cases and led a fledgling parish on Lima’s urban fringe.

    The experience sharpened his awareness of informal employment, extractive industries and migration – concerns that echo the Rerum novarum , an open letter issued by his namesake Leo XIII in 1891. They remain visible in Prevost’s social priorities today.

    In 2015, he was appointed Bishop of Chiclayo, Peru, and, in 2023, prefect of the Dicastery for Bishops, effectively placing him in charge of vetting episcopal appointments world-wide.

    What’s in a name?

    Created cardinal in September 2023 and elevated to the rank of cardinal-bishop of Albano in February 2025, Prevost entered the conclave with a reputation for quiet competence, linguistic dexterity (he speaks five languages fluently) and unspectacular holiness.

    The electors turned to him on the fourth ballot. An hour later he greeted the city and the world as Pope Leo XIV, first in Italian then in Spanish: a bilingual gesture honouring his Italian American Chicago roots and his Peruvian citizenship.

    Leo XIV’s choice of name is a programmatic signal. By invoking examples of Rome’s protector Leo the Great (pope from 440–61) and the great social teacher Leo XIII (1878–1903), the new Pontiff intimates he will draw upon their precedent.

    His substantive focus will remain squarely on the challenges of 2025: translating Augustinian communal spirituality into governance, extending the social teaching inaugurated by Leo XIII, and mediating polarised factions.

    The memory of his Leo predecessors functions as a compass rather than a map, orienting a pontificate whose horizon is the digital, migratory and climatic upheavals of the 21st century.

    We can expect where Leo the Great entered dialogue, Leo XIV will offer diplomacy. Where Leo XIII defended trade-union rights and attacked exploitative capitalism, Leo XIV must address labour, climate disruption and forced displacement.

    If Leo XIII gave Catholicism its first systematic response to industrial modernity, Leo XIV may be tasked with articulating an Augustinian vision for the digital Anthropocene: a view of humanity as a pilgrim community, bound by shared love rather than algorithmic preference-profiling.

    Of one heart

    The opening sentence of the Rule of Saint Augustine is “be of one mind and heart on the way to God”.

    The order’s stress on interior prayer rather than external activism complements Leo XIV’s preference for silent Eucharistic adoration over elaborate ceremony. The Augustinian tradition of learning aligns with his own scholarly instinct.

    Consistent with Francis, Leo XIV has condemned abortion and euthanasia. He has criticised hard-line immigration policies in the United States. He holds the line only men can be deacons. In a 2012 address, he pointed to media normalisation of “alternative families comprised of same-sex partners”.

    The combination marks him as a centrist prepared to defend doctrinal boundaries while pressing assertively on social justice, climate action and the governance transparency that Francis began but did not finish.

    Challenges ahead

    Leo XIV inherits a fragmented Church. Traditionalists fear doctrinal drift, while progressives want accelerated reform of governance, liturgy and the role of women.

    His Augustinian commitment to shared discernment could provide a mediating structure. Meanwhile geopolitical crises demand renewed Holy See diplomacy and Vatican finances still run unsustainable deficits.

    Ultimately, Leo XIV embodies a living dialogue between tradition and modernity.

    Whether he succeeds will depend on his capacity to translate the Augustinian Order’s ancient ideal of one heart, one mind into structures that protect the vulnerable worker, the displaced migrant and the wounded planet.

    Yet his formation, intellect and record of bridge-building suggest he understands the Church’s credibility now rests where it did in 1891 under Leo XIII: in that social charity and theological clarity are not rivals, but partners on the road to God.

    Like Leo XIII, Leo XIV approaches the world not as an enemy to be refuted but as a moral terrain to be cultivated. His pontificate must confront the ecological, technological and migratory questions of our age.

    His inaugural plea for peace hints at an integral vision in which social justice, ecological stewardship and human fraternity intersect.

    Whether he can translate that vision into institutional reform and global moral leadership remains to be seen.

    By invoking the heritage of Leo XIII, Leo XIV has set the compass of his papacy. It points toward a Church intellectually serious, socially committed and pastorally close: one speaking anew to workers in Amazon warehouses, migrants in detention camps, students in schools, refugees in the Sahel and young people navigating the gig economy.

    If he succeeds, the name he chose will read as prophetic promise, linking 1891’s clarion call for justice with the uncharted demands of 2025 and beyond.

  • MIL-Evening Report: Google is rolling out its Gemini AI chatbot to kids under 13. It’s a risky move

    Google has announced it will roll out its Gemini artificial intelligence (AI) chatbot to children under the age of 13.

    While the launch starts within the next week in the United States and Canada, it will launch in Australia later this year. The chatbot will only be available to people via Google’s Family Link accounts.

    But this development comes with major risks. It also highlights how, even if children are banned from social media, parents will still have to play a game of whack-a-mole with new technologies as they try to keep their children safe.

    A good way to address this would be to urgently implement a digital duty of care for big tech companies such as Google.

    How will the Gemini AI chatbot work?

    Google’s Family Link accounts allow parents to control access to content and apps, such as YouTube.

    To create a child’s account, parents provide personal details, including the child’s name and date of birth. This may raise privacy concerns for parents concerned about data breaches, but Google says children’s data when using the system will not be used to train the AI system.

    Chatbot access will be “on” by default, so parents need to actively turn the feature off to restrict access. Young children will be able to prompt the chatbot for text responses, or to create images, which are generated by the system.

    Google acknowledges the system may “make mistakes”. So assessment of the quality and trustworthiness of content is needed. Chatbots can make up information (known as “hallucinating”), so if children use the chatbot for homework help, they need to check facts with reliable sources.

    What kinds of information will the system provide?

    Google and other search engines retrieve original materials for people to review. A student can read news articles, magazines and other sources when writing up an assignment.

    Generative AI tools are not the same as search engines. AI tools look for patterns in source material and create new text responses (or images) based on the query – or “prompt” – a person provides. A child could ask the system to “draw a cat” and the system will scan for patterns in the data of what a cat looks like (such as whiskers, pointy ears, and a long tail) and generate an image that includes those cat-like details.

    Understanding the differences between materials retrieved in a Google search and content generated by an AI tool will be challenging for young children. Studies show even adults can be deceived by AI tools. And even highly skilled professionals – such as lawyers – have reportedly been fooled into using fake content generated by ChatGPT and other chatbots.

    Will the content generated be age-appropriate?

    Google says the system will include “built-in safeguards designed to prevent the generation of inappropriate or unsafe content”.

    However, these safeguards could create new problems. For example, if particular words (such as “breasts”) are restricted to protect children from accessing inappropriate sexual content, this could mistakenly also exclude children from accessing age-appropriate content about bodily changes during puberty.

    Many children are also very tech-savvy, often with well-developed skills for navigating apps and getting around system controls. Parents cannot rely exclusively on inbuilt safeguards. They need to review generated content and help their children understand how the system works, and assess whether content is accurate.

    Google says there will be safeguards to minimise the risk of harm for children using Gemini, but these could create new problems.

    What risks do AI chatbots pose to children?

    The eSafety Commission has issued an online safety advisory on the potential risk of AI chatbots, including those designed to simulate personal relationships, particularly for young children.

    The eSafety advisory explains AI companions can “share harmful content, distort reality and give advice that is dangerous”. The advisory highlights the risks for young children, in particular, who “are still developing the critical thinking and life skills needed to understand how they can be misguided or manipulated by computer programs, and what to do about it”.

    My research team has recently examined a range of AI chatbots, such as ChatGPT, Replika, and Tessa. We found these systems mirror people’s interactions based on the many unwritten rules that govern social behaviour – or, what are known as “feeling rules”. These rules are what lead us to say “thank you” when someone holds the door open for us, or “I’m sorry!” when you bump into someone on the street.

    By mimicking these and other social niceties, these systems are designed to gain our trust.

    These human-like interactions will be confusing, and potentially risky, for young children. They may believe content can be trusted, even when the chatbot is responding with fake information. And, they may believe they are engaging with a real person, rather than a machine.

    How can we protect kids from harm when using AI chatbots?

    This rollout is happening at a crucial time in Australia, as children under 16 will be banned from holding social media accounts in December this year.

    While some parents may believe this will keep their children safe from harm, generative AI chatbots show the risks of online engagement extend far beyond social media. Children – and parents – must be educated in how all types of digital tools can be used appropriately and safely.

    As Gemini’s AI chatbot is not a social media tool, it will fall outside Australia’s ban.

    This leaves Australian parents playing a game of whack-a-mole with new technologies as they try to keep their children safe. Parents must keep up with new tool developments and understand the potential risks their children face. They must also understand the limitations of the social media ban in protecting children from harm.

    This highlights the urgent need to revisit Australia’s proposed digital duty of care legislation. While the European Union and United Kingdom launched digital duty of care legislation in 2023, Australia’s has been on hold since November 2024. This legislation would hold technology companies to account by legislating that they deal with harmful content, at source, to protect everyone.

    Top two seeds South Korea and China have booked their places in the women’s recurve team gold medal match at the 2025 Archery World Cup after a commanding day in Thursday’s elimination rounds.

    South Korea, who skipped the season-opening World Cup in Florida to prioritize their national trials, made a strong return to international competition. Olympic champion Lim Si-hyeon marked her comeback in style, topping the individual qualification round on Wednesday. On Thursday, she teamed up with An San and Kang Chae-young to edge out a resilient Turkey side 5-4 in a tense quarterfinal match affected by sporadic winds. The trio then eased past Chinese Taipei 5-1 to secure their place in the final. Chinese Taipei went on to claim bronze.

    China’s lineup – Li Jiaman, Zhu Jingyi and Huang Yuwei – entered the event fresh from their triumph in Florida. Competing on home soil at the Yuanshen Sports Center, they rallied to defeat Italy 5-4 in the quarterfinals, before dominating Mexico 6-0 to reach the title match.

    “The result was satisfying overall,” said 20-year-old Huang, who made her team debut last month. “We faced some challenges and made mistakes, but the key was that we adjusted quickly. That’s something we’ll need to keep doing in future matches.”

    Looking ahead to the final, 18-year-old Zhu remained composed yet confident. “South Korea is a strong team, but they’re not unbeatable. We’re not afraid – we have what it takes to beat them,” she said.

    Li, a member of the Chinese squad that lost to South Korea in the team final at the Paris Olympics, anticipated a high-caliber showdown while hoping for a different outcome this time.

    “We’ll treat them like any other opponent. If we keep shooting 10s, the pressure will be on them,” she said. “I hope they shoot well, because we want to win through our own strength.”

    In the men’s recurve team event, China exited in the quarterfinals with a 6-2 loss to South Korea, though not without putting up a fight. Wang Yan, Li Zhongyuan and Kao Wenchao took the opening set 57-55 against Olympic gold medalists Kim Woo-jin, Lee Woo-seok and Kim Je-deok. But despite loud support from the home crowd, the Chinese trio couldn’t sustain their momentum, as the South Koreans responded with scores of 58, 60 and 59 in the following sets.

    “I think we brought out the best in ourselves,” said Wang. “There’s a lot we can learn from South Korea – especially their ability to stay composed and consistent under pressure. We took two points off them this time; next time, it might be more. One day, we’ll beat them.”

    South Korea went on to defeat the United States 5-3 in the semifinals and will meet France in the gold medal match. The Americans bounced back to claim bronze with a 5-3 victory over India.

    The Shanghai World Cup continues Friday with the recurve individual and mixed team elimination rounds.

The bill would also classify a drought as a weather event that the U.S. Secretary of Agriculture could declare as an emergency.

    “As heavy rains approach parts of the State, I’m directing State agencies to be on standby to support New Yorkers in the path of rainfall and potential flooding,” Governor Hochul said. “All New Yorkers should take out their phones and text their county or borough of residence to 333111 to sign up for our new emergency alert system and get real-time weather information — this is how we better prepare ourselves for inclement weather.”

    Triple Three Triple One
    New Yorkers are encouraged to sign up for the new text-based emergency and weather alert system — providing real-time updates and quickening preparedness during weather events. It’s easy to get started and free to sign up. New Yorkers can simply text the name of the county they’d like to receive alerts for to 333111. Once the text message is sent, users will automatically be enrolled and begin receiving emergency and weather alerts when they occur in their selected county. In New York City, text the name of your borough with no spaces. For example, StatenIsland. For the entire New York City metro area, text NewYorkCity. The system is not case sensitive. Users can also register to receive alerts for multiple counties by texting additional county names, one at a time. This will allow residents to stay up to date on alerts in areas where their loved ones may live. It is free to sign up for Triple Three Triple One and the service is available on all cellular carriers. Standard text messaging and data rates may apply.

    Flood Watches and Warnings are currently in effect for several areas of the state. For a complete listing of weather alerts, visit the National Weather Service website at alerts.weather.gov.

    Agency Preparations

    Division of Homeland Security and Emergency Services
    The Division’s Office of Emergency Management is in contact with their local counterparts and is prepared to facilitate requests for assistance. OEM has enhanced their monitoring, and the Office of Fire Prevention and Control has activated the Fire Operations Center. Water rescue teams will be pre-staged to deploy if needed and state stockpiles are ready to deploy emergency response assets and supplies as needed. The State Watch Center is monitoring the storm track and statewide impacts closely.

    Department of Transportation
    The State Department of Transportation is monitoring weather conditions and prepared to respond with 3,649 supervisors and operators available statewide. All field staff are available to fully engage and respond.

    Statewide equipment numbers are as follows:

    • 1,503 large dump trucks
    • 333 large loaders
    • 89 chippers
    • 85 tracked and wheeled excavators
    • 33 water pumps
    • 32 traffic and tree crew bucket trucks
    • 30 traffic tower platforms
    • 16 vacuum trucks with sewer jets

    The need for additional resources will be re-evaluated as conditions warrant throughout the event. For real-time travel information, motorists should call 511 or visit 511ny.org, New York State’s official traffic and travel information source.

    Thruway Authority
    The Thruway Authority has 658 operators and supervisors prepared to respond to any wind or flood related issues across the state with small to medium sized excavators, plow/dump trucks, large loaders, portable VMS boards, portable light towers, smaller generators, smaller pumps and equipment hauling trailers, as well as signage and other traffic control devices available for any detours or closures. Variable Message Signs and social media are utilized to alert motorists of weather conditions on the Thruway.

    The Thruway Authority encourages motorists to download its mobile app which is available to download for free on iPhone and Android devices. The app provides motorists direct access to live traffic cameras, real-time traffic information and navigation assistance while on the go. Motorists can also sign up for TRANSalert e-mails which provide the latest traffic conditions along the Thruway, follow @ThruwayTraffic on X, formerly known as Twitter, and visit thruway.ny.gov to see an interactive map showing traffic conditions for the Thruway and other New York State roadways.

    Department of Public Service
    New York’s utilities have approximately 5,500 workers available statewide to engage in damage assessment, response, repair and restoration efforts across New York State, as necessary. Agency staff will track utilities’ work throughout the event and ensure utilities shift appropriate staffing to regions that experience the greatest impact.

    New York State Police
    State Police instructed all Troopers to remain vigilant and will deploy extra patrols to affected areas as needed. All four-wheel drive vehicles are in service, and all watercraft and specialty vehicles are staged and ready for deployment.

    Department of Environmental Conservation
    The Department of Environmental Conservation’s (DEC) Emergency Management staff, Environmental Conservation Police Officers, Forest Rangers, and regional staff remain on alert and continue to monitor weather forecasts. Working with partner agencies, DEC is prepared to coordinate resource deployment of all available assets, including first responders, to targeted areas in preparation for potential impacts due to heavy rainfall and flooding.

    DEC reminds local officials to watch for potential flooding in their communities. Municipalities are encouraged to undertake local assessments of flood-prone areas and to remove any accumulating debris. DEC permits and authorization are not required to remove debris unless stream banks or beds will be disturbed by debris removal and/or the use of heavy equipment. Municipalities and local governments are advised to contact DEC’s Regional Permit Administrators if assistance is required and to help determine if a permit is necessary.

    If a permit is necessary, DEC can issue Emergency Authorizations to expedite approval of projects in place of an individual permit. DEC approves Emergency Authorizations for situations that are deemed an emergency based on the immediate protection of life, health, general welfare, property, or natural resources.

    Unpredictable weather and storms in the Adirondacks, Catskills, and other backcountry areas can create unexpectedly hazardous conditions. Visitors should be prepared with proper clothing and equipment for rain, snow, ice, and colder temperatures to ensure a safe outdoor experience. Trails have mixed conditions of snow, ice, slush, and mud.

    Hikers are advised to temporarily avoid all high-elevation trails, as well as trails that cross rivers and streams. Hikers in the Adirondacks are encouraged to check the Adirondack Backcountry Information webpages for updates on trail conditions, seasonal road closures, and general recreation information.

    Backcountry visitors should Hike Smart and follow proper safety guidelines. Plan trips accordingly. In an emergency, call 9-1-1. To request Forest Ranger assistance, call 1-833-NYS-RANGERS.

    Office of Parks, Recreation and Historic Preservation
    New York State Park Police and park personnel are on alert and closely monitoring weather conditions and impacts. Park visitors should visit parks.ny.gov, check the free mobile app, or call their local park office for the latest updates regarding park hours, openings and closings.

    Flood Safety

    • Know your area’s type of flood risk — visit FEMA’s Flood Map Service Center.
    • Have a flood emergency plan in place that includes considerations for your children, pets and neighbors.
    • If you live in a flood-prone area, document your belongings and valuables. Keep important documents in a waterproof container. Create digital, password-protected copies of important documents, pictures, and other items.
    • Obtain flood insurance coverage under the National Flood Insurance Program (NFIP). Homeowner’s policies do not cover flooding.
    • Monitor your local weather forecast and follow any warnings that may be broadcast.
    • If you are advised by emergency officials to take immediate action such as evacuation, do not wait – follow all orders promptly.
    • Traveling during a flood can be extremely dangerous. One foot of moving water can sweep a vehicle away. Never walk, swim or drive through flood waters. If you have doubts, remember: “Turn Around, Don’t Drown!”
    • Consider those with access and functional needs to determine if they are prepared for a flood emergency where they live and work.

    As Ranking Member of the House Appropriations Subcommittee on Homeland Security, I write to request additional information regarding your visit today to Springfield, Illinois, where you held an official Department of Homeland Security (DHS) press conference. The event’s messaging, official branding, and staff involvement suggest the use of DHS resources for what appears to be a politically-driven event.

    The event, described in Department of Homeland Security materials as taking place in “Governor J.B. Pritzker’s backyard,” was promoted with departmental resources and supported by Department personnel, raising serious concerns about the use of federal assets for political purposes. Furthermore, the only stated objective for this event in the DHS resources promoting it was to “call out” a political figure who has criticized you and President Trump. Americans deserve a clear explanation of the purpose, logistics, and cost of this event and how it aligns with the Department’s mission and legal obligations.

    The Committee has a responsibility to ensure that taxpayer dollars are used appropriately and in full compliance with federal law. Therefore, please provide answers to the following questions in writing no later than May 21, 2025.

    1. What was the total overall cost of this event, including transportation, security, and any expenses incurred by state and local governments to support your travel?
    2. Please provide a detailed breakdown of all DHS personnel who supported or traveled for this event, including their titles, office components, and assigned roles.
    3. What mode of transportation was used for you and your staff to travel to Illinois—commercial or government—and what was the total cost to taxpayers for transportation?
    4. Were any DHS funds used for media consultants, event production services, or personal image preparation for yourself or any other participants? If so, please provide an itemized breakdown of those expenditures and the justification for them.
    5. The video DHS posted of the full press conference is 26 minutes long. Did you conduct any other official engagements on this trip, or did you and your team fly to Illinois solely for this press conference?
    6. As discussed above, the only objective identified in DHS materials promoting this event was to “call out” the Governor of Illinois. Did this trip have any official or policy objectives? If so, what were they?
    7. What specific policy objectives were achieved by this trip that could not have been communicated through standard departmental channels, such as a written release or virtual press conference?
    8. Was any outreach conducted to Illinois state or local officials prior to the press event, or were standard intergovernmental protocols bypassed?
    9. Was the event reviewed and approved by the DHS Office of General Counsel or the U.S. Office of Special Counsel to ensure compliance with the Hatch Act and departmental ethics policies? 

    As Secretary, your responsibility is to uphold the law, not to use federal resources to stage partisan attacks. The American people deserve responsible leadership, proper stewardship of public funds, and strict adherence to legal limits on political activity by federal officials. In light of the Department’s pressing operational challenges, it is critical that all official travel and public events serve legitimate homeland security purposes.   • MIL-OSI USA: NH Delegation Press Trump Administration on Revoked Student Visas

    The New Hampshire Congressional delegation is pressing the Trump administration to reconsider recent decisions to revoke student visas for international students studying at New Hampshire colleges and universities. In their letter to U.S. Department of Homeland Security (DHS) Secretary Kristi Noem, U.S. Secretary of State Marco Rubio and U.S. Immigration and Customs Enforcement (ICE) Acting Director Todd Lyons, the Congressional delegation highlighted the lack of transparency around many of the visa revocations as well as the irreversible harm many international students experienced.

    The Congressional delegation wrote, in part: “We have heard extreme concern from international students and colleges and universities across New Hampshire who have seen students’ visas unexpectedly revoked and their SEVIS records terminated. Many report having received no notification of or justification for these actions. This is entirely unacceptable. While we appreciate that the Administration has subsequently reversed terminations for certain individuals, the chaos and uncertainty the Administration has caused for international students, including those who have already left the country or lost employment opportunities, is not reversible.”

    They continued: “New Hampshire’s international students make important contributions to our state’s educational community and economic output. According to the National Association of Foreign Student Advisors (NAFSA), international students contributed $198.4 million to New Hampshire’s economy and supported 1,703 jobs during the 2023–2024 academic year […] In addition, given that a quarter of international students stay and work in New Hampshire after they graduate, losing international students will further exacerbate the extreme shortage of high-skilled workers that our state faces, impeding its economic growth. It is a grave mistake to turn away talented international students and give our adversaries another opportunity to capitalize on and undermine our national security interests.”

  • MIL-OSI USA: Pappas Calls on Speaker Johnson to Appoint Office of Congressional Conduct Members, Ensure Integrity in the House

    OCC was established in 2008 as an independent, nonpartisan office designed to review allegations of misconduct against Members of the House, officers, and staff.

    This week Congressman Chris Pappas (NH-01) led a group of his colleagues in calling on Speaker Mike Johnson to make his appointments to the bipartisan board of the Office of Congressional Conduct (OCC), formerly known as the Office of Congressional Ethics (OCE). Democrats have submitted their appointees, but the work of the OCC remains stalled due to Johnson’s failure to appoint Republican members, despite at least two former GOP members of the board agreeing to return. 

    In the letter, the lawmakers wrote, “This delay, which is now entering its fourth month of the 119th Congress, not only undermines the integrity of this body but threatens to erode the trust that the American people place in our capacity to hold ourselves accountable.”

    They continued to highlight how Johnson’s delays are compounding repeated efforts to weaken the board, negatively impacting the ability of our institutions to hold elected officials to the highest possible ethical standards, writing, “This pattern of obstruction is not new. Since OCC’s inception, it has faced repeated attempts to weaken or dismantle it. For instance, the most recent rules package adopted at the start of the 119th Congress has made it even harder for the OCC to function by requiring the board to be fully seated before staff could be reappointed. These changes, layered atop the current delay, have made the situation exponentially more difficult.”

    They closed by calling on Johnson to take immediate action: “To rectify this oversight, we urge you to move swiftly to appoint the Republican members of the OCC board when Congress returns for this work period.”

    Pappas’ GUARD VA Benefits Act would reinstate criminal penalties for predatory claim sharks scamming veterans under the guise of helping them file for VA disability benefits

    Yesterday in a House Veterans’ Affairs Committee markup, Congressman Chris Pappas (NH-01), Ranking Member of the Economic Opportunity Subcommittee of the House Veterans’ Affairs Committee, condemned House Republicans for moving forward legislation to legalize for-profit, predatory companies charging veterans exorbitant fees for assistance with their disability claims and urged them to instead support his bipartisan GUARD VA Benefits Act, which would reinstate criminal penalties for unaccredited claim representatives who charge unauthorized fees while assisting veterans with filing a claim for Department of Veterans Affairs (VA) disability compensation benefits.     During the markup, Congressman Pappas said, “I, and others on this Committee, along with most of the VSO community, have repeatedly raised alarm about the rise of unaccredited claims consultants profiting from veterans’ disability claims. While only VA-accredited representatives are legally allowed to assist with claims, the VA lost its ability to enforce that law nearly two decades ago. As a result, predatory companies now exploit this loophole – charging veterans thousands of dollars while raking in millions.”

    He continued saying, “Now, instead of restoring VA’s authority to penalize illegal behavior, H.R. 3132 would legalize it, granting accreditation without safeguards and allowing companies to charge up to $12,500 just for helping a veteran file their claim… Ironically, the bill includes my own language to reinstate criminal penalties – but this is nothing but a smokescreen for bad actors to hide behind, because the bill also rewrites the law to exempt the very conduct that should remain illegal from being penalized. Rather than rewriting the law to suit the interests of those who are already breaking it, we should focus on protecting veterans and their hard-earned benefits.”

    “It’s simple: put veterans first, not profits. The solution isn’t to legalize predatory practices – it’s to enforce the law and to hold violators accountable. If these companies truly believe they’re helping veterans, they should have nothing to fear from the GUARD Act or the VA’s accreditation process,” he concluded.

    Background: 

    Unaccredited claims representatives, or claim sharks, are not subject to VA standards. They strategically advertise their services to avoid regulatory oversight and as a result, may engage in predatory and unethical practices that target veterans and rob them of their VA benefits. Federal laws and regulations prohibit anyone from assisting a veteran in the preparation, presentation, or prosecution of a VA benefit claim, or charging a fee for this assistance, without accreditation from VA. However, VA and other federal agencies are limited in their ability to enforce existing law because explicit criminal penalties were stripped from statute nearly two decades ago. This has contributed to the proliferation of unaccredited claims representatives in recent years, a troubling development especially as more veterans receive the benefits they’re owed thanks to the Honoring Our PACT Act.

    Pappas’s Governing Unaccredited Representatives Defrauding (GUARD) VA Benefits Act would reinstate criminal penalties for unaccredited claim representatives who charge unauthorized fees while assisting veterans with filing a claim for VA disability compensation benefits. This legislation will discourage for-profit companies from operating outside the bounds of federal law, and will give VA and other agencies an additional tool to protect veteran claimants from predatory practices.

    Pappas has been working to raise awareness of and protect veterans from the predatory practices of claims sharks since 2021, calling on VA to improve awareness, chairing an oversight hearing on the topic, and introducing the GUARD VA Act in both the 117th118th, and 119th Congresses.

In addition to hiring more CBP officers, the bill also authorizes the annual hiring of mission support staff and technicians to perform non-law enforcement functions in support of CBP. These professionals will allow CBP officers to focus their efforts on law enforcement priorities, such as preventing drug trafficking, while supporting lawful international commerce through the nation’s ports of entry. According to CBP, 86% of the fentanyl seized in fiscal year 2024 was interdicted at ports of entry.
    The bill also requires reporting on infrastructure improvements at ports of entry that would enhance drug interdiction, information on detection equipment that would help officers better identify drugs, and safety equipment to protect officers from accidental exposure to dangerous toxins. Addressing a shortage of CBP officers would also help to reduce waiting times for travelers and critical cargo coming through our ports of entry.
    In his role on the Homeland Security and Governmental Affairs Committee, Peters has led efforts to strengthen border security, including at our ports of entry. Peters passed bipartisan legislation into law to establish the Department of Homeland Security (DHS) Northern Border Mission Center at the base last year. Peters also secured $3 million in March 2024 to operate this Center at Selfridge Air National Guard Base, where it is collocated with current DHS components. The Center, which DHS is already working to set up, will coordinate with state, local, and Tribal governments, and other key stakeholders, to ensure DHS and its operational components are able to fulfill their security mission at the Northern Border.

    WASHINGTON, D.C. – U.S. Senator Gary Peters (D-MI), Ranking Member of the Homeland Security and Governmental Affairs Committee (HSGAC), led his Democratic committee colleagues in a letter calling on Chairman Rand Paul to convene an oversight hearing examining the Trump Administration’s refusal to comply with multiple federal court rulings posing a direct challenge to our nation’s constitutional system of checks and balances and rule of law. U.S. Senators Maggie Hassan (D-NH), Richard Blumenthal (D-CT), Andy Kim (D-NJ), Ruben Gallego (D-AZ), Elissa Slotkin (D-MI), and John Fetterman (D-PA) joined Peters in signing the letter. 
    “President Trump’s actions threaten the system of checks and balances on which our country is founded. As Chairman of HSGAC, and as a steadfast advocate for Congress’ role as a co-equal branch of government, you are uniquely positioned to exercise the Committee’s authority and uphold its responsibility to keep the Administration accountable for these actions,” wrote the senators. 
    The senators’ letter details multiple cases where the Trump Administration has defied federal court orders, including the U.S. Supreme Court.   
    The senators continued: “In each of these instances, the Administration demonstrates its intention to upend our nation’s bedrock principles of checks and balances by placing the Executive Branch above the law and outside the reach of judicial orders.” 
    “These actions paint a grim picture of an Administration that is undermining the core principles of our democracy and violating the rights guaranteed in our Constitution,” the senators cautioned. “If Republican leaders in Congress fail to use their authority to protect our Constitutional rights, then they will embolden the President’s continued violation of the law.” 
    The senators are calling on Chairman Paul to convene a hearing on these concerns with key Administration officials, including Secretary of State, Marco Rubio, Attorney General, Pam Bondi, Federal Bureau of Investigation Director, Kash Patel and Secretary of Homeland Security, Kristi Noem, to explain the Administration’s actions.

  • MIL-OSI USA: On-Again, Off-Again at Kilauea

    Since it re-awoke in December 2024, Hawaii’s Kīlauea volcano has been on a short fuse. It began erupting on December 23 from vents along the southwest margin of Halema‘uma‘u Crater, located within its summit caldera. Since then, observations have shown episodes of lava fountaining lasting several hours to over a week with little respite in between.
    The nineteenth such episode was in progress on the night of May 1, 2025, when the Landsat 9 satellite passed over the Island of Hawai‘i. The image above shows shortwave and near-infrared data, acquired with the satellite’s OLI-2 (Operational Land Imager-2) around 10:30 p.m. local time (08:30 Universal Time on May 2), revealing the heat emanating from lava in the summit crater. That information is layered over a composite of daytime Landsat images and a digital terrain model.
    The fountaining episode began with low-level activity around noon local time on May 1, according to the U.S. Geological Survey Hawaiian Volcano Observatory (HVO). Around 9:30 p.m., about one hour before the heat signatures above were captured, continuous lava fountaining began, with molten rock reaching heights up to 300 feet (90 meters). This activity subsided by 5:20 a.m. the next day.
    Tiltmeters at Kīlauea’s summit and East Rift Zone have measured cycles of inflation and deflation coinciding with each episode of the months-long eruption. Data show the ground swelling slowly while magma builds up beneath the surface and quickly reversing course when it erupts.
    The pattern persisted after episode 19 wound down. Tiltmeter measurements indicated that magma pressure built back steadily, culminating in the next round of lava fountains several days later. This type of episodic behavior was last observed at Kīlauea from 1983 to 1986, at the start of the Pu‘u‘ō‘ō eruption, the HVO noted.
    While the eruption has been occurring within a closed area of Hawai‘i Volcanoes National Park, some of its effects may be felt farther afield. For example, sulfur dioxide in the gas plume can create an unhealthy haze called volcanic smog (vog). Depending on wind direction, vog and small volcanic fragments can drift into populated areas.
    One type of fragment associated with lava fountains—volcanic glass fibers known as Pele’s hair—forms when globs of lava stretch and cool into long strands. During a January 2025 episode, Pele’s hair landed in communities north and east of Kīlauea’s caldera, sometimes tangling into clumps resembling tumbleweed.

    NASA’s coverage of the April 8, 2024, total solar eclipse has earned two nominations for the 46th Annual News & Documentary Emmy Awards.
    The Academy of Television Arts & Sciences announced the nominations on May 1, recognizing NASA’s outstanding work in sharing this rare celestial event with audiences around the world. The winners are set to be unveiled at a ceremony in late June.
    “Total solar eclipses demonstrate the special connection between our Earth, Moon, and Sun by impacting our senses during the breathtaking moments of total alignment that only occur at this time on Earth,” said Nicky Fox, associate administrator for science at NASA Headquarters in Washington. “NASA’s Eclipse coverage team perfectly encapsulated the awe-inspiring experience from start to finish for viewers around the world in this once-in-a-lifetime moment in American history. Congratulations to the entire NASA Eclipse coverage team for their two much-deserved Emmy award nominations!”

    NASA’s live broadcast coverage of the 2024 total solar eclipse was the most ambitious live project ever attempted by the agency. The broadcast spanned three hours as the eclipse traveled 3,000 miles across seven states and two countries. From cities, parks, and stadiums, 11 hosts and correspondents provided on air commentary, interviews, and live coverage. Viewers tuned in from all over the world, including at watch parties in 9 locations, from the Austin Public Library to New York’s Times Square. An interactive “Eclipse Board” provided real time data analysis as the Moon’s shadow crossed North America. Live feeds from astronauts aboard the International Space Station and NASA’s WB-57 high-altitude research aircraft were brought in to provide rare and unique perspectives of the solar event.
    In total, NASA received almost 40 million views across its own distribution. Externally, the main broadcast was picked up in 2,208 hits on 568 channels in 25 countries.

  • MIL-OSI USA: NASA Telescopes Tune Into a Black Hole Prelude, Fugue

    NASA released three new pieces of cosmic sound Thursday that are associated with the densest and darkest members of our universe: black holes. These scientific productions are sonifications — or translations into sound — of data collected by NASA telescopes in space including the Chandra X-ray Observatory, James Webb Space Telescope, and Imaging X-ray Polarimetry Explorer (IXPE).

    This new trio of sonifications represents different aspects of black holes. Black holes are neither static nor monolithic. They evolve over time, and are found in a range of sizes and environments.

    The first movement is a prelude to the potential birth of a black hole. WR124 is an extremely bright, short-lived massive star known as a Wolf-Rayet at a distance of about 28,000 light-years from Earth. These stars fling their outer layers out into space, creating spectacular arrangements seen in an image in infrared light from the Webb telescope. In the sonification of WR124, this nebula is heard as flutes and the background stars as bells. At the center of WR124, where the scan begins before moving outward, is a hot core of the star that may explode as a supernova and potentially collapse and leave behind a black hole in its wake. As the scan moves from the center outward, X-ray sources detected by Chandra are translated into harp sounds. Data from NASA’s James Webb Space Telescope is heard as metallic bell-like sounds, while the light of the central star is mapped to produce the descending scream-like sound at the beginning. The piece is rounded out by strings playing additional data from the infrared telescopic trio of ESA’s (European Space Agency’s) Herschel Space Telescope, NASA’s retired Spitzer Space Telescope, and NASA’s retired Wide Image Survey Explorer (WISE) as chords.

    In the second movement of this black hole composition, listeners can explore a duet. SS 433 is a binary, or double, system about 18,000 light-years away that sings out in X-rays. The two members of SS 433 include a star like our Sun in orbit around a much heavier partner, either a neutron star or a black hole. This orbital dance causes undulations in X-rays that Chandra, IXPE, and ESA’s XMM-Newton telescopes are tuned into. These X-ray notes have been combined with radio and infrared data to provide a backdrop for this celestial waltz. The nebula in radio waves resembles a drifting manatee, and the scan sweeps across from right to left. Light towards the top of the image is mapped to higher-pitch sound, with radio, infrared, and X-ray light mapped to low, medium, and high pitch ranges. Bright background stars are played as water-drop sounds, and the location of the binary system is heard as a plucked sound, pulsing to match the fluctuations due to the orbital dance.

    The third and final movement of the black hole-themed sonifications crescendos with a distant galaxy known as Centaurus A, about 12 million light-years away from Earth. At the center of Centaurus A is an enormous black hole that is sending a booming jet across the entire length of the galaxy. Sweeping around clockwise from the top of the image, the scan encounters Chandra’s X-rays and plays them as single-note wind chimes. X-ray light from IXPE is heard as a continuous range of frequencies, producing a wind-like sound. Visible light data from the European Southern Observatory’s MPG telescope shows the galaxy’s stars that are mapped to string instruments including foreground and background objects as plucked strings.

    This release features three sonifications related to black holes, presented as soundtracks to short videos. Each sonification video features a composite image representing a different aspect of the life of a black hole. These images are visualizations of data collected by NASA telescopes. During each video, a line sweeps through the image. When the line encounters a visual element, it is translated into sound according to parameters established by visualization scientist Kimberly Arcand, astrophysicist Matt Russo, musician Andrew Santaguida, and consultant Christine Malec.
    The first sonification features WR124, an extremely bright, massive star. Here, the star is shown in a short-lived phase preceding the possible creation of a black hole. At the center of the composite image is the large gleaming star in white and pale blue. The star sits at the heart of a mottled pink and gold cloud, its long diffraction spikes extending to the outer edges. Also residing in the cloud are other large gleaming stars, glowing hot-pink dots, and tiny specks of blue and white light. In this sonification, the sound activation line is an ever-expanding circle which starts in the center of the massive star and continues to grow until it exits the frame.
    The second sonification features SS 433, a binary star system at the center of a supernova remnant known as the Manatee Nebula. Visually, the translucent, blobby teal nebula does, indeed, resemble a bulbous walrus or manatee, floating in a red haze packed with distant specs of light. Inside the nebula is a violet streak, a blue streak, and a large bright dot. The dot, represented by a plucking sound in the sonification, is the binary system at the heart of the nebula. In this sonification, the vertical activation line begins at our right edge of the frame, and sweeps across the image before exiting at our left.
    The third and final sonification features Centaurus A, a distant galaxy with an enormous black hole emitting a long jet of high-energy particles. The black hole sits at the center of the composite image, represented by a brilliant white light. A dark, grainy, oblong cloud cuts diagonally across the black hole from our lower left toward our upper right. A large, faint, translucent blue cloud stretches from our upper left to our lower right. And the long, thin jet, also in translucent blue, extends from the black hole at the center toward the upper lefthand corner. In this sonification, the activation line rotates around the image like the hand of a clock. It begins at the twelve o’clock position, and sweeps clockwise around the image.

    An appeal must include technical information, such as hydraulic or hydrologic data, to support the claim

    Appeals cannot be based on the effects of proposed projects or projects started after the study is in progress

    If property owners see incorrect information that does not change the flood hazard information — such as a missing or misspelled road name in the Special Flood Hazard Area or an incorrect corporate boundary — they can submit a written comment

    The next step in the mapping process is to resolve all comments and appeals

    Once these are resolved, FEMA will notify communities of the effective date of the final maps

  • MIL-OSI USA: Sols 4532-4533: Polygon Heaven

    Our 29-meter weekend drive (about 95 feet) was successful, and we are still in the band of polygon-rich bedrock.
    The origin of these cracks is not clear — could they have formed as desiccation cracks as Mars began to get drier, billions of years ago? Or during later periods when groundwater moved through the bedrock? Spending time in this area will help us to tease out their origin by sampling as much of the diversity as we can, from regular bedrock to the stranger textured targets. Touch and Go plans allow only a few hours of science at a given workspace — in this plan, the rover turns on around 9 a.m. local time, and by 2 p.m. we have picked up and moved on to the next stop. So planning on a day like today is quite the balancing act, trying to cram in as much science, as efficiently as possible, in a small amount of time.
    On Friday, I helped plan APXS on some of the polygon features, so today we were able to concentrate on more typical bedrock without polygonal features, to compare with our last targets. We wiIl acquire a short APXS integration on the brushed target “Encinitas,” and image the target with MAHLI. In contrast, ChemCam will use LIBS to analyze “Jack Creek,” an elongated vein feature about 30 centimeters long (about 12 inches), which may be related to the polygon features. Both Mastcam and MAHLI will image this vein.  
    Beyond the workspace, but relatively closer to the rover, Mastcam will image “Loma Verde” on a small, overturned block and “Temescal Canyon,” looking at a larger expanse of bedrock with polygonal structures. Further afield, ChemCam will acquire a long-distance image at “Agua Tibia,” which is close to “Torote Bowl,” a circular feature that we have been imaging periodically since sol 4486.  
    Once all the science has been gathered here in our very busy morning, we move on in a 26-meter drive (about 85 feet). We are edging closer to the “boxwork structures” — it feels like we have been saying this in every blog for a long time, but we will have “wheels on” for the first time within the next few drives.

  • MIL-OSI USA: NASA’s Hubble Pinpoints Roaming Massive Black Hole

    Like a scene out of a sci-fi movie, astronomers using NASA telescopes have found “Space Jaws.”
    Lurking 600 million light-years away, within the inky black depths between stars, there is an invisible monster gulping down any wayward star that plummets toward it. The sneaky black hole betrayed its presence in a newly identified tidal disruption event (TDE) where a hapless star was ripped apart and swallowed in a spectacular burst of radiation. These disruption events are powerful probes of black hole physics, revealing the conditions necessary for launching jets and winds when a black hole is in the midst of consuming a star, and are seen as bright objects by telescopes.
    The new TDE, called AT2024tvd, allowed astronomers to pinpoint a wandering supermassive black hole using NASA’s Hubble Space Telescope, with similar supporting observations from NASA’s Chandra X-Ray Observatory and the NRAO Very Large Array telescope that also showed that the black hole is offset from the center of the galaxy.
    The paper will be published in an upcoming issue of The Astrophysical Journal Letters.

    Surprisingly, this one million-solar-mass black hole doesn’t reside exactly in the center of the host galaxy, where supermassive black holes are typically found, and actively gobble up surrounding material. Out of approximately 100 TDE events recorded by optical sky surveys so far, this is the first time an offset TDE has been identified. The rest are associated with the central black holes of galaxies.
    In fact, at the center of the host galaxy there is a different supermassive black hole weighing 100 million times the mass of the Sun. Hubble’s optical precision shows the TDE was only 2,600 light-years from the more massive black hole at the galaxy’s center. That’s just one-tenth the distance between our Sun and the Milky Way’s central supermassive black hole.
    This bigger black hole spews out energy as it accretes infalling gas, and it is categorized as an active galactic nucleus. Strangely, the two supermassive black holes co-exist in the same galaxy, but are not gravitationally bound to each other as a binary pair. The smaller black hole may eventually spiral into the galaxy’s center to merge with the bigger black hole. But for now, it is too far separated to be gravitationally bound.
    A TDE happens when an infalling star is stretched or “spaghettified” by a black hole’s immense gravitational tidal forces. The shredded stellar remnants are pulled into a circular orbit around the black hole. This generates shocks and outflows with high temperatures that can be seen in ultraviolet and visible light.
    “AT2024tvd is the first offset TDE captured by optical sky surveys, and it opens up the entire possibility of uncovering this elusive population of wandering black holes with future sky surveys,” said lead study author Yuhan Yao of the University of California at Berkeley. “Right now, theorists haven’t given much attention to offset TDEs. “I think this discovery will motivate scientists to look for more examples of this type of event.”

    A Flash in the Night
    The star-snacking black hole gave itself away when several ground-based sky survey telescopes observed a flare as bright as a supernova. But unlike a supernova, astronomers know that this came from a black hole snacking on a star because the flare was very hot, and showed broad emission lines of hydrogen, helium, carbon, nitrogen, and silicon. The Zwicky Transient Facility at Caltech’s Palomar Observatory, with its 1.2-meter telescope that surveys the entire northern sky every two days, first observed the event.
    “Tidal disruption events hold great promise for illuminating the presence of massive black holes that we would otherwise not be able to detect,” said Ryan Chornock, associate adjunct professor at UC Berkeley and a member of the ZTF team. “Theorists have predicted that a population of massive black holes located away from the centers of galaxies must exist, but now we can use TDEs to find them.”
    The flare was seemingly offset from the center of a bright massive galaxy as cataloged by  Pan-STARRS (Panoramic Survey Telescope and Rapid Response System), the Sloan Digital Sky Survey, and the DESI Legacy Imaging Survey. To better determine that it was not at the galactic center, Yao’s team used NASA’s Chandra X-ray Observatory to confirm that X-rays from the flare site were also offset.
    It took the resolving power of Hubble to settle any uncertainties. Hubble’s sensitivity to ultraviolet light also allows it to pinpoint the location of the TDE, which is much bluer than the rest of the galaxy.

    The black hole responsible for the TDE is prowling inside the bulge of the massive galaxy. The black hole only becomes apparent every few tens of thousands of years when it “burps” from capturing a star, and then it goes quiet again until its next meal comes along.
    How did the black hole get off-center? Previous theoretical studies have shown that black holes can be ejected out of the centers of galaxies because of three-body interactions, where the lowest-mass member gets kicked out. This may be the case here, given the stealthy black hole’s close proximity to the central black hole. “If the black hole went through a triple interaction with two other black holes in the galaxy’s core, it can still remain bound to the galaxy, orbiting around the central region,“ said Yao.
    An alternative explanation is that the black hole is the surviving remnant of a smaller galaxy that merged with the host galaxy more than 1 billion years ago. If that is the case, the black hole might eventually spiral in to merge with the central active black hole sometime in the very far future. So at present, astronomers don’t know if it’s coming or going.
    Erica Hammerstein, another UC Berkeley postdoctoral researcher, scrutinized the Hubble images as part of the study, but did not find any evidence of a past galaxy merger. But she explained, “There is already good evidence that galaxy mergers enhance TDE rates, but the presence of a second black hole in AT2024tvd’s host galaxy means that at some point in this galaxy’s past, a merger must have happened.”
    Specialized for different kinds of light, observatories like Hubble and Chandra work together to pinpoint and better understand fleeting events like these. Future telescopes that will also be optimized for capturing transient events like this one include the National Science Foundation’s Vera C. Rubin Observatory and NASA’s upcoming Nancy Grace Roman Space Telescope. They will provide more opportunities for follow-up Hubble observations to zero in on a transient’s exact location.
