    President Donald J. Trump is determined to make the American pharmaceutical and biotechnology industries great again — both as a matter of national security and to unleash unprecedented prosperity for American workers.

    Gilead Sciences became the latest industry leader to announce a massive new investment in its U.S. operations with an $11 billion boost to its planned U.S.-based spending.

    The company joins a host of others in expanding their domestic footprint to align with President Trump’s vision:

    • New Jersey-based Johnson & Johnson announced a $55 billion investment in manufacturing, research and development, and technology.
    • Roche, a Swiss drug and diagnostics company, announced a $50 billion investment in its U.S.-based manufacturing and research and development.
    • New Jersey-based Bristol Myers Squibb announced a $40 billion investment in research, development, technology, and manufacturing.
    • Indiana-based Eli Lilly and Company announced a $27 billion investment to more than double its domestic manufacturing capacity.
    • Novartis, a Swiss drugmaker, announced a $23 billion investment to build or expand ten manufacturing facilities across the U.S.
    • Illinois-based AbbVie announced a $10 billion investment over the next ten years to support volume growth and add four new manufacturing plants to its network.
    • New Jersey-based Merck & Co. announced it will invest a total of $9 billion over the next several years after opening a new $1 billion North Carolina manufacturing facility — including a new state-of-the-art biologics manufacturing plant in Delaware.
      • Merck Animal Health announced an $895 million investment to expand their manufacturing operation in Kansas.
    • New York-based Regeneron Pharmaceuticals announced a $3 billion agreement with FUJIFILM Diosynth Biotechnologies to produce drugs at its North Carolina facility.
    • California-based Amgen announced a $900 million investment in its Ohio-based manufacturing operation.
    • Illinois-based Abbott Laboratories announced a $500 million investment in its Illinois and Texas facilities.

    ESTABLISHING A NEW PARADIGM FOR OUR SPECIAL RELATIONSHIP: Today, on the 80th anniversary of Victory Day for World War II, President Donald J. Trump and Prime Minister Keir Starmer announced a historic trade deal, providing American companies unprecedented access to the UK markets while bolstering U.S. national security. This is a great deal for America.

    • President Trump: “The deal includes billions of dollars of increased market access for American exports, especially in agriculture, dramatically increasing access for American beef, ethanol, and virtually all of the products produced by our great farmers.”
      • “The UK will reduce or eliminate numerous non-tariff barriers that unfairly discriminated against American products.”
      • “This is now turning out to be, really, a great deal for both countries.”
    • Prime Minister Starmer: “This is going to boost trade between and across our countries. It’s going to not only protect jobs, but create jobs, opening market access.”
    • This trade deal will significantly expand U.S. market access in the UK, creating a $5 billion opportunity for new exports for U.S. farmers, ranchers, and producers.
      • This includes more than $700 million in ethanol exports and $250 million in other agricultural products, like beef.
      • It commits the countries to work together to enhance industrial and agricultural market access.
      • It closes loopholes and increases U.S. firms’ competitiveness in the UK’s procurement market.
      • It ensures streamlined customs procedures for U.S. exports.
      • It establishes high standard commitments in the areas of intellectual property, labor, and environment.
      • It maximizes the competitiveness and secures the supply chain of U.S. aerospace manufacturers through preferential access to high-quality UK aerospace components.
      • It creates a secure supply chain for pharmaceutical products.
    • The reciprocal tariff rate of 10%, as originally announced on Liberation Day, is in effect.
    • The United States will agree to an alternative arrangement for the Section 232 tariffs on UK autos.
      • Under the deal, the first 100,000 vehicles imported into the U.S. by UK car manufacturers each year are subject to the reciprocal rate of 10% and any additional vehicles each year are subject to 25% rates.
    • The United States also recognizes the economic security measures taken by the UK to combat global steel excess capacity and will negotiate an alternative arrangement to the Section 232 tariffs on steel and aluminum.
      • This deal creates a new trading union for steel and aluminum.
    • This U.S.-UK trade deal will usher in a golden age of new opportunity for U.S. exporters and level the playing fields for American producers.
    • Today’s action also sets the tone for other trading partners to promote reciprocal trade with the United States.

    A FRAMEWORK TO BOLSTER ECONOMIC SECURITY: President Trump continues to advance the interests of the American people, enhancing market access for American exporters and lowering tariff and non-tariff barriers to protect our economic and national security.

    • On April 18, President Trump had a call with Prime Minister Starmer to discuss our bilateral trade relationship.
    • U.S. total goods trade with the UK was an estimated $148 billion in 2024.
    • The UK average applied agricultural tariff is 9.2% while the U.S. average applied agricultural tariff (prior to April 2) was 5%.
    • The UK maintains certain tariff and non-tariff barriers that restrict market access and create an unfair playing field for American workers and businesses.
      • For example, the UK imposes tariffs that can exceed 125% on meat, poultry, and dairy products on top of maintaining non-science-based standards that adversely affect U.S. exports.
    • On April 2, 2025, Liberation Day, President Trump imposed a 10% tariff on all countries to address unfair trade practices that have contributed to America’s trade deficit and imbalances in order to better protect American workers and our national security. 

    A MILESTONE IN ADVANCING AN AMERICA FIRST TRADE POLICY: Since Day One, President Trump challenged the assumption that American workers and businesses must tolerate unfair trade practices that have disadvantaged our workers and businesses for decades and contributed to our historic trade deficit.

    • Reversing these conditions and addressing the lack of reciprocity in America’s trade relationships will bring about a new Golden Age and Make America Great Again.
    • President Trump continues to advance the interests of the American people, enhancing market access for American exporters and lowering tariff and non-tariff barriers.

  • MIL-OSI USA: Acts of Service Across Arkansas

    Americans, and certainly Arkansans, are no strangers to adversity. In our most challenging times, folks across Arkansas have always been courageous, shown sincere determination and grit, and come together in order to emerge more united and stronger than we were before. Last week’s storms certainly brought adversity and uncertainty, and it was encouraging to see the state come together to provide relief and help to friends and neighbors.

    There wasn’t a single corner of the Natural State that didn’t find itself on the receiving end of rainfall levels unlike anything we’ve seen before. Flooding created road closures and life-threatening situations for many areas across the state. Tornadoes wreaked havoc on homes and businesses, laying waste and devastating everything in its path, including 3 people who lost their lives and 32 more injured.

    In these moments when Arkansans find themselves wondering how to move forward, the Arkansas National Guard steps up time and time again, fully embodying their motto of “Arkansas First.” Across the state, we witnessed these selfless men and women travel to the communities most heavily hit to administer aid like the 39th Brigade Support Battalion who traveled to Malvern to set up a potable water station to support the city and its surrounding areas until clean water could be restored. Other units were mobilized across the state to combat the issues brought by increased water levels and storm damage that would be the result of the severe weather passing through.

    Everyone from local businesses and governments, fire departments, law enforcement, EMS, and even friends and neighbors, have been eager to serve their fellow Arkansans in the wake of the devastation brought by these spring storms. It’s been immensely encouraging to see everyone come to the aid of Arkansans in need, painting a true depiction of the values that make the Natural State truly such a great place to live: hospitality, generosity, and service. It’s times like these that I’m especially proud to be an Arkansan, and it is my sincere hope that everyone stays safe as we continue to restore the damage across our state.

  • MIL-OSI USA: Celebrating our National Parks

    For over 100 years, the National Park Service has been a diligent steward of the beautiful lands our nation is blessed with. In 1872, President Ulysses S. Grant established Yellowstone as the very first National Park, setting precedence for future generations to preserve and enjoy the incredible natural beauty that our country so uniquely boasts. From the beautiful Cape Cod National Seashore to the desert lands of the Saguaro National Park and the glacial majesty of Denali National Park, our country is second to none in its beauty.

    But of course, we can’t forget the Natural State’s own National Park, housed right here in the Fourth District. With its rich history and natural beauty, it’s no surprise people from all over the country and world come to visit Hot Springs National Park.  Locals and visitors enjoy beautiful mountain views, 26 miles of hiking trail, and the thermal springs that inspired the city’s name. In 1832, forty years before Yellowstone was even dubbed a National Park, Hot Springs was named the first Federal Reservation in the United States – receiving protection under federal law most notably due to its natural resources. Finally, in 1921, Hot Springs received its beloved title as a National Park. 

    Most National Parks require visitors to trek far beyond the nearest city limits to enjoy its beauty. But the uniqueness of Hot Springs is that it’s right here in the middle of town – stunning views, both natural and architectural, make this town unique – offering up an abundance of outdoor opportunities for all who visit. As an avid outdoorsman, it’s especially exciting to take advantage of the outdoor opportunities like biking and the twenty-six miles of hiking trails the Park has to offer. 

    Early explorers of this region were drawn to the great potential the geothermal springs offered as a mecca for health benefits. After decades of construction, Bathhouse Row became a popular destination, even receiving the title of National Historic Landmark District in 1987. While the bathhouses aren’t all under use today, some are still enjoyed as tourist attractions as an emporium and even a brewery – where they make use of the geothermal springs for their production process. Whether you’re enjoying the health benefits of the thermal waters through spas, outdoor natural pools, or public fountains, there is no question that Hot Springs offers natural resources unlike any other in the country. I am immensely proud to represent this historic location – and my beloved hometown – in Congress.

    As the Chairman of the House Natural Resources Committee, there are plenty of opportunities to advocate for and champion legislation that have direct impacts on the Fourth District. Last Congress, I introduced the EXPLORE Act, which was signed into law, that encourages the expansion of outdoor recreation opportunities our great nation has to offer. Much of this legislation was inspired by a great love of the outdoors which was established right here in Arkansas. Most notably, this law improves public land access, modernizes the technology used to improve visitor experiences, restores campgrounds and modernizes infrastructure – all things that greatly benefit Hot Springs National Park and other Parks across the country. 

    As we wrap up a week designated to celebrating our majestic National Parks, may this serve as a reminder for all the beauty our public lands have to offer, and may we take the time to appreciate our natural resources and do our part in stewarding our land well in order for it to be enjoyed by future generations, just as much as we have been blessed to enjoy it in our own day.

  • MIL-OSI USA: A Step in the Right Direction

    The current federal permitting process hamstrings every corner of American life. Everything from gravel road repairs to simple agricultural maintenance and large-scale industrial projects are smothered under the weight of this cumbersome process. Once a powerhouse for innovation, expansion, and production, the United States is now severely lacking in the resources needed to push necessary production across the finish line – being cut off at the knees by senseless, bureaucratic red tape. Projects that at one time took only a year or two from implementation to completion now take decades, with some still waiting to be finished. 

    This week, the president signed a Presidential Memoranda aimed at updating the technology used to speed up the permitting process — a process in which a series of steps are included in order to receive authorization for constructing or developing everything from infrastructure projects to economic and environmental development. When it takes years upon years to review environmental impacts, ensure compliance with zoning regulations, identify potential issues, and more, our investments wither and our nation falls behind as we wait for infrastructure that can compete with our global adversaries and meet the growing demands of a 21st-century society.

    Under this Presidential Action, the president is urging executive departments and agencies to maximize their use of modern technology in their permitting processes for all infrastructure projects like highways, bridges, factories, and other projects that are required to meet the growing demands of a modern-day society — a step that will properly leverage technology to evaluate environmental permits which cause inordinate delays to delivering important infrastructure. 

    There is still a long road ahead, however there is no doubt that House Republicans will continue working with the administration on this initiative in the 119th Congress. As a longtime advocate and supporter of permitting reform, it is immensely exciting to know that steps are being made to reform this broken, antiquated process that shackles the great potential of our nation’s economic growth.

  • MIL-OSI USA: Reconciliation Week in the House

    After the 119th Congress was sworn in on January 3, House Republicans hit the ground running to deliver on their promise to the American people to lower the cost of living, reduce frivolous government spending, secure our borders, and unleash energy dominance. Since then, every House committee has been working diligently to meet those demands and this week, we kicked off one of the most important steps in the reconciliation process with full committee markups. 

    Before any of this can happen, however, certain House committees are instructed to draft their recommendations to meet the instructions outlined by the budget resolution. Once each committee has passed their legislation package, they will then be submitted to and ultimately combined together by the Budget Committee to become “one big, beautiful bill” that will then make its way to the House Floor for a vote.

    House Republicans have been working for months to finalize legislation that will reduce taxes and cut spending, and now we find ourselves in the first wave of reconciliation markups across several committees. As a member of the Transportation and Infrastructure (T&I) Committee, it was exciting to participate in our full committee markup, where we were tasked with reducing the federal deficit by no less than $10 billion, and our reconciliation package certainly reached that goal. 

    In fulfilling our mandate to bolster President Trump’s border and national security agenda, the committee is providing historic funding to the U.S. Coast Guard to stop the flow of illegal drugs and migrants from entering the country, bolstering the security of our communities and nation. In addition, the committee is providing funds to modernize our severely outdated air traffic control (ATC) technology, ushering our ATC systems into the modern era and strengthening the aviation community. We’re also putting our focus on cutting wasteful spending, rescinding funding for seven unnecessary Green New Deal style programs that were created in the Inflation Reduction Act. And lastly, the committee is ensuring that EVs no longer get a free ride and must begin contributing to the Highway Trust Fund (HTF) to support our nation’s highway system.

    As House Republicans work together to restore fiscal sanity, protect our borders, and ensure American energy dominance, we will certainly continue in these efforts to close out the reconciliation process, deliver on the mandate from our constituents, and ultimately create a budget that puts Americans – and Arkansans – first.

  • MIL-OSI Africa: Somaliland’s 30-year quest for recognition: could US interests make the difference?

    More than three decades after unilaterally declaring independence from Somalia, Somaliland still seeks international recognition as a sovereign state. Despite a lack of formal acknowledgement, the breakaway state has built a relatively stable system of governance. This has drawn increasing interest from global powers, including the United States. As regional dynamics shift and great-power competition intensifies, Somaliland’s bid for recognition is gaining new currency. Aleksi Ylönen has studied politics in the Horn of Africa and Somaliland’s quest for recognition. He unpacks what’s at play.

    What legal and historical arguments does Somaliland use?

    The Somali National Movement is one of the main clan-based insurgent movements responsible for the collapse of the central government in Somalia. It claims the territory of the former British protectorate of Somaliland. The UK had granted Somaliland sovereign status on 26 June 1960.

    The Somali government tried to stomp out calls for secession. It orchestrated the brutal killing of hundreds of thousands of people in northern Somalia between 1987 and 1989.

    But the Somali National Movement declared unilateral independence on 18 May 1991 and separated from Somalia.

    With the collapse of the Somali regime in 1991, the movement’s main enemy was gone. This led to a violent power struggle between various militias.

    This subsided only after the politician Mohamed Egal consolidated power. He was elected president of Somaliland in May 1993.

    Egal made deals with merchants and businessmen, giving them tax and commercial incentives to accept his patronage. As a result, he obtained the economic means to consolidate political power and to pursue peace and state-building. It’s something his successors have kept up with since his death in 2002.

    What has Somaliland done to push for recognition?

    Successive Somaliland governments continue to engage in informal diplomacy. They have aligned with the west, particularly the US, which was the dominant power after the cold war, and the former colonial master, the UK. Both countries host significant Somaliland diaspora communities.

    The US and the UK have for decades flirted with the idea of recognising Somaliland, which they consider a strategic partner. However, they have been repeatedly thrown back by their respective Somalia policies. These have favoured empowering the widely supported Mogadishu government to reassert its authority and control over Somali territories.

    This Somalia policy has been increasingly questioned in recent years, in part due to Mogadishu’s security challenges. In contrast, the Hargeisa government of Somaliland has largely shown it can provide security and stability. It has held elections and survived as a state for the last three decades, though it has faced political resistance and armed opposition.

    As new global powers rise, Somaliland administrations have pursued an increasingly diverse foreign policy, with one goal: international recognition.

    Hargeisa hosts consulates and representative offices of Djibouti, Ethiopia, Kenya, Taiwan, the UK and the European Union, among others.

    The government has also engaged in informal foreign relations with the United Arab Emirates. The Middle Eastern monarchy serves as a business hub and a destination of livestock exports. Many Somalilanders migrate there.

    Somaliland maintains representative offices in several countries. These include Canada, the US, Norway, Sweden, the UK, Saudi Arabia, Turkey and Taiwan. Hargeisa has alienated China because it has collaborated with Taiwan since 2020. Taiwan is a self-ruled island claimed by China.

    On 1 January 2024, Somaliland’s outgoing president Muse Bihi signed a memorandum of understanding with Ethiopian prime minister Abiy Ahmed for increased cooperation. Bihi implied that Ethiopia would be the first country to formally recognise Somaliland. The deal caused a sharp deterioration of relations between Addis Ababa and Mogadishu.

    Abiy later moderated his position and, with Turkish mediation, reconciled with his Somalia counterpart, President Hassan Mohamud.

    What’s behind US interest in Somaliland?

    The US, like other great powers, has been interested in Somaliland because of its strategic location. It is on the African shores of the Gulf of Aden, across from the Arabian Peninsula. Its geographical position has gained currency recently as Yemeni Houthi rebels strike maritime traffic in the busy shipping lanes. Somaliland is also well located to curb piracy and smuggling on this global trade route.

    The US Africa Command set up its main Horn of Africa base at Camp Lemonnier in Djibouti in 2002. This followed the 11 September 2001 attacks.

    In 2017, China, which had become the main foreign economic power in the Horn of Africa, set up a navy support facility in Djibouti. This encouraged closer collaboration between American and Somaliland authorities. The US played with the idea of establishing a base in Berbera, which hosts Somaliland’s largest port.

    With Donald Trump winning the US presidential election in 2024, there were reports of an increased push for US recognition of Somaliland. This would allow the US to deepen its trade and security partnerships in the volatile Horn of Africa region.

    Since March 2025, representatives of the Trump administration have engaged in talks with Somaliland officials to establish a US military base near Berbera. This would be in exchange for a formal but partial recognition of Somaliland.

    What are the risks of US recognition of Somaliland?

    Stronger US engagement with Somaliland risks neglecting Somalia.

    Mogadishu depends on external military assistance in its battle against the advancing violent Islamist extremist group, Al-Shabaab. It also faces increasing defiance from two federal regions, Puntland and Jubaland.

    US recognition would reward Hargeisa for its persistent effort to maintain stability and promote democracy. However, it could encourage other nations to recognise Somaliland. This would deliver a blow to Somali nationalists who want one state for all Somalis.

  • MIL-OSI Security: Middle District Of Florida Prosecutors Charge 125 Defendants With Immigration-Related Offenses During Second Quarter Of 2025

    Tampa, FL – United States Attorney Gregory W. Kehoe announces today that federal prosecutors have charged 125 defendants with immigration-related offenses during the second quarter of fiscal year 2025, ending March 31, 2025. More than 100 of the defendants were charged by grand jury indictments and the others were charged by criminal complaint. One hundred nineteen of the defendants were charged with illegally reentering the United States. 

    During the same period, 58 cases were resolved by guilty pleas, and 62 defendants were sentenced for illegal reentry or other immigration-related offenses. 

    “The United States Attorney’s Office is committed to enforcing federal immigration laws,” said U.S. Attorney Gregory W. Kehoe. “We will continue to work with our local, state, and federal law enforcement partners to aggressively investigate and prosecute anyone who illegally enters the United States or violates our nation’s laws.”

    These newly charged cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhoods (PSN).

    Q2 FY 2025 Highlights

    U.S. v. Horus Samuel Marquez Villatoro

    In March 2025, Horus Samuel Marquez Villatoro, a citizen of Mexico, was sentenced to three years and nine months in federal prison for illegal reentry by a removed alien and for possession of a firearm and ammunition by an alien illegally in the United States. According to court documents, Marquez Villatoro was removed from the United States on three previous occasions before reentering unlawfully sometime after 2019. In January 2024, he was found in Hillsborough County in possession of a Glock 17 9mm pistol, an extended magazine, and more than 100 rounds of ammunition.

    U.S. v. Ricardo Fermin Sune-Giron

    In March 2025, Ricardo Fermin Sune-Giron, a citizen of Guatemala, who was living in the United States illegally under an assumed name, was sentenced to 14 years in federal prison for conspiracy to traffic in firearms, firearms trafficking, dealing in firearms without a license, and possessing firearms as an illegal alien. According to court documents, between 2023 and April 2024, Sune-Giron was a member of a large-scale firearms trafficking operation. He recruited straw purchasers to illegally buy firearms—including Glocks, rifles and AK-47s—from licensed federal firearms dealers across Florida. After obtaining the firearms, Sune-Giron and his co-conspirators smuggled them overseas, shipping them to countries including the Dominican Republic and Haiti. Between 2023 and 2024, Sune-Giron and his co-conspirators trafficked more than 1,000 firearms. Several of these firearms were later recovered at crime scenes. In April 2024, ATF and HSI agents in Tampa and Orlando executed three coordinated search warrants at three residences in the Orlando area, including Sune-Giron’s residence. There they recovered approximately 57 firearms, 30 empty gun boxes, approximately $16,000 in cash, ammunition, and money counters.

    U.S. v. Elmer Edin Chavarria-Morales

    In March 2025, Elmer Edini Chavarria-Morales, a citizen of Honduras, was sentenced to 3 years and 10 months in federal prison for illegal reentry into the United States after removal. According to court records, Chavarria-Morales was convicted of rape in Indiana state court in 2018 and was deported from the United States later that year. Chavarria-Morales reentered the United States and was convicted of illegal reentry in the Southern District of Texas in 2021. Chavarria-Morales was removed to Honduras again in November 2022. In April 2024, Chavarria-Morales was again found in the United States after he was arrested by the Daytona Beach Police Department for a domestic violence assault.

    U.S. v. Yudelkis Portes

    In February 2025, Yudelkis Portes, a citizen of the Dominican Republic, was sentenced to three years and one month in federal prison for illegal reentry into the United States after removal. According to court documents, Portes was convicted of conspiracy to commit access device fraud and aggravated identity theft in February 2013 and deported from the United States to the Dominican Republic. Following her deportation, Portes illegally reentered the United States and was found in the Middle District of Florida.

    Jefferson City — Today, Governor Mike Kehoe announced that the Federal Emergency Management Agency (FEMA) will participate in joint Preliminary Damage Assessments (PDAs) of public infrastructure in six counties following the severe storms, straight-line winds, and tornadoes that heavily damaged areas of southwest and southeast Missouri from April 28 to 29.  

    “Last week, intense severe storms once again brought destruction to areas of Missouri, further burdening families, businesses, and communities already dealing with the aftermath of previous damaging severe weather,” Governor Kehoe said. “The State Emergency Management Agency (SEMA) has been on the ground for days, helping local officials document damage. Our local partners and SEMA believe the emergency response costs and damage to roads, bridges, and other important public infrastructure warrant a formal review by FEMA and meet the levels required for a federal disaster declaration for Public Assistance.”

    Joint PDAs are being requested for the following counties: Barry, Greene, Lawrence, McDonald, Newton and Washington. Additional counties may be added as damage information is received from local officials.

    Joint PDA teams are made up of representatives from FEMA, SEMA and local emergency management officials. Beginning Tuesday, May 13, five teams will verify documented damage to determine if Public Assistance can be requested through FEMA. Public Assistance allows local governments and qualifying nonprofit agencies to seek federal assistance for reimbursement of emergency response and recovery costs, including repair and replacement of damaged roads, bridges and other public infrastructure.

    SEMA continues to coordinate with local officials, other state agencies, and volunteer and faith-based partners to identify needs and assist impacted families and individuals. If you have damage, you should contact your insurance company and file a claim as soon as possible.

    • Fueled by massive government subsidies, China’s state-controlled companies now dominate nearly 85% of global processing capacity for rare earth minerals used in semiconductor manufacturing.
    • Last month, China imposed new export bans on rare earth materials like gallium, germanium, and antimony, which are key to semiconductor production.
    • Under current law, tax incentives are only available for facilities that directly produce semiconductors or manufacturing equipment. However, much of the upstream materials and components used in these facilities are sourced from China, leaving our critical supply chains vulnerable and heavily reliant on foreign adversaries.

  • MIL-OSI Canada: B.C. ranchers, farmers urged to protect livestock as wildfire risk increases

    With wildfire season fast approaching, B.C. ranchers and farmers are encouraged to register the location of their livestock to protect their animals during emergencies.

    “Ranchers and farmers are deeply committed to the well-being of their animals, especially in times of crisis,” said Lana Popham, Minister of Agriculture and Food. “By registering with Premises ID, they ensure emergency responders have access to fast and accurate information — providing critical support and peace of mind when every second counts.” 

    Premises ID is mandatory in British Columbia. Registration is free and confidential. The program helps link livestock and poultry to the geographic areas where they are kept. This information helps emergency responders reach animals faster so they can quickly prioritize assistance during evacuations or animal disease outbreaks.

    “As we approach another wildfire season, it is important that we use what we have learned from the previous years of fire events,” said Kevin Boon, general manager, BC Cattlemen’s Association. “Premises ID has become a cornerstone of our communications and co-ordination for livestock welfare and movement. Making sure your operation is registered is one more way to help us help you with things like the Ranch Liaison and Range Rider programs.”

    Premises ID is a key component of B.C.’s animal traceability system, which contributes to ensuring stable, local meat supply chains and market access for livestock producers throughout the province.

    “Registering for a Premises ID through this provincial program makes it easier for local governments to support residents with large animals during emergencies when evacuation is required,” said Jamie Vieira, general manager of operations, Thompson-Nicola Regional District. “In recent years, our emergency operations centre has been able to support residents more quickly when they have a Premises ID. Whether residents have a hobby farm or a large agricultural production, we encourage all residents to make sure they have a Premises ID set up.”

    • The main priority of the mandatory Premises ID program is to help producers and communities prepare for emergencies and be better equipped to respond to them.
    • There are more than 10,000 ranchers and farmers registered with Premises ID with 100% supply-managed (i.e., dairy cattle and poultry) participation and over 80% of cattle producers.

  • MIL-OSI Canada: Evraz Inc. NA Canada Fined $575,000 for Workplace Injury

    On April 29, 2025, Evraz Inc. NA Canada pleaded guilty in Regina Provincial Court to one violation of The Occupational Health and Safety Regulations, 2020.

    The company was fined for contravening clause 10-4 (1) (a) of the regulations (being an employer, fail to provide an effective safeguard when a worker may contact a dangerous moving part of a machine, resulting in the serious injury of a worker). As a result, the Court imposed a fine of $410,714.29 with a surcharge of $164,285.71, for a total amount of $575,000.

    One other charge was withdrawn.

    The charges stemmed from an incident that occurred on December 4, 2022, in Regina, Saskatchewan when a worker suffered serious injuries while inspecting the underside of sheet metal as it was being mechanically moved through the metal slitting machine.

    The Ministry of Labour Relations and Workplace Safety works with employers and workers to eliminate workplace injuries and illnesses through education, intervention and enforcement.

  • MIL-OSI USA: FDA Announces Completion of First AI-Assisted Scientific Review Pilot and Aggressive Agency-Wide AI Rollout Timeline

    In a historic first for the agency, FDA Commissioner Martin A. Makary, M.D., M.P.H., today announced an aggressive timeline to scale use of artificial intelligence (AI) internally across all FDA centers by June 30, 2025, following the completion of a new generative AI pilot for scientific reviewers.
    “I was blown away by the success of our first AI-assisted scientific review pilot. We need to value our scientists’ time and reduce the amount of non-productive busywork that has historically consumed much of the review process. The agency-wide deployment of these capabilities holds tremendous promise in accelerating the review time for new therapies,” said Dr. Makary.
    The generative AI tools allow FDA scientists and subject-matter experts to spend less time on tedious, repetitive tasks that often slow down the review process.
    “This is a game-changer technology that has enabled me to perform scientific review tasks in minutes that used to take three days,” said Jinzhong (Jin) Liu, Deputy Director, Office of Drug Evaluation Sciences, Office of New Drugs in FDA’s Center for Drug Evaluation and Research (CDER).
    To reflect the urgency of this effort, Dr. Makary has directed all FDA centers to begin deployment immediately, with the goal of full integration by the end of June. Work will continue to expand use cases, improve functionality and adapt to the evolving needs of each center after June 30. By that date, all centers will be operating on a common, secure generative AI system integrated with FDA’s internal data platforms.
    “There have been years of talk about AI capabilities in frameworks, conferences and panels but we cannot afford to keep talking. It is time to take action. The opportunity to reduce tasks that once took days to just minutes is too important to delay,” said Dr. Makary.
    Next Steps
    Looking ahead, the FDA plans to expand generative AI capabilities—across all centers using a secure, unified platform. Future enhancements will focus on improving usability, expanding document integration, and tailoring outputs to center-specific needs, while maintaining strict information security and compliance with FDA policy.
    The agency-wide rollout is being coordinated by Jeremy Walsh, the FDA’s newly appointed Chief AI Officer and Sridhar Mantha. Walsh previously led enterprise-scale technology deployments across federal health and intelligence agencies and Mantha recently led the Office of Business Informatics in CDER.
    The agency will continue to assess performance, gather user feedback and refine features to support the evolving needs of FDA staff and advance its public health mission. Additional details and updates on the initiative will be shared publicly in June.

    overnor Kathy Hochul today announced the launch of “Triple Three Triple One” – a new real-time emergency and weather alert system – as part of the State’s Hurricane Preparedness Week recognition efforts. Managed by the Division of Homeland Security and Emergency Services (DHSES), this text option allows New Yorkers to text their county of residence to 3-3-3-1-1-1 to begin receiving real time emergency and weather alerts and updates directly to their phones. In New York City, text the name of your borough with no spaces. The system is not case sensitive. If you want all of metro New York, text NewYorkCity. Additionally, State-initiated hurricane preparedness activities include initiating the distribution of $15 million in flood-related equipment to counties and conducting specialized training for State emergency operations personnel.

    “My highest priority is the safety of New Yorkers, especially during times of severe and unpredictable emergency events,” Governor Hochul said. “To best prepare for inclement weather – especially as hurricane season approaches – I am encouraging all New Yorkers to sign up for alerts so they can remain safe and vigilant when high-impact events occur.”

    It’s easy to get started and free to sign up. New Yorkers can simply text the name of the county they’d like to receive alerts for to 3-3-3-1-1-1. Once the text message is sent, users will automatically be enrolled and begin receiving emergency and weather alerts when they occur in their selected county. In New York City, text the name of your borough with no spaces. For example, StatenIsland. For the entire New York City metro area, text NewYorkCity. The system is not case sensitive. Users can also register to receive alerts for multiple counties by texting additional county names, one at a time. This will allow residents to stay up to date on alerts in areas where their loved ones may live. It is free to sign up for Triple Three Triple One and the service is available on all cellular carriers. Standard text messaging and data rates may apply.

    New York State Division of Homeland Security and Emergency Services Commissioner Jackie Bray said, “As Hurricane Season approaches, the launch of Triple Three Triple One alerting gives New Yorkers access to another tool that they can use to help keep themselves and their loved ones prepared for and safe during severe weather. And, it’s an additional way that we can assist our local emergency management partners. I encourage everyone to take a moment right now and text their county name to Triple Three Triple One.”

    In addition to launching the Triple Three Triple One text alerts, New York State recently signed Memorandums of Understanding (MOUs) with 51 counties to provide them with $15 million of flood-related equipment and supplies. The equipment, being procured by DHSES includes pumps, generators, chain saws, and flood barrier technology.

    Atlantic hurricane season runs from June 1 through November 30. On April 3, Colorado State University released its preseason hurricane forecast, calling for above average activity in the tropical Atlantic with 17 named storms, nine hurricanes, and four major hurricanes predicted. The National Oceanic and Atmospheric Administration is expected to release the 2025 Hurricane Outlook later in May.

    In December 2023, Governor Hochul announced the creation of New York’s State Weather Risk Communication Center (SWRCC) at the State University of New York at Albany. The Center is a first-of-its kind operational collaboration between university researchers and state emergency managers and serves as a clearinghouse for critical weather information. It also works to develop tools to help emergency managers make informed decisions to help protect communities and examines how communicating extreme weather risks to the public can be improved.

    New York State Weather Risk Communication Center Director Dr. Nick Bassill said, “Being prepared is crucial when it comes to extreme weather. New York is no stranger to the impacts hurricanes can have on our communities, so have a plan made ahead of time to ensure the safety of yourself and your loved ones in the event of an emergency. Follow trusted news sources such as the National Weather Service and state and local government alerts, so you can respond accordingly when severe weather strikes.”

    The National Weather Service said, “Everyone should learn their risk by considering the threats from tropical storms. Threats include storm surge, flooding from heavy rain, strong winds, tornadoes and rip currents. All of these threats can occur far from the center of a storm so pay attention to the latest forecasts and be alert for warnings.”

    State agencies undertake a number of activities to prepare for hurricane season including:

    The Division of Homeland Security and Emergency Services operates the State Office of Emergency Management (OEM). OEM routinely assists local governments, voluntary organizations, and private industry through a variety of emergency management programs including hazard identification, loss prevention, planning, training, operational response to emergencies, technical support, and disaster recovery assistance.

    In April, OEM launched a weeklong State Emergency Operations Center (EOC) Training and Simulation initiative created to introduce new staff to the major functions of the EOC. This initiative included EOC simulations, including one simulation focused on responding to a forecasted tropical storm. This training builds understanding across State OEM personnel so that during a real activation teams are prepared to respond accordingly.

    DHSES also conducts the Citizen Preparedness Corps training program, along with the New York National Guard and the American Red Cross. The course provides an introduction to responding to a natural or human-caused disaster. Participants are advised on how to properly develop family emergency plans and stock up on emergency supplies. To date, more than 400,000 people have been trained.

    The Department of Public Service reports New York’s utilities have approximately 5,500 workers available statewide to engage in damage assessment, response, repair and restoration efforts across New York State in the event of a hurricane or a major storm. Utilities maintain agreements with external contractors who may be able to assist in restoration efforts. Department of Public Service staff track utilities’ work throughout all events and work to ensure appropriate staffing for regions that experience the greatest impact.

    The Port Authority of New York and New Jersey’s hurricane preparedness efforts take place year-round. New and renewed assets are designed to meet or exceed the agency’s climate resilience guidelines, which consider the potential risks of climate change out to 2100. Across the agency’s airports, a host of flood protection measures have been implemented, including flood walls, flood rated doors, and deployable shields. At LaGuardia Airport, electrical substations, pumps, and newly constructed terminals have been elevated or protected to reduce the risk of hurricane flooding, even as sea levels rise. Other flood mitigation projects include installation of flexible floodproof barriers at the Holland Tunnel portals and a water intrusion protection system to seal off the iconic World Trade Center site from coastal storm surge. The Port Authority’s Office of Emergency Management tracks storm development, projecting eventual impacts on the New York and New Jersey region, and communicating with each Port Authority facility, where staff use customized information to respond to rapidly changing conditions.

    April U.S. Mean Temperature Departures from Average Map

    The average temperature for the contiguous U.S. (CONUS) in April was 53.6°F, which is 2.6°F above the long-term average and ranks in the warmest third of the 131-year record. April temperatures were above average across much of the Lower 48, with much-above-average warmth observed across the South and Atlantic coastal regions. North Carolina and Virginia observed their second-warmest average April temperatures on record, with South Carolina and Georgia recording their third- and fourth-warmest (tied), respectively. For the year to date, the CONUS average temperature was 41.1°F, 2.0°F above average, ranking in the warmest third of the record for this January–April period.

    The Alaska statewide April temperature was 27.5°F, 4.2°F above the long-term average, ranking in the warmest third of the 101-year period of record. While temperatures were near average across much of western Alaska in April, above-average warmth dominated the eastern part of the state. Alaska’s January–April average temperature was 17.8°F, 7.5°F above the long-term average, ranking as the fourth warmest on record, with much of the state experiencing much-above-average temperatures during this period.

    Hawai’i had an average temperature of 65.9°F in April, 1.1°F above the 1991–2020 average and ranking in the warmest third of the 35-year record. Hawai’i had its second-warmest (tied) January–April average temperature of 64.8°F, 1.1°F above the 1991–2020 average for this period.

    Precipitation

    April 2025 U.S. Total Precipitation Percentiles

    April precipitation for the CONUS was 2.82 inches, 0.30 inch above average, ranking in the upper third of the historical record. Drier-than-average conditions were observed from the West to the central Rockies, and along parts of the Gulf and Atlantic coastal regions. Conversely, above-average precipitation fell across a broad area stretching from the southern Plains through the middle Mississippi Valley into the Ohio Valley and lower Great Lakes, as well as in portions of the northern Plains, upper Mississippi Valley and far Northeast. Kentucky recorded its second-highest average rainfall for the month of April, while Oklahoma and Missouri saw their third- and fourth-wettest Aprils, respectively. The January–April precipitation total for the CONUS was 8.77 inches, 0.70 inch below average, ranking in the driest third of the record for this period.

    Alaska’s average precipitation in April ranked as the second wettest in the 101-year record, with particularly wet conditions along the Gulf of Alaska coast and the northern Southeast region. Near-record-high snowfall was observed at the Alyeska (36.6 inches) and Denali National Park (26.5 inches) stations—these totals were the second-highest on record for April. The January–April precipitation total for Alaska was 10.97 inches, 1.80 inches above average, ranking in the wettest third on record for the period

    Precipitation averaged across Hawai’i in April totaled 4.11 inches, 0.90 inch below average, ranking in the middle third of the 1991–2025 record. Drier-than-average conditions were mostly observed on the eastern portions of Moloka’i, Maui and the Big Island, while most other areas experienced above-average rainfall. Precipitation across Hawai’i for January–April was 15.65 inches, 6.42 inches below average, ranking in the driest third of the 1991–2025 record.

    Drought

    According to the April 29 U.S. Drought Monitor report, approximately 37.0% of the contiguous U.S. was in drought, down about 6.4% from the beginning of the month. Drought conditions expanded or intensified across parts of the Southwest, southern Rockies, northern High Plains, Florida and Hawai’i. Meanwhile, drought contracted or was reduced in intensity across much of the central U.S., parts of southern Appalachia and the Great Lakes region.

    Monthly Outlook

    Much of the country is expected to be warmer than average in May, from the Rockies eastward to the Atlantic and southward to the Gulf Coast. Above-average precipitation is favored in parts of the West and Rockies, and is likely across the southern Plains, while drier-than-average conditions are expected in the upper Mississippi Valley and Great Lakes region.

    Drought conditions in May are likely to persist across the Southwest and northern Plains, with some improvement in the central Great Basin. Portions of the southern and central Plains should see some drought improvement and areas of removal, but the upper Mississippi Valley can expect some areas of drought development. Drought will likely persist and expand across the Carolinas and western Virginia; conditions in some areas further northeast are expected to improve.

    Today Governor Josh Stein announced that PPG will create 110 jobs in the City of Shelby. The company reports it will invest $380 million to establish a new manufacturing center in Cleveland County, marking the return of the PPG brand name to Shelby, where the company first established a facility in the 1950s.

    “PPG knows what I know: North Carolina is the #1 state for manufacturing in the Southeast,” said Governor Josh Stein. “Our state’s workforce is our greatest asset, and I will continue to advocate for more training and education programs so that employees can build a career and employers have the well-trained people they need to get to work.”

    PPG (NYSE: PPG) is an American Fortune 500 company and global supplier of paints, coatings, and specialty materials. The company operates in more than 70 countries and reported net sales of $15.8 billion in 2024. PPG’s aerospace business is a leading provider of innovative solutions tailored to meet the unique needs of Original Equipment Manufacturers (OEM) and aftermarket customers, such as airlines and Maintenance, Repair, and Overhaul (MRO) facilities for commercial, general aviation, and military segments. The company’s aerospace portfolio includes advanced coatings, sealants, transparencies, packaging, chemical services, engineered materials, and specialty products designed to enhance the performance, durability, and safety of aircraft. The company’s new project in Shelby will establish a modern manufacturing facility to produce the full line of PPG’s aerospace coatings and sealants.

    Although wages will vary depending on the position, the average salary for the new jobs will be $66,861. The average wage in Cleveland County at the time of the company’s grant application was $48,310.

    A performance-based grant of $300,000 from the One North Carolina Fund will help facilitate PPG’s project into Cleveland County, based on a company investment of $221.8 million and the creation of 62 jobs. The OneNC Fund provides financial assistance to local governments to help attract economic investment and to create jobs. Companies receive no money upfront and must meet job creation and capital investment targets to qualify for payment.  All OneNC grants require a matching grant from local governments and any award is contingent upon that condition being met.

    “PPG is a name held in high regard in our area, and we’re all excited to open the next chapter of this partnership for our region and for our state,” said Representative Kelly Hastings. “We welcome these new jobs and investment to our region, and I am especially proud that my mom is a PPG retiree.”

    The Cape Fear Valley Cumberland EMS team of Jessica Haines and Hannah Thompson claimed the top honors at the 33rd annual North Carolina Paramedic Competition held on Sunday, May 4, in Greensboro, earning the state title for the first time.

    Cape Fear Valley Cumberland EMS were among the top six teams from across the state in this year’s competition at the annual NC Emergency Medical Services Expo — an educational conference for paramedics, EMTs and county emergency services directors to sharpen their skills with presentations from faculty from across the state and the U.S.

    The Cumberland EMS team outperformed the 2024 returning champions, Harnett County EMS, as well as four other regional champion duos who earned their respective spots following competitions in March in Brunswick, Catawba, Cumberland, Johnston and Surry counties. Those teams included Mecklenburg EMS and Whiteville Rescue as well as two Surry County EMS crews.

    All six teams were held in sequestration before emerging to respond to the same, true-to-life mock emergency. This year’s scenario involved managing three critical patients at the scene of a high school football game. They initially had to manage a seriously injured player with a collapsed lung on the field. Soon after the coach became ill, after having taken too much of his blood pressure medication. Finally, an argument broke out between the inebriated father and mother of the injured player, resulting in the mother being stabbed. Competing teams were challenged to respond to all of these individual crises as part of the mock emergency.

    Tom Mitchell, chief of the N.C. Office of Emergency Medical Services, announced the winning team to much applause and congratulations from the winners’ peers during the Expo’s closing banquet held Tuesday evening.

    “These incredible EMS teams work hard all year to prepare for this event and for their day-to-day duties,” Mitchell said. “Just like in this competition, these paramedics never know what they may face when responding to the needs of North Carolinians. Their extensive training results in improved quality of care for all residents and visitors who may experience illness or injury in an emergency situation.”

    During the competition, each team has just 12 minutes to assess, treat and stabilize the mock scenario’s victims. They must respond quickly while using their training, education and expertise to provide appropriate care to the victims. All teams are judged on the professionalism of their response and ranked on the categories of communications, patient rapport, attitude, organization and conduct.

    The competition is viewed by hundreds of their peers gathered in the Joseph S. Koury Convention Center’s Guilford Ballroom, which had been transformed into a high school football field.

    The annual competition serves as a training opportunity for the participating EMS teams as well as the paramedics and emergency medical technicians who closely observe each group’s analysis and response to the scenario.

    Through the Office of Emergency Medical Services, the North Carolina Department of Health and Human Services works to foster emergency medical systems, trauma systems and credentialed EMS personnel to improve in providing responses to emergencies and disasters.   • MIL-OSI USA: Man Sentenced to Over 30 Years in Prison for Crypto-Terror Financing Scheme

    A Springfield, Virginia, man was sentenced yesterday to 364 months in prison for his efforts to provide material support to the Islamic State of Iraq and al-Sham (ISIS), a designated Foreign Terrorist Organization.

    According to court records and evidence presented at trial, from at least October 2019 through October 2022, Mohammed Azharuddin Chhipa, 35, collected and sent money to female ISIS members in Syria to benefit ISIS in various ways, including by financing the escape of female ISIS members from prison camps and supporting ISIS fighters. Chhipa would raise funds online on various social media accounts. He would receive electronic transfers of funds and travel hundreds of miles to collect funds by hand. He would then convert the money to cryptocurrency and send it to Turkey, where it was smuggled to ISIS members in Syria.

    “This defendant directly financed ISIS in its efforts to commit vile terrorist atrocities against innocent citizens in America and abroad,” said Attorney General Pamela Bondi. “This severe sentence illustrates that if you fund terrorism, we will prosecute you and put you behind bars for decades.”

    “With this sentencing, this defendant will pay the price for helping finance ISIS, a brutal terrorist organization,” said FBI Director Kash Patel. “This is more proof that the FBI will investigate and work with our DOJ partners to hold accountable anyone who assists ISIS or other terrorist groups. Whether you are a fighter or send money, these activities are illegal and against the national security interests of the United States.”

    “Those who fund and facilitate terror bear the same responsibility as those who carry out attacks,” said U.S. Attorney Erik S. Siebert for the Eastern District of Virginia. “Mohammed Chhipa knowingly and persistently collected and provided a considerable amount of money to fund the violence of an organization bent on forcing their extremist ideology on others. That he did so from a nation that holds individual freedom sacrosanct is unconscionable.”

    His primary co-conspirator was an ISIS member residing in Syria who was involved in raising funds for prison escapes, terrorist attacks, and ISIS fighters.

    Over the course of the conspiracy, Chhipa sent over $185,000 in cryptocurrency.

    In December 2024, a federal jury convicted Chhipa of one count of conspiracy to provide material support or resources to a designated foreign terrorist organization and four counts of providing and attempting to provide material support or resources to a designated foreign terrorist organization.

    The FBI Washington Field Office investigated the case.

    Assistant U.S. Attorney Anthony T. Aminoff and former Assistant U.S. Attorney Amanda St. Cyr for the Eastern District of Virginia and Trial Attorney Andrew John Dixon and former Trial Attorney Andrea Broach of the National Security Division’s Counterterrorism Section prosecuted the case.

  • MIL-OSI Global: Somaliland’s 30-year quest for recognition: could US interests make the difference?

    More than three decades after unilaterally declaring independence from Somalia, Somaliland still seeks international recognition as a sovereign state. Despite a lack of formal acknowledgement, the breakaway state has built a relatively stable system of governance. This has drawn increasing interest from global powers, including the United States. As regional dynamics shift and great-power competition intensifies, Somaliland’s bid for recognition is gaining new currency. Aleksi Ylönen has studied politics in the Horn of Africa and Somaliland’s quest for recognition. He unpacks what’s at play.

    What legal and historical arguments does Somaliland use?

    The Somali National Movement is one of the main clan-based insurgent movements responsible for the collapse of the central government in Somalia. It claims the territory of the former British protectorate of Somaliland. The UK had granted Somaliland sovereign status on 26 June 1960.

    The Somali government tried to stomp out calls for secession. It orchestrated the brutal killing of hundreds of thousands of people in northern Somalia between 1987 and 1989.

    But the Somali National Movement declared unilateral independence on 18 May 1991 and separated from Somalia.

    With the collapse of the Somali regime in 1991, the movement’s main enemy was gone. This led to a violent power struggle between various militias.

    This subsided only after the politician Mohamed Egal consolidated power. He was elected president of Somaliland in May 1993.

    Egal made deals with merchants and businessmen, giving them tax and commercial incentives to accept his patronage. As a result, he obtained the economic means to consolidate political power and to pursue peace and state-building. It’s something his successors have kept up with since his death in 2002.

    What has Somaliland done to push for recognition?

    Successive Somaliland governments continue to engage in informal diplomacy. They have aligned with the west, particularly the US, which was the dominant power after the cold war, and the former colonial master, the UK. Both countries host significant Somaliland diaspora communities.

    The US and the UK have for decades flirted with the idea of recognising Somaliland, which they consider a strategic partner. However, they have been repeatedly thrown back by their respective Somalia policies. These have favoured empowering the widely supported Mogadishu government to reassert its authority and control over Somali territories.

    This Somalia policy has been increasingly questioned in recent years, in part due to Mogadishu’s security challenges. In contrast, the Hargeisa government of Somaliland has largely shown it can provide security and stability. It has held elections and survived as a state for the last three decades, though it has faced political resistance and armed opposition.

    As new global powers rise, Somaliland administrations have pursued an increasingly diverse foreign policy, with one goal: international recognition.

    Hargeisa hosts consulates and representative offices of Djibouti, Ethiopia, Kenya, Taiwan, the UK and the European Union, among others.

    The government has also engaged in informal foreign relations with the United Arab Emirates. The Middle Eastern monarchy serves as a business hub and a destination of livestock exports. Many Somalilanders migrate there.

    Somaliland maintains representative offices in several countries. These include Canada, the US, Norway, Sweden, the UK, Saudi Arabia, Turkey and Taiwan. Hargeisa has alienated China because it has collaborated with Taiwan since 2020. Taiwan is a self-ruled island claimed by China.

    On 1 January 2024, Somaliland’s outgoing president Muse Bihi signed a memorandum of understanding with Ethiopian prime minister Abiy Ahmed for increased cooperation. Bihi implied that Ethiopia would be the first country to formally recognise Somaliland. The deal caused a sharp deterioration of relations between Addis Ababa and Mogadishu.

    Abiy later moderated his position and, with Turkish mediation, reconciled with his Somalia counterpart, President Hassan Mohamud.

    What’s behind US interest in Somaliland?

    The US, like other great powers, has been interested in Somaliland because of its strategic location. It is on the African shores of the Gulf of Aden, across from the Arabian Peninsula. Its geographical position has gained currency recently as Yemeni Houthi rebels strike maritime traffic in the busy shipping lanes. Somaliland is also well located to curb piracy and smuggling on this global trade route.

    The US Africa Command set up its main Horn of Africa base at Camp Lemonnier in Djibouti in 2002. This followed the 11 September 2001 attacks.

    In 2017, China, which had become the main foreign economic power in the Horn of Africa, set up a navy support facility in Djibouti. This encouraged closer collaboration between American and Somaliland authorities. The US played with the idea of establishing a base in Berbera, which hosts Somaliland’s largest port.

    With Donald Trump winning the US presidential election in 2024, there were reports of an increased push for US recognition of Somaliland. This would allow the US to deepen its trade and security partnerships in the volatile Horn of Africa region.

    Since March 2025, representatives of the Trump administration have engaged in talks with Somaliland officials to establish a US military base near Berbera. This would be in exchange for a formal but partial recognition of Somaliland.

    What are the risks of US recognition of Somaliland?

    Stronger US engagement with Somaliland risks neglecting Somalia.

    Mogadishu depends on external military assistance in its battle against the advancing violent Islamist extremist group, Al-Shabaab. It also faces increasing defiance from two federal regions, Puntland and Jubaland.

    US recognition would reward Hargeisa for its persistent effort to maintain stability and promote democracy. However, it could encourage other nations to recognise Somaliland. This would deliver a blow to Somali nationalists who want one state for all Somalis.

  • MIL-OSI Global: Fraudulent crowdfunding after the Lapu Lapu tragedy highlights the need for vigilance and oversight

    Around 100,000 members of Vancouver’s Filipino community and other residents recently gathered to take part in the Lapu Lapu street festival to celebrate Filipino culture. This vibrant community celebration ended in tragedy when a vehicle was driven at high speed through the festival.

    Eleven people were killed in the April 26 attack, and dozens injured in what acting police chief Steve Rai called the “darkest day in the city’s history.”

    There has been an outpouring of community support for the victims, their friends and families, and the Filipino community in Vancouver. This support has taken the form of flowers and messages left at the attack site, vigils and gatherings and religious events.

    And, as is now common following high-profile tragedies, the Lapu Lapu festival attack has been accompanied by a number of crowdfunding campaigns by and for its victims.

    Helping after disaster

    Many of these crowdfunding campaigns are hosted by GoFundMe, which has set up a dedicated hub for these fundraisers. A week after the attack, the 16 campaigns on this hub had raised more than $2.3 million.

    Dozens of other fundraisers on GoFundMe have raised additional money for various causes and groups associated with the tragedy and Vancouver’s Filipino community. Other crowdfunding platforms have also hosted related crowdfunding campaigns.

    Crowdfunding is a way for the public to help those in need in concrete ways while also expressing their shock and sadness over tragic events. People from across the world have taken advantage of crowdfunding’s accessibility to learn about victims and join the outpouring of support.

    This support can be large and consequential. A campaign for Andy Le, a teenager who lost his family at the festival attack, has received more than $500,000 in donations. As a result of this support, Le has in turn pledged to donate half that money to other victims.

    This viral, international support has meant these campaigns are likely able to raise vastly more money than would be possible through traditional, purely local and offline activities.

    Fraud and fundraising

    But while the online nature of crowdfunding allows for a global response to high-profile tragedies, the relatively impersonal nature of crowdfunding has its downsides. Our research has demonstrated that crowdfunding sometimes attracts fraudulent campaigns.

    High-profile events that spur numerous campaigns and massive financial support are particularly attractive to fraudsters. Unfortunately, this has been the case with the Lapu Lapu festival tragedy. In one case, a GoFundMe campaign fraudulently raised more than $57,000, ostensibly to return the body of “Reyna Dela Peñato” to the Philippines after her death at the festival and to support her sons.

    Separately, the Philippine Consulate General of Vancouver warned of fraudulent campaigns on its behalf that used images from its website.

    Vetting authenticity

    Communities can provide mutual support by detecting these fraudulent campaigns, especially in tight-knit communities like Filipinos in Vancouver. In the case of the fraudulent campaign for “Reyna Dela Peñato,” it was flagged by Raquel Narraway, a Vancouver resident who had been compiling information on fundraisers. Narraway was able to marshal her connections to the local Filipino community to show that the campaign was not genuine.

    GoFundMe does its own vetting as well, identifying some campaigns as “verified” after contacting organizers.

    However, responding to actual and potential fraud creates new burdens on victims to prove their legitimacy to the public and crowdfunding platforms. Local community members are in turn taken away from grieving to investigate these campaigns. These policing activities inject a level of distrust into fundraising that is less present when giving takes place between people with pre-existing connections.

    Growing challenges

    While the problem of fraud in crowdfunding isn’t new, changes to the practice of crowdfunding may make it harder to detect. The advent of large language models or artificial intelligence (AI) tools like ChatGPT have made it easier for crowdfunding campaigners to edit their campaign narratives to appeal to a wider pool of potential donors.

    Crowdfunding platforms like GoFundMe are also pushing AI features directly into their platforms to “enhance” these campaigns and help campaigners “connect with more donors.” These features may be especially appealing to people whose first language is not English, as may be the case with some victims of the Lapu Lapu festival attack.

    While the AI-ification of crowdfunding creates a more level playing field for campaigners, it may also make fraud easier to commit and harder to detect. This will be true if generating fake campaigns is easier using chatbots and if legitimate campaigns use AI and take on a less authentic voice.

    Online crowdfunding isn’t going anywhere, and for many victims of the Lapu Lapu festival attack, it has enabled them to ease some of the burden from that terrible day. However, we should be aware that crowdfunding isn’t a purely beneficial tool for people in need. Without proper oversight, it may develop in ways that are even more problematic.

    Washington, D.C. – Earlier this week, on International Day of the Midwife, Congresswoman Marilyn Strickland (WA-10), reintroduced the Maternal and Infant Delivery: Wellness, and Integration with Vital Expertise Support (MIDWIVES) for Servicemembers Act.

    U.S. Representatives Emily Randall (WA-06), Juan Ciscomani (AZ-06), and Jen Kiggans (VA-02) co-led the bipartisan midwifery legislation.

    The bill would increase access to maternity care for servicemembers and their families by extending midwifery care to those enrolled in TRICARE through a 5-year pilot program. This legislation expands access to midwifery care and gives the Department of Defense the option to permanently expand coverage if the pilot program is successful. 

    “It is our job to support our servicemembers, and this includes providing help before, during and after childbirth,” said Strickland. “This bill expands midwifery care options, giving servicemembers and their families the care that they deserve.”

    “As our troops and their families serve our nation, they deserve access to the very best care, especially if they are looking to start or expand their family,” said Ciscomani. “As a dad of six I can tell you, planning to welcome a child to your family is an exciting time. However, serving in the military or having a spouse in uniform can pose additional difficulties for mothers-to-be. This is why I once again joined Rep. Strickland in a bipartisan effort to expand access to midwifery care for military spouses and women in uniform who are enrolled in TRICARE to ensure they can receive the care they need.”

    The MIDWIVES for Servicemembers Act is endorsed by: American Association of Birth Centers (AABC), American College of Nurse-Midwives (ACNM), National Association of Certified Professional Midwives (NACPM), Birth Center Equity (BCE), Policy Institute for Community Birth and Midwifery (PICBM), True North Birth Center, and the National Partnership on Women and Families.

  • MIL-OSI USA: Carbajal, House Democrats Lead Fight Against Republican Cuts to Medicaid and Food Assistance

    As Republicans push an extreme budget that hands $7 trillion in giveaways to billionaires and big corporations, U.S. Representative Salud Carbajal (D-CA-24) joined House Democrats in introducing legislation to block the extreme and unprecedented cuts to Medicaid and food assistance in the Republican budget.

    “The Republican budget is harmful to the Central Coast’s working families—threatening to gut Medicaid, SNAP, and food assistance just to hand out more tax breaks to billionaires like Elon Musk,” said Rep. Carbajal. “I’m proud to stand with my Democratic colleagues to introduce the Hands Off Medicaid and SNAP Act, because no family should have to forgo medical care or go hungry while the ultra-wealthy get another tax giveaway.”

    While Republican leaders claim they won’t cut Medicaid benefits, the nonpartisan Congressional Budget Office confirmed that the Republican budget would result in the largest Medicaid cuts in U.S. history (see fact sheet here). The Republican proposal demands slashing at least $880 billion from programs under the House Energy and Commerce Committee, which is impossible without devastating cuts to Medicaid, a critical program that provides essential health care to nearly one in three Americans.


    The Republican budget also demands at least $230 billion in cuts to programs under the House Agriculture Committee, threatening the largest-ever cut to the Supplemental Nutrition Assistance Program (SNAP), which helps over 42 million Americans afford groceries. These cuts to food and health assistance come as grocery and health care costs remain high—and as Donald Trump advances a new wave of tariffs that would amount to the largest middle-class tax increase in 50 years, costing households an estimated $3,800 annually.

    Meanwhile, the proposed cuts would be used to help pay for tax breaks for the wealthiest Americans. According to the nonpartisan Yale Budget Lab, nearly 70 percent of the benefits of the major policies in the Republican budget would go to the top 5 percent of earners. While the top 0.1 percent gets an annual tax cut of $314,266, working and middle-class families would be left to bear the burden of higher costs and reduced access to health care and food assistance.

    The Hands Off Medicaid and SNAP Act would protect families by prohibiting Republicans from weaponizing the reconciliation process to cut benefits or remove individuals from Medicaid and SNAP. This would help ensure that tens of millions of Americans continue to have access to essential health care and food assistance (district-level data is available here).

  • MIL-OSI USA: Alabama Local 2003 Supports Military Veterans Displaced By Fire

    IAM Local 2003 in Alabama had already taken action to make a donation and collect much-needed items for the home to assist the Veterans at CSM Bennie G. Adkins Veteran’s Home, then tragedy struck in the form of a fire. As a result, many Veterans had to be moved to a Health and Rehabilitation Center.


    “True solidarity is shown not just in times of comfort, but in moments of crisis,” said IAM Southern Territory General Vice President Craig Martin. “Local 2003 stands with our veterans, not only to honor their past sacrifices, but to support them through present trials with dignity, compassion, and unwavering respect.”

    “When I walked into the Enterprise Health and Rehabilitation Center with John Parker, our Local 2003 Veteran’s Committee Chairman, I wasn’t sure what to expect,” said IAM Local 2003 Recording Secretary Michelle Hunt. “The memory of the April 16 fire that struck the veterans home still felt fresh as more than 80 veterans were displaced that day.”

    Many of the veterans told their stories, some humorous, others deeply moving but all woven with pride and sacrifice. Despite being relocated, their spirits were high, and their sense of camaraderie was strong. 

    The staff expressed deep gratitude for the donations. They told us the most pressing need now is simple: fruit juices and lemonade. It’s a small thing, but it can make a big difference in their day.

    “The veterans welcomed us warmly, eager to share stories of their service. Despite the disruption, their resilience and good spirits were inspiring,” said Parker. “Hearing about their time in the military was a powerful reminder of the sacrifices they made for our country and why our continued support matters.”

    The rehabilitation center staff expressed sincere gratitude for Local 2003’s support and shared that their current most significant need is fruit juices and lemonade, small comforts that go a long way.

    Local 2003 will continue to accept donations at the union hall and plan to deliver them during the first week of May. If you can contribute, your generosity will directly help these veterans as they recover and wait to return home.

  • MIL-OSI USA: Cassidy Announces $965,000 for Airport Improvements in Shreveport, Hammond from His Infrastructure Law

    WASHINGTON – U.S. Senator Bill Cassidy, M.D. (R-LA) announced the Federal Aviation Administration (FAA) is granting Louisiana a total of $965,000 from his Infrastructure Investment and Jobs Act (IIJA) for airport safety improvements in Shreveport and Hammond.
    “Airports are often the first impression visitors have when traveling to Louisiana for the first time. These projects will make Louisiana’s airports safer and more reliable while creating jobs and boosting local economies,” said Dr. Cassidy. 
    The Shreveport Airport Authority will receive $881,000 in federal funding to install 13,650 feet of wildlife fencing and eight gates at Shreveport Downtown Airport to enhance safety.
    The City of Hammond will receive $84,000 in federal funding to rehabilitate 36,000 feet of taxiways and 640 square yards of the terminal apron at Hammond Northshore Regional Airport to maintain pavement integrity and reduce debris hazards.
