  • MIL-OSI USA: Senator Murray Statement on President Trump’s Preliminary Budget Request

    Murray: “This is a proposal to raise costs and make life harder—and worse—for working people in every part of the country.” 
    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, issued the following statement on President Trump’s fiscal year 2026 preliminary budget request, which proposes slashing critical investments in non-defense programs that matter immensely to families and our country’s competitiveness and future.  
    The Trump administration says this proposal will cut domestic funding by $163 billion (-23%); however, the real cut may be far worse—potentially exceeding a 30%, or more than $200 billion, cut to non-defense discretionary (NDD) spending. This preliminary request is very light on details. It fails to delineate funding levels for thousands of key programs, including programs like Head Start, which Trump reportedly wants to eliminate—and it is critical that this administration promptly provide its full budget request. 
    “President Trump has made his priorities clear as day: he wants to outright defund programs that help working Americans while he shovels massive tax breaks at billionaires like himself and raises taxes on middle-class Americans with his reckless tariffs.  
    “This budget proposal would set our country back decades by decimating investments to help families afford the basics, to keep communities safe, and to ensure America remains the world leader in innovation and lifesaving research. Donald Trump wants to slash funding for research into treatments and cures for cancer and other devastating diseases that have saved millions of patients’ lives, and he wants to kick hundreds of thousands of Americans out of their homes. He’s proposing to divest from America’s small businesses, ax funding for families to afford their energy bills, and rip resources away from students and teachers. Trump wants to rip away funding to safeguard Americans’ health, protect our environment, and to help rural communities and our farmers thrive. This president wants to turn our country’s back on Tribes—and let trash pile up at our national parks. Trump is even proposing to cut investments to prevent violent crime, go after drug traffickers, and tackle the opioids and mental health crises. 
    “This is a proposal to raise costs and make life harder—and worse—for working people in every part of the country, and it is a proposal to fundamentally make America less safe, healthy, and strong. China’s President Xi Jinping is no doubt thrilled at Trump’s proposal to halve our investments in scientific and biomedical research—and abandon America’s global leadership role. 
    “This president believes we should shred at least $163 billion in investments here at home that make all the difference for families and have been essential to America’s success—but that we should hand billionaires and the biggest corporations trillions in new tax breaks. That is outrageous—and it should offend every hardworking American who wants their tax dollars to help them live a good life, not pad the pockets of billionaires.
    “This preliminary budget proposal is exceptionally light on details we desperately need—but this much is clear: Trump wants to eviscerate programs that matter most to working families. 
    “I will work with my colleagues in Congress to firmly reject Trump’s draconian proposal to slash investments in families and America’s future. But that alone is not enough because, at this very moment, Trump is brazenly ignoring our laws and blocking hundreds of billions of dollars owed to the American people—and we need Republicans in Congress to finally join us to force Trump to put an end to his devastating funding freeze.”

This move politicizes Holocaust remembrance and disrespects the victims, survivors, and the fight against antisemitism. Some things should never be used for politics — this is one of them.”

  • MIL-OSI USA: Schatz: Proposed HHS Testing Plan To Withhold Vaccines From Select Kids, Families Risks Lives, Mirrors Immoral Tuskegee Experiment

    WASHINGTON – Following reports that the U.S. Department of Health and Human Services (HHS), led by Secretary Robert F. Kennedy, Jr., would radically change testing vaccines by introducing placebo testing, including for well-researched diseases like measles and polio, U.S. Senator Brian Schatz (D-Hawai‘i) spoke out on the Senate floor, warning that the new move would risk lives and threaten public health.
    In his remarks, Schatz compared the new HHS plan to the unethical Tuskegee Experiment which began in 1932 by the U.S. Public Health Service. The study withheld treatment from hundreds of African American men to observe the effects of the disease. The first person to raise the alarm about the cruelty of the experiment in 1965 was Schatz’s father, Dr. Irv Schatz.
    “It means that they would take a bunch of kids, divide them into two groups, and give some of the kids the vaccine for rubella and mumps or polio, and then they would take the other half and give them a placebo – dummy vaccine that doesn’t work. It’s not supposed to work,” said Senator Schatz. “Let me tell you something about my father. My father was the only doctor on the record for the first couple of years after the Tuskegee Experiments on African American men, in which they withheld lifesaving medicine from hundreds of African American men, believing that they were expendable, to ‘observe the disease process.’ What they are contemplating – and I don’t know how serious this is – but what they’re contemplating is that at scale with children.”
    Schatz has repeatedly warned against Secretary Kennedy’s views and record, highlighting his pivotal role in causing a measles outbreak in Samoa in 2019, which resulted in over 5,700 people getting infected and 83 people – mostly young children – dying.

    So what does that mean? To see how the disease process progresses. There should be a hundred United States senators opposed to that, and I pray that they back off of this by the end of the day.

    CHICAGO – U.S. Senate Democratic Whip Dick Durbin (D-IL) sent the following statement after President Donald Trump signed an executive order seeking to prohibit federal funding for National Public Radio (NPR) and the Public Broadcasting Service (PBS) through the Corporation for Public Broadcasting (CPB):
    “The ruthless cuts and attacks on our federal government was not enough for President Trump—now he is going after public broadcasting, which has been providing unbiased, informative, and breaking news for years, especially for our nation’s rural communities. As a democracy, we pride ourselves on having a strong freedom of the press. With President Trump’s executive order, we will only backslide. This is dangerous and I implore my Republican colleagues to act to reverse the President’s course—our democracy depends on it.” 
    Through the government funding bill passed earlier this year, CPB will receive $535 million in advanced appropriations for Fiscal Year (FY) 2027. However, the Trump Administration has rescinded all funding that goes directly to NPR and PBS, including funding appropriated for FY 2025, FY 2026, and FY 2027. NPR and PBS provide educational programming for young children, unbiased and local new, especially in rural communities, and lifesaving emergency alerts during natural disasters.

    Durbin cites Bondi’s previous representation of GEO Group and her current role overseeing DOJ’s immigration enforcement efforts, builds on his amped up Congressional oversight of Trump Administration’s immigration detention agenda
    CHICAGO – Today, U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, pressed Attorney General Pam Bondi to recuse herself from any Justice Department (DOJ)-related work that could benefit her former lobbying client, the GEO Group, a major private prison contractor whose largest source of revenue is from contracts with U.S. Immigration and Customs Enforcement (ICE).
    In a letter to Attorney General Bondi, Durbin raises serious ethical concerns due to her past representation of the GEO Group and her current role in overseeing DOJ’s immigration enforcement efforts, given DOJ’s central role in advancing the Trump Administration’s immigration agenda. He also seeks clarification on whether appropriate recusals and ethical safeguards have been implemented, considering Bondi’s prior lobbying for the GEO Group and recent actions undermining internal ethics oversight.
    Durbin began with a specific call for recusal, writing: “With DOJ’s outsized role implementing President Trump’s immigration enforcement and mass deportation agenda and the GEO Group securing long-term, multimillion-dollar contracts in recent weeks,  we call on you to recuse yourself from any and all DOJ activities, communications, or policy decisions related to immigration detention, enforcement, and contracting that could directly or indirectly benefit the GEO Group or impact its federal contracts.”
    Durbin then cited multiple memoranda that have escalated DOJ involvement in immigration enforcement since the start of the Trump Administration.
    Durbin continued by outlining the GEO Group’s significant influence in the private prison industry and recent actions that undercut the Attorney General’s promises during her confirmation hearing, writing: “During your confirmation hearing before the Senate Judiciary Committee, when asked if you would recuse yourself from any matters involving your past clients, such as the GEO Group, you said you ‘[would] consult with the career ethics officials within the Department of Justice and make the appropriate decision.’ Yet, within weeks of President Trump assuming office, then-Acting Deputy Attorney General Emil Bove removed the Department’s senior career ethics official and replaced him with two political appointees with limited experience. This marks a dramatic break from past Democratic and Republican administrations, which rightly entrusted a senior career DOJ official, not political appointees, with critical decisions on ethics, recognizing that politicizing this role would endanger both the Department’s integrity and its employees.”
    Durbin concluded with admonishing the stripping of critical safeguards at the Department before making a series of information requests, writing: “Given the removal of critical safeguards designed to ensure that the actions of Department officials are ethical, we can no longer be sure you have properly recused yourself from matters related to the GEO Group. With DOJ fully integrated into the Administration’s immigration enforcement agenda and GEO securing long-term, multimillion-dollar contracts as a result, you cannot credibly claim neutrality on enforcement matters. The ethical considerations are too great to ignore.”

    The demand for recusal is the latest step in Durbin’s ongoing inquiry into medical and mental health care in DHS’s facilities. Yesterday, Durbin sent oversight requests to the U.S. Government Accountability Office (GAO), Department of Defense (DOD), Department of Homeland Security (DHS), and three major private contractors operating immigration facilities—CoreCivic, the GEO Group, and LaSalle Corrections—seeking clarity on the spending of taxpayer dollars, existing safeguards and accountability measures, and protection of detainees’ rights.
    Earlier this year, Durbin released a revealing investigative report on inadequate care in Customs and Border Protection (CBP) facilities and pressed for further investigation into deficient medical care in CBP detention facilities after whistleblower reports alleged systemic failures by DHS to ensure proper oversight of its medical care contractor.
    Durbin continues to actively investigate care in U.S. Immigration and Customs Enforcement (ICE) detention facilities, which he initiated with letters to ICE and the Government Accountability Office. A June 2024 report from the American Civil Liberties Union, Physicians for Human Rights, and American Oversight found that 95 percent of documented deaths in ICE custody between 2017-2021 were likely preventable.

    “I cannot, and will not, support any legislation that reduces Medicaid benefits for vulnerable populations the program was intended to serve, like the working poor, individuals with disabilities, single mothers, and the elderly.”

    WASHINGTON, D.C. — Local and national stakeholders are praising U.S. Congressman Juan Ciscomani for his efforts to protect Medicaid and ensure that vulnerable populations, like the working poor, single mothers, the elderly, continue to receive the benefits they depend on. 

    Recently, Ciscomani and 12 Republican colleagues sent a letter to House Republican leadership and Energy and Commerce Committee Chairman Brett Guthrie making it clear that they will not vote for legislation that reduces Medicaid coverage for those who need it. You can read the full letter here

    “Medicaid benefits are a lifeline for our vulnerable populations, and I am committed to continue working to ensure these individuals are able to access the healthcare and support they need,” said Ciscomani. “While I support targeted reforms to fix flaws in the program, improve the delivery of care, and reduce the rate of improper payments, I cannot, and will not, support any legislation that reduces Medicaid benefits for vulnerable populations the program was intended to serve, like the working poor, individuals with disabilities, single mothers, and the elderly.” 

    This effort builds upon a previous letter Ciscomani sent to Speaker Mike Johnson making it clear that slashing or underfunding Medicaid, “would have serious consequences, particularly in rural and predominantly Hispanic communities where hospitals and nursing homes are already struggling to keep their doors open.”

  • MIL-OSI USA: U.S. House passes Kelly-backed legislation to stop EV mandates, de facto ban on gas-powered vehicles

    WASHINGTON, D.C. — On Thursday, the U.S. House of Representatives passed legislation co-sponsored by U.S. Rep. Mike Kelly (R-PA) that would undo harmful rules created under the Biden administration’s Environmental Protection Agency.

    These three Congressional Review Act resolutions would reverse radical regulations that established a de facto ban on the use of gas-powered vehicles, heavy trucks, and diesel engines over the next decade. 

    The legislation passed Thursday is H.J. Res. 88, introduced by Congressman Joyce (PA-13), which would reverse the EPA’s decision to approve a waiver granted to California allowing the State to ban the sale of gas-powered vehicles by 2035.

    “Pennsylvania drivers shouldn’t be subjected to California laws, plain and simple. This series of legislation rejects radical EV mandates and ensures drivers across the United States will be able to choose the vehicle that’s best for them, whether it’s gas-powered, electric, or a hybrid model,” Rep. Kelly said. 

    On Wednesday, the House passed the following resolutions:

    • H.J. Res. 89, introduced by Congressman Obernolte (CA-23), would put an end to the EPA’s decision to allow California to implement its most recent nitrogen oxide (NOx) engine emission standards, which create burdensome and unworkable standards for heavy-duty on-road engines.

      H.J. Res. 87, introduced by Congressman James (MI-10), would reverse the EPA’s decision to approve a waiver granted to California allowing the State to mandate the sale of zero-emission trucks.

    BACKGROUND

    Making these changes at a time when the United States is unprepared for a full transition to electric vehicles would have massive consequences for American communities. With states making up more than 40% of the auto market following California’s emissions standards, implementing Californias EV mandate would result in a nationwide shift in the vehicles that are available for purchase, and in fact could lead to a shortage of the vehicles consumers need.

    “Growing up in Southern California in the 1980s, smog alerts were a regular part of life.

    “A lap around the track at school and your chest would burn. We can’t go back to those days.

    “When President Richard Nixon signed the Federal Clean Air Act in 1970, California under Governor Reagan, was given a waiver letting us set stricter air pollution rules than the federal government.

    “Over the years, Republican and Democratic leaders alike — from Governors Reagan, to Jerry Brown, to Arnold Schwarzenegger — stood together to protect California’s right to clean up our air.

    “But now, House Republicans are trying to strip away California’s ability to set our own air pollution standards.

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., the Chairman of the Senate Armed Services Committee, today released the following statement after the White House unveiled the FY26 budget proposal outline:
    “President Trump successfully campaigned on a Peace Through Strength agenda, but his advisers at the Office of Management and Budget were apparently not listening. For the defense budget, OMB has requested a fifth year straight of Biden administration funding, leaving military spending flat, which is a cut in real terms. The Big, Beautiful Reconciliation Bill was always meant to change fundamentally the direction of the Pentagon on programs like Golden Dome, border support, and unmanned capabilities – not to paper over OMB’s intent to shred to the bone our military capabilities and our support to service members.
    “OMB is not requesting a trillion-dollar budget. It is requesting a budget of $892.6 billion, which is a cut in real terms. This budget would decrease President Trump’s military options and his negotiating leverage. We face an Axis of Aggressors led by the Chinese Communist Party, who have already started a trade war rather than negotiate in good faith. We need a real Peace Through Strength agenda to ensure Xi Jinping does not launch a military war against us in Asia, beyond his existing military support to the Russians, the Iranians, Hamas, and the Houthis.
    “I have said for months that reconciliation defense spending does not replace the need for real growth in the military’s base budget. That is what I will work to achieve in Congress with President Trump and Secretary Hegseth to implement the President’s Peace Through Strength agenda.”

    WASHINGTON – U.S. Senators Roger Wicker, R-Miss., and Jeff Merkley, D-Ore., Co-Chairs of the Senate Nursing Caucus, introduced the Nurse Corps Tax Parity Act. This legislation would ensure that nurses in the federal Nurse Corps do not need to pay income tax on their student loan repayments and scholarships.
    “Nurses are essential to the U.S. health care system,” said Senator Wicker. “The nationwide shortage of nurses has made clear just how vital having skilled and hardworking health care professionals is to keeping our country running, especially in rural Mississippi. The Nurse Corps Tax Parity Act would expand opportunity and affordability for America’s future nurses by removing the tax for Nurse Corps student loan repayments.”

    The National Health Service Corps (NHSC) and the Nurse Corps are programs administered by the Health Resources and Services Administration (HRSA) aimed at delivering critical health care services in underserved areas. Both corps programs offer scholarships and loan repayment for health care providers in exchange for service in these areas. Though the NHSC and Nurse Corps tout similar missions and programming offerings, NHSC scholarships and loan repayment programs are not subject to federal income tax, while those from Nurse Corps are.

    New investigation by the Hyde Square Task Force reveals Stop & Shop still appears to be over-charging families in inner-city neighborhoods

    Washington, D.C. – U.S. Senators Elizabeth Warren (D-Mass.) and Ed Markey (D-Mass.), along with Representatives Jim McGovern (D-Mass.) and Ayanna Pressley (D-Mass.), pressed Frans Muller, CEO of Ahold Delhaize — parent company of Stop & Shop — on the chain’s progress lowering grocery prices at stores across Massachusetts. A new investigation from the Hyde Square Task Force found that, following pressure from the lawmakers regarding potential price gouging at its urban store locations, Stop & Shop lowered prices in its Jamaica Plain store — but the grocer still appears to be overcharging working families at other Boston locations, including Grove Hall, South Bay, and Mission Hill.
    “It’s good news that Stop & Shop lowered prices at its Jamaica Plain store after we pushed them for relief, but we’re still seeing higher prices for families at other inner-city locations. It’s no coincidence that working-class communities are getting stuck with sky-high prices,” said Senator Warren. “We’re keeping up the pressure to make sure Stop & Shop isn’t overcharging families for the food they work hard to put on the table.”
    Following an initial Hyde Square Task Force investigation revealing price disparities between urban and suburban Stop & Shop store locations in Massachusetts, the lawmakers sent a letter to Ahold Delhaize, Stop & Shop’s parent company, raising concerns about potential price gouging at the Jamaica Plain location. Stop & Shop, in response to the letter, said it had “launched a multi-year strategy to invest in pricing and lower everyday prices” across its Massachusetts locations.
    However, a follow-up investigation last month from the same group of Boston youth volunteers at the Hyde Square Task Force found that while Stop & Shop reduced prices at its Jamaica Plain location, it continues to charge higher prices at its other Boston locations. This evidence suggests that Stop & Shop continues to profit at the expense of lower-income communities in Massachusetts by charging them higher prices for groceries.
    To better understand why Stop & Shop is still not providing fair and low prices in all communities in the Commonwealth, the lawmakers are pressing for answers as to why prices appear to be higher for groceries in low-income communities in Massachusetts; details on Stop & Shop’s “multi-year strategy”; and why Stop & Shop has closed seven stores in Massachusetts since the September 2024 letter. 
    “We urge Stop & Shop to lower prices at its grocery stores in Grove Hall, South Bay, and Mission Hill, and ensure that it is charging all Massachusetts families fair prices for the food they work hard to put on the table,” concluded the lawmakers.
    The lawmakers requested a response to their questions by May 14, 2025.

    Washington, D.C. – Today, Senator Elizabeth Warren (D-Mass.), along with Senate Democratic Leader Chuck Schumer (D-N.Y.), Finance Committee Ranking Member Ron Wyden (D-Ore.), and Senator Ed Markey (D-Mass.), sent a letter to the Acting Treasury Inspector General for Tax Administration (TIGTA), Heather Hill, demanding that she open an investigation into alarming reports that the Trump Administration is pressuring the IRS to consider revoking the non-profit status of Harvard University. 
    In a Truth Social post, the President stated that “Perhaps Harvard should lose its Tax-Exempt Status and be Taxed as a Political Entity if it keeps pushing political, ideological, and terrorist inspired/supporting ‘Sickness.’” Furthermore, according to reports, the President is also targeting Harvard’s tax-exempt status because he disapproves of the university’s diversity and inclusion programs and claims that it has not sufficiently addressed antisemitism on campus. 
    “The President is targeting the non-profit status of Harvard University for blatantly political purposes,” the senators wrote. 
    It is illegal and unconstitutional for the IRS to use politically motivated reasons to revoke the tax-exempt status of schools, hospitals, churches, or any other tax-exempt entities. The senators are demanding an investigation into potential criminal activity related to this decision and into whether or not the Trump Administration is using the IRS to take other politically motivated actions.
    “The president’s call for Harvard to lose its tax-exempt status raises troubling constitutional questions, including whether the president is trying to squelch Harvard’s free speech rights and whether the revocation of its tax-exempt status will deprive the university of its due process rights,” the senators continued. 
    The lawmakers also note that while Harvard University could potentially have the resources to fight this particular legal battle, it sets a dangerous precedent for President Trump to attack his perceived political enemies. 
    “Churches and synagogues, non-profit hospitals and clinics, charter and private schools, and any others that land on the President’s target list will be forced to relinquish their free speech rights in order to remain in existence, or otherwise face this organizational death sentence,” the senators wrote.

  • MIL-OSI USA: House Passes Bipartisan Legislation to Strengthen Protections Against Foreign Threats to U.S. Networks

    (May 1, 2025) WASHINGTON, D.C. — This week, the House of Representatives passed H.R. 906, the Foreign Adversary Communications Transparency (FACT) Act.

    Currently, U.S. law does not require public disclosure of companies tied to foreign adversaries operating in our technology and telecommunications markets. Although the Federal Communications Commission (FCC) is prohibited from issuing new licenses to entities deemed national security threats, some companies linked to adversarial governments still hold certain approvals.

    This bicameral, bipartisan legislation, introduced by U.S. Representative Robert Wittman (VA-01) and co-led by Congressman Tom Kean, Jr. (NJ-07), would require the FCC to publish a list of companies that both hold FCC authorizations and have any ownership ties to adversarial foreign governments, including China, Russia, Iran, Venezuela, Cuba, and North Korea.

    “This week, Congress voted to protect the security and privacy of every American,” said Congressman Kean. “I am pleased to have co-led this bipartisan effort, which strengthens the FCC’s ability to hold foreign adversaries like China and Russia accountable for exploiting our telecommunications infrastructure. The FACT Act is necessary to securing our networks and ensures Americans are no longer left in the dark about who has access to them. It is important that we work across the aisle to recognize this threat and to reinforce our national security.”

    Congressman Wittman (VA-01) said, “The House’s passage of my bipartisan FACT Act marks real progress in countering foreign threats to our tech infrastructure. The Chinese Communist Party continues to use every tool at its disposal to surveil Americans and infiltrate our telecommunications and technology markets. This legislation is a critical step toward exposing the CCP’s malign influence and preventing foreign adversaries from having unfettered access to our telecommunications infrastructure.     Widespread strong thunderstorm development is expected from parts of
    central and eastern Texas to the lower Mississippi and Tennessee
    Valleys, and into the Cumberland Plateau by evening. This includes
    potential for large hail and damaging wind gusts.

    …Southern Plains to Lower Mississippi Valley/Tennessee Valley…
    A residual MCS, with diminished intensity since early on the
    overnight, persists at daybreak along the Red River and
    Texas/Oklahoma border region eastward into the Mid-South largely
    paralleling I-40, with a probable related MCV across eastern
    Oklahoma. A relatively isolated severe potential will initially
    exist with these storms this morning. However, an intensification of
    related/downstream storms is expected by midday, potentially
    spanning parts of Arkansas into western/Middle Tennessee, western
    Kentucky, and northern Alabama. Additional severe storm development
    will be possible this afternoon northeastward into the middle Ohio
    Valley and toward the Cumberland Plateau, as increasing
    low-level/deep-layer southwesterly winds overlie a moderately
    unstable boundary layer. Multiple organizing storm clusters can be
    expected regionally this afternoon into evening.

    Farther southwest across central/eastern Texas, while considerable
    drying and stabilization is still apparent in observational data
    after last evening’s MCS, the air mass should steadily recover with
    moistening and relatively aggressive destabilization into peak
    heating. Initial thunderstorm development will be accompanied by the
    potential for large hail, with supercells capable of very large hail
    possible especially with west-southwestward extent into the Edwards
    Plateau and toward the Rio Grande. Damaging wind potential will also
    increase as convection organizes and spreads southeastward into this
    evening across central/southeast Texas, and possibly Deep South
    Texas tonight.

    * Severe Thunderstorm Watch for portions of

    * Effective this Friday morning and afternoon from 1000 AM until
    500 PM CDT.

    * Primary threats include…
    Scattered damaging wind gusts to 70 mph likely
    Scattered large hail and isolated very large hail events to 2
    inches in diameter possible
    A tornado or two possible

    SUMMARY…Multiple lines and clusters of thunderstorms will track
    across the watch area through the afternoon. A very moist and
    unstable air mass will promote a risk of damaging winds and large
    hail in the stronger storms.

    The severe thunderstorm watch area is approximately along and 70
    statute miles north and south of a line from 55 miles southwest of
    Memphis TN to 75 miles east southeast of Bowling Green KY. For a

    ATLANTA (May 2, 2025) —  Today, Sen. RaShaun Kemp (D–Atlanta) proudly announced that his first piece of legislation, Senate Bill 93, has officially been signed into law by Governor Brian P. Kemp. The law tasks the Georgia Professional Standards Commission with establishing rules requiring evidence-based reading instruction aligned with the science of reading.

    “I am incredibly honored to see my first bill signed into law,” said Sen. Kemp. “From day one, I’ve been laser-focused on addressing our state’s literacy crisis. With this law, we are taking meaningful steps to ensure our educators are equipped to teach every child to read, especially those who are English language learners or have learning disabilities. I want to thank Gov. Kemp for his support and for recognizing the urgency of ensuring our educator prep programs align with the state’s focus on the science of reading. Literacy is the foundation of all learning, and this law guarantees we are doing everything we can to give our students the strongest start possible.”

    Senate Bill 93 requires the Professional Standards Commission to adopt rules supporting effective and research-based reading instruction in teacher preparation programs. These new standards will help educators identify reading deficiencies earlier and use instructional approaches tailored to students’ diverse learning needs.

This prohibits federal funds from going into gender transition procedures, but it wouldn’t consider the procedures health care under the IRS code. So why is that so important to include it in reconciliation?”
    Senator Marshall: “Look, we can save American taxpayers about $200 million a year by eliminating federal spending on transgender surgeries, transgender medications in Medicare, Medicaid, the military, the VA, and the ACA as well.
    “Why it’s important for this reconciliation bill? This is one of the few times in the Senate we can get something done with 50 votes, usually, it takes 60, but in this particular case, we can get 50. And again, we can save American taxpayers $200 million. Just to finish up, this is way more than about the money. To me, this is about the heart of America, the soul of America, these irreversible procedures that cause chronic pain.”

    Premier David Eby has issued the following statement marking the Provincial Day of Remembrance and Mourning for the Victims of the Tragedy at the Lapu Lapu Day Festival:

    “The Province of British Columbia has declared today, Friday, May 2, 2025, to be an official day of remembrance and mourning for the victims of the murderous attack at Lapu Lapu Day in Vancouver.

    “On Saturday, April 26, 2025, a joyous festival in celebration of Filipino culture and history ended with a senseless attack that left 11 dead, many injured and many more traumatized. People around the world join us in mourning the lives lost and the awful toll resulting from the act of a single man.

    “On this day of remembrance, people in British Columbia can come together to grieve those we have lost, to offer comfort to those recovering from injuries and to support witnesses whose lives will never be the same after seeing this shocking attack.

    “As premier, I extend my deepest and most heartfelt condolences to all those who have lost a loved one. To those injured physically and mentally, I extend my sympathies and my wishes for a full and speedy recovery.

    “I offer my deep appreciation to the police, the paramedics and those working at hospitals for their dedicated service at a trying time and thank the members of the public who stepped up to help at a terrible, chaotic scene by offering first aid and comfort.     With boating season fast approaching, the Canada Border Services Agency (CBSA) reminds all private boaters of their entry and reporting obligations when navigating Canadian waters or entering Canada by boat. Understanding the reporting requirements will help keep our borders secured and ensure an enjoyable season on the water.

    Tips for boaters entering Canada:

    • Know before you go. Before lifting anchor, be sure to review the CBSA’s Reporting requirements for private boaters. All travellers entering Canada by boat must report to the CBSA without delay. Requirements vary depending on your itinerary, your nationality and number of passengers onboard.
    • Making stops along the way? If you enter Canadian waters for a day and make no stops before leaving Canadian waters, you are not required to present yourself to CBSA. However you must report to the CBSA, if you:
      • land on Canadian soil
      • anchor, moor or come alongside another boat while in Canadian waters
      • disembark or embark people or goods in Canada
    • If you are a foreign national, you must be admissible under the Immigration and Refugee Protection Act.
    • All passengers onboard, regardless of their nationality, should have acceptable identification, such as a passport, CANPASS authorization or NEXUS card.
    • Canadian boaters returning to Canada: If you leave and re-enter Canadian waters, you are not required to present yourself and report your goods to the CBSA if you:
      • did not land outside Canada and did not anchor, moor or make contact with another conveyance while outside of Canadian waters
      • did not embark or disembark any people or goods while outside Canada
    • Surtaxes on certain US goods. If you’ve purchased goods in the U.S. and are bringing them into Canada, you may have to pay a 25% surtax in addition to regular duties and taxes. The lists of these products are on the Department of Finance website: products surtaxed as of March 4 and as of March 13. For residents of Canada, this surtax applies only to goods exceeding your personal exemptions limit. Visit the CBSA website for more details on how these surtaxes apply at the border.
    • Where do I declare? Most private boaters have two ways to report to the CBSA:
    • Exceptionally, private vessels carrying 30 or more passengers must seek clearance at a designated marine reporting site, and in writing, to advise the local CBSA office of the intention to clear at least 72 hours before arrival.
    • Failure to report to the CBSA, even if it is to refuel, may result in detention, seizure or forfeiture of the boat and/or monetary penalties. The minimum fine for failing to report to the CBSA upon entry to Canada is $1,000.
    • Know what’s onboard. Restricted and prohibited goods include, but are not limited to, firearms and ammunition and weapons; food, plants, animals and related products; explosives and fireworks. You must report these goods to the CBSA and obtain the necessary permits, even if the goods meet the conditions for a reporting exception.
    • Planning to fish in Canadian waters? You can bring your tackle box, but some fishing bait is not permitted to be brought into Canada for personal use and may be seized at the border.
    • If you’re bringing your own boat into Canada, make sure to clean, drain, and dry it before you arrive, otherwise, it may not be permitted entry into Canada until it is fully decontaminated.     • Cannabis: Don’t bring it in. Don’t take it out. Bringing cannabis across the border in any form, including oils containing tetrahydrocannabinol (THC) or cannabidiol (CBD), without a permit or exemption authorized by Health Canada is a serious criminal offence, despite the legalization of cannabis in Canada. A medical prescription from a doctor does not count as Health Canada authorization.

  • MIL-OSI USA: A Call for New Research in the Area of Nutritional Standards in SNAP

    The Supplemental Nutrition Assistance Program (SNAP) provides benefits that help eligible low-income households purchase food. Most enrolled households supplement SNAP benefits with personal funds (Tiehen, Newman, and Kirlin 2017). The Congressional Budget Office estimates that in 2025, an average of 42.5 million people will receive SNAP benefits each month, with an average monthly benefit of $188 per recipient (CBO 2025).

    SNAP benefits can be used to buy many foods, although some items, such as hot prepared meals, are excluded. Lawmakers have asked CBO how adding nutritional standards to SNAP might affect the federal budget. Such standards would restrict purchases of foods linked to poor health outcomes, such as sugar-sweetened beverages, using SNAP benefits. New research would help the agency assess their budgetary effects.

    How Would Nutritional Standards in SNAP Affect the Federal Budget?

    To assess the budgetary effects of adding nutritional standards to SNAP, CBO would estimate:

    • The costs of implementing the policy,
    • Any offsetting savings resulting from the improved health of SNAP recipients, and
    • Any savings from reduced participation in the program.

    Estimating savings from improved health requires evidence about changes in food purchases and consumption and how those changes affect diet quality, health outcomes, and spending on health care. The federal budgetary effects would depend on SNAP recipients’ health insurance coverage and federal subsidies for that coverage. Although CBO’s cost estimates focus on a 10-year period, the agency would, if practicable, assess longer-term budgetary effects.

    To gather that evidence, the agency examined two main types of research: randomized controlled trials (RCTs) and simulation models specific to the SNAP population. In CBO’s assessment, that research literature has limitations stemming from the relatively small number of existing studies and from differences in conclusions among studies that have used different methodological approaches.

    CBO also reviewed the literature on how taxes on sugar-sweetened beverages affect food consumption, health, and health care spending. If restrictions on SNAP purchases effectively raise the prices of targeted items, people may respond much as they do to those taxes. Although other interventions also aim to reduce the consumption of unhealthy foods, CBO focused on sugar-sweetened beverage taxes because of the strength and depth of the evidence in that area.

    What Have RCTs Found About the Effects of Nutritional Standards in SNAP or Similar Programs on Diet Quality?

    In CBO’s assessment, the evidence on how SNAP beneficiaries would respond to restrictions on items that are eligible for purchase with SNAP benefits is unclear. Two RCTs found that restrictions on sugary foods alone did not improve the diets of low-income households receiving SNAP-like benefits (Harnack and others 2024; Harnack and others 2016). The lack of an effect may have been due to recipients’ use of their own funds to buy restricted items or their substitution of similar foods.

    Those studies also examined the combined effects of restrictions and incentives (that is, additional funds for the purchase of healthier foods), with mixed results. The 2016 study showed improved diet quality, but the 2024 study found no improvement. Methodological differences could explain those inconsistent findings.

    Direct evidence that incentives can improve food consumption among SNAP recipients has come from the Healthy Incentives Pilot, a 2011 RCT involving a large group of SNAP recipients. In that study, participants who received an additional 30 cents for every SNAP dollar spent on certain fruits and vegetables consumed about 25 percent more of those items daily than participants who received standard SNAP benefits (Bartlett and others 2014).

    What Do Simulation Models Suggest About the Effects of Nutritional Standards in SNAP on Health and Health Care Spending?

    Diet quality can affect health. For certain populations, such as people with diet-related chronic diseases, dietary improvements can have clear benefits in the near term (see, for example, Estruch and others 2018; Appel and others 1997). For other populations, such as children, some evidence suggests that improvements in diet quality, including lower exposure to sugar, can improve health over the longer term (Gracner, Boone, and Gertler 2024; Gertler and Gracner 2022).

    Three simulation studies have estimated how nutritional restrictions in SNAP would affect health and health care spending (Choi, Wright, and Bleich 2021; Mozaffarian and others 2018; Basu and others 2014). Those studies modeled how SNAP recipients would change their consumption behavior in response to changes in program rules, accounting for the fact that recipients often shift some spending between SNAP benefits and personal funds when SNAP policies change. The studies linked the projected changes in consumption to expected health outcomes and health care costs, using evidence from prior research.

    Findings from those simulation studies suggest that restricting purchases of sugar-sweetened beverages with SNAP dollars would improve health outcomes. One study found that restrictions would lead to lower obesity rates and lower incidence of type 2 diabetes (Basu and others 2014). Another suggested that restrictions would reduce cases of cardiovascular disease and health care spending (Mozaffarian and others 2018). The third study found that restricting purchases of sugar-sweetened beverages would reduce dental cavities among children, but the effects on obesity would vary depending on food substitutions (Choi, Wright, and Bleich 2021).

    Two of those three studies also modeled the effects of incentives alone, with mixed results: One found that incentives on their own would not change health outcomes (Basu and others 2014), whereas the other found that incentives would lead to improvements in health and reductions in health care spending (Mozaffarian and others 2018).

    What Have Research Studies Found About the Effects of Sugar-Sweetened Beverage Taxes on Health?

    Eight cities or areas in the United States have imposed taxes on sugar-sweetened beverages (World Bank 2023). There is substantial evidence showing that taxes reduce sales of such beverages but limited evidence linking those reductions in sales to improvements in health (Hoffer and Macumber-Rosin 2025; Cawley and Frisvold 2023). Improvements in health may be limited because people substitute the taxed beverages with other high-calorie products or travel to areas without such taxes to purchase them (Hoffer and Macumber-Rosin 2025; Cawley and others 2019).

    SNAP participants may respond to restrictions on unhealthy food purchases similarly to how consumers react to sugar-sweetened beverage taxes—by reducing consumption—if they perceive those restrictions as price increases. That perception depends on whether participants view SNAP benefits as equivalent to cash. If they do, they may simply use cash to buy restricted items. But people often treat SNAP benefits and cash differently (Hastings and Shapiro 2018). In that case, restrictions may effectively raise the perceived cost of targeted products, decreasing their consumption.

    What New Research Would Be Especially Useful?

    Additional research on how nutritional standards affect SNAP recipients’ food choices, health outcomes, and health care spending would help CBO provide more complete information to the Congress. Key areas that would benefit the agency’s analysis include the effects of the consumption of specific foods on overall diet quality; the extent to which changes in diet alone affect health, when many factors influence health; differences in policy effects among subgroups of people (based on age or prevalence of chronic conditions); and the near- and long-term implications of nutritional standards for health and health care spending. Research on how SNAP enrollment changes in response to nutritional standards is also needed. Restrictions could make the program less desirable, potentially reducing enrollment. Evidence on such changes in enrollment would help CBO estimate the effects on the program’s costs. And additional evidence on how participants substitute between SNAP benefits and cash would further inform the agency’s projections of the likely effects of nutritional standards in the program.

    Different study designs could help fill those gaps:

    • New RCTs would be valuable. Ideally, studies would randomly assign SNAP benefits with and without nutritional standards to large numbers of recipients across geographic areas, track purchases of food with SNAP benefits and with personal funds, and collect information on consumption. Linking that information to health metrics, health care spending, disability claims, and employment records would allow CBO to examine a wide range of near- and long-term outcomes.
    • Studies using simulation models could illustrate the sensitivity of results to different inputs and assumptions. CBO would also benefit from reviewing the code underlying those models.
    • Natural experiments, in which policy changes subject some people to an intervention but not others, would also be useful. Those studies would compare outcomes in areas where nutritional standards are adopted with outcomes in similar areas where they are not adopted.

    Because each design has strengths and limitations, those different designs are complementary. For example, RCTs are considered ideal for isolating the effects of an intervention, but their relevance can be limited by small sample sizes, short time frames, and high attrition rates. Simulation models can use survey data to assess larger samples over longer time frames, but they require simplification of complex behavioral and physiological mechanisms and are dependent on the quality of inputs and assumptions. A mix of designs would therefore strengthen the evidence base.

  • MIL-OSI USA: Plan ahead: SR 18 to close for five full days at I-90 bridges starting May 15

    Extended closure will help complete diverging diamond interchange project this summer

    SNOQUALMIE – Both directions of State Route 18 will close around the clock for more than five days beginning Thursday night, May 15, near Interstate 90 to build the southern end of a new diverging diamond interchange. 

    This extended closure should allow crews to complete the interchange portion of the I-90/SR 18 Interchange Improvements project this summer. Travelers should seek detour routes and add extra travel time to their plans during the closure.

    SR 18 closure details

    From 9 p.m. Thursday, May 15, through 5 a.m. Wednesday, May 21, traffic will not be allowed on either direction of SR 18 beneath the I-90 bridges.

    Any closure is disruptive, but the Washington State Department of Transportation chose these closure dates to avoid busy travel weekends on Mother’s Day (May 11) and Memorial Day (May 26). The work requires dry weather and may be rescheduled if it rains.

    The extended closure will eliminate the need for 10 consecutive nights of ramp and intersection closures near the interchange and fewer traffic shifts, which improves safety for workers and people driving through the work zone. It also reduces the chances that opening the new interchange is delayed.

    During the closure, contractor crews working for WSDOT will install new drainage and electrical crossings, pave the new roadway and build concrete islands that will form a portion of the new I-90/SR 18 diverging diamond interchange. The work also includes constructing a left turn pocket for traffic turning from westbound SR 18 onto Southeast 104th Street and a signalized U-turn south of I-90 that will allow eastbound SR 18 traffic to head westbound toward Auburn.

    The extended closure will allow both the left turn pocket from westbound SR 18 to Southeast 104th Street and the signalized U-turn to westbound SR 18 to open while work on the rest of the interchange is completed.

    What to expect 

    Eastbound and westbound I-90 traffic will not be affected during the closure, but people traveling through the area should be aware that:

    • Vehicles will not be permitted on either direction of SR 18 beneath the I-90 bridges.
    • Traffic on the eastbound I-90 off-ramp will only be able to turn south onto westbound SR 18. No left turns onto eastbound SR 18/Snoqualmie Parkway will be allowed.
    • Traffic on the westbound I-90 off-ramp will only be able to turn north onto Snoqualmie Parkway or continue onto the westbound I-90 on-ramp. No left turns onto westbound SR 18 will be allowed.
    • Eastbound SR 18 traffic must use the eastbound I-90 on-ramp and follow a detour.
    • Southbound traffic on Snoqualmie Parkway must use the westbound I-90 on-ramp and follow a detour.

    Detour options

    People can detour around the closure using eastbound and westbound I-90 and loop around at the Preston-Fall City (exit 22) and Southeast North Bend Way (exit 27) interchanges. 

    Westbound I-90 freight traffic should use either the Preston-Fall City exit to loop back and take westbound SR 18 or continue on westbound I-90 to southbound I-405. Freight traffic should not use Issaquah city streets or Issaquah-Hobart Road, which are not suitable for semi-trucks. Similarly, eastbound SR 18 freight traffic cannot use Issaquah city streets to access I-90.

    All people traveling through the I-90/SR 18 interchange during the closure should expect delays and add time to their travel plans. Real-time traffic information is available on the WSDOT app and WSDOT’s statewide travel map and social media channels.

    After the closure

    When SR 18 reopens Wednesday, May 21, most of the construction on the southern end of the new interchange will be complete. Work remains under the I-90 bridges and on the northern end of the project before traffic can be shifted into the final diverging diamond configuration later this summer.

    In addition to building the new interchange, the project is:

    • Widening more than 2 miles of SR 18 south of I-90 to two lanes in each direction.
    • Building new four-lane bridges over Lake and Deep creeks that will allow fish and wildlife to pass beneath SR 18.
    • Constructing a new two-lane bridge over Raging River next to the existing SR 18 bridge.

    SR 18 widening is expected to finish later this year.

    The North Carolina Department of Health and Human Services (NCDHHS), Harnett County Schools and Hazel Health are gathering on Wednesday, May 7, to officially kick off their partnership that will bring virtual mental health care services to over 400,000 of North Carolina’s K-12 student population. 

    Any student who is enrolled within participating districts can access one of Hazel’s on-staff, licensed therapists before, during and after the school day. Hazel services are also available to students throughout the summer break.

    Services are live at Harnett County Schools and Durham Public Schools, with more districts to be added in the coming weeks.

    This initiative, supported through an investment by UnitedHealthcare, is part of a broader effort announced last year to provide virtual school-centered mental health care for up to one million students across select states nationwide.     More than 1 in 3 high school students in North Carolina have reported feeling sad or hopeless, along with almost 1 in 3 middle school students. While there are early signs signaling improvement, the numbers still paint a grim picture of the health and well-being of our nation’s youngest generation.

    WASHINGTON, D.C. – U.S. Senator Tammy Baldwin (D-WI) and a bipartisan group of her colleagues introduced the Shipbuilding and Harbor Infrastructure for Prosperity and Security (SHIPS) for America Act, comprehensive legislation to revitalize the United States shipbuilding and commercial maritime industries. 
    “When it comes to shipbuilding, China has been eating our lunch. While Wisconsin workers and shipbuilding companies produce world-class vessels, we have failed to invest in this industry and set these workers up for success,” said Senator Baldwin. “I am proud to work with my Democratic and Republican colleagues to revitalize our shipbuilding industry because this will not only keep our country safe, but it will create good paying jobs and support American workers and businesses.”
    There are currently 80 U.S.-flagged vessels in international commerce while China has 5,500. The SHIPS for America Act aims to close this gap and boost the U.S. Merchant Marine by establishing national oversight and consistent funding for U.S. maritime policy, making U.S.-flagged vessels commercially competitive in international commerce by cutting red tape, rebuilding the U.S. shipyard industrial base, and expanding and strengthening mariner and shipyard worker recruitment, training, and retention. 
    Specifically, the SHIPS for America Act would:   
    Coordinate U.S. maritime policy by establishing the position of Maritime Security Advisor within the White House, who would lead an interagency Maritime Security Board tasked with making whole-of-government strategic decisions for how to implement a National Maritime Strategy. The bill also establishes a Maritime Security Trust Fund that would reinvest duties and fees paid by the maritime industry into maritime security programs and infrastructure supporting maritime commerce.   
    Establish a national goal of expanding the U.S.-flag international fleet by 250 ships in 10 years by creating the Strategic Commercial Fleet Program, which would facilitate the development of a fleet of commercially operated, U.S.-flagged, American crewed, and domestically built merchant vessels that can operate competitively in international commerce.

    WASHINGTON, D.C. — U.S. Senators Angus King (I-ME) and Jerry Moran (R-KS), members of the Senate Veterans Affairs Committee (SVAC), are introducing bipartisan legislation to permanently authorize a successful pilot program to expand access to medical disability exams for veterans filing claims for a service-connected disability. The legislation would allow any eligible health care professional with a current unrestricted license and a contract with the Department of Veterans Affairs (VA) to provide medical disability exams to veterans across state lines. This builds off a pilot program established by Congress in 2020 that expanded requirements and allowed certain licensed medical professionals to provide contract medical disability examinations across state lines for the VA.
    “We have an obligation to our veterans to return the service they gave to us while minimizing bureaucracy and delay,” said Senator King. “By allowing veterans to visit any VA approved licensed medical professional to perform their benefits exam, we can help alleviate the patient backlogs and ensure veterans receive the benefits they’ve earned in a timely manner.
