    WASHINGTON, D.C. – Yesterday, the House Foreign Affairs Committee’s Foreign Arms Sales Task Force held the second in a series of roundtables featuring defense industry perspectives on reforming and improving America’s foreign arms sales process.

    As part of the bipartisan engagement, members heard from industry representatives from the Aerospace Industries Association and National Defense Industrial Association on the regulatory and bureaucratic challenges U.S. companies face in arming our allies and partners with American-made equipment and technology at the pace of war.

    During his opening remarks, Task Force Chairman Ryan Zinke (R-MT) underscored the urgency with which Congress must act to ensure that the foreign arms sales process to meet the demands of the future and highlighted the bipartisan approach the task force is taking to ensure much-needed legislative reforms get across the finish line.

    The roundtable provided a forum for candid, detailed discussions between industry insiders and Task Force members on the red-tape American companies face day-in and day-out because of outdated regulations and cumbersome approval processes across the interagency.

    The panelists also underscored the crucial role foreign arms sales play in ensuring the United States continues to maintain the world’s leading defense industrial base amid increasing global competition. 

    The Task Force, which is being led by Chairman Zinke and Ranking Member Madeleine Dean (D-PA), will propose overdue reforms aimed at eliminating bureaucratic hurdles that encumber the current foreign arms sales process.

    The legislation put forward by the Task Force will build upon executive actions announced by President Trump earlier this month to reform and improve the foreign defense sales process.

    House Foreign Affairs Committee Chairman Brian Mast and Task Force Chairman Zinke pledged to work closely with the Trump administration to codify these much-needed reforms into law and improve the U.S. defense industrial base, eliminate red-tape in the arms sales process, and improve interoperability and efficiency with our foreign partners.

  • MIL-OSI United Nations: IOM Strengthens Humanitarian Lifeline for Displaced and Deported in Haitian Border Towns

    Port-au-Prince, 30 April 2025 – The International Organization for Migration (IOM) is urgently scaling up its humanitarian response in the border towns of Belladère and Ouanaminthe amid a sharp rise in deportations by land, with about 20,000 vulnerable Haitians returned in April — the highest monthly figure recorded this year.

    “The situation in Haiti is becoming increasingly dire. Each day, deportations and gang violence worsen an already fragile situation,” said IOM Director General Amy Pope. “Support from donors and the international community has helped strengthen the humanitarian lifeline, but far more is needed, as the number of vulnerable people continues to grow.”

    Especially alarming is marked increase in the number of highly vulnerable people – including women, children, and newborns – being forcibly returned. At the Belladère and Ouanaminthe border crossings, IOM, in collaboration with the National Office for Migration (ONM) and other state agencies, has been helping an average of 15 pregnant women and 15 lactating mothers per day just since 22 April. In total, 3,500 deportees have received help since 22 April.

    These deportations coincide with a separate humanitarian emergency in the Centre department. Gang violence that erupted in late March in Mirebalais and Saut d’Eau has displaced more than 51,000 people, according to the latest IOM displacement tracking data. Most have sought refuge with host families, while more than 12,500 are sheltering in 95 newly established spontaneous displacement sites, with limited access to basic services. In Belladère alone, over 4,000 displaced people found refuge.

    Gang control over Mirebalais has effectively severed Belladère from the rest of the country, blocking safe access for humanitarian staff, medical supplies, and aid. This isolation is compounding already dire conditions for deportees and displaced populations alike, who remain unable to reach their hometowns. Basic items, including food, water, and medical supplies, are running low.

    “This is a compounded crisis spreading beyond the capital, with cross-border expulsions and internal displacement converging in places like Belladère,” said Grégoire Goodstein, IOM Chief of Mission in Haiti. “Delivering assistance is becoming increasingly difficult as humanitarian actors find themselves trapped alongside the very people they are trying to help.”

    IOM, in coordination with the General Directorate for Civil Protection (DGPC) is responding with expanded life-saving support. This includes the provision of safe drinking water, and hygiene kits tailored to women’s and children’s needs. First aid, medical referrals, and psychosocial support are being made available for the most vulnerable. Temporary shelter arrangements have also been established, such as hotel accommodation for lactating mothers. Furthermore, IOM is closely coordinating with ONM and the Ministry of Public Health to ensure newborns and mothers receive immediate health support and vaccination.

    Since 2020, content creator Remi Bader had accumulated millions of TikTok followers by offering her opinions on the fits of popular clothing brands as a plus-size woman.

    In 2023, however, Bader appeared noticeably thinner. When some fans asked her whether she’d undergone a procedure, she blocked them. Later that year, she announced that she would no longer be posting about her body.

    Enter snark subreddits. On Reddit, these forums exist for the sole purpose of calling out internet celebrities, whether they’re devoted to dinging the late-night antics of self-described “hot mess” Alix Earle or venting over Savannah and Cole LaBrant, a family vlogging couple who misleadingly implied that their daughter had cancer.

    While the internet is synonymous with fan culture, snark subreddits aren’t for enthusiasts. Instead, snarkers are anti-fans who hone the art of hating.

    After Bader’s refusal to talk about her weight loss, the Remi Bader snark subreddit blew up. Posters weren’t upset that Bader had lost weight or had stopped posting about her body size. Instead, they believed Bader the influencer, who’d built her brand on plus-size inclusion in fashion, wasn’t being straight with her fans and needed to be taken to account.

    It worked. During a March 2025 appearance on Khloe Kardashian’s podcast, Bader finally revealed that she had, in fact, had weight-loss surgery.

    Some critics see snarkers as a big problem and understandably denounce their tendency to harass, body shame and try to cancel influencers.

    But completely dismissing snark glosses over the fact that it can serve a purpose. In our work as social media researchers, we’ve written about how snark can actually be thought of as a way to call out bad actors in the largely unregulated world of influencing and content creation.

    Grassroots policing

    Before there were influencers, there were bloggers. While bloggers covered topics that ranged from entertainment to politics to travel, parenting and fashion bloggers probably have the closest connection to today’s influencers.

    After Google introduced AdSense in 2003, bloggers were easily able to run advertising on their websites. Then brands saw an opportunity. Parenting and fashion bloggers had large, loyal followings. Many readers felt an intimate connection to their favorite bloggers, who seemed more like friends than out-of-touch celebrity spokespersons.

    Brands realized they could send bloggers their products in exchange for a write-up or a feature. Furthermore, advertisers understood that parenting and fashion bloggers didn’t have to adhere to the same industry regulations or code of ethics as most news media outlets, such as disclosing payments or conflicts of interest.

    This changed the dynamic between bloggers and their fans, who wondered whether bloggers could be trusted if they were sometimes being paid to promote certain products.

    In response, websites emerged in 2009 to critique bloggers. “Get Off My Internets,” for example, fashioned itself as a “quality control watchdog” to provide constructive criticism and call out deceptive practices. As Instagram and YouTube became more popular, the subreddit “r/Blogsnark” launched in 2015 to critique early influencers, in addition to bloggers.

    Few guardrails in place

    Today the influencer industry has a valuation of over US$250 billion in the U.S. alone, and it’s on track to be worth over $500 billion by 2027.

    Yet there are few regulations in place for influencers. A few laws have emerged to protect child influencers, and the U.S. Federal Trade Commission has established legal guidelines for sponsored content.

    That said, the influencing industry remains rife with exploitation.

    It goes both ways: Corporations can exploit influencers. For example, a 2021 study found that Black influencers receive below-market offers compared with white influencers.

    Likewise, influencers can deceive or exploit their followers. They might use unrealistic body filters to appear thinner than they are. They could hide who’s paying them. They may promote health misinformation such as the controversial ParaGuard cleanse, a fake treatment pushed by wellness influencers that claimed to rid its users of parasites.

    Or, in the case of Remi Bader, they might gain a huge following by promoting body positivity, only to conceal a weight-loss procedure from their fans.

    For disappointed fans or followers who feel burned, snark can seem like the only regulatory guardrail in an industry that has gone largely unchecked. Think of snark as a Better Business Bureau for the untamable world of influencing – a form of accountability that brings attention to the scammers and hustlers.

    Keeping it real

    Todays’s snark exists at the intersection of gossip and cancel culture.

    Though cancel culture certainly has its faults, we approach cancel culture in our writing as a worthy tool that allows audiences to hold the powerful accountable. For example, communities of color have joined forces to call out racists, as they did in 2024 when they exposed lifestyle influencer Brooke Schofield’s anti-Black tweets.

    Influencers build trust with their audiences based on being “real” and relatable. But there’s nothing preventing them from breaking that trust, and snarkers can swoop in to point out bad behavior or hypocrisy.

    Within the competitive world of family vlogging, snarkers see themselves as doing more than stirring the pot. They’re truth-tellers who bring injustices to light, such as abuse and child labor exploitation. Some of this exposure is paying off, with more and more states introducing and passing family vlogger laws that require children to one day receive a portion of their parents’ earnings or restrict how often children can appear in their parents’ videos.

    Yes, snark can veer into cyberbullying. But that shouldn’t discount its value as a tool for transparency. Influencers are ultimately brands. They sell audiences ideas, lifestyles and products.

    When people feel as if they’ve been misled, we think they have every right to call it out.

    Real gross domestic product (GDP) decreased at an annual rate of 0.3 percent in the first quarter of 2025 (January, February, and March), according to the advance estimate released by the U.S. Bureau of Economic Analysis. In the fourth quarter of 2024, real GDP increased 2.4 percent.

    The decrease in real GDP in the first quarter primarily reflected an increase in imports, which are a subtraction in the calculation of GDP, and a decrease in government spending. These movements were partly offset by increases in investment, consumer spending, and exports. For more information, refer to the “Technical Notes” below.

    Compared to the fourth quarter, the downturn in real GDP in the first quarter reflected an upturn in imports, a deceleration in consumer spending, and a downturn in government spending that were partly offset by upturns in investment and exports.

    Real final sales to private domestic purchasers, the sum of consumer spending and gross private fixed investment, increased 3.0 percent in the first quarter, compared with an increase of 2.9 percent in the fourth quarter.

    The price index for gross domestic purchases increased 3.4 percent in the first quarter, compared with an increase of 2.2 percent in the fourth quarter. The personal consumption expenditures (PCE) price index increased 3.6 percent, compared with an increase of 2.4 percent.     Real GDP decreased at an annual rate of 0.3 percent (less than 0.1 percent at a quarterly rate1) in the first quarter, primarily reflecting an increase in imports and a decrease in government spending that were partly offset by increases in investment, consumer spending, and exports.

    • Exports and imports primarily reflected Census-BEA U.S. International Trade in Goods and Services data as well as the Census Advance Economic Indicators Report for March.

The estimates of private inventory investment were based primarily on Census Bureau inventory book value data and a BEA adjustment in March to account for a notable increase in imports.     Impact of California Wildfires on first-quarter 2025 estimates

    In January 2025, a series of wildfires burned across Southern California, primarily impacting Los Angeles County. These disasters disrupted consumer and business activities and prompted emergency services and remediation activities. The responses to this disaster are included, but not separately identified, in the source data that BEA uses to prepare the estimates of GDP; consequently, it is not possible to estimate the overall impact of the California wildfires on first-quarter GDP. The destruction of fixed assets, such as residential and nonresidential structures, does not directly affect GDP or personal income. BEA estimates disaster losses in NIPA table 5.1, “Saving and Investment.” BEA’s preliminary estimates show that the California wildfires resulted in losses of $34.0 billion in privately owned fixed assets ($136.0 billion at an annual rate) and $11.0 billion in state and local government-owned fixed assets ($44.0 billion at an annual rate).

She began her journey in Turin, where she was sent from Argentina to study, then moved on to India, where she spent three years, and finally to Thailand.“I arrived in Rome on the night of April 23 and didn’t manage to pay my last respects to Francis in St. Peter’s Basilica until April 25. I stayed from 9 in the morning until 6 in the evening. I prayed and talked with him in front of his coffin, and I am sure he was listening to me. I was very impressed by the enormous influx of people from all over the world,” reports the nun.“This morning, April 30, I was able to say goodbye to him at his grave in the Basilica of Santa Maria Maggiore,” Sister Ana Rosa continued. ”It made a deep impression on me to stand in front of the white marble, and I was very happy that he is exactly where he always wanted to be. We are a very close family, and although we hadn’t spoken to each other for a long time, we always knew everything about each other. My father was very close to ‘Jorge’, as he continued to call him, and he always knew everything he was doing. We were baptized in the same basilica in Buenos Aires where the Don Bosco sisters work. He celebrated the funerals of my parents, our grandfather, and my sister’s wedding. We knew that he always called his sick sister on Sunday afternoons and that we talked about family matters. I celebrated my 80th birthday with him here in Rome after I had been in Argentina and before I returned to Thailand.“We often spoke with him about missionary work. He wanted to learn about the relationship between priests and Buddhists, who make up the majority of the population in Thailand. We always shared the idea of looking into each other’s faces and seeing what the other person needs. I hope that the cardinals who will meet in the conclave will follow Francis’ line for a Church of the people,” emphasizes the missionary.The FMA are represented in Thailand by eight communities and are active in the field of education. Specifically, they are located in the northwest of the country in the city of Chom Tong, in the northeast in the cities of Phon Sung and Udon Thani, further south in the city of Bam Pong, in San Phran, and finally with two communities in Bangkok.Sister Ana Rosa is currently working in the community in Bam Pong. Due to her age and health, she no longer teaches, but helps where needed and assists with the “chronicles” that the house collects every year from January to December.“There are 80 FMA sisters throughout Thailand,” explains the nun, ”and 17 of us are in Bam Pong. Our community is the first house that the FMA sisters opened in this country in 1933. Our pioneers supported and trained the local sisters and took in the first sisters who had been expelled from China. There are very few Christians in Bam Pong, but we have a very good relationship with the Buddhists, who also attend our schools. Education is of fundamental importance to us, and in order to give as many people as possible a chance, we have the lowest school fees of any school in the country. Our schools are overcrowded; in Bam Pong alone, we have 3,200 students, of whom at most a hundred are Christians. We teach the young girls the charisma of our founder, Mother Mazzarello. The schools in our communities range from nursery to middle school. They are mainly girls’ schools, with the exception of the kindergarten, which is mixed, and another school located outside the city. In this school, we have accepted the request of parents who have several children to accompany them all, so boys and girls can attend school together until the third grade.”“The Catholic community has a strong presence in Bam Pong,” concludes Sister Ana Rosa. ”There is a Capuchin monastery, a hospital run by the Camillian Missionaries, a Salesian Don Bosco school, the parish of St. Joseph, which is very large and run by the Salesians of Don Bosco, and a cemetery right next to our parish.” (Fides Agency 30/4/2025)

  • MIL-OSI: Banco Santander-Chile Announces First Quarter 2025 Earnings

    SANTIAGO, Chile, April 30, 2025 (GLOBE NEWSWIRE) — Banco Santander Chile (NYSE: BSAC; SSE: Bsantander) announced today its results1 for the three-month period ended March 31, 2025, and first quarter 2025 (1Q25).

    Solid financial performance with a ROAE2of 25.7% in 1Q253, the fourth consecutive quarter with a ROAE of over 20%.

    As of March 31, 2025, the bank’s net income attributable to shareholders totaled $278 billion ($1.47 per share and $0.62 per ADR), representing a 131.0% YoY4 increase and an ROAE of 25.7%, compared to an ROAE of 11.2% in 1Q24. The increase in results is explained by an increase in the bank’s main revenue lines. Operating income increased 33.2% YoY, driven by better net interest and readjustment income.

    Compared to the previous quarter, 4Q24, the bank’s net income attributable to shareholders increased by 0.5%. The UF variation in 1Q25 was slightly lower than in 4Q24, which reduced QoQ5 readjustment gains. This was offset by higher fees and results from financial transactions and improved expense control. This resulted in a ROAE of 25.7% in 1Q25, marking the fourth consecutive quarter with ROAEs above 20%.

    Dividend payment of Ch$3.19 per share with a dividend yield of 5.4%. A solid CET1 ratio6of 10.7%.

    At our Ordinary Shareholders’ Meeting on April 22, 2025, the distribution of 70% of our 2024 earnings, amounting to $857,623 million, was approved. These earnings represent a dividend of $3.18571574 Chilean pesos per share, for a total of $600,336 million.

    Likewise, it was approved that the remaining 30% be partially allocated to increasing the Accumulated Earnings from previous years by the amount necessary to cover the payment of the next three interest coupons on the fixed-term bonds for $29.993 billion and to increase the Bank’s Reserves and Other Retained Earnings by $227.294 billion.

    Our CET1 ratio remains at a solid 10.7% at the end of March 2025, with the overall Basel III ratio reaching 16.9%. The Bank’s capital includes a dividend payment provision of 70% of 2024 earnings and a 60% provision of 2025 earnings to date.

    Strong recovery of NIM7, reaching 4.1% in 1Q25

    Net interest and readjustment income (NII) accumulated as of March 31, 2025, increased 41.7% compared to the same period in 2024. This increase in NII was due to higher net interest income due to the impact of a lower monetary policy rate on our funding cost, which fell from 5.3% to 3.9% in 3M25. The increase is also explained by higher readjustment income, resulting from a greater variation in the UF during the quarter compared to the same quarter last year.

    Compared to 4Q24, net interest and readjustment income decreased slightly due to lower inflation in 1Q25 compared to the previous quarter.

    Given the above, the NIM increased from 2.7% in 1Q24 to 4.2% in 4Q24 to 4.1% in 1Q25.

    In 1Q25, the Bank celebrated the major milestone of the Gravity project, the migration from the Mainframe to the Cloud. In January, we transitioned processing to our new Cloud, which resulted in higher technology expenses related to the change and write-downs and impairments related to legacy systems.

    The Bank’s efficiency ratio reached 35.0% as of March 31, 2025, better than the 47.4% of the same period in the previous year. Total operating expenses (which include other expenses) decreased 1.7% in 3M25 compared to 3M24, driven by lower other operating expenses related to the restructuring of our branch network and the transformation to Work/Café.

    The customer base continues to expand, with total customers increasing by 9.4% YoY and digital customers increasing by 6.6% YoY.

    Our strategy of strengthening our digital products has led to continued growth in our customer base, reaching approximately 4.3 million customers, of which nearly 2.3 million are digital customers (88% of our active customers).

    The Bank’s market share in checking accounts remains strong at 22.5% through February 2025, driven by increased customer demand for US dollar checking accounts, as customers can open these types of accounts digitally through our platform in a few easy steps. This also demonstrates the success of Getnet’s strategy to encourage cross-selling of other products such as the Cuenta Pyme Life.

    Net commissions increased by 16.8% in 3M25, reaching recurrence levels9of 61.8%.

    Net commissions increased 16.8% in the three months ended March 31, 2025, compared to the same period in 2024, driven by increased customer numbers and greater product usage. As a result, the recurrence ratio (total net commissions divided by structural support expenses) increased from 57.8% as of March 2024 to 61.8% as of March 2025, demonstrating that more than half of the Bank’s expenses are financed by commissions generated by our customers.

    Washington, D.C. – On the 100th day of this Trump administration, U.S. Senator Elizabeth Warren (D-Mass.) read 100 reports of corruption from President Trump’s term so far into the Congressional record. 
    Senator Warren pointed to all the ways President Trump, his family, and associates like Elon Musk have used the presidency to enrich themselves, give favors to donors, and made it more difficult to hold him accountable for corruption.

    Today, I’m reading into the congressional record 100 reports of corruption from Donald Trump’s first 100 days in office. When he ran for office, Trump promised repeatedly that he would lower costs “on day 1.”  But instead of following through on his promise, Trump and his administration have paved the way for the president, his top officials, and his billionaire buddies to personally feed at the trough of government corruption. 
    So, count with me: In just one hundred days, Donald Trump, his family, and his Administration have:
    Turned the White House into a Tesla dealership.
    Fired independent commissioners at the FTC.
    Punished former officials who opposed his 2020 election lies.
    Paid for the White House Easter Egg roll by soliciting corporate sponsors who have business pending with the government.
    Helped Trump’s son set up a club — pay $500,000 for access to Trump’s cabinet.
    Declared that there would be NO tariff exceptions. Then permitted Apple’s CEO “behind the scenes” access — and poof, iPhone tariffs were cut.
    Created an opening for insider trading by reportedly giving Wall Street exclusive information about trade talks.
    Hosted million-dollar dinners between Big Pharma CEOs and their regulator RFK Jr.
    Launched crypto memecoin right before inauguration to make millions of dollars, then increased the value of those coins by signing executive orders making crypto a priority.
    Launched a meme coin for Melania, too. 
    Promised his “rich-as-hell” donors a giant tax handout, and is working to deliver. 
    Weakened rules insulating government workers from politics.
    Limited corporate foreign bribery investigations.
    Halted enforcement of the Corporate Transparency Act.
    Offered a private dinner with Trump himself—and a special tour of the White House—for the top 220 holders of his memecoin, permitting Trump and his family to profit both from the run up in the value of the coin AND the increase in trading on the Trump platform.
    Accepted $40 million for First Lady Melania’s documentary from Jeff Bezos – way above the market rate.
    Pointed to Bezos’s multi-million-dollar documentary payment as a model, when Warner Bros. asked Trump’s team how to improve its own relationship with the White House.
    Struck a deal with Amazon to stream Trump’s old show The Apprentice, which will mean more money for Trump as Amazon seeks tax breaks and other federal benefits.
    Coercing law firms to offer almost $1 billion in free legal work in an arrangement that experts say could run afoul of anti-bribery laws.
    Started undermining Medicare’s ability to negotiate drug prices after Big Pharma companies gave millions to Trump’s inauguration.
    Filed a meritless lawsuit against 60 Minutes and launched a baseless FCC investigation.
    Tried to get the AP to bend the knee and kicked them out of the White House briefing room when they refused.
    Hired Defense Secretary Hegseth’s younger brother to serve in a key role.
    Hired a longtime former partner of Don Jr. to serve as Ambassador to Greece. 
    Nominated Jared Kushner’s father to serve as Ambassador to France. 
    Selected Tiffany Trump’s father-in-law to serve as an adviser.
    Appointed an oil and gas executive to lead the Department of Energy.
    Selected a Chief of Staff who was a big-time lobbyist for clients like tobacco and mining companies.
    Named officials who had recently lobbied for oil and chemical giants to help write E-P-A rules.
    Appointed Mehmet Oz, who has close ties to Medicare Advantage insurers, to lead CMS to set payment rates and otherwise help out Medicare Advantage insurers.
    Appointed John Phelan, a major donor with no military or government experience, to lead the Navy and hand out Navy construction contracts.  
    Appointed Pam Bondi, a former lobbyist for a federal detention contractor, to lead the DOJ.
    Announced the DOJ would stop prioritizing enforcement of restrictions on foreign lobbyists, under the leadership of Bondi, who herself is a former foreign lobbyist for Qatar.
    Appointed Howard Lutnick, who has billions invested in companies accused of illegally facilitating crypto money laundering, to lead the Commerce Department.
    Appointed Marty Makary, the former executive of a company selling weight-loss drugs, to lead the FDA, which would regulate his company.
    Appointed Sean Duffy, who lobbied for the airline industry, to Transportation Secretary.
    Tapped Pete Hegseth, whose wife owns stock in large defense contractors, to lead the Defense Department.
    Tapped Doug Burgum — who made money from leasing land to Big Oil — to lead the Interior Department.
    Nominated a Big Oil lobbyist to run the Bureau of Ocean Energy Management.
    Nominated as IRS head Billy Long, an aggressive salesman for a fraud-riddled tax credit, who received donations after being nominated to clear old campaign debts. 
    Tapped Paul Atkins, a former crypto lobbyist, to lead the SEC.
    Appointed a former tax lobbyist, to lead tax policy.
    Appointed RFK Jr., who planned to get paid for anti-vax lawsuits while heading up HHS.
    Appointed a top Pentagon official who led a firm investing in defense contractors and has directed D-O-D to outsource as much as it can.
    Appointed someone who lobbied to privatize Medicare to lead OMB’s healthcare budget.
    Installed Steve Davis to effectively lead DOGE while also leading a Musk company.
    Installed another DOGE leader to control Treasury’s payment system while still holding down his day job as a software CEO.
    Handed power over crypto policy to a White House crypto czar who leads a venture capital firm that heavily invests in crypto.
    Selected a border czar who led a firm that got tens of millions of dollars of federal contracts for homeland security companies.
    Appointed Treasury Secretary Bessent who is gutting the IRS so that it can’t audit rich tax cheats — he’s a tax-dodging mega-millionaire.
    Pardoned Rod Blagojevich, former Illinois governor convicted for corruption, after his vocal support for Trump.
    Pardoned January 6 insurrectionists who tried to overturn an election he lost.
    Pardoned a Trump loyalist found guilty of wire fraud.
    Pardoned the son of a longtime Republican donor.
    Pardoned a corporation that had been fined $100 million for money laundering.
    Launched his own stablecoin while preparing to sign legislation that will help the stablecoin and let him oversee it. 
    Sold merch with presidential branding.
    Disbanded DOJ’s crypto unit after business talks between Binance and a Trump-backed crypto company ramped up.
    Halted SEC enforcement actions against crypto companies that enriched Trump. 
    Met with crypto executives who are asking Treasury to back off of oversight of their companies — all while exploring a deal to list a Trump-linked crypto company’s new stablecoin.
    Maintained financial ties between Trump officials and Trump’s media company. That includes: FBI Director Kash Patel who was gifted a huge award of Trump media company stock.
    Nominated Attorney General Bondi who owned $2 million in DJT shares.
    Paid the Education Secretary almost $1 million in Trump Media company shares.

    Targeted the National Highway Traffic Safety Administration staff who were reportedly, quote, a “thorn in Tesla’s side.”
    Said Musk would self-police his conflicts of interest. Yeah right…
    Pressured the Administrator of the FAA, which fined Musk’s SpaceX, to resign .
    Permitted Musk to keep his financial disclosure hidden. I’ve got a new bill to fix that!
    Allowed Musk’s Starlink to start working with the FAA after Musk criticized the FAA’s air traffic telecom system. 
    Made Musk’s SpaceX the frontrunner for a new lucrative Golden Dome contract.
    Stood by Musk when his X executives told an advertising firm to increase ad revenue — threatening that Musk could interfere with a pending merger.
    Permitted Musk to join Trump’s interview with the Air Force secretary nominee while SpaceX held billions of dollars in contracts with the Air Force. 
    Permitted the National Transportation Safety Board to share news related to the airplane crashes in Washington and Philadelphia only on Musk-owned X.
    Permitted the Social Security Administration to only share important public communication on X.
    Dropped DOJ’s anti-discrimination complaint against Musk’s SpaceX.

    Fired 18 Inspectors General who make sure the federal agencies follow the law.
    Fired the head of the Office of Special Counsel who protects whistleblowers and makes sure that civil service laws are fired.
    Fired the head of the Office of Government Ethics who watches to see that the President and his Administration follow the laws on conflicts of interest, bribery and other ethics issues.
    Fired DOJ prosecutors who worked on January 6th investigations.
    Sidelined DOJ’s office that reviews the legality of executive orders.
    Gutted DOJ’s office that prosecutes misconduct by public officials.
    That’s 100 corrupt acts in 100 days. Americans deserve accountability. We need to fight back—all of us.

  • MIL-OSI USA: Federal Appellate Court Dismisses Ancestral Claim to New Orleans Saints’ Fleur-de-lis Trademark Rights

    On April 14, 2025, the U.S. Court of Appeals for the Federal Circuit issued a decision dismissing a legal challenge to the New Orleans Saints’ registered fleur-de-lis design mark. According to the petition for cancellation, the petitioner claimed to be “a direct descendant of the Kings of France (Scotland, Aragon, and Castille),” thereby entitling his family to “intellectual property rights to the Fleur de Lys, Orleans, and Saints marks.” (Petition at p. 3).

    These legal proceedings were originally filed before the Trademark Trial and Appeal Board (TTAB), which is a division of the U.S. Patent and Trademark Office. A three-member board of administrative trademark judges issued decisions denying the cancellation request on January 26, 2024 and June 26, 2024. The board concluded that a hereditary connection to French royalty did not create a sufficient, survivable claim under the Trademark Act because the petitioner did not “allege any commercial interests in the mark, or that he owns or conducts any business under the mark, and thus he cannot allege entitlement.” (June 26, 2024, Order at p. 5).

    In affirming the TTAB panel, the Circuit Court held that the petitioner had failed to meet his burden under federal court standing requirements. Specifically, he had not shown that he was injured by the Saints’ trademark because he had “not alleged that he or his family make, offer for sale, or sell any products or services using a fleur-de-lis design.” (Opinion at p. 4). Without standing, the Circuit Court determined that it lacked jurisdiction over the appeal and therefore dismissed the case.

  • MIL-Evening Report: Confirmed: Australian weapons sold to Israel, reveals Declassified Australia

    The Australian counter-drone weapons system seen at a weapons demonstration in Israel recently is actually just one of a few that were sold by the Canberra-based company Electro Optic Systems (EOS) and sent through its wholly-owned US subsidiary to Israel, Declassified Australia can reveal.

    It was the ABC who broke the news of the EOS weapons system being provided for the demonstration trial. In response, Prime Minister Anthony Albanese continued to insist, as he has since the war in Gaza began, that Australia does not sell weapons to Israel.

    However the weapon displayed wasn’t just provided on loan for the demonstration – the weapon has been “sold” to the Israelis. Declassified Australia can reveal that EOS, by its own admission, sold more than one of its R400 weapons systems to the Israelis prior to the demonstration.

    An EOS company presentation, titled “2024 Full Year Results”, describes a “potential new customer” for the R400 weapon in the “Middle East” (page 36). The presentation, prepared for EOS shareholders and lodged with the Australian Stock Exchange, is dated 25 February 2025.

    EOS describes this potential new customer for its R400 as a “Preliminary” stage opportunity, valued at less-than-A$100 million, and states that more than one weapon was sold:

    “Sample products sold, demo held, discussions underway.” [Emphasis added]

    The company also points out a sense of urgency with the potential sale:

    “Potential to accelerate due to operational requirements.”

    In another section of the report (page 16), EOS reports a single entry in the “Preliminary” stage of a potential sale of R400 weapons, with the “Bid being prepared or submitted”.

    EOS states (page 36) the “estimated opportunity size” of the sale is up to “$100 million”. At a unit price per system of A$1.55 million that potential contract is enough to purchase 60 of the R400 counter-drone system.

    Under the heading “Notable Demonstrations” (page 15), EOS refers to “Counter Drone evaluation testing with New Customer”, held in January 2025, with an accompanying photograph of its R400 counter-drone cannon with five senior Israeli defence leaders posing beside it at the testing site.

    EOS itself has revealed that the new customer is clearly Israel.

    EOS states it had “supported a local prime [a major local weapons company] to demonstrate counter-drone capabilities in a high profile local demonstration”. EOS states that its R400 weapon system had “performed extremely well, earning high praise from the organisers.”

    The location of the demonstration of the Australian weapon is verified as being in Israel’s southern Negev Desert by a 5 February press release about the weapon testing, released by Israel’s Ministry of Defence.  [Note: Since publication of this article, the Press Release has been taken down from the Israeli Defense Ministry website, but is still available here, for now.]

    An Israel Defense Force photograph included with the press release, is the same photo of the R400 weapon and Israeli officials, as published in the EOS document. Israel’s Ministry of Defence also posted this video of the final demonstration event, with a firing of the EOS R400 weapons system appearing at 01:06.

    Countering drone attacks
    EOS’ powerful R400 remote weapons system has a 2km range and is renowned for its lethality and precision in targeting. Using a sophisticated gimbal, its accuracy is maintained even when the system is mounted and used atop a moving vehicle. The weapon can be seen in use on a moving vehicle here in this video clip.

    The EOS R400 is not solely a counter-drone weapons system. It can be configured to fire weapons ranging from machine guns, to 30mm cannons, automatic grenade launchers, anti-tank guided missiles and 70mm rockets, meaning it can be used against multiple types of targets in addition to drones — including people, buildings, armoured vehicles, and tanks.

    The R400 Slinger variation is marketed by EOS as a system designed solely to counter modern drone threats with a single, lethal shot.

    The Australian company’s customer in Israel is noted in the EOS company document as being an Israeli “local prime” arms manufacturer. Both Israel Aerospace Industries (IAI) and Elbit Systems participated in the demonstration trials, each demonstrating a Counter Unmanned Aerial System (C-UAS) that incorporated a 30mm cannon.

    EOS sees a big future for the R400 and its suite of remote weapons systems. The EOS 2024 Financial Report was lodged with ASX on 25 February 2025. In the “Market Overview”section, it discusses weapons contracts signed in 2024, and notes (page 8) that:

    “[EOS] Defence Systems is in active discussions and contract negotiations for the provision of RWS [Remote Weapons Systems] and related components with other potential customers.”

    “Assuming the evaluation of these systems progresses positively, EOS would hope to move to sell larger, commercial quantities to these customers.”

    Australia obliged to act on defence transfers
    In October 2024, the UN’s Independent International Commission of Inquiry on the Occupied Palestinian Territory reported on the implementation of the International Court of Justice’s (ICJ) findings that Israel may be committing “genocide”.

    As reported by Kellie Tranter in Declassified Australia in November, the Australian government’s international legal responsibilities extend to investigating and regulating individuals and corporate entities who act in and from Australia to support the legally proscribed conduct of the Israeli State.

    The Commission stated:

    “Thus, the Commission recommends that any State engaged in such transfer or trade to Israel shall cease its transfer or trade until the State is satisfied that the goods and technology subject to the transfer or trade are not contributing to maintaining the unlawful occupation or to the commission of war crimes or genocide and thereafter throughout any period when the State is not so satisfied.” [Emphasis added]

    The UN Commission makes clear what trade it refers to:

    On the issue of arms and military transfer and trade relating to Israel’s military capability, States have a duty to conduct a due diligence review of all transfer and trade agreements with Israel, including but not limited to equipment, weapons, munitions, parts, components, dual use items and technology, to determine whether the goods or technology subject to the transfer or trade contribute to maintaining the unlawful occupation or are used to commit violations of international law.” [Emphasis added]

    If the government becomes aware of an impending military transfer of weapons or technology defined above, to Israel – as the stated intentions of EOS reported here make clear – it is obliged to investigate and if necessary intervene to halt the transfer:

    This includes both preexisting agreements and future transfers to Israel. States are obliged to demonstrate that any transfer or trade relating to military capability is not being used by Israel to maintain the unlawful occupation or commit violations of international law.” [Emphasis added]

    Words are not enough
    The Australian government and the Defence Department have continued their obfuscation of Australia’s weapons trade with Israel, as Declassified Australia has been reporting repeatedly.

    ABC television has reported how the government continues to insist no weapons or ammunition had been supplied “directly to Israel” since its latest genocidal war on Gaza began. The addition of the word “directly” is a notable change to the government’s wording, since this EOS news emerged.

    In response to the ABC report, Prime Minister Albanese said: “We do not sell arms to Israel . . .  We looked into this matter and the company has confirmed with the Department of Defence that the particular system was not exported from Australia. Australia does not export arms to Israel.”

    Declassified Australia has previously reported on the Albanese Government’s repeated and misleading use of the phrase “to Israel”. Arms companies are known for exporting their weaponry, or parts and components thereof, via third party countries in an attempt to cover their tracks.

    A defence industry source told the ABC the Australian-made components of the EOS R400 remote weapons system were assembled at the company’s wholly-owned US subsidiary in Alabama USA, before being shipped to Israel without an Australian export approval.

    Military exports, including ammunition, munitions, parts and components, do not need to travel ‘directly’ to Israel to be prohibited under the Arms Trade Treaty.

    Governments are required to find out where their weapons will, or may, end up and then make responsible decisions that comply with the treaty. A government must consider and assess the potential ‘end users’ of its military exports.

    A UN expert panel has issued repeated demands that States and companies cease all arms transfers to Israel or risk complicity in international crimes, possibly including genocide. It stated:

    “An end to transfers must include indirect transfers through intermediary countries that could ultimately be used by Israeli forces, particularly in the ongoing attacks on Gaza.…” [Emphasis added.]

    Greens’ defence spokesperson, Senator David Shoebridge, has said, “What we might be seeing here is the impact of what’s called AUKUS Pillar 2, the removal of any controls for the passage of weapons between Australia and the United States, and then Australia permitting the United States to send Australian weapons anywhere”.

    Not the first time
    EOS has a history of supplying its remote weapons systems to military regimes accused of extensive war crimes.

    During the catastrophic Yemen war which started in 2014, despite significant evidence of war crimes, EOS sold its weapons systems to both Saudi Arabia and the United Arab Emirates. EOS enjoyed the full support of the Turnbull coalition government and its defence industry minister Christopher Pyne.

    In early 2019, ABC TV reported, Saudi Arabia awarded Australian weapons manufacturer EOS a contract to supply it with 500 of its R400 Remote Weapons Systems.

    The company has also benefited from the government-industry ‘revolving door’. Former chief of army, Peter Leahy, was on the EOS board from 2009 until late 2022, encompassing the period of the Yemen war. He served as the company’s chair from mid-2021 until his departure.

    The two longest-serving current members of the EOS board are former chief of air force, Geoff Brown (joined 2016) and former Labor senator for the ACT, Kate Lundy (joined 2018).

    The release of a Human Rights Watch (HRW) report in 2023 raised serious concerns about EOS and its Saudi Arabian arms deals.

    HRW’s report revealed that hundreds, possibly thousands, of unarmed migrants and asylum-seekers had been killed at the Yemen-Saudi border in the 15 months between March 2022 and June 2023, allegedly by Saudi officers.

    Human Rights Watch says it identified on Google Earth what looks like “a Mine-Resistant Ambush Protected (MRAP) vehicle” near a Saudi border guard posts north of the Yemeni refugee trail in January 1, 2023.

    The vehicle has what appears to be “a heavy machine gun mounted in a turret on its roof”. This description closely matches the military equipment that Australia sold to Saudi Arabia a few years earlier.

    Declassified Australia put a number of questions to EOS, the Department of Defence, and the offices of the Prime Minister, the Defence Minister, and the Foreign Minister. None responded to our questions on this matter.

  • MIL-OSI Security: Man charged with terrorism offence after Israeli Embassy incident

    A man has been charged with a terrorism offence following an incident at the Embassy of Israel on Monday, 28 April.

    Abdullah Sabah Albadri, 33 (28.12.1991) of no fixed abode was charged on Wednesday, 30 April with the following offences:

    • Preparation of terrorist acts, contrary to Section 5(1)(a) of the Terrorism Act 2006.
    • Two counts of possession of a pointed or bladed article, contrary to Section 139(1) and (6) of the Criminal Justice Act 1988.

    He has been remanded in custody and is due to appear at Westminster Magistrates’ Court later today (30 April).

    Commander Dominic Murphy, Head of the Met’s Counter Terrorism Command said: “We remain in close contact with those based at the Embassy of Israel and we appreciate that these charges will be concerning to them.

    “I would like to reassure the public, however, that from our enquiries so far, we are not seeking anyone else in connection with this matter and we do not believe there is any wider threat to the public.

    “Although the man has now been charged, we continue with our investigation and would urge the public not to speculate further at this time.”

    Background:

    Shortly before 18:00hrs on Monday, 28 April, officers from the Met’s Parliamentary and Diplomatic Protection Command became aware of a man attempting to gain unauthorised access to the grounds of the Embassy of Israel in Kensington, W8.

    Officers prevented the man from entering and arrested him on suspicion of a public order offence, trespassing on a designated site and possession of an offensive weapon.

    He was taken to a London police station and after further enquiries were carried out he was further arrested on suspicion of an offence contrary to Section 5 of the Terrorism Act 2006.

    Due to this, the investigation is being led by detectives from the Met’s Counter Terrorism Command.

    He was subsequently charged as above.

    More than 12,000 vehicles were inspected over two weeks, initiating new investigations and uncovering links with organized crime.

    LYON, France: An international police operation targeting vehicle crime in West Africa has led to the detection of approximately 150 stolen vehicles and the seizure of more than 75 vehicles.

    Coordinated by INTERPOL and carried out by national law enforcement agencies in 12 West African countries, the operation – codenamed ‘Safe Wheels’ – also initiated 18 new investigations and uncovered the involvement of two organized crime groups.

    Most of the stolen vehicles detected through INTERPOL’s Stolen Motor Vehicle (SMV) database were trafficked from Canada, while many had also been reported stolen in France, Germany and the Netherlands.

    INTERPOL’s SMV database allows police in the Organization’s 196 member countries to run a check against a suspicious vehicle and find out instantly whether it has been reported as stolen.

    In 2024, around 270,000 vehicles were identified as stolen globally through the SMV database.

    “Each year, hundreds of thousands of vehicles are stolen around the world, yet the initial theft is often only the beginning of a vehicle’s journey into the global criminal underworld.

    “Stolen vehicles are trafficked across the globe, traded for drugs and other illicit commodities, enriching organized crime groups and even terrorists.

    “INTERPOL’s SMV database is the strongest tool we have to track stolen vehicles and identify the criminals involved in this global trade.”

    During the two-week operational phase (17-30 March), law enforcement in participating countries established an average of 46 checkpoints each day to inspect a total of 12,600 vehicles, checking their details against INTERPOL’s SMV database.

    Out of the vehicles seized or flagged as stolen, Toyota models were the most represented, followed by Peugeot and Honda.

    Both land and sea routes were used to traffic stolen vehicles detected during the operation.

    In Lagos, during checks of freight containers purportedly from Canada, Nigerian Customs Service (NCS) officers discovered six vehicles – Toyota and Lexus models – four of which showed clear signs of break-in.

    Checks against INTERPOL’s SMV database confirmed that all six vehicles were reported stolen in Canada in 2024. Investigative collaboration is ongoing between the NCS and Canada’s INTERPOL National Central Bureau.  

    Nine law enforcement officers and experts from INTERPOL’s SMV Task Force, including an expert examiner from Canada, were also deployed to the region – in Benin, Cabo Verde, Gambia, Ghana, Nigeria and Togo – to support Operation Safe Wheels.

    Operation Safe Wheels took place under the aegis of Project Drive Out – a new partnership between INTERPOL and the Government of Canada to target vehicle theft and the illegal trade of spare parts – and was made possible by Canadian funding.

    INTERPOL member countries that participated in the operation were: Benin, Burkina Faso, Cabo Verde, Cote d’Ivoire, Gambia, Ghana, Guinea Bissau, Mali, Mauritania, Niger, Nigeria, and Togo.

    Question:
     
         Under the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal (the Convention), member countries (Parties) are expected to treat and dispose of wastes as close as possible to their place of generation and to prevent and minimise the generation of wastes at source, and waste lead-acid batteries are hazardous waste regulated under the Convention. China is a Party to the Convention, the Convention is therefore applicable to Hong Kong as well. It has been reported that at present, most of the waste lead-acid batteries in Hong Kong were exported to other places (including Korea) after treatment, and those recycled locally only accounted for a small portion. In this connection, will the Government inform this Council:
     
    (1) of the quantity of waste lead-acid batteries generated in Hong Kong in each of the past three years, as well as the respective quantities of waste lead-acid batteries preliminarily processed locally, exported to overseas advanced facilities for recycling (with a breakdown by export areas) and recycled locally;
     
    (2) of the respective maximum annual treatment capacities of the facilities for (i) preliminary treatment and (ii) recycling of waste lead-acid batteries in Hong Kong;
     
    (3) of the details of projects relating to waste lead-acid batteries subsidised by the Recycling Fund in the past three years (including but not limited to the amount of subsidy granted for each project and the content of the subsidy);
     
    (4) of the current progress of the implementation of the Producer Responsibility Scheme on waste lead-acid batteries, as well as the recovery target for local waste lead-acid batteries after the implementation of the Scheme; and
     
    (5) whether the authorities have formulated a contingency plan to cope with the situation where the collection of treated waste lead-acid batteries exported from Hong Kong will be suspended in the event of policy adjustments by Korea or other places; if so, of the specific proposals; if not, the reasons for that?

         Handling of waste lead-acid batteries is strictly regulated under the Waste Disposal Ordinance, and the Waste Disposal (Chemical Waste) (General) Regulation including registration as chemical waste producers, applications for chemical waste collection and disposal licences, reporting the quantities of waste lead-acid batteries produced, collected and disposed of, and regulating the transboundary movements of waste lead-acid batteries according to the Basel Convention (the Convention).
     
        Any person intending to export waste lead-acid batteries for recycling should apply to the Environmental Protection Department (EPD) for an export permit. Prior to issuing the permit, the EPD will obtain written consent from the relevant authority of the concerned state of import to ensure that the waste lead-acid batteries will be transported to an approved recycling facility in the destination location for recycling in an environmentally sound manner.
     
         The Convention encourages the Parties of the Convention to dispose of controlled waste within the country of origin as far as possible, but it does not prohibit the import or export of such waste under certain conditions, including that the state of import needs the waste as a raw material for recycling or recovery use. Currently, the waste lead-acid batteries exported from the Hong Kong Special Administrative Region comply with the above principles. Under the permit control system, approval from the competent authority of the concerned state of import must be obtained prior to the export of waste lead-acid batteries, which must be recycled in facilities equipped with processing capacity in waste lead-acid batteries.
     
         The EPD will continue to combat illegal collection and disposal of waste lead-acid batteries, and promote proper disposal of waste lead-acid batteries and the relevant legal requirements to the trade.
     
         The reply to the question raised by the Hon Judy Chan is as follows:
     
    (1) and (2) Currently, there are approximately 700 000 fuel-powered or gas-powered vehicles in Hong Kong, amounting to an estimation of around 3 000 tonnes of waste lead-acid batteries generated annually. In addition to other applications including uninterruptible power supply systems (e.g. data centres and emergency lighting), non-road mobile machineries (e.g. forklifts), vessels, and emergency generators in industrial and commercial buildings, an additional 3 500 to 4 000 tonnes of waste lead-acid batteries are generated each year. Thus, it is estimated that a total of 6 500 to 7 000 tonnes of waste lead-acid batteries are generated in Hong Kong annually. In recent years, the number of electric vehicles in Hong Kong has been steadily increasing. There were 110 014 electric vehicles in Hong Kong in 2024, representing about 12.2 per cent of the total number of vehicles. As newly launched electric vehicles no longer use lead-acid batteries, it is expected that the quantity of waste lead-acid batteries generated will gradually decline in the future.    
     
         Currently, there are eight licensed disposal facilities for disposal of waste lead-acid batteries, seven of which conduct preliminary treatment such as sorting, insulation, and packaging before exporting the waste lead-acid batteries to overseas facilities for recycling. According to the capacity stipulated in their licences, these seven facilities can collectively process up to approximately 42 000 tonnes of waste lead-acid batteries annually. Another licensed facility located at the EcoPark in Tuen Mun processes waste lead-acid batteries into lead bullion by dismantling waste lead-acid batteries into lead grid and lead paste by means of high temperature smelting. The maximum annual disposal capacity (for lead bullion production) stipulated in its licence is about 8 000 tonnes.
     
         In the past three years, the quantities of waste lead-acid batteries treated locally and exported overseas are listed as follows:

    (3) Over the past three years (i.e. 2022 to 2024), the Recycling Fund approved a total subsidy of about $1.03 million for seven waste lead-acid batteries recyclers. The approved funding was to subsidise the purchase of equipment, such as packaging machine, scissor lift and electric pallet truck for enhancing their productivity, and provide a one-off subsidy to frontline recycling staff to help the recycling industry to cope with the COVID-19 epidemic.
     
    (4) The Government has introduced the Promotion of Recycling and Proper Disposal of Products (Miscellaneous Amendments) Bill 2025 (Amendment Bill) to the Legislative Council on April 2 this year to establish a common legislative framework for the producer responsibility schemes (PRSs) applicable to different products. After the passage of the Amendment Bill, we will extend PRSs to more products (including lead-acid batteries) as and when appropriate by means of subsidiary legislation.
     
         The EPD has conducted consultations on the proposed PRS on lead-acid batteries from June 2023 to April 2025. We hitherto have met with more than 40 companies or organisations including trade associations of automotive batteries and tyres industry, traders of automotive parts, suppliers of uninterrupted power supplies, medical devices and forklifts, as well as engineering contractors and recyclers, with a view to considering the trade’s opinions when drawing up the implementation details. We will maintain a close communication with the trades and take into account their views for the sake of fine-tuning the operational details of the scheme as appropriate, including setting appropriate recycling targets in light of the prevailing circumstances.
     
    (5) After proper treatment of waste lead-acid batteries, valuable lead materials can be recovered, which have considerable value in the international recycling market. Therefore, there is a market for purchasing waste lead-acid batteries for recycling. Apart from Korea, many countries including Poland, the Czech Republic, Spain, Mexico, Greece, and Canada, possess the capability to process waste lead-acid batteries and import them from other places for recycling purposes. The local recycling facility located at the EcoPark is also capable of treating locally generated waste lead-acid batteries. Therefore, even if certain places adjust their policies and cease importing treated waste lead-acid batteries, the market is still capable of handling them.

         Following is a question by the Hon Yung Hoi-yan and a written reply by the Secretary for Commerce and Economic Development, Mr Algernon Yau, in the Legislative Council today (April 30):
     
    Question:
     
         It has been reported that the global Muslim population currently exceeds 2 billion, representing about 25 per cent of the world’s total population. Based on the State of the Global Islamic Economy Report 2022 released by DinarStandard in 2023, Muslims spent US$2.29 trillion in 2022 on, among others, food, pharmaceuticals, cosmetics, fashion and travel, and the global Islamic finance assets are expected to reach US$5.96 trillion by 2026. There are views that Hong Kong should expand its share of the international halal market in the countries along the Belt and Road, and strengthen industrial co-operation with the relevant countries. Regarding the development of the halal market, will the Government inform this Council:
     
    (1) whether it has kept information on the Gross Domestic Product (GDP) contributed to Hong Kong by the halal industry; if so, of the respective GDP generated in Hong Kong in each of the past five years by the products or industries in the halal market (i.e. (i) food and beverages, (ii) pharmaceutical and health products, (iii) cosmetics, (iv) fashion, (v) hotel and tourism, and (vi) financial services); if not, whether it has plans to compile statistics and keep the relevant information from now on;
     
    (2) whether it has kept information on Hong Kong enterprises which have exported goods to Muslim countries; if so, of the number of Hong Kong enterprises which have exported goods to Muslim countries in each of the past five years, the types of their goods and the respective GDP involved; if not, whether it has plans to compile statistics and keep the relevant information from now on;
     
    (3) whether it knows if the products currently re-exported through Hong Kong can be sold in the relevant Muslim countries after being certified by the Incorporated Trustees of the Islamic Community Fund of Hong Kong in accordance with Islamic law and procedures; if so, of the details; if not, what channels are available for such re-exported products to be sold in Muslim countries; and
     
    (4) whether it has plans to introduce a “halal certification system” and conduct mutual recognition of halal certification with major Muslim countries, so as to become a core corridor for certification and trade between related Mainland production enterprises and the halal consumer market, thereby promoting a steady growth in the trading volume of halal products in Hong Kong; if so, of the details; if not, the reasons for that?

         Upon consulting the Culture, Sports and Tourism Bureau and the Financial Services and the Treasury Bureau, the consolidated reply to the Hon Yung Hoi-yan’s question is as follows:
     
         Emerging markets such as the Middle East, the Association of Southeast Asian Nations (ASEAN) and other countries along the Belt and Road (B&R) have been the Government’s valued trade and economic partners. These countries’ economic development is growing rapidly and their markets possess vast potential, alongside enormous population of Muslims. The Government has been actively encouraging various sectors of society to seize business opportunities in these markets, so that they can develop in areas such as trade, tourism and finance and provide products and services tailored to the needs of these emerging markets, including the Muslim population therein.
     
         According to the information provided by the Census and Statistics Department (C&SD), the total value of Hong Kong’s domestic exports to Muslim countries (Note) increased from HK$2.7 billion in 2020 to HK$5.5 billion in 2024 whilst the total value of Hong Kong’s re-exports to Muslim countries increased from HK$178.8 billion in 2020 to HK$215.8 billion in 2024, recording an average annual growth rate of about 19.0 per cent and 4.8 per cent respectively in the past five years. The values of Hong Kong’s domestic exports and re-exports to individual Muslim countries in the past five years are at Appendices 1 and 2 respectively. Amongst others, major commodities of Hong Kong’s domestic exports to Muslim countries include “beverages”, “jewellery, goldsmiths’ and silversmiths’ wares, and other articles of precious or semi-precious materials” and “petroleum, petroleum products and related materials”, whilst major commodities of Hong Kong’s re-exports to Muslim countries include “telecommunications and sound recording and reproducing apparatus and equipment”, “electrical machinery, apparatus and appliances, and electrical parts thereof” and “office machines and automatic data processing machines”. The C&SD does not separately maintain information about the number of companies in Hong Kong exporting products to Muslim countries nor the relevant value of gross domestic product.
     
         Besides, although the “halal industry” does not have standard international industrial classifications like the retail and the catering industries rendering it impossible to draw up corresponding statistical coverage of the “halal industries” for compiling relevant information, the Government has been actively encouraging various sectors of society to seize opportunities in these halal markets, including promoting developments in areas such as trade, tourism and finance.
     
         In terms of trade, meeting the requirements for relevant halal product certifications and understanding the opportunities and challenges within the relevant markets are crucial. In this regard, the Hong Kong Trade Development Council (HKTDC) has been conducting research on individual key halal markets to understand their latest developments, and providing practical information to Hong Kong businesses, including the information on relevant product certification bodies. Furthermore, the HKTDC has also been providing various platforms to promote business opportunities in the halal market. For example, the HKTDC has been promoting different high-quality halal products and food, as well as related trading of products, at its annual Food Expo PRO to help the catering industry to expand its network and businesses. To assist Hong Kong enterprises in grasping the opportunities of the halal food market and facilitate buyers in procurement, the HKTDC introduced the Halal Showcase and added halal food and beverage labels to relevant exhibitors in the 2024 Food Expo PRO. The event also offered different seminars, explaining the requirements of halal food certification and analysing market opportunities and challenges, in order to promote multi-faceted business opportunities relevant to halal food to the businesses.
     
     
         In 2025-26, the HKTDC will arrange for local halal food manufacturers to participate in its Food Expo PRO to strengthen their collaboration with other halal food markets, as well as set up relevant pavilions at the Food Expo PRO to showcase more halal food and products and further explore Islamic business opportunities.
     
         At the same time, the Government strives to assist Hong Kong enterprises in developing more diversified markets and enhancing their competitiveness through various funding schemes and support measures. Among others, the Dedicated Fund on Branding, Upgrading and Domestic Sales provides funding support for enterprises to develop business in 40 economies with which Hong Kong has signed free trade agreements and/or investment promotion and protection agreements (IPPAs), including seven Muslim countries. Also, the SME Export Marketing Fund provides funding support for enterprises to participate in export promotion activities, promoting appropriate products and services to the Muslim population in markets outside Hong Kong.
     
         The Government will continue to actively explore emerging markets, including ASEAN, the Middle East and markets along the B&R, which have large Muslim population. The Government has been actively visiting ASEAN Member States to maintain close communication. For example, from 2022 to 2024, the Chief Executive led delegations to visit seven ASEAN Member States, concluding nearly 90 memoranda of understanding (MOU) and agreements, which helped create business opportunities for Hong Kong and strengthened friendships between the two places. The Government has also been actively reaching out to potential partners in the region, and signed an IPPA with Bahrain in March 2024, which is the third IPPA signed with economies in the Middle East region after the ones with Kuwait and the United Arab Emirates. At the same time, we are exploring the signing of IPPAs with Saudi Arabia, Bangladesh, Egypt and Peru.
     
         In view of the huge economic potential of the countries along the B&R (including those with large Muslin population), Invest Hong Kong (InvestHK) set up consultant offices in Cairo, the capital of Egypt, and Izmir, the third largest city in Türkiye, within 2024-25 according to the 2023 Policy Address and 2024-25 Budget. This will be beneficial to attracting capital and enterprises from these two member states of the Organisation of Islamic Cooperation and seizing relevant business opportunities.
     
         In respect of tourism, the Chief Executive stated in the 2024 Policy Address that the Government would actively develop visitor sources from the Middle East and ASEAN which have large Muslim population to seize opportunities. It is estimated that by 2028, there will be 250 million Muslim visitors worldwide and tourism receipts will reach US$225 billion.
     
         To encourage the travel trade to enhance Muslim-friendly tourism facilities, the Hong Kong Tourism Board (HKTB) has commissioned the internationally recognised halal travel promotion company CrescentRating since 2024 to carry out a series of work to study how Hong Kong can further enhance its “Muslim-friendly” tourism facilities, and assess local hotels, attractions and meetings, incentive travels, conventions and exhibitions (MICE) venues based on categories and standards on par with international benchmarks while taking into account Hong Kong’s actual situation. As at mid-April this year, 61 hotels, and five attractions and MICE venues have successfully applied for and obtained the ratings from CrescentRating.
     
         Besides, to encourage restaurants to obtain halal-related certification, the HKTB works with local halal certification authority, the Incorporated Trustees of the Islamic Community Fund of Hong Kong (Board of Trustees, BOT), to promote existing accreditations in the city and encourage food and beverage establishments to apply for certification. As at mid-April this year, the number of certified restaurants has increased from about 100 at the beginning of 2024 to more than 170, which also include high-end Chinese restaurant, Cantonese restaurant and contemporary Hong Kong-style noodle restaurants. In addition, four brands in the city are now offering halal-certified bakery products to provide more choices of souvenirs for Muslim visitors.
     
         Regarding financial services, the Government amended the laws in 2013 and 2014 to provide a tax structure for sukuk comparable with that for conventional bonds, and to allow for the issuance of sukuk under the Government Bond Programme. Thereafter, the Government issued three sukuk, totalling US$3 billion, under the Government Bond Programme, to demonstrate the viability of Hong Kong’s finance platform and that our legal, regulatory and taxation framework can readily support sukuk issuances of different structures. Besides, an array of Islamic financial products and services have been introduced in Hong Kong, including the listing of global sukuk on the Hong Kong Exchanges and Clearing Limited (HKEX), Shariah-compliant equity indices and Islamic banking windows. Asia’s first exchange-traded fund (ETF) tracking the Saudi Arabia market was also listed on the HKEX in November 2023.
     
         In the area of investment co-operation, the Hong Kong Monetary Authority signed an MOU with the Public Investment Fund of Saudi Arabia (PIF) to jointly anchor a new investment fund of US$1 billion to facilitate companies with nexus to Hong Kong and the Greater Bay Area to develop their business in Saudi Arabia. The Government will continue to expand market development efforts, including promoting the advantages of Hong Kong’s financial system and market, so as to explore further collaboration with Islamic markets in the area of finance.

  • MIL-Evening Report: Amid Dutton’s ‘hate media’ and Trump’s despotism, press freedom is more vital than ever

    Despite all the political machinations and hate towards the media coming from the president of the United States, I always thought the majority of Australian politicians supported the role of the press in safeguarding democracy.

    And I certainly did not expect Peter Dutton — amid an election campaign, one with citizens heading to the polls on World Press Freedom Day — to come out swinging at the ABC and Guardian Australia, telling his followers to ignore “the hate media”.

    I’m not saying Labor is likely to be the great saviour of the free press either.

    The ALP has been slow to act on a range of important press freedom issues, including continuing to charge journalism students upwards of $50,000 for the privilege of learning at university how to be a decent watchdog for society.

    Labor has increased, slightly, funding for the ABC, and has tried to continue with the Coalition’s plans to force the big tech platforms to pay for news. But that is not enough.

    The World Press Freedom Index has been telling us for some time that Australia’s press is in a perilous state. Last year, Australia dropped to 39th out of 190 countries because of what Reporters Without Borders said was a “hyperconcentration of the media combined with growing pressure from the authorities”.

    We should know on election day if we’ve fallen even further.

    What is happening in America is having a profound impact on journalism (and by extension journalism education) in Australia.

    ‘Friendly’ influencers
    We’ve seen both parties subtly start to sideline the mainstream media by going to “friendly” influencers and podcasters, and avoid the harder questions that come from journalists whose job it is to read and understand the policies being presented.

    What Australia really needs — on top of stable and guaranteed funding for independent and reliable public interest journalism, including the ABC and SBS — is a Media Freedom Act.

    My colleague Professor Peter Greste has spent years working on the details of such an act, one that would give media in Australia the protection lacking from not having a Bill of Rights safeguarding media and free speech. So far, neither side of government has signed up to publicly support it.

    Australia also needs an accompanying Journalism Australia organisation, where ethical and trained journalists committed to the job of watchdog journalism can distinguish themselves from individuals on YouTube and TikTok who may be pushing their own agendas and who aren’t held to the same journalistic code of ethics and standards.

    I’m not going to argue that all parts of the Australian news media are working impartially in the best interests of ordinary people. But the good journalists who are need help.

    The continuing underfunding of our national broadcasters needs to be resolved. University fees for journalism degrees need to be cut, in recognition of the value of the profession to the fabric of Australian society. We need regulations to force news organisations to disclose when they are using AI to do the job of journalists and broadcasters without human oversight.

    And we need more funding for critical news literacy education, not just for school kids but also for adults.

    Critical need for public interest journalism
    There has never been a more critical need to support public interest journalism. We have all watched in horror as Donald Trump has denied wire services access for minor issues, such as failing to comply with an ungazetted decision to rename the Gulf of Mexico to the Gulf of America.

    And mere days ago, 60 Minutes chief Bill Owens resigned citing encroachments on his journalistic independence due to pressure from the president.

    The Committee to Protect Journalists is so concerned about what’s occurring in America that it has issued a travel advisory for journalists travelling to the US, citing risks under Trump administration policies.

    Those of us who cover politically sensitive issues that the US administration may view as critical or hostile may be stopped and questioned by border agents. That can extend to cardigan-wearing academics attending conferences.

    While we don’t have the latest Australian figures from the annual Reuters survey, a new Pew Research Centre study shows a growing gap between how much Americans say they value press freedom and how free they think the press actually is. Two-thirds of Americans believe press freedom is critical. But only a third believe the media is truly free to do its job.

    If the press isn’t free in the US (where it is guaranteed in their constitution), how are we in Australia expected to be able to keep the powerful honest?

    Every single day, journalists put their lives on the line for journalism. It’s not always as dramatic as those who are covering the ongoing conflict in the Middle East, but those in the media in Australia still front up and do the job across a range of news organisations in some fairly poor conditions.

    If you care about democracy at all this election, then please consider wisely who you vote for, and perhaps ask their views on supporting press freedom — which is your right to know.

    Minister of Foreign Affairs Lin Chia-lung and Paraguayan Minister of Foreign Affairs Rubén Ramírez Lezcano on November 29 signed an intergovernmental agreement on mutual visa exemption for regular passport holders from Taiwan and Paraguay. After the conclusion of the ceremony, which took place at the Ministry of Foreign Affairs, Minister Lin hosted a banquet for the Paraguayan delegation. The two sides exchanged views on such issues as further deepening the diplomatic alliance between Taiwan and Paraguay, promoting bilateral economic and trade exchanges, and pursuing trilateral cooperation together with the United States. 
     
    Minister Lin welcomed Minister Ramírez back to Taiwan, following an earlier trip in May to accompany President Santiago Peña to President Lai Ching-te’s inauguration. Minister Lin noted that this demonstrated the deep friendship and close relations between Taiwan and Paraguay. During their meeting, the two ministers discussed international political and economic developments and bilateral cooperation projects. They also exchanged opinions on economic, trade, and investment issues related to Taiwan’s electric bus, food processing, and textile industries and the import of agricultural and livestock products. Minister Ramírez said he was pleased that Taiwan had implemented the Diplomatic Allies Prosperity Project in Paraguay, which he hoped would bring mutual benefits and prosperity to both nations.
     
    Minister Ramírez reaffirmed the staunch support extended to Taiwan by President Peña and the government and people of Paraguay and conveyed sincere greetings on their behalf. He expressed the hope that by building a model of trilateral cooperation, Taiwan, the United States, and Paraguay could jointly safeguard the core values of freedom, democracy, and human rights. He affirmed the earlier signing of the agreement on mutual visa exemption for regular passport holders of the two countries, adding that this would foster people-to-people exchanges and afford greater convenience to Taiwanese businesses investing in Paraguay.
