    WASHINGTON, D.C. – U.S. Senator Gary Peters (MI) joined a group of his Senate colleagues in demanding answers about the closure of five regional Head Start Offices across the country, including Chicago’s Region 5 office which serves Michigan’s Head Start centers. In a letter to U.S. Secretary of Health and Human Services Robert F. Kennedy Jr., Peters made clear that this decision will negatively impact the early educational programs that children and families depend on, while also cutting jobs for dedicated educators.  
    “This announcement – which contained no guidance for grantees in impacted regions – has created confusion and chaos for Head Start centers, employees, and families across various states, including those in Region 5 (Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin),” Peters and his colleagues wrote.  
    The Head Start program serves in-need children and their families across both rural and urban communities in Michigan. There are currently 620 Head Start centers operating in Michigan, with capacity to serve more than 20,500 children ages 3 to 5 in Head Start programs and close to 7,000 enrollees in Early Head Start programs.  
    “Head Start centers run on tight budgets, and without a regional office, grantees will not be able to receive approval to draw down funds, forcing many to consider laying off staff—or even shuttering their doors,” the senators wrote. 
    They continued: “This will have devastating effects for children, families, child care workers, and the economy if children fail to receive care, child care staff lose their jobs, and parents cannot go to work.” 
    Peters concluded the letter by demanding answers about how the closure of the Region 5 office in Chicago will impact Head Start grantees across Michigan and families that rely on this program.

  • MIL-OSI USA: Sols 4518-4519: Thumbs up from Mars

    Earth planning date: Monday, 21st April 2025
    It is Easter Monday, a bank holiday here in the United Kingdom. I am Science Operations Working Group Chair today, a role that is mainly focused on coordinating all the different planning activities on a given day, and ensuring all the numbers are communicated to everyone. And with that I mean making sure that everyone knows how much power we have and other housekeeping details. It’s a fun role, but on the more technical side of the mission, which means I don’t get to look at the rocks in the workspace as closely as my colleagues who are planning the activities of the instruments directly investigating the rocks. It’s a lot of fun to see how planning day after planning day things come together. But why am I doing this on a bank holiday, when I could well be on my sofa? I just was reminded in the hours before planning how much fun it actually is to spend a little more time looking at all the images  – and not the usual hectic rush coming out of an almost complete work day (we start at 8 am PDT, which is 4 pm here in the UK!). So, I enjoyed the views of Mars, and I think Mars gave me a thumbs up for it, or better to say a little pointy ‘rock up’ in the middle of a sandy area, as you can see in the image above!
    I am sure you noticed that our team has a lot to celebrate! Less than a month after the publication about alkanes made headlines in many news outlets, we have another big discovery from our rover, now 4518 sols on Mars: in three drill holes, the rover instruments detected the mineral siderite, a carbonate. That allowed a group of scientists from our team to piece together the carbon cycle of Mars. If you want to know more, the full story is here. I am looking forward to our next big discovery. Who knows that that is? Well, it would not be exploration, if we knew!
    But today’s workspace looks intriguing with all its little laminae (the very fine layers) and its weathering patterns that look like a layered cake that little fingers have picked the icing off! (Maybe I had too many treats of the season this weekend? That’s for you to decide!) But then Mars did what it did so many times lately: we did not pass our slip risk assessment and therefore had to keep the arm stowed. I think there is a direct link between geologists getting exciting about all the many rocks, and a wheel ending up on one of them, making it unsafe to unstow the arm. There was a collective sigh of disappointment – and then we moved on to what we actually can do.
    And that is a lot of imaging. As exciting as getting an APXS measurement and MAHLI images would be, Mastcam images, ChemCam chemistry and RMI images are exciting, too. The plan starts with three Mastcam activities to document the small troughs that form around some of the rocks. Those amount to 15 frames already, then we have a ten-frame mosaic on a target called “West Fork,” which is looking at rocks in the middle ground of the scenery and display interesting layering. Finally, a 84 frame mosaic will image Texoli, one of the large buttes in our neighbourhood, in all its beauty. It shows a series of interesting layers and structures, including some that might be akin to what we expect the boxwork structures to look like. Now, did you keep count? Yes, that’s 109 frames from Mastcam – and add the one for the documentation of the LIBS target, too, and Mastcam takes exactly 110 frames!
    ChemCam is busy with a target called “Lake Poway,” which represents the bedrock around us. Also in the ChemCam activities is a long distance RMI upwards Mt Sharp to the Yardang unit. After the drive – more of that later – ChemCam as an automated observation, we call it AEGIS, where ChemCam uses a clever algorithm to pick its own target.
    The drive will be very special today. As you may have seen, we are imaging our wheels in regular intervals to make sure that we are keeping track of the wear and tear that over 34 km of offroad driving on Mars have caused. For that, we need a very flat area and our rover drivers did locate one due West of the current rover positions. So, that’s where we will drive first, do the full MAHLI wheel imaging and then return to the originally planned path. That’s where we’ll do a MARDI image, post drive imaging to prepare the planning for the next sols, and the above mentioned AEGIS.
    In addition to all the geologic investigations, there is continuous environmental monitoring ongoing. Curiosity will look at opacity and dust devils, and REMS will switch on regularly to measure wind speeds, humidity, temperature, ultraviolet radiation and pressure throughout the plan. Let’s not forget DAN, which monitors water and chlorine in the subsurface as we are driving along. It’s so easy to forget the ones that sit quietly in the back – but in this case, they have important data to contribute!

  • MIL-OSI USA: NASA Airborne Sensor’s Wildfire Data Helps Firefighters Take Action

    Data from the AVIRIS-3 sensor was recently used to create detailed fire maps in minutes, enabling firefighters in Alabama to limit the spread of wildfires and save buildings.
    A NASA sensor recently brought a new approach to battling wildfire, providing real-time data that helped firefighters in the field contain a blaze in Alabama. Called AVIRIS-3, which is short for Airborne Visible Infrared Imaging Spectrometer 3, the instrument detected a 120-acre fire on March 19 that had not yet been reported to officials.
    As AVIRIS-3 flew aboard a King Air B200 research plane over the fire about 3 miles (5 kilometers) east of Castleberry, Alabama, a scientist on the plane analyzed the data in real time and identified where the blaze was burning most intensely. The information was then sent via satellite internet to fire officials and researchers on the ground, who distributed images showing the fire’s perimeter to firefighters’ phones in the field.
    All told, the process from detection during the flyover to alert on handheld devices took a few minutes. In addition to pinpointing the location and extent of the fire, the data showed firefighters its perimeter, helping them gauge whether it was likely to spread and decide where to add personnel and equipment.

    “This is very agile science,” said Robert Green, the AVIRIS program’s principal investigator and a senior research scientist at NASA’s Jet Propulsion Laboratory in Southern California, noting AVIRIS-3 mapped the burn scar left near JPL by the Eaton Fire in January.
    Observing the ground from about 9,000 feet (3,000 meters) in altitude, AVIRIS-3 flew aboard several test flights over Alabama, Mississippi, Florida, and Texas for a NASA 2025 FireSense Airborne Campaign. Researchers flew in the second half of March to prepare for prescribed burn experiments that took place in the Geneva State Forest in Alabama on March 28 and at Fort Stewart-Hunter Army Airfield in Georgia from April 14 to 20. During the March span, the AVIRIS-3 team mapped at least 13 wildfires and prescribed burns, as well as dozens of small hot spots (places where heat is especially intense) — all in real time.

    Data from imaging spectrometers like AVIRIS-3 typically takes days or weeks to be processed into highly detailed, multilayer image products used for research. By simplifying the calibration algorithms, researchers were able to process data on a computer aboard the plane in a fraction of the time it otherwise would have taken. Airborne satellite internet connectivity enabled the images to be distributed almost immediately, while the plane was still in flight, rather than after it landed.
    The AVIRIS team generated its first real-time products during a February campaign covering parts of Panama and Costa Rica, and they have continued to improve the process, automating the mapping steps aboard the plane.
    ‘Fan Favorite’
    The AVIRIS-3 sensor belongs to a line of imaging spectrometers built at JPL since 1986. The instruments have been used to study a wide range of phenomena — including fire — by measuring sunlight reflecting from the planet’s surface.
    During the March flights, researchers created three types of maps. One, called the Fire Quicklook, combines brightness measurements at three wavelengths of infrared light, which is invisible to the human eye, to identify the relative intensity of burning. Orange and red areas on the Fire Quicklook map show cooler-burning areas, while yellow indicates the most intense flames. Previously burned areas show up as dark red or brown.
    Another map type, the Fire 2400 nm Quicklook, looks solely at infrared light at a wavelength of 2,400 nanometers. The images are particularly useful for seeing hot spots and the perimeters of fires, which show brightly against a red background.
    A third type of map, called just Quicklook, shows burned areas and smoke.
    The Fire 2400 nm Quicklook was the “fan favorite” among the fire crews, said Ethan Barrett, fire analyst for the Forest Protection Division of the Alabama Forestry Commission. Seeing the outline of a wildfire from above helped Alabama Forestry Commission firefighters determine where to send bulldozers to stop the spread. 
    Additionally, FireSense personnel analyzed the AVIRIS-3 imagery to create digitized perimeters of the fires. This provided firefighters fast, comprehensive intelligence of the situation on the ground.
    That’s what happened with the Castleberry Fire. Having a clear picture of where it was burning most intensely enabled firefighters to focus on where they could make a difference — on the northeastern edge. 
    Then, two days after identifying Castleberry Fire hot spots, the sensor spotted a fire about 4 miles (2.5 kilometers) southwest of Perdido, Alabama. As forestry officials worked to prevent flames from reaching six nearby buildings, they noticed that the fire’s main hot spot was inside the perimeter and contained. With that intelligence, they decided to shift some resources to fires 25 miles (40 kilometers) away near Mount Vernon, Alabama.
    To combat one of the Mount Vernon fires, crews used AVIRIS-3 maps to determine where to establish fire breaks beyond the northwestern end of the fire. They ultimately cut the blaze off within about 100 feet (30 meters) of four buildings. 
    “Fire moves a lot faster than a bulldozer, so we have to try to get around it before it overtakes us. These maps show us the hot spots,” Barrett said. “When I get out of the truck, I can say, ‘OK, here’s the perimeter.’ That puts me light-years ahead.”
    AVIRIS and the Firesense Airborne Campaign are part of NASA’s work to leverage its expertise to combat wildfires using solutions including airborne technologies. The agency also recently demonstrated a prototype from its Advanced Capabilities for Emergency Response Operations project that will provide reliable airspace management for drones and other aircraft operating in the air above wildfires.

  • MIL-OSI USA: CISA, DHS S&T, INL, LSU Help Energy Industry Partners Strengthen Incident Response and OT Cybersecurity

    WASHINGTON – The Cybersecurity and Infrastructure Security Agency (CISA), Department of Homeland Security (DHS) Science and Technology Directorate (S&T) and the Idaho National Laboratory (INL) hosted Louisiana State University (LSU) and several energy industry and critical infrastructure partners to train against simulated, high-impact cyberattacks on operational technology (OT) and traditional information technology (IT) at CISA’s Control Environment Laboratory Resource (CELR) in Idaho Falls, Idaho, last week. LSU is the first university in the U.S. invited to participate in the CELR exercise, as part of CISA and INL’s efforts to strengthen cyber talent development and research partnerships.

    Cybersecurity threats exploit the increased complexity and connectivity of critical infrastructure systems. The potential incapacitation or destruction of assets, systems and networks, whether physical or virtual, could have a debilitating effect on national security, economic security and on public health and safety. As the nation’s cyber defense agency, CISA is committed to growing operational and strategic partnerships to increase collaboration across the OT and industrial control systems (ICS) community.

    On April 15-17, energy industry partners and the CISA-INL-LSU team used the CELR chemical processing platform, located at and operated by INL on behalf of CISA. CELR platforms are benchtop models of critical infrastructure with integrated industrial processes to represent how real-world components and facilities might be compromised through cyber-physical attacks. The participants were positioned in a live environment with IT and OT traffic and attacked by a technical team posing as a sophisticated adversary. The training participants’ mission was to detect and respond to kinetic cyberattacks through ICS elements, including supervisory control and data acquisition (SCADA) systems, human-machine interfaces (HMIs), programmable logic controllers (PLCs), OT and IT systems and other key components widely used in industrial facilities.

    “Collaborating with LSU and industry partners is extremely beneficial in strengthening the nation’s cybersecurity knowledge and ability to respond to threats. This training is another step in our shared vision to expand the opportunity for critical infrastructure entities to strengthen their cybersecurity using CELR,” said Matt Hartman, CISA Deputy Executive Assistant Director for Cybersecurity. “Malicious cyber actors and nation-state adversaries are a persistent, highly capable threat to critical infrastructure operations, functionality and safety. CELR is a valuable resource for critical infrastructure owners and operators seeking to improve the security of their ICS/OT networks.”

    “INL’s Controls Laboratory hosts five CISA-sponsored ICS testbeds, offering immersive environments for partners to experience realistic cyberattack scenarios against critical infrastructure,” said Tim Huddleston, INL’s Cybersecurity Program Manager. “We were proud to host industry partners and academia in this exercise, helping them improve their skills in cyber hunting and incident response, which reduces the risk from malicious cyber actors.”

    INL leverages scientific expertise and unique controls environments to support the departments of Energy, Defense and Homeland Security in national security challenges, including critical infrastructure protection. Last week’s training is part of an ongoing collaborative effort by CISA, DHS S&T, INL and LSU to equip energy industry cyber defenders to protect ICS environments and develop deeply technical cyber talent for critical infrastructure. Under CISA and S&T oversight, INL is currently developing the first university-based CELR platform. DHS S&T and CISA plan to deliver an Oil and Natural Gas CELR platform to LSU by fall of this year.

    Through a Cooperative Research and Development Agreement, LSU will operate and maintain the Oil and Natural Gas platform and host similar trainings for energy sector partners, state cyber defenders, and LSU faculty, staff and students. This agreement will provide government and industry security professionals in the Louisiana gulf region an extremely valuable, local opportunity to hone their OT/ICS cybersecurity skills.

    “This partnership is a wonderful example of DHS S&T’s role in enabling effective, efficient, and secure operations by applying scientific, engineering, analytic, and innovative approaches to deliver timely solutions. The CELR platforms help ensure critical infrastructure is better positioned to detect, mitigate, or prevent cyber-attacks in the real world. By positioning a platform in close proximity to critical infrastructure owners and operators, as well as making it accessible to the next generation of oil refinery workforce through the university, DHS S&T and CISA are ensuring our nation’s oil supply remains secure and available to consumers,” said Jonathan McEntee,Acting Executive Director for S&T Office of Mission and Capability Support.

    Another outcome from this collaborative effort, LSU and Battelle Energy Alliance, the company that manages INL, recently signed a memorandum of understanding to formalize their partnership in areas of mutual interest, including cybersecurity and advanced nuclear technology.   • MIL-OSI USA: NASA Collaborates to Enable Spectrum-Dependent Science, Exploration, and Innovation

    In our modern wireless world, almost all radio frequency (RF) spectrum bands are shared among multiple users. In some domains, similar users technically coordinate to avoid interference. The spectrum management team, part of NASA’s SCaN (Space Communications and Navigation) Program, represents the collaborative efforts across U.S. agencies and the international community to protect and enable NASA’s current and future spectrum-dependent science, exploration, and innovation.     

    NASA works to promote the collaborative use of the RF spectrum around Earth, and beyond. For example, NASA coordinates closely with other U.S. government agencies, international civil space agencies, and the private sector to ensure missions that overlap in time, location, and frequency do not cause or receive interference that could jeopardize their success. The spectrum management team protects NASA’s various uses of the spectrum by collaborating with U.S. and international spectrum users on technical matters that inform regulatory discussions.  
    As a founding member of the Space Frequency Coordination Group, NASA works with members of governmental space- and science-focused agencies from more than 35 countries. The Space Frequency Coordination Group annual meetings provide a forum for multilateral discussion and consideration of international spectrum regulatory issues related to Earth, lunar, and deep space research and exploration. The Space Frequency Coordination Group also provides a forum for the exchange of technical information to facilitate coordination for specific missions and enable efficient use of limited spectrum resources in space. 

    Creating and maintaining the global spectrum regulations that govern spectrum sharing requires collaboration and negotiation among all its diverse users. The International Telecommunication Union manages the global spectrum regulatory framework to optimize the increasing, diverse uses of the RF spectrum and reduce the likelihood of RF systems experiencing interference. U.S. regulators at the National Telecommunications and Information Administration and the Federal Communications Commission are responsible for developing and administering domestic spectrum regulations.  Organizations across the world cooperatively plan and regulate spectrum use.  The spectrum management team participates on behalf of NASA at both national and international levels to ensure that the U.S. domestic and international spectrum regulatory framework supports and enables NASA’s current and future missions.

  • MIL-OSI USA: Management and Regulation Ensure Effective Spectrum Sharing

    Spectrum is a shared resource. Since the discovery of radio waves and the invention of the telegraph, humanity has exponentially increased its use of the radio frequency (RF) spectrum.  Consider how many wireless devices are around you right now.  You’re probably reading this on a smartphone or laptop connected to the internet through Wi-Fi or 5G. You might be listening to music on Bluetooth headphones. If you are in a car or bus, the driver may be using signals from GPS satellites. To meet this increasing need, RF engineers and regulators continue to develop ways to enable users to share the same frequencies at the same time in the same place — think of modern cell phone technology. Avoiding or lessening interference between users requires regulators and users alike to maintain and enforce the ‘rules of the road’ that describe who can use which frequencies where, when, and how. NASA, like all other users, must comply with these regulations and collaborate with other users to ensure our use of the RF spectrum can continue and evolve. 

    NASA’s spectrum professionals work with users early in the project planning phase to understand the type, location, and duration of their data, and in turn determine what kind of antennas, transmitters, and receivers will be required. With that information, a spectrum manager helps to define the spectrum requirements, such as bandwidths, modulation, and other technical characteristics of the radio signals to be used.  Understanding a project’s objectives helps define the appropriate service allocation and  potential frequency ranges.   
    Once these spectrum requirements are determined, NASA’s spectrum professionals work with other relevant spectrum users within and beyond NASA to coordinate the use of the spectrum.   In the unfortunate event of harmful RF interference, working to identify, resolve, and report the interference is another critical function of NASA’s spectrum professionals. For example as Jeff Hayes — NASA’s current SCaN (Space Communications and Navigation) Program liaison to the Science Mission Directorate and the former program executive for operating missions in the Heliophysics and Astrophysics Divisions — recounts, “The NICER (Neutron Star Interior Composition Explorer) observatory did actually experience bouts of RF interference over certain parts of the world. As NICER uses GPS to understand where it is pointing to in the sky, interference can make the location information of the source imprecise, and that impacts the quality of the data collected. That data could potentially be attributed to the wrong star.” 
    When NASA identifies interference to a mission like NICER or to a device at an agency center or facility, NASA center and facility spectrum managers work to identify, resolve, and report the interference.  
    Identifying and reporting sources of interference helps to raise awareness of the impacts and causes of interference. When the sources of interference are international, which is especially common for space systems like NICER, SCaN’s spectrum management team works with U.S. regulators to report the incident to international regulators. These interference reports can be used to advocate for regulatory protections that help ensure the integrity of valuable science data and the safety of human spaceflight activities.  

    NASA’s spectrum analysts and engineers perform analyses and simulations to support spectrum planning and management activities. For example, passive remote sensing instruments like the radiometer on the Soil Moisture Active Passive mission detect natural energy (radiation) emitted or reflected by an object or scene being observed. This energy is much fainter than human-generated radio signals and require highly sensitive radiometers that are susceptible to interference from more powerful signals. The spectrum management team works to ensure regulatory protections are in place and followed to ensure the integrity of NASA’s scientific missions. 
    Sometimes NASA’s future missions envision new ways and places to use radio waves. For example, when NASA’s Artemis campaign began taking steps to return humans to the Moon, SCaN’s spectrum professionals began working with other stakeholders to develop a RF architecture that enables the use of radio waves for science data, communications, positioning, navigation, and timing while also limiting the risk of interference with systems on or orbiting Earth. NASA’s spectrum professionals further the agency’s spectrum management goals and objectives by analyzing potential changes in international or domestic regulations and proposing technical solutions that promote collaborative spectrum use with both foreign and domestic partners.   
    NASA’s technical expertise is critical to ensuring domestic and international regulators are well informed as they develop new or revised regulations that effectively enable the exciting innovation and exploration central to NASA’s mission.

  • MIL-OSI USA: NASA’s Use of the Radio Frequency Spectrum

    As associate administrator for NASA’s Space Operations Mission Directorate Ken Bowersox puts it, “nothing happens without communications.”  
    And effective communications require the use of radio waves.  
    None of NASA’s exciting science and engineering endeavors would be possible without the use of radio waves to send data, communications, and commands between researchers or flight controllers and their flight platforms or instruments.  
    Reflecting on his time as a pilot, commander, and mission specialist during the Space Shuttle Program, Bowersox says, “If you’re not there physically, you can’t be a part of the team. But if you’re getting the data, whether it’s video, telemetry data with states of switches, or individual parameters on temperatures or pressures, then you can act on it and provide information to the spacecraft team so they can do the right thing in their operation.”  
    These vital data and communications functions, as well as the gathering of valuable scientific data through remote sensing applications, all use radio frequencies (RF) within the electromagnetic spectrum. NASA centers and facilities also use the RF spectrum to support their everyday operations, including the walkie-talkies used by security guards, air traffic control systems around airfields, and even office Wi-Fi routers and wireless keyboards.

    All of NASA’s uses of the RF spectrum are shared, with different radio services supporting other kinds of uses. Service allocation is a fundamental concept in spectrum regulation and defines how the spectrum is shared between different types of applications. A service allocation defines ranges, or bands, of radio frequencies that can be used by a particular type of radio service. For example, a television broadcasting satellite operates in frequency bands allocated to the broadcasting satellite service, terrestrial cellular services operate in bands allocated for the mobile service, and the communications antennas on the International Space Station (ISS) operate in bands allocated to space operations service.   
    However, an allocation is not a license to operate — it does not authorize a specific system or operator to use particular frequencies. Such authority is granted through domestic and international regulatory processes.  
    Most frequency bands of the RF spectrum are shared, and each frequency band typically has two or more radio services allocated to it. Careful spectrum regulation, planning, and management aim to identify mutually compatible services to share frequency bands while limiting its negative impacts. 

    Many of NASA’s most notable uses of spectrum rely on the following service allocations: 

    Earth exploration-satellite service   

    Space research service     

    Space operations service 

    Inter-satellite service 

    Note that allocations in the Earth exploration-satellite service and the space research service are designated either for communications links in the Earth-to-space, space-to-Earth, or space-to-space directions or designated for active or passive sensing of Earth or celestial objects (respectively) to differentiate the types of uses within the service and afford the requisite protections.

  • MIL-OSI USA: NASA Astronaut Don Pettit to Discuss Seven-Month Space Mission

    Pettit returned to Earth on April 19 (April 20, Kazakhstan time), along with Roscosmos cosmonauts Alexey Ovchinin and Ivan Vagner. Pettit celebrated his 70th birthday on April 20. He spent 220 days in space as an Expedition 71/72 flight engineer, bringing his career total to 590 days in space during four spaceflights. Pettit and his crewmates completed 3,520 orbits of Earth over the course of their 93-million-mile journey. They also saw the arrival of six visiting spacecraft and the departure of seven.
    During his time on orbit, Pettit conducted hundreds of hours of scientific investigations, including research to enhance on-orbit metal 3D printing capabilities, advance water sanitization technologies, explore plant growth under varying water conditions, and investigate fire behavior in microgravity, all contributing to future space missions.
    He also spent time aboard the space station sharing his photography, often posting images to his X account. He took more than 670,000 photos during his stay.

  • MIL-OSI USA: NASA Stennis Continues Prep for Future Artemis Testing

    Crews at NASA’s Stennis Space Center recently completed activation of interstage gas systems needed for testing a new SLS (Space Launch System) rocket stage to fly on future Artemis missions to the Moon and beyond.
    The activation marks a milestone in preparation for future Green Run testing of NASA’s exploration upper stage (EUS) in the B-2 position of the Thad Cochran Test Stand. For Green Run, teams will activate and test all systems to ensure the stage is ready to fly. Green Run will culminate with a hot fire of the stage’s four RL10 engines, just as during an actual mission.
    The interstage simulator component will function like the SLS interstage section that protects the upper stage during Artemis launches. The interstage simulator will do the same during Green Run testing of the stage at NASA Stennis.
    The interstage simulator gas system will provide helium, nitrogen, and hydrogen to the four RL10 engines for all wet dress and hot fire exercises and tests.
    During the activation process, NASA Stennis crews simulated the engines and flowed gases to mirror various conditions and collect data on pressures and temperatures. NASA Stennis teams conducted 80 different flow cases, calculating such items as flow rates, system pressure drop, and fill/vent times. The calculated parameters then were compared to models and analytics to certify the gas system meets performance requirements.

    Crews now will work to activate the umbilical gases and liquid oxygen systems. The NASA Stennis team will then conduct water system activation, where it will flow the flame deflector, aspirator, diffuser cooling circuits, purge rings and water-cooled fairing.
    Afterward, the team will deploy the FireX system to check for total coverage, expected to be completed in the summer. 
    Before the exploration upper stage, built by Boeing at NASA’s Michoud Assembly Facility in New Orleans, arrives at NASA Stennis, crews will perform a final 24-hour check, or stress test, across all test complex facilities to demonstrate readiness for the test series.

  • MIL-OSI USA: Nine Finalists Advance in NASA’s Power to Explore Challenge

    NASA has named nine finalists out of the 45 semifinalist student essays in the Power to Explore Challenge, a national writing competition for K-12 students featuring the enabling power of radioisotopes. Contestants were challenged to explore how NASA has powered some of its most famous science missions, and to dream up how their personal “superpowers” would energize their success on their own radioisotope-powered science mission.

    The competition asked students to learn about NASA’s radioisotope power systems (RPS), likened to a “nuclear battery” that the agency uses to explore some of the most extreme destinations in our solar system and beyond. Long before the early days of Apollo, our Moon has inspired explorers of all ages to push beyond known limits to realize impossible dreams. These systems have enabled NASA to discover “moonquakes” on Earth’s Moon and study some of the most extreme moons of the solar system, which have active volcanoes, methane lakes, and ice glaciers. As of March 25, NASA has discovered over 891 moons, each with secrets ready to be unlocked.
    Students were challenged to pick any moon in our solar system’s exploration could be enabled by this space power systems. In 275 words or less, they dreamed up a unique exploration mission of this moon and described their own power to achieve their mission goals.
    The Power to Explore Challenge offered students the opportunity to learn more about these reliable power systems, celebrate their own strengths, and interact with NASA’s diverse workforce. This year’s contest received 2,051 submitted entries from all 50 states, U.S. territories, and the Department of Defense Education Activity overseas.
    “I am always so impressed by quality of the essays and the creativity of the ideas that the students submit to NASA’s Power to Explore Challenge.” said Carl Sandifer, program manager of the Radioisotope Power Systems Program at NASA’s Glenn Research Center in Cleveland. “I’m looking forward to welcoming the winners to NASA’s Glenn this summer.”
    Entries were split into three categories: grades K-4, 5-8, and 9-12. Every student who submitted an entry received a digital certificate and an invitation to the Power Up virtual event held on March 21 that announced the semifinalists. Students learned about what powers the NASA workforce to dream big and work together to explore.
    Three national finalists in each grade category (nine finalists total) have been selected. In addition to receiving a NASA RPS prize pack, these participants will be invited to an exclusive virtual meeting with a NASA engineer or scientist to talk about their missions and have their space exploration questions answered. Winners will be announced on May 7.

    Sacramento, California – Governor Gavin Newsom announced today that California will soon be releasing electronic benefits transfer (EBT) cards for the SUN Bucks food program in summer 2025. California was one of the first states in the nation to launch SUN Bucks in the summer of 2024. In its first year, nearly $500 million in food purchases were made and the families and caregivers of more than 4.3 million California children activated their SUN Bucks cards. Over 4 million eligible California children will automatically receive SUN Bucks EBT cards that can be used to purchase groceries starting in June, and each eligible child will receive $120.

    How SUN Bucks works

    Most children who qualify for free or reduced-price meals through a school meal application or Universal Benefits Application, or receive CalFresh, CalWORKs, and/or Medi-Cal benefits (certified at or below 185 percent of the Federal Poverty Level), are automatically enrolled. Children in foster care, experiencing homelessness or attending Head Start are also categorically eligible and are automatically enrolled. Based on California Department of Social Services (CDSS) and California Department of Education (CDE) data, more than 4 million children will be automatically enrolled this year.

    Children who are not determined to be automatically eligible may apply by submitting a school meal application or Universal Benefits Application to their school or school administrator’s office by September 1, 2025, in order to receive SUN Bucks benefits for summer 2025.

    SUN Bucks cards for summer 2025 are scheduled to arrive in the mail beginning in June and will continue until mailings are complete. SUN Bucks EBT cards will provide $120 per child, which is equivalent to $40 per month for June, July, and August, the three months schools are typically closed.

    “We’re excited to see SUN Bucks return for the summer of 2025,” CDSS Director Jennifer Troia said. “Last year, this program not only helped put food on the table for millions of California families, but it also bolstered local economies where food benefits were spent.”

    Regardless of when a SUN Bucks EBT card is mailed or received, every card is loaded with the full $120 per child. Per federal rules, funds must be used within 122 days of the funds being added to the card. Any unused funds on the card will expire after 122 days. Expired benefits cannot be replaced.     Participation in SUN Bucks will have no bearing on eligibility for CalFresh or any other public benefit program. Children who receive SUN Bucks may still participate in other summer meal options, such as SUN Meals.

    Leading the way to fight hunger

    California was the first state to implement a statewide Universal Meals Program for schoolchildren, providing all public TK-12 students access to two free meals per school day. In September, Governor Newsom signed legislation to increase enrollment in state food assistance programs, reduce youth consumption of processed foods, and increase access to healthy, locally grown food in all California communities.

    First Partner Jennifer Siebel Newsom also championed efforts to develop the innovative California Farm to School initiative. California Farm to School works in tandem with universal school meals to ensure California students have access to two free school meals that are locally-sourced, delicious, and nutritious. California also participates in the federal SUN Bucks food program which ensures that children in families with low incomes have adequate nutrition while school is out for the summer.

    About the SUN Bucks program

    In December 2022, Congress passed the Consolidated Appropriations Act of 2023, which created a new, permanent Summer EBT program for states to provide food benefits to families beginning in 2024. In July 2023, California passed Assembly Bill 120, establishing the CDSS as the lead implementing agency, in partnership with CDE, to maximize Summer EBT program participation for summer 2024. This program is being rolled-out in many parts of the country.

    Due to the large number of automatically enrolled children, SUN Bucks EBT card issuances will occur in two stages:

    • Stage 1: Automatically enrolled children will begin receiving their cards in early June through July 2025. Cards will be mailed in alphabetical order according to the child’s last name.
    • Stage 2: Children determined eligible after the start of Stage 1 will begin receiving their cards in September 2025 until mailings are complete.

    What you need to know: 14,133 cases have been referred to district attorneys’ offices through a community grant investment proposed by Governor Gavin Newsom to root out organized retail crime and hold bad actors accountable.

    Sacramento, CaliforniaMarking a significant accomplishment of the law enforcement community in battling organized retail theft, Governor Gavin Newsom today announced 14,133 referrals for prosecution in the first year of the state’s organized retail theft and vertical prosecution grants. 

    Proposed by Governor Newsom and distributed by the Board of State and Community Corrections (BSCC) from October 2023 to December 2024, this grant funding of $267 million to 55 communities has enabled cities and counties to hire more police and secure more felony charges against suspects.

    As we continue investing in public safety, we keep seeing strong, positive results – more officers, more crime deterrents and more case prosecutions. Our commitment to our neighborhoods is paying off.

    According to program participants, of the 14,133 case referrals for prosecution, 10,932 were for organized retail theft, 3,161 were for motor vehicle theft and 40 were for cargo theft. Of the 1,150 people convicted of theft-related property crimes, a total of 373 of those related to organized retail theft. Of those organized retail theft convictions, 88% were felonies.

    The funding is split between two grant programs with unique applicants for each. The prevention program grantees compile arrest and referral data, while prosecution grant participants record charges, convictions and sentencing. Future reporting may include updates on charges, convictions and sentencing as they move through the criminal justice legal system. 

    “The ORT grants are enabling our law enforcement partners to transform their approach in combating organized retail theft,” said BSCC Board Chair Linda Penner. “The impact is broad and successful.”

    Dedicated prevention and prosecution programs

    The organized retail theft grant program is made up of two separate, competitive three-year grants: prevention and vertical prosecution. The prevention grant provided 38 law enforcement agencies with over $242 million in funding for purchasing new equipment, launching enhanced enforcement operations, hiring new staff, and establishing partnerships with the retail community. 

    “The ORT Grant has led to phenomenal results in Fresno.  We have been able to build relationships and trust with our retailers, and work closely with our partner law enforcement agencies – we are now sharing intelligence across the entire Central Valley,” said Fresno Police Department Deputy Chief Michael Landon. “When you are able to give talented people the resources they need to get the job done, it’s a real game-changer in solving crime.”

    Notable highlights include: 

    • Recovery of $1.2 million of stolen property and $400,000 seized by the Fresno Police Department. The Department also credits the grant funding with lowering their auto theft rate by 38%. License plate reader equipment purchased through grant funding assisted police in locating a suspect in a carjacking incident that included the safe recovery of a three-year old child sitting in the vehicle when it was stolen.
    • San Francisco Police Department arrested eight individuals suspected of participating in 23 organized retail theft incidents, responsible for the theft of $84,000 of stolen goods from various Walgreens locations.
    • San Ramon Police Department conducted targeted investigations that led to warrants for two individuals responsible for over $42,000 in thefts from ULTA Beauty and Sephora stores, as well as three people connected to over $100,000 in losses at multiple ULTA locations.

    The vertical prosecution grant funded an effective prosecution model that allows a prosecutor to focus on a case from beginning to end, providing victims and law enforcement a single point of contact. Over $24 million was provided to 13 district attorneys’ offices.

    “The Vertical Prosecution Grant has been a catalyst for enhancing communication and empowering our community, from retailers to law enforcement,” said Sonoma County Chief Deputy District Attorney Scott Jamar. “It has allowed us to concentrate our efforts using technologically assisted analytics to identify suspects, often in real-time, and build prosecutable cases.  This is smart law enforcement.”

    Notable highlights include: 

    • Sonoma County District Attorney’s Office identified multiple organized retail theft suspects as a direct result of working with retailers and the Santa Rosa Police Department through grant-funded technology, resulting in the arrests of two suspects for jewelry theft and recovering $16,000 worth of jewelry in less than 96 hours.  The county now has monthly “blitz” operations.
    • Yolo County District Attorney’s Office launched a new innovative Direct-to-DA retailer reporting program designed to dramatically expedite the investigation and prosecution of retail crimes. The “FastPass to Prosecution” program was launched in the Fall of 2023 and led to successful prosecution of organized retail theft crimes. 
    • Stanislaus County District Attorney’s Office developed a successful public education strategy, along with a single point of contact for retailers and law enforcement agencies with bi-monthly meetings. The stronger partnership has led to an increase in the number of arrests for theft, with some retailers reporting 90% reductions in losses, in addition to improved employee morale.

    In addition to the first-year report, the BSCC also launched online dashboards displaying data for both grant programs

    New data suggests violent and property crime went down in 2024. According to an analysis of Real Time Crime Index data by the Public Policy Institute of California, property crime dropped by 8.5% and violent crime dropped by 4.6% in 2024, compared to 2023. Burglary and larceny also went down by 13.6% and 18.6%, respectively, compared to pre-pandemic levels. 

    Cracking down on retail theft 

    The BSCC recently released $127 million to continue funding mental health services, substance-use disorder treatment and diversion programs in local communities. Potential applicants for this funding include drug and mental health treatment programs eligible under both Proposition 47 and Proposition 36.  Although Proposition 36 did not include a funding mechanism to support its related programs, the BSCC has discretion to use funding from Proposition 47 for this purpose.

    Citing ongoing progress to takedown organized retail crime statewide, Governor Newsom recently announced the state’s Organized Retail Crime Task Force has been involved in over 3,700 investigations, leading to the arrest of approximately 4,200 suspects and the recovery of over 1.3 million stolen goods valued at more than $56 million.

    Last August, Governor Newsom signed into law the most significant bipartisan legislation to crack down on property crime in modern California history. Building on the state’s robust laws and record public safety funding, these bipartisan bills offer new tools to bolster ongoing efforts to hold criminals accountable for smash-and-grab robberies, property crime, retail theft, and auto burglaries. While California’s crime rate remains at near historic lows, these laws help California adapt to evolving criminal tactics to ensure perpetrators are effectively held accountable.

    California law provides existing robust tools for law enforcement and prosecutors to arrest and charge suspects involved in organized retail crime — including up to three years of jail time for organized retail theft. The state has the 10th toughest threshold nationally for prosecutors to charge suspects with a felony, $950. 40 other states — including Texas ($2,500), Alabama ($1,500), and Mississippi ($1,000) — require higher dollar amounts for suspects to be charged with a felony.

    Saturating key areas 

    Working collaboratively to heighten public safety, the Governor tasked the California Highway Patrol (CHP) to work with local law enforcement areas in key areas to saturate high-crime areas, aiming to reduce roadway violence and criminal activity in the area, specifically vehicle theft and organized retail crime. Since the inception of this regional initiative, there have been nearly 6,000 arrests, about 4,500 stolen vehicles recovered, and nearly 300 firearms confiscated across Bakersfield, San Bernardino and Oakland.

    Stronger enforcement. Serious penalties. Real consequences.

    California has invested $1.1 billion since 2019 to fight crime, help local governments hire more police, and improve public safety. In 2023, as part of California’s Public Safety Plan, the Governor announced the largest-ever investment to combat organized retail crime in state history, an annual 310% increase in proactive operations targeting organized retail crime, and special operations across the state to fight crime and improve public safety.

  • MIL-OSI USA: CoE Group Shares Fuel Cell Aviation Research, Networks at DOE Energy Summit

    College of Engineering (CoE) graduate student Megan Cunningham ’24 (CLAS, ENG) recently helped represent UConn at an energy summit, immersing herself in hundreds of innovative technologies in fields such as nuclear energy, biology, electronics, thermodynamics, and more.

    “The summit was more like the engineering nerd’s version of Disney World,” she says. “It was incredibly exciting to see how future new energy technologies are being invented by the brightest engineers in the U.S.”

    Cunningham is among five CoE researchers and several UConn alumni who attended the 2025 U.S. Department of Energy’s ARPA-E Innovation Summit in March. The Advanced Research Projects Agency-Energy (ARPA-E) holds the annual event to bring together top energy scientists, technologists, entrepreneurs, engineers, and industry leaders who are interested in catalyzing the future of energy innovation.

    The summit exposed participants to more than 400 innovative projects, technologies, and prototypes. The UConn team showcased their own capabilities in developing high power, lightweight, multi-fueled solid oxide fuel cells (SOFC), which are especially appealing for mobility, including the aviation industry. When used in “stacks,” these SOFCs can generate electricity directly from natural gas, propane, or jet fuels through an electrochemical process, rather than combustion.

    On April 14, Professor Xiao-Dong Zhou spoke with UConn President and Professor of Chemical and Biomolecular Engineering Radenka Maric about his group’s fuel cell research.

    UConn’s high-efficiency chemical-to-electricity conversion technology has the potential to eliminate the range limitations of current battery-powered aviation and unlock a new era of long-range, high-performance electric propulsion.

    When directly fueled by natural gas, these fuel cells outperform industry benchmarks in power density, efficiency, thermal cycling durability, mechanical strength, and safety, surpassing both current hydrogen-fueled low-temperature fuel cells and state-of-the-art SOFCs.

    Xiao-Dong Zhou, the Nicholas E. Madonna Chair in Sustainability, Connecticut Clean Energy Fund Professor of Sustainable Energy, and director of UConn’s Center for Clean Energy Engineering (C2E2) is principal investigator of the project. He secured funding for the work through a total $5M cooperative agreement from ARPA-E under its Range Extenders for Electric Aviation with Low Carbon and High Efficiency (REEACH) program in 2023.

    “Since the project began, we have filed over 10 invention disclosures and patent applications. These innovations lay the foundation for advancing UConn’s metal-supported SOFC technology toward lightweight, high-performance systems suited for electric propulsion,” says Zhou, who’s also professor of chemical and biomolecular engineering, materials science and engineering, and mechanical engineering.

    Zhou and Cunningham attended the ARPA-E Summit with group members David L. Daggett, a C2E2 professor of practice and retired Boeing technical fellow; Nengneng Xu, assistant research professor for C2E2; and Yudong Wang, assistant research professor of mechanical engineering.

    “Beyond learning about the latest academic advances, what stood out most was how closely these innovations are aligned with real-world commercial applications,” explains Xu. “It was incredibly inspiring to see how research can contribute directly to solving urgent energy challenges—and how it can help researchers realize their own value through meaningful, real-world impacts.”

    Although the UConn team is specifically studying how SOFC stacks could power an airplane, their process is envisioned to first be used in applications outside of aviation for ground-based power generation.

    UConn team members spoke with scientists from the University of California, Berkeley about a collaboration with their high-performing, lightweight DC-DC converters. They engaged with aerospace and defense companies RTX and Boeing personnel regarding the use of biomimicry-inspired, additively-manufactured, high-temperature compact heat exchangers. A marine-based sustainability company showed interest in using UConn’s SOFC-powered small-scale airplanes for data collection over the ocean. And Rolls-Royce engineers, who develop airplane and motor vehicle engines, were interested in collaborating on similar small-scale hybrid fuel cell-gas turbine engine systems.

    “The summit allowed for discussions with groups from across the United States that would have otherwise been very difficult to facilitate,” Zhou says.

    Xu personally engaged with industry leaders from Nissan and Johnson Matthey. “These conversations sparked exciting discussions about future collaborations and significantly boosted our confidence in the commercial potential of our technology,” he says.

    Additionally, Cunningham spoke with UConn alumni, past collaborators, and current partners to gain insight about the direction of energy innovation from the perspective of those currently working in the industry.

    “It was an incredible opportunity both to learn about the overall energy industry as well as make connections with researchers and professionals from across the country,” Cunningham says. “Networking with industries is absolutely critical, as it allows us to make connections with groups we otherwise would not be exposed to.”

    Summit participants also attended panel discussions hosted by Department of Energy and ARPA-E leaders, industry experts, and university researchers. Discussions centered on the increasing need for electricity and using innovative nuclear fission and fusion, electrochemistry, AI datacenters, and natural resources to generate electricity.

    “Technology that wasn’t feasible in the recent past is now within our reach,” Cunningham says. “These areas will be key to allow the U.S. to take the lead in producing the next generation of energy systems in the near future.”

  • MIL-OSI USA: Senior Design Team Develops Personalized Breast Self-Exam Virtual Reality Training Simulator

    Breast cancer continues to be the leading cause of cancer deaths among women in the U.S., but a UConn Senior Design team’s breakthrough in virtual reality technology could improve access to early detection and, ultimately, save lives.

    “Timely detection is critical in successful treatment of the disease, but common diagnostic tests such as mammograms and MRIs can be expensive and difficult for many populations to access,” explains UConn student Carrie Nguyen ’25. “Medical professionals recommend that women perform breast self-exams to check for common breast cancer symptoms such as lumps or skin changes, but some women may lack the knowledge regarding proper technique and symptoms to look for.”

    Shame, embarrassment, and discomfort related to the topic also contribute to these challenges, she says.

    Motivated to address these barriers, Nguyen and her teammates—Erin Blaszak ’25, Grace Bonacci ’25, Gabriella Bosh ’25, and Abhishree Kaushik ’25, are developing a cutting-edge VR simulator designed to empower women with the skills and confidence needed to conduct effective self-exams. The team will present their prototype at UConn’s 2025 Senior Design Demonstration Day, held May 2 at Gampel Pavilion.

    Krystyna Gielo-Perczak, associate professor in residence of biomedical engineering, serves as the team’s faculty advisor.

    “The future of biomedical engineering depends on engineers’ ability to contend with challenging biomedical problems and health care needs,” Gielo-Perczak explains. “The challenges ahead are more than any single branch of science can address. Therefore, a multidisciplinary approach is needed to help prepare undergraduate students. Since industrial partners typically do not have time to perform their own first prototype, senior design projects offer a potential solution.”

    A Hands-On Training Experience

    The team’s self-exam simulator integrates three core components: a virtual reality headset featuring a customized interface, a mechanical glove with haptic feedback, and a microprocessor that detects and calibrates force in a 3D space.

    When donning the headset and glove, users enter a virtual environment where they can visualize their hand movements in real-time. A digital breast model appears in the VR interface, allowing users to simulate the process of palpating breast tissue.

    “Depending on where you are palpating on the virtual breast, the glove will exert a different level of force onto your fingertips, simulating the feeling of a breast exam with different levels of tissue density,” Nguyen says. “Using this simulator should give you a better idea of what motions to use when performing a breast exam, how much force to apply, and what to look out for.”

    To enhance accessibility, the team also developed a step-by-step guide within the simulation, complete with visuals and examples of common breast cancer symptoms. “Contributing to a Senior Design project centered on women’s health has been a meaningful and rewarding experience,” Blaszak says. “I am excited to be making a positive impact in a space that empowers and supports women.”

    While all five students are biomedical engineering majors, each brings unique skills to the table.

    “We all have different experiences with electrical, mechanical, and materials engineering, which complement each other well,” says Nguyen, who’s focusing on imaging and bioinstrumentation.

    Bonacci, who’s concentrating on biomechanics and mechanobiology, admittedly has “taken a lot of mechanical engineering classes,” however she only had introductory-level knowledge of coding with C+ and image processing. Creating the virtual reality interface, in particular, helped broaden her background in new areas of engineering.

    Similarly, Blaszak, who also is concentrating in biomechanics and mechanobiology, discovered that designing the circuit board and troubleshooting the programmable board integration provided an extra challenge.

    “Through this project, I’ve learned to manage my time effectively in a team setting and adapt quickly when things do not go according to the plan,” Blaszak says. “This experience has not only given me valuable hands-on skills but has also prepared me for my future career in engineering with greater confidence, organization, and teamwork skills.”

    Looking Ahead

    As the team nears the end of the academic year, they’re working with the UConn Engineering Electronics Shop to finalize their working prototype in anticipation of Senior Design Demo Day.

    “Future iterations of this design will improve upon the initial working prototype to increase the accuracy and sensitivity of the device,” Nguyen explains.

    The Election Commission is organising a 2-day training and capacity building of Booth Level Officers (BLOs) at the India International Institute of Democracy & Election Management (IIIDEM), New Delhi. This is the third such batch of BLOs to be trained from the poll-bound state of Bihar. 229 BLOs, 12 EROs and 2 DEOs from the State are participating in the 2-day training programme. A specialized one-day training programme for the State Police Nodal Officer (SPNO) and Police Officers from Bihar also commenced today. The training programme was inaugurated by Chief Election Commissioner of India Shri Gyanesh Kumar in the presence of Election Commissioner Dr. Vivek Joshi at IIIDEM, New Delhi and was followed by an interaction with the participants.

    The training is planned to familiarise the BLOs with their roles and responsibilities as per statutory framework and equip them with to ensure error-free electoral rolls. They will also be trained in the IT applications designed to support their roles.

    This is the latest in the first phase of the ongoing physical training programmes at IIIDEM in which 555 BLOs from poll-bound states of Bihar, West Bengal and Assam and 279 Booth Level Agents (BLA-1s) of 10 recognised national and state political parties from Bihar have already been trained. These well-trained BLOs will form a corps of Assembly Level Master Trainers (ALMTs) to strengthen the entire network of BLOs nationwide.

    The training of SPNOs and Police Officers from Bihar aims to improve coordination between election authorities and the police for enhanced electoral management, especially in the areas of law and order, vulnerability assessment, Paramilitary forces (CAPF) deployment, and model code of conduct (MCC) enforcement.

    Till date over 3000 participants from 141 countries including large democracies such as Australia, United Kingdom, USA, Brazil, Egypt, France, Indonesia, Israel, Russia and South Africa have benefited from training programmes from India’s globally acclaimed election management practices at IIIDEM.

    CSIR-Indian Institute of Petroleum, Dehradun is organising an International Conference “Shaping the Energy Future: Challenges and Opportunities” (SEFCO-2025) from April 23 to 25, 2025. SEFCO conference is annually organized by students and young scientists at CSIR-IIP, Dehradun which is a platform to facilitate discussions on innovative solutions, explore collaborative opportunities in energy & chemical sector.

    Last year, Senator Blackburn’s investigation into unvetted illegal immigrants accessing courier accounts on Uber Eats, DoorDash, and Grubhub resulted in all three companies updating their policies and enhancing safety protocols.
    Meta Has Failed to Remove Black Market Facebook Groups Buying and Selling Access to Rideshare and Delivery Service Accounts
    “I write to express my concern at the reports that Meta has failed to remove black-market groups operating on Facebook wherein individuals buy and sell access to rideshare and delivery service accounts. The unvetted use of these accounts is incredibly dangerous for American consumers, specifically women and children, and I urge you to immediately remove each of these Facebook groups and better enforce existing rules against fraud and deceptive practices.”
    Blackburn Previously Led Probe into Illegal Aliens Buying Access to Couriers’ Accounts on Food Delivery Services
    “In April 2024, I led a probe into various food delivery services’ account security and courier verification processes after reporting indicated that illegal immigrants were buying access to legitimate couriers’ accounts, thus avoiding background checks and driver’s license requirements. Individuals—especially women, children, and the elderly—rely on safety assurances from these delivery and rideshare services, and I was glad to see DoorDash, Grubhub, and Uber Eats implement more robust driver verification processes following my investigation. Given these platforms’ efforts to crack down on account sharing, it is concerning that Meta has allowed groups like, ‘UBER ACCOUNT FOR RENT WORLDWIDE,’ to flourish with over 22,000 members. Posts in this group were a straightforward violation of the policies of both delivery applications and Meta, like ‘Looking for an Uber eats account to rent in Virginia,’ or ‘Need an Uber Eats account in Jacksonville, FL ASAP.’ While Meta has reportedly removed this specific group, there are as many as 80 similar groups active on Facebook.”

In one disturbing account, a woman was allegedly raped after ordering an Uber Eats delivery to her home. The application had indicated that a woman would be delivering her order, but instead an illegal immigrant with horrific intentions arrived at her door. Turning a blind eye to these groups operating on your platform is just the latest in many instances of Meta choosing profit over the wellbeing of American consumers.     Today, U.S. Senator Chuck Schumer and U.S. Senator Kirsten Gillibrand lead Senate Democrats in a letter to the Acting Inspector General of Social Security, Michelle Anderson, calling for a complete and thorough report into how the recent damaging DOGE cuts to the Social Security Administration – including executing mass layoffs, pressuring staff to retire, and closing regional offices – will, and have, adversely affected New Yorkers and others across America who rely on Social Security.
    “Trump and ‘DOGE’ needs to get their hands off New Yorkers’ Social Security checks and stop systematically attacking and undermining the agency that runs this most vital program. Experts and Social Security workers have been screaming from the rooftops if ‘DOGE’ continues to cut Social Security operations to the bone, the system soon won’t be able to function. ‘DOGE’ has yet to produce one shred of credible evidence on how slashing the workforce and closing offices is going to do anything but delay seniors and the disabled getting their benefits. That is why we are demanding answers and a complete and thorough independent report on the impacts of the Trump-‘DOGE’ undermining of Social Security,” said Senator Schumer. “Right now, Trump and Musk, two billionaires, are trying to take a chainsaw to your Social Security benefits by closing offices, firing staff, and adding burdensome bureaucratic rules for seniors, people with disabilities and their families. It’s outrageous. These billionaires may not understand how a senior citizen depends on Social Security payments to buy food and pay rent, or what would happen if a check was late one month, but New Yorkers do. Social Security is not a ‘ponzi scheme’ or ‘government waste’; it is a program millions of Americans spent a lifetime paying into so they can have a secure retirement. It is lifeline for hundreds of thousands of New Yorkers.”
    “Social Security is a critical lifeline that helps seniors in New York and across the country pay rent, buy food, and retire with dignity,” said Senator Gillibrand. “By firing staff and closing SSA offices, the Trump administration is trying to steamroll Social Security, depriving Americans of the benefits they’ve paid into their entire lives. Millions of New Yorkers will be harmed if President Trump gets his way, and I will fight to ensure Social Security benefits remain secure and accessible.”
    The senators said that the so-called “Department of Government Efficiency” – helmed by unelected billionaire Elon Musk – has claimed to get rid of the fraud and abuse in the federal government. But, instead of producing credible instances of either, DOGE has taken a chainsaw to essential programs, such as Social Security, and reports from across America have linked these reduced staff, closed regional offices, and skyrocketed phone wait times.
    A Social Security worker from Upstate NY recently testified before Congress on the impact people are already seeing in their local offices. The NYT reported staff cuts, hurting the SSA that was already at were already at 50-year lows,  and rushed changes have already created backlogs and major issues for the workforce. Simultaneously, the Washington Post and many other outlet have detailed how repeated website crashes and hours long wait times on the phone have caused the system to start to break down. ‘DOGE’ has also reportedly pushed to defy court orders and access American’s private Social Security data.
    Elon Musk has targeted Social Security, calling it a “ponzi scheme” and saying that Social Security is “the big one to eliminate”. Commerce Secretary Howard Lutnik said his mother wouldn’t call and complain if she didn’t receive her Social Security benefits. Schumer said rather than making the government more efficient, these cuts will reduce government efficiency by making it more difficult for Social Security beneficiaries to receive their hard-earned benefits. Former Social Security Administrator Martin O’Malley said these cuts will crush our seniors and most vulnerable, and the system could collapse within a month, interrupting benefits.
    The senators said it is clear – this delay in benefits is a cut by another name. It is vital that the Social Security Inspector General is aware of how these cruel and disastrous decisions by DOGE affect the timeliness in which seniors receive their benefits or in which the Social Security Administration is able to attend to customer service complaints, or process and hear decisions.

    Acting Inspector General Anderson:
    We are writing to express deep concern regarding recent developments at the Social Security Administration (SSA) that will drastically disrupt—if not reduce—Americans’ earned benefits. In just the last month, SSA has rapidly shuttered offices, slashed thousands of its employees, and abruptly changed (and then reversed) long-standing customer service practices, with little transparency or consideration on its impact to its customers. In the past two months, SSA has dramatically restructured the agency and slashed its workforce, including:
    Announcing plans to dramatically reduce staff by at least 7,000, from 57,000 employees to 50,000, with additional layoffs reportedly under consideration;
    Executing mass layoffs to “non-mission critical” positions in retirement and policy, research, customer service, human resources, IT support, and civil rights;
    Pressuring employees to resign, retire, or reassign to a front-line position;
    Eliminating over half of the agency’s regional offices, which provide technical assistance to field offices and liaise with state and local community organizations who support individuals file for Social Security benefits;
    Reducing staff in the agency’s congressional and casework liaison office to three employees; and
    Dissolving other offices essential in proper administration of the Social Security programs.
    These actions have already created a chilling effect among the agency’s workforce, with several senior SSA officials with centuries’ worth of institutional knowledge and experience having already left the agency. We are concerned that this hostile environment will foster burnout, low morale, higher attrition, and worse productivity among employees. Collectively, this will undoubtedly lead to disruption in benefit payments and increasing barriers for Americans to access their Social Security benefits.
    We request SSA OIG review the agency’s actions to drastically reorganize its organizational structure, close numerous offices, and significantly reduce its workforce to determine whether it has affected the agency’s ability to provide quality customer service. Specifically, we ask the office to review:
    Whether SSA conducted any qualitative or quantitative analyses to evaluate the impact of these changes on SSA’s ability to administer the programs and on SSA’s beneficiaries since January 20, 2025, which may include Service Delivery Assessments (SDAs) or Service Area Reviews (SARs);
    Whether reducing regional offices from ten to four and reducing regional office staff contributed to improved customer service;
    Whether incentivizing field office employees to retire or resign improved customer service in the field offices;
    Whether incentivizing hearing office employees to retire or resign improved the agency’s ability to timely process disability appeals hearings;
    Whether incentivizing appeals council employees to retire or resign improved the agency’s ability to timely process appeals council decisions;
    Whether incentivizing staff in Social Security Card Centers to retire or resign improved customer service in Social Security Card Centers;
    Whether incentivizing teleservice center employees to retire or resign improved the agency’s ability to provide timely assistance to beneficiaries using the 1-800 service; and
    Whether incentivizing staff in program centers to retire or resign improved the agency’s ability to timely process clearances.
    We further ask that your office provide us quarterly updates of the impact of the agency reorganization and any future workforce reductions has had on customer service.

    WASHINGTON — The U.S. Army extends its gratitude to the women who have served, and continue to serve, in its ranks. Women have played vital roles in the U.S. Army since the Revolutionary War, and today’s women — Soldiers, veterans, family members and civilian employees — are critical members of the Army team.

    “More than 181,000 women serve in the Army today, from enlisted personnel to general officers,” said Ryan McCarthy, Secretary of the Army. “The Army is proud of our women Soldiers, who serve with distinction as role models as they exemplify our highest values.”

    Women Soldiers make up 18 percent of the regular Army, the Army National Guard and Army Reserve, and 36 percent of the Army’s civilian workforce is female.

    Today’s women serve in every career field in the Army. Nearly 1,500 female Soldiers have accessed into infantry, armor, and fire-support occupations; forty-two women have graduated from Ranger School, and five have been assigned to the Ranger Regiment; and last June, Brig. Gen. Laura Yeager became the first woman to command an Army infantry division.

    The Army continues to integrate female Soldiers into all units and occupations, and has adopted gender-neutral standards for all occupational specialties. Female and male Soldiers undergo the same training and must pass course requirements to be awarded a military occupational specialty in any career field.

    “The Army is people and the incredible contributions and achievements of our female Soldiers contribute significantly to the strength of America’s Army,” said Gen. James McConville, Chief of Staff of the Army. “Our diversity and commitment to selecting the best-qualified people, regardless of gender, for each job in the Army makes the all-volunteer force the most-ready and powerful in the world.”

    From the 21,000 women who served in the Army Nurse Corps during WWI, to the 150,000 who served in the Women’s Army Corps during WWII, to the 181,000 who proudly serve today — the Army salutes our women Soldiers.

    BOISE — Attorney General Raúl Labrador urges consumers to check their eligibility for compensation for certain generic drug purchases as Idaho has joined 50 states and territories in seeking preliminary approval for a $39.1 million settlement with generic drug manufacturer Apotex over conspiracy to inflate prices and limit competition.
    Last fall, the multistate coalition announced the settlement in principle with Apotex along with a $10 million settlement with Heritage Pharmaceuticals. At the time of that announcement, the settlement with Apotex was conditioned on the signatures of all necessary states and territories. Those signatures have been obtained, and the coalition has filed the settlement in the U.S. District Court for the District of Connecticut in Hartford.

    The settlement agreements resolve allegations that both Apotex and Heritage engaged in widespread, long-running conspiracies to artificially inflate and manipulate prices, reduce competition, and unreasonably restrain trade with regard to numerous generic prescription drugs. As part of the settlement agreements, both Apotex and Heritage have agreed to cooperate in the ongoing multistate litigations against numerous other corporate defendants and individual executives. Both companies have further agreed to injunctive relief to prevent future misconduct and to a series of internal reforms to ensure fair competition and compliance with antitrust laws.

    The Milei Government has recently taken a number of measures that seriously threaten efforts to remember and commemorate Argentina’s desaparecidos. It has, for example, undermined the bodies responsible for tracking down kidnapped children, broken up the team that uncovered and analysed documents in Argentina’s military archives, shut down the group that was looking for evidence of human rights violations in the secret service’s archives and closed the unit that was assisting the judiciary with junta-era cases. The Milei Government has also cut funding to the national genetic database, to memory sites and centres and to human rights bodies in the country, including the Abuelas de Plaza de Mayo (Grandmothers of Plaza de Mayo), an NGO.

    In the light of the above:

    • 1.Does the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy not agree that she should take steps to ensure that the Argentinian Government goes back on the above decisions and resumes the long-standing joint institutional and diplomatic efforts to recognise and promote the work of those bodies that are fighting for truth and justice and preserving the memory of the desaparecidos?
    • 2.What diplomatic steps could be taken to ensure that the Abuelas de Plaza de Mayo and other organisations can continue to search for the kidnapped children and grandchildren of EU citizens?

  • MIL-OSI Global: Forgotten futures? Canada urgently needs a national discussion about young people’s futures

    This federal election cycle has seen laudable efforts to raise awareness around neglected issues.

    We’ve heard more about the need for greater co-operation between provincial and territorial governments to respond to chaos triggered by United States President Donald Trump’s policies. In the same time frame, municipal politicans have been calling for climate change action through co-ordinated sustainable infrastructure development.

    For policy experts and pundits alike, a growing consensus is emerging that Canada has for too long ignored deeper economic and political structural problems.

    Some political analysts, (like pundit Andrew Coyne), have framed these issues as being part of Canada’s growth crisis, underscoring problems like a lack of a coherent industrial policy, flat or declining productivity and weak competitiveness.

    Others, including provincial, municipal and First Nations leaders, note Canada also lacks a coherent approach to infrastructure that addresses decades of neglect in cities, towns and Indigenouscommunities alike.

    As researchers committed to advancing more intentional conversations concerning the future of public education, we also see a huge gap in terms of co-ordinated, pan-Canadian federal efforts to support young people’s futures through education.

    Need to knit vision together

    For example, we have a national early learning and child-care strategy, (which could be imperilled, depending on who wins the election). It’s often shorthanded as being about “child care,” which diminishes the long-term significance of paying attention to how we invest in young people and families, and the quality of early education.

    A recent open letter by the chair of the Toronto District School Board called on the leaders of Canada’s federal party leaders to address the growing diversity and complexity of the city’s student population.

    We don’t have a federal department for education. While the Council of Ministers of Education Canada (CMEC) serves as a forum to discuss policy issues, as education scholar Jennifer Wallner notes, “effective creativity and co-ordination” is needed.

    In the early 2000s, the Canadian Council on Learning was making ground-breaking contributions towards helping Canada develop comprehensive and coherent approaches to lifelong learning. But the council’s work was hobbled in 2011 when it was defunded by Stephen Harper’s Conservative government.

    Sen. Rosemary Moodie’s introducton of Bill S-282, a “National Strategy for Children and Youth Act,” in November 2023 is one example of a positive effort to develop a pan-Canadian youth development framework.

    There are solid pieces of a puzzle that can contribute to nurturing hopeful young people and a socially healthy and empowered society. But these sorely need to be knit together, as they have in places like like Iceland and Finland
    to name a few.

    Refraining from taking democracy for granted

    The question of what public education actually means is much more than a semantic exercise; it’s a practical and foundational exercise in building a civil society and nation.

    Three decades ago, American cultural and media critic Neil Postman invoked the truism that “public education creates a public” — a reminder that the vibrancy of our communities and democracy can’t be taken for granted. As we look at the U.S. and the rise of neo-liberalism and authoritarian populism, Canadians need to remember Postman.

    Our colleague, David King, former minister of education in Alberta from 1979 to 1986, observes that of all institutions citizens have created, “public school education is the only such institution that remains where we can share common stories, and conventions and imagination.”

    What we should value about public education

    Yet the role of public education in contributing to Canada’s democratic traditions is often taken for granted. A shared sense of what we should value about public education remains elusive — and is played out amid debate about structural and political reforms, around matters like who controls schools.

    Meanwhile, researchers highlight how families continue moving to private schooling. Consider Australians, who see public education as a universal right, yet 35 per cent of students attend private schools..

    In Canada, a network of university researchers and advocacy groups — the Public Education Exchange (PEX) research network —has documented growing privatization and commercialization of public education. Sue Winton, PEX project director and education professor, describes how the privatization of public education in Canada continues to undermine equality and democracy.

    Across Canada, processes towards privatization involve policies and practices that shift responsibilities from governments to private bodies, with corresponding shifts in lower investment in per-student public school learning.

    Shifts towards privatization go beyond funding private and charter schools. They include underfunding school facilities and movements that promote sloganeering around “parent rights” and “parental choice.”

    Post-secondary investment declines

    In higher education, privatization has also accelerated. Students, particularly international students, have provided an increasing portion of funding. In Ontario, according to Higher Education Strategy Associates, international students contributed approximately 76 per cent of all tuition fee revenue in the college sector in 2023-24. In the university sector, it’s more than 50 per cent. Other provinces saw similar shifts.

    A decline in per capita public investment has encouraged the growth of the private college and university sector and investments in AI-enabled learning through corporate learning systems. Technology-related fields have developed corporate partnerships that shape what is taught and how.

    The precarity of public higher education in Canada threatens our social and economic future.

    Making futures possible for young people

    Whether it’s through local community schools, a university or college campus or larger community initiatives, we can’t drop the promise of universal access to an inclusive and broad education.

    Keeping this promise is even more pressing given generational inequity. As discusssed by Paul Kershaw, policy professor and founder of “Gen Squeeze” think tank, and Kareem Kudus, research analyst, “generationally unfair policies … have contributed to today’s housing, affordability, medical care and climate crises.”

    Initiatives established in the 1970s focused on building connections between different regions: Open House Canada was a high-school student exchange program, and Katimavik, a youth service program founded by the visionary author Jacques Hébert, who would later become a senator and champion for intercutural and global travel experiences for our young people.

    Programs like these have presented significant and rich opportunities for building relationships across difference, and an equitable and inclusive sense of social cohesion. But governments at all levels have failed to sustain and expand such programs, or connect them with school learning.

    Broader discussions on what we care about

    The current existential threat to Canada fuelled by Trump’s presidency should mobilize not just an “elbows up” approach, but also “heads up” when it comes to the need for a pan-Canadian a youth policy framework that bolsters public education. As many Americans are also realizing, we need public education to help address current challenges, but it’s under attack.

    As American organizational behaviour expert and writer Margaret J. Wheatley reminds us: “There is nothing more powerful than a community discovering what it cares about.”

    In the aftermath of the federal election, we’d love to see much more dialogue surrounding the “publicness” of public education — to go further in at least deciding on what we really care about as a country.
