    Behind the scenes, the Film and Television Tax Credit is revitalizing communities across the province, including communities in rural Alberta. These productions are expected to spend about $1.5 billion in Alberta across a range of industries, generating an estimated gross domestic product of $852 million and supporting more than 14,400 Albertan jobs.

    On National Canadian Film Day, our government recognizes how the cultural industries play a starring role in Alberta’s economy. Since 2020, film and television projects supported through the Alberta Media Fund have generated more than $35 million in spending in the province and created more than 450 jobs. From catering to construction supplies, accommodations, local rentals, transportation and more, film and television production strengthens the economy and creates jobs for Albertans in every corner of the province.

    Budget 2025 also commits $235 million to the Film and Television Tax Credit program over the next three years. The Film and Television Tax Credit program offers tax incentives and makes Alberta an attractive destination for medium- and large-scale productions. Since its inception in 2020, more than 200 productions have leveraged the Film and Television Tax Credit program, with many more on the way.

    Study uses computer model to predict existence of habitable zones in white dwarf star systems

    A research team led by the recipient of a U.S. National Science Foundation Faculty Early Career Development grant used computer simulations to determine that white dwarf stars have greater potential to host habitable planets than previously realized. The team concluded that many more stars in the Milky Way galaxy might be home to planets that could support life.

    There are approximately 10 billion white dwarf stars in the Milky Way. Because such stars are colder than others, scientists have thought they likely would not support habitable exoplanets. Led by Aomawa Shields, a University of California, Irvine professor of physics and astronomy, researchers used a supercomputer provided by the NSF National Center for Atmospheric Research in Boulder, Colorado, to simulate conditions on a theoretical rocky planet orbiting a white dwarf. Using data from real exoplanets orbiting the non-white dwarf star Kepler-62, the researchers found that their simulated rocky planet could have liquid water if it closely orbited a white dwarf and had certain rotational characteristics. Their findings were published in The Astrophysical Journal.

    “Not much consideration has been given to these stars’ ability to host habitable exoplanets,” says Shields. “Our computer simulations suggest that if rocky planets exist in their orbits, these planets could have more habitable real estate on their surfaces than previously thought.”

    Aomawa Shields, UC Irvine associate professor of physics and astronomy, headed a study comparing the climates of two exoplanets. Computer simulations led her team to conclude that white dwarf stars – previously considered inhospitable to life-supporting exoplanets – could, in fact, host planets in their habitable zones with comparatively temperate climates.

    These exoplanets would likely be locked into a synchronous orbit with a permanent dayside and a perpetual nightside, but the fast rotation of the simulated model effectively thins cloud circulation around the planet enough to allow heat from the host star to reach its surface, warming the planet above freezing.

    “These findings suggest that we have many more targets of opportunity for finding potentially habitable worlds all across our galaxy,” says Jacqueline Keane, program director in the NSF Division of Astronomical Sciences.

  • MIL-OSI USA: SEC Extends Effective and Compliance Dates for Amendments to Investment Company Reporting Requirements

    The Securities and Exchange Commission today announced a two-year extension of the effective and compliance dates for rule amendments adopted in August 2024 that require many types of registered funds to more frequently report portfolio-related information to the Commission and the public on Form N-PORT.

    The compliance date for larger fund groups is extended from Nov. 17, 2025, to Nov. 17, 2027, and the compliance date for smaller fund groups is extended from May 18, 2026, to May 18, 2028.

    The extension is designed to provide time for the Commission to complete its review of the amendments in accordance with a Presidential Memorandum and take any further appropriate actions, which may include proposed amendments to Form N-PORT.

    OAKLAND – California Attorney General Rob Bonta today joined a bipartisan, multistate letter to U.S. Department of Health and Human Services Secretary, Robert Kennedy, Jr., advocating that the National Human Trafficking Hotline grant be awarded to an organization that demonstrates a willingness to work with law enforcement when they receive human trafficking tips from third parties.
     
    “Attorneys General nationwide have put in significant effort to educate the public about recognizing the signs of trafficking and how to report suspected cases to the Nationwide Human Trafficking Hotline,” said Attorney General Bonta. “It is imperative that the Hotline collaborate with law enforcement to ensure those tips are promptly reported and acted upon. Law enforcement relies on third-party tips to determine if a vulnerable victim is at risk from a trafficker. Even the smallest tip from a concerned citizen can play a significant role in an investigation, leading to the dismantling of a trafficking ring, rescuing trafficking victims from a life of violence, and providing critical support for victims through shelters and service providers. This intelligence is instrumental in ensuring the safety of those affected by trafficking and allowing survivors to rebuild their lives with assistance from dedicated organizations.”
     
    The letter outlines the crucial role the National Human Trafficking Hotline has played in the fight against human trafficking. However, in recent years, operators managing the Hotline have limited the way tips were shared with law enforcement agencies. The letter advocates for an approach that respects the wishes of victims while recognizing that an effective strategy to reduce human trafficking requires communicating third-party tips to law enforcement.

    CINCINNATI — Special agents with U.S. Immigration and Customs Enforcement arrested Jonathan Travis Mackey, a 46-year-old resident of Cincinnati, Ohio, on charges related to alleged sexual exploitation of children and receipt of child sex abuse material April 15.

    Investigators allege he exploited victims both online and in-person.

    Mackey operated online under the username “john370000#0” and “johnm1861#0.

    Jonathan Mackey held a position of public trust as an employee of the Federal Deposit Insurance Corporation and ICE Homeland Security Investigations wants to identify any other victims/survivors.

    Tariffs threaten California’s economy, people, small businesses 

    STANISLAUS COUNTY — California Attorney General Rob Bonta and Governor Gavin Newsom today filed a lawsuit challenging President Trump’s unlawful use of power to impose tariffs and direct the Department of Homeland Security (DHS) and Customs and Border Patrol (CPB) to implement and enforce those tariffs without the consent of Congress. Since early February, the Trump Administration has issued over a dozen executive orders under the International Emergency Economic Powers Act of 1977 (IEEPA) to impose tariffs that have sent shockwaves through financial markets, businesses, and consumers in every corner of the globe. In the lawsuit today, Attorney General Bonta and Governor Newsom challenge the President’s use of the IEEPA to levy those tariffs, arguing that the IEEPA does not authorize the President to impose these tariffs. The emergency tariffs challenged under the lawsuit are projected to, at a minimum, shrink the U.S. economy by $100 billion annually, increase inflation by 1.3%, and cost the average American family $2,100. The economic impact of the President’s unlawful tariffs could have resounding impacts on California’s economy, budget, and consumers. California is a significant and frequent purchaser of goods impacted by the tariffs and the projected increase in cost to the state is significant. 

    “The President’s chaotic and haphazard implementation of tariffs is not only deeply troubling, it’s illegal. As the fifth largest economy in the world, California understands global trade policy is not just a game,” said Attorney General Rob Bonta. “Californians are bracing for fallout from the impact of the President’s choices — from farmers in the Central Valley, to small businesses in Sacramento, and worried families at the kitchen table — this game the President is playing has very real consequences for Californians across our state. I am proud to go to bat alongside Governor Newsom to fight for California’s vibrant economy, businesses, and residents.” 

    “President Trump’s unlawful tariffs are wreaking chaos on California families, businesses, and our economy — driving up prices and threatening jobs,” said Governor Gavin Newsom.“We’re standing up for American families who can’t afford to let the chaos continue.”

    California is the nation’s largest importer and second-largest exporter. The President’s tariffs will impact California’s businesses, including its ports and small businesses that rely on trade. California’s agricultural sector, which exports goods around the world, will also face particularized challenges as other countries impose retaliatory tariffs and decrease trade in response to President Trump’s tariffs. Furthermore, the tariffs directly harm California’s ability to contract, purchase, and sell goods. These effects are already too real: vendors who contract with California have indicated that they will pass their increased costs from President Trump’s tariffs on to the state directly.  

    Claiming authority under the IEEPA, President Trump has issued multiple executive orders to impose, pause, re-start, and modify 25% tariffs on Mexico and Canada and a universal 10% tariff on every other U.S. trading partner. Separately and in addition, the President’s actions have goaded China into a full-blown trade war, with tariffs reaching 145% on Chinese goods, and China imposing reciprocal 125% tariffs on U.S. goods. Additionally, President Trump has imposed individualized reciprocal tariffs of up to 50% on nearly 90 specific countries; they are currently paused for 90 days before going into effect. Once the 90-day “pause” expires, the harms will only compound further. And new tariffs are being contemplated or announced nearly every day. 

    To justify his tariffs, the President has declared national emergencies and extended prior declared emergencies beyond the bounds of reason. But with or without emergencies, the President does not have the power to levy tariffs under the IEEPA.   

    The impacts of President Trump’s dizzying array of tariff plans have already wreaked havoc on our financial systems: the U.S. stock market suffered the largest two-day loss in its history in the two days following the announcement of President Trump’s most sweeping tariffs. These actions and the near-daily threats to impose new tariffs have already inflicted and continue to inflict serious financial harms on California. 

    The complaint filed today alleges that the Constitution expressly gives the authority to impose tariffs to Congress, not the President, and the IEEPA does not provide the required congressional authorization for President Trump to impose tariffs — Congress enacted the IEEPA to limit Presidential authority and to prevent Presidential abuse of power — not to give the President these powers. The complaint asks the court to declare that tariff orders made under the purported authority of the IEEPA are unlawful and void and to halt DHS and CPB from implementing and enforcing these orders.

  • MIL-OSI USA: RIDOH Highlights Initiatives to Address STIs During STI Awareness Week

    In observance of National STI Awareness Week, the Rhode Island Department of Health (RIDOH) is highlighting some of the public health campaigns and interventions it has implemented, in partnership with community-based organizations, to address rising sexually transmitted infection (STI) rates in Rhode Island.

    In March, RIDOH released its 2023 Rhode Island HIV, Sexually Transmitted Infections, Viral Hepatitis, and Tuberculosis Surveillance Report. This report indicated that after a drop in STI cases during the COVID-19 pandemic, total STI rates have started to rebound, with total syphilis and gonorrhea rates exceeding pre-pandemic levels in 2023. Preliminary 2024 data indicate similar trends. Additionally, after many years of declining numbers of HIV cases in Rhode Island, an above-average number of new HIV diagnoses were observed in 2024.

    “It’s essential to avoid labeling or blaming any specific group, to support those at highest risk, and to ensure all communities remain vigilant,” said Director of Health Jerry Larkin, MD. “I am proud of the work that RIDOH continues to lead in innovative prevention and testing strategies that reach people where they are.”

    Key Initiatives

    – To help address the increase in HIV diagnoses, RIDOH continues to promote the Rhode Island PrEP Champions Network, which lists available PrEP services and showcases videos of trusted healthcare professionals from sexual health clinics and community health centers in Rhode Island. PrEP is short for pre-exposure prophylaxis for HIV. Available in a daily pill or an injection every two months from a healthcare professional, PrEP significantly reduces a person’s chances of getting HIV. PrEP is for adults and adolescents without HIV who may be exposed to HIV through sex or injection drug use. The PrEP Champions Network now has participating clinics in every region of Rhode Island. These clinics can also help patients learn more about Doxycycline Post-Exposure Prophylaxis (Doxy PEP), a newly recommended STI prevention strategy that involves taking the antibiotic doxycycline after unprotected sex to prevent chlamydia, gonorrhea, or syphilis.

    – Recognizing that consistent, correct use of condoms are important parts of safer sex, unplanned pregnancy prevention, and prevention of HIV and other STIs. RIDOH’s “Your Health, Your Choice: Know Your Options,” and “Your Guide to Safer Sex” web page at health.ri.gov/youroptions highlights the many options Rhode Islanders can consider to help prevent HIV and other STIs, as well as information on a variety of HIV and STI testing services.

    – RIDOH is also currently promoting its “Healthy Beginning” campaign in English (health.ri.gov/healthybeginning) and Spanish (health.ri.gov/comienzosaludable), a bilingual community initiative to increase awareness and provide the support that expecting mothers need in order to access quality prenatal care and raising awareness about the importance of prenatal screening, including for congenital syphilis. The campaign is intended to help RIDOH address concerning trends in congenital syphilis rates being observed both nationally and in Rhode Island.

    Tracking and analyzing rates of these diseases is complex work that requires time and significant coordination. The lag between 2023 and March 2025 is typical when assessing trends in this field. The data in the report represent the most accurate, comprehensive, up-to-date picture we have of HIV, STIs, viral hepatitis, and TB in Rhode Island.

     MCMURDO STATION, Antarctica – In a historic feat of teamwork, precision, and lifesaving expertise, members of the Wyoming Air National Guard’s 187th Aeromedical Evacuation Squadron played a critical role in the first successful evacuation of a cardiac arrest patient from McMurdo Station, Antarctica, in more than 35 years.

    The patient, a U.S. civilian contractor and veteran of more than 20 Operation Deep Freeze missions, suffered a massive heart attack at McMurdo Station. The station, a key hub for the U.S. Antarctic Program, is home to over 500 personnel during the harsh winter months when flights in or out are nearly impossible.

    Temperatures had hovered near -35°C (-31°F), and a prior rescue attempt had been thwarted by severe blizzards.

     Race Against Time

    The emergency began when the approximately 60-year-old male collapsed in the station’s galley. Medical professionals from McMurdo’s fire department, National Science Foundation, and U.S. Air Force responded instantly, finding the man in cardiac arrest — a “widow maker” heart attack caused by a complete blockage of the left anterior descending artery.

    First responders initiated CPR and delivered multiple defibrillator shocks en route to the station clinic. After nearly 40 minutes of intensive efforts, including CPR, epinephrine injections, and eight defibrillation shocks, the team stabilized the patient and began planning an immediate medical evacuation.

    “This was a truly remarkable case,” said Maj. Nate Krueger, flight nurse with the Wyoming Air National Guard. “From the moment of collapse to the successful evacuation, every step was executed with precision and urgency. The coordination between emergency responders, the clinic team, and the flight crew made all the difference.”

    A Dangerous Flight, A Life Saved

    Krueger and Master Sgt. Lyndsey Glotfelty, an aeromedical technician also with the 187th AES, were deployed to support Operation Deep Freeze — the U.S. military’s logistical mission in Antarctica since 1955 — and led the patient’s stabilization and transport efforts.

    In a place where help is measured not in minutes, but miles and hours, the airlift was no routine mission. A Royal New Zealand Air Force Orion aircraft carrying additional medical staff landed on McMurdo’s icy runway during a brief daylight window. Following about 90 minutes on the ground, a U.S. Air Force LC-130 flew the patient 2,500 miles to Christchurch, New Zealand — a seven-hour flight across one of the world’s most unforgiving terrains.

    Upon arrival, the patient was rushed to a hospital catheterization lab where two stents were placed to reopen his arteries. In total, the ordeal lasted about 12 hours from collapse to advanced cardiac care — and ended with the patient walking out of the hospital days later.

    An Unmatched Partnership

    “This was a win through teamwork and rapid emergency response,” said Maj. Thomas Powell, McMurdo Station flight surgeon. “Having a robust cooperative partnership between the National Science Foundation and the military was key to ensuring rapid medical care and evacuation of the patient.”

    The success of this mission highlights the strength of the longstanding partnership between the U.S. military and the National Science Foundation in supporting scientific operations in Antarctica. It also underscores the critical importance of readiness and training in environments where help is hours — or even days — away.

    “This was more than a mission — it was a life saved against all odds,” said Brig. Gen. Michelle Mulberry, Director of Joint Staff for the Wyoming National Guard. “What our Airmen and their teammates accomplished is extraordinary. The 187 AES embodied what it means to be Citizen-Airmen — bringing compassion and expert care to one of the most remote places on Earth. Great job Krueger and Glotfelty.”

  • MIL-OSI USA: Comer, Burlison Investigate Biden-Era Abuses of Endangered Species Act and Impact on Energy Costs

    WASHINGTON—House Committee on Oversight and Government Reform Chairman James Comer (R-Ky.) and Subcommittee on Economic Growth, Energy Policy, and Regulatory Affairs Chairman Eric Burlison (R-Mo.) are examining the Biden Administration’s abuse of the Endangered Species Act (ESA) and its impact on energy costs. In a letter to the National Marine Fisheries Service (NOAA Fisheries) Acting Assistant Administrator Emily Menashes, the lawmakers request a briefing on the agency’s compliance with President Trump’s National Energy Emergency declaration as part of the Committee’s larger investigation into the Biden Administration’s detrimental energy policies.

    “The Endangered Species Act (ESA) requires NOAA Fisheries to consult the Secretary of Commerce on whether a species should be listed as endangered or otherwise. Environmentalist groups abused the ESA and regulations promulgated under its authority by filing a litany of lawsuits to create regulatory delays on infrastructure projects they oppose and to influence NOAA Fisheries’ decisions,” wrote the lawmakers. “Under the Biden Administration, NOAA Fisheries tailored ESA policies to conform with these groups’ demands.”

    The Biden Administration raised the bar for delisting a species from endangered status and sought to designate more habitats as critical habitats, even when endangered species living in those habitats are no longer found in those locations. By doing so, the Biden Administration prioritized the interests of environmental groups over the needs of local communities. The environmental groups exploited the ESA to stifle development and delay necessary energy infrastructure projects. In some cases, the actions of a few radical environmentalists have resulted in tens of millions of dollars in costs that must be borne by local communities. In other cases, environmental groups have used the ESA to delay oil leases in the Gulf of America, drastically curtail the amount of water available to farmers in Agriculture, and trample on the rights of ranchers across the west. To end this abuse, President Trump is prioritizing American energy independence and demanding reform of the ESA.  

    “President Trump’s National Energy Emergency declaration mandates the ESA Committee convene and identify ‘obstacles to domestic energy infrastructure specifically when deriving from implementation of the ESA’ or other relevant laws. ESA Committee members will propose regulatory reforms, consider species listings, and improve the interagency consultation process,” continued the lawmakers. “Importantly, this process is intended to give impacted states and local communities a voice in deciding whether a federal action is in the interest of the public and its national or regional significance. To help inform the Committee’s understanding of NOAA Fisheries role in addressing energy costs, we request a staff-level briefing regarding efforts to comply with President Trump’s declaration of a National Energy Emergency as soon as possible.”

  • MIL-OSI Security: YUMA MAN PLEADS GUILTY TO TAX EVASION

    PHOENIX, Ariz. – Philip Kevin Clark, 61, of Yuma, Arizona pleaded guilty on April 15, 2025, for Failure to Pay Employment Taxes. Sentencing is scheduled for July 28, 2025, before United States District Judge Steven P. Logan.

    Clark, the owner of a water company in Yuma, admitted that between 2017 and 2021, he deducted $395,250 from his employees’ paychecks for taxes that he failed to pay to the IRS. 

    A conviction for Failure to Pay Employment Tax carries a maximum penalty of 5 years imprisonment and a $250,000 fine.

    The IRS Criminal Investigation Phoenix Field Office conducted the investigation in this case. Assistant U.S. Attorney Kevin M. Rapp, District of Arizona, Phoenix, is handling the prosecution.

  • MIL-OSI USA: Higgins, Carter Introduce Legislation to Combat Contaminated Seafood

    WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) and Congressman Troy A. Carter, Sr. (D-LA) introduced H.R. 2715, the Destruction of Hazardous Imports Act, which grants the Food and Drug Administration (FDA) authority to destroy imported products that pose a significant public health concern.

    This legislation would ensure that contaminated seafood imports don’t reach American consumers and cause harm. The bill grants the FDA additional authority to destroy food products that don’t pass initial inspection, which prevents importers from port shopping their products.

    The FDA protects public health by ensuring the safety, efficacy, and security of food, medicine, and medical devices. Under current rules, the FDA has the jurisdiction to destroy any imported medical devices and medications that pose a health risk to the public. However, this authority does not extend to imported food products that fail to meet U.S. health and safety standards. Foreign entities routinely violate FDA standards by contaminating seafood imports with harmful chemicals that pose a significant health risk.

    “Billions of pounds of uninspected seafood continue to enter our country, causing major health concerns,” said Congressman Higgins. “We must prioritize the health and safety of the American people by holding foreign shipments to the same high standards that our U.S. producers face. In my opinion, foreign products don’t even come close to the quality of Louisiana seafood. This legislation provides the FDA with the authority to destroy illegal seafood imports and ensures that contaminated products don’t reach American markets.”

    “This legislation will protect Louisiana’s health and support our seafood economy. By granting the FDA the necessary authority to destroy food products that fail to meet our strict health and safety standards, we are closing a dangerous loophole that has allowed contaminated seafood to enter our markets. This bill protects consumers from potential health risks and upholds the integrity of our food supply chain, while supporting Louisiana fishermen and seafood processors,” said Congressman Troy A. Carter, Sr. (LA-02).

    “Imported shrimp and seafood products that are potentially dangerous for consumers need to be destroyed,” said John Williams, executive director of the Southern Shrimp Alliance. “Giving these products back to the foreign shipper does little to incentivize them to address safety problems before shipping products to this country. We thank Representatives Higgins and Carter for leading a bipartisan effort to eliminate a ridiculous limitation on the FDA’s authority and improve the safety of this country’s food supply.”

    TASS, a potential complication in any cataract surgery, is an inflammatory reaction inside the eye that can have a variety of causes. When it occurs, this complication typically appears 12 – 48 hours after eye surgery. All enVista TASS cases reported to Bausch + Lomb to date responded quickly to treatment, and none have required removal of the lens.
    “These reports represent only 1-2% of implanted lenses, with a positive prognosis for everyone involved,” Saunders continued. “We look forward to identifying a root cause and bringing the enVista platform back to market.”

These include work requirements for able-bodied adults, limiting benefits to legal residents, and increasing eligibility checks from every 12 months to every 6 months to help prevent fraud and abuse.”

  • MIL-OSI Canada: Ontario, P.E.I. Join Nova Scotia With Legislation to Remove Internal Trade Barriers

    Nova Scotia has received national attention for efforts to remove borders on interprovincial trade. Now, Prince Edward Island and Ontario have joined the Province by introducing reciprocal legislation that will help foster an environment of mutual recognition of goods, services and labour mobility between these provinces.

    “Leaders across the country are expressing interest in removing trade barriers, and I’m very pleased that P.E.I. and Ontario have tabled legislation to remove all their trade barriers,” said Premier Tim Houston, who is also the Minister of Trade. “This is a significant moment for our country, and these actions say a lot about our commitment to make our economies stronger. This moment is too important to miss for the sake of all Canadians.”

    P.E.I.’s and Ontario’s legislation match the spirit of Nova Scotia’s Free Trade and Labour Mobility within Canada Act, are concise and impactful and would remove barriers once and for all.

    Other provinces and territories have also indicated their willingness to remove barriers, and some have indicated that although they do not have new legislation, they have effectively removed barriers through a combination of steps, including amendments to existing legislation, ministerial notes and other correspondence. Nova Scotia is hopeful this has been achieved and will work with each to assess whether the sum total of these steps do, in fact, effectively and permanently remove all barriers.

    Nova Scotia’s Free Trade and Labour Mobility within Canada Act specifically addresses:

    • goods manufactured, produced or approved for use in a reciprocating province or territory, which will be treated the same as those produced in Nova Scotia
      • this will eliminate additional fees or testing requirements for goods from these provinces and territories
    • service providers and licensees properly certified or licensed in a reciprocating province, who will be recognized as if they are licensed in Nova Scotia if they are in good standing with no outstanding complaints in a reciprocating jurisdiction
      • they must register with the equivalent Nova Scotia regulator and obtain licensing or certification or insurance
      • this ensures that businesses providing services can operate across provincial borders without the burden of additional licensing or certification.

  • MIL-OSI Canada: Community projects countering racism receive $300,000

    Community-based organizations throughout B.C. have received grants from the Province to fund projects countering racism and promoting multiculturalism.

    Under the annual B.C. Multiculturalism and Anti-Racism Grants program, projects that battle racial inequity and foster intercultural understanding in B.C. are receiving a total of $300,000 to cover direct costs.

    Organizations have applied for as much as $5,000 for projects using the arts, education, awareness and interactive campaigns to help reduce racism and promote diversity. To be eligible, projects were required to begin by April 1, 2025, and wrap up by March 31, 2026.

    Projects receiving funding this year include:

    • Intersectional Advocacy Resources – the non-profit agency Independent Living Vernon will gather and create advocacy information resources to help Indigenous and racialized people navigate large government systems;
    • Harmonies of Unity: A Convergence of Indigenous and Korean Traditional Arts – hosted by the Garden of Compassion Society in Port Moody, this cultural event will feature traditional performances and art exhibitions from Indigenous and Korean communities;
    • B.C. Black Film Festival – a weekend-long Black film festival planned for fall 2025 in Victoria, featuring projects of Black filmmakers, producers and artists from B.C.;
    • Building Bridges: Thriving Communities – the Chilliwack-based non-profit agency Love Without Borders will help refugees and marginalized communities by providing housing, employment opportunities, education and a support network; and
    • Antisemitism Legal Helpline – Access Pro Bono Society of B.C. connects people who have experienced antisemitism with trauma-informed volunteer lawyers to help identify next steps or available remedies. The grant will enable in-person visits to smaller, more rural Jewish communities.

    This grant program is part of the Province’s ongoing efforts to advance multiculturalism and build a more welcoming and equitable B.C. for all. Other government anti-racism initiatives include:

    • the Racist Incident Helpline, launched last year, which helps connect people who have experienced racism with community support and resources;
    • the Resilience BC Anti-Racism Network, which connects communities with information, supports and training needed to respond to and prevent future incidents of racism and hate; and
    • the Anti-Racism Act, which the Province is implementing with the aim of dismantling systemic racism in government programs and services.

    Just in time for the Easter break, the Royal Saskatchewan Museum has added two exciting new attractions to the museum’s already amazing line-up of world-class exhibits and displays.

    Saskatchewan – North to South Saskatchewan is a stunning introduction to the Life Science Gallery using high-definition photography and videos to explore Saskatchewan’s four ecozones and 11 ecoregions through an interactive display. The regions light up on a large map while showing Saskatchewan’s beauty through vignettes on a large video wall.

    “This new exhibit will showcase breathtaking vistas and will be one of the first things visitors see when arriving at the Museum,” Parks, Culture and Sport Minister Alana Ross said. “These beautiful and remote locations, from Saskatchewan’s far north to its southern plains, show the diversity of the province while providing wonderful backdrops that will appear as if you are actually there.”  

    Some of the featured images are from Saskatchewan Provincial Parks, such as Lac La Ronge and Duck Mountain.  

    The Animal Sounds interactive display is the second new attraction opening at the museum. Visitors can listen to eight different audio files recorded in natural settings from the province’s four ecozones. As the recording plays, visitors will see the animals in the recording on a video screen along with a visual representation of the audio recording.  

    An interactive guessing game of 58 animals making various sounds is also part of the new display. The sounds are played randomly, giving visitors a chance to guess what is making the sound before a video reveals the animal.  

    The handheld speakers in Animal Sounds also includes an audio induction loop – a special type of sound system for use by people with hearing aids.

    All the work in these two new exhibits was completed by Saskatchewan companies, including Hillman AV, Twisted Pair, Christi Lighting, Mark Greschner Photography and Sticks and Doodles, as well as the museum’s exhibits team and the support of Saskatchewan Tourism.

    With fun-filled activities, programs and amazing exhibits for guests of all ages, there is always an adventure waiting around the next corner at the Royal Saskatchewan Museum.

    LOVELAND – Today, Governor Polis met with manufacturers in Northern Colorado at a roundtable hosted by the Northern Colorado Manufacturing Sector Partnership, to discuss the devastating impacts of Trump’s tariff taxes on the industry and economy. The Governor was joined by more than 35 manufacturers and 30 industry partners. 

    “Today, I heard from Colorado manufacturers who were crystal clear: Trump’s tariff tax increase is bad for our economy, could shutter businesses, and will destroy good-paying jobs, all while raising costs on hardworking Coloradans. The ongoing uncertainty of tariffs being flipped on and off at the whim of the President will continue to worsen the recession and stifle investment. If the President truly cares about American manufacturing, he must ditch these failed tariffs that have already done damage to our economy that could last years,” said Colorado Governor Jared Polis. 

    “The uncertainty of the tariff implementation is making it challenging as we are hearing mixed signals and anxiety from our clients in the electronics industry. We are seeing an uptick in activity to onshore projects from China as our clients are searching for certainty in managing their product costs. We are also watching for early signals of recession due to inflation and economic slowdown, but we are not observing this so far as our production backlog of orders remains strong,” said John Sage, President of Vergent Products. 

    “America’s workforce is among the most educated and capable in the world—we shouldn’t be using that talent to make low-margin consumer goods like toasters. Instead, we should focus on manufacturing the high-value industrial technologies the world needs to modernize its energy systems.     Last week, after President Trump nearly started a global trade war and then went back on his threats to enact further tariffs that would raise costs on Americans, Governor Polis urged President Trump to let his failed tariff tax policy go away for good.

  • MIL-OSI Global: The gap between wages and housing prices is widening, fuelling the affordability crisis

    Racial disparities played a significant role in shaping unequal COVID-19 mortality rates. What is less widely understood is how overcrowded housing conditions were an even deadlier variable.

    In California’s Bay Area, for instance, residents of overcrowded apartments — many of them recent immigrants — were found to be significantly more likely to die from COVID-19 than residents of demographically similar, but less crowded, apartments.

    Even less examined is the root cause of this overcrowding. Overcrowding is not just a matter of zoning or population growth, but something more systemic and difficult to confront: the speculative financial forces acting on the land beneath our feet.

    Urban land is now assessed by people not for its consumption value for a home but for its ability to hold and increase in cash value — in other words, its “speculative value.”

    My recent book, Broken City, paints a picture of how the same market logics that defined the Gilded Age of the late 19th century have quietly returned in our own century, with similarly corrosive consequences for urban life.

    Echoes of the Gilded Age

    A growing share of average workers’ incomes is being swallowed up by housing costs, often for homes that fail to meet their basic needs. This is not the result of natural scarcity, but mechanical economic processes that inform the price of urban land.

    We now find ourselves in circumstances uncomfortably close to those of Victorian England or Gilded Age America, when mass migrations to urban centres were driven by the need for jobs.

    Back then, as now, a small number of urban landowners were able to extract enormous wealth — what political economist Henry George called the unearned increment — from the labour of others by virtue of owning the right patch of ground.

    The demands for the unearned increment, George explained, was only limited by how much a region’s wage-earners and entrepreneurs collectively produced. Almost all of that value eventually went into land price.

    Today, we appear to be experiencing the same phenomenon. The social and epidemiological pressures produced by inflated land prices are no longer confined to historically marginalized racial or ethnic groups.

    As my book explains, millennials and Gen Xers, who are increasingly working service-sector jobs that dominate today’s economy, especially in countries like Canada and the U.S., are facing housing pressures once reserved only for the poor.

    In short, housing precarity has gone mainstream.

    Skyrocketing land prices

    At the heart of the housing crisis lies a deeper problem: runaway urban land prices are not just a crisis of housing affordability, but a problem of equitable urban design. They are eroding our political capacity to solve many urban problems.

    The same inflated land values that burden tenants and aspiring homeowners also restrict what cities can do to address housing and transportation needs, whether through planning, taxation or direct provision.

    Urban land prices are spiralling due to the collision of two long-term trends. First, the global economy has shifted from being primarily driven by wages earned through labour to one dominated by returns on assets. Urban land is now the single largest category of fixed capital asset in the world.

    Second, this asset-driven economy has widened the gap between wages and home prices, and helped drive the explosion in inequality. Housing has become the primary site where that inequality is expressed.

    Public frustration over this yawning gap between stagnant incomes and sky-high housing costs has erupted into political conflict. Many now blame local governments and planning regulations for blocking the supply of new homes. If only we could build more, they argue, prices would fall.

    But the evidence tells a different story. Take Vancouver, a city that has tripled its housing stock since the 1960s, largely through infill development. If the supply theory held true, Vancouver should be the most affordable city in North America. Instead, it is the least affordable.

    A landmark study published in March by the National Bureau of Economic Research found that supply constraints didn’t explain rising housing prices or housing growth across American cities. In other words, building more housing isn’t enough to bring down prices.

    A path out of the housing crisis

    My book offers several solutions and examples for how cities can reclaim land wealth for the common good.

    One promising approach lies in tying new housing approvals to affordability requirements. This policy framework — known as inclusionary zoning — requires developers to include a certain number of permanently affordable units as a condition for increased density.

    Without such requirements, upzoning — meaning increasing the maximum building size the city authorizes for a parcel — can inflate the value of land, rewarding speculation and driving prices further out of reach.

    Examples of effective inclusionary zoning abound. In Cambridge, Mass., an affordable housing overlay mandates 100 per cent affordability in exchange for permission to double density across the city. In Vancouver, new legislation related to inclusive zoning was introduced in 2024 and a development tax on new high-density projects has helped finance non-market housing directly.

    The path forward is not mysterious. But it does require confronting the truth that the housing crisis is not the result of broken systems — but of a speculative financial systems working exactly as designed.
