    Know Your Immigration Rights

If you or a loved one encounter immigration enforcement officials, it is essential that you know your rights and have prepared your household for all possible outcomes.

Ask for a warrant: The Fourth Amendment of the Constitution protects you from unreasonable search and seizure. You do not have to open your door until you see a valid warrant to enter your home or search your belongings.

Your right to remain silent: The Fifth Amendment protects your right to remain silent and not incriminate yourself. You are not required to share any personal information such as your place of birth, immigration status or criminal history.

Always consult an attorney: You have a right to speak with an attorney. You do not have to sign anything or hand officials any documents without speaking to an attorney. Try to identify and consult one in advance.

  • MIL-OSI USA: LEADER JEFFRIES ON SAVE SOCIAL SECURITY DAY OF ACTION: “SOCIAL SECURITY IS NOT A PONZI SCHEME”

Source: United States House of Representatives – Congressman Hakeem Jeffries (8th District of New York)

Brooklyn, NY – Today, House Democratic Leader Hakeem Jeffries held a press conference for Save Social Security Day of Action. Today, House and Senate Democrats are in their own communities holding events to mobilize Americans from every corner of the United States to push back on Donald Trump, Elon Musk and DOGE’s cuts to Social Security.

LEADER JEFFRIES: Good morning, everyone. All across America, House Democrats and Senate Democrats are holding a Save Social Security Day of Action. Why? Social Security here in New York City and across the country faces an unprecedented assault, the likes of which have not been seen since 2005, when former President George W. Bush tried to privatize it. Donald Trump, Elon Musk and House Republicans think that Social Security is a Ponzi Scheme. Social Security is not a Ponzi Scheme. It is an earned benefit. Hardworking New Yorkers pay into Social Security and have done so throughout their entire working life. They’ve earned their Social Security benefits, work hard for these Social Security benefits and deserve their Social Security benefits.

It is unacceptable, unconscionable and un-American that Donald Trump, Elon Musk and House Republicans are dismantling and closing Social Security offices, jacking up wait times and preventing hardworking Americans from securing their benefits. Our Save Social Security Day of Action will take place throughout America to raise awareness of the unprecedented assault against Social Security here in New York City and throughout the country, and to make clear that we are going to do everything possible to protect Social Security and strengthen Social Security so that the American people receive the earned benefit that they deserve.

Full press conference can be watched here.

  • MIL-OSI Security: Man Charged with Threatening Director of National Intelligence Tulsi Gabbard and Her Family

Source: Federal Bureau of Investigation (FBI) State Crime Alerts (b)

ATLANTA – Aliakbar Mohammad Amin has been arrested and charged pursuant to a criminal complaint with transmitting interstate threats to injure Director of National Intelligence (DNI) Tulsi Gabbard and her family.

“Threatening to harm public officials is a criminal act that cannot be excused as political discourse,” said Acting U.S. Attorney Richard S. Moultrie, Jr.  “Our Office, in coordination with our law enforcement partners, will vigorously prosecute individuals who commit these acts of violence.”

“The FBI sees all threatening communications as a serious federal offense. We will employ every investigative tool and resource available to identify those responsible and ensure they are prosecuted to the fullest extent of the law,” said Paul Brown, Special Agent in Charge of FBI Atlanta. “Let this arrest serve as a clear warning: if you engage in this kind of criminal behavior, you will be caught and you will go to prison.”

According to Acting U.S. Attorney Moultrie, the complaint, and other information presented in court: Between March 29 and April 1, 2025, Amin allegedly sent text messages that included threats against DNI Gabbard and her husband, including the following statements:

    • “You and your family are going to die soon” and “I will personally do the job if necessary.”
    • “Death to America means death to America literally, Tulsi is living on borrowed time.
    • “The home you two own . . . is a legitimate target and will be hit at a time and place of our choosing.”
    • “Prepare to die, you, Tulsi, and everyone you hold dear. America will burn.”

During the investigation, federal agents also discovered similar threats allegedly made by Amin in social media posts, including an image depicting a firearm pointed at a photograph of DNI Gabbard,  and a second image of a firearm pointed at a photograph of DNI Gabbard and her husband. Federal agents later recovered a firearm while executing a warrant to search Amin’s home.

Aliakbar Mohammad Amin, 24, of Lilburn, Georgia, was charged on April 11, 2025, via a previously sealed criminal complaint alleging a violation of Title 18, United States Code, Section 875(c). He was ordered detained pending trial by a U.S. Magistrate Judge after making his initial appearance in federal court.

This case is being investigated by the Federal Bureau of Investigation.

This case is part of Operation Take Back America a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. • MIL-OSI USA: Speaker Johnson: If Democrats Have Their Way, Americans Will See the Largest Tax Increase in American History

Source: United States House of Representatives – Representative Mike Johnson (LA-04)

WASHINGTON — Speaker Johnson released an op-ed on Tax Day warning of the disastrous consequences if Congress does not extend the tax cuts passed in 2017 under the Tax Cuts and Jobs Act.

Read the op-ed here or below:

This Tax Day, remember: if Democrats in Congress have their way, Americans will see the largest middle-class tax hike in history come next year.

That’s because the Trump tax cuts Republicans passed in 2017 are set to expire this December. Unless Congress intervenes, the average American will see a 22% increase in their taxes. For the average family of four, that means a $1,700 hike, and a Child Tax Credit that’s slashed in half for 40 million households.

The big picture for the American economy would be just as bad. Over 26 million businesses would see their federal tax rate jump to 43%, and we’d lose nearly six million jobs and $1 trillion in GDP. By every metric, allowing the Trump tax cuts to expire would be devastating for our nation and its economy.

Thankfully, last week, House Republicans took a critical step to ensure this doesn’t happen. The budget resolution we passed lays the groundwork to extend the 2017 tax cuts and rein in wasteful spending so Americans can keep more of their hard-earned money.

Right on cue, all the Left’s familiar voices trotted out the same tired talking point: “it’s just a tax break for the rich.” Of course, those voices are lying. In the aftermath of the 2017 tax cuts, middle-class families actually came out ahead. Even the left-leaning Tax Policy Center found that over 90% of middle-income earners enjoyed a tax decrease – and an economy with much greater opportunity. There were millions of new jobs, revenues were spiking, and incomes were rising in every metro area across the country for the first time in three decades. In just two years, median household incomes jumped by $5,000 – more than in the previous eight years combined.

Americans experienced the greatest economy under President Trump because we followed a simple formula for success: we produced energy at home, cut regulations, reduced the size and scope of government, and cut taxes for working families and businesses.

After four years of Bidenomics failing the American people, our country needs a new direction. Congressional Republicans are working closely with the Trump Administration to bring back the growth and prosperity everyone remembers. That starts with keeping taxes low for American families and the businesses that power our economy.

Our best days are still ahead of us.

  • MIL-OSI USA: EIA projections show U.S. energy consumption decreasing in the near term, increasing after early 2040s

    Source: US Energy Information Administration

    U.S. ENERGY INFORMATION ADMINISTRATION
    WASHINGTON DC 20585

    FOR IMMEDIATE RELEASE
    April 15, 2025

U.S. energy consumption decreases in the next several years and doesn’t increase again until the early 2040s through 2050, according to the U.S. Energy Information Administration’s Annual Energy Outlook 2025 (AEO2025). U.S. energy consumption in 2050 is lower than in 2024 in most of the scenarios modeled in AEO2025, but the range of outcomes varies significantly based on the underlying assumptions in the scenarios EIA analyzed.

AEO2025 explores long-term energy trends in the United States. It relies on a Reference case that assumes laws and regulations in effect as of December 2024 remain in effect through 2050. AEO2025 also includes scenario-based analyses of separate side cases that make various other assumptions about the energy sector:

    • The Alternative Electricity case assumes electric generators can operate under regulations that existed prior to April 2024, when the U.S. Environmental Protection Agency (EPA) implemented a new rule targeting carbon dioxide emissions from new and existing generating units.
    • The Alternative Transportation case assumes recent rules targeting vehicle fuel economy and emissions from the EPA, National Highway Traffic Safety Administration, and the California Air Resource Board are not in place.
    • The High Oil Price case assumes the price of Brent crude oil increases to $155 per barrel (b) in 2050, compared with $91/b in the Reference case and $47/b in the Low Oil Price case.
    • The High Oil and Gas Supply case assumes ultimate recovery for new tight oil, tight gas, or shale gas wells are 50% higher than in the Reference case. The case also assumes 50% higher undiscovered resources in Alaska and offshore fields. Technological improvement is assumed to be 50% faster. The Low Oil and Gas Supply case assumes the converse.
    • The Low Zero-Carbon Technology Cost case assumes faster cost declines for zero-emissions electricity-generating technologies resulting in 40% lower costs in 2050 than in the Reference case. The High Zero-Carbon Technology Cost case assumes no additional cost reductions with additional deployment.
    • The High Economic Growth case assumes the compound annual growth rate for U.S. GDP is 2.1% through 2050, compared with 1.2% in the Low Economic Growth case and 1.8% in the Reference case.

For AEO2025, EIA significantly updated the model that underpins the results, adding a hydrogen market module; a carbon capture, allocation, transportation, and sequestration module; and an enhanced upstream oil and natural gas resources module. EIA also enhanced many existing modules to better reflect market dynamics and emerging technologies.

The full Annual Energy Outlook 2025 is available on the EIA website, including full projection tables, a brief narrative, and a detailed description of the assumptions used in each case.

The product described in this press release was prepared by the U.S. Energy Information Administration (EIA), the statistical and analytical agency within the U.S. Department of Energy. By law, EIA’s data, analysis, and forecasts are independent of approval by any other officer or employee of the U.S. government. • MIL-OSI USA: MAINE PUBLIC UTILITIES COMMISSION REMINDS GAS AND ELECTRIC UTILITY CUSTOMERS OF RIGHTS, RESPONSIBILITIES, AND ASSISTANCE PROGRAMS AS WINTER DISCONNECT PROTECTION PERIOD ENDS

    Source: US State of Maine

    April 15, 2025

Hallowell, Maine– The Maine Public Utilities Commission (PUC) is reminding Maine gas and electric consumers that the winter disconnection protection period ends on April 15, 2025. Beginning on this date, utilities may resume disconnection activities for residential customers for nonpayment without prior approval from the Commission’s Consumer Assistance and Safety Division (CASD).

From November 15 through April 15, electric and gas utilities are prohibited from disconnecting residential customers without express permission from the CASD, to ensure consumer protections during the coldest months of the year. However, beginning April 15 through mid-November, utilities are not required to seek CASD approval before proceeding with disconnection. They are, however, still required to follow Commission rules governing timely disconnection notices and procedures prior to terminating utility service.

“This has been a challenging year for many Mainers due to continued high inflation and rising costs,” said Commission Chair Philip L. Bartlett II. We want to ensure consumers know that help is available to manage utility bills and avoid disconnection. The Commission strongly encourages anyone struggling to pay their bills to reach out for assistance.

The PUC urges consumers to visit www.MaineElectricHelp.com for a list of state and local programs that can help households pay for utilities and reduce overall utility costs. These programs include fuel assistance, weatherization services, and arrearage management programs offered in partnership with utilities.

If customers are unable to reach an agreeable payment arrangement directly with their utility, they are encouraged to contact the CASD. The CASD can work with both the utility and the customer to help establish a reasonable and affordable payment arrangement.

Customers can reach the CASD at 1-800-452-4699 (Monday through Friday, 9 a.m. to 4 p.m.).

    For more information, visit www.maine.gov/mpuc.

    About the Commission

The Maine Public Utilities Commission regulates electric, telephone, water and gas utilities to ensure that Maine citizens have access to safe and reliable utility service at rates that are just and reasonable for ratepayers and utilities, while also helping achieve reductions in state greenhouse gas emissions. Commission programs include Maine Enhanced 911 Service and safety programs. Philip L. Bartlett II serves as Chair, Patrick Scully and Carolyn Gilbert serve as Commissioners.

  • MIL-OSI USA: Natural Disaster-Proofing Your Life: What to Do Before and After the Worst Happens

    Source: US State of Missouri

This column is released for publication in full, attributable to the Missouri State Archives.

    April 15, 2025

Natural Disaster-Proofing Your Life: What to Do Before and After the Worst Happens

From the Missouri State Archives, a division of Missouri Secretary of State Denny Hoskins’ Office

When disaster strikes – whether a tornado, fire, or flood – our first thoughts are of safeguarding lives, finding shelter, and securing essential supplies. But once the immediate danger passes, the questions begin: Where are the family birth certificates? Insurance papers? The deed to the house?

Navigating a disaster’s aftermath often means navigating paperwork, and the Missouri State Archives wants you to be prepared before that moment comes.

The most important step? Pre-planning. “Where’s our stuff?” may not be the first thing that pops into your head during a crisis, but it’s a question you’ll wish you’d answered ahead of time if you didn’t. Whether it’s a personal safe, lockbox, or cloud storage, make sure your essential documents and records are secure and accessible. “Essential,” in this case, however, means more than just birth and/or marriage certificates. Think driver’s licenses, banking information, insurance policies, and emergency contact lists.

Digital storage can be a lifesaver, literally and figuratively. But don’t let a jumble of unorganized files slow you down in the wake of a disaster. Keep backups in multiple locations – and share important files (both documents and photos) with trusted family and/or friends. Most importantly, store your backups in a different building than the originals.

If you do lose physical documents, local health departments and recorders of deeds can usually replace them quickly. The Missouri State Archives may be able to help with older records, but preparedness is largely up to you in our current digital age.

What about destroyed items that can’t be replaced? Home inventories, with photos, can speed up insurance claims. And don’t forget family keepsakes and photos. While not needed in the immediate response, these are the items we grieve most when lost.

For government offices, disaster readiness means robust records managements practices and procedures are in place, with microfilmed records and digital backups stored offsite. A single incident can create years of red tape and recovery headaches without these precautions.

The Missouri State Archives offers grants to local governments and emergency preparedness training opportunities to both officials and the public.  With both groups, as State Archivist John Dougan puts it, “Safe storage is key to protection, and attics and basements tend to be two of the most vulnerable locations. Whether you’re a private citizen or local official, they’re a good place to start.”

Disasters are unpredictable, but recovering afterwards doesn’t have to be. With a little planning today, you can save yourself weeks – or years – of intense stress tomorrow.

  • MIL-OSI USA: ICE arrests Guatemalan alien charged with murder, assault after release by noncooperative jurisdiction

Source: US Immigration and Customs Enforcement

BALTIMORE — U.S. Immigration and Customs Enforcement arrested Rene Pop-Chub, 32, an illegal alien and Guatemalan citizen, April 12, in Hyattsville, Maryland, after Prince Georges County Department of Corrections failed to honor an ICE immigration detainer, releasing him back into the public.

Pop is pending charges for murder, second-degree assault, and reckless endangerment.

“The arrest of Rene Pop-Chub underscores the critical importance of cooperation between federal and local counterparts,” said ICE Baltimore Acting Field Office Director Nikita Baker. “When jurisdictions refuse to honor our immigration detainers, they put their own communities at risk — as was the case here, where a dangerous illegal alien charged with murder and assault was released back onto the streets. Thanks to the unwavering dedication and tireless efforts of our officers, this individual has been taken back into custody. Their work ensures that he will now face justice and will no longer pose a threat to public safety in Maryland.”

The U.S. Border Patrol arrested Pop June 13, 2013, in Falfurrias, Texas, and issued him an order of expedited removal. Pop was removed from the United States to Guatemala Sept. 24, 2013. The Border Patrol arrested Pop in Cowlic, Arizona, Dec. 11, 2017, after he illegally reentered the U.S. and issued him a notice of intent to reinstate a prior order of removal. ICE removed Pop from the U.S. to Guatemala Dec. 28, 2017.

Pop reentered the United States for a third time on an unknown date at an unknown location without being inspected, admitted, or paroled by an immigration officer. The Prince George’s County Police Department arrested Pop Aug. 19, 2024, and charged him with first-degree assault. ICE Baltimore lodged an immigration detainer with the Prince George’s County Department of Corrections Oct. 9, 2024. The District Court for Prince George’s County forwarded Pop’s case to the Circuit Court for Prince George’s County Oct. 31, 2024, for the offense of murder, assault first-degree, second-degree assault, and reckless endangerment. The charges are currently pending. The PGCDC declined to honor ICE’s immigration detainer and released Pop from custody April 8. ICE Baltimore arrested Pop in Hyattsville, April 12, and issued him a notice of intent to reinstate a prior order of removal. Pop has been transferred to the custody of the U.S. Marshals Service.

  • MIL-OSI USA: OEM Director Visits Harney County as Flood Response Shifts to Recovery

    Source: US State of Oregon

strong>SALEM, Ore. – Oregon Department of Emergency Management (OEM) Director Erin McMahon visited Harney County, the City of Burns, and the Burns Paiute Tribe on Saturday, April 5, to support ongoing flood response and recovery efforts.

During her visit, Director McMahon met with Chair Tracy Kennedy and members of the Burns Paiute Tribal Council to discuss the impacts of the flooding event, local response efforts, and the path forward in recovery. She later visited the Harney County Emergency Operations Center, where she met with local officials, toured the repaired dike, and drove through affected areas to witness the community’s response and resilience firsthand.

At the American Red Cross Center, Director McMahon thanked volunteers and connected with residents impacted by the floods. “It’s clear this is a strong community that is already making great progress toward recovery, even in the face of continued challenges,” said McMahon.

    Emergency Coordination and Recovery Operations

The State Emergency Coordination Center (ECC) remains activated at Level 3, with OEM staff working both remotely and on-site to support Harney County. Emergency Support Functions (ESFs) and State Recovery Functions (SRFs) are both engaged, reflecting a strategic transition toward recovery while maintaining readiness to respond to emerging needs.

OEM, in partnership with local and state agencies, continues to provide essential resources and coordination. With temperatures trending 15 degrees above normal, there is increased concern about accelerated snowmelt and the risk of additional flooding. While initial forecasts projected higher river levels, actual measurements have shown water levels approximately 12 inches lower than expected, offering a modest reprieve.

    Community Support and Health Updates

The American Red Cross remains a vital partner in the response, having served approximately 295 meals and distributed over 467 house cleaning kits to help families begin their recovery.

The Harney Hub continues to play a critical role in volunteer coordination, ensuring an efficient and compassionate response to community needs. They have extended their operating hours at both the Harney Hub and the Harney Library.

Support is also being provided through mutual aid under the Oregon Resource Cooperative Assistance Agreement (ORCAA), allowing local emergency managers to assist one another during this response and ensure continuity of operations.

Also, the Burns Paiute Tribe is supporting approximately 200 of its members and serving 2 meals a day in their Wellness Center.

In addition, OEM is finalizing support of up to $40,000 in landfill fee coverage at C&B Sanitary for residents disposing of flood debris. This waiver will require residents to identify where debris originated and will be available only while funding lasts.

Health and safety remain top priorities, as compromised infrastructure—including overwhelmed sewer systems and damaged dikes—has led to cross-contamination of floodwaters. Residents are urged to take precautions due to potential exposure to E. coli, asbestos from older homes, and hazardous materials present in both waterways and neighborhoods.

    Federal Disaster Declaration Request

OEM has submitted a request to the Federal Emergency Management Agency (FEMA) for a Joint Preliminary Damage Assessment for Individual Assistance in Harney County. Once acknowledged, FEMA will work with state and local officials to determine the appropriate timeline to conduct assessments and support further disaster aid.

    Stay Connected

The ECC will continue to coordinate with local leaders and partners, monitor emerging needs, and support both immediate response and long-term recovery.

For more information on how to help or donate, visit the OEM Newsroom or Harney County Resources.

Solid revenue growth of +22%, driven by a +26% increase in SaaS subscriptions, reflecting strong recurring revenue momentum

Double-digit sales growth confirmed for 2025, despite ongoing market uncertainty

Sidetrade, the global leader in AI-powered Order-to-Cash applications, today announces €2.77 million in bookings for the first quarter of 2025, along with revenue growth of +22%, including a +26% increase in SaaS subscriptions.

Olivier Novasque, CEO of Sidetrade commented:

“While the start of the year has been shaped by an uncertain economic climate—particularly in the United States—we continue to deliver double-digit revenue growth quarter after quarter. In Q1, we commend the strong performance of our European bookings, reflecting solid commercial momentum among existing clients. This was driven by the adoption of new product modules and geographic expansion into new countries. This expansion within our installed base effectively offset the more cautious stance of decision-makers in the US market. Achieving a near-perfect balance (50/50) in our development model over the past three years—between bookings from Europe versus the United States on one hand, and new customer sales versus existing customer upsell on the other—has equipped us with the resilience to navigate more turbulent periods when one of these components temporarily falters. Looking ahead across all four quarters of fiscal year 2025, we are confident in our ability to maintain this equilibrium. Regarding Q1 revenue, our record bookings in 2024, combined with a revenue recurrence rate exceeding 90% and the contribution from SHS Viveon, has enabled us to achieve a strong growth of +22%, continuing the momentum from our standout 2024 performance.”

In the first quarter of 2025, Sidetrade delivered a solid performance, recording €2.77 million in Annual Contract Value (ACV) from new signed contracts, compared to €3.98 million in Q1 2024. It is important to note that Q1 2024 represented an exceptionally high comparison base, with triple-digit growth of +117%, nearing the Company’s all-time record of €4.1 million. While Q1 2025 marks a year-over-year decline of 30% against this particularly strong prior-year quarter, the performance remains robust in absolute terms and significantly exceeds the €1.83 million recorded in Q1 2023, representing a +51% increase over that period.

During the quarter, strong performance in Europe—driven by existing customers and accounting for nearly 90% of total bookings—more than offset a more mixed performance in the United States. This European momentum was supported by the successful commercialization of new product modules, including CashApps and Augmented Invoice, the latter being dedicated to electronic invoicing. In North America, bookings contributed 15% of Q1 2025 total bookings. The region faced a more cautious investment environment, as key decision-makers adopted a wait-and-see approach regarding new project commitments.

In addition, new SaaS bookings (New ARR) totaled €1.28 million, compared to €1.85 million in Q1 2024, while Services bookings totaled €1.49 million versus €2.13 million in Q1 2024.

Sidetrade’s development model—balanced between North America and Europe, and between new customer acquisitions and upsells to the existing client base—provides the Company with strong resilience against short-term market imbalances. This quarter, solid expansion sales in Europe among existing customers ultimately enabled the Company to deliver a robust overall performance, despite a more challenging macroeconomic environment in the US.

Solid revenue growth of +22%, driven by a +26% increase in SaaS subscriptions, reflecting strong recurring revenue momentum

    Sidetrade

    (€m)

    Q1 2025 Q1 2024 Change
    SaaS Subscriptions 12.1 (1) 9.6 +26%
    Revenue 14.3 (2) 11.8 +22%

All the 2025 information in this financial release is from consolidated, unaudited data.
    (1) includes €1.35 million in recurring revenue from SHS Viveon
    (2) includes €1.90 million in total revenue from SHS Viveon

Sidetrade recorded a very strong start to fiscal year 2025, posting revenue of €14.3 million for the first quarter, representing year-over-year growth of +22%.

SaaS subscriptions reached €12.1 million in Q1 2025, reflecting year-over-year growth of 26%, including +12% on a like-for-like basis (excluding the integration of SHS Viveon). This sustained pace underscores the effectiveness of Sidetrade’s SaaS business model and its ability to efficiently convert bookings into recognized revenue.

In the first quarter of 2025, Services revenue posted modest growth of +3%, reaching €2.2 million. On a like-for-like basis (excluding the impact of SHS Viveon), this represents a decline of -20%. This trend reflects a lower volume of new large-scale projects and more limited-service engagements related to SaaS subscriptions among existing clients.

Sidetrade continued to expand its footprint with large multinationals. In Q1 2025, subscriptions from companies generating over €2.5 billion in annual revenue grew by 44%. For the first time, contracts from these large enterprises accounted for more than half of Sidetrade’s total subscription revenue, representing 53% of the total—underscoring the Company’s increasingly strong positioning within the large enterprise segment. This momentum is expected to remain a key growth driver in the coming quarters.

The integration of SHS Viveon’s operations (effective as of July 1, 2024) contributed €1.9 million to Sidetrade’s revenue in the first quarter of 2025, accounting for 13% of the total quarterly revenue.

It is important to note that all of Sidetrade’s multi-year contracts are systematically indexed to inflation—using the Syntec index for Southern Europe, the UK Consumer Price Index (CPI) for Northern Europe, and the U.S. CPI for the United States. This mechanism ensures that annual price adjustments are applied automatically to SaaS subscription fees in line with inflation trends, without the need to wait for contract renewal.

  • MIL-OSI Global: A small difference in how ratings are displayed can unintentionally mislead consumers

Source: The Conversation – Canada – By Deepak Sirwani, Assistant Professor, UBC Sauder School of Business, University of British Columbia

Ratings have become as crucial to purchasing decisions as factors like price, brand reputation or recommendations from family and friends (Shutterstock)

Ratings are ubiquitous in today’s digital world. Platforms like Amazon, Yelp and Uber Eats bombard users with stars, numbers and symbols that can heavily influence consumer decision-making.

Research suggests ratings have become as crucial to purchasing decisions as factors like price, brand reputation or recommendations from family and friends, especially in terms of online shopping. Even a small increase of 0.2 in a rating can boost sales by 30 to 200 per cent.

However, not all rating formats are created equal. Consider two hotels, both rated 3.5 out of five stars. One hotel displays its rating as a visual image of three stars with a fourth partially filled, while the other just lists the numerical score “3.5.” Which one would you be more likely to choose?

My recent research study with my co-authors found that the way ratings are displayed — as stars versus numbers — can shape consumer perceptions in subtle yet predictable ways. Visual star ratings, fractional ones in particular, tend to appear more appealing to consumers than their number rating counterparts.

    Stars versus number ratings

We conducted a series of 12 experiments involving thousands of participants. In one, participants were asked to plot fractional numbers on an unmarked line; another tested how people visually process partially filled stars. In another experiment, respondents were given half ratings (like 1.5 or 2.5) and asked how they might round up or down, while another tested whether one format was more memorable than the other.

We found that fractional star ratings (a visual image of three stars with the fourth partially filled) tend to be overestimated by roughly 0.12 points, meaning a 3.5-star rating feels more like 3.62. In contrast, numeric ratings (like “3.5”) are underestimated by about 0.05 points, making them feel close to 3.45.

These biases stem from different cognitive processes. Fractional star ratings trigger the visual-completion effect, in which the brain instinctively tries to complete the image. When people see a half-filled star, their brains unconsciously perceive it as closer to a full star, effectively rounding the rating upward because it can’t resist filling in the missing piece.

This process occurs automatically, without conscious awareness. This mental shortcut is a fundamental aspect of how humans see the world. It’s what allows people to recognize familiar faces behind masks, identify logos from partial images and interpret obscured road signs. When applied to product ratings, this natural tendency can lead consumers to overestimate a product or service’s true rating.

Numeric fractions, on the other hand, trigger left-digit bias where the brain anchors on the leftmost digit — the three in 3.5 — causing perceptions to lean downward, instead of up.

While these biases may seem small, they can significantly influence where consumers decide to eat, stay or shop.

    The ethical dilemma for marketers

For businesses, star ratings can offer a subtle, often irresistible boost in perceived quality. Yet, exploiting this illusion comes with ethical implications.

Inflated ratings might drive short-term sales, but they risk damaging consumer trust over time. Take, for example, a hotel boasting a four-and-a-half-star rating. Such a score sets expectations of near perfection, and when reality falls short, customer disappointment can lead to critical reviews. In the digital age, such reviews spread quickly, potentially causing long-term damage to a company’s reputation.

Negative online reviews can have enduring detrimental effects on both sellers and platforms. Research indicates that negative reviews can significantly decrease consumer trust and purchase intentions. In one study, consumers who encountered just one negative review were 41.8 per cent less likely to buy a product compared to when no negative feedback was present.

Transparency matters deeply in today’s marketplace. Marketers and online rating platforms should carefully consider how their rating designs might unintentionally mislead customers. Honest ratings build lasting trust; misleading ratings erode it.

    A call for rating standardization

Our research has also identified practical solutions to the problem of misleading ratings. One simple yet effective approach is to use visually complete stars. Showing visually complete stars instead of partially filled ones dramatically reduces the tendency to round up. In fact, overestimation of fractional ratings was reduced by 86 per cent by replacing normal stars with visually complete stars.

Another effective approach is to prioritize numeric ratings, which have smaller biases. A numeric rating might cause a consumer to dismiss a quality establishment because a 3.5 feels closer to three than four. While this might lead them away from genuinely good choices, this distortion is less impactful than the significant overestimation triggered by partial stars.

Given how influential ratings are, standardization across platforms is crucial. Policymakers and industry bodies should consider establishing consistent standards, such as requiring visually complete stars or using numeric scores, to ensure fairness and transparency. This would enable consumers to make informed decisions and ensure businesses compete based on actual quality.

Small visual illusions can drive big changes in behaviour, but by understanding and correcting these subtle biases, we can create a fairer digital marketplace. Clearer, standardized rating displays benefit everyone: consumers make better-informed choices, businesses are rewarded for genuine quality and platforms build lasting consumer trust.

Next time you see a rating, pause for a moment and ask yourself: is this star rating nudging me toward an inflated expectation? Being aware of these subtle visual tricks can help you make better choices as a consumer and avoid disappointment.

  • MIL-OSI United Nations: IOM Chief Urges Greater Global Support to Haiti Amid Growing Crisis

Source: International Organization for Migration (IOM)

Port-au-Prince, 15 April 2025 – Amid a worsening humanitarian emergency in Haiti, International Organization for Migration (IOM) Director General Amy Pope concluded a high-level visit this week urging the international community to step up and support for communities uprooted by violence and instability.

More than 1 million people are now displaced inside of Haiti – triple the number from just a year ago. Gang control over vast areas of Port-au-Prince has forced families to flee repeatedly, leaving them without access to shelter, water, or medical care. At the same time, nearly 200,000 Haitians were deported back from neighboring countries last year, adding pressure to already overwhelmed local systems.

“This is one of the most complex and urgent crises in the world, with implications for regional and global stability,” said DG Pope. “When we invest in humanitarian support, we don’t just save lives – we build resilience and safety to helps stabilize communities and reduce the conditions that cause forced migration.”

During her visit, DG Pope met with displaced families at a Port-au-Prince site, listening to their experiences and assessing their most pressing needs. “A mother told me she had fled her neighborhood three times in two months. She was living under a tarp with her children, with no idea where they could go next,” DG Pope said. “These are not just statistics—they are lives caught in crisis over and over.”

DG Pope also held discussions with Haitian Government officials, including the Minister of Foreign Affairs, Religious Affairs, and Haitians Living Abroad, to identify concrete ways to reinforce migration governance, broaden access to legal documentation, and strengthen reintegration.

IOM is currently leading efforts across more than 50 displacement sites, including shelter, camp management, protection, and emergency water, sanitation and hygiene services – even in areas affected by violence. The organization is also working with communities to rehabilitate infrastructure and expand access to education and livelihoods.

Beyond immediate relief, IOM is also helping people reintegrate into communities, including through the rehabilitation of public infrastructure to expand access to essential services in areas that are hosting displaced people.

“The Haitian people are showing remarkable strength in the face of unthinkable hardship,” DG Pope said. “But relying on resilience alone is not a strategy. The Haitian people need support—and they need it now. The cost of inaction will not only be measured in lives lost, but also in broader instability that affects us all.”

IOM remains committed to working alongside the Haitian people and the Haitian Government to restore safety, dignity, and opportunities for people across the country.

  • MIL-OSI USA: State’s first Work Zone Speed Camera launches April 16 on I-5 near JBLM

    Source: Washington State News 2

Cameras focus on safety by slowing speeders and protecting workers on Washington highways

OLYMPIA – Washington transportation leaders are taking a bold step to protect road construction workers and drivers as the first Work Zone Speed Camera begins enforcement Wednesday, April 16, near Joint Base Lewis-McChord.

The trailer-mounted camera photographs vehicles speeding through active work zones. The Washington State Department of Transportation will rotate the camera between construction, maintenance and emergency projects where speeding is an issue. This safety tool aims to protect workers and the traveling public by encouraging drivers to follow work zone speed limits and reducing the number of speed-related crashes. The first site was selected because of ongoing safety concerns with people speeding through that Interstate 5 work zone.

Signs will notify drivers when the camera is at a job site and when possible, a radar feedback sign will accompany the camera to remind drivers to slow down. The program will expand with two more cameras this spring and three more by summer.

“Too many workers have been injured or killed, and statistics show drivers are not slowing down,” said Secretary of Transportation Julie Meredith. “This provides another tool to help ensure workers – and everyone on the roadway – comes home safe at the end of the day.”

    Program and enforcement details

The cameras will only record infractions when workers are present on a job site. Work can take place day or night, so drivers should assume there are workers in all work zones, particularly if they are in the area where they see a sign notifying them about a camera ahead.

After the camera detects a speeding vehicle, information will be forwarded to the Washington State Patrol. The photos do not include images of drivers. Troopers will determine if a violation was committed and, if so, issue an infraction. The vehicle’s registered owner will receive the infraction in the mail and can contest it, ask for a reduction or request a payment plan.

When someone receives a notice of infraction, they will be directed to the program’s website to acknowledge the incident. There is no fine for the first work zone speed camera infraction; the second and every infraction after that is $248. The vehicle’s registered owner must respond to the notice of infraction online or through the mail, even if it carries no financial penalty. The infractions are recorded as non-moving violations and do not affect driving records or insurance. Unpaid fines will be added to vehicle registration renewals.

The state Office of Administrative Hearings will oversee appeals for infractions. After people appeal, they can submit supporting evidence such as photographs or other documents for the judge to consider. Depending on the reason for the appeal, they will have either a brief adjudicative proceeding, which involves only documents, or a formal adjudicative hearing, where they can also provide testimony over the phone to a judge.

    Legislative, agency and industry partnerships

The cameras result from partnerships and support by the state Legislature, several state agencies, law enforcement and union and industry groups. Legislation for the cameras took effect July 1, 2023, with an Amendment bill passed the following year.

The money received from fines will pay for the program’s costs and any extra money will support WSP DUI and safety programs. The program runs through 2030 unless extended by the Legislature.

    Proven safety tool

Through scanning light detection and ranging, called LiDAR, the camera detects vehicles traveling faster than the posted speed limit and takes images of the vehicle, its license plate and related information (e.g., speed limit, a vehicle’s recorded speed, location, date, time, etc.). Work zone speed camera vendor Elovate works with other states on similar programs, including Maryland and Indiana.

Since 2020, Washington has averaged 1,345 work zone crashes every year. Meredith said the goal of the safety program is to reduce speeding, not issue tickets.

“We would be ecstatic if these cameras never resulted in infractions,” she said, “because that would mean drivers instead changed their behavior.”

This program is separate from the recently launched Highway Speed Camera Program, which is currently underway on I-5 and I-90 in Skagit and Spokane counties.

  • MIL-OSI USA: Bringing Broadband to Hardest to Serve Areas

Source: US State of New York

overnor Kathy Hochul today announced the launch of the ConnectALL Deployment Program Request for Applications (RFA) for Priority, Reliable, and Alternative Technology Solutions, a critical milestone in the multi-year process to secure affordable, reliable, high-speed internet service to the final remaining unserved and underserved locations across New York State. ConnectALL will accept applications from April 15 through May 5, 2025 to fund projects deploying traditional fiber optic, cable, hybrid fiber-coaxial, and licensed fixed wireless broadband service, and federally designated alternative technologies such as unlicensed fixed wireless and low earth orbit satellite services. Applicants can view the Request for Applications and submit a proposal by May 5, 2025 at 11:59 p.m. ET.

“Today marks a watershed moment in New York’s digital future as we launch the final application phase of our historic ConnectALL Deployment Program,” Governor Hochul said. “Broadband is no longer a luxury — it’s essential infrastructure for education, healthcare, economic opportunity, and daily life. With this program, we are ensuring that every single New Yorker, regardless of their zip code or economic circumstances, will have access to high-speed internet. By leveraging innovative technologies to reach our most remote communities, we are fulfilling our commitment to create a more equitable and connected Empire State.”

Empire State Development President, CEO, and Commissioner Hope Knight said, “Closing the digital divide in New York requires innovative approaches and strong partnerships between government and the private sector. This RFA represents the culmination of years of strategic planning and implementation to ensure that all New Yorkers have access to affordable, reliable broadband service. By embracing a range of technology solutions, including alternative options for our hardest-to-reach areas, we are demonstrating our commitment to leaving no community behind in the digital age.”

The RFA is open for applications and information on the Project Areas and eligible locations is available on the ConnectALL website. Organizations that have not yet completed the prequalification process, which was conducted from June 2024 to February 2025, will have an additional opportunity to submit these materials as part of their RFA response.

The Deployment Program is the component of the Governor’s ConnectALL Initiative that exclusively addresses locations in the state that have no option for reliable, high-speed internet service. The Program launched in December 2022 with a statewide mobilization to improve the accuracy of federal broadband maps. ConnectALL, along with federal, county, and local partners, have since secured commitments for service for thousands of homes and businesses that allowed the Deployment Program to focus on approximately one percent of locations in the state. Following an earlier RFA that focused exclusively on fiber optic and other reliable solutions, ConnectALL is currently reviewing proposals to serve more than half of those locations. The Request for Applications announced today focuses on the approximately 20,000 homes and businesses that have not yet received proposals, do not have other commitments in place, and cannot currently be connected by a standard installation from an earth-based broadband provider.

ConnectALL will make the planned awards for the full $644 million in federal grants available for public comment upon submitting them to the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA) for approval by the federally-mandated deadline of July 25, 2025. Pending NTIA approval, selected projects are expected to commence in 2025 with completion within four years.

    Governor Hochul’s ConnectALL Initiative

Governor Hochul has made expanding broadband access a cornerstone of her administration’s efforts to create a more equitable New York. Through the ConnectALL initiative, New York State is investing $1 billion to transform the state’s digital infrastructure, enhance competition among providers, and ensure that every New Yorker has access to reliable, affordable high-speed internet. To date, ConnectALL has overseen the successful launch and implementation of several programs to advance broadband access, including:

    • The Digital Equity Program will invest $50 million, including a federal allocation of at least $37 million, to implement the New York State Digital Equity Plan to close the digital divide. On March 24, ConnectALL closed the Digital Equity Program Capacity Grant Request for Applications, through which ConnectALL expects to award approximately $15.5 Million of the federal allocation.
    • The Affordable Housing Connectivity Program will provide up to $100 million in grants to bring new broadband infrastructure to homes in affordable and public housing leveraging funds from the U.S. Treasury Department’s Capital Projects Fund. The first awards under this program are securing $10 a month broadband service and $30 a month Gigabit service for over 14,000 low-income households in Buffalo, New York City and Rochester. The program continues to accept applications from internet service providers and expressions of interest from housing owners and public housing authorities.
    • The Municipal Infrastructure Program will fund broadband expansion projects owned by a public utility or publicly controlled. ConnectALL is accepting applications to Phase 4 through April 25, 2025. To date, ConnectALL has awarded over $240 million through the program, funding construction of nearly 2,400 miles of broadband infrastructure that will reach 98,000 locations across New York State. Visit the ConnectALL Projects Dashboard for more information on Municipal Infrastructure Program projects.
    • The Connectivity Innovation Program advances innovation and new broadband solutions, business models, and technologies in order to increase private sector investment and entrepreneurship; drive equity and innovation in the broadband marketplace; and reinforce a thriving research, development, and manufacturing ecosystem to support connectivity innovation in New York. ConnectALL is accepting applications to the Connectivity Innovation – Mobile Service RFA through June 17, 2025.

State Senator Kristen Gonzalez said, “As Chair of the Senate Internet and Technology Committee, I’m proud to support the launch of this next phase of the ConnectALL Deployment Program. I want to thank Governor Hochul for her continued commitment to ensuring every New Yorker, in every part of our state, can access affordable, high-speed internet.”

Assemblymember Steve Otis said, “Difficult to reach locations present the greatest challenge to providing all New Yorkers high-speed broadband access. This is a noteworthy request for applications that invites innovative and alternative approaches to provide access to hard-to-reach locations and underserved communities. Governor Hochul and Empire State Development’s ConnectALL office are national leaders in the drive for broadband expansion by encouraging varied approaches that fit the situation. This Deployment program is another example of why New York’s programs continue to break new ground.”

  • MIL-OSI USA: Welch, King Introduce Legislation to Prevent Costly Falls

    US Senate News:

Source: United States Senator Peter Welch (D-Vermont)

Bill would establish a tax credit for home modifications that increase safety and accessibility
WASHINGTON, D.C. — U.S. Senators Peter Welch (D-Vt.) and Angus King (I-Maine) recently introduced the Home Accessibility Tax Credit Act, legislation to help prevent dangerous and costly falls. The Senators’ bill would establish a refundable tax credit for eligible home modifications designed to improve accessibility—saving both Americans with the highest risk of falling, as well as taxpayers, from the high medical costs associated with falls. In recent years, Vermont has ranked 49th in the nation for highest fall rates per capita, with over one-third of Vermonters over 65 years old reporting at least one fall in a calendar year.
“Accessible living spaces can make a big difference when it comes to preventing falls–but making structural changes to a home doesn’t come cheap. We need to do more to meet the needs of aging Vermonters, including helping folks pay for lifesaving home modifications that keep them safe,” said Senator Welch. “I’m proud to partner with Senator King on this legislation to ensure New Englanders can live safely in their homes.”
“I often say, ‘an ounce of prevention is worth a pound of cure,’ and the cheapest way to treat a broken hip is to prevent it from happening in the first place,” said Senator King. “The Home Accessibility Tax Credit Act is important legislation that would ease the financial burden of accessibility-focused home improvement projects — such as modifying doorways or installing grab bars. This is a commonsense step forward to help save Maine people from the physical danger and financial costs that can result from all-too-common falls.”
The tax credit would be equal to 35% of the cost of the qualified home modification, with a cap of $10,000 per taxable year and $30,000 in lifetime limit across all taxable years. The tax credit is targeted toward middle income families and will become phased out for higher-earners.
Eligible home modifications would include zero-step entrances, ramps, widened doors and hallways, modified counters, bathroom accessibility improvements, and the installation, replacement, or modification of appliances to make them more accessible to individuals with a vision impairment. The list of approved modifications could be updated by the Internal Revenue Service (IRS) and Health and Human Services (HHS).
Three groups would be eligible to receive the tax credit:

    Individuals 60 and older;
Individuals under retirement age but entitled to social security disability insurance (SSDI), supplemental security income (SSI) or veterans disability compensation; or
Individuals at any age with a disability certification.

  • MIL-OSI Canada: Icebreaking near Bruce Mines, Ontario

Source: Government of Canada News (2)

    April 15, 2025

Sarnia, Ontario – The Canadian Coast Guard advises residents of Bruce Mines, Ontario that the USCGC Neah Bay will carry out icebreaking operations in the area on or around April 16, 2025. The purpose of this operation is to break up the ice to allow commercial vessels safe and efficient movement.

It is recommended that all traffic on the ice, including pedestrians, fishers, snowmobilers, and all-terrain vehicle operators, leave the ice during icebreaking operations. The ice may move, creating a real danger for anyone on it. Additionally, plan activities carefully and use extreme caution after operations are complete as the ice will remain unstable even once the icebreaker has left the area.

Icebreaking on the Great Lakes and connecting waterways is delivered through close co-operation between the Canadian and United States Coast Guards. By working together, the two Coast Guards ensure scheduled vessel traffic can move through the shipping channels and in and out of community harbours. Vessels will be assigned as needed to provide this service.

The date and assets are subject to change with no notice, as activities could begin before or after that period, depending on operational requirements or weather conditions.

  • MIL-OSI Canada: New, adaptive mountain-biking trail opens in Alice Lake Park

Source: Government of Canada regional news

A new, beginner-friendly adaptive mountain-biking trail at Alice Lake Park is now open, giving more people better access to local trails and a more inclusive experience.

“Everyone should have the opportunity to enjoy active, outdoor recreation, and as more people choose to spend their weekends and holidays in B.C., we are continuing to ensure our parks are welcoming and inclusive,” said Tamara Davidson, Minister of Environment and Parks. “The South Coaster Adaptive Trail is a fantastic addition to Alice Lake Park, making it easier for people with diverse abilities to explore our beautiful forests.”

The new one-kilometre South Coaster Adaptive Trail is a $180,000 investment from the Government of B.C., in partnership with the Squamish Off-Road Cycling Association (SORCA). It includes wide and smooth terrain to support adaptive mountain-bike users and links to Miki’s Magic and Cardrona trails, opening access to a nine-kilometre adaptive mountain biking loop. Adaptive mountain bikes are specialized bikes designed for riders with diverse mobility needs; they include things such as extra wheels, hand cranks and custom seating.

“SORCA has been working closely with BC Parks staff for approximately six years to bring this trail to fruition,” said Ian Lowe, executive director, SORCA. “Initially, the focus of the trail was to provide a significantly improved experience for less-experienced riders. However, BC Parks amplified SORCA’s original vision by making this an adaptive mountain-bike friendly trail, which will be enjoyed by a wide spectrum of riders and user groups.”

The new trail addresses a growing need for mountain-biking trail access in the Sea to Sky region, which continues to be a popular area for people to visit. It builds on recent improvements to Stawamus Chief Park and Garibaldi Park. Parking lots have been expanded at Stawamus Chief and the Diamond Head chain-up lot in Garibaldi to provide more opportunities for people to access these popular parks. Trail upgrades are ongoing at Stawamus Chief Park.

With its trailhead located near the parking lots and campground, the South Coaster links to the Bob McIntosh Memorial Trail, expanding year-round trail options for all mountain bikers in the region.

“Everyone should have access to outdoor recreation, and these trails provide a means to experience the joy and beauty of our region,” said Armand Hurford, mayor of Squamish. “The District of Squamish is committed to building an inclusive community in which all people can thrive. Thank you to BC Parks and the Squamish Off-Road Cycling Association for creating this opportunity and considering the needs of all trail users, with adaptive mountain bike users in mind.”

The upgrades are part of a five-year, $21.5-million provincial investment to increase and improve opportunities for outdoor recreation in B.C. They also support the Province’s renewed and expanded commitment to make BC Parks more inclusive and accessible spaces.

Accessibility upgrades continue to be made in parks throughout the province. Universal design standards are incorporated in new campgrounds and recreation expansion projects.

    Quick Facts:

    • There are four different types of adaptive mountain bikes that can be ridden on the South Coaster: cross-country, all-mountain, all-mountain (kneeling) and all-electric.
    • B.C.’s first purpose-built adaptive mountain-biking trail, Spine Trail in the Kootenays, opened in 2017.
    • In addition to trails, Alice Lake Park offers 108 campsites, 96 of which are vehicle-accessible.

  • MIL-OSI USA: On Tax Day, Ernst Cracks Down on the IRS

    US Senate News:

Source: United States Senator Joni Ernst (R-IA)
WASHINGTON – As Americans fork over their hard-earned money to Uncle Sam on Tax Day, U.S. Senator Joni Ernst (R-Iowa) is introducing a trio of bills to reform the Internal Revenue Service (IRS) in response to concerning reports that the agency is stockpiling weapons and filled with tax-dodging bureaucrats.
The new legislation comes after Ernst laid out a series of recommended changes for Treasury Secretary Scott Bessent to implement at “America’s least favorite government agency” to cut down on costs, increase efficiency, and better serve taxpayers.
“The spirit of 1776 is alive and well at the most unlikely of places – the IRS,” said Ernst. “The agency is stockpiling weapons and staging a tax revolt. This Tax Day, I am holding these tax collectors accountable by forcing them to live by the rules they are supposed to enforce and auditing the auditors!”
An Ernst audit revealed that more than 5,800 IRS and contractor employees owed nearly $50 million in overdue taxes. In November 2024, the IRS admitted that 2,044 employees still had tax balances totaling more than $12 million. Unfortunately, tax-dodging bureaucrats are not limited to just the IRS. In Fiscal Year 2021, the IRS found 149,000 federal employees owed approximately $1.5 billion in unpaid taxes.
Ernst is cracking down on tax-dodging tax collectors and taxpayer-funded bureaucrats with her:
Congressman Randy Feenstra (R-Iowa) is introducing the Tax DODGER Act in the House of Representatives.
While many IRS agents have not been paying their taxes, that has not stopped them from spending millions of your tax dollars to stockpile enough weapons to make the agency one of the 50 largest police forces in America.
In response to the IRS stockpiling weapons, Ernst is introducing the Why Does the IRS Need Guns Act to prohibit the IRS from using federal funds to purchase, store, or transfer guns or ammo. Any guns and ammo currently in IRS possession would be required to be sold at auction with the proceeds going to pay down the debt.
Congressman Barry Moore (R-Ala.) is introducing the Why Does the IRS Need Guns Act in the House of Representatives.
“The IRS has consistently been weaponized against American citizens, targeted religious organizations, journalists, gun owners, and everyday Americans,” said Moore. “Arming these agents does not make the American public safer. My legislation, the Why Does the IRS Need Guns Act, would disarm these agents, auction off their guns to Federal Firearms License Owners, and sell their ammunition to the public. The only thing IRS agents should be armed with are calculators.”

  • MIL-OSI USA: Ernst Pushes to Restore RFS Integrity, Promote Stable Growth for Homegrown Iowa Biofuels

    US Senate News:

Source: United States Senator Joni Ernst (R-IA)
WASHINGTON – U.S. Senator Joni Ernst (R-Iowa), a member of the Senate Agriculture Committee, is urging the Environmental Protection Agency (EPA) to restore integrity, stability, and growth to the Renewable Fuel Standard (RFS) and the U.S. biofuel sector by raising Renewable Volume Obligation (RVO) levels for biomass-based diesel and advanced biofuels. In a letter to EPA Administrator Lee Zeldin, Ernst and her colleagues pressed the EPA to implement multi-year RVO standards to provide certainty and growth for the biofuels industry, and in the event that the EPA does grant any small refinery exemptions, the group also asks that the gallons obligated to those refiners be reallocated to the overall RVO.
“The biofuels market continues to expand to new frontiers including marine shipping, aviation and rail. These markets are driven in part by demand for low carbon fuels that biofuels can uniquely provide … biofuels provide a buffer to market fluctuations in the liquid fuel market, consistently costing consumers less than traditional liquid fuels,” the senators wrote.
The senators cautioned about the risks to rural America if RVO standards are set too low.
“Over the last three years, multiple biodiesel plants have shuttered or idled due to RVOs being set significantly below what industry requested and production capacity. Biofuels are a large economic driver for rural America as farmers’ crops are used for feedstocks and many production facilities are located in small communities,” the senators continued. “By taking the above actions, the EPA can quickly restore integrity, stability and growth to the RFS and the U.S. biofuel sector while ensuring that the program continues to reduce greenhouse gas emissions, diversify our fuels, drive down gas prices, strengthen our national security and drive rural economic opportunity.”
    Read the full letter here.
    Background:
Despite recommendations from Ernst, the Biden-era EPA finalized RVO levels that failed to accurately reflect market conditions and future production capacity. As a result, multiple biomass-based diesel plants have now permanently closed or temporary stalled, including one in Ralston, Iowa. Following the plant’s closure, Ernst pushed the administration to increase RVO levels for homegrown Iowa biofuels. Recently, Ernst also backed legislation to include ocean-going vessels, such as cargo ships and tankers, under the RFS, opening up a new market for Iowa’s biofuel producers.
More broadly, Ernst has been a leading advocate for homegrown, Iowa biofuels, securing access to E15 for the summer driving months, while continuing the call for permanent, nationwide availability that would give those in the biofuel industry the certainty they deserve. She was instrumental in creating and maintaining the Higher Blends Infrastructure Incentive Program as part of her commitment to invest in renewable fuel infrastructure, rural job opportunities, and hardworking farmers.Ernst also looks forward to working with the Trump administration to correct the incomplete and delayed Biden-era guidance on 45Z that has left biofuel producers and rural America in ongoing uncertainty.

  • MIL-OSI USA: Congresswoman Frederica Wilson Urges North Miami Beach to Keep Fluoride in Drinking Water

Source: United States House of Representatives – Congresswoman Frederica S Wilson (24th District of Florida)

Today, the City of North Miami Beach will consider removing fluoride from its drinking water. On April 11, Congresswoman Frederica Wilson sent a letter to the City of North Miami Beach Mayor, Michael Joseph, urging the City of North Miami Beach to keep fluoride in its drinking water ahead of their Tuesday City Commission Meeting. Click here to see the letter.

Last week, Congresswoman Frederica Wilson also issued her support for keeping fluoride in Miami-Dade County’s drinking water. Click here to see her statement.

Full Letter Text to North Miami Beach

    Dear Mayor Joseph:

Thank you for reaching out to me regarding your concerns about the ongoing debate surrounding the fluoridation of drinking water and its impact on children and our community as a whole. I share your concerns, and I have been—and continue to be—very vocal about the risks and potential harm that could result from removing fluoride from our water supply.

It is truly unfortunate, and even difficult to believe, that after so many years of documented success demonstrating the positive impact of fluoridation—including dramatic improvements in dental health and the prevention of childhood cavities—this issue has become politicized. Decades of scientific research have consistently shown that fluoridation is one of the most effective and affordable public health measures. It not only protects oral health by strengthening teeth and preventing decay, but also significantly reduces other costs associated with poor dental health, such as the need for dentures, surgeries, hospitalizations, missed school and workdays, and even the emotional toll of low self-esteem.

Together, we represent some of the largest minority communities—many of whom are either unserved or underserved and lack access to convenient, affordable health and dental care. Many individuals in these communities are not adequately informed about proper oral hygiene practices and lack access to the foods, toothpaste, and mouthwash that support good oral health. Opportunities to expand education and awareness around oral health, along with increased access to community dental services, deserve our highest level of continued support.

We are fortunate to have the support of our Miami-Dade County Mayor, Daniella Levine Cava, on this important issue.

The Mayor recently convened a panel of dental and medical experts who refuted claims that our water is unsafe due to fluoridation. They strongly support the continued use of fluoridation as a means of improving dental health. For the good of our entire community—especially those we serve—we, too, must stand up and make our voices heard in support of fluoridation.

    Sincerely,

    Frederica S. Wilson

ICYMI: Congresswoman Frederica Wilson Urges Mayor Levine Cava to Veto Fluoride Resolution

    Miami, April 8, 2025

Miami, FL – Today, April 8, Congresswoman Frederica Wilson announced on social media her statement on the Miami-Dade County Commission’s resolution to take fluoride out of tap water:

“My grandparents had dentures and partial plates—and their story is just one of many.

“Back then, tiny drops of fluoride were not added to the water.

“Keeping fluoride in our water benefits everyone—children, adults, and our entire community—by preventing cavities and promoting good oral health.

“I urge Mayor Cava to VETO this unnecessary resolution.”

  • MIL-OSI USA: H.R. 1789, Promptly Ending Political Prosecutions and Executive Retaliation Act of 2025

    Source: US Congressional Budget Office

H.R. 1789 would allow a current or former President or Vice President to remove to federal court a civil action or criminal prosecution brought against them in a state court. Under current law, the option for removal is limited to cases where the defendant is a federal official or an officer of the legislative or judicial branch, acting in an official capacity. In addition, the bill would create a presumption of legal immunity for those officials, establish procedures and standards of evidence for removal of proceedings, and authorize the Attorney General to represent or pay for private representation of officials who are the subject of a charge or claim. The legislation would apply to cases that are pending on the date of enactment and those filed in state courts thereafter.

CBO expects that cases that are removed from state to federal courts under the bill would result in additional costs for the federal judiciary. There is significant uncertainty surrounding the number of cases that would be removed and the duration of the resulting litigation. Using information from the Administrative Office of the U.S. Courts, CBO estimates that the cost of removing those cases to federal court would be less than $500,000 over the 2025-2030 period. That spending would be subject to the availability of appropriated funds.

In addition, any payments made by the Attorney General to compensate private counsel retained by officials who are the subject of a charge or claim would be recorded in the budget as direct spending. There is significant uncertainty surrounding the number of cases that would be removed, the duration of resulting litigation, and the extent to which the Department of Justice would pay for private counsel. Because CBO expects that the number of affected cases would be small, any increase in direct spending would be insignificant.

Litigants in state courts also would need to pay a filing fee to remove their case to federal court. Such fees are recorded in the budget as revenues, and courts can spend those fees without further appropriation. Because CBO expects that the number of affected cases would be small, CBO estimates that the effect on direct spending and revenues would be insignificant.
