  • MIL-OSI Asia-Pac: Security chief leads study tour

    Secretary for Security Tang Ping-keung today led members of the Security Bureau Youth Uniformed Group Leaders Forum on a Greater Bay Area study tour in Macau, in completion of a three-day, two-night exploration of national history, culture and development.

    Mr Tang led members in visiting the Macao Light Rapid Transit East Line South Section. They learned about the project’s development and toured the campus of the Academy of Public Security Forces.

    The youngsters also visited the Macao Customs Fleet and were briefed on customs duties and maritime rescue operations. They also explored various sites of historic and architectural interest.

    Mr Tang listened to the participants’ interim reports on their thematic projects. He said that the participation of students from Shenzhen University in the forum’s last term and of youths from Macau in the current term has given young people in Hong Kong, Shenzhen and Macau the opportunity to collaborate closely.

    He praised the potential of members from the three places, highlighting that three members from Shenzhen University were recently awarded the Good Citizen Award by the Hong Kong Police Force for their bravery in saving a life in Hong Kong. He also mentioned that seven members from Hong Kong were awarded stars given to Chinese college students for self-improvement.

    The group of 72 – comprising the leaders forum and its partners from Shenzhen University and the youth groups of Macau’s public security forces – began its study tour in Foshan on Friday and continued to Macau yesterday.

    During their stay in Foshan, the group visited the Shunde drone command and dispatch centre to learn about how the district has optimised urban management through the introduction of drones and the consolidation of collected data.

    They also visited an intelligent manufacturing technology park, an innovation and research and development centre, and a manufacturing enterprise to learn about the development of high-tech industries on the Mainland and how various industries apply technology to improve production processes.

    The young people also explored the Foshan Ancestral Temple to sample the local traditional culture.

    Dear brothers and sisters,
    In this Sunday’s Gospel (Lk 6:39-45), Jesus makes us reflect on two of the five senses: sight and taste.
    With regard to sight, He asks us to train our eyes to observe the world well and to judge our neighbour with charity. He says: “Remove the wooden beam from your eye first; then you will see clearly to remove the splinter in your brother’s eye” (v. 42). Only with this gaze of care, not condemnation, can fraternal correction be a virtue. Because if it is not fraternal, it is not correction!
    With regard to taste, Jesus reminds us that “every tree is known by its own fruit” (v. 44). And the fruits that come from man are, for example, his words, which ripen on his lips, since “for from the fullness of the heart the mouth speaks” (v. 45). Rotten fruits are violent, false, vulgar words; good ones are the just and honest words that give flavour to our dialogues.
    And so we can ask ourselves: how do I look at other people, who are my brothers and sisters? And how do I feel looked at by others? Do my words have a good flavour, or are they imbued with bitterness and vanity?
    Sisters and brothers, I am still sending you these thoughts from the hospital, where as you know I have been for several days, accompanied by doctors and healthcare professionals, whom I thank for the attention with which they are taking care of me. I feel in my heart the “blessing” that is hidden within frailty, because it is precisely in these moments that we learn even more to trust in the Lord; at the same time, I thank God for giving me the opportunity to share in body and spirit the condition of so many sick and suffering people.
    I would like to thank you for the prayers, which rise up to the Lord from the hearts of so many faithful from many parts of the world: I feel all your affection and closeness and, at this particular time, I feel as if I am “carried” and supported by all God’s people. Thank you all!
    I pray for you too. And I pray above all for peace. From here, war appears even more absurd. Let us pray for tormented Ukraine, Palestine, Israel, Lebanon, Myanmar, Sudan and Kivu.
    Let us entrust ourselves confidently to Mary, our Mother. Happy Sunday, and arrivederci.

  • MIL-OSI New Zealand: Appeal for information following possible sightings of missing man Travis Langford

    Police have today been notified of several possible sightings of Travis Langford, who has been missing since 17 January.

    Travis travelled from Wellington to the Waikato region, where his car was located burnt out at a farm on Tolley Road in Ngaroma on 18 January.

    The sightings reported today were of a man matching Travis’ description, wearing a poncho, and were at the following locations: on State Highway 30, approximately 20-25 kilometres south of Te Kuiti; the Kopaki rail overbridge; near Powell Road; and near Mangaokewa Road, where he appeared to be hitchhiking. The attached images show the locations of these sightings.

    Based on these sightings, Police believe the man was heading north, and may have been picked up by a passing motorist.

    We want to hear from anyone who was travelling on State Highway 30 between 9.30am and 12pm today, who may have seen this man; anyone who picked up a hitchhiker matching the description of this man; or anyone that has dashcam footage from the area that may be relevant.

  • MIL-OSI USA News: Immediate Expansion of American Timber Production

    class=”has-text-align-left”>By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section 1.  Purpose.  The production of timber, lumber, paper, bioenergy, and other wood products (timber production) is critical to our Nation’s well-being.  Timber production is essential for crucial human activities like construction and energy production.  Furthermore, as recent disasters demonstrate, forest management and wildfire risk reduction projects can save American lives and communities.

    The United States has an abundance of timber resources that are more than adequate to meet our domestic timber production needs, but heavy-handed Federal policies have prevented full utilization of these resources and made us reliant on foreign producers.  Our inability to fully exploit our domestic timber supply has impeded the creation of jobs and prosperity, contributed to wildfire disasters, degraded fish and wildlife habitats, increased the cost of construction and energy, and threatened our economic security.  These onerous Federal policies have forced our Nation to rely upon imported lumber, thus exporting jobs and prosperity and compromising our self-reliance.  It is vital that we reverse these policies and increase domestic timber production to protect our national and economic security.

    Sec. 2.  Directives to the Secretary of the Interior and the Secretary of Agriculture. 

    (a)  Within 30 days of the date of this order, the Secretary of the Interior and the Secretary of Agriculture, through the Director of the Bureau of Land Management (BLM) and the Chief of the United States Forest Service (USFS), respectively, shall each issue new or updated guidance regarding tools to facilitate increased timber production and sound forest management, reduce time to deliver timber, and decrease timber supply uncertainty, such as the Good Neighbor Authority described in 16 U.S.C. 2113a, stewardship contracting pursuant to 16 U.S.C. 6591c, and agreements or contracts with Indian tribes under the Tribal Forest Protection Act as contemplated by 25 U.S.C. 3115a.  The Secretary of the Interior and the Secretary of Agriculture shall also each submit to the Director of the Office of Management and Budget any legislative proposals that would expand authorities to improve timber production and sound forest management.
         

    (b)  Within 60 days of the date of this order, the Secretary of the Interior, through the Director of the United States Fish and Wildlife Service (FWS), and the Secretary of Commerce, through the Assistant Administrator for Fisheries, shall complete a strategy on USFS and BLM forest management projects under section 7 of the Endangered Species Act (ESA) (16 U.S.C. 1536) to improve the speed of approving forestry projects.  The Secretary of the Interior, through the Director of the FWS, shall also examine any applicable existing authorities that would permit executive departments and agencies (agencies) to delegate consultation requirements under section 7 of the ESA to other agencies and, if necessary, provide a legislative proposal to ensure consultation is streamlined.
         

    (c)  Within 90 days of the date of this order, the Secretary of the Interior and the Secretary of Agriculture shall together submit to the President, through the Assistant to the President for Economic Policy, a plan that sets a target for the annual amount of timber per year to be offered for sale over the next 4 years from Federal lands managed by the BLM and the USFS, measured in millions of board feet.
         

    (d)  Within 120 days of the date of this order, the Secretary of the Interior, through the Directors of the FWS and the BLM, and the Secretary of Agriculture, through the Chief of the USFS, shall complete the Whitebark Pine Rangewide Programmatic Consultation under section 7 of the ESA.
         

    (e)  Within 180 days of the date of this order, the Secretary of the Interior and the Secretary of Agriculture shall consider and, if appropriate and consistent with applicable law, adopt categorical exclusions administratively established by other agencies to comply with the National Environmental Policy Act and reduce unnecessarily lengthy processes and associated costs related to administrative approvals for timber production, forest management, and wildfire risk reduction treatments.
         

    (f)  Within 280 days of the date of this order, the Secretary of the Interior shall consider and, if appropriate and consistent with applicable law, establish a new categorical exclusion for timber thinning and re-establish a categorical exclusion for timber salvage activities.  

    Sec. 3.  Streamlined Permitting.  All relevant agencies shall eliminate, to the maximum extent permissible by law, all undue delays within their respective permitting processes related to timber production.  Additionally, all relevant agencies shall take all necessary and appropriate steps consistent with applicable law to suspend, revise, or rescind all existing regulations, orders, guidance documents, policies, settlements, consent orders, and other agency actions that impose an undue burden on timber production.

    Sec. 4.  Endangered Species Committee.  (a)  Agencies are directed to use, to the maximum extent permissible under applicable law, the ESA regulations on consultations in emergencies to facilitate the Nation’s timber production.  The Secretary of the Interior, as Chairman of the Endangered Species Committee, shall ensure a prompt and efficient review of all submissions to such committee, to include identification of any legal deficiencies, in order to ensure the timely consideration of exemption applications and, where possible, to resolve such applications before the deadlines set by the ESA.  

    (b)  Federal members of the Endangered Species Committee, or their designees, shall coordinate to develop and submit a report to the President, through the Assistant to the President for Economic Policy, that identifies obstacles to domestic timber production infrastructure specifically deriving from implementation of the ESA and recommends procedural, regulatory, and interagency improvements.

    (c)  The Secretary of the Interior shall ensure that the Director of the FWS, or the Director’s authorized representative, is available to consult promptly with agencies and to take other appropriate action concerning the applicability of the ESA’s emergency regulations.  The Secretary of Commerce shall ensure that the Assistant Administrator for Fisheries, or the Assistant Administrator’s authorized representative, is available for such consultation and to take such other action as may assist in applying the ESA’s emergency regulations.

    Sec. 5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    Police are making enquiries after a man was found with critical injuries at a Cloverlea address yesterday.

    He was transported to hospital, where he remains in a serious condition.

    A scene guard is in place at the address, and a scene examination will be carried out over the coming days.

    We would like to reassure the public that preliminary enquiries have established this is an isolated incident. 

    Residents will notice an additional Police presence in the area while our enquiries are carried out.

  • MIL-OSI New Zealand: New Auckland facility to support Police training

    A new training base to open in Auckland is another example of what can be achieved with a Government that is backing Police, Associate Police Minister Casey Costello says.

    “Opening up training in our largest city provides Police with the opportunity to attract, train and get quality new officers from our largest market and will supplement the training that occurs at the Police College in Porirua.

    “The coalition Government has a commitment to increase frontline Police numbers by 500 and provided $191 million in last year’s Budget to fund recruitment and training, and $34.6 million in capital to ensure that they are properly equipped to do their jobs. 

    “That investment has enabled Police to focus on doing what they need to to improve the recruitment pipeline and attract quality new recruits and get them out on to the streets faster.

    “We want Police to do all that they can to drive recruitment, increase the number of Police and to make our communities safer and that’s exactly what they’re doing,” Ms Costello says.

    “The announcement of the new training base is a concrete example of that. As well as training recruits, the Auckland facility will be used for senior training courses, and I am confident that it will also be a useful resource for other agencies.

    “This Government will continue to back Police and make changes to improve law and order in New Zealand.”

    New Zealand Police will open training for new recruits in Auckland this year as growing numbers of people pursue careers on the frontline. 

    Police Commissioner Richard Chambers is making the announcement ahead of running in the Auckland Round the Bays event this morning.

    Commissioner Chambers says making training available in Auckland, in addition to the Royal New Zealand Police College (RNZPC), is another positive step toward delivering our target of 500 additional officers.

    “Having a training wing open in Auckland is an important part of our plan. It will increase our training capacity and open the doors for even more quality applicants.

    “We know that being away from home for 20 weeks has been a deterrent for many people wanting to join Police. This will open the door to their dream job that might not otherwise have been possible.

    “The new training based in Auckland will provide an opportunity for recruits to train closer to home and from the outset be immersed in the communities they’ll be serving once they graduate.

    “This extra training location will support us to get applicants through the pipeline and into training faster. The median time between application and starting at RNZPC has already reduced by more than 90 days over the last year and we’re looking to cut that down even further.

    “The Auckland base will also be used for senior courses as the RNZPC prioritises recruit training.”

    Those in the Auckland wing will be able to stay at their own home during training. From tomorrow, there will be an option when applying on Newcops.govt.nz that allows recruits to indicate they are open to being trained in Auckland. The location for the new training base is still in the final stages of being confirmed and will be announced soon.

    “Extensive planning and organisation is essential to delivering this new training base. It was important that we share this news as early as possible so we can prepare and promote this option to people considering joining,” Commissioner Chambers says.

    “We’re doing a huge amount of work to deliver on the 500. Although the number of graduates from RNZPC has been impacted by an increase in the length of training early in 2024, the number of constables has continued to trend upwards since we resumed our regular graduation cadence.

    “Last year we saw record numbers of applications to join Police. In the period July to December 2024, Police received 5277 applications, which is more than double the same period for 2023.

    “We expanded our talent pool through updates to the application criteria and our recruitment marketing. Last month, we launched the remake of our 90s classic advertisement, which has seen huge support among staff and the public. Another exciting recruitment campaign is due to launch later this month.

    “We’re making our recruitment process more agile and fit-for-purpose. Our recruitment booth at the Round the Bays event today will enable qualified and ready candidates to meet the first six steps of the recruitment pathway in a single day.

    “Having more officers on the beat is important for deterring crime, enforcing the law and increasing feelings of public safety.  We’re committed to delivering on the 500 target.”

    Declaring Kai Tak Sports Park (KTSP) officially open today, Chief Executive John Lee reminded the public that the venue will soon welcome top local, Mainland and international sports, music and cultural events as “Hong Kong Super March” gets underway.

    Mr Lee officiated at a Grand Opening Ceremony at Kai Tak Stadium, along with other guests including Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region Director Zheng Yanxiong, Chief Secretary Chan Kwok-ki, Secretary for Culture, Sports & Tourism Rosanna Law and Chairman of the Board of Directors of the Kai Tak Sports Park Limited Henry Cheng.

    Speaking at the ceremony, Mr Lee said that having once been the location of an airport in the heart of a busy city, Kai Tak has evolved to become a new global stage for sports, culture and the arts, reflecting Hong Kong’s spirit of “daring to be the pioneer” and creating unlimited horizons in a limited space.

    The largest sports infrastructure project ever commissioned in Hong Kong, KTSP comprises the 50,000-seater Kai Tak Stadium, the 10,000-seater Kai Tak Arena and the 5,000-seater Kai Tak Youth Sports Ground. It encompasses 700,000 feet of retail, catering, leisure and entertainment facilities.

    The Government said KTSP will boost sports development and inject impetus into related industries such as recreation, entertainment and tourism, as well as the city’s mega-event economy, thereby consolidating Hong Kong’s reputation as an events capital in Asia.

    Fortescue Green Pioneer arrives in the UK

    The UK has welcomed the world’s first dual-fuelled ammonia-powered vessel to its shores, marking an important step forward in maritime decarbonisation.

    The Singapore-flagged vessel Fortescue Green Pioneer has arrived in the UK to demonstrate the viability of ammonia as a sustainable marine fuel. The vessel is the first of its kind, powered by a four-stroke engine, two of which are capable of being fuelled by ammonia and diesel.

    Ammonia, a zero-carbon fuel, has the potential to substantially reduce greenhouse gas emissions when used for shipping. An ammonia-powered vessel exemplifies how shipping can become more sustainable, an ambitious but essential mission fully backed by UK Government. 

    To support Fortescue Green Pioneer’s time in the UK, the vessel and team have been working closely with the Maritime and Coastguard Agency (MCA) to ensure full compliance with UK regulatory requirements.

    Fortescue Green Pioneer has today docked at the Port of Southampton, where Port State Control inspections will be conducted by the MCA’s Survey and Inspection team.

    The vessel will then travel to West India Dock in London, operated by Canal and River Trust, to showcase its technology and capabilities to key maritime stakeholders, partners and the public.

    Maritime Minister Mike Kane said: 

    It’s great to welcome this pioneering, first-of-a-kind vessel to UK shores – this is exactly the kind of innovation that will drive forward decarbonisation in the shipping sector.

    Decarbonisation in the maritime sector is a huge priority for the UK and shipping, and Fortescue Green Pioneer successfully demonstrates what a future of cleaner shipping could look like.

    The MCA will conduct thorough inspections and checks to ensure the vessel’s safety and operational readiness for its onward journey. It has been a pleasure working in collaboration with Fortescue to bring this innovative vessel to Europe, and we are excited that the shift to a more sustainable marine fuel and a world’s first is being showcased here in the UK.

    BACKGROUND

    • The MCA works with operators and Classification Societies to regulate vessels using ammonia as a marine fuel, under the International Maritime Organization’s interim guidelines for using ammonia as fuel. This should be used in conjunction with the International Code of Safety for Ships Using Gases or Other Low-flashpoint Fuels (IGF Code). These guidelines can be used by owners or operators wishing to build new vessels or convert existing vessels to run on ammonia.
    • The MCA is currently working with other member states at the IMO to further develop the interim guidelines on the use of ammonia as a fuel with the expectation of them being reviewed, finalised and adopted into the main IGF code in the future.
    • As part of the requirements, the IGF Code requires that an Alternative Design Arrangement (ADA) is submitted to the Administration to be notified to the IMO. Full guidance on the ADA process is published in MSC Circular, MSC.1/Circ.1212, and should be closely followed by owners and operators prior to submission to the MCA as part of the plan approval process.
    • Ammonia can be used in existing marine diesel engines by carrying out appropriate modifications, which should be duly approved by the relevant Classification Society and the flag administration.

    Police are at the scene of a serious crash at Eudunda.

    At 8.45pm Saturday 1 March emergency services were called to the Thiele Highway, just east of the township of Eudunda, after reports that a car had left the road and crashed into a tree.

    The Thiele Highway will be closed between Eudunda Road and Plains Road while the Helicopter lands on the highway. Please take direction from emergency services at the scene if travelling through the area.

  • MIL-Evening Report: Palestine asks ICJ for advisory opinion on illegal occupier Israel’s obligations

    More than 180 remained in detention without a clear indication of when or if they would be released, the physicians’ report said.

    “Detainees endure physical, psychological and sexual abuse as well as starvation and medical neglect amounting to torture,” the report said, denouncing a “deeply ingrained policy”.

    Healthcare workers were beaten, threatened, and forced to sign documents in Hebrew during their detention, according to the report based on 20 testimonies collected in prison.

    “Medical personnel were primarily questioned about the Israeli hostages, tunnels, hospital structures and Hamas’s activity,” it said.

    “They were rarely asked questions linking them to any criminal activity, nor were they presented with substantive charges.”

    Where does Trump stand on the Gaza ceasefire?
    With phase one of the ceasefire due to end today and negotiations barely started on phase two, serious fears are being raised over  the viability of the ceasefire.

    President Donald Trump took credit for the truce that his Middle East envoy Steve Witkoff helped push across the finish line after a year of negotiations led by the Biden administration, Egypt and Qatar, reports Al Jazeera.

    However, Trump has since sent mixed signals about the deal.

    Earlier last month, he set a firm deadline for Hamas to release all the captives, warning “all hell is going to break out” if it didn’t.

    But he said it was ultimately up to Israel, and the deadline came and went.

    Trump sowed further confusion by proposing that Gaza’s population of about 2.3 million be relocated to other countries and for the US to take over the territory and develop it.

    Israeli Prime Minister Benjamin Netanyahu welcomed the idea, but it was universally rejected by Palestinians and Arab countries, including close US allies. Human rights groups said it could violate international law.

    Trump stood by the plan in a Fox News interview over the weekend but said he was “not forcing it”.

    ‘Finally’ an effort to hold the US accountable, says Al-Haq director
    Palestinian human rights activist Shawan Jabarin has welcomed a plea by the US-based rights group DAWN for the International Criminal Court (ICC) to investigate Joe Biden and senior US officials for aiding Israeli war crimes in Gaza.

    In a video posted by DAWN, Jabarin, director of the Palestinian rights group Al-Haq, said the effort was long overdue.

    “For decades we have called on the international community to hold Israel accountable for its violations of international law, but time and again, the US has used its power and influence to block that accountability, to shield Israel from consequences and to ensure that it can continue its crimes with impunity,” Jabarin said.

    “Now, finally, we see an effort to hold not just Israeli officials accountable but also those who have made these crimes possible: US officials who have armed, financed, and politically defended Israeli atrocities.”

    Best friends and skaters, Ben Lewis and Jed Scott-Stafford, are embarking on an extraordinary challenge—skateboarding from Bluff to Cape Reinga to raise awareness and funds for youth mental health.

    Having faced their own battles and lost loved ones to mental health struggles, Ben and Jed know first-hand the silent suffering many young Kiwis endure. Through their journey, they hope to break the stigma around vulnerability, encourage open conversations, and provide real support for those in need.

    Starting on March 1st, Ben and Jed will hitchhike to Bluff before skating the entire length of the country. At each stop, they’ll visit skateparks, host free BBQs, and connect with local communities, creating spaces where young people feel safe to open up about their struggles.

    “So many young people suffer in silence because they feel like they have to be strong, like their pain isn’t valid, like no one will understand. We’ve been there, and we know what it’s like to think you have to face it alone,” says Lewis. “But vulnerability isn’t weakness. It’s the first step to healing. We want to show young Kiwis that they are not alone—that their struggles are real, their pain matters, and that there is help available.”

    Mental health advocate and I Am Hope founder Mike King has praised the duo for their courage in taking on this journey to help others.

    “Ben and Jed are showing young people that struggling doesn’t make you weak—it makes you human. The biggest killer of our kids isn’t mental illness; it’s the belief that they’re a burden, that their problems aren’t worth talking about,” says King. “What these two are doing is not just inspiring—it’s lifesaving. They’re meeting young Kiwis where they are, in skateparks, in their communities, and letting them know they’re not alone. We’re proud to support them on this journey.”

  • MIL-OSI NGOs: Over 500,000 people demand oil & gas companies pay for climate damages

    Cape Town, February 28, 2024 — Greenpeace Africa delivered on Friday 28th February a global petition on behalf of more than half a million people, calling on governments to force fossil fuel companies to “stop their climate wrecking activities” and “repair and pay for the damage they have caused.” The petition was handed over to a coalition of 17 countries and groups currently reviewing “polluter pays” levies [1] at the sidelines of the meeting of the Finance in Commons Summit in Cape Town.[2] In parallel, Cape Town’s iconic Table Mountain National Park is being consumed by wildfires, in the midst of the worst drought in more than 100 years across Southern Africa.[3]

    Sherelee Odayar, Greenpeace Africa’s Oil and Gas Campaigner, said: “It is unfair to expect that ordinary people will face the climate crisis with cents and rands, while the polluters in chief will pocket billions. It is also impractical: Most world governments simply cannot afford to provide climate solutions at the needed scale. Drought, extreme heat, storms, floods and fires are disproportionately affecting Africa and other Global Majority countries. Science and technology can help bring relief, now governments must make polluters pay to deliver justice and raise the necessary funds.”  

    Signatures by people from Africa, the Middle East, Europe, North America, and Southeast Asia were collected between 2023-24, the two hottest years since records began, replete with extreme weather events fuelled by greenhouse gas emissions from the oil and gas industry. At the same, five oil and gas corporations alone reported over US$100 billion cumulatively in profit for last year. 

    The collective demand was presented to the secretariat of the Global Solidarity Levies Taskforce, a coalition of 17 countries and groups, co-led by Barbados, France, and Kenya. It contributes to a public process of consultation which started last month concerning a series of proposals being considered by the governments who are members of the Taskforce, including options to apply levies on fossil fuel industry profits and extraction to fund climate action.

    A letter accompanying the petition reminds that oil and gas companies “knowingly lied about climate change and lobbied to slow action” and are failing to pay their fair share. “Super rich individuals and other polluting industries… should also be held to account. Making polluters pay for the damages they have caused is vital to help communities across the world to recover, rebuild and invest in climate solutions.” 

    The petition’s demands are in line with public polling across a range of geographies, including research recently commissioned by Greenpeace International, which has consistently demonstrated the strong popularity of increasing taxes on oil and gas profits. 

    Greenpeace Africa calls for designing tax and penalty mechanisms in a way that is fair and proportionate – including: ensuring a well-managed and just transition out of coal, oil and gas, while imposing more polluter taxes and fines on the industry to help fund the transition; taking steps to prevent knock-on increases in prices and the cost of living, especially for people living in poverty; and ensuring that people most impacted by climate change benefit the most from revenues raised.

    The pinnacle of Māori performing arts was on full display at Te Matatini today – big congratulations to Te Kapa Haka o Ngāti Whakaue for earning the top honour, Māori Development Tama Potaka says.
    “They were one of those groups who just took to the stage and made it their own. Their uniqueness, their wairua Māori, shone throughout their performance and that was a poignant point of difference. I heard a beautiful expression that stuck with me earlier this week: ‘The waiata goes into my ears and out my eyes’. Seeing the passion in their performance and being part of that sold-out crowd was an awesome feeling.
    “This was the culmination of the biggest Te Matatini we’ve seen: Fifty-five kapa haka performing with Te Mahau under the watch of Te Kāhui Maunga.
    “We’ve seen whānau lining up for hours in the mornings to get the best spots. We’ve seen Ōpotiki Mai Tawhiti give an emotional tribute to their lost loved ones including former leader Ricky Mitai. And we’ve seen those just at the start of their reo journey; they might not understand all the kupu yet but they can feel it and know they’re resonating with something magic.
    “That’s why the Government made the largest ever investment in Te Matatini at the last Budget: $48.7 million over three years. We want to make sure that this event can continue to grow and thrive.
    “I hope that the region enjoys the economic boost this event is expected to bring – about $26 million – and I hope that you all got the chance to enjoy this event as much as the visitors.

    Bahrain, with its shallow waters and rich oyster beds, has long been synonymous with pearls, which formed the backbone of the island nation’s economy for thousands of years. Diving for pearls, otherwise known as pearling, remains part of the country’s cultural DNA.

    “I always say that all Bahrainis have pearl diving in their blood,” Mohamed Alslaise, a pearl diver and field researcher for the Bahrain Institute for Pearls and Gemstones (DANAT) tells UN News. “Almost all the families that moved from the Arabian Gulf or Iranian coast to Bahrain were divers.”

    Mr. Alslaise is passionate about preserving and reviving this age-old tradition, notes that many families in the Gulf nation have a member who was either a pearl diver or contributed in some way to the pearl diving industry.

    Pearling in the Persian Gulf shaped Bahrain’s economy for thousands of years but, following a peak around the turn of the 20th century, the perfection of cultured pearls by Japan in the 1930s caused a sharp and devastating decline in the industry.

    Khaled Salman, a diver since the 1970s, explains that while diving continues, it’s no longer done in the old way.

    “Nowadays, larger quantities are extracted due to advancements in technology, allowing divers to stay underwater for longer periods. In the past, a diver would stay underwater for four minutes, but now scuba divers can remain underwater for an hour or more.”

    Due to lower pearl prices, Salman notes, “Many people don’t sell the pearls they extract; they store them until prices rise and then sell them to traders in Bahrain.”

    Some pearls are used in local industries, while others are marketed outside Bahrain. He also highlights three types of pearls: synthetic, cultured, and natural, adding that “distinguishing between these types requires experience and modern equipment.”

    The decline in pearling also affected Bahrain’s shipbuilding industry. Abdulla, a designer of wooden ships and boats for over 35 years, shares his perspective: “Bahrain is famous for its shipbuilding industry, which was integral to pearling. There are several types of ships, varying by design, but now smaller ships are used for pearling due to decreased demand.”

    The wood for shipbuilding is imported from Africa and Singapore, and, says Abdulla, the lifespan of a ship can extends beyond 100 years.

    Folklore, songs and tradition

    “Most Bahraini traditions are connected to the pearl diving industry. For instance, the pearl diving songs,” says Mr. Alslaise. “The folklore of pearl diving has been passed down for generations. We still sing the same songs, which were originally sung to boost morale on the boats.”

    Bahrain’s historic pearling site, known as the Pearling Path, has been inscribed as a World Heritage Site by the United Nations Educational, Scientific, and Cultural Organization (UNESCO). The site testifies to the pearling tradition and the wealth it generated in the Gulf region for millennia.

    According to UNESCO, the area consists of 17 buildings in Murharraq city, three offshore oyster beds, part of the seashore and the Qal’at Bu Mahir fortress on the southern tip of Muharraq Island, from where boats used to set off for the oyster beds.

    There are shops, storehouses, a mosque, and the homes of wealthy merchants in the area. According to UNESCO, the location is the only complete example of the pearling cultural tradition and the wealth it produced during the period when the Gulf economy was dominated by trade from the second century until Japan developed cultured pearls.

    It also constitutes an outstanding example of traditional utilization of the sea’s resources and human interaction with the environment, which shaped both the economy and cultural identity of the island’s society.

    Pearling is back 

    “I am one of the people who fell in love with pearl diving without any guidance from my parents or family,” Mr. Alslaise. “The generation before us was not allowed to dive when they were young because, after oil was discovered, all the jobs shifted to the oil industry.”

    According to Mr. Alslaise, since 2017, when Bahraini authorities introduced pearl diving licenses, many people who signed up had no prior knowledge of pearl diving.

    “Now, seven years down the line, many Bahrainis have reconnected with this heritage. Over 1,000 divers are now registered and dive regularly to create an income for themselves.”

The bill requires the State Department to create a Special Envoy for Monitoring and Combating Islamophobia and develop a comprehensive strategy for establishing U.S. leadership in confronting anti-Muslim bigotry across the globe.     From the violent atrocities against the Uyghurs in China and the Rohingya in Burma to the crackdowns on Muslim communities in India and Sri Lanka, the scapegoating of Muslim refugees in Hungary and Poland, and the rise of white supremacist violence targeting Muslims in New Zealand and Canada, Islamophobia remains a global crisis.     One person has died following a two-vehicle crash involving a motorbike at the intersection of Birch Hill Road and Yaxley’s Road, Loburn, Waimakariri District.

    Emergency services responded around 1pm.

    One person was located in a critical condition but was unable to be resuscitated, and sadly died at the scene.

    The Serious Crash Unit has conducted a scene examination and enquiries into the circumstances of the crash are ongoing.

    The road remains closed, but should reopen shortly.

  • MIL-OSI New Zealand: Serious crash near Pōkeno after driver flees police

    A member of the public has been critically injured after a driver fleeing police crashed head-on into their car near Pōkeno this afternoon. 

    The crash occurred on State Highway 2 at 3pm, when the fleeing driver attempted to avoid road spikes that had been laid across the road and swerved directly into the path of the oncoming car.

    At around 1.20pm today, the stolen car had been observed on traffic cameras on Dominion Road. As a police car approached the stolen car, the driver began driving at high speed and on the wrong side of the road.

    Due to the manner of driving, Police did not pursue the car, but monitored it via Eagle helicopter as it travelled through surrounding suburbs, before heading south on the Southern Motorway, then on to State Highway 2.

    Officers deployed road spikes at two locations on State Highway 2 in an attempt to stop the fleeing driver.

    The driver successfully avoided the first set of road spikes. He also attempted to avoid the second set of road spikes, swerving into the opposite lane and directly into the path of the oncoming car driven by an innocent member of the public.

    The driver of that car suffered critical injuries and has been transported to hospital.  The fleeing driver also suffered critical injuries and has been transported to hospital.

    State Highway 2 is closed in both directions between Avon Road and Koheroa Road and diversions are in place.

    Majuro, Republic of the Marshall Islands, 1 March 2025 – Seventy-one years since the most powerful nuclear weapons tests ever conducted were unleashed across the Marshall Islands by the United States, Greenpeace is calling for the US government to comply with Marshallese demands for recognition and nuclear justice.
    On 1 March 1954, the Castle Bravo nuclear bomb was detonated on Bikini Atoll – the explosion 1,000 times more powerful than the Hiroshima bomb. On Rongelap Atoll, 150 kilometers away, radioactive fallout rained onto the inhabited island, with children mistaking it as snow.
    Today, communities continue to endure the physical, economic, and cultural fallout of the nuclear tests; compensation from the US has fallen far short of expectations for the Marshallese people who are yet to receive an apology; and the accelerating impacts of the climate crisis threaten further displacement of communities.[1]
    “The Marshall Islands bears the deepest scars of a dark legacy – nuclear contamination, forced displacement, and premeditated human experimentation at the hands of the U.S. government.
    To this day, its people continue to grapple with this injustice, all while standing on the frontlines of the climate crisis – facing yet another wave of displacement and devastation for a catastrophe they did not create,” says Greenpeace spokesperson Shiva Gounden.
    “But the Marshallese people and their government are not just survivors-they are warriors for justice, among the most powerful voices demanding bold action, accountability, and reparations on the global stage. Those who have inflicted unimaginable harm on the Marshallese must be held to account and made to pay for the devastation they caused. Greenpeace stands unwaveringly beside Marshallese communities in their fight for justice. Jimwe im Maron”
    To mark the Marshall Islands’ Remembrance Day, the Greenpeace ship Rainbow Warrior is flying the Marshall Islands flag at half-mast, in solidarity with those who lost their lives and are suffering ongoing trauma as a result of the US government’s nuclear weapons testing.
    The Rainbow Warrior is currently in transit to the Marshall Islands where a mission led by Greenpeace will conduct independent scientific research across the country, the results of which will eventually be given to the National Nuclear Commission to support the Marshallese government’s ongoing legal proceedings with the US and at the UN.[2] The trip also marks 40 years since Greenpeace’s original Rainbow Warrior evacuated the people of Rongelap after toxic nuclear fallout rendered their ancestral lands uninhabitable.
    “The immediate effects of the Bravo bomb on 1 March were harrowing. Hours after exposure, many people fell ill – skin peeling off, burning sensation in their eyes, their stomachs were churning in pain. Mothers watched as their children’s hair fell to the ground and blisters devoured their bodies overnight,” says Ariana Tibon Kilma, Chairperson at Marshall Islands National Nuclear Commission.
    “Without their consent, the United States government enrolled them as ‘test subjects’ in a top secret medical study on the effects of radiation on human beings – a study that continued for 40 years. Today on Remembrance Day the trauma of Bravo continues for the remaining survivors and their descendents – this is a legacy not only of suffering, loss, and frustration, but also of strength, unity, and unwavering commitment to justice, truth and accountability.”
    The new Rainbow Warrior will arrive in the Marshall Islands in early March. Alongside the government of the Marshall Islands, Greenpeace will lead an independent scientific mission into the ongoing impacts of the US weapons testing program. Travelling across the country, Greenpeace will reaffirm its solidarity with the Marshallese people – now facing further harm and displacement from the climate crisis, and the emerging threat of deep sea mining in the Pacific.

    China is set to launch the Tianwen-2 mission this year, aiming to unravel the mysteries of a “living fossil” of the solar system and one “rebel” of the main asteroid belt.
    The Tianwen-2 mission aims to achieve multiple goals in a single launch: it will collect samples from the near-Earth asteroid 2016HO3, as well as explore the main-belt comet 311P.
    An astronomer with the National Astronomical Observatories of the Chinese Academy of Sciences (NAOC) recently explained why these two targets are so intriguing and what cosmic secrets they might hold.
    Discovered in 2016 by the Pan-STARRS telescope in Hawaii, asteroid 2016HO3, located millions to tens of millions of kilometers away from Earth, is the first quasi-satellite of Earth ever discovered. Though not a natural moon, this 40-100 meter-wide asteroid orbits the Sun with parameters almost identical to Earth’s, constantly “wandering” near our planet.
    “A quasi-satellite is essentially a small celestial body that orbits the Sun, just like Earth. Its trajectory is quite similar to Earth’s. From our perspective on Earth, it appears to oscillate periodically around us. That’s why we call it a quasi-satellite,” explained Yan Wei, senior engineer at the NAOC.
    Scientists believe such asteroids preserve critical information about the solar system’s infancy. “These ‘cosmic fossils’ could reveal details about early solar system composition and evolution,” Yan noted.
    However, some researchers speculate the asteroid 2016HO3 might be debris from an ancient cosmic collision.
    Upon arrival, the Tianwen-2 probe will photograph the asteroid’s surface, analyze its rotation patterns and composition. “Comparing its material composition with that of the moon and Earth will be the focus of our exploration,” Yan emphasized.
    The mission also targets main-belt comet 311P, a celestial anomaly discovered in the main asteroid belt between Mars and Jupiter by American scientists in 2013. It had multiple dust tails and resembled a comet, which was highly unusual in the dry asteroid belt. Further observations confirmed that this object had the stable orbit of an asteroid but occasionally released dusts. It was thus classified as a main-belt comet and became the seventh such object ever confirmed and the most peculiar one to date.
    “Main-belt comets are actually a unique type of asteroid, but exhibiting some cometary features. When they get closer to the Sun, they can release materials, including gases and particles,” Yan explained.
    Traditionally, comets are believed to originate from the outer edges of the solar system with large amounts of ice. When they approach the Sun, the ice evaporates, forming a spectacular tail.
    Located in the main asteroid belt, a region hosting over 90 percent of the solar system’s asteroids, 311P challenges astronomers’ conventional understanding, as the region is too close to the Sun for the celestial body to retain its volatile materials like water ice.
    Tianwen-2 will visit this “rebel” of the asteroid belt to uncover its mysteries and advance human’s understanding of the solar system.

    Work is about to commence at Mimosa Rocks National Park on the NSW Far South Coast, which is receiving a $6.5 million funding boost to strengthen the park’s resilience against natural disasters.

    Severe flood events in 2021 and 2022 caused significant damage to the park, leading to extensive closures of campsites and visitor precincts.

    Around 76 per cent of campgrounds – 60 sites in total – along with several popular day-use areas were either closed or had limited access until repairs could be made.

    The investment is being made under the $200 million Infrastructure Betterment Fund, which is financed by the Australian and NSW Governments to support the repair and rebuilding of public assets directly impacted by natural disasters.

    This funding for Mimosa Rocks National Park will support critical improvements including:

    • Upgraded drainage systems to manage heavy rainfall.
    • Relocation of high-risk campsites to minimise future flood damage.
    • Improved road surfaces for better access and safety.
    • Enhanced pedestrian beach access points to mitigate the effects of ocean storms surges and dune erosion.

    Improvements will be made to four precincts within the national park, including three campgrounds:

    • Aragunnu,
    • Gillards Beach,
    • Middle Beach,
    • Nelsons Beach.

    Construction will commence in the coming months, and visitors are advised to expect intermittent disruptions.

  • MIL-OSI Security: Cobra Gold 25 | Royal Thai Army, U.S. Special Operations Forces subject matter expert exchange

    Facilitated by Joint Special Operations University, the bilateral exchange for Royal Thai Army Special Forces and U.S. Special Operations participants focused on knowledge of best practices through candid dialogue and iterative demonstrations of processes through hands-on exercises.

    CG25 has three primary events: a command and control exercise, humanitarian civic assistance projects, and a field training exercise to enhance readiness and foster responses to security challenges and natural disasters. Approximately 30 nations participate, with 3,200 U.S. personnel directly involved, underscoring the importance of cooperation and goodwill.

    JSOU’s focus is joint special operations education and has the mandate to support U.S. Special Operations Command Pacific. SOCPAC serves as the operational component command for all SOF missions throughout the Indo-Pacific region.

    The JSOU JPP academic SMEE prepared participants for aspects of special operations forces’ integration during the Cobra Gold command and control event. JPP is a method to determine the use of military capabilities in time and space to achieve objectives within an acceptable level of risk.

    “Having this academic SMEE as part of Cobra Gold 2025 demonstrates the importance both Thai and U.S. leadership place on cognitive warfare,” said JSOU senior mentor retired U.S. Army Col. Scott Malone. “As part of its Joint SOF charter, the university is uniquely positioned to facilitate operational collaboration and the exchange of strategic thought amongst Special Operations partner forces.”

    JSOU’s academic engagements enhance operational collaboration and strategic thinking among partner forces, fostering a culture of continuous improvement and adaptive thinking. Class discussion and group exercises were the primary means for the intellectual exchange.

    “The special operations professionals from Royal Thai Army 1st Special Forces Division and SOD-P collaboration nurtures a culture of continuous improvement and highlights adaptive thinking where knowledge transference and removing barriers to learning is paramount.” said Malone. “This SMEE on day one placing Thai and U.S. participants together in working groups heightens learning and promotes intellectual exchange. This immediate placement allows for each individual to gain a sense of ownership as the combined team is built and fosters unbiased exchanges of best practices as the week progressed.”

    SOD-P provides trained, prepared, and equipped augmentation to the U.S. Army Special Operations Command and SOCPAC.

    “This is an unparalleled opportunity for us to share our expertise with each other,” said U.S. Army Col. David Coughran, commanding officer of SOD-P. “Our focus is on strengthening our combined operational proficiency and leadership acumen, ensuring we are all prepared to handle any eventuality.”

    CG25 is a visible symbol of the U.S.-Thai defense alliance, demonstrating the U.S.’s steadfast commitment to maintaining the conditions for peace and prosperity. Enhancing critical capabilities and readiness enables each force to jointly address regional stability in the Indo-Pacific.

    The 44th iteration of this exercise exemplifies the longstanding alliance with Thailand and reflects the shared commitment to preserving a peaceful, prosperous, and secure Indo-Pacific region.
