  • MIL-OSI Asia-Pac: Asia+ Festival’s concerts by Kinan Azmeh fuses Arabic music with classical and jazz elements (with photos)

         This year’s Asia+ Festival has invited Kinan Azmeh, a core member of Yo-Yo Ma’s Silk Road Ensemble and an award-winning clarinettist and composer, to perform in Hong Kong for the first time in November. He will be joined by percussionist John Hadfield and five emerging local musicians in a pair of concerts that showcase a broad range of music. The events are presented by the Culture, Sports and Tourism Bureau and organised by the Leisure and Cultural Services Department.
     
         Born in Syria and now based in the United States, Azmeh is widely acclaimed for his genre-crossing repertoire that blends Arabic music with Western classical and jazz influences. His work has been hailed by The New York Times as “intensely soulful”, describing him as a “virtuoso”. In 2017, Silk Road Ensemble’s “Sing Me Home”, which he contributed to, won the Grammy Award for Best World Music Album. Within the album is his composition “Wedding”, in which he also appeared as a clarinettist.
     
         Azmeh has performed in many major venues around the world, such as the Bastille Opera House in Paris, Berliner Philharmonie in Berlin and the United Nations General Assembly in New York. In the upcoming Hong Kong concerts, he will perform four compositions of different styles, which will express emotions that are universally shared. “The Fence, the Rooftop and the Distant Sea” portrays the composer’s longing for his hometown, while “Ibn Arabi Postlude” exalts love and freedom, which he deems as sacred as religion. Another piece, “In the Element”, depicts Azmeh’s state of bliss as he becomes one with the natural environment he is familiar with. Lastly, “Suite for Improvisor and Orchestra” is his contemplation of the intriguing correlations between the composed and the improvised.
     
         Besides sharing the stage with Hadfield are the five local musicians, namely violinists Nina Wong and Sammi Chan, violist Martin Kuo, cellist Kelvin Lee, and double bassist Evette Chiu. Part of this programme was performed to critical acclaim for Azmeh’s collaboration with the London Philharmonic Orchestra in London Southbank Centre last year.
     
         “Concert by Kinan Azmeh” is one of the celebratory programmes of the 35th anniversary of the Hong Kong Cultural Centre. It will be staged at 8pm on November 22 and 23 at the Hong Kong Cultural Centre Studio Theatre. Each performance will be followed by a meet-the-artist session.   • MIL-OSI Asia-Pac: Tung Chung water supply resumes

    The fresh water supply of Tung Chung Town area was gradually resumed from about 10am today, Director of Water Supplies Roger Wong said.

    Due to emergency repair works on a fresh water pipe at Cheung Tung Road near Siu Ho Wan Water Treatment Works of Lantau Island, the area’s fresh water supply was affected from 10pm yesterday.

    Around 120,000 Tung Chung residents were affected, Mr Wong told a media session.

    The department’s preliminary investigation found that the pipe involved was watermain with a diameter of 1,200mm, which supplies potable water to the Tung Chung area.

    The department will thorougly investigate the incident and compile a report to the Development Bureau as early as possible.

    Mr Wong noted that the failure mode is very rare, as the leakage occurred at the bottom of the pipe.

    “Normally it is on the top side or both sides of the pipe because this is the area that is subject to most vibrations from the traffic.”

    He also explained why the expected time of water resumption was postponed from 6am to 10am and apologised for any confusion caused.

    “Because of the complicatedness of the work and also the large scale resumption of water, we needed to do extra flushing in order to ensure the quality of water to the public. We had to adjust the water resumption time in the morning. We should apologise to the residents of Tung Chung.”

    Mr Wong added that seven water trucks and 60 water tanks were dispatched to provide an emergency water supply to the affected users during the incident.

    Given the severity of the incident and the extensive area affected, an emergency response mechanism was activated in collaboration with relevant government departments to handle the situation swiftly.

    About 80 members from seven District Services & Community Care Teams worked overnight in the affected estates and villages to assist the residents.

    The Home Affairs Department has been closely monitoring the situation and dispatched staff to the scene to inspect and co-ordinate.

    The Housing Department has also been in close contact with the Water Supplies Department.

    Additionally, the relevant property services offices and management offices immediately issued emergency notices to inform the affected residents and distributed bottled water.

  • MIL-OSI Asia-Pac: CHP investigates case of severe paediatric enterovirus infection

         The Centre for Health Protection (CHP) of the Department of Health is today (November 4) investigating a case of severe paediatric enterovirus (EV) infection, and again urged the public and institutions to maintain strict hand, personal and environmental hygiene.
     
         The case involves a 12-year-old boy with congenital heart disease. He developed fever and seizure on October 31. He attended the Accident and Emergency Department of Caritas Medical Centre and was admitted for management on the same day. The patient is now in a stable condition.
     
         A laboratory test of his cerebrospinal fluid specimen was positive for EV. The clinical diagnosis was meningitis.
     
         Initial enquiries by the CHP revealed that the patient had no travel history during the incubation period. His father and mother developed upper respiratory tract infection symptoms two weeks ago and have both already recovered. His other home contacts have remained asymptomatic. The school he attends has had no reported outbreak of hand, foot and mouth disease. The CHP’s investigations are ongoing.
     
         A spokesman for the CHP said that as EV infection is transmitted by direct contact with nose and throat discharges, the public should be vigilant and observe the following preventive measures:
     

    Wash hands before eating and after going to the toilet and changing diapers;
    Cover the mouth and nose when coughing and sneezing;
    Maintain good ventilation; and
    Thoroughly clean toys or appliances that are contaminated by nasal or oral secretions.

     
         Children suffering from EV infection should stay at home and avoid contact with other children until they have recovered.

    Tanzania is setting new benchmarks in food self-sufficiency across Africa, raising hope that the fight against hunger and malnutrition on the continent is achievable.

    President Samia Suluhu Hassan of Tanzania said her country had reached 128 percent food security and is now exporting surplus to neighbouring countries.  

    She was speaking on Thursday 31 October during a high-level session at the World Food Prize Norman E. Borlaug International Dialogue in Iowa, moderated by the president of the African Development Bank Group, Dr Akinwumi Adesina. The session, entitled “Bold Measures to Feed Africa,” also featured the President of Sierra Leone, Julius Maada Bio.

    President Suluhu Hassan told a packed auditorium, that after achieving food sufficiency, “we are now working on quality, accessibility and affordability, and how to minimize post-harvest loses.”

    Adesina praised President Suluhu Hassan’s leadership and strong political will for Tanzania’s success. He said the growing commitment of other African nations, underscores the continent’s readiness for large-scale investment in agriculture and food production.

    He recalled how the African Development Bank’s 2023 Dakar 2 Food Summit ignited commitment across Africa for country-specific food and agriculture compacts. The summit, co-hosted by the government of Senegal and the African Union, was attended by 34 African Heads of State and Government. It has mobilized more than $72 billion to date.

    President Suluhu Hassan said Tanzania left Dakar 2 summit with a signed compact and determination to implement increasing productivity as well as the political will to create institutions and support structures for its farmers.

    “We realized that not investing in agriculture is much more costly than investing in the sector,” she said.

    Tanzania has broken another record by becoming a processor and net exporter of cashew nuts, which for nearly all African countries, are processed in Asia. The country has also succeeded in rural electrification with nearly 100 percent of its 12,300 villages with electricity, President Suluhu Hassan said.

    Backed by investment from the African Development Bank, Tanzania’s Creating jobs for Youth and Women programme is targeting the country’s 65% youth population with training in farming, agriculture, livestock and crop farming.

    The Tanzanian leader said each youth is given 10 acres of land and is supported by training, already 11,000 have benefitted and this year’s harvest has begun. “We thank the African Development Bank for supporting that program,” she said.

    Joining Adesina on stage, President Bio of Sierra Leone shared his country’s success with the Feed Salone program, which has cut rice imports by 20 million tons and spurred agricultural productivity.

    Until then the nation had not paid enough attention to food security and Bio said he had focused on education during his first term. “Agriculture is the basis of development,” President Bio stated.

    The Feed Salone programme has helped boost agricultural productivity to feed the nation and to enable them export. “Already we have reduced rice imports by 20 million tons,” he said.

    “We are here to share the Sierra Leone story and invite investors. We are an ambitious nation and want to succeed to attract investors,” President Bio said.

    Adesina highlighted the African Development Bank’s efforts to reshape global perceptions of Africa and drive investment in critical sectors like agriculture.

    He said the event and the Africa Dialogue, also hosted by the African Development Bank in Iowa, was intended to break stereotypes and showcase Africa’s potential, a continent that is home to 65% of the world’s remaining arable land and has the technology to turn Africa into a global food basket.

    “This is why we bring African leaders here so you can hear from them directly,” Adesina said.

    The 2024 Norman E. Borlaug Dialogue gathers experts worldwide to inspire innovative solutions to global hunger. This year’s theme, “Seeds of Opportunity, Bridging Generations and Cultivating Diplomacy,” champions collaboration, legacy, and hope in the fight for food security.

  • MIL-OSI United Nations: One month after the tragic school bus crash in Khu Khot, UN Secretary-General’s Special Envoy for Road Safety to promote and launch the UN-JCDecaux campaign for road safety in Thailand

    The UN Secretary-General’s Special Envoy for Road Safety, Jean Todt, is visiting Bangkok from 30 October to 6 November 2024. During his visit, he will meet with the Prime Minister Paetongtarn Shinawatra, key government officials, representatives of the international community, private, and public sectors to promote road safety initiatives and advocate for enhanced measures, particularly on wearing quality helmets. His visit will be also the occasion to launch the UN-JCDecaux campaign #MakeASafetyStatement in the country.  The Special Envoy will also speak at the UNESCAP/Alliance française Road Safety Seminar on 4 November.  This aligns with the Global Plan for the Decade of Action for Road Safety 2021-2030, aiming to halve road fatalities by 2030.

    The visit of the Special envoy comes one month after the tragic bus road crash which caught fire while travelling on an outbound lane in Khu Khot in the Pathum Thani Province, resulting in 23 deaths of which were mainly school students.

    The silent pandemic

    Every year, the staggering toll of road-related fatalities claims the lives of 1.19 million people, leaving countless others with severe injuries. This silent pandemic overwhelmingly affects developing nations, where over 90% of the road traffic fatalities occur. Furthermore, road crashes are the leading cause of death for children and young adults aged 5–29 years.  

    According to the World Health Organization, road crashes kill 18,218 people in Thailand each year, representing a road traffic fatality rate of 25/100,000 population, while the rate is in 15.7/100,000 in South-East Asia and 6.5/100,000 in Europe (WHO 2021). Despite the recent efforts of the country, Thailand is still ranked on the top worst countries in term of road fatalities.  This is therefore urgent to act for increasing road safety in the country.

This recent tragedy has reminded us of the urgent need for effective and sustained action. Road safety is not merely a matter of law enforcement but a shared societal responsibility.     Wearing a safe helmet

    If the causes of road crashes are multiple such as the non-reliability of the vehicles and of the road’s infrastructure and design, the lack of post-crashes services, weaknesses in the road safety management, a dangerous road user’s behavior is still one of the main reasons costing lives on the road. On the mitigation of the risk factors for the road users, wearing a helmet responding to the UN standards is definitively a game changer. Wearing a quality helmet can reduce the risk of injuries by 69%.

    Knowing that Thailand has the highest rate of motorcycle-related deaths in the world, representing more than 70% of the road traffic fatalities in the country, wearing a safe helmet is an absolute emergency.

    During his visit in Thailand, the Special Envoy will launch the UN Global Road Safety Campaign, which aims to raise awareness of life-saving road safety measures. Launched globally in cooperation with JCDecaux Global under the motto #MakeASafetyStatement, it will run through 2025 in over 80 countries in the world.   

    The campaign seeks to reduce risk factors, especially in urban areas, enabling people to walk, live, and enjoy their environment safely.  Sixteen global, and dozens of national, celebrities have joined forces to advocate for simple and effective road safety rules.  Key messages include wearing a seat belt, driving safely, wearing a helmet, not texting and driving, not driving under the influence or while tired, and respecting pedestrians.

    The following is issued on behalf of the Hospital Authority:     Regarding an earlier announcement on Candida auris carrier cases, the spokesperson for Princess Margaret Hospital made the following update today (November 4):      Following a contact tracing investigation, one more patient, an 83-year-old male in a Medicine and Geriatrics ward, was identified as a carrier of Candida auris without signs of infection. The patient is now being treated in isolation and is in stable condition.      The ward concerned has adopted the following enhanced infection control measures: 

    Enhanced patient and environmental screening procedures;
    Applied stringent contact precautions and enhanced hand hygiene of staff and patients; and
    Thorough cleaning and disinfection of the ward concerned.

          The hospital has reported the case to the Hospital Authority Head Office and the Centre for Health Protection for follow-up and will continue to closely monitor the situation.

    The following is issued on behalf of the Legislative Council Secretariat:       The Legislative Council (LegCo) will hold a meeting on Wednesday (November 6) at 11am in the Chamber of the LegCo Complex. During the meeting, Members will debate a motion on further enhancing the housing ladder. The motion, moved by Mr Vincent Cheng, is set out in Appendix 1. Mr Louis Loong, Mr Leung Man-kwong, Ms Joephy Chan, Dr Wendy Hong, Mr Kenneth Leung and Dr So Cheung-wing will move separate amendments to Mr Cheng’s motion.       Ms Doreen Kong will also move a motion on implementing the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and earnestly addressing people’s concerns and difficulties in daily life. The motion is set out in Appendix 2. Dr Johnny Ng, Dr So Cheung-wing, Dr Hoey Simon Lee and Professor Priscilla Leung will move separate amendments to Ms Kong’s motion.       Meanwhile, Mr Ma Fung-kwok will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending subsidiary legislation. The proposed resolution is set out in Appendix 3.       Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.            The agenda of the above meeting can be obtained via the LegCo Website (www.legco.gov.hk). Members of the public can watch or listen to the meeting via the “Webcast” system on the LegCo Website.          Following are the closing remarks by the Deputy Secretary for Justice, Mr Cheung Kwok-kwan, at the Asia-Pacific International Private Law Summit 2024 under Hong Kong Legal Week 2024 today (November 4):Professor Ignacio Tirado (Professor Ignacio Tirado, Secretary-General of the International Institute for the Unification of Private Law (UNIDROIT), distinguished guests, ladies and gentlemen,      It is a great honour for me to deliver the closing remarks of the Asia-Pacific International Private Law Summit 2024, a remarkable event co-organised by UNIDROIT and the Department of Justice of the Hong Kong Special Administrative Region.      I am especially delighted to see Ignacio and Anna (the Deputy Secretary-General of UNIDROIT, Professor Anna Veneziano) again in person today. It brings back my memories of my visit to UNIDROIT’s Secretariat in the beautiful city of Rome last year, where I attended an insightful conference co-organised by UNIDROIT and the Chinese Embassy in Italy. I still recall the generous hospitality extended to me by Ignacio and Anna during my visit. I sincerely hope that we have been able to reciprocate that same warmth and hospitality during your time here in Hong Kong.     Today’s Summit has been nothing short of inspiring. We have been privileged to hear insightful presentations from distinguished officials, industry players and experts from Hong Kong and overseas, including high-level officials from several renowned international organisations of UNIDROIT, Asian Infrastructure Investment Bank and the Hague Conference on Private International Law. We are also honoured to have had a senior official from Mongolia to share her insights, which have further enriched our discussions.     The quality and depth of these presentations have been commendable, addressing critical issues pertinent to the evolving landscape of international private law. The topics explored by our expert panellists are both timely and relevant not only to Hong Kong, but also to the Asia-Pacific region and beyond. I am confident that the insights shared today will contribute significantly to ongoing discussions within our legal communities and other stakeholders.      As we reflect on today’s Summit, one overarching theme has particularly stood out, that is the importance of legal certainty and predictability. In an increasingly globalised world, where cross-border transactions are growing in volume and complexity, the harmonisation and modernisation of private law are more important and essential than ever. Reducing legal uncertainties is not merely an academic or technical exercise. It directly benefits businesses by enabling them to operate with greater confidence and facilitating smooth cross-border commercial activities. Legal certainty and predictability fostered by international private law will therefore be a “springboard to opportunities” for the Asia-Pacific region, as encapsulated in the theme of today’s Summit. Panel 1: Harnessing Opportunities from Digital Assets, Tokenisation and Carbon Credits      In our first panel, we delved into the need for a consistent approach to the legal treatment of digital assets across jurisdictions.      The advent of technologies such as distributed ledgers has paved the way for cryptocurrencies and other digital assets, which are now integral to various sectors of our economy and financial markets.     In order to unlock the potential of the digital economy, a clear and certain legal framework is vital. Such clarity instils trust in technology, ensures platform resilience and protects the rights of consumers and businesses alike. In this context, the UNIDROIT Principle on Digital Assets and Private Law which provides a common framework addressing legal issues related to the holding, transfer and use of digital assets, are particularly relevant to Hong Kong and the Asia-Pacific.      Today’s discussion offered much to consider about integrating international principles with local laws in each jurisdiction to achieve harmonisation and consistency. As an international financial hub, Hong Kong is committed to promoting the integration of real economy and digital economy, and fostering the development of the digital economy.Panel 2: Unleashing Economic Potential Through Secured Transaction Law Reform in the Asia-Pacific Region     The benefits and role of harmonised secured transactions law in promoting economic growth across the Asia-Pacific region was discussed in Panel 2.      Secured transactions are essential for businesses seeking access to credit and working capacity. As a leading international trading hub with a robust legal system, Hong Kong is the prime destination for Mainland and overseas enterprises establishing their international headquarters to manage offshore trading and supply chain operations. In fact, Hong Kong ranks at the top globally in terms of international trade and business legislation according to the World Competitiveness Yearbook 2024 by the International Management Development Institute.      Our experts in Panel 2 examined the importance of international instruments supporting secured transactions, while exploring UNIDROIT’s contribution to secured transactions law, such as the Convention on International Interests in Mobile Equipment and its various Protocols, as well as the recent adopted Model Law on Factoring. Such efforts are crucial for enhancing access to credit for businesses across the Asia-Pacific Region to unleash our economic potential. Panel 3: Gateway to International Investment and Sustainability     The experts at Panel 3 brought our attention to the need for reducing legal uncertainties surrounding international investment contracts for both states and private investors.      In this regard, the panel introduced the UNIDROIT’s ongoing international investment project, which seeks to modernise, harmonise and standardise international investment contracts by developing clear guidance to foster consistency in these vital agreements. It also addresses recent developments in international investment law, such as the increasing focus on corporate social responsibility and sustainability.      These topics are of particular relevance to Hong Kong, given its role as an important gateway between China and the global markets. Hong Kong’s unique arrangements with Mainland China enhance its appeal as a jurisdiction for international investment and arbitration. Investments from Hong Kong into Mainland China enjoy the substantive protections offered by the investment agreement under the Mainland and Hong Kong Closer Economic Partnership Arrangement. Moreover, we are the first common law jurisdiction where parties involved in arbitrations seated in Hong Kong can seek interim measures from Mainland courts, such as asset preservation.     This synergy between Hong Kong’s legal infrastructure and its strategic relationship with Mainland China not only bolsters investor confidence but also further strengthens Hong Kong’s position as a leading centre for international legal and dispute resolution services within the Asia-Pacific region.Panel 4: Building Bridges by Strengthening Engagement in the Asia-Pacific Region     Finally, Panel 4 discussed building bridges to strengthen engagement and capacity building has been identified as a key to strengthening engagement in the Asia-Pacific region. This involves not only improving legal infrastructure but also developing skilled professionals capable of handling the complexities of international private law.      The Panel highlighted the significance of legal co-operation and legal talents development. Capacity building initiatives among international organisations and Asia-Pacific economies are crucial in equipping our region’s government officials, practitioners and other stakeholders with the skills and knowledge needed to navigate the complex international legal landscape. Amid the growing demand for legal expertise driven by increasing international trade, these initiatives foster collaboration and nurture skilled legal professionals, thereby improving access to justice regionally and beyond.      Hong Kong is deeply committed to enhancing its status as a regional hub for capacity building. With a strong pool of legal and dispute resolution professionals who possess extensive international experience, the Department of Justice has been actively involved in organising and supporting various training and development programmes across different areas of law and practice. For example, we have co-organised or supported multiple editions of the Investment Law and Investor-State Mediator Training and the China-AALCO Exchange and Research Program on International Law in Hong Kong.      As noted by our Secretary for Justice during his opening remarks, the Hong Kong International Legal Talents Training Academy will be officially launched this Friday, and we warmly invite all of you to join us to witness this significant moment. Building on our strong foundation in capacity-building and our close collaboration with UNIDROIT and other international organisations, the Academy will regularly offer practical training courses, seminars and international exchange programmes aimed at promoting collaboration among legal professionals, judges and government officials throughout Asia Pacific and beyond. Already in the pipeline for the Academy is to support the organisation of the Second Edition of The Hague Academy of International Law’s Advanced Course in Hong Kong.Conclusion      Ladies and gentlemen, it is my pleasure to announce that we have successfully concluded the Asia-Pacific International Private Law Summit 2024. The success of this Summit is a testament to the collective efforts and dedication of UNIDROIT, my colleagues at the Department of Justice, and your active participation.   • MIL-OSI United Kingdom: Pensioner Advice Events bring comfort and financial relief to Derby residents

    In a heartening series of community events throughout October, we have been able to deliver life-changing support to residents facing financial hardship, bringing peace of mind and practical assistance to individuals who need it most.

    At our Pensioner Advice Event on October 4 at The Council House, a local woman left with a brighter financial outlook, gaining £73 extra each week thanks to council-led advice on available benefits. Several other attendees also found they were eligible for Pension Credit. Although some who attended the event could not apply immediately due to a lack of required documents, home visits have been scheduled with the Department for Work and Pensions (DWP) to help them complete their applications.

    The events not only put more money in people’s pockets but also brought warmth and safety into their homes. An 84-year-old gentleman, who attended an event in New Zealand on October 25, learned for the first time that he qualified for Pension Credit. This discovery was a tremendous relief for him and his wife, who had been cutting back on heating and cooking hot meals to save on costs. The couple was also gifted a heated blanket and an air fryer, ensuring they can now stay warm and enjoy warm meals without worry.

    A woman from Mackworth walked away £36 per week better off after council advisors helped her identify unclaimed entitlements. Another attendee at a local event was also delighted to receive a heated blanket and air fryer, just as winter temperatures begin to set in. Another participant reported savings of £75 per week after connecting with council representatives.

    Councillor Sarah Chambers said:

    These events are here to make a real difference for Derby residents who may be struggling or unsure of the support available to them. I strongly encourage anyone who could benefit from extra help to attend. Our team is dedicated to connecting residents with resources to improve their quality of life, especially as costs rise and winter draws in. We’re here to help every step of the way.”

    Indonesia is set to introduce a nutrition grading system akin to Singapore’s Nutri-Grade to deliver more detailed information to consumers concerning the nutritional values present in food and drink products. A survey corroborates this trend, where 84% of Indonesian respondents stated that their product purchasing decisions are either extremely or quite influenced by the ability to access ingredients and nutritional information via a quick response (QR) code on the packaging*. As such, Indonesia’s proposed labeling system, Nutri-Level, holds potential to play a pivotal role in transforming its domestic food and beverage (F&B) industry, says GlobalData, a leading data and analytics company.

    Mani Bhushan Shukla, Consumer Analyst at GlobalData, comments: “The purpose of nutrition labeling systems, including daily intake guidelines, warning indicators, traffic light systems, star ratings, and nutrition scores, is to facilitate informed consumer choices and encourage a shift towards healthier food selections. These systems classify food and beverages by assessing their sugar, fat, sodium, and energy levels in their compositions.

    “The use of standardized grading systems featuring colors, symbols, and vectors enhances readability for consumers, offering a clearer understanding than the detailed ingredient lists on product packaging. In addition, as these gradings/rankings are defined, they are more straightforward than the myriad of health and natural claims that food manufacturers often use. Some of these claims can be deceptive; for instance, a product labeled as ‘no-added sugar’ may still contain ingredients high in natural sugars like fructose.”

    Deepak Nautiyal, Consumer and Retail Commercial Director, Asia-Pacific and Middle East, GlobalData, adds: “The prevalence of diet-related diseases, particularly diabetes and hypertension, is notably high in Indonesia, which underscores the potential benefits of the Nutri-Level system for public health. The 2018 Basic Health Research (Riskesdas) reveals that diabetes prevalence stands at 10.9%, while hypertension affects 34.1% of the population. Nutri-Level in Indonesia will implement a rating label that evaluates sugar, saturated fat, and various nutritional components. The finalization of the draft regulation is anticipated to occur by the end of 2024.”

    Shukla notes: “By encouraging manufacturers to innovate and craft healthier products that do not sacrifice flavor, it can effectively respond to the rising consumer preference for nutritious choices. This transition towards healthier alternatives can significantly benefit public health and bolster the industry’s reputation and market share.”

    Nautiyal continues: “Despite the promising outlook of the Nutri-Level system, the Indonesian population may encounter various obstacles. Resistance from the F&B industry poses a notable obstacle to the implementation of this regulation. Large manufacturers may perceive the regulation as a threat, especially since many of their products are high in sugar and saturated fats, which could lead to negative ratings. Thus, it is imperative for the government and industry to collaborate in order to reach a solution that serves both interests.

    “An additional challenge lies in educating and socializing the public regarding this rating system. A large portion of the population may still be unfamiliar with it. Consequently, it is essential for the government to effectively promote Nutri-Level, ensuring that the public comprehends and can utilize the information from this nutrition label to make healthier choices.

    “The successful implementation of Nutri-Level relies heavily on collaboration among the government, industry, and community. The government has a role in providing effective regulations and education, the industry must adapt and innovate accordingly, and the community needs to accept and utilize the system to create a substantial positive effect on public health. In Singapore, the Nutri-Grade nutrient labeling system is in place, while both Malaysia and Thailand have implemented a voluntary Guideline Daily Amount (GDA) label along with the Healthier Choice Logo. Conversely, the Philippines has chosen to adopt only the voluntary GDA system.”

    Shukla concludes: “Efforts are underway by authorities to rectify the shortcomings in the rating systems, especially regarding the complexities involved in comparing different product categories across each system. The F&B industry may push back against these measures, as the presence of multiple nutrient labeling systems across borders will likely lead to increased expenditures in procurement, research and development, and production. Standardizing regulations across the Asia-Pacific region will drive F&B manufacturers to optimize their operations, allowing them to offset higher costs through economies of scale.”

    The US continues to remain the top destination for venture capital (VC) investments globally. Moreover, it also outpaced peer countries by a significant margin for high-value* VC investments and accounted for more than half of deal volume as well as value of those investments during Q1-Q3 2024. The US accounted for 55.4% share of the total number of high-value VC deals announced globally during Q1-Q3 2024, while its share in terms of the corresponding value stood at 56.4%, according to GlobalData, a leading data and analytics company.

    Aurojyoti Bose, Lead Analyst at GlobalData, comments: “The US outpaced other nations in terms of both the volume and value of high-value VC deals by a substantial margin. The dominance of the US for high-value VC deals can also be understood from the fact that it was distantly followed by China, which held 12.7% and 16.6% share of high-value VC deal volume and value, respectively, during Q1-Q3 2024.”

    An analysis of GlobalData’s Deals Database revealed that the US saw announcement of 209 high-value VC deals during Q1-Q3 2024 with the total valued of these deals pegged at $48.4 billion. Meanwhile, a total of 48 high-value VC deals worth $14.2 billion in terms of disclosed funding value were announced in China during the same period.

    Bose adds: “Of the top 10 countries by high-value VC deals volume during Q1-Q3 2024, five were from Europe, three were from the Asia-Pacific region, and two countries were from the North American region.”

    The UK occupied the third spot in terms of the volume of high-value VC deals during Q1-Q3 2024, followed by Germany, India, Canada, France, Japan, Sweden, and the Netherlands.

  • MIL-OSI Global: Research and news relevance key factors driving the future of The Conversation – edition founder

    I took a walk through the beautiful campus of Brown University in Providence, Rhode Island recently, as I was in the city for the annual gathering of the various editions of The Conversation.

    This project follows a devolved model, providing local leadership and engagement with the higher education and research sectors that support it in different parts of the world. Alongside me on this sunny stroll through one of the world’s great educational neighbourhoods was Alfred Hermida, Professor at the University of British Columbia School of Journalism.

    Alf and I don’t see a huge amount of each other, but when we do it tends to be pretty productive. We first met in July 2014 at an event at the University of Amsterdam, where I stood in for The Conversation founder Andrew Jaspan, and delivered a speech on the establishment of the project – then it only existed in Australia and the UK. Alf was pretty taken with the story, and the unique model. Less than a week later he was in our newsroom at City, University of London, talking to our editors about his research into social media and news.

    But something else was going on in Alf’s head – something about discussions he’d had previously with his colleague Professor Mary Lynn Young that Canada could have its own edition of The Conversation. And for the next couple of years he and Mary-Lynn together built the case within the country’s higher education sector for a membership-supported Conversation Canada. It launched in 2017 under the remarkable leadership of Scott White and now forms one of the most important and valued parts of the global network.

    So it was great to see Alf and note the edition’s success. But it was also fascinating to hear about his ongoing research and insights into the changing media landscape, both in Canada and internationally. Among the trends Alf and colleagues have noticed recently is that many students no longer arrive harboring ambitions of working for big media players. In part, he feels, this is down the decline of such full-career opportunities. But he also hears from students that they don’t see themselves reflected in the legacy news outlets. Instead it is the small independent players and even solo operations now excite many aspiring journalists more than traditional newsrooms.

    “I have a global cohort of journalism students in class,” said Alf. “Many are driven by a sense of mission, looking to address the way journalism has historically marginalized or mispresented diverse communities. They look to journalism as a way of making the world a better place and are drawn to new journalism start-ups that are looking to reimagine what journalism is and could be.”

    Alf views the Conversation as part of this shift in how journalism is done. As I’ve written before, we are sometimes asked if what we do really is journalism. I’ve suggested that it may not matter, so long as our content is valuable, trusted and accessible. Alf goes further though, arguing that the production method deployed by The Conversation and pursuit of informed, evidence-based reporting
    that drives it, makes it fundamentally journalism, albeit of a different style to that which typified the newspaper era.

    Alf explained: “The scholars who write for The Conversation are taking on journalistic practices, guided and mentored by our team of professional journalists. While the authors are not journalists in the traditional sense, they are producing journalism that seeks to explain and interpret the world around us to help the public lead better lives. This is what journalism is all about.”

    As for the route ahead for The Conversation Canada, and the network more broadly, Alf, as you might expect (and hope), grounds some of his thoughts in research. Indeed, in research conducted by one of his graduate journalism students.

    Savannah Parsons considered traffic to The Conversation Canada late in 2023 as part of her study, and sought to ascertain what type of content drew readers in, and what kept them there. The picture is of course mixed, but there is a clear pattern that illustrates that expert engagement with news and events is a central factor in bringing readers to the website and our content more broadly. However, Parsons’ study also indicated that content we might traditionally describe as “more featurey”, that is, less tied to events, perhaps more narrative and perhaps even taking the form of audio rather than – or as well as – text, plays a vital role in building a loyal audience that will return to Conversation content, time after time.

    So, as was ever the case, there is a mix to be considered. And it will be for edition leads to decide exactly how that mix is deployed, and in what form, to suit individual markets. But it is clear to Alf, and I think to most of us at The Conversation, that news-relevance, timeliness and, of course, research, will be the central factors driving the project through its second decade.

         The Department of Health (DH) today (November 4) alerted members of the public to a false claim from an unknown organisation allegedly assisting the Government’s admission of qualified non-locally trained dentists to practise in Hong Kong. The DH stressed that it has not authorised any organisation to assist the Government with recruiting non-locally trained dentists to practise in Hong Kong. The claim is false and is suspected of being misleading.     The said organisation claimed that it is assisting the Government to admit qualified non-locally trained dentists to practise in Hong Kong as introduced under the Dentists Registration (Amendment) Ordinance 2024. In addition, the organisation untruthfully alleged that there was a specific quota set on the number of dentists, as well as on the number of years of experience and target age range.      A DH spokesman emphasised that applications for the DH’s recruitment of non-locally trained dentists already closed on September 23, 2024. The DH is going through the established recruitment procedures.      The spokesman urged members of the public not to fall for any claim of assisting the Government to recruit non-locally trained dentists to practise in Hong Kong.   • MIL-OSI Asia-Pac: Asia-Pacific International Private Law Summit opens Hong Kong Legal Week 2024 (with photos)

         The Hong Kong Legal Week 2024, an annual flagship event of the legal sector and the Department of Justice (DoJ) to showcase Hong Kong as an international legal and dispute resolution services centre, was launched today (November 4).

         Themed “Hong Kong Common Law System: World-Class Springboard to China and Beyond”, the five-day event provides an opportunity for participants from all corners of the world to engage in a series of insightful discussions and fruitful exchanges with prominent experts, practitioners and government officials on a wide spectrum of topics, including international law, developments in alternative dispute resolution, opportunities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), and the rule of law in the region and beyond.

         The Asia-Pacific International Private Law Summit 2024, themed “Springboard to Opportunities: Utilising International Private Law and Technology to Facilitate Access to Credit, Investment, and Sustainable Development in the Asia-Pacific Region”, was held as the opening event of this year’s Hong Kong Legal Week. Organised by the International Institute for the Unification of Private Law (UNIDROIT) and the DoJ, the biennial Summit brought together preeminent legal academics and renowned practitioners worldwide to discuss how the unification and co-ordination of various areas of international private law can support economic growth and facilitate smoother cross-border interactions. More than 1 100 registrations from 46 jurisdictions have been received for this event.

         In his welcome remarks, the Secretary for Justice, Mr Paul Lam, SC, said that today’s Summit gathered leading legal minds from across the Asia-Pacific region, which is home to enormous economic potential and encompasses a diverse array of legal systems, to explore how to unlock the region’s full economic potential and ensure long-term sustainable growth, harmonisation and modernisation of private law across the region, as well as how Hong Kong could contribute in this regard. Aside from the collaborative efforts of the DoJ and UNIDROIT in promoting the development, implementation, and deeper understanding of private international law and international commercial law across the Asia-Pacific region, the DoJ and UNIDROIT have also co-operated on other fronts. In particular, the Secretary for Justice expressed his gratitude for UNIDROIT’s support to the DoJ’s secondment programme, which offers opportunities to Hong Kong’s legal professionals to work at the UNIDROIT Secretariat. He further noted that the DoJ places great importance on nurturing legal talent and will continue to provide professional development opportunities to legal talent with a view to strengthening Hong Kong’s position as a leading international legal and dispute resolution centre. To further the DoJ’s capacity building initiatives, the Secretary for Justice announced that the Hong Kong International Legal Talents Training Academy will be set up, and he extended a warm invitation to all to join the launch ceremony of the Academy, which will take place on the final day of the Hong Kong Legal Week 2024.

         The Commissioner of the Ministry of Foreign Affairs in the Hong Kong Special Administrative Region (HKSAR), Mr Cui Jianchun, and the Secretary-General of UNIDROIT, Professor Ignacio Tirado, also delivered their welcome remarks at the event. The closing remarks were delivered by the Deputy Secretary for Justice, Mr Cheung Kwok-kwan.

         Mr Cui said that China has been consistently innovating its diplomatic ideas to make global governance and international law fairer and more equitable. He noted that the HKSAR has been proactively responding to national development strategies and committed to reforms that benefit the people of Hong Kong. He said he is confident that Hong Kong will make the best use of the strength of “one country” and the convenience of “two systems”, while leveraging its unique advantages, such as its systems, talent and location, to act as a “world-class springboard” for connecting China with the rest of the world.

         Professor Tirado said that he is glad to be back to Hong Kong again to join the Summit, which has become one of the legal world’s leading events in the international arena. He said he is also pleased to see Hong Kong back on its feet, stronger than ever, after getting through the pandemic, and has flourished back into its dynamic, efficient, cosmopolitan and multicultural self, an extraordinary and unique legal and financial hub that the entire world recognises.

         Other conferences and seminars of the Hong Kong Legal Week include the Second Legal Forum on Interconnectivity and Development organised by the Office of the Commissioner of the Ministry of Foreign Affairs in the HKSAR and the DoJ tomorrow (November 5); “Beyond Litigation: The Vibrant Landscape of Alternative Dispute Resolution of Hong Kong”, fireside chat on experience sharing of resolving sports disputes and the annual Hong Kong Mediation Lecture under the theme “Mediation and Sustainable Development along the Belt and Road” on Wednesday (November 6); and “Joint Contribution to the Construction of Rule of Law in the GBA” on Thursday (November 7). The Legal Week will end this Friday (November 8) with “Rule of Law: The Best Business Environment”, at which the Academy will be officially launched.

         In addition, an exhibition featuring the milestones and achievements in the construction of the rule of law by the country in the modern era, as well as the role played by Hong Kong in contributing to the developments, has been set up at the venue this year.

  • MIL-OSI Asia-Pac: Judiciary strongly condemns attempted attack at Kowloon City Magistrates’ Courts

    The following is issued on behalf of the Judiciary:

         Earlier today (November 4), a man involved in an attempted knife attack at the Kowloon City Magistrates’ Courts was swiftly subdued by on-site police officers. No judicial officers or court staff were harmed during the incident. The individual has been arrested, and investigations are ongoing.

         The Judiciary strongly condemns any attempts to attack judges or judicial officers, as such acts are a direct affront to the rule of law, a disregard for law and order, and a serious threat to the safety of judges and judicial officers as well as all court users.

         The Judiciary stresses that judges and judicial officers faithfully discharge their constitutional duties in strict accordance with their judicial oath, upholding the law and administering justice without fear, favour, self-interest, or deceit. Their decisions are made independently and professionally, based on legal principles. For those dissatisfied with a verdict or sentence, the proper recourse is through the established appeals process.

         Having reviewed the existing security arrangements at Magistrates’ Courts buildings, the Judiciary will progressively implement enhanced security measures, including security screenings and increased manpower, starting tomorrow. The Judiciary will also continue working closely with the Police to strengthen patrols and other safety measures, ensuring the protection of judges and judicial officers, court staff as well as court users.

  • MIL-OSI United Kingdom: Mayor’s pioneering policies set to halve emissions from new buildings as London leads the way in cutting energy use

    • Sadiq’s ambitious planning policies ensure the capital is outperforming national requirements for cutting energy use in new buildings, driving down carbon emissions and supporting investment in green technologies – including solar panels and heat pumps
    • London achieved 57 per cent higher carbon savings in proposed new buildings than required by national building regulations in 2023 – a seven per cent increase compared to the previous year.
    • New data also reveals that London’s overall emissions have fallen 21 per cent since start of the Mayor’s tenure in 2016, significantly faster than the national average 

    London is leading the country in driving down energy use and reducing emissions, new City Hall data published today has revealed.

    The Mayor’s London Plan – which sets out policies that address the global climate emergency and the housing crisis whilst providing a blueprint to make London a greener and healthier city – is helping to drive these achievements.

    The Plan’s net zero carbon target, which applies to all major planning applications, is delivering 57 per cent higher carbon reductions in proposed new developments than required by national building regulations. Where developers cannot achieve net zero on site, the Plan ensures that they contribute funds to support other decarbonisation projects in London boroughs.   

    City Hall’s 2023 Energy Monitoring Report, published today, showcases the significant impact of the Mayor’s policies and highlights the vital role cities play when they are given power to drive down carbon emissions, reduce energy costs, support supply chains and drive investment in clean technology. The report highlights: 

    • Emissions from proposed new developments were less than half of the CO2 levels required to meet national Building Regulations, with a saving of over 32,000 tonnes. This is equivalent to 27,000 return flights from London to New York.  
    • More than a quarter of this saving came from energy efficiency measures – saving 8,552 tonnes of CO2 emissions. This is the equivalent to adding loft insulation to over 13,000 homes. 
    • 84 per cent of proposed developments in the capital, featuring over 20,000 homes and more than 1,000,000m2 of non-residential floor space, plan to use heat pumps for their heating system – the majority being large, centralised heat pumps supplying communal and site-wide heat networks. These heating systems service a number of buildings on a site.  
    • 92 per cent of proposed developments will include solar panels. Combined, these panels will be the size of approximately 14 football pitches (having a cumulative area of 70,000 m²), totalling £21 million in new solar investment. 
    • More than 28,000 homes (91 per cent of all new homes) are set to connect to either communal heat networks or area-wide district heat networks.   

    City Hall has also today published the London Energy and Greenhouse Gas Inventory, which looks at emissions in London between 1 January 2022 and 31 January 2022 and shows significant reductions in emissions in the capital in recent years:

    • Since Sadiq took office in 2016, total emissions in the capital have fallen 21 per cent, significantly faster than the national average (16 per cent). 
    • London’s emissions have dropped 43 per cent since their peak in 2000, despite a 23 per cent increase in population.
    • Emissions from transport are dropping faster in London than across the UK. Since 2016, London has had an 18 per cent drop in transport emissions compared with a 13 per cent drop nationwide.

    Since 2016, the Mayor’s carbon offsetting policy has enabled £333 million to be secured for net zero projects across London. This fund will be redirected by local authorities to projects in their neighbourhoods that will reduce London’s emissions. Projects include energy efficiency improvements and renewable energy installations on council-owned buildings such as schools and community centres.

    Deputy Mayor for Environment and Energy Mete Coban said: “It’s fantastic to see London leading the country in reducing emissions and that the Mayor’s ambitious planning policies are bringing down energy bills and helping Londoners become more energy efficient. 

    “The Mayor has committed to making London a net zero-carbon city by 2030 and this new data shows we are progressing in the right direction. 

    “Sadiq and I continue will continue to work tirelessly to help boost London’s green economy to build a better, greener city for everyone.”  

    Helena Rivers, Net Zero Lead, Building and Places, Europe and India, AECOM said: “The GLA’s energy monitoring report for 2023 highlights a significant milestone, with on-site CO2 emission reductions from new development averaging 57.4% beyond national building regulation standards.  

    “This progress underscores the effectiveness of the GLA’s leading London Plan policies aimed at achieving net zero by 2030, which AECOM is proud to support in their implementation.  

    “The evolving policy landscape, including the Future Homes Standard and the Future Building Standard, will play a crucial role in this success.  

    “As we adapt to these new policies, it is essential to maintain our momentum in meeting the GLA targets, whilst striving to ensure a sustainable future for London.”

  • MIL-OSI Australia: TV Interview, ABC Afternoon Briefing with Greg Jennett, Shanghai

    Greg Jennett, host: Don Farrell, thanks for making this conversation possible from Shanghai. I suppose the very fact that you’re there indicates that the resumption of trade relations with China is very much back on track. What additional Australian products and services, though, are you telling the Chinese Commerce Minister that Australia should gain access to now in the Chinese market?

    Minister for Trade: Thanks, Greg. I met with my Chinese counterpart last evening on my arrival from Canberra. This was our 9th meeting. And again, we discussed those particular products that are still waiting to get back into the China market. Of course, that’s lobster and a couple of meat establishments. I got some assurances from the Minister that everything is on track to resolve all of our outstanding issues. 

    Now, having done that, we’re not resting on our laurels. I’m here with 253 Australian companies. Some of them have been here before, but many are coming for the first time, and my job as the Trade Minister is to try and push Australian companies out of Australia and into overseas markets. Obviously, China is the largest market for Australian goods. Last year, we sold $327 billion of two-way trade between Australia and China. But I think we can do better than that. I think this Expo – the largest trading event in the world – will be held this week, and I think we can sell even more wonderful Australian products, whether it’s food, whether it’s wine, whether it’s manufactured goods. That’s my ambition for this week.

    Greg Jennett: It does sound ambitious Don Farrell. Also on the wine front, I understand you’ve announced the formation of a wine partnership, some sort of training program, I believe. Does that mean that Chinese winemakers will come to Australia to undertake this training?

    Minister for Trade: It’ll be a mixture of both Greg. I was just with Penfolds. Of course, Penfolds is the biggest Australian winemaker in China. We want to work with the Chinese officials and the Chinese wine industry firstly so that we can get our product back into China, but also so we can help them improve their product. It’s a two-way thing. As I said before, China is our largest trading market. We want a prosperous future for our wine industry. Already, almost $500 million worth of Australian wine is back on the supermarket shelves here in China. We want to do better in that, but we also want to work closely to improve the skills and the abilities of Chinese winemakers. And Penfolds Wines are at the forefront of that.

    Greg Jennett: Now, the Chinese leadership has made no secret over a very long time now about its desire to increase investment into Australia. I’m wondering in your talks whether Minister Wentao raised this and named any particular sectors for greater Chinese investment.

    Minister for Trade: On this occasion, Greg, he didn’t raise that with me. But he has raised those issues in the past, and my answer to the Minister is that Australia welcomes foreign investment, and we welcome foreign investment from China. We are agnostic as to where the investments come from. Part of our Future Made in Australia plan will mean that we need investment from overseas. Australia is very well supplied with, for instance, the critical minerals that are needed to move to net zero. What Australia sometimes struggles with is getting the capital to extract those minerals. So we welcome overseas investment, and we process all of those applications for investment on one principle, and that is our national interest, and that’s what we’ll continue to do Greg.

    Greg Jennett: All right. Now, subject to events in the US this week, and I admit here Don, that this is a highly hypothetical question, but if America goes ahead and erects higher tariff walls to Chinese goods entering that country, what do you assess the consequences of that might be for Australia? Could more Chinese manufactured goods enter this country at lower prices?

    Minister for Trade: Well, of course, our job, and my job in particular Greg, is to discourage companies from imposing additional trade barriers. Free trade provides peace and prosperity in our region, and my argument to any incoming American government, whether it be a Harris government or a Trump government, is that Australia supports the concept of free trade, and we want to continue to work with countries to ensure that the principles of the World Trade Organisation, the free trade principles, continue to apply to world commerce.

    Greg Jennett: Alright, can I tempt you into one or two questions on domestic matters, Don? As Tourism Minister, you’d be well aware of a heightened debate about ministers soliciting upgrades from the national flag carrier, of course, Qantas. If a minister did that, are they in breach of the ministerial code?

    Minister for Trade: Look, while I’m up here dealing with trade issues, I think I’ll continue to deal with international issues Greg. And I’ll be happy to talk about those issues when I get back to Australia.

    Greg Jennett: Alright, then. Electoral reform, if I can try you on that one as well. Here goes. There are very high expectations, Don Farrell, that this bill will be introduced into the Parliament in the final sitting fortnight. Can you confirm that and is it your expectation that it should also be passed this calendar year?

    Minister for Trade: Both of those things are correct. I’d like to see the legislation brought forward before the end of the year and the legislation in place as quickly as possible.

    Greg Jennett: Ok, and will that be introduced into the House or into the Senate, where you’re the relevant minister, of course?

    Minister for Trade: I’ll sort that out when I get back to Australia Greg.

    Greg Jennett: Okay. Well, I understand the constraints, some might even say the conventions, in not addressing domestic matters when abroad Don Farrell. So, we’ll thank you and wish you prosperous negotiations there in Shanghai. Thanks so much for coming on.

    The Department of Department of Drinking Water and Sanitation (DDWS), along with its Programme Divisions and Dr. Syama Prasad Mookerjee National Institute of Water and Sanitation (SPM-NIWAS), successfully completed Special Campaign 4.0. All the divisions of DDWS and SPM-NIWAS made a significant contribution to the Special Campaign 4.0 organized by the Department of Administrative Reforms & Public Grievances (DARPG).

    The aims of the campaign was to improve cleanliness of the offices and clearing pendency in the MP’s references, references from State Governments, Inter-Ministerial references, Parliamentary Assurances, PMO references, Public Grievances and PG Appeals etc. Besides, records of the offices were reviewed and action was taken for weeding out/retention ‘following CSMOP, GFR and Public Record Act, 1993’.

    Several cleanliness campaigns were conducted in CGO Complex (including inside the Sanitation Park).  5 PMO/MP references / Assurances were disposed of during the period. 163 pending Public Grievance petitions and 22 Public Grievance appeals were cleared. The offices earned revenue amounting to Rs.1.60 Lakhs on disposal of scrap and obsolete items. With regard to record management, all records have been reviewed and old / obsolete records have been weeded out, as per the schedules, and rest has already been digitized.

    954421 Corporal Vikky Pahade Communication Technician is on the posted strength of a Transportable Radar Unit with effect from 16 Oct 23. He was employed as per his trade duty at unit Op location Shahsitar (JK&L).

    On 04 May 24, Corporal Vikky Pahade was detailed as armed escort towards collection of ration for the unit from Indian Army Field Supply Depot located 40 kms from the unit’s Op location. At around, 1759h, while returning back from the field supply depot, their vehicle was ambushed by three terrorists near Doba ridge at Shahsitar, 1.5 km short of the Unit Op location.

    At the time of ambush, he was seated on the front seat of the vehicle as per his earmarked role. Being on the front seat, he had received heavy and concentrated small arms fire onto him and suffered grievous gunshot wounds in head, neck as well as chest. However, unmindful of his physical condition, he maintained his composure, situational awareness and opened retaliatory fire from his personal weapon (AK-103) onto one of the terrorists who was firing at their vehicle from higher ridges.  Because of his retaliatory fire, the terrorist had to hide which allowed the armed air warriors seated behind to open fire on terrorists in a coordinated manner. This brave act of Corporal Vikky Pahade resulted in providing a window of opportunity for rest of the air warriors to open retaliatory fire on the terrorists, thereby saving the precious lives of his team members and prevented other collateral damage to the service property. However, Corporal Vikky Pahade succumbed to his injuries later at Command hospital Udhampur.

    For this act of exceptional courage displayed during life threating situation, Corporal Vikky Pahade Communication Technician is awarded with ‘Vayu Sena Medal (Gallantry) posthumously.

    Flight Lieutenant Tarun Nair (35964) was commissioned as a fighter pilot in the Flying branch of the IAF on 16 Jun 18 and is on the posted strength of a MiG-29 Squadron since 03 Aug 19.

    On 12 Mar 24, Flt Lt Tarun Nair was authorized to fly a valley flying sortie as a leader in a MiG-29 aircraft in heavy weight configuration. Immediately after getting airborne, while turning towards the first waypoint, at a low altitude of 1.3 km, Flt Lt Nair encountered multiple failure indications. As the pilot was in the process of taking emergency actions, the situation deteriorated rapidly with the control stick moving to its extreme left and back position resulting in a sharp roll to the left and abrupt pitch up with ‘g’ indicating 12.5 g and Angle of Attack indicating -12° on the displays along with associated audio and visual warnings. The pilot immediately took actions to control the aircraft by overpowering the control stick forces and disengaging the Automatic Flight Control System (AFCS). The situation was most unusual as the indications did not correspond to a failure of a single system. The pilot undertook actions as per SOP however the situation did not improve. During this time, he had to keep the aircraft under control by flying manually while countering heavy forces on control stick and severe oscillations in pitch and roll. The pilot had to counter the heavy forces for over an hour because of the need to consume fuel. In his third attempt at a slow speed check, the minimum controllable speed allowed an approach to be attempted.

    Under such a situation, the landing approach management was precarious and posed severe problems in alignment and maintenance of flight path. However, the pilot retained his composure and executed a flawless approach and landing. Upon touchdown, he immediately took actions to safely stop the aircraft and maintain on the runway despite the high landing speed and control problems. The pilot through his watchfulness, superior judgment, skills and composure retrieved a dangerous situation. He prevented loss of a valuable combat asset of the IAF and averted a possible mishap which could have resulted in loss of civilian life and property.

    For this act of exceptional courage, very high standard of professionalism and contribution to aerospace safety, Flt Lt Tarun Nair is awarded with ‘Vayu Sena Medal (Gallantry)’.

    Group Captain Ankit Raj Singh (28175) was commissioned as a pilot in the Flying branch of the IAF on 18 Dec 04 and is posted as the Commanding Officer of a C-130 Squadron wef 29 May 23. He is a Qualified Flying Instructor with more than 7500 hours of flying experience.

    On 09 April 24, the officer displayed an act of gallantry by flying a mission to the North Forward Area Advanced Landing Ground (ALG) amidst the darkness of new moon night, facing intense risks to own safety and equipment, all to prioritise Casualty Evacuation (CASEVAC) of an injured soldier with an amputated hand.

    As the Commanding Officer of a Special Ops Squadron of IAF, the officer demonstrated swift actions in limited timeframe, unparalleled courage and tactical acumen during a critical CASEVAC sortie. In the face of immense challenges, including navigating through unforgiving terrain, limited lighting conditions and constricted timelines to salvage the amputated hand of the injured Sepoy, he fearlessly orchestrated the activation of Leh ALG, validating the night operation capability of C-130J. Particularly notable was the officer’s daring initiative to plan the first ever transport aircraft mission to a forward base, into the hills, under the cover of darkness of new moon. Ensuring quick launch which was critical for mission success, he executed CASEVAC with utmost safety, which ultimately saved the limb of the injured Sepoy. His unwavering commitment to duty, precise on-the-go planning and navigating treacherous terrain to conduct a safe operation in complete darkness, utilising Night Vision Goggles, testify his dedication to the well-being of his comrades and the mission’s success.

    For his selfless act of exceptional courage and valour, Group Captain Ankit Raj Singh is awarded with ‘Vayu Sena Medal (Gallantry)’.

    Flight Lieutenant Aman Singh Hans (36412) was commissioned as a fighter pilot in the Flying branch of the IAF on 15 Jun 19 and is on the posted strength of a MiG-29 Sqn since 07 Sep 20.

    On 28 Mar 24, the officer was authorised to fly a long range ferry mission on MiG-29 aircraft by dark night, towards Exercise Gagan Shakti-24. After 20 minutes of flying time, at an altitude of 28,000 feet (8.5 km), the pilot felt a sudden blast in the cockpit with aircraft Head Up Display and visual reference to fly, blanking off. He realised that the canopy of the aircraft had flown off, exposing him to severe weather conditions with temperatures of minus 35° – 40° Celsius, dangers of decompression sickness, hypoxia and wind blast affecting eyes at that altitude and high speeds. In this grave situation, he maintained his composure and quickly took control of the aircraft. While flying on head down instruments, he announced the emergency using standby radio control, kept clear of the civil flying in the proximity and descended to a lower altitude of 3 km with no radio reception and severe pain in the eyes. He conveyed the flight information with utmost clarity to the controlling agencies and took prompt decision to land at the nearest airbase. He correctly assessed aircraft weight required for landing due to heavy fuel configuration and made a safe landing at the earliest.

    Despite imminent danger to his own self and inhospitable environmental conditions, he displayed astute presence of mind, controlled the aircraft and initiated the recovery. His prompt actions and exemplary situational awareness led to the recovery of the aircraft which otherwise could have been catastrophic, leading to loss of an asset to the IAF and collateral damage to civilian property.

    For an act of exceptional courage, displaying indomitable valour and exemplary gallantry beyond call of duty, Flight Lieutenant Aman Singh Hans is awarded with ‘Shaurya Chakra’.

  • MIL-OSI Asia-Pac: PRESIDENT CONFERS VAYU SENA MEDAL (GALLANTRY) ON WING COMMANDER AKSHAY SAXENA (29020) FLYING (PILOT)

    Wing Commander Akshay Saxena (29020) was commissioned as a pilot in the Flying branch of the IAF on 17 Jun 2006 and is on the posted strength of a C-17 Squadron since 01 Feb 2021.

    On 16 Mar 2024, the officer executed a mission in support of Op Sankalp aimed at anti piracy operations in the Arabian Sea. He airdropped two Combat Rubberised Raiding Craft (CRRC) boats and a team of 18 MARCOs with combat load to capture a Pirate controlled ship which was not only launching attacks on merchant vessels in the Arabian Sea but also opened fire at INS Kolkata and had shot down a naval spotter drone on 15 Mar 24. The objective area was near the Somalian coast, 1450 NMs off Mumbai and 540 NMs out of Indian FIR. Due to the time critical and secret nature of the mission, he finalised suitable crew and ensured aircraft readiness for a quick launch.

    The mission involved real threat of small arms with the pirates over and above the extended mission timelines which involved flying into airspace of another country undeclared and undetected for close to four hours. The Officer as Captain of the C-17 aircraft decided to switch off all emitters, fly low level over high seas in foreign territory and drop at dusk time to avoid detection. Even after receiving the changed drop location only 50 NMs prior to the drop, he guided the crew to safely execute a precision airdrop thus resulting in the capture of the pirates and rescue of MV Ruen with its 17 member crew. He displayed effective inter-service coordination with Indian Navy while maintaining heightened situational awareness both on ground and in air. All possible measures were taken to maintain secrecy of the almost 10 hours long mission. During the flawless execution of the extremely gruelling, mission the officer displayed exceptional courage, dynamic leadership, outstanding professionalism and steadfast determination.

    For his act of indomitable courage and conspicuous gallantry Wing Commander Akshay Saxena is awarded with ‘Vayu Sena Medal (Gallantry)’.

    Squadron Leader Prathamesh D Dongre (35823) was commissioned as a fighter pilot in the Flying branch of the IAF on 16 Dec 17 and is on the posted strength of a MiG-21 Bison Sqn since 04 Mar 24.

    On 10 May 2024, Sqn Ldr Dongre was authorised to fly a Bison aircraft for an Op task. Due to ongoing repair of runway the take-off was planned from parallel taxy track. Immediately after take-off the pilot experienced ‘Main Hydraulic failure’. Despite a grave emergency at the critical phase of flight he maintained his composure. He aborted the exercise and initiated priority recovery of aircraft. Due to the hydraulic failure, aircraft intake cone remained extended at 30% which reduced the available engine power. The emergency also warranted a flapless landing which is the most demanding configuration of landing on Bison aircraft due to extremely high landing speeds and reduced visibility. The runway was cleared and made available for landing but with only four meter of width on either side of center line due to ongoing repairs. Despite landing with high speed and in flapless configuration, the pilot was able to stop the aircraft 300 meters from end of runway.

    The pilot handled the emergency in a most proficient manner and executed a safe heavy weight flapless landing. The seriousness of the emergency can be gauged from the fact that the situation, if not handled timely and correctly, could have led to loss of aircraft or major damage to aircraft.

    For his exceptional courage, decision making ability and skillful handling of the vintage MiG-21 Bison aircraft, Sqn Ldr PD Dongre is awarded with ‘Vayu Sena Medal (Gallantry)’.

    The President of India, Smt Droupadi Murmu graced and addressed the 15th National Voters’ Day Celebrations in New Delhi today (January 25, 2025). The President presented the Best Electoral Practices Awards to state and district officials who demonstrated exemplary performance in ensuring the smooth conduct of elections, on the occasion. She also received the first copy of the book “India Votes 2024: A ​​Saga of​ ​Democracy” from the Chief Election Commissioner, Shri Rajiv Kumar.

    Addressing the gathering, the President said that it is a matter of pride for all of us that our democracy is not only the oldest democracy in the world but is also the largest, diverse, young, inclusive and sensitive democracy in the world. She stated that India’s democracy is a unique example for the modern world. Many countries of the world are learning from our election system and management.

    The President said that the impressive glimpse of our inclusive democracy is visible in elections. The increasing participation of women in elections is an important sign of the overall development of our society and country. She ​​noted that the Election Commission has made special efforts to facilitate the voting process for senior voters above 85 years of age, differently-abled voters and tribal voters living in remote areas. In this way, she said, the Election Commission has set a good example of inclusive and sensitive election management.

    The President said that the ideals and responsibilities associated with voting are the main dimensions of our democracy. The Voters’ Pledge issued by the Election Commission can guide all citizens. She stated that along with full faith in democracy, voters should also have the firm resolve that they will exercise their right to vote by rising above all kinds of narrow-mindedness, discrimination and temptation. Enlightened voters strengthen our democracy, she added.

    Since 2011, National Voters’ Day has been observed annually on January 25 to commemorate the foundation day of the Election Commission of India. This event aims to underline the centrality of the voter​, raise electoral awareness among citizens and inspire their active participation in the democratic process.

    As part of the 76th Republic Day Celebrations (RDC), Raksha Rajya Mantri Shri Sanjay Seth gave away prizes to the winners of the National School Band Competition in New Delhi on January 25, 2025. The jury appointed by the Ministry of Defence, which included members from each wing of the Armed Forces, selected the winners upon the culmination of the Grand Finale of the Competition which was held on January 24 & 25, 2025.     The winner of Pipe Band Girls – PM Shri Kasturba Gandhi Balika Vidyalaya, Patamda, East Singhbum, Jharkhand (Eastern Zone) along with the military band team – will be a star attraction during the RD Parade at Kartavya Path on January 26, 2025 as they will be performing at the rostrum.

    Two other bands – PM SHRI Kendriya Vidyalaya No. 2 Belagavi Cantt. Karnataka (Southern Zone) and Government Sr. Sec. School West Point, Gangtok, Sikkim (Eastern Zone) – will perform at Vijay Chowk during the Beating Retreat Ceremony on January 29, 2025.

    In his address, Raksha Rajya Mantri described the winners as well as the participants of the competition as the brand ambassadors of Viksit Bharat, a vision of Prime Minister Shri Narendra Modi. He urged the youth to keep the nation first and strive to make India a developed nation by 2047.

    From RDC 2023 onwards, the National School Band Competition is being jointly conducted by Ministry of Defence and Ministry of Education. A School Band evokes a feeling of oneness, belonging and pride in school children towards their school and country.

    Wing Commander Ankit Sood (29873) was commissioned as a pilot in the Flying branch of the IAF on 21 Jun 08. He is an Experimental Test Pilot and a Type Check Pilot and is on the posted strength of a Mi-17-1V Helicopter Unit since 16 Apr 23.  The officer has a total of 2100 hrs of accident/ incident free flying on 10 different types of helicopters, including 1400 hrs on Mi-17 type.

    In the aftermath of unprecedented rainfall in Himachal Pradesh, his Unit was tasked to undertake CASEVAC operations in Kullu and Mandi districts at short notice. On 24 Aug 23, the officer piloted the aircraft in deteriorating weather conditions from Jammu to the narrow valleys of Kullu, where 12 critical patients were stranded and as a life saving measure required immediate evacuation to PGI, Chandigarh. Inclement weather, unforgiving hilly terrain, high All Up Weight and time sensitivity of the missions demanded the aircraft to be flown at the limits of its manoeuvre envelope and the fatigue limits of the operating crew. In the absence of any standard landing site and rapidly darkening skies, the determined officer pressed on with single minded focus of saving precious lives. Despite the low clouding in the valley and landslides in the operating area, Wg Cdr Ankit Sood in the spirit of a true air warrior, disregarded his personal safety, demonstrated mature decision making and carried out landings at non-standard areas at four villages to successfully evacuate all patients. Combating harsh terrain and weather, officer landed at Chandigarh close to sunset from where all patients were transferred to PGI. Subsequently, officer was tasked to undertake Humanitarian Assistance and Disaster Relief operations Ex-Mandi. He demonstrated deft handling of the aircraft to effect landings at constricted areas and skillfully hovered at low heights to deliver ration and medicals kits. He promptly planned and safely executed over 68 critical missions in a span of next five days in which more than 34,000 kgs of critical relief material was delivered, saving many marooned lives.

    For this act of exceptional courage, professional competence and extreme dedication beyond the call of duty in undertaking high risk missions to save precious lives under hostile weather conditions, Wing Commander Ankit Sood is awarded with ‘Vayu Sena Medal (Gallantry)’.
