    Hanoi, Vietnam – Nokia today announced that Vietnam’s largest service provider, Viettel will use its optical transport solution to cost-effectively address the ever-growing demand for 5G and Data Center Interconnect (DCI), consumer data consumption, and cross-border connectivity. The deployment follows the successful trial of Nokia’s PSE-6s with Viettel, which set an optics transmission speed record of 1.2Tb/s per wavelength in a real-world environment. The deployment, to be completed in 2025, will be used to connect Viettel’s data centers in key metropolitan areas such as Ha Noi, Ho Chi Minh City, and Da Nang, enabling the service provider to increase capacity while enhancing energy efficiency.

    Powered by Nokia’s PSE-6s, the new optical solution will allow Viettel to scale easily while ensuring superior network performance. In this project, Nokia’s solution supports 3 x 800GE or 6 x 400GE services on a single line card and will enable Viettel to scale total network capacity to 38.4Tb/s over C-band. Nokia’s solution will also help Viettel reduce network power consumption by up to 60%.

  • MIL-OSI Economics: ADB’s Private Sector Operations in New Sectors Well Ahead of Target, but Annual Commitment Volume is Declining: Independent Evaluation Report

    MANILA, PHILIPPINES (31 October 2024) — The Asian Development Bank (ADB) has made progress in expanding its private sector operations by diversifying into new sectors and increasing cofinancing. However, the commitment volume in dollar term has declined by 42% in 2023 as compared to 2019, an independent evaluation report showed.

    The evaluation analyzes ADB’s efforts to scale up its private sector operations in alignment with its operational plan. 

    “Since private sector operations need to be at a certain scale to be impactful, this decline in dollar commitment volume is concerning,” ADB Independent Evaluation Department Director General Emmanuel Jimenez said. “The operational plan was flexible allowing private sector operations to respond to the unexpected market changes, including the COVID-19 pandemic. However, it now needs to be more focused by identifying areas of operations with major development gaps.” 

    The report found that while private sector operations are on track to meet the target of 2.5 times long-term cofinancing ratio by 2030, the increase in the ratio from 2019 represents a modest growth in the dollar value of cofinancing deals.

    “Switching to a key performance indicator based on the number of projects, rather than dollar volume, possibly incentivized staff to increase transactions in lower middle-income countries and sectors where deal sizes are naturally smaller,” said evaluation team leader Paolo Obias. “However, ADB was unable to originate enough projects to make up for the smaller deal sizes.”

    The evaluation highlights that improvements are needed in the areas of strategic prioritization, resource allocation, incentives, and the integration of private sector diagnostics into country partnership strategies.

    Despite the strong growth and development achieved in Asia and the Pacific, large financing gaps remain, particularly in infrastructure, financial inclusion, and climate financing. The gaps are too large for public institutions to handle on their own because of limited fiscal space. Multilateral development banks are thus doubling down on their commitment to scaling up their private sector activities to meet development objectives.

    Overcoming poor market depth and liquidity is crucial for Asia’s capital markets to grow and remain attractive to investors. A coordinated approach addressing regulatory frameworks, market infrastructure, and risk management is essential for building resilient, diverse, and efficient markets.

    Since the Asian financial crisis of the late 1990s, authorities in jurisdictions around the region have aimed to deepen their domestic capital markets. And capital markets have indeed grown: funds raised in equity markets grew from 1.3% of GDP in 1990‒1998 to 1.6% in 2008‒2016. In the bond markets, they tripled from 1.6% to 4.5% of GDP. 

    Over the last three years, however, poor market depth and liquidity have impeded market development and reduced the attractiveness of the region as an investment destination, according to the Asia Pacific Capital Markets Survey by the Asia Securities Industry and Financial Market Association. 

    Issuers of securities in emerging markets also face more volatile primary markets, incur higher costs of capital, and have limited funding diversity compared to developed markets. And the investors face narrow and fewer investment opportunities across asset classes. 

    Few dispute the importance of capital markets to economies. They transfer capital to productive economic activities and enable low-cost allocation of savings while minimizing the risks. 

    The liquidity and resiliency of the domestic capital market buffers financial intermediation activities when the banking system is under severe stress and provides an alternative to international financing. 

    A deep and liquid capital market features several factors. It offers a variety of investment instruments, a clear regulatory and transactional framework enabling low-cost access, and pricing efficiency in both primary and secondary markets, all while minimizing information asymmetry.

    A deep and liquid market also provides avenues to hedge or mitigate the risk associated with financial instruments, and is able gather vast and diverse participation from capital providers with differing investment objectives and risk appetites.

    In Asian corporate bond markets, the typical issue size is below $200 million and transaction size in the secondary market is relatively small. In the limited primary market, meanwhile, distribution further limits availability of instruments for secondary market trading and the behavior of market intermediaries and investors. Such factors contribute to poor secondary market activity, low market depth, and resiliency.

    The absence of active repurchase, securities lending and borrowing, short-selling or derivatives further hampers market depth and liquidity, effectively creating a one-way market that cannot adjust itself to rising interest rates or falling prices. Asia Securities Industry and Financial Market Association respondents rank these as the second most important market impediment. 

    Availability of long-term funding is another important factor. Less developed markets in Asia tend to rely more on short-term debt than mature markets such as Singapore or Malaysia. Indonesia and the Philippines for instance have an average maturity of less than 5 years in their corporate bond markets.
     

    Several constraints continue to impede capital market development in this region. Chief among them is the preference of corporations to seek funding from internal sources and the banking system. 

    This is a natural consequence of firms maximizing cost of capital and the complexity of accessing public markets, which remains mostly only in the reach of larger firms. The imbalances between applying the right regulatory framework to support effective disclosure and promote market conduct and investor protection can significantly affect access and market confidence.

    The lack of diversity and capacity of the investment community may also hinder development if the regulatory environment does not facilitate effective risk-taking behavior, apply unnecessary constraints that affect financial returns, or inhibit free flow of capital. 

    Technologically outdated market infrastructure and intermediary models that do not incentivize or appropriately reward participation that promotes liquidity and resiliency may compound these problems. 

    Addressing the challenges to capital market deepening, amid these complexities, therefore requires a consolidated approach across many interrelated markets and great coordination among development partners. 

    The building blocks of development areas will entail careful consideration of the multifaceted needs of investors, issuers, and intermediaries in meeting their investing, financing, and risk hedging requirements. 

    Development will be dictated by the decision-making infrastructure, the cost and efficiency factor of market access, and the preferred intermediation model. Policy makers guidance through capital market development plans helps promote transparency in the sequencing of policy reform measures.

    Also high on the agenda is a facilitative regulatory environment that eases access to funds, that is moving towards a market-based disclosure regime complemented by strong oversight. This must be complemented by sufficient issuer side strategies to incentivize access supported by a strong regulatory, legal, and judicial system.

    This can protect investors, prevent market abuse, and enhance predictability and efficiency of insolvency matters. Stronger information infrastructure—reporting and disclosure, ratings, accessibility of pre- and post-trade data, research information, and the development of benchmark markets—significantly contribute to market depth and facilitate pricing efficiency.

    Building the right market architecture is likewise critical. It needs to consider the role of market intermediaries, its risk-taking behavior, access and distribution channels, and choose the right execution or market operators (exchange/electronic trading facility/over the counter market). 

    These can ensure suitability of products to the type of trading venue. Proper design of the supporting intermediary model that can efficiently execute trades, minimize price disequilibrium, and reward participation is also paramount in building liquid, broad, deep, and resilient markets. 

    Authorities should also promote competition among intermediaries and market operators to improve service quality and reduce intermediation cost. Policy makers must also embrace and facilitate use of technology to transform market infrastructure in trading, depository, settlement, and payments with global integration capabilities.

    Development of supporting markets such as repurchase and securities borrowing and lending and derivatives, meanwhile, is critical to facilitating hedging and funding activities. And this must be supported by a legal and regulatory environment that provides netting certainty, allows short selling, and currency convertibility.  

    Finally, efforts must concentrate on deepening the domestic investor base, doing so prudently and complemented by strong and continuous investor education. Authorities must also promote institutional investor penetration and increase sophistication.

    Asia’s capital markets require a comprehensive strategy that includes strengthening market infrastructure, enhancing regulatory frameworks, and fostering competition among intermediaries to achieve greater liquidity and depth. Coordinated efforts from authorities, market participants, and policymakers are critical to unlocking the full potential of capital markets and creating sustainable economic growth.

    The first symposium of the Indonesian Students Association “PERMIRA” was held at the Polytechnic University. A bright and significant event in the humanitarian and scientific cooperation between Russia and Indonesia. The participants of the event discussed current topics related to the interaction of the two countries in the field of culture, science and technology.

    The theme of the symposium was “Youth Intercultural Entrepreneurship: Integrating Public Diplomacy to Strengthen Cooperation in a Multipolar World.” The welcoming speech was given by the Honorary Consul of the Republic of Indonesia in St. Petersburg and President of the Association of Industrial Enterprises of St. Petersburg Valery Radchenko and the Head of the Department for Relations with International Organizations of the Committee on External Relations Igor Bondarchuk.

    In light of modern challenges, the importance of developing relations between our countries cannot be overestimated, Igor Bondarchuk noted. Young people are the engine of change and progress.

    He also emphasized the role of youth cooperation in shaping future connections and partnerships.

    This symposium demonstrates the potential for cooperation between Polytechnic University and universities and partners from Indonesia. Youth intercultural entrepreneurship is an interesting area for joint work. In his welcoming speech, the head of the International Cooperation Department Vladimir Khizhnyak expressed SPbPU’s readiness to develop cooperation in various fields. In particular, the intention to place online courses of the Polytechnic University in English on Indonesian educational platforms was discussed. Vladimir Dmitrievich also invited Indonesian students to take part in the Summer School, which offers more than 40 different programs in English. An important step in strengthening cooperation will be the invitation of leading professors from Indonesian universities to read courses (online and in person).

    The symposium became a platform for dialogue on joint projects and the implementation of ideas that will deepen the country’s interaction in the field of science and technology. In addition, the participants discussed the prospects for cooperation with Indonesian universities and the possibility of Indonesian students participating in the Polytechnic’s educational programs.

    The symposium featured several fruitful sessions, each focusing on relevant topics for young entrepreneurs. The first session covered the state of the market both nationally and internationally. Participants discussed the opportunities and challenges facing young entrepreneurs, as well as ways to enhance opportunities for international students to build successful businesses.

    Speakers shared best practices of university-company collaboration that serves as an incubator for successful young entrepreneurship. The session on navigating the complexities of export-import provided participants with an opportunity to learn about the regulatory framework, typical import-export products, and current challenges of trade diplomacy between Russia and Indonesia. They discussed strategies for increasing the efficiency and competitiveness of local goods in the international arena. The accelerator and startup incubator program was the topic of one of the discussions, where young entrepreneurs could consider the challenges and opportunities they face in the process of creating and developing their projects.

    Particular attention was paid to the interactive session, where alumni of all generations met. Indonesians who studied in Russian universities shared their stories. They talked about the difficulties, advantages of knowledge obtained in Russia, and the influence of the PERMIRA association on strengthening Russian-Indonesian relations.

    The organisers also organised an exhibition of Russian and Indonesian crafts and art, where participants were introduced to the works of Indonesian artisans – from exquisite textiles to artwork reflecting the country’s rich cultural heritage.

    Next year, Russia and Indonesia will celebrate the 75th anniversary of the establishment of diplomatic relations. This event will become another reason for the further development of stable and mutually beneficial cooperation between the two countries.

  • MIL-OSI China: DPRK test-fires ballistic missile

    The Democratic People’s Republic of Korea (DPRK) test-fired an intercontinental ballistic missile Thursday morning, with the country’s top leader overseeing the event and stressing the DPRK will not change its policy of developing nuclear forces, the Korean Central News Agency reported.

    Kim Jong Un, general secretary of the Workers’ Party of Korea and president of the State Affairs of the DPRK, said at the scene that the test-fire was an appropriate military action “to inform the rivals … of our counteraction will,” the news agency reported.

    Kim said “the rivals’ dangerous tightening of their nuclear alliance” and military maneuvers highlight the need to strengthen nuclear forces. “We should never allow any threat to approach the security sphere under our state’s influence,” Kim said.

    “The DPRK will never change its line of bolstering up its nuclear forces,” the DPRK leader added.

    A spokesperson for the Ministry of National Defense confirmed the test.

    The country’s news agency described the test as a demonstration of North Korea’s strategic missile capability, noting it “updated recent records” and underscored the reliability of what it called “the world’s most powerful strategic deterrent.”

  • MIL-OSI China: China, New Zealand launch fast patent grant program

    BEIJING, Oct. 31 — China and New Zealand have launched a two-year fast-track patent grant program to simplify the intellectual property application process for innovators from both countries.

    The Patent Prosecution Highway (PPH) pilot program between the China National Intellectual Property Administration (CNIPA) and the Intellectual Property Office of New Zealand will be effective from Nov. 1, 2024 until Oct. 31, 2026.

    PPH is a fast-track process that links the patent examination duties of different countries or regions, allowing patent examination authorities to share their work to speed up patent examination.

    Once China has issued a favorable decision on a patent claim, applicants can use the PPH program to request an expedited review of related claims by New Zealand’s IP office. This streamlines the approval process, according to the CNIPA.

    A new fast-track approval process is a good start, but more is needed to fix New Zealand’s chronic GP shortage, says the General Practice Owners Association (GenPro)

    Up to now, all doctors from overseas who applied for specialist registration in New Zealand have needed to have their qualifications, training and experience assessed by the relevant specialist medical college, which the New Zealand Medical Council says could take up to six months.

    “The new fast-track process for specialists from the United Kingdom, Ireland and Australia will be completed within 20 working days, which is great news”.

    A GenPro survey carried out in July found that nearly six out of 10 general practices had GP vacancies. Over-stretched general practices were reducing their hours, stopping new enrolments, and reducing their services, while patients in some areas were waiting weeks to see a doctor.

    “While we welcome the fast-track process, the key problem remains. General practices are under- funded by Te Whatu Ora/Health New Zealand and restricted from increasing their patient fees. These long-standing problems and changes in patient health needs have eroded the financial sustainability of general practices, which means GPs are working harder for less money. Fast-tracking is a positive first step, with more work needed to tackle our workforce challenges.

    “In addition to fast-tracking graduates, the government should focus on properly funding general practice so we can rebuild our depleted and over-stretched work force.

    “GenPro agrees with Health Minister Shane Reti that internationally qualified doctors play an important role in providing quality care to New Zealanders, and we look forward to seeing further work on bringing in more suitably-trained doctors”.

    GenPro, which represents about half of all general practices in Aotearoa, is ready to work with the Minister of Health and the Health NZ Commissioner to develop the solutions needed.

    Over 31,000 kiwis and pets have signed the Pawprint Petition: Ban Private Sales of Fireworks on Behalf of the Animals of NZ.

    As Guy Fawkes approaches, pet owners across Aotearoa once again brace for the distress that fireworks bring to their beloved animals. The loud bangs and flashing lights may be a spectacle for some, but for many animals, they are a source of fear and anxiety that can last well beyond the Guy Fawkes period.

    Animates is calling for an end to the private sale and use of fireworks, advocating instead for people to attend controlled public displays to protect pets, farm animals, and wildlife.

    The Pawprint Petition: Ban Private Sales of Fireworks on Behalf of the Animals of NZ is live at https://pawprintpetition.co.nz and is calling on Kiwis to add their voice — and in a unique world first – pets can sign the petition too by adding a pawprint.

    The petition will be presented to the House of Representatives, urging the Government to ban the private sale and use of fireworks in New Zealand.

    “Each year, our stores and Vet clinics are flooded with stories of stressed-out pets and worried owners,” says Neil Cowie, CEO, Animates. “Fireworks are no longer just a Guy Fawkes problem. Stockpiling leads to fireworks being set off throughout the year, compounding the stress and danger for animals.”

    Angela Mace, owner of Woodlands Dog Retreat, sees the impact firsthand, “Every year, we see dogs shivering in fear or cowering in the corner. Fireworks are terrifying for them, and it’s heartbreaking to watch. We’re urging the public to stand up for our animals and push for a ban on backyard fireworks.”

    According to a report in 2019, 74.4% of people noticed their animals displaying fear of fireworks, with common behaviours including hiding (70.8%), shivering (54.3%), and cowering (44.5%).  Despite these alarming figures, 71.9% of owners with frightened pets did not seek help or treatment for their animals. Instead, many kept their pets indoors (46%) or provided comfort (28.2%) to alleviate their distress.**

    Sharing research results

    This year, our International Center for Decision Analysis and Choice at the National Research University Higher School of Economics celebrates its 15th anniversary. This HSE division carries out work that is at the forefront of scientific research in various fields, and we also interact a lot with various universities around the world. And almost every year we hold schools such as the autumn school “Advances in Decision Analysis”. Its goal is for scientists to learn what is being done in science around the world. Science is not Russian or American, English, science is international, it is aimed at the benefit of all humanity. We must constantly exchange research results. And within the framework of the school, we receive the very latest scientific work of the highest level. This is of great importance for our students and teachers. Lagging behind is dangerous, and our school exists to prevent it.

    Comfortable format

    The online format is convenient for our school. During Covid, we mastered this technology because people could not travel. In the current political situation, there are also restrictions, but the respect for our school is very high, so many foreign colleagues agreed to give presentations online. As part of the autumn school, we made several broadcasts on the Internet, which were joined by participants from various universities in Russia and around the world.

    List of speakers

    The first speaker was Professor Arunava Sen, one of India’s leading scientists who works at the Indian Statistical Institute. Some schools in India have an excess supply of teachers, while others have a shortage, and the speaker explained how to effectively reassign teachers, taking into account their wishes and the needs of the schools. Then Ahmed Alkan from Sabanci University, Turkey, one of the largest specialists in the field of generalized matchings, spoke – also completely new work related to representing these matchings in the form of lattices. The next speaker, Mario Guarracino from the University of Cassino, Italy, gave an amazing overview of neural network analysis methods and how neural networks operate. Eric Maskin, an employee of our center and a Nobel laureate, also spoke; I was delighted by his work on classical voting models. But he made very significant progress here. Alexey Myachin, also our employee, gave a report on completely new models in pattern analysis. This is a direction that has been developing for us for 20 years. Very high-quality new results have been obtained. The next talk is by Michel Grabisch from the Panthéon-Sorbonne University in Paris, who spoke about the possibility of generating linear orders. Then Vladimir Makarenkov, head of the bioinformatics department at the University of Quebec in Montreal, Canada, spoke about bioinformatics and practical applications. One of the world’s leading experts in the field of data analysis, Boris Mirkin, also spoke, who spoke about new models of K-means algorithms for data analysis. Colleagues from Sberbank Dzhangir Dzhangirov and Andrey Vashevnik spoke about large linguistic models and new visions for risk assessments.

  • MIL-OSI New Zealand: Local News – Porirua City Council agrees future direction for water services

    Porirua City Council agreed today to work with other councils in the region to create a joint water services delivery and implementation plan.
    Nine councils in the Wellington region, along with Horowhenua District Council, have been working together in response to the Government’s Local Water Done Well policy, and received a report earlier this month outlining a recommended regional approach to water services delivery.
    All councils are required to submit water service delivery plans to the Government by September 2025. To achieve this councils may work alone or with other councils and by the end of this year need to decide on their approach.
    Most of the councils in the region are expected to make their decisions on options in late October, with Horowhenua and Kapiti Coast District Councils making decisions in late November. Carterton District Council resolved yesterday to exit the Wellington regional approach, instead opting for a local model.
    At a full council meeting today, Porirua City Council considered the advantages and disadvantages of a range of options, and agreed that a regional approach was the best way forward.
    Under the regional model, Porirua City Council would be a shared owner, with other councils, of a limited liability company that delivers the full breadth of water services functions to the community. All assets, revenue and debt would transfer from Council ownership to the new company.
    The company would provide all services directly to water customers, and bill directly for water usage and services provided. Those charges will be determined by the board of the new water company, with the oversight of an economic regulator. It will need to provide a high level of local service delivery, including good compliance, response times, affordability and supply.
    Porirua Mayor Anita Baker said the regional approach had a number of benefits.
    “This option will create an organisation with the scale needed to best manage the current and future water challenges in the region.
    “Our drinking water, wastewater and stormwater services all need fixing and this will take an ongoing, joint effort. More than 20 per cent of the region’s water assets are worn out and need to be replaced, which means a significant risk of major service failures.
    “Working together gives us the best chance to address these issues, and financial modelling so far shows that this is likely the most effective solution.
    “This is a long game, and one the region can best tackle by working together,” Mayor Baker said.
    Once the final number of councils opting to continue with the regional approach is known, the next steps of modelling will be done, and Council will be asked to decide on a final preferred option in March 2025. Consultation with the community will then take place, with a final Water Services Delivery Plan and Implementation Plan to be signed off in June.

    Covering period of Thursday 31 October – Monday 4 November – Looks like we are in for a boo-tiful evening for the eastern parts of the country, and trick-or-treaters heading out this evening will enjoy the best of the weather. Clear skies and dry weather are set to keep things spooktacular from the Bay of Plenty, round the east coast and down to Christchurch. Western areas will be keeping hold of more cloud into the evening while rain runs into Southland and Stewart Island.

    A series of weather fronts move northwards up the South Island today and tomorrow, and a Heavy Rain Watch has been issued for the Paparoa Range as well as the ranges of Buller from 11am – 11pm on Friday. Mostly dry weather will be seen over on the east of the South Island on Thursday, but a southerly change on Friday afternoon brings a risk of heavy showers and thunderstorms about Dunedin and North Otago.

    The first of the mix of fronts moving up the South Island reaches the lower North Island Friday afternoon, squeezing northwesterly winds through Cook Strait. A gusty end to Friday is in store about the Marlborough Sounds and Wellington, with winds reaching 90 km/h at times.

    MetService meteorologist Clare O’Connor advises, “It’s a wet Saturday for both the North and South Islands, the fronts which brought rain to the South continue over the North on Saturday, while showery southwesterly winds continue in the South Island. These winds come with a bit of a bite and will arrive about the lower North Island Saturday evening.”

    Temperatures could dip to 0°C about Central Otago as skies mostly clear overnight into Sunday, but the showers and southerly winds will be especially felt about the eastern North Island. Daytime temperatures in the Hawke’s Bay drop from an expected maximum of 26°C on Saturday to a cooler 16°C on Sunday. The treat of nicer weather to end the weekend may be a little too late for Halloween but is likely to be a welcome reprieve.

    Participants in the Auckland Marathon on Sunday can expect a cool and dry course; while southwesterly winds will be apparent crossing the Auckland Harbour Bridge, they won’t take away from the unique experience of crossing the harbour on foot.

    Consumer NZ has written to the Minister of Commerce and Consumer Affairs, urging him to direct the Commerce Commission to undertake a market study into New Zealand’s aviation sector.

    Jon Duffy, Consumer NZ CEO, says in sectors where any single company holds a significantly high market share, such as Air New Zealand, which holds an 86% share, there is a risk competition isn’t working as it should to keep prices reasonable.

    In particular, the advocacy organisation is concerned by the findings of its own research into Air New Zealand’s use of dynamic pricing.

    Duffy says a market study would determine to what extent Air New Zealand may be taking advantage of its virtual monopoly.

    “For many New Zealanders, there’s Air New Zealand or nothing – and high fares are affecting our regions.

    “Our research has identified numerous red flags affecting competition in the sector that must be put under the microscope to assure consumers the cost of flying in New Zealand is truly fair.”

    In addition to the limited choice New Zealanders have when it comes to air travel, Consumer is concerned high barriers to entry reduce the likelihood that other carriers will enter the market to compete with Air New Zealand.

    Duffy also points out the government is a 51% shareholder in Air New Zealand but believes that there is no one holding the national carrier to account.

    “We understand Air New Zealand is facing its own set of challenges, like constrained fleet availability and increasing costs in some areas.

    “Our concern remains – New Zealand has the most concentrated domestic aviation market in the world¹, so when Air New Zealand says its pricing is fair, we are forced to take their word for it. A market study would tell us whether we can rely on what we’re being told.

    “A Commerce Commission market study won’t solve anti-competitive behaviour, but getting information about how competition is working in the sector will highlight what interventions may be necessary and provide confidence New Zealanders aren’t being ripped off.”

    Leading economist Cam Bagrie has been appointed as an independent director, board member and Chair of peak road freight organisation Ia Ara Aotearoa Transporting New Zealand.
    Mr Bagrie is the former chief economist at ANZ and has held positions at National Bank, Treasury, and Statistics New Zealand. He is currently an independent chair of the governance committee of the NZ Apple and Pear Inc and a board member of Life Education Trust.
    Transporting New Zealand CEO Dom Kalasih says Mr Bagrie will bring “additional skills, experience and knowledge to the Board and to our leadership”.
    The appointment was made by the organisation’s new board this week, which also formally confirmed Dom Kalasih as CEO, a role he’s held in an interim capacity for 18 months.
    Kalasih said on top of Cam Bagrie’s appointment, the next 12 months look very exciting for the organisation.
    “I see the effectiveness of sector groups such as livestock, ports and logging really taking off and more relationships with industry suppliers being formed.

    31 October 2024 – Housing market activity is currently subdued, with interest rates still at elevated levels. Households continue to show resilience following the significant price rises and falls seen over the last four years, according to a special topic on housing from the upcoming Reserve Bank of New Zealand – Te Pūtea Matua Financial Stability Report.

    Understanding the dynamics of the housing market is crucial for Te Pūtea Matua, as home loans account for more than 60 percent of total bank lending. Residential property makes up over half of New Zealand households’ wealth and the housing market directly influences financial stability, affects consumer confidence, and shapes economic growth.

    “Ensuring that we remain vigilant in monitoring these trends and market dynamics is essential for safeguarding the financial system and broader economy,” says Kerry Watt, Director of Financial Stability Assessment & Strategy.

    “House prices remain a stretch for many prospective buyers and are hovering around the top of our estimate of sustainable levels. Banks are currently facing competitive pressures to attract a limited pool of creditworthy borrowers, ” Mr Watt says.

    Borrowers’ capacity to take on more debt is increasing as monetary policy is eased. However, the weaker economic environment means households are exercising caution. The level of interest rates is still high by recent standards and lending growth has been low over the past year. It is uncertain when and by how much demand for new borrowing will pick up.

    New Zealand saw a rapid house price cycle over the past few years. The special topic compares our experience with some international examples of house price cycles, including those that led to significant financial system distress.

    “Although New Zealand’s recent house price cycle has been rapid compared to overseas examples, there has been comparatively less stress on our financial system, demonstrating the robustness of our institutions and regulatory frameworks,” Mr Watt says.

    Looking ahead, government policy changes are underway to increase long-term supply responsiveness in the housing market. Better supply responses to housing demand will help to moderate future house price cycles and improve housing affordability. Debt-to-income restrictions will also play an important role in moderating demand cycles and reducing the buildup of risks.

    Canada is the country that Americans want to relocate to the most, with 28,722 average monthly relocation-related searches.
    The study analysed Google search data for keywords related to relocation inquiries to rank the countries Americans are most interested in moving to.

    Experts at QR Code Generator ranked countries by the average number of monthly Google searches for relocation-related terms, such as “move to Canada” and “Brazil visa.” The findings identified which countries Americans would like to relocate to the most.
     
    Canada ranks in first place with 28,722 average monthly searches. The country is the most searched in every state except California and Hawaii, where Japan holds the top spot.
     
    Vermont has the highest average monthly searches for Canada-related relocation terms per 100,000 of its population, at 20.34 searches.
     
    With 21,584 average monthly searches, Japan places second. Hawaii searches for Japan the most, with 26.36 average monthly searches per 100,000 locals. This search volume is also the highest out of any state’s interest in any country.
     
    Third place goes to Costa Rica with 15,511 average monthly searches. Montana has the highest average monthly searches for Costa Rica, with 8.90 searches per 100,000 residents.

    With 12,592 average monthly searches, Spain takes seventh place. Even though Spain reaches its highest rank of fourth-most searched in New York, the state that has the highest volume of Spain-related searches is Rhode Island, with 7.98 searches per 100,000 residents.
     
    In eighth place, New Zealand has 11,866 average monthly searches. The country in Oceania was the second-most popular in Wyoming, Montana, and Hawaii, with 13.27, 9.42, and 11.85 average monthly searches per 100,000 locals, respectively.
     
    Ireland ranks in ninth place with 11,732 average monthly searches. Ireland was the second-most popular country with Vermont, Maine and West Virginia, receiving 13.77, 8.42, and 5.08 average monthly searches per 100,000 residents, respectively.

    To determine which countries have the highest interest for Americans looking to relocate, data from Google Keyword Planner was examined.  
     
    Terms like “move to [country]” and “visa [country]” were searched, and the average monthly search volume over the past 12 months was analysed to rank countries by the frequency of relocation searches.
     
    State data was compared to its respective populations.

    The following is issued on behalf of the Hong Kong Monetary Authority:     The Hong Kong Monetary Authority announced the results of the residential mortgage survey for September 2024.           The number of mortgage applications in September decreased month-on-month by 15.9 per cent to 4 977.           Mortgage loans approved in September decreased by 20.6 per cent compared with August to HK$17.3 billion. Among these, mortgage loans financing primary market transactions decreased by 27.2 per cent to HK$5.6 billion and those financing secondary market transactions decreased by 15.4 per cent to HK$10 billion. Mortgage loans for refinancing decreased by 25.1 per cent to HK$1.8 billion.            Mortgage loans drawn down during September decreased by 3.6 per cent compared with August to HK$15.4 billion.            The ratio of new mortgage loans priced with reference to HIBOR remained unchanged month-on-month at 88.6 per cent in September. The ratio of new mortgage loans priced with reference to best lending rates decreased from 6 per cent in August to 4.2 per cent in September.           The outstanding value of mortgage loans increased month-on-month by 0.1 per cent to HK$1,872.8 billion at end-September.            The mortgage delinquency ratio remained at a low level of 0.11 per cent and the rescheduled loan ratio was unchanged at nearly 0 per cent.

         The Hong Kong Monetary Authority announced today (October 31) the results of its survey on residential mortgage loans (RMLs) in negative equity at end-September 2024.
           
         The estimated number of RMLs in negative equity was 40 713 cases at end-September 2024, as compared to 30 288 cases at end-June 2024. These cases were mainly related to bank staff housing loans or RMLs under mortgage insurance programme, which generally have a higher loan-to-value ratio.
          
         The aggregate value of RMLs in negative equity increased to HK$207.5 billion at end-September 2024 compared with HK$155 billion at end-June 2024.
          
         The unsecured portion of these loans increased to HK$15.8 billion at end-September 2024 from HK$10 billion at end-June 2024.
          
         The three-month delinquency ratio of RMLs in negative equity remained at a low level of 0.13 per cent at end-September 2024 as compared to 0.11 per cent at end-June 2024.
          
         It is important to note that the figures derived from this survey relate only to RMLs provided by authorized institutions on the basis of first mortgages and which the reporting institution knows to be in negative equity (i.e. the outstanding loan amount with the reporting institution exceeds the current market value of the mortgaged property). Not included in these figures are RMLs associated with co-financing schemes which would be in negative equity if the second mortgages were taken into account. The extent to which such RMLs are in negative equity is not known because authorized institutions do not maintain records on the outstanding balances of the second mortgages. 
          
         The mortgage portfolios of the surveyed authorized institutions represent about 99 per cent of the industry total. The survey results have been extrapolated to estimate the position of the banking sector as a whole.

    The following is issued on behalf of the Hong Kong Monetary Authority:     According to statistics published today (October 31) by the Hong Kong Monetary Authority, total deposits with authorized institutions increased by 0.8 per cent in September 2024. Among the total, Hong Kong dollar deposits and foreign currency deposits increased by 0.9 per cent and 0.6 per cent respectively in September. In the year to end-September, total deposits and Hong Kong dollar deposits grew by 5.8 per cent and 2.5 per cent respectively. Renminbi deposits in Hong Kong increased by 0.2 per cent in September to RMB1,016.3 billion at the end of September. The total remittance of renminbi for cross-border trade settlement amounted to RMB 1,267.2 billion in September, compared with RMB1,267.9 billion in August. It should be noted that changes in deposits are affected by a wide range of factors, such as interest rate movements and fund-raising activities. It is therefore more appropriate to observe the longer-term trends, and not to over-generalise fluctuations in a single month.           Total loans and advances increased by 0.5 per cent in September, while decreased by 2.1 per cent in the year to end-September. Among the total, loans for use in Hong Kong (including trade finance) and loans for use outside Hong Kong increased by 0.5 per cent and 0.8 per cent respectively in September. The Hong Kong dollar loan-to-deposit ratio decreased to 78.4 per cent at the end of September from 79.3 per cent at the end of August, as Hong Kong dollar deposits increased while Hong Kong dollar loans decreased.           For the third quarter of 2024 as a whole, loans for use in Hong Kong (including trade finance) decreased by 0.8 per cent after increasing by 0.3 per cent in the previous quarter. Analysed by economic use, loans to stockbrokers increased, while loans to building, construction, property development and investment decreased.           Hong Kong dollar M2 and M3 both increased by 0.9 per cent in September and both increased by 3.0 per cent when compared to a year ago.  The seasonally-adjusted Hong Kong dollar M1 increased by 3.6 per cent in September and increased by 3.2 per cent compared to a year ago, reflecting in part investment-related activities. Total M2 and total M3 both increased by 0.6 per cent in September. Compared to a year earlier, total M2 and total M3 both increased by 8.5 per cent.            As monthly monetary statistics are subject to volatilities due to a wide range of transient factors, such as seasonal and IPO-related funding demand as well as business and investment-related activities, caution is required when interpreting the statistics.Release Schedule of Monetary Statistics in Hong Kong     The monthly release schedule of monetary statistics in Year 2025 is as follows.

         GIL is incorporated in Hong Kong and is a wholly-owned subsidiary of Bank of Dongguan Co., Ltd. KGIB is incorporated in Taiwan, China. 

         After the grant of the above banking licences, the number of licensed banks in Hong Kong is 151.

  • MIL-OSI Security: Defense Contractor, Former Executive Indicted for Bribing Government Employee

    SAN DIEGO – A federal grand jury has returned an indictment charging Cask Technologies, LLC and former company executive Mark Larsen with bribing a government employee to win lucrative government contracts.

    According to court records, Larsen and his subordinates at Cask gave former Naval Information Warfare Center employee James Soriano various things of value, including expensive meals, golf outings, and full-time jobs for Soriano’s close family friend and immediate family member. At the time of the conspiracy, Larsen was the director, and later the managing director, vice president, and executive vice president of Cask with offices in San Diego and Stafford, Virginia.

    In return, Soriano took official action to benefit Cask, such as steering non-competitive small business contracts to Cask and its “family” of companies; allowing Larsen and other Cask employees to draft procurement documents for various contracting efforts, including competitive procurements; and allowing Larsen and others to “ghost write” emails, official government correspondence, and performance evaluations for Soriano’s signature, all to benefit Cask and others in its “family” of companies.

    Soriano also agreed in an email exchange to “create & award” a $50 million supposedly competitive contract for services to Cask. Soriano then allowed Cask to draft the contract requirements and the price the government was expected to pay, and took other actions to ensure that Cask was awarded the “competitive” contract.

    To conceal their activities, Larsen, Cask and Soriano failed to disclose organizational conflicts of interest in relation to their contracting efforts and that Cask was affiliated to other companies in its “family” of companies, including two Native Hawaiian 8(a) companies that were subcontracting millions of dollars of work on 8(a) contracts to Cask.

    Soriano has already pleaded guilty to multiple bribery schemes, including facts related to his relationship with Larsen and Cask. He is scheduled to be sentenced in May 2025.

    “Defense contracts support our military, and as such play an important role in keeping us all safe,” said U.S. Attorney Tara K. McGrath. “Allowing bribery and corruption to dictate who obtains those important contracts undermines the system and dishonors our defense operations.”

    “This newest indictment is another constructive step toward accountability in this ongoing multi-year investigation,” said Bryan D. Denny, Special Agent in Charge for the Department of Defense Office of Inspector General, Defense Criminal Investigative Service, Western Field Office. “Mr. Larsen and Cask Technologies are accused of feeding their own greed by knowingly corrupting the government’s acquisition process and some government officials at the expense of our nation’s warfighters and taxpayers.”

         The Asia+ Festival, presented by the Culture, Sports and Tourism Bureau and organised by the Leisure and Cultural Services Department, will stage a participatory theatre production “Post Capitalistic Auction” on November 16 and 17. In this unconventional yet authentic auction created by Mainland artist Jingyi Wang and local curator Kyle Chung, audiences can bid for their favourite artworks in new ways other than money, before taking the art pieces home. The auction comes with a pre-auction showcase and fringe activities, offering audiences multiple perspectives to contemplate the value of art.      This auction is unique in that it gives endless room for imagination: Audiences can place bids not only with money but alternative “currencies” they can think of, such as barter (in either tangible or intangible terms), a career opportunity for the artist, a deep understanding of the artwork, and more. A total of eight artworks (see Annex) will be put up for bidding in two rounds of auction. Audiences will place bids online and the process will be projected onto a big screen in real time. Eight groups of artists from France, Indonesia, Thailand and Hong Kong, China will attend in person to choose the winning bid, guided by professional advice from an expert panel.      In “Post Capitalistic Auction”, creator Wang questions if money is the only means to determine something’s value. This experiment is an attempt to explore whether changing the rules of the game can change the way people think. Curator Chung, who describes his project as an experimental performance, advises potential bidders to attend the pre-auction showcase and guided tour to learn more about the eight groups of artists and their works in advance, which may raise their chances of winning the auction.      Ever since its 2018 premiere in Bergen, “Post Capitalistic Auction” has toured Toronto and Yokohama. Previous editions have attracted many interesting bids and inspired reflections on the ecology of the art market. The upcoming Hong Kong debut is set to make waves in this city widely known as Asia’s art trading hub. Audience members who have no intention of bidding are welcome to buy tickets and join the event nonetheless.      Two rounds of auction will each feature four groups of artists, namely (November 16): Carla Chan (Hong Kong, China), Maurice Benayoun (France), Navin Rawanchaikul and daughter Mari Rawanchaikul (Thailand), and Wu Jiaru (Hong Kong, China); (November 17): Chan Wai-lap (Hong Kong, China), Leung Mee-ping (Hong Kong, China), Maryanto (Indonesia) and William Lim (Hong Kong, China).      The auction will be conducted in Cantonese, Putonghua and English, with Cantonese and English simultaneous interpretation. Each auction will be followed by a discussion session. Bidders, who must be over 18 years of age, will be asked to place bids using a smartphone or a tablet with Internet connection. During the process, bidders’ interaction with performers may be photographed, recorded or live-streamed. A vernissage will be held at 6pm on November 13 at the Hong Kong City Hall Exhibition Hall, while guided tours and an auction showcase will be held from November 14 to 18. Other fringe activities include art student roundtables and a panel discussion.   • MIL-OSI China: WSTDF 2024: Collaboration boosts intelligent manufacturing

    The 2024 World Science and Technology Development Forum (WSTDF) held a thematic session in Beijing on Oct. 24 focused on “Cross-Industry Resource Collaboration and Integration to Provide Innovative Application Scenarios for Enhancing the Intelligent Manufacturing Industry.” Leaders, scholars and business representatives from around the globe took part in the event, with the aim of sharing global insights to promote collaboration across industries and drive innovation in intelligent manufacturing. 
    The session was hosted by the China Association for Science and Technology, organized by the International Coalition of Intelligent Manufacturing, supported by the Beijing International Science and Technology Exchange Center and co-organized by the ASEAN Federation of Smart Industry.

    Participants in the event agreed that intelligent manufacturing is crucial to the global technological revolution and industrial transformation. They emphasized the importance of intelligent, green and integrated industrial manufacturing for sustainable global progress.
    Lu Daming, vice president of the Chinese Mechanical Engineering Society (CMES), said: “Efficiently integrating cross-sector resources and innovating in intelligent manufacturing applications are crucial for enhancing manufacturing competitiveness and facilitating a transformation toward smarter, greener and service-oriented operations.” Lu also highlighted the CMES’s ongoing efforts to foster an open, collaborative and mutually beneficial innovation ecosystem to address the challenges within the intelligent manufacturing sector.
    Chee Fai Tan, president of the ASEAN Federation of Smart Industry, stressed the growing importance of cross-sector collaboration in today’s globalized world. China, a global leader in resources, has made substantial strides in intelligent manufacturing, offering valuable insights to ASEAN countries, he said. Tan urged increased cooperation among nations to drive innovation in the intelligent manufacturing industry by exploring new application scenarios.
    Several business leaders shared their experiences on how they are transforming manufacturing to be smarter, greener and more sustainable.
    Zhan Jingtao, vice president of Siemens (China), illustrated the immense potential of intelligent manufacturing in achieving carbon neutrality and sustainable development. “Our CNC factory in Nanjing has significantly boosted production efficiency and product quality by blending virtual design with real-world application, increasing factory efficiency by 20%, flexibility by 30%, and reducing time-to-market by 20%, while cutting CO2 emissions by 3,300 tons annually,” he said.
    Ni Yueyong, director of environmental affairs at Mitsubishi Electric (China) Co. Ltd., shared the company’s successful journey toward efficient carbon neutrality. By integrating production, energy and environmental management systems, Mitsubishi Electric has optimized its operations and reduced its carbon footprint. The company has transformed seven of its Chinese factories into national-level green factories, with one achieving zero carbon emissions in 2021. Ni emphasized the significance of efficient carbon neutrality, which combines environmental sustainability with economic benefits, and encouraged wider adoption of the approach.
    Zhu Shiming, chief engineer at Phoenix Contact Asia-Pacific Nanjing Co. Ltd., discussed how the company is helping businesses, especially small- and medium-sized enterprises, reap the benefits of digital transformation. By improving digital infrastructure and data quality, the company is enabling businesses to overcome obstacles in industrial and factory applications.
    The session also highlighted the critical roles of international cooperation and talent development in advancing the industry. Henry Adamson, an academician of the European Academy of Sciences and chief scientist at the Guangdong Greater Bay Area Institute of Integrated Circuit and System, emphasized the need for greater international collaboration, particularly through talent exchange programs, to propel technological advancements. “China must create more innovation platforms to attract and cultivate top scientific and technical professionals,” he stated.
    “Technological exchange transcends borders,” said Lee Chean Chung, chairman of the Malaysia-China Technology Promotion Association, noting that international forums on technological development are vital for fostering cooperation. 
    He emphasized the importance of establishing mechanisms for mutual benefit and moving beyond zero-sum thinking: “Only by elevating the living standards of all humanity can we truly achieve maximum benefits.”
    Lee said that the Belt and Road Initiative has strategically supported technological collaboration between China and Malaysia. He also noted that China’s three global initiatives — the Global Development Initiative, Global Security Initiative and Global Civilization Initiative — provide an extensive framework for technological cooperation. 
    Goi Bok Min, vice president for internationalisation and academic development at the Universiti Tunku Abdul Rahman, stressed the importance of integrating both hard and soft skills in education to meet the demands of the 21st century. He highlighted the university’s role in designing industry-aligned courses and promoting hands-on learning to enhance student skills, further supported by joint research initiatives with prominent academic institutions to foster innovation.

    At the conclusion of the session, Yang Huayong, chairman of the International Coalition of Intelligent Manufacturing, presented the forum’s consensus statement. It stressed the pivotal role of intelligent manufacturing in driving the new global scientific and technological revolution and industrial transformation. “We must expand the application scenarios for intelligent manufacturing, embrace sustainable development principles, and foster cross-sector resource integration to collaboratively enhance the new quality productive forces,” the statement declared.
