    The Prime Minister spoke to the crew of HMS Tamar this evening to thank them for their service and praise their role in securing Royal New Zealand Navy ship HMNZS Manawanui earlier this month.

    The Prime Minister heard firsthand from members of the ship about their 650-mile high-speed transit from Fiji following the mayday call on October 5. They remained at the scene for almost two weeks providing recovery and pollution control efforts.

    This week, the ship has been bolstering security to Samoa for the Commonwealth Heads of Government Meeting, patrolling off the coast of the island while the summit is taking place.

    The Prime Minister paid tribute to the crew’s dedication and commitment so far away from home.

    He asked the ship’s company to pass on his sincere thanks to their families for their sacrifice at home too.

    Turning to the impact of climate change in the region, and the importance of ensuring resilience among Commonwealth members, including in the Pacific, the Prime Minister said he was pleased that Australia had bid to host COP31.

    The leaders discussed the opportunity of transitioning to clean energy and ensuring energy security throughout the transition.

    The leaders also discussed global stability, including the situation in the Middle East and the importance of regional security in the Pacific.

    The Prime Minister looked forward to speaking again soon.

    On October 20 and 21, the BRICS Scientific and Educational Congress on Ecology and Climate Change was held at the Sirius Federal Territory. It brought together more than 500 representatives of science, education, the business community and governments of BRICS member countries, including India, Brazil, Iran and Ethiopia.

    The event was attended by the Director of the Institute of Civil Engineering of SPbPU Marina Petrochenko, Professor of the Higher School of Hydrotechnical and Power Engineering (HSHPE) Natalia Politaeva and Associate Professor of the HSHPE Alexander Chusov.

    Over the course of two days, business representatives and scientists discussed the following issues:

    The role of education in addressing global climate change issues; Water management in the context of climate change; New technologies for clean energy; Talent economy: New professions and skills in the context of “green” energy; Permafrost and climate change; Water purification technologies.

    In the expert session “New technologies for environmentally safe waste management and their role in the closed-loop economy” Natalia Politaeva presented a report “Innovative waste processing technologies”. In the poster session, the Civil Engineering Institute presented a team report “Utilization of organic waste with the production of biomethane”.

    On the second day of the event, with the assistance of SPbPU partner, the investment and technology company EFIR (RUSNANO Ecology and Nature Management cluster), representatives of the ISI held talks with Sirius University and the Russian-Singapore Business Council on the development of cooperation in the field of scientific and educational activities.

    The congress participants went on excursions to the Sirius educational center and the laboratory complex of the local university, where the latest infrastructure for training and supporting scientific research of talented young people is presented.

    At the congress, Polytech presented its unique technologies and developments in the field of waste management, which are of interest to businesses and the federal environmental operator that organizes and controls the collection, transportation, processing, recycling, neutralization and placement of waste of the first and second hazard classes. It was also important for us to exchange opinions with our foreign colleagues from Brazil, India and other countries. Everyone has common problems. It is obvious that we need to combine efforts and use the resource base, as well as the potential of foreign partners to solve the main problems of the environmental agenda, – commented on the results of the work, Director of the Civil Engineering Institute Marina Petrochenko.

         The Census and Statistics Department (C&SD) released today (October 25) the results of the Quarterly Business Tendency Survey for the fourth quarter (Q4) of 2024. Business situation      For all surveyed sectors taken together, the proportion of respondents expecting their business situation to be better (13%) in Q4 2024 over the preceding quarter is lower than that expecting it to be worse (16%).       When compared with the results of the Q3 2024 survey round, the proportion of respondents expecting a better business situation in Q4 2024 is 13%, higher than the corresponding proportion of 11% in Q3 2024, while the proportion of respondents expecting a worse business situation had increased from 12% in Q3 2024 to 16% in Q4 2024.      Analysed by sector, respondents in most of the surveyed sectors expect their business situation to decrease on balance or remain broadly unchanged in Q4 2024 as compared with Q3 2024. In particular, more respondents in the retail, manufacturing and construction sectors expect their business situation to be worse in Q4 2024 as compared with Q3 2024.      The results of the survey should be interpreted with care. In this type of survey on expectations, the views collected in the survey are affected by the events in the community occurring around the time of enumeration, and it is difficult to establish precisely the extent to which respondents’ perception of the future accords with the underlying trends. The enumeration period for this survey round was from September 3, 2024 to October 15, 2024.  Volume of business/output      Respondents in all of the surveyed sectors expect their volume of business/output to decrease on balance or remain broadly unchanged in Q4 2024 as compared with Q3 2024. In particular, more respondents in the construction, retail and manufacturing sectors expect their volume of construction output/sales/production to decrease in Q4 2024 over Q3 2024. Employment      Respondents in quite a number of the surveyed sectors expect their employment to remain broadly unchanged in Q4 2024 as compared with Q3 2024. Nevertheless, more respondents in the transportation, storage and courier services sector expect their employment to increase, as compared to those expecting it to decrease. Selling price/service charge      Respondents in most of the surveyed sectors expect their selling prices/service charges to remain broadly unchanged in Q4 2024 as compared with Q3 2024. In the construction and manufacturing sectors, however, more respondents expect their tender prices/selling prices to go down in Q4 2024 over Q3 2024. Commentary      A Government spokesman said that large enterprises’ overall business sentiment for the fourth quarter remained soft. Meanwhile, large enterprises’ appetite for hiring varied across sectors, but stayed largely steady in overall terms.      Looking forward, the spokesman said that the gradually easing financial conditions, the Central Government’s latest policy measures for supporting the Mainland economy as well as its various measures benefitting Hong Kong should bode well for business sentiment, though global economic uncertainties and trade conflicts may pose some negative impacts. The Government will monitor the situation closely. Further information      The survey gathers views on short-term business performance from the senior management of about 550 prominent establishments in various sectors in Hong Kong with a view to providing a quick reference, with minimum time lag, for predicting the short-term future economic performance of the local economy.      The survey covers 10 major sectors in Hong Kong, namely manufacturing; construction; import/export trade and wholesale; retail; accommodation and food services (mainly covering services rendered by hotels and restaurants); transportation, storage and courier services; information and communications; financing and insurance; real estate; and professional and business services sectors.      Views collected in the survey refer only to those of respondents on their own establishments rather than those on the respective sectors they are engaged in, and are limited to the expected direction of quarter-to-quarter change (e.g. “up”, “same” or “down”) but not the magnitude of change. In collecting views on the quarter-to-quarter changes, if the variable in question is subject to seasonal variations, respondents are asked to provide the expected changes after excluding the normal seasonal variations.      Survey results are generally presented as “net balance”, i.e. the difference between the percentage of respondents choosing “up” and that choosing “down”. The percentage distribution of respondents among various response categories (e.g. “up”, “same” and “down”) reflects how varied their business expectations are. The “net balance”, with its appropriate sign, indicates the direction of expected change in the variable concerned. A positive sign indicates a likely upward trend while a negative sign indicates a likely downward trend. However, the magnitude of the “net balance” reflects only the prevalence of optimism or pessimism, but not the magnitude of expected change, since information relating to such magnitude is not collected in the survey.      Furthermore, owing to sample size constraint, care should be taken in interpreting survey results involving a small percentage (e.g. less than 10%) of respondents in individual sectors.      Chart 1 shows the views on expected changes in business situation for the period Q4 2023 to Q4 2024.      Table 1 shows the net balances of views on expectations in respect of different variables for Q4 2024.      The survey results are published in greater detail in the “Report on Quarterly Business Tendency Survey, Q4 2024”.   • MIL-OSI Asia-Pac: HKMA designates Primary Liquidity Providers and expands Scheme

         The Hong Kong Monetary Authority (HKMA) announced today (October 25) the designation of eleven banks as Primary Liquidity Providers (PLPs) for offshore renminbi (RMB) market in Hong Kong (i.e. CNH market) for a two-year term, with effect from October 27, 2024 following the expiry of the current term, and the increase in the total amount of RMB liquidity available in the PLP Scheme.
     
    The eleven PLPs are:
    Agricultural Bank of China Limited
    Bank of China (Hong Kong) Limited
    Bank of Communications Co., Ltd.
    BNP Paribas
    China CITIC Bank International Limited
    China Construction Bank (Asia) Corporation Limited
    Citibank, N.A.
    Hang Seng Bank, Limited
    Hongkong and Shanghai Banking Corporation Limited, The
    Industrial and Commercial Bank of China (Asia) Limited
    Standard Chartered Bank (Hong Kong) Limited
     
         The PLPs were selected among the current PLPs and the contributing banks for CNH HIBOR fixing, and are all active participants in the CNH market. The selection was based on a range of criteria, including the institution’s capability in providing CNH funding and making market for CNH instruments, and commitment to using Hong Kong as a global hub for offshore RMB business. As the result of the designations, the total RMB repo facility dedicated to all PLPs will increase from RMB18 billion to RMB20 billion. The expansion of the PLP Scheme will enhance offshore RMB liquidity and is conducive to the continuing development of Hong Kong as the offshore RMB business hub.
          
         The HKMA regularly reviews the operation of the scheme and the performance of PLPs and consider the need for refinements, including the number of PLPs and the size of the repo facility.

         Illuminated across the River Torrens of Adelaide, Australia, the spectacular 40-metre-long new Hong Kong Dragon Lantern is taking centre stage at the Moon Lantern Trail of the OzAsia Festival from October 24 to 27, showcasing Hong Kong’s vibrant role as an East-meets-West centre for international cultural exchange as well as celebrating the artistic synergy between Hong Kong and Australia.     The Hong Kong Economic and Trade Office, Sydney (Sydney ETO) is again supporting the OzAsia Festival with a view to promoting the unique arts and cultural scene in Hong Kong. This year, in collaboration with the organiser of the Festival, the Adelaide Festival Centre (AFC), Sydney ETO presented the new Hong Kong Dragon Lantern with a concept from a Hong Kong artist to foster arts and cultural exchanges between Hong Kong and Adelaide.     Addressing more than 200 guests at the OzAsia Festival Opening Night, the Director of the Sydney ETO, Mr Ricky Chong, said that 2024 marks the 15th year of partnership between Sydney ETO and the AFC.     The boost comes as UK firms break into the New Zealand banking sector, growing jobs in the UK, and expanding their global operations.    

    Australia’s biggest pension fund, AustralianSuper is also preparing to bolster its international investment team in London, in a major vote of confidence for the UK as a global asset management centre.

    The Fund expects to manage £250 billion from its London office by 2035, an increase of more than 10 times over the next decade, from its current management of around £15 billion from its UK base.

    The Prime Minister met the CEO of the Australian firm, Paul Schroder, on arrival in Samoa yesterday to discuss the move.   

    Meanwhile, Aware Super, one of Australia’s top performing and largest profit-for-member superannuation funds, has formed a strategic partnership with Delancey Real Estate to invest up to an initial £1 billion in UK property, further bolstering UK – Australia economic ties.

    Its initial focus will be on Central London office sites in prime locations, upgrading and renovating properties to ensure they meet environmental standards and deliver on the partnership’s commitment to reducing carbon emissions in the property market.

    Prime Minister Keir Starmer said:

    These investments are a major vote of confidence in the UK, and in this Government.

    I am determined to ensure that UK is the best place in the world to invest and do business, so we improve the lives of hardworking people.

    By attracting strong, sustained investment, we will also build the expertise we need to drive innovation, stay ahead of the global game, and support economies around the world with British backed projects.

    No other companies are currently able to offer the same service, with the partnership combining specialist expertise of the two British companies to serve as a fulcrum for data sharing and facilitating fraud prevention across any territory.   

    The deal has allowed the companies to expand their UK operations to more than 250 people.   

    The win for the British companies come after mobile banking app Revolut broke into the New Zealand market last year. The firm is preparing to expand their operations in the country from 4 FTEs focused on New Zealand investments, to 10 over the next 12 months.   

    The British business wins coincide with the UK securing CPTPP ratification from Australia in the next step towards accession of the trading bloc – the first non-founding country to do so.   

    The boost in Australian investment also comes after a string of Australian announcements as part of the government’s International Investment Summit, which attracted more £63 billion of investment into the UK economy and created 38,000 jobs.   

    They included Australian firms Macquarie supporting investment of £1.3 billion into new green infrastructure and IFM investing more than £1.1 billion through Manchester Airports Group into London Stansted Airport to expand its existing terminal by around a third. The investment will secure new air routes to key business and leisure destinations, boost local supply chains and create 5,000 jobs.   

    The Prime Minister’s visit to Samoa for the Commonwealth Heads of Government Meeting is the first by a sitting Prime Minister to a Pacific Island.  During the summit, the Prime Minister will make the case to build resilient economies across the Commonwealth to unlock growth and investment.

  • MIL-OSI Asia-Pac: Import of poultry meat and products from Ostrów Wielkopolski District of Wielkopolskie Region in Poland suspended

         The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (October 25) that in view of a notification from the World Organisation for Animal Health (WOAH) about an outbreak of highly pathogenic H5N1 avian influenza in the Ostrów Wielkopolski District of the Wielkopolskie Region in Poland, the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the area with immediate effect to protect public health in Hong Kong.

         A CFS spokesman said that according to the Census and Statistics Department, Hong Kong imported about 1 620 tonnes of frozen poultry meat from Poland in the first six months of this year.

         “The CFS has contacted the Polish authority over the issue and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreak. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

  • MIL-OSI Asia-Pac: Task Force on Promoting the Development of Asset and Wealth Management holds first meeting (with photo)

         The Task Force on Promoting the Development of Asset and Wealth Management, chaired by the Secretary for Financial Services and the Treasury, Mr Christopher Hui, was established and convened its first meeting today (October 25).
     
         Hong Kong is an international asset and wealth management (WAM) centre. To drive market development, the Financial Secretary has announced in the 2024-25 Budget the establishment of the Task Force to discuss with the industry measures for further developing the WAM industry. The Task Force comprises nine non-official members from the WAM industry, government officials, and representatives of financial regulators and relevant bodies.
     
         The Chief Executive’s 2024 Policy Address has set out the need to further enhance Hong Kong’s status as an international WAM centre. In this respect, the Government will consult the industry on the proposal to add qualifying transactions eligible for tax concessions for funds, single-family offices, etc. At its first meeting, the Task Force had a focused discussion on the proposed enhancements.
     
         Mr Hui said, “As an international WAM centre, Hong Kong has long been a hub for global capital and family offices. As of end-2023, assets under management in Hong Kong reached over HK$31 trillion, and net fund inflows of close to HK$390 billion were registered, representing a year-on-year increase of over 3.4 times. Funding sourced from non-Hong Kong investors has consistently accounted for a high percentage, reflecting the confidence of international investors in Hong Kong’s WAM industry. Also, market research estimates that Hong Kong is home to about 2 700 single-family offices, with over half of them set up by ultra-high-net-worth-individuals with a wealth of US$50 million or above.
     
         “In view of the development trends in global finance, Hong Kong will continue to consolidate and enhance its competitive advantages and pursue continuous reforms. The Task Force brings together industry leaders and professionals, and I believe their valuable advice will help propel the long-term development of the WAM industry.”

    The Reserve Bank of India had issued Directions to The Karmala Urban Co-operative Bank Ltd., Solapur, Maharashtra under Section 35A read with Section 56 of the Banking Regulation Act, 1949 vide Directive No. CO.DOS.SED.No.S2729/12-07-005/2022-2023 dated July 29, 2022 for a period of six months up to the close of business on January 29, 2023, which were last extended up to the close of business on October 29, 2024 vide Directive DOR.MON.D-38/12.22.130/2024-25 dated July 23, 2024.

    2. The Reserve Bank of India is satisfied that in the public interest, it is necessary to further extend the period of operation of the Directive beyond the close of business on October 29, 2024.

    3. Accordingly, the Reserve Bank of India, in exercise of powers vested in it under sub-section (1) of Section 35A read with Section 56 of the Banking Regulation Act, 1949, hereby extends the Directive for a further period of three months from the close of business on October 29, 2024 to the close of business on January 29, 2025, subject to review.

    4. All other terms and conditions of the Directive under reference shall remain unchanged.

    China’s first domestically developed single-aisle passenger jet C919 has entered a new stage of multi-carrier operation. So far, 11 aircraft have been delivered, transporting more than 700,000 passenger trips, said its manufacturer on Friday.

    The commercial operation of the C919 planes has topped 13,000 flying hours, said He Dongfeng, chairman of Commercial Aircraft Corp of China, the manufacturer, during a speech at the opening ceremony of the second CATA Aviation Conference, organized by the China Air Transport Association, in Beijing.

    Meanwhile, China’s first home-developed regional passenger jet, the ARJ21, has seen its commercial operation exceed 500,000 flying hours.

    “This is an important milestone that marks further validation of the safety and reliability of the ARJ21 aircraft,” He said.

    The ARJ21 aircraft has been operating in domestic regions such as Xinjiang Uygur autonomous region, Inner Mongolia autonomous region and Heilongjiang province, in addition to overseas markets such as Indonesia. A total of 148 aircraft have been delivered, serving 156 cities and carrying 17 million passenger trips.

    In another development, CR929, a long-haul wide-body aircraft that is under research and development by China and Russia, is in the process of preliminary design and selection of suppliers, COMAC said.

  • MIL-OSI China: Asia-Europe trade on fast track as ASEAN Express accelerates from Chongqing

    CHONGQING, Oct. 25 — An ASEAN (Association of Southeast Asian Nations) Express train set off for Poland’s Malaszewicze via southwest China’s Chongqing Municipality on Friday morning, marking the opening of a fast-track route for Asia-Europe trade.

    The train, loaded with automotive electronic components and other goods, left Chongqing’s Tuanjiecun Station at about 5:00 a.m. and is expected to reach its destination in around two weeks.

    It originally departed from Hanoi, Vietnam, on October 15, before arriving in Chongqing for reconfiguration.

    The first ASEAN Express to depart from Chongqing symbolizes the seamless connection between the New International Land-Sea Trade Corridor and the China-Europe freight train service — two vital international trade routes.

    The total journey, which starts in Vietnam, is expected to take approximately 25 days, reducing the transit time by five to 10 days compared to previous Asia-Europe cross-border transportation routes.

    The express is jointly operated by Yuxinou (Chongqing) Supply Chain Management Co., Ltd. and New Land-Sea Corridor Operation Co., Ltd. This collaboration facilitates a streamlined process, enabling faster transit times and improved services for quick customs clearance, according to Liu Taiping, general manager of Yuxinou (Chongqing) Supply Chain Management Co., Ltd.

    Previously, freight transportation between ASEAN and Europe had primarily relied on maritime shipping.

  • MIL-OSI New Zealand: Trench collapse under investigation

    A WorkSafe investigation is underway into a trench collapse in the Auckland suburb of Meadowbank this afternoon.

    One person was seriously injured and another received moderate injuries at the site on Rutherford Terrace.

    “It is far too early to determine what went wrong here. Our investigation is in its very early stages and the specifics will become clearer with time,” says WorkSafe’s investigation manager, Danielle Henry.

    “Excavation failures are particularly dangerous because they can occur quickly, limiting the ability of workers to escape, especially if the collapse is extensive.”

    Anyone digging such a trench should be aware of the possibility of collapse and should take proper precautions. These include:

    • Seeking a geotechnical assessment of the site to check soil stability as part of scoping and planning works
    • Shoring, benching, or battering back dirt to prevent collapse. Do not assume ground will stand unsupported.
    • Ensuring safe access to get in and out of a trench
    • Barriers strong enough to not collapse if people or materials fall against them
    • Check the excavation each day before starting work and after any event that may affect its stability.

  • MIL-OSI Asia-Pac: Cluster of Rhinovirus/Enterovirus cases in Tuen Mun Hospital

         â€‹The spokesperson for Tuen Mun Hospital made the following announcement today (October 25):

         Six paediatric patients (three males and three females, aged 7 months to 5 years) of a paediatrics and adolescent ward have been presenting with fever or respiratory symptoms since October 21. Appropriate viral tests had been arranged for the patients and their test results were positive for Rhinovirus/Enterovirus. The six patients are being treated in isolation. One of them is in serious condition due to underlying medical conditions while the remaining five patients are in stable condition.

         Enhanced infection control measures have already been adopted in the ward concerned according to prevailing guidelines. Droplet and contact precautions, hand hygiene, cleaning and disinfection of the environment and equipment have also been strengthened.

         The hospital will continue to closely monitor the conditions of the patients in the ward. The cases have been reported to the Hospital Authority Head Office and the Centre for Health Protection for necessary follow up.

  • MIL-Evening Report: PM defends Fiji’s UN ‘ambush’ vote – challenged by human rights advocate

    Prime Minister Sitiveni Rabuka has “cleared the air” with the Fijian diaspora in Samoa over Fiji’s vote against the United Nations resolution on the Implementation of the Declaration on the Granting of Independence to Colonial Countries and People.

    He denied that Fiji — the only country to vote against the resolution — had “pressed the wrong button”.

    And he described last week’s vote as an “ambush resolution”, claiming it was not the one they had agreed on during the voting of the UN Special Committee of Decolonisation, reports The Fiji Times.

    However, a prominent Fiji civil society and human rights advocate condemned his statement and also Fiji’s UN voting.

    Fiji Women’s Crisis Centre (FWCC) coordinator Shamima Ali said she was “ashamed” of Fiji’s stance over genocide in Palestine, its vote against ceasefire and “not wanting decolonisation”.

    In Apia, Rabuka, who leaves for Kanaky New Caledonia on Sunday to take part in the Pacific Islands Forum’s “Troika Plus” talks on the French Pacific’s territory amid indigenous demands for independence, told The Fiji Times:

    “We will not tell them we pressed the wrong button. We will tell them that the resolution was an ambush resolution, it is not something that we have been talking about.”

    ‘Serious student of colonisation’
    The Prime Minister said he had been a “serious student of colonisation and decolonisation”.

    “They started with the C-12, but now it’s C-24 members of the [UN] committee that talks about decolonisation.

    “I was wondering if anyone would complain about my going [to Kanaky New Caledonia] next week because C-24 met last week and there was a vote on decolonisation.”

    According to an RNZ Pacific interview, Rabuka had told the Kanak independence movement:”Don’t slap the hand that has fed you.”

    Fiji was the only country that voted against the UN resolution while 99 voted for the resolution and 61 countries, including colonisers such as France, United Kingdom and the United States, abstained.

    Another coloniser, Indonesia (West Papua), voted for it.

    “I thought the [indigenous] people of the Kanaky of New Caledonia would object to my coming, so far we have not heard anything from them.

    “So, I am hoping that no one will bring that up, but if they do bring it up, we have a perfect answer.”

    Human rights advocate Shamima Ali said in a statement on social media it was “unbelievable” that Prime Minister Rabuka claimed to be “a serious student of colonisation and decolonisation” while leading a government that had been “blatantly complicit in the genocide of innocent Palestinians”.

    “No amount of public statements and explanations will save this Coalition government from the mess it has created on the international stage, especially at the United Nations.

    “We are ashamed of having a government that supports an occupation, votes against a ceasefire and does not want decolonisation in the world.

    “Trust between the Fijian people and their government is being eroded, especially on matters of global significance that reflect on the entire nation.”

    According to the government, Fiji is one of two Pacific countries which are members of the Special Committee on Decolonisation or C-24 and have been a consistent voice in addressing the issue of decolonisation.

    Through the C-24 and the Fourth Committee, Fiji aligns with the positions undertaken by the Pacific Islands Forum (PIF) and the Melanesian Spearhead Group (MSG), in its support for the annual resolution on decolonisation entitled “Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples”.

    Government reiterated its support of the regional position of the Forum, and the MSG on decolonisation and self-determination, as enshrined in the UN Charter.

    The Fiji Permanent Mission in New York, led by Filipo Tarakinikini, is working with the Forum Secretariat to clarify the matter within its process.

    Rabuka is currently in Samoa for the 2024 Commonwealth Heads of Government Meeting (CHOGM), which is being held in the Pacific for the first time.

  • MIL-OSI Australia: Interview with Karen Tso, CNBC

    JIM CHALMERS:

    Growth in the Australian economy has been soft, certainly softer than we would like. But I think it’s important to remember that most of the OECD has had a negative quarter or worse in the course of the last year or so, and Australia has avoided that.

    That’s because we’ve struck a really effective balance. We’ve maintained a primary focus on fighting inflation but at the same time as we haven’t ignored the risks to growth. Growth is very flat in our economy. It would be much worse had we cut harder in the Budget.

    KAREN TSO:

    The government stimulus certainly helped avoid some of the worst of what was the downturn predicted from here. But reduced air travel was a big feature, a bit of a fad as Australians stopped turning up to some of those bands going on tour as well, which is a feature we’ve seen in other economies as well. Are interest rates now simply too high for the economy?

    CHALMERS:

    As you know from the last time that we spoke, Karen, there are good reasons why Treasurers of either political persuasion in Australia don’t give free advice to the independent Reserve Bank. They will take their decisions based on the best information that they have to hand.

    My job is to focus on what I can control – delivering 2 surpluses for the first time in almost 2 decades, showing spending restraint, finding savings in the budget. All of this is part of our strategy to put downward pressure on inflation at the same time as we help people through what has been a very difficult period.

    TSO:

    But you and I both know there is a balance between fiscal and monetary policy where you don’t want to be doing too much on the fiscal side. Are you approaching that? Is it time for monetary policy to step up?

    CHALMERS:

    I don’t see it exactly that way. The Reserve Bank Governor has herself said that the 2 surpluses that we’ve delivered – again, for the first time in some decades in Australia – that’s helping in the fight against inflation. Our fiscal strategy is helping in the fight against inflation. We’ve found savings in the budget. We’ve shown spending restraint when we’ve got upward revisions to revenue.

    We’ve made sure that where we are providing cost‑of‑living help, it’s in the most responsible way that we can. That’s because we do recognise the role for fiscal policy and for budget management in the fight against inflation. That’s our primary focus.

    But we’re doing that at the same time as we recognise there are risks to growth and we want to maintain the gains that we’ve made in the labour market in the last couple of years. There’s been a million new jobs created in the Australian economy. That’s the first time that’s happened in a single parliamentary term. We want to preserve and maintain as much of that as we can.

    TSO:

    Another big government in the region is stimulating – the Chinese government. In recent weeks we’ve seen measures from them to try and shore up property market, to move along some of the local government debt and also help with the consumer appetite for consumption. I asked the Brazilians this question, whether Chinese stimulus equalled better growth rates for Brazil, and the response was, it’s not that simple. How do you feel? Is it that simple – China grows, Australia grows too?

    CHALMERS:

    There is a relationship between Chinese growth and Australian GDP growth. The rough rule of thumb that our Treasury uses is every extra per cent of growth in China is about a quarter of a per cent for Australia. That’s the rule of thumb that has been applied in the past.

    We see the steps announced by the Chinese authorities as really positive for Australia. One of the main concerns we have about the global economy – primarily escalation in the Middle East, the war in Ukraine obviously – but a softer economy in China does have consequences for Australia and, indeed, for the global economy.

    So we are very welcoming of the steps that the authorities have announced. As it turns out, I was in Beijing when they announced some of those additional measures. We see that as a very good thing for Australia, but we still maintain some element of concern about growth in the Chinese economy.

    TSO:

    Do you think they’ll have the same thirst for Australian resources that they’ve had in the past?

    CHALMERS:

    I think the mix will change over time. We’ve got big opportunities in our resources base in Australia, not just in the Chinese market, in the global market more broadly.

    But we have seen in the iron ore price, for example, there has been some volatility. After these measures were announced by the Chinese administration there was an increase in the iron ore price. That’s obviously a good thing for our economy and our exporters and for our budget. But over time demand for different kinds of resources will shift.

    TSO:

    No shortage of politics in the room here in DC – a US election around the corner, everybody’s trying to work out what it means if it’s a Trump versus a Harris win. You’ve done some modelling on this. Just give us a sense as to what you’re thinking about the implication if potentially it is a Trump win, which seems to be the scenario that could be more disruptive of the markets.

    CHALMERS:

    Obviously 13 days from the US election there is a lot of talk here in Washington DC, as you’d expect, about the outcomes of that.

    We don’t have a dog in the fight when it comes to the outcome of the US election. That is a matter for American domestic politics, and we’ll work closely with whoever the Americans choose to lead them.

    But like every country, we have done some scenarios, some planning for the different kinds of policies that the different administrations might enact. We don’t make that public necessarily, but we do think through the various scenarios that may play out.

    We’ve made it very clear here and on other occasions as well, we don’t want to see a trade war in our region or in the global economy. We think that would be costly. But we don’t involve ourselves in the domestic political choices or policy choices that the Americans have before them.

    TSO:

    To the point around the trade issues, bilateral relations with Beijing have certainly improved, as you just pointed out you were there. And, for instance, what are we seeing now? Australian rock lobsters are back on the menu, Australian wine no longer costing $116, 218 per cent higher thanks to tariffs. So there’s clearly been more warmth in the relationship. Could that be derailed if there’s a much more hawkish tone coming out of Washington in coming weeks which puts pressure on the Australian relationship?

    CHALMERS:

    I don’t really want to speculate on that. We have made some really quite substantial progress when it comes to stabilising, what is a very critical economic relationship for Australia. The lifting of those trade restrictions on lobster and wine are examples of how our efforts have been paying off.

    But it’s a really complex relationship. It’s full of complexity. It’s full of opportunity. There are areas where we have to disagree with China, but there are areas where we can work together and stabilise that relationship. We’ve seen the benefits of that already. And that’s because we believe as a government you get more out of engaging with people than not, and that’s proven to be the right strategy.

    TSO:

    Which is a different change to the last government in some ways. And on that note, it is a sea change from the 2016–2020 era when it was a Trump administration. It was also a conservative government in Australia versus your left‑leaning Labor government. Your policies have been more aligned with Biden’s – the Inflation Reduction Act and climate change policy. So what sort of a reset could you be facing around climate change? Do you hope that there’s still a commitment from the next administration towards climate change?

    CHALMERS:

    I think the net zero transformation in the global economy is the biggest change since the Industrial Revolution. That will be the case no matter who leads one country or another country. We’re confident that there is enough enthusiasm for and commitment to the global net zero transformation around the world that that will carry on. We want to be a really important part of that.

    Our Future Made in Australia agenda, which is a bit like the Inflation Reduction Act here in the US, that’s not about retreating from the world; that’s about engaging with the world, making ourselves an indispensable part of the global net zero transformation. And that will be the case no matter who the Americans choose to lead them.

    TSO:

    You specifically have weighed in big time into energy and climate policy in recent years. As we’ve seen some data this week from the UN suggesting we’re on course for a catastrophic 3.1 degrees Celsius by the end of the century, IMF staff have also highlighted the need to mobilise quickly. We’re counting down to COP29. Do countries including Australia need to ramp up their ambition around green goals?

    CHALMERS:

    We’re plenty ambitious about emissions reduction and about the economic opportunity that lies at the very core of that.

    Here at these meetings in DC I’ll be joining the Climate Change Minister Chris Bowen, and that’s because we recognise that the environmental and emissions reduction task brings with it enormous economic opportunity for Australia – jobs and opportunities for our businesses, our workers and our investors. And so we see those 2 things as intertwined.

    Yes, there needs to be ambition from the world to avoid the worst aspects and the worst outcomes and consequences of catastrophic climate change. We believe there is a lot of goodwill, there is a lot of commitment, but we all need to do better.

    For Australia, we’ve got ambitious targets. We need to make them a reality, and we need to make sure that as part of that we grab the economic opportunities as well.

    TSO:

    How frustrated are you about the EV story? Because from a European lens we’ve got automakers with big goals that they’re having to then concede are not going to be reached. We’ve got declining appetite – and that’s not just in Europe, it’s also in the United States. Prices have been an issue, but in Australia potentially less so. Charging seems to be an issue, having the infrastructure. I can see you’ve done a tonne of things trying to stimulate demand, but it’s simply not catching on. You still don’t have the same level of interest in changing to EVs. What’s going wrong?

    CHALMERS:

    I’m not sure about that. EV take‑up has been increasing in recent years, and that is partly because of our policy agenda – our tariff cuts and our tax cuts, which are about incentivising EV take‑up, they have been working.

    But we recognise in the global market for EVs there are some issues playing out, including decisions taken here by the Americans as they relate to Chinese EVs.

    We’ll take our own decisions and we’ll make those decisions based on the best available information. But we believe in the future of EVs. I think Australians do too. And where we can help that with good policies like our tax policies right now, we’ll continue to do that.

    TSO:

    Do you think governments are going to have to start thinking about full‑blown cash for clunkers type of programs to try to get some motivation into EVs?

    CHALMERS:

    That’s not something that we’re considering. That policy has some history, as you know in Australia and around the world. It’s not something that we are contemplating.

    I think the key here is making sure that the tax arrangements are right, and we’ve made those 2 important changes to incentivise take‑up. We need to make sure we’ve got the supply so that Australian drivers, motorists, have got choices and that EVs are affordable. That’s our priority rather than some of those other options that have been put forward from time to time.

  • MIL-OSI Global: Moo Deng: the celebrated hippo’s real home has disappeared – will the world restore it?

    The playful and pudgy mammal that went viral from its Thai zoo enclosure has a sad story to tell about her fellows hippos.

    Moo Deng is the two-month-old pygmy hippo who flicks her ears in joy and likes splashing in water. She lives the life of a superstar at Khao Kheow Open Zoo, where huge crowds have massed – but the chances of spotting her relatives in the wild are slim.

    Pygmy hippos (Choeropsis liberiensis) are endangered and estimated to number fewer than 2,500. Their decline has been drastic: a long-term survey in a national park in Ivory Coast found 12,000 pygmy hippos in 1982; 5,000 in 1997 and 2,000 in 2011. Today, these hippos are scarce across their native west Africa.

    Perhaps it’s not surprising that pygmy hippos feel most comfortable deep in the forest. Early European explorers to Liberia wrote in their diaries that this hippo chooses to forage at night and conceal itself in the water or in dense vegetation during the day.

    So secretive is this species that 19th-century explorers observed:

    if someone walks across one of their paths or tunnels (used to navigate through thick vegetation), they will abandon that route for a while.

    Sensitive souls

    Widespread deforestation and constant disturbance have made it difficult for pygmy hippos to survive, requiring as they do a combination of dense forests and swamps which already restricted them to a small area. West African forests have lost over 80% of their original area, which confines wild pygmy hippos to small spots in Gola National Forest (Sierra Leone) and Sapo National Park (Liberia).

    With their forests rapidly disappearing, there simply isn’t enough space for pygmy hippos to find food, thrive and reproduce. A survey in the Gola rainforest and its surroundings revealed that many were hiding on former cropland outside the protected area. Re – Yes the survey includes area outside protected forests area

    Cocoa production is probably the biggest cause of forest loss, then gold mining and unsustainable logging. These activities now encroach on forest reserves and other supposedly protected areas.

    Previous forest conservation efforts have failed. Conservationists argue for a system to financially reward farmers and authorise local forestry communities to safeguard the forests and sustainably manage what remains, as opposed to a top-down model of state management and enforcement.

    A world treasure

    West Africa’s forest loss is particularly heartbreaking as research shows that a remaining patch may be the most productive on Earth, surpassing even the Amazon rainforest.

    Particularly productive forests harness more of the sun’s energy and turn it into lots of palatable herbs and juicy fruits – more food to support animals like pygmy hippos, and so foster rich biodiversity.

    Before extensive fieldwork beginning in 2016, researchers had underestimated the value of west African forests, particularly their capacity to store carbon and thereby offset global warming. This oversight was partly the result of these forests being hidden by clouds, which makes satellite observation difficult, and their relative neglect by western researchers compared with other ecosystems elsewhere.

    It’s not just Moo Deng’s wider family that is at risk. West African forests are home to more than 900 bird species and nearly 400 mammals – more than a quarter of all mammal species in Africa. Their future is highly threatened by extensive deforestation.

    Underestimating the value of west African forests has kept them off the priority list for global forest restoration. It’s sadly not surprising that deforestation continues. In 2022 alone Ghana lost 44,500 acres of forest (twice the size of Manchester), close to a 70% increase from 2021.

    Each tropical forest contributes irreplaceable biodiversity. From the elusive mammals of west Africa to the vibrant birds of south-east Asia, these ecosystems are equally important. Comprehensive plans are needed to restore them which involve empowering local communities to manage their long-term health.

    A global initiative to designate 30% of Earth’s land and ocean as protected by 2030 (known as 30×30) should not conserve a vast area in one or two places, ignoring Earth’s other biodiversity hotspots. The lesson of Moo Deng’s disappearing home should be to value ecosystems equally – and plan their preservation with equal care.

    Professor Anna Nekaris is to be honoured by the Primate Society of Great Britain

    Dr Anna Nekaris, Professor in Ecology, Conservation and Environment at Anglia Ruskin University (ARU), is to receive a prestigious honour later this year from the Primate Society of Great Britain. 

    Professor Nekaris, one of the world’s leading experts in lorises, will be awarded the Osman Hill Memorial Lecture Medal by the Primate Society of Great Britain at their winter meeting in Bristol on 12-13 December.

    The medal is awarded annually to a distinguished primatologist who has shown excellence in research and has made a substantial, original, and lasting contribution to the discipline.

    Professor Nekaris started her work on nocturnal primates in 1992 and in 2011 she established the Little Fireface Project – a conservation project based in Java, Indonesia, that supports loris conservation worldwide.

    She is Vice Chair of the recently formed IUCN Special Section for African and Asian Prosimians, Co-editor-in-chief of Folia Primatologica, and Section Editor of Nature’s Discover Conservation. Earlier this year, Professor Nekaris was made Officer of the Most Excellent Order of the British Empire (OBE) for her services to conservation.

    Professor Nekaris has published more than 300 scientific papers and 10 edited volumes, and her studies cover all species of slow, pygmy and slender lorises, including five she named or elevated from subspecies, and one genus that she named. 

    Her research includes behavioural ecology in zoos, rescue centres and in the wild, including a novel study on slow loris venom, museum studies, genetics, acoustics, taxonomy, conservation education, and community conservation, especially with agroforestry farmers. 

    Much of her conservation work has focused on lorises in the pet trade. Through her advocacy, lorises became protected under the Convention on International Trade in Endangered Species and Professor Nekaris has worked with the Japanese government to change laws regarding microchipping of CITES I protected species. She hopes her research will convince people that lorises do not make good pets. 

    Professor Nekaris said:

    “All species of loris are threatened with extinction and some are amongst the rarest primates on the planet. They are wild animals and my mission is to ensure that as many as possible remain in their natural habitats so we can learn more about these most unique primates.”

    On news of her award from the Primate Society of Great Britain, she added:

    “Being recognised by my fellow primatologists is a tremendous honour, and I’m absolutely thrilled to be following in the footsteps of some of the wonderful scientists who have previously been awarded the Osman Hill Memorial Lecture Medal. 

    “This award is also extra special to me because it is named after a scientist, William Charles Osman Hill, who made some of the first, significant contributions to our knowledge of lorises.”

  • MIL-OSI Asia-Pac: Hong Kong Customs detects smuggling case involving ocean-going vessel and electronic goods worth about $100 million (with photo)

         Hong Kong Customs on October 15 detected a suspected case of using an ocean-going vessel to smuggle goods to Taichung at the Kwai Chung Container Terminals. A large batch of suspected smuggled electronic goods with an estimated market value of about $100 million was seized.

         Through intelligence analysis and risk assessment, Customs discovered that criminals intended to use ocean-going vessels to smuggle goods and thus formulated strategies to combat related activities.

         On October 15, Customs officers identified an ocean-going vessel preparing to depart from Hong Kong for Taichung for inspection and seized a large batch of suspected smuggled goods, including computers, household gadgets, smart watches, integrated circuits and circuit boards inside a container which was declared as containing electronic accessories aboard the vessel.

         An investigation is ongoing. The likelihood of arrests is not ruled out.

         Customs is the primary agency responsible for tackling smuggling activities and has long been combating various smuggling activities on all fronts. Customs will keep up its enforcement action and continue to resolutely combat sea smuggling activities through proactive risk management and intelligence-based enforcement strategies, and carry out targeted anti-smuggling operations at suitable times to crack down on related crimes.

         Smuggling is a serious offence. Under the Import and Export Ordinance, any person found guilty of importing or exporting unmanifested cargo is liable to a maximum fine of $2 million and imprisonment for seven years upon conviction.

         Members of the public may report any suspected smuggling activities to Customs’ 24-hour hotline 182 8080 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

    This was the first meeting between the two leaders since the election of the Starmer Government.

    The Prime Ministers discussed Australia’s and the United Kingdom’s modern and dynamic relationship, underpinned by close personal ties and strong security, trade and investment links.

    The two leaders considered how the two countries could step-up their work together to meet common challenges and to realise new opportunities.

    Australia and the UK agree that the transition to net zero represents economic opportunity. The Albanese and Starmer Governments believe private capital and the power of government can be leveraged to shape a clean energy future in the interests of working people. The transition paves the way for new industries, new technologies, new job opportunities and a revitalisation of each nation’s industrial base.

    To this end, the Prime Ministers agreed to enhance bilateral cooperation on climate change and energy by negotiating a dynamic new partnership. The Australia–UK Climate and Energy Partnership will focus on the development and accelerated deployment of renewable energy technologies, such as green hydrogen and offshore wind, to support the economic resilience and decarbonisation goals of both countries. 

    The partnership will also build upon the two countries’ long-standing cooperation on international climate action, including on renewable energy and climate finance.

    The Prime Ministers agreed the Minister for Climate Change and Energy of Australia and the Secretary of State for Energy Security and Net Zero of the United Kingdom will take this important work forward.

    The two leaders also announced grant recipients under the Australia-UK Renewable Hydrogen Innovation Partnership Program. Under this program, the two Governments will support six cutting-edge projects focused on industrial decarbonisation. 

    On trade and investment, Prime Ministers discussed gains under the ambitious Australia-United Kingdom Free Trade Agreement. The United Kingdom’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership later this year will also present new opportunities for the region. 

    Discussions on defence and strategic cooperation focused on working together to ensure the AUKUS partnership delivers for the security and stability of the Indo-Pacific and beyond. The two leaders reaffirmed their commitment to negotiating a bilateral treaty, as announced by Defence Ministers in September 2024, to develop the SSN-AUKUS submarine for both nations.  

    The Prime Ministers also reaffirmed their commitment to an approach that sets the highest non-proliferation standards and to sustaining peace, stability and prosperity in the Indo-Pacific region, respectful of sovereignty and rules.

    Prime Minister Anthony Albanese said:

    Australia and the UK are longstanding partners, with common values and aligned strategic interests. It was great to congratulate Prime Minister Starmer in person after his election win in July. 

    We had a productive discussion, including agreeing to negotiate a new climate and energy partnership. This partnership will ensure we maximise the economic potential of the net zero transition, and build on our long-standing cooperation on international climate action and shared commitment to reach net zero emissions by 2050.

    We share a vision for a modern and transformed Australia-United Kingdom relationship, which delivers tangible benefits and prosperity to both our nations and the Indo-Pacific.

    Ministry of Tribal Affairs, as part of the National Learning Week – Karamyogi Saptah, organised a webinar on theme “जनजाति संवाद: चुनौतियां और पहल” (Tribal Samvad: Challenges and Initiatives) on 24th October 2024.

    Ms. R. Jaya, Additional Secretary, Ministry of Tribal Affairs, Government of India, in her address, stressed the need to understand the significance of the Constitutional provisions in the socio-economic development as well as preservation and promotion of the socio-cultural heritage of the tribes of India. She also spoke about the Ministry’s initiatives aimed at the elimination of Sickle Cell Disease by 2047. During this she shared about the training workshops, modules, promotional campaign as undertaken by the Ministry in the direction of achieving the desired objectives of the Mission. Commending the steps taken so far, she emphasized that the insights gained from this webinar by the participants would be significant in advancing efforts as being taken under the National Learning Week through infusing a culture of continuous learning and capacity building.

    Prof. Nupur Tiwary, Special Director, National Tribal Research Institute and Chair Professor, IIPA, New Delhi contextualised the objectives and agenda of the Webinar as organised under the National Learning Week. During her address, she shared with the audience on the foundational knowledge on understanding the tribes in India, the policy and approach taken by Government towards the development and welfare of the tribes since independence, details on the important legislative frameworks, and the innovative initiatives as undertaken by the Government for Empowering the tribals.

    Dr. Nita Radhakrishnan, Additional Professor and HOD, Department of Paediatric Haematology-Oncology, PGICH, Noida elaborated on the details of the National Mission on Elimination of the Sickle Cell Disease. She highlighted key facts and statistics including introducing the participants with the sickle cell disease, its prevalence in tribal communities, symptoms, complications, treatment, awareness and strategy for achieving the targets under the mission.

    Dr. B.M. Jyotishi, Senior Advocate, Supreme Court of India, in his address during the webinar, provided a comprehensive overview of the Constitutional and legal provisions for Scheduled Tribes (STs). His presentation focused on the political, social, and economic rights guaranteed to STs under the Indian Constitution, offering participants valuable insights into the legal framework designed to safeguard the ST communities. Dr. Jyotishi read out key provisions as enshrined in the Constitution. He shared relevant examples concerning these provisions, shedding light on the challenges faced in their implementation and the progress achieved.

    The President of India, Smt. Droupadi Murmu graced and addressed the 2nd convocation of All India Institute of Medical Sciences (AIIMS) Raipur today (October 25, 2024).

    Speaking on the occasion, the President said that AIIMS are known for providing good healthcare services and medical education at low cost. People’s trust is associated with AIIMS. That is why a large number of people come from everywhere to get treatment in AIIMS. She was happy to note that AIIMS Raipur has earned a lot of reputation in its journey of just a few years. She noted that AIIMS Raipur is taking various steps for medical treatment and public welfare. She expressed confidence that in the coming times, this institute will expand further in public welfare work.

    Addressing the doctors, the President said that the privileged ones might have many options but the hopes of the underprivileged rest on them. She advised them to serve all people, especially the poor and deprived.

    The President told doctors that medical professionals’ work is extremely responsible. Their decisions are often related to saving lives. As medical professionals, they often face challenging situations. She advised them to learn to control their emotions to face these challenges.

    The President said that moving from student to professional life is a major change. She advised graduating doctors to keep growing their knowledge. She said that the spirit of always learning something new would be beneficial for them.

    Today is a very special day.

    My friend, Chancellor Scholz, has come to India for the fourth time.

    His first visit was as a Mayor, and the next three have been during his terms as the Chancellor, which highlights his focus on India-Germany relations.

    The Asia-Pacific Conference of German Business is being held in India after a gap of 12 years.

    On one hand, a CEO forum meeting is taking place, and on the other, our navies are exercising together. German naval ships are currently on a port call in Goa. Additionally, the seventh Inter-Governmental Consultations between India and Germany will be held shortly.

    Clearly, the friendship between India and Germany is deepening at every step, on every front.

    This year marks the 25th anniversary of the India-Germany Strategic Partnership.

    The next 25 years will see this partnership reach new heights.

    We have created a roadmap for India’s development over the coming 25 years.

    I am happy that at such a critical time, the German Cabinet has released the “Focus on India” document.

    The world’s two strongest democracies,

    Two of the world’s leading economies, together, we can become a force for global good, and the Focus on India document provides a blueprint for this. In this, Germany’s holistic approach and commitment to pursuing the strategic partnership are clearly evident. Especially noteworthy is the trust that Germany has expressed in the skilled workforce of India.

    Germany has decided to increase the number of visas for skilled Indians from 20,000 to 90,000 per year.

    I am confident that this will further boost Germany’s economic growth.

    Our bilateral trade has surpassed 30 billion dollars.

    Today, while hundreds of German companies operate in India, Indian companies are also rapidly expanding in Germany.

    India is becoming a prime center of diversification and de-risking and is emerging as a hub of global trade and manufacturing. Given this scenario, now is the most opportune time for you to make in India, and make for the world.

    The Asia-Pacific Conference has played an essential role in strengthening relations between the EU and the Asia-Pacific region. But I don’t see this platform as limited to trade and investment alone.

    I see it as a partnership for the Indo-Pacific region and a better future for the world. The world needs stability and sustainability, trust and transparency. These values must be emphasized on every front, whether in society or supply chains. Without them, no country or region can envision a brighter future.

    The Indo-Pacific region is very important for the future of the world. Whether it is in terms of global growth, population, or skills, the contribution and potential of this region are immense.

    This conference, therefore, holds even greater significance.

    Dr. L. Murugan, Chief Guest at the National Learning Week 2024 prize distribution ceremony and inauguration of the iGOT lab and learning centre, celebrated the culmination of Karmayogi Saptah.

    Sh. Sanjay Jaju, Secretary, Information and Broadcasting, Smt Neerja Shekhar Special Secretary, senior officers of Ministry and top performers were also present at the occasion.  

    Karmayogi Saptah – National Learning Week (NLW)

    Karmayogi Saptah – National Learning Week (NLW) is a key initiative launched by the Prime Minister of India Sh. Narendra Modi for building a future-ready civil service and the week emphasized strengthening the competencies of civil servants at all levels to create a workforce that is deeply rooted in Indian values with a global perspective.

    On this occasion, Dr. L. Murugan, Minister of State for Information and Broadcasting, highlighted the significance of the initiative in enhancing the skills and competencies of over 3 million central civil servants and ensuring access to continuous learning for more than 22 million state-level civil servants and 5 million Urban Local Body (ULB) officials. He also highlighted how this program is open to both permanent and contractual staff, fostering lifelong learning aligned with national goals.

    iGOT lab: Fostering learning

    Dr. L. Murugan highlighted that the Ministry conducted three webinars focused on social media use, the evolution of film viewing, and photography skill enhancement. Additionally, all employees were required to complete a minimum of four hours of training on the iGOT Karmayogi portal, covering key areas such as office procedures, gender sensitivity, and leadership. He also commended the Ministry’s innovative approach, including the establishment of an iGOT lab, which he described as a commendable step toward fostering continuous learning.

    AI for Aspirational India

    In line with the Prime Minister’s vision of leveraging Artificial Intelligence (AI) to drive the vision of “Aspirational India”, Dr. L. Murugan urged the Ministry to actively incorporate AI tools in the workplace to boost productivity. The Minister urged the adoption of AI tools like ChatGPT and Gemini to enhance productivity and reduce the burden of repetitive tasks. With AI-powered data-driven decision-making, civil servants can focus on high-impact areas of governance, ensuring better service delivery and innovation within their departments, he added.

    He also urged to focus on behavioral courses to promote citizen-centric governance and emphasized the importance of efficient grievance resolution for improved service delivery.

    Germany’s art of precision engineering coupled with India’s ability to scale up in the physical, digital or social infrastructure will help create something extraordinary for the world said Union Minister of Commerce & Industry, Shri Piyush Goyal. He was inaugurating the 18th Asia Pacific Conference of German Business (APK) today in New Delhi. The Union Minister speaking on the India-Germany collaboration said that from AI adoption to semiconductors, from fostering the nation’s vibrant startup ecosystem to collaborating on green technology, the synergies between India and Germany can drive unprecedented growth.

    Noting that today’s India is built on strong macroeconomic fundamentals, he added that reform, resilience and readiness is available for the future for businesses across the world. On combating climate change, Shri Goyal emphasised India’s commitment at the UN Climate Change Conference (COP21) in 2015, and said that India collectively with the Global South got together with the developed countries to be a part of the solution. He added that India, currently ranked 7th in Climate Change Performance Index (CCPI), is on track to exceed the nationally determined contributions (NDCs) and also the targets set before the world. 

    Extending gratitude to the Asia Pacific Committee of German Business and the Indo-German Chamber of Commerce for organising the event, Shri Goyal said that the Asia-Pacific region encompasses 60% of world’s population and by 2030, two-thirds of the global middle class will reside in Asia. This demographic shift presents a fertile ground for businesses seeking to

    expand their reach and capitalise on emerging sectors, he said.

    Shri Goyal stressed that the Conference will be key to identifying emerging trends and tackling global challenges. It facilitates the exchange of best practices, drives technological advancements and shapes policies for future industrial growth, he said. The Union Minister expressed hope that India and Germany can deepen strategic partnerships and translate this collaboration into real growth for the economies and the citizens of both the countries.

    Quoting German philosopher Arthur Schopenhauer’s expression “Reading the Upanishads is comforting in my life…”, the Minister in the spirit of that ancient wisdom urged all the participants to embrace the richness of India’s culture and diversity especially during this festive season from Diwali until Christmas and New Year.

    Shri Goyal ended his speech with a quote from Rabindranath Tagore, “Reach high, for stars lie hidden in you. Dream deep, for every dream precedes the goal” and urged the participants to create the future where the products made, the industries led and the innovations pioneered, touch every corner of the globe.

    Commitment to Good Governance: Ministry enhances workplace efficiency and environmental responsibility through Special Campaign 4.0

    407 outdoor campaigns conducted, 8,000 Kg of scrap disposed of and ₹21.65 lakhs in revenue generated under the campaign

    Implementation of Special Campaign 4.0 is in full swing in Ministry of Information & Broadcasting along with its subordinate/ attached offices across the nation. Significant progress has been achieved so far in enhancing cleanliness, reducing pending matters, and boosting overall efficiency.

    Pendency reduction and swachhata awareness

    In the preparatory phase of the Campaign, this Ministry of Information & Broadcasting identified various targets for reducing pendency such as VIP references, public grievances, weeding out of physical as well as electronic files, conducting outdoor campaigns to raise awareness about Swachhata.

    During the implementation phase Ministry along with its subordinate/ attached offices has undertaken comprehensive cleanliness drive across the country. Dedicated efforts have been made to achieve these targets.

    Ministry’s cleanup drive achieves milestones

    Till date, the Ministry has conducted 407 outdoor campaigns, around 8000 Kg scraps have been disposed of, reviewed more than 22000 physical files and 10800 have been weeded out. A total of 303 e-files have been reviewed and 68 were closed. Revenue of Rs 21,65,031 has been generated out of the disposal of scraps. A total of 97 Public grievances, 6 PG Appeals, 27 VIP References also have been disposed of. 8104 saplings have been planted under “Ek Ped Maa Ke Naam” Campaign so far.

    Ministry enhances workplace efficiency and environmental responsibility

    Ministry of Information & Broadcasting will continue to focus on achieving the targets of Special Campaign 4.0, enhancing workplace productivity, and commitment to a cleaner workplace and a more efficient workforce. Officers from Ministry have been deputed to different field offices to oversee the various actions under Special Campaign and plantation under “Ek Ped Maa Ke Naam.”

  • MIL-OSI Asia-Pac: Union Minister Shri Manohar Lal reviews the power sector scenario for Andaman and Nicobar Islands at Sri Vijaya Puram

    Union Minister for Power and Housing and Urban Affairs, Shri Manohar Lal, reviewed the power sector scenario for Andaman and Nicobar Islands (AN&Is) at Sri Vijaya Puram today. Hon’ble LG of UT of Andaman and Nicobar Islands, Shri D K Joshi was present in the meeting. The meeting was also attended by senior officials of the UT administration, Ministry of Power, Govt. of India (GoI), and senior officials of the Power Sector CPSEs.

    The meeting started with a presentation on the brief overview of the Power Sector Scenario in the UT of AN&Is. In the course of presentation, the present status of power availability, power generation and gap between demand and supply was highlighted. Also, major challenges and possible solutions were highlighted. Thereafter, officials from Ministry of Power gave a presentation on the projects of interconnection of Island through grid and distribution infrastructure augmentation works sanctioned by Government of India under Revamped Distribution Sector Scheme (RDSS) in the UT which would help in improving the power supply quality and availability across the islands. Additionally, issues related to current energy mix were also discussed.

    In his address, Shri Manohar Lal, Union Minister of Power and Housing and Urban Affairs mentioned that it is his first visit to the AN&Is. This visit to the UT will be important in understanding and in resolution of the issues in the Power sector in the UT. He emphasized on the need for reducing dependence on diesel-based generation by increasing share of renewable sources of power generation, especially wind energy, in the archipelago and working towards energy storage. This will result in reducing per unit energy cost. Hon’ble Minister also mentioned to explore the possibility for alternate sources of energy generation like ethanol based. Further, the importance of Electric Vehicles (EV) and EV Charging stations was also emphasised.

    He also highlighted the need for timely settlement of dues of the Government departments and asked the UT administration to strive to improve AT&C losses and ACS-ARR Gap. He also advised the UT administration to make all out efforts for expeditious implementation of the sanctioned works under RDSS as well as to implement reforms prescribed under the scheme. He mentioned that sincere efforts will go a long way in making the electricity department financially viable and the UT self-sufficient for its power requirements.

    Union Minister assured for continued support and cooperation of the Government of India in the overall development of the UT.

    LG, A&NIs welcomed the Hon’ble Union Minister for his visit to Sri Vijaya Puram for review of A&NIs in respect of issues related to Urban development and the Power sector. He assured of taking necessary measures for expeditious award and implementation of the Distribution Infrastructure.
