    Are you really ready to give that puppy a furr-ever home?
    Potential dog owners should think twice before getting a puppy to make sure they can financially provide for the animal, and ensure it is safe, well-socialised, trained, and mentally stimulated.
    The New Zealand Veterinary Association Te Pae Kīrehe (NZVA) strongly advocates for people having animals in loving homes, saying pet ownership is an enriching and rewarding experience, but it is a decision that should be never rushed. The comments follow the release of Auckland Council’s latest Animal Management Annual Report, which outlines a rise in dog-related incidents between 1 July 2023 to 30 June 2024.
    The report found welfare-related complaints increased by 80 per cent; there was a 14 per cent increase in dog attacks on people; a 19 per cent increase in attacks on other animals; a 19 per cent increase in the number of high-risk dogs; and a 19 per cent increase in roaming complaints.
    NZVA Head of Veterinary Services (Companion Animal) Sally Cory said the rising figures could be an indication of dog owners experiencing increased financial hardship but the issues also came down to responsible dog ownership. “Having a pet comes with great responsibility, and is never a decision to be taken lightly,” she said. “People need to weigh up whether they can financially support the animal throughout its life. This involves providing preventative healthcare, such as regular check-ups and vaccinations, ensuring de-sexing is carried out at a recommended time, and that early socialisation and training is prioritised. Dogs require not only a financial investment but an investment in time to ensure that they behave appropriately for their families and wider communities.”
    The report showed animal management staff responded to 37,558 requests during the year, up 13 per cent; fewer people were registering their dogs; and the number of roaming or uncontrolled dogs continued to increase. Sadly, the rate of impounded dogs claimed by their owners sat at just 43 per cent. Animal shelter staff have also noticed increased numbers of impounded dogs presenting with challenging behaviour and failing to pass behavioural temperament tests. This determines if the dog is suitable for rehoming.
    NZVA Companion Animal Veterinarians (CAV) President Becky Murphy said potential dog owners must also give considerable thought to the type of dog they choose and make sure it fits in with their lifestyle and expectations. “We must not forget that dogs have natural behaviours, for example chasing, guarding, and hunting, and humans often try to make them fit into moulds that suit our lives,” she said. “This can result in normal, innate dog behaviours being perceived as behavioural issues. Owners need to make sure they do adequate research into dog breeds before selection, and provide their dog with a safe, mentally stimulating, and enriching home environment to ensure they are happy, healthy, and under effective control at all times.”
    Sally adds that it is important dogs are de-sexed (if owners are not intending to breed from them), registered, and microchipped, and young children are always supervised around them.
    Under New Zealand law, dog owners must comply with minimum standards for animal care and management set out in the New Zealand Animal Welfare (Dogs), Code of Welfare 2010, as well as the requirements of their local city or district council.
    NZVA’s Dog Ownership Guidelines
    • Before getting a dog, consider how much time they will take, what they will cost, how big they will get, and if they fit into your lifestyle and living environment.
    • Adequate quantities of nutritious food, clean water, and appropriate shelter should be provided for the dog over its lifespan.
    • Regular health checkups and appropriate exercise should be provided.
    • The dog should be registered and microchipped.
    • Dogs not intended for breeding should be de-sexed.
    • Emergency action planning and alternate care arrangements should be made, should unforeseen circumstances arise.
    • Dogs should be well socialised early, walked on a lead, and waste should not be left in public spaces.

  • MIL-OSI Asia-Pac: SPEECH BY DR JANIL PUTHUCHEARY, SENIOR MINISTER OF STATE, MINISTRY OF DIGITAL DEVELOPMENT AND INFORMATION AND MINISTRY OF HEALTH, AT THE DUKE-NUS CENTRE OF REGULATORY EXCELLENCE’S 10TH ANNIVERSARY SCIENTIFIC CONFERENCE 2024, 14 OCTOBER 2024

          Good morning everybody. Thank you for inviting me to join you here today. It’s great to be back here at the Academia. It is my pleasure to join you for the 10th anniversary celebration of the Duke-NUS Centre of Regulatory Excellence (CoRE).

    2.     One of the advantages of having been to many gatherings and meetings, such as scientific meetings, academic meetings, government regulatory meetings, you start to have the ability to have a feel for the community. You have a little bit of a sense, if this is one of those places where tech startups are exchanging cards because everyone’s trying to introduce themselves. Or is this community of practice which has been together with deep respect, and a deep understanding of each other’s contributions in the academic, scientific, and policy areas. I was asking Professor John Lim earlier this morning: “How long have you all been together?” Because there is a palpable sense of a community of practice, of professionals with deep expertise who have met each other over many meals, over many years, and flown not just halfway around the world, but all the way around the world, to be together. I had that sense of privilege walking in this morning that this is a community of professionals who have been working together for many years and understanding the importance of the work that you do, the effect that you will have on our healthcare systems.

    3.     CoRE was established as an academic centre at Duke-NUS Medical School with support from the Singapore Ministry of Health (MOH), Health Sciences Authority (HSA) and Economic Development Board (EDB) to promote regulatory capacity development and innovation in Southeast Asia and the Asia-Pacific. Officially inaugurated in November 2014, this is the first Centre in the region that focuses on promoting regulatory excellence for healthcare regulators and industry. A panel of international regulatory experts forms the CoRE Advisory Board that oversees the governance of the Centre, many of whom are current or former chief officials of their respective regulatory agencies. Some of them in the audience today.

    4.     Over the past decade, CoRE has become an important player in Singapore’s healthcare landscape. You have made significant strides in advancing regulatory science, not only in Singapore but also across ASEAN and the Asia-Pacific. Through your capacity building, thinktank and advisory initiatives, CoRE has become a trusted partner in a wide collaborative network to actively coordinate and strengthen regulatory systems, comprising international and regional regulatory authorities, industry, non-governmental organisations and academic institutions.

    5.     The Centre also supports MOH and HSA in building up the healthcare regulatory ecosystem, and more recently, advocating the convergence of products and services regulation to enhance healthcare systems’ efficiency. By bringing together key stakeholders and fostering collaboration among healthcare regulators, CoRE has created a platform for the exchange of knowledge and best practices.

    Future of Health – Digitalisation and Precision Medicine
    6.     As we celebrate these achievements, and there are many, we must also anticipate the challenges on the horizon. Singapore’s healthcare landscape is undergoing fundamental changes, driven by demographic shifts and our evolving healthcare needs. To meet these changes, we are embracing digital health and precision medicine technologies. We will innovate to improve population health and ensure the sustainability of our healthcare system. This shift in our healthcare regulations will also be needed to keep pace with innovation and to continue our commitment to patient safety and welfare. Our goal is to create a regulatory framework that acts as a catalyst for progress, not a barrier to it.
    7.     The challenges, whether it’s our demographic shifts, evolving needs, the tensions and trade-offs within our approach to what we do within the regulatory space, underscores the need for regulators to be innovative and also prudent. We want to maximise the benefits of new technologies and safeguard against the risks. HSA already regulates Artificial Intelligence (AI) in Medical Devices and MOH has issued the national AI in Healthcare guidelines. This is a space where you can see that there are potential significant transformative benefits just around the corner, but there are already extant risks that we need to safeguard against, to shore up public trust and to make sure these tools are deployed in the clinical spaces. And so we publish these guidelines and they lay out good practices for AI developers and influencers, and we’re revising this to account for newer technologies such as generative AI. We intend to provide unified guidance for AI developers, service implementers and healthcare professionals on the safe development of AI in healthcare.
    8.     With increasing use of precision medicine technologies, we may encounter ethical dilemmas in the potential misuse of genetic test information, for example, in insurance underwriting. To address this, MOH has worked with the Life Insurance Association to put in place a Moratorium on Genetic Testing and Insurance. It sets out specific protections over the use and disclosure of genetic test results, to prevent Singaporeans from being deterred from undergoing genetic testing which can be vital and useful for early detection, prevention and management of genetic conditions.

    9      The challenges that I described transcend borders and they make international collaboration amongst regulators essential. Through exchanging best practices and developing partnerships for regulatory harmonisation, we can collectively have regulatory frameworks that are nimble, forward looking, and adaptable to rapid technological advancements.

    Nimble and Forward-Thinking Regulatory Framework

    10      MOH collaborates with agencies such as the European Partnership for Supervisory Organisations in Health Services and Social Care (EPSO) and HealthAI. We also collaborate with CoRE to strengthen training in healthcare services regulations with ASEAN countries.

    11      CoRE is focused on advancing regulatory science and policy in healthcare, both domestically and regionally, through capacity building, thought leadership and fostering collaboration.

    12      To grow domestic capability in healthcare regulation, CoRE has launched key educational initiatives, including the flagship Graduate Certificate programme in health products regulation covering pharmaceutical and medical technology regulations. It also supports regional capacity building through the Asian Development Bank Projects in the Greater Mekong Subregion. By identifying regulatory gaps and conducting in-country capacity-building workshops in Laos, Cambodia, Vietnam and Indonesia, CoRE is helping to shape more effective regulatory environments.

    13       CoRE also facilitates joint initiatives research projects and roundtables for collaboration between academia, industry and international partners. One example is the CoRE Standards Development Organisation, set up in partnership with Enterprise Singapore, which manages over 60 Singapore Standards and Technical References in the biomedical and healthcare domains, ensuring alignment with global standards.

    CoRE’s Role in the Next Decade

    14       Regulatory innovation will play a part to shape the future of biomedical science and healthcare and delivery. The diverse topics covered at this conference – ranging from AI and digital health to healthy ageing and disease prevention – highlight the complexity of the challenges that face us. Working together, we can develop regulations that are robust, forward-looking and conducive to both access and innovation.

    15       We have with us regulators from around the world, the Asia-Pacific region and Africa, alongside experts from the Ministry’s Regulatory Advisory Panel. Surely, with this brain trust that you have brought together, and the concentration of capability, expertise and experience, this professional community that has been working together to develop these big relationships, can effectively address these challenges and shape the future of healthcare regulation. Our partnerships will shape the next chapter of healthcare regulation, and so it’s my pleasure to declare this conference open.

  • MIL-OSI New Zealand: GAZA: Nowhere safe in Gaza as attacks in the north and hospital ablaze in the south put the lives of children and families at risk

    Up to 400,000 Palestinians were on Monday trapped across northern Gaza, with at least 300 people reportedly killed in nine days of bombardment, and a hospital sheltering thousands ablaze in the south with no end in sight to the incessant attacks on civilians.
    At Al-Aqsa Hospital in the so-called “humanitarian zone” in the south, patients and families sheltering in tents were on Monday engulfed by a massive fire triggered by an Israeli airstrike” with reports of deaths and multiple causalities. Civilians in the north were directed to the “humanitarian zone” under orders issued by Israeli forces on 7, 9 and 12 October. Al-Aqsa Hospital is just metres away from where children are receiving a second round of polio vaccines.
    Middle East Regional Director for Save the Children Jeremy Stoner said:
    “What we’re seeing now in Gaza looks like the depths of hell with reports day after day of attacks on children and families. Nowhere is safe.
    “In the north, an already starving population has been cut off from food for two weeks while trying to dodge bombs and bullets in a kill zone they cannot leave.
    “In the south – the area to which families in the north were directed for their safety – bombs dropped by Israeli jets have set off a fire that is searing through Al-Aqsa Hospital and tents in the hospital grounds, with reports of rescuers finding burned and charred bodies. ‘Evacuation orders’ are at risk of becoming ‘execution orders’ as children are denied the means to survive.
    “What military goals could justify such mass-scale slaughter of civilians? The notion of collateral damage must never be used to excuse the predictable killing of children. A year ago, there was international outcry when an Israeli rocket damaged Al-Ahli Hospital in Gaza City, injuring four staff members. How devastatingly far we have descended.
    “Today, Save the Children has begun a second round of polio vaccines for children in our Deir Al-Balah clinic, as children face bombs and fire just 500m away. Never has it been clearer that this is a war on children, their protection only upheld if they’re deemed a risk to those beyond their borders. Without a ceasefire, these vaccinations simply postpone rather than prevent children’s pain. Without immediate international action, children and families across the Gaza Strip face a death sentence – today, tomorrow, in a week, in a month, by bombs, bullets, fire, disease or starvation. Anywhere, any time.
    “Gaza is what can happen without the rules of war. Except there are rules – for parties to the conflict, and for the international community – which are not being respected. The only impactful action taken by some member states is to send the weapons being used to kill children and burn patients and families in hospitals and tents. Humanity has lost its way if those with the ability – and legal obligation – to stop this slaughter choose not to.”

  • MIL-OSI New Zealand: Police acknowledge IPCA findings following Kaeo operation

    Police acknowledge the findings by the Independent Police Conduct Authority into the use of force during a Police operation in Kaeo.

    In the early hours of 12 January 2023, Police attended a Kaeo property to locate a man who had warrants for his arrest.

    Armed Offenders Squad members attended the address given there was information the man wanted to arrest was in possession of a firearm.

    During the operation, Police staff encountered a male occupant of the address who continued to yell abuse despite being told he would be arrested for obstruction.

    This male refused to comply with Police instructions and was ultimately pulled from the house, taken to the ground, and was arrested.

    In its findings the IPCA found the officer used reasonable and proportionate force to pull the man out of the house and to restrain him.

    An independent investigation was unable to determine what caused the man’s head injury and there was no evidence of excessive force. 

    The IPCA also found the Police policy on head injuries had not been followed in this instance.

    Northland District Commander Superintendent Matt Srhoj says: “Alongside the Authority’s independent investigation, Police also carried out an investigation into the complaint.

    “Our investigation’s findings were reviewed by the IPCA, to which they were in agreeance.”

    Police acknowledge that a medical practitioner should have been called to assess Mr X’s head injury, as required in policy.

    “As a result, we have worked to address this finding and implemented a process to prevent this from happening again,” Superintendent Srhoj says.

  • MIL-OSI New Zealand: Foreign Minister to visit Thailand, attend Indonesian Presidential inauguration

    Foreign Minister Winston Peters is travelling this week to Bangkok for talks with his Thai counterpart, and to Jakarta to attend the inauguration of Indonesia’s next President, Prabowo Subianto.  

      

    “New Zealand is committed to our Comprehensive Partnership with Indonesia, and our shared ties as democracies in the Indo-Pacific region,” Mr Peters says. 

      

    “It is important we show our strong support for the transition of power in the world’s third largest democracy.” 

      

    Mr Peters will also express New Zealand’s appreciation for Indonesia’s assistance in securing the recent release of New Zealand pilot Philip Mehrtens, who was held hostage in Papua, Indonesia. 

      

    Before travelling to Indonesia, Mr Peters will visit Thailand to meet with his Foreign Minister counterpart to advance discussions on lifting the Thai-New Zealand bilateral relationship to a Strategic Partnership by 2026.  

      

    “Our engagement with Foreign Minister Maris Sangiampongsa will underline the importance we place on our partnership with Thailand,” Mr Peters says.   

      

    “The Coalition Government is seriously focused on boosting New Zealand’s engagement with Southeast Asia. Since taking office we have been backing up our words with action.  

     

    “Thailand will be the seventh member of ASEAN that we will have visited this year.”     

     

    While in Bangkok, Mr Peters will engage with key Thai political and business leaders and New Zealand alumni and meet with New Zealand businesses active in Thailand.

  • MIL-OSI USA News: FACT SHEET: Biden-⁠ Harris Administration Takes New Actions to Counter Islamophobia and Anti-Arab  Hate

    Over the past year, the Biden-Harris Administration has continued to take action to fight hatred and violence against Muslim and Arab communities. Members of these communities, including Palestinian Americans, have been murdered or wounded in hate-fueled attacks; shot and subjected to other assaults as they simply walked down streets; bullied at schools, including by having their religious head coverings ripped off; and denied jobs, harassed, or demoted at work merely because of their faith or ethnicity.

    President Biden and Vice President Harris are leading efforts to bring about much-needed change and have repeatedly condemned such violence, discrimination, and bias. These efforts are part of a larger Administration initiative to counter hate in all its forms, to keep every community safe, to promote equal justice, and to afford all Americans a fair shot at success. For generations, Muslim and Arab Americans have contributed to the enrichment and prosperity of our nation through their public, military, and community service, in addition to many other invaluable contributions. And like all Americans, they are entitled to the promise and opportunities of our great nation.

    Today, the Biden-Harris Administration is highlighting some actions taken as part of its forthcoming National Strategy to Counter Islamophobia and Hatred Against Arabs in the United States, including important steps to address daily concerns regarding safety and discrimination, as well as issues related to travel. The Administration will continue to lead a whole-of-government and a whole-of society effort to counter hate.

    Completed executive branch actions that are part of the forthcoming Strategy include:

    Improving Safety and Security

    • The Department of Homeland Security (DHS), the Federal Bureau of Investigation (FBI) and the National Counterterrorism Center (NCTC) have completed an unclassified assessment on violent threats facing Muslim and Arab communities in the United States. The assessment will be published this week, and is the first of what will be an annual assessment by these agencies regarding threats facing these communities.
    • Since 2021, DOJ has awarded over $100 million in grants to law enforcement and prosecution agencies, community-based organizations, and civil rights groups to address hate crimes through outreach, investigations, prosecutions, community awareness and preparedness, reporting, hotlines, and victim services. This figure includes nearly $30 million in grants announced last month.
    • DOJ continues to support law enforcement agencies’ transition to the National Incident-Based Reporting System (NIBRS). Beginning in January 2021, NIBRS became the national standard for law enforcement crime data reporting in the United States and the transition to NIBRS represented a significant improvement in how reported crime is measured and estimated by the federal government. Since 2015, DOJ’s Bureau of Justice Assistance and the FBI have provided more than $150 million to law enforcement agencies and state Uniform Crime Programs to support their transitions to NIBRS.
    • The DOJ Civil Rights Division continues to prosecute Islamophobic and other hate crimes, including hate crimes directed at students on campus. Last week, a New Jersey man pleaded guilty to a federal hate crime for breaking into the Center for Islamic Life at Rutgers University in New Brunswick, New Jersey, during the Eid-al-Fitr holiday and damaging and destroying religious artifacts because of the Islamic faith of those associated with the facility.
    • DOJ’s United Against Hate initiative, led by all 94 United States Attorneys’ Offices (USAOs), combats unlawful acts of hate by teaching community members how to identify, report, and help prevent hate crimes and by building trust between law enforcement and communities. To date, at least 45 USAOs have engaged directly with Muslim communities.
    • Attorney General Garand directed the Federal Bureau of Investigation (FBI) and all 94 USAOs across the country to work with local law enforcement and community leaders to protect communities from hate-fueled violence in the last year and recently reaffirmed DOJ’s commitment to combat the disturbing rise in the volume and frequency of threats against Muslim, Arab, and Palestinian as well as Jewish communities here in the United States. DOJ created a webpage aimed at raising awareness of resources for addressing these threats, and it will continue to publicize its efforts.
    • During the September 2024 Protecting Places of Worship Week of Action, the DHS Center for Faith-Based and Neighborhood Partnerships and White House Office of Faith-Based and Neighborhood Partnerships hosted workshops to encourage partnerships to take collective action against hate-based violence, including Islamophobic violence and hate crimes against Arabs. This emphasis included promotion of a guide to applying for Nonprofit Security Grant Program funding.
    • DHS has announced that it will distribute $210 million in Nonprofit Security Grant Program funds as the second tranche of additional funding the Biden-Harris Administration secured to protect faith-based institutions and nonprofit organizations against targeted attacks. This funding opportunity will be made available in late October.

    Tackling Discrimination and Bias

    • The U.S. Office of Personnel Management has published the Workplace Rights Federal Toolkit, a compilation of resources for employees of the federal government regarding their workplace rights, including information about their rights to nondiscrimination and religious accommodation.
    • The Department of Labor sent a letter to American Job Centers and other public workforce entities reminding them about their legal obligations to enforce prohibitions on discrimination based on actual or perceived religion, shared ancestry, or ethnic characteristics — including Islamophobia, Antisemitism, and related forms of discrimination – in federally funded activities and programs. The letter also included a fact sheet with examples of these forms of discrimination in the workforce development system.
    • DOJ issued a fact sheet titled Confronting Discrimination Based on Religion in Schools: A Resource for Students and Families, which discusses scenarios involving students’ rights to pray and wear religious attire in schools.
    • ED’s Office for Civil Rights (OCR) issued a Fact Sheet on Harassment based on Race, Color, or National Origin on School Campuses, reminding schools of their federal civil rights obligations under Title VI of the Civil Rights Act of 1964 (Title VI) to take prompt and effective action to respond to harassment that creates a hostile environment. ED OCR continues to investigate and resolve claims of shared ancestry discrimination under Title VI at schools. For example, ED OCR recently entered into a resolution agreement with the Ann Arbor Public Schools in Michigan to address concerns about a hostile environment for students based on shared Muslim/Arab Palestinian ancestry.
    • The Department of Housing and Urban Development (HUD) issued a letter to the over 200 federally-funded Fair Housing Initiatives Programs and Fair Housing Assistance Programs on how to identify and counter Islamophobia, Antisemitism, and related forms of bias and discrimination in housing. Also, HUD created a webpage on protections against housing discrimination on the basis of religion, shared ancestry, or ethnic characteristics, which include the Fair Housing Act of 1968 and Title VI of the Civil Rights Act of 1964.
    • The Department of Transportation (DOT) provided a number of resources related to travelers’ rights and opportunities to file a complaint when there may be an instance of discrimination by airlines or recipients of federal funding, including discrimination on the basis of religion or national origin. The Passengers’ Right to Fly Free from Discrimination is a guide designed to explain DOT’s role in protecting aviation passengers from unlawful discrimination. Similarly, the Guidance for Airline Personnel on Non-discrimination in Air Travel assists airline personnel in understanding their legal obligations not to discriminate against passengers. For example, this guidance notes that it is impermissible to remove a passenger from a flight simply because he is holding a book that appears to be a Quran.
    • DOJ sent a letter to state, county, and municipal officials reminding them of the obligation of public officials to comply with the land use provisions of the Religious Land Use and Institutionalized Persons Act (RLUIPA) and to inform them about documents issued by DOJ that may be of assistance to them in applying this federal civil rights law. RLUIPA is a federal law that protects people and religious institutions from discriminatory and overly burdensome land use regulations. For example, DOJ recently filed a complaint and consent decree in United States v. Hendricks County, settling allegations that Hendricks County violated RLUIPA and the Fair Housing Act by twice unlawfully denying zoning approval to an Islamic educational organization that sought to develop a religious seminary, school, and housing on land in Hendricks County.
    • Some Americans, including many Muslims and Arabs, have documented how financial institutions use de-risking, a practice to terminate or restrict business relationships indiscriminately with broad categories of clients rather than analyzing and managing the risks of clients in a targeted manner. To help address de-risking, the U.S. Treasury Department has published its National De-Risking Strategy. The Treasury Department also has issued a proposed rule to improve the effectiveness of how banks manage potential risks associated with anti-money laundering and counter-financing of terrorism in a risk-based manner, while avoiding one-size-fits-all approaches that can lead to financial institutions declining to provide financial services to entire categories of customers.

    Addressing Issues Related to Travel

    • On January 20, 2021, President Biden rescinded the previous administration’s discriminatory Muslim Ban, which included many Arab countries and was inconsistent with our nation’s foundation of religious freedom for all. At President Biden’s direction, the U.S. Department of State conducted a review of visa applications and has taken various corrective actions to process applications that were impacted by the prior travel ban, including reconsidering previously denied applications and implementing a one-time fee credit for certain applicants.

  • MIL-Evening Report: Albanese government has surcharges in its sights, as it pursues the votes of consumers

    The Albanese government has announced a first step in what it says is a crackdown on excessive card surcharges and threatened a ban on surcharges for debit cards from early 2026.

    In the latest of its cost-of-living measures, the government will provide $2.1 million for the Australian Competition and Consumer Commission “to tackle excessive surcharges”.

    The government also says it is prepared to ban debit card surcharges from January 1 2026, subject to further work by the Reserve Bank and “safeguards to ensure both small businesses and consumers can benefit from lower costs”.

    The government is not considering a ban on credit card surcharges, although the ACCC scrutiny will cover both debit and credit cards.

    The bank is reviewing merchant card payment costs and surcharging. Its first consultation paper will be released on Tuesday.

    The government said in a statement: “the declining use of cash and the rise of electronic payments means that more Australians are getting slugged by surcharges, even when they use their own money”.

    “The RBA’s review is an important step to reduce the costs small businesses face when processing payments. We want to ease costs for consumers without added costs for small businesses, or unintended consequences for the broader economy,” the statement from the prime minister, treasurer and assistant treasurer said.

    Funding for the ACCC “will enable the consumer watchdog to crack down on illegal and unfair surcharging practices and increase education and compliance activities”.

    The Reserve Bank required card providers such as Visa and Mastercard to remove their no‐surcharge rules in 2003 allowing retailers to directly pass on the costs of accepting card payments.

    With the spread of payments by card, surcharges have become ubiquitous.

    In a parliamentary hearing in August the head of the National Australia Bank Andrew Irvine complained about having to pay a 10% surcharge when he bought a cup of coffee in Sydney.

    He told an inquiry it was “outrageous”, saying he didn’t like “the lack of transparency and lack of consistency”.

    The ACCC regulates surcharges and can require merchants prove a surcharge is justified. It can take merchants to court to enforce the regulations governing surcharges, and has done so. But many charges are still higher than they are supposed to be.

    The European Union bans surcharges.

    Treasurer Jim Chalmers said: “Consumers shouldn’t be punished for using cards or digital payments, and at the same time, small businesses shouldn’t have to pay hefty fees just to get paid themselves”.

    The total cost to Australian consumers of surcharges is disputed – the RBA review will look at the likely cost.

  • MIL-OSI Australia: Pennington shop deliberately damaged

    Detectives are investigating after damage was caused to a gift shop and then deliberately set alight.

    Just before 5am on Tuesday 15 October, a member of the public reported a shop on fire on Addison Road at Pennington.

    MFS crews attended and extinguished the flames believed to be caused by accelerant used on a mattress at the front of the business premises.

    It appears that a vehicle may have been driven into the front of the shop prior to the building being set alight, causing significant damage to the building structure.

    Crime Scene officers will be attending to examine the scene this morning.

  • MIL-OSI New Zealand: Eight fast facts about toxic shellfish poisoning

    With warmer weather on the way, Kiwis all over the motu will be heading to the beach to enjoy the sea’s bounty. But before you go gathering shellfish, New Zealand Food Safety deputy director-general Vincent Arbuckle has some fast facts to share about toxic shellfish poisoning and how to keep yourself, your whanau and friends safe. 

    1. New Zealand hasn’t had a toxic shellfish poisoning outbreak for a decade

    Toxic shellfish poisoning can cause serious illness and can even be fatal. Fortunately, we haven’t had an outbreak of toxic shellfish poisoning since 2014, when 13 people fell ill.

    New Zealand Food Safety works hard to keep it that way by monitoring key recreational shellfish harvesting areas around the country for biotoxins.

    2. New Zealand Food Safety regularly tests water and shellfish for biotoxins to keep the public safe

    New Zealand Food Safety has more than 40 monitoring sites, with water tested weekly for toxic algae and shellfish tested fortnightly for biotoxins. The commercial shellfish industry also provides their own biotoxin monitoring data from more than 30 sites, giving us even greater coverage.

    If shellfish are found to contain biotoxins at unsafe levels, we issue public health warnings and post signs at affected beaches. In 2023 we issued 17 biotoxin alerts.

    3. Cooking does not destroy biotoxins

    It’s important to know that cooking will not make toxic shellfish safe to eat, because cooking doesn’t destroy biotoxins.

    If anyone becomes ill after eating shellfish from an area where a public health warning has been issued, phone healthline for advice on 0800 61 11 16, or seek medical attention immediately. We advise that you also contact your nearest public health unit and keep any leftover shellfish for testing.

    4. Shellfish become poisonous by feeding on toxic algae

    Shellfish with 2 shells (bivalve shellfish) can each filter more than 200 litres of water a day. They do this to filter out microscopic algae (called phytoplankton) and other particles as a food source. If these algae are toxic, the biotoxins can build up in the shellfish, making them poisonous. Generally, the more toxic algae there are in the water, the more toxic the shellfish get.

    5. Bivalve shellfish are the most affected by biotoxins

    Shellfish affected by biotoxins usually include bivalves like mussels, oysters, tuatua, pipi, toheroa, cockles and scallops. But pūpū (cat’s eyes) and Cook’s turban and can also have elevated levels of some biotoxins.

    Generally, you can still eat pāua, crab and crayfish, but only if you remove the gut before cooking, as biotoxins accumulate in the gut. Finfish are not affected by biotoxins from algal blooms, but we advise discarding the liver before cooking. 

    6. Not all species of phytoplankton are toxic

    Phytoplankton are photosynthetic microscopic algae, meaning that, just like plants, they use the sunshine to grow. And, like plants, they also need nutrients (which they get from the water) to grow. 

    If conditions are right, phytoplankton can multiply to high numbers and form algal blooms. Most species of phytoplankton are harmless, but some can naturally produce highly toxic chemicals we call marine biotoxins.

    7. Algal blooms occur naturally under particular conditions

    Algal blooms usually occur naturally when wind and water currents are favourable for their growth. Causes can include slow water circulation or unusually high water temperatures. Some blooms have happened after extreme weather events like cyclones, floods, or drought.

    New Zealand Food Safety does extra monitoring during a toxic algal bloom to track its spread and see how it is affecting different kinds of shellfish.

    8. There are 4 main types of toxic shellfish poisoning in New Zealand

    Paralytic shellfish poisoning (PSP) is potentially the most serious of the 4 main types of toxic shellfish poisoning found in NZ.

    PSP symptoms usually appear within 10 minutes to 3 hours of eating and may include:

    • numbness and tingling around the mouth, face, hands, and feet
    • difficulty swallowing or breathing
    • dizziness and headache
    • nausea and vomiting
    • diarrhoea
    • paralysis and respiratory failure
    • and, in severe cases, death.

    If you suspect someone has PSP poisoning after eating shellfish from an area where we have issued a public health warning, seek medical attention immediately.

  • MIL-OSI New Zealand: Bremner’s Bridge abutments rebuilt; Ballance Valley Road/Gorge Road now open

    Ballance Valley Road/Gorge Road has reopened, 3 weeks after heavy flooding damaged Bremner’s Bridge.

    The stormy weather, heavy and persistent rainfall caused damage to the bridge and blocked culverts and drains on other parts of Ballance Valley Road/Gorge Road in Manawatū.

    The bridge structure was undamaged and remains structurally safe, however it was the approaches at either end of the bridge which suffered from washouts.

    Contractors have excavated under the approaches, built them back with aggregate and installed rock walls and geo grid matting to stablise the land under the road. 600 tonnes of rock have been used in the new rock walls.

    NZ Transport Agency Waka Kotahi System Manager for Manawatū-Whanganui and Taranaki, Liesl Dawson, says crews have worked really hard to get the road back open as quickly as possible.

    “The flooding caused significant damage to the approaches to the bridge, so to get the work done this quickly is testament to the hard work put in by those onsite.

    “The crews have also spent the past 3 weeks unblocking culverts and drains following the flooding, and installing 2 new sumps and additional pipework. The drainage work is crucial to making this a more resilient route for all road users.

    “Ballance Valley Road is an important connection between Pahiatua Track and the old Gorge Road. We know the closure has been frustrating for people who regularly use the road as a connection between Manawatū and Tararua. We appreciate people’s support over the past 3 weeks while this work has been carried out.

    “If you’re driving the road, please be mindful crews will still be in the area, and there’s likely to be stop/go traffic management and a temporary lower speed limit in place while work nearby, like damaged pavements,  is finished,” says Ms Dawson.

    “Please drive to the conditions.”

    A serious crash has closed a stretch of State Highway 1, near Calico Line at Marton.

    The crash happened just after 9am.

    The road is likely to remain closed for several hours while the Serious Crash Unit is onsite.

    NZ Transport Agency Waka Kotahi is strongly urging road users to avoid the area and plan trips accordingly.

    Please expect delays to travel when driving on alternative roads.

    A detour is in place – please follow the directions of traffic management on site.

    NZ Transport Agency Waka Kotahi is advising road users to expect delays following a serious crash on State Highway 2 at Putorino, south of Wairoa.

    A container truck has rolled near the intersection with Waikare Road this morning after 8am, and has blocked one lane.

    Emergency services are en route to the scene.

    At this stage, one lane is open and traffic management is on site. Please expect delays, take care and drive to the conditions.

    Please also expect a short-notice closure of the road if needed this morning.

    4. Class size shall be an average maximum of 25 and the teacher is compensated if this cannot be achieved.

    6. Teachers without a unit who have an MMA have ten hours guaranteed allocation of release time to be used over the course of the year.

  • MIL-OSI New Zealand: Five people rescued in three separate incidents on Mt Taranaki

    Police are reminding anyone planning an adventure outdoors to plan for the worst, after a busy weekend rescuing five people on Mount Taranaki.

    The first call for help came about 4am on Saturday, when Police were notified of three people stuck on the mountain at an altitude of 2300 metres.

    “Time was of the essence to reach them as the temperature was in the negatives with wind gusts of 40-50kmh,” Sergeant Wade Callander said.

    Taranaki Rescue Helicopter assisted the Taranaki Alpine Cliff Rescue team in reaching the trio.

    One person had hypothermia and all three were assisted in walking to a nearby lodge, where Taranaki Search and Rescue was waiting to transport the party down the mountain to get medical attention.

    About 12pm, while that rescue was unfolding, Police were alerted to a personal locator beacon activation near the summit of the mountain.

    “We established one person had taken a 250-metre-long fall, resulting in a leg injury.”

    With teams from Taranaki Search and Rescue and Taranaki Alpine Cliff Rescue still involved in the first incident, teams from Whanganui/National Park Search and Rescue and the Ruapehu Alpine Cliff Rescue were called to assist with the second.

    The Ruapehu Alpine Cliff Rescue team was able to extract the person, who was flown by helicopter to a nearby lodge.

    The Taranaki Rescue Helicopter then transported the person to hospital for treatment for their leg injury.

    “As the Taranaki Alpine Cliff Rescue team were coming down the mountain from the second incident, they came across another member of the public in distress. They were underprepared for their intended route, and the team helped them walk down the mountain,” Sergeant Callander said.

    “Although we are pleased to have pleased to have provided a fast and swift response to help these five people get back home and safe, these incidents are a reminder to the public that the mountain is a dangerous place.”

    Climbing on Mount Taranaki requires experience, knowledge, and properly fitted and correct equipment.

    “Even the most experienced people can get caught up in situations where they need assistance.”

    Any day trip has the potential to turn into an overnight situation and those wanting to go on an alpine climb need to consider if they have the right equipment to keep them safe if something happens, Sergeant Callander says.

    To ensure your safety, make sure to consider the following precautions:

    • Choose the right trip for you – Learn about the route and make sure you have the skills for it.
    • Understand the weather – It can change fast. Check the forecast and change your plans if needed.
    • Pack warm clothes and extra food – Prepare for bad weather and an unexpected night out.
    • Share your plans and take ways to get help – Telling a trusted person your trip details and taking a distress beacon can save your life.
    • Take care of yourself and each other – Eat, drink and rest, stick with your group and make decisions together.

    Distress beacons can be hired for as little as $10 from many Department of Conservation Visitor Centres and outdoor tramping and hunting stores.

  • MIL-OSI New Zealand: Westies – do your part to protect wildlife this summer

    Westies – we need your help to protect the amazing kuaka, or godwits, that have begun their yearly trip to our shores for summer. 

    With another Tāmaki Makaurau stunner on the way, keep your dogs on a lead and away from prohibited areas to protect birds in our parks and on our walking tracks, including at the local Harbourview-Orangihina Park. 

    This spring and summer, the animal management west team patrols will include Harbourview-Orangihina Park.

    The patrol protects wildlife that resides in our coastal areas over summer by checking and reminding locals of dog walking regulations.  

    Off-leash dogs are the most immediate threat to kuaka and other threatened and endangered birds and other wildlife on the coast.

    Checking and following the dog walking rules in your local area is an easy way to do your part in protecting kuaka and other birds.  

    In Harbourview-Orangihina Park, kuaka actively feed and rest in the vast tidal mudflat areas that surround the park.  

    Henderson-Massey Local Board Chair says that it is vital for locals to respect dog walking rules this summer.  

    “Dog walking bylaws exist in our parks for good reason – we have a duty to do what we can to protect all of our local species that rely on harbour ecosystems, including migrating birds like kuaka,” he says.  

    “In Harbourview-Orangihina Park, dogs are prohibited in the beach and foreshore areas.  

    “In other park areas dogs must be walked on leashes. The grass area between the carpark and Te Atatū Road is the only area where dogs are permitted off-leash.” 

    Kuaka are amazing birds that take a massive journey across the world.  

    Starting from their breeding grounds in the Northern Hemisphere, from as far north as Alaska, they take an epic non-stop flight across the enormous distance south to visit our shores over summer and avoid the harsh winter they’ve left behind.

    Over our summer, they find temporary homes across Aotearoa in tidal flats, including in Te Atatū Peninsula, where they feed and bulk up to get ready for their onward journey.  

    In late summer, they head back north to Alaska, with a refuel stop in China’s Yellow Sea, continuing their migrations across the world.  

    Let’s show these little travellers our hospitality and help them to stay safe as they prepare for their onward journey, ready to return next summer.

    Residents in 25 western counties and the Eastern Band of Cherokee Indians impacted by Hurricane Helene can apply for help buying food through the Disaster Supplemental Nutrition Assistance Program (D-SNAP) which will begin on Oct. 18, 2024, the North Carolina Department of Health and Human Services announced today. D-SNAP is open to individuals and households not currently receiving Food and Nutrition Services benefits who were impacted by Hurricane Helene. NCDHHS estimates more than 150,000 people will apply for up to $120 million in D-SNAP benefits. 

    “We are making up to $120 million available to more than 150,000 individuals to buy food for their families — an essential step on the road to recovery from the devastation of Hurricane Helene,” said N.C. Health and Human Services Secretary Kody H. Kinsley. “We are committed to using every tool to support the recovery of our friends, families, and fellow North Carolinians in western NC — now and for the long haul.”

    NCDHHS received federal approval to begin phase one of the program from the U.S. Department of Agriculture beginning on Oct. 18, 2024. People can start applying for assistance three days before the program starts during online pre-registration beginning Oct. 15 and will have seven days from the start of the program to apply. The application period will close on Oct. 24, 2024.

    Eligible households will be notified within three days of completing the application and receive a one-time benefit on a special debit card (called an Electronic Benefits Transfer, or EBT card) to help buy food. The exact amount will depend on household size, income and disaster losses. While there are income eligibility standards, a number of considerations are taken into account. Individuals above these limits may still be eligible dependent on disaster expenses, so we encourage everyone who needs support to purchase food to begin their application by calling the DSNAP Virtual Call Center at 1-844-453-1117.

    The benefits are good for up to nine months. Benefit cards will be available for pick up at the D-SNAP locations in each county or you can get the EBT card mailed to you overnight at the address you specify on your application.

    To be eligible, a person must: 

    • Live in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey Counties.
    • Be a member of the Eastern Band of the Cherokee Indians living in zip code 28719
    • Have suffered losses/damages related to Hurricane Helene, such as damage to property or loss of income.
    • Have proof of identity and proof of residency (if available).
    • Have income and resources below certain levels.
    • Not currently be receiving benefits through the Food and Nutrition Services (FNS) program. People receiving FNS can also get extra help buying food, but do not need to fill out a D-SNAP application. They can get more information about how to get the extra help on the FNS webpage. 

    Residents are encouraged to apply for D-SNAP by phone, when possible, by calling the D-SNAP call center at 1-844-453-1117. The D-SNAP call center will be open at the following hours: 

    • Weekdays (Friday, Oct. 18; Monday, Oct. 21; Tuesday, Oct. 22; Wednesday, Oct. 23; and Thursday, Oct. 24) from 8 a.m. to 4 p.m.

    NREL Empowers Next Generation of Globally Minded Scientists To Solve Global Energy Challenges


    In the afterglow of the 2024 Olympic and Paralympic Games, it is worth remembering that athletic feats are not the only endeavors that resonate across international borders.

    Shifting to clean energy means addressing some of the most difficult technical challenges the world has faced—making collaboration key. It means investing in our future leaders and providing them opportunities to encounter new ideas, develop new skills, and become globally aware scientists.

    “Tackling the global threat of climate change will require a unified global effort, yet effective international collaboration remains as challenging as it is important,” said Steven Hayden, National Renewable Energy Laboratory (NREL) microscopist and postdoctoral-researcher liaison. “Diversity is a critical human strength. By exposing our postdocs—tomorrow’s leaders—to a variety of worldviews and collaborative methods, we foster the global community necessary to secure our collective future.”

    At NREL, investing in postdocs and early-career researchers as global leaders starts by supporting them in attending international convenings, conferences, and summer schools. These are venues where they build professional networks, discover job opportunities, exchange ideas, and act as NREL ambassadors to the global energy research community.

    This summer, NREL postdocs and early-career staff participated in multiple events around the globe, including in Italy, Indonesia, Singapore, and stateside in Golden, Colorado, just down the road from NREL’s South Table Mountain Campus. In some cases, postdocs were competitively selected to attend.

    In Indonesia, RD20, an initiative among Group of 20 (G20) countries and regions to strengthen international collaborations among leading energy-research institutes, hosted its second annual summer school in summer 2024.

    “This is an opportunity for graduate students, postdocs, and early-career researchers to get exposure to and even get involved with international research and development collaboration,” said NREL Associate Laboratory Director Bill Tumas, who sits on the RD20 action committee. “These events enable the next generation of our scientific workforce to gain an appreciation for the diversity of solutions and approaches for clean energy technologies.”

    Four NREL postdocs and early-career researchers participated in the RD20 organization’s summer school in 2024. The next summer school will be held at NREL in 2025.

    “We do world-class research, but going to the summer school made me realize that an integral piece of world-class research is interacting with the world,” said NREL postdoc Alex Hill, reflecting on his experience at the RD20 summer school. “I think that is something I want to try to take forward in my research: How can I engage community stakeholders more in the day-to-day operations of what I do?”

    Postdoc Diego Soetrisno, another RD20 summer school participant, said that the opportunity reinforced the value of contextualizing one’s own fundamental research amid an ongoing global exchange of ideas.

    “I did my Ph.D. doing really fundamental work, but there’s a gap between my fundamental work and context with the larger picture,” Soetrisno said. “This summer school experience has given me more understanding of the really large picture of decarbonization technology. But it is also trying to bring my work in context with other people’s work. Without that communication, my work would not be able to really influence other people.”

  • MIL-OSI Submissions: Australia – Footy finals not enough to boost September spending – CBA

    CommBank’s Household Spending Insights Index dipped in September, as consumers refrain from spending extra cash from income tax cuts.

    The monthly CommBank Household Spending Insights (HSI) Index declined 0.7 per cent in September to 146.7, despite increased recreation spending around the AFL and NRL Grand Finals.

    Six of the twelve spending categories saw a decline in the month, with Hospitality leading the drop (-2.8 per cent), followed by Transport (-2.5 per cent), Household Goods (-2.3 per cent), and Food & Beverage (-0.6 per cent).

    Recreation helped offset these declines, rising 1.5 per cent in September, largely driven by an 18 per cent surge in Ticketing Services as eager sports fans snapped up tickets to the AFL and NRL grand finals. Spending on Education and Insurance also rose, each up by 0.7 per cent. Utilities spending, unexpectedly up 1.3 per cent, reflected the impact of rising local council and strata management fees, even as electricity costs declined off the back of government rebates.

    There has been a notable decline in spending on Transport, impacted by the falling price of petrol, down approximately 15 per cent in the past 12 months. Transport was the only category to record declines both monthly (-2.5 per cent) and annually (-7.2 per cent).

    On an annual basis, there was a significant slowdown in the pace of spending growth in the year to September to just to 2.1 per cent, down from 3.7 per cent in August.

    Renters have witnessed the weakest spending in the year to September, down 1.1 per cent for the year, compared to though with a mortgage (+1.2 per cent) and those who own their home outright (+2.3 per cent).

    CBA Chief Economist Stephen Halmarick said HSI data suggested income tax cuts had not led to a material rise in consumer spending.

    “The spending slowdown in September was expected after an early Father’s Day led to consumers splashing out on household goods and hospitality for Dad. Although we saw a rise in Recreation spending associated with the AFL and NRL Grand Finals, consumer spending overall remains subdued, now growing at just over two per cent for the year.”

    “It’s important to note that the only other spending categories to rise in September were all essentials, indicating that increased take-home pay from tax cuts is largely being used to pay down debt and on staples, not spending on discretionary items. This trend is reflected in the year to September, supporting our view that softer economic data, coupled with a further deceleration in inflation will see the RBA cut interest rates in December 2024.”

    The CommBank HSI Index tracks month-on-month data at a macro level and is based on de-identified payments data from approximately 7 million CBA customers, comprising roughly 30 per cent of all Australian consumer transactions.

    At least one person has critical injuries.

    The crash was reported about 11.05am, and happened south of Waiouru, between Hassett Drive and Waiaruhe Road.

    The Serious Crash Unit has been advised.

    Traffic management is being arranged, but motorists are advised to expect delays.

    Tunnel boring machine (TBM) Ruby has begun its journey to carve out the final section of tunnel for the city-shaping Sydney Metro West project.

    Launching from The Bays, TBM Ruby will join TBM Jessie in constructing 2.3-kilometre twin railway tunnels that will take metro deep below the harbour, this time creating another key connection into the heart of the city for people living in Sydney’s west.

    TBM Ruby is named after women’s rights activist and Australia’s first radio astronomer Ruby Payne-Scott and is the sixth and final TBM to get to work on building the 24-kilometre Metro West tunnels.

    The 1,100-tonne machine will operate around the clock, seven days a week. It will slowly inch its way alongside the iconic Anzac Bridge, through the Pyrmont Station site, and under Darling Harbour, before arriving at its final destination at Hunter Street in the Sydney CBD.

    TBM Jessie is hard at work on the parallel tunnel and has excavated 615 metres and installed 2,238 concrete segments to line the new tunnel walls since commencing its tunnelling journey in June.

    A total of 460,000 tonnes of material will be excavated and 16,536 segments will be installed by the two TBMs to construct the tunnels between The Bays and Hunter Street.

    These tunnels will form the second under-harbour railway crossing for Sydney, with the first built between the city’s north and Barangaroo for the metro M1 line, which has recorded 82 million journeys since opening on 19 August.

    TBMs Ruby and Jessie are heading towards Pyrmont Crossover and Station caverns, where they will traverse the station cavern before being relaunched towards Hunter Street Station.

    TBMs Ruby and Jessie are mixed shield (slurry) machines, specifically designed for the Metro West project to excavate in the highly pressurised conditions that are anticipated under Sydney Harbour.

    Parts of both TBMs came from the TBMs used to construct the Sydney Metro City & Southwest tunnels.

    The TBMs are expected to arrive at Hunter Street in mid-late 2025.

    Sydney Metro tunnelling partners John Holland CPB Contractors Ghella Joint Venture are excavating the under-harbour tunnels and two new station caverns at Pyrmont and Hunter Street as part of the Sydney Metro West – Eastern Tunnelling Package.

    Major tunnelling is progressing across the alignment, with two TBMs completing the 11-kilometre tunnels from The Bays to Sydney Olympic Park, and a further two TBMs in the ground to build the nine-kilometre tunnels between Sydney Olympic Park and Westmead.

    Sydney Metro West will double rail capacity between Greater Parramatta and the Sydney CBD. It will make it easier and faster to travel around western Sydney, link new communities to rail services and support employment growth and housing supply.

  • MIL-OSI NGOs: Human Rights Education toolkits for Write for Rights 2024

    Amnesty International’s “Write for Rights” campaign takes place annually around 10 December, which is Human Rights Day (marking the day when the Universal Declaration of Human Rights was adopted in 1948). Write for Rights aims to bring about change to the lives of people or communities that have suffered or are at risk of human rights violations.

    Some 20 years ago, a small group of activists in Poland ran a 24-hour letter-writing marathon. Over the following years, the idea spread. Today, Write for Rights is the world’s biggest human rights event.

    From 2,326 letters in 2001 to more than 6 million letters, tweets, petition signatures and other actions in 2023, people the world over have used the power of their words to unite behind the idea that geography is no barrier to solidarity. In 2023 alone, more than 1.4 million people were engaged through human rights education activities. Together, these individuals have helped transform the lives of more than 100 people over the years, freeing them from torture, harassment or unjust imprisonment.

    The human rights education toolkit for this year’s Write for Rights campaign can help educators and participants to gain more understanding and build solidarity, preparing them to take action. These human rights education activities can take place in a variety of settings, such as a school classroom, a community group, a family or an activist group. As a facilitator, you can adapt the activity to best suit the needs and context of the group you are working with. For example, you may want to consider what knowledge the group already has about the issues discussed, the size and age range of your group and how to best organize the activity to allow for active participation, the physical setting of your activity, delivering it in-person or online and any limitations. When participants want to take action on a case, discuss with them whether it is safe for them to do so.

    The activities are all based on participatory learning methods in which learners are not merely presented with information, they explore, discuss, analyze and question issues relating to the stories they will work with in each activity. This methodology allows participants to:

    • develop key competencies and skills
    • form their own opinions, raise questions, and gain a deeper understanding of the issues presented
    • take control of their learning, and shapes discussions according to their interests, abilities and concerns
    • have the space required for them to engage emotionally and develop their own attitudes

  • MIL-OSI New Zealand: Water Safety – Key initiatives funded around the country to help reduce harm on the water

    Just under three quarters of a million dollars has been allocated to 29 programmes supporting safer boating up and down New Zealand.
    Tragically, on average 18 people a year lose their lives in recreational craft incidents. This winter has been a stark reminder of the dangers on the water, with eight people losing their lives in four separate incidents since mid-July.
    Maritime NZ Director, Kirstie Hewlett says “getting out on the water is a key part of life in New Zealand, and the recreational craft sector want people to not only enjoy the water, but be well informed about the risks, understand what can go wrong, and to come home safe”.
    Approximately 1.7 million people in Aotearoa undertake activities on the water each year. Through the grant funding Maritime NZ looks to work with partners who can reach these recreational craft users, particularly high risk users, and deliver initiatives that can have a real impact on reducing harm on the water. A key requirement of the funding this year was that applicants could demonstrate how their initiatives delivered the outcomes in the Recreational Craft Strategy, developed by the Safer Boating Forum.
    “The recreational sector is broad, from stand up paddle boards to high powered motorboats. This funding goes to organisations right across the sector who have highly skilled and talented people that want to improve the knowledge of those who enjoy being out in the water,” she says.
    Funding will go to a range of different regional councils as well as national bodies. Some of the larger grants have gone towards supporting Coastguard.
    Among the initiatives that have secured funding are Coastguard’s Old4New lifejacket upgrade programme, as well as its bar crossing seminars; Waka Ama NZ, to build on the culture of water safety for waka ama; and Northland Regional Council’s Nobody’s Stronger Than Tangaroa campaign. Tasman District Council has received funding to appoint an Iwi Launch Warden in a remote region of Golden Bay, where there is an increased presence of recreational craft users in the holiday period.
    From spring through to Easter, many people in New Zealand enjoy the good weather out on the water. The team at Maritime NZ and its partners hope they will check out the programmes and initiatives on offer to improve their knowledge and safety skills on the water.

    Reefton Volunteer Fire Brigade will celebrate one-and-a-half centuries of serving its community with a special event at Labour Weekend.
    Chief Fire Officer Emmet Fortune says, “While we, like many other brigades, have faced our fair share of change and challenges over the years, this is a chance to bring our community together in our special town and celebrate the last 150 years and all those who have made it possible – our volunteers, their families and their employers.”
    Reefton is one of the older volunteer fire brigades at the heart of New Zealand communities for more than 150 years. Nowadays, around 12,000 people volunteer in nearly 600 fire brigades across New Zealand. They make up around 80 percent of Fire and Emergency New Zealand’s workforce across the motu.
    They are ordinary New Zealanders from all walks of life who are totally committed to serving their communities and who frequently go above and beyond to keep their communities safe and supported.
    Over the last 150 years the role of firefighting and emergency management has changed, but the critical importance of volunteers to fire and emergency management, to community resilience and to Fire and Emergency has not. The organisation couldn‘t operate without them.
    Chief Fire Officer Emmet Fortune says, as well as firefighting, Reefton volunteers respond to medical emergencies, car crashes, severe weather events, and other requests for help.
    “150 years ago, we had a much more stable brigade membership with people staying for a long time, but now the community is more transient with a less stable workforce, so the brigade has had to adapt. We always welcome new members,” he says.
    “Anyone can be a volunteer. We welcome people who have administrative talents to help keep the brigade running smoothly, or who can help with traffic management during an incident, or providing lighting and refreshments.
    “We invite people to come along and see for themselves.”
    “We’re all a family here on the West Coast, and that’s what has made Reefton Volunteer Fire Brigade so special over the last 150 years. We have great camaraderie within the brigade and across other West Coast brigades, we’re very family focused with generations of members, and we have a real strong sense of community and belonging, to both the brigade and our community,” Emmett says.

    The House of Representatives Standing Committee on Communications and the Arts is holding a public hearing tomorrow for its inquiry into the challenges and opportunities within the Australian live music industry, focussing on insurance in the sector.

    Since March 2024 the Committee has been investigating the current state-of-play within the Australian live music environment. The Committee has heard that the impact of escalating business costs in the sector—including, but not solely, increasing impediments and costs in obtaining business and event insurance cover—have posed significant challenges.

    Tomorrow’s hearing will take further evidence from submitters and previous witnesses, the Insurance Council of Australia and the Australian Live Music Business Council who have each considered ways to assist the sector with respect to insurance coverage. The Committee will also meet with an Australian insurance broker, H2 Insurance Solutions, which specialises in offering insurance products to the Australian live music sector.

    Additionally, the Committee is interested to learn more about the organisation model and activities undertaken by Statewide Mutual. The Mutual body was created in 1993 to help reduce the risk profiles of activities undertaken by member NSW local governments and to obtain best value insurance coverage.

    The Chair, Mr Brian Mitchell MP, said ‘there has been a perfect storm of escalating costs and compliance for venues and events; higher chances of negative weather impacts; changing audience behaviour and alternative entertainment options. Additionally, digitisation of music and the streaming of it, whilst offering greater choice, has, through algorithms, narrowed audience music selection. This has affected artists’ secondary income streams and reduced the discoverability of new artists.’

    ‘The Committee is looking to find some practical ways of assisting the sector in a manner which helps it to be self-sustainable in a new music consumption paradigm.’ Mr Mitchell said.

    October 14 2024 – Gold prices are on track to reach historic levels in the first quarter of 2025, predicts the CEO of one of the world’s largest independent financial advisory and asset management organizations.


    The bullish prediction from deVere Group’s Nigel Green is driven by a confluence of factors reshaping global markets. 


    He says: “As central banks continue aggressive buying, the US Federal Reserve cuts interest rates, and geopolitical tensions persist, the precious metal is primed for a bullish surge that could shatter previous records.”


    Central banks around the world are accelerating their gold purchases at a pace not seen in decades. This trend, which initially gained momentum following the start of the Russia-Ukraine war, has broadened, with many countries shifting away from US dollar-denominated assets. 


    “Gold buying has now surged to nearly three times the level it was before 2022, and the outlook suggests continued strong demand into 2025,” notes the deVere CEO.


    “This wave of buying is not just about portfolio diversification—it’s a strategic move to mitigate risks. Countries, especially those wary of US financial sanctions, are increasingly turning to gold to shield their reserves from political and economic pressures. 


    “China, for instance, has been a key player in this trend. In 2023, China’s central bank added to its gold holdings for 10 consecutive months, underscoring the nation’s intention to reduce its reliance on the dollar amidst growing geopolitical tensions with the West. 


    “This buying intensity continued well into 2024, with net purchases of 290 tonnes recorded in the first quarter of 2024 – the fourth strongest quarter of purchases since the buying streak began in 2022.”


    Similarly, Turkey, Singapore, Brazil and India have also ramped up their gold reserves, driven by their need to safeguard against currency volatility and potential sanctions.


    The US Federal Reserve’s shift from its aggressive interest rate hiking cycle toward rate cuts is another pivotal factor that will likely fuel a rally in gold. 


    “Higher interest rates make gold less attractive as it doesn’t generate yield. However, with rates poised to fall, the tables are turning. Lower rates can often reduce the appeal of yield-bearing assets, drawing some investors – both retail and institutional – back into the gold market.”


    In today’s fragile global landscape, gold’s role as a portfolio hedge remains as vital as ever. 


    The potential for geopolitical shocks—including escalating trade wars, sanctions, and heightened global tensions—continues to loom large. 


    “Gold offers unparalleled protection in such scenarios, especially as concerns grow around issues such as Fed independence, global debt sustainability, and financial sanctions,” affirms Nigel Green.

    MILPITAS, Calif., Oct. 14, 2024 (GLOBE NEWSWIRE) — Lumissil Microsystems expanded its automotive and industrial 32-bit MCU portfolio with the introduction of the IS31CS9310 and IS32CS9310 family of intelligent programmable LED SoC with touch key controller. The LED driver enables the IS31CS9310 and IS32CS9310 to create LED matrix light tailored to system requirements. They feature integrated non-volatile memory to store LED parameters essential for dynamic lighting effects such as color transition, pulsing, fading and animated patterns.

    Dynamic lighting effects are created by an 8 x 12 LED matrix driver using 8 PMOS switches and 12 built-in current sinks, operating without an external microcontroller, thus reducing PCB size and cost. To address potential EMI from high-frequency LED operation, these drivers feature spread spectrum frequency modulation, distributing energy across a wide range to help meet EMI compliance standards. LED ghosting or residual light is tackled with a de-ghosting circuit in the IS31CS9310 and IS32CS9310. For precise brightness control and uniform illumination, the drivers use 12-bit 80mA PWM-controlled current sinks, allowing each LED to be adjusted across 4096 brightness levels or the entire matrix across 256 levels.

    To streamline the process of replacing traditional mechanical buttons, the IS31CS9310 and IS32CS9310 are equipped with a touch controller consisting of 16 capacitive touch key sensors. These touch key sensors offer water and dust resistance, ensuring reliable operation in environments prone to moisture or splashes. This makes the IS31CS9310 and IS32CS9310 suitable for applications where durability and resistance to environmental factors are critical.

    In addition to touch key capabilities, the touch keys can be customized from self-capacitance to mutual capacitance, allowing the touch keys to serve as a touch sense matrix. Specifically, by reconfiguring the touch keys, it allows the keys to function as an 8-channel proximity sensor to detect gestures.

    The IS31CS9310 and IS32CS9310 include a 32-bit RISC-V processor as a flexible option to x86 and ARM processors. It can be configured for low power or high performance, leveraging a reduced instruction set architecture to efficiently decode and execute instructions, reducing power demand. The processor’s pipeline depth and execution types (integer, floating-point, branch prediction) are configurable. For power constraints, fewer pipeline stages can save power; more stages boost performance. It also features dynamic voltage and frequency scaling to optimize energy use. Being open source, RISC reduces risk and accelerates time to market with access to shared tools and resources.

    In addition to the RISC architecture, the IS31CS9310 and IS32CS9310 feature 256KB of integrated non-volatile memory to store not only custom LED patterns but also custom firmware for HMI white goods home appliances, automotive dashboard applications, and Industrial control panel use cases. The on-board memory simplifies design and minimizes BOM cost by eliminating the need for external memory and hardware.
