NEW YORK, July 9 (Xinhua) — U.S. President Donald Trump sent letters to leaders of six more countries on Wednesday morning, notifying them that new tariffs will be imposed on goods imported into the United States from those countries starting Aug. 1.

Almaty, July 9 (Xinhua) — The Almosi Valley in Tajikistan’s Gissar district has been officially recognized by the Food and Agriculture Organization of the United Nations (FAO) as a “globally important agricultural heritage system,” the Khovar news agency reported on Wednesday, citing the press center of the FAO office in Tajikistan.
The corresponding decision was made at the meeting of the FAO scientific advisory group held in Rome on July 7-8. The Almosi Valley has become the first and only site in Central Asia with the status of “globally important agricultural heritage system”.
“Until now, only 12 sites in the Europe and Central Asia region have been included in FAO’s Agricultural Heritage List… Now, the Almosi Valley in Tajikistan has joined them, becoming a bridge between Central Asia’s rich natural and cultural heritage and the international community,” said Kaveh Zahedi, Director of FAO’s Climate Change, Biodiversity and Environment Division. –0–

The President of the Human Rights Council, Ambassador Jürg Lauber (Switzerland), has announced the appointment of Mr. Max du Plessis of South Africa to serve as an independent member of the Fact-Finding Mission on the Islamic Republic of Iran. Mr. du Plessis replaces Ms. Shaheen Sardar Ali of Pakistan on the three-member investigative panel and joins Ms. Sara Hossain of Bangladesh and Ms. Viviana Krsticevic of Argentina. Ms. Hossain serves as chair of the Fact-Finding Mission.
The Human Rights Council established the Fact-Finding Mission with resolution S-35/1 of 24 November 2022, adopted at a special session, to “investigate alleged human rights violations in the Islamic Republic of Iran related to the protests that began on 16 September 2022, especially with respect to women and children”. The three-person Mission was further requested to “establish the facts and circumstances surrounding the alleged violations and collect, consolidate and analyse evidence of such violations and preserve evidence, including in view of cooperation in any legal proceedings”.
The mandate of the Fact-Finding Mission was subsequently extended for one year with resolution 55/19 of 4 April 2024 entitled “Situation of human rights in the Islamic Republic of Iran.”
In April 2025, with its resolution 58/21, the Council extended the Fact-Finding Mission’s mandate for an additional year and expanded its scope to, among other things, thoroughly and independently monitor and investigate allegations of recent and ongoing serious human rights violations in Iran. This resolution requests the Fact-Finding Mission to present a report to the Human Rights Council at its 61st session in February/March 2026, and to present an oral update, to be followed by an interactive dialogue, to the United Nations General Assembly at its 80th session (2025-2026).
Mr. du Plessis is a South African barrister and academic whose career has been characterised by his involvement on justice and human rights issues. He has a Bachelor of Laws from the University of South Africa and the University of Natal (South Africa), completed his Master of Laws at the University of Cambridge (United Kingdom) and completed his PhD studies at the University of KwaZulu-Natal (South Africa).
His legal career began in 2000 when he became an advocate at the High Court of South Africa. His expertise in international, administrative, and constitutional law lead to a role as a senior research fellow in the International Crime in Africa Programme at the Institute for Security Studies. Mr. du Plessis has practiced law in the United Kingdom of Great Britain and Northern Ireland and has been a visiting expert at the International Criminal Court.
Throughout his career Mr. du Plessis has been an adjunct professor at the University of Cape Town and Nelson Mandela University. He also served as a visiting professor at Law Futures Centre, Griffith University (Australia), Oxford Institute for Ethics, Law and Armed Conflict, Blavatnik School of Government, University of Oxford (United Kingdom), St. John’s College, University of Cambridge (United Kingdom), the London School of Economics (United Kingdom), Harvard Kennedy School, Harvard University (United States), and others.

At the invitation of the Speaker of the National Assembly, H.E. Saara Kuugongelwa, Prime Minister Shri Narendra Modi addressed today the Parliament of Namibia. This special gesture from the Namibian side made Prime Minister’s State Visit to Namibia even more meaningful.

Addressing the Parliament, Prime Minister conveyed greetings from the “Mother of Democracy” and the largest democracy in the world to the members of the august House and to the friendly people of Namibia. Interview with Brannon Zahand, Senior Technical Program Manager at Xbox, and Steve Saylor, Content Creator and Gaming Accessibility Advocate
Today’s a big day! What does it mean to you, on a personal level, to have the new Accessible Games Initiative tags available across all digital Xbox experiences?
Brannon Zahand: This work has been over half a decade in the making, so finally seeing these new tags in our store experiences is incredibly exciting. And it’s been amazing to see not just the positive community sentiment, but the rapid adoption we’ve had from game developers.
Steve Saylor: I’m very excited! As more and more accessible games are being released, being able to find them via tags that cater to my accessibility needs is fantastic. I’ll be able to find my next favourite game or find that rare gem that I would’ve missed.
Where exactly can players find these new tags, and will the Xbox Game Accessibility Feature Tags still be available?
Zahand: On console, these tags can be found in many places, including the Xbox Store and filters in “My Games & Apps.” They are also available in the Xbox PC app, Xbox Mobile app, as well as on Xbox.com. In total, players will find more than 4,000 tags across all these experiences, which we’re really proud of. As for the original Xbox Game Accessibility Tags, we kept the tags which didn’t have Accessible Games Initiative equivalents as we heard from the community that they still found these very helpful. Those tags are “Accessibility on launch,” “On-demand tutorials,” “Pausable,” “Adjustable input sensitivity,” and “Single stick gameplay.”
Why are these new tags being introduced, when Xbox already had its own tagging system?
Zahand: Obviously, we love our Xbox Game Accessibility Tags. Developers and consumers alike both told us they gained a lot of value from them. But, at Xbox, we really view accessibility through the lens of collaboration, not competition. We realized we can do more good for our community and the developers that support them if we can align with other industry leaders to create a consistent language for developers to share information about what accessibility features their games have, regardless of platform or storefront. It reduces the amount of effort developers have to make to try to support different tagging systems, and makes it easier for the community by reducing the number of tagging systems they have to learn.
As a founding member of the Accessible Games Initiative, what was it like to work with not only the ESA, but other industry partners, on these tags?
Zahand: It was such an amazing experience. There are so many passionate accessibility experts and advocates in our industry now, and having the opportunity to tackle such a transformative initiative with them was so rewarding. My sincere thanks go out to each and every one of them for all the effort they poured into making the Accessible Games Initiative a reality.
The Accessible Games Initiative marks a significant step in the standardization of accessibility in video games. Why is this important?
Zahand: For years, people spoke about accessibility using similar terms but with very different meanings and expectations. For example, a long time back, I remember seeing a game that advertised itself as having subtitles. I was excited to try it out until I realized the subtitles were white text… and a decent chunk of the game was played in a snowy environment. There were points where it was impossible to read the text. Now, I was fortunate that I didn’t need the subtitles; for me, they were a “nice to have.” But I can imagine that those who rely on subtitles, like players in from the d/Deaf and hard-of-hearing community, were likely frustrated by this. With these new tags, individuals buying a game tagged with “Large & Clear Subtitles” can be certain that the subtitles will have an adjustable background ensuring they’ll be able to read text regardless of the game environment in the background. And if you think about it, this makes it easier for game developers as well. It gives them a clear place to start when they think about what types of accessibility features they may want to implement and the “minimum bars” that make those features useful and enjoyable.
Saylor: It’s important because right now accessibility information about a game is rare. We get some info here and there, but we often won’t know if a game is accessible until we buy it and play it ourselves. With these tags it’s a great step forward for the industry to at least have a baseline of information so we can make our purchasing decisions wisely.
What do you hope these tags signal to the rest of the industry?
Zahand: I hope these tags are a reminder to developers, publishers, and consumers alike that accessibility is a win-win. Accessible games are good for everyone. For gamers, they give those who need these features an opportunity to take part, and those who simply enjoy customizing their gaming experience more options to do so. For developers, it allows their art to be enjoyed by more people. And since the use of these tags and implementation of these features isn’t mandatory, it gives them the freedom to do what they think is best for their game and players.
Saylor: I hope it’s a signal to the industry that accessibility is not a daunting thing. Yes, it can be a lot of work. But, instead of being a mysterious thing, developers can look at the tags and say, “Oh that’s how you do it? That can totally be done.” It’s not the whole picture but it at least sets a standard going forward.

Finally, are there any games that have surprised and delighted you with their accessibility options, and how are those represented in the new AGI tags?
Zahand: It’s amazing to see how many titles have adopted these tags since they became available. I was really happy to see that Indiana Jones and the Great Circle, South of Midnight, and Doom: The Dark Ages all implemented some great accessibility features, including features covered by both the Accessible Games Initiative tags and Xbox Accessibility Feature tags.
Saylor: A game that surprised me the most this year was Atomfall. Not only is it a great game to play on Game Pass, but it has a large amount of accessibility that made it so much fun to play. It has multiple tags already that include Clear and Large Text, Large and Clear Subtitles, Playable with Keyboard, or Touch controls, and more. I definitely recommend giving it a try!

As the Trump administration barrels forward with its pro-fossil fuel agenda, and European and Asian governments and financial institutions debate whether to increase investments in U.S. liquified natural gas (LNG) projects, a report published today by Greenpeace USA, Earthworks, and Oil Change International highlights the climate threats and financial risks posed by five major new liquefied gas export projects proposed for the United States Gulf Coast, all but one of them still awaiting a final investment decision.
“What we found was crystal clear – any further investment in LNG is not compatible with a livable climate,” says Andres Chang, Senior Research Specialist at Greenpeace USA and lead author of the report. “The massive growth in infrastructure along the Texas and Louisiana Gulf Coast has already created significant public health and ecosystem impacts, threatening entire coastal communities. But it doesn’t stop there. We believe this report shows that if built, these projects would put global climate goals even further out of reach.”
The report analyzes five major U.S. LNG projects – Venture Global CP2, Cameron LNG Phase II, Sabine Pass Stage V, Cheniere Corpus Christi LNG Midscale 8-9 [1], and Freeport LNG Expansion – and finds that each and every one fails a “climate test” derived from models in the Department of Energy’s (DOE) 2024 LNG Export public interest studies. Contrary to industry claims, the report shows that decreasing methane venting and leaking during gas drilling, transportation, and liquefaction is not enough to make these projects “climate neutral.”
“Focusing the Department of Energy’s model on individual US LNG terminals that are yet to be built, we found that they all result in increased greenhouse gas emissions because they pollute the climate, displace renewable energy, and drive up gas demand,” says Lorne Stockman, Oil Change International Research Director and report co-author. “It is very clear that governments, investors, and insurers must stop supporting the reckless LNG buildout now and instead invest in a rapid and just transition to renewable energy that will protect our communities from toxic pollution and climate-fueled superstorms.”
Future administrations could revoke export authorizations that were rubber-stamped under Trump based on their failure to pass the DOE “climate test,” which introduces a new layer of uncertainty to these already-risky projects. This report adds to a rapidly growing body of evidence that financing U.S. LNG is not a sound decision for insurers, investors, or purchasers – something the EU and America’s Asian allies must keep in mind as President Trump pressures them to increase their imports of U.S. LNG under threat of sweeping tariffs. “Countries with climate commitments, such as those in the EU, should be very wary of the climate cost of importing US LNG,” says Dr. Dakota Raynes, Senior Manager of Research, Policy, and Data at Earthworks and report co-author.
“Fossil fuel dependency has long externalized its true costs, forcing communities to bear the burden of pollution, sickness, and economic instability,” says James Hiatt, founder and director of For a Better Bayou. “For decades the oil and gas industry has known about the devastating health and climate impacts of its operations, yet it continues to expand, backed by billions in private and public financing. These harms are not isolated – they’re systemic, and they threaten all of us. This report is a call to conscience. It’s time we stop propping up deadly false solutions and start investing in a transition to energy systems that sustain life, not sacrifice it.”

To many, the resurgence came as a surprise. The anti-fur movement, especially influential in the 1980s, continues to shape perceptions of fur. In the 2010s, cities including New York and Los Angeles banned the use of fur to make clothes. The UK meanwhile banned the farming of fur-bearing animals, and, alongside the EU, has committed itself to legislating against all fur imports.
Just last year the town of Worthing, in England, debated whether their mayor should wear ceremonial robes trimmed with fur or not. Despite these trends, many young people have embraced the renewed trend of wearing real fur.
Some clothes made from animal skins became popular during the counter-cultural movement of the 1960s, but historically, fur has mostly marked status, wealth and luxury. Today, many critics interpret fur’s return to fashion as a cultural expression of rightwing politics.

Fur clothing is a reminder of the moral tensions between need and desire, and luxury and excess. In addition to being inter-generational, these debates are also about gender. For much of the 20th century, fur coats symbolised femininity, erotic power and class position in the west. But by the 1980s, advertising campaigns depicted women who wore fur as either stupid and unthinking or thinking and unspeakably cruel, leading many to jettison it.
Anti-fur protests were held across the US in 1994.
Fur’s return to fashion has injected old debates with new significance. Some young people are willing to wear faux fur because it does not involve killing animals. But others argue that, because it is made from synthetic material, faux fur is actually more environmentally damaging and prefer to wear the real thing. They claim that wearing vintage fur is a form of “sustainable consumption” but are challenged by those who argue that this fashion trend ultimately justifies killing animals to make clothes.
The boom boom trend is said to embody a contemporary expression of 1980s “conspicuous consumerism”, but in an era of economic austerity the adoption of fur by young people suggests the clothes they wear identify their desires rather than their financial reality.
A global history of fur
Today, as in the 1980s, the perspectives, interests and experiences of non-Europeans are often unheard in debates around fur. A decline of fur-bearing animal populations in North America and Siberia from the early 19th century, led to a global expansion in fur farming.
From the 1850s, for example, Central Asia supplied furs to Europe and North America. Local artisans cured the pelts of karakul lambs – a native breed – to yield a rich and glossy fur. In central and south Asia, men of high status wore karakul hats; in Europe and America, they were mostly used to make women’s coats.
After the Russian revolution of 1917, many nomadic and semi-nomadic pastoralists, who raised sheep and other animals, left central Asia and moved with their flocks to neighbouring Afghanistan. The trade in karakul fur grew in the country, and foreign currency reserves came to depend on lambskins sold at auctions in London and New York.
In the 1960s, sheepskin coats made in Afghanistan – known as “Afghans” – became popular in the west, being worn by stars including Brian Jones of the Rolling Stones. The 1969 British edition of Vogue featured an interview with an icon of “oriental chic”, the “beautiful, dashing, intelligent, adventurous” Afghan socialite, Safia Tarzi, who lived in Paris, and ran a boutique clothing shop in Kabul.
The Afghan coat enjoyed a resurgence in 2000 having been worn by the character Penny Lane (Kate Hudson) in the film Almost Famous.
In the 1980s, the anti-fur campaign contributed to a declining market for karakul. For decades, rumours of Central Asian shepherds extracting lambs from the wombs of sheep to ensure a steady yield of delicate pelts had circulated. Moral opposition to the practice was not confined to the west.
During my research on globally dispersed activists, intellectuals and merchants from Afghanistan, a man from Afghanistan, now based in London, told me that his father banned his family from wearing karakul hats because sheep and their lambs were treated cruelly.
In the 1990s, civil war destroyed much of the infrastructure of the karakul industry in Afghanistan, but a trickle of pelts reached auction houses located in Frankfurt, Copenhagen and Helsinki.
In the 2000s, international development organisations attempted to revive the trade, though sales never returned to anyway near the levels of the 1970s. By the 2010s, families in northern Afghanistan struggling economically opted to send sons to travel illegally to Turkey to find work as shepherds for commercially oriented Turkish farmers.

As the 14th Dalai Lama celebrates his 90th birthday with thousands of Tibetan Buddhists, there’s already tension over how the next spiritual leader will be selected. Controversially, the Chinese government has suggested it wants more power over who is chosen.
Traditionally, Tibetan leaders and aides seek a young boy who is seen as the chosen reincarnation of the Dalai Lama. It is possible that after they do this, this time Beijing will try to appoint a rival figure.
However, the current Dalai Lama, who lives in exile in India, insists that the process of succession will be led by the Swiss-based Gaden Phodrang Trust, which manages his affairs. He said no one else had authority “to interfere in this matter” and that statement is being seen as a strong signal to China.

Throughout the 20th century, Tibetans struggled to create an independent state, as their homeland was fought over by Russia, the UK and China. In 1951, Tibetan leaders signed a treaty with China allowing a Chinese military presence on their land.
China established the Tibetan Autonomous Region in 1965, in name this means that Tibet is an autonomous region within China, but in effect it is tightly controlled. Tibet has a government in exile, based in India, that still wants Tibet to become an independent state.
This is a continuing source of tension between the two countries. India also claims part of Tibet as its own territory.
Beijing sees having more power over the selection of the Dalai Lama as an opportunity to stamp more authority on Tibet. Tibet’s strategic position and its resources are extremely valuable to China, and play a part in Beijing’s wider plans for regional dominance, and in its aim of pushing back against India, its powerful rival in south Asia.

Tibet provides China with a naturally defensive border with the rest of southern Asia, with its mountainous terrain providing a buffer against India. The brief Sino-Indian war of 1962 when the two countries battled for control of the region, still has implications for India and China today, where they continue to dispute border lands.
As with many powerful nations, China has always been concerned about threats, or rival power bases, within its neighbourhood. This is similar to how the US has used the Monroe Doctrine to ensure its dominance over Latin America, and how Russia seeks to maintain its influence over former Soviet states.
Beijing views western criticism of its control of Tibet as interference in its sphere of influence.
Another source of contention is that Beijing traditionally views boundaries such as the McMahon line defining the China-India border as lacking legitimacy, a border drawn up when China was at its weakest in the 19th century. Known in China as the “century of humiliation”, this was characterised by a series of unequal treaties, which saw the loss of territory to stronger European powers.
This continues to a source of political tensions in China’s border regions including Tibet. This is a controversial part of China’s historical memory and continues to influence its ongoing relationship with the west.
Demand for natural resources
Tibet’s importance to Beijing also comes from its vast water resources. Access to more water is seen as increasingly important for China’s wider push towards self-sufficiency which has become imperative in the face of climate change. This also provides China with a significant geopolitical tool.
For instance, the Mekong River rises in Tibet and flows through China and along the borders of Myanamar and Laos and onward into Thailand and Cambodia. It is the third longest river in Asia, and is crucial for many of the economies of south-east Asia. It is estimated to sustain 60 million people.
China’s attempts to control water supplies, particularly through the building of huge dams in Tibet, has added to regional tensions. Around 50% of the flow to the Mekong was cut off for part of 2021, after a Chinese mega dam was built. This caused a lot of resentment from other countries which depended on the water.
Moves by other nations to control access to regional water supplies in recent years show how water is now becoming a negotiating tool. India attempted to cut off Pakistan’s water supply in 2025 as part of the conflict between the two. Control of Tibet allows China to pursue a similar strategy, which grants Beijing leverage in its dealings with New Delhi, and other governments.
Another natural resource is also a vital part of China’s planning. Tibet’s significant lithium deposits are crucial for Chinese supply chains, particularly for their use in the electric vehicle industry. Beijing is attempting to reduce its reliance on western firms and supplies, in the face of the present trade tensions between the US and China, and Donald Trump’s tariffs on Chinese goods.
Tibet’s value to China is a reflection of wider changes in a world where water is increasingly playing an important role in geopolitics. With its valuable natural resources, China’s desire to control Tibet is not likely to decrease.

Employers and employees should make work arrangements in times of rainstorm warnings “Employers should make prior work arrangements and contingency measures for staff which are reasonably practicable. In drawing up and implementing the work arrangements, employers should give prime consideration to employees’ safety and the feasibility of employees travelling to and from their workplaces. Employers should also give consideration as much as possible to the different situations faced by individual employees, such as their place of residence and the road and traffic conditions in the vicinity, and adopt a sympathetic and flexible approach with due regard to their actual difficulties and needs,” an LD spokesman said.
To avoid misunderstandings, disputes and confusion, employers should consult and engage employees when drawing up the arrangements and make appropriate updates or amendments based on the experience of each occasion and the needs of both employers and employees as well as the actual situations. The work arrangements should cover the following matters:
* arrangements in respect of reporting for duty; * arrangements in respect of early release from work; * arrangements in respect of resumption of work (e.g. the number of hours within which employees should resume duty after the warning concerned is cancelled or extreme conditions come to an end, when safety and traffic conditions allow); * arrangements in respect of remote work such as work from home (if applicable) (e.g. duty and work arrangements during and after rainstorm warnings and extreme conditions); * arrangements regarding working hours, wages and allowances (e.g. calculation of wages and allowances in respect of reporting for duty and absence); and * special arrangements in respect of staff required to report for duty in times of adverse weather or extreme conditions.
“Employers should conduct a timely and realistic assessment of whether there is any need for requiring staff to report for duty at workplaces when rainstorm warning or extreme conditions are in force. In making the assessment, employers should take into account the safety of employees, the business nature, operational needs and urgency of service, with due regard to the manpower requirements, staffing establishment and individual situations of employees, and keep the number of staff at workplaces to the minimum as far as possible,” the spokesman added.
If a Red or Black Rainstorm Warning Signal is issued during working hours, employees working indoors should continue to work as usual unless it is dangerous to do so. Supervisors of employees working outdoors or in exposed areas should suspend outdoor duties as soon as practicable. They should arrange for their employees to take shelter temporarily and resume duty only when weather conditions permit. If the Black Rainstorm Warning Signal is still in force by the end of working hours, employees should stay in a safe place until the heavy rain has passed. A suitable area in the workplace should be made available by employers as temporary shelter for employees.
If the Government makes an extreme conditions announcement, apart from those required by employers to report for duty at workplaces, employees are advised to stay in the place they are currently in or in safe places when extreme conditions are in force, instead of heading for work. Employees who have already reported for duty at workplaces could continue to work as usual in a safe manner. If the workplaces are in danger, employers should release staff from work early under feasible conditions and in a safe manner or make available a safe place as temporary shelter for employees. If the working time ends while extreme conditions are still in force, employers can release employees from workplaces in a safe manner or provide a suitable area as temporary shelter for those still at workplaces.
If it is necessary for employees to report for duty at workplaces under adverse weather or extreme conditions, employers should discuss and agree with them in advance the duty arrangements and contingency measures. If public transport services are suspended or limited when the Black Rainstorm Warning Signal or extreme conditions are in force, employers should provide safe transport services for employees travelling to and from workplaces, or grant them an extra travelling allowance.
The spokesman reminded employers to observe the statutory liabilities and requirements under the Employment Ordinance, Occupational Safety and Health Ordinance, Factories and Industrial Undertakings Ordinance, Employees’ Compensation Ordinance and Minimum Wage Ordinance.
“As natural calamities cannot be avoided, for employees who are not able to report for duty or resume work on time due to adverse weather or extreme conditions, employers should neither deduct their wages, good attendance bonuses or allowances, nor reduce employees’ entitlement to annual leave, statutory holidays or rest days under the Employment Ordinance, or ask for additional hours of work from employees to compensate for the loss of working hours when they are unable to report for duty,” he said.
Employers should note that they have an obligation to provide and maintain a safe working environment for their employees under the Occupational Safety and Health Ordinance. If employees are required to work in times of tropical cyclone warnings, rainstorm warnings or extreme conditions, employers should ensure that the risks at work are reduced as far as reasonably practicable. Moreover, under the Employees’ Compensation Ordinance, employers are liable to pay compensation for injuries or deaths incurred when employees are travelling by a direct route from their residence to their workplace, or from their workplace back to their residence after work, four hours before or after working hours on a day when Tropical Cyclone Warning Signal No. 8 or higher, a Red or Black Rainstorm Warning Signal or extreme conditions are in force.

Moscow, July 9 /Xinhua/ — In recent days, some American politicians and media outlets have once again “heated up” the hackneyed rhetoric about “intellectual property theft” and “forced technology transfer” by China. These accusations not only represent a malicious distortion of Sino-American trade and economic relations, but have also become an ideological tool for the United States to promote trade protectionism, according to an article by Chinese Ambassador to Russia Zhang Hanhui published in the Moskovsky Komsomolets newspaper.
“The thesis of ‘China’s theft of intellectual property’, which is being inflated by the American side, is essentially a manifestation of arrogance and prejudice, namely the theory of ‘racial superiority in technology,’” the ambassador writes. “The United States considers itself exceptional and technologically superior to the rest of the world, looks down on everyone and claims that China is allegedly incapable of independent breakthroughs in key technologies, and, ignoring the facts, fabricates accusations. It is noteworthy that such American technology giants as Apple, Google and Amazon, clearly stated during hearings in the US Congress that there is no evidence of China stealing technology from American companies.”
According to the ambassador, China’s technological progress is “a breakthrough through the blockade as a result of hard work in independent development.” In terms of investment in research and development (R&D), China confidently ranks second in the world. China is one of the world leaders in such areas as 5G, high-speed rail, renewable energy and unmanned aerial vehicles. The country is making a successful transition from the largest importer of intellectual property to its creator and largest exporter.
“China has become the first country in the world to have more than 4 million patents in force domestically, with high-quality patents accounting for 41.5 percent. In 2024, the number of international patent applications under the Patent Cooperation Treaty (PCT) exceeded 70,000, ranking China first in the world for the sixth consecutive year,” Zhang Hanhui wrote.
As he points out, the thesis spread by the American side about the alleged “unfair protection of intellectual property” in China actually aims to incite discord and hinder the influx of foreign investment into the Chinese market. In recent years, China has been continuously improving its legal system in the field of intellectual property. There are 30 arbitration courts for intellectual property, 115 national centers for the protection of intellectual property and rapid response centers operating throughout the country. Foreign companies have already effectively “put forward a vote of confidence” through their practical actions.
The Chinese diplomat cites the following data: in 2024, Apple’s R&D investment in China increased by 22 percent, Pfizer established three research centers in Shanghai, Wuhan and Beijing. Medtronic opened its first digital health innovation base in China. “The accelerated establishment of research centers in China by foreign companies demonstrates the effectiveness of efforts in the field of intellectual property protection,” Zhang Hanhui emphasizes.
The claims about “forced technology transfer” are a substitution of concepts, the article points out. The American side is trying to present the fact of mutually beneficial cooperation between Chinese and foreign companies as “forced technology transfer.”
“It must be clearly emphasized: ‘forced technology transfer’ not only does not comply with Chinese law, but also directly contradicts the country’s basic state policy of openness to the outside world,” the Chinese ambassador writes.
According to him, China has been steadily promoting opening up to the outside world at a high level: the negative list for foreign investment has been significantly shortened, restrictions in the manufacturing sector have been completely abolished, and restrictions on foreign capital participation have been continuously relaxed. These measures have greatly expanded the freedom and choice for foreign companies to invest in China.
“Meanwhile, the US is forcing three major South Korean battery manufacturers that invest in the US to disclose key technologies, forcing ByteDance to sell TikTok and hand over its operating algorithms — these are true examples of forced technology transfer and outright robbery,” notes Zhang Hanhui –0–

WASHINGTON, D.C. — U.S. Senator Peter Welch (D-Vt.) joined U.S. Senators Alex Padilla (D-Calif.) and Cory Booker (D-N.J.) in cosponsoring new legislation to require immigration enforcement officers to display clearly visible identification during public-facing enforcement actions. The Visible Identification Standards for Immigration-Based Law Enforcement (VISIBLE) Act of 2025 would strengthen oversight, transparency, and accountability of the Trump Administration’s indiscriminate and alarming immigration enforcement tactics that have terrorized communities across the nation.
Under the Trump Administration’s mass deportation agenda, civil immigration enforcement operations have increasingly involved Department of Homeland Security (DHS) officers engaging with the public while wearing unmarked tactical gear, concealing clothing, and face coverings that obscure both agency affiliation and personal identity. Without visible badges, names, or insignia, members of the public often have no way to confirm whether they are interacting with legitimate government officials.
This lack of transparency endangers public safety by causing widespread confusion and fear, especially in communities already subject to heightened immigration scrutiny. It also increases operational and safety risks for law enforcement personnel by creating an opportunity for immigration enforcement impersonators and compounding uncertainty in high-stress situations. Clear, consistent, visible identification helps reduce miscommunication during enforcement encounters, strengthens officer credibility, and improves public cooperation, all of which are vital to mission success.
“Public safety requires trust. When federal immigration agents are in plainclothes and unidentifiable, it threatens that public safety, undermines trust in government, and can even lead to escalating violence,” said Senator Welch. “This is about accountability and transparency.”
The VISIBLE Act would place a critical check on the government’s power, ensuring basic transparency safeguards that protect public trust and legitimacy in immigration enforcement operations. Specifically, the VISIBLE Act:
Requires immigration enforcement officers — including DHS personnel such as Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE), federal agents detailed to immigration operations, and deputized state or local officers — to display clearly legible identification, including their agency name or initials and either their name or badge number, in a manner that remains visible and unobscured by tactical gear or clothing;
Prohibits non-medical face coverings (such as masks or balaclavas) that obscure identity or facial visibility, with exceptions for environmental hazards or covert operations; and
Requires DHS to establish disciplinary procedures for violations, report annually to Congress on compliance, and investigate complaints through its Office for Civil Rights and Civil Liberties.
The bill does not apply to covert or non-public facing operations, nor does it prohibit face coverings when necessary for officer safety. It also does not apply to enforcement actions conducted solely under criminal authority.
The VISIBLE Act is cosponsored by Senators Richard Blumenthal (D-Conn.), Tammy Duckworth (D-Ill.), Mazie Hirono (D-Hawaii), Patty Murray (D-Wash.), Adam Schiff (D-Calif.), Elissa Slotkin (D-Mich.), Tina Smith (D-Minn.), Gary Peters (D-Mich.), Chris Van Hollen (D-Md.), and Ron Wyden (D-Ore.). Prime Minister Narendra Modi met Namibian President Netumbo Nandi-Ndaitwah at the State House in Windhoek on Wednesday during his state visit. The Prime Minister was warmly welcomed by Nandi-Ndaitwah and accorded a ceremonial reception on arrival.
This marks the first visit by an Indian Prime Minister to Namibia in 27 years and is also the first bilateral state visit hosted by Nandi-Ndaitwah since she assumed office in March this year.
Congratulating Nandi-Ndaitwah on her election, the PM recalled the deep historical ties between the two countries and conveyed condolences on the passing of Namibia’s Founding Father and first President, Dr. Sam Nujoma, earlier this year.
During their talks, the two leaders discussed ways to expand bilateral cooperation across various sectors, including defence, maritime security, digital technology and UPI, agriculture, health and pharmaceuticals, energy, and critical minerals. They welcomed the steady growth in trade and called for expediting discussions on an India-SACU Preferential Trade Agreement to unlock greater economic potential.
The Prime Minister assured India’s commitment to scaling up development cooperation with Namibia through capacity building and partnerships in establishing manufacturing facilities. He offered India’s support for Quick Impact development projects in areas such as agriculture, IT, cyber security, healthcare, education, women’s empowerment, and child welfare. Sharing India’s experience in using drones for agriculture, the PM suggested the technology could add value for Namibian farmers.
PM Modi also thanked Namibia for its role in India’s cheetah conservation project and invited the country to join the International Big Cat Alliance.
Both leaders discussed global issues of mutual concern, including strengthening the fight against terrorism. The PM thanked Namibia for its support following the recent terror attack in Pahalgam and stressed the need to amplify the voice of the Global South.
Two MoUs were also exchanged in health and entrepreneurship during the meeting.
Namibia announced its decision to join the Coalition for Disaster Resilient Infrastructure and the Global Biofuels Alliance, becoming the first country to sign a licensing agreement to adopt India’s UPI technology.
Nandi-Ndaitwah later hosted a banquet in honour of PM Modi, who invited her to visit India at a mutually convenient date.

The average temperature for the contiguous U.S. (CONUS) in June 2025 was 71.2°F, 2.8°F above the 20th-century average, and ranked seventh warmest in the 131-year record. Temperatures were above average across most of the Lower 48, with much-above-average warmth affecting large areas of the western third of the country, along with parts of the Florida Peninsula, Mid-Atlantic, Northeast and Great Lakes regions. Rhode Island saw its second-warmest June on record and its warmest for nighttime minimum temperatures, which were 5.8°F above average.
Alaska’s average temperature for June was 50.8°F, 1.6°F above the long-term average and ranking in the warmest third of the 101-year record. While parts of the southeast Panhandle were slightly cooler than average, the North Slope was notably warm at more than 3 degrees above average.
The average temperature for the CONUS during the first half of 2025 (January–June) was 49.6°F, 2.1°F above the 20th-century average, ranking in the warmest third of the 131-year record. All states recorded temperatures above their long-term averages for the six-month period, with much-above-average warmth observed across parts of the West, Southwest and portions of the East Coast. Alaska’s year-to-date average temperature was 26.8°F, 5.5°F above its long-term average, tying as the fourth-warmest January–June in the 101-year record.

The average precipitation for the contiguous U.S. in June was 3.22 inches, 0.30 inch above the long-term average, ranking in the wettest third of the 131-year record. Much of the Southwest, the southern and central Plains, the middle and upper Mississippi Valley, parts of the Ohio Valley and Great Lakes region and areas of the Deep South recorded above-average rainfall. In contrast, drier-than-average conditions prevailed from the central West Coast through the Northwest and into the Rockies. The Northwest region experienced its third-driest June on record—and driest since 2003—with Washington and Oregon each receiving less than half an inch of rain for the month. Parts of north-central California and south-central Washington recorded no measurable rainfall for the entire month.
For the January–June period, the CONUS averaged 15.70 inches of precipitation, 0.40 inch above the long-term average, ranking in the middle third of the 131-year record. Most of the western half of the country, along with a narrow band from the central Plains through the mid-Mississippi Valley and parts of the Southeast, were drier than average. Above-average precipitation was recorded from the southern Plains through the lower Mississippi and Ohio Valleys into the Northeast, as well as in parts of the northern Plains and upper Mississippi Valley.
Alaska received 2.32 inches of precipitation in June, which was near the long-term average. Conditions were drier than average across the eastern interior and North Slope but wetter than normal in the western and southwestern parts of the state. For the first half of the year, Alaska recorded 16.58 inches of precipitation, 2.96 inches above average, marking its fifth-wettest start to the year on record.
Drought
According to the July 1 U.S. Drought Monitor report, about 32.4% of the contiguous U.S. was in drought, an increase of approximately 2.8% since the beginning of the month. Drought developed or intensified across much of the Northwest through the Rocky Mountains and in small areas of the Alaskan interior. Conversely, drought contracted or was reduced in intensity across parts of the Southwest and southern Texas, the central and northern Plains, the upper Mississippi Valley and parts of Florida.
Monthly Outlook
July temperatures are expected to be above normal across the entire contiguous U.S., with the highest likelihood of warmer-than-average conditions in the Mountain West, southern Texas and throughout much of the Great Lakes and the Northeast. For rainfall, parts of the Northwest and the southern and central Plains are expected to be drier than normal, while the interior East is favored to have a wetter-than-average July. Drought is likely to persist across much of the western U.S. in July, with some further development in the Northwest, while improvement is expected across southeastern Arizona, southern New Mexico and far West Texas, where above-average rainfall is favored.
