  • MIL-OSI USA: Ricketts Discusses Unleashing American Energy for Strengthening American Diplomacy

    WASHINGTON, D.C. – Today, during a Senate Foreign Relations Committee hearing, U.S. Senator Pete Ricketts (R-NE) discussed the role of American energy production in international diplomacy. Ricketts underscored the importance of energy production for success in the competition with Communist China.
    “Last month, I hosted a bipartisan tabletop exercise with Senator Coons, simulating a Communist Chinese energy quarantine of Taiwan,” said Ricketts. “That exercise confirmed one of Taiwan’s biggest vulnerabilities, which is energy insecurity. But it’s not just about Taiwan, this is something that applies to all our allies in the region, who are nearly just as vulnerable in relying on seaborne energy imports in such a crisis… The most immediate answer to this problem for us is to increase our exports of LNG. We are the world’s top exporter with clean and reliable gas, it’s already helping our allies replace coal, reduce their emissions, and increase their energy resilience.”

Last month, Senator Ricketts led a congressional delegation trip to Taiwan and the Philippines with Senators Chris Coons (D-DE) and Ted Budd (R-NC). Senators Ricketts and Coons are working as chairman and ranking member of the Senate Foreign Relations East Asia Subcommittee to support our allies and partners in the region against Communist China’s aggression, including conducting a recent tabletop exercise and introductions of the PORCUPINE Act and COUNTER Act.

  • MIL-Evening Report: With so many parties ‘ruling out’ working with other parties, is MMP losing its way?

    There has been a lot of “ruling out” going on in New Zealand politics lately. In the most recent outbreak, both the incoming and outgoing deputy prime ministers, ACT’s David Seymour and NZ First’s Winston Peters, ruled out ever working with the Labour Party.

    Seymour has also advised Labour to rule out working with Te Pāti Māori. Labour leader Chris Hipkins has engaged in some ruling out of his own, indicating he won’t work with Winston Peters again. Before the last election, National’s Christopher Luxon ruled out working with Te Pāti Māori.

    And while the Greens haven’t yet formally ruled anyone out, co-leader Chlöe Swarbrick has said they could only work with National if it was prepared to “completely U-turn on their callous, cruel cuts to climate, to science, to people’s wellbeing”.

    Much more of this and at next year’s general election New Zealanders will effectively face the same scenario they confronted routinely under electoral rules the country rejected over 30 years ago.

    Under the old “first past the post” system, there was only ever one choice: voters could turn either left or right. Many hoped Mixed Member Proportional representation (MMP), used for the first time in 1996, would end this ideological forced choice.

    Assuming enough voters supported parties other than National and Labour, the two traditional behemoths would have to negotiate rather than impose a governing agenda. Compromise between and within parties would be necessary.

    Government by decree

    By the 1990s, many had tired of doctrinaire governments happy to swing the policy pendulum from right to left and back again. In theory, MMP prised open a space for a centrist party which might be able to govern with either major player.

    In a constitutional context where the political executive has been described as an “elected dictatorship”, part of the appeal of MMP was that it might constrain some of its worst excesses. Right now, that is starting to look a little naive.

    For one thing, the current National-led coalition is behaving with the government-by-decree style associated with the radical, reforming Labour and National administrations of the 1980s and 1990s.

    Most notably, the coalition has made greater use of parliamentary urgency than any other government in recent history, wielding its majority to avoid parliamentary and public scrutiny of contentious policies such as the Pay Equity Amendment Bill.

    Second, in an ironic vindication of the anti-MMP campaign’s fears before the electoral system was changed – that small parties would exert outsized influence on government policy – the two smaller coalition partners appear to be doing just that.

    It is neither possible nor desirable to quantify the degree of sway a smaller partner in a coalition should have. That is a political question, not a technical one.

    But some of the administration’s most unpopular or contentious policies have emerged from ACT (the Treaty Principles Bill and the Regulatory Standards legislation) and NZ First (tax breaks for heated tobacco products).

    Rightly or wrongly, this has created a perception of weakness on the part of the National Party and the prime minister. Of greater concern, perhaps, is the risk the controversial changes ACT and NZ First have managed to secure will erode – at least in some quarters – faith in the legitimacy of our electoral arrangements.

    The centre cannot hold

    Lastly, the party system seems to be settling into a two-bloc configuration: National/ACT/NZ First on the right, and Labour/Greens/Te Pāti Māori on the left.

    In both blocs, the two major parties sit closer to the centre than the smaller parties. True, NZ First has tried to brand itself as a moderate “common sense” party, and has worked with both National and Labour, but that is not its position now.

    In both blocs, too, the combined strength of the smaller parties is roughly half that of the major player. The Greens, Te Pāti Māori, NZ First and ACT may be small, but they are not minor.

    In effect, the absence of a genuinely moderate centre party has meant a return to the zero-sum politics of the pre-MMP era. It has also handed considerable leverage to smaller parties on both the left and right of the political spectrum.

    Furthermore, if the combined two-party share of the vote captured by National and Labour continues to fall (as the latest polls show), and those parties have nowhere else to turn, small party influence will increase.

    For some, of course, this may be a good thing. But to those with memories of the executive-centric, winner-takes-all politics of the 1980s and 1990s, it is starting to look all too familiar.

    The re-emergence of a binary ideological choice might even suggest New Zealand – lacking the constitutional guardrails common in other democracies – needs to look beyond MMP for other ways to limit the power of its governments.

  • MIL-OSI Security: Folsom Man Sentenced to 15 Months in Prison for Visa Fraud

    Marcus Taslim, 70, of Folsom, was sentenced Monday to 15 months in prison for visa fraud, Acting U.S. Attorney Michele Beckwith announced. Taslim was also ordered to pay the victim $39,000 in restitution.

    According to court documents, Taslim brought the victim to the United States from Indonesia in December 2018 to provide caregiving services for Taslim’s mother. He obtained a non‑immigrant visa for the victim through lies and false statements, falsely representing to a consular officer that the victim’s length of stay in the United States would only be one month, that she would be paid minimum and overtime wages under the laws of the State of California, that she would be paid bi-weekly and in full, and that he had paid the victim’s one-month salary in advance. Taslim knew these statements were not true. As soon as the consular officer received proof that Taslim had paid the victim’s advance salary, he ordered the victim to withdraw that money and return it to him, which she did.

    According to court documents, the victim continued caring for the mother in the United States for about six months. She typically worked seven days a week, beginning work as early as 5 or 6 a.m. and ending at about 8 or 9 p.m. Taslim paid the victim far less than minimum wage, did not pay her bi-weekly and in full, and also confiscated her passport so she could not leave. The victim was only able to leave in June 2019, following intercession from the Folsom Police Department.

    This case was the product of an investigation by the U.S. Department of State’s Diplomatic Security Service. Assistant U.S. Attorney Elliot C. Wong prosecuted the case.

    • Customers warned of callers pressuring them to move money

    When Stella* walked into her local NAB branch and asked to increase her internet banking limit, the East Maitland team immediately knew something didn’t add up.

    The 84-year-old nervously asked for her daily limit to be lifted from $5,000 to $50,000 so she could transfer money to her son’s account.

    Behind the counter of the branch in NSW’s Hunter Valley, customer advisor Tiffany Bailey noticed Stella was on the phone to someone.

    “The phone line went dead as soon as the caller heard my voice. Alarm bells started ringing for me straight away. I knew from my training and experience that something is not right here,” Ms Bailey said.

    Tiffany then Googled the phone number, which revealed it was linked to a known scam.

    “That’s when we were able to sit down with Stella and ask what was really going on,” Ms Bailey said.

    “Stella burst into tears, telling us she was being threatened by a man claiming to be from a major tech company. He’d been pressuring her for days into making a $50,000 transfer to settle an outstanding debt. Stella’s adult son was waiting out the front of the branch. He had no idea she was being scammed.”

    The criminal also gained remote access to Stella’s computer, generated images to convince her of the debt and coached her what to say to bank staff.

    It was then he started calling again.

    Branch manager Vanessa Kruger offered to answer the call and Stella agreed. “I told him that we were from NAB and we were on to him,” Ms Kruger said.

    “I told him to stop calling Stella and leave her alone. We’d also be reporting him to police. He hung up straight away like a spineless coward.”

    The branch team put a temporary block on Stella’s accounts and reassured her no money had been taken. They also sought advice from NAB’s Fraud Operations team, based in Melbourne, who advised Stella her computer should be cleaned.

    “She was instantly relieved. It could have so easily been my grandmother in that situation,” Ms Bailey said.

    The following week Stella came back into the branch to thank the team.

    “She came up to me and gave me a big hug to say thank you. She was still rattled but feeling a lot better. Stella told us she would have been wiped out financially,” Ms Bailey said.

    NAB Executive, Group Investigations Chris Sheehan said NAB remained focused on its fight against criminals as part of a bank-wide scam strategy to help protect customers.

    “Remote access scams often start with a phone call or computer pop up from someone claiming there’s a problem they can help ‘fix’,” Mr Sheehan, a former Australian Federal Police executive, said.

    “Recognising scam red flags is crucial. These include a sense of urgency, unexpected contact, being asked to grant someone access to your device and ‘needing’ to move money to keep it ‘safe’.

    “If you’re unsure, call the organisation the person claims to be from using details you’ve found yourself. For example, look up the organisation’s website or log in to its app.

    “Stopping scams is like playing whack-a-mole. That’s why Australia’s all of ecosystem approach to tackling scams is world-leading.”

  • MIL-OSI Global: World’s most powerful ex-New Yorker gets a DC military parade, not a ticker-tape celebration in Manhattan’s Canyon of Heroes

    Donald Trump’s plan for a military parade on June 14, 2025, officially to celebrate the 250th anniversary of the U.S. Army as well as coinciding with the president’s 79th birthday, is yet another indication of his affinity for authoritarian leaders and regimes.

    Although the parade, which will include 6,000 soldiers, 150 military vehicles and 50 helicopters − and will temporarily close Reagan National Airport and cost more than US$45 million − is ostensibly to celebrate the military, the idea is pure Trump.

    When pressed about his desire for the parade, the president has explained his reasoning for having the parade.

    “We had more to do with winning World War II than any other nation. Why don’t we have a Victory Day? So we’re going to have a Victory Day for World War I and for World War II.”

    While big military parades in Washington, D.C., other than immediately following a major military victory, are largely without precedent, there is another American city that has a much richer tradition of parades. That city is New York.

    Trump vs. NYC

    New York is a parade town. It’s also a city with which Trump has a long, complex relationship.

    Trump was born in New York and began his business career there. Before Trump was a politician, or even a reality TV star, he was a fixture in the New York tabloids. His marriages, divorces, dating life and business successes and failures were splashed across more headlines than can be easily counted beginning in the early 1980s, but Trump was always presented as a clownish figure, albeit a very rich one.

    In those years, continuing into the first decade of this century, the local media always presented him as gaudy, loud and not quite as business savvy as he claimed – hence the coverage of his bankruptcies.

    While much of the rest of the country bought the Trump narrative that he was a brilliant businessman surrounded by beautiful women, doting staff and fawning celebrities, many New Yorkers never did.

    New Yorkers, including me, remembered an earlier Trump who almost ran the family business into the ground over many years. Nonetheless, New York has always been important to Trump. Although he still is a well-done steak with ketchup kind of guy, while New York is a soup dumplings, or bagels and lox, or arroz con pollo, or even caviar kind of town, Trump still has a connection to this city and wants to be celebrated here.

    Politicians, heroes and ticker tape

    And the city celebrates with big parades honoring everything from sports championships, which used to be much more common for New York teams, to the U.S. winning wars, most recently following the first Gulf War in 1991. Additionally, New York has parades for many of the hundreds of ethnic groups that make up the city.

    For decades on Thanksgiving Day, as they roast their turkey, prepare the stuffing and finalize preparations for the traditional feast, millions of Americans have watched the Thanksgiving parade, which is always held in Manhattan, frequently referred to as the Macy’s Day parade because Macy’s has long sponsored the event.

    In many of New York City’s legendary parades, including those celebrating LGBTQ+ pride, the Puerto Rican Day Parade, St. Patrick’s Day, West Indian American Day and others, politicians march, often in the lead, alongside their constituents.

    Some, like the Thanksgiving parade, have their own rituals, such as watching the balloons being inflated behind the American Museum of Natural History on the evening before Thanksgiving.

    However, the most famous of all parade types in New York is the ticker-tape parade. Dating from the days when paper, not computers, dominated trading floors and offices, people would throw ticker tape and other papers out their windows as the parade passed through the Financial District area that became known as the Canyon of Heroes.

    Not all New York parades are the same. Some, like the Thanksgiving parade, are simply fun and celebratory. Ticker-tape parades honor individuals or groups that have accomplished something significant, like landing on the Moon or winning the Super Bowl. They can recognize important foreign guests and dignitaries, while other parades celebrate the contributions of various peoples or groups of New Yorkers.

    But New Yorkers never throw parades for their politicians and tend to favor drums and floats rather than tanks and soldiers at these events.

    No ticker tape for Trump

    While there are parades for all kinds of people and events in New York, there has never been a parade there for Donald Trump. There was a pretty massive street party in the city when it was announced that Trump had lost the 2020 election.

    Although Trump changed his primary residence to Florida in 2019, Trump was a New Yorker for many years and like many longtime residents had the chance to see many heroes – Mickey Mantle, John Glenn, Tom Seaver, Derek Jeter, Eli Manning, Nelson Mandela, American war veterans, numerous foreign leaders and many others – feted with a parade down the Canyon of Heroes. Jeter was celebrated five times, John Glenn and Mickey Mantle twice.

    It is impossible to know Trump’s motivations for pushing the parade in the nation’s capital. But we also know that he is a man who holds himself in high regard and craves attention. Trump will likely never get a parade in his erstwhile hometown, so Washington must be the next best thing.

    Trump’s newfound parade fetish underscores his love-hate relationship with New York.

    New York is the city that made him famous and made his family, primarily because of his father’s work, very rich. It is also the city that has repeatedly rejected Trump. It is the home of some of his worst real estate deals, the place where the business community lost patience with his antics and unwillingness to pay contractors, and where three times the voters turned out in huge numbers against him.

    A Washington, D.C., parade celebrating an unappreciated New Yorker who years ago decamped to Florida and Washington is a pale imitation of the Canyon of Heroes, where New Yorkers honor beloved leaders, war heroes, explorers and their favorite sports stars. But it is all Trump has.

    Israel and the OPTs: Minister for the Middle East Statement

    Minister for the Middle East statement to Parliament on UK sanctions on Israeli government ministers Itamar Ben-Gvir and Bezalel Smotrich

    With permission, Mr Speaker, I will make a statement on Israel and the Occupied Palestinian Territories.

    The two-state solution is in peril.

    Catastrophic conflict in Gaza…

    and a shocking deterioration in the West Bank.

    This is an affront to the rights of Palestinians…

    but is also against the interests of Israelis…

    against their long-term security and their democracy.

    Today, I will update the House on new actions we are taking…

    to uphold human rights…

    and defend the vision and viability of two sides living side-by-side in peace.  

    Mr Speaker, 2024 saw the worst settler violence against Palestinians in the West Bank in the last two decades.

    2025 is on track to be just as violent.

    Between 1996 and 2023, an average of seven illegal settler outposts were established annually.

    In 2024, settlers erected 59.

    These outposts are illegal under both Israeli and international law.

    Two weeks ago, the Israeli government itself announced 22 new settlements in the West Bank.

    Every outpost…

    every building the settlers erect…

    is a flagrant breach of international law…

    and disregards the views of Israel’s partners.

    There are now in excess of five hundred thousand settlers living in the West Bank…

    and over 100,000 in East Jerusalem…

    the territory that must form the heart of a sovereign, viable and free Palestine.

    Mr Speaker, the sharp growth in settlements alone is dangerous enough.

    But it has been accompanied by a steep rise in settler violence and extremist rhetoric.

    Itamar Ben-Gvir has led seven provocative intrusions into Haram Al Sharif/Temple Mount since 2022.

    In 2023, settlers rampaged through the village of Huwara…

    in what Israel’s own West Bank military commander described as a “pogrom done by outlaws”.

    Last month, the villagers of Mughayyir ad-Deir fled their homes in fear after the construction of an illegal outpost 100m away.

    This month, settlers attacked the town of Deir Dibwan…

    setting fire to houses and injuring residents.

    This violence and rhetoric is deeply concerning.

    An assault not just on Palestinian communities…

    but on the very fundamentals of a two-state solution.

    An attempt to entrench a one-state reality, where there are no equal rights.

    The two-state solution remains the only viable framework for a just and lasting peace…

    I know it is supported on every side of this House.

    Israelis living in secure borders…

    recognised and at peace with their neighbours…

    free from the threat of terrorism.

    Palestinians living in their own state…

    with dignity and security…

    free of occupation.

    Mr Speaker, we are steadfastly committed to defending that vision…

    not just with words, but with action.

    That is why we have pledged £101m in additional support to the Palestinian people this year.

    Why we are working to strengthen and reform the Palestinian Authority…

    Why My Right Honourable Friend the Foreign Secretary signed a landmark agreement with Prime Minister Mustafa…

    and why my Right Honourable Friend the Prime Minister welcomed him to Downing Street.

    Why we are clear that Hamas must release the hostages immediately and unconditionally, and that Hamas can have no role in Palestinian governance.

    Why we are committed to working with civil society – Israeli and Palestinian – to support those who believe in peace and coexistence.

    However, Mr Speaker, the gravity of the situation demands further action.

    The reality is that these human rights abuses…

    incitement to violence…

    the extremist rhetoric…

    comes not just from an uncontrolled fringe…

    but from individuals who are Ministers in this Israeli government.

    We have to hold them to account and protect the viability of the two-state solution.

    And so today, we are sanctioning Bezalel Smotrich and Itamar Ben-Gvir…

    acting alongside Australia, Canada, New Zealand, and Norway…

    who have also announced their own measures today.

    These two men are responsible for inciting settler violence against Palestinian communities in the West Bank…

    violence which has led to the deaths of Palestinian civilians and the displacement of whole towns and villages.

    This violence constitutes an abuse of Palestinians human rights.

    It is cruel and degrading…

    and completely unacceptable.

    We have told the Israeli Government repeatedly that we would take tougher action if this did not stop.

    It still didn’t.

    The appalling rhetoric has continued unchecked.

    Violent perpetrators continue to act with encouragement and impunity.

    So let me tell the House now…

    when we say something, we mean it.

    Today, with our partners…

    we have shown the extremists we will not sit by while they wreck the prospects of future peace.

    Mr Speaker, our actions today do not diminish our support for the security of Israel and the Israeli people.

    The agendas of these two men are not even supported by the majority of Israelis…

    Israelis recognise that these individuals are not working in their interest.

    As the Foreign Secretary said to this House last month…

    we want a strong friendship with Israel based on shared values and our many close ties.

    Our condemnation of Hamas, a proscribed organisation…

    and the appalling attacks of October 7th is unequivocal.  

    Our commitment to Israel’s security and future is unwavering.

    We will continue to press for an immediate ceasefire in Gaza…

    the release of the hostages still held so cruelly by Hamas…

    a ramping up of aid to those Gazans in desperate need.

    The repeated threats by Hamas to the lives of the hostages are grotesque…

    and prolongs the agony of their families and loved ones.

    Hamas should release all the hostages immediately and unconditionally.

    Mr Speaker, the situation in the West Bank cannot be seen in isolation from events in Gaza.

    Extremist rhetoric advocating forced displacement of Palestinians…

    denial of essential aid…

    the creation of new Israeli settlements in the Strip…

    is equally appalling and dangerous.

    This Government will never accept the unlawful transfer of Gazans from or within Gaza…

    nor any reduction in the territory of the Gaza Strip.

    The humanitarian situation in Gaza remains catastrophic.

    While Israel’s ground and air operations expand, Gazans have been pushed into less than 20% of the territory.

    Hospitals have been destroyed and damaged.

    Gaza’s entire population is at risk of famine.

    Meanwhile, Israel’s newly introduced measures for aid delivery endanger civilians and foster desperation.

    They are inhumane.

    The Red Cross Field Hospital in Rafah reported last week that it has responded to an unprecedented five mass casualty incidents in the two weeks prior…

    in each case, Palestinians have been killed or injured trying to access aid sites in Gaza.

    Desperate civilians who have endured twenty months of war should never face the risk of death or injury simply to feed themselves and their families.

    We need further action from the Israeli government now…

    to lift all restrictions on aid…

    to enable the UN and aid partners to do their work…

    and to ensure food and other critical supplies can reach people safely wherever they are.

    We will continue to support the UN and other trusted NGOs as the most effective and principled partners for aid delivery.

    Our support has meant over 465,000 people have received essential healthcare…

    640,000 have received food…

    and 275,000 people have improved access to water, sanitation and hygiene services.

    We support the efforts led by the United States, Qatar and Egypt to secure an immediate ceasefire in Gaza.

    And we welcome France and Saudi Arabia’s initiative to chair an international conference later this month to advance a two-state solution.

    Mr Speaker, it is a two-state solution that is the only way to bring the long-lasting peace that both Israelis and Palestinians deserve.

    But it must not remain an empty slogan…

    repeated by generations of diplomats and politicians…

    but increasingly divorced from the reality on the ground.

    Mr Smotrich said there is no such thing as a Palestinian nation.

    It’s a real privilege to be here with you tonight, among people who play such a vital role in the wellbeing of our animals, our communities, and our economy.

    Veterinarians are essential to New Zealand. Upholding our global reputation for world-leading animal welfare standards, something we are known for and proud of.
    Let’s not forget, we are a country with one of the highest rates of companion animal ownership in the world, and large parts of our economy rely on production animals.

    Our food and fibre sector is the backbone of this country, making up 10% of our GDP and supporting around 360,000 jobs. In the year to April 2025, dairy exports brought in $26.8 billion, and meat exports $9.7 billion. None of this would be possible without the work of our veterinarians.

    You are essential to the success of our animal-based industries. You’re not just treating animals; you’re enabling our trade, our economy, and our reputation.

    You make market access possible, protect the health and welfare status of our animals, and serve as trusted advisors on farms—the first line of defence in our surveillance programmes. Those of you working at MPI ensure our compliance with international standards, manage disease control and quarantine, and give markets confidence in our systems.

    Take our biosecurity system, one of the best in the world. This system, which helps us detect threats like Mycoplasma bovis early, relies on your vigilance, expertise, and commitment. Without vets, we don’t maintain those crucial disease-free statuses, and without those, we don’t trade. It’s that simple.

    Looking ahead, climate change and sustainability are rising priorities, not just here but for our trading partners too. Veterinarians, with your deep understanding of the interconnectedness of animals, humans, and the environment, are uniquely placed to be a part of this conversation, and I believe your insights are key.

    As a government, we absolutely recognise your value. That’s why, back in 2009, we established the Veterinary Bonding Scheme. Since then, it has helped 483 graduate vets into rural practice, where they are most needed. Each year, over 30 new graduates join the scheme, and in 2024, we saw the highest intake yet: 35.

    We’re continuing to listen to the profession to hear what you need. Just this April, I announced a change to the regulations allowing trained non-veterinarians, under a vet’s authorisation, to perform subgingival dental procedures on cats and dogs.

    As a farmer, I know how stretched vets are, and I also know how skilled our veterinary nurses are. This change gives them the legal protection to put those skills to use, meaning better dental care for our pets, allowing vets to focus on more complex cases, and overall, providing better service for pet owners.
    I want to sincerely thank the New Zealand Veterinary Association, particularly the Companion Animal Veterinarians Branch, for your work with MPI to develop this regulation. Your advocacy and collaboration, alongside other industry voices, have made a real difference.
    Thank you for everything you do to keep our animals well, safeguard our biosecurity, and protect our food safety systems.

         A joint operation was conducted by the Agriculture, Fisheries and Conservation Department (AFCD) together with the Hong Kong Police Force and Zhuhai Municipal Marine Comprehensive Law Enforcement Team in the southern waters of Hong Kong yesterday (June 9).

         During the operation, the AFCD personnel intercepted a local fishing vessel suspected of engaging in fishing using snake cages (a type of cage trap banned in Hong Kong waters) in waters off Cheung Chau at around 9.30pm for investigation. Some fishing gear (including snake cages and winches) on board was seized by the AFCD.

         The AFCD is investigating a local coxswain and six Mainland fisherman deckhands on board suspected of engaging in fishing using snake cages, in violation of the Fisheries Protection Ordinance (Cap. 171).

         Only a vessel registered under the Ordinance can be used for fishing in Hong Kong waters and only the fishing methods listed on its Certificate of Registration of Local Fishing Vessel can be employed for fishing by the vessel. The conditions of the Certificate of Registration of Local Fishing Vessel regarding cage traps also stipulate that any collapsible cage traps should not be connected in any way to another; or should not exceed five metres in any of its extended dimensions. Hence, it is unlawful to fish using snake cages. Offenders are liable to a maximum fine of $100,000 and six months’ imprisonment upon conviction.

         A spokesman for the AFCD stressed, “The Government is committed to combatting illegal fishing activities in Hong Kong waters. The AFCD will continue to step up patrols and take stringent enforcement action.”

    NEW YORK, June 10 (Xinhua) — The World Bank on Tuesday cut its global economic growth forecast, citing rising trade tensions and political uncertainty.

    The economic turmoil has led to lower growth forecasts for nearly 70 percent of economies across all regions and income groups, according to the bank’s latest semi-annual Global Economic Prospects report, released on Tuesday.

    The report cut its global economic growth forecast for 2025 to 2.3 percent from 2.7 percent projected in January, and its growth forecast for 2026 to 2.4 percent from 2.7 percent.

    Advanced economies are expected to grow by 1.2 percent in 2025, down from the previously forecast 1.7 percent, while emerging market and developing economies have seen their growth forecast cut by 0.3 percentage points to 3.8 percent.

    In particular, in 2025, US GDP is expected to grow by 1.4 percent, which is 0.9 percentage points less than the previous forecast and only half of the 2.8 percent growth recorded in 2024.

    Growth in the eurozone and Japan is expected to be 0.7 percent this year, down 0.3 and 0.5 percentage points respectively from previous estimates, while China’s growth forecasts for 2025 and 2026 remain unchanged.

    The report notes that the global economy is once again facing turbulence, although just six months ago it seemed that it was entering a “soft landing” trajectory.

    “Without a rapid course correction, the damage to living standards could be profound,” the report’s authors warn.

    “Outside Asia, the developing world is becoming a development-free zone,” said Indermit Gill, chief economist and senior vice president for development economics at the World Bank Group. –0–

  • MIL-OSI USA: Welch Joins 32 Colleagues in Amicus Brief Challenging Trump Administration Abuse of Emergency Powers to Impose Tariffs

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), a member of the Senate Finance Committee, recently joined Senators Jeanne Shaheen (D-N.H.), Ron Wyden (D-Ore.), Democratic Leader Chuck Schumer (D-N.Y.), and 29 of his colleagues in filing an amicus brief in a key case, Oregon v. Department of Homeland Security, challenging the Trump Administration’s abuse of emergency powers to impose tariffs. The brief opposes the Administration’s request for a stay of a recent court decision that struck down these tariffs.  Vermont was a part of the twelve-state coalition that filed this legal challenge.  
    In May, the U.S. Court of International Trade held that the Trump Administration lacked authority to issue the challenged tariffs under the International Emergency Economic Powers Act (IEEPA)—a statute that no president prior to President Trump has ever tried to use to impose tariffs. The Senators’ amicus brief argues that a stay should be rejected.   
    “Granting a stay will cause irreparable harm to constituents of Amici, particularly thousands of small and medium-sized businesses that will continue to be harmed if the President persists in collecting the unlawful IEEPA tariffs,” wrote the Senators. “Small businesses do not have cash-on-hand or capital reserves to pay the increased tariffs, nor can they quickly adapt to them by modifying supply chains. If they cannot pass on the tariff costs to consumers—which would create additional harms for Amici’s constituents—many face letting employees go or filing for bankruptcy. Even a few weeks of additional tariffs means small businesses will suffer irreparable harm.”  
    “The powers to impose tariffs and regulate international trade were given to Congress for a reason,” continued the Senators. “Absent authorization from Congress to impose tariffs and approval to enter binding, durable trade agreements, it is contrary to the public interest for the President to arrogate Congress’s power to himself.”  
    “Further, the broad-based tariffs, which include extensive levies on treaty allies Japan, Canada, and members of the NATO alliance, undermine U.S. national security by weakening U.S. alliances,” concluded the Senators. “Amici regularly interact with U.S.-allied leaders who want to work with the U.S. on security and economic matters; IEEPA tariffs have been raised as one of the foremost irritants and obstacles to maintaining strong partnerships with the U.S. Multiple allied governments, including Canada, Mexico, and the European Union, have threatened retaliation targeting American exports and American companies—further compounding the economic harm to Amici’s constituents. Denying a stay will ensure the Administration cannot continue to usurp powers granted to Congress, and it will promote U.S. national security and economic interests.”

  • MIL-OSI Global: PKK’s decision to disband shows the benefit of engaging in politics rather than an armed struggle

    The recent decision by the Kurdistan Workers’ Party (PKK) to disarm and disband has important lessons for any country facing a seemingly intractable insurgency. On May 12, the group stated that following its 12th Congress it will “dissolve the PKK’s organizational structure and end the armed struggle method”. The organisation has said that it will now pursue its goals “through democratic politics”.

    The PKK’s decision follows talks between the Turkish government and the group’s leader, Abdullah Ocalan, who has been in Turkish custody since 1998. Regional dynamics, Turkish domestic politics, and personal ambition have all played key roles in bringing the conflict to this point.

    Much uncertainty remains. The PKK and Turkey have embarked on peace processes before, only to return to conflict. But the group’s formal announcement of its intention to disband marks an important step towards ending an insurgency that has lasted over 40 years. If so, it will bring to an end a conflict that has cost all sides involved tens of thousands of lives.

    The possibility of ending this insurgency not only raises questions about this specific conflict, but also what we know more broadly about how insurgencies end.

    The PKK has a long track record of combining military action with political struggle. As with many other insurgent organisations, the group has worked to gain and maintain public support among ethnic Kurds, despite its use of violence.

    Its strategy has also evolved over the years to adapt to circumstances. It moved away from the its original Marxist beginnings with the end of the cold war and over the years changed its fundamental aim from separatism to increased regional autonomy and local government, through the system of what it calls democratic confederalism. Over the decades the group and its affiliates have also decreased their use of terrorism in Europe and western Turkey.

    This is in keeping with characteristics that researchers have found facilitate the transformation of organisations from armed groups to participants in institutional politics. There are a large number of cases in which insurgencies or terrorist organisations shifted – successfully or unsuccessfully – to either transform into a political party or combine with one.

    There’s no doubt that military pressure has been important in downgrading the PKK as an insurgency. But military victories over the PKK have failed to end the conflict – in fact military oppression against the PKK has often backfired and reinforced public support for the group.

    Many of the factors that have made it possible for the PKK to transform itself have been political, rather than narrowly military. Research by the RAND Corporation thinktank has found that rather than simply aiming to defeat an insurgency, it’s usually more effective to combine military pressure with political reform that aims to remove the reasons for the insurgency.

    Combining armed force with political pressure

    Turkey has taken this mixed approach, something many analysts have attributed to the foreign minister, Hakan Fidan. Ankara has pursued parallel tracks of negotiation and force. This has included improved counter-terrorism and counter-insurgency techniques, investment in drones and other military pressure.

    But Ankara has in parallel cut off financial flows to the organisation, while strengthening economic opportunities for Kurdish citizens – particularly in western Turkey. Many Kurds moved west to escape violence in the traditionally Kurdish regions in Turkey’s southeast: Istanbul is now the city with the largest Kurdish population in Turkey.

    The Turkish government has also strengthened its relationships with other Kurdish groups, primarily the Kurdistan Democratic Party in northern Iraq, to provide both military and political support.

    This case is another example of the importance of blending strictly military tactics with diplomacy, economic policy and strategic communications. The celebrated Prussian military theorist, Carl von Clausewitz said that war is politics by other means – and many insurgencies are fundamentally political in nature. So this requires multiple lines of effort to be pursued in parallel to effectively respond to this – with an emphasis on political solutions rather than just the use of force.

    This has been seen in conflicts with a number of insurgent groups in recent years – including the Revolutionary Armed Forces of Colombia (Farc) or the Bangsamoro Islamic Armed Forces (Biaf) and Moro Islamic Liberation Front in the Philippines. In all of these cases, central governments have engaged in constructive political dialogue, providing amnesty and other incentives for fighters to demobilise while offering broader concessions in order to build a more sustainable peace.

    Successfully bringing insurgencies to and through a negotiated settlement requires long-term investment and effort. The issues that caused the insurgency in the first place do not simply disappear when the document is signed. In the case of the PKK, there are a number of ways in which this recent progress could be reversed. Concerns have been raised about whether the Turkish government will deliver on promised constitutional reforms or prisoner releases. There is also the question of whether PKK fighters will be willing and able to demobilise and reintegrate into society.

    Research has indicated that states with flawed democracies have more difficulty ending insurgencies on favourable terms. Freedom House and similar organisations currently rank Turkey as “Not Free”. The country has been backsliding for years under the presidency of Recep Tayyip Erdoğan.

    Despite these misgivings, the initial success of Turkey’s approach support previous research on how insurgencies end, and how armed groups might turn instead to politics. For the governments of countries facing insurgency, it means taking a comprehensive and multi-sectoral approach to encourage this to happen. Governments may also need to move away from a binary definition of “winning” or “losing” to a more nuanced understanding of how all parties stand to gain from the end of an insurgency.

    Washington, D.C. – Congressman Dan Goldman (NY-10) and Congresswoman Suzanne Bonamici (OR-01) introduced the Mitigating Electronic Access Losses for Students (MEALS Act), which would ensure working families who rely on Summer Electronic Benefit Transfer (EBT) benefits to make ends meet can be reimbursed if their benefits are stolen via EBT card skimming and fraud.  

    “It is unconscionable that any child should go hungry in the wealthiest nation on earth,” Congressman Dan Goldman said. ”As lawmakers, we have a moral and legislative duty to ensure that every child has access to nutritious food year-round, especially during the summer months, when free or reduced-price school meals are unavailable. The Summer EBT program is a proven tool for combating food insecurity, yet far too often, these essential benefits are stolen through no fault of the families who rely on them. This is unacceptable. We must create a clear and efficient process to replace skimmed Summer EBT benefits quickly and in their entirety so that no child suffers due to theft or bureaucratic failure.” 

    Congresswoman Suzanne Bonamici said, “Students should not have to go hungry if their families fall prey to scammers who install illegal skimming devices at the places where they buy groceries. The MEALS Act is commonsense legislation that will prevent the theft of S-EBT benefits and restore those that are stolen. This legislation will help keep hungry kids fed when school is out during the summer.” 

    The Summer EBT program provides eligible families with funds to purchase groceries when school is out of session. For many children, summer can be a particularly challenging time because they lose access to school meals, which are often a critical source of daily nutrition. Through Summer EBT, eligible families can receive $120 per child, which can be used at participating grocery stores to buy nutritious food, helping bridge the gap during these months. Over 2 million children are eligible for Summer EBT benefits in New York State. These benefits are often stolen via skimming, cloning, or similar fraud.  

    Congressman Goldman previously urged USDA to investigate the Summer EBT theft in NY-10, highlighting seventeen instances of Summer EBT theft in Brooklyn’s Sunset Park community alone, totaling over $1600 worth of stolen benefits. He also requested the federal reimbursement for victims of Summer EBT fraud, however, USDA ultimately issued guidance prohibiting states from replacing stolen Summer EBT benefits using federal funds. 

    Last summer, Rep. Goldman joined Governor Hochul in announcing the rollout of the Summer EBT program in New York and continues to champion food assistance relief for New Yorkers. As Congressman Goldman pushes to reauthorize federal reimbursement of SNAP refunds, this bill would provide critical relief for families during the hungry summer months. 

    Specifically, the MEALS Act would: 

    1. Require the Secretary of Agriculture to 

      1. Issue guidance to State agencies and covered Indian Tribal organizations (ITOs) in detecting and preventing theft of summer EBT benefits, and issue a rule for participating State agencies and ITOs to take appropriate security measures and implement procedures for the replacement of summer EBT benefits; 

      2. Coordinate with the Office of Family Assistance at the U.S. Department of Health and Human Services and the Attorney General to determine how summer EBT benefits are being stolen and establish measures to prevent summer EBT benefits from being stolen and establish standard reporting methods; 

      3. Submit a report to Congress that includes the prevalence of summer EBT theft and measures establishes by the Secretary and AG; 

      4. Replace stolen summer EBT benefits, and State agencies and covered ITOs to submit claims for replacement benefits that include a signed statement by the affected household, data reports on benefit theft, and planned use of benefit theft prevention measures; 

    2. Require GAO to submit a report to Congress that examines the risks related to summer EBT benefit payment system security and policy recommendations to improving the summer EBT payment system. 

    Protecting food assistance benefits, including SNAP, from skimming and theft has been a focal point of Congressman Goldman’s time in office. 

    In March, Congressman Goldman hosted a press conference to demand a comprehensive change to state and federal law to address the urgent issue of stolen EBT benefits.
    In the Fall of 2024, Congressman Goldman led an effort to extend critical protections to victims of food stamp theft that are set to expire at the end of September without further action. The lawmakers sent a letter to Congressional leadership urging them to include a provision in a forthcoming stop-gap funding bill that would allow victims to continue to be reimbursed from federal funds. 
    In Summer of 2023, Congressman Goldman introduced the ‘SNAP Theft Protection Act,’ which aimed to update SNAP to allow states to use existing SNAP funding to refund stolen benefits to victims of SNAP-related scams.

    Great Lakes Area Local 374 (Hobart, Indiana) earned the John F. Erickson NACBE Safety Award, announced March 31, during the 2025 Construction Sector Operations Conference in Miami, Florida. 

    Each year, the National Association of Construction Boilermaker Employers recognizes local lodges for their members’ dedication to making and keeping workplaces safe. NACBE names one nationwide winner and one winner from each of the remaining U.S. sections. The awards are determined by the lowest injury rates followed by the highest percentage of Boilermaker man-hours worked for NACBE contractors participating in the NACBE safety index.

    Top sectional winners were Western States, L-549 (Pittsburg, California); Northeast, L-154 (Pittsburgh) and Southeast L-433 (Tampa, Florida). 

    “It is a testament to our members and contractors who worked the hours and made safety a priority,” said L-374 Business Manager/Secretary-Treasurer Brad Sievers.  “We are thankful and proud of our Local 374 brothers and sisters, as well as all the brothers and sisters who traveled to help man our work.”

    NACBE Executive Director Ron Traxler talked about how the NACBE safety program has evolved over time.

    “We learned we couldn’t just talk about safety without our partners. The Boilermakers recognized it takes everyone to make a safe worksite,” he said.  “In 1992, the first regional safety awards were presented to the local with the best safety record. This has promoted the safety culture by cultivating healthy competition among the locals.”

    Traxler also presented the 2024 safety index with 27 contractors reporting on 37.63% of all Boilermaker work from NACBE contractors. Lost-time injury rates were down from .40 in 2023 to .25 for 2024. Compensable injuries were up from 3.22 in 2023 to 3.58 for 2024. The OSHA recordable injury rates were up again for the fifth year in a row from 2023’s .92 to 1.40 in 2024, but OSHA recordable eye injuries were down from seven in 2023 to five in 2024. Compensable eye injuries ticked down from 31 in 2023 to 27 in 2024.

    BEIJING, June 10 (Xinhua) — China will continue to push forward the comprehensive reform pilot in Shenzhen, south China’s Guangdong Province, deepening reform and innovation in the city and expanding its opening up, according to a guideline issued Tuesday.

    The document, jointly released by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council, outlines a new series of reform measures for Shenzhen to overcome institutional barriers in education, science and high-skilled personnel training in a coordinated manner. It calls for strengthening the deep integration of innovation, industry, capital and talent chains, and exploring new paths, scenarios and platforms for cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area. The guideline also calls for pilot projects in areas such as building a modern, international and innovative city.

    As noted in the directive, Shenzhen will deepen reform and expand opening-up from a higher starting point, at a higher level and to achieve higher goals, creating more new practices that can be replicated and disseminated.   • MIL-OSI Global: How far-right ideas in Canada are working their way into mainstream politics

    The fortunes of the Conservative Party and its leader Pierre Poilievre in Canada’s April 2025 election seemed to have shifted dramatically after United States President Donald Trump called for Canada to become the 51st state.

    Political pundits regarded Mark Carney and the Liberal Party’s victory — along with the failure of Poilievre to retain his own seat — as a “Trump slump” and a repudiation of both Trump’s and Poilievre’s style of politics.

    But is that an accurate assessment? The Conservative Party received its largest vote share since Prime Minister Brian Mulroney. Exit polling data suggested stronger support for the Conservative Party among people aged 18-34 than among people aged 55 and older.

    Although Trump has said Poilievre is “not a MAGA guy,” some political analysts have likened the rhetoric of Poilievre and other Canadian Conservatives to American Republicans who lean towards far-right Christian nationalist politics..

    As an inter-religious humanities scholar of the U.S. far right, I have observed alarming parallels between the rise of the far right in mainstream politics in the U.S. and the scene in Canada.

    Christian nationalism’s role in politics

    In the U.S., both scholars and news media have been highlighting the connections between far-right Christian ideology and politics.

    Trump’s first presidential term ended with the Jan. 6, 2021 violent attack on the U.S. Capitol. Scholars like Matthew Taylor, author of The Violent Take it by Force, have pointed to Christian nationalism and other far-right ideologies as factors that motivated the rioters.

    In February 2025, Trump appointed televangelist Paula White-Cain to head the newly created White House Faith Office. White-Cain’s appointment followed an executive order establishing a task force to eradicate anti-Christian bias.

    Thea appointment adds to the the narrative that U.S. Christians are facing persecution, a refrain since at least the 1970s and heightened during Barack Obama’s presidency. Scholars have linked the assertion that “Christianity is under attack” to the rise of Christian nationalism in mainstream politics.

    What is Christian nationalism?

    American sociologists Andrew Whitehead and Samuel Perry define Christian nationalism as “a cultural framework that blurs distinctions between Christian identity and American identity, viewing the two as closely related and seeking to enhance and preserve their union.”

    It’s tempting to read “Christian idenity” and “American identity” and assume it does not affect Canada.

    But Christian nationalist ideologies were present during the so-called Freedom Convoy in Ottawa in 2022. According to Canadian scholars, national identity is blurred in online spaces, allowing U.S. nationalist ideals to take hold in Canada.]

    Christian nationalism is not synonymous with Christianity or any specific branch of Christianity, like evangelical Christianity.

    According to U.S. sociologist Daniel Miller, Christian nationalism is not a set list of ideological or religious beliefs. Instead, Miller says, Christian nationalism emerges when people identify with “a very narrow, idealized prototype of the ‘real or ‘authentic’ American.”

    He says two mechanisms connect people to Christian nationalism. The first is perceived loss of power by the people who historically held power. This is known as a “power devaluation crisis.” The second is a narrative of decline — known as a a “declensionist narrative” — which asserts that American society has declined since the 1960s and needs repair and reclamation.

    Poilievre’s signals to Christian nationalists

    Poilievre is not open about his religion and does not call for Canada to be a Christian nation. But whether Poilievre intends to stir up Christian nationalists, some of his rhetoric has indicated support for the classic definitions of Christian nationalism.

    According to Miller, support for Christian nationalism is not always direct. It can be activated by stoking a crisis of lost power, like the decline of the “traditional” family or by asserting a narrative of decline, like “Canada is broken.”

    For example, Poilievre’s 2025 campaign mobilized both of the narrative mechanisms that attract Christian nationalist mentioned by sociologists: a power devaluation crisis and the narrative of decline.

    In the lead-up to his 2025 campaign, Poilievre repeatedly called Canada “broken.”. He cited increased crime, addiction, high grocery prices and more as evidence of Canada’s brokenness, accusing the Liberal government of erasing Canada’s past.

    When Poilievre calls Canada “broken,” it affirms the world view of Christian nationalists.

    Poilievre courts conservative Christians

    Another strategy Poilievre reportedly adopted from Trump was his work to court conservative Christians.

    In an 2024 interview with The Tyee, religious right scholar Carmen Celestini of Waterloo University said Poilievre had “ramped up” his presence at churches. Additionally, The Globe and Mail reported there were fewer photos ops of Poilievre visiting mosques in 2024.

    Of course, visits to churches are not enough to signal alignment with Christian nationalists. And Poilievre has not espoused any Christian evangelical ideals in any public speech.

    But it’s still important for Canadians to remain alert about Christian nationalists and their ambitions to become part of mainstream politics.

    Canadian Christian nationalism

    A study from the U.S. has linked the rise in Christian nationalist ideologies to attacks on religious minorities. The 2024 qualitative data from the study indicates that when politicians rhetorically supported Christian nationalist values, there was a increased violence against minority groups.

    According to Statistics Canada, the violent crime rate in Canada rose 13 per cent from 2021-2022.. Police-reported hate crimes increased 32 per cent from 2022 to 2023. Crimes targeting religion rose 67 per cent in 2023, primarily targeting Jewish and Muslim communities.

    While I know of no studies showing the rise of the far right is directly leading to violence in Canada, Canadians should be aware of the pattern in the U.S. Research shows that growing Christian nationalists and far-right world views south of the border are, in fact, connected to a rise in violence.

    India made a compelling case for urgent global action to protect ocean health at the Third United Nations Ocean Conference (UNOC3) in Nice, with Union Minister of Earth Sciences Dr. Jitendra Singh unveiling ambitious strides in deep-sea exploration, marine plastic clean-up, and sustainable fisheries. Representing India at the conference, co-hosted by France and Costa Rica, Dr. Singh called for a legally binding Global Plastics Treaty, swift ratification of the BBNJ Agreement, and introduced the ‘SAHAV’ digital ocean data portal, reinforcing India’s leadership in global marine governance.

    Speaking under the conference theme “Accelerating Action and Mobilizing All Actors to Conserve and Sustainably Use the Ocean,” Dr. Singh emphasized India’s commitment to Sustainable Development Goal 14: Life Below Water.     Reiterating that India will not give in to any kind of nuclear blackmail, External Affairs Minister (EAM) S. Jaishankar on Tuesday reaffirmed that the country strongly believes in zero tolerance for terrorism in all its forms and manifestations.

    “This is not a conflict between two states per se. This is actually a response to the threat and to the practice of terrorism. So, I would urge you to don’t think of it as India-Pakistan, think of it as India and ‘Terroristan’, you would then appreciate,” Jaishankar said while addressing a joint press conference with European Union High Representative and Vice-President of the European Commission Kaja Kallas in Brussels.

    Asserting that terrorism is a shared and interconnected challenge for the global community, the EAM mentioned that it is imperative that there must be strong international cooperation and understanding on the matter.

    EAM Jaishankar and Kallas were addressing the media after holding the first strategic dialogue between India and the European Union where both sides held an open and productive meeting with discussions focused on defence and security – including maritime, cyber and space.

    “Nuclear threats cannot pay off. This is a mutual concern. We see different actors in the world using it. In this global changing world, we need more partners, and therefore we are working to intensify our cooperation regarding security and defence,” Kallas stated.

    EAM Jaishankar highlighted that both sides exchanged views on global order, including the situation in Europe, the Ukraine conflict, the Middle East, the Indian subcontinent and Indo-Pacific.

    “My visit to Brussels is taking place three months after that of the EU College of Commissioners to India. Even in that time, it was apparent that the world order was in the midst of a profound change. These trends have intensified in many ways. We have entered an era of multipolarity and strategic autonomy, which are two important forces for India and the EU to forge deeper ties. Working towards that goal requires intensified cooperation in many domains,” he stated

    “There will be situations when our perspectives will not be entirely identical and which is understandable. But what is important is that we expand common ground and understanding and enhance levels of trust,” he added.

    Jaishankar also mentioned that India aims to conclude the ambitious India-EU Free Trade Agreement (FTA) by the end of the year.

    “Stabilising and de-risking the international economy today is a strategic priority for us. This has many dimensions, including more resilient and reliable supply chains as well as increasing trust and transparency in digital interactions. Creating stronger economic and technology partnerships between major players acquires greater value.     Defence Minister Rajnath Singh on Tuesday addressing a dialogue on “National Security & Terrorism” in Dehradun, asserted that the Indian government under Prime Minister Narendra Modi has fundamentally transformed the nation’s security approach over the past 11 years. Citing Operation Sindoor as a watershed moment, Singh described it as the biggest counter-terror operation in India’s history, conducted in retaliation to the recent terror attack in Pahalgam, Jammu & Kashmir.

    Calling the Pahalgam incident a direct assault on India’s social unity, Singh said the government responded decisively by eliminating terrorist bases in Pakistan and Pakistan-occupied Kashmir (PoK). “Post the abrogation of Article 370, Jammu & Kashmir has entered an era of peace and development. Our adversaries could not digest this progress and resorted to terrorism,” he said. The Defence Minister further added that the Udhampur-Srinagar-Baramulla railway line symbolizes this developmental push, confidently asserting, “Soon, PoK will say, ‘I too am Bharat’.”

    In a strong message to the global community, Singh urged nations to exert strategic, diplomatic, and economic pressure on Pakistan, which he labelled the “Father of Global Terrorism.” “Pakistan has become a nursery for terrorists, training and sheltering them while seeking to justify terrorism on ideological or religious grounds,” he stated. He criticized the recent United Nations Security Council decision to name Pakistan as Vice-Chair of its Counter-Terrorism Panel, describing it as “shocking and contradictory,” especially given Pakistan’s track record of harbouring terrorists like Hafiz Saeed and Masood Azhar.

    “Funding Pakistan is akin to funding terror,” Singh declared, calling for a halt to international financial aid that could be misused for nurturing terrorism.

    Highlighting the indigenous strength of India’s military, Singh noted that Made-in-India weapons and platforms were used in Operation Sindoor. “India is no longer solely dependent on foreign defence equipment,” he said, crediting the government’s focus on indigenisation. The Defence Minister revealed that India’s defence production has surged from ₹40,000 crore in 2014 to ₹1.3 lakh crore in 2024-25, with exports reaching a record ₹23,622 crore. Targets for this year have been set at ₹1.75 lakh crore in production and ₹30,000 crore in exports, with an ambitious long-term goal of ₹3 lakh crore production and ₹50,000 crore in exports by 2029.

    He also highlighted the issuance of 10 Positive Indigenisation Lists, containing over 5,500 items aimed at promoting domestic defence manufacturing.

    Singh warned of the growing threat posed by information warfare, citing Pakistan’s attempts to disrupt Indian morale through fake news and manipulated content** during Operation Sindoor. He urged citizens to become “social soldiers” by combating misinformation and being vigilant in cyberspace. “Cybersecurity is not just a government concern—it’s a national responsibility,” he said.

    He also called on the media to prioritize accuracy over speed, noting that journalism has a crucial role in national security. “In today’s age, journalism is not just a profession but a national duty,” Singh remarked, encouraging responsible and fact-based reporting.

    Rajnath Singh appealed the international community and global organisations, including the United Nations, to take terrorism seriously and act decisively. “Only when the world is free from terrorism can we truly move toward global peace, prosperity, and progress,” he said.

    Washington, D.C. – U.S. Senators Ron Wyden (D-OR) and Jeff Merkley (D-OR) today led their colleagues in filing an amicus brief in Oregon v. Department of Homeland Security, a key case led by Oregon Attorney General Dan Rayfield challenging the Trump Administration’s abuse of emergency powers to impose tariffs.
    The brief—which Wyden spearheaded with Senator Jeanne Shaheen (D-NH) and Senate Democratic Leader Chuck Schumer (D-NY)—opposes the Administration’s request for a stay of a recent court decision that struck down these tariffs.  
    “Donald Trump has been abusing the law on trade since Day One, and the result has been trade chaos that is raising prices and costing American jobs,” said Wyden, Ranking Member of the Senate Finance Committee. “I stand with AG Rayfield and Oregonians to tell the court that Congress never intended the International Emergency Economic Powers Act to be a blank check to tax everything Americans buy. The faster these tariffs are struck down and Congress restores its authority over trade and tariffs, the better it will be for American families.”
    “Trump’s illegal and chaotic tariffs are harming American consumers and businesses, leaving them to foot the bill for Trumpflation’s rising prices,” Merkley said. “While Trump is doing all he can to make life more expensive for families across the country, we’re fighting back against the Trump tariff wrecking ball with every tool at our disposal.”

     In May, the U.S. Court of International Trade held that the Trump Administration lacked authority to issue the challenged tariffs under the International Emergency Economic Powers Act (IEEPA)—a statute that no president prior to President Trump has ever tried to use to impose tariffs. The Senators’ amicus brief argues a stay should be rejected.  
    “Granting a stay will cause irreparable harm to constituents of?Amici,?particularly thousands of small and medium-sized businesses that will continue to be harmed if the President persists in collecting the unlawful IEEPA tariffs,” the senators wrote. “Small businesses do not have cash-on-hand or capital reserves to pay the increased tariffs, nor can they quickly?adapt to them by modifying supply chains.??If they cannot pass on the tariff costs to consumers—which would create additional harms for?Amici’s constituents—many face letting employees go or filing for bankruptcy. ?Even a few weeks of additional tariffs means small businesses will suffer irreparable harm.” 
    “The powers to impose tariffs and regulate international trade were given to Congress for a reason,” the senators continued. “Absent authorization from Congress to impose tariffs and approval to enter binding, durable trade agreements, it is contrary to the public interest for the President to arrogate Congress’s power to himself.”

    In a speech on the Senate floor, Durbin slammed the Republican reconciliation plan that will kick 16 million Americans off their health care coverage, close rural hospitals, and raise prices for American families in order to pay for tax cuts to billionaires
    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) today spoke on the Senate floor, making clear that Republicans’ One Big Beautiful Bill Act will only raise prices and slash Medicaid and Medicare coverage for working Americans in order to pay for significant tax breaks for billionaires.  Durbin reiterated in his remarks that the legislation will harm Americans as the Congressional Budget Office (CBO) released an estimate showing that 16 million Americans will lose their health insurance under the Republicans’ reconciliation bill.
    “They [congressional Republicans] are considering a tax bill that will eliminate health insurance coverage for 16 million Americans.  More people and families will lose health insurance coverage by virtue of this ‘big, beautiful bill’ than any legislation we passed in modern memory,” Durbin began.
    Durbin explained how unpopular it would be to cut health insurance coverage for Americans, which has prompted a small number of Republicans to express their discontent with $800 billion in proposed cuts to Medicaid.
    “Some Republican Senators, like Josh Hawley in my neighboring state of Missouri, have criticized this because he realizes how many people he represents count on Medicaid, the basic health insurance program.  Senator Hawley says even as a Republican, he can’t support that provision,” Durbin said.  “No one should support that provision.  If you ever lived at a moment in your life with a seriously sick child and no health insurance, you’ll never forget it.  I know.  I’ve been there.”
    “With this analysis from the Congressional Budget Office, we have new estimates on how this bill impacts each and every state.  210,000 people in my neighboring state of Missouri, Senator Hawley’s state, could lose their health insurance coverage.  In Iowa, nearly 100,000 people could lose their health plans, and for our neighbor in Indiana, 250,000 Hoosiers could lose the peace of mind that comes with having health insurance,” Durbin said.
    “What is it that is so compelling that the Republicans feel they can stand up and tell 16 million people in America, ‘you’ll lose your health insurance.’  What will they use that money for?  What will they take it to the bank for?  For something very basic.  Tax cuts for the wealthiest people in America,” Durbin continued.
    Durbin spoke about his recent visit to a children’s hospital in Chicago, emphasizing that patients, including his constituent Layoni, rely on Medicaid in order to receive life-saving care.
    “Friday, I visited a hospital in Chicago… It’s La Rabida, a children’s hospital… Ninety percent of the families that bring their children to La Rabida Hospital qualify for Medicaid.  These are families of limited means, and they turn to a highly professional hospital which has a reputation of caring for the poorest kids, as well as the richest kids. They treat them all the same, and they treat them well,” Durbin said.
    “When I visited the hospital, they told me the story of one of their patients.  Her name is Layoni. She was born prematurely at 26 weeks.  When she was born she was only the size of the palm of your hand.  She was given just days to survive.  She needed a ventilator, tracheotomy tube, central line, an IV-like device that brought medicine to her heart, and much, much more.  Today, Layoni is four years old.  It’s a miracle. Thanks to want incredible cared provided by La Rabida and the love of so many people, she’s there,” Durbin continued.  “Layoni’s family was covered by Medicaid, the most highly targeted program for cuts in this ‘big, beautiful bill.’”
    Durbin explained the impact the Republicans’ reconciliation bill will have on hospitals across the country, many of which rely on Medicaid reimbursements to stay open.  If critical Medicaid funding is cut, hospitals across the country, especially those in rural areas, will be at serious risk of closure.  According to America’s Essential Hospitals, uncompensated care costs for hospitals will increase by $42 billion in a single year under this Republican proposal.  For rural hospitals that are already struggling financially, this bill could lead to them permanently closing their doors.
    “They [20 hospital administrators from downstate and urban Illinois] came out to see me three weeks ago…  On their own, they wanted to tell me the story, that the bill that passed the House of Representatives… will be devastating to these hospitals.  Some of them won’t survive,” Durbin said.
    “What does it mean to a small or medium-size city that’s lucky enough to have a good hospital and lose it?  Well, the obvious. If you need emergency medical care, it’s a longer drive.  If that baby is about to be born, it’s a longer drive. When it comes down to treatment, these hospitals provide the first in urgent care.  And if that hospital closes, what happens?  It takes longer to get that care, but in addition to that, it also means a major part of the local economy is gone,” Durbin said.  “How will you attract a business or keep a business when you lose your hospital? That’s what’s at stake here because it cuts into the Medicaid program.”
    Despite Republican claims that the reconciliation bill will not impact Medicare, the bill also includes a $500 billion cut to Medicare.
    “The Trump ‘big, beautiful bill’ is designed to cut the program that these hospitals rely on most, the Medicaid program.  Now it turns out because they add trillions of dollars to the deficit for this tax cut, you’re also facing the possibility of something called sequestration, what that means is there will be less coverage for Medicare,” Durbin said.  “This would be devastating to many people who count on it. It’s not just La Rabida that would face consequences.  Red and blue states would suffer.”
    Durbin continued on, stressing that this legislation will also increase the cost of living for Americans while billionaires will enjoy an additional $400,000 in tax cuts. 
    “As if an increase in the health care premiums isn’t enough, the costs of basic goods will skyrocket under this Republican plan.  The ‘big, beautiful betrayal’ will raise energy bills up to $400 a year for families and ten percent for businesses,” Durbin said.
    “If housing wasn’t already expensive enough, many Americans will see their mortgages increase by $600 a year.  Want to follow your passion and start a business?  Small business loans are estimated to increase under the ‘big, beautiful bill’ by $1,000 a year.  Tariffs are estimated to raise costs for American households by around $2,500,” Durbin said.  “If this last election was about the cost of living and giving families a fighting chance to survive paycheck to paycheck, this bill is devastating for those who aren’t the wealthiest in America.”
    Durbin concluded his remarks by calling on his Republican colleagues to push back against this legislation that will eliminate health care for 16 million Americans and raise prices even further.
    “This year, for the Fourth of July, the most American thing we can do is, on a bipartisan basis, stop this disaster.  What does it take to say, ‘Pause, stop.  We don’t want to cut Medicaid.  We don’t want to take health insurance away from 16 million people.  We don’t want to see the expenses of families going up.’  What will it take? Four Republican Senators who will step up and say this is a mistake,” Durbin said.
    “Donald Trump is trying to rush us into something which is not good for American families. [The bill is] good for billionaires… but for ordinary families struggling with their regular bills that they have to pay, the ‘big, beautiful bill’ is a big, beautiful betrayal,” Durbin concluded.

    WASHINGTON, D.C. — Today, Congressman Joaquin Castro (TX-20) and Congresswoman Young Kim (CA-40), senior members of the House Foreign Affairs Committee, reintroduced the Providing Appropriate Recognition and Treatment Needed to Enhance Relations (PARTNER) with Association of Southeast Asian Nations (ASEAN) Act, bipartisan legislation that would amend the International Organizations Immunities Act to grant ASEAN diplomatic privileges and immunities.

    This legislation was first introduced in 2022 and passed the United States House of Representatives in March 2023. Bipartisan companion legislation was introduced in the Senate by Sen. Duckworth in 2024, and its provisions are included in S. 1579, introduced by Senate Foreign Relations Committee (SFRC) Ranking Member Jim Risch (R-ID) and reported out of SFRC on a bipartisan basis on June 5, 2025. The PARTNER with ASEAN Act of 2025 would amend the International Organizations Immunities Act to include a formal extension of said privileges to ASEAN, solidifying U.S.-ASEAN Relations.

    “This legislation is an important step between the close and strategic partnership of the United States and Southeast Asian Nations. For decades, ASEAN has contributed to the stability and prosperity of the Indo-Pacific and has increasingly grown in its geopolitical importance.     The ability to access installments from credit and debit cards, including from pay-over-time providers, when making an in-store Apple Pay purchase will roll out in the U.S. with Affirm, Cash App Afterpay, Klarna, Synchrony, and U.S. Bank; in the UK with Monzo and Klarna; and in Canada with Klarna. The ability to redeem rewards for in-store purchases with Apple Pay will be available beginning in the U.S. with Synchrony and U.S. Bank.2

    Digital ID offers a secure and private new way for users to store and present their ID information using their iPhone and Apple Watch. Users can seamlessly create and add a Digital ID to Apple Wallet using a U.S. passport.

    With REAL ID implementation in effect, at launch, Digital ID provides another way for users to conveniently and securely present an ID in person at select TSA checkpoints for identity verification purposes during domestic travel. Digital ID is not a replacement for a physical passport, and cannot be used for international travel and border crossing in lieu of a U.S. passport. Like all IDs in Apple Wallet, this new solution takes advantage of the privacy and security features already built into iPhone and Apple Watch.

    Additionally, Verify with Wallet on the Web enables users to seamlessly and securely present their eligible driver’s license or state ID in Wallet to websites for age and identity verification, starting with Chime, Turo, Uber Eats, and U.S. Bank, as well as the Arizona MVD, Georgia DDS, and Maryland MVA.

  • MIL-OSI New Zealand: Foreign Minister focuses on Pacific resilience during visit to France

    Foreign Minister Winston Peters has taken part in two major international events in Nice, France this week, focused on Pacific resilience, prosperity and security. 
    The sixth Pacific-France Summit, hosted by French President Emmanuel Macron, took place in Nice overnight. 
    “The Summit brought together Pacific countries for discussions with France on regional stability, economic development and climate resilience,” Mr Peters says. 
    “New Zealand welcomes this opportunity for Pacific Islands Forum members to discuss our priorities with France.
    “France is a long-standing partner in the Pacific, and we value its support in securing the prosperity and stability of the region during a period of heightened global complexity.” 
    While in Nice, Mr Peters also attended the third United Nations Ocean Conference.
    “As a maritime state with one of the world’s largest and most biodiverse marine areas, New Zealand strongly supports a rules-based international system that secures the conservation and sustainable use of our oceans,” Mr Peters says.
    “This is especially important for ensuring a resilient and healthy Blue Pacific. We will continue to work with our partners in the region to advance our shared priorities.”
    At the conference, New Zealand re-emphasised its commitment to support Pacific partners in their efforts to enhance science-based ocean management and ensure their fisheries are sustainable and climate-resilient.
    While in Nice, Mr Peters also held bilateral meetings with leaders and Ministers from Chile, France, Niue, Palau, Samoa, Singapore, United Kingdom, and Viet Nam.
    The Foreign Minister has now travelled to Rome for high-level bilateral talks with the Italian Government, before heading to Jakarta.

  • MIL-OSI Global: What the new British zoo standards mean for animal welfare

    If you visit a zoo, you might be captivated by the animals you see — majestic lions, curious meerkats, soaring birds of prey. But this is not always the case. Some zoos don’t always give us that impression of “happy animals” where they can behave naturally and be left alone by visitors if they wish.

    The UK, Scottish and Welsh governments recently released new zoo standards for Great Britain. So what does this mean for the future of zoos?

    I have been working in and with zoos for over 20 years. I am a bit of a zoo-nerd but that doesn’t mean that I like them all. I am an advocate for good animal welfare in zoos and so I can recognise the ones that are good and not so good.

    Britain is one of a few countries such as Belgium, South Korea and New Zealand that have specific zoo legislation. The new British standards will be enforced in 2027, giving below-par zoos two years to up their game.

    I speak here in my role as associate professor of zoo animal welfare at Nottingham Trent University, but I also sit on the UK Zoos Expert Committee and helped to write the new standards. One of the biggest changes is the replacement of the word “should” with “must”. The standards now say: “Zoos must provide appropriate accomodation”. This makes all elements of the guidance much more enforceable.

    One of the most common complaints I hear when I say I work with zoos is that the animals don’t have as much space as they do in the wild. That is correct: zoos cannot provide the same amount of space for a lot of species. But good quality space can allow these animals to behave like they would in wild habitats.

    One of the most controversial animals when talking about space is elephants. In 2017 the UK government issued updated requirements for them which brought in enclosure-size requirements, something that had never happened for any species in British zoos before.

    Under the new standards, zoos will have until 2040 to increase their elephant provisions. Indoor space allocation for a herd of up to four females has been doubled to 600m². This then increases by 100m² for each additional elephant (compared to 80m² in the 2017 requirements).

    Bull facilities – zoos that house individual male elephants – need to provide 320m² of indoor space per bull. Outdoor areas for bull and cow elephants must provide a minimum shared space of 20,000m² (or 2.8 UK sized football pitches) for up to five group-living adults. This must be increased by at least 2,500m² for each additional animal over two years old. This is over 30 times larger than the current standards.

    The new standards stipulate that zoos must provide more natural habitats that better replicate how elephants live in the wild. There are also requirements for more detailed behavioural monitoring and things that help keep elephants active and engaged in their environment.

    Howver, animal welfare charity the RSPCA still feels that these updates are not good enough. It believes that elephants (and some other species) are not suitable for captivity as they have complex cognitive needs and space requirements.

    From my perspective, Britain has the most specific (and now) welfare-driven standards for elephants in the world. If Britain were to ban the housing of elephants, we would be shipping them to lower quality habitats, care and monitoring. Is this really what we want for the elephants in British zoos?

    What else is changing

    Another area where there has been much criticism in the past relates to providing animals from specific climates or environments with the correct conditions, such as reptiles, amphibians, tropical birds and primates. While a high number of animals seem to cope well in the UK’s colder climate, there is research to show that some animals need specialised environments, without which they can suffer from severe health problems, low welfare and even death.

    The new standards require zoos to develop detailed environmental management plans for species that rely on artificial life-support systems such as aquariums, vivariums, tropical houses or desert habitats. Animals also cannot be removed from their enclosures for interactions or talks with the public.

    These environmental management plans outline the environmental parameters required for that animal to thrive and behave naturally, and they need to be monitored to ensure that provisions do not slip.

    There are also extra requirements for birds of prey. Although controversial, tethering is currently a recognised management practice for birds of prey, including owls, hawks and falcons. You don’t need to be a welfare scientist to understand how a bird might feel about being tethered to a post for long periods of time.

    The 2012 standards stipulated that tethered birds should be flown at least four times per week, though there were no time restrictions on how long they could be tethered. The new standards emphasise that birds can only be tethered for a maximum of four hours in a 24 hour period and only as a management tool that benefits the bird (such as training for flight displays, transportation or veterinary treatment).

    There is new emphasis on what is known as behavioural enrichment. Whether it’s puzzle feeders for primates, scent trails for big cats or novel objects for parrots, enrichment helps prevent boredom, reduce stress and promote natural behaviour.

    Enrichment can be resource intensive and therefore difficult to implement, but the new standards make it a core requirement. Enrichment activities must aim to replicate natural behaviour such as foraging, climbing or problem solving. Zoos are required to document and evaluate these activities, track how animals respond and adjust strategies accordingly.

    These updates reflect a deeper understanding of what animals need to thrive, not just survive. As a zoo welfare scientist, I feel there is always more that can be done to improve the welfare of animals in zoos (such as banning touch pools and tethering altogether).

    But it is important that zoos and aquariums evaluate the costs (to the animals) and benefits (to the visitors) to make ethical and welfare-based decisions themselves.

    These new standards will improve the conditions for animals in zoos, as well as help zoos to make the right decisions about the animals they house and care for.
