  • MIL-OSI Australia: Elders’ proposed acquisition of Delta raises concerns

    The ACCC has outlined its preliminary competition concerns with Elders Limited (Elders)’ (ASX:ELD) proposed acquisition of Delta Agribusiness (Delta) in a Statement of Issues published today.

    Elders and Delta supply rural merchandise such as agricultural chemicals, seed, fertiliser, animal health products and related services, such as agronomy services, through their retail networks. Both companies also supply rural merchandise to wholesale customers in Western Australia.

    “Competition in the supply of rural merchandise is critical to Australian farmers and our global competitiveness in agricultural products,” ACCC Deputy Chair Mick Keogh said.

    “We have preliminary concerns that the proposed acquisition may lead to higher prices or reduced quality in the supply of rural merchandise without an independent Delta competing with Elders following this proposed acquisition.”

    The ACCC is concerned that the proposed acquisition may reduce competition in the retail supply of rural merchandise in various local markets, and at a broader regional, state or national level.

    “Elders and Delta, through their networks of stores, are both significant retail suppliers of rural merchandise in Australia,” Mr Keogh said.

    The ACCC’s preliminary view is that the proposed acquisition is likely to substantially lessen competition in the retail supply of rural merchandise in certain local markets in the North-West Victoria, Northern Wheatbelt (WA), Central Wheatbelt (WA), Great Southern (WA) and Murray-Mallee (SA) regions. The ACCC is also exploring potential concerns in other local markets where both Delta and Elders have a retail presence, and at a broader geographic level.

    “We are continuing to investigate how closely Elders and Delta retail stores compete with each other, and the extent to which larger retail chains and smaller retailers (or smaller chains) are likely to compete with Elders if the proposed acquisition were to proceed,” Mr Keogh said.

    “A key issue we are testing is the extent to which having a chain of retail stores assists Delta to compete with Elders more effectively than smaller retailers, both in individual local markets, and across a broader geographic area,” Mr Keogh said.

    The ACCC is also considering whether the proposed acquisition would reduce competition at the wholesale level in Western Australia, or whether alternative suppliers would be able to compete with Elders effectively, should it acquire Delta. 

    The ACCC has not reached a concluded view on any of the issues outlined.

    The ACCC invites submissions in response to the Statement of Issues by 12 June 2025. Parties can contact the ACCC via mergers@accc.gov.au.

    ‘Agronomy services’ refer to advice provided to farmers by qualified individuals known as agronomists with specialised knowledge in soil and plant sciences. It encompasses a range of advice and services aimed at optimising crop production and farm management.

    Rural merchandise is an umbrella term for agricultural products purchased by farmers as inputs into operating a farm and includes agricultural chemicals, seed, fertiliser, animal health products and other miscellaneous merchandise. Some rural merchandise stores also offer agronomic advice.

  • MIL-Evening Report: Knife crime is common but difficult to investigate. Robots can help

    Around the world, knives are a popular weapon of choice among criminals. In Australia, for example, they are the most common weapon used in homicides. And in countries such as the United Kingdom and Canada, knife crime has recently been on the rise.

    As common as they are, stabbings are also difficult to investigate. Our new study, published this week in WIREs Forensic Science, presents the most comprehensive review to date of the methods used by forensic investigators for the reconstruction of knife crimes. It also highlights the limitations of these methods and introduces mechanical and robotic stabbing machines as a solution.

    These technologies could significantly enhance forensic science and criminal investigations in the pursuit of justice.

    An intensely personal act of violence

    Stabbing is an intensely personal act of violence, carefully planned or opportunistic. It reflects not just an intent to harm but also a direct, physical engagement with the victim.

    Stabbings are also typically associated with high levels of aggression and frenzied attacks. For example, Joel Cauchi fatally stabbed six people and injured ten more in just three minutes during an attack at a Sydney shopping centre on November 13, 2024.

    Forensic investigators will rely on a range of evidence to investigate a stabbing. For example, they will gather statements from any witnesses. But witnesses’ memory can be affected by issues such as shock, lighting conditions or their vantage point.

    Forensic investigators will also gather physical evidence left behind after a stabbing. This can include bloodstain patterns, sharp-force damage in wounds and clothing, and impression evidence. It can also include trace evidence such as DNA, fibres, soil, glass and pollen from the victims clothing or suspected weapon.

    This physical evidence is crucial for the next step of a criminal investigation: reconstructing a crime scene.

    A forensic puzzle

    Investigators reconstruct a crime scene to determine the type of weapon used, estimate whether the stabbing was intentional or not and how forceful it was. But many variables complicate the analysis.

    For example, the attacker’s (or attackers’) physical characteristics such as their size, strength or preferred hand, their familiarity and experience in handling knives can all influence the stabbing motion. So too can the characteristics of a knife.

    The victim’s build, positioning, area of impact, and even the number of clothing layers they have on can also affect how a blade enters the body. For example, stabbing with a kitchen knife and slashing with a machete leave vastly different injuries, just as a thick jacket can slow or deflect a blade.

    Reconstructing a stabbing is a forensic puzzle. It requires a combination of scientific analysis, investigative techniques and the collaborative effort of experts. Each specialist provides a comprehensive perspective on the victim, the weapon, the manner in which it was used, and the impact of the surrounding environment.

    An accurate simulated stabbing

    In many stabbing investigations, it is necessary to confirm evidence through simulation.

    Our new research focuses on the different ways stabbing simulations are conducted. It provides an overview of current methodologies used to reconstruct sharp-force events, especially considering the role of clothing in the reconstruction.

    A well-planned simulation must account for key variables affecting damage to the body and textiles. These factors fall into three categories:

    1. Pre-impact (garment type, weapon and assailant-victim characteristics)
    2. Impact (stabbing method, force and angle)
    3. Post-impact (body decomposition, manipulation, contamination and environmental effects).

    While adding more parameters can improve the realism of a simulation, it may also introduce complexity that reduces accuracy. Because of this, careful planning is pivotal.

    A mix of methods is best

    The choice of simulation method depends on available personnel, tools and funding. Approaches are typically categorised as manual or mechanical, with emerging research exploring the potential of robotic systems.

    Manual simulations rely on human effort to replicate stabbing motions. They remain widely used in forensic testing and provide valuable insights into wound characteristics, biomechanics, and protective materials. But they can be subjective, particularly in force estimation and motion consistency.

    Mechanical simulations address this issue by using devices for controlled, repeatable tests. While they reduce variability, they are often limited by restricted motion, force constraints, and a lack of standardisation in forensic protocols.

    Robotic simulations offer a promising alternative. They combine the adaptability of manual approaches with the precision and repeatability of mechanical systems.

    However, their forensic application is still being developed. They also face challenges such as cost, accessibility, professional expertise and the need for validation in real-world casework.

    Our research suggests that combining manual simulations with robotic and mechanical systems can enhance the accuracy and reliability of stabbing simulations. The manual approach can be used to train robotic systems that replicate human actions while ensuring consistent and controlled measurements.

    By adopting this combined approach, forensic science can bridge crucial gaps in crime scene reconstruction. In turn, this would improve the interpretation of stabbing incidents and the pursuit of justice.

    Police are asking for the public’s assistance in finding Linda Wolfgramm, who has been reported missing in central Auckland.

    The 60-year-old woman was last seen at an address on Anzac Avenue at 6am today.

    At the time she was last seen she was wearing black adidas track pants with a white stripe. She was not wearing any shoes at the time.

    Linda does not have access to a vehicle.

    Police and her family are concerned for her welfare and would like to find her as soon as possible.

  • MIL-OSI Global: Vladimir Putin’s bombing of Ukrainian civilians won’t end the war any faster. So, why is he doing it?

    United States President Donald Trump was “not happy” with his Russian counterpart, Vladimir Putin, this week.

    For three consecutive nights, from Friday to Sunday, Russia launched about 900 drones and scores of missiles at Ukraine. At least 18 people were killed, including three children.

    “We’re in the middle of talking and he’s shooting rockets into Kyiv and other cities,” Trump told reporters on Sunday, after Putin ordered the largest air assault on Ukraine’s civilians in its three-year war.

    Following up on his remarks, Trump posted on social media that Putin had “gone absolutely CRAZY!”

    Putin is not crazy. He is a tactician with a long-term goal: to make Russia a great power again and secure his place in the history books as the re-builder of Russia’s imperial might.

    Trump announced after a phone call with Putin on May 19 that Russia and Ukraine would “immediately start negotiations” towards a ceasefire.

    With his latest air campaign on Ukraine, however, Putin is threatening to destroy the goodwill he’s built up in Washington, where Trump has been consistently soft on Russia and tough on his allies.

    So, what is Putin’s strategy? Why is he launching these massive air bombardments on Ukrainian civilians now?

    Putin sees weakness in the West

    One theory is these attacks are somehow preparations for a major offensive. That makes little sense.

    Attacking military facilities, weapons depots or even frontline troops are useful preparations for an impending attack. Indiscriminate bombing of civilians, meanwhile, is a sign of either desperation or impatience.

    Britain and the US bombed German cities during the second world war because they had no alternatives until they built up enough capacity to transport land forces across the sea to invade the continent.

    The US also sent bombers to Japan in the final stages of the war because the American public became tired of seeing their sons, husbands, brothers and fathers die on Pacific islands they had never heard of. The war had dragged on forever by this point, and there seemed no end in sight.

    Is Putin desperate or impatient? Likely the latter.

    From the perspective of the Kremlin, Russia’s strategic situation is as good as it has been for years.

    The US is trying to destroy itself through trade wars and boorish diplomacy. Trump clearly dislikes Ukrainian President Volodymyr Zelensky and hopes the war will somehow end if he just demands it.

    Europe is continuing to back Ukraine. However, for the time being, it still needs US support because its entire security structure is built around NATO and US strength, both economic and military.

    What Putin sees when he surveys the international scene is weakness. In his thinking, such weakness needs to be exploited – now is the time to hurt Ukraine as much as possible, and hope it will crack. Analysts call this a “cognitive warfare effort”.

    Indiscriminate air war on civilians is the only means Putin currently has to pressure Ukraine. His army has been advancing, but painfully slowly. There is no breakthrough in sight, even once the spring muds dry and the summer fighting season starts in earnest.

    Russia has gradually advanced in Ukraine throughout 2024, but with no perceivable change in the overall situation. Putin does not command precision weapons or super spies, which he could use to take out Ukraine’s leadership.

    All he can do is rain death on women, children and the elderly from relatively cheap, unsophisticated weapons, such as drones. He now has these in large supply, thanks to ramping up military production at home.

    Bombing campaigns do not end wars

    A strategic air war on civilians seldom works, however.

    Japan’s surrender in 1945 is an exception, but it is misleading in many ways. The Americans had flattened Japan’s cities for a while already, just not using their new atomic weapons. Japan had already lost the war and the real question was if there would be a bloody US invasion or surrender.

    And as the US dropped its two nuclear bombs in August of that year, the Red Army joined the fight, racing across Manchuria to help occupy Japanese territories.

    In Germany, the British-American bombings from 1942 onwards certainly had an effect on war production, as they killed workers and destroyed factories. But they did not incapacitate the German army and certainly did not break morale.

    Instead, the bombings led to embitterment and a closing of ranks around the regime. German society fought to the last moment. It did so not just despite, but because of the air war. The German army was eventually defeated by the ground troops of the Red Army, who took Berlin in an incredibly bloody fight.

    Other historical failures are even more spectacular. The US air force dropped 864,000 tons of bombs on North Vietnam during an air campaign of more than 300,000 sorties lasting from 1965 to late 1968. The North Vietnamese lost maybe 29,000 people (dead and wounded), more than half of them civilians. The Americans and their South Vietnamese allies still lost the war.

    Putin’s air war will likely follow the historical pattern: it has further embittered the Ukrainians, who know very well that what comes from the east is not liberation.

    Another summer of fighting lies ahead. Ukraine’s friends in the democratic world need to urgently redouble their efforts to support Ukraine. The misguided hopes that Putin would somehow “make a deal” lie under the rubble his drones leave behind in Ukraine’s cities.

    Los Angeles, CA — Today, Representative Jimmy Gomez (CA-34) hosted a roundtable with the Korean business community in LA to hear firsthand how Trump’s tariffs is disrupting trade, delaying shipments, and raising the cost of essential goods.   • MIL-OSI New Zealand: $266 Million to Expand Early Intervention and Clear Waitlists for Children with Additional Needs

    “Every child deserves the chance to thrive and today I’m proud to announce a $266 million investment in Budget 2025 to clear waitlists, expand the Early Intervention Service, and reach thousands more children with the support they need to succeed,” Education Minister Erica Stanford says. 

    “For too long, families have faced unacceptable delays accessing the Early Intervention Service. This investment will fix that by clearing the backlog, expanding support to the end of Year 1, and significantly increasing our workforce capacity,” Stanford says.

    “We are not only expanding the size of the service, we are changing how it’s delivered,” Stanford says. “We will contract NGOs and private providers to deliver specialist services alongside the Ministry, ensuring children with additional needs get the support they need faster.

    “This Government is absolutely focused on getting help to the child, wherever they are, and however it’s needed. If that means using trusted private providers and NGOs to deliver services at pace, that’s exactly what we’ll do,” Stanford says. “Families don’t care who employs the speech-language therapist or the psychologist, they just want the support their child needs. And we are determined to do whatever it takes to make sure they receive it.”

    As part of the Budget 2025 package, the investment will deliver:

    • More than 560 additional full-time equivalent specialists, including educational psychologists, speech language therapists, occupational therapists, and early intervention teachers.
    • An expansion of the Early Intervention Service through to the end of Year 1, reaching around 4,000 additional children with learning and behavioural needs.
    • Reduction of existing waitlists, ensuring more than 3,000 children currently waiting will receive support sooner.
    • Increased support for the 7,100 children already in the service, with greater access to specialists and interventions.
    • 900,000 additional teacher aide hours per year from 2028, to assist young learners receiving EIS support.

    This investment reflects the Government’s commitment to a social investment approach by targeting resources early, where they will make the greatest long-term difference. “The evidence is clear: the earlier we intervene, the better the outcomes for children, families, and New Zealand. Early intervention reduces the need for more intensive support later and gives every child that needs it the best possible start.

    “To parents across the country, this is my message to you: help is on the way. We are clearing the backlog, building a stronger and more responsive service, and putting your child’s needs at the centre of our education system. You shouldn’t have to fight to get support—and with this investment, we’re making sure you won’t have to.

    “This is a transformational shift,” Stanford says. “We’re building a future-facing service that keeps up with demand and delivers for kids. Every child deserves that chance and this Government is backing them from day one.”

    The Government is driving economic growth in the regions by investing $2.6 million in 152 regional events, Tourism and Hospitality Minister Louise Upston says.
    “I’m thrilled with the variety of exciting events on offer, encouraging more New Zealanders to enjoy and explore our beautiful country beyond the main centres,” Louise Upston says. 
    “Events include the National Waka Ama Sprint Championships in Waikato, the National Jazz Festival in the Bay of Plenty, the 2026 Hokitika Wildfoods Festival, and NZ Premier Motorsport Summer Series events around the country.
    “Some of the new events coming to the regions include the Whakapapa Festival, a non-skiing event occurring over June 2026, and Summernats NZ, a car festival in the Waikato.”
    “I’m particularly pleased to support events in regions which traditionally don’t see as many domestic tourists,” Louise Upston says. 
    “Investing in these events has a direct impact, with visitors spending money in local cafes, businesses and accommodation providers, driving economic activity in our communities.
    “By growing regional tourism, our remote and rural communities can benefit from the economic opportunities it brings.
    “Events are excellent drawcards to get more visitors into our regions, particularly in quieter parts of the year for the tourism and hospitality sector. 
    “New Zealand is open for business, and we encourage both Kiwis and international visitors alike to explore and enjoy what New Zealand has to offer.”
    Funding comes from the $5 million Regional Events Promotion Fund. Over its two rounds, the Fund has invested in 284 regional events.

    Gel blasters and replica firearm seized

    Tuesday, 27 May 2025 – 1:00 pm.

    A replica pistol, gel blasters and an electronic stun device disguised as a torch were among items seized by Tasmania Police during searches of properties in the state’s north and south this morning.
    A 35-year-old Hobart man has been interviewed by police and issued with a summons to appear in court at a later date, as part of the ongoing joint operation between Tasmania Police and Australian Border Force authorities.
    This morning, (Tuesday, May 27) police executed simultaneous searches at two Tasmanian properties – one in the Hobart suburb of Lenah Valley and another in Mowbray, Launceston.
    The operation involved members from the Tasmania Police Drugs and Firearms Units (Southern and Northern), the Police Dog Handling Unit, Australian Border Force and specialist resources.
    Following the search of the Lenah Valley property, police seized four gel blaster-type pistols, one metal replica pistol, one foldable gel blaster submachine gun and quantities of alleged controlled substances (steroids).
    At the Mowbray address, officers searched a shed on the property and seized three gel blaster firearms resembling pistols, an electronic stun device disguised as a torch (Taser), ammunition and various chemicals.
    Also seized at the Mowbray property were body armour, ballistic helmets, balaclavas and police-style patches and insignia.
    Police advise that in Tasmania, gel blasters are considered firearms under the Firearms Act 1996.
    To lawfully possess any firearm in Tasmania – including a gel blaster – a licence of the category which is appropriate to that firearm is required. This means that to possess a gel blaster, which is an air rifle, a Category A licence is required.
    To possess a gel blaster which is an air pistol, a Category H licence is required.

    Wash and Dry in One Go — A Simpler Routine for Better Living
    According to a Samsung survey3 of 206 buyers in Korea who purchased all-in-one washer-dryers released in 2024, respondents cited the following top reasons for their purchase — no laundry transfer needed (23%), saving space (21%), single installation for both washing and drying (12%), and one-step operation from wash to dry (11%).
     

     
    As laundry becomes simpler and more convenient, how and when people do it is evolving. Compared to before purchasing all-in-one models, people are washing their clothes more frequently. Dual-income households, in particular, are increasingly doing their laundry on weeknights after work.
     

     

     
    As washing and drying are completed in a single automated cycle, the Bespoke AI Laundry Combo allows users to simply load their clothes, press start and walk away. There’s no need to wait around or manually move wet clothes to a separate dryer.     In the survey, customers in Korea expressed high satisfaction6 with features like the Flex Auto Dispense System7 (91%) and AI Energy Mode8 (89%). The Flex Auto Dispense System adjusts the detergent amount to suit the load of laundry when detergent is pre-filled in the compartment, reducing maintenance hassle and preventing overuse or underuse of detergent, which is a common issue with conventional washing machines.
     
    Energy efficiency has also improved, as the 2025 Bespoke AI Laundry Combo consumes 45% less electricity per kilogram than the minimum required for top-rated front-load washers in Korea.9 With AI Energy Mode, users can reduce energy consumption by up to 60% without compromising performance.10

  • MIL-OSI New Zealand: Shoplifter lands in custody after thorough Police work

    A sticky-fingered thief almost bagged nearly $1000 worth of groceries before Police tracked him down in Auckland last week.

    It’s led to Police laying charges for a wider spate of offending valued at over $10,000.

    At around 9am on Saturday 24 May Police received a report of a male shoplifting from a Manukau supermarket.

    “This male has taken a large amount of meat products and fled the scene in a vehicle,” Counties Manukau Central Area Prevention Manager Inspector Warrick Adkin says.

    Officers attending the incident made enquiries into the vehicle and discovered the same male had been involved in a shoplifting event at a Three Kings supermarket only an hour earlier.

    “Police Officers immediately responded in an attempt to locate this male and the vehicle,” Inspector Adkin says.

    “Not long after, the vehicle was located a short distance away, as it was about to enter State Highway 20.”

    Police successfully stopped the vehicle and took the alleged offender into custody.

    Inside the vehicle, approximately $800 worth of groceries were located, which were returned to the store.

    “Further enquiries revealed this male has allegedly been involved in numerous shoplifting or theft incidents this year, totalling several thousand dollars,” says Inspector Adkin.

    “We are pleased to have brought this spree to an end and for this male to be held accountable for his actions. We will not tolerate such brazen criminal offending.”

    A 17-year-old appeared in the Manukau Youth Court on May 24 charged with multiple shoplifting.

  • MIL-OSI Australia: Thermomix pays penalties for allegedly misleading customers over NDIS endorsement

    Vorwerk Australia Pty Ltd, trading as Thermomix in Australia, has paid $79,200 in penalties after the ACCC issued it with four infringement notices for allegedly making false or misleading representations to consumers online, suggesting two of its household appliances were endorsed by the National Disability Insurance Scheme (NDIS).

    In November 2024, the ACCC put businesses on notice of its focus on problematic advertising practices targeting NDIS participants. Since then, it has taken compliance and enforcement action against a number of businesses.

    The ACCC alleges that in November 2024 and March 2025, Thermomix made false or misleading representations on its website promoting the Thermomix TM6 cooking product and Kobold cordless vacuum and mop as being endorsed through the NDIS or registered by an entity administering the NDIS.

    This included allegedly describing the products as ‘NDIS approved’, ‘NDIS-registered product’, ‘NDIS-consumables’, ‘NDIS assistive technology’, and ‘NDIS equipment’.

    “The NDIS does not provide specific approval for any particular goods or services. Each NDIS participant has unique needs, and what’s funded under their plan is determined individually, not through a list of approved products. There are no categories of goods or services which are automatically NDIS approved or funded for all NDIS participants,” ACCC Chair Gina Cass-Gottlieb said.

    “Misleading consumers experiencing vulnerability or disadvantage is of concern to us, and we will not hesitate to take appropriate action.”

    The Australian Government’s NDIS (Fair Price and Australian Consumer Law) Taskforce is comprised of the ACCC, the NDIS Quality and Safeguards Commission and the NDIA. The taskforce was established in December 2023 to address potential breaches of Australian Consumer Law amid concerns that NDIS participants were being charged more for goods and services than other consumers.

    Any person who thinks a business has made false or misleading statements about products or services, including whether they are endorsed or approved by the NDIS, or who considers their consumer rights have not been met, can make a report to the ACCC.

    What false or misleading advertising about the NDIS might look like

    Examples of concerning advertising that may be false or misleading include:

    • The use of the words ‘NDIS approved’ as the NDIS does not have the function of approving or endorsing particular goods or services.
    • Advertising suggesting NDIS funds will cover “all inclusive” holidays, when general costs associated with holidays would not be covered by NDIS funding.
    • Meal delivery services suggesting the cost of meals is covered by the NDIS, when the NDIS does not cover food expenses.
    • Advertising that provides instructions on how to use NDIS funding codes to cover costs of recreational services that are not covered by the NDIS – for example, going to the movies or a theme park.
    • Advertising that suggests a business is affiliated or endorsed by the NDIS, by using NDIS in its business name or in the description of its services, for example ‘NDIS therapies’.

    Background

    Vorwerk Australia Pty Ltd is the sole Australian distributor of Thermomix products in Australia and the owner of TheMix Shop, an ecommerce store for Thermomix and Kobold products.

    In November 2024, Vorwerk International AG, the Germany-based manufacturer of Thermomix and Kobold appliances, completed an acquisition of The Mix Australia Pty Ltd, which held the sole official licence to distribute Thermomix appliances in Australia and operated the ecommerce store TheMix Shop. After the acquisition, The Mix Australia Pty Ltd was renamed as Vorwerk Australia Pty Ltd.

    In December 2024, the ACCC instituted proceedings against registered NDIS provider Ausnew Home Care Service Pty Ltd, for alleged false and misleading representations, including statements that certain products were ‘NDIS approved’ relating to aged care and disability products. The matter remains before the Court.

    Last week, Bedding retailer Bedshed paid $39,600 in penalties for allegedly making false and misleading representations that some of the products it sold were ‘NDIS approved’ and ‘NDIS permitted’.

  • MIL-OSI New Zealand: IPCA recommends Police improve investigative interviewing training

    The Independent Police Conduct Authority has completed a review of the Police’s use of the Complex Investigation Phased Engagement Model (CIPEM) interviewing method and found that, although it was a laudable attempt to enhance officers’ investigative interviewing skills, its implementation fell short in several respects.

    The Authority’s review was prompted by criticism that arose after evidence in a murder case was ruled inadmissible in September 2021 and concerns were subsequently raised in the media. We also received several complaints. However, the review ultimately focused on examining the development and use of CIPEM, rather than tangential allegations of misconduct that could not be substantiated.

    The Authority found that CIPEM had a heavy focus on engagement skills and building rapport, which is consistent with international best practice. However, the normal processes for quality assurance and implementation of the training were not followed, and the model was not reviewed by an independent expert until about two and a half years after the training began.

    We reviewed five cases in which CIPEM-trained interviewers had been brought in to assist investigation teams. In two of the five cases, we found that the questioning itself departed from good practice and failed to comply with the Judges’ Rules on Police Questioning. However, these failures were generally not integral to CIPEM and were due to poor practice and inadequate oversight.

    We also found that Police leadership should have done more to support the individual officers impacted by persistent media criticism and proactively correct the perception that CIPEM alone caused the downfall of the case in which evidence was ruled inadmissible.

    Police have taken steps to identify and address the problems they are experiencing with interviewing. A recent review has resulted in recommendations for improvement, including creating a new Manager of Investigative Interviewing role.

    The Authority recommends that Police proceed with establishing that role, which should focus among other things on improving investigative interviewing and engagement training and making it available to all staff; ensuring that the interviewing trainers have a high level of operational experience and excellent engagement skills; and developing training for interviewing suspects and hostile witnesses.

    Police acknowledge and fully accept the findings and recommendations of the Independent Police Conduct Authority (IPCA) report into Police’s use of the Complex Investigation Phased Engagement Model (CIPEM) interviewing method.

    The CIPEM interviewing programme was implemented in 2018 with the knowledge and support of the Police Executive, and the staff involved acted in good faith striving to improve an acknowledged gap in our interviewing capacity.

    While there are lessons to be learned for Police, the staff involved displayed passion and dedication in working to try to advance difficult and complex cases. Police acknowledge that more support should have been afforded to the officers involved at the time and apologise to the staff involved for not providing that support, particularly during a prolonged period of media reporting.

    The murder case interview referenced in the IPCA media statement was subject to an independent review, which found that those involved in that interview were not involved in the wider investigation management, including making key decisions relevant to progressing the investigation or prosecution. They were brought in to conduct an interview phase only. In these circumstances, it would be both wrong and unfair for conclusions to be drawn that these staff were to blame for the charges being withdrawn.

    Consequently, the internal review also focussed on the way the Police lead, review and manage serious crime investigations and an examination of those areas specific to that case. Police are unable to release a full copy of that review as it contains sensitive information that would prejudice further investigation and potential prosecution outcomes. A summary of the review (previously released under the Official Information Act 1982) is provided with this release.

    Police also commissioned a broad review of interviewing practices across all of Police, which was completed in November 2024. The recommendations of that review and the recommendations of the IPCA review are accepted and are being implemented as a programme of work. A full copy of this review is provided with this release.

    Police is also establishing a new position, the Manager Investigative Interviewing, to lead this programme of work, as was recommended by the IPCA. Police expect to recruit for this position in coming weeks.

    Engaging with and interviewing victims, witnesses and suspects is a core policing skill and pivotal to advancing all investigations and other aspects of policing.

    The Police Executive is committed to ensuring that NZ Police’s interviewing training programme is world leading.

    If you’ve decided to start a not-for-profit (NFP), you need to be aware of the tax and super obligations that come with it.

    Once you have chosen an appropriate legal structure for your NFP, you may need to register for an Australian business number (ABN). You need an ABN to register with us for tax obligations such as PAYG, GST or FBT, or if you are seeking endorsement for tax concessions or deductible gift recipient (DGR) status.

    Types of NFPs

    An NFP is an organisation that operates for its purpose, as outlined in its governing documents, and not for the profit or personal gain of its individual members.

    Depending on the type of NFP, your organisation may either be eligible for a range of tax concessions or it may need to pay income tax.

    NFPs fall within 3 broad categories:

    • Charitable NFPs – NFPs with only charitable purposes that meet the legal definition of a charity must be registered with the Australian Charities and Not-for-profits Commission (ACNC)External Link and endorsed by us to access tax concessions or deductible gift recipient (DGR) status. NFPs with only charitable purposes that choose not to register with the ACNC, are not eligible to self-assess as income tax exempt, and will not be exempt from income tax. They are taxable and may be required to lodge an annual income tax return.
    • NFPs that self-assess as income tax exempt – An NFP can self-assess as income tax exempt if it is not a charity and meets the requirements of one of 8 specific categories set out in tax law. Self-assessing NFPs with an active ABN are required to lodge an annual NFP self-review return each year by 31 October to notify us of their eligibility to self-assess as income tax exempt. 
    • Taxable NFPs – NFPs that aren’t eligible to self-assess as income tax exempt, or those with only charitable purposes that are not registered as a charity with the ACNC and endorsed by us, are taxable. If you’re a taxable NFP you may have to lodge an income tax return and pay tax or notify us of a non-lodgment advice.

    We recommend you review your organisation’s entitlement to tax concessions on an annual basis and whenever there is a change in your structure or operations.

    Washington, D.C. – Recently, U.S. Senator Reverend Raphael Warnock (D-GA) and American Farm Bureau Federation President Zippy Duvall spoke with Southeast AgNet Radio’s Dale Sandlin about the prospects of a 2025 Farm Bill and the Trump administration’s inconsistent tariff policy. The Senator shared his thoughts about the prospects of getting a Farm Bill this year.
    “We need a Farm Bill and it’s something that I’ve been pushing for, for a long time…the Farm Bill won’t happen until after reconciliation and so I think what happens there in that piece of legislation will greatly impact the terms of the debate,” said Senator Reverend Warnock. “I remain focused on supporting farmers in Georgia, and across the southern region, and the Farm Bill is a tool that we need to get done.”
    “It’s absolutely necessary that we get this done and get it done now. We have had two extensions, we’re in a Farm Bill that was created in 2018, and a lot of things have happened in agriculture, not just in Georgia, but all across America,” said AFBF President Zippy Duvall, echoing the Senator’s comments. “With COVID, inflation, the cost of everything has gone up and reference prices – as the Senator referred to – does need some attention. Modernizing this Farm Bill will bring certainty to rural America and family farmers across the country.”
    Senator Warnock acknowledged farmers concern about negative impacts of the current administration’s sweeping tariffs and stressed he will continue to advocate on their behalf to fight for Georgia farmers’ bottom line:
    “I know how important trade is for our Georgia farmers,” said Senator Warnock. “The big problem with the tariffs is that it is creating a lot of uncertainty. And with that uncertainty it’s very difficult to plan any business in a marketplace that’s already very, very challenging.”
    “Our policy at the Farm Bureau does not supports tariffs but we are encouraged that the president is trying to level the playing field and to open up markets,” said AFBF President Duvall. “20 percent of our farmers’ income comes from trade, and we need to have open markets across the world. Mexico, China, and Canada are our three largest trading partners. It’s not only just affecting farmers, it’s also affecting input costs, but it’s our job to be the voice of agriculture and we continue to work with senators like Senator Warnock and with the administration to let them know how they affect farmers so that hopefully they can either massage or exempt agriculture to the point where it won’t cause any collateral damage.”
    As a veteran member of the Senate committee overseeing federal agriculture policies, and as a senator representing a leading agricultural state, Senator Warnock is a champion of smart policies that help Georgia farmers keep more profits in their pockets and keep the industry at the frontlines of Georgia’s economic success. Last year, Senator Warnock introduced the Southern CROPS Act, a comprehensive package of legislation to provide Georgia row crop farmers additional financial security to help farmers get ahead and remain on their land. Additionally, during last year’s Farm Bill negotiations, Senator Warnock pushed for a raise in reference prices for southeastern commodities.     CRANSTON, RI – As Russia steps up its targeting of Ukraine, with nearly 400 Russian drones and missiles fired at Ukrainian cities over the past few days, Russian President Vladimir Putin continues to demonstrate his commitment to the illegal invasion of Ukraine and contempt for President Trump’s negotiating efforts.  In the wake of Russia’s increasing attacks, Germany became the latest Ukrainian ally to lift all range restrictions on weapons it sends to Ukraine to combat Moscow’s offensive.
    U.S. Senator Jack Reed, the Ranking Member of the Senate Armed Services Committee, believes now is the time for President Trump to throw his support behind tough, targeted sanctions against the Putin regime.  Senator Reed says that if President Trump refuses to act, the U.S. Senate must quickly pass a comprehensive sanctions package with a veto-proof majority.
    “The Trump Administration must recognize that the only thing Vladimir Putin responds to is strength. To demonstrate our strength, the U.S. must join our allies in levying new sanctions on Russia to intensify the economic pressure.  The European Union has recently approved a new package of sanctions targeting covert Russian oil exports, and has announced that work is underway for another set of even tougher sanctions,” said Senator Reed.
    “The President claims to understand pressure and leverage in tough negotiations.  But none of that has been evident in his dealings with Putin.  He has refused to pressure Russia and has been unwilling to bolster Ukraine with adequate military assistance to gain leverage,” Reed continued.  “Since the Administration has so far failed to take tough actions to pressure Russia to stop its brutal and illegal war of choice, the U.S. Senate must take up and quickly pass a comprehensive sanctions package against Russia.  These bipartisan sanctions on Russia are overdue, should be swiftly enacted to counter Putin, and failure to do so will only embolden bad actors.”
    Senator Reed is an original cosponsor of the Sanctioning Russia Act of 2025 (S. 1241), which has 81 cosponsors – 40 Democrats, 40 Republicans, and 1 Independent.  The measure includes a 500 percent tariff on imports from nations that purchase Russian oil, petroleum products, natural gas or uranium.  The lead sponsor of the bill, U.S. Senator Lindsey Graham (R-SC), wrote in the Wall Street Journal demanding change in Trump’s negotiating strategy and noting that the U.S. Senate is “prepared” to do what the president has not: impose severe sanctions on Moscow.
    The bipartisan sanctions calls are coming from the U.S. Senate as President Trump himself is questioning Putin’s motives, writing over the weekend: “I’ve always had a very good relationship with Vladimir Putin of Russia, but something has happened to him. He has gone absolutely CRAZY!” Trump wrote on Truth Social. “He is needlessly killing a lot of people, and I’m not just talking about soldiers. Missiles and drones are being shot into Cities in Ukraine, for no reason whatsoever.”
    “I’ve always said that he wants ALL of Ukraine, not just a piece of it, and maybe that’s proving to be right, but if he does, it will lead to the downfall of Russia!” Trump added.
    The Kremlin responded to Trump’s criticism by blaming it on “emotional overload” followed by an escalation of military strikes on Ukraine.  And Russian State Media site RT mocked Trump’s social media posts in a post of their own on X, writing:
    ‘Putin doesn’t realize… he’s playing with fire!’ — Trump’s message leaves little room for misinterpretation
    Until he posts the opposite tomorrow morning
    Senator Reed urged the Trump Administration to spend less time on social media and get to work on submitting a budget request that includes robust support for Ukraine. Failing to do so would harm U.S. national security and economic interests and benefit Russia.  
    “The Ukrainian people continue to bravely hold the line against Russian forces, which are supplemented by North Korean troops, equipped by Iran, and supported economically by China. The Ukrainians need arms and supplies to continue to protect their country.  Instead, the Trump Administration has choked off U.S. military aid and has failed to request any additional support. This must be reversed immediately,” said Senator Reed.  “I will continue to do everything in my power to support Ukraine, as their fight is our fight. I urge my Senate colleagues and the President to join me.”

  • MIL-OSI Submissions: Health – Resurgence of preventable diseases threatens children in East Asia and the Pacific – WHO

    Gavi, the Vaccine Alliance, UNICEF and WHO raise alarm over falling vaccine coverage and eroding trust, with measles cases at their highest since 2020

    Manila/Bangkok/Geneva, 28 May 2025 – Across East Asia and the Pacific, vaccine-preventable diseases are making a dangerous comeback, with measles at the forefront of this resurgence. In the first months of 2025, countries like Cambodia, Mongolia, the Philippines, and Viet Nam have reported a sharp rise in measles cases compared with the same period last year, signalling that far too many children are missing out on life-saving vaccines.

    Measles is among the most infectious diseases in the world, with the potential to cause severe illness and death, especially in children. Since the beginning of 2025, Viet Nam has recorded 81,691 suspected measles cases in 63 provinces and cities. As of 21 May, Mongolia had confirmed 2,682 measles cases. Cambodia reported 2,150 cases of measles between January and April 2025. The Philippines reported 2,068 cases from 1 January to 10 May 2025. Measles cases across the region are now at their highest level since 2020, according to data from the World Health Organization (WHO).

    “The alarming rise in measles cases is a wake-up call,” said Dr Saia Ma’u Piukala, WHO Regional Director for the Western Pacific. “It highlights the vulnerable children who are being left behind — those who haven’t received even a single dose of vaccine, living in underserved communities, missed by routine immunization and vaccination campaigns. This underscores the critical importance of ensuring every child is immunized to protect their health and that of our communities.”

    Meanwhile, the confirmation of a poliovirus outbreak in Papua New Guinea has triggered a national public health emergency response. The risk of continued transmission within the country remains high, with potential implications beyond its borders. Although Papua New Guinea was declared polio-free 25 years ago, persistently low routine immunization coverage has left many children vulnerable.

    Vaccine-preventable diseases remain a significant threat to children’s health. Measles can cause serious complications including pneumonia, brain damage and lifelong disability. Polio can lead to irreversible paralysis. The youngest children, especially those living in poverty, conflict zones, remote areas, or without access to basic health care, are most at risk and least likely to recover.

    “We’re not just seeing a spike in disease, we’re seeing a signal that the systems meant to protect children are faltering,” said June Kunugi, UNICEF Regional Director for East Asia and the Pacific. “Measles and polio are highly infectious, and children are paying the price for gaps in coverage, delayed care, and misinformation. No child should suffer or die from a disease we know how to prevent.”

    The resurgence of vaccine-preventable diseases in East Asia and the Pacific reflects deeper, systemic failures. Immunization systems weakened by the COVID-19 pandemic remain under-resourced. Across the WHO Western Pacific Region, an estimated 3.2 million children did not receive a single dose of vaccine between 2020 and 2023. Many more children remain under-vaccinated, and even countries with previously strong systems are now grappling with immunity gaps. These setbacks have left millions of children vulnerable to diseases that should already be under control or eliminated. Additionally, rising vaccine hesitancy – driven by misinformation, disinformation, and distrust – is further eroding the confidence families need to protect their children.

    “We are very concerned about the rising cases of measles in the region,” said Nadia Lasri, Senior Country Manager and Coordinator of Gavi, the Vaccine Alliance, in the Western Pacific Region. “Gavi is actively supporting response efforts in the region, including funding emergency vaccination campaigns, strengthening surveillance systems, and providing technical assistance to national immunization programmes. We are working with partners to bolster routine immunization systems and ensure children in hard-to-reach and cross-border areas are not left behind. The spike in cases underscores the urgent need for a coordinated regional response to stop transmission and protect millions of children.”

    The cost of inaction is high: outbreaks demand emergency campaigns and intensive responses that are far more expensive than maintaining well-functioning, reliable routine immunization systems.

    The tools to stop these diseases already exist: safe, effective, and affordable vaccines; early warning systems; and health workers with the skills and dedication to deliver them. UNICEF and WHO are calling for a shift from crisis response to prevention. That means:

    • Reach every child with routine immunization and catch-up campaigns to close immunity gaps.
    • Track risks and respond early with strong surveillance, laboratory capacity, and rapid outbreak response.
    • Improve diagnosis and care with clear treatment protocols and infection control in health facilities.
    • Build public trust by engaging communities, addressing concerns, and countering misinformation.
    • Share timely information across countries to stay ahead of outbreaks.
    • Ensure immunization programmes are adequately and sustainably resourced.

    Good morning.
    Thank you for the invitation to address this conference. Foreign Affairs responsibilities require us to be elsewhere today, so it is with regret that this address to you all must be delivered in this format.
    Let us begin by acknowledging the board members and management of the Australasian Railway Association; leaders from KiwiRail, Metlink, Auckland Transport, Auckland One Rail, infrastructure firms, and heritage operators, as well as our Australian freight and metro counterparts. 
    As the Minister for Rail – that’s for rail – the chance to share our record and vision was not to be missed.
    We had responsibility for rail during the 2017-2020 term and we turned things around. Contrast our legacy for rail with any other and you will see who is out in front.
    We are rebuilding rail
    In 2020, we changed the law – rail is now funded like roads. A common-sense reform.
    We funded the third main line between Wiri and Westfield – Auckland’s busiest rail section – and planning is underway for a fourth main line across the whole Auckland southern corridor. New stations are being built in South Auckland and electrification has extended commuter trains to Pukekohe.
    Northland’s line can now take standard-weight trains and hi-cube containers. Marsden Point’s spur – stalled under the previous Government – is now in Fast Track legislation, alongside the Avondale-Southdown corridor.
    Remediation and upgrades are occurring across Auckland and Wellington, lifting the quality, reliability and frequency of services. A city rail link in Auckland’s centre and new trains in Wellington.
    Our regional investments are also about positioning New Zealand for global trade: port connections, less truck congestion, and more freight competition.
    Just a fortnight ago, the Honourable Shane Jones announced $8.2 million to fund a three-track rail siding connecting Southern Link Logistics to the network.
    Freight is about getting from A to B. Freight is the lifeblood of our economy. It’s no good making something if it doesn’t go to a customer.
    Inland freight hubs mean local road freight operators and rail freight can feed regional goods into the hub, and have rail take the combined heavy haul to port. 
    Rail is the clearing house for busy ports, moving vast quantities so ports can handle more ships. More ships enable more exports, more imports, more trade.
    And, last week, we announced in Budget 2025 the commitment of $604 million for rail. $461 million for the national network, and $143 million to the metro networks in Auckland and Wellington.
    Both investments continue our focus on arresting the decline of the networks, contributing to better reliability.
    Freight must pay its way.
    KiwiRail must cover all its operating and capital costs—just like any other business. Freight volumes are down, as they are across the board.
    So the turnaround begins with cost. Competitive pricing requires leaner operations, better use of its assets and better, more responsive systems for customers.
    The second issue is reliability. Big players like Fonterra get a good service from KiwiRail – but KiwiRail must compete on speed and certainty for domestic and export freight. 
    We know that KiwiRail is alive to these issues. They are hungry for customers, and as shareholders we are as eager as their customers are to see that lift in performance.
    We’re doing our part. Sixty-six new locomotives from Spain will replace the South Island fleet and support the North Island fleet.
    We’re refurbishing the Hamilton-Palmerston North electric fleet, and planning is underway on electrifying the line to Mt Maunganui. Electric engines haul heavy weights, cost little to run, and emit nothing.
    We’ve rebuilt Dunedin’s Hillside Workshops and new wagons are rolling out of there. A total of 1,350 wagons will be assembled, creating local jobs and capability, and wagons to reliably move customers’ freight. 
    It is on KiwiRail to deliver a strong freight business on the back of our investment. You will be measured on volumes, reliability, and earnings. Succeeding will open the door to new customers and then we can truly begin to rebalance transport in this country. 
    It is up to freight movers to come to the party, too. The Government is making the investment in rail that’s needed, so use it. The greater the use of the rail network, the greater the savings on reduced road congestion and road maintenance costs. 
    Every person who sees a wagon of logs moving by rail is a person who is not stuck behind a logging truck on the road.
    Finally: the ferries.
    We shut down the bloated iReX project. No Taj Mahal in Picton, no Opera House in Wellington. Just safe, reliable efficient ferries for road and rail – by 2029 – and infrastructure that works.
    Ferry Holdings has two jobs: deliver ferries by 2029 and build low-cost infrastructure to serve them. Picton will get dual linkspans and faster load times. In Wellington, we’ll build on what’s already there. Rail is a primary customer across Cook Strait, and it will be served.
    We will deliver, and rail is here to stay.
    In closing: We back rail. Not with words, but with deeds. 
    But do not mistake this for unquestioning support. Let iReX be a lesson to the whole rail system: we do not tolerate waste.
    As rail people, the delivery is up to all of you and your teams at this conference.

  • MIL-OSI Security: Illegal alien serial felon sent to prison for third unlawful reentry

    CORPUS CHRISTI, Texas – A 44-year-old Mexican national with a felony criminal history and multiple prior removals has been sentenced once again for illegally reentering the United States without permission, announced U.S. Attorney Nicholas J. Ganjei.

    Juan Humberto Lara Molina pleaded guilty Feb. 13.

    U.S. District Judge Nelva Gonzales Ramos has now ordered Molina to serve 24 months in federal prison. Not a U.S. citizen, he is again expected to face removal proceedings following his imprisonment. In imposing the sentence, the court noted that his criminal history raises serious concerns, stating that if he kept coming back, he would be spending much more time in prison.

    Molina has a lengthy drug, weapons and immigration criminal history including two other illegal reentry convictions, one in 2007 and another in 2015. He was also convicted of dealing cocaine in Indiana and unlawful sale of firearms in Illinois. He has also been previously ordered removed from the United States on multiple occasions.

    Authorities removed Molina most recently in November 2021. However, law enforcement discovered him at the Falfurrias Border Patrol (BP) checkpoint Dec. 12, 2024. He was one of seven individuals being transported farther north by human smugglers in a tractor-trailer.

    Molina will remain in custody pending transfer to a Federal Bureau of Prisons facility to be determined in the near future.

    Border Patrol conducted the investigation. Assistant U.S. Attorney Young Min C. Burkett prosecuted the case.

  • MIL-OSI USA: Two Men Sentenced to Prison for Role in International Human Smuggling Conspiracy that Resulted in the Death of a Family of Four

    Two men were sentenced today in the District of Minnesota after being convicted at a jury trial for their roles in an international human smuggling conspiracy that resulted in the deaths of four Indian nationals, including a three-year-old and 11-year-old child, in January 2022.   

    Harshkumar Ramanlal Patel, 29, an Indian national formerly of Florida, was sentenced to 10 years and one month in prison for his role in the conspiracy. Patel will be removed from the United States following his sentence. His co-conspirator, Steve Anthony Shand, 50, of Florida, was sentenced to six years and six months in prison followed by two years of supervised release. According to evidence presented at trial, Patel and Shand were part of a large-scale human-smuggling operation that brought Indian nationals to Canada on fraudulent student visas and then smuggled them into the United States across the northern border. Patel organized the logistics of smuggling aliens from Manitoba, Canada, into the United States, with other co-conspirators, and Shand picked up the aliens just south of the Canadian border in the United States and drove them to Chicago. Both men were paid for their roles in the conspiracy and disregarded the risks posed to the aliens by the cold weather at the northern border. According to evidence at trial, the going rate to be smuggled from India through Canada into the United States was $100,000.

    “Patel and Shand endangered thousands of lives for their personal enrichment and are responsible for the deaths of two small children who froze to death on their watch,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “This case demonstrates the grave danger associated with human smuggling operations. I thank the prosecutors and our law enforcement partners in the U.S. and in Canada who are working to secure the northern border and end the perilous smuggling of aliens into the United States.”

    “Every time I think about this case I think about this family—including two beautiful little children—who the defendants left to freeze to death in a blizzard,” said Acting U.S. Attorney Lisa D. Kirkpatrick for the District of Minnesota.  “As we’ve seen time and time again, human traffickers care nothing for humanity. I am proud of the work of our law enforcement partners in holding these defendants accountable for their unspeakable crimes.”

    On Jan. 18 and 19, 2022, Patel and Shand, despite repeated warnings about the dangers, organized the smuggling of 11 aliens from Canada into the United States on foot in severe winter weather conditions, including a family of four – two adults, and their 11-year-old daughter and three-year-old son. On the evening of January 18, Shand sent Patel a screenshot with a blizzard alert warning of wind gusts as high as 50 mph and wind chill temperatures below -45 degrees. The recorded wind chill temperature on the morning of Jan. 19 was -36 degrees. In the early morning hours of Jan. 19, during blizzard conditions in Minnesota, a U.S. Border Patrol agent found Shand’s van stuck in the snow and arrested Shand along with two aliens. Contrary to Shand’s statement to law enforcement that there were no other aliens out in the snow, five more aliens emerged from the fields, including one suffering hypothermia with an internal temperature below 90 degrees who was airlifted to Regions Hospital in St. Paul, Minnesota. Later that day, the Royal Canadian Mounted Police (RCMP) found the dead bodies of the family of four frozen in an isolated area on the Canadian side of the international border. The boy was wrapped in a blanket with his father’s frozen glove covering his face. As proven at trial, Patel and Shand had been paid to smuggle the family into the United States.

    In November 2024, a federal jury convicted both defendants of conspiracy to bring aliens to the United States causing serious bodily injury and placing lives in jeopardy, conspiracy to transport aliens within the United States causing serious bodily injury and placing lives in jeopardy, attempted transportation of aliens for commercial advantage or private financial gain, and aiding and abetting the attempted transportation of aliens.

    “Today’s sentencing marks a crucial moment of accountability in a case that revealed the harrowing realities of human smuggling,” said Special Agent in Charge Jamie Holt of U.S. Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) St. Paul. “The callous disregard for life that led to the tragic deaths of an entire family will not be forgotten. At HSI, we remain steadfast in our mission to work with our partners across borders to dismantle criminal smuggling networks, bring justice to those responsible, and safeguard human dignity.”

    HSI and U.S. Customs and Border Protection conducted the investigation. The RCMP and the Justice Department’s Office of International Affairs provided substantial assistance.

    The sentencings are the result of the coordinated efforts of Joint Task Force Alpha (JTFA). JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated and expanded by the Attorney General with a mandate to target cartels and other transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the southwest border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by the Human Rights and Special Prosecutions Section (HRSP) and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, FBI, and the Drug Enforcement Administration (DEA), and other partners. To date, JTFA’s work has resulted in more than 365 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 334 U.S. convictions; more than 281 significant jail sentences imposed; and forfeitures of substantial assets.

    This case was also supported by the Extraterritorial Criminal Travel Strike Force (ECT) program, a partnership between the Justice Department’s Criminal Division and HSI. The ECT program focuses on human smuggling networks that may present particular national security or public safety risks, or present grave humanitarian concerns. ECT has dedicated investigative, intelligence and prosecutorial resources. ECT coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

    Trial Attorney Ryan Lipes of the Criminal Division’s HRSP and Assistant U.S. Attorney Michael P. McBride of the District of Minnesota prosecuted the case.

  • MIL-OSI Security: Illinois Man Sentenced for Immigration Crime

    BECKLEY, W.Va. – Joseph Sanchez, 33, of Fairbury, Illinois, was sentenced today to five years of federal probation, including six months on home detention, for participating in an immigration marriage fraud conspiracy.

    According to court documents and statements made in court, in or around August 2021, Sanchez was living in Greenbrier County, West Virginia. A foreign national who worked at a convenience store near Sanchez’s residence offered to pay Sanchez if he found a woman willing to marry the foreign national so he could obtain lawful permanent resident status, commonly known as a Green Card. Sanchez ultimately agreed to the request in exchange for $10,000 in cash. The understanding was that $5,000 would be paid upon the marriage being final, and another $5,000 would be paid once the foreign national received his Green Card.

    Sanchez arranged to have his sister-in-law marry the foreign national. Sanchez told his sister-in-law about the purpose of the arrangement and the financial benefits associated with it. The sister-in-law had only occasionally interacted with the foreign national, as a customer at his convenience store. The sister-in-law and Sanchez had no social connections to the foreign national beyond frequenting the convenience store.

    In September 2021, Sanchez’s sister-in-law and the foreign national were married in White Sulphur Springs. In March 2023, Sanchez traveled with the sister-in-law and the foreign national to Pittsburgh, Pennsylvania. The purpose of the trip was for the sister-in-law and the foreign national to attend an interview with U.S. immigration officials to trick those officials into believing the marriage was entered into in good faith and that the relationship between the sister-in-law and the foreign national was genuine. The scheme was unsuccessful, and the foreign national’s application was denied.

    The foreign national, Aakash Prakash Makwana, pleaded guilty on May 14, 2025, to aggravated identity theft. Makwana, 29, a citizen of India unlawfully residing in Ronceverte, admitted that he included the name and signature of a residential property manager without the individual’s authorization when he falsified a lease agreement as part of the marriage fraud scheme. Makwana is scheduled to be sentenced on September 26, 2025.

    The sister-in-law, Kalee Ann Huff, pleaded guilty on February 20, 2025, to marriage fraud and perjury. Huff, 28, now living in Fairbury, Illinois, admitted to her role in the marriage fraud scheme and to testifying falsely before a federal grand jury about material facts relating to the government’s investigation. Huff is scheduled to be sentenced on June 12, 2025.

    Acting United States Attorney Lisa G. Johnston made the announcement and commended the investigative work of the U.S. Department of Homeland Security-Homeland Security Investigations (HSI), and U.S. Citizenship and Immigration Services (USCIS).

    Chief United States District Judge Frank W. Volk imposed the sentence. Assistant United States Attorney Jonathan T. Storage prosecuted the case.

    FERGUS FALLS, Minn. – Two men were sentenced today in the District of Minnesota after being convicted at a jury trial for their roles in an international human smuggling conspiracy that resulted in the deaths of four Indian nationals, including a three-year-old and 11-year-old child, announced Acting U.S. Attorney Lisa D. Kirkpatrick.

    “Every time I think about this case I think about this family—including two beautiful little children—who the defendants left to freeze to death in a blizzard,” said Acting U.S. Attorney Lisa D. Kirkpatrick.  “As we’ve seen time and time again, human traffickers care nothing for humanity.  I am proud of the work of our law enforcement partners in holding these defendants accountable for their unspeakable crimes.”

    “Today’s sentencing marks a crucial moment of accountability in a case that revealed the harrowing realities of human smuggling. The callous disregard for life that led to the tragic deaths of an entire family will not be forgotten,” said ICE Homeland Security Investigations St. Paul Special Agent in charge Jamie Holt. “At HSI, we remain steadfast in our mission to work with out partners across borders to dismantle criminal smuggling networks, bring justice to those responsible, and safeguard human dignity.”

    Harshkumar Ramanlal Patel, 29, was sentenced to 121 months in prison for his role in a human smuggling scheme.  The Court did not impose a term of supervised release on defendant Patel, citing the likelihood that Patel will be deported following his prison sentence.  Patel’s co-conspirator, Steve Anthony Shand, 50, received a sentence of 78 months followed by 2 years of supervised release.

    Trial evidence showed that Patel and Shand were involved in a major human smuggling operation that brought Indian nationals into Canada using fake student visas then illegally moved them across the U.S.-Canada border. Patel handled the coordination of smuggling individuals from Manitoba into the United States, while Shand picked them up after they crossed into the U.S. and transported them to Chicago. Both men were paid for their participation and ignored the life-threatening risks posed by the frigid conditions at the northern border. Testimony revealed that the going rate to be smuggled from India to U.S. from Canada was around $100,000.

    During a blizzard in January 2022, Shand and Patel, working with other co-conspirators, attempted to smuggle 11 aliens into the Unites States from Canada. Due to the storm conditions that night, Shand’s van got stuck in the snow. That turn of events forced the aliens to travel on foot for approximately seven hours in minus-36-degree wind chill and severe winter weather conditions while they searched for Shand’s vehicle. Two migrants found Shand while his van was stuck; the rest did not.

    A passerby pulled Shand’s van from the ditch. Soon thereafter, a U.S. Customs and Border Patrol agent arrived and suspected alien smuggling. Eventually, five additional aliens were located, one of whom was suffering from hypothermia so severe she had to be airlifted to Regions Hospital in St. Paul. Meanwhile, the Royal Canadian Mounted Police located the bodies of a family of four, two adults and two young children, who had separated from the larger group during the night.  The family died of hypothermia. The father was found still holding his infant child wrapped in a blanket. None of the 11 migrants was dressed appropriately for the severe, cold weather conditions.

    In November 2024, a federal jury found both defendants guilty of multiple charges, including conspiracy to bring aliens to the Unites States causing serious bodily injury and placing lives in jeopardy, conspiracy to transport aliens within the Unites States causing serious bodily injury and placing lives in jeopardy, attempted transportation of aliens for commercial advantage or private financial gain, and aiding and abetting the attempted transportation of aliens.

    “This case is a tragic reminder of the dangers of Human Smuggling. It is a clear example of how organizations exploit people for financial gain, regardless of the risk. The victims experienced the worst-case scenario firsthand; horrific conditions, injury, and death. We’re glad the smugglers are receiving consequences, but the crimes remain inexcusable. I’m proud of our agent’s persistence and collaboration between agencies; it is a testament to our commitment to border security,” said Special Operations Supervisor Ryan Gilberg of U.S. Border Patrol.

    In imposing sentence, U.S. District Court Judge John R. Tunheim explained that “Border smuggling is a very serious problem,” one that “exploits victims.” He noted that the night this family died was one “one of the coldest nights of the winter” and that these were “very dangerous conditions.”  Judge Tunheim said that the defendants “could have done something” and it “might have made a difference”—but they did nothing.

    This case is the result of an investigation conducted by U.S. Border Patrol and Homeland Security Investigations (“HSI”). The RCMP and the Justice Department’s Office of International Affairs provided substantial assistance.

    The sentencings are the result of the coordinated efforts of Joint Task Force Alpha (JTFA). JTFA, a partnership with the Department of Homeland Security (DHS), has been elevated and expanded by the Attorney General with a mandate to target cartels and other transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the southwest border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by the Human Rights and Special Prosecutions Section (HRSP) and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, FBI, and the Drug Enforcement Administration (DEA), and other partners. To date, JTFA’s work has resulted in more than 365 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 334 U.S. convictions; more than 281 significant jail sentences imposed; and forfeitures of substantial assets.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organization and protect our communities for the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

  • MIL-OSI Security: Wewoka Resident Sentenced to 27 Years for Second-Degree Murder and Federal Firearm Crime

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Joseph Celdon Mullins, age 22, of Wewoka, Oklahoma, was sentenced to 210 months in prison for one count of Murder in Indian Country – Second Degree.  Mullins was also sentenced to 120 months in prison for one count of using, carrying, brandishing, and discharging a firearm during and in relation to a crime of violence.  The terms are set to be served consecutively.

    The charges arose from an investigation by the Muscogee (Creek) Nation Lighthorse Tribal Police Department, the Seminole Nation Lighthorse Police Department, the Bureau of Indian Affairs, and the Federal Bureau of Investigations.

    On November 6, 2024, Mullins pleaded guilty to the charges.  According to investigators on June 20, 2023, Mullins pulled a 9mm pistol during an argument with a neighbor and fired twice.  One bullet struck the victim, who died on the scene.  The crimes occurred in Seminole County, within the boundaries of the Muscogee (Creek) Nation, in the Eastern District of Oklahoma.

    The Honorable John F. Heil, III, U.S. District Judge in the United States District Court for the Eastern District of Oklahoma, presided over the hearing.  Mullins will remain in the custody of the U.S. Marshals Service pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

    Two men were sentenced today in the District of Minnesota after being convicted at a jury trial for their roles in an international human smuggling conspiracy that resulted in the deaths of four Indian nationals, including a three-year-old and 11-year-old child, in January 2022.   

    Harshkumar Ramanlal Patel, 29, an Indian national formerly of Florida, was sentenced to 10 years and one month in prison for his role in the conspiracy. Patel will be removed from the United States following his sentence. His co-conspirator, Steve Anthony Shand, 50, of Florida, was sentenced to six years and six months in prison followed by two years of supervised release. According to evidence presented at trial, Patel and Shand were part of a large-scale human-smuggling operation that brought Indian nationals to Canada on fraudulent student visas and then smuggled them into the United States across the northern border. Patel organized the logistics of smuggling aliens from Manitoba, Canada, into the United States, with other co-conspirators, and Shand picked up the aliens just south of the Canadian border in the United States and drove them to Chicago. Both men were paid for their roles in the conspiracy and disregarded the risks posed to the aliens by the cold weather at the northern border. According to evidence at trial, the going rate to be smuggled from India through Canada into the United States was $100,000.

    “Patel and Shand endangered thousands of lives for their personal enrichment and are responsible for the deaths of two small children who froze to death on their watch,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “This case demonstrates the grave danger associated with human smuggling operations. I thank the prosecutors and our law enforcement partners in the U.S. and in Canada who are working to secure the northern border and end the perilous smuggling of aliens into the United States.”

    On Jan. 18 and 19, 2022, Patel and Shand, despite repeated warnings about the dangers, organized the smuggling of 11 aliens from Canada into the United States on foot in severe winter weather conditions, including a family of four – two adults, and their 11-year-old daughter and three-year-old son. On the evening of January 18, Shand sent Patel a screenshot with a blizzard alert warning of wind gusts as high as 50 mph and wind chill temperatures below -45 degrees. The recorded wind chill temperature on the morning of Jan. 19 was -36 degrees. In the early morning hours of Jan. 19, during blizzard conditions in Minnesota, a U.S. Border Patrol agent found Shand’s van stuck in the snow and arrested Shand along with two aliens. Contrary to Shand’s statement to law enforcement that there were no other aliens out in the snow, five more aliens emerged from the fields, including one suffering hypothermia with an internal temperature below 90 degrees who was airlifted to Regions Hospital in St. Paul, Minnesota. Later that day, the Royal Canadian Mounted Police (RCMP) found the dead bodies of the family of four frozen in an isolated area on the Canadian side of the international border. The boy was wrapped in a blanket with his father’s frozen glove covering his face. As proven at trial, Patel and Shand had been paid to smuggle the family into the United States.

    In November 2024, a federal jury convicted both defendants of conspiracy to bring aliens to the United States causing serious bodily injury and placing lives in jeopardy, conspiracy to transport aliens within the United States causing serious bodily injury and placing lives in jeopardy, attempted transportation of aliens for commercial advantage or private financial gain, and aiding and abetting the attempted transportation of aliens.

ECT has dedicated investigative, intelligence and prosecutorial resources. ECT coordinates and receives assistance from other U.S. government agencies and foreign law enforcement authorities.

    Trial Attorney Ryan Lipes of the Criminal Division’s HRSP and Assistant U.S. Attorney Michael P. McBride of the District of Minnesota prosecuted the case.

  • MIL-OSI USA: Washington State Sues Trump Administration to Protect Scientific Research and Education Programs

    SEATTLE — Attorney General Nick Brown today joined a coalition of 15 other attorneys general to file a lawsuit against the Trump administration’s illegal attempts to cut critical National Science Foundation (NSF) programs and funding that help maintain the United States’ position as a global leader in science, technology, engineering, and math (STEM).

    On April 18, NSF began terminating projects focused on increasing the participation of women, minorities, and people with disabilities in STEM fields. On May 2, NSF announced that it would also cap “indirect costs” of research projects like laboratory space, equipment, and facility services at 15 percent. This arbitrary limit on indirect costs would slash millions of dollars for groundbreaking scientific research across the country, jeopardizing national security, the economy, and public health.

    With this lawsuit, Attorney General Brown and the coalition are seeking a court order blocking the implementation of NSF’s new directives to eliminate programs addressing diversity in STEM and cut vital funding for research across the country.

    “Washington’s college and university system is at the forefront of critical research and emerging technologies, and relies heavily on support from the National Science Foundation,” said Brown. “Congress created the NSF to promote the progress of science and has recognized America’s need for a preeminent STEM workforce. The Trump administration does not have the authority to unilaterally cut NSF grants and their terminations threaten our national security and economic dominance.”

    NSF also has a Congressionally mandated focus on improving diversity in STEM fields. Congress has instructed in law that a “core strategy” of NSF’s work must be to increase the participation of people who have historically been left out of STEM occupations. This policy has been a success. As the coalition of attorneys general notes, between 1995 and 2017, the number of women in science and engineering occupations, or with science or engineering degrees, has doubled. During that same time, people of color went from 15 percent to 35 percent of science and engineering job or degree holders. As a result of NSF’s April 18 directive to terminate programs seeking to increase diversity in STEM, dozens of projects have been canceled.

    The coalition also asserts in the lawsuit that NSF’s directive to cap indirect costs at 15 percent would devastate scientific research at universities throughout the country. NSF’s new cap would mean essential research and infrastructure would be cut, leading to critical projects being abandoned, staff laid off, and research essential to national security, public health, and economic stability ending. The administration’s unlawful attempts to cap indirect costs at 15 percent for National Institutes of Health (NIH) and Department of Energy (DOE) grants have already been stopped by courts, in part due to a lawsuit brought by Attorney General Brown and 21 other attorneys general.

    Brown and the coalition argue that NSF’s directives violate the Administrative Procedure Act and the Constitution by unlawfully changing NSF policy and ignoring Congress’s intent for how NSF should function. The lawsuit seeks a court order ruling NSF’s new policies are illegal and blocking them from being implemented.

    Joining the Washington state Attorney General’s Office in filing this lawsuit are the attorneys general of California, Colorado, Connecticut, Delaware, Hawaii, Illinois, Maryland, Massachusetts, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, and Wisconsin.

  • MIL-Evening Report: Behind the wellness industry’s scented oils and soothing music are often underpaid, exploited workers

    Wellness tourism is booming. Think yoga retreats in Bali, digital detox weekends in a rainforest, or a break on a luxury island to “find yourself”.

    It’s no longer just about taking selfies at the beach or in front of Instagrammable landmarks. Travellers today want to invest in activities aimed at improving their mental, spiritual and physical wellbeing. And, they’re willing to pay for these experiences.

    Global spending on wellness tourism is projected to hit US$8.5 trillion by 2027. Rather than being a passing fad, spending in this sector is forecast to nearly triple by 2035. This is big business.

    The Wellness Tourism Association says 90% of travellers report wellness activities are an essential part of their travel itineraries.

    Behind the luxe retreat

    But, while holidaymakers pursue their zen, the workforce is largely overlooked. The massage therapists, spa staff, yoga instructors and retreat hosts – often women, migrants and workers from the Global South – frequently experience substandard, undignified working conditions.

    Our new report, In Decent or Dirty Work?, examines an often overlooked part of the wellness industry. We propose a model to shift the industry from “dirty to decent” in line with the United Nations’ sustainable development goal eight supporting “decent work and economic growth”.

    The 17 sustainable development goals (SDGs) were adopted by all UN member states in 2015. They support ending poverty and other deprivations as part of improving health and education, reducing inequality and encouraging economic growth – while tackling climate change and protecting the environment. These goals are designed to help businesses and governments develop sustainable and inclusive economies.

    Progress towards decent work in wellness tourism is undermined by workers in some cases facing low pay, insecure employment and poor working conditions.

    Wellness is often viewed as feminised work, rather than skilled or professional. Workers are expected to be calm, warm and nurturing, as well as emotionally available while juggling demanding workloads and unpredictable hours.

    Weak regulation

    Gaps in standards and regulation leave workers vulnerable. For example, Massage and Myotherapy Australia has raised concerns about exploitative contracting and loose employment arrangements. Without regulated certification, enforcement of fair contracts, and professional recognition, many workers experience underemployment or unsafe conditions.

    Research shows workers at some spas even describe their roles as feeling uncomfortably close to sex work, especially in settings where the boundaries are blurred and expectations can cross a moral line.

    The case of the Melbourne business penalised for underpaying migrant workers and reports of Asian massage therapists being asked regularly for “happy endings” reflect the devaluation and gendered risks for this workforce.

    Sociologists call this “dirty work” – jobs that are not physically messy but carry an emotional or moral burden. And while these roles are pivotal to customers’ experiences, the people doing them are often invisible. This makes it even harder to push for better training or fairer conditions.

    Proposed changes

    To improve the wellness industry’s sustainability and fairness, our research proposes three key changes.

    On an individual level, workers need to be empowered. Workers who have a connection with their job will gain personal fulfilment from helping clients with their health and relaxation. Satisfied workers means happier customers and superior work quality.

    However, workers should also receive external support to help improve job satisfaction.

    For example, management regularly reinforcing the value of staff to a business can enhance a worker’s sense of dignity. Additionally, protecting workers from such threats as immoral requests by customers, is key to cultivating the sense of a safe and dignified workplace.

    At the macro-level, policies, social structures and public perceptions shape how wellness work is valued. Without professional accreditation or recognition, these jobs will remain undervalued. Broader changes, like government reforms and public campaigns, would lift professional recognition and support dignity.

    Employees’ working conditions should be examined. Decent work – as per the UN sustainable development goals – means providing fair pay, safe environments, recognition and genuine opportunities for employees to develop and thrive at work.

    Also, investing in better training and standards benefits everyone, whether workers, businesses or customers.

    As Andrew Gibson, co-founder of the Wellness Tourism Association, said: “I don’t think wellness is a fad, but rather it’s a change in society, and what society now expects”.

  • MIL-Evening Report: PCOS affects 1 in 8 women worldwide, yet it’s often misunderstood. A name change might help

    Polycystic ovary syndrome (PCOS) affects one in eight women globally. However, this complex hormonal condition is under-researched and often misunderstood.

    This is partly due to its name, which overemphasises “cysts” and the ovaries. In fact, you can have PCOS without cysts.

    It can affect many parts of the body, not just the ovaries, leading to acne, excess body hair, changes in metabolism and even mental health issues.

    Our new research, published today, shows that changing the name would help better reflect the complexity of PCOS and improve awareness about this condition. We surveyed 7,700 health professionals and people with PCOS and found the majority supported a name change.

    What is PCOS?

    PCOS is a chronic condition caused by an imbalance of multiple hormones – the body’s chemical messengers – that circulate through the body.

    Genes and environment play a role. Lifestyle factors, such as diet (especially ultraprocessed foods) and activity, can also lead to weight gain and worsen its severity.

    In PCOS, the “cysts” are actually partially developed eggs that, due to underlying hormonal imbalance, remain dormant. This means they are less likely to be released (ovulation).

    Unlike conventional ovarian cysts, these dormant eggs will generally not grow larger, cause pain, require surgery or burst. Instead, they are slowly reabsorbed over time back into the ovary.

    Having dormant eggs in your ovaries is not, by itself, enough to be diagnosed with PCOS – and you can have PCOS without any dormant eggs.

    So, what’s needed to diagnose PCOS?

    For adults, a diagnosis requires two of three features:

    1) irregular periods (due to limited ovulation)

    2) high levels of certain hormones (androgens), such as testosterone, which is evident either in blood tests or symptoms (excess facial and body hair, acne, and thinning/balding scalp)

    3) excess dormant eggs detected either on an ultrasound or ovarian hormone blood test

    In adolescents, only the first two criteria are needed for a diagnosis. Ovary tests (ultrasound or blood tests) are not recommended until after age 20, as changes in the ovaries are common during normal adolescent development.

    However, these criteria focus heavily on the ovaries and menstrual cycles, neglecting the condition’s broader impacts.

    Widespread health effects

    In fact, hormonal imbalances in PCOS affect multiple systems in the body. This can include:

    metabolism – higher blood pressure and cholesterol, and greater risk of heart disease and diabetes.

    reproductive system – irregular menstrual cycles, reduced fertility and pregnancy complications and increased endometrial cancer risk.

    skin – excess facial/body hair, acne, scalp hair thinning and dark skin patches.

    mental health – anxiety, depression, disordered eating and body image concerns.

    PCOS has also been linked to sleep apnoea (a sleep disorder involving irregular breathing, snoring and fatigue) and inflammatory conditions such as asthma.

    Widespread confusion

    It’s not uncommon for women with PCOS to see two or three doctors and wait years for a diagnosis. Many types of doctors, including GPs and hormone, skin and fertility specialists, may be involved in care.

    Often, health-care providers focus on reproductive concerns, overlooking other health impacts.

    Common but problematic approaches include not informing women of the diagnosis, telling them not to “worry” about their PCOS until they wish to conceive, providing inadequate information or only addressing the problem in their speciality area, such as infertility.

    This fragmentation creates a troubling paradox. Some are told they’ll face infertility. Yet without proper education they may be unaware they can still occasionally ovulate and may experience unexpected pregnancies.

    Conversely, others planning for families often face unforeseen fertility difficulties that early comprehensive care – such as reproductive life planning, healthy lifestyle and early treatment – could have addressed.

    The case to change the name

    In our new study, we surveyed 3,462 health professionals and 4,246 people with PCOS across six continents.

    We wanted to find out what health-care professionals, doctors and those affected by the condition understood about PCOS, and whether understanding has improved over time.

    We also wanted to understand whether changing the name – for example, to include “endocrine” or “metabolic” – could have a positive impact, given frequent confusion and misdiagnosis.

    Support for a name change was widespread: 86% of women with PCOS and 76% of health professionals said renaming PCOS would better reflect the condition, reduce confusion and likely lead to better outcomes.

    We are now leading an international process to find a consensus on a new name and formally change it in the International Classification of Diseases. This involves engaging widely with health professionals and people with PCOS.

    By reframing PCOS beyond a purely reproductive disorder, a name change can support
    broader research funding, education and advocacy. It may lead to better recognition and improved diagnosis, care and outcomes for people with PCOS.

    Combating misinformation with evidence

    Accurate information is critical for proper PCOS management. Yet misinformation about the condition – for example, that PCOS can be cured through diet or exacerbated by the oral contraceptive pill – is rife on social media.

    We have also co-designed and developed evidence-based guidelines and free resources for people with PCOS to find out more about the condition, including the free “Ask PCOS” app.

    Renaming PCOS is another key step in improving knowledge about this understudied condition – and care for the 170 million women affected worldwide.

  • PM Modi calls Ghulam Nabi Azad to enquire about his health, wishes speedy recovery

    Prime Minister Narendra Modi on Wednesday called former Jammu and Kashmir Chief Minister Ghulam Nabi Azad to enquire about his health after he was hospitalized in Kuwait.

    Azad is part of an all-party delegation led by BJP MP Baijayant Panda, which is visiting partner countries to highlight India’s policy of zero tolerance towards terrorism. PM Modi extended his best wishes and hoped for Azad’s speedy recovery.

    Earlier on Tuesday, in a post on X, Azad shared an update on his health, saying that he is recovering well. “Blessed to share that despite the extreme heat in Kuwait affecting my health, by God’s grace I’m doing fine and recovering well. All test results are normal. Thank you all for your concern and prayers — it truly means a lot!” he said.

    Baijayant Panda responded to Azad’s post, also wishing him a speedy recovery. “That is wonderful news indeed! Wishing you a speedy recovery. We were touched by your warm bonhomie, and truly admired your dedication to speak for India despite poor health through a grueling schedule in two countries,” Panda said.

    He also praised Azad’s contributions during the visit. “Halfway into our delegation’s tour, Shri @ghulamnazad has had to be admitted to hospital. He is stable, under medical supervision, and will be undergoing some tests and procedures. His contributions to the meetings in Bahrain and Kuwait were highly impactful, and he is disappointed at being bedridden. We will deeply miss his presence in Saudi Arabia and Algeria,” Panda added.

    The Baijayant Panda-led delegation has now reached Saudi Arabia after presenting India’s position on terrorism in Kuwait. The delegation was welcomed by Maj. Gen. Abdulrahman Alharbi, Chair of the India-Saudi Arabia Friendship Committee of the Shura Council.

    “India’s stand on terrorism is resolute and uncompromising — a message we bring to Saudi Arabia with our all-party delegation. Appreciate the warm welcome by H.E. Maj. Gen. Abdulrahman Alharbi, Chair of the Friendship Committee, Shura Council, as we begin key engagements to strengthen our growing partnership,” Panda said in his X post.

    The all-party delegation includes BJP MPs Nishikant Dubey, Phangnon Konyak, Rekha Sharma, Satnam Singh Sandhu; AIMIM MP Asaduddin Owaisi; Ghulam Nabi Azad; and former Foreign Secretary Harsh Vardhan Shringla.
