  • MIL-OSI United Kingdom: Sunderland welcomes a new Mayor and Mayoress – Councillor Ehthesham Haque and Councillor Lynda Scanlan.

    Sunderland’s new Mayor and Mayoress were officially sworn in at the meeting of full council yesterday (Wednesday 21 May).

    They took over the ceremonial chains of office from the retiring Mayor and Consort, Councillor Allison Chisnall and Consort Mr Alistair Thomson.

    Sunderland’s new Mayor Councillor Ehthesham Haque is the cities youngest Mayor at 28-years-old and first Mayor of Asian descent.

    Cllr Haque has lived in Sunderland since the age of 10, after relocating with his family from London. A former pupil of Richard Avenue Primary and Thornhill Comprehensive, he continued his studies at Sunderland College, the University of Sunderland, and later Cambridge University.

    Elected as a Ward Councillor for Barnes in 2023, he works as a Civil Servant and has a strong passion for politics and community service. He served on the Health and Scrutiny Committee and was Governor at his former primary school prior to becoming Deputy Mayor.

    Cllr Haque lives with his wife and family in Sunderland and is committed to working hard for his constituents and the wider city.

    New Mayor, Cllr Haque said: “To have been elected Mayor of Sunderland is the proudest achievement of my life so far and I am honoured to serve the City of Sunderland. I am looking forward to celebrating the people of this city and its businesses, charities and communities.”

    Cllr Haque’s Chaplain will be The Reverend Canon Clare MacLaren, Provost of Sunderland Minster, High Street West, Sunderland.

    Sunderland’s new Mayoress Cllr Scanlan has served in both Millfield and Hendon Wards after first being elected councillor for Millfield in 2011. She also served as Mayor in 2018 to 2019 and is no stranger to mayoral duties.

    New Mayoress, Cllr Scanlan said: “I have been a member of council for over a decade, and I am thrilled to be elected Mayoress of Sunderland. There are so many fantastic opportunities coming up in the year ahead to showcase this city, and support events such as Active Sunderland sports events, the Christmas light switch on, and Remembrance Day parades.”

    The new Mayor and Mayoress, will be supporting Love, Amelia and Hopespring charities, which both support children and families.

    Also sworn in by full Council as Deputy Mayor for 2025-2026 is Councillor Melanie Thornton and the Deputy Mayoress will be Councillor Thornton’s mother, Carol Hopps.

    Cllr Thornton has lived in Sunderland’s Coalfield area all her life, growing up in East Rainton and Hetton. She now lives in Hetton Downs and supports local groups including Friends of Hetton Lyons Country Park and Coalfields Pride, which she chairs. Elected as a City Councillor for Copt Hill in 2019, she previously chaired the Planning and Highways Committee and is honoured to now serve as Deputy Mayor of Sunderland.

    The outgoing Mayor, Cllr Chisnall said: “It has been an honour and privilege to serve as Mayor of Sunderland. I have enjoyed working with Councillor Haque as Deputy Mayor and Councillor Scanlan. I wish the new Mayor and Deputy Mayor the best of luck for this coming year.

    “I will look back at my time in office with such fondness. Taking part in events like the Mayor’s Civic Ball, The Christmas Light Switch On, and VE Day has been an honour.

  • North Korean leader Kim Jong Un condemns warship accident as ‘criminal’

    A major accident occurred on Wednesday during the launch of a new North Korean warship while Kim Jong Un was attending the event, with the isolated state’s leader calling it a “criminal act” that could not be tolerated, state media KCNA reported.

    Kim, who witnessed the failed launch of the 5,000-ton destroyer, excoriated the accident as caused by “carelessness” that tarnished national dignity, and ordered the ship restored before a ruling party meeting in June, KCNA said on Thursday.

    The report did not say whether there were any casualties.

    The accident happened when the destroyer was being eased into the water in a so-called side launch, a manoeuvre that was risky for a ship that size given the technical and financial challenges the North faced, military analysts said.

    The mishap likely occurred in front of a large crowd at the northeastern port of Chongjin, increasing the public humiliation for Kim, they said.

    KCNA said the incident was caused by a loss of balance while the vessel was being launched and sections of the bottom of the warship were crushed, but did not give more details of damage sustained.

    “Kim Jong Un made stern assessment saying that it was a serious accident and criminal act caused by absolute carelessness, irresponsibility and unscientific empiricism … and could not be tolerated,” KCNA reported.

    The accident “brought the dignity and self-respect of our state to a collapse”, Kim said, adding an immediate restoration of the destroyer was “not merely a practical issue but a political issue directly related to the authority of the state.”

    South Korea’s military said the ship was now lying on its side in the water.

    The North fired multiple cruise missiles from an area south of the port around the time the accident was reported, Seoul’s military said.

    “DEEPLY HUMILIATING”

    The rare public disclosure of an accident follows a report of the launch of another destroyer of a similar size in April, also attended by Kim, at the west coast shipyard of Nampho.

    North Korea has previously experienced accidents such as a satellite launch failure and apartment building collapse that have been subsequently used to promote the role of the leadership in correcting the problems.

    The 5,000-ton destroyers launched by North Korea this year are the country’s largest warships yet, part of leader Kim’s push to upgrade its naval power with vessels capable of carrying and launching dozens of missiles.

    In a report last week on preparations for the latest launch, U.S.-based 38 North said it appeared the ship would be side-launched from the quay.

    Such a method has not been previously observed in launching warships in North Korea, but it was likely chosen because the shipyard did not have enough space or an incline to direct the vessel’s stern first into the water, military analysts said.

    The North also lacked floating or dry docks that are common in advanced shipbuilding states, with a stern launch normally requiring more sophisticated equipment, retired South Korean submarine commander Choi Il said.

    “Pushing from the side is the most basic, simplest and cheapest” if done right, he said.

    Yang Wuk, an Asan Institute for Policy Studies military expert, said the botched launch of the country’s largest warship was embarrassing for the country.

    “The fact that this kind of accident occurred and became public would be deeply humiliating for North Korea,” Yang said.

    Commercial satellite imagery of the shipyard the day before the launch showed the destroyer positioned on the quay with support vessels by its side and its missile tube magazines exposed.

    Union Minister of State for Rural Development and Communications Dr. Chandra Sekhar Pemmasani has said that Indian Railways are not only integral to the country’s economy but also form a key part of its identity. He made these remarks during the virtual inauguration of the redeveloped Sullurupeta railway station in Andhra Pradesh by Prime Minister Narendra Modi under the Amrit Bharat Station Scheme.
     
    Dr. Pemmasani said that Indian Railways transport over two crore passengers daily and are among the largest employers in the world. Emphasising the changing role of infrastructure in modern India, he stated, “Infrastructure today is not just about convenience—it is about confidence.”
     
    The Minister said that under the leadership of Prime Minister Narendra Modi, the Indian Railways have been central to the country’s development strategy. “The Prime Minister’s vision is focused on transforming railway infrastructure, enhancing the passenger experience, and aligning stations with broader urban renewal goals,” he said.
     
    Highlighting the redevelopment of Sullurupeta railway station, Dr. Pemmasani informed that the project was undertaken at a cost of ₹14.5 crore. The station holds special importance as it is located in the sacred district of Tirupati and serves as the nearest railhead to Sriharikota, India’s premier spaceport.
     
    The Minister also outlined the significant progress made in the railway sector in Andhra Pradesh over the past 11 years. He said that budgetary allocation for the state’s rail projects has increased to ₹9,417 crore in 2025–26, over ten times the amount allocated during 2009–14. During this period, the state saw the addition of 414 km of new railway lines, 1,217 km of track doubling, and 3,748 km of electrification.
     
    Dr. Pemmasani further added that 41 railway projects worth ₹34,700 crore have been sanctioned in Andhra Pradesh over the last 11 years. Under the Amrit Bharat Station Scheme alone, 73 stations in the state are being redeveloped.

  • MIL-OSI Asia-Pac: CFS follows up on aquatic product imported from Japan suspected of breaching Food Safety Order

    The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (May 22) that an aquatic product from a regulated Japanese prefecture was suspected to be in breach of the relevant Food Safety Order when the CFS inspected food imported from Japan. The product concerned has been marked and sealed by the CFS and has not entered the market. The CFS is following up on the case.

    A spokesman for the CFS said, “During an inspection of the consignment of food imported from Japan, the CFS found a pack of chilled scallops manufactured in Miyagi Prefecture after the Order was issued. The importer concerned is thus suspected of breaching the relevant Order.”

    According to the Order, all aquatic products originating from the 10 metropolis/prefectures, namely Tokyo, Fukushima, Ibaraki, Miyagi, Chiba, Gunma, Tochigi, Niigata, Nagano and Saitama, are prohibited from being imported into and supplied in Hong Kong if they are harvested, manufactured, processed or packed on or after August 24, 2023, including all live, chilled, frozen, dried or otherwise preserved aquatic products, sea salt, and unprocessed or processed seaweed.

    ​The CFS will continue to follow up on such incident and take appropriate action, including informing the Japanese authorities concerned of the incident. Prosecution will be instituted against the importer concerned should there be sufficient evidence. The investigation is ongoing.

  • MIL-OSI Asia-Pac: Apr inflation up 2%

    Overall consumer prices rose 2% year-on-year in April, larger than the corresponding increase in March, the Census & Statistics Department announced today.
     
    Netting out the effects of the Government’s one-off relief measures, underlying inflation was 1.3%, also larger than that in March.
     
    Compared with a year before, price increases were recorded in April in the following categories: electricity, gas and water; transport; housing; miscellaneous services; meals out and takeaway food; miscellaneous goods; and alcoholic drinks and tobacco.
     
    Meanwhile, year-on-year decreases were logged in clothing and footwear; durable goods; and basic food.
     
    The Government said that inflation pressure remained largely moderate in recent months, with price pressures on various major components staying contained in general.
     
    Travel-related charges climbed amid the Easter holidays which started in April, resulting in an increased underlying consumer price inflation rate in the month, it explained.
     
    The Government expects that overall inflation should remain modest in the near term, while pressures from domestic costs and external prices should stay broadly in check.

    On the occasion of the LIMA 2025 exhibition in Langkawi, Thales’ commitment to Malaysian defence is once again recognised by the Malaysian Ministry of Defence and Armed Forces. With a steady economic growth outlook, the Malaysian government is keen to advance the country’s military modernisation and Thales remains at the forefront of this, with the Memorandum of Understanding & Letter of Award received for equipment ranging from radars to radios.

    I. Two additional GM400α long-range radars for superior situational air awareness

    To strengthen the air surveillance and air defence capabilities of the Royal Malaysian Air Force (RMAF), Thales will supply two additional long-range air surveillance GM400α radars, following the ceremony held on Day 3 of LIMA 2025, in presence of Francois-Xavier Boutes, Country Director of Thales Malaysia and YBhg Datuk Lokman Hakim bin Ali, Secretary General from the Ministry of Defence, and witnessed by YB Dato’ Seri Mohamed Khaled bin Nordin, Minister of Defence. The award of these two additional radars underscores the trust held by the RMAF in Thales’ radar technology, following the first GM400α contract signed at the end of 2023. Thanks to its high mobility, high availability, easy upgradeability and seamless integration, the GM400α offers armed forces with a valuable tool to gain tactical advantage, detecting all types of threats early and providing precious minutes for decision-making and action (515km range). Today more than 270 Ground Master field-proven family air surveillance radars have been sold worldwide.

    In Malaysia, Thales will partner Weststar Group once again to deploy the radars in line with the operational requirements of the RMAF. Thales will also engage in the Transfer of Knowledge and Train-the-Trainer courses delivered under the Industrial Collaboration Programme (ICP), while strengthening its installed base in Malaysia for long-range surveillance radars. By building local expertise, Thales will enhance the efficiency of radar maintenance, enhance the autonomy of the RMAF and ensure timely on-ground maintenance support close to the end-users. Thales’ radar expertise in Malaysia runs deep, as the country was also the launch customer for the precursor GM400 radar in 2009.

    II. Enhancing tactical and radio communications for Malaysia

    To further deepen its expertise in radio and tactical communications, Thales has also signed a Memorandum of Understanding (MoU) with partner ADS Sdn. Bhd. Signed on Day 2 of LIMA between Brig Gen Dato’ Abdul Hadi bin Abdul Razak (R), ADS and Nicolas Bouverot, VP Thales Asia, the collaboration will see both parties working on the latest digital technologies for handheld radios and other tactical communications.

    III. A helicopter training simulator marks a first contract with Royal Malaysian Police (RMP)

    Pascale Sourisse, CEO, Thales International witnessed the signing of an LOA, together with Malaysian partner Novatis Resources to deliver a Reality-H® AW139 Full Flight Simulator (FFS) to be used for pilot training with the Royal Malaysian Police (RMP). The Thales Reality H Full Flight Simulator is the world’s most advanced commercial helicopter simulator, and will be qualified to meet Level D standard, the highest level of qualification for a simulator. This marks a first engagement with the RMP, where pilots of the Police Air Wing Training Academy and other government agencies including the fire brigade and coast guard can benefit from realistic and immersive training, customised to the Malaysian environment and terrain.

    IV. New leadership for Thales in Malaysia

    To drive the growing business in Malaysia, Florian Riou has been appointed Country Director for Thales in Malaysia and Brunei and will effectively take on the role on 1st of July 2025.       As the only Chinese defense product company present at the exhibition, the China National Aero-Technology Import & Export Corporation (CATIC), on behalf of the Aviation Industry Corporation of China (AVIC), exhibited multiple aviation equipment under the theme of “Power on Air”.

      The key defense products showcased by CATIC include the J-10CE fighter jet, the Y-20 transport aircraft, the FC-31 fighter jet, the Z-9ME helicopter, the Wing Loong II UAV, and the L-15 advanced jet trainer, with the J-10CE taking the lead.     Prime Minister Narendra Modi on Thursday inaugurated, laid the foundation stone, and dedicated development projects worth over Rs 26,000 crore in Bikaner, Rajasthan, emphasizing transformative infrastructure growth and a resolute stance against terrorism. The event, attended by dignitaries including Rajasthan Governor Haribhau Kisanrao Bagade, Chief Minister Bhajanlal Sharma, and Union Ministers Ashwini Vaishnaw and Arjun Ram Meghwal, saw participation from 18 states and union territories, both in-person and online.

    Addressing the gathering, PM Modi highlighted the unprecedented pace of infrastructure development over the past 11 years, noting that India now invests six times more in infrastructure compared to previous years. He cited iconic projects like the Chenab Bridge, Sela Tunnel, Bogibeel Bridge, Atal Setu, and Pamban Bridge as symbols of India’s modernization drive.     The Prime Minister also praised Rajasthan’s industrial growth, driven by Chief Minister Sharma’s policies, positioning the state as a hub for petroleum and food processing industries. He noted the near-completion of the Delhi-Mumbai Expressway and the Amritsar-Jamnagar economic corridor, which will enhance connectivity and industrial development.

    On water management, PM Modi recalled Maharaja Ganga Singh’s legacy and emphasized ongoing irrigation and river-linking projects like the Parvati-Kalisindh-Chambal Link, which will benefit multiple districts. He also inaugurated and laid the foundation for 25 state government projects, including 750 km of state highways, nursing colleges, and water supply initiatives under AMRUT 2.0.

    Addressing national security, PM Modi condemned the April 22 terrorist attack in Pahalgam, reaffirming India’s zero-tolerance policy. He detailed Operation Sindoor, a swift response that destroyed nine terrorist hideouts within 22 minutes, showcasing the armed forces’ “Chakravyuh” strategy that forced Pakistan to its knees.     The Prime Minister invoked the spirit of Rajasthan, calling it “Veerbhoomi”, and said, “This brave land teaches us that nothing is greater than the nation and its citizens. On April 22, terrorists destroyed the vermilion from the foreheads of our sisters by questioning their religion. The bullets were fired in Pahalgam, but they pierced the hearts of 140 crore Indians. The nation resolved that the terrorists would face punishment beyond their imagination.”
     
    Highlighting a symbolic coincidence, PM Modi noted that his first rally after the Balakot airstrikes in 2019 was also held in Rajasthan. “It is a coincidence that after the country conducted the Balakot airstrikes five years ago, my first public meeting was on this very borderland of Rajasthan. Now again, after Operation Sindoor, I am holding my first rally here among you in Bikaner,” he said.
     
    Speaking about the military operation, PM Modi revealed that Indian forces destroyed nine major terrorist hideouts in just 22 minutes. “With your blessings and the valour of our armed forces, we have fulfilled our pledge. Our government gave full freedom to the Army, Navy, and Air Force. Together, they created such a ‘Chakravyuh’ that Pakistan was forced to kneel,” the Prime Minister said.
     
    He continued, “The world and enemies of the country saw what happens when the sindoor of our sisters turns into gunpowder. In response to the April 22 attack, terrorist camps were destroyed within 22 minutes.”

    India now ranks third globally in pharmaceutical production by volume and 14th by value. It has become a major player in supplying affordable vaccines and generic medicines—accounting for 20% of the world’s generic drug supply. The country meets 55–60% of UNICEF’s vaccine requirements, supplies 99% of the WHO’s DPT (Diphtheria, Pertussis, Tetanus) vaccine demand, 52% of BCG vaccines, and 45% of measles vaccines.

    Outlining the core of India’s new counter-terror approach, the Prime Minister stated:

    He stressed that the response to terrorism has fundamentally changed over the past decade.
     
    “Earlier, we struck inside their territory, but this time, we hit them at their heart. Those who thought India would remain silent are now shuddering in fear. Those who boasted about their weapons are now buried under the rubble.”
     
    The Prime Minister also said that the entire nation stands united following the Pahalgam terror attack, adding that the people of India — 140 crore strong — have resolved to punish terrorism beyond the enemy’s imagination.
     
    “Because of our armed forces, we have taught Pakistan a lesson. Our government gave full operational freedom to our forces, and they brought Pakistan to its knees,” he said.

    As your average New Zealander struggles to pay the bills, the Government’s 2025 Budget piles austerity on the least well-off, and misreads the public mood. Recent polling commissioned by the Better Taxes for a Better Future campaign showed the vast majority of New Zealanders supported increased spending on public services, and only 3% were in favour of cuts.

    By limiting its operating allowance to $1.3b to reduce debt, following the introduction of  unaffordable tax cuts last year and the failure to advance other meaningful revenue gathering options, the Government has manufactured the need for cuts in spending on public services that New Zealanders rely upon on a daily basis.

    “The most significant contributor to the Government’s $5.3bn in savings required to reach its arbitrary operating allowance are the lowest paid working women through the scrapping of the pay equity settlements,” says Glenn Barclay, Better Taxes campaign spokesperson.

    “Many other good programmes have also been sacrificed to allow the Government to get away with such a miserly operating allowance.”

    “The total cost to mainly low paid working people from scrapping pay equity of $12.8bn over 4 years represents one of the largest wealth transfers in modern history, and will have a real cost for the lives of some of the least well off in New Zealand.”

    “While a modest increase in the abatement threshold for Working for Families is to be welcomed, it will be paid for by increasing the abatement rate and means testing the first year of Best Start payments.     “The flagship Investment Boost allowing for accelerated depreciation on new assets to be deducted from taxable income, while a useful tool to grow GDP, implemented in this untargeted way stands to benefit monopolistic companies like supermarket chains, electricity generators and banks at the expense of the collective revenue pool,” says Glenn Barclay.   “With the substantial cost of $1.7 billion per year, it would have been much better to use this tool to focus on areas such as advanced manufacturing or green technology.”

    Budget 2025 takes $12.8bn from low-income, female dominated workforces to prop up the Government’s failed economic policies, said NZCTU Te Kauae Kaimahi Economist Craig Renney.

    “The Government has promised this would be a growth budget, yet it has effectively cut the wages of low-income women workers. We know that one of the best ways to stimulate economic growth is by lifting wages – the Government is doing the opposite,” said Renney.

    “The figures released today also showed that the number of people on Jobseekers Support is rising, and higher than forecast just last year. Real wage growth is lower than forecast last year – the Treasury itself says the Budget “lowers wage growth”. This is a Budget that is taking working people backwards.

    “The Budget delivers more cuts to investment, including real terms cuts to early childhood education funding. New funding for learning support is largely being delivered by cutting funding from other programmes in education. Māori Development programmes have been cut significantly, as has funding from our media, culture, and heritage institutions.

    “Promises made in health aren’t provided with new funding and the destruction of the pay equity process will mean we will continue to lose health workers to Australia, putting further stress on the system.

    “Forecasts show we will continue to miss our child poverty targets over the next four years, and we will see thousands of families loose essential income due to cuts to Best Start and Working for Families. The Government is taking money from unemployed 18- and 19-year-olds, while investing nothing in action on climate change.

    “Overall, this is a Budget that works by taking away from some of the poorest people in New Zealand, to fund tax cuts for multinationals, increased investment in corrections, the failed charter schools project, and more spending on defence.

    ProCare, Aotearoa New Zealand’s largest network of general practices, is concerned that the Government has chosen to disregard sector feedback by announcing a full 12-month repeat prescribing extension in Budget 2025, bypassing a more balanced 6-month approach recommended in formal submissions made in October 2024.

    ProCare’s submission to Manatū Hauora in October 2024 made a strong case for a staged approach, recommending a 6-month limit in the first instance, with potential for further extension once safety and equity impacts were evaluated.

    Bindi Norwell, Chief Executive at ProCare says: “While we acknowledge the Government’s intention to ease pressure on the health system and reduce costs for patients, we remain deeply concerned about the patient safety implications, equity risks, and unintended consequences for the primary care workforce.

    “We believe a 6-month prescribing model would have achieved a much better balance. It would have reduced unnecessary appointments and made access easier for patients, without undermining the crucial relationship between patients and their primary care teams,” continues Norwell.

    ProCare supports increased efficiency in repeat prescribing, but believes that 12-month prescriptions risk reducing proactive clinical oversight, particularly for patients with long-term or complex health conditions. We are particularly concerned for some of our vulnerable communities with limited health literacy or those with minimal engagement with general practice.

    Dr Allan Moffitt, Clinical Director at ProCare says: “General practices are already under significant pressure. This change risks creating longer and more complex consultations down the line, and may reduce opportunities to catch early signs of deterioration in a patient’s condition. We also have questions around the allocation of the $10 million allocated, and if it is going to mainly cover technical changes, rather than educating patients on the need to maintain strong relationships with their General Practice care teams.”

    ProCare warns it may destabilise continuity of care without clear guidelines and appropriate wraparound support like clinical pharmacist follow-up or nurse-led monitoring.

    Bindi Norwell says: “This isn’t about resisting change. It’s about making sure we get it right for patients – the devil will be in the details, and our priority will be ensuring high-quality, clinically appropriate care for patients. Primary care must remain the front door of the health system, not a check-out aisle.”

    Leading healthcare provider, ProCare, has called today’s Budget extremely disappointing for primary care, with no new spending announced.

    While the Budget document touts a significant investment of $440.7 million over five years, the reality is that none of that is new money.

Not investing more seems counter-intuitive to keeping our population well and to saving money in the long run,” points out Norwell.

    Hong Kong Customs seizes suspected counterfeit goods and alternative smoking products worth about $1.5 million (with photo) 
    Through risk assessment, Customs on that day intercepted an incoming lorry at the HZMB Hong Kong Port. After inspection, Customs officers found the batch of suspected counterfeit goods, including watches and memory cards, and the batch of alternative smoking products inside the cargo compartment of the lorry. A 55-year-old male driver was subsequently arrested.
     
    An initial investigation revealed that the batch of suspected counterfeit goods and alternative smoking products would have been transhipped to overseas regions.
     
    The investigation is ongoing, and the arrested man has been released on bail pending further investigation.
     
    Customs will continue to take stringent enforcement action against counterfeit goods and smuggling activities through risk assessment and intelligence analysis.
     
    Under the Trade Descriptions Ordinance, any person who imports or exports any goods to which a forged trademark is applied commits an offence. The maximum penalty upon conviction is a fine of $500,000 and imprisonment for five years.
     
    Under the Import and Export Ordinance, any person found guilty of importing or exporting unmanifested cargo is liable to a maximum fine of $2 million and imprisonment for seven years upon conviction.

    Defendant Admits Concealing 50% Ownership of $7B Defense Contracting Business to Evade Taxes

    A former defense contractor pleaded guilty today to tax crimes related to his scheme to defraud the United States and evade taxes on income that he earned from his contracts with the U.S. Department of Defense.

    The following is according to court documents and statements made in court: Douglas Edelman founded and owned 50% of Mina Corp. and Red Star Enterprises (Mina/Red Star), a defense contracting business that received more than $7 billion from contracts with the U.S. Department of Defense to provide jet fuel in the United States’ post-9/11 military efforts in Afghanistan and the Middle East.

    Working with others, Edelman engaged in a lengthy scheme to hide his Mina/Red Star profits to evade U.S. taxes, including by concealing his income in undisclosed foreign bank accounts, creating false documents and making false statements that one of his co-conspirators — a French citizen residing abroad and without U.S. tax obligations — founded and owned Mina/Red Star.

    For example, when the company became profitable in 2005, Edelman began taking distributions which he deposited into Swiss bank accounts, primarily at Credit Suisse, in the name of other companies he owned. In 2008, Credit Suisse informed Edelman that he had to either close his accounts or disclose them to U.S. authorities. Rather than come into compliance with his tax and reporting obligations, Edelman closed his accounts and opened new ones at Bank Julius Baer in Singapore in the name of a nominee entity, the beneficiaries of which were purportedly Edelman’s daughters. He then directed the subject income he earned from Mina/Red Star to those bank accounts.

    In 2010 the U.S. House of Representatives Committee on Oversight and Government Reform’s Subcommittee on National Security and Foreign Affairs began investigating allegations of corruption in connection with Mina/Red Star’s contracts with the Department of Defense. As part of this inquiry, the subcommittee became interested in the identity of Mina/Red Star’s owners. At this time, Edelman had not filed U.S. tax returns to report the millions of dollars he had earned from Mina/Red Star and had not paid U.S. taxes on his income.

    Rather than disclose his ownership, Edelman caused his attorneys to tell Congress a false story that a French co-conspirator who had no U.S. tax or reporting obligations founded and co-owed Mina/Red Star with another individual. To corroborate the false story, Edelman and a co-conspirator caused false and backdated paperwork to be created.

    To continue the scheme, Edelman conveyed the false story about Mina/Red Star’s ownership to other arms of the U.S. government, including to the Department of Defense during contract negotiations in 2010 and 2011, to the IRS in a 2016 application to the Offshore Voluntary Disclosure Program, and to the Justice Department in a 2018 presentation.

    In conjunction with his 2016 application to the IRS’s Voluntary Disclosure Program, Edelman filed false tax returns for several prior years that only reported income from gifts or purported consulting payments, continuing to conceal the millions he had earned from his company. On the returns, he  also concealed profits he had earned from a separate business to provide internet service to members of the armed forces at Kandahar Air Base in Afghanistan.

    Instead of paying the taxes that he knew he owed, Edelman used the money to fund his lifestyle and additional investments. He invested in a music television franchise in Eastern Europe, a land venture in Tulum, Mexico, and a farm in Kenya, and purchased property around Europe, including a home in Ibiza, Spain, and a townhouse in London.

    Edelman faces a maximum penalty of five years in prison for each count to which he has pleaded. He also faces a period of supervised release, restitution, and monetary penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division, U.S. Attorney Jeanine Ferris Pirro for the District of Columbia, and Executive Special Agent in Charge Kareem Carter of the Criminal Investigation (IRS-CI) Washington, D.C., Field Office made the announcement.

    Special agents from IRS-CI’s International Tax & Financial Crimes specialty group, a team based out of Washington, D.C., that is dedicated to uncovering international tax crimes, along with the Special Inspector General for Afghanistan Reconstruction are investigating the case. The Justice Department’s Office of International Affairs assisted in the investigation. Also providing assistance were His Majesty’s Revenue & Customs of the United Kingdom; the Joint Chiefs of Global Tax Enforcement (J5), which brings together the taxing authorities of Australia, Canada, the Netherlands, the United Kingdom, and the United States; and authorities from Belize, Israel, and Cyprus.

    The Government of the Kingdom of Spain arrested and extradited Edelman to the United States. The Justice Department’s Office of International Affairs also provided substantial assistance in securing Edelman’s arrest and extradition.

    Assistant Chief Sarah Ranney and Trial Attorney Ezra Spiro of the Tax Division and Assistant U.S. Attorney Joshua Gold for the District of Columbia are prosecuting the case.

  • MIL-Evening Report: PNG journalists warned over lawfare – ‘we don’t have any law to stop SLAPPs’, says Choi

    Journalists in Papua New Guinea are likely to face legal threats as powerful individuals and companies use court actions to silence public interest reporting, warns Media Council of PNG president Neville Choi.

    As co-chair of the second Community Coalition Against Corruption (CCAC) National Meeting, he said lawfare was likely because Parliament had passed no laws to protect reporters and individuals from such tactics.

    Choi said journalists were being left unprotected against Strategic Litigation Against Public Participation (SLAPPs) — legal actions used by powerful individuals or corporations to silence criticism and reporting.

    “In Papua New Guinea right now, we don’t have any law to stop SLAPPs,” Choi said.

    “Big corporations or organisations with more money can use lawsuits to silence people, civil society and the media. That’s the reality.”

    SLAPPs are lawsuits filed not to win on merit, but to drain resources, silence critics, and stop public debate.

    In some other countries, anti-SLAPP laws exist to protect journalists and whistleblowers. But in PNG, no such legal shield exists.

    Legal pressure for speaking out
    “We’ve seen it happen,” Choi added, referring to ACTNOW PNG’s Eddie Tanago, a civil society advocate who has faced legal pressure for speaking out.

    “He’s experienced it. And we know it can happen to journalists too.”

    Despite increasing threats, journalists do not have access to legal defence funds or institutional protection.

    Choi confirmed that there was no system in place to defend reporters who were hit with defamation lawsuits or other forms of legal retaliation.

    “Our advice to journalists is simple. Do your job well. The truth is the only protection we have,” he said.

    “If you stick to facts, follow professional ethics and report responsibly, you reduce your risk. But if you make a mistake, you leave yourself open to lawsuits.”

    The Media Council, in partnership with Transparency International under the CCAC, are discussing the idea of drafting an anti-SLAPP law but no formal proposal has been put forward yet.

    Jaishankar’s visit to Copenhagen is part of his ongoing three-nation tour to the Netherlands, Denmark, and Germany from May 19 to 24.          The Census and Statistics Department (C&SD) released today (May 22) the Consumer Price Index (CPI) figures for April 2025. According to the Composite CPI, overall consumer prices rose by 2.0% in April 2025 over the same month a year earlier, larger than the corresponding increase (1.4%) in March 2025. The larger increase was mainly attributable to the lower ceiling of rates concession in April 2025 when compared with the same month last year. Netting out the effects of all Government’s one-off relief measures, the year-on-year rate of increase in the Composite CPI (i.e. the underlying inflation rate) in April 2025 was 1.3%, also larger than that in March 2025 (1.0%). The larger increase was mainly due to the increases in the charges for package tours as well as inbound and outbound transport fares.  

         On a seasonally adjusted basis, the average monthly rate of change in the Composite CPI for the 3-month period ending April 2025 was -0.1%, and that for the 3-month period ending March 2025 was 0.0%. Netting out the effects of all Government’s one-off relief measures, the corresponding rates of change were both 0.0%.
