    Welch delivers remarks on the Senate Floor calling for an immediate end to the blockade of humanitarian aid to civilians in Gaza
    WASHINGTON, D.C. — U.S. Senator Peter Welch (D-Vt.) led 28 of his Senate colleagues in introducing a resolution calling on the Trump Administration to use all diplomatic tools at its disposal to bring an end to the blockade of food and lifesaving humanitarian aid to address the needs of civilians in Gaza. In their resolution, the Senators express grave concern about the ongoing humanitarian crisis in Gaza, including the imminent starvation of tens of thousands of children.  
    On Tuesday evening, Senator Welch took to the Senate Floor to highlight the unprecedented crisis unfolding in Gaza:  
    “It’s been over two months since the Israeli government has been using its power to withhold food, medicine, lifesaving cancer treatments, dialysis systems, formula, and more from starving and suffering families across Gaza. Half a million Palestinians in Gaza are facing starvation, and that number is rising…All the while, these trucks that are filled with food and medicine—much of that aid provided by the United States and our allies—is right there across the border…We cannot have or sanction a government-intentional policy of starvation,” said Senator Welch on the Senate floor. “I’m offering a resolution with my colleagues that makes a simple point: it notes simply that children are starving to death. They’re starving to death as we are here comfortably debating what we think are important issues. And it must be the effort of all of us to do all we can to bring this siege and this war to an immediate end.”

    On March 2, 2025, the Israeli Government began blocking all food and emergency aid—including food, medicine, infant formula, fuel, and other lifesaving humanitarian supplies—from reaching Palestinian civilians in Gaza. In the same month, all 25 World Food Program (WFP)-supported bakeries in Gaza closed, wheat flour and cooking fuel ran out, and food parcels distributed to families—with two weeks of food rations—were depleted. According to the United Nations, about 10,000 children have been identified as suffering from acute malnutrition since January 2025.

We call on the U.S. government in the strongest terms to act swiftly, using all the leverage at its disposal, to urgently permit humanitarian organizations to deliver aid into Gaza.   • MIL-OSI United Kingdom: New Mayor of Winchester elected at 2025 mayor-making

    Councillor Sudhakar Achwal has been elected as the 826th Mayor of Winchester.

    A ceremony took place in the King Charles Hall of Guildhall Winchester last night, Wednesday 14 May 2025. 

    Cllr Achwal, who is a councillor in the Whiteley and Shedfield ward, was born and raised in India before first coming to the UK in 1974 to complete a PhD in Chemical Engineering at the University of Salford. He later travelled across Europe, the Middle East, India, the Far East, and the Americas as part of his work.

    He met his wife Vivian Achwal, who is a fellow councillor in the same ward, in Newcastle. The couple, who now live in Whiteley, returned to the UK permanently in 1997. They have been together for 45 years and have one daughter and one grandson. Cllr Vivian Achwal was Mayor of Winchester in 2021-2.

    Cllr Sudhakar Achwal said: “Beyond my career, I’ve found deep fulfilment in volunteering. I believe in giving back to the community that welcomed me so warmly. I’m also passionate about the environment, and I try to stay active. My shelves are always full, especially with history books, which continue to fuel my curiosity.

    BEIJING, May 15 (Xinhua) — The ongoing joint maritime exercise between China and Singapore is of great significance to further deepening practical cooperation and enhancing joint maritime capabilities, Chinese Defense Ministry spokesperson Jiang Bin said Thursday.

    The exercise, dubbed China-Singapore Cooperation 2025, runs from May 9 to 16 at Singapore’s Changi Naval Base and in the waters and airspace east of Singapore.

    Under the joint command and planning of the two sides, the tasks of firing at sea targets from naval artillery, replenishing supplies at sea, joint search and rescue and other operations were practiced, Jiang Bin said.

    He added that the exercises allowed testing the ability of the participating forces to carry out military-tactical command coordination and joint actions.

    BEIJING, May 15 (Xinhua) — The 2025 China International Fair for Trade in Services will open in Beijing on Sept. 10, Zhao Qizhou, an official with the Beijing Bureau of Commerce, announced at a press conference on Thursday.

    Starting this year, the fair will be held annually on the second Wednesday of September, he added.

    The upcoming fair will be held in the 3 square kilometer Shougang Park, the venue for the 2022 Winter Olympics.

    The fair’s honorary guest country will be Australia. The event will last only five days – the first three days are for professional visitors, and the last two – for the general public.

    The fair is organized by the United Nations Conference on Trade and Development, the Ministry of Commerce of the People’s Republic of China and the People’s Government of Beijing. The event covers sectors such as finance, culture, tourism, education, sports, supply chain and medical services.

    The China International Fair for Trade in Services, which was first held in 2012, brings together enterprises from all over the world.

    BEIJING, May 15 (Xinhua) — Major Chinese online trading platform Taobao, which topped the ranking of the most downloaded mobile apps in 16 foreign countries, has taken another step in expanding its business overseas. As it became known to the Xinhua news agency correspondent on Thursday, the Taobao platform has already started operating in Kazakhstan, allowing consumers to receive information about goods and their prices in Russian, as well as pay for purchases in the national currency without resorting to online translators.

    In recent years, the fast-growing Central Asian e-commerce market has attracted increasing interest from global e-commerce merchants. For many Chinese companies looking to enter the Central Asian market, Kazakhstan is the first port of call.

    This is the first time that Taobao has launched a multilingual app in a non-English speaking country. Using a more iconic language improves the consumer experience and increases the desire to make a purchase, as confirmed by the first week of Taobao’s Russian language operation in Kazakhstan. According to Taobao’s Kazakhstan division, over 70 percent of its new users who made their first order were native Russian speakers.

    “For a long time, the bulk of our overseas customers were members of the Chinese diaspora and students from China. But since last year, we have noticed that Taobao has become popular with a large number of local consumers as well,” the division said, emphasizing that improving the consumer experience for this category of customers will be one of the key areas of work this year.

    In addition to the Russian-language app, the company also introduced free delivery for orders over 99 yuan and returns to the place of residence for the first time in Kazakhstan. Thus, a resident of Almaty who bought a Chinese-made down jacket on Taobao can expect the order to be delivered within 10 days and, if something is not right, can return it to a nearby pick-up point. -0-

    Relative stability from quarter to quarter. The percentage of ICS computers on which malicious objects were blocked remained unchanged from Q4 2024 at 21.9%. Over the last three quarters, the value has ranged from 22.0% to 21.9%.

    The quarterly figures are decreasing from year to year. Since Q2 2023, the percentage of ICS computers on which malicious objects were blocked has been lower than the indicator of the same quarter of the previous year. Compared to Q1 2024, the figure decreased by 2.5 pp.

    In January–March 2025, the figures were the lowest compared to the same months of the previous four years.

    The biometrics sector continues to lead the selected industries / OT infrastructure types. This is the only OT infrastructure type where the percentage of ICS computers on which malicious objects were blocked increased during the quarter.

    Threat levels in different regions still vary. In Q1 2025, the percentage of affected ICS computers ranged from 10.7% in Northern Europe to 29.6% in Africa. In eight out of 13 regions, the figures ranged from 19.0% to 25.0%.

    The percentage of ICS computers on which denylisted internet resources were blocked continues to decrease. It reached its lowest level since the beginning of 2022. In the first three months of 2025, the corresponding figures were lower than those in January–March of the previous three years.

    Changes in the percentage of ICS computers on which initial-infection malware was blocked lead to changes in the percentage of next-stage malware. In Q1 2025, the percentage of ICS computers on which various types of malware spread via the internet and email were blocked increased for the first time since the beginning of 2023.

    The internet is the primary source of threats to ICS computers. The main categories of threats from the internet are denylisted internet resources, malicious scripts and phishing pages.

    The main categories of threats spreading via email are malicious documents, spyware, malicious scripts and phishing pages.

    The percentage of ICS computers on which malicious scripts and phishing pages, and malicious documents were blocked increased in Q1 2025. In January–March, the monthly values in these two categories of threats were higher than in the same months of 2024.

    The leading category of malware used for initial infection of ICS computers (see below) is malicious scripts and phishing pages.

    Most malicious scripts and phishing pages act as droppers or loaders of next-stage malware (spyware, crypto miners and ransomware). The strong correlation between the values for malicious scripts and phishing pages, and spyware is clearly visible in the graph below.

    Similar to malicious scripts and phishing pages, the percentage of ICS computers on which spyware was blocked was higher in the first three months of 2025 than in the same months of 2024.

    The percentage of ICS computers on which miners (web miners and miners in the form of executable files for Windows) were blocked in Q1 2025 also increased.

    Statistics across all threats

    In Q1 2025, the percentage of ICS computers on which malicious objects were blocked remained at the same level as in the previous quarter: 21.9%.

    Compared to Q1 2024, the percentage of ICS computers on which malicious objects were blocked decreased by 2.5 pp. However, it increased from January to March of 2025 when it reached its highest value in the quarter.

    Regionally, the percentage of ICS computers on which malicious objects were blocked ranged from 10.7% in Northern Europe to 29.6% in Africa.

    In six of the 13 regions surveyed in this report, the figures increased from the previous quarter, with the largest change occurring in Russia.

    Selected industries

    The biometrics sector led the ranking of the industries and OT infrastructures surveyed in this report in terms of the percentage of ICS computers on which malicious objects were blocked.

    The biometrics sector was also the only OT infrastructure type where the percentage of ICS computers on which malicious objects were blocked increased slightly. Despite this, the long-term trend is clearly downward.

    Diversity of detected malicious objects

    In Q1 2025, Kaspersky security solutions blocked malware from 11,679 different malware families in various categories on industrial automation systems.

    The largest proportional increase in Q1 2025 was in the percentage of ICS computers on which web miners (1.4 times more than in the previous quarter) and malicious documents (1.1 times more) were blocked.

    Main threat sources

    Depending on the threat detection and blocking scenario, it is not always possible to reliably identify the source. The circumstantial evidence for a specific source can be the blocked threat’s type (category).

    The internet (visiting malicious or compromised internet resources; malicious content distributed via messengers; cloud data storage and processing services and CDNs), email clients (phishing emails), and removable storage devices remain the primary sources of threats to computers in an organization’s OT infrastructure.

    In Q1 2025, the percentage of ICS computers on which threats from the internet and email clients were blocked increased for the first time since the end of 2023.

    The rates for all threat sources varied across the monitored regions.

    • The percentage of ICS computers on which threats from the internet were blocked ranged from 5.2% in Northern Europe to 12.8% in Africa.
    • The percentage of ICS computers on which threats from email clients were blocked ranged from 0.88% in Russia to 6.8% in Southern Europe.
    • The percentage of ICS computers on which threats from removable media were blocked ranged from 0.06% in Australia and New Zealand to 2.4% in Africa.

    Threat categories

    Typical attacks blocked within an OT network are a multi-stage process, where each subsequent step by the attackers is aimed at increasing privileges and gaining access to other systems by exploiting security flaws in industrial enterprises, including OT infrastructures.

    It is worth noting that during the attack, intruders often repeat the same steps (TTP), especially when they use malicious scripts and established communication channels with the management and control infrastructure (C2) to move laterally within the network and advance the attack.

    In Q1 2025, the percentage of ICS computers on which denylisted internet resources were blocked decreased to its lowest value since the beginning of 2022.

    The decline in the percentage of denylisted internet resources since November 2024 was likely influenced not only by proactive threat mitigation at various levels, but also by techniques used by attackers to circumvent the blocking mechanisms based on the resource’s reputation, thus redistributing the protection burden to other detection technologies.

    A detected malicious web resource may not always be added to a denylist because attackers are increasingly using legitimate internet resources and services such as content delivery network (CDN) platforms, messengers, and cloud storage. These services allow malicious code to be distributed through unique links to unique content, making it difficult to use reputation-based blocking tactics. We strongly recommend that industrial organizations implement policy-based blocking of such services, at least for OT networks where the need for such services is extremely rare for objective reasons.

    The percentage of ICS computers on which malicious documents as well as malicious scripts and phishing pages were blocked increased slightly, to 1.85% (by 0.14 pp) and 7.16% (by 0.05 pp) respectively.

    Next-stage malware

    Malicious objects used to initially infect computers deliver next-stage malware – spyware, ransomware, and miners – to victims’ computers. As a rule, the higher the percentage of ICS computers on which the initial infection malware is blocked, the higher the percentage for next-stage malware.

    In Q1 2025, the percentage of ICS computers on which spyware and ransomware were blocked decreased, reaching 4.20% (by losing 0.1 pp) and 0.16% (by losing 0.05 pp) respectively. Conversely, the indicator for miners increased. The percentage of ICS computers on which miners in the form of executable files for Windows and web miners were blocked increased to 0.78% (by 0.08 pp) and 0.53% (by 0.14 pp), respectively. The latter indicator reached its highest value since Q3 2023.

    Self-propagating malware

    Self-propagating malware (worms and viruses) is a category unto itself. Worms and virus-infected files were originally used for initial infection, but as botnet functionality evolved, they took on next-stage characteristics.

    To spread across ICS networks, viruses and worms rely on removable media, network folders, infected files including backups, and network attacks on outdated software, such as Radmin2.

    In Q1 2025, the percentage of ICS computers on which worms and viruses were blocked decreased to 1.31% (by losing 0.06 pp) and 1.53% (by losing 0.08 pp), respectively.

    AutoCAD malware

    AutoCAD malware is typically a low-level threat, coming last in the malware category rankings in terms of the percentage of ICS computers on which it was blocked.

    In Q1 2025, the percentage of ICS computers on which AutoCAD malware was blocked continued to decrease (by losing 0.04 pp) and reached 0.034%.

    • A new report released by MSF shows how people staying in Wethersfield mass containment site in the UK are experiencing severe mental health distress.
    • Wethersfield continues to be used as an accommodation site for asylum seekers despite the government promising to end its use.
    • We call on the UK government to end the use of mass containment sites for asylum seekers and encourage the use of dignified and safe accommodation within communities. 

    For over one year, Médecins Sans Frontières (MSF), in partnership with Doctors of the World (DOTW) UK, ran a general healthcare mobile clinic outside the main gates of the former Royal Air Forces base at Wethersfield, in the United Kingdom (UK). Between November 2023 and December 2024, we documented how the isolated site, which accommodates up to 800 men aged between 18 and 65, causes immense harm.

    A new report based on medical data and interviews with the men held at Wethersfield in 2024 highlights mental health distress amongst our patients and protection concerns at the site.

    “When I first saw the military camp, it was a reminder of the military camps in my home country. Very isolated atmosphere. You can’t socialise and you can’t learn,” says a resident at Wethersfield in 2024.

    The top five countries of nationality of patients attending our mobile clinic were Iran, Eritrea, Afghanistan, Syria, and Sudan. As such, many have fled violence, persecution and conflict and will go on to be recognised as refugees by the UK government.

    “Most of the consultations were for psychological problems. Many people felt anxious and stressed and said Wethersfield reminds them of previous difficult experiences such as imprisonment, torture or living in areas of conflict,” says Emma Withycombe, MSF’s medical activities manager. “It seems very cruel that people who have experienced so much hardship are now living here. The government has chosen to accommodate people in a place that causes harm.”

    In the absence of safe alternatives, many people seeking safety are forced to risk their lives and take dangerous journeys to reach the UK.

    The report reveals:

    A lack of safe routes to the UK

    Everyone who accessed our services had crossed the Channel by small boat. In interviews, participants described dangerous journeys to get to the UK. Three quarters of patients disclosed previous experiences of violence or abuse in their countries of origin and on their journeys to the UK.

    Mental health impacted by the site

    The men we interviewed spoke about the major impact the site was having on their mental health, as well as on the mental health of those around them. 62 per cent of those accessing our service presented with severe mental distress and 30 per cent reported suicidal ideation.

    Serious failures to protect and safeguard

    Our medical team observed that many individuals were accommodated onsite despite being ‘unsuitable’ according to the Home Office’s own guidance. We made a total of 226 safeguarding referrals due to concerns about individual patient safety and wellbeing.

    “People are dying at the UK borders, dying in camps and hotels. Our patients in Wethersfield have survived conflict, persecution, and harrowing journeys to the UK with no safe route to asylum. The government should not be putting refugees into camps once they arrive here,” says Simon Tyler, Executive Director of DOTW.

    Despite evidence that mass containment causes immense psychological harm and suffering, and the government’s own promises to end its use, Wethersfield remains open. In April 2025, Prime Minister Starmer refused to set a date for when the site would close.

    “It is beyond comprehension that Wethersfield remains open, a site which has been the source of intense suffering for people who came to the UK in search of safety. From MSF’s work at the site, we know many of the individuals accommodated here have experienced violence and trauma and will have complex psychological needs,” says Jacob Burns, project manager for MSF. “We had hoped this Labour government would establish a dignified and compassionate asylum system. Instead, we are witnessing a continuation of the same inhumane and restrictive policies, that are fundamentally failing those who are most in need of care and protection.”

    MSF calls on the UK government to:

    • Close Wethersfield immediately and end the policy of mass containment for people seeking safety in the UK.
    • Place people seeking safety in the UK in dignified and safe accommodation in the community.
    • Ensure access to specialist mental health support for asylum seekers in the UK.
    • Home Office accommodation sites must have clear and transparent safeguarding pathways in place before opening.
    • Open new and expand existing safe routes for people seeking safety to reach the UK.

    The MLT Board is aware of a statement made by individual groups and training institutions regarding the hours required for clinical practice/attachment for medical laboratory technologists and responds today (May 15) as follows:
     
    The MLT Board, established under the Supplementary Medical Professions Ordinance (Cap. 359), is a statutory body that reviews the training arrangements of MLT from time to time to enhance their professional development. The MLT Board has started to discuss and review the requirement for clinical practice/attachment in the curriculum since 2023. It has agreed to strengthen the training of students in different medical laboratory-related areas under the principle that the overall number of training hours should remain unchanged. The objective is to ensure that the curriculum keeps abreast of the times and aligns with the latest developments in the medical field.
     
    Since 2023, the Registration Committee of MLT Board has been discussing and reviewing the hours required for clinical practice/attachment, which were formulated in 2013. Subsequently, at the MLT Board meeting of February 5, 2024, the MLT Board endorsed revising the required hours for clinical practice/attachment from 400 hours, covering only four basic areas, namely “Clinical Microbiology & Infection”, “Anatomical Pathology”, “Chemical Pathology” and “Haematology”, to 200 hours. This change will enable the institutions to allocate the released 200 hours to elective study modules according to the characteristics of their respective curricula without affecting the total number of hours. Under this arrangement, institutions can optimise the released training time to strengthen students’ learning in the basic areas or arrange for the students to explore other medical laboratory-related subjects beyond the basic areas, such as clinical immunology, molecular techniques and genetic testing etc. This encourages the diversified development of different institutions while maintaining their professional standards. Contrary to the allegation made in the statement, it is not a hasty reduction of clinical practice/attachment hours from 400 to 200 before graduation.
     
    Before making the decision, the MLT Board has been in close liaison with the industry through its Registration Committee (which comprises institutions, members of the associations and practitioners from different work backgrounds) and has held in-depth discussions on various accreditation requirements. Meetings were held to discuss the above issues and a Working Group on Review of Accreditation Criteria and Checklist was set up to invite experts to provide views in optimising the accreditation criteria and to continuously review both the local and international situations. The allegation that “academic institutions and industry stakeholders were not adequately consulted” is off the mark. The MLT Board stands ready to further explain to the MLT industry and training institutions the rationale of revising the required hours for clinical practice/attachment , and will work closely with stakeholders on the implementation details to facilitate the smooth execution of the resolution.
     
    The MLT Board is a statutory body established under the Supplementary Medical Professions Ordinance (Cap. 359) to promote adequate standards of professional practice and of professional conduct in the MLT professions.   • MIL-OSI Asia-Pac: Seminar held for nat’l security tutors

    The Home Affairs Department today held a seminar for National Security Education District Tutors to further support them to effectively promote national security education in the community and enhance public awareness of safeguarding national security.

    Around 700 district tutors from the 18 Districts attended the seminar held at the Central Government Offices to mark the fifth anniversary of the promulgation and implementation of the National Security Law (NSL).

    Deputy Secretary for Justice Cheung Kwok-kwan, Secretary for Home & Youth Affairs Alice Mak, and Under Secretary for Security Michael Cheuk spoke at the seminar.

    In her address, Miss Mak said the Government officially launched the National Security Education District Tutor Training Scheme in November last year and that as of early April this year, over 3,000 district tutors have completed the training and disseminated messages on national security to over 120,000 individuals in the community. 

    Delivering a keynote speech, Mr Cheung elaborated on the situation in Hong Kong since the NSL’s implementation, the current national security risks faced by the city and the importance of enhancing national security education.

    Mr Cheuk’s keynote speech outlined the current security risks in Hong Kong and the Government’s response strategies. He encouraged district tutors to learn more about the Constitution, the Basic Law, and Hong Kong’s laws on safeguarding national security, and actively integrate into the country to recognise the close ties of the cultures of Hong Kong and the Mainland which share the same origin.

    Additionally, Li Ka-ying and Chu Wai-lam shared their valuable experiences as district tutors.

    We forecast consumption growth of crude oil and other liquid fuels will slow over the next two years, driven by a slowdown in economic growth, particularly in Asia, in our May Short-Term Energy Outlook (STEO).

    The world economy, measured by GDP, increases 2.8% in 2025 and 2026 in our forecast. Excluding the years of global economic contraction in 2020 and 2009, these economic growth rates would be the lowest since 2008. Considerable uncertainty over world trade, manufacturing, and investment points to downside risk in economic growth, which has a direct effect on oil consumption.

    Economic activity uses energy. Increases in population, individual mobility, the shipping of goods, and industrial output result in more oil consumption. Since the year 2000, annual oil consumption growth has been the lowest during the years when the world economy grew by less than 3%. World oil consumption was around 103 million barrels per day (b/d) last year based on preliminary estimates.

    The tariffs announced on U.S. trading partners in early April may have already slowed global trade in physical goods, based on preliminary container vessel departure data from Bloomberg. Less global trade will lead to fewer shipments of goods on vessels as well as fewer trucking deliveries and could affect employment and leisure travel as well. All these factors weigh on oil consumption growth.

    Although oil consumption will still grow, we forecast it will grow by less than 1 million b/d in 2025 and 2026, which would be three consecutive years below 1 million b/d. During the two decades before the pandemic, world oil consumption grew by an average of 1.3 million b/d.


    The biggest forecast slowdown in oil consumption growth is in Asia. Compared with our January STEO, when we forecasted oil consumption growth in Asia to average 0.7 million b/d over 2025 and 2026, we now expect consumption growth will slow to average 0.5 million b/d over those years.

    We forecast smaller changes in the Americas, Europe, the Middle East, and Africa. Globally, we revised our world oil consumption growth forecasts down by 0.4 million b/d from the January STEO for 2025 and by 0.1 million b/d for 2026.


    Our forecast remains highly uncertain and subject to change. Leading economic indicators including vessel traffic, truck tonnage, and airport passenger throughput can provide insight into real-time economic activity and provide clues to global oil consumption trends. Market participants can also follow our Weekly Petroleum Status Report for trends in U.S. petroleum consumption (as measured by product supplied). The United States accounts for about one-fifth of world oil consumption.

  • Labour force participation at 55.6% in April, shows first monthly PLFS bulletin

    The Ministry of Statistics and Programme Implementation has released the first Monthly Bulletin of the revamped Periodic Labour Force Survey (PLFS) for April 2025. The report highlights key employment and unemployment indicators, including the Labour Force Participation Rate (LFPR), Worker Population Ratio (WPR), and Unemployment Rate (UR), across rural and urban India based on the Current Weekly Status (CWS) of individuals aged 15 years and above.
     
    As per the bulletin, the overall LFPR stood at 55.6 per cent during April 2025. Rural areas recorded a higher participation rate at 58.0 per cent, while urban areas reported 50.7 per cent. Among males in the same age group, LFPR was significantly higher—79.0 per cent in rural areas and 75.3 per cent in urban regions. Female participation, though lower, showed encouraging figures, with rural female LFPR at 38.2 per cent.
     
    The Worker Population Ratio (WPR), which represents the proportion of employed individuals in the population, was recorded at 52.8 per cent at the national level. Rural areas registered a WPR of 55.4 per cent, while in urban areas, it stood at 47.4 per cent. Among women, the WPR was 36.8 per cent in rural areas and 23.5 per cent in urban areas, with an overall female WPR of 32.5 per cent.
     
    The unemployment rate in April 2025 was observed at 5.1 per cent for individuals aged 15 years and above. The unemployment rate for males was slightly higher at 5.2 per cent, while for females it stood at 5.0 per cent.
     
    These estimates mark the beginning of a new phase in labour force statistics, following a revamp of the PLFS methodology from January 2025. The revised survey design aims to generate more frequent and comprehensive data. Under the new rotational panel sampling approach, each selected household is visited four times over four consecutive months, allowing for a 75 per cent overlap of first-stage sampling units between any two months. This design ensures better comparability and continuity in data collection.
     
    During April 2025, a total of 7,511 first-stage sampling units were covered nationwide, including 4,140 in rural areas and 3,371 in urban areas. The survey included 89,434 households and covered a population of 3,80,838 individuals, comprising 2,17,483 from rural areas and 1,63,355 from urban locations.
     
    The revamped PLFS also aims to extend quarterly estimates to rural India, which were previously limited to urban areas. The restructured sample design has increased the number of households surveyed within each sampling unit from 8 to 12.

  • MIL-OSI Europe: AFRICA/BURKINA FASO – The JNIM group intensifies attacks in several towns in the Country

    Ouagadougou (Agenzia Fides) – The Group for the Support of Islam and Muslims (JNIM), a Sahelian jihadist group linked to al-Qaeda, has intensified its attacks against military and civilian targets in Burkina Faso. The jihadist offensive began on May 11 with an assault on the Djibo military camp in the province of Soum, in the north of the country. According to local reports, the jihadists managed to take control of the camp and looted the facilities. The attacks have also affected towns in the north-central, east-central, and southern regions of the country. In videos posted on its media channels, JNIM claims to have caused the deaths of around sixty regular soldiers and a dozen paramilitaries of the Volunteers for the Defense of the Homeland (VDP). Local sources also report the deaths of around 20 civilians and several structures such as homes and health centers have been destroyed. In Diapaga, in northeastern Burkina Faso, jihadists took over the military camp, killed dozens of soldiers, seized the arsenal, and freed prisoners from the local jail. Images released by the group show fighters dressed in military uniforms, some of whom wear Malian army insignia. JNIM openly opposes the governments of the Alliance of Sahel States (AES), made up of Mali, Burkina Faso, and Niger. Although local authorities have not confirmed these events, the so-called Patriotic Pact of Burkinabe Media (PPMB), promoted by the High Council of Communication (CSC), was apparently signed on May 14 in the capital, Ouagadougou. The objective of the pact is to “support defense efforts through coherent communication, promote the actions of the Defense and Security Forces, strengthen civic education, and preserve social cohesion.” The Council of Ministers also announced the creation of a military college to “train a strategic elite, adapted to national and regional security challenges.” Finally, unverified reports are circulating on social media about the presence in the country of some 700 North Korean special forces, allegedly sent to support the Burkinabe government. We address this message to India, to our Indian brothers, with whom we are called to build coexistence, and also to our brothers in Baluchistan, which is an integral part of Pakistan,” Father Mario Angelo Rodrigues, a priest of the Archdiocese of Karachi, told Fides. In recent days, tensions have flared between India and Pakistan in the Kashmir region, a conflict for which a truce has been signed. In the west of the country, the situation has also worsened with the intensification of the conflict in Baluchistan, one of the provinces that form the Pakistani territory, in which an irredentist movement has been present since the time of Pakistan’s independence. Recently, civil society leader Mir Yar Baloch declared that “Balochistan is not Pakistan,” calling for independence from Pakistan and appealing for support from India and the international community. He has denounced decades of violence, forced disappearances, and human rights violations in the region. Father Rodrigues, who began his pastoral work in Balochistan as a young priest, recalls: “There I met peaceful, hospitable, life-loving people. We defend human dignity, fundamental rights, prosperity for all, and reject all forms of violence. Unfortunately, when terror erupts in the region, the military intervenes, and I can imagine the suffering this causes for the civilian population.” Today, Balochistan represents a concern for the Pakistani government. Despite this, the priest insists on the importance of promoting national unity and including all ethnic and religious groups and launch an appeal for the unity of Pakistan and for peace,” says the priest. “In Karachi, the Baloch communities are well integrated. We have Baloch children in our school, who live in complete harmony with their classmates. The Baluchistan Liberation Army (BLA), an insurgent group active in the region, has carried out violent attacks. On March 11, it hijacked the Jaffar Express passenger train, traveling from Quetta to Peshawar with at least 380 people on board. The hijacking ended after the intervention of the Pakistani army. The province of Baluchistan has been involved in insurgencies and conflicts by Baloch separatists since 1948.An estimated 7 million Baloch people live in Pakistan, mainly in the province of Baluchis, although there are also significant communities in Sindh and Punjab.     Israeli military strikes killed at least 60 people in the Gaza Strip on Thursday, Palestinian medics said, as the United States and Arab mediators pushed for a ceasefire deal and U.S. President Donald Trump visited the Middle East.

    Most of the victims, including women and children, were killed in Khan Younis in southern Gaza in airstrikes that hit homes and tents, they said.

    The dead included local journalist Hassan Samour, who worked for the Hamas-run Aqsa radio station and was killed along with 11 family members when their home was struck, the medics said.

    There was no immediate comment from the Israeli military, which has intensified its offensive in Gaza as it tries to eradicate Hamas in retaliation for the deadly attacks the Palestinian militant group carried out on Israel in 2023.

    Hamas said in a statement that Israel was making a “desperate attempt to negotiate under cover of fire” as indirect ceasefire talks take place between Israel and Hamas, involving Trump envoys and Qatar and Egyptian mediators in Doha.

    With most of the 2.3 million people in Gaza internally displaced, some residents of the tiny enclave say suffering is greater now than at the time of the Nakba.

    “What we are experiencing now is even worse than the Nakba of 1948,” said Ahmed Hamad, a Palestinian in Gaza City who has been displaced multiple times.

    “The truth is, we live in a constant state of violence and displacement. Wherever we go, we face attacks. Death surrounds us everywhere.”

    ESCALATING VIOLENCE

    Palestinian health officials say the Israeli attacks have escalated since Trump started a visit on Tuesday to the Gulf states of Saudi Arabia, Qatar and the United Arab Emirates that many Palestinians had hoped he would use to push for a truce.

    The latest strikes follow attacks on Gaza on Wednesday that killed at least 80 people, local health officials said.

    Little has come of new indirect ceasefire talks between Israel and Hamas led by Trump’s envoys and Qatar and Egyptian mediators in Doha.

    Hamas says it is ready to free all the remaining hostages it is holding in Gaza in return for an end to the war, while Israeli Prime Minister Benjamin Netanyahu prefers interim truces, saying the war can only end once Hamas is eradicated.

    “At a time when mediators are exerting intensive efforts to put the negotiation back on the right track, the Zionist occupation (Israel) responds to those efforts by military pressure on innocent civilians,” the group said in a statement.

    “Israeli Prime Minister Benjamin Netanyahu wants an open-ended war and he doesn’t care about the fate of his hostages,” it said.

    Israel invaded Gaza in retaliation for the Hamas-led attack on southern Israeli communities on October 7, 2023, in which about 1,200 people were killed and 251 were taken as hostages to Gaza, according to Israeli tallies.

    Israel’s military campaign has killed more than 52,900 Palestinians, according to local health officials. It has left Gaza on the brink of famine, aid groups and international agencies say.

    A U.S.-backed humanitarian organisation will start work in Gaza by the end of May under an aid distribution plan, but has asked Israel to let the United Nations and others resume deliveries to Palestinians now until it is set up.

    No humanitarian assistance has been delivered to Gaza since March 2, and a global hunger monitor has warned that half a million people face starvation in Gaza.

  • Gold prices drop sharply by Rs 2,375 per 10 grams; silver also falls

    Gold buyers in India have a reason to cheer as prices of the yellow metal saw a significant drop on Thursday.
     
    According to the India Bullion and Jewellers Association (IBJA), the price of 24-carat gold fell by Rs 2,375 per 10 grams, bringing it down to Rs 91,484 from Rs 93,859.
     
    The decline wasn’t limited to just 24-carat gold. The price of 22-carat gold also dropped, now standing at Rs 83,799 per 10 grams, down from Rs 85,975. Similarly, 18-carat gold saw its price fall to Rs 68,613 from Rs 70,394 per 10 grams.
     
    This marks a sharp turnaround from just a few weeks ago, when on April 22, the price of 24-carat gold had surged close to the Rs 1 lakh mark.
     
    Silver mirrored the downtrend seen in gold. Prices for one kilogram of silver declined by Rs 2,297 to Rs 94,103 from Rs 96,400 per kg.
     
    The fall in precious metal prices extended to the futures market as well. On the Multi Commodity Exchange (MCX), gold futures for June 5 dropped 1 per cent to Rs 91,325, while silver futures for July 4 declined by a similar margin to Rs 94,458 per kg.
     
    Market analysts attribute the fall in gold prices to easing global trade tensions, particularly between the United States and China, which had previously driven gold and silver prices higher.
     
    As geopolitical uncertainty decreases, the appeal of safe-haven assets like gold tends to weaken.
     
    In international markets, gold has dropped to its lowest level in a month. On COMEX, it was trading down by 1.1 per cent at $3,141.35 per ounce — a steep decline from its recent peak of around $3,500 per ounce recorded on April 22.

    Innovative Queensland-based organisations with a bright idea to improve how First Nations artefacts are identified are being encouraged to apply for a new challenge.

    The Queensland Government and Queensland Museum have partnered to deliver the Private Sector Pathways (PSP) Challenge – Charting provenance with First Nations artefacts.

    The initiative aims to improve the digital storing, processing, analysis and digitisation of First Nations archival materials like hunting and gathering tools, traditional baskets, boomerangs and rock engravings.

    Streamlining the process ensures the original creator has their work correctly attributed by the Queensland Museum.

    Participants are encouraged to develop a user-friendly system which makes cataloguing, identifying, processing and managing First Nations artefacts easier for the Queensland Museum by reducing the lengthy and labour-intensive identification process.

    The successful Queensland business will receive grant funding up to $100,000 to help them develop their proposed solution with the Museum.

    Queensland Museum is custodian to more than 22,000 objects in the Queensland Aboriginal collection, as well as more than 28,000 items from outside of Queensland and more than 12,000 historic photographs.

    Acting Deputy Director-General of Innovation Tony King said it’s important to recognise, honour and embrace the rich and ancient cultural history of First Nations peoples, as the first custodians of Australia.

    “This challenge will help support the Museum’s archiving and streamline repatriation efforts with Indigenous communities, to uphold the integrity and respect of cultural artefacts,” he said.

    “I look forward to seeing what ideas Queensland innovators come up with, to store and showcase First Nations material.”

    Queensland Museum CEO Dr Jim Thompson said this is a great opportunity for Queensland innovators to help improve how the museum cares for and connects with First Nations cultural items.

    “By making the identification process easier and more accurate, we can better support communities and ensure these important objects are properly recognised, and if possible, returned,” he said.

    Queensland Museum First Nations Director Dr Bianca Beetson said this opportunity is groundbreaking and will assist with First Nations artefact collection and recordkeeping.

    “It could really improve our processes and make them quicker, transforming how the Museum works to repatriate items back to Indigenous communities,” she said.

    “We’re hoping this tool will be able to pull up records of specific markings on cultural items like styles, patterns or timbers – to more effectively and efficiently identify its origin.

    “We’re seeing an increasing number of First Nations items coming in from general surrenders and international returns and if this tool is successful, there’s also potential for other museums and even institutions like universities to use it as well.”

    Report by the OSCE Project Co-ordinator in Uzbekistan: UK Statement, May 2025

    Ambassador Holland welcomes the work of the OSCE Office amid a challenging financial backdrop.

    Thank you Mr Chair.    

    First, I would like to welcome Ambassador Karttunen to the Permanent Council. Thank you to you and your team for your report, and for your informative presentation.    

    Chair, the United Kingdom has continued to build our relationship with Uzbekistan and is committed to supporting the government in carrying out its wide-ranging reforms. Last year our governments signed a joint declaration covering all aspects of the bilateral relationship, and this year we have signed an agreement on expanding our cooperation on Critical Minerals. We look forward to further cooperation in the coming years.   

    We welcome the close cooperation between the Government of Uzbekistan and the Project Coordinator and commend the Project Coordinator’s work across the three dimensions.     

    In the first dimension, we welcome the work the Project Coordinator is doing on border security. We were pleased to be able to support this effort by facilitating training for the Customs Committee of Uzbekistan last year by Surrey Police aimed at strengthening the capacity of Uzbek instructors to effectively use dogs in detecting drugs, cash, and firearms.    

    In the second dimension, we commend the work of the Project Coordinator on climate change and water management, and we are proud donors to the OSCE project on “strengthening responses to security risks from climate change in Central Asia”. We recognise the particular vulnerabilities Central Asian states have to climate change and its consequences. That is why we are funding a regional programme to improve Central Asia’s resilience and sovereignty by strengthening regional cooperation on water and energy to deliver low carbon and climate resilient growth.    

    And in the third dimension, we note the positive steps taken – as identified by ODIHR and the RFoM – in the draft information code.  These include a ban on censorship and media monopolisation, and the requirement for free access to and use of information for everyone without discrimination. We encourage the Government of Uzbekistan to address concerns raised about concentrating media regulation under the government rather than an independent regulatory body, and the broad grounds for restricting content and suspending media activities.    

    In closing, let me thank you Ambassador Karttunen and your dedicated team in Uzbekistan for their efforts in upholding the principles of the OSCE and ensuring your important work continues – particularly in light of the considerable challenges caused by the continued non-agreement of the Unified Budget.

    Home Affairs Department holds seminar on 5th anniversary of promulgation and implementation of Hong Kong National Security Law for National Security Education District Tutors 
    The seminar was held in the Central Government Offices. Guests attending the event included the Deputy Secretary for Justice, Dr Cheung Kwok-kwan; the Secretary for Home and Youth Affairs, Miss Alice Mak; and the Under Secretary for Security, Mr Michael Cheuk. Around 700 district tutors from the 18 Districts attended the seminar.
     
    Addressing the seminar, Miss Mak said that as national security is closely related to everyone and is inseparable, the Government and all sectors in society need to safeguard national security together. Since the Government officially launched the National Security Education District Tutor Training Scheme in November last year, as of early April 2025, over 3 000 district tutors have completed the training and have disseminated messages on national security to over 120 000 individuals in the community. As important partners of the Government, district tutors have actively engaged with communities, schools, and people of all ages through a diverse range of activities and, by using vivid, accessible and innovative approaches, have disseminated important messages on national security. This helps the public understand more about and attach importance to national security.
     
    Miss Mak hopes that through the seminar, all district tutors can further enhance their awareness of safeguarding national security and help disseminate related messages across various groups. Together, they will cultivate a strong foundation for national security education and patriotic values throughout the community.
     
    In delivering a keynote speech titled “Hong Kong National Security Law Builds Fort for National Security and the Safety of Hong Kong”, Dr Cheung elaborated on the situation in Hong Kong since the implementation of the NSL, as well as the current national security risks faced by the city and the importance of enhancing national security education.
     
    He stressed that “to forget war is to court disaster”, and pointed out that although the NSL, the Safeguarding National Security Ordinance, and other local laws have worked in concert to improve the legal framework for safeguarding national security in the Hong Kong Special Administrative Region (HKSAR), the actual risks of national security for both the country and the HKSAR are still there. Citing various examples from local and overseas, he reminded participants to continuously assess national security risks, enhance national security education, and strengthen national security awareness across all sectors of the community.
     
    Mr Cheuk delivered a keynote speech on the current security risks in Hong Kong and elaborated on the Government’s response strategies, including adhering to the principle of “laws are observed and strictly enforced, so as to bring offenders to account”, strengthening intelligence gathering and law enforcement, promptly rebutting smears, optimising legal tools, and enhancing interdepartmental collaboration, as well as publicity and education. He encouraged district tutors to learn more about the Constitution, the Basic Law, and Hong Kong’s laws on safeguarding national security, and actively integrate into the country to recognise the close ties of the cultures of Hong Kong and the Mainland which share the same origin, distinguish right from wrong to debunk allegations and actions of “soft resistance” in the community, and promptly report suspected acts endangering national security to protect our home.
     
    In addition, district tutors Miss Li Ka-ying and Mr Chu Wai-lam shared their valuable experiences in promoting national security education and raising public awareness of national security in the community. The two of them expressed that they will continue to serve as a connection between the Government and the community. By using their network, they can reach people from all walks of life and convey national security messages in a lively manner, thereby cultivating people’s sense of patriotism and jointly protecting their beautiful home – Hong Kong.
     
    The Chief Executive proposed in the 2023 Policy Address to train tutors at the district level for promoting national security education in the community. The Government launched the National Security Education District Tutor Training Scheme in November 2024, aiming to strengthen community participation through the scheme, hoping that the scheme can actively encourage all citizens to understand a holistic approach to national security and the significance of safeguarding national security, thereby fostering a collective commitment to uphold it and ultimately building a safe and stable social environment.
