    Waterworks (Amendment) Ordinance 2024 significantly enhances effectiveness of combating overcharging for water???
    The WSD will continue efforts to step up prosecution and inspections against overcharging for water in SDUs under the amended WWO and to appeal to landlords to apply for the installation of separate water meters for their SDUs, which can greatly reduce the risk of contravening the amended WWO. The WSD encourages the public to report any illegal acts of overcharging SDU tenants for water for follow-up and investigation by the department. The public can call the WSD Hotline 3468 4963 or WhatsApp 5665 5517 to apply for the installation of separate water meters for SDUs. The WhatsApp hotline also handles matters relating to water overcharging in SDUs. Alternatively, the public can call the WSD Customer Enquiry Hotline 2824 5000 to report water overcharge cases. After calling the hotline and choosing a language, they can press “7” for reporting to staff directly.

  • MIL-OSI Asia-Pac: “HA Risk Alert” latest issue published

    The following is issued on behalf of the Hospital Authority:

         The 77th issue of “HA Risk Alert” was published today (April 25) by the Hospital Authority (HA) as a risk management and communication initiative to further strengthen the reporting and monitoring of clinical incidents in public hospitals.
     
         In the fourth quarter of 2024 (October to December), there were seven sentinel events reported, comprising four cases of retained instruments/material after surgery/interventional procedure, two cases of inpatient suicide and one case of a surgery/interventional procedure involving wrong body parts. Among the 31 reported serious untoward events, there were 29 related to medication errors and two patient misidentifications.
     
         “Subsequent to the incident reviews and analyses of the root causes of these incidents, important lessons for patient safety have been identified, while recommendations are made and shared in this publication to avoid similar events in the future,” an HA spokesperson said.
     
         The HA Head Office has released the latest “HA Risk Alert” to all staff. It can also be accessed by the public at www.ha.org.hk/riskalert. “HA Risk Alert” is published on a quarterly basis and posted on the HA website in January, April, July and October. The next issue is scheduled for July 2025.

    “I love you Mom because you take me out to play…”

    Moksh’s mother had tears in her eyes when she read this simple, loving, and heartwarming note written by her son in uneven letters and wobbly handwriting. Though it seems like just ten simple words written by a kid to his mother. But behind those words lies a powerful story of love, waiting, and hope.

    Moksh was born with a condition called “knock knees,” which made his legs bend inward. He was left at a Child Care Institution when he was just a day old unaware of anything in this new world. He was put up for adoption. For four years, families walked in and out of his life—pausing, hesitating, moving on. His condition was listed on the form. And that was often the end of the conversation.

    Until one day, it wasn’t.

    In 2021, a couple saw him, not the label, not the diagnosis, but ‘Their child.’ To them, he wasn’t a problem to solve, he was their son, waiting for them from the day he was born. The second wave of COVID-19 made the wait even longer. But they didn’t let him go, they stayed—through video calls, telling him bedtime stories through screens, making him smile from far away and patiently waiting to hold him in their arms.

    Finally, before the New Year, Moksh came home. His new parents enrolled him in swimming to help his legs, took him for regular check-ups, and gave him love and care. Today, Moksh is not just healthy—he’s thriving. He learned to swim, act in plays, and most of all, fly through the air in parkour, that bold sport of leaps and climbs and courage. From a child once left behind… to being named ‘Student of the Month’.  

    Moksh’s story is one of love triumphing over hesitation. And across India, many more stories like his are finally being written. Over the years, legal adoptions in India have seen a boost with families coming forward to give home to orphaned children. In FY 2024-25, India saw a record 4,515 adoptions—the highest in nearly a decade. Of these, 4,155 were domestic, marking a powerful shift in societal attitudes. It’s no longer rare for Indian families to adopt. It’s becoming a choice made with open hearts and open arms.

    The Promise of Legal Adoption

    Driving this transformation is the Central Adoption Resource Authority (CARA), with its mission to ensure no child is left behind. The statutory body under the Ministry of Women and Child Development ensures that adoptions should happen legally and ethically to safeguard innocent children.

    It functions as the nodal body for the adoption of Indian children and is mandated to monitor and regulate in-country and inter-country adoptions. It is designated as the Central Authority to deal with inter-country adoptions by the provisions of the Hague Convention on Inter-country Adoption, 1993, ratified by the Government of India in 2003. CARA primarily deals with the adoption of orphan, abandoned, and surrendered children through its associated /recognized adoption agencies. CARA is working day and night through on-ground activities, training sessions, and social media campaigns to promote legal adoptions. As adoption is not just about legal contracts, it is more of an emotional journey that both parents and child take together, the process becomes even more important.  

    Before planning to adopt, the Prospective Adoptive Parents must go through the eligibility criteria mentioned on CARA’s website. Illegal adoption is concerning as it amounts to child trafficking and is a punishable offense under The Juvenile Justice (Care and Protection of Children) Amendment Act, 2021.

    Illegal Adoption refers to taking direct, immediate and unsolicited custody of a child in need of care and protection.

    More Children, More Hope

    For years, one of the biggest hurdles in adoption was the gap between children in need and parents willing to adopt. But 2023–24 marked a turning point.

    • Over 8,500 children were identified and added to the adoption pool—many of them from institutions where they had long waited to be seen, chosen, and loved. 
    • 245 new agencies were added to CARA’s network, making adoption more accessible than ever.

    These are not just policy wins—they are acts of restoration. Every child added to the list represents a new possibility for connection, belonging, and a chance to be a child again.

  • MIL-OSI Asia-Pac: Business expectations for the second quarter of 2025

         The Census and Statistics Department (C&SD) released today (April 25) the results of the Quarterly Business Tendency Survey for the second quarter (Q2) of 2025.
     
    Business Situation
     
         For all surveyed sectors taken together, the proportion of respondents expecting their business situation to be better (9%) in Q2 2025 over the preceding quarter is lower than that expecting it to be worse (18%). 
      
         When compared with the results of the Q1 2025 survey round, the proportion of respondents expecting a better business situation in Q2 2025 is 9%, broadly the same as the corresponding proportion in Q1 2025. On the other hand, the proportion of respondents expecting a worse business situation had slightly decreased from 19% in Q1 2025 to 18% in Q2 2025.
     
         Analysed by sector, respondents in most of the surveyed sectors expect their business situation to decrease on balance in Q2 2025 as compared with Q1 2025. In particular, significantly more respondents in the accommodation and food services and transportation, storage and courier services sectors expect their business situation to be worse in Q2 2025 as compared with Q1 2025.
     
         The results of the survey should be interpreted with care. In this type of survey on expectations, the views collected in the survey are affected by the events in the community occurring around the time of enumeration, and it is difficult to establish precisely the extent to which respondents’ perception of the future accords with the underlying trends. The enumeration period for this survey round was from March 4, 2025 to April 10, 2025. 
     
    Volume of Business / Output
     
         Respondents in all of the surveyed sectors expect their volume of business/ output to decrease on balance or remain broadly unchanged in Q2 2025 as compared with Q1 2025. In particular, significantly more respondents in the accommodation and food services sector expect their volume of business to decrease in Q2 2025 over Q1 2025.
     
    Employment
     
         Respondents in most of the surveyed sectors expect their employment to decrease on balance or remain broadly unchanged in Q2 2025 as compared with Q1 2025. In particular, more respondents in the accommodation and food services and construction sectors expect their employment to decrease in Q2 2025 over Q1 2025. In the real estate sector, however, more respondents expect their employment to increase, as compared to those expecting it to decrease.
     
    Selling Price/ Service Charge
     
         Respondents in most of the surveyed sectors expect their selling prices/ service charges to remain broadly unchanged in Q2 2025 as compared with Q1 2025. However, significantly more respondents in the construction and accommodation and food services sectors expect their tender prices/ charges for services rendered/ prices of food provided to go down in Q2 2025 over Q1 2025.
     
    Commentary
     
         A Government spokesman said that according to the survey conducted earlier, the near-term business outlook and hiring appetite among large enterprises for the second quarter of 2025 were largely stable compared with expectations for the previous quarter.  
     
         The spokesman pointed out that the survey captured largely the views of enterprises before the abrupt escalation of trade tensions due to the significant increases in import tariffs by the US in early April. Looking forward, as the downside risk and uncertainties of the global economy have increased notably, business sentiment should be subject to pressure. The Government has been providing support to enterprises through various measures, and will monitor the situation closely. 
     
    Further Information
     
         The survey gathers views on short-term business performance from the senior management of about 570 prominent establishments in various sectors in Hong Kong with a view to providing a quick reference, with minimum time lag, for predicting the short-term future economic performance of the local economy.
     
         The survey covers 10 major sectors in Hong Kong, namely manufacturing; construction; import / export trade and wholesale; retail; accommodation and food services (mainly covering services rendered by hotels and restaurants); transportation, storage and courier services; information and communications; financing and insurance; real estate; and professional and business services sectors.
     
         Views collected in the survey refer only to those of respondents on their own establishments rather than those on the respective sectors they are engaged in, and are limited to the expected direction of quarter-to-quarter change (e.g. “up”, “same” or “down”) but not the magnitude of change. In collecting views on the quarter-to-quarter changes, if the variable in question is subject to seasonal variations, respondents are asked to provide the expected changes after excluding the normal seasonal variations.
     
         Survey results are generally presented as “net balance”, i.e. the difference between the percentage of respondents choosing “up” and that choosing “down”. The percentage distribution of respondents among various response categories (e.g. “up”, “same” and “down”) reflects how varied their business expectations are. The “net balance”, with its appropriate sign, indicates the direction of expected change in the variable concerned. A positive sign indicates a likely upward trend while a negative sign indicates a likely downward trend. However, the magnitude of the “net balance” reflects only the prevalence of optimism or pessimism, but not the magnitude of expected change, since information relating to such magnitude is not collected in the survey.
     
         Furthermore, owing to sample size constraint, care should be taken in interpreting survey results involving a small percentage (e.g. less than 10%) of respondents in individual sectors.
     
         Chart 1 shows the views on expected changes in business situation for the period Q2 2024 to Q2 2025.
     
         Table 1 shows the net balances of views on expectations in respect of different variables for Q2 2025.

    Students and postgraduates of the Institute of Physics and Mechanics of SPbPU took part in the international conference on plasma physics and controlled thermonuclear fusion in Zvenigorod. The organizers were the state corporation Rosatom, the National Research Center Kurchatov Institute and the Russian Academy of Sciences. More than 200 specialists discussed current issues related to plasma physics, plasma technologies and thermonuclear energy.

    This year the conference was dedicated to the memory of Academician Evgeny Pavlovich Velikhov, an outstanding scientist and organizer who made an invaluable contribution to research in the field of plasma physics and controlled fusion in our country.

    Participants discussed magnetic confinement of high-temperature plasma, inertial thermonuclear fusion, physical processes in low-temperature plasma, physical foundations of plasma and beam technologies, and much more. A separate section presented the results of work within the framework of ITER, the largest international project in the field of thermonuclear fusion.

    At the plenary session, experts discussed the historical aspects of plasma physics and controlled fusion in our country, as well as current progress in the most important areas of plasma physics and thermonuclear energy. The teams of the Russian T-15MD and Globus-M2 installations, representatives of the Kurchatov Institute National Research Center, the Budker Institute of Nuclear Physics of the Siberian Branch of the Russian Academy of Sciences, and other major Russian research institutes, enterprises, and universities shared their work results. Students of the PhysMech Institute of St. Petersburg Polytechnic University were among the co-authors of a review report dedicated to the results of research on the Globus-M2 spherical tokamak operating at the Ioffe Physicotechnical Institute of the Russian Academy of Sciences.

    Colleagues from the Institute of Plasma Physics of the Chinese Academy of Sciences (ASIPP) spoke about the current progress at the operating EAST tokamak and the new generation BEST and CFEDR installations being created. The report was given by the president of LiWFusion L. E. Zakharov.

    Students and postgraduates of the Higher School of Fundamental Physics Research of the PhysMech Institute took part in the work of the section “Magnetic Confinement of High-Temperature Plasma”. Arseny Tokarev presented a study of the radial electric field during peripheral localized modes at the Globus-M2 tokamak, carried out with the support of a grant from the Russian Science Foundation.

    Alexey Krivosheev and Yulia Lashkina analyzed the phenomenon of non-local heat transfer (NLT), which is observed in high-temperature plasma magnetic confinement installations during injection of macroparticles into the plasma, in particular, in the Japanese LHD heliotron. The work was supported by the Rosatom State Corporation and the Russian Ministry of Education and Science.

    Mikhail Buts gave two reports. He spoke about the results of modeling the spectra of braking and recombination soft X-ray radiation of plasma in comparison with measurements obtained on a new X-ray spectrometer, created with his participation at the FT-2 tokamak. Mikhail also presented a method for processing diagnostic data using high-speed video filming.

    Kirill Kukushkin demonstrated the results of modeling the Globus-M2 tokamak using the SOLPS-ITER code with an improved model for describing neutral particles. The work was supported by the Ministry of Science and Higher Education of the Russian Federation. Dmitry Korobko spoke about the studies of the peripheral plasma of the Globus-M2 tokamak using the helium spectroscopy method with the support of the Ministry of Education and Science. Margarita Deryabina presented a report on the features of the influence of electromagnetic waves in the frequency range of the lower hybrid resonance on the plasma of the FT-2 tokamak. The reports of the Polytechnic University representatives aroused keen interest among the conference participants.

    At the invitation of colleagues from Moscow, students and postgraduates of the PhysMech Institute visited the Kurchatov Institute National Research Center, where they observed an experiment on the T-15MD tokamak, as well as the National Research Nuclear University MEPhI, where they got acquainted with the university tokamak MIFI-0 and the laboratories of the plasma physics department.

    The Registration & Electoral Office (REO) today called on eligible individuals and bodies who have not yet registered as electors/voters to submit registration applications no later than June 2, so that their registration particulars can be included in the final registers of electors/voters to be published this year, and vote in the elections to be held this year.

    Hong Kong permanent residents who hold an identity document, will reach 18 years old by September 25 this year and ordinarily reside in Hong Kong are eligible to register as geographical constituency electors.

    Registered electors/voters need not register again, but if there are changes to their registration particulars, they should submit applications for change of particulars to the REO by June 2.

    Eligible citizens are welcome to submit applications for new registration as geographical constituency electors or change of voter registration particulars through iAM Smart. They may also provide or update their mobile phone number and email address, and check their voter registration status through the app.

    Alternatively, citizens can register by filling in application forms which are available on the Voter Registration website for download. Hard copies can obtained at District Offices, the management offices of public housing estates and the REO.

    Sub-Saharan Africa continues to bear the brunt of malaria cases in the world. In this region 11 countries account for two-thirds of the global burden.

    World Malaria Day is marked on 25 April. What progress has been made against the disease, where are the gaps and what’s being done to plug them?

    As scientists who research malaria in Africa, we believe that the continent can defeat the disease. New, effective tools have been added to the malaria toolbox.

    Researchers and malaria programmes, however, must strengthen collaborations. This will ensure the limited resources are used in ways that make the most impact.

    The numbers

    Some progress has been made, but in some cases there have been reverses.

    • Between 2000 and 2015 there was an 18% reduction in new cases from 262 million in 2000 to 214 million in 2015. Since then, progress has stalled.

    • The World Health Organization estimates that approximately 2.2 billion cases have been prevented between 2000 and 2023. Additionally, 12.7 million deaths have been avoided. In 2025, 45 countries are certified as malaria free. Only nine of those countries are in Africa. These include Egypt, Seychelles and Lesotho.

    • The global target set by the WHO was to reduce new cases by 75% compared to cases in 2015. Africa should have reported approximately 47,000 cases in 2023. Instead there were 246 million.

    • Almost every African country with ongoing malaria transmission experienced an increase in malaria cases in 2023. Exceptions to this were Rwanda and Liberia.

    So why is progress stagnating and in many cases reversing?

    The setbacks

    Effective malaria control is extremely challenging. Malaria parasite and mosquito populations evolve rapidly. This makes them difficult to control.

    Africa is home to malaria mosquitoes that prefer biting humans to other animals. These mosquitoes have also adapted to avoid insecticide-treated surfaces.

    It has been shown in South Africa that mosquitoes may feed on people inside their homes, but will avoid resting on the sprayed walls.

    Mosquitoes have also developed mechanisms to resist the effects of insecticides. Malaria vector resistance to certain insecticides used in malaria control is widespread in endemic areas. Resistance levels vary around Africa.

    Resistance to the pyrethroid class is most common. Organophosphate resistance is rare, but present in west Africa. As mosquitoes become resistant to the chemicals used for mosquito control, both the spraying of houses and insecticide treated nets become less effective. However, in regions with high malaria cases, nets still provide physical protection despite resistance.

    An additional challenge is that malaria parasites continue to develop resistance to anti-malarial drugs. In 2007 the first evidence began to emerge in south-east Asia that parasites were developing resistance to artemisinins. These are key drugs in the fight against malaria.

    Recently this has been shown to be happening in some African countries too. Artemisinin resistance has been confirmed in Eritrea, Rwanda, Tanzania and Uganda. Molecular markers of artemisinin resistance were recently detected in parasites from Namibia and Zambia.

    Malaria parasites have also developed mutations that prevent them from being being detected by the most widely used rapid diagnostic test in Africa.

    Countries in the Horn of Africa, where parasites with these mutations are common, have changed the malaria rapid diagnostic tests used to ensure early diagnosis.

    The progress

    Nevertheless, the fight against malaria has been strengthened by novel control strategies.

    Firstly, after more than 30 years of research, two malaria vaccines – RTS,S and R21 – have finally been approved by the WHO. These are being deployed in 19 African countries.

    These vaccines have reduced disease cases and deaths in the high-risk under-five-years-old age group. They have reduced cases of severe malaria by approximately 30% and deaths by 17%.

    Secondly, effectiveness of long-lasting insecticide-treated nets has been improved.

    New insecticides have been approved for use. Chemical components that help to manage resistance have also been included in the nets.

    Thirdly, novel tools are showing promise. One option is attractive toxic sugar baits. This is because sugar is what mosquitoes naturally eat. Biocontrol by altering the native gut bacteria of mosquitoes may also prove effective.

    Fourthly, reducing mosquito populations by releasing sterilised male or genetically modified mosquitoes into wild mosquito populations is also showing promise. Trials are currently happening in Burkina Faso. Genetically sterilised males have been released on a small scale. This strategy has shown promise in reducing the population.

    Fifthly, two new antimalarials are expected to be available in the next year or two. Artemisinin-based combination therapies are standard treatment for malaria. An improvement to this is triple artemisinin-based combination therapy. This is a combination of this drug with an additional antimalarial. Studies in Africa and Asia have shown these triple combinations to be very effective in controlling malaria.

    The second new antimalarial is the first non-artemisinin-based drug to be developed in over 20 years. Ganaplacide-lumefantrine has been shown to be effective in young children. Once available, it can to be used to treat parasites that are resistant to artemisinin. This is because it has a completely different mechanism of action.

    The end game

    It has been several years since the malaria control toolbox has been strengthened with novel tools and strategies that target both the vector and the parasite. This makes it an ideal time to double down in the fight against this deadly disease.

    In 2020, the WHO identified 25 countries with the potential to stop malaria transmission within their borders by 2025. While none of these countries eliminated malaria, some have made significant progress. Costa Rica and Nepal reported fewer than 100 cases. Timor-Leste reported only one case in recent years.

    Three southern African countries are included in this group: Botswana, Eswatini and South Africa. Unfortunately, all these countries showed increases in cases in 2023.

    With the new tools, these and other countries can eliminate malaria, getting us closer to the dream of a malaria-free world.

  • MIL-OSI Asia-Pac: Bun tower ready for climbing carnival

    The Cheung Chau Climbing Carnival, an integral part of the 2025 Bun Carnival, will be held at the Pak Tai Temple Playground soccer pitch on Cheung Chau this Sunday from noon to 6pm.

    Participants must be at least one metre in height and can enrol on the spot to climb the 14-metre bun tower that will be used for the Bun Scrambling Competition, due to be held on May 5 and 6.

    The Hong Kong, China Mountaineering & Climbing Union will brief entrants on the skills required and various safety aspects before they begin climbing.

    Meanwhile, visitors can make wishes at a Wishing Bun Tower at the venue. Other carnival activities and attractions include variety shows, handicraft workshops and game booths, as well as an exhibition of winning works from Student Drawing Competitions.

    One of the game booths will be geared towards promoting public participation in athlete selections for mass participation events at the 15th National Games.

    Prior to the climbing carnival, the Bun Tower Climbing Team Relay event – also part of the 2025 Bun Carnival – will be held from 9am to noon.

  • MIL-OSI Asia-Pac: Light public housing tenders open

    The Housing Bureau today invited tenders for two Light Public Housing (LPH) operation and management contracts. The deadline is noon on June 13.

    The first contract covers four school conversion projects. These are at the Mission Covenant Church Holm Glad No. 2 Primary School on Shun On Road in Shun On Estate, Kwun Tong; the Tung Wah Group of Hospitals Ma Kam Chan Memorial Primary School (Choi Yuen Annex) on Choi Yuen Road in Choi Yuen Estate, Sheung Shui; the Carmel Leung Sing Tak School on Shun Lee Tsuen Road in Shun On Estate, Kwun Tong; and the Baptist Rainbow Primary School on Chuk Yuen Road in Chuk Yuen South Estate, Wong Tai Sin.

    The conversion works will be completed in two phases. The first covers the two projects on Shun On Road and Choi Yuen Road, which will provide about 130 and 110 units respectively. These are expected to be completed in the fourth quarter of this year.

    The second phase covers the two projects on Shun Lee Tsuen Road and Chuk Yuen Road, which will provide about 110 and 105 units respectively. These are expected to be completed in the first quarter of 2027.

    The second contract covers the project at Sheung On Street, Chai Wan, which will provide about 1,720 units and is expected to be completed in the second quarter of next year.

    The bureau said the four school conversion projects have been packaged into one single contract in light of their relatively smaller scale. By engaging a single operator for the contract’s overall operation and management, resources can be shared among the projects to enhance cost-effectiveness, it explained.

    The contracts cover not only occupancy management, property management and daily maintenance services, but also the provision of social services, as well as the management and operation of ancillary facilities.

    Tenders are invited from all capable and experienced service providers, including non-government organisations and those with a valid property management company licence, or collaborations between such providers.

    To ensure service quality, the bureau will carry out technical assessments based on factors including providers’ management capabilities, relevant experience and past service performance, as well as their proposed modes of operation and management, the social services to be provided, the feasibility of their exit plans, and their use of innovation and information technology.

    Each tender price will then be evaluated to form a consolidated assessment to decide on the most suitable organisation for the LPH contracts.

    Interested organisations may download the tender documents via the bureau’s website or from the e-Tendering System. They can also contact the bureau’s Dedicated Team on Light Public Housing to obtain the relevant documents.

    The tender reference for the Shun On Road, Choi Yuen Road, Shun Lee Tsuen Road and Chuk Yuen Road LPH projects is HB2025/OPR-LPH-VSP, while the tender reference for the Sheung On Street, Chai Wan LPH project is HB2025/OPR-LPH-CW.

  • MIL-OSI Security: Drug Supplier Sentenced to Federal Prison for Trafficking Methamphetamine

    Hagåtña, Guam – SHAWN N. ANDERSON, United States Attorney for the Districts of Guam and the Northern Mariana Islands, announced that defendant Alejandro Manuel B. Gagarin, aka Alex, age 31, from Inarajan, Guam was sentenced on April 24, 2025, to serve 12 months and 1 day imprisonment.  He was charged in the U.S. District Court of Guam with Conspiracy to Distribute Fifty or More Grams of Methamphetamine, in violation of 21 U.S.C. §§ 841(a)(1) and 846. The Court also ordered five years of supervised release and a mandatory $100 special assessment fee.  In addition, defendants convicted of a federal drug offense may no longer qualify for certain federal benefits.

    Between March 2021 through April 2022, Alejandro Manuel B. Gagarin conspired with Timothy Jerome Concepcion, a person identified as I.M.C., Jacob Vance Manibusan, and other persons to distribute more than 50 grams of Methamphetamine Hydrochloride.   The drug distribution occurred at hotel rooms rented from a local resort hotel.  Gagarin and his co-defendant Manibusan rented out two hotel rooms.  Gagarin then greeted customers in the lobby of the hotel and escorted them to the hotel room for the drug transactions. After receiving the methamphetamine from Gagarin, the customers would stay in the hotel room and smoke methamphetamine with Concepcion. The customers would pay Gagarin for the drug, he would in turn return the proceeds from the sale of the methamphetamine to Concepcion.

    Co-conspirators:

    • Timothy Jerome Concepcion, age 26, was sentenced on February 7, 2024, to 120 months imprisonment and 5 years supervised release. He pled guilty for Conspiracy to Distribute Fifty or More Grams of Methamphetamine and Using and Carrying a Firearm During a Drug Trafficking Crime.

    • Jacob Vance Manibusan aka Kadi, age 36, was sentenced on April 3, 2024, to 70 months imprisonment and 4 years supervised release. He pled guilty for Conspiracy to Distribute Five or More Grams of Methamphetamine.

    “Minor participants in federal drug crimes will not walk away without penalties,” stated United States Attorney Anderson.  “Considering the effects of methamphetamine on our communities, those with any role in drug trafficking are potential targets for prosecution.  The public rightly demands accountability for this unlawful conduct.”

    “The sentencing of Mr. Gagarin is a testament to HSI’s zero tolerance for those who engage in drug trafficking in Guam,” said Homeland Security Investigations Hawaii Special Agent in Charge Lucy Cabral-DeArmas. “HSI will aggressively pursue those, like Gagarin, who facilitate the infiltration of harmful substances into our communities.”

  • MIL-Evening Report: Election Diary: Dutton tops list of most distrusted, amid deepening voter cynicism about political leaders

    In this election, voters are more distrustful than ever of politicians, and the political heroes of 2022 have fallen from grace, swept from favour by independent players.

    A Roy Morgan survey has found, for the first time, that Australians are driven more by who they distrust than who they trust.

    Opposition Leader Peter Dutton is the most distrusted figure, outranking even US President Donald Trump. He’s three times more distrusted than Prime Minister Anthony Albanese.

    Nor are any federal ministers or opposition frontbenchers in the top five trusted figures.

    In March 2022, before the election of May that year, federal Labor figures, then in opposition, were riding a wave. Federal Labor frontbenchers occupied the top three “net trust” spots. Now, they have dropped out entirely from the top five.

    The five political leaders with the highest net trust in 2022 were, in order: Penny Wong, Albanese, Tanya Plibersek, then Western Australian Labor premier Mark McGowan, and Jacqui Lambie, an outspoken crossbench senator from Tasmania.

    in 2025, all but Lambie have disappeared from the top five. (McGowan has retired from politics.)

    The new list is headed by ACT independent Senator David Pocock, who has been a key figure in negotiations with the government on a number of issues. Lambie has risen to second place. She’s followed by three premiers: Queensland’s David Crisafulli (LNP), Chris Minns (Labor, NSW) and Roger Cook (Labor, WA).

    Both Pocock and Lambie recorded almost no distrust.

    Pocock was seen by respondents as genuine and principled, and someone who listened to constituents. He was praised for championing the vulnerable and the environment and approaching politics with humility, according to the survey.

    Lambie won points for being a straight talker. One respondent described her as “crude but honest”.

    The Morgan survey asks people open-ended questions: to nominate the political leaders they trust and distrust and say why.

    Dutton heads the 2025 list of those with the highest net distrust scores. Clive Palmer is second and Trump next. Albanese and Energy Minister Chris Bowen follow.

    The list is rounded out by Victorian Labor Premier Jacinta Allan, Greens Leader Adam Bandt, One Nation Senator Pauline Hanson, Shadow Treasurer Angus Taylor, Nationals Barnaby Joyce and Shadow Attorney-General Michaelia Cash.

    In 2022 there were no Labor politicians in the most distrusted list; now there are three, two from the federal government and one premier.

    In 2022 the distrust list, in order, was: Palmer, Scott Morrison, Dutton, Joyce, Hanson, Vladimir Putin, Craig Kelly, Dominic Perrottet, Taylor, Cash and Josh Frydenberg.

    Condemnation of neo-Nazi disruption unites leaders on campaign truce day

    Anzac Day brought a truce in campaigning, as political players prepare for a final frantic week before the poll.

    But ugliness broke out at Melbourne’s Shrine of Remembrance, when a small group of neo-Nazis heckled during the Welcome to Country by Bunurong and Gunditjmara elder Uncle Mark Brown.

    The Age reported that convicted neo-Nazi Jacob Hersant led the men. Hersant last year was found guilty of performing an illegal Nazi salute.

    Police escorted Hersant from the service.

    Later Victoria Police said a 26-year-old man had been intervidewed over offensive behaviour and police would proceed via summons.

    At the service, Victorian Governor Margaret Gardner was also booed when acknowledging the traditional owners of the land.

    In Perth at the dawn service, a heckler shouted obscenities during the Welcome to Country.

    Albanese responded, saying: “The disruption of Anzac Day is a disgraceful act and the people responsible must face the full force of the law. This was an act of low cowardice on a day when we honour courage.”

    Dutton said neo-Nazis were “a stain on our national fabric”. He said the Welcome to Country was “an important part of official ceremonies and it should be respected”.

  • MIL-OSI New Zealand: Frozen anchovies recalled due to the presence of a marine biotoxin

    New Zealand Food Safety is supporting Pendarves Ltd in its recall of a specific range of imported frozen anchovies due to the presence of a marine biotoxin.

    “Testing of the product has found the presence of domonic acid, a neurotoxin produced by certain algae that can cause amnesic shellfish poisoning in humans,” says New Zealand Food Safety’s acting deputy director-general Claire McDonald.

    “These products should not be eaten. You can return them to the place of purchase for a refund. If that’s not possible, throw it out.”

    The affected products were sold at a small number of supermarkets and specialty stores.

    Food recall: Imported whole frozen anchovies

    New Zealand Food Safety has not received any notifications of associated illness.

    Symptoms are mainly gastrointestinal, especially at low toxin levels. These usually appear within 24 hours of eating and may include vomiting, nausea, diarrhoea, and abdominal cramps.

    In more serious cases there can be neurological symptoms. These can take up to 3 days to develop and can range from headaches and dizziness to memory loss and, for severe cases, coma.

Our strategy is to become a flagship for European cyber security, and we are positioning ourselves at the forefront of this transformation. Given the geopolitical situation, we have seen significant interest in a European alternative among our partners and customers. We signed an agreement in the beginning of the second quarter to divest our Malaysian entity to a partner, who will become WithSecure’s preferred distributor in the region. Once this transaction is complete, all WithSecure’s products and services will be developed and delivered from Europe. We continue to develop our partner channel, and signed several new key partner agreements during the first quarter.

    Inside Elements Cloud, the ARR for Elements Cloud software and co-security services increased by 14% to EUR 65.7 million (EUR 57.8 million). The growth is driven by both new customers and the expansion of existing customers. Especially the new portfolio items Exposure Management and Elements MDR, launched in May 2024, have already begun to contribute to the growth. The Managed services ARR declined by 8% to EUR 20.9 million (EUR 22.7 million). The ARR decline is mostly related to customers in the UK.

    Elements Company Adjusted EBITDA in the first quarter was EUR 0.9 million (EUR 0.7 million, restated figure). Operative cash flow was EUR -2.6 million (EUR -2.4 million). Cash flow was impacted by the previous year’s bonus payments, as well as the additional costs related to divestments.

    Cloud Protection for Salesforce (CPSF) continued with a strong performance and achieved a 70% growth of ARR, to EUR 13.9 million (EUR 8.2 million). The growth was driven by many new enterprise customer logos, as well as smaller Salesforce users who want to protect their Salesforce Cloud from vulnerabilities caused by external content uploads. The CPSF segment became profitable for the first time, with EUR 0.4 million Adjusted EBITDA (EUR -0.4 million). We continue to develop CPSF as an independent business inside WithSecure, while keeping the strategic review options open.

    The divestment of our Cyber security consulting business, announced on 23 January 2025, is progressing as planned. The carve-out process is ongoing in collaboration with the buyer, and the target to close the transaction during the second quarter of 2025 remains valid.

    Events after period-end
    On 14 April 2025, WithSecure published its intention to divest the Malaysian entity and business operations to LS Systems Group. The transaction is expected to close during the second quarter of 2025. The responsibilities of the Malaysia site will be transitioned to WithSecure’s European locations. The transaction underscores WithSecure’s commitment to the European way in cyber security, and ensures consolidation of all WithSecure’s operations in Europe.

  • MIL-Evening Report: Pacific editor welcomes US court ruling in favour of Radio Free Asia

    The former head of BenarNews’ Pacific bureau says a United States court ruling this week ordering the US Agency for Global Media (USAGM) to release congressionally approved funding to Radio Free Asia and its subsidiaries “makes us very happy”.

    However, Stefan Armbruster, who has played a key role in expanding the news agency’s presence in the region, acknowledged, “there’s also more to do”.

    On March 14, President Donald Trump signed an executive order to defund USAGM outlets Radio Free Asia and Middle East Broadcasting Networks, including placing more than 1300 Voice of America employees on leave.

    “This order continues the reduction in the elements of the Federal bureaucracy that the President has determined are unnecessary,” the executive order states.

    Armbruster told RNZ Pacific Waves that the ruling found the Trump administration failed to provide evidence to support their actions.

    “[Judge Royce Lamberth] is basically saying that the actions of the Trump administration [are] likely to have been illegal and unconstitutional in taking away the money from these organisations,” he said.

    Order to restore funding
    “The judgments are saying that the US administration should return funding to its overseas broadcasters, which include Voice of America [and] Radio Free Asia.”

    He said that in America, they can lay people off without a loss, and they can still remain employees. But these conditions did not apply for overseas employees.

    “Basically, all the overseas staff have been staff let go, except a very small number in the US who are on visas, dependent on their employment, and they have spoken out about this publicly.

    “They have got 60 days to find a job, a new sponsor for them, or they could face deportation to places like China, Cambodia, and Vietnam.

    “So for the former employees, at the moment, we are just waiting to see how this all plays out.”

    Armbruster said there were hints that a Trump administration could take such action during the election campaign, when the Trump team had flagged issues about the media.

    Speed ‘totally unexpected’
    However, he added the speed at which this has happened “was totally unexpected”.

    “And the judge ruled on that. He said that it is hard to fathom a more straightforward display of arbitrary, capricious action, basically, random and unexplained.

    “In short, the defendants had no method or approach towards shutting down USAGM that this Court could discern.”

    Armbruster said the US Congress funds the USAGM, and the agency has a responsibility to disburse that funding to Radio Free Europe, Voice of America, and Radio Free Asia.

    The judge ruled that the President does not have the authority to withhold that funding, he said.

    “We were funded through till September to the end of the financial year in the US.

    “In terms of how quickly [the executive order] came, it was a big surprise to all of us. Not totally unexpected that this would be happening, but not this way, not this hard.”

    BenarNews ‘gave a voice’
    The BenarNews Pacific bureau was initially set up two-and-a-half years ago but evolved into a fully-fledged bureau only 12 months ago. It had three fulltime staff based in Australia and about 15 stringers and commentators across the region.

    “We built up this fantastic network of people, and the response has been fantastic, just like Radio New Zealand [Pacific],” Armbruster said.

    “We were doing a really good thing and having some really amazing stories on our pages, and big successes. It gave a voice to a whole lot of Pacific journalists and commentators to tell stories from perspectives that were not being presented in other forums.

    “It is hard to say if we will come back because there has been a lot of court orders issued recently under this current US administration, and they sometimes are not complied with, or are very slowly complied with, which is why we are still in the process.”

    However, Armbruster remains hopeful there will be “some interesting news” next week.

    “The judgment also has a little bit of a kicker in the tail, because it is not just an order to do [restore funding].

    “It is an order to turn up on the first day of each month, and to appraise the court of what action is [the USAGM] taking to disburse the funds.”

    The Home Affairs Department today appealed to registered electors for the Ha Ling Pei and Ho Chung Indigenous Inhabitant Representative Elections, and for the Tung Chun Wai Resident Representative Election, to vote in the Rural By-election on Sunday.

    Eleven Rural Representative vacancies are open in the by-election, and 13 valid nominations were received during the nomination period.

    Two candidates are running for an Indigenous Inhabitant Representative post on the Tung Chung Rural Committee in Ha Ling Pei, while three candidates are standing for an Indigenous Inhabitant Representative post on the Sai Kung Rural Committee in Ho Chung. Two candidates are running for a Resident Representative post on the San Tin Rural Committee in Tung Chun Wai.

    The other six candidates have been returned uncontested. These are the candidates to be Indigenous Inhabitant Representatives of Kap Tong, of Ping Tun, and of Kwun Yam Shan and Kong Pui, and the candidates to be Resident Representatives of Tai Po Tau, Wai Tau Tsuen and Kwong Shan Tsuen.

    No valid nominations were received for the Resident Representative vacancies in Wu Shek Kok and Kam Shan Village.

    Polling will be held from noon to 7pm.

    The department reminded electors to bring their original identity documents or other specific alternative documents to the polling station as specified in the polling notice.

  • MIL-OSI Asia-Pac: President Lai presides over fourth meeting of National Climate Change Committee

    On the afternoon of April 24, President Lai Ching-te presided over the fourth meeting of the National Climate Change Committee. In his opening statement, the president stated that the government will steadily implement a carbon pricing system, carefully plan a Taiwan version of the Carbon Border Adjustment Mechanism (CBAM), and assist enterprises to gradually compile a product carbon footprint digital database, while promoting the circular economy and industry internationalization to create a Green Taiwan brand. He also stated that we will leverage our financial market, driving society as a whole to take sustainable action; and expand capacity to foster green-collar professionals, laying the foundation for Taiwan’s sustainable future.
    President Lai emphasized that regardless of how the external environment changes, green transition and sustainable development are the cornerstones of long-term national prosperity. He stated that the government will work with the private sector to turn crises into opportunities and actively address the challenges of climate change and net-zero transition to promote an orderly transition. This, he said, will keep the nation on the path forward, make Taiwan stronger, better, and more resilient, and leave a prosperous and sustainable homeland for future generations.
    A translation of President Lai’s remarks follows:
    Today is the fourth meeting of the National Climate Change Committee. First, I would like to once again thank all of the advisors and committee members for your active participation over the past several months. The valuable suggestions you have provided allowed us to propose new emissions reduction targets at the last meeting as we continue to move toward our vision of net-zero emissions by 2050.
    The day before yesterday was Earth Day, and I was in this same room to meet and exchange ideas with many friends from environmental protection groups. I am very grateful to these forerunners and partners for their efforts and contributions to protect this land, Taiwan.
    Amidst global climate change and the reshaping of international trade patterns, extreme weather disasters occur frequently around the world and requirements for carbon reduction in international supply chains continue to expand. The government of the United States has also recently proposed new tariff policies that present Taiwan’s industries with many challenges. 
    We have observed that as many industries are facing increased uncertainty in their operations, the private sector has adopted a wait-and-see attitude regarding carbon reduction and environment, social, and governance (ESG) efforts. In response, the administrative team is actively assessing the situation and continuously adjusting strategies; it will definitely support our industries. 
    However, regardless of how the external environment changes, green transition and sustainable development are the cornerstones of long-term national prosperity. We must remain committed to resilient and forward-looking strategies to promote the transition to low-carbon models and sustainable development for domestic industries, build comprehensive green supply chains, enhance the international competitiveness of our industries, and bolster our national strengths.
    The government will work with the private sector to turn crises into opportunities, and actively address the challenges of climate change and net-zero transition. This will allow Taiwan’s economy to continue transitioning and progressing and remain committed to moving toward low-carbon and sustainable models. This will also keep the nation on the path forward and make Taiwan stronger, better, and more resilient.
    At today’s meeting, the Ministry of Environment (MOENV) will deliver a report on responding to ongoing changes and seizing opportunities for green transition, and the Financial Supervisory Commission (FSC) will report on financing for the green and energy transition to support Taiwan’s net-zero efforts. Those reports will explain how the administrative team is strengthening climate governance and execution, as well as how they are assisting various sectors to face challenges, align with international standards, seize opportunities, and jointly move toward a new low-carbon and sustainable future.
    The government will steadily implement a carbon pricing system and align with international standards to avoid foreign tariff penalties on high-carbon industries, which will ensure a competitive advantage for exports. We will also carefully plan a Taiwan version of the CBAM to maintain reasonable and fair domestic competition.
    The government will assist enterprises, especially small- and medium-sized enterprises, by providing carbon reduction tools such as carbon footprint verification and ESG disclosure, and will gradually compile a product carbon footprint digital database and support export enterprise efforts to meet international requirements. At the same time, we will drive resource integration and promote the circular economy and industry internationalization to create a Green Taiwan brand.
    In promoting net-zero transition, the financial sector plays a crucial role. By designing diverse investment and financing tools and financial products, and incorporating ESG factors into credit assessments, the financial sector can lead the way for enterprises and the public to take climate risks seriously. At the same time, it can support the development of low-carbon industries, thereby driving society as a whole to take sustainable action.
    Taiwan is a major financial market in Asia. On a solid foundation in ESG and sustainable finance, we must leverage our financial market, contributing Taiwan’s wisdom and strength to achieve the global net-zero transition.
    At the last meeting, I mentioned that strengthening social communication and climate change education are very important. Currently, the Executive Yuan, MOENV, and central government agencies have launched a series of social communication meetings regarding the proposed flagship carbon reduction projects for six major sectors, namely energy, manufacturing, transportation, residential and commercial, agricultural, and environment. At these meetings, representatives are invited from industry, government, academia, research institutions, and civil society groups to actively engage in dialogue and forge a consensus through collaborative thinking about climate solutions.
    In addition, the MOENV is collaborating with colleges and universities to establish an alliance to foster professionals in the net-zero and green-collar sectors. To this end, it will set up separate training centers in the north, central, southern, and eastern regions to expand capacity to train green-collar professionals. I also hope that, in addition to lectures given on university campuses, online courses on climate and net-zero topics can be designed specifically for high school students and teachers.
    Because we cannot leave anyone behind on the path to net-zero, we must actively engage in dialogue with young people and gradually prepare them to enter emerging green sector jobs to empower the nation and lay the foundation for Taiwan’s sustainable future.
    Let’s work together with the financial sector, industry, and all sectors of society to promote an orderly transition, achieve our vision for net-zero emissions by 2050, and leave a prosperous and sustainable homeland for future generations. Thank you.

    Mount Vernon, WA — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, visited the Skagit Valley Tulip Festival and heard about how Trump’s trade war is affecting the agricultural landscape and depressing Canadian visitation to the valley, where tourism is a large driver for the regional economy. The Skagit Valley Tulip Festival was established in 1984 as a simple two-day celebration, but has since grown to a month-long, county-wide tradition. The festival’s mission is to support the ongoing preservation and celebration of Skagit Valley’s agricultural and cultural heritage with a variety of educational and community engagement initiatives. The festival features five major farms and gardens and attracts more than one million visitors, on average, from around the globe.
    Senator Murray was joined for the visit by Leo Roozen, President of the Washington Bulb Company; Brent Roozen, and Nicole Roozen, Executive Director of the Skagit Valley Tulip Festival. The visit began at the Washington Bulb Office, where Murray heard about the history of their family-run business and how Trump’s chaotic trade war with Canada is creating new uncertainty for them and has meant less Canadian visitation to the region, which hurts their business’s bottom line. Next, Senator Murray received a tour of the greenhouse and bulb production facility, followed by a tour of the RoozenGaarde display gardens down the road. RoozenGaarde is the oldest and largest garden in the Tulip Festival. The Roozens began farming tulips in Holland before settling in Skagit County in 1947 where they established the Washington Bulb Company, planting their first display garden in 1984.
    “The Tulip Festival is such a big deal for Skagit County—not only does it draw in hundreds of thousands of visitors each year, but it’s a huge driver of economic activity for the region, so it’s important to be here in person,” said Senator Murray. “It was especially important for me to hear from tulip growers about how their businesses, and this year’s festival, is already being affected by Trump’s trade war with Canada. Northwest Washington agriculture and businesses are on the very front lines of Trump’s trade chaos—and his tariffs on Canada, the retaliatory tariffs, and Canadians’ widespread anger over Trump’s provocations are already seriously hurting their bottom lines. There is simply no reason for us to be picking trade wars with our close allies like Canada and I’ve been loud about how Congress needs to step in and put an end to this chaos—but the bottom line is that we need Republicans to stand up with us and say ‘enough.’ I’ll be taking what I heard here today back with me to the other Washington as I keep fighting to advocate for our state’s trade economy and end Trump’s pointless trade war that is hurting Washington state.”

    Washington state has one of the most trade-dependent economies of any state in the country, with 40 percent of jobs tied to international commerce. Washington state is the top U.S. producer of apples, blueberries, hops, pears, spearmint oil, and sweet cherries—all of which risk losing vital export markets due to retaliatory tariffs from key trading partners including Canada. Additionally, more than 12,000 small and medium-sized companies in Washington state export goods and will struggle to absorb the impact of retaliatory tariffs. Canada is Washington’s largest trading partner, accounting for nearly $20 billion in imports and $10 billion in exports. China is the world’s second-largest economy and Washington state exported over $12 billion in goods to China last year—making China Washington state’s top export partner—and imported $11.2 billion in goods, the most in imports from any country aside from Canada. Trump’s tariffs during his first term were extremely costly for Washington state—for example, India imposed a 20 percent retaliatory tariff on U.S. apples, causing Washington apple shipments to India to fall by 99 percent and growers to lose hundreds of millions of dollars in exports.
    Senator Murray has been a vocal opponent of Trump’s chaotic trade war and has been lifting up the voices of people in Washington state harmed by this administration’s approach to trade and calling on Republicans to end Trump’s trade war—which Congress has the power to do—and take back Congress’ Constitutionally-granted power to impose tariffs. Earlier this month, Senator Murray brought together leaders across Washington state who highlighted how Trump’s ongoing trade war is already a devastating hit to Washington state’s economy, businesses, and our agriculture sector.   • MIL-OSI New Zealand: Dawn Service Commemorative Address 2025

    One hundred and 10 years ago, on the dawn of this day that we commemorate every year in New Zealand, Anzac troops came ashore here, shoulder-to-shoulder with their brothers from half a world away.

    Some anticipated an adventure far from home.

    But as the sun rose and the shadows drained from the gullies, it was not adventure that greeted them, but horror.

    Instead of the peace we feel now, they faced wave after wave of firing.

    Each bullet seeming to come closer than the last, as one soldier put it.

    Days became weeks, and weeks became months – but only for those who survived that long.

    The metronome of gunfire and shelling kept the dreadful rhythm of life in the trenches.

    Gallipoli is a name etched into New Zealand’s national identity.

    It represents not only this shore and these hills, but the valour that was shown here on both sides, the terrible sacrifice, and the utter tragedy of war.

    Some 16,000 Kiwis served here. At the time, we were a nation of just one million people.

    Our contribution as a small nation at the bottom of the world, was disproportionate.

    What happened here scarred generations of New Zealanders.

    While we remain proud of those who served, we do not glorify what happened here. We know too much to do that. Instead, we acknowledge the courage and tenacity of the Anzacs, and we respect the valour of the Ottoman Turks who resisted them.

    Our most decorated Gallipoli veteran, Lieutenant Colonel Cyril Bassett VC said, “real courage isn’t just an act of daring; it’s carrying on.”

    And carry on they did. On both sides.

    Everyone fought in the same horrific conditions and, through that, unbreakable bonds were formed.

    Men of means fought in lockstep with those who came from little.

    For the Anzacs, a bond was built between New Zealanders and Australians which we sustain to this day.

    The passage of 110 years has lifted the fog of war and given us a clearer view of the futility of the Gallipoli campaign and New Zealand’s role in it.  But that greater understanding does not dim our respect for those who fought.

    On Anzac Day in particular, we remember the stories of selfless acts of courage that ordinary men committed to save their mates, never knowing that, in doing so, they were writing themselves into the history of our nation.

    But it would be a disservice to those whose valour we remember if we forget the real lesson of this campaign: That we should do all we can to prevent anything like it happening again.

    Many young Turks lost their lives here defending their country. They fought fearlessly in defence of their position, at great cost. Today, we honour them too.

    On behalf of all New Zealanders, I thank Türkiye for protecting the cemeteries and memorials on this site, and caring for our fallen sons as you do for your own.

    Visiting this place has become a rite of passage for New Zealanders young and old who seek a connection with those who gave so much for us, so long ago.

    Some come looking for their family’s surnames on the headstones.

    But some headstones bear the names of men who were struck down too young to bear families of their own.

    Whatever motivation visitors have for coming, nobody leaves here unmoved.

    Only last year, fire struck the peninsula, reminding us of the fragility of this special environment.

    We thank Turkish firefighters for their success in containing the fire and commend the Commonwealth War Graves Commission for restoring the memorials. And as always, we express our gratitude to the Turkish authorities for ensuring this sacred ground is protected into the future.

    Soon, the light will reveal the landscape as it did at this hour, on this day, 110 years ago.

    It will show us the names etched onto headstones marking where men fell.

    It will show us the names of our great grandfathers.

    And it will show us the names of men who never became fathers.

    We think of them all.

    We will remember them.

    Hagerty on Trump’s toughness against Russia: “President Trump has continued not only to retain sanctions in place, but actually enforced them, which the Biden Administration never did. The Biden Administration talked tough, but they did not enforce sanctions. What President Trump has done is actually gone into secondary sanctions. I think you read about the fact that President Trump has gone in and sanctioned a Chinese refinery, the buyer of Russian crude [oil]. That is the way to deal with this. That’s the way to put maximum pressure on Russia, their banks, the purchasers of crude oil. That’s the way to deal with this. He’s doing it. The pressure has been maintained and mounting on Vladimir Putin.”
    Hagerty on weakening Russia by regaining U.S. energy independence: “You’re absolutely right, Dave. And President Trump’s been extremely clear about not only wanting to get back to energy independence, but energy dominance for America. That’s bad for Russia, that’s bad for Iran, that’s bad for Venezuela, but it’s great for our allies and for us.”
    Hagerty on the need to end the Russia-Ukraine war: “I think about the fact that [Treasury Secretary] Scott Bessent traveled to Ukraine to put in place a deal for critical minerals that would’ve engaged our economy with theirs. Zelenskyy said, of course I’ll sign it, but I’d like to wait [until] I get to meet with Vice President [JD] Vance in Munich. He goes to Munich—Vice President Vance is courteous enough to meet with him—and he tells Vice President Vance, I’d like to actually sign it with the president at the White House. We accede to that. We let him come to the White House, and what does he do? He tries to re-trade the deal on international TV in front of everybody. I think it really is amazing. I think how congenial President Trump has been in dealing with both of these parties. He wants to bring this to an end, and I’d like to say this: Dave, every week this waits, we’re losing roughly another 5,000 lives. It’s time for both parties, Russia and Ukraine, to get to the table and bring this to an end […] I don’t know the answer in terms of who’s advising Zelenskyy, and I would say this: had it been [Former President] Joe Biden in that Oval office, in that meeting, it would’ve worked, but it certainly is not going to work with President Trump. He wasn’t going to tolerate that sort of behavior. He wasn’t so hungry for a deal to be celebrating it in the Rose Garden. He sent Zelenskyy home, and he should have.”
    Hagerty on Trump’s strength against Iran’s terror regime: “Well, Dave, I’ll remind you that everyone said that the Abraham Accords couldn’t be done, but President Trump was able to deliver on that. If anybody can deliver peace in the Middle East, it’s Donald Trump. I think the Iranians should understand and appreciate the fact that President Trump is not going to take this anymore. It’s going to be maximum pressure. They are the greatest state sponsors of terror, not only in the region, but in the world. They’re in a very difficult place right now. You mentioned, Dave, oil prices are coming down. That’s not good for Iran, right? We started enforcing sanctions, rather than just talking about it the way the Biden Administration said, that’s not good for Iran. Their economy’s in a tough spot right now. Now is the time to negotiate. Now is the time to end this program of terror, to end their nuclear program, and bring peace back to the Middle East.”
    Hagerty on the tariff negotiations between the U.S. and China: “[China tends] to overplay their hand, whether it’s their use of the Belt and Road Initiative, or whether it’s the situation they find themselves in now, again, retaliating against President Trump when he warned them not to, and find themselves in an extraordinarily difficult box. China has a very export dependent economy. They’ve also not played by the same rules that every other major economy does. They steal intellectual property. They subsidize industries. They need to come to the table now and look to actually make a deal […] I worked very closely with the team that negotiated the phase one deal in the first Administration, because they worked with me on the two trade deals that we did with Japan. They committed, at that point, to $200 billion worth of purchases from America. They fell short. China needs to keep its word; China needs to step up. If you think about what happened during the Covid crisis, if you think about the spy balloon that flew across America, there’s a real issue of trust right now. That issue needs to be resolved. China needs to prove that it’s a reliable partner.”
