    Union Minister of State (Independent Charge) for Science & Technology, Earth Sciences Dr. Jitendra Singh on Friday launched the National Standards for Civil Service Training Institutes 2.0 (NSCSTI 2.0) at the Civil Services Officers Institute (CSOI) in Delhi. Developed by the Capacity Building Commission (CBC), this revamped framework marks a significant step toward building a future-ready civil service, aligning with the Modi government’s vision of integrating best practices from both public and private sectors.

    Speaking at the launch, Dr. Jitendra Singh emphasized the transformative potential of NSCSTI 2.0, stating, “This milestone is a result of Prime Minister Narendra Modi’s encouragement of out-of-the-box thinking and breaking past taboos. NSCSTI 2.0 is not just a compliance tool but a transformative step toward institutional excellence.” He highlighted the framework’s role in fostering cooperative and competitive federalism, enabling training institutes to evaluate and enhance their performance, much like the Aspirational Districts Programme has uplifted backward districts.

    China strengthens supersize market, investment hub position with high-standard opening up in 14th Five-Year Plan period

    BEIJING, July 18 — China has made significant progress on key tasks related to consumption, foreign trade and investment cooperation in the 14th Five-Year Plan period (2021-2025). These achievements are expected to continue to inject momentum into global economic growth.

    At a press conference held in Beijing on Friday, senior commerce ministry officials highlighted that China has further solidified its position as the world’s second-largest consumption market and biggest goods trader.

    “The vast Chinese market has become a shared market for the world and will surely continue to be the source of growth and vitality for the world economy,” said Chinese Minister of Commerce Wang Wentao at the press conference.

    The country has also worked to improve the business environment for foreign-funded enterprises during the period, with many multi-nationals saying that China is an “ideal, safe and promising” destination for cross-border investment.

    Despite facing challenges from rising unilateralism and protectionism, the officials shared their vision for the upcoming 15th Five-Year Plan period (2026-2030), revealing that China will seek to strengthen international cooperation, increase the resilience of trade and strive to build an international trade pattern, featuring openness, cooperation, common development, and mutual benefits and win-win results.

    SUPERSIZED CONSUMPTION MARKET

    According to Wang, the commerce minister, China’s supersized consumption market has expanded during the 14th Five-Year Plan period, reinforcing the nation’s position as the second-largest consumer market globally.

    With an average annual growth rate of 5.5 percent in the retail sales of consumer goods since 2021 in China, consumption has contributed around 60 percent on average annually to the nation’s economic growth over the past four years, Wang said, who forecast the sales to top 50 trillion yuan (about 7 trillion U.S. dollars) in 2025.

    In terms of absolute value, he revealed, China’s retail sales of consumer goods are about 80 percent of those in the United States. However, in terms of real purchasing power, the nation’s retail sales of consumer goods have surpassed those in the United States, Wang said, citing World Bank data and calculations.

    In illustrating the huge potential of the Chinese consumption market, the minister said that China has ranked top in terms of online retail sales for 12 consecutive years. China has also been the world’s biggest consumption market for cars and home appliances such as air conditioners and washing machines.

    “China has a population of 1.4 billion. Any product, if multiplied by 1.4 billion, means definitely a supersize market,” Wang said, adding that measures will be taken to boost services consumption, which has grown at a much faster rate compared to the consumption of goods.

    “The characteristics of China’s consumption market, which feature great potential, strong resilience and abundant vitality, have not changed,” he said, saying that the ministry will introduce targeted measures in light of the changing times and circumstances to further stimulate goods consumption and tap the potential of service consumption in the next five years.

    IDEAL INVESTMENT HUB

    Data from the Ministry of Commerce (MOC) indicates that as of the end of June this year, China’s actual use of foreign direct investment during the 14th Five-Year Plan period had reached a cumulative total of 708.73 billion U.S. dollars. This figure meant the country has achieved the 700 billion U.S. dollar investment attraction target ahead of schedule.

    Demonstrating confidence in investing in China’s investment climate, 229,000 new foreign-funded enterprises were established during the period in the country, an increase of 25,000 compared with the 13th Five-Year Plan period. “Foreign-funded enterprises have contributed one third of China’s imports and exports, one fourth of its industrial added value and one seventh of its tax revenue, and have created over 30 million jobs, making significant contributions to China’s economic and social development,” Vice Minister of Commerce Ling Ji said.

    Ling revealed at the press conference that foreign investors have increased their allocations in China’s high-tech sectors compared with 2020, with many multinational companies establishing regional headquarters and global R&D centers in China.

    To create a favorable environment for foreign investment, China has expanded opening up by lifting restrictions on foreign investment in the manufacturing industry across the country, Ling said.

    Additionally, the country has improved its market and policy environment by implementing various measures with regard to government procurement, intellectual property protection, cross-border data flow and fiscal and tax incentives. Since 2023, the MOC has held over 30 roundtable meetings for foreign-funded enterprises, helping resolve more than 1,500 various demands raised by foreign-funded enterprises, he said.

    “Investing in China is investing in the future. We hope that the vast number of foreign-funded enterprises can achieve greater development in the process of China’s modernization,” Ling said.

    WIN-WIN RESULTS THROUGH COOPERATION

    During the past several years, economic globalization faced headwinds, with unilateralism and protectionism on the rise, causing significant disruptions to the international economic order and governance system. Despite these challenges, China has firmly upheld the multilateral trading system by promoting both multilateral cooperation and regional cooperation, vice commerce minister Li Chenggang said at the press conference.

    Throughout this period, China’s trading partners have become more diverse. The Association of Southeast Asian Nations (ASEAN) has remained China’s largest trading partner for five consecutive years. In 2024, the proportion of China’s trade with countries participating in the Belt and Road Initiative has exceeded 50 percent of its total trade, MOC data showed.

    “We are a major trading partner of over 150 countries and regions. We not only provide high-quality products and services to the world, but also ensure the resilience and stability of the global industrial and supply chains,” Wang said, who stressed that the huge Chinese market is also a shared market for the world.

    From 2021 to 2024, China imported goods worth 7.4 trillion yuan, MOC data showed. Wang said that from the perspective of imports, the Chinese mainland and Hong Kong accounted for approximately 13.3 percent of world’s total goods imports, very close to the 13.6 percent share taken by the United States, quoting data from the World Trade Organization.

    Responding to a journalist’s question about China-U.S. economic and trade cooperation, Wang said that despite the ups and downs in China-U.S. economic and trade relations, the two sides have remained important partners to each other in trade and investment. “In 2024, the trade volume of goods between China and the United States was 688.3 billion U.S. dollars, and the trade volume of services was 155.8 billion U.S. dollars. Both figures increased by 18 percent and 34.7 percent, respectively, compared with 2017.”

    Wang said that it is inevitable that there will be differences and frictions in China-U.S. economic and trade cooperation, but this is a normal situation and that dialogues and consultations are the best choice to solve problems.

    Wang said China is willing to work with the United States, based on the principles of mutual respect, peaceful coexistence and win-win cooperation, to continue to strengthen dialogues and communications, enhance consensus and reduce misunderstandings, and jointly promote the China-U.S. economic and trade relations back to the right track and achieve healthy, stable and sustainable development.

  • MIL-OSI Security: Gary Man Sentenced to 51 Months in Prison

    HAMMOND- Deyon Washington, 45 years old, of Gary, Indiana, was sentenced by United States District Court Judge Gretchen S. Lund after pleading guilty to being a felon in possession a firearm, announced Acting United States Attorney M. Scott Proctor. 

    Washington was sentenced to 51 months in prison followed by 24 months of supervised release.

    According to documents in the case, on September 11, 2021, Deyon Washington was a passenger in vehicle that was pulled over in Valparaiso, Indiana. During a search of the vehicle, law enforcement recovered a loaded pistol with an extended magazine attached to it. Washington’s criminal history revealed he was previously felony convicted for armed robbery in 2001 and 2002, which were felonies that disqualified him from possessing any firearm or ammunition. 

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives.  This case was prosecuted by Assistant United States Attorney Michael J. Toth.

    HAMMOND- Isaiah Castro, 23 years old, of Hammond, Indiana, was sentenced by United States District Court Judge Gretchen S. Lund after pleading guilty to possessing a firearm in furtherance of a drug trafficking crime, announced Acting United States Attorney M. Scott Proctor. 

    Castro was sentenced to 60 months in prison followed by 24 months of supervised release.

    According to documents in the case, on April 16, 2024, Isaiah Castro distributed pills containing fentanyl while possessing a firearm. A search warrant resulted in the recovery of the firearm. Law enforcement also recovered another firearm with an extended magazine, firearm magazines, ammunition, and cash. Castro was previously convicted of resisting law enforcement and was on probation at the time. 

    This case was investigated by the Bureau of Alcohol, Tobacco, Firearms, and Explosives Indiana High Intensity Drug Trafficking Task Force.  This case was prosecuted by Assistant United States Attorney Caitlin M. Padula.

    India has ramped up its fight against drug trafficking and abuse, adopting a zero-tolerance policy backed by structural, institutional, and community-driven reforms. In 2024 alone, Indian law enforcement agencies seized narcotics worth ₹25,330 crore—a 55% jump from the previous year—indicating an aggressive nationwide crackdown on drug networks.

    At the forefront of this effort is the Narcotics Control Bureau (NCB), which has expanded its reach with 30 zonal offices, seven regional offices, and a growing force of 1,496 personnel. Equipped with Nar-K9 detection units and high-level coordination through the Narco-Coordination Centre (NCORD), the NCB is targeting synthetic drugs such as methamphetamine, cocaine, mephedrone, and hashish—substances that severely impact mental and physical health.

    Key breakthroughs in 2024 included a major joint operation involving the Indian Navy, NCB, and Gujarat Police that resulted in the seizure of over 3,100 kilograms of drugs from an offshore location. Separate raids led to the confiscation of more than 700 kilograms of methamphetamine and 82.5 kilograms of high-grade cocaine. The Ministry of Home Affairs (MHA) also oversaw the destruction of over 1.17 lakh kilograms of narcotics as part of its intensified operations.

    The government’s “whole-of-government approach” involves agencies such as the BSF, Indian Coast Guard, Assam Rifles, and RPF, alongside dedicated Anti-Narcotics Task Forces in every state. Inter-agency collaborations now extend to cybercrime units tackling drug trafficking via the darknet and cryptocurrencies.

    On the rehabilitation front, the Nasha Mukt Bharat Abhiyaan (NMBA)—launched in 2020—has sensitised over 16.5 crore citizens and supported more than 27.7 lakh individuals through free treatment across 730 centres.     PYONGYANG, July 18 (Xinhua) — North Korea on Thursday criticized Japan’s 2025 defense white paper as “a military scenario to realize its re-invasion ambitions from A to Z,” the official Korean Central News Agency (KCNA) reported Friday.

    “It is common knowledge” that Japan has revised its national security strategy to include “preemptive strike capabilities” and accelerated both the development of domestically produced long-range missiles and the purchase of foreign-made missiles in recent years, KCNA reported, citing the head of the political department of the Institute of Japanese Affairs at the DPRK Foreign Ministry.

    Japan has increased its defense budget to a record high in 2025, ramping up its military capabilities to the fullest extent, KCNA reported, adding that as part of the effort, Tokyo is purchasing medium-range air-to-air missiles, long-range air-to-ground missiles and related equipment from Washington worth US$3.7 billion.

    Japan is also considering deploying 400 US-made Tomahawk long-range cruise missiles and Type-12 surface-to-ship missiles that increase their range to more than 1,000 km, KCNA reported.

    Japan, which has long positioned itself as a “peaceful nation” adhering to the principle of “exclusive defense,” is currently working to develop capabilities for offensive operations, including long-range strikes and cross-domain operations, KCNA said.

    BRUSSELS, July 18 (Xinhua) — The European Union (EU) on Friday approved a new package of sanctions against Russia, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said.

    “The EU has just approved one of the toughest sanctions packages against Russia to date,” wrote K. Kallas on the social network X.

    It includes a reduction in the price ceiling for Russian oil sold to third countries by 15 percent of the market price. In 2022, the Group of Seven (G7) set the price ceiling at $60 per barrel, now the price will be $47.6, with the possibility of adjustment in accordance with future changes in oil prices.

    The package also includes measures to ensure that the Nord Stream 1 and Nord Stream 2 gas pipelines in the Baltic Sea cannot be restarted.

    The EU will impose sanctions on a Russian-owned oil refinery in India and blacklist more than 100 additional vessels from Russia’s so-called “shadow fleet” that are believed to be skirting EU sanctions by carrying mostly Russian oil, Kallas said. –0–

  • MIL-OSI United Nations: 18 July 2025 Expanding indigenous peoples’ access to quality primary health care in Paraguay

    Joaquina Portillo is an indigenous elderly resident from the rural community of Rio Verde, Department of Canindeyú, Northeast Paraguay. She recently attended an outpatient care day hosted in her community and was very pleased with the comprehensive care that she and her family received.

    “I came with my whole family. We have several ailments, but the main one is the flu. We are very happy, they treated us all very well,” said Joaquina.

    The outpatient care day, one of many held locally, promotes dialogue between health care providers and indigenous and rural communities about intercultural care and provides a range of health services through outreach activities.

    This activity was part of a broader project called Expanding Access to and Quality of Primary Health Care and Integrated Health Services in the XIV Health Region – Canindeyú, Paraguay, from 2023 – 2025.

    Previously, indigenous communities in Northeast Paraguay have struggled to access the health services they need despite increasing rates of communicable and noncommunicable diseases. The Ministry of Public Health and Social Welfare has worked closely with PAHO/WHO, through the UHC Partnership, to expand access to and improve the quality of primary health care services at the community level, with family health teams playing a major role.

    The combination of applying geospatial analysis to identify health facility gaps, the training of health workers, and strategic approaches to health system policy has led to improved equity and access to services for many remote and indigenous populations. 

    Access to health services increases

    The inter-programmatic and interdisciplinary initiative included developing and implementing a tool for monitoring and managing health services using geospatial data about family health units, training health workers especially in the control of communicable and noncommunicable diseases, and strategic Health Situation Analysis to facilitate the design of effective health policies.

    The initiative has enabled progress on multiple fronts to improve health services in Canindeyú including expanding access to health care for vulnerable populations, strengthening trust in public health services among indigenous and rural populations, increasing the technical capacity of health workers, and optimizing responses to health emergencies.

     Across the Department from 2022-2024 health insurance coverage increased by 18.1% and access to health services increased by 25.1%. From April-June 2023 to April-June 2024 the number of primary care visits increased by 10.5%, and the number of overall medical consultations increased by 19%.  In the same period, there was also a 29% increase in the proportion of pregnant women who received an HIV and Syphilis test during the first trimester of pregnancy.

    PAHO/WHO’s Modular Essential Conditions Assessment

    Created by PAHO/WHO, the ‘Modular Essential Conditions Assessment’ methodology (VCEm in Spanish) evaluates essential factors for the provision of services in health facilities. It was implemented in 14 health regions, including Canindeyú, to drive sustainable improvement within health service networks and to empower health workers. The methodology reveals significant changes that can be made with little or no investment.

    “There are many activities that do not require a large investment such as providing training to health workers on protocols which can be done virtually. I believe this benefit will be reflected in fewer patients reaching critical conditions,” said Dr Angie Duarte, Director of the Curuguaty District Hospital.

    The implementation of the modular VCEm at the Canindeyú RISS facilities identified opportunities to improve and prioritize actions to promote inclusive, equitable, and culturally appropriate health services that maintain respect for traditional medical knowledge and foster intercultural dialogue.

    “The implementation of the project in Canindeyú, with the valuable support of the UHC Partnership, clearly reflects our inter-programmatic and territorial approach. This initiative was aligned with the country’s efforts to advance health equity by strengthening local capacities, promoting the use of innovative technologies, and ensuring appropriate care tailored to cultural and territorial realities,” said Dr Haydee Padilla, WHO Representative to Paraguay.

    LA federal judge on Friday could deal another blow to President Donald Trump’s attempts to limit birthright citizenship, even though a U.S. Supreme Court decision last month made it more difficult for lower courts to block White House directives.

    from 18 states and the District of Columbia will urge U.S. District Judge Leo Sorokin at a hearing in Boston at 10 a.m. ET Friday to maintain an injunction he imposed in February that blocked Trump’s executive order nationwide.

    The order directs U.S. agencies to refuse to recognize the citizenship of children born in the United States after February 19 if neither their mother nor father is a U.S. citizen or lawful permanent resident.

    The states’ case is back in Sorokin’s courtroom so he can assess the impact of the Supreme Court’s landmark June 27th decision. In that 6-3 ruling authored by conservative Justice Amy Coney Barrett, the court directed lower court judges like Sorokin that had blocked Trump’s policy to reconsider the scope of their orders.

    Rather than address the legality of Trump’s executive order, the justices used the case to discourage nationwide, or “universal,” injunctions — in which a single district court judge can block enforcement of a federal policy across the country.

    They have argued that, if the executive order is allowed to take effect, it would wreak havoc on the administration of federal benefits programs like Medicaid and the Supplemental Nutrition Assistance Program by making it difficult to verify eligibility.

    They also argue that, because children often move across state lines or are born outside their parents’ state of residence, a “patchwork” of injunctions would be unworkable.

    “Families are likely to be confused if federal benefits eligibility — let alone U.S. citizenship — differs by State,” the states wrote in a July 15 court filing.

    LA federal judge on Friday could deal another blow to President Donald Trump’s attempts to limit birthright citizenship, even though a U.S. Supreme Court decision last month made it more difficult for lower courts to block White House directives.

    from 18 states and the District of Columbia will urge U.S. District Judge Leo Sorokin at a hearing in Boston at 10 a.m. ET Friday to maintain an injunction he imposed in February that blocked Trump’s executive order nationwide.

    The order directs U.S. agencies to refuse to recognize the citizenship of children born in the United States after February 19 if neither their mother nor father is a U.S. citizen or lawful permanent resident.

    The states’ case is back in Sorokin’s courtroom so he can assess the impact of the Supreme Court’s landmark June 27th decision. In that 6-3 ruling authored by conservative Justice Amy Coney Barrett, the court directed lower court judges like Sorokin that had blocked Trump’s policy to reconsider the scope of their orders.

    Rather than address the legality of Trump’s executive order, the justices used the case to discourage nationwide, or “universal,” injunctions — in which a single district court judge can block enforcement of a federal policy across the country.

    Harvard University is under siege by the Trump administration – and the world is watching. But this case isn’t just an American issue.

    It’s part of a global trend: universities cast as enemies and institutions in need of reform. Populist, right-wing governments are blaming universities for tearing at the fabric of nations.

    These attacks are part of a broader strategy known as affective nationalism. It occurs when leaders use emotions, not just ideas, to build national identity. Feelings such as fear, pride, nostalgia and resentment are deployed to create a story about who belongs, who doesn’t and who’s to blame.

    As scholars who study nationalism, emotion and higher education, we explore the emotional politics behind these attacks.

    Global backlash

    Much of President Donald Trump’s vision and rhetoric is inspired by Hungary, where Prime Minister Viktor Orbán has waged a culture war on higher education for over a decade, banning gender studies and reshaping university governance. Orbán’s attacks on Central European University expose his hostility to academic freedom, critical thinking and diversity. All are viewed as threats to his nationalist “illiberal democracy.”

    Trump followed Orbán’s playbook. On May 22, 2025, his administration declared that Harvard could no longer enroll foreign students. A U.S. Department of Homeland Security statement claimed that university leaders “created an unsafe campus environment by permitting anti-American, pro-terrorist agitators.” The statement suggested that many of the so-called agitators were foreign students.

    Similarly, in India, students at Jawaharlal Nehru University were labeled “anti-national” for protesting the Citizenship Amendment Act, which provides fast-track citizenship to non-Muslim refugees. The students argued that it marginalizes Muslims. Since 2016, the Modi government has increasingly used “anti-national” and sedition charges to silence student and academic dissent.

    These labels – “elite,” “foreign” or “anti-national” – are not neutral. They fuel fear, resentment and powerful narratives that frame universities as threats. Harvard, Central European University and Jawaharlal Nehru University have become symbols of broader national anxieties around identity and belonging.

    British-Australian feminist scholar Sara Ahmed’s work on the sticky nature of emotions helps reveal the two emotions that often appear in attacks on universities: nostalgia and resentment.

    Glorifying the nation’s past

    Nostalgia is a longing for a better past.

    Consider Trump’s “Make American Great Again” slogan. It implies the nation was once great, has declined and must reclaim its former glory. That’s a powerful emotional story. Nationalism often works this way – by telling a tale of a lost golden age and a future that must be saved.

    For that reason, nostalgia is central to populist attacks on universities and institutional reform. U.S. Secretary of Education Linda McMahon, for example, evoked Harvard’s symbolic past as part of the American Dream, arguing it has lost its way and “put its reputation in serious jeopardy.”

    In India, Modi’s government rejects Western influence, while using nostalgia to revive a Hindu past in higher education. The Modi government promotes national pride on campuses by glorifying military heroes and installing symbolic figures – such as the statue of Swami Vivekananda, a Hindu monk and philosopher, at Jawaharlal Nehru University – to shape student identity and loyalty.

    In Hungary, Orbán mobilizes a glorified Christian past to challenge discourses on diversity, inclusion, critical inquiry and academic freedom in higher education. A 2021 bill tasks universities with defending the nation and preserving its intellectual and cultural heritage.

    Enemies of the nation

    Resentment is a powerful emotion often used by states that see themselves as defenders of national unity and values. When Harvard resisted Trump’s reforms, the president framed the university’s stance in a Truth Social post as a betrayal to the nation, denouncing it as “terrorist inspired/supporting ‘sickness.’” Meanwhile, the Department of Education issued a statement that accused the university of a “troubling entitlement mindset.”

    Similarly, in India, the Modi government has increasingly framed public universities – especially those with critical voices – as “anti-national” spaces. By casting critical voices as enemies within, the state turns resentment into a political weapon to justify the erosion of academic freedom.

    In Hungary, the Orbán government mobilized resentment to portray universities and academics as disloyal elites working against the nation. One example of Hungary’s war on universities is the 2018 ban on gender studies, justified by the Orbán government as rejecting “socially constructed genders” in favor of “biological sexes.” This move reflects how the government uses resentment to assert ideological control over academic institutions.

    Emotional battlegrounds?

    Universities, especially elite ones such as Harvard and Jawaharlal Nehru University, carry deep symbolic weight. People care because of what the institutions represent.

    Harvard, with its elite status, has long been a symbol of academic authority. But more recently, it has been cast as a defender of liberal higher education – making it a Trump administration target.

    Jawaharlal Nehru University in India holds similar symbolic weight. It’s historically associated with producing the country’s social elites and is seen, especially in mainstream media, as left-leaning, making it a lightning rod in India’s polarized political landscape.

    In Hungary, the Orbán government viewed Central European University as a danger because it threatened the government’s Christian-nationalist vision of the nation-state.

    Universities are under attack not just for what they teach and research, but for what – and who – they represent. These are not just ideological disputes; they are emotional struggles over identity, belonging and public trust.

    The European Union (EU) approved a new round of sanctions against Russia on Friday, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said.

    “The EU just approved one of its strongest sanctions packages against Russia to date,” Kallas wrote on the social media platform X.

    The package contains a provision to lower the price cap on Russian oil sold to third countries by 15 percent below the market rate. Initially set at 60 U.S. dollars per barrel by the G7 in 2022, the cap under this new EU scheme will launch at 47.6 dollars, with the flexibility to adjust in line with future oil price movements.

    As part of the package, measures are also included to ensure that the Nord Stream 1 and 2 gas pipelines in the Baltic Sea cannot be reactivated.

    Also, Kallas said the EU will impose sanctions on a Russian-owned oil refinery in India and blacklist more than 100 additional vessels from Russia’s so-called “shadow fleet,” believed to be circumventing EU sanctions by carrying mainly Russian oil.

    Slovakia, which relies heavily on Russian gas, had been holding up the proposed EU sanctions package. However, it said Thursday evening that it will green-light the new EU sanctions after securing guarantees from European Commission President Ursula von der Leyen that protect Slovakia’s energy interests.

    As global supply chains undergo digital transformation, major automakers are looking to deepen their integration into China’s advanced manufacturing and smart supply chain systems.

    At the ongoing China International Supply Chain Expo in Beijing, industry leaders underscored how China’s maturing electric vehicle (EV) ecosystem, technological depth and industrial scale are shaping the next phase of global automotive production.

    For Tesla, China is not just a market; it has become a core pillar of its global supply chain strategy. The company’s Shanghai Gigafactory, now producing one vehicle roughly every 30 seconds, has achieved a 95 percent local parts integration rate for its Model 3 and Model Y lines.

    The company said the factory’s output accounted for nearly half of Tesla’s global deliveries as of June, with over 3 million vehicles having rolled off its assembly lines since its launch.

    Beyond vehicle production, Tesla is expanding into energy storage with its first overseas Megapack factory, also located in Shanghai. Officially launched in February 2025, the facility was built and operational in just nine months, with an annual production capacity of 40 GWh. Megapacks from this factory are now being exported to markets across the Asia-Pacific, further embedding Tesla into China’s smart energy supply networks.

    German auto supplier Bosch shared similar views. The company presented its localized innovations in electrified powertrains and driving assistance systems at the expo, emphasizing the rapid technology iteration happening in China.

Sandra Liu, vice president of government affairs at Volvo Cars Asia Pacific, said the expo offers “a platform to promote collaboration across supply chain tiers, foster interaction among companies of all sizes, and integrate industry, academia and research.”

    Volvo’s booth featured the newly launched S90 and its flagship electric SUV EX90, in a bid to engage global supply chain partners and demonstrate the brand’s commitment to high-quality growth and sustainable mobility.

  • MIL-OSI United Kingdom: Work of Derby Youth Justice Board highlighted during visit

    Derby City Council recently welcomed Keith Fraser, Chief Executive of the Youth Justice Board, to see the work of the Derby Youth Justice Service (YJS) with young people and victims.

    The Derby Youth Justice Service has achieved Quadrant 1 status, signifying its position as one of the highest-performing Youth Justice Services across England and Wales.  

    Following his visit, Mr Fraser told the service:

    There were so many positive and inspiring aspects about your service. You demonstrated practice I have not often seen in other services, for example the children that were scrutinising the stop and search processes. You are also successfully keeping fewer children in police custody and also having fewer children remanded.

    Derby YJS is performing exceptionally well, consistently achieving results below national averages for the rate of First Time Entrants into the justice system, the number of young people sentenced to custody, and rates of re-offending.

    Key achievements highlighted during the visit included successful early intervention, which has seen more young people diverted away from possible offending and fewer young people being seen by the service as a result of going to court. Fewer children from Black, Asian and Minority Ethnic Communities have been referred into the service following a court appearance, while none are currently serving secure remand or sentence.

    The service has also achieved 100% satisfaction rates from children’s feedback, with every child reporting they had been helped by Derby YJS.

    The service attributes its success to several critical factors:

    • Committed practitioners who understand the children and young people well and can show the positive impact they make based on individual needs
    • A strong Multi-Agency Board working together to provide children with access a broad range of services
    • Stable senior leadership providing consistent direction
    • Service delivery based on insights to create tailored support for children, young people, and victims
    • A consistent understanding of risk across all levels.

    BEIJING, July 18 (Xinhua) — The incoming and outgoing passenger flow at the checkpoint of Tianshan International Airport in Urumqi, northwest China’s Xinjiang Uygur Autonomous Region, in 2025 exceeded 500,000, up 65.2 percent year on year as of July 14, the Xinjiang Daily reported.

    This year, this level of passenger traffic was achieved 77 days earlier than last year, the department added.

    According to Luo Minxuan, an employee of the department, over 146 thousand foreigners entered China through the checkpoint at Tianshan Airport during the reporting period, which is 1.3 times more than during the same period in 2024. Among them, more than 39 thousand people took advantage of the visa-free regime.

    In addition to the existing 24 international passenger air routes, the airport recently opened two new routes – Urumqi-Tianjin (Northern China)-Osaka (Japan) and Urumqi-Shymkent (Kazakhstan), which once again stimulated the demand for business and tourist travel to foreign countries.

    Moscow, July 18 /Xinhua/ — Sales of used passenger cars in Russia in the first half of the year amounted to 2.73 million units, which is 0.5 percent less than in the same period last year, TASS reported on Friday, citing the analytical agency Avtostat.

    It is reported that the sales leader for the first 6 months of the current year was the domestic Lada, whose sales reached 715.8 thousand units with an increase of 4.7 percent. In second place is the Japanese Toyota with a result of 269.7 thousand (a decrease of 6.1 percent), and the top three is completed by the South Korean Kia – 150.6 thousand (a decrease of 3.6 percent).

    In June, the Russian used car market shrank by 6.4 percent year-on-year to 467.4 thousand units. This is also 4.8 percent less than in May of this year.

  • MIL-OSI Analysis: Scroll, watch, burn: sunscreen misinformation and its real‑world damage

    On a sunny afternoon, I was scrolling through social media when I came across a video of a young woman tossing her sunscreen into a bin. “I don’t trust this stuff anymore,” she said to the camera, holding the bottle up like a piece of damning evidence.

    The clip had been viewed over half a million times, with commenters applauding her for “ditching chemicals” and recommending homemade alternatives like coconut oil and zinc powder.

    In my research on the effect of digital technology on health, I’ve seen how posts like this can shape real-world behaviour. And anecdotally, dermatologists have reported seeing more patients with severe sunburns or suspicious moles who say they stopped using sunscreen after watching similar videos.

    Sunscreen misinformation created by social media influencers is spreading and this isn’t just a random trend. It’s being fuelled by the platforms designed to host influencer content.

    In my book, The Digital Health Self, I explain how social media platforms are not neutral arenas for sharing information. They are commercial ecosystems engineered to maximise engagement and time spent online – metrics that directly drive advertising revenue.

    Content that sparks emotion – outrage, fear, inspiration – is boosted to the top of your feed. That’s why posts questioning or rejecting science often spread further than measured, evidence-based advice.

    Health misinformation thrives in this environment. A personal story about throwing out sunscreen performs well because it’s dramatic and emotionally charged. Algorithms reward such content with higher visibility: likes, shares and comments all signal popularity.

    Each second a user spends watching or reacting gives the platform more data – and more opportunities to serve targeted ads. This is how health misinformation becomes profitable.

    In my work, I describe social media platforms as “unregulated public health platforms”. They influence what users see and believe about health, but unlike public health institutions, they’re not bound by standards for accuracy or harm reduction.

    If an influencer claims sunscreen is toxic, that message won’t be factchecked or flagged – it will often be amplified. Why? Because controversy fuels engagement.

    I call this environment “the credibility arena”: a space where trust is built not through expertise, but through performance and aesthetic appeal. As I write in my book: “Trust is earned not by what is known, but by how well one narrates suffering, recovery, and resilience.”

    A creator crying on camera about “toxins” can feel more authentic to viewers than a calm, clinical explanation of ultraviolet radiation from a medical expert.

    This shift has real consequences. Ultraviolet rays are invisible, constant and damaging. They penetrate cloud cover and harm skin even on cool days.

    Decades of research, especially in countries like Australia with high skin cancer rates, show that regular use of broad-spectrum sunscreen dramatically reduces risk. And yet, myths spreading online are urging people to do the opposite: to abandon sunscreen as dangerous or unnecessary.

    This trend isn’t driven solely by individual creators. It’s embedded in how content is designed, framed and presented. Algorithms prioritise short, emotionally-charged videos. Interfaces highlight trending sounds and hashtags. Recommendation systems push users toward extreme or dramatic content.

    These features all shape what we see and how we interpret it. The “For You” page isn’t neutral. It’s engineered to keep you scrolling, and shock value outperforms nuance every time.

    That’s why videos about “ditching chemicals” thrive, even as posts on other aspects of women’s health are shadowbanned or suppressed. Shadowbanning refers to when a platform limits the visibility of content – making it harder to find, without informing the user – often due to vague or inconsistently applied moderation rules.

    The system rewards spectacle, not science. Once creators discover that a particular format, like tossing products into a bin, boosts engagement, it’s replicated over and over again. Visibility isn’t organic. It’s manufactured.

    Those who throw away their sunscreen often believe they’re doing the right thing. They’re drawn to creators who feel relatable, sincere and independent — especially when official health campaigns seem cold, patronising or out of touch. But the consequences can be serious. Sun damage accumulates silently, raising skin cancer risk with every hour spent unprotected.

    Sunscreen isn’t perfect. It needs to be reapplied properly and paired with shade and protective clothing. But the evidence for its effectiveness is clear and robust.

    The real danger lies in a system that not only allows misinformation to spread, but also incentivises it. A system in which false claims can boost an influencer’s reach and a platform’s revenue.
