  • MIL-OSI New Zealand: Update: Fourth arrest in Anaru Moana homicide

    A 32-year-old South Canterbury woman has been charged with the 2021 murder of Waimate man Anaru Moana.

    Detective Inspector Joel Syme says the woman appeared in the Timaru District Court yesterday, after being arrested on Thursday. She has been remanded in custody to reappear in the High Court at Christchurch on 11 April.

    Mr Moana was reported missing on 23 December 2021, and extensive inquiries have been carried out since then to locate him and hold people to account. Police have established he was murdered around the time he was reported missing.

    “Four people are now facing charges in relation to Mr Moana’s murder and our investigation team has not stopped following every lead available to them, no matter how long it takes.

    “Our work isn’t over; Mr Moana’s body has not been located and that remains the focus for us. His whanāu deserve the right to lay their loved one to rest.

    “We continue to urge those who know where Mr Moana’s body is to please let us know.”

  • MIL-OSI USA: Hubble Spots a Chance Alignment

    The subject of today’s NASA/ESA Hubble Space Telescope image is the stunning spiral galaxy NGC 5530. This galaxy is situated 40 million light-years away in the constellation Lupus, the Wolf, and classified as a ‘flocculent’ spiral, meaning its spiral arms are patchy and indistinct.
    While some galaxies have extraordinarily bright centers that host a feasting supermassive black hole, the bright source near the center of NGC 5530 is not an active black hole but a star within our own galaxy, only 10,000 light-years from Earth. This chance alignment gives the appearance that the star is at the dense heart of NGC 5530.
    If you pointed a backyard telescope at NGC 5530 on the evening of September 13, 2007, you would have seen another bright point of light adorning the galaxy. That night, Australian amateur astronomer Robert Evans discovered a supernova, named SN 2007IT, by comparing NGC 5530’s appearance through the telescope to a reference photo of the galaxy. While it’s remarkable to discover even one supernova using this painstaking method, Evans has in fact discovered more than 40 supernovae this way! This particular discovery was truly serendipitous: it’s likely that the light from the supernova completed its 40-million-year journey to Earth just days before Evans spotted the explosion.

    The recent bankruptcy of Northvolt, which once carried Europe’s hopes in the electric vehicle battery sector, highlights Europe’s incoherence in the face of Asian dominance in the sector.

    Despite massive investments of USD 15 billion, Northvolt failed to compete with Chinese giants such as CATL and BYD, which hold 37% and 13% respectively of the global battery market. This development only increases Europe’s dependence on Asian suppliers and undermines our strategic autonomy.

    • 1.What lessons does the Commission draw from Northvolt’s failure to ensure the future success of European initiatives, in particular the ‘battery production recovery plan’ presented in recent weeks?
    • 2.Given the industrial and strategic uncertainties surrounding electric batteries, does the Commission intend to encourage the reintroduction of hybrid engines and biofuels as part of the revision of the regulation banning the sale of new combustion-engine vehicles?

    The invasion of Solenopsis invicta (fire ant) in Sicily is extremely worrying, as it could spread throughout Europe. This invasive species from South America has already caused serious environmental and economic damage in the United States and Australia.

    The European Food Safety Authority (EFSA) classifies it as a high-risk invasive pest, capable of establishing itself in southern European countries with a temperate, Mediterranean climate.

    Its spread could have devastating consequences on ecosystems, agriculture and public health. In Australia and the USA, it has wiped out native species, damaged crops and put humans at danger with its painful stings.

    The costs of controlling it are huge: Australia estimates the impact to be around AUD 1.65 billion per year, and has spent more than 400 million on eradication programmes since 2001.

    Timely and coordinated action is essential to avoid it spreading uncontrollably, which would make its eradication more difficult and expensive. Delays could exacerbate the problem, increasing the cost of containment.

    In view of this:

    • 1.Is there a structured monitoring programme and an updated map of the spread of S. invicta in Europe?
    • 2.What action has been taken to limit and eradicate its presence in infested areas?
    • 3.What funds and instruments have been or will be allocated to address this emergency at EU level?

  • MIL-OSI Security: Sanjay Virmani Named Special Agent in Charge of the San Francisco Field Office

    The Federal Bureau of Investigation has named Sanjay Virmani as the special agent in charge of the San Francisco Field Office. He most recently served as the special agent in charge of the Washington Field Office over the Counterterrorism Division.

    Mr. Virmani joined the FBI as a special agent in 2003 and was assigned to the San Francisco Field Office where he worked cyber and counterterrorism matters. In 2007, he was promoted to supervisory special agent in the Counterterrorism Division at FBI Headquarters.

    In 2010, he was selected as the supervisory special agent to lead the San Francisco Field Office’s Joint Terrorism Task Force in the Oakland Resident Agency. Mr. Virmani was then selected to serve as director of the INTERPOL Digital Crime Center at the INTERPOL Global Complex for Innovation in Singapore in 2013.

    In 2016, Mr. Virmani returned to FBI Headquarters as a unit chief, working cyberterrorism matters.

    In 2018, he was promoted to assistant section chief of the Internet Operations Section of the Counterterrorism Division, where he worked to foster partnerships within the U.S. intelligence community and with international partners. He returned to the San Francisco Field Office as a supervisory special agent, then was promoted to assistant special agent in charge over the Cyber Branch in 2018 as well.

    In 2021, Mr. Virmani returned to the Counterterrorism Division as section chief of the Strategic Partner Engagement Section, where he oversaw the FBI’s liaison efforts with the law enforcement community, U.S. interagency, and private sector partners on counterterrorism-related matters.

    In 2022, he served as the acting special agent in charge of the Tampa Field Office. That same year, he was promoted to deputy assistant director of the Counterterrorism Division. In 2024, he was selected as the special agent in charge of the Washington Field Office over the Counterterrorism Division.

    Mr. Virmani earned a bachelor’s degree in industrial engineering from California State Polytechnic University in San Luis Obispo and received a master’s degree in business administration from the Naval Post Graduate School in Monterey, California.

  • MIL-OSI New Zealand: MP drafts bill to end race-based university policies

    ACT Tertiary Education spokesperson Dr Parmjeet Parmar has drafted a bill that would ensure universities do not allocate resources, benefits or opportunities based on race.

    “This week I wrote to the Minister for Universities to raise concerns about allocation of resources toward students based on ethnicity. This includes special allowances, separate study spaces, scholarships, and course entrance pathways in fields like medicine,” says Dr Parmar.

    “Last year, the Government issued a ‘need and value’ directive to public agencies instructing them to allocate support based on need, rather than ethnicity. But the directive didn’t apply to universities.

    “Universities are independent but receive most of their funding from taxpayers, and they are protected from competition by legislation.

    “I have drafted a bill that would effectively apply the need-not-race directive to the university sectors. ACT will continue to advocate for fair access to opportunities at university and I hope the Minister will consider my proposal.

    “I also reiterated to the Minister concerns I have raised publicly about the University of Auckland’s new compulsory paper on the Treaty and indigenous knowledge. In ACT’s view, the compulsory nature of the course disrespects the time and financial investment made by students. Students deserve the chance to focus on areas relevant to their careers and personal interests. This is especially true for international students who are now forced to pay upwards of $5,000 for a course that will hold little value once they leave New Zealand.”

  • MIL-OSI Security: U.S. Marshals Task Force, Spokane Co. Sheriff’s Office Execute Search Warrant in Murder Investigation of Drive-By Suspect

    Spokane, WA – The U.S. Marshals Service Pacific Northwest Violent Offender Task Force, in coordination with the Spokane County Sheriff’s Office, executed a search warrant March 27at a residence on East Indiana Avenue in Spokane while looking for a man suspected in the drive-by shooting March 21 at Moses Lake that killed a 14-year-old and injured four others.

    The operation targeted Jose Beltran-Rodriguez, 20, who is wanted on an arrest warrant issued March 25. Beltran is charged with murder in the first-degree murder, five counts of assault in the first degree, drive-by shooting, and felon in possession of a firearm.

    A reward of up to $10,000 is being offered for information leading to Beltran’s arrest. Beltran and any associates should be considered armed and dangerous. Law enforcement urges the public not to approach and to immediately report any information regarding their whereabouts to contact the nearest U.S. Marshals office, the U.S. Marshals Service Communications Center at 1-800-336-0102, or send tips via the USMS Tips app.

    This remains an active investigation. More information will be released as it becomes available.

    The Pacific Northwest Violent Offender Task Force is a U.S. Marshals-led partnership comprising federal, state, and local law enforcement officers from Washington, Oregon, and Alaska. The task force’s primary mission is to locate, arrest and return to the justice system the most violent and egregious federal and state fugitives.

  • MIL-OSI United Nations: Tax Systems Must Be Aligned with Sustainable Development, Economic and Social Council Told

    While Technology Optimizes Collections, Globalization, Digitization Also Open Loopholes to Evasion

    Speakers stressed the need for stronger global action to harness the power of taxation as a catalyst for sustainable development at today’s Economic and Social Council special meeting on international cooperation in tax matters.

    As the United Nations framework convention on this topic moves into the negotiating stage, the special meeting brings together Member States, members of the UN Committee of Experts on International Tax Cooperation (UN Tax Committee) and other stakeholders.  This year’s meeting addressed two themes:  inclusive and effective international tax cooperation and gender inclusivity through tax policy.

    In his opening remarks, Robert Rae (Canada), President of the Economic and Social Council, highlighted the 20 years of dialogue between the Council and the UN Tax Committee — comprising 25 members nominated by Governments and appointed by the UN Secretary-General — as “an effective model of how the United Nations system can mainstream specialized policy areas” across the broader development agenda.  “Fair tax systems and effective fiscal policies are powerful tools to mobilize resources [and] reduce inequalities,” he said. 

    Echoing that, Li Junhua, Under-Secretary-General for Economic and Social Affairs, noted that developing countries continue to lose significant resources through tax avoidance and evasion.  Stronger domestic tax administration and effective international engagement are necessary to address this.  It is further important to address systemic gender disparities by revealing hidden biases in tax policies, he added.

    Liselott Kana, Co-Chairperson of the UN Tax Committee, outlined the work of the expert body, including its updates to the UN Model Tax Convention and the Manual for the Negotiation of Bilateral Tax Treaties.  These updates “have significantly increased the UN Model’s profile and its influence in bilateral tax treaty negotiations”, she said.  The Committee’s work has expanded beyond traditional international tax issues to address domestic resource mobilization, she said, adding:  “This is the real world in which tax policymakers and decision makers have to operate.”

    Maria José Garde, Director-General of Taxation at the Ministry of Finance of Spain, highlighted that country’s experience with a highly digitalized tax administration.  Digitalization makes it possible for tax administration to become more efficient, facilitate compliance and simplify processes.  It also facilitates the use of artificial intelligence (AI) and big data to fight fraud and tax evasion.  However, it has also opened the door for tax evasion and avoidance, she pointed out.  Taxation does not only mean collecting taxes — “it’s also a powerful instrument to make progress and against inequality” through progressive policies that tax major fortunes or corporations, she pointed out.

    In a panel discussion moderated by Mathew Gbonjubola, Co-Chairperson of the UN Tax Committee, speakers examined challenges and opportunities to strengthen domestic resource mobilization.

    Ramesh Narain Parbat, Head of Tax Policy Division, Central Board of Direct Taxes at the Ministry of Finance of India, shared lessons from his country’s pathway towards a double-digit growth rate in direct tax collection.  He highlighted two financial social-welfare schemes — both linked to a unique identification number, enabling digitalization and obliteration of leakages.  The Government has also encouraged mobile-based digital payment platforms, which vegetable vendors now use to deposit and save money more efficiently, he said.

    The global tax system today reflects old economic realities, he said, noting that taxing rights have historically been tied to physical presence, which is outdated in today’s digital economy.  Digital businesses can make a lot of money in different countries, but pay little or no taxes.  Further, a fair allocation of tax rights must recognize the interconnected global supply chain value creation, he stressed.

    Africa Loses $100 Billion Yearly to Illicit Financial Flows

    Chenai Mukumba, Executive Director of Tax Justice Network Africa, noted that Africa loses $88.6 billion to $100 billion annually due to illicit financial flows — “resources that should be funding public services”.  Multinational corporations exploit gaps in transfer pricing rules, tax treaties and secrecy jurisdictions, reducing the continent’s tax base.  This has caused many African Governments to revert to regressive tax systems.  Kenya’s July 2024 protests over tax hikes illustrate this, she pointed out, adding:  “Overreliance on consumption taxes disproportionately affects lower-income populations, while high-net-worth individuals and large corporations remain undertaxed.”  “The current international tax system is fragmented,” and dominated by exclusive decision-making bodies, she said.  A UN tax convention could establish binding rules on corporate taxation, transparency and exchange of information, ensuring all countries have equal decision-making power.  African countries need a greater share of taxing rights to reflect the economic activities occurring within their borders.  “This looks like redesigning tax treaties to prevent excessive revenue losses and ensuring a fair allocation of profits,” she said. 

    “Tax is a jealously guarded sovereign right,” said Ben Dickinson, Deputy Director of Organisation for Economic Co-operation and Development (OECD) Centre for Tax Policy and Administration.  Countries choose to collaborate on taxation only where international collaboration is important for their domestic policy goals.  Also drawing attention to United Nations Development Programme’s (UNDP) partnership with Tax Inspectors Without Borders, he said it has helped countries realize over $2.4 billion in additional revenues.

    While there has been important progress in international corporate taxation, “no one area of tax policy will suffice to mobilize the scale of revenues required”, he warned.  Therefore, it is crucial to look at all policy areas, including value added tax, personal income tax, social security contributions and property taxation.

    The second part of the same panel discussion focused on “Taxation of Cross-Border Services — a multi-faceted approach” and featured the following panellists:  Thulani Shongwe, Head, African Multilateral Cooperation, African Tax Administration Forum; Marcio Ferreira Verdi, Executive Secretary of the Inter-American Center of Tax Administrations; and John Connors, Chair, Global Tax Commission, International Chamber of Commerce.

  • MIL-OSI Security: Texas Man Guilty of Disaster Fraud Costing Georgia Church Millions

    Defendant, Acting as Insurance Adjuster, Bilked Albany Church Damaged by Hurricane Michael

    ALBANY, Ga. – A Texas man acting as an insurance adjuster cheated an Albany church out of millions of dollars paid out by its insurance company to repair its facilities, which were heavily damaged by Hurricane Michael in 2018 and are still not fully repaired.

    Andrew Mitchell aka “Andrew Aga,” 45, of Kemeh, Texas, pleaded guilty to one count of mail fraud before U.S. District Judge W. Louis Sands on March 27. Mitchell faces a maximum of 30 years in prison, to be followed by at least three years of supervised release and a $1,000,000 fine. The Court will determine a sentencing date. There is no parole in the federal system.

    “It is disheartening to see someone willing to defraud a place of worship in the wake of a major natural disaster, especially when its congregation trusted the defendant and all those involved to act lawfully and help them repair their historic downtown facility after Hurricane Michael,” said Acting U.S. Attorney Shanelle Booker. “Together with our federal prosecutorial team, investigators from the Georgia Insurance Commissioner’s Office thoroughly examined years of fraud to ensure that Andrew Mitchell is held accountable for his crime.”

    “At a time when victims were still reeling from the devastation of Hurricane Michael, Andrew Mitchell took advantage of that vulnerability for his own personal gain,” said Georgia Insurance Commissioner John F. King. “I am proud of our investigators and their work in conjunction with the U.S. Attorney’s Office to protect hardworking Georgia families and hold the defendant responsible for his actions.”

    According to court documents and statements referenced in court, Friendship Missionary Baptist Church on Pine Avenue in Albany was damaged by Hurricane Michael, a Category 5 hurricane that made landfall near Mexico Beach, Florida, on Oct. 10, 2018. The storm’s eyewall struck the Albany community as a Category 3 hurricane with winds of up to 115 miles per hour and significant rainfall. Friendship Baptist Church sustained damage; an initial inspection revealed at least $216,000 in damages. The facility was insured by Brotherhood Mutual Insurance Company of Fort Wayne, Indiana. Brotherhood Mutual issued a check for $183,207.89 on Nov. 15, 2018, to Friendship Baptist to cover partial repairs, which was sent via the United States Postal Service (USPS) and was deposited.

    In November 2018, a man identifying as Eric Goldberg and who claimed to be associated with Blue Key Construction, met with the church’s pastor, Carl White, to discuss serving as the contractor. A second meeting was held on Nov. 20, 2018, between Goldberg and White, along with Friendship Missionary Baptist Church’s Board of Directors Co-Chairperson Willie Thomas. Goldberg provided a contract authorizing Mitchell, aka “Aga,” to act as a public adjuster.

    In December 2018, Mitchell began emailing Brotherhood Mutual representing himself as a Georgia public adjuster employed by International Consulting Group. He was reportedly associated with several corporate entities including but not limited to International Consulting Group; Texas Wind Consultants, LLC; and Loss Consultants of Texas, LLC d/b/a Texas Claim Consultants. In January 2019, Mitchell emailed Brotherhood Mutual an itemized estimate for repairs at Friendship Missionary Baptist Church totaling roughly $2.1 million on the letterhead of “Georgia Claim Consultants.” In February 2019, Mitchell provided Brotherhood Mutual with a second repair estimate for approximately $5 million. On March 4, 2019, Mitchell emailed an adjustor with Syndicate Claims a proof of loss indicating that the damages to Friendship Missionary Baptist Church would cost $7.1 million to repair. On March 13, 2019, Mitchell emailed a follow-up proof of loss indicating the total repair cost was $6.1 million.

    On July 10, 2019, the insurance company issued a check to the church and Mitchell for $3,376,102.18, mailed to Albany. Mitchell emailed asking the check be reissued and made jointly payable to Friendship Missionary Baptist Church and Loss Consultants of Texas, LLC, d/b/a Texas Claim Consultants. On July 19, 2019, Brotherhood Mutual issued the check payable to the church and Mitchell, which was mailed to the church. On July 24, 2019, Mitchell emailed Brotherhood Mutual requesting that the payees be changed to Friendship Missionary Baptist Church and Loss Consultants of Texas, LLC d/b/a Texas Claim Consultants. He also asked that the reissued check be mailed to an address in Lake Shores, Texas. On July 24, 2019, Brotherhood Mutual issued the check and mailed it as requested. An endorsement on behalf of Friendship Missionary Baptist Church was forged.

    On July 30, 2019, C.W. received and negotiated a check for $50,000 from Texas Wind Consultants, LLC, which Mitchell hand-delivered to C.W. in Albany. On July 31, 2019, Blue Key Construction submitted an invoice totaling $2.4 million for works allegedly performed for Friendship Missionary Baptist Church. On Nov. 26, 2019, Mitchell submitted a proof of loss totaling $7.495 million.

    On December 11, 2019, the insurance company issued a check jointly payable to Friendship Missionary Baptist Church of Broad Avenue, Inc. and Loss Consultants of Texas, LLC d/b/a Texas Claim Consultants for $2,762,783.93. This check was mailed to Mitchell in Kemah, Texas. An endorsement on behalf of Friendship Missionary Baptist Church was forged.

    On March 4, 2020, C.W. received and negotiated a check for $50,000 from Texas Wind Consultants, LLC, which Mitchell hand-delivered to C.W. in Albany. On June 19, 2020, Friendship Missionary Baptist Church of Broad Avenue, Inc. allegedly signed a contract with Blue Key Construction for $18.6 million. Pastor White denied knowledge of this contract or signing it on behalf of the Church. Representatives of Blue Key Construction denied ever having prepared, signed or entered into this contract.

    On Nov. 20, 2020, Mitchell submitted an invoice from a heating and air company for $950,000. A heating and air company representative stated that they did not prepare the invoice. An inspection at the church revealed that the work represented in the invoice was not performed. Mitchell also submitted a certification of completion from Blue Key Construction stating that substantial completion would be reached on March 31, 2021, per a Dec. 19, 2019, contract for over $18 million in repairs.

    On Jan. 6, 2021, Brotherhood Mutual issued a check jointly payable to Friendship Missionary Baptist Church and Loss Consultants of Texas, LLC d/b/a Texas Claim Consultants for $544,512.80. This check was mailed to Mitchell in Kemah, Texas. An endorsement on behalf of Friendship Missionary Baptist Church was forged.

    On Sept. 30, 2021, Mitchell emailed Brotherhood Mutual the fraudulent $18.6 million contract between Blue Key Construction and Friendship Missionary Baptist Church; the church received less than one-third of the proceeds paid out by Brotherhood Mutual for damages. Blue Key Construction did not fully repair the church facilities, and the company halted construction in Feb. 2021 after receiving approximately $150,000 from Friendship Missionary Baptist Church and approximately $2.3 million from Mitchell. Mitchell lied to Blue Key Construction representatives that the insurance company refused payment beyond approximately $2.5 million.

    In June 2022, Mitchell met with Friendship Missionary Baptist Church representatives to voice their concerns about incomplete repairs; the defendant lied that Brotherhood Mutual was withholding further payments. In total, Brotherhood Mutual Insurance issued $6,866,606.80 in payments intended exclusively for the church’s hurricane repairs.

    The case was investigated by the Georgia Office of Commissioner of Insurance and Fire Safety.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), a member of the Senate Finance Committee, this week took to the Senate Floor to highlight the Senate Finance Committee’s new report that found Pfizer, which generated $20 billion in U.S. sales of prescription drugs in 2019, reported zero taxable U.S. income by claiming 100% of its profits were earned overseas. Pfizer’s scheme enabled the pharmaceutical giant to dodge billions in U.S. taxes. 
    “What did we find out with the Wyden report? We found that a major United States pharmaceutical company was able to make sales of $20 billion of its product in 2019 and report zero in income. Zero in profits here in this country. What that ultimately means is that what Pfizer paid on its taxes—despite this extraordinary profit—they paid less than a mail room clerk pays in Social Security. They paid less than the pharmacist at the drugstore who dispenses the prescriptions. They paid less than the delivery drivers who may have brought these prescriptions to a person’s home. They paid less than the employees of Pfizer, whether it was a lab technician or a clerk or anyone at that company,” said Senator Welch. 
    “This is really shocking, but if any of us wonder why everyday folks, who are showing up to do their job in all of the places of employment—in your state and mine—and then at the end of the month, despite all their hard work, are having trouble paying the utility bill.     WASHINGTON, D.C. — U.S. Senator Alex Padilla (D-Calif.) and U.S. Representative Emanuel Cleaver, II (D-Mo.-05) led more than 100 Democrats in the Senate and House in condemning staffing cuts and potential closures of Department of Housing and Urban Development (HUD) Field Offices across the country. In a letter to HUD Secretary Scott Turner, the lawmakers pushed him to fully and immediately reinstate civil servants who were illegally fired from the Department and condemned reports that HUD is considering the illegal closure of nearly two-thirds of field offices nationwide.
    The rumored HUD cuts include San Francisco’s Regional Office, which would leave California with only one operational field office. Field offices provide critical housing services, and staffing reductions at this scale will cripple HUD’s ability to perform its basic responsibilities and legal obligations. HUD only recently rebuilt its workforce after a 20 percent drop between 2012 and 2019, and further cuts threaten disaster recovery efforts while delaying urgently needed housing development.
    Earlier this year, Senator Padilla sounded the alarm that these wide-ranging cuts would hamper HUD’s ability to support vulnerable communities and address the housing and homelessness crises.
    “We write to express concern about reports that the Department of Housing and Urban Development (HUD) is considering closing nearly two-thirds of the Department’s field offices, leaving most states and the District of Columbia without critical sites or staff,” wrote the lawmakers. “These reports follow the unlawful mass termination of probationary federal employees, HUD’s announcement that employees at GS-13 and below in the Office of Field Policy and Management would be terminated, and reports that the Department plans to cut its agency-wide workforce by at least half.”
    “We strongly urge HUD to maintain existing field offices with adequate staffing levels and to fully and immediately reinstate civil servants who have been illegally terminated,” continued the lawmakers.
    By law, HUD is required to have at least one field office in every state to process mortgage insurance applications, yet the Trump Administration’s plan would leave 34 states without a field office. Additionally, HUD must conduct and publish a cost-benefit analysis before implementing any “plan for the reorganization of any regional, area, insuring, or other field offices of the Department.”

We urge you to immediately reverse any plans to implement these short-sighted and illegal efforts that undermine the ability of HUD to accomplish its mission and legal obligations.
    The United States faces a severe fair and affordable housing and homelessness crisis. HUD is the Federal agency responsible for national policy and programs that address America’s housing needs, improve and develop communities, and enforce fair housing laws, deeply impacting millions of families across the nation. HUD field offices collect local data to inform policymaking, administer and oversee department programs, manage and distribute funding, enforce department regulations and policies, provide guidance and support to local stakeholders, and play a critical role in developing and maintaining local relationships that ensure the success of initiatives and projects. In many cases, state and local stakeholders operate with limited capacities and require HUD assistance. HUD currently has at least one field office in every State and the District of Columbia to help implement the Department’s important mission at the local level.
    Reports that HUD is planning the illegal closure of field offices are extremely concerning. HUD is expressly required by law to maintain a field office in every state. Federal law also requires HUD to conduct and publish a cost-benefit analysis before implementing any “plan for the reorganization of any regional, area, insuring, or other field office of the Department.” This analysis is required to include, but not be limited to, an analysis of the impact on the local economy, an estimate of the effect of reorganization on the availability, accessibility, and quality of services provided, and credible evidence substantiating the impact of reorganization on department costs. These legal requirements are designed to protect the Department and the nation, including taxpayers, HUD’s business, nonprofit, and government partners, thousands of patriotic civil servants, and millions of families who rely on the services that HUD field offices provide.
    In last year’s report on top management challenges, the HUD Office of Inspector General noted that HUD “still faces capacity challenges that affect its ability to oversee grantees, contractors, and financial services counterparties; provide high-touch technical assistance; and modernize its programs and IT systems.” Despite this reality, a February 11, 2025, Executive Order directed agency heads, including HUD, to “promptly undertake preparations to initiate large-scale reductions in force (RIF).” A subsequent memo from the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) to agency heads directed each agency to submit Agency RIF and Reorganization Plans to OMB and OPM by Thursday, March 13, 2025.
    We strongly urge HUD to maintain existing field offices with adequate staffing levels and to fully and immediately reinstate civil servants who have been illegally terminated. We also ask for responses to the following information request no later than Wednesday, April 2, 2025.
    1. Please provide a copy of any formal analysis conducted by HUD’s Office of General Counsel regarding HUD’s plans to close field offices, including an analysis of how such plans align with existing legal requirements that HUD maintain an office in each state.
    2. Please provide a copy of the cost-benefit analysis of field reorganizations required at 42 U.S.C. 3535 that HUD has conducted as part of its plans to close field offices. Please indicate when this analysis will be published in the Federal Register and detail any additional actions the agency has already taken to alter, reduce, or reorganize field offices.
    3. Please provide any formal analysis HUD has performed regarding the impact of reported office reductions on the Department’s ability to:
    a. Collect data used to inform HUD’s policy decisions and department strategies.
    b. Administer, monitor, and oversee complex programs including ensuring compliance with regulations and policies.
    c. Manage and distribute federal funding and ensure these funds are used appropriately.
    d. Enforce department policies related to fair housing, including investigating complaints related to violations of the Fair Housing Act.
    e. Provide technical assistance to local and state agencies, non-profit organizations, and other department stakeholders.
    f. Conduct public outreach including educating the local community and developing partnerships with local organizations to address housing and community development challenges.
    4. Please identify the DOGE Team Lead at HUD and the name and employing agency of all DOGE Task Force members working under the team leader.
    5. Please provide a copy of all HUD and DOGE documents reflecting any plans to reduce, alter, or eliminate HUD programs, functions or offices.
    6. Please provide a copy of all HUD and DOGE documents reflecting any staff reduction that has already taken place and future staff reduction plans by program office and further disaggregated by field office and Washington, DC headquarters. Indicate whether the Department plans to eliminate or backfill each impacted position.
    7. Please provide copies of HUD’s formal Agency RIF and Reorganization Plans as submitted to OMB.

    WASHINGTON, D.C. — U.S. Senator Alex Padilla (D-Calif.), Ranking Member of the Senate Committee on Rules and Administration and California’s former Secretary of State, led 14 Democratic Senators in calling on President Trump to revoke his illegal anti-voter executive order that would disenfranchise millions of Americans.

    “This unlawful directive exceeds your authority over an independent agency and would likely disenfranchise millions of eligible American voters by creating barriers to voting, while also inviting chaos into state voter registration processes – including by inappropriately sharing Americans’ data with the U.S. Department of Government Efficiency (DOGE),” wrote the Senators. “Under the Constitution and existing law, this Executive Order cannot be implemented. Sadly, we are not surprised at your continued efforts to undermine our free and fair elections. From welcoming foreign election interference in our elections, to supporting the January 6 insurrection, to promoting baseless election conspiracy theories, your dangerous rhetoric has undermined public confidence in our election system.”

    The proof of citizenship requirements in the executive order would restrict the right to vote for millions of Americans given the burden it creates to obtain these documents. Nearly half of all American citizens do not have valid passports, and millions more have a legal name that differs from other government-issued documents, including up to 69 million married women whose birth certificates no longer match their legal name.

    The Senators emphasized that the order runs counter to the constitutional foundation that elections are to be primarily administered by the states. They also sounded the alarm on the order’s attempt to empower the Department of Government Efficiency (DOGE) and the Department of Homeland Security (DHS) to review state voter registration lists, other state records, and various federal databases, with the power of subpoena.

    “Voting by noncitizens is already a federal crime and, despite unsubstantiated claims to the contrary, is extremely rare. By interjecting DOGE into the process, this order would interfere with states’ maintenance of voter registration lists, compromising voters’ personal information,” continued the Senators.

    Dear President Trump,

    We write to demand that you immediately rescind your recent Executive Order “Preserving and Protecting the Integrity of American Elections.” This unlawful directive exceeds your authority over an independent agency and would likely disenfranchise millions of eligible American voters by creating barriers to voting, while also inviting chaos into state voter registration processes – including by inappropriately sharing Americans’ data with the U.S. Department of Government Efficiency (DOGE).

    Under the Constitution and existing law, this Executive Order cannot be implemented. Sadly, we are not surprised at your continued efforts to undermine our free and fair elections. From welcoming foreign election interference in our elections, to supporting the January 6 insurrection, to promoting baseless election conspiracy theories, your dangerous rhetoric has undermined public confidence in our election system.

    This order runs counter to the constitutional foundation that elections are to be primarily administered by the states. The Federal role in elections is focused on helping states with the costs and technical challenges and ensuring that the right to vote is appropriately protected. This order places new mandates on the states and inserts new federal interference in state voter registration processes by federal agencies, including the Department of Justice and the Department of Homeland Security. We expect state and local election administrators of both parties to have significant legal and operational concerns about this order.

    One of the most disturbing aspects of this illegal order is Sec. 2(b)(iii), which attempts to empower DHS and the DOGE Administrator to review state voter registration lists, other state records and various federal databases, with the power of subpoena. Voting by noncitizens is already a federal crime and, despite unsubstantiated claims to the contrary, is extremely rare. By interjecting DOGE into the process, this order would interfere with states’ maintenance of voter registration lists, compromising voters’ personal information. This effort by DOGE is similar to your 2017 Executive Order that established the “Presidential Advisory Commission on Election Integrity” that sought voter files from states and was rejected by 44 states and the District of Columbia. If this provision were implemented, it would allow Elon Musk and DOGE to recreate this effort to purge state voter databases, preventing the participation of eligible American voters.

    The Election Assistance Commission (EAC) was created as an independent, evenly balanced agency in the Help America Vote Act (HAVA), which was enacted on an overwhelming bipartisan basis. The EAC receives appropriations from Congress to support states with the growing financial and technical challenges of administering elections in thousands of jurisdictions across the nation on a nonpartisan basis. This order lacks the authority to place new conditions on Congressionally appropriated funding or order the EAC require documents that many eligible Americans do not have in order to register to vote in federal elections.

    The new federal voter registration requirements in this illegal order would likely disenfranchise millions of American voters. Millions of Americans do not have passports and many face challenges obtaining other documents that would be required by this order, if it was ever implemented. This order also places a variety of other process burdens on voters, especially married women, rural residents, and low-income voters, and communities of color.

    For these reasons, we must urge you to rescind this illegal order.

    House Republicans’ Refusal to Reauthorize State’s SNAP Reimbursement Authority Have Left Fraud Victims With No Recourse  

     

    At Least $40 Million in SNAP Benefits Have Been Stolen from New Yorkers in Recent Years, Accounting for 20% of Nationwide Claims

    New York, NY – Congressman Dan Goldman (NY-10) today, alongside Assemblymember Marcela Mitaynes, Senator Andrew Goundares, Assemblymember Grace Lee, Assemblymember Jessica González-Rojas, local elected officials, advocates, and impacted New Yorkers, hosted a press conference to demand a comprehensive change to state and federal law to address the urgent issue of stolen EBT benefits. Since House Republicans terminated states’ ability to use federal money to reimburse victims of SNAP fraud on December 20th, 2024, Red Hook Initiative, a local community-based organization, has filed 85 individual claims for reimbursement, totaling over $40,000 of benefits stolen. 

    During the press conference, Congressman Goldman announced his intent to introduce the ‘Enhanced Cybersecurity for SNAP Act’ in the coming months, which will require USDA to update its cybersecurity regulations and ensure EBT cards feature anti-fraud technology. 

    “Each year, tens of millions of dollars in essential food benefits are stolen from New Yorkers—benefits that families rely on to put food on the table,” Congressman Dan Goldman said. “Yet House Republicans have refused to renew the only way for New Yorkers to be reimbursed for SNAP theft, leaving seniors, working families, and children to go hungry. The Red Hook community, in particular, has been hit hard by the rise in SNAP theft. I will soon be introducing federal legislation to strengthen SNAP cybersecurity to prevent this problem from occurring in the future, but in the meantime, I call on New York Republicans to pass legislation to reimburse victims of theft. 

    Assemblymember Marcela Mitaynes said, “Recent news has made it clear, the Trump Administration plans to put the wants of a few billionaires over the needs of the rest of the country. It is time New York step up, and provide the critical relief our vulnerable populations desperately need. Every week I have seniors, mothers, and fathers coming into my office seeking help with food insecurity. We need to transition to chip-enabled cards for SNAP benefits and provide an avenue for reimbursement for those impacted by SNAP theft; this is how we provide for the working class. The bills we have re-introduced this year, A3578 and A0699, both aim to address that.” 

    State Senator Andrew Gounardes said, “Neighbors in Red Hook and across the city have been the victim of EBT theft, a particularly cruel crime that’s literally taking food out of the mouths of seniors and children. And thanks to misguided changes in federal policy, Washington is no longer reimbursing victims of EBT theft for stolen benefits, leaving our most vulnerable neighbors hanging without money to pay for groceries. That’s unacceptable. Ensuring our neighbors don’t go hungry is the bare minimum. We need to work at all levels of government to give victims the support they need and ensure EBT cards are secure.” 

    Assemblymember Jessica González-Rojas said, “For all of their supposed concerns about public safety, New York House Republicans have said nothing about Elon Musks’ removal of funding to address public benefits theft in the last House spending bill. They would rather advance tax breaks for billionaires than address food insecurity among New Yorkers. I am glad Congressman Goldman will attempt to address this in the House and here in the state we cannot wait for Congress to act. California, Oklahoma, and other states are moving forward and implementing chip-enabled EBT cards, which our state Department of Labor is using already. New York is run by Democrats and it is time we address this by passing and funding my bill to switch to more secure chip-enabled cards and Assembly Member Mitaynes’ bill to establish a compensation fund. New Yorkers need relief. We must act” 

    Assemblymember Grace Lee said, “Trump and Republicans don’t care if families go hungry as they threaten to cut SNAP benefits. In New York, we believe no family should go hungry. That’s why we’re asking for $50mm in this year’s budget to create a reimbursement fund for victims of SNAP theft. We also know that by investing $40mm in the budget for modernizing EBT technology we can drastically reduce theft and keep food on New Yorker’s tables.” 

    Assemblymember Khaleel Anderson said, “The time to act is now! Too many families have suffered due to SNAP skimming, and it’s time for New York to take action. Families relying on SNAP should not have to live in fear of losing benefits and should not have to worry about funds not being returned to them. No one should lose the ability to feed their families because of preventable fraud.  That’s why we’re pushing for the passage of A3578/S403 to create a compensation fund for victims, A0699/S1465 to implement secure chip technology, and the federal Enhanced Cybersecurity for SNAP Act. As chair of the Task force on Food, Farm and Nutrition Policy– and as someone who has relied on SNAP- I know how vital these benefits are, and we must ensure families are protected. We must modernize EBT security now.” 

    Council Member Alexa Avilés said, “EBT theft is an urgent issue for our local community and it’s only grown more prevalent. Red Hook residents have had tens of thousands of dollars in benefits stolen from them without any reimbursement. This has left working-class New Yorkers without food security for themselves and their families. Our state must fill the gap where our federal government has failed. That’s why I’m joining Assembly Member Mitaynes and Red Hook Initiative to demand that New York State allocate $50 million for a SNAP and cash assistance fraud victims compensation fund and $4 million towards preventing this type of fraud in the future.”

EBT theft has left dozens of Red Hook residents without critical food resources for their families. Benefits skimming devastates AAPI families and their ability to put food on the table. We call for the quick passage of this package of legislation along with the deep investment required to protect our communities and ensure they receive the food assistance they desperately need.”

    The coalition called for the final New York State Budget to include allocations of: 

    $50 Million – A3578 to establish a SNAP and cash assistance fraud victims compensation fund 
    $4 Million – to fund A0699, which would transition New York State to the use of chip cards for public benefits to prevent this theft from occurring. 

    Congressman Goldman is committed to protecting victims of SNAP EBT theft and ensuring families have access to SNAP and other nutrition programs.  

    In August 2024, the Congressman cosponsored the ‘SNAP Theft Protection Act,’ which aims to update the Supplemental Nutrition Assistance Program (SNAP) to allow states to use existing SNAP funding to refund stolen benefits to victims of SNAP-related scams.   
    In July 2024, Goldman held a Summer Nutrition Town Hall to discuss food insecurity, share information about New York State’s Summer EBT program and its rollout, and provide resources to residents who would like to apply.

    On Thursday, the FDA’s Learning and Education to ADvance and Empower Rare Disease Drug Developers initiative published two new videos titled “Understanding the Importance of Endpoints in Rare Disease Drug Development” and “Considerations for Collecting and Using Natural History Study Data that are Fit for Use in the Regulatory Setting” to our educational video series. The videos provide an overview of important considerations for selecting endpoints when designing clinical trials, and concepts to consider when determining how to leverage natural history study data to support regulatory decision making on a marketing application.
    On Wednesday, the FDA issued a Blue Box update to a Safety Alert on contaminated Korean oysters, adding additional recalled products.
    On Wednesday, the FDA celebrated 15 years since the passage of the Biologics Price Competition and Innovation Act (BPCIA). The BPCI Act created an abbreviated approval pathway to help provide patients with greater access to safe and effective biological products, and it established a framework to promote both innovation and competition. This year also marks the 10th anniversary since the approval of the first biosimilar in the United States. The FDA has approved 69 biosimilars since 2015.     On Wednesday, the FDA approved Exelixis, Inc.’s Cabometyx (cabozantinib)) for adult and pediatric patients 12 years of age and older with previously treated, unresectable, locally advanced or metastatic, well-differentiated pancreatic neuroendocrine tumors and for adult and pediatric patients 12 years of age and older with previously treated, unresectable, locally advanced or metastatic, well-differentiated extra-pancreatic neuroendocrine tumors.     On Wednesday, the FDA published the Pulse Oximeter Basics Consumer Update. Consumers are increasingly using pulse oximeters in-home when they are not feeling well or to monitor their general health. The FDA wants to help consumers breathe easy and know how these devices can be used safely and accurately.
    On Wednesday, the FDA provided an update from our ongoing postmarket evaluation of Essure by posting information on medical device reports received by the FDA related to Essure during the 2024 calendar year. Although Essure, a permanently implanted birth control device for women, has not been available for implantation since December 2019, the FDA remains committed to collecting and providing updates on the long-term safety information about Essure.
    On Tuesday, the FDA posted a web page celebrating the 100-year anniversary of the National Seafood Sanitation Program (NSSP). The NSSP is a partnership between certain states and federal agencies to prevent contaminated shellfish from entering the market. This program helps to ensure that bivalve molluscan shellfish (including oysters, clams, mussels, cockles, and scallops, other than adductor only) sold in the United States are safely produced and sold to consumers. The NSSP was established after a widespread deadly typhoid fever outbreak was traced to contaminated oysters in 1924.

    A disaster a century ago that killed 53 coal miners in North Carolina will be commemorated with a program hosted by the State Archives.

    On the morning of May 27, 1925, an explosion shook the earth in the rural coal mining communities of Cumnock and Farmville, located on the Deep River at the border of Lee and Chatham counties. Locals were not strangers to the perils of mining, and many old-timers knew what the shake meant: another disaster — this one claiming the lives of 53 miners.

    Cole Wicker of the Heart of Deep River Historical Society will share a retrospective on mining and its perils in central North Carolina, “North Carolina’s Forgotten Industry: Coal Mining in Central N.C. and the Coal Glen Coal Mining Disaster.  This presentation will explore the legacy of the Deep River coal mines, including catastrophes, stints with forced labor, and the industry’s decline in the 20th century. While much of the story of Deep River coal involves death and despair, attendees will leave understanding how community efforts share the resilience of all people who labored and perished there.

    South Mountains State Park in Burke County is partially reopening its main access at Jacob Fork on April 10, the N.C. Division of Parks and Recreation announced. For the first time since Hurricane Helene, the visitor center will reopen to the public and camping will be permitted in the park.

    The park’s Clear Creek Access in Morganton reopened for day use March 17.

    Located in Burke County, South Mountains is at the crossroads of the Appalachian Mountains and the Foothillls to provide the ultimate backcountry experience. The park boasts elevations up to 3,000 feet, nearly 50 miles of trail, and an 80-foot waterfall, although the loop trail by High Shoals Falls will remain closed.

    The park was closed for an extended period following Hurricane Helene due to extensive trail and bridge damage and thousands of downed trees. From October-December 2024, over 4,300 hours of work for all staff across the Division were completed. Staff from other state parks were sent on six internal deployments in October and November to assist with park recovery. The Division also received support from the Southwest Area Complex Incident Management Team, who brought in about 75 staff total from the U.S. Forest Service and the forestry departments in Mississippi, Virginia, and Arizona. The IMT reopened fire lines across the park and provided access to conduct damage assessments to state facilities.

    Visitors should pay close attention to onsite signage and not attempt to access areas that remain closed. Facilities that remain closed continue to have major safety hazards. Park staff are working diligently to clear debris and conduct repairs to reopen the remaining closed areas as soon as possible.

    The nomination period for the 2025 North Carolina Award, the highest civilian honor bestowed by the state, has been extended to April 15.

    Created by the General Assembly in 1961 and administered by the North Carolina Department of Natural and Cultural Resources, the award recognizes “notable accomplishments by North Carolina citizens” in the fields of literature, science, fine arts and public service.

    Anyone may submit award nominations. A simplified nomination form is available online. After reviewing the initial nominations, the North Carolina Awards Committee will request additional information from nominators as needed. The committee will make its final selections this summer.

    The 2025 North Carolina Award recipients will be honored at an event later this year. Past award recipients have included some of the country’s most distinguished artists, poets, writers, performers, journalists, scientists and public servants.

    Previous awardees include Maya Angelou, Doc Watson, William Friday, Gertrude Elion, Branford Marsalis, and other noteworthy North Carolinians.     The North Carolina Department of Natural and Cultural Resources announced today that applications for the 2025 America 250 NC Teaching Fellows are open.

    Fifteen K-12 teachers representing each region of the state will be selected for this in-depth professional learning opportunity.

    Fellows will visit N.C. Historic Sites around the state, engage in virtual learning throughout the seven-month fellowship to deepen their historical scholarship, and enhance their teaching practices through exploration of best practices. This opportunity also aims to create a learning community where educators can network with other historians, scholars, and authors.

    “This fellowship is one of the many ways DNCR seeks to support our state’s talented K-12 teaching professionals,” said Pamela B.     A PROCLAMATION

    1.  On February 17, 2019, the Secretary of Commerce (Secretary) transmitted to me a report on his investigation into the effects of imports of passenger vehicles (sedans, sport utility vehicles, crossover utility vehicles, minivans, and cargo vans) and light trucks (collectively, automobiles) and certain automobile parts (engines and engine parts, transmissions and powertrain parts, and electrical components) (collectively, automobile parts) on the national security of the United States under section 232 of the Trade Expansion Act of 1962, as amended (19 U.S.C. 1862) (section 232).  Based on the facts considered in that investigation, the Secretary found and advised me of his opinion that automobiles and certain automobile parts are being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States. 

    2.  In Proclamation 9888 of May 17, 2019 (Adjusting Imports of Automobiles and Automobile Parts Into the United States), I concurred with the Secretary’s finding in the February 17, 2019, report that automobiles and certain automobile parts are being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States.  I also directed the United States Trade Representative (Trade Representative), in consultation with other executive branch officials, to pursue negotiation of agreements to address the threatened impairment of the national security of the United States with respect to imported automobiles and certain automobile parts from the European Union, Japan, and any other country the Trade Representative deems appropriate.

    3.  The Trade Representative’s negotiations did not lead to any agreements of the type contemplated by section 232.

    4.  In Proclamation 9888, I also directed the Secretary to monitor imports of automobiles and certain automobile parts and inform me of any circumstances that, in the Secretary’s opinion, might indicate the need for further action under section 232 with respect to such imports.

    5. The Secretary has informed me that, since the February 17, 2019, report, the national security concerns remain and have escalated.  The COVID-19 pandemic exposed critical vulnerabilities and choke points in global supply chains, undermining our ability to maintain a resilient domestic industrial base.  In recent years, American-owned automotive manufacturers have experienced numerous supply chain challenges, including material and parts input shortages, labor shortages and strikes, and electrical-component shortages.  Meanwhile, foreign automotive industries, propelled by unfair subsidies and aggressive industrial policies, have grown substantially.  Today, only about half of the vehicles sold in the United States are manufactured domestically, a decline that jeopardizes our domestic industrial base and national security, and the United States’ share of worldwide automobile production has remained stagnant since the February 17, 2019, report.  The number of employees in the domestic automotive industry has also not improved since the February 17, 2019, report. 

    6.  I am also advised that agreements entered into before the issuance of Proclamation 9888, such as the revisions to the United States-Korea Free Trade Agreement and the United States-Mexico-Canada Agreement (USMCA), have not yielded sufficient positive outcomes.  The threat to national security posed by imports of automobiles and certain automobile parts remains and has increased.  Investments resulting from other efforts, such as legislation, have also not yielded sufficient positive outcomes to eliminate the threat to national security from such imports.

    7.  After considering the current information newly provided by the Secretary, among other things, I find that imports of automobiles and certain automobile parts continue to threaten to impair the national security of the United States and deem it necessary and appropriate to impose tariffs, as defined below, to adjust imports of automobiles and certain automobile parts so that such imports will not threaten to impair national security.

    8.  To ensure that the imposition of tariffs on automobiles and certain automobile parts in this proclamation are not circumvented and that the purpose of this action to eliminate the threat to the national security of the United States by imports of automobiles and certain automobile parts is not undermined, I also deem it necessary and appropriate to establish processes to identify and impose tariffs on additional automobile parts, as further described below.

    9.  Section 232 provides that, in this situation, the President shall take such other actions as the President deems necessary to adjust the imports of the relevant article so that such imports will not threaten to impair national security.  

    10.  Section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), authorizes the President to embody in the Harmonized Tariff Schedule of the United States (HTSUS) the substance of statutes affecting import treatment, and actions thereunder, including the removal, modification, continuance, or imposition of any rate of duty or other import restriction.

    NOW, THEREFORE, I, DONALD J. TRUMP, President of the United States of America, by the authority vested in me by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code; section 604 of the Trade Act of 1974, as amended; and section 232 of the Trade Expansion Act of 1962, as amended, do hereby proclaim as follows:
    (1)  Except as otherwise provided in this proclamation, all imports of articles specified in Annex I to this proclamation or in any subsequent annex to this proclamation, as set out in a subsequent notice in the Federal Register, shall be subject to a 25 percent tariff with respect to goods entered for consumption or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on April 3, 2025, for automobiles, and on the date specified in the Federal Register for automobile parts, but no later than May 3, 2025, and shall continue in effect, unless such actions are expressly reduced, modified, or terminated.  The above ad valorem tariff is in addition to any other duties, fees, exactions, and charges applicable to such imported automobiles and certain automobile parts articles.
    (2)  For automobiles that qualify for preferential tariff treatment under the USMCA, importers of such automobiles may submit documentation to the Secretary identifying the amount of U.S. content in each model imported into the United States.  “U.S. content” refers to the value of the automobile attributable to parts wholly obtained, produced entirely, or substantially transformed in the United States.  Thereafter, the Secretary may approve imports of such automobiles to be eligible to apply the ad valorem tariff of 25 percent in clause (1) of this proclamation exclusively to the value of the non-U.S. content of the automobile.  The non-U.S. content of the automobile shall be calculated by subtracting the value of the U.S. content in an automobile from the total value of the automobile.
    (3)  If U.S. Customs and Border Protection (CBP) determines that the declared value of non-U.S. content of an automobile, as described in clause (2) of this proclamation, is inaccurate due to an overstatement of U.S. content, the 25 percent tariff shall apply to the full value of the automobile, regardless of the actual U.S. content of the automobile.  In addition, the 25 percent tariff shall be applied retroactively (from April 3, 2025, to the date of the inaccurate overstatement) and prospectively (from the date of the inaccurate overstatement to the date the importer corrects the overstatement, as verified by CBP) to the full value of all automobiles of the same model imported by the same importer.  This clause does not apply to or otherwise affect any other applicable fees or penalties.
    (4)  The ad valorem tariff of 25 percent described in clause (1) of this proclamation shall not apply to automobile parts that qualify for preferential treatment under the USMCA until such time that the Secretary, in consultation with CBP, establishes a process to apply the tariff exclusively to the value of the non-U.S. content of such automobile parts and publishes notice in the Federal Register.
    (5)  For avoidance of doubt, clause (4) of this proclamation does not apply to automobile knock-down kits or parts compilations.  Clause (4) of this proclamation applies only to individual automobile parts as defined by Annex I to this proclamation that otherwise meet the requirements of clause (4) of this proclamation.
    (6)  The Secretary, in consultation with the United States International Trade Commission and CBP, shall determine the modifications necessary to the HTSUS to effectuate this proclamation and shall make such modifications to the HTSUS through notice in the Federal Register.  
    (7)  Within 90 days of the date of this proclamation, the Secretary shall establish a process for including additional automobile parts articles within the scope of the tariffs described in clause (1) of this proclamation. In addition to inclusions made by the Secretary, this process shall provide for including additional automobile parts articles at the request of a domestic producer of an automobile or automobile parts article, or an industry association representing one or more such producers, where the request establishes that imports of additional automobile parts articles have increased in a manner that threatens to impair the national security or otherwise undermines the objectives set forth in any proclamation issued on the basis of the Secretary’s February 17, 2019, report or any additional information submitted to the President under clause (3) of Proclamation 9888 or clause (9) of this proclamation. When the Secretary receives such a request from a domestic producer or industry association, the Secretary, after consultation with the United States International Trade Commission and CBP, shall issue a determination regarding whether to include the articles within 60 days of receiving the request.  Any additional automobile parts articles that the Secretary has determined to be included within the scope of the tariffs described in clause (1) of this proclamation shall be so included on or after 12:01 a.m. eastern daylight time the day after a notice in the Federal Register describing the determination of the Secretary.  The notice in the Federal Register shall be made as soon as practicable but no later than 14 days after the Secretary’s determination.
    (8) Any automobile or automobile part, except those eligible for admission under “domestic status” as defined in 19 CFR 146.43, that is subject to the duty imposed by this proclamation and that is admitted into a United States foreign trade zone on or after the effective date of this proclamation, in accordance with clause (1) of this proclamation, must be admitted as “privileged foreign status” as defined in 19 CFR 146.41, and will be subject upon entry for consumption to any ad valorem rates of duty related to the classification under the applicable HTSUS subheading.
    (9)  The Secretary shall continue to monitor imports of automobiles and automobile parts.  The Secretary also shall, from time to time, in consultation with any senior executive branch officials the Secretary deems appropriate, review the status of such imports with respect to national security.  The Secretary shall inform the President of any circumstances that, in the Secretary’s opinion, might indicate the need for further action by the President under section 232.  The Secretary shall also inform the President of any circumstance that, in the Secretary’s opinion, might indicate that the increase in duty rate provided for in this proclamation is no longer necessary.
    (10)  No drawback shall be available with respect to the duties imposed pursuant to this proclamation.
    (11)  The Secretary may issue regulations and guidance consistent with this proclamation, including to address operational necessity.
    (12)  CBP may take any necessary or appropriate measures to administer the tariffs imposed by this proclamation.
    (13)  Any provision of previous proclamations and Executive Orders that is inconsistent with the actions taken in this proclamation is superseded to the extent of such inconsistency.

  • MIL-OSI Global: Turkey is an incredibly powerful broker in the current world crisis, and a masterful negotiator

    While Turkey’s government is struggling to deal with mass protests at home (after Istanbul’s mayor Ekrem Imamoglu was imprisoned), in foreign affairs it is in an increasingly strong position as a key power broker in deals with Europe, the US and Russia. At the crossroads between Asia and Europe, Turkey is strategically important to just about everyone, and is emerging as a clever negotiator.

    Since the early 2000s, Turkey has relied on a foreign policy approach that emphasised cooperation instead of competition. Economic ties were a priority, which helped Turkey steadily improve its relationships with Russia, Iran and Syria.

    While remaining a part of Nato and a major trading partner with the European Union, Turkey views its ties with Russia, Ukraine, China and countries in the Middle East as equally important. Turkey has shown that it will work with whatever government benefits its interests, and has taken advantage of regional conflicts to be a convenient ally when needed.

    At the same time, Turkish president Recep Tayyip Erdoğan has no qualms about confronting both friends and rivals equally, giving it strategic flexibility.

    Rocky relationship with Russia

    Turkey is Russia’s second biggest trading partner. Ankara continues to rely on Russian gas and banking networks, doing over US$60 billion (£46.3 billion) in trade annually with Moscow. The Turkish relationship with Russia improved dramatically in 1995 when Russia stopped supporting the Kurdish Workers Party (PKK) and Turkey stopped supporting Chechen rebels.

    Since then, Turkey has maintained a functional relationship with Russia, while never being pliant to Moscow.

    Turkey was critical of Russia setting up military bases in Syria, in Tartus and Khmeimim and as it controls the airspace in northern Syria it also has the ability to restrict Russian access. Ankara has also used its military presence in Idlib, in northern Syria, to check Russian influence in the past. Turkey’s drone offensive in Idlib in 2020 helped the Syrian opposition and pushed back Syrian government and Russian-backed activity in the north-west.

    The importance of the Black Sea

    The Black Sea is another area of competition where Turkey has emerged with the upper hand during the war in Ukraine. Russia aimed to exercise control over the Black Sea, even seizing several Ukrainian ports which affected global grain supply in 2022.

    But Turkey negotiated the release of millions of tonnes of grain and has ensured the safety of shipping routes through the Black Sea by enforcing the Montreux Convention. This 1936 agreement granted Turkish control over the shipping route between the Black Sea (through the Bosporus Strait, the Sea of Marmara and the Dardanelles, through which hundreds of millions of tons tonnes of cargo pass each year) and the Mediterranean.

    Citing the agreement, Turkey also restricted Russian reinforcements into the Black Sea, which has restricted Russian naval power considerably.

    Though Turkey has not levied sanctions on Russia and has kept its revenue streams open, Turkey also does not accept the Russian annexation of Crimea. With more than 5 million Turks claiming to have Crimean Tatar roots, Crimea has both strategic and historical importance to Turkey.

    Yet, Turkey maintains communication with Moscow (and Erdoğan and Vladimir Putin are “dear friends”). Complicating this “friendship” is the fact that Turkey also supports Ukraine, supplying it with Bayraktar TB2 drones, heavy machine guns, laser-guided missiles, electronic warfare systems, armoured vehicles and protective gear.

    Ultimately, Turkey wants Ukraine to remain independent in order to check Russian naval power in the Black Sea. As such, Turkey is likely to work with Nato to ensure that Ukraine is not defeated.

    To that end, Turkey is willing to contribute peacekeepers to a post-ceasefire settlement, under the right conditions.

    Meanwhile, Turkey has used the Ukraine conflict to diversify its supply routes for energy (relying more on suppliers from the Caucasus region and central Asia), to reduce its dependence on Russia. Turkey is in a strong position, especially with the discovery of gas reserves in the Black Sea and eastern Mediterranean. Ankara aims to become an energy hub facilitating the transit of gas from the Caucasus, central Asia and Russia to Europe through the Trans-Anatolian natural gas pipeline.

    Turkey and Syria

    Turkey’s relationship with its neighbour Syria has also been pragmatic and shrewd. Turkey was able to pursue rapprochement with Syria in 2005, when Bashar al-Assad became the first Syrian president to visit Turkey since Syria gained its independence in 1946.

    But while Erdoğan maintained a relationship (to prevent Syria from moving even closer to Iran), he ultimately chose to abandon this relationship when it no longer suited him. He hosted anti-Assad figures in Turkey from time to time, and created a safe zone on its border which housed displaced Syrians and armed fighters. He gave rebels the go-ahead to oust Assad in 2024.

    Just as the war in Syria provided Turkey with opportunities, so too has the conflict in Ukraine. Ankara has strengthened its bargaining position and pushed for greater diplomatic and economic concessions from western allies. Turkey is taking advantage of the US’s retreat from Nato to push for closer cooperation with Europe.

    Turkey also is taking advantage of Donald Trump’s more lenient policies towards Russia to improve its relationship with the US. This is primarily based on wanting to improve defence cooperation. During the cold war, Turkey relied on the US for arms, funding and equipment, but was not able to use these weapons without US authorisation.

    After 1989, Turkey carved out different markets for its weapons imports and faced US sanctions for buying S-400 surface-to-air missiles from Russia in 2020. Turkey would like to purchase F-35 supersonic fighter jets from the US, and is hoping that the US will move away from sanctioning third countries that have engaged with Russia.

    Whose critical ally?

    Turkey has made sure that it is not seen by the US as a junior partner in the Middle East region. For example, when Turkey launched operations in north-east Syria in 2019, where it repeatedly fired close to US forces, the US offered no military response.

    The US sees Turkey as a key ally in spite of some different strategic goals. In addition to its geopolitical importance, Turkey also hosts US and Nato military forces at several of its bases and US nuclear weapons (20 B61 nuclear bombs) at its Incirlik Air Force Base.

    Turkey now wants to expand its diplomatic and military footprint. As a member of the G20, with one of the 20 biggest economies in the world and the second largest and second most powerful military force in Nato after the US, it has a lot of power. And in geopolitical juggling, currently Turkey is in the luxurious position of everyone wanting Ankara to be on their side.

    On March 25, 2025, Tufts University student Rumeysa Ozturk was arrested on her way to a Ramadan dinner event by masked, plainclothes officers. Surveillance video shows officers loading Ozturk into an SUV and departing in three unmarked vehicles. Bystanders observed that the incident “looked like a kidnapping.”
    For almost 24 hours, Ozturk’s location was unknown and her lawyer could not locate her. On the afternoon of March 26, more than twelve hours after a district court judge ordered the federal government not to remove Ozturk from Massachusetts without at least 48 hours’ notice, ICE’s locator system was updated to show that she was being held at the South Louisiana ICE Processing Center.
    This arrest appears to be one of the latest examples in a string of ICE arrests of university students with valid green cards and visas, seemingly on the basis of their political views. Ozturk was one of four authors of a 2024 op-ed in the Tufts student paper, which called for the university to “engage with and actualize” Israel- and Palestine-related resolutions passed by the university’s Student Senate.
    Secretary of State Marco Rubio has stated that the Administration will deny visas to those who “participate in that sort of activity,” referring to protest movements on campuses. Following Ozturk’s arrest, Tufts was informed that her “visa ha[d] been terminated” — similar to other recent cases in which ICE agents have declared, without a judicial or administrative hearing, that they were “terminating” or “revoking” students’ green cards and visas.
    The lawmakers asked the Departments of Homeland Security and State, along with ICE, to provide explanations for Ozturk’s arrest and visa revocation; her transportation to Louisiana despite a court order; officials’ use of unmarked vehicles, face coverings, and plain clothing; the federal government’s policies for terminating a student’s visa without a request from a university; and more.

On the afternoon of March 26, more than twelve hours after a district court judge ordered the federal government not to remove Ozturk from Massachusetts without at least 48 hours’ notice, ICE’s locator system was updated to show that she was being held at the South Louisiana ICE Processing Center.

    This arrest appears to be one of the latest examples in a string of ICE arrests of university students with valid green cards and visas, seemingly on the basis of their political views. Ozturk was one of four authors of a 2024 op-ed in the Tufts student paper, which called for the university to “engage with and actualize” Israel- and Palestine-related resolutions passed by the university’s Student Senate.

    Secretary of State Marco Rubio has stated that the Administration will deny visas to those who “participate in that sort of activity,” referring to protest movements on campuses. Following Ozturk’s arrest, Tufts was informed that her “visa ha(d) been terminated” — similar to other recent cases in which ICE agents have declared, without a judicial or administrative hearing, that they were “terminating” or “revoking” students’ green cards and visas.

    The lawmakers asked the Departments of Homeland Security and State, along with ICE, to provide explanations for Ozturk’s arrest and visa revocation; her transportation to Louisiana despite a court order; officials’ use of unmarked vehicles, face coverings, and plain clothing; the federal government’s policies for terminating a student’s visa without a request from a university; and more.

  • MIL-OSI United Nations: Mine Action Plays Critical Role ‘in Rebuilding Shattered Communities, Supporting Survivors, Forging Peace’, Says Secretary-General, in International Day Message

    Following is UN Secretary-General António Guterres’ message for the International Day for Mine Awareness and Assistance in Mine Action, observed on 4 April:

    Around the world, more than 100 million people are at risk from landmines, explosive remnants of war and improvised explosive devices.

    From Afghanistan to Myanmar, from Sudan to Ukraine, Syria, the Occupied Palestinian Territory and beyond, these deadly devices litter rural and urban communities, indiscriminately killing civilians and blocking vital humanitarian and development efforts.

    Even when the guns fall silent, these remnants of war remain, lurking in fields and on pathways and roadways, threatening the lives of innocent civilians and the livelihoods of communities.

    Year in and year out, the brave mine action personnel of the United Nations work with partners to locate and remove these weapons, provide education and threat assessments, and ensure people can live, work and travel safely.  They do so at great risk — as demonstrated most recently in Gaza.

    This year’s theme for the International Day of Mine Awareness and Assistance in Mine Action — Safe Futures Start Here — reminds us of the critical role of mine action in rebuilding shattered communities, supporting survivors and forging peace.

    I appeal to all States that have not yet done so to ratify and fully implement the Anti-Personnel Mine Ban Convention, the Convention on Cluster Munitions and the Convention on Certain Conventional Weapons.  The humanitarian norms and principles enshrined in these treaties must be upheld and preserved.

    And I urge States to uphold the global commitments in the recently adopted Pact for the Future to restrict or refrain from the use of explosive weapons in populated areas, and to support all efforts to end the threat of explosive ordnances.

    Mine action works.  Together, let’s commit to build safe futures — starting here and now.

    WASHINGTON – U.S. Senator Brian Schatz (D-Hawai‘i), Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations, and U.S. Representative Lois Frankel (D-Fla.), Ranking Member of the House Appropriations Subcommittee on National Security and Department of State, led a bicameral letter urging United States Agency for Global Media (USAGM) Acting CEO Victor Morales and Special Advisor Kari Lake to rescind the Trump administration’s illegal actions to dismantle the agency, terminate grants for several government-funded outlets worldwide, and place Voice of America and other federal staff on administrative leave. In addition to Schatz and Frankel, the letter was signed by Democratic members of the their respective committees including U.S. Senators Dick Durbin (D-Ill.), Jeanne Shaheen (D-N.H.), Chris Coons (D-Del.), Jeff Merkley (D-Ore.), and Chris Murphy (D-Conn.), as well as U.S. Representatives Grace Meng (D-N.Y.), Norma Torres (D-Calif.), and Mike Quigley (D-Ill.).

    The lawmakers continued, “These actions are not just illegal and wasteful, they run counter to our interests. America’s authoritarian adversaries are investing billions in state-backed media, targeting the same countries USAGM entities reach. With an audience of 427 million people speaking more than 60 languages, USAGM networks are a trusted and reliable source of information in the face of state censorship, including in the People’s Republic of China, Iran, Russia, North Korea, Cuba, and Afghanistan, and across Eastern Europe, Africa, and Southeast Asia. The technology developed by the Open Technology Fund and used across grantees will leave users who are dependent on their tools to circumvent censorship stranded. Once America loses the trust of these audiences, it will be difficult to get it back.”

    “We respectfully request that you rescind the actions you have taken to date and refrain from any further downsizing or terminations, and that you ensure you are in compliance with your legal requirements, including to consult and notify Congress of any proposed changes and to meet congressional spending directives,” the lawmakers concluded.

    Given its importance, we write to express our concerns with the decisions you have made in response to the March 14, 2025 Executive Order titled “Executive Order on Continuing the Reduction of the Federal Bureaucracy.”

    Congress reaffirmed its commitment to your agency, its mission, and its personnel by funding the United States Agency for Global Media (USAGM) at $866.9 million in the Full-Year Continuing Appropriations and Extension Act, 2025, and expects that each of the entities will continue their unique mission of broadcasting content to audiences around the world. Your decisions to terminate the grants to Radio Free Europe/Radio Liberty, Radio Free Asia (RFA) (in addition to withholding funds for the BenarNews service), Middle East Broadcasting Networks, and Open Technology Fund; place on administrative leave Voice of America (VOA), Office of Cuba Broadcasting, Technology, Services, and Innovation, and other federal staff; cancel hundreds of contracts; and pull transmissions from the air violate several provisions in the appropriations bill.     Additionally, the actions you have taken to significantly downsize the agency, including termination of the new building lease and closeout costs, will cost the U.S. taxpayer hundreds of millions of dollars.

    These actions are not just illegal and wasteful, they run counter to our interests. America’s authoritarian adversaries are investing billions in state-backed media, targeting the same countries USAGM entities reach. With an audience of 427 million people speaking more than 60 languages, USAGM networks are a trusted and reliable source of information in the face of state censorship, including in the People’s Republic of China, Iran, Russia, North Korea, Cuba, and Afghanistan, and across Eastern Europe, Africa, and Southeast Asia.     In 2020, when then-USAGM CEO Michael Pack instituted mass firings, then-Senator Rubio led a bipartisan effort to have such actions reversed. In the letter, Senator Rubio and colleagues stated:

    “We are at a critical moment in history where malign actors including Russia, China, and Iran, are using advanced tools and technology to undermine global democratic norms, spreading disinformation, and severely restricting their own free press to hamper access to independent news for their citizens. As these and other authoritarian regimes further crack down domestically, their citizens turn to outside media as their only trustworthy source of unbiased, accurate news.”

    This is no less true today.

    We are equally troubled that these actions put staff across all of those entities, who have faithfully served the interests of the U.S. government, at risk if they are forced to return to authoritarian countries where they may be subject to harassment, persecution, or arbitrary arrest. The agency appears to have no plan in place to address these risks. Already, 1,300 VOA staff and 75 percent of RFA U.S.-based staff have been put on leave.

    We respectfully request that you rescind the actions you have taken to date and refrain from any further downsizing or terminations, and that you ensure you are in compliance with your legal requirements, including to consult and notify Congress of any proposed changes and to meet congressional spending directives. We request that you respond to this letter no later than April 4, 2025 confirming your intent to do so.

    “I am so humbled by this recognition. Clearly, in the selection process, Nadia and Bob McConnell didn’t mind a bit of good old-fashioned nepotism! No, no. The fact that I get to share a name with the longest-standing advocates for Ukraine in Washington is just a very fortunate coincidence. On the other hand, it is not by chance that Ukraine emerged from the Soviet Union onto the long, arduous path toward proud and sovereign democracy. It is not by accident that the Ukrainian people have repeatedly resisted Russian subversion and invasion with their flag planted firmly in the West.

    “From Nadia and Bob’s vision grew an institution that has walked hand-in-hand with our Ukrainian friends at every step of the way. I’m grateful to the entire Foundation team for the essential work you’ve done over the past three decades to help sustain and enrich the U.S.-Ukraine relationship. And I’ve been proud to share your cause.

    “I was proud to stand with freedom-loving people trapped behind the Iron Curtain, and to take up President Reagan’s promise in his message to the Captive Nations: that ‘your struggle is our struggle, your dream is our dream, and someday you, too, will be free.’ I believed then – and believe now – that when Soviet communism crumbled, the West had an interest in helping newly liberated nations like Ukraine find their way. I believed then – and now – that even as NATO fulfilled its founding purpose, the trans-Atlantic alliance would remain the essential cornerstone of the West’s defense.

    “In pursuit of a freer and more stable world, it’s been a privilege to work over the years with so many of you here tonight. But it is also an obligation. So I hope you’ll forgive me for saying things that those in this room already understand…Reiterating principles you already believe in…Acknowledging a reality you already know to be true…But which we cannot fail to impress upon others.

    “Peace is a noble goal. And few deserve it more than the people of Ukraine, who feel the absence of peace most viscerally…When they stand in the rubble of their homes, their schools, and their churches…And when they say goodbye to children or parents bound for the front, some never to return.

    “If there’s anyone who I’ll take at their word when they say they want peace, it’s the people who had peace stolen from them…The nation whose unique identity has led Kremlin totalitarians – time and time again – to starve, subjugate, and try to destroy it.

    “If the past three years of suffering have served any purpose, it has been to remind the West of a truth that Ukraine has known for generations. Peace is a noble goal. But as our friends on the front lines understand in their bones, the price of peace matters. It matters today like it mattered in 1938, when the West took an aggressor at his word and trusted that his aims were modest, that he acted in good faith, and that appeasement would yield ‘peace for our time’.

    “Will the price of peace yet again be fawning Western weakness? Will we entertain Putin’s claim on Russian speakers beyond his borders like the West acquiesced to Hitler’s claim on German speakers?

    “The past three years have shown again how easily aggressors can twist history to suit their whims and provide fig leaves for their apologists, fifth columns, and useful idiots in the West.

    “We’ve seen a neo-Soviet imperialist spin medieval fictions to erase Ukraine’s history while his troops work to erase its modern sovereignty. But real history still offers real lessons. And if we fail to heed them, we only have ourselves to blame.

    “In 1985, when I was very new to the Senate, Margaret Thatcher came to Washington and addressed a joint session of Congress. Her message was clear: ‘Wars are not caused by the build up of weapons. They are caused when an aggressor believes he can achieve his objectives at an acceptable price. The war of 1939 was not caused by an arms race. It sprang from a tyrant’s belief that other countries lacked the means and the will to resist him.’ We know the Iron Lady was right. And we saw her words ring true three years ago.

    “America was in retreat from Afghanistan. Despite Putin’s invasions of Georgia in 2008 and Ukraine in 2014, Europe was still in denial about the urgent requirements of collective security. And a tyrant concluded – rightly – that our deterrence was neither capable nor credible. Of course, what he failed to account for was the unshakeable resolve of Ukraine. For three years now, we’ve watched the Ukrainian military adapt and innovate faster than America and Western allies could hope to, ourselves. Under constant siege, they’ve managed – for one thing – to become world leaders in tactical drones.

    “Ukrainians have seen the future of war…and they’re mastering it. Turning our backs on such capable partners isn’t just immoral. It’s self-defeating. Today – finally – European allies are making strides toward more capable forces of their own. But after three years, America is no more credible in the commitments we make to stand with our allies or defend our own clear interests. And our own capabilities are in decline. The continuing resolution Congress passed earlier this month was only the latest missed opportunity to get serious about restoring American hard power.

    “This war is a reminder that what happens in one region has implications in another… That weakness in the face of one adversary would invite aggression from another even closer to home…That our credibility was not divisible. Allies half a world away in Asia have told us the same – that Ukraine’s defense against Russian aggression matters to those who live in China’s shadow. America can’t afford to ignore these lessons. But that’s exactly what some of the President’s advisors are urging him to do.

    “When the President’s envoys trumpet the magnanimity of a thuggish autocrat, they do so under the watchful eyes of his friends in Beijing, Tehran, and Pyongyang. When his representatives in negotiations masquerade as neutral arbiters, or legitimize sham elections, or treat aggressor and victim as morally equivalent, they do so in full view of longtime partners across the globe – some who know the taste of aggression, and some who have good reason to fear its imminent arrival.

    “When American officials court the favor of an adversary at the expense of allies…When they mock our friends to impress an enemy…They reveal their embarrassing naivete.

    “Unless we change course, the outcome we’re headed for today is the one we can least afford: a headline that reads ‘Russia wins, America loses’…An illusory peace that shreds America’s credibility, leaves Ukraine under threat, weakens our alliances, and emboldens our enemies.

    “Back in 1940, FDR warned that ‘no man can tame a tiger into a kitten by stroking it’. But of course, by then, stroking and appeasement had already invited world war. And America was already on its way to spending more than a third of its GDP on fighting and winning it.

    “War is a heck of a lot more expensive than deterrence. After military spending hit 37% of GDP during World War II, it reached 13.8% during Korea, 9.1% during Vietnam, and 6% during the Reagan buildup that sealed the Cold War. The principle behind that build-up has returned as the most popular phrase in Washington today: peace through strength. But too many of those who use it – particularly among the President’s advisors – don’t seem ready to summon the resources and national will it requires. They ought to go back to the wisdom of President Reagan’s friend, Mrs. Thatcher. The rest of her advice to Congress goes like this: ‘Our task is to see that potential aggressors, from whatever quarter, understand plainly that the capacity and the resolve of the West would deny them victory in war and that the price they would pay would be intolerable.’

    “We have a lot of work to do on this front. The ‘resolve of the West’ will require that we actually stand with the West. Instead of mocking European allies and partners, it’ll mean building a stronger trans-Atlantic alliance…And continuing the work championed by another of tonight’s worthy honorees, Jens Stoltenberg.

    “Threatening ‘intolerable costs’ will require credibility. The best way to lose credibility – with allies in Europe and with friends further afield – is to abandon Ukraine as beyond the scope of our interests.

    “Just this week, the director of the CIA told my Senate colleagues that Ukraine and its people have been underestimated, and that they would ‘fight with their bare hands if they have to, if they don’t have terms that are acceptable to an enduring peace.’

    “Imagine, then, what would be possible at the negotiating table if we had given Ukraine the tools it needed on the battlefield when they needed them most. Imagine Ukraine’s leverage today if the West had armed it to the teeth from the get-go. And consider what’s still possible if America chooses today to stand behind our friends…If we committed to helping Ukraine secure a just and enduring peace.

    “I’ll close with an observation the great historian, Bernard Lewis, attributed to a Turkish general. It goes like this: ‘The Americans are dangerous allies. You never know when they are going to turn around and stab themselves in the back.’

    “To cut off Ukraine is to stab ourselves in the back. So is the denigration of allies who have fought and died alongside us. The Americans should be dangerous allies. The kind so dangerous that enemies of democracy, sovereignty, and free commerce wouldn’t dare to doubt our commitments or our resolve.

    “We’ve got a long road ahead. But I’m proud to share it with all of you. Thank you very much.”
