  • MIL-OSI China: S. Korean government declares state of disaster over massive wildfires

    The South Korean government declared a state of disaster on Saturday over wildfires that broke out in the country’s southeastern areas including Ulsan city, North Gyeongsang province and South Gyeongsang province, the Ministry of the Interior and Safety said.

    A mountain fire first broke out in Sancheong County in the province of South Gyeongsang on Friday afternoon before the fire continued to spread on Saturday.

    More massive mountain fires erupted on Saturday morning in other parts of the southeastern regions.

    Acting President Choi Sang-mok inspected the situation in the affected places, ordered relevant authorities to work together to mobilize all equipment available and bring the wildfires under complete control.

    At around 3:30 p.m. local time on the same day, the Korea Forest Service raised the national emergency alert level in the most affected areas to its highest, which is the “severe” stage.

    So far, four firefighters were reported dead and six were injured, local media reported.

  • MIL-OSI China: China, Japan, ROK FMs pledge to advance trilateral cooperation

    China is ready to work with Japan and the Republic of Korea (ROK) to elevate China-Japan-ROK cooperation under the new circumstances, and make it more mature, stable and resilient, Chinese Foreign Minister Wang Yi said in Tokyo on Saturday.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks at the 11th China-Japan-ROK Trilateral Foreign Ministers’ Meeting with Japanese Foreign Minister Takeshi Iwaya and ROK Foreign Minister Cho Tae-yul.

    Noting that the trilateral cooperation is one of the most deeply rooted, highly institutionalized, and promising cooperation frameworks in East Asia, Wang said the three-way cooperation has yielded positive results over the past 20 years since its inception, which not only benefits the peoples of the three countries and their respective development, but also promotes regional stability and economic integration.

    With the joint efforts of the three parties, new progress has been made in the cooperation in the six key areas identified at the Ninth China-Japan-ROK Trilateral Summit, Wang said, adding that facts have proved that the more solid China-Japan-ROK cooperation, the stronger the ability of the three countries to withstand risks, the stronger the foundation for empowering development, and the more effective the promotion of mutual understanding and friendship between the peoples.

    Wang noted 2025 marks the 80th anniversary of the founding of the United Nations, as well as the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and only by sincerely reflecting on history can we truly create the future.

    The three countries should review the consensus of “facing history squarely and looking to the future,” stick to the original intention of cooperation and promote the China-Japan-ROK cooperation to achieve the effect of “1+1+1>3” for the benefit of the three countries, the region and the world.

    Stressing that wind and rain are the norm, but being undeterred by them is a state of mind, Wang said to achieve steady and lasting trilateral cooperation, it is essential to create a virtuous cycle of mutual reinforcement with bilateral relations.

    In particular, the three countries need to respect each other’s core interests, properly manage differences, and continuously build consensus, cultivate momentum and deepen cooperation on the basis of maintaining sound and steady relations, Wang said.

    First, Wang said, the three countries will deepen economic and trade cooperation and strengthen its role as the “ballast stone.” Negotiations on the China-Japan-ROK Free Trade Agreement should be resumed at an early date to reach an agreement, expand mutual trade and investment, set up a trilateral dialogue mechanism on export controls, and maintain the stability and smoothness of industrial and supply chains.

    Second, to promote scientific and technological innovation to stimulate new drivers for growth. In line with the principle of openness and cooperation, we will share innovation opportunities and enable new quality productive forces to better empower the high-quality development of the three countries. A trilateral dialogue mechanism on digital economy cooperation will be established. Japan and the ROK are welcome to actively participate in the China-Japan-ROK Innovation Cooperation Center that China is planning to establish.

    Third, to expand people-to-people and cultural exchanges and consolidate public support. We will strive to increase the number of people-to-people exchanges among the three countries to 40 million by 2030, ensure the success of the China-Japan-ROK Year of Cultural Exchange from 2025 to 2026, continue to build the brands of “Culture City of East Asia” and “CAPMUS Asia,” carry forward the fine traditional culture of East Asia, and promote mutual understanding and friendship among our peoples.

    Fourth, to respond to common challenges and promote sustainable development. We will deepen cooperation in healthy aging, medical and health care, new energy, green development and ecological and environmental protection, and strengthen cooperation in disaster management, police and counterterrorism, and jointly address non-traditional security challenges.

    At present, as changes unseen in a century accelerate, global economic growth remains sluggish, geopolitical conflicts are intensifying and the global openness index keeps declining, Wang pointed out that China, Japan and the ROK, as important countries in the Asia-Pacific and major economies in the world, should adhere to the general direction of open economy, jointly uphold free trade, firmly safeguard the rule-based multilateral trading system, foster an open, inclusive and non-discriminatory international economic environment, and promote economic globalization that benefits all.

    We should actively promote regional cooperation, support the building of the Association of Southeast Asian Nations (ASEAN) Community, create more “China-Japan-ROK+” cooperation projects, and inject strong impetus into the development of East Asia cooperation with the vitality of trilateral cooperation, Wang added.

    He said the three countries should practice a new concept of common, comprehensive, cooperative and sustainable security and jointly safeguard regional and world peace, noting we should adhere to the unity of independence and self-reliance and take the destiny of Asia into its own hands.

    The top diplomats of the three countries exchanged in-depth views on trilateral cooperation as well as regional and international issues and made preparations for the 10th China-Japan-ROK Trilateral Summit, believing that they should jointly maintain the momentum of trilateral cooperation, advance practical cooperation in the six key areas in a comprehensive and balanced manner based on the Trilateral Cooperation Vision for the Next Decade, explore new areas of cooperation and expand future-oriented cooperation on the basis of maintaining continuity.

    The three sides also agreed on continuing to deepen people-to-people and culture exchanges, enhance mutual understanding and mutual trust, enrich practical cooperation in various fields, and work for more new outcomes that benefit the peoples of the three countries and the region.

    Police were called about 2.45pm.

    The road is closed, and the Serious Crash Unit will examine the scene.

  • MIL-OSI China: Hong Kong-born giant panda cubs meet public under mother’s patronage

    Visitors to Ocean Park Hong Kong can see Hong Kong-born twin giant panda cubs together with their mother Ying Ying from Saturday.
    Fans of the cubs had come for the moment of maternal affection two hours before the amusement park opened.
    “Giant panda cubs grow up best nurtured by their mothers. They usually won’t live independently until two to three years old,” said Howard Chuk, head of zoological operations and conservation of Ocean Park Hong Kong. Tagging along their mother allows the cubs to learn sniffing and other skills humans can’t teach.
    In the venue, the male cub followed Ying Ying closely and coyly jollied for her attention until the mother kissed it and licked its tummy. The female cub also got a kiss-on-the-cheek from Ying Ying while resting on a wooden rack. After the cubs frolicked for some time, Ying Ying breastfed them.
    The park said it would dole out around 3,000 entrance tickets for visitors to see the giant panda family from 10 a.m. every day. On Saturday, all tickets had been distributed by noon. Visitors are allowed 3 minutes with the family in 40-strong groups.
    The two cubs, who made their public debut on Feb. 16 when they turned six months old, now weigh around 12 kilograms each. They are breastfed and bottle-fed.
    The father Le Le now lives separately from the family because giant pandas are solitary animals, said the park. Male pandas don’t take care of young offspring.
    The two cubs’ official names will be unveiled in the first half of the year, chosen from entries for a city-wide naming contest.

  • MIL-OSI China: China contributes to world meteorological early warning efforts

    March 23 marks the 65th World Meteorological Day, with the theme of “Closing the Early Warning Gap Together.”
    Planet Earth faces unprecedented climate challenges. 2024 was the hottest year on record. Global warming has triggered frequent and intensified extreme weather events, which emphasizes the importance of early warning systems in disaster prevention and mitigation.
    In March 2022, UN Secretary-General Antonio Guterres launched the Early Warnings for All (EW4All) initiative.
    From global consensus to national action, China is implementing its National Climate Change Adaptation Strategy 2035 to build a climate-resilient society.
    “Ensuring universal access to meteorological early warning systems is not only a shared vision of the international community but also an important mission of China’s meteorological departments. China Meteorological Administration (CMA) will continuously enhance the meteorological science and technology, improve public services, deliver more robust scientific, institutional and governance support to achieve the goals of EW4ALL initiative, and contribute more wisdom and plans to building a community with a shared future for mankind,” said Chen Zhenlin, head of the CMA.
    CMA has made great efforts to step up meteorological disaster monitoring, forecasting, and warning as well as prevention and response capabilities.
    Today, the new-generation National Emergency Early Warning Information Release System disseminates 82 types of warning information to designated emergency responders within one minute, achieving 99.1 percent public coverage.
    “Enhancing meteorological science and technology capabilities underpins more timely, accurate and widespread early warning dissemination,” said Chen Zhenlin.
    China has effective early warning mechanisms such as Progressive Service and High-Impact Alert and Response systems. When high-impact hazards occur, each warning triggers immediate action, followed by confirmation to ensure closed-loop disaster prevention.
    Recently, Ko Barrett, deputy secretary-general of the World Meteorological Organization (WMO) said, “I love the focus on ensuring that the people and their safety are actually of central importance. ”
    China stands ready to work with fellow developing countries through professional training, visiting scholar programs, and research scholarships to enhance its shared capacity for climate resilience.
    China’s Fengyun meteorological satellite data services now cover 133 countries and regions, achieving an 80 percent global service satisfaction rate.
    Celeste Saulo, secretary-general of the WMO, highlighted the critical role of China’s upcoming satellite launch in advancing global early warning capabilities.
    In 2024, CMA and Vietnam Meteorological and Hydrological Administration (VNMHA) shared rainfall observation data from meteorological stations in China-Vietnam bordering areas, supporting decision-making for local governments on both sides, in particular county- and prefecture-level governmental agencies in disaster mitigation and response work.
    The joint development work by CMA and Pakistan Meteorological Department (PMD) has resulted in an Early Warning Supporting System tailored for Pakistan. The system features a cloud-based open platform and toolbox series covering local information access, numerical weather prediction (NWP) models, artificial intelligence (AI) models, severe weather identification algorithms, early warning information dissemination, etc., enabling swift and effective tracking of meteorological disasters.
    Given the theme of this year’s World Meteorological Day, I think China has already made progress in closing the early warning gap, said Somses Sieglinde, a meteorologist from Namibia.

  • MIL-OSI Asia-Pac: 2024 Is Singapore’s Warmest Year On Record

    Singapore, 23 March 2025 – Singapore’s 2024 Annual Climate Assessment Report was released by the National Environment Agency (NEA)’s Meteorological Service Singapore (MSS) in conjunction with the World Meteorological Day. The report covers Singapore’s main climatic features and notable weather records and events in 2024 and is available on the MSS website at www.weather.gov.sg (please refer to Annex A for an infographic on Singapore’s climate in 2024).

    Singapore’s Climate in 2024

    Temperature

    2          In 2024, Singapore’s annual average temperature was 28.4 degrees Celsius, making it the warmest year on record (tied with 2019 and 2016). Every month in 2024 was equal to or warmer than its corresponding long-term average temperature. Temperature records were broken on several occasions during the year, with record high daily minimum temperatures in February and record high daily maximum temperatures in December. 

    3          The preceding decade (2015-2024) was Singapore’s warmest decade on record at 28.11 degrees Celsius. This is 0.05 degrees Celsius warmer than the decade from 2014-2023, and the fourth consecutive year that Singapore’s decadal mean temperature record has been broken.

    4          While climate change contributed to warmer temperatures, climate variability in 2024 also played a role. The El Niño [1] event that developed in 2023 and ended in the second quarter of 2024 likely contributed to the warm temperatures in 2024, including during Singapore’s hot season (March – May), which was the third warmest hot season on record, after 1998 and 2016 which were also associated with strong El Niño events.

    5          Singapore’s annual temperature trend in 2024 is similar to the global trend recently reported by the World Meteorological Organization [2]. 2024 has been declared the warmest year on record globally since 1850.

    Heat Stress

    6          Singapore experienced higher annual daily mean Wet Bulb Globe Temperature of 27.0 degrees Celsius in 2024 compared to 26.6 degrees Celsius in 2023. However, the number of days of high heat stress [3] was lower. There were 21 days of high heat stress in 2024, fewer than the 37 days in 2023. Most of the 21 high heat stress days in 2024 were during Singapore’s hot season (March to May).

    Rainfall

    7          In 2024, Singapore’s annual total rainfall of 2739.8mm was 8.1 per cent above the long-term average of 2534mm, making 2024 the twelfth wettest year since 1980. January and November 2024 were exceptionally wet, recording rainfall 83.3 per cent and 47.4 per cent above their respective long-term averages. November’s islandwide average rainfall also broke the record for the wettest November since 1980. July and December were notably dry, 52.7 per cent and 30.0 per cent below their respective long-term averages.

    8          While there has been a gradual increase in Singapore’s average annual total rainfall, there is no significant trend in the frequency of heavy rain events and the highest 60-minute rainfall intensity. In 2024, the highest 60-minute rainfall intensities were experienced in the months from September to December compared to the rest of the year, with the highest value of 93mm recorded on 29 December.

    Notable Weather Events in 2024

    Dry Spell in July

    9          Between 18 and 30 July, Singapore experienced 18 consecutive days with daily total rainfall of less than 1.0mm, marking Singapore’s first dry spell since August 2019. Temperatures were also warm, with daily minimum temperatures staying above 28 degrees Celsius in most parts of the island.

    Intense Sumatra Squall

    10        On 17 September, an intense Sumatra Squall swept across Singapore between 7pm and 8:30pm. Maximum wind gusts exceeded 80km/h, with East Coast Parkway recording 83.2km/h at 7:33pm. The squall also brought cooler weather, with temperatures dropping by about 5 degrees Celsius in five minutes.

    Heavy rains in October

    11          Even though October is not usually a wet month and October 2024’s monthly rainfall was below its long-term average, Singapore experienced exceptionally high rainfall on 14 October 2024. Regional convergence of winds caused widespread thunderstorms over the island from midnight into the afternoon. The highest daily rainfall recorded that day was 145.8mm at Kent Ridge, making it one of the wettest days of the year

  • MIL-OSI Australia: Australia-Korea Foundation Board appointments and grants

    Today I announce the appointment of Dr Scott Watkins as Chair of the Australia-Korea Foundation (AKF), as well as new board members to support the Foundation’s work.

    The AKF works to strengthen economic, strategic and personal links between Australia and the Republic of Korea (ROK).

    Dr Watkins has been a Board Member since 2022 and is active in forging networks between Australian and South Korean youth. He is the Chief Sustainability Officer at KISCO, a South Korean chemicals and inks manufacturer, and previously worked for CSIRO.

    I am pleased to announce the appointment of three new board members who each bring extensive experience to support the objectives of the AKF:

    • Professor Gordon Flake, founding CEO of the Perth USAsia Centre
    • Ms Julianne Lee, Vice President of Voice of Korean Australian Businesses and Director a Rosecello Pty Ltd
    • Mr Sung Ho Lee, Partner at Johnson Partners.

    I have reappointed Ms Robyn Bryant, from Bryant Family Grazing in Southern Queensland, for a second three-year term from March 2025.

    I greatly appreciate the efforts of outgoing Chair Peter Coleman and Board Member Ms Karen Halbert for their substantial contribution the Australia-ROK relationship and thank them for their work supporting the AKF.

    Today I am also delighted to announce that grants have been awarded to 22 recipients in the 2024-25 AKF Grant Round. These are listed on the AKF website and include:

    • The Australia-Korea Academic Maritime Security Dialogue in South Korea, convened by La Trobe University and the University of Western Australia, to promote discussions on maritime-related issues in our region.
    • An Australia-Korea Business Council initiative to connect female leaders in Australia and South Korea through networking and panel discussions, to promote leadership skills, cross-cultural exchanges and mentorships.
    • Supporting 10 Australian scientists to attend the Federation of Asian and Oceanian Biochemists and Molecular Biologists’ Young Scientist Program in South Korea, to enhance bilateral scientific ties.

    I am pleased to announce the 22 recipients of the Australia-Japan Foundation (AJF) grant round for 2024-25.

    The AJF advances Australia’s foreign and trade policy interests with Japan by supporting partnerships in areas of shared interest and increasing Australian engagement with Japan.

    The grant recipients in 2024-25 include:

    • The Australian Antarctic Program Partnership at the Institute for Marine and Antarctic Studies, University of Tasmania, to develop new pathways for Japanese and Australian scientific collaborations in Antarctic and Southern science.
    • An Australian Strategic Policy Institute (ASPI) workshop to convene leading Pacific experts from Australia, Japan and the Pacific, focusing on improving Pacific resilience to new security challenges.
    • The University of Queensland’s initiative to advance higher education on sustainable construction in Australia and Japan through teaching workshops, a public guest lecture series, and a presentation at Expo 2025, Osaka, Kansai.
    • A Drift Consulting project to bring together Australian and Japanese experts to exchange knowledge and progress the use of Australian seaweed in livestock feed to reduce emissions.

  • MIL-OSI China: China, Japan hold sixth high-level economic dialogue

    TOKYO, March 22 — Chinese Foreign Minister Wang Yi and his Japanese counterpart Takeshi Iwaya on Saturday co-chaired the sixth China-Japan High-Level Economic Dialogue in Tokyo.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, pointed out that since the normalization of diplomatic relations between China and Japan, bilateral trade has increased more than 300 times and has remained at a high level of 300 billion U.S. dollars for 15 consecutive years, with the accumulative bilateral investment reaching nearly 140 billion U.S. dollars.

    The economic outcomes proved that China and Japan are partners, not rivals, Wang stressed.

    Amid profound adjustments in the global economic landscape, rising unilateral protectionism, and setbacks to economic globalization, China and Japan, as major world economies, should establish a correct understanding of each other, demonstrate responsibilities, seek development with innovative thinking, add momentum to cooperation and mutual benefit, and reduce obstacles and differences, Wang said.

    He called for efforts on four key areas of cooperation, including accelerating the transformation and upgrading of economic and trade cooperation, achieving strong partnerships for mutual success, addressing each other’s concerns in a balanced manner, and strengthening regional and multilateral cooperation.

    The two countries should uphold the tradition of promoting political relations through economic cooperation, and expand dialogue and exchanges across all sectors to cultivate new growth drivers, Wang said.

    Enterprises from both countries should be encouraged to collaborate in artificial intelligence, the digital economy, energy conservation, environmental protection, and green trade.

    Cooperation in medical and elderly care industries will be further strengthened to foster the “silver economy.”

    The two countries should expand third-market cooperation to benefit the Global South, and support each other in the successful hosting of the Osaka Expo and the China International Import Expo, while promoting regional cooperation, Wang said.

    With a forward-looking approach, China and Japan should leverage the China-Japan economic partnership consultation mechanism to enhance government-business communication, expand market access and eliminate discriminatory restrictions.

    The two sides will work to avoid the politicization of economic security in order to maintain stable and smooth industrial and supply chains.

    Upholding Asian values, the two countries should advocate openness over isolation, and promote inclusiveness over exclusiveness, Wang noted.

    Negotiations for the China-Japan-Republic of Korea Free Trade Agreement should be resumed and the process of establishing an Asia-Pacific Free Trade Area should be advanced, according to Wang.

    Officials from 15 government departments of both countries attended the meeting.

    In conclusion, Wang said that the dialogue enhanced mutual understanding and confidence in cooperation.

    At a time when unilateral protectionism is rampant, the dialogue has sent a strong signal in support of a free trade system, adherence to international trade rules, and alignment with economic globalization.

    Both sides should further expand their horizons and explore new areas of cooperation to continuously enrich the China-Japan strategic relationship of mutual benefit, Wang said.

  • MIL-OSI China: China, New Zealand complete historic joint dive expedition to Puysegur Trench

    WELLINGTON, March 22 — Chinese and New Zealand scientists have successfully concluded a groundbreaking collaborative dive expedition to the Puysegur Trench, supported by the Chinese Academy of Sciences (CAS) Global Trench Exploration and Diving program (Global TREnD).

    “For the first time in history, humans have reached the deepest point of the Puysegur Trench,” said Du Mengran, chief scientist of the joint research expedition, during the Concluding Open Day in Wellington on Friday.

    The expedition unveiled numerous novel phenomena and yielded an extensive collection of valuable biological samples, many of which represent new depth records or are suspected new species, Du said. Additionally, various rock samples were collected, providing critical materials for studying subduction processes and geological mechanisms.

    Over the past three months, the joint China-New Zealand expedition was conducted by the CAS Institute of Deep-Sea Science and Engineering (IDSSE), in collaboration with New Zealand’s National Institute of Water and Atmospheric Research (NIWA).

    The mission marked the first international scientific dive exploration of the Puysegur Trench and the second collaborative deep-sea expedition between China and New Zealand.

    The expedition involved 68 scientists from eight countries, including New Zealand, Malaysia, Denmark, Germany, France, Brazil, India, and China.

    Liu Weidong, director general of the Bureau of International Cooperation, CAS, said this collaborative spirit embodies the essence of scientific exploration, transcending borders to explore the unknown world for mankind.

    Leveraging the cutting-edge full-water-depth manned submersible Fendouzhe (Striver) and the Tansuo series of research vessels, the team conducted the first manned dive exploration in the Puysegur Trench, located in the notoriously treacherous “Roaring Forties” region.

    Despite extreme sea conditions, the team successfully completed 32 dive missions, setting a new Chinese record of 75 hours across five dives. Du highlighted that this mission was jointly designed by Chinese and New Zealand scientists and executed by a multinational team, with nine dive missions completed by foreign scientists.

    Samples and data collected during the expedition were shared among participating scientists, fostering international collaboration.

    Rob Murdoch, NIWA’s deputy chief executive, emphasized that the China-New Zealand partnership provided New Zealand scientists with unique access to deep-sea exploration resources. The ability to gather deep-sea samples and data that would otherwise be unattainable is invaluable, he said, praising the achievement of completing so many dives under the harsh conditions of the Southern Ocean.

    Among the discoveries were new species of invertebrates and fish, significantly expanding scientists’ understanding of New Zealand’s marine biodiversity. The expedition also uncovered rare whale fall-deep-sea organisms that thrive exclusively on the remains of deceased whales.

    Murdoch expressed enthusiasm for continued collaboration in the coming years, focusing on sample processing, data analysis, and publishing the expedition’s final findings.

    This joint mission follows the first manned deep-sea scientific voyage by Chinese and New Zealand scientists in late 2022. That expedition, aboard the research vessel Tansuo-1 and utilizing the Fendouzhe submersible, explored the Scholl Deep, the deepest point of the Kermadec Trench, located north of New Zealand, approximately 10,000 meters below sea level.

    Chinese Ambassador to New Zealand Wang Xiaolong said the deep sea has always been a challenging frontier for human exploration. However, with technological advancements, manned submersibles such as Fendouzhe have turned deep-sea research from fantasy into reality.

    This expedition to the Puysegur Trench will undoubtedly advance human exploration of the deep ocean and contribute to the development of global marine research, Wang said.

    Hadal trenches, defined as deep-sea regions exceeding 6,000 meters in depth, are characterized by extreme conditions, including immense hydrostatic pressure, perpetual darkness, low temperatures, and significant tectonic activity. These unique environments foster complex chemosynthetic ecosystems and harbor unknown life forms, making them a frontier for groundbreaking discoveries in both Earth and life sciences, according to the IDSSE.

    To date, the Global TREnD dive expeditions have been conducted in nine major global hadal trenches, including the Mariana, Yap, Kermadec, Diamantina, Wallaby-Zenith, Java, Kuril-Kamchatka, Aleutian, and Puysegur trenches.

  • MIL-OSI New Zealand: Arrest made in connection to retail crimes in Central Auckland

    A 49-year-old man previously sought by Police in connection to a spate of offending in Auckland retail premises has now been arrested.

    He is due to appear in Auckland District Court tomorrow on nine charges of aggravated assault, five charges of theft from retails, and several other charges.

    The warrant for his arrest in connection to an aggravated robbery will also be heard.

    Police would like to thank the Auckland city centre retail community, as well as the security sector, who kept Police up to date with sightings and information, and ultimately led us to making an arrest.

    We believe this arrest will make the city centre safer.

    The Albanese Government will work with states, territories, businesses and unions to design a national licensing scheme for electrical trades people.

    We’re cutting red tape to save tradies time and money.

    This reform is good for workers, good for businesses and will make our economy more productive and competitive.

    It will help housing affordability by easing workforce shortages that are holding back construction of more homes.

    The 2025–26 Budget will enable the design and implementation of the national licensing scheme through the National Competition Policy (NCP) framework.

    The Government has committed $900 million to the National Productivity Fund to drive NCP reforms.

    National licensing will enable people in electrical trades to work seamlessly across state and territory borders without reapplying for a separate licence or paying additional fees.

    By removing unnecessary barriers, this scheme will encourage highly skilled electrical workers to go where they are needed most in the industry, like in housing construction and clean energy.

    As this scheme relates to high‑risk occupations, it will address the need for high standards, while cutting red tape, delays and multiple fees for trades people.

    Of all the construction trades, more workers are employed in electrical services than any other, accounting for around one in seven workers in construction.

    Productivity Commission modelling shows that reforming occupational licensing across a range of industries could provide significant benefits, including a boost to economic output of up to $10.3 billion.

    The Albanese Government has a big and broad economic agenda aimed at boosting productivity because we recognise this is the key to growing our economy and further lifting living standards.

    The Liberals oversaw the slowest decade of productivity growth in 60 years and we’re working hard to turn that around.

    The Liberals abandoned a national license scheme agreed with states and territories at their first Council of Australian Governments meeting under then Prime Minister Tony Abbott in 2013.

    National licensing will complement reforms previously agreed under NCP, including the development of a national screening check for workers in the care sector, streamlining commercial zoning and planning, and removing barriers that inhibit the take‑up of modern construction methods.

    The Albanese Government’s five pillar productivity agenda is focused on creating a more dynamic economy, building a skilled workforce, harnessing data and digital, investing in net zero and delivering quality care more efficiently.

    We’ll make our economy more productive by investing in the jobs and industries of the future and by backing our people, not by making Australians work longer for less.

    Our fourth budget is all about helping with the cost of living, paying down Liberal debt and building a stronger economy.

    We’ll continue to do what we can to make our economy more productive and competitive and ease the burden on tradies and small businesses.

    (Neville Chamberlain was Britain’s Prime Minister from 1937 to 1940.  His name is synonymous with the policy of “appeasement” because he conceded territorial concessions to Nazi Germany in the late 1930s, fruitlessly hoping to avoid war)

     

    “It’s unprecedented in New Zealand history that a government would refuse to condemn Israel breaking its ceasefire agreement and resuming industrial-scale slaughter of civilians.  That is what Israel is doing today in Gaza, with full backing from the White House,” Minto says.

     

    “Chamberlain went to meet Hitler in Munich in 1938 to whitewash Nazi Germany’s takeovers of its neighbours’ lands.”

     

    “Peters has been in Washington to agree to US approval of the occupation of southern Syria, more attacks on Lebanon, resumption of the land grab genocide in Gaza and get a heads-up on US plans to ‘give’ the Occupied West Bank to Israel later this year.”

     

    “If Peters disagrees with any of this, he’s had plenty of chances to say so.”

     

    New Zealanders are calling for sanctions on Israel but Mr Peters and the National-led government are looking the other way.”

  • MIL-OSI Asia-Pac: Breast milk donations save lives

    Last April, Ida Chan welcomed her son into the world. He was born a kilogramme lighter than expected, and Ida decided to breastfeed to help him bulk up.

    Initially, she faced challenges. As her baby was hospitalised due to newborn jaundice, Ida missed the initial window to start breastfeeding. As she struggled to produce enough milk herself, she was also distressed to discover that her son had trouble digesting baby formula.

    Fortunately, she managed to boost her milk supply through consistent pumping and was finally able to breastfeed exclusively three months later.

    With her son now thriving, she knows she made the right decision. “Every drop of breast milk is not just about tiredness, pain and time,” she reflected. “It is all about a mother’s love to her baby.

    Heartfelt giving

    When Ida subsequently learned about some of her friends’ premature babies being severely underweight, it hit close to home. Accordingly, when she learned about the launch of the Hong Kong Breast Milk Bank, she did not hesitate to sign up online right away.

    After clearing a health screening, she began donating some of her breast milk, just as she had hoped.

    Even though she has returned to working full-time and her own child is eating more solid foods, combined with three milk feeds a day, Ida still makes time to pump and reserve an extra bag to donate to other babies.

    Altogether, it takes half an hour for her to pump the milk, store it, and clean up, but she is heartened that she is able to lend a hand to other families in need. “I think it is worth it because I am doing something good for the community.”

    She added that she wants to set an example to her son. “In the future, I want to tell my baby ‘Your mother was helping others, and I want you to be a person like me.’”

    Beyond expectations

    Donating breast milk is not as simple as having good intentions, however. To qualify, donors need to be currently lactating, and have a baby under one year old. They also have to be in good health, pass a thorough assessment that includes a review of their medication history, and submit to undergoing blood tests every three months.

    Since launching in January of this year, the Hong Kong Breast Milk Bank, located in the Hong Kong Children’s Hospital, has collected more than 300 litres of donated breast milk and recruited over 100 eligible donors.

    Hong Kong Breast Milk Bank Director Dr Rosanna Wong said the numbers are beyond expectations.

    This month, the initiative began its second phase, offering donor breast milk to all nine of the Hospital Authority’s Neonatal Intensive Care Units.

    “The first priority of using this milk are those babies who are born under 32 weeks of gestation, or with birth weight less than 1.5kg,” Dr Wong explained. “Other babies who require the milk will be those who have severe diseases like congenital heart disease, or after a gastrointestinal operation.”

    She added that if the bank could gather more donations, milk could be given to less premature babies, or even full-term babies with special needs.

    All milk donated to the bank undergoes pasteurisation, microbiological testing and nutritional analysis, all under strict temperature controls, to ensure its safety and quality.

    Ideal nourishment

    Dr Wong described breast milk as the best nutrition for infants, particularly premature babies, as it contains unique properties such as immunoglobulins and immune factors that protect these babies from infections.

    She emphasised that using breast milk for such babies reduces complications, including necrotising enterocolitis.

    Calling on the community to rally behind the cause,” she added: “Each drop of donated breast milk is a gift of life for these vulnerable babies. We are looking forward to receiving more support from the mothers and the community.”

    The crash was reported around 10:30am.

    Initial indications suggest multiple people have been seriously injured. Helicopters are enroute to transport the patients.

    The road is blocked and motorists are advised to expect delays.

    “It’s totally unacceptable that a Kāinga Ora tenant with 25 complaints of anti-social behaviour, six formal warnings, and police callouts has retained their taxpayer-funded tenancy”, says ACT’s Housing spokesperson Cameron Luxton.

    “It’s clear that violent behaviour from people receiving a state home is still occurring and that the crackdown on them needs to go further.

    “The Tenancy Tribunal has refused to terminate a KO tenancy in Whangarei even after Police confirmed that a ‘non-accidental shooting’ had occurred and that there was ‘a high risk of retaliation and ongoing violence of a similar nature from the parties involved’, and that threats had been made against a neighbour.

    “KO urgently sought termination of the tenancy, but the Tribunal found that because the complaints came from anonymous sources and no complainant was willing to give evidence, the application to terminate lacked corroboration.

    “ACT policy would ensure the requirement for KO to prove anti-social behaviour can include testimony from other residents in the neighbourhood. Both parties would have access to a private hearing by the Tenancy Tribunal to give testimony. This would protect witnesses and tenants in vulnerable situations who may be victims of abuse or intimidation.

    “ACT’s coalition agreement committed to removing National and Labour’s damaging ‘Sustaining Tenancies Framework’ which has helped. But we clearly need to go further. In particular, ACT campaigned on:

    Reducing bureaucracy around termination. Sign-off would only be required from the service unit manager, not the Deputy Chief Executive and Chief Executive.

    * Specifying that a tenancy can be terminated and not simply transferred to a different Kāinga Ora property if the tenant engages in dangerous or severe disruptive behaviour. Such behaviour would include drug production or supply, acts of violence, presentation of weapons, persistent intimidation or malicious harassment, and threatening or intimidating behaviour.

    * Clarifying that tenants who are terminated for anti-social behaviour will be moved to the bottom of the public housing and emergency housing waitlists.

    * Clarifying that the requirement for Kāinga Ora to ‘prove’ anti-social behaviour can include testimony from other residents in the neighbourhood. Both parties would have access to a private hearing by the Tenancy Tribunal to give testimony. This will protect witnesses and tenants in vulnerable situations who may be victims of abuse or intimidation.

    “These tenants would not simply be moved on to another Kāinga Ora tenancy. ACT would move them to the bottom of both the public housing and emergency housing waitlists.

    “This will introduce consequences for bad behaviour and provide an incentive for tenants to change their behaviour. And it will give more deserving people on the housing register who have not treated the community with disrespect a chance to be housed.”

    Police are continuing to appeal for information from the public in the Operation Ascot homicide investigation in Wairarapa.

    The Featherston scene examination is expected to be completed this morning.

    The Kaitoke and Carterton scenes and cleared, and a blessing of the Carterton scene will take place later today.

    A post-mortem of the deceased is expected to take place in Wellington tomorrow.

    Charges are still being considered for the two men taken into custody yesterday.

    Police maintain a presence in Wairarapa for community reassurance – however, we also reiterate our appeal to the public.

    We know a number of people would have seen elements of what happened yesterday, and we are keen to talk to you if you have not already spoken to Police.

  • MIL-OSI New Zealand: Fatal crash, Wellington

    One person has died after a two-vehicle crash on the Wellington motorway overnight.

    Emergency services were called to State Highway 1, Kaiwharawhara about 11:30pm where two cars had collided in the northbound lane.

    Sadly, the driver of the first vehicle was unable to be revived, and died at the scene.

    The passenger from the first vehicle, and driver of the second, were both taken to Wellington Hospital with non-life-threatening injuries.

    The Serious Crash Unit attended the scene and a crash investigation is underway.

    The motorway reopened about 3:45am.

    Services based at the hub will include Northside Community Services, Relationships Australia, and Multicultural Hub Canberra.

    A new youth and community hub has opened to the public on Gribble Street in Gungahlin.

    ‘Gunners Place’ will welcome the community while planning and design work continues on a larger venue.

    The hub will serve as a base for groups to come together, share ideas, and work on initiatives to support their community.

    The new meeting place will offer equipment to support shared office spaces. It will also feature a meeting room, small kitchen and smart board.

    The ACT Government partnered with Barnardos Australia to set up Gunners Place.

    Services based there will include Northside Community Services, Relationships Australia, and Multicultural Hub Canberra.

    “We look forward to welcoming the local community into Gunners Place,” Michael Dunne of Barnardos Australia said.

    “Young people will have an inviting, safe, non-judgemental and fun space where Youth Workers from the four services will be available to help and support them.

    “Gunners Place will also be able to host other programs and school holiday events. The space can be hired out after hours and on weekends by the community,” he said.

    Development approval for the new Gungahlin Community Centre is underway. It is expected to open in late 2026.

    A community panel worked with the ACT Government to determine the centre’s needs, preferred location, design and ongoing building management model.

    Draft designs were developed to create a space to best meet the needs of the entire Gungahlin community.

    [WASHINGTON, D.C.] – Combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Armed Services Committee (SASC)—joined U.S. Senator and fellow SASC colleague Elizabeth Warren (D-MA) in demanding clarity from U.S. Secretary of Defense Pete Hegseth on meetings held by Elon Musk at the Pentagon today. In a letter, the Senators requested several answers to questions about whether Elon Musk received a “top-secret briefing on U.S. war plans for China” that media reports indicated would have provided him with access to information that is “among the military’s most closely guarded secrets.” Initial reports from the New York Times, later confirmed by the Wall Street Journal, indicated that Elon Musk was scheduled to receive such a briefing today, “because he asked for one.” But President Trump, Elon Musk and Secretary Hegseth indicated that they may have reversed course after this news became public. However, it still remains unclear what information Mr. Musk received at the Pentagon today.

    “We hope that you did not share top-secret war plans with Mr. Musk today and do not do so in the future,” wrote the Senators. “Although they may satisfy his curiosity, there is no legitimate national security or other rationale for providing this information to Mr. Musk – who is not a military or national security expert, is not a member of the President’s cabinet, and is not even serving as a permanent federal employee.”

    Although Mr. Musk is ostensibly engaged in an effort to cut wasteful spending with his Department of Government Efficiency (DOGE), there is no need for him to obtain access to some of our most sensitive secrets in order to do so. Meanwhile, Mr. Musk’s conflicts of interest also raise significant concerns.

    Mr. Musk has extensive business interests in China through his automotive company, including a factory in Shanghai that “was built with special permission from the Chinese government” and “now accounts for more than half of (the company)’s global deliveries.” Along with Mr. Musk’s “extensive financial interests in China,” in public, Mr. Musk has “avoided criticizing Beijing and signaled his willingness to work with the Chinese Community Party (CCP).” He has parroted CCP talking points – contrary to the current official U.S. foreign policy – that Taiwan is “an integral part of China” and should become a special administrative zone like Hong Kong.

    “The military’s top-secret information is classified as top secret for a reason,” concluded the Senators. “The unauthorized disclosure of such information to any one of our adversaries could pose exceptionally grave national security risks.”

    The Senators asked Secretary Hegseth a series of questions to establish an accurate accounting of Mr. Musk’s briefing, including precisely what information was provided to Mr. Musk today and why.

    The Culture, Sports & Tourism Bureau today said it is highly concerned about the errors made by Cityline in printing some of the tickets for the “Coldplay: Music of the Spheres World Tour”, and has requested Cityline to handle the matter swiftly and properly to ensure that ticket holders’ experience would not be affected.

    The bureau learnt that Cityline has provided several remedial measures, including adding ticket exchange locations in Hong Kong and the Mainland, extending the ticket exchange time period until the performance starts, and refunding handling fees to affected ticket holders, in order to respond to the requests by those affected.

    Chief Secretary Chan Kwok-ki held a gathering today with the third-term Partners’ Board under the Strive & Rise Programme and some 200 guests, sharing the programme’s fruitful achievements.

    During the gathering, mentors said that by making use of resources allocated by the business sector, various innovative activities were organised to enrich mentees’ learning profiles and broaden their exposure. In addition, mentors shared how they built trusting relationships with mentees and guided them to develop a positive outlook on life.

    Addressing the event, Mr Chan highlighted that 4,000 mentees had been admitted to the third cohort of the programme and that the matching of mentors and mentees had been completed.

    Mentees, their parents, and mentors have been attending orientation sessions and training courses since January. About 380 enterprises and organisations offered enthusiastic support to the third cohort, including nominating a sufficient number of mentors, raising about $18.6 million in donations, and providing group activities, study tours, diversified learning opportunities and internship programmes.

  • MIL-Evening Report: Green Party’s Swarbrick calls for urgent NZ action over Israel’s ‘crazy’ Gaza slaughter

    Green Party co-leader Chlöe Swarbrick called on New Zealand government MPs today to support her Member’s Bill to sanction Israel over its “crazy slaughter” of Palestinians in Gaza.

    Speaking at a large pro-Palestinian solidarity rally in the heart of New Zealand’s largest city Auckland, she said Aotearoa New Zealand could no longer “remain a bystander to the slaughter of innocent people in Gaza”.

    In the fifth day since Israel broke the two-month-old ceasefire and refused to begin negotiations on phase two of the truce — which was supposed to lead to a complete withdrawal of Israeli troops from the besieged enclave and an exchange of hostages — health officials reported that the death toll had risen above 630, mostly children and women.

    Five children were killed in a major overnight air attack on Gaza City and at least eight members of the family remained trapped under the rubble as Israeli attacks continued in the holy fasting month of Ramadan.

    Confirmed casualty figures in Gaza since October 7, 2023, now stand at 49,747 with 113,213 wounded, the Gaza Health Ministry said.

    For more than two weeks, Israel has sealed off border crossings and barred food, water and electricity and today it blew up the Turkish-Palestinian Friendship Hospital, the only medical institution in Gaza able to provide cancer treatment.

    “The research has said it from libraries, libraries and libraries. And what is it doing in Gaza?” said Swarbrick.

    ‘Ethnic cleansing . . . on livestream’
    “It is ethnic cleansing. It is apartheid. It is genocide. And we have that delivered to us by  livestream to each one of us every single day on our cellphones,” she said.

    “That is crazy. It is crazy to wake up every single day to that.”

    Swarbrick said Aotearoa New Zealand must act now to sanction Israel for its crimes — “just like we did with Russia for its illegal action in Ukraine.”

    She said that with the Green Party, Te Pāti Māori and Labour’s committed support, they now needed just six of the 68 government MPs to “pass my Unlawful Occupation of Palestine Sanctions Bill into law”.

    “There’s no more time for talk. If we stand for human rights and peace and justice, our Parliament must act,” she said.

    In September, Aotearoa had joined 123 UN member states to support a resolution calling for sanctions against those responsible for Israel’s “unlawful presence in the Occupied Palestinian Territory, including in relation to settler violence”.

    “Our government has since done nothing to fulfil that commitment. Our Unlawful Occupation of Palestine Sanctions Bill starts that very basic process.

    “No party leader or whip can stop a Member of Parliament exercising their democratic right to vote how they know they need to on this Bill,” she said to resounding cheers.

    ‘No hiding behind party lines’
    “There is no more hiding behind party lines. All 123 Members of Parliament are each individually, personally responsible.”

    Several Palestinian women spoke of the terror with the new wave of Israeli bombings and of their families’ personal connections with the suffering in Gaza, saying it was vitally important to “hear our stories”. Some spoke of the New Zealand government’s “cowardice” for not speaking out in opposition like many other countries.

    About 1000 people took part in the protest in a part of Britomart’s Te Komititanga Square in a section now popularly known as “Palestine Corner”.

    Amid a sea of banners and Palestinian flags there were placards declaring “Stop the genocide”, “Jews for tangata whenua from Aotearoa to Palestine”, “Hands off West Bank End the occupation” , “The people united will never be defeated”, “Decolonise your mind, stand with Palestine,” “Genocide — made in USA”, and “Toitū Te Tiriti Free Palestine”.

    The ceasefire-breaking Israeli attacks on Gaza have shocked the world and led to three UN General Assembly debates this week on the Middle East.

    France, Germany and Britain are among the latest countries to condemn Israel for breaching the ceasefire — describing it as a “dramatic step backwards”, and France has told the UN that it is opposed to any form of annexation by Israel of any Palestinian territory.

    Meanwhile, Sultan Barakat, a professor at Hamad Bin Khalifa University in Qatar, told Al Jazeera in an interview that the more atrocities Israel committed in Gaza, the more young Palestinian men and women would join Hamas.

    “So it’s not going to disappear any time soon,” he said.

    With Israel killing more than 630 people in five days and cutting off all aid to the Strip for weeks, there was no trust on the part of Hamas to restart the ceasefire, Professor Barakat said.
