    Yangon (Agenzia Fides) – “The process of dialogue and mediation in the civil conflict in Myanmar is important and urgent for many reasons: to stop the army’s cruelty against the civilian population, which is before everyone’s eyes; to enable the nation to resume a social life with education, health and development, otherwise it is heading towards the abyss,” says Joseph Kung Za Hmung, a Catholic from Yangon, educator and founder of the country’s first private Catholic university, “St. Joseph University” in Yangon, to Fides. Joseph Kung Za Hmung has been involved for years in public relations (with the Catholic news portal ‘Gloria news Journal’) and in rural development programs, and has headed the NGO “Community Agency for Rural Development” since 2004. Joseph Kung has now been appointed as a Christian representative to the Burmese government’s Myanmar National Human Rights Commission (members are appointed by the current government according to the Constitution), which is to play the role of an “independent observer” who monitors the human rights situation in the country and makes recommendations to the executive.In September, the military junta reappointed the eleven members of the commission (with a five-year term), choosing academics and people who belong to civil society and not the military or government apparatus. “The members of the commission come from society, they know the fighting people’s defense forces and have contacts with them, so that the commission can now take on a bridging function and be a body that can help to initiate a dialogue and mediation process.Opening a channel is crucial for the entire nation today. Dialogue must also be held with the junta. There are also attempts at mediation from outside the country, for example within ASEAN (Association of Southeast Asian Nations) with the participation of countries such as Indonesia and Thailand,” said the Catholic.Looking realistically at the situation on the ground, Kung notes that “everyone must agree to a ceasefire because the whole country would benefit from it, primarily the suffering civilian population and the internally displaced persons, whose numbers continue to grow. The nation is in a state of exhaustion. If the popular forces come to the negotiating table, they can reiterate their demand for civilian rule. The popular forces and ethnic militias now control an estimated 75% of the country, while the central areas and major cities are defended by the army, which remains very strong and has heavy weapons. Dialogue and the search for common ground is in everyone’s interest,” he notes.The call for dialogue between the warring parties also came from the last ASEAN meeting, where the organization of a peace conference was proposed. The President of the Federation of Asian Bishops’ Conferences and Archbishop of Yangon, Cardinal Charles Maung Bo, who is currently in the Vatican for the World Synod of Bishops, recalled the dramatic conflict in his country and expressed his heartfelt hope that “a path of reconciliation will be found”, calling for “a dialogue table for peace”. Meanwhile, the head of Myanmar’s military junta, General Min Aung Hlaing, called on ethnic rebel militias to participate in peace talks and reiterated this call on the ninth anniversary of the signing of the 2015 national ceasefire agreement.The newly appointed Myanmar National Human Rights Commission had the opportunity in recent days to visit the prison in Yangon, which houses 12,000 prisoners. The commission examined the conditions and needs of the prisoners and made recommendations to the government. The situation of Rohingya prisoners is noteworthy, many of whom have already served their sentences but are still imprisoned because they cannot return to their homeland in the war-torn Burmese state of Arakan. In addition to prisoners imprisoned for ordinary crimes, the prison also houses political prisoners who are opponents of the regime. The commission recommended that political prisoners be treated in the same way as other prisoners and called for them to be included in the amnesty or sentence reduction measures that are often issued on national holidays.     Fostering competitive, sustainable and inclusive economic growth bolsters regional wealth and improves quality of life for Atlantic Canadians. The Government of Canada, through ACOA, will invest total contributions $6,482,012 to help small and medium-sized businesses in Dartmouth innovate, modernize and become more efficient.

    The following six companies are receiving repayable contributions through the Regional Economic Growth through Innovation (REGI) program:

    A contribution of $3,000,000 will enable Farnell Packaging Incorporated to purchase and install automated processing and printing equipment to support its expansion plans. This will allow the company, which provides flexible packaging solutions for a number of different industries and sectors, to increase production, realize operational efficiencies, explore new opportunities in export markets, and develop new sustainable and environmentally-friendly packaging solutions.

    Ring Rescue Incorporated is receiving a contribution of $950,000 to expand its next-generation device suite. This contribution will accelerate growth in North America and support the company’s entry into new European markets, furthering its goal of becoming the global standard of care.

    A contribution of $800,000 will enable Sunrise Foods Incorporated to purchase dry storage and automated processing equipment to improve operating efficiencies and expand production capacity. Sunrise Foods currently prepares private label snack foods like cheese and crackers. This project will enable Sunrise Foods to explore new export markets and additional product lines.

    Sunsel Systems Manufacturing Corporation (Sunsel) will use a $750,000 contribution to purchase advanced manufacturing equipment to expand production, increase productivity and improve quality control measures. The electronic manufacturing services company uses cutting-edge technology to provide custom solutions for the concept, design and commercialization of equipment manufacturers’ products. The upgrades will help Sunsel meet customer demand, increase sales, reduce waste, and seize new market opportunities.

    Ace Machining Limited will receive a $612,330 contribution to acquire advanced manufacturing technology and hire a production manager with specialized skills to increase efficiency, productivity and competitiveness. Ace Machining offers manual and CNC (Computer Numerical Code) machining, fabrication, welding and waterjet cutting to customers across North America. This project will enable the company to scale-up and grow to meet increasing demand.

    A $270,000 contribution will enable HFX Steel Framing Solutions Inc. to acquire equipment to produce heavier steel framing for larger high-rise buildings. HFX Steel manufactures and assembles light gauge steel structures in its facility and ships these ready-to-install prefab structures to clients, allowing clients to build homes faster than with traditional methods. The new advanced technology will enable HFX Steel to significantly increase efficiency, reduce costs, and expand its markets.

    The following company is receiving a non-repayable contribution through the Regional Economic Growth through Innovation (REGI) program:

    Aurea Technologies Inc. is receiving a $99,682 contribution to develop its next-generation wind turbine. Aurea specializes in designing and producing highly efficient personal renewable energy systems. This project will help Aurea explore how its existing products can be further developed for use in the field to support charging larger technologies, positioning the company to expand to new markets.

  • MIL-OSI Asia-Pac: DPO’s response to media enquiries on government staff’s use of personal webmail, public cloud storage and web-version of instant messaging services

         In response to media enquiries on government staff’s use of personal webmail, public cloud storage and web-version of instant messaging services, a spokesman for the Digital Policy Office (DPO) said today (October 23):

         In face of increasingly severe cyber threats, the DPO reminded all bureaux and departments (B/Ds) through the Government’s IT Security Guidelines (the Guidelines) updated in April this year that their staff’s use of personal webmail, public cloud storage and instant messaging services on desktop computers connected to the government internal network will bring potential information security risks, hence the risks must be well managed. In this regard, the DPO has formulated the following security guidelines for the use of desktop computers connected to the government internal network systems:

    (1) Government staff have to obtain approval from department management before using personal webmail, public cloud storage and instant messaging services on desktop computers connected to the government internal network; and

    (2) Based on operational needs, B/Ds can implement different alternatives during the six-month adaptation period after the promulgation of the Guidelines, including providing staff with mobile devices or designated computers that are isolated from the B/Ds’ internal network system, so that they could continue using relevant personal webmail, public cloud storage and instant messaging services, or dedicated application systems developed by the B/Ds. 

         The above-mentioned Guidelines aim to strengthen the security barrier of the government internal information network system, and do not restrict or affect the use of relevant services (including WhatsApp, WeChat and other commonly used instant messaging softwares) by staff through mobile phones, mobile devices or other desktop computers that are independent of the government internal network system. There is no “blanket ban” on the use of relevant communication tools. The requirements of the Guidelines also do not apply to computer systems or communication devices that are not connected to the government internal network, such as on-campus systems in government schools. Relevant organisations can adopt appropriate information security and network security measures based on business needs.

         After the promulgation of the Guidelines in April, the DPO has arranged a number of briefing sessions to introduce the requirements of the Guidelines and technical solutions to B/Ds, and has provided technical advice to facilitate B/Ds’ compliance with the requirements of the Guidelines and formulation of the corresponding implementation plans within six months.

         The DPO will continue to provide appropriate support to B/Ds, including arranging more briefing sessions and sharing technology solutions, and work together to safeguard the government information system and network security.

    From artificial intelligence to climate change, the event will study trends impacting the global security landscape.

    INCHEON, Korea – INTERPOL, in collaboration with the Korean National Police Agency (KNPA), is convening the first-ever Future of Policing Congress to address emerging challenges facing law enforcement. 

    The two-day (23-24 October) event will take place alongside the Korea Police World Expo (KPEX) in Incheon, aiming to address the rapidly changing global security landscape and help prepare law enforcement agencies worldwide for the future.

    Bringing together law enforcement leaders, industry experts, academics, and stakeholders from various sectors, the Congress will see delegates explore how global ‘megatrends’ will shape the future of policing. 

    The event will in turn serve as a platform for participants to identify potential future scenarios, understand their security implications and identify steps to prepare law enforcement to adapt.

  • MIL-OSI Security: 72 Year Old Tahlequah Resident Sentenced To 17 Years For Child Sex Abuse Crimes

    MUSKOGEE, OKLAHOMA – The United States Attorney’s Office for the Eastern District of Oklahoma announced that Phillip Dale Wilson, age 72, of Tahlequah, Oklahoma, was sentenced to 204 months each on two counts of Abusive Sexual Contact in Indian Country.  The terms are to be served concurrently for a total prison term of 17 years.

    The charges arose from an investigation by the Federal Bureau of Investigation and the Cherokee County Sheriff’s Office.

    On December 18, 2023, Phillip Dale Wilson pleaded guilty to the charges.  According to investigators, beginning in December of 1999 and continuing until November of 2005, Wilson sexually abused a child he knew to be under the age of 12.  Investigators also established that between April 2004 and March 2011, Wilson sexually abused a second child he knew to be under the age of 12.  The investigation further revealed that between September 2001 and December 2015 Wilson sexually abused three other children under the age of 12 and another child under the age of 16.

    The crimes occurred in Cherokee County, within the boundaries of the Cherokee Nation Reservation, in the Eastern District of Oklahoma.

    “This case demonstrates the commitment of the FBI to investigate anyone who would harm the most vulnerable members of the community, our children,” said FBI Oklahoma City Special Agent in Charge Doug Goodwater.  “The FBI will continue to work with our law enforcement partners to relentlessly pursue child sex offenders and send them to federal prison where they belong.”

    “Due in large part to the bravery of the victims and the exceptional investigative work of the Cherokee County Sheriff’s Office and the FBI, the defendant will likely spend the rest of his life behind bars,” said United States Attorney Christopher J. Wilson.  “No prison sentence can undo the physical and emotional damage the defendant inflicted on his victims, but I hope they can have some measure of peace in knowing the defendant no longer poses a threat to them or other children.”

    The Honorable Raúl M. Arias-Marxuach, Chief District Judge in the United States District Court for Puerto Rico, sitting by assignment, presided over the hearing in Muskogee, Oklahoma.  Wilson will remain in the custody of the U.S. Marshal pending transportation to a designated United States Bureau of Prisons facility to serve a non-paroleable sentence of incarceration.

  • MIL-OSI Global: What 12 ancient skeletons discovered in a mysterious tomb in Petra could tell us about the ancient city

    Twelve skeletons have been found in a large, 2,000-year-old tomb directly in front of the Khazneh (“Treasury”) in the city of Petra in Jordan. Alongside them, excavators have discovered grave goods made of pottery, bronze, iron and ceramics. There is much excitement among archaeologists because of what the rare opportunity to investigate this site might tell us about Petra’s ancient people, the Nabataeans, and their culture.

    One of the most headline-grabbing discoveries has been dubbed a “holy grail” in many reports, suggesting that the vessel is similar to the fictional cup from Indiana Jones and the Last Crusade, also discovered at the Khazneh. In fact, it’s a humble jug, not a cup offering the drinker eternal life.

    The similarities between the vessels aren’t a case of art imitating life, but the result of painstaking research into Nabataean pottery carried out by Deborah Fine, who was the director of archives at Lucasfilm Ltd.

    Nabataean pottery is very fine – often only 1.5mm thick – and best suited to ceremonial purposes or local use than the thicker, more robust contemporary Roman wares which could travel better. Nabataean pottery is also often painted with images such as flowers, figures and geometric motifs. These styles reflect Petra’s status as an important trading point, and the Nabataeans’ skill in creation and invention.

    We do not know anything yet about the identities of those buried, although their interment in separate sarcophagi and their placement at the Khazneh suggest high status.

    The work on analysing and interpreting these new finds is only beginning. The pottery, sediments, and skeletal material will hopefully narrow down construction dates for the site. Their discovery confirms that there is more to be found at the Khazneh.

    The history of Petra

    Petra is a Unesco World Heritage Site, and millions of people visit it each year. The city has been inhabited since 7000BC, but it really flourished in the 1st century AD.

    Home to the Nabataeans (a nomadic Arab group who called it Raqmu) for around 300 years, Petra was a hub of commercial activity and a key location for trade route, connecting Egypt, the Mediterranean and the Arabian Peninsula. The site’s many still-existing structures display this unique blending of cultures.

    The decline of the city began after the Romans took it over in AD106. Its decreasing importance followed the opening of sea routes and a devastating earthquake in the 4th century, which destroyed many buildings and led to the city eventually being abandoned.

    Petra’s desert location had allowed the Nabataeans to develop an impressive and ingenious water management infrastructure to master the arid landscape. But this also meant that after the city fell into disuse, it was effectively lost. Enclosed within moutain passages and entered via a natural cleft in the rock, it was completely unknown to the west until 1812, when it was rediscovered by the Swiss geographer Johann Ludwig Burckhardt.

    The Khazneh, where these burials were discovered, is the most recognisable part of the city. It is cut from the surrounding red sandstone and displays an intriguing fusion of eastern and Hellenistic architectural features. This decorated structure is a facade for the rock-cut space behind it, thought to have been built during the reign of Nabataean king Aretas IV Philopatris circa AD40, perhaps as a tomb.

    According to myth, the front of the decorated urn over the entrance was magically created by the pharaoh for all the gold of Egypt, during his escape when Moses parted the Red Sea. It bears the marks of bullets as people have tried over the centuries to reveal the treasure.

    Surveys and excavations have been conducted at Petra since the turn of the 20th century. The current US-Jordan expedition, led by Pearce Paul Creasman, is aiming to uncover further secrets of the city. One of the enduring mysteries is the true purpose of the Khazneh – these burials could help answer that question, while revising our understanding of this cosmopolitan ancient city.

  • MIL-OSI USA News: On-the-Record Press Call on the G7’s Extraordinary Revenue Acceleration Loans  Effort

    MODERATOR:  Good morning, everyone.  Thanks so much for joining today’s call to discuss the G7’s Extraordinary Revenue Acceleration loans effort for Ukraine. 

    As a reminder, this call is going to be on the record, and it is embargoed until its conclusion. 

    The speaker on today’s call is Daleep Singh, who’s the White House Deputy National Security Advisor for International Economics.  He’ll have a few words at the top, and then we’ll take some of your questions.

    With that, Daleep, I’ll turn it over to you. 

    MR. SINGH:  Thanks, Eduardo.  Thanks, everybody, for joining. 

    Since Russia’s invasion began over two years ago, the United States has rallied the world to defend Ukraine’s freedom, leading a coalition of allies and partners to surge security, economic, and humanitarian assistance, while spearheading unprecedented efforts to impose costs on Russia for its senseless aggression. 

    At the G7 Leaders’ Summit in Apulia this June, the United States proposed an idea to ensure Putin pays for the damage he’s caused in Ukraine by committing we issue $50 billion in loans to Ukraine, backed by the interest earned on the Russian sovereign assets we collectively immobilized just after the invasion began.  We call these Extraordinary Revenue Acceleration loans. 

    Today, we’re announcing that of the $50 billion G7 commitment, the United States plans to provide a loan of $20 billion.  The other $30 billion in loans will come from a combination of our G7 partners, including the European Union, the United Kingdom, Canada, and Japan. 

    To be clear, nothing like this has ever been done before.  Never before has a multilateral coalition frozen the assets of an aggressor country and then harnessed the value of those assets to fund the defense of the aggrieved party, all while respecting the rule of law and maintaining solidarity.  And as a result, Ukraine will receive the assistance it needs now without burdening our taxpayers.

    As we committed in June, the G7 will begin disbursing assistance for the benefit of Ukraine by the end of this year so that we can meet Ukraine’s urgent needs as we approach the winter, while sending an unmistakable signal: The United States and its G7 partners will not fatigue.  We will continue to use our creativity and collaboration to support Ukraine’s fight for independence and sovereignty.  And tyrants are responsible for the damages they cause, not U.S. taxpayers. 

    It’s also a testament to this administration’s belief that multilateralism is a force multiplier.  We couldn’t have done this by ourselves.  The income used to repay these loans will be generated from frozen Russian assets held in the European Union.  This is another example of how Putin’s war of aggression has unified and strengthened the resolve of G7 countries and our partners to defend shared values.  It’s also a model for how we can rally our closest allies towards a shared purpose while ensuring that each country contributes its fair share. 

    Let me give you a few more details, and then I’ll be happy to take your questions. 

    So, the United States will provide at least $10 billion of our loan via economic support.  The World Bank recently established what’s called a financial intermediary fund for Ukraine, which will be the vehicle through which we will disburse U.S. loan proceeds for economic support to Ukraine. 

    The financial intermediary fund, or FIF, will be subject to robust accountability and transparency measures, much like those used for existing U.S. economic assistance to Ukraine. 

    The United States also hopes to provide up to $10 billion

    of our loan as U.S. military support, but our ability to do that relies on Congress taking action before mid-December on certain legislative changes that allow us to make loans for military support under the contours of this broader G7 initiative. 

    To be clear, either way, the U.S. will provide $20 billion in support for Ukraine through this effort, whether it’s split between economic and military support or provided entirely via economic assistance. 

    In terms of next steps, the United States will now work with Ukraine to sign loan agreements in order to execute the loan and begin disbursing funds for the benefit of Ukraine before the end of this year.  More details will be available at the conclusion of the G7 finance ministers meeting later this week or early next.

    Let me stop there and take your questions.

    First up, we’ll go to Alan Rappeport.  You should be able to unmute yourself.

    Q    Hi.  Thanks very much, Daleep.  A couple things.  One, can we expect a G7 statement today saying that this is fully done?  Because I know, yesterday, Secretary Yellen said it was 99 percent done. 

    And then, second of all, can you explain how the U.S. has gotten around the need to appropriate any funds to account for the risk associated with the loan?  I know there were concerns about the EU needing to extend its sanctions renewal period, or something like that, to minimize the risk.

    MR. SINGH:  (Inaudible.)  (Audio muted) — from partners, if we had sufficiently strong repayment assurances from the immobilized assets.  And since the Leaders’ Summit, we’ve engaged in intensive diplomacy and technical negotiations every day with our partners to secure the strongest possible repayment assurances. 

    Let me just mention a few.  Number one, the EU Council released a statement at the end of June, and again in October, from all 27 EU heads of state to keep Russia’s central bank assets immobilized until there’s a just peace with a free and sovereign Ukraine and until Russia pays for the damages it’s caused.  This represents an expansion of the G7 leaders’ commitment to the entire EU, including Hungary.

    Number two, equal burden sharing.  So, the EU committed to provide at least $20 billion in loans alongside the United States, which means the Europeans have equal skin in the game and, therefore, fully aligned incentives to keep the assets immobilized until we get fully repaid. 

    Number three, we’ve worked with Ukraine on loan agreements under which, at the conclusion of this war, Ukraine would use settlement proceeds it receives from Russia towards repayment of these loans.

    Number four, we’ve negotiated loan terms with our partners that further reduces any fiscal risks to the U.S. taxpayer. 

    And number five, history.  You know, the EU has had sanctions in place against Russia for almost 10 years now.  Every six months, those sanctions need EU unanimity to get rolled over for another six months.  And, yes, there’s grandstanding and drama, but the EU has built a track record of staying the course, and that adds to our confidence that Russia’s sovereign assets will remain immobilized until Russia ends its war and pays for the damages it’s caused. 

    One last point, Alan.  I’m sorry to belabor this, but it’s a really important question.  While we have found a way to move forward without legal changes to the EU sanctions regime, we will keep pushing for those changes to get made.

    MODERATOR:  Alan, I think we had a little bit of trouble hearing the first part of your question, if you could ask that again.

    Q    Oh, sorry.  Yeah.  I think maybe — or maybe you were muted in the first part of your response.  I was trying to understand if there was going to be a G7 statement today and if this is fully done now.  I know Secretary Yellen said it was 99 percent done yesterday.

    MR. SINGH:  Oh, I’m sorry if you didn’t hear me.  You should expect further statements today, both from the United States and from the G7.

    MODERATOR:  Next up we’ll go to Victoria.  You should be able to unmute yourself.

    Q    Hi.  Thank you.  I just had a couple of questions.  First, I was wondering if you could explain a bit the part you talked in the beginning on the Congress contribution side of things.  What needs to happen from Congress exactly for the $10 billion, the second half, to come through the military aid part?  Is it a matter of using appropriations that have happened already, different appropriations?  If you could just explain that.  And just to clarify that if that doesn’t happen, you could give the other ten through economic support.

    And then, just a second question on the timing of things.  I’m just wondering if you could talk us through how frontloaded you expect this load to be, as in, you know, do you think over the next couple of months we’re going to get a big chunk of it over to Ukraine?  Just the timeline of the disbursements.  Thank you.

    MR. SINGH:  Sure.  So, on the second part of your question, we expect to disburse at least half of our $20 billion loan to the World Bank Trust Fund this December, and possibly the entire amount. 

    And this kind of gets to your first question: We do need authority from Congress to raise the amount of foreign military financing we can provide to Ukraine and also to make certain technical changes that would allow us to split the loan in half between economic assistance and security assistance.  And we’ll be having conversations with Congress between now and December to assess those odds.

    MODERATOR:  Next up, we’ll go to Colby Smith.

    Q    Hi.  Thank you so much.  I just wanted — a couple questions just to follow up on — in terms of assessing the odds.  Did you have, kind of, an initial assessment as it stands today?  And how do you kind of — do you expect that support to come through?

    And then, just more specifically on the economic support side of things, can you just mention a couple of specifics there in terms of how you expect this money to be used?

    MR. SINGH:  Sure.  Thanks, Colby.  So, I just want to be clear: The only question we’re talking about here is the split between economic assistance and security assistance.  We’re going to provide $20 billion either way.

    But, you know, we’ll work with Congress over the next few months to assess whether we can get sufficient authority through foreign military financing loan guarantee authorities to provide half of our assistance through military support. 

    In terms of your question, Colby, on what kinds of projects could the economic assistance support, you know, I would highlight a couple:  Energy assistance.  So, we all know Ukraine is at risk of being plunged into cold and darkness this winter.  Helping to fund the rapid repairs that will be needed to stabilize the grid and also to provide passive protection against drone attacks for substations and transformers.  That’s an urgent priority that we hope this assistance can help meet.

    There are a number of other initiatives that relate to Ukraine’s infrastructure that can create the conditions for an eventual economic recovery that we expect this fund can also support through World Bank project support. 

    And there are many other projects that we can assess, but those are just a couple of examples.

    MODERATOR:  And our last question will go to Daniel.  You should be able to unmute yourself.

    Q    Hi.  How are you doing?  Thank you for taking my question.  I wanted to ask about any potential Russian reprisals.  I know that was a large consideration when you guys were determining the mechanism for these loans.  Are you guys expecting any kind of retaliation?  And do you guys have any preparations for that, whether it be European assets or American?  Thank you very much.

    MR. SINGH:  Well, Russia has been expropriating assets, seizing assets, really, from close to the beginning of its invasion.  So, nothing — nothing new would change on that front if they continue to do so.

    I would just make clear, though, that the revenues that we are using to repay these loans, under European law, these revenues don’t belong to Russia.  It’s actually contractual law. The interest earned doesn’t belong to Russia but rather the custody in Belgium.  And so, we don’t view this as a seizure of Russia’s assets, per se.

  • MIL-OSI USA: Attorney General Alan Wilson co-leads 25-state letter to Columbia University concerning antisemitism on campusRead More

    (COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson co-led a 25-state coalition of attorneys general in sending a letter to Columbia University to raise grave concerns about antisemitism on campus. The letter also encourages the university not to give in to demands to divest from Israel.

    “I visited Israel a few months ago, talked to people who lost family members to the horrific October 7th Hamas attacks, and visited some of the locations where people were kidnapped or killed,” Attorney General Wilson said. “We must stand against antisemitism everywhere, including on college campuses here in America.”

    The letter, to Columbia University Interim President Katrina Armstrong, MD, says, “In April of this year, several pro-Palestinian groups staged occupation protests on Columbia University’s campus in New York City, established encampments, and demanded the university divest from Israel. Even after some protesters were arrested, occupations continued, and the school entered negotiations with protesters. The school appropriately declined to divest from Israel. But demands for divestment have not abated. And the one-year anniversary of the October 7 attacks heralded an escalation in antisemitic rhetoric by pro-Palestinian campus protest groups.”

    The letter goes on to list examples of actions and rhetoric by pro-Palestinian protesters calling for even more violence, including one member of Columbia University Apartheid Divest saying the school was lucky he wasn’t out killing Zionists.

    The letter from the attorneys general commends Columbia University for its decision not to divest from Israel and urges the administration to maintain that position, despite blatantly antisemitic pressure from some pro-Palestinian student groups.

    The letter was co-led by Attorney General Wilson and Arkansas Attorney General Tim Griffin and joined by the attorneys general of Alabama, Florida, Georgia, Idaho, Indiana, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Utah, Virginia, and West Virginia.

  • MIL-OSI Security: Illinois Murder Suspect on U.S. Marshals 15 Most Wanted Fugitive List Arrested in Mexico

    Washington, DC – The manhunt for an Illinois murder suspect placed on the U.S. Marshals 15 Most Wanted fugitives list in 2020 ended Oct. 21, 2024, when Mexican law enforcement officers arrested John Panaligan in Tepic, Mexico. The fugitive is not a national of the country and was turned over to Mexican immigration authorities who deported him to the United States Oct. 22.

    Panaligan, 57, was wanted for allegedly murdering attorney Victor Jigar Patel, who was found strangled to death in his Northbrook, Illinois, office Dec. 7, 2016. At the time of his death, Patel, 36, was representing plaintiffs suing Panaligan in civil court. 

    “I want to express my appreciation and gratitude to the men and women of the Marshals Service, as well as to the officials from the Government of Mexico,” said Director Ronald L. Davis. “I hope this arrest brings some measure of comfort to the Patel family and serves as a stark reminder to fugitives from justice that there is no place to hide.”

    “The collaborative work of the Great Lakes Regional Fugitive Task Force and the Northbrook Police Department in the apprehension of this international fugitive is a testament to our strong regional relationships and the value it brings to our community,” said U.S. Marshal LaDon Reynolds of the Northern District of Illinois. 

    “The United States Marshal’s Great Lakes Fugitive Task Force worked tirelessly in collaboration with the Northbrook Police and other agencies to apprehend the fugitive.  The relentless efforts by law enforcement for the past 8 years are a clear reminder that you cannot hide from justice. The Northbrook Police Department remains committed to providing closure for the family of the victim, Jigar Patel,” said Interim Chief John Ustich of the Northbrook Police Department.

    Panaligan allegedly lured Patel to his law office by scheduling an appointment using an alias. Authorities believe Panaligan showed up wearing a disguise, which was captured on nearby security cameras, and then killed the victim in his office. 

    Two days later, Panaligan was detained at the Canadian border for allegedly smuggling a firearm into Canada but was eventually allowed to return to the U.S. where he was interviewed by Northbrook Police in relation to Patel’s death. During the investigation, authorities executed multiple search warrants of Panaligan’s belongings and property. Evidence collected gave authorities reason to believe Panaligan was the prime suspect in Patel’s murder. 

    Panaligan is believed to have fled to Mexico before he could be arrested. An arrest warrant for first-degree murder was issued for Panaligan Feb. 8, 2017. The USMS placed him on its 15 Most Wanted list Nov. 23, 2020, and offered a reward of up to $25,000 for information leading to his capture. Due to Panaligan’s international ties and dual citizenship between the U.S. and the Republic of the Philippines, authorities believed he could have traveled anywhere with assistance from acquaintances to elude capture.

    Created in 1983, the USMS 15 Most Wanted (15MW) fugitive program draws attention to some of the country’s most dangerous and high-profile fugitives. These fugitives tend to be career criminals with histories of violence who pose a significant threat to public safety. 

    Generally, 15MW fugitives are considered the “worst of the worst” and can include murderers, sex offenders, major drug kingpins, organized crime figures and individuals wanted for high-profile financial crimes. Since the program began in 1983, more than 250 15MW fugitive cases have been closed. 

    The USMS has a long history of providing assistance and expertise to other federal, state, and local law enforcement agencies in support of their fugitive investigations. Working with authorities at the federal, state, tribal, and local levels, USMS-led fugitive task forces arrested more than 73,000 fugitives and cleared nearly 86,000 warrants in FY 2023.

  • MIL-OSI Economics: Joint IMF-Regional Financing Arrangements Press Release on the Ninth High-level RFAs Dialogue

    Washington, DC: The 9th High-level Regional Financing Arrangements (RFAs) Dialogue was held on 23 October 2024 in Washington DC at a time when the global economic outlook is improving but remains weak amid a complex geoeconomic environment and elevated policy uncertainty. The heightened volatility observed in global financial markets over the summer reaffirmed the importance of having a strong Global Financial Safety Net, including effective collaboration between the International Monetary Fund (IMF) and RFAs, to safeguard against external risks.

    During the dialogue, representatives from the IMF and  the RFAs (the Arab Monetary Fund, the ASEAN+3 Macroeconomic Research Office cum the Chiang Mai Initiative Multilateralisation, the BRICS Contingent Reserve Arrangement, the Eurasian Fund for Stabilization and Development, the European Commission, the European Stability Mechanism, and the Latin American Reserve Fund) provided an update on institutional activities since their last meeting in October 2023 in Marrakech, covering a range of issues from policy and instrument enhancements to capacity and analytical developments.

    The exchange demonstrated the RFAs’ continued efforts to prepare their institutions for an uncertain economic and financial landscape, marked by risks of geoeconomic fragmentation, the threat of climate change, and a transforming global economy under the influence of artificial intelligence and digital progress. 

    The IMF is continuing to adapt to ensure that its policy advice, financial resources, and capacity development can best support its global membership. IMF staff updated RFAs on recent lending toolkit reforms that directly benefit its membership while reinforcing the IMF’s strong financial position. The recently completed Review of Charges and the Surcharge Policy reduces charges and surcharges on regular IMF lending, and the Review of the Poverty Reduction and Growth Trust puts in place a comprehensive package that secures the concessional lending capacity to support low-income countries. IMF staff also discussed how the institution is implementing its Climate Strategy across its operations. As the institution at the center of the global financial safety net, the IMF serves as a critical platform for cooperation to tackle global economic challenges.

    The IMF and RFAs appreciated the exchange of views with Joaquim Levy and Siddharth Tiwari, in their capacity as members of the Bretton Woods Committee Multilateral Reform Working Group, on how to empower multilateralism amid geoeconomic fragmentation. The roundtable discussion offered an opportunity to explore the role that RFAs can play in advancing global solutions to shared challenges. The RFAs stressed that the IMF and the World Bank, with their global memberships and decades-long expertise, are best suited to take the lead in such efforts. The RFAs can support the Bretton Woods institutions’ work by leveraging their regional knowledge and the close ties that they have cultivated with each other and the IMF in recent years. Participants also welcomed the timely update from the French co-chair of the G20 International Financial Architecture Working Group on the group’s priorities, especially on its quest towards a more effective and representative global financial architecture.

    Recognising that the system of international cooperation is under strain, the IMF and RFAs reiterated their continued commitment to maintain an open and candid dialogue to share crisis experiences and expertise and support multilateralism.

    The 9th Joint RFA Research Seminar will be held in Colombia in the first half of 2025. The 10th High-level RFA Dialogue will be convened at the margins of the next IMF/World Bank Annual Meetings in October 2025.

    FBI dedicates investigative resources to address violent crime in Indian country

    In its second year, Operation Not Forgotten, a joint operation between the FBI and the Bureau of Indian Affairs-Office of Justice Services (BIA) surged more than 50 personnel to assist with unresolved investigations in Indian country. From June to September 2024, dedicated resources included FBI special agents and intelligence personnel who deployed to support 10 FBI field offices whose regions include Tribal communities that too often are impacted by a crisis of violence. 

    In the past four months, as a result of Operation Not Forgotten, more than 300 cases received increased investigative, intelligence, and victim assistance. The majority of that assistance was surged to cases involving the most vulnerable victims, including investigations of child physical and sexual abuse, child sexual abuse material, serious violent assaults, domestic violence, and death investigations. 

    “We want our Native American communities to know we are committed to combating criminal activity on Tribal land,” said FBI Criminal Investigative Division Assistant Director Chad Yarbrough. “Unfortunately, Native Americans face some of the highest levels of violence. Combating that is among the most important work we do. With the help our partners at BIA and our dedicated agents, analysts and professional staff, we will continue to bring expertise and insight that’s critical to protecting these communities and victims and helping them heal and thrive.” 

    FBI and BIA efforts have currently led to over 40 arrests, over 40 search warrants being executed, 11 violent offenders were indicted, and nine child victims were identified and recovered from situations of abuse or neglect. Additionally, FBI Victim Services Division personnel provided direct support and services to approximately 440 victims and next-of-kin, including, but not limited to, crisis intervention, case status updates, child/adolescent forensic interviews, support during investigative interviews, assistance with Crime Victims Compensation applications, resource referrals, transportation assistance, Child Protective Services coordination, and Emergency Victim Assistance Funding for lodging and other immediate expenses. 

    “The Bureau of Indian Affairs, Office of Justice Services was pleased to have been apart of Operation Not Forgotten,” said Richard Melville, Office of Justice Services director. “Joint investigative efforts between the FBI and BIA increase investigative resources and strengthens our ability to bring closure and justice for families and victims of violent crimes committed in Indian country. This partnership is an effective tool our agencies leveraged throughout Operation Not Forgotten to achieve that important goal.”   

    This joint operation between the two agencies recognizes the importance of an inclusive approach to combating violent crime in Indian country. By working closely with BIA and Tribal law enforcement agencies, the FBI is establishing trusted partnerships with Tribal communities to address crime in Indian country.     As the global economic landscape continues to face economic,  financial and environmental challenges, APEC Finance Ministers from across the region are working together under this year’s theme to promote a more sustainable, digital and resilient future.  In 2024, the Finance Ministers’ Process (FMP) seeks to address economic integration, digital transformation and the broader social dimensions of growth.

    APEC Finance Ministers met in Lima, Peru on Monday where they were joined by representatives of international organizations and the private sector to discuss policy responses and future prospects for the region. Setting the tone for the meeting, Erick Lahura, Chief of Cabinet of Peru’s Ministry of Economy, opened the session and highlighted the imperative for APEC economies to collaborate closely in achieving the vision for a more resilient and inclusive Asia-Pacific.

    “To ensure the long-term prosperity of the Asia-Pacific, we must focus on sustainable practices, digital transformation and building resilience across our economies,” said Lahura. “This year, our work within the FMP will guide us toward a region that is stronger, more connected and better prepared to face future challenges.”

    A key topic was the importance of sustainable finance, with a special focus on the implementation of the four policy areas: domestic carbon pricing and non-pricing measures, sustainable energy transitions, sustainable infrastructure financing, and the sustainable finance initiative. Members emphasized the significance of resilient finance, particularly in enhancing policies related to hydrometeorological risk.

    Along this line, Finance Ministers announced the launch of Sustainable Finance Initiative (SFI) as a flexible, voluntary and non-binding collaboration tool between the public and private sectors and international organizations to promote the development of voluntary information sharing tools and capacity building resources on sustainable finance issues. The SFI was designed to empower financial institutions, regulators and investors to develop expertise in sustainable finance, ultimately contributing to the promotion of green and inclusive economic growth while addressing pressing global challenges such as climate change and social inequality.

    Besides, in a region where nearly 40 percent of the world’s disasters strike, with over 140 of those affecting more than 64 million people in 2022 and economic costs reaching USD 65 billion in 2023, APEC member economies committed to enhance their resilience by building deeper financial markets. Finance ministers are confident that resiliency can be bolstered through the development of innovative disaster risk financing and insurance mechanisms, and other risk transfer instruments available through capital markets.

    Members also emphasized the significance of digital finance, highlighting the progress made this year in two key policy areas: open finance and digital financial inclusion. Ambassador Carlos Vasquez, the APEC 2024 SOM Chair, noted the transformative impact of Peru’s FinTech sector in driving financial inclusion and the small business empowerment. He pointed out that Peru now hosts over 237 FinTech companies, with digital payment transactions increasing by 113 percent over the past year. “Our collective efforts to harness technology for the benefit of all ensures that everyone benefits from the growth opportunities we are working towards”, Vasquez indicated.

    Dr Rebecca Sta Maria, executive director of the APEC Secretariat, highlighted the need for a whole-of-APEC approach to ensure that the social dimensions of economic growth are addressed, particularly in improving the quality of life through decent jobs, sustainable private investment and inclusive financial systems.

    “Our work makes a meaningful impact when we focus on improving the quality of life for our people,” Dr Sta Maria explained. “Whether it be through regional economic integration or digital transformation, we must ultimately emphasize social inclusion and equity.”

    Other measures in the spotlight included strategies to combat rising protectionism and promote trade facilitation. The need for continued vigilance in monetary policies was highlighted, especially in light of recent interest rate adjustments and their potential impact on currency valuations and inflation.

    Carlos Kuriyama, director of APEC Policy Support Unit, reported a steady GDP growth of 3.6 percent in the APEC region for the first half of 2024, a slight increase from the previous year.

    “Economic recovery has been bolstered by improving consumption rates and easing inflation, although risks such as protectionism, supply chain uncertainties, and geopolitical tensions remain critical concerns,” Kuriyama concluded.

    Finally, the Minister of Economy and Finance of Peru, José Arista, concluded the meeting highlighting that Peru proposed a very ambitious plan for this year, with the most number of decisions, innovations and documents adopted in all the history of the Finance Ministers’ Process, and appreciates the work of all APEC economies, APEC Secretariat, APEC Business Advisory Council and international organizations for making this possible.

    In recent days, Israeli forces have targeted the last remaining hospitals in the north, including the Indonesian, Al-Awda, and Kamal Adwan hospitals. Doctors Without Borders/Médecins Sans Frontières (MSF) calls on Israeli forces to immediately stop attacking health facilities, cease the all-out war on the people of Gaza, and allow for the evacuation of people in need of vital care.

    Among those trapped in the north are MSF staff like Dr. Mohammed Obeid, an orthopedic surgeon currently sheltering and working at Kamal Adwan Hospital as Israeli forces besiege and attack it.

    “There is death in all types and forms in Kamal Adwan Hospital and North Gaza. The bombardment does not stop. The artillery does not stop. The planes do not stop. There is heavy shelling, and the hospital is [being] targeted too. It just looks like a movie—it does not seem real.

    “About five days ago, my house was hit. They completely blew up the roof and water tanks, but we were on the ground floor and only one person got injured, thank God. We left a few times, moving to different areas. My family and neighbors were terrified. I [took] shelter in Kamal Adwan Hospital with my wife and children, and I am now working here, where I can treat numerous patients.

    “There are no words to describe the situation in Kamal Adwan Hospital: It is disastrous. The hospital is completely overwhelmed. There are injured people everywhere, outside and inside the hospital, and we do not have medical and surgical equipment to treat them.

    “Ambulances cannot move. We cannot reach the bodies of the people killed and cannot save the injured ones who lie in the streets. Many of them died before reaching the hospital, and others died inside the hospital as we could not treat their wounds.

    “We have 30 people dead inside the hospital, and around 130 injured patients who need urgent medical care. Medical staff are exhausted, and many are injured as well. We feel hopeless. I just don’t have words.

    “We call on all the countries in the world to consider north Gaza, and to lift the blockade that has led to the death of so many people.”


    Dr. Obeid is among more than 800 MSF staff currently working in Gaza, including 778 locally hired Palestinian staff. In the early months of the war, he shared updates from Al-Shifa Hospital, describing amputating a child and being trapped when the hospital came under siege in November.

  • MIL-OSI USA: Secretary of Defense Lloyd J. Austin III On-Camera, On-the-Record Remarks to Traveling Press in Rome, Italy

    DEPUTY PRESS SECRETARY SABRINA SINGH:. Thanks, everyone, for joining us for this gaggle. I’m going to let the secretary give some opening remarks and then we’ll start with Rob for questions.

    SECRETARY OF DEFENSE LLOYD AUSTIN: Yeah. Again, thanks for joining us on a pretty long trip, but I think we accomplished a lot. It was the last NATO defense ministerial for the Biden administration. And again, I think that was a really good engagement with a number of our allies. And following that, we had a G7 ministerial and the first-ever G7 ministerial — defense ministerial, and I think that was very, very productive as well.

    You went with us as we went into Kyiv following that. We were able to engage President Zelenskyy and his leadership on a number of important issues. We announced yet another presidential drawdown package. And then finally, today finished up with a visit to the Vatican. So, again, I think it was a good trip overall.

    And I’ll stop there and take your questions.

    MS. SINGH: Rob?

    Q: Mr. Secretary, you just met with the Pope, had an audience with him. Can you share more about what you discussed? And did he talk to you about any of the conflicts in Ukraine or the Middle East?

    SECRETARY AUSTIN: Well, it won’t surprise you that the Pope is very much focused on what’s going on in Ukraine and also in the Middle East as well. He’s concerned about humanitarian issues in both areas. And of course, we share a common desire to see these conflicts, you know, scale back in terms of the level of activity and a ceasefire in both cases.

    Again, I think he’ll continue to exercise his influence to do the right things, and I’ll continue to do what we’re doing on our end to make sure that, number one, Ukraine can defend itself and its sovereignty. And number two, as we’ve said a number of times, we’re going to continue to support Israel and its efforts to defend itself.

    We need to dial down the tension in the Middle East region, and we need to also find a way to transition in Ukraine. Now, as we’ve said all along, we’re going to continue to support Ukraine, and they will determine when the time is to go to the negotiating table. But you’ve heard me say before this conflict will end in some kind of negotiation at some point. Thanks.

    MS. SINGH:  Phil?

    Q: Mr. Secretary, in his nightly video address last night, Ukraine’s President Zelenskyy called on allies not to hide and to respond to evidence of North Korean involvement in Russia’s war in Ukraine. So, I’ll ask you, have you seen any evidence that North Korean troops are in Russia? And if so, what is the intent of this deployment?

    SECRETARY AUSTIN: Well, our analysts are — they continue to look at this, and we are seeing evidence that there are North Korean troops that have gone to Africa. And I wouldn’t — excuse me, not Africa but Russia. What exactly they’re doing will have to be seen. These are things that we need to sort out. We’ll have more for you on that later. But, yeah, as we continue to look at this, there is evidence that there are DPRK troops in Russia.

    MS. SINGH: Eric?

    Q: Just to follow up on that, sir, can you talk a little bit about what you understand the intent of those troops to be? And what does it say about perhaps the desperation of Putin himself to rely on these countries? What role is that? And what is the — what is North Korea getting in return for that? What’s the quid pro quo for that?

    SECRETARY AUSTIN: All of the things that we’re trying to trying to gain better fidelity on, Eric, number one, why are the troops there. We’ll continue to pull this thread and see what happens here. If they’re co-belligerents, if their intention is to participate in this war on Russia’s behalf, that is a very, very serious issue.

    And it will have impacts not only in Europe. It will also impact things in the Indo-Pacific as well. We’ve seen the Republic of Korea be very focused on this issue as well. So, still a lot of things to be answered, Eric. And our analysts will continue to work this, and we’ll have more for you as we get more fidelity.

    Q: And where are the North Koreans’ motivations? Why are they doing this?

    SECRETARY AUSTIN: Yeah, unknown. Certainly, there is a strengthened relationship, for lack of a better term, between Russia and DPRK. You’ve seen the DPRK provide arms and munitions Russia, and this is a next step.

    But what it means in terms of where Putin is, you know, I’ve — heard me talk about the significant casualties in — that he had experienced over the last two and a half years. This is an indication that he may be even in more trouble than most people realize. But, again, he went tin cupping early on to get additional weapons and materials from the DPRK and then from Iran. And now he’s making a move to get more people, if that is the case, if these troops are designed to be a part of the fight in Ukraine. But we’ll see. These are questions that have yet to be answered.

    MS. SINGH: Natasha?

    Q: Thank you, Mr. Secretary. Two quick questions. As you’re likely aware, there is a DOD official being named and accused on social media of leaking highly classified intelligence about Israel. Is that disinformation? Can you rule out that that individual is being investigated, and has the probe homed in on a suspect?

    SECRETARY AUSTIN: There’s no OSD official being named as a part of this investigation. So, that is not true at this point, and I’ve seen no evidence of that or any indication that any OSD official will be implicated as a part of this.

    Q: Ok. And secondly, Israel has claimed that Hezbollah has a major bunker underneath Al-Sahel Hospital in southern Beirut. Doctors who work there have denied the allegation. Has the US seen its own evidence of this bunker underneath that hospital?

    SECRETARY AUSTIN: We’ve not seen evidence of that at this point. But, you know, we’ll continue to collaborate with our Israeli counterparts to gain better fidelity on exactly what they’re looking at.

    Q: Thank you.

    MS. SINGH: Lara?

    Q: Mr. Secretary, I understand you shared with the Ukrainians your DOD spend plan for the next five months for the Ukraine conflict. As you know, five months is after the inauguration of what will be a new administration. So, if Trump gets elected, will you speed up that plan to ensure Ukraine gets all the money that Congress has allocated? And how will you ensure that all of the equipment actually gets delivered, since you know that takes longer?

    SECRETARY AUSTIN: Well, as we commit the funds, Laura, I mean, everything won’t be delivered immediately. So, things that we’re purchasing now, for example, may wind up showing up a couple of months later. And as we laid out the plan on what we’re investing in with both our USAI funds and the drawdown materials that we’re providing, when we can get some of those materials refurbished and into Ukraine, and again, it’s not instantaneous, it may take weeks or in some cases a couple of months. But we laid that plan out for them, and we’re confident that, based upon, you know, what we’ve done and what we are doing that, you know, those things will be delivered on the timeline that we’ve outlined.

    Q: But a new administration could change that and could stop those deliveries.

    SECRETARY AUSTIN: They would have to de-obligate, you know, the things that we’ve already obligated. So, I think we’re pretty sure that these materials will continue to flow.

    Q: Thank you.

    MS. SINGH: Chris?

    Q: Thank you, Mr. Secretary. While you were in Ukraine, President Zelenskyy’s focused on $800 million the US has pledged towards drone production. What is the purpose and goal of that? And is that just for drones, or could Ukraine use that towards ballistic or cruise missiles?

    SECRETARY AUSTIN: Well, we’re going to continue to invest in their long range strike capability. Now, what we’ve seen is that they’ve developed the capability to mass produce drones that are very, very effective and that can go impressive distances. We’ve seen them strike targets that are 400 kilometers beyond the border, and even deeper, with precision. And they can do that at a fraction of a cost of a ballistic missile.

    So, it makes sense to invest in that capability, in their ability to continue to scale. And I think that answers, addresses, the needs that they’ll have not only now but long into the future.

    Q: Would you say that addresses the long range strike question that we keep bugging you about?

    SECRETARY AUSTIN: Well, as we’ve told you so many times, the range of an ATACMS is 300 kilometers. They’re striking targets that are beyond 400 kilometers with precision. So, you know, and they can do that at a fraction of the cost. So, this balances out the the balance sheet here.

    And, you know, if they’re going to be able to sustain their efforts, gotta to be able to afford it. And so, it makes sense for them to expand the capacity. It makes sense for us to invest in what they’re doing. It works. It’s effective and it’s precise.

    Q: Thank you.

    MS. SINGH: And the last one. Missy?

    Q: Yep. Thanks so much. In Lebanon, the targets that Israel is striking in the Beirut area have widened beyond military sites. It’s hitting municipal buildings and health clinics. Last night there were intense strikes on apartment buildings. And now Israel’s issuing the warning, as Natasha mentioned, about this hospital, suggesting that could be a target.

    And then, on the other hand in northern Gaza, you know, the UN is describing the situation there as beyond catastrophic. The UN says the IDF is, you know, continuing its offensive there, denied permission to rescue people from the rubble. Only a handful of trucks are reaching the north each day. And meanwhile, the Netanyahu government, some of the ministers today were having conversations about resettling Gaza and extending the occupation there.

    All of that to say I know you are a strong supporter of Israel’s self-defense, but you’ve also said that how they do it matters. In your view, as someone who has commanded counterinsurgency campaigns extensively, do you think that they’ve gone beyond self-defense on both of these fronts to something that’s more punitive or indiscriminate? And are you worried that Israel’s actions are weakening, not strengthening, its security in the long term?

    SECRETARY AUSTIN: Well, Missy, you’ve heard me say on a number of times that — a couple things. Number one, the ability to accomplish your goals militarily in terms of achieving objectives and protecting humans, protecting civilians in the battle space, those two things are— you can do both of those things. They’re not mutually exclusive.

    And the other thing that I’ve emphasized throughout, Missy, is the need to protect civilians and provide that humanitarian assistance. And this is something I talk to my counterpart about every time I talk to him, those two things. We’ve got to be more precise in our operations, and we have to make sure that we’re doing what’s necessary to get assistance and aid into the civilians.

    Failure to do that will, you know, will create a generation of Palestinians that really will continue to resist cooperating with Israel in the future. So, you’re actually increasing the numbers of insurgents in the space if you fail to do that. It’s a strategic imperative, in my view.

    Q: Ok. But just to clarify, in your view, are — the actions that they’re taking on both strips — fronts, have they gone beyond self-defense actions?

    SECRETARY AUSTIN: Well, you know, it’s one of the things in both cases that makes it more difficult is that both Hamas and LH use civilians as human shields. They put their stores of weapons in apartment buildings, beneath mosques and churches and in schools and hospitals in order to make it more difficult to strike them.

    Because of that complication, you know, that has increased the occurrence of civilian casualties. I think — you know, let’s not kid ourselves. This is a complicated, a very, very difficult battle space. And, you know, so we’re — we need to do everything we can — the Israelis need to do everything they can to be as careful as possible to protect civilians in that battle space. But Hamas and LH make it more complicated.

    NASA is making event plans for the 2025 calendar year, and we want to pencil you in! We are looking for the Midwest’s biggest and best community events with the broadest audiences to share NASA’s content and raise awareness of the agency’s most exciting aeronautics and space missions. NASA’s Glenn Research Center in Cleveland is leading the agency’s efforts to inspire the Midwest through engagement.

    Interested organizations can submit an event proposal to Glenn now through Nov. 18, 2024. Those selected will receive notification via email by Dec. 31, 2024. Through this collaboration, selected organizations will gain access to NASA exhibits and artifacts, hands-on demonstrations, STEM and internship opportunities for students and educators, NASA’s innovative technology, and experts that align to the topics and themes of their events.

    NASA is seeking:

    Organizations with direct community connections and an established event that reaches diverse audiences. 
    Events scheduled to occur between Jan. 1, 2025, and Dec. 31, 2025.
    Events that are mutually beneficial – where a NASA presence will enhance the event experience and raise awareness of NASA’s contributions to the advancement of aeronautics and space exploration.

    Selected organizations must agree to the following:

    Attend virtual planning meetings through an online business communication platform.
    Work with NASA Glenn’s Office of Communications when coordinating marketing, media communications, and logistics as described in the event proposal.
    Adhere to NASA Media Usage Guidelines for NASA media and logos.

         Following are the remarks by the Secretary for Security, Mr Tang Ping-Leung, at a media session after attending a radio programme this morning (January 25):Reporter: Could you please recap in English the rescue work that you have mentioned on the radio, that the 29 (year-old) teenager has been rescued, and when will he be back in Hong Kong? Secondly, can you also recap in English, the rapid test kit for the space oil? You mentioned there are two scenarios when checking, that the police officers may have to be attentive of. Can you say in English how do they have to be aware of during checking? Secretary for Security: First of all, regarding the 29 years old Hong Kong victim, who was earlier being lured to a Southeast Asian country to work illegally, and had been rescued to Thailand. Actually, he had been moved to Bangkok yesterday, and our task force member was able to see him and talk with him. With the assistance from Thai authorities and the Chinese Embassy in Thailand, and also with the help of the Thai Consulate in Hong Kong, we are able to arrange him to be back to Hong Kong on coming Monday. We are delighted that he can see his family members before the Chinese New Year and have a family reunion.      Regarding the rapid test kits on space oil drug, since the promulgation last Saturday, we have two positive cases. In the course of doing the test, our officers are being trained to handle different situations. If someone is really innocent, our officers have to tactfully handle how to make a request. We understand that, if someone is really in possession of space oil drug, and they have certain reactions, our officers are being trained to handle different scenarios.   • MIL-OSI Security: F-35B test jet begins sea trials with Japanese multi-functional destroyer in eastern Pacific Ocean

    A U.S. F-35 Lightning II aircraft landed aboard Japan’s Izumo-class multi-functional destroyer JS Kaga (DDH-184) for the first time Oct. 20 off the southern coast of California to begin developmental test aboard the allies’ largest ship.

    Royal Navy Lt. Cmdr. Nick Baker, a test pilot with the F-35 Patuxent River Integrated Test Force (Pax ITF), flew a specially instrumented F-35B short takeoff and vertical landing (STOVL) variant of the 5th generation air system and touched down about 3:15 p.m.

    Sea trials will leverage the ship’s recent modifications to conduct fixed-wing aircraft operations. Changes to the Kaga included painting its flight deck with heat-resistant material that tolerates the F-35B’s vectored-thrust engines, installing lights for nighttime operations, and reshaping the flight deck’s bow from a trapezoid to a rectangular shape.

    The trials will also pave the way for allies’ increased ability to operate in conjunction with each other.

    “This test is essential for strengthening Japan’s defense capabilities and is of utmost importance. We will do our best to achieve good test results together with the ITF,” said Japan Maritime Self-Defense Force Capt. Shusaku Takeuchi, commanding officer, JS Kaga. “This test does not merely enhance the capabilities of the Maritime Self-Defense Force. It also improves the interoperability between Japan and the U.S., strengthening the deterrence and response capabilities of the Japan-U.S. alliance, thereby contributing to peace and stability in the Indo-Pacific region.”

    The F-35 is detached from Air Test and Evaluation Squadron Two Three (VX-23), Naval Air Station Patuxent River (NAS Pax River), Maryland. It joins a test team from the Pax ITF, who embarked the ship in San Diego.

    In addition to F-35 test pilots, the Pax ITF team includes aircraft maintainers, flight test engineers, flight test control engineers, flight deck personnel, logisticians, and others, with support from the U.S. Navy and Marine Corps.

    “We are proud to be part of this joint effort to test the compatibility of F-35B aboard JS Kaga,” said Seth Dion, Pax ITF team lead. “Our team has prepared meticulously for this mission, and we are committed to working closely with our allies to achieve our shared goals and strengthen our partnership.”

    The sea trials are scheduled to take approximately three weeks.

    JS Kaga set sail from its homeport at Kure Naval Base, Japan, in early September.

    ATLANTA (Oct 23, 2024) – Secretary of the Navy Carlos Del Toro announced that the future Virginia-class Nuclear-Powered Attack Submarine SSN 813 will be named USS Atlanta. Del Toro made the announcement during a ship naming ceremony at the Jimmy Carter Presidential Library and Museum, in Atlanta, on Oct. 23.

    The future USS Atlanta honors the city of Atlanta, and the crews of the five previous Navy vessels named Atlanta.

    The naming selection of the future USS Atlanta (SSN 813) continues the trend of naming Virginia-class submarines after cities. Secretary Del Toro previously named USS Long Island (SSN 809), USS San Francisco (SSN 810), USS Miami (SSN 811), and USS Baltimore (SSN 812).

    “The city of Atlanta shares a storied and historic relationship with our Navy. Since the founding of our great nation, Atlantans from all walks of life have answered the call to service, including President Jimmy Carter, who helped advance our nuclear submarine program alongside Admiral Rickover, “the Father of the Nuclear Navy,” said Del Toro. “It has been 25 years since the Navy has had a ship named after the proud legacy of the city of Atlanta. Today, it is my honor and privilege to name the next Virginia-class submarine, SSN 813, USS Atlanta.”

    Congresswoman Nikema Williams, from Georgia’s 5th Congressional District joined Secretary Del Toro for the ceremony honoring Atlanta.

    “The naming of this ship is a testament to Atlanta’s history as the cradle of the civil rights movement,” said Williams. “As this vessel sails across the globe, it will carry with it the legacy of civil and human rights leaders like Congressman John Lewis and President Jimmy Carter, embodying Atlanta’s unbreakable spirit and the fight for justice that continues today.”

    Atlanta Mayor Andre Dickens also served as a guest in the official party and highlighted the honor and meaning behind the naming of the Navy’s newest submarine.  

     “Thank you, Secretary Del Toro for allowing Atlanta to take its place among the great American cities with namesake vessels,” said Dickens. “We envision the future USS Atlanta sailing and submerging as a testament to some of the same values that this city holds…protecting this nation with courage and strength.

    Secretary Del Toro also named the ship sponsor at the ceremony, former Atlanta Mayor Keisha Lance Bottoms.

     The ship’s sponsor fills a vital role throughout the life of a warship, serving as the bond between the ship, her crew, and the nation they serve,” said Del Toro. “I am honored that Mayor Bottoms accepted the invitation to serve as ship sponsor. As a leader and champion for the people of Atlanta, she represents the best of our nation, and I thank her for her lifelong commitment to our Navy, to our service men and women, and to the United States of America.”

    The city of Atlanta has strong ties to American history. Founded in 1836, the city (originally named Terminus) was incorporated as Atlanta in 1847. Following its destruction in the Civil War, Atlanta rapidly rebuilt, became the state capital in 1868, and is now an important center of industry, finance, and transportation. The greater Atlanta region was home to Naval Air Station Atlanta (1943-2009) and hosted squadrons from Reserve Carrier Air Wing 20, and Marine Aircraft Group 42.

    The first Atlanta, a screw gunboat (1858-1859) was renamed Sumpter after commissioning. The second, a protected cruiser (1886-1912) primarily served in the Atlantic Ocean and Gulf of Mexico and as a barracks ship. The third Atlanta (CL-51), a light cruiser (1941-1942), screened Task Force 16 carriers Enterprise and Hornet during the Battle of Midway, supported the Guadalcanal campaign in July and August, and defended Enterprise at the Battle of the Eastern Solomons on 24 August 1942. From 12-13 November 1942, Atlanta took part in the Naval Battle of Guadalcanal, during which she helped sink the Japanese destroy Akatsuki, and later received the Presidential Unit Citation and the embarked Flag Officer, Rear Admiral Norman Scott, was awarded a posthumous Medal of Honor. Suffering extensive torpedo damage, she was scuttled. The fourth Atlanta (CL-104), a light cruiser (1944-1970) served off Japan with the Fast Carrier Task Force where she conducted shore bombardment missions. The fifth Atlanta (SSN-712), a nuclear fast attack submarine (1982-1999), homeported in Norfolk, VA, completed multiple deployments and fleet readiness exercises during the Cold War before being decommissioned.

    Attack submarines are designed to seek and destroy enemy submarines and surface ships; project power ashore with Tomahawk cruise missiles and Special Operation Forces (SOF); carry out Intelligence, Surveillance and Reconnaissance (ISR) missions; support battle group operations; and engage in mine warfare.

  • MIL-OSI Security: U.S. Coast Guard, Korea Coast Guard strengthen partnership through shared training and cultural exchange in Guam

    U.S. Coast Guard (USCG) Team Guam and Korea Coast Guard (KCG) crews completed a successful week-long visit to Guam from Oct. 7 to 11, 2024, marked by shared exercises, subject matter expert (SME) exchanges, and a cultural “sports day” aimed at enhancing collaboration and fostering camaraderie between the two forces.

    The visit, which involved the training ship KCG 3011 Badaro (바다로호) and its crew making their second-ever visit to Guam, focused on strengthening the long-standing partnership between the USCG and KCG in maritime safety and security across the Pacific region. It builds on the trilateral letter of intent signed by representatives from the U.S. Coast Guard, Japan Coast Guard, and Korea Coast Guard in May 2024 to bolster maritime cooperation.

    “The collaboration this week reflects our shared dedication to maritime safety and security,” said Capt. Jessica Worst, commander of U.S. Coast Guard Forces Micronesia/Sector Guam. “We’ve sharpened our operational skills through bilateral training and built lasting relationships that will strengthen our cooperation in the future.”

    One of the visit’s highlights was a Search and Rescue Exercise (SAREX), where the crews simulated a man overboard scenario. The exercise demonstrated seamless coordination between the two forces, deploying small boat crews and executing proper search patterns while adjusting to real-time environmental factors. Officials from both sides, including Superintendent General Han Sang Chul, Korea Coast Guard Academy president, and Battalion Chief Roderick Meno from the Guam Fire Department (GFD), observed the exercise from a dedicated platform and discussed near-shore search and rescue dynamics. GFD’s involvement highlighted the importance of local partnerships in responding to emergencies in Guam’s waters.

    The week also featured a series of SME exchanges, with a particularly well-received session on search and rescue (SAR). The SAR exchange included a 30-minute question-and-answer session in which KCG personnel compared their systems and capabilities with those of the USCG. The session was a testament to the mutual learning that takes place in such exchanges, aligning closely with the KCG’s mission and providing valuable takeaways for future collaboration.

    Complementing the formal exchanges, the two forces participated in a ‘sports day,’ referred to by the KCG as a ‘friendly affair.’ The event was not just about competition, but also about building friendships and fostering goodwill. The event featured spirited competitions in basketball, racquetball, and tug of war, leading to new friendships and exchanges of contacts and social media handles.

    Senior Superintendent Ha Tae Young, Director of the Academy Affairs Division, expressed his gratitude at the closing ceremony, stating, “We are now emotionally connected, and we look forward to continuing this relationship.”

    As the Badaro departed Guam, the USCG and KCG reflected on the week’s successes, leaving with enhanced operational capabilities and deeper bonds of friendship.

    “Our relationship between the U.S. Coast Guard and the Korea Coast Guard is multifaceted, involving cooperative agreements, operational exercises, and collaborative efforts to enforce international sanctions,” said Worst. “This partnership enhances maritime security and strengthens diplomatic ties among the nations involved, contributing to stability in the Pacific region. We look forward to future engagements with our Korean partners.”

    The KCG transformed significantly since its establishment in 1953. It became an independent agency under the Ministry of Maritime Affairs and Fisheries in 2017 after being restructured in 2014. The KCG is responsible for various maritime law enforcement duties, including search and rescue operations and maintaining maritime safety off South Korea’s coast. The 295-foot (120 meter) training ship KCG 3011 Badaro (바다로호) has a crew complement of 150 and homeports in Busan, South Korea, where the Korea Coast Guard Academy is also located.

    Dr. Evans, thank you for that kind introduction and for the important work you are doing here at the Jimmy Carter Presidential Library and Museum.

    Congresswoman Williams, thank you for your presence today, and for your partnership and support of our men and women in uniform.

    Mr. Carter, thank you for sharing your family’s stories and carrying on their legacy of service.

    Mr. McLaurin, thank you for the work you do, preserving and sharing the rich history of the White House.

    World Today

    The world is undeniably complex, and while military power helps advance our national security interests abroad, President Jimmy Carter recognized that diplomacy should always play a leading role in achieving lasting peace.

    Our world today looks to the United States as a beacon of hope and freedom around the world.

    We face challenges in every corner of the world—from the Indo-Pacific, to Europe, and in the Red Sea.

    In Europe, we are approaching the third anniversary of Russia’s full-scale and illegal invasion of Ukraine.

    For the first time since World War II, we face a comprehensive maritime power in the Indo-Pacific.

    The People’s Republic of China continues to exert its excessive maritime claims through their navy, coast guard, and maritime militia.

    In the Red Sea and Gulf of Aden, we have been working tirelessly alongside our NATO allies and Middle Eastern partners to protect innocent civilian mariners and commercial shipping form Iranian-aligned Houthi attacks.

    Following the October 7th attacks in Israel one year ago this month, our Navy and Marine Corps were swiftly deployed to the region, forming an integrated force capable of responding to any threat.

    And earlier this month, two of our highly capable destroyers, the USS Cole (DDG 67)—a warship which carries a legacy of standing tall to acts of terrorism—and the USS Bulkeley (DDG 84)—which will always have a special place in my naval carer as her first Commanding Officer—aided our Israeli allies in shooting down Iranian ballistic missiles. 

    I am incredibly proud of the professionalism, dedication, and resilience shown by our Cole and Bulkeley Sailors.

    These brave young men and women illustrate the consistent excellence and effectiveness expected of our United States Navy.

    And we mourn the loss of two trailblazing, combat-decorated naval aviators from the Eisenhower Carrier Strike Group who passed away during a training event last week: Lieutenant Commander Lyndsay “Miley” Evans and Lieutenant Serena “Dug” Wileman.

    Our thoughts are with their families and friends as they cope with the loss of their loved ones—a loss which serves as a poignant reminder that what we ask of our Sailors and Marines is anything but routine, and in many cases dangerous.

    We honor their service and sacrifice by reaffirming our commitment to the ideals that inspire us to serve.

    City of Atlanta

    The city of Atlanta shares a storied and historic relationship with the United States Navy.

    Since the very founding of our Nation, Atlantans from all walks of life have answered the call to service.

    The Marine Corps’ first aviator, Lieutenant Colonel Alfred Cunningham, was born in Atlanta in 1882 and pioneered early aviation at a time when there were great risks and little appreciation for the danger involved in flying.

    Launched in 1943, Naval Air Station Atlanta trained Navy and Marine Corps squadrons from Reserve Carrier Air Wing 20 and Marine Aircraft Group 42.

    While Naval Air Station Atlanta no longer serves the Navy, the airfield continues to serve as the General Lucius D. Clay National Guard Center.

    Atlanta is, of course, home to the Jimmy Carter Presidential Library and Museum and the Carter Center, named after the former Naval Officer, Senator, Governor, and President, Jimmy Carter.

    As a Naval Officer, Lieutenant Carter helped advance our nuclear submarine program alongside Admiral Hymen Rickover, the “Father of the Nuclear Navy.”

    While in office, President Carter advocated for a more robust Navy—growing our submarine, aviation, and surface forces.

    He also fiercely advocated for the recruitment of Hispanic Americans into the Navy and nominated the first Hispanic American to serve as Secretary of the Navy—Edward Hidalgo.

    As Secretary of the Navy, I had the opportunity to rename a building at the Naval Academy after President Carter last year.

    Carter Hall will be a place of learning for Midshipmen at the Naval Academy for generations to come.

    And the city of Atlanta has had five previous Navy ships named after her legacy.

    The first USS Atlanta served the Union Navy throughout the Civil War after being captured from the Confederate Navy.

    The second USS Atlanta served in the Atlantic Ocean and Gulf of Mexico as a barracks ship.

    The third USS Atlanta (CL 51) served as the lead ship of the Atlanta-class of light cruisers and was laid down at the start of the Second World War.

    Weeks after Japan attacked Pearl Harbor and brought the United States into war, USS Atlanta commissioned at New York Navy Yard and later served as part of Admiral Halsey’s Fleet.

    Light cruiser USS Atlanta (CL 104) served in World War II with Fast Carrier Task Force where she conducted shore bombardment missions.

    The fifth USS Atlanta (SSN 712) commissioned in 1982, completing multiple deployments and fleet readiness exercises during the Cold War before being decommissioned in 1999.

    For 25 years, the Navy has been without a ship named after the proud legacy of the city of Atlanta.

    And so, it is my honor and privilege to name the next Virginia-class submarine, SSN 813, USS Atlanta.

    Our Navy’s submarine force is a lethal combination of one of the most powerful platforms available today manned by our Nation’s best and brightest—people like President Carter.

    The Virginia-class Fast Attack Submarines bring tremendous firepower to our Fleet and provide our commanders a valuable asset which strengthens our national security.

    And wherever she sails, she will represent not only the legacy of the proud ships who bore the name USS Atlanta before her, but also the thousands of Atlantans who have honorably and faithfully served the United States in uniform, as civil servants, and as activists to better our great Nation.

    And I am also proud to announce that the ship sponsor of the future USS Atlanta is former Atlanta Mayor Keisha Lance Bottoms.

    The ship’s sponsor fills a vital role throughout the life of a warship, serving as the bond between the ship, her crew, and the nation they serve.

    I am honored that Mayor Bottoms accepted the invitation to serve as ship sponsor. As a leader and champion for the people of Atlanta, she represents the best of our Nation, and I thank her for her lifelong commitment to our Navy, to our service men and women, and to the United States of America.

    Closing

    Our maritime services are indeed the most powerful and capable force this world has ever seen.

    Before I close my remarks today, I wanted to draw your attention to the portrait on the stage.

    It is Mr. Evan Karanovich’s grandfather’s portrait of USS Atlanta (CL 51), the lead ship of the Atlanta-class of eight light cruisers.

    On November 13th, 1942, the third USS Atlanta sank while escorting ships during the war.

    The portrait hung in his grandfather’s office for years until Mr. Karanovich received it as a commissioning gift.

    And he always wondered why, of all the pictures, he received this one.

    His grandfather said that despite the ship being lost in battle—like Atlanta, our Navy, and our Nation—we are resilient.

    Atlanta’s motto is “Resurgens,” which means “to rise again.”

    What better mantra for us to embrace as we move forward?

    Mr. Karanovich, thank you for sharing this beautiful portrait and story with all of us to enjoy.

    I thank all of you here for your support of our maritime services—you ensure that America remains the greatest nation in the world.

    And now, it is my great pleasure to introduce a leader who was born in this great state.

  • MIL-OSI USA: Attorney General Labrador Joins 25-State Letter to Columbia University Concerning Antisemitism on Campus

    [BOISE] – Attorney General Raúl Labrador joined a 25-state coalition of attorneys general in sending a letter to Columbia University to raise grave concerns about antisemitism on campus. The letter also encourages the university not to give in to demands to divest from Israel.
    “Like most Americans, I was dismayed at the antisemitic protests occurring on college campuses across the country,” said Attorney General Raúl Labrador.  “However, despite the demands from pro-Palestinian student groups and others supporting Hamas, I am encouraged that Columbia University has not divested from Israel.  I urge them to continue to resist that pressure.”
    The letter, to Columbia University Interim President Katrina Armstrong, MD, says, “In April of this year, several pro-Palestinian groups staged occupation protests on Columbia University’s campus in New York City, established encampments, and demanded the university divest from Israel. Even after some protesters were arrested, occupations continued, and the school entered negotiations with protesters. The school appropriately declined to divest from Israel. But demands for divestment have not abated. And the one-year anniversary of the October 7 attacks heralded an escalation in antisemitic rhetoric by pro-Palestinian campus protest groups.”
    The letter goes on to list examples of actions and rhetoric by pro-Palestinian protesters calling for even more violence, including one member of Columbia University Apartheid Divest saying the school was lucky he wasn’t out killing Zionists.
    The letter from the attorneys general commends Columbia University for its decision not to divest from Israel and urges the administration to maintain that position, despite blatantly antisemitic pressure from some pro-Palestinian student groups.
    The letter was co-led by South Carolina Attorney General Alan Wilson and Arkansas Attorney General Tim Griffin. In addition to Idaho, the letter was joined by the attorneys general of Alabama, Florida, Georgia, Indiana, Iowa, Kansas, Kentucky, Louisiana, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Dakota, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Utah, Virginia, and West Virginia.

    Some reports published in the media recently claiming shortage of Diammonium Phosphate (DAP) across the country and its resultant effect on prospects of Rabi crop are misleading, misplaced and devoid of factual position.

    It is clarified that the MRP of DAP has been maintained at Rs. 1350/- per 50 Kg bag since Covid times.

    Further, the subsidy on DAP has not been reduced at all. Instead, for the benefit of farmers, via two Cabinet decisions, an increase in subsidy has been effected for Rabi 2024.

    Firstly, Rs. 3500/- per MT as a special package costing Rs. 2625 crores has been provided to make the price sustainable for companies for procurement of DAP so that the procurement capacity at company level remains unaffected by the price volatility.

    Secondly, the overall increase in prices in the international market has been taken care of by another Cabinet decision by which subsidy has been linked to the market prices. Thus, if the procurement price of P&K fertilizer, including DAP, increases in the global market, the procurement capacities of the companies are not affected. Therefore, farmers are the ultimate beneficiaries.

    In addition to this, the total budgetary allocation for Rabi 2024-2025 has been increased to Rs. 24,475 crores.

    It may be noted that the availability of DAP has been affected somewhat by several geo-political factors including the long route taken by the vessels through Cape of Good Hope instead of Red sea. However, intensive efforts have been made by the Department of Fertilizers to augment the availability substantially during Sept–Nov, 2024.

    The Union Minister of Fisheries, Animal Husbandry, and Dairying, Shri Rajiv Ranjan Singh alias Lalan Singh will launch two pivotal initiatives aimed at strengthening the animal health infrastructure in India: the Pandemic Fund Project on “Animal Health Security Strengthening in India for Pandemic Preparedness and Response” and the 21st Livestock Census operation. The launch will take place on 25th October 2024 at 10:00 AM at Hotel Leela Ambience Convention, Shahdara, New Delhi.

    The event will also be graced by the Ministers of State for Fisheries, Animal Husbandry & Dairying, Shri Prof. S.P. Singh Baghel and Shri George Kurian serving as Guests of Honour. The event will also see the participation of distinguished guests including Shri Amitabh Kant, G20 Sherpa; Prof. Dr. V K Paul, Member Health, NITI Aayog; Ms. Alka Upadhyaya, Secretary, Department of Animal Husbandry and Dairying; and Mr. Punya Salila Srivastava, Secretary, Health & Family Welfare.

    The Pandemic Fund, established under Indonesia’s G20 Presidency, aims to finance critical investments that strengthen pandemic prevention, preparedness, and response (PPR) capacities, with a focus on low- and middle-income countries. India’s $25 million proposal, approved under the Fund’s first call, focuses on animal health security—a crucial component of pandemic preparedness.

    This event will highlight the importance of integrating a One Health approach into pandemic response efforts. Five of the six recent public health emergencies declared by the World Health Organization (WHO) have had their origins in animals, further emphasizing that strengthening animal health security is key to reducing zoonotic risks and safeguarding both human and animal populations from future pandemics.

    The “Animal Health Security Strengthening in India for Pandemic Preparedness and Response” project is designed to reduce the risk of zoonotic diseases that can potentially spread from animals (both domestic and wildlife) to humans. With pandemic threats looming, this project will play a pivotal role in fortifying India’s animal health infrastructure, ensuring the nation is better prepared for future health crises. The project will be implemented in collaboration with the Asian Development Bank (ADB) as the lead implementing entity, with support from The World Bank and the Food and Agriculture Organization (FAO). The launch of the Animal Health Security Strengthening in India project under the Pandemic Fund marks a significant step in India’s commitment to One Health and pandemic preparedness.

    21st Livestock Census Operation

    The Livestock Census (LC) is a crucial exercise that has been conducted every five years since 1919, serving as the backbone for policy formulation and the implementation of various programmes in the Animal Husbandry sector. The Census involves a comprehensive door-to-door survey that captures detailed data on domesticated animals and birds across the nation. Till date 20 Livestock censuses had been conducted and the last census was held in the year 2019.

    The rollout of 21st Livestock Census, scheduled to be conducted during September-December, 2024, will be in collaboration with State/UT Animal Husbandry and Dairying. At all India level around 1 lakh field officials who are mostly veterinarians or para-veterinarians will be involved in the enumeration process. This LC will leverage mobile technology for data collection and transmission. This advancement is expected to enhance the accuracy and efficiency of data collection across all villages and urban wards in the country.

    Data on 15 species of Livestock viz. Cattle, Buffalo, Mithun, Yak, Sheep, Goat, Pig, Camel, Horse, Ponies, Mule, Donkey, Dog, Rabbit and Elephant are covered in this census. Other than Livestock, headcount of Poultry Birds viz. Fowl, Duck, Turkey, Geese, Quail, Gini Fowl, Ostrich and Emu will also be taken from each Household/ Household Enterprises/ Non-households/Institution. This LC will capture data on 219 Indigenous breeds of 16 species recognised by ICAR-National Bureau of Animal Genetic Resources (NBAGR). Notably, this will be the first census to independently capture data on livestock holdings by pastoralists and to include information on the gender of individuals primarily involved in livestock rearing.

    In addition, the event will also feature the release of important documents aimed at strengthening animal health management in India:

    1. Standard Veterinary Treatment Guidelines: A comprehensive document that outlines best practices for veterinary care, aimed at improving the overall health and productivity of livestock.
    2. Crisis Management Plan for Animal Diseases: A critical resource that provides a framework for managing and responding to outbreaks of animal diseases, ensuring rapid containment and mitigation.

    These documents will serve as vital tools for veterinarians, policymakers, and field officials, helping to ensure timely and effective responses to animal health crises and improving disease management protocols.

    The Department of Animal Husbandry & Dairying invites all stakeholders to participate in the launch of the Pandemic Fund Project and the 21st Livestock Census Operation, both of which play an essential role in enhancing India’s preparedness against health crises and in fortifying animal health security.

    Today, H.E. Marisa Gerards, Ambassador of the Netherlands to India, paid a courtesy call to Dr. Devesh Chaturvedi, Secretary of the Department of Agriculture & Farmers’ Welfare, at Krishi Bhawan, New Delhi. The meeting provided a valuable opportunity to discuss ongoing collaborations and explore potential areas of cooperation in the agriculture and allied sectors between the two countries.

    Ambassador Gerards highlighted the robust partnership between the Netherlands and India, underpinned by a Memorandum of Understanding that has been in place for over 40 years in the agriculture sector. She expressed a strong commitment to further enhancing cooperation, particularly in horticulture, and underscored the potential for both countries to learn from each other’s expertise.

    Dr. Chaturvedi emphasized the longstanding and amicable relations between India and the Netherlands, noting the significant opportunities for collaboration in sectors of mutual interest, such as horticulture, animal husbandry, capacity building and technology transfer.

    He informed that India and the Netherlands have successfully identified 24 Centers of Excellence (CoEs), with 9 of these approved for funding under the Mission for Integrated Development of Horticulture (MIDH), receiving valuable technical support from their Dutch counterparts. Of these, 7 CoEs have been completed and have commenced commercial production, supplying high-quality planting material to farmers across India. To date, over 25,000 farmers have received training at these centers. Both parties recognized the significance of further strengthening their ongoing cooperation in this vital area.

    Additional Secretary Shri Pramod Kumar Meherda proposed a collaborative effort to develop farm machinery tailored to the needs of India, reflecting the shared vision for advancing agricultural innovation.

    The meeting was also attended by representatives from the Ministry of External Affairs and senior officials of Department of Agriculture & Farmers’ Welfare.

    European Parliament resolution on the misinterpretation of UN resolution 2758 by the People’s Republic of China and its continuous military provocations around Taiwan

    The European Parliament,

     having regard to its previous resolutions on the People’s Republic of China (PRC) and Taiwan,

     having regard to its resolution of 16 September 2021 on a new EU-China strategy[1],

     having regard to its recommendation of 21 October 2021 to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy on EU-Taiwan political relations and cooperation[2],

     having regard to its resolution of 7 June 2022 on the EU and the security challenges in the Indo-Pacific[3],

     having regard to its resolution of 15 September 2022 on the situation in the Strait of Taiwan[4],

     having regard to its resolution of 13 December 2023 on EU-Taiwan trade and investment relations[5],

     having regard to the Strategic Compass for Security and Defence, approved by the Council on 21 March 2022,

     having regard to the joint communication from the Commission and the High Representative of the Union for Foreign Affairs and Security Policy of 16 September 2021 entitled ‘The EU strategy for cooperation in the Indo-Pacific’ (JOIN(2021)0024),

     having regard to the EU’s ‘One China’ policy,

     having regard to the EU-China summit of 7 December 2023,

     having regard to the European Council conclusions on China of 30 June 2023,

     having regard to the visits of the Committee on Foreign Affairs of 25 to 27 July 2023 and of the Committee on International Trade of 19 to 21 December 2022 to Taiwan,

     having regard to the statement of 1 September 2024 by the Spokesperson of the High Representative of the Union for Foreign Affairs and Security Policy on the latest dangerous actions in the South China Sea,

     having regard to the statements by the Spokesperson of the High Representative of the Union for Foreign Affairs and Security Policy on China’s military drills around Taiwan, including the most recent statement of 14 October 2024,

     having regard to the G7 Foreign Ministers’ statements of 18 April 2023 and of 3 August 2022 on preserving peace and stability across the Taiwan Strait,

     having regard to the statement by the Chair of the G7 Foreign Ministers’ Meeting of 23 September 2024,

     having regard to the joint declaration by the G7 Defence Ministers of 19 October 2024,

     having regard to the urgency motion on Taiwan passed by the Australian Senate on 21 August 2024,

     having regard to UN General Assembly Resolution 2758 (XXVI) of 25 October 1971,

     having regard to the motion on UN Resolution 2758 passed by the Dutch House of Representatives on 12 September 2024,

     having regard to the press statement by the US Department of State of 13 October 2024,

     having regard to the UN Convention on the Law of the Sea (UNCLOS),

     having regard to Article 7 of the UN Framework Convention on Climate Change (UNFCCC), concluded on 9 May 1992,

     having regard to Rule 5 of the Standing Rules of Procedure of the Assembly of the International Civil Aviation Organization (ICAO),

     having regard to Article 4 of the Constitution of the International Criminal Police Organization (Interpol),

     having regard to Article 8 and Article 18(h) of the Constitution of the World Health Organization (WHO),

     having regard to Rules 136(2) and (4) of its Rules of Procedure,

    A. whereas UN Resolution 2758 was passed by the UN General Assembly on 25 October 1971 and shifted the official recognition from the Republic of China (Taiwan) to the People’s Republic of China (PRC); whereas today Taiwan, while not being a member of the United Nations, maintains diplomatic relations with 11 of the 193 United Nations member states, as well as with the Holy See;

    B. whereas the EU and Taiwan are like-minded partners that share the common values of freedom, democracy, human rights and the rule of law; whereas Taiwan is a vibrant democracy, with a flourishing civil society; whereas Taiwan held peaceful and well-organised elections on 13 January 2024;

    C. whereas following the adoption of UN Resolution 2758, Taiwan lost its access to participation in multilateral forums, such as the WHO;

    D. whereas Taiwan has never been part of the PRC; whereas the Republic of China was established in 1912 and the PRC in 1949;

    E. whereas UN Resolution 2758 addresses the status of the PRC, but does not determine that the PRC enjoys sovereignty over Taiwan, nor does it make any judgement on the future inclusion of Taiwan in the UN or any other international organisation; whereas, however, the PRC continues to misinterpret UN Resolution 2758 to block Taiwan’s meaningful participation in international organisations and unilaterally change the status quo; whereas these actions highlight the PRC’s ambition to alter the existing multilateral international order and undermine international law, and can be seen as an expression of systemic rivalry;

    F. whereas the EU continues to maintain its own ‘One China’ policy, which is different from the PRC’s ‘One China’ principle; whereas the EU’s long-standing position has been to support the status quo and a peaceful resolution of differences across the Taiwan Strait, while encouraging dialogue and constructive engagement;

    G. whereas through their statement of 23 September 2024 the G7 members, among other things, underlined their support for ‘Taiwan’s meaningful participation in international organizations as a member where statehood is not a prerequisite and as an observer or guest where it is’;

    H. whereas supporting Taiwan’s participation in international organisations does not undermine the EU’s commitment to its ‘One China’ policy, which remains the political foundation of EU-China relations;

    I. whereas over the past decade the PRC has persistently tried to increase its influence over international institutions, using this to sideline Taiwan and prevent Taiwanese passport holders, including journalists, non-governmental organisation workers and political activists, from accessing international institutions; whereas the PRC exercises transnational repression by misusing extradition treaties to target Taiwanese people abroad and therefore put them at risk of arbitrary persecution and human rights abuses;

    J. whereas the statutes of most international organisations tasked to address global issues, including the WHO, the UNFCCC, Interpol and the ICAO, provide opportunities for entities such as Taiwan to participate without infringing on the rights of member states;

    K. whereas Taiwan has consistently demonstrated a peaceful and cooperative attitude globally, has significantly enhanced global developments and thus could contribute greatly to the work of various international organisations;

    L. whereas the PRC is a one-party state that is entirely controlled and ruled by the Chinese Communist Party;

    M. whereas in a speech on Taiwan’s national day of 10 October 2024, Taiwan’s President Lai Ching-te stated that the PRC has ‘no right to represent Taiwan’ and reiterated that the two sides are ‘not subordinate’ to each other; whereas the PRC has justified its recent military exercise by claiming that President Lai Ching-te is pursuing a separatist strategy;

    N. whereas on 14 October 2024 the PRC launched a large-scale military drill, named Joint Sword-2024B, that simulated a blockade of Taiwan; whereas during this exercise a record number of 153 PRC aircraft,18 warships and 17 PRC coastguard ships were detected around Taiwan;

    O. whereas during the exercises four formations of the PRC coastguard patrolled the island and briefly entered its restricted waters; whereas the very frequent deployment of the coastguard by the PRC in the Strait in what the PRC considers ‘law enforcement’ missions is putting constant pressure on the Taiwanese authorities and causing a dangerous increase in the risk of collisions, in what is one of the most concrete indications of the PRC’s intention to erode the status quo; whereas the exercises launched on 14 October 2024 were the fourth round of large-scale war games by the PRC in just over two years;

    P. whereas these activities were condemned by Taiwan as an ‘unreasonable provocation’ and are the latest in a series of war games conducted by the PRC against Taiwan; whereas these military drills came days after Lai Ching-te, Taiwan’s new president, gave a speech vowing to protect Taiwan’s sovereignty in the face of challenges from the PRC;

    Q. whereas the median line, which was set up in a decades-old tacit agreement between both sides of the Taiwan Strait, was designed to reduce the risk of conflict by keeping the military aircraft from both sides of the Strait at a safe distance and thus prevent fatal miscalculations; whereas the PRC’s People’s Liberation Army violated the median line only four times between 1954 and 2020, but now routine incursions reflect Beijing’s intent to irreversibly reset long-standing benchmarks;

    R. whereas the press statements by the High Representative of the Union for Foreign Affairs and Security Policy and the US Department of State reaffirm that peace and stability in the Taiwan Strait are of strategic importance for regional and global security and prosperity; whereas the High Representative’s statement recalls the need to preserve the status quo in the Taiwan Strait, opposes any unilateral actions that change the status quo by force or coercion and calls on all parties to exercise restraint and avoid any actions that may further escalate cross-Strait tensions;

    S. whereas on 23 May 2024 the PRC launched a military drill called Joint Sword-2024A, just days after the inauguration of Lai Ching-te as the new President of Taiwan;

    T. whereas over the past few years the PRC has held similar military drills around Taiwan; whereas these military drills have increased in intensity and have been moved closer and closer to Taiwan’s mainland; whereas during a previous drill in August 2022 the PRC also fired missiles into Japan’s exclusive economic zone;

    U. whereas on top of military pressure the PRC has long been pursuing a sophisticated strategy of targeting Taiwan with foreign information manipulation and interference (FIMI), including hybrid and cyberattacks with the goal of undermining Taiwan’s democratic society;

    V. whereas the PRC, under the leadership of Xi Jinping, has said that it will not renounce the use of force to seek unification with Taiwan;

    W. whereas the PRC’s 2005 Anti-Secession Law includes the use of non-peaceful means, triggered by ambiguous thresholds, to achieve what the PRC calls ‘unification’ with Taiwan; whereas such military action is a grave threat to the security and stability of the entire region, with potentially dire global consequences; whereas EU and US deterrence is of strategic importance to dissuade the PRC from undertaking any unilateral action against Taiwan;

    X. whereas the PRC’s increasingly aggressive behaviour, in particular in its own neighbourhood, such as the Taiwan Strait and the South China Sea, poses a risk to regional and global security; whereas since 2019 the PRC has violated the Taiwanese air defence identification zone (ADIZ) with increasing regularity; whereas the PRC has been behaving aggressively across vast areas of the Indo-Pacific and exerting varying degrees of military or economic coercion, which has led to disputes with neighbours such as Japan, India, the Philippines and Australia;

    Y. whereas the EU has condemned the dangerous actions conducted by Chinese coastguard vessels against lawful Philippine maritime operations in the South China Sea on 31 August 2024; whereas this incident is the latest in a series of actions endangering the safety of life at sea and violating the right to freedom of navigation and overflight in compliance with international law; whereas maritime security and freedom of navigation must be ensured in accordance with international law and, in particular, UNCLOS;

    Z. whereas the PRC is supporting Russia’s war of aggression against Ukraine, in particular through the export of dual-use goods to Russia and the ongoing involvement of PRC-based companies in sanctions evasion and circumvention;

    AA. whereas as a permanent member of the UN Security Council, the PRC has a responsibility to work for peace and stability in the region, and particularly in the Taiwan Strait;

    AB. whereas through its 2021 strategy for cooperation in the Indo-Pacific, the EU and its Member States increased their presence in the region, including through a higher military presence of certain Member States and the continued passage of military ships through the Taiwan Strait;

    AC. whereas Taiwan is located in a strategic position in terms of trade, notably in high-tech supply chains; whereas the Taiwan Strait is the primary route for ships travelling from China, Japan, South Korea and Taiwan towards Europe; whereas Taiwan dominates semiconductor manufacturing markets, as its producers manufacture around 50 % of the world’s semiconductor output; whereas the EU’s strategy for cooperation in the Indo-Pacific argues for increasing trade and investment cooperation with Taiwan;

    AD. whereas the EU is Taiwan’s fourth largest trading partner after the PRC, the United States and Japan; whereas in 2022 Taiwan was the EU’s 12th largest trading partner; whereas the EU is the largest source of foreign direct investment in Taiwan; whereas Taiwanese investments in the EU remain below their potential;

    AE. whereas members of the Australian Senate and of the Dutch House of Representatives have recently adopted motions concerning the distortion of UN Resolution 2758 by the PRC and called for support for Taiwan’s greater participation in multilateral organisations;

    1. Reiterates that Taiwan is a key EU partner and a like-minded democratic friend in the Indo-Pacific region; commends Taiwan and the Taiwanese people for their strong democracy and vibrant civil society, demonstrated once more by the peaceful and well-organised elections of 13 January 2024;

    2. Opposes the PRC’s constant distortion of UN Resolution 2758 and its efforts to block Taiwan’s participation in multilateral organisations; calls for the EU and its Member States to support Taiwan’s meaningful participation in relevant international organisations such as the WHO, the ICAO, Interpol and the UNFCCC; further calls on the UN Secretariat to grant Taiwanese nationals and journalists the right to access UN premises for visits, meetings and newsgathering activities;

    3. Strongly condemns the PRC’s unwarranted military exercises of 14 October 2024, its continued military provocations against Taiwan and its continued military build-up, which is changing the balance of power in the Indo-Pacific, and reiterates its firm rejection of any unilateral change to the status quo in the Taiwan Strait; lauds the restraint and disciplined reaction of the Taiwanese authorities and calls for regular exchanges between the EU and its Taiwanese counterparts on relevant security issues;

    4. Reaffirms its strong commitment to the status quo in the Taiwan Strait; underlines that any attempt to unilaterally change the status quo in the Taiwan Strait, particularly by means of force or coercion, will not be accepted and will be met with a decisive and firm reaction;

    5. Underlines that UN Resolution 2758 takes no position on Taiwan; strongly rejects and refutes the PRC’s attempts to distort history and international rules;

    6. Reiterates the EU’s commitment to its ‘One China’ policy as the political foundation of EU-China relations; recalls that the EU’s China strategy emphasises that constructive cross-strait relations are part of promoting peace and security in the whole Asia-Pacific region and that the EU supports initiatives aimed at dialogue and confidence-building;

    7. Underlines that in Taiwan it is up to the people to democratically decide how they want to live and that the status quo in the Taiwan Strait must not be unilaterally changed by the use or threat of force;

    8. Reiterates its strong condemnation of statements by Chinese President Xi Jinping that the PRC will never renounce the right to use force with respect to Taiwan; underlines that the PRC’s use of force or threats or other highly coercive measures to achieve unification is incompatible with international law; expresses grave concern over the PRC’s use of hostile disinformation to undermine trust in Taiwan’s democracy and governance; reiterates its previous calls for the EU and its Member States to cooperate with international partners in helping to sustain democracy in Taiwan, keeping it free from foreign interference and threats; underlines that only Taiwan’s democratically elected government can represent the Taiwanese people on the international stage;

    9. Condemns the PRC’s systematic grey-zone military actions, including cyber and disinformation campaigns against Taiwan, and urges the PRC to halt these activities immediately; calls, in this regard, for cooperation between the EU and Taiwan to be deepened further to enhance structural cooperation on countering disinformation and foreign interference; welcomes the posting of a liaison officer at the European Economic and Trade Office in Taiwan to coordinate joint efforts to tackle disinformation and interference as a first important step towards deeper EU-Taiwan cooperation, and calls for the EU to further deepen cooperation with Taiwan in this key area; praises the courage of the Taiwanese people and the proportionate and dignified reactions of the Taiwanese authorities and institutions in the face of intensifying Chinese threats and activities;

    10. Firmly rejects the PRC’s economic coercion against Taiwan and other countries, as well as against EU Member States, and underlines that such practices are not only illegal under World Trade Organization rules, but that they also have a devastating effect on the PRC’s reputation around the world and will lead to a further loss of trust in the PRC as a responsible actor; stresses the independent right of the EU and its Member States to develop relations with Taiwan in line with their interests and shared values of democracy and human rights without foreign interference; calls on EU and Member State missions abroad to address and provide alternatives to malign PRC business practices, especially in the Global South;

    11. Is very concerned at the adoption of the so-called guidelines for punishing ‘diehard Taiwan independence separatists’ for committing crimes of secession and the incitement of secession jointly announced by the Supreme People’s Court, the Supreme People’s Procuratorate, the ministries for public security and state security and the justice ministry in June 2024, which could lead to harsh punishments for the crime of secession, up to and including the death penalty; strongly condemns the sentencing of one Taiwanese activist to nine years in prison in September 2024 after his arrest in the PRC in 2022, as well as the constant harassment of Taiwanese people working and living in the PRC;

    12. Is seriously concerned about the situation in the East and South China Seas; recalls the importance of respecting international law, including UNCLOS and, in particular, its provisions on the obligation to settle disputes by peaceful means and on maintaining the freedom of navigation and overflight; calls on all countries that have not done so to swiftly ratify UNCLOS; calls for the EU and its Member States to step up their own maritime capacities in the region; reminds the PRC of its responsibilities, as a permanent member of the UN Security Council, to uphold international law and emphasises the obligation to resolve disputes peacefully;

    13. Reaffirms its grave concerns about China’s increasing military investments and capabilities; expresses grave concerns about the renewed Chinese and Russian commitment to further strengthen their military ties and condemns the Chinese supply of components and equipment to Moscow’s military industry; welcomes the Council decision to impose sanctions on Chinese companies for supporting Russia’s war against Ukraine; deplores the ‘no limits’ partnership between Russia and the PRC; welcomes the increasing commitment and military presence of the United States in the Indo-Pacific; reiterates its calls for a coordinated approach to deepening EU-US cooperation on security matters, including through transatlantic parliamentary dialogue;

    14. Strongly welcomes the close cooperation and alignment of Taiwan with the EU and the United States in responding to Russia’s war against Ukraine and issuing sanctions in response to this blatant violation of international law; recalls Taiwan’s help in addressing the humanitarian crisis caused by Russia’s war of aggression against Ukraine and its continuous involvement and support for the Ukrainian government and countries hosting Ukrainian refugees;

    15. Highlights that the PRC’s various actions in the field of cognitive and legal warfare are slowly undermining the status quo, as well as intensifying grey-zone activities that are intended to circumvent detection, existing laws and response thresholds; calls for the EU to establish and enforce its redlines through its toolbox of sanctions, including sectoral sanctions, against hybrid activities and cyberthreats, and to coordinate strong diplomatic and economic deterrence measures with liked-minded partners;

    16. Expresses its gratitude for Taiwan’s help and assistance during the COVID-19 pandemic;

    17. Recognises the importance of Taiwan in securing global supply chains, especially in the high-tech sector where Taiwan is the leading producer of semiconductors, and calls for the EU and its Member States to engage in closer cooperation with Taiwan;

    18. Calls on the Commission to launch, without delay, preparatory measures for negotiations on a bilateral investment agreement, or other kinds of agreement, with Taiwan; highlights the potential for cooperation on foreign direct investment screening policy and on tackling economic coercion and retaliation;

    19. Applauds the increase in freedom of navigation exercises conducted by several EU countries, including France, the Netherlands and Germany; notes that these activities are in line with international law and calls for more cooperation and coordination with regional partners in order to increase freedom of navigation operations in the region;

    20. Welcomes visits by former and current Taiwanese politicians to Europe, including the recent visit of former President Tsai Ing-wen to the European Parliament on 17 October 2024; welcomes, furthermore, continued exchanges of its Members with Taiwan and encourages further visits of official European Parliament delegations to Taiwan; additionally encourages further exchanges between the EU and Taiwan at all levels, including political meetings and people-to-people encounters;

    21. Encourages, in this light, increased economic, scientific and cultural interactions and exchanges, focusing, among other areas, on youth, academia, civil society, sports, culture and education, as well as city-to-city and region-to-region partnerships; reiterates its call on the Member States to engage in meaningful and structural technical cooperation with Taiwan’s National Fire Agency and National Police Agency and with local administrations in the field of civil protection and disaster management;

    22. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy and the governments of the People’s Republic of China and Taiwan.
