    Swachhata Shramdaan was organised by the Legislative  Department, Ministry of Law and Justice in the premises of Shastri Bhawan to celebrate Mahatma Gandhi Jayanti and to mark 10 years of  Swachh Bharat Abhiyan, a major initiative taken under the Swachhata Hi Sewa Campaign (SHS), 2024 and Special Campaign 4.0, led by Shri Udaya Kumara, Additional Secretary, Shri R.K. Pattanayak, Joint Secretary/Nodal Officer, Dr. K. V. Kumar, Joint Secretary and other senior officers and staff including Safai Karamcharis of the Department and attached offices. 

    In addition, Shri Udaya Kumara and Shri R.K. Pattanyak also visited all the Sections and corridors/toilets, etc., to review ongoing swachhata activities being performed under the Campaign.  On this occasion, Shri Udaya Kumara highlighted the significance of the Campaign and urged all officials to contribute some time for maintaining Swachhta in their surroundings, while also encouraging friends and neighbours to participate in the Campaign actively.

    The Department of Telecommunications concludes Swachhata Hi Seva 2024 Campaign

    Launches Implementation Phase of Special Campaign 4.0 with Cleanliness Drive

    This year Department of Telecommunications (DoT) celebrated the 10th anniversary of the launch of Swachh Bharat Mission, Swachhata Hi Seva 2024 with the theme “Swabhaav Swachhata- Sanskaar Swachhata” with great enthusiasm. The campaign facilitated large scale advocacy and citizen participation for Swachhata, cleanliness drives with focus on cleaning of Cleanliness Target Units (CTUs) across the country through active participation of officers and staff of DoT HQ, attached offices, subordinate offices, field units and public sector units.

    Hon’ble Union Minister for Communications actively participated in the campaign by administering Swachhata Pledge to the officers and staff of BSNL Telephone Exchange, Acheleshwar, Madhya Pradesh and with plantation of a tree sapling under ‘Ek Ped Maa Ke Naam’ initiative on 20.09.2024. He also launched “Ek Ped Maa Ke Naam” app on 23.09.2024 to track planting of trees by users which they can dedicate in the name of their respected mothers.

    The campaign saw enthusiastic participation from DoT HQ, attached offices, subordinate offices, field units, and public sector units, focusing on the cleaning of Cleanliness Target Units (CTUs) nationwide. Approximately 700 events were organized, including the cleaning of 74 CTUs and about 50 SafaiMitra Suraksha Shivirs, embodying the campaign’s commitment to sanitation and safety.

    The campaign was concluded with the mega cleanliness drive organized outside Patel Chowk Metro Station, New Delhi wherein senior officers of the Department including Advisor Finance, Wireless Advisor, DDG(C&A), other DDGs and several other officers & employees of the Department participated in Shramdaan as a fitting tribute to the Father of the Nation.

    The Department of Telecommunications is actively participating in Special Campaign 4.0. During the identification phase of the campaign (up to 30.09.2024) the Department has already identified targets on disposal of pending MP references, State Government References, Public Grievances, PG Appeals, Parliamentary Assurances etc. It has identified more than 400 campaign sites across its organizations/ field offices/ PSUs pan India during the campaign to resolve pending matters.

    On the auspicious occasion of Gandhi Jayanti, Shri Manoj Kumar, Chairman of the Khadi and Village Industries Commission (KVIC), under the Ministry of Micro, Small, and Medium Enterprises (MSME), Government of India, extended Prime Minister Shri Narendra Modi’s vision for the welfare of the poor by announcing a significant wage hike for Khadi artisans across the country. Spinners who spin yarn on the charkha will see a 25% increase in their wages, while weavers who work on the loom will receive a 7% hike. Additionally, a special discount of 20% on Khadi products and 10% on Village Industries products has been launched at the flagship Khadi Bhavan in Connaught Place, New Delhi, as well as across the country.

    To commemorate Mahatma Gandhi’s birth anniversary, Union Health and Family Welfare and Chemicals and Fertilizers Minister Shri J.P. Nadda, and Union MSME Minister Shri Jitan Ram Manjhi, Minister of State for MSME and Labour & Employment Sushri Shobha Karandlaje, along with KVIC Chairman Shri Manoj Kumar and several other dignitaries, shopped at the Khadi Bhavan on Baba Kharak Singh Marg, officially launching the special discount campaign. Shri J.P. Nadda purchased fabric for a Khadi kurta and Village Industries products, making the payment online. Addressing the media, Shri Nadda appealed to citizens to buy Khadi products.

    Shri Jitan Ram Manjhi also urged people through the media to adopt Khadi and indigenous products and become a part of the Aatmanirbhar Bharat campaign.

    Speaking at the event, KVIC Chairman Shri Manoj Kumar reiterated Mahatma Gandhi’s words, “I see God in every thread spun on the charkha.” Embracing this philosophy, KVIC has been weaving the fabric of welfare for the poor through the “Charkha Revolution.”

    On September 17, 2024, in a ceremony held at Mahatma Gandhi’s birthplace, Porbandar, on the occasion of Prime Minister Shri Narendra Modi’s birthday, the announcement of a 25% wage hike for spinners and a 7% increase for weavers was made. The revised wages came into effect on October 2, 2024, on the occasion of Gandhi Jayanti. Shri Kumar explained that spinners who previously earned ₹10 per hank would now receive ₹12.50, an increase of ₹2.50 per hank. He highlighted that this is the second time in his tenure that the wages of spinners and weavers have been increased; the last hike was on April 1, 2023, when wages were raised from ₹7.50 to ₹10 per hank.

    Chairman Shri Manoj Kumar credited Prime Minister Modi’s leadership for transforming the lives of spinners and weavers through the ‘Khadi Revolution.’ The Khadi sector’s business crossed ₹1.55 lakh crore in the last fiscal year, and to ensure the benefits reach Khadi artisans, KVIC has decided to increase wages. Shri Kumar added that there are approximately 3,000 registered Khadi institutions across the country employing around 4.98 lakh Khadi artisans, of which nearly 80% are women. The increased wages will empower these artisans economically. Shri Kumar emphasized that during Prime Minister Modi’s tenure over the past decade, wages have increased by nearly 213%, symbolizing the economic empowerment of rural India through Khadi.

    In his address to the media, Shri Manoj Kumar announced the launch of a special discount campaign across the country, including at the flagship Khadi showroom in Connaught Place, New Delhi. The discount campaign will run from October 2 to November 30, 2024, offering a 20% discount on Khadi products and a 10% discount on Village Industries products.

    Chairman emphasized on following our Prime Minister Narendra Modi’s appeal in his popular ‘Mann Ki Baat’ program, the Khadi Bhavan in Connaught Place has set a new sales record every year on Gandhi Jayanti for the past decade. Sales on Gandhi Jayanti have consistently surpassed ₹1 crore over the last three years, with ₹1.01 crore in 2021-22, ₹1.34 crore in 2022-23, and ₹1.52 crore in 2023-24. These figures highlight how Khadi, under Prime Minister Modi’s leadership, has become the flagship of the ‘Vocal for Local’ and ‘Made in India’ movements, symbolizing the rise of a ‘New India’s New Khadi.’

    Adm Dinesh K Tripathi, Chief of the Naval Staff flagged off the Navika Sagar Parikrama II expedition from Ocean Sailing Node, INS Mandovi, Goa on 02 Oct 24. This landmark event marks a significant milestone in Naval ocean sailing history as the first ever circumnavigation of the globe onboard a sailing vessel by Indian women in double handed mode. The expedition symbolises India’s maritime endeavours, showcasing nation’s prominence in global maritime activities and Indian Navy’s commitment to excellence and women empowerment.

    The flag off ceremony was  witnessed by VAdm V Srinivas , FOCINC (South), VAdm Arti Sarin, DG AFMS, VAdm Vineet Mc Carty, CPS, VAdm L S Pathania, Chief Hydrographer, other senior officers, civilian dignitaries and enthusiastic members from the Naval community both serving and retired, as well as media personnel. On this occasion, a special chart commemorating the expedition was also released by CNS in the presence of FOCINC (South) and Chief Hydrographer. The CNS took a walk around of the boat and interacted with the crew prior cast off.

    In his address, the CNS highlighted the Sagar Parikrama as the symbolic expression of devotion and a significant step in fostering maritime consciousness, embodying the spirit of Sashakt and Saksham India. He acknowledged the visionary foresight of Late VAdm MP Awati who pioneered the idea of circumnavigation on sail boats and the subsequent voyages of Capt Dilip Donde, Cdr Abhilash Tomy and Navika Sagar Parikrama I showcasing seafaring skills at global stage and commitment to the spirit of Nari Shakti. The CNS complimented the mentors, Instructors and others involved in preparation of this voyage and congratulated the family members of the duo being the pillars of strength and support. He stated that the duo are the flag bearers of resurgent India who represent the confidence, courage and conviction of today’s India and the Navy. He wished them Fair Winds and Following Seas as they fly the Tirangaa around the globe. 

    Navika Sagar Parikrama II covering more than 21,600 nautical miles (approx 40,000 km) will unfold in five legs with stop overs at four ports for replenishment and maintenance, as required. The broad contour of voyage will be as follows: –

              (a) Goa to Fremantle, Australia

              (b) Fremantle to Lyttleton, New Zealand

              (c) Lyttleton to Port Stanley, Falkland 

              (d) Port Stanley to Cape Town, S Africa

              (e) Cape Town to Goa

    INSV Tarini, a 56 foot sailing vessel built by M/s Aquarius Shipyard Ltd was inducted in the Indian Navy on 18 Feb 17. The vessel has clocked more than 66,000 nautical miles (1,22,223 km) and participated in first edition of Navika Sagar Parikrama in 2017, trans-oceanic expedition from Goa to Rio, Goa to Port Louis and other significant expeditions. The boat is equipped with advanced navigation, safety and communication equipment and has undergone necessary maintenance and equipment upgrade recently. Both the officers with a sailing experience of 38,000 nautical miles (70,376km) have trained vigorously for this epic voyage for more than three years. They have been trained on ocean sailing aspects of seamanship, meteorology, navigation, survival techniques and medicare at sea. Further, under the mentorship of Cdr Abhilash Tomy (Retd) since Aug 23, the duo have fine tuned their skills and undergone psychological conditioning, ready to face challenges at sea.

    The Indian Navy wishes Navika Sagar Parikrama II, a triumphant voyage spreading the message of Courageous Hearts, Boundless Seas across the vast expanse of the world’s oceans.

    Shri Ashwini Vaishnaw, union Minister of Railways, Communications, and Electronics & Information Technology, today visited Braithwaite & Co. Ltd., Kolkata.He also inspected a modified Guard Van at Braithwaite & Co. Ltd. Shri Vaishnaw, alongside Shri Sukanta Majumdar, Minister of State for Education and Development of the North Eastern Region, and other dignitaries participated in cleanliness activities as part of the “Swachchta Hi Seva” campaign, operated a mechanized cleaning machine, and contributed to Shramdaan at Braithwaite & Co. Ltd., Kolkata. Further, Shri Vaishnaw visited Gandhi Bhawan, Beleghata, and paid homage to Mahatma Gandhi and joined in prayer chants to commemorate the occasion of Gandhi Jayanti.

    In an event held at Sealdah Railway Station today, Shri Ashwini Vaishnaw, Union Minister of Railways, dedicated to the nation the extension of five platforms (Platform No. 1 to 5) to accommodate 12-coach EMU (Electric Multiple Unit) local trains. This upgrade will increase the station’s capacity by enabling an additional 3 lakh passengers to travel daily, as more EMU trains are upgraded from 9-coach to 12-coach rakes, providing greater convenience for suburban commuters. The Minister also inaugurated passenger train services over the newly commissioned Nashipur Railway Bridge in Murshidabad district, West Bengal. This bridge establishes a vital rail link between both sides of the Bhagirathi River, fulfilling the long-standing demand of the local residents. To mark the occasion, Shri Vaishnaw flagged off the Sealdah-Ranaghat EMU,Azimganj-Cossimbazar MEMU (Mainline Electric Multiple Unit) train and the Krishnanagar-Azimganj passenger train through video conferencing. Additionally, he inaugurated the Radhikapur–Anand Vihar Terminal Express, establishing the first direct rail connection between Radhikapur in Uttar Dinajpur district, West Bengal, and Delhi. This new service will significantly benefit students, patients, traders, and residents from the surrounding districts, including Malda in West Bengal and Katihar in Bihar.

    Adding a unique dining experience to the station, Shri Vaishnaw inaugurated a Rail Coach Restaurant at Sealdah, bringing the charm of railway-themed decor combined with delectable cuisine for passengers. Shri Vaishnaw also visited an exhibition of old movie posters on display at Sealdah, which depicted scenes from iconic Indian films shot on Indian Railways. He also visited the One Station One Product (OSOP) stall at Sealdah and purchased indigenous products using a digital payment system, promoting local entrepreneurship.

    The Minister took the opportunity to highlight the tremendous progress made in Kolkata Metro’s expansion under the Union Government. He stated that between 1972 and 2014, only 28 km of Kolkata Metro track length was developed. However, in the last decade, from 2014 to 2024, an additional 38 km has been laid, showcasing the government’s commitment to enhancing the metro network in the state. Further, he mentioned the operation of 9 Vande Bharat Express trains in the state, marking a new era of high-speed rail connectivity for the people of West Bengal.

    He also acknowledged the Union Government’s substantial increase in budgetary allocation for railway development in West Bengal, reflecting the “Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayaas” vision of Prime Minister Shri Narendra Modi.Urging the State Government to cooperate in resolving land-related issues, Shri Vaishnaw pointed out that 61 railway projects in West Bengal are currently pending due to land acquisition challenges. He reiterated that the Union Government is prepared to invest in these projects, but cooperation from the State Government is essential to achieve timely completion.

    What you need to know: The largest river restoration project in American history has officially completed all of the work to remove the dams, a massive infrastructure project that was done ahead of schedule and on budget. Work will continue for several years restoring the 2,200 acres of formerly submerged lands.

    SACRAMENTO – Today, Governor Newsom announced that the Klamath River restoration project completed the final work to remove the dams from the river. The largest such infrastructure project in American history has came in ahead of schedule and on budget.

    While the dam removal portion of the project is now complete, work will continue for several years restoring the 2,200 acres of formerly submerged lands.

    Governor Newsom helped convene leaders in 2020 to advance this restoration plan and since then has pushed for the needed federal approvals, returned land to the Shasta Indian Nation, visited the site, and more. In August, the Governor announced that the project had gotten to the point of fish being able to swim freely for the first time in more than 100 years, with the Klamath River returning to free-flowing.

    “This is a monumental achievement – not just for the Klamath River but for our entire state, nation, and planet. By taking down these outdated dams, we are giving salmon and other species a chance to thrive once again, while also restoring an essential lifeline for tribal communities who have long depended on the health of the river. This is proof of what’s possible when we come together to prioritize our environment, our people, and future generations.”

    The removal of the dams, which had blocked the river’s natural flow for over a century, restores nearly 400 miles of vital habitat for salmon and other species that are essential to the river’s ecosystem and the communities that depend on them.

    Here’s what tribal leaders had to say: 

    • “Our áama, ancestral companions, can now return to over 400 miles of unleashed spawning grounds, renewing a bond that has nourished our people since time immemorial. The river is cleansing itself, and with time, its waters will grow purer. The scars left by the dams will fade and balance will be restored to the land. This is a reclamation of our cultural heritage, traditional knowledge, and sovereign rights. We are thankful to everyone who made this possible.     The Klamath River, once the third-largest salmon-producing river on the West Coast, has faced drastic declines in fish populations since the construction of hydroelectric dams began in 1918. The river’s blocked flow reduced water quality, increased temperatures, and made it nearly impossible for salmon and steelhead to complete their life cycles. 

    This represents a major victory for the Klamath Basin tribes, the States of California and Oregon, and numerous environmental and fishing groups.

    An American Indian tribe that settled in southeastern North Carolina soon will be recognized with a North Carolina Highway Historical Marker.

    The marker commemorating the Waccamaw Siouan Tribe will be dedicated during a ceremony Oct. 12 at 10 a.m., at the Waccamaw Siouan tribal grounds (7239 Old Lake Rd, Bolton, N.C.).

    The “People of the Falling Star,” currently known as the Waccamaw Siouan Indian Tribe, were first documented in 1701 by John Lawson as he visited the tribal areas located on the lower Neuse River not far from the Tuscarora Tribe. Lawson recorded 143 words from the Siouan Language which is a similar dialect of the southwestern neighboring Catawba Tribe, which resides in present-day South Carolina. The words are documented in Lawson’s book, “A Vocabulary of Woccon,” which can be found in the State Archives of North Carolina.

    After the Indian Wars in North Carolina known as the Tuscarora (1711-1713) and Yamassee (1715) Wars, the Waccamaw Siouans (Woccon) retreated southeast to the current day Green Swamp in Columbus County, while others were adopted by the Catawba Tribe with their similar language dialects. The Waccamaw Siouan remained in obscurity until the late-1700s.

    Tribal history speaks of the formation of Lake Waccamaw. The lore says a huge meteor crashed into the earth’s surface, creating a large crater and forming the lake. While there is no known translation of the word “Waccamaw,” a study of the Catawba language provides clues to its origin. A game played by the Catawba Indian children is spelled Wap Ka’ Hare, which translated is “ball knock.” Listening to an Indian say this word sounds like “Wah-um-wah.” Historians say it is reasonable to conclude that “Waccamaw,” is the English translation of part of the phrase that told of the ball of fire that “knocked” into the earth and created Lake Waccamaw.

    The Waccamaw Siouan received North Carolina state recognition in 1971 and hold membership with the North Carolina Commission of Indian Affairs. The tribe was incorporated as a 501(c)(3) organization in 1977. On the third week of October, an annual powwow is held on the tribal grounds. The major communities of tribal members are St. James, east of Lake Waccamaw, and Buckhead and Council, north of Bolton, N.C.

    The marker is one of nine markers being dedicated in 2024 that highlight American Indian culture and history in North Carolina. Historical markers were approved for the Coharie, Haliwa-Saponi, Lumbee, Meherrin, Occaneechi Band of the Saponi, Sappony, and Waccamaw Siouan tribes. In addition, historical markers were approved for the site of the East Carolina Indian School and the Buie Mound site. The N.C.     All North Carolina state parks west of Interstate 77 are closed through at least Oct. 31, the Division of Parks and Recreation announced. These parks include Chimney Rock, Crowders Mountain, Elk Knob, Gorges, Grandfather Mountain, Lake James, Lake Norman, Mount Mitchell, New River, South Mountains, and Stone Mountains state parks, as well as Mount Jefferson State Natural Area and Rendezvous Mountain.

    In addition, all events and programs at all state parks have been canceled through Oct. 31, with the exception of Dismal Day, Oct. 12, at Dismal Swamp State Park; Fear at the Fort, Oct. 18-19 and 25-26, at Fort Macon State Park; and a Schools in Parks training, Oct. 26, at Carolina Beach State Park.

    The division is assisting with the statewide emergency and rescue efforts in western North Carolina, in the aftermath of Hurricane Helene. About 30 staff have been deployed on law enforcement assignments requested through the North Carolina Emergency Operations Center. Scaling back operations across the state will allow staff to continue to assist with critical deployments. In addition, the closure of western parks can help limit travel in the area while roads and other infrastructure are repaired and replaced.

    “The devastation brought by Helene in many communities across western North Carolina has been profound,” said State Parks Director Brian Strong. “The entire division wants to provide whatever assistance we can to our neighbors and to these areas that were hit hardest. We want to prioritize our resources, both staff and equipment, towards immediate and lifesaving needs.”

    State park rangers are sworn law enforcement officers, and many park field staff — rangers and maintenance technicians — are certified as emergency medical responders, are trained to operate chainsaws and large equipment, and possess a commercial driver’s license. Once the vital needs of post-storm recovery efforts have been met, staff will focus on recreational facilities at parks, including trails, visitor centers, and campsites. Staff will assess conditions, clear downed trees, and address any remaining safety hazards before reopening to the public.

    “In the last few days alone, we have seen the entire state come together to support each other during this difficult time,” Strong said. “We know our parks are beloved by North Carolinians, but we also know our visitors are eager to help those who are grieving and those who have lost so much because of this storm.”

    All reservations for campsites and other facilities such as picnic shelters at western state parks through Oct. 31 have been canceled and refunded in full.

    Background on Rep. Gallego’s work to support local law enforcement

    During his time in Congress, Rep. Gallego has voted for over $168 billion in law enforcement funding and fought to bring home $45.9 million in Community Oriented Policing Services (COPS) program and $49.7 million in Byrne Justice Assistance Grants (JAG) funding to Arizona.

    Earlier this year, Rep. Gallego introduced his First Responders Emergency Assistance Act which would create a new emergency grant program for law enforcement and first responders in communities experiencing increased migrant arrivals. He also backs multiple bipartisan bills to strengthen the COPS program and support local law enforcement, including:

    • the Filling Public Safety Vacancies Act to provide an emergency boost to the COPS Hiring Program, doubling the amount of federal grant funding available for local departments this fiscal year.

    • the Recruit and Retain Act to increase the recruitment of new and qualified officers by reducing application and recruiting costs associated with finding new talent.

    • the Strong Communities Act to build stronger relationships between police and the communities they serve by incentivizing law enforcement officers to work in the communities where they live.

    • the Enhancing COPS Hiring Program Grants for Local Law Enforcement Act to expand the COPS Hiring Program to allow local law enforcement agencies to utilize program grants for recruitment and retention bonuses and to allow grant applications to be valid for five years, instead of the current one year.

  • MIL-Evening Report: More consumption, more demand for resources, more waste: why urban mining’s time has come

    Pollution and waste, climate change and biodiversity loss are creating a triple planetary crisis. In response, UN Environment Programme executive director Inger Andersen has called for waste to be redefined as a valuable resource instead of a problem. That’s what urban mining does.

    We commonly think of mining as drilling or digging into the earth to extract precious resources. Urban mining recovers these materials from waste. It can come from buildings, infrastructure and obsolete products.

    An urban mine, then, is the stock of precious metals or materials in the waste cities produce. In particular, electronic waste, or e‑waste, has higher concentrations of precious metals than many mined ores. Yet the UN Global E‑waste Monitor estimates US$62 billion worth of recoverable resources was discarded as e‑waste in 2022.

    Urban mining can recover these “hidden” resources in cities around the world. It offers sustainable solutions to the problems of resource scarcity and waste management. And it happens in the very cities that are centres of overconsumption and hotspots for the greenhouse gas emissions driving climate change.

    What sort of waste can be mined?

    Materials such as concrete, pipes, bricks, roofing materials, reinforcements and e‑waste can be recovered for reuse. Urban waste can be “mined” for metals such as gold, steel, copper, zinc, aluminium, cobalt and lithium, as well as glass and plastic. Mechanical or chemical treatments are used to retrieve these metals and materials.

    Simply disposing of this waste has high financial and environmental costs. In Australia, about 10% of waste is hazardous. Landfill costs are soaring as cities run out of space to discard their waste.

    The extent of this fast-growing problem is driving the growth of urban mining around the world. We are then salvaging materials whose supply is finite, while reducing the impacts of waste disposal.

    What’s happening globally?

    In Europe, the focus is largely on construction and demolition waste. Europe produces 450 million to 500 million tonnes of this waste each year – more than a third of all the region’s waste. Through its urban mining strategy, the European Commission aims to increase the recovery of non-hazardous construction and demolition waste to at least 70% across member countries by 2030.

    In Asia, urban mining has focused on e‑waste. However, the region recovers only about 12% of its e‑waste stock. Rates of e‑waste recycling vary greatly: 20% for East Asia, 1% for South Asia, and virtually zero for South-East Asia. China, Japan and South Korea are leading the way in Asia.

    Australia is on the right track. Our recovery rate for construction and demolition materials climbed to 80% by 2022 — the highest among all types of waste streams. However, we recover only about a third of the value of materials in our e-waste.

    Africa has also recognised the growing value of urban mining resources. Regional initiatives include the Nairobi Declaration on e‑waste, the Durban Declaration on e‑Waste Management in Africa and the Abuja Platform on e‑Waste.

    Urban mining solves many problems

    The OECD forecasts that global materials demand will almost double from 89 billion tonnes in 2019 to 167 billion tonnes in 2060. The United Nations’ Global Waste Management Outlook 2024 shows the amount of waste and costs of managing it are soaring too. It’s estimated the world will have 82 million tonnes of e‑waste to deal with by 2030.

    These trends mean urban mining is becoming ever more relevant and important.

    Urban mining also helps cut greenhouse gas emissions. Unlocking resources near where they are needed reduces transport costs and emissions. Urban mining also provides resource independence and creates employment.

    In addition, increasing recovery and recycling rates reduce the pressure on finite natural resources.

    Urban mining underpins circular economy alternatives such as the “deposit and return” schemes that give people financial incentives to return e‑waste and containers for recycling in cities such as Singapore, Sydney, Darwin and San Francisco. By 2030, San Francisco aims to halve disposal to landfill or incineration and cut solid waste generation by 15%.

    What more needs to be done?

    Governments have a role to play by adopting and enforcing policies, laws and regulations that encourage recycling through urban mining instead of sending waste to landfill. European Union laws, for example, mandate increased recycling targets for municipal waste overall and for packaging waste, including 80% for ferrous metals and 60% for aluminium.

    In Australia, 2019 legislation prohibits landfills from accepting anything with a plug, battery or cord. Anything with a plug is designated as e-waste.

    Product design is an important consideration. A designer must balance a product’s efficiency with making it easy to recycle. Products with greater efficiency and easy-to-recycle parts are more likely to use less energy, lead to less waste and hence less natural resource extraction.

    Our urban mining research documents a more sustainable approach to product design. Increasing product stewardship initiatives are expected to encourage better product design and standards that promote reuse and recycling, producer responsibility and changes in consumer behaviour.

    Good information about the available resources is essential too. The Urban Mine Platform, ProSUM and Waste and Resource Recovery Data Hub collect data on e‑waste, end-of-life vehicles, batteries and building and mining waste. These centralised databases allow easy access to data on the sources, stocks, flows and treatment of waste.

    Traditional mining is not the only method for extracting raw materials for the green transition. Waste is set to be increasingly recycled, reducing demand for virgin materials. A truly circular economy can become a reality if governments develop and apply an urban mining agenda.

    The grants will be distributed through the DOJ’s Office on Violence Against Women (OVW) and the Office of Justice Programs (OJP).

    Rocket Polonia for the HOMAR-K program is getting closer 02/10/2024 On October 2, 2024, an agreement was signed in the Republic of Korea between the Polish company WB Electronics SA and the Korean Hanwha Aerospace.

    The next day of the Polish delegation’s visit to the Republic of Korea brought the conclusion of an important contract from the point of view of the Polish Armed Forces and the Polish defense industry, as well as the development of national technical thought and the Polish economy. The production of 239 mm CGR-080 missiles will be carried out on the territory of Poland. The companies WB Electronics SA and Hanwha Aerospace Co. Ltd. are responsible for the implementation of the agreement signed today. It is planned that both entities will establish production potential for the production of ammunition for the currently acquired HOMAR-K multi-rotor missiles on the territory of our country. During the implementation of the contract, it is planned to build a factory whose target production capacity of ammunition will reach a level of several thousand CGR-080 missiles per year. The signed agreement provides for the transfer of technology for the production of guided missiles, equipment of the technological line, as well as the transfer of a license for the production of missiles. The developed approach of the Polish-Korean industry is another step towards achieving autonomy in the production of missiles and the possibility of deterring potential aggressors. Further development of international cooperation allows for broader thinking about the development of the Polish industry, economy, and thus our national defense potential.

    The Quarterly Coal Report (QCR) provides detailed quarterly data on U.S. coal production, exports, imports, receipts, prices, consumption, quality, and stocks. The report also provides data on U.S. coke production, consumption, stocks, imports, and exports. All data for 2022 and previous years are final. All data for 2023 and 2024 are preliminary.

    Highlights for the second quarter of 2024

    • U.S. coal production during the second quarter of 2024 totaled 118.1 million short tons (MMst), which was 9.1% lower than the previous quarter and 17.1% lower than the second quarter of 2023. Production in the Western region, which represented about 49.1% of total U.S. coal production in the second quarter of 2024, totaled about 58 MMst (24.1% lower than the second quarter of 2023).
    • U.S. coal exports for the second quarter of 2024 (25.8 MMst) decreased 3.8% from the first quarter of 2024. The average price of U.S. coal exports during the second quarter of 2024 was $135.64 per short ton.
    • The United States continued to import coal primarily from Colombia (50.6%) and Canada (39.5%). No imports from Australia or Indonesia were recorded for the second quarter of 2024. U.S. coal imports in the second quarter of 2024 totaled 0.5 MMst. The average price of U.S. coal imports during the second quarter of 2024 was $187.79 per short ton.
    • Steam coal exports totaled 12 MMst (3.6% lower than the first quarter of 2024). Metallurgical coal exports totaled 13.8 MMst (4% lower than the first quarter of 2024).
    • U.S. coal consumption totaled 91.2 MMst in the second quarter of 2024, which was 9% lower than the 100.2 MMst reported in the first quarter of 2024 and 0.3% lower than the 91.5 MMst reported in the second quarter of 2023. The electric power sector accounted for about 90.1% of the total U.S. coal consumption in the second quarter of 2024.
    • In the second quarter of 2024, coal stocks dropped to 157.9 MMst from 158 MMst at the end of the first quarter of 2024 (a 0% decrease). Stocks in the electric power sector decreased to 133.5 MMst from 133.6 MMst at the end of the first quarter of 2024, the first decrease since the end of third-quarter 2023.

    WASHINGTON, D.C. – Rep. French Hill (R-AR) and Rep. Haley Stevens (D-MI), Co-Chairs of the Hostage Task Force in the House, led a letter together to Secretary of State Antony Blinken urging the State Department to develop additional tools to disincentivize wrongful detention, hostage taking, and discourage Americans from traveling to hostile nations.

    In their letter, Rep. Hill and Rep. Stevens summarize four policy suggestions, which include forming joint penalties with allies against states that take hostages, developing a formal determination and designation of hostage-taking nations, using existing authority to restrict travel by U.S. citizens to nations that routinely take Americans, and strongly encouraging travelers to countries with a Level 4 Travel Warning to register with their local embassy and work with TSA to develop informational materials at airports.

    Dear Secretary Blinken, We write to commend your work in helping to accomplish the largest prisoner exchange with Russia since the Cold War and bringing home Evan Gershkovich, Paul Whelan, and fourteen other Americans, Russians and Europeans imprisoned in Russia to their families. This deal underscores that too many of our fellow Americans are increasingly being wrongfully detained and held hostage by hostile governments and terror groups which treat our citizens as disposable geopolitical bargaining chips.

    We recognize and applaud the important and difficult advances made across the Obama, Trump, and Biden administrations through the issuance of PPD-30 in 2015 and the passage of the Robert Levinson Hostage Recover and Hostage-Taking Accountability Act in 2020. The success of a multinational approach with Russia in this particular instance should be formalized more broadly to disincentivize wrongful detention and hostage taking. We were pleased to see the initial progress made with the signing of the 2021 Declaration Against Arbitrary Detention in State-toState Relations to disincentivize wrongful detention and hostage taking. Sharing of data and best practices amongst like-minded nations is an important first step.

    Even so, the United States Government must do more. The taking of Americans as hostages continues despite significant action taken by the last three administrations to prevent this. In addition, we fear an increasing number of Americans will be taken abroad in future years unless the State Department develops additional tools to disincentivize these practices and more effectively discourages Americans from placing themselves in harms way in the first place.

    We must build on our progress to disincentivize wrongful detention and hostage taking. As such, we urge you to:

    1. Promote and coordinate ways to impose joint penalties with our allies and partners against states and individuals involved in hostage taking and wrongful detention, with the goal of concluding a declaration to urge multilateral sanctions against those credibly shown to have wrongfully detained a person.

    2. Develop a formal rubric to determine and designate states as Hostage-Taking Nations. The United States should impose countermeasures against those states’ officials and diplomats (and their immediate family members), including restricting the travel radius for any officials visiting the United States on diplomatic visas. These restrictions could be tightened or loosened as Americans are either wrongfully detained or released from the custody of such nations, creating a carrot along with a stick.

    3. Utilize the Secretary of State’s existing authority to restrict travel of U.S. citizens in the event of severe risks to their health and safety, recognizing that the existing waiver process provides for flexibility in this process. We are concerned by the growing number of Americans who require the assistance of the U.S. government to be evacuated or released from detention in countries already on the State Department’s Level 4 Travel Warning list. Unfortunately, many U.S. travelers either ignore these warnings or perhaps do not see them in the first place. We applaud the Department’s continued use of this authority since 2018 to restrict U.S. travel to the Democratic People’s Republic of Korea after the horrific detention and abuse of Otto Warmbier which resulted in his death. Such an added burden to travel would help discourage our citizens from taking unnecessary risks traveling to other known dangerous countries.

    4. Strongly discourage American travelers whose final destination is a country with a Level 4 Travel Warning from traveling during their flight booking process and strongly encourage such travelers to register with the local embassy. Specifically, the State Department should consider partnering with the Transportation Security Administration to develop a system that could include elements such as posters in airports or informational briefings and acknowledgements of risks. The Department should also collect, analyze, and learn from U.S. visa data to better develop strategies to discourage Americans from traveling to the countries we warn them against visiting. This data should inform us whether our efforts to prevent such travel are succeeding or failing.

    We cannot only be reactive to the growing plight of Americans taken abroad – the United States must take strong and decisive action now to prevent this stream of wrongful detentions and hostage-takings from turning into a flood. We stand ready to work with you to implement any of these initiatives.

    1. A very good morning. I am delighted to be here at the Community Care Manpower Development Awards (CCMDA) and Community Care Excellence Awards (CCEA), as we recognise and celebrate the accomplishments of our dedicated and inspiring staff. I am pleased to be among passionate individuals who are dedicated to improving the wellbeing of our community and advancing the community care sector.
    Community Care Manpower Development Awards 
    2. The CCMDA is a study award first introduced in 2017 and provides important training support and opportunities for both new and in-service staff in the community care sector. Since its inception, CCMDA has supported the professional development of over 980 individuals, with 118 receiving the award this year.
    3. Growing our workforce is essential to meet the growing needs of our community. For instance, as palliative care services expand in the coming years, there will be growing demand for community care staff to acquire the relevant skills and knowledge to support the needs of this group. 
    4. Acquiring new skills is never easy, especially if we may already have many things on our plate, such as taking care of our families, and managing our careers. Ms Liu Maoxiang, from Singapore Anglican Community Services (SACS), has inspired us with her journey to grow professionally. With the support of her SACS colleagues and the CCMDA, she embraced the opportunity to further develop her professional skills as a social worker focusing on palliative and community care. Her journey saw her taking up a Professional Certificate in Palliative Care for Social Workers in 2024. She subsequently completed her training and continued on her journey as a social worker with SACS specialising in palliative and community care. Her dedication to lifelong learning and passion for serving others exemplify the values that we see in our awardees today. We wish her a long and fulfilling career. 
    Community Care Nursing Leadership Programme 
    5. Alongside individual growth, it is crucial to cultivate nursing talents for leadership roles, to ensure a robust pipeline of nursing leaders for the future. The Community Care Nursing Leadership Programme (CCNLP) aims to achieve this by preparing nurses to take on leadership roles. Nominated nursing talents will undergo a three- or five-year developmental programme that includes leadership coaching, clinical training both at home and abroad, and more.
    6. Since its launch in 2021, CCNLP has supported 25 nursing leaders from various settings, such as nursing homes, community hospitals, palliative care, and centre-based care. Today, we proudly celebrate the graduation of six nurses who completed the programme this year.
    Community Care Excellence Awards
    7. As we continue to nurture the skills and leadership capabilities of our staff, it’s also essential to recognise that these efforts ultimately serve a greater purpose to improve the quality of service that we provide. The CCEA celebrates the dedication of individuals and teams who have shown outstanding service and commitment to delivering quality care to their seniors. Since the CCEA was introduced in 2014, nearly 2,000 individuals and teams have received the award. This year, we are honouring 229 recipients, including 209 individual awards. 
    8. One such individual is Ms Ng Ling Ling, an executive from Ren Ci Community Hospital who took the initiative to streamline manual data work by picking up Robotic Process Automation. By automating repetitive tasks needed for financial counselling forms, she not only improved the quality of financial counselling at Ren Ci Community Hospital but, more importantly, freed up her team’s bandwidth to offer more meaningful interactions with patients and their families.
    9. The CCEA also acknowledges team achievements in areas such as clinical quality, client experience, and improvements in productivity and digitalisation. This year, Lentor Health Nursing Home at Macpherson embarked on the Chef Partnership Programme, where it worked with professional chefs to optimise kitchen workflows, train staff in modern cooking techniques, and of course, develop tasty and nutritious meal plans for their residents. From this programme, Lentor Health achieved a 47% improvement in resident satisfaction. This is testament to the sector’s dedication to innovate and improve the everyday experiences of our seniors. 
    10. As part of our ongoing effort to recognise the exceptional contributions of healthcare leaders in preventive health and community care, I am pleased to announce the introduction of a new Platinum Leadership Award category for next year’s CCEA. This prestigious award will honour Community Care Leaders who have made outstanding contributions to advance and enhance community care. It celebrates those who exemplify remarkable leadership, driving excellence and pioneering practices that strengthen the sector and ensure that all Singaporeans have the support they need to live and age well within their communities.
    Strengthening Manpower Capabilities
    11. As we recognise our healthcare workers’ efforts to upskill and bring greater impact to their roles, the Ministry of Health (MOH) and AIC are committed to supporting these aspirations by creating clear career progression pathways that align with the evolving needs of the community. I am pleased to share that the Community Care Career Track for support care staff, initially piloted in 2021, is now ready for adoption across the sector. The new track provides new opportunities for support care staff progression, by broadening their roles and enabling cross-deployment across various care settings. 
    12. Ms Kelly Kait from Ren Ci Nursing Home exemplifies this progression. After completing her training, she was promoted from Community Care Associate to Senior Community Care Associate, where her role was expanded to include responsibilities such as assisting with mobility training.  Over time, with greater experience gained, she will be able to advance further along the Care Track at Ren Ci.
    13. To prepare our support care staff for these new roles, AIC, in partnership with MOH, SkillsFuture Singapore, and industry stakeholders, have accredited the training and development of Community Care Associates as part of the national Skills Framework for Healthcare. I am pleased to share that the first group of 12 staff have started this training back in July. Upon completion, they will be awarded the WSQ Higher Certificate in Healthcare for Community Care. With this certification, and continuous training, this group can move on to assume roles where they will work closely together with clinicians and therapists to provide holistic care to support the physical and clinical wellbeing of clients. 
    14. We look forward to having all community care organisations and support care staff join us in this transformative journey as we roll out the Community Care Track across care settings. This will contribute to our collective effort to provide even better care and support for our communities.

  • MIL-OSI USA: CFTC Charges Former CEO of Carbon Credit Project Developer with Fraud Involving Voluntary Carbon Credits

    WASHINGTON, D.C. — The Commodity Futures Trading Commission today filed a complaint in the U.S. District Court for the Southern District of New York against Kenneth Newcombe of California, the former chief executive officer and majority shareholder of a Washington, D.C.-based carbon credit project developer, charging fraud and false, misleading, or inaccurate reports relating to voluntary carbon credits. The CFTC also issued orders filing and settling charges against Washington, D.C.-based CQC Impact Investors LLC (CQC) and against Jason Steele, CQC’s former chief operating officer. These are the first CFTC actions for fraud in the voluntary carbon credit market.

    “Last month, I highlighted the CFTC’s final guidance for designated contract markets that list derivatives on voluntary carbon credits as the underlying commodity as a critical step in support of the development of high-integrity voluntary carbon markets,” said Chairman Rostin Behnam. “Today’s actions show strong enforcement is another critical step in ensuring the integrity of these markets.”

    “With the first enforcement actions charging fraud in connection with the issuances and sales of voluntary carbon credits, the CFTC demonstrates its commitment to vigorously fight fraud in its markets, whether long-established or new and evolving, such as the carbon credit markets,” said Director of Enforcement Ian McGinley. “Today’s action also exemplifies the value the Division of Enforcement and the CFTC place in substantial cooperation in the division’s investigations and appropriate remediation, as reflected here in a reduction in penalty for CQC.”

    Newcombe Complaint

    The complaint against Newcombe alleges from at least 2019 to at least in or about Dec. 2023, Newcombe, while CEO and majority shareholder of a carbon credit project developer, engaged in a fraudulent scheme that involved reporting false and misleading information to at least one carbon credit registry and third-party reviewers, among others. The complaint alleges Newcombe did so in order to present a misleading impression of the quality of the project developer’s emissions-reduction projects to obtain carbon credits far beyond what the company was entitled to receive, and which the carbon credit project developer could and did sell to others.

    The CFTC seeks civil monetary penalties, disgorgement of ill-gotten gains, restitution, permanent trading and registrations bans, and a permanent injunction against further violations of the Commodity Exchange Act (CEA), as charged.

    CQC Order

    The CQC order finds from in or after 2019 to at least Dec. 2023, CQC engaged in a deceptive scheme relating to projects it developed purportedly intended to reduce carbon emissions, such as by installing more efficient cookstoves or LED light bulbs in sub-Saharan Africa, Asia, and Central America. Based on information CQC reported to at least one carbon credit registry and third-party reviewers, among others, CQC sought and received issuances of carbon credits that CQC could and did sell to other participants in the voluntary carbon credit market. As found in the order, CQC fraudulently reported false, misleading, and inaccurate information in connection with the verification and issuance of carbon credits, which resulted in the issuances of millions more carbon offset credits than CQC was entitled to receive. According to the order, CQC’s fraudulent conduct involved certain of the company’s former executives, supervisors, and operations and compliance personnel.

    The order requires CQC to pay a $1 million civil monetary penalty, cease and desist from violating the applicable provisions of the CEA and CFTC regulations, and comply with certain conditions and undertakings, including the cancelation or retirement of voluntary carbon credits sufficient to address the violative conduct. CQC admitted the findings of the order and acknowledged that its conduct violated the CEA and CFTC regulations.

    The order recognizes CQC’s substantial cooperation with the Division of Enforcement and CQC’s representations of its remediation, such as terminating, replacing or separating from individuals responsible for the violative conduct, and notes CQC’s substantial cooperation and appropriate remediation is further reflected in the form of a reduced civil monetary penalty.

    Jason Steele Order

    The Steele order finds, while COO of the project developer, he intentionally participated in the project developer’s providing false and misleading information to at least one carbon credit registry and third-party reviewers, among others, for the purpose of presenting a misleading impression of the quality of the cookstove projects, wrongfully increasing the number of carbon credits a project would produce. Steele admitted the findings of the order and acknowledged that his conduct violated the CEA and CFTC regulations.

    The order recognizes Steele entered into a formal cooperation agreement with the Division of Enforcement. 

    Parallel Criminal and Civil Actions

    Today, in separate actions, the U.S. Attorney’s Office for the Southern District of New York and the Securities and Exchange Commission announced filing parallel matters for related conduct.

    Mr. President of the General Assembly, Ladies and Gentlemen Heads of State and Government, Ladies and Gentlemen Ministers, Ladies and Gentlemen Ambassadors.

    I speak here on behalf of a country that will never forget what nations are capable of when they are united: freedom. France has just paid tribute this year to the peoples of America, Europe, Africa, Asia and Oceania who allowed it to free itself from Nazi control eight decades ago. Progress and peace.

    Liberated, France founded with these peoples a community of free and sovereign States, capable of committing to each other and agreeing on the essentials.

    Hope, like the one we have seen again recently during the Olympic and Paralympic Games, welcomed this summer by France in the beauty, enthusiasm and harmony of peoples.

    Yet, despite this jubilation, the Olympic truce, unanimously desired here, has remained a dead letter. Yet, the danger of empty words and powerless diplomacy are there before us every day. Yet, our organization is facing the greatest convergence of crises that it has probably known after these eight decades of existence. The feeling of a loss of control is growing in the face of wars, climate change, increasing inequalities, injustices. And every day humanity seems to fragment more while circumstances would require finding common, strong, effective responses.

    To restore to these two words, united nations, their powers of hope, we must find ourselves, as before, on an essential foundation. And this is what I would like to say a few words about.

    First and foremost, we must restore the terms of trust and respect between peoples, and I see them fading in the debates that are ours. To do this, we must indeed show equal attention to those who are suffering.

    I mentioned it here two years ago, warding off the possibility of a double standard, one life equals one life. The protection of civilians is an imperative standard and must remain our compass, even as we celebrate this year the 75th anniversary of the Geneva Conventions. Let us not allow the idea to take hold, for a single moment, that the dead in Ukraine are those in the north, that the dead in Gaza are those in the south, and that the deaths in the conflicts in Sudan, in the Great Lakes region, or in Burma, are those of consciences that, too alone, would be outraged by them.

    Regaining control and restoring this trust therefore implies seeking peace everywhere, accepting no difference whenever the dignity of human life is at stake, accepting no difference whenever the territorial integrity, the sovereignty of States is at stake. These conflicts today call into question our very capacity to enforce our United Nations Charter. And when I see some people wanting to propose peace by asking for capitulation, I am surprised that anyone can even support such an idea.

    I would like to reiterate here how essential the protection of civilians, of all humanitarian workers, of all those who work for our common values is in each of these conflicts.

    Then, we must provide a common response to the major challenges of the two wars affecting Europe and the Middle East. Russia is, in fact, waging a war of territorial conquest in Ukraine, in defiance of the most fundamental principles of international life. It is guilty of serious breaches of law, ethics and even honour. Nothing in what it is doing corresponds to the common interest of nations, nor to the special responsibilities it assumes in this organisation. The fate of Ukraine involves peace and security in Europe and in the world. Because who will still be able to believe themselves protected from their strongest, most violent and most greedy neighbours if we let Russia prevail as if nothing had happened? Nobody.

    It is therefore in our common interest, the common interest of nations, that Ukraine be restored to its legitimate rights as soon as possible and that a just and lasting peace be built. France will continue to do everything in its power to ensure that Ukraine holds firm, gets out of danger and obtains justice. It will continue to provide it with the equipment essential to its defense and, with its closest allies and partners, France will support the remarkable resistance of the Ukrainian people and will commit to ensuring that they obtain lasting security. Let us seek peace. France will know how to join forces with all sincere partners to build a solid peace for Ukraine and for Europe.

    I know that for many of you, the essential is elsewhere; in the all too long list of forgotten wars, unjust victories, poorly negotiated resolutions or sometimes never implemented. I have not forgotten any of them, even if I cannot mention them all here. President TSHISEKEDI preceded me at this podium a few moments ago and the situation in the Great Lakes — I will come back to it with him, and President KAGAME in a few days — concerns us. And in Armenia, Mr. Prime Minister, alongside which France stands firmly in the face of pressure from Azerbaijan and the territories, the international community must be there to ensure that peace negotiations succeed and that internationally recognized borders are preserved.

    But I know that for many of you, the essential thing, beyond these wars, is also today, and it is for us too, in Gaza, where the destiny of the Palestinian people is present, and weighs on each of our debates.

    On this complex subject, I would like to reiterate with the greatest clarity France’s position since day one. We firmly condemn the terrible and unprecedented terrorist attack decided and carried out by Hamas against Israel on October 7. Terrorism is unacceptable, whatever the causes, and we mourn the victims of the Hamas attack on October 7, including 48 French citizens. I extend my thoughts of compassion and friendship to all the families who are living in pain after losing children, parents and friends on October 7. We also solemnly and once again ask that the hostages be released. Among them, several of our French compatriots remain. And I would like to salute the efforts of the United States of America, Egypt and Qatar to achieve this. This remains a priority for all of us.

    Israel, faced with this terrorist attack, has the legitimate right to protect its people and to deprive Hamas of the means to attack it again. And none of us would have suffered the blows received on October 7 without drawing consequences. However, the war that Israel is waging in Gaza has lasted too long. The tens of thousands of Palestinian civilian victims have no justification, no explanation. Too many innocents have died, and we also mourn them. And these deaths are also a scandal for humanity and a dangerous source of hatred, of resentment that threatens and will threaten the security of all, including that of Israel tomorrow.

    This war must therefore end and a ceasefire must be declared as soon as possible, at the same time as the hostages are released and humanitarian aid arrives massively in Gaza. We have held this position since October 2023, pushing for resolutions with many of you holding the first humanitarian conference for Gaza in November in Paris. Today, it is a question of political will in view of the destruction of Hamas’ military capabilities. It is imperative that a new phase begins in Gaza, that the weapons fall silent, that humanitarian workers return, and that civilian populations are finally protected. France will participate in any initiative that will save lives and ensure the security of all. The deployment of an international mission must pave the way for the implementation of the two-state solution. It is up to the United Nations Security Council to decide on this matter and it is also necessary that the necessary measures be taken without further delay to preserve the link between Gaza and the West Bank, to restore the Palestinian Authority to its functions and to ensure the reconstruction of the territory and simply make life possible again.

    France will commit to ensuring that everything is done so that the Palestinians finally have a State living side by side with Israel. The conditions for a just and lasting peace are known. The path to it remains to be paved. It must be as short as possible. France will therefore draw the consequences of its commitment to the two-State solution and will renew its action so that it finally comes about for the benefit of the people, to meet their legitimate aspirations, to bring about a Palestinian State, to give all the necessary guarantees to Israel for its security, to build reciprocal recognitions and common security guarantees for all in the region. We will work on this over the coming weeks with Israelis and Palestinians, as with all our regional and international partners.

    In the immediate future, as we speak, the main risk is that of escalation. My fraternal thoughts go to Lebanon and the Lebanese people. For too long, Hezbollah has been taking the unbearable risk of dragging Lebanon into war. Israel, for its part, cannot, without consequences, extend its operations to Lebanon. France demands that everyone respect their obligations along the Blue Line. We will therefore act to bring about an essential diplomatic path in order to spare the civilian populations and prevent a regional explosion. There must not, there cannot be, a war in Lebanon.

    This is why we strongly call on Israel to stop the escalation in Lebanon and on Hezbollah to stop firing at Israel. We strongly call on all those who provide them with the means to stop doing so. We have asked that the Security Council meet today for this purpose, and I welcome this. And the French minister will be visiting Lebanon this weekend.

    It is the same unity that we must demonstrate in the face of the major regional challenges and the global challenges that are ours. Because beyond the conflicts that we are experiencing and that I have just mentioned, we must together continue to ensure respect for each other’s sovereignty, to build regional and international solutions to the challenges. This is the whole meaning of the relationship that we want with Africa, a new partnership, and this is what we have been working to do for two years. France has done a lot in recent years for the African continent, it has done a lot in recent decades, but particularly in the Sahel, where the French armies have successfully fought terrorism, side by side with their regional and international partners.

    However, the military coups in the region have led us to draw legitimate conclusions. But Europe and Africa have a common destiny before them, which requires a broad partnership. A partnership of peace and security that requires renewing its terms: more training, more equipment, more mutual respect. A partnership also based on the economy, energy, sport, culture, and memory.

    This is what we have patiently built in recent years with Benin, Senegal, Cameroon, Algeria, Morocco and many other countries and will continue to implement. It is the same philosophy that, for 6 years now, has led us to build an unprecedented partnership with the Indo-Pacific, where France aims to contribute to respect for international law, without which there can be no prosperity.

    In this region, which has experienced exceptional growth in recent decades, some are tempted to break the rules, or even impose their will by force. France is proposing an alternative, not to replace anyone, but to give the states of the region the possibility of choosing their partner, project by project.

    The French territories of the Indo-Pacific have unique expertise in the fight against climate change, the protection of biodiversity, the development of clean energy and the fight against transnational threats. Our vocation in this regard in the region is to cooperate more with everyone, in their environment. As you have understood, this partnership logic is one that aims to build new balances, to reject the fragmentation of the world or old grammars, but to seek, in mutual respect, to build paths to stability and peace.

    Beyond that, the challenge that is ours, struck by the conflicts that I mentioned just now, would be to lose the thread of our multilateral agenda, to lose the effectiveness to which we are attached. And after having experienced the pandemic, which had reminded us, with such force, of the importance of some of these common challenges, to forget that we must continue this thread. I deeply believe that effective multilateralism has never been more necessary than today and must lead to results in terms of development and the fight against inequalities in education, health, climate and biodiversity and technology. On each of these pillars, we need unity. And we need, here too, to do everything to avoid the divide between the North and the South. This is exactly the philosophy that we have developed in the Paris Pact for People and the Planet that more than 60 States have now joined.

    First, make sure that we never force a state to choose between its objectives. Why would northern states lecture southern states by explaining to them that they should respect the climate and therefore give up economic opportunities? They should do what some of them, in the north, did not do 20, 30 or 40 years ago. This is unacceptable and inaudible. We must therefore build an agenda that allows us to move forward at the same time in the fight against inequalities and economic development for education, climate and biodiversity and global health.

    Then, solutions must be made and based on proposals from the States themselves. This is what we have, for example, started to build with our partnerships for just energy transitions. Not to have a single solution for all or lessons given from our capitals where, in a way, we come to inspect countries and ask them to all follow the same recipe. There is a unique path for each country. This is the key to sovereignty.

    And then, there needs to be a financial shock, public and additional private leverage. This is what allowed us, 3 years ago, to work towards increasing the IMF’s special drawing rights and to obtain the effective reallocation of nearly 100 billion in special drawing rights to the benefit of the countries that need them most, particularly in Africa. A silent but essential revolution.

    This is also why, with the strength of this pact, and we were with several of the members just now, under the effective authority of President Macky SALL and with the assistance of the United Nations, the OECD and the organizations concerned, we want to continue this cycle of reforms and carry out a profound reform of the multilateral banks of our financial institutions.

    We launched this common finance objective, bringing together development banks from all over the world, including those whose agendas are not aligned. We must work on this common finance agenda to be able to meet the objectives that I mentioned. And we must, together, I hope in the coming months, fundamentally reform the World Bank and the International Monetary Fund, first to renew their members, these institutions having been designed at a time when so many of you here were not independent.

    Its capital structure must be renewed to give it more strength. The World Bank and the International Monetary Fund were designed, thought out, and calibrated at a time when the challenges were not the same, when the global economy was not of this size, and when demographics were completely different. We must lift the absurd taboos. Blockages sometimes imposed by the largest that prevent others from handing over money for fear of being diluted. We must give these institutions the capacity to act to finance the projects that the countries of the South need. And this reform is imperative for our collective credibility.

    I say this to the richest states and to those who, alongside France, are around the table. Decide not to do it and you will see an alternative order emerge in the years to come. Others will come who do not have your agenda. Decide not to do it and you will be condemned, accused of cynicism and perhaps not wrongly.

    This reform of financial multilateralism is essential to meet these challenges. We must also continue our climate and biodiversity agenda. The upcoming COPs are important meetings and France will play its full role, in particular by organizing with Costa Rica for the United Nations an important meeting for the oceans.

    Nice, in fact, in June 2025 will host the United Nations Ocean Conference and we will continue our work in doing so. And I hope that many of you will be able to ratify in this regard the achievements of recent months, in particular the Treaty on the Protection of the High Seas, which is essential. And we are also continuing to make progress on the issue of water, which is so essential, with the new One Planet Summit on Water alongside Kazakhstan and Saudi Arabia. I will not list here all the necessary, essential subjects.

    But I also want to remind you how much Artificial Intelligence requires that within our framework, all the States present here coordinate. We need to encourage innovation. We need to ensure that the innovation of Artificial Intelligence will be accessible to all countries and peoples of the planet and that it does not fuel new fractures and new inequalities. But we need all of this to develop within an ethical, democratic framework, thought out by the peoples of the planet.

    We cannot let a few people, especially private players, who are today at the forefront of these innovations, think for us and for our peoples about the future of these innovations. This is why France will organize the next Action Summit for Artificial Intelligence in February 2025.

    But you have understood, the objective is to build this common framework and I welcome the work that has been conducted and coordinated by the Secretary-General and the Global Digital Compact, built with the best experts, which fully supports this philosophy in which we subscribe.

    To conclude my remarks, ladies and gentlemen, and aware that I have forgotten so many difficult situations, from Venezuela to the heart of Africa, via so many Oceanian tensions, I would like to conclude by talking about our Institutions.

    I hear many voices being raised to say that, basically, the United Nations should be thrown in the trash; it is no longer of any use; you see, we are not managing to resolve conflicts.

    Let us have constructive impatience in this matter. Let us have impatience, I have it with you, we cannot be satisfied with not knowing how to resolve things. But let us be clear, those responsible are there. As long as we have a Security Council that is blocked, I would say, reciprocally according to the interests of each party, we will have difficulty moving forward.

    Is there a better system? I don’t think so. So let’s just make these United Nations more effective, first by perhaps making them more representative. That is why France, and I repeat here, is in favor of the Security Council being expanded.

    Germany, Japan, India and Brazil should be permanent members, as well as two countries that Africa would designate to represent it. New elected members should also be admitted.

    But reforming the composition of the Security Council would not be enough on its own to restore its effectiveness. And I therefore hope that this reform will also make it possible to change working methods, to limit the right of veto in the event of mass crime and to focus on operational decisions that are necessary to maintain international peace and security. This is what we must have the courage and audacity to do and that we must carry forward with the current permanent members.

    Nearly 25 years after the Millennium Summit, the time has come to regain efficiency in order to act more effectively on the ground with States and civil society. And beyond the United Nations, we must open a new era in each of our multilateral institutions, as I have just mentioned.

    These, ladies and gentlemen, are the few words that I wanted to have here before you today. At a serious moment in our international order, where so many conflicts seem unresolved, I want to say that France will continue to try to take this demanding path, faithful to its values, which rejects the simplifications of the moment and which will continue to fight for the simple principles that have always driven us: human dignity, respect for the principles of the charter, and which, beyond conflicts and current events, aims to continue to build with you a fairer and more effective international order. This will be our voice, always unique, alongside our friends, our allies. But also free sometimes to say no, sometimes to reject the cynicism of the moment or the obvious that is not.

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA) announced that several state and municipal law enforcement agencies, tribal justice departments and programs, and medical examiner offices will receive a total of $6,915,941 from the Department of Justice to help address some of the State of Washington’s most pressing public safety challenges. 
    “Washington state has made tremendous progress over the past decade in nearly eliminating its 30,000 rape kit backlog, but we can’t let up — this funding will help police labs test more DNA samples faster,” Sen. Cantwell said. “These federal resources will also help us better identify fatal drug overdoses, and provide more services to support and protect women in our cities and in tribal communities.”
    The money will be used to, among other things, process DNA evidence faster, prosecute violence against women and children cases, identify fatal overdoses, ease inmates’ transitions upon release, and mitigate the impact of juvenile gun violence.
    The grants announced by DOJ today include:
    $2,459,640 for the Washington State Patrol (WSP) in FY24 Formula DNA Capacity Enhancement for Backlog Reduction funding. This grant will provide additional training, supplies, equipment, and wages for the five existing casework DNA laboratories in the WSP Crime Laboratory Division. These resources will help increase the number of samples analyzed, as well as shorten the turnaround time for sample analysis.
    $1,710,078 for the Quileute Indian Tribe in FY24 Office on Violence Against Women Special Tribal Criminal Jurisdiction Grant Program funding. This grant will help support the tribe in prosecuting domestic and sexual violence, trafficking, stalking, violence against children, violation of a protection order, and assault of a tribal officer. The project also aims to help the tribe maintain sovereignty, including when a crime is committed by a non-tribal member on tribal land.
    $863,977 for the Lummi Indian Business Council in FY24 Office on Violence Against Women Special Tribal Criminal Jurisdiction Grant Program funding. This grant will help support the tribe in prosecuting domestic and sexual violence, trafficking, stalking, violence against children, violation of a protection order, and assault of a tribal officer. The project also aims to help the tribe maintain sovereignty, including when a crime is committed by a non-tribal member on tribal land.
    $610,000 for the Kalispel Indian Community in Office on Violence Against Women FY24 Tribal Sexual Assault Services Program funds. This grant will help the Kalispel Indian Tribe hire a full-time sexual assault advocate to provide crisis intervention, emergency services, advocacy and referrals; spread awareness for resources that support survivors of sexual assault; and manage an emergency hotline.
    $473,385 for the Washington State Patrol (WSP) in FY24 Paul Coverdell Forensic Science Improvement Grants Program formula funding. This grant will be divided up across multiple law enforcement agencies to improve post-mortem exams, reduce backlogs, and better identify fatal drug overdoses. Recipients will include:
    $211,257 for the King County Medical Examiner to support a statewide fatal drug overdose surveillance network;
    $67,358 for the Pierce County Medical Examiner to outsource postmortem toxicology testing to a private laboratory;
    $33,500 to the Chelan County Coroner to purchase a mortuary cooling system and powered body lift with a scale;
    $22,700 for the Franklin County Coroner to purchase a yearlong maintenance contract for a drug identifying system, a body lift, and roller rack;
    $1,895 for the Lewis County Coroner to purchase a generator and battery for a mass fatality trailer and six scene lights;
    $19,972 for the Skagit County Coroner to purchase a fingerprint scanner, two elevated autopsy carts, and a scissor lift;
    $58,225 for the Spokane County Medical Examiner to purchase testing kits for a drug identifying system and adult body bags;
    $8,120 for the Yakima Valley Local Crime Laboratory to help obtain accreditation for the National Integrated Ballistic Information Network Program;
    $14,067 for the WSP Missing Persons and Unidentified Persons Unit to fund travel and registration for training and consultants to reduce the backlog;
    $31,249 for the WSP Toxicology Laboratory to outsource evidence kits to coroners and medical examiners across the state.
    $424,623 for the Confederated Tribes of the Colville Reservation in FY24 Coordinated Tribal Assistance Solicitation funding. This funding will aid the tribe in hiring a new Reentry Coordinator to monitor inmates before their release, while in transition, and the following six months. The coordinator will help with identifying housing needs, employment, education, mental health and substance abuse counseling services, and more. 
    $268,588 for the Washington Association of Sheriffs and Police Chiefs (WASPC) in FY24 Project Safe Neighborhoods Formula Grant Program funding. This grant will help WASPC foster strategic partnerships with state and local partners across the Pacific Northwest, with the goal of reducing juvenile gun violence.
    $105,650 for the Washington Association of Sheriffs and Police Chiefs (WASPC) in FY24 Project Safe Neighborhoods Formula Grant Program funds. This grant will help the Kennewick Police Department continue under the Project Safe Neighborhood initiative for the Eastern District of Washington. KPD launched their Project Safe Neighborhood project one year ago to focus on improving data-informed procedures for deploying police and reducing violent crime – the first year focused on establishing a strategic plan, and the second year will focus on data-informed efforts specific to gun violence.
    For decades, Sen. Cantwell has remained a steadfast supporter of municipal and tribal law enforcement across Washington state, and has advocated for technology that helps investigators use DNA to solve crimes faster. Last year, she reintroduced a bill to reauthorize the Debbie Smith Act through 2029, which would provide state and local law enforcement agencies with resources to reduce the national backlog in analyzing DNA evidence from untested rape kits. In 2002, Sen. Cantwell cosponsored the Advancing Justice Through DNA Technology Act, which unanimously passed in the Senate. This bill included key provisions of the Debbie Smith Act and authorized $275 million over five years.
    Sen. Cantwell has pushed for more resources to help combat violence against women and children — as a member of the U.S. House of Representatives at the time, Sen. Cantwell voted to pass the Violence Against Women Act in 1994. She has continued to support reauthorizing and expanding this important law, such as by strengthening protections for indigenous women and children. According to the National Institute for Justice, over 1.5 million or 84% of American Indian and Alaska Native women report experiencing violence in their lifetime. To help tribal communities protect against domestic violence, Sen. Cantwell championed key provisions in the 2013 and 2022 VAWA reauthorizations, which secured a tribe’s power to seek justice against non-native perpetrators of domestic violence against Native women and children.
    Sen. Cantwell also drafted legislation that would help municipalities adopt a real-time mapping software that keeps track of overdoses  — helping first responders, law enforcement, and public health professionals better direct resources to places experiencing spikes. She introduced the Opioid Overdose Data Collection Enhancement Act last month.

  • MIL-OSI USA: Typhoon Krathon Nears Taiwan

    Typhoon Krathon lingered off the coast of southwestern Taiwan in early October 2024 and is forecast to batter the idland’s populated west coast with torrential rain and damaging winds.
    On its way to Taiwan, Krathon first thrashed northern parts of the Philippines, where the storm is known as Typhoon Julian. Its strong winds damaged roofs and toppled trees in the Philippine province of Batanes on September 29 and 30, according to news reports. The storm continued to strengthen as it moved northwest.
    The image above, acquired by the VIIRS (Visible Infrared Imaging Radiometer Suite) on the NOAA-20 satellite, shows the typhoon at 1 p.m. local time (05:00 Universal Time) on September 30, when it was centered west of the Batanes Islands and about 155 kilometers (96 miles) southwest of Taiwan. The image below, captured at 10 a.m. local time (02:00 Universal Time) on September 30 by the OLI (Operational Land Imager) on Landsat 8, shows a closer view of the eye of Krathon.

    The eye of a hurricane is a circular zone of fair weather at the storm’s center. It is surrounded by a towering ring of extremely powerful thunderstorms called an eyewall, the part of the hurricane with the strongest winds.
    About 19 hours after Landsat 8 acquired this image, the cyclone reached super typhoon status with sustained winds of 240 kilometers (150 miles) per hour—the equivalent of a Category 4 hurricane—according to the Joint Typhoon Warning Center (JTWC). At the time, JTWC noted that Krathon displayed a well-defined eyewall and estimated that the typhoon had likely peaked in intensity.
    Krathon’s movement slowed and its intensity weakened on October 1 and 2 as it churned toward Taiwan’s southwest coast. Between September 30 and October 2, the storm had already brought 150 to 300 millimeters (6 to 12 inches) of rain to the east coast of Taiwan.
    Typhoons in the Western Pacific often hit Taiwan’s mountainous and sparsely populated east coast, but Krathon is set to make landfall on its more populated western plain, near Kaohsiung. The typhoon season stretches across the entire year, but the majority of storms usually form between May and October.

    Today, Governor Roy Cooper and President Joe Biden took an aerial tour of areas damaged by Hurricane Helene before holding a briefing on storm impacts at the State Emergency Operations Center. During the briefing, President Biden announced the approval of 100% FEMA Reimbursement for six months, a significant funding commitment from the federal government. The briefing was attended by President Biden, United States Secretary of the Department of Homeland Security Alejandro Mayorkas, United States EPA Administrator Michael Regan, FEMA Administrator Deanne Criswell and other top state and federal officials.

    Prior to the visit, President Biden approved Governor Cooper’s request for active-duty military personnel and equipment to support ongoing operations in Western North Carolina. The active-duty military personnel are in addition to more than 1,000 North Carolina National Guard soldiers currently deployed who are surging food, water, supplies and conducting search and rescue operations. The NC National Guard has already performed more than 1,400 rescues and delivered more than 700,000 pounds in supplies.

    “The damage caused by Hurricane Helene to Western North Carolina is immense, and we are continuing our unprecedented efforts to surge resources into affected communities,” said Governor Cooper. “We’re grateful to President Biden, FEMA and all of our federal partners for their support and commitment to helping our state respond, recover and rebuild from this disaster.”

    State, federal and local partners continue to work together to surge resources into Western North Carolina in response to unprecedented damage from Hurricane Helene across the region. Throughout the week, Governor Roy Cooper has traveled to Western North Carolina to assess storm response, meet with those affected and thank volunteers for their hard work.

    Food, Water and Commodity Points of Distribution

    Efforts are underway to provide food, water and basic necessities to residents in affected communities, utilizing both ground resources and air drops from the NC National Guard. FEMA has delivered 1.89 million meals and 2.5 million liters of water. More than 21,000 people have been registered for assistance.

    Power Outages

    Across the region, approximately 408,000 customers remain without power, down from a peak of more than one million. Power has been restored to more than 500,000 customers.

    Shelters

    A total of 26 shelters have been opened in Western North Carolina, housing 1,244 people. Plans are in place to open additional shelters as needed to accommodate additional needs.

    Search and Rescue Operations

    Search and rescue operations are ongoing in Western North Carolina. A total of 55 search and rescue teams from North Carolina and beyond, consisting of more than 1600 personnel have conducted search and rescue operations during this event. More than 500 people have been rescued by the NC National Guard. More than 150 pets have also been rescued.

    Road Closures

    Travel remains dangerous, with approximately 450 roads closed as of Wednesday afternoon. NCDOT is asking people to refrain from unnecessary travel to or in Western North Carolina. Road access is limited to local and hurricane response traffic as crews work to restore critical routes and access to communities isolated by damage. First responders also want to keep the roads as clear as possible to help ensure they may carry out all response missions. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT has dispatched the following resources to assist with the recovery process:

    • 1,600 employees, plus 68 contract crews
    • 220+ employees in less-impacted areas have been sent to western N.C.
    • 1,500+ trucks, graders & backhoes/loaders
    • 1,000+ chainsaws
    • 8,000+ barricades & signs

    Cellphone Provider Coverage

    Cellphone providers are working to fix the damage and coverage issues caused by the storm and get stopgap solutions, such as temporary cell phone towers, in place and rapid progress is being made.     Fifty-six storm-related deaths have been confirmed in North Carolina by Office of Chief Medical Examiner. We do expect that these numbers will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily.     North Carolina National Guard Deployed

    Gov. Cooper has activated more than 1000 North Carolina National Guard soldiers and airmen to both conduct search and rescue operations and deliver critical supplies to Western North Carolina. As of Wednesday, 300 specialized vehicles and aircraft have been deployed in Western North Carolina to facilitate these missions.

    As of Wednesday morning, the North Carolina Disaster Relief Fund has raised $2.3 million dollars to help those in Western North Carolina.

    FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs. Homeowners and renters in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey counties and the Eastern Band of Cherokee Indians can apply.

    Air Force One landed at Raleigh-Durham International Airport around 4:21 pm.

    President Joe Biden and Gov. Roy Cooper disembarked about 10 minutes later.

    They were joined by U.S. Homeland Security Alejandro Mayorkas, EPA Administrator Michael Regan and FEMA Administrator Deanne Criswell.

    They were met on the tarmac by a reception line that included Congresswoman Deborah Ross, NC Attorney General Josh Stein, NC State Auditor Jessica Holmes, Morrisville Mayor TJ Crawley, Raleigh Mayor Pro Tem Jonathan Melton, Durham Mayor Leo Williams and Wake County Commission Chairwoman Shnica Thomas.

    Everyone drove to the N.C. Emergency Operations Center, where a briefing was assembled in the situation room. Biden sat with Cooper on his right and Mayorkas to Cooper’s right. N.C. Emergency Management Director Will Ray on Biden’s left and Regan to the left of Ray. Behind them, screens showed several maps of North Carolina. In front of them were gathered numerous members of North Carolina’s emergency management team, including several members of the National Guard.

    Cooper discussed the damage, saying Hurricane Helene had wiped towns “off the map, bridges damaged or completely destroyed, critical infrastructure and water systems, electrical grids, communications all remain seriously damaged. Countless homes and businesses that are lost.

    He continued, “An entire region of our state is still in a dangerous situation.”

    Cooper then said 92 search and rescue teams have saved “countless” lives before thanking the 18 states that have sent assistance to North Carolina. Cooper also said North Carolina is “grateful” for Biden and FEMA’s aid.

    “This is going to be a long and difficult recovery, but talking with person after person in Western North Carolina, I know that we can come back and that we will come back because the people of Western North Carolina are resilient,” Cooper said.

    Cooper then called on “my friend” before turning it over to Biden.

    Biden also thanked Cooper, a Democrat; South Carolina Governor Henry McMaster, a Republican; and “all the elected officials who have focused on the task at a hand. In a moment like this, we put politics aside. Or at least we should put it all aside, and we have here. There are no Democrats or Republicans, only Americans. And our job is to hep as many people as we can as quickly as we can and as thoroughly as we can.”

    Wednesday, Biden said, he’d approved a request from Cooper for the federal government to cover all of the costs of debris removal for the next six months. Cooper then led a round of applause.

    Biden said there are 70 dead North Carolinians and a hundred more who are still missing. From the air, Biden said, he could see damaged homes that had clearly been washed downstream. Chimney Rock, he said, was “reduced to piles of wood and debris. As you look down, that’s what you see as we flew over in a circle in the helicopter.”

    Biden also discussed his order that the Department of Defense move up to 1,000 soldiers from Fort Liberty up tp participate in the disaster response. Biden also said 50 StarLink satellites have been deployed, with more on the way. And FEMA is making hotel rooms and temporary housing available to victims of the storm.

    Biden then said that in the car from the airport to the Emergency Operations Center, he’d been discussing how the storm is showing how neighbors can help each other in the wake of disaster.

    “Volunteers, first responders are standing side by side. People lean on each other to pick up the pieces that are left over and that’s the best of America. I firmly believe and I’ve been saying it and saying it and saying it for three years, there’s nothing beyond our capacity to do — nothing, nothing, nothing. This is the United States of America for God’s sake. Whenever we’ve worked together, we’ve never failed to get something done,” Biden said before thanking first responders.

    Ray then welcomed Biden before giving an operational update on Helene’s impacts.

    Ray said “extreme and unrelenting” rain caused the damage to Western North Carolina. There are about 350,000 remaining power outages in Western North Carolina, Ray said. The storm caused flash flood emergencies in 21 different Western North Carolina. Ray said North Carolina is focused on life safety missions, increasing the speed of commodity distribution in Western NC and helping with infrastructure like healthcare, water, power and communications.

    There are 26 open shelters in counties with just over 1,200 occupants.

    There are North Carolina search and rescue teams operating, along with 13 from other states and 18 from the federal government, Ray said. There have been more than 5,000 search and rescue “interactions” which can include rescues, evacuations or shelter assessments.

    “The teams continue to do really incredible work in some pretty austere conditions,” Ray said.

    North Carolina has 26 aircraft in the area that have lifted over 700,000 ponds of cargo into the region.

    Ray also said that more than 33,000 North Carolinians have applied for FEMA Individual Assistance programs.

    The open press section of the meeting lasted about 17 minutes.

  • MIL-OSI United Nations: UNISFA Peacekeepers assist Flood-Affected Communities in Abyei

    In the wake of heavy rainfall that has resulted in flooding in Abyei, and left communities in urgent need of assistance, UNISFA peacekeepers are stepping up to provided much needed support. The relentless heavy rains in the southern and northern parts of Abyei have displaced many people, forcing some to move to higher ground as communities struggle for basic supplies.

    Mrs. Aluel Maroab Chan, a mother of four from Manyiel Rou, says: “We were forced to leave our home and build a temporary shelter in an area without any amenities. My children are suffering from infections due to the humidity. I urge the government to assist those affected.”

    To mitigate the impact of the floods, the Vietnamese Engineers have constructed four channels in Abyei town. This is facilitating the flow of water and assisting people who are trapped by the flood waters to move to safety.  This initiative has also helped many people who were forced to relocate to move back to their homes.

    In Malual and Athony, the Vietnamese Engineers are assisting to facilitate movement by rehabilitating roads, making it easier for people to access areas that had been made impassable by flooding and enabling assistance to reach affected communities.  The Abyei Physical Infrastructure Ministry has acknowledged these timely construction efforts as essential as rains continue to impact the area.

    On September 9, Ghanaian peacekeepers reached out to communities in Abathok, Mijak County, distributing essential supplies such as mosquito nets, clothing, and sanitary pads to vulnerable families. In addition to delivering goods, the peacekeepers engaged with local women, fostering dialogue to improve their living conditions.

    Meanwhile, on 11 September, Lt. Col. Altaf, Commander of the PakBatt-2 contingent, led his team in a similar effort, visiting flood-hit areas in Dari Market and surrounding regions. Some 150 individuals were provided with food, medical supplies, and other essential items.

    According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), over 735,000 people across South Sudan and Abyei have been affected by the floods, with Abyei facing a critical situation compounded by food insecurity and disease outbreaks. The newly formed Abyei Flood Task Force is coordinating efforts among various agencies to address these challenges.

    As the floods persist, local leaders are calling for more assistance for the affected areas.

    The latest 2023 Census results released today further highlight New Zealand’s growing ethnic and cultural diversity, says Ethnic Communities Minister Melissa Lee.

    “Today’s census results are further evidence of the increasingly diverse nature of our population. It’s something that should be celebrated and also serve as a reminder of the importance of growing social cohesion in an ever-evolving New Zealand,” says Ms Lee.

    Today’s figures show that all of New Zealand’s major ethnic groups have increased in population between 2018 and 2023. In addition, nearly a third of people in New Zealand were born overseas, with the census recording more than 200 different birthplaces from around the world, and more than 150 languages spoken in New Zealand.

    “New Zealand’s Filipino community grew by nearly 50 percent since 2018, driving a lot of the growth in the Asian population. Among our most widely spoken languages, Panjabi, Tagalog, and Afrikaans are the fastest growing, showcasing our country’s rich cultural diversity,” says Ms Lee.

    “Auckland, already recognised as one of the most ethnically diverse cities in the world, continues to be New Zealand’s most ethnically diverse region – with nearly one in three Aucklanders having an Asian ethnicity.”

    Ms Lee welcomed the latest census findings, saying they also demonstrate the important role data can play in delivering better outcomes for diverse communities around New Zealand.

    “As Ethnic Communities Minister, one of the things I’m championing is building a stronger data and evidence base around New Zealand’s ethnic communities. Robust data and evidence can bring greater visibility of the needs of ethnic communities, helping to identify equity gaps and measure outcomes and progress over time.”

    Ms Lee pointed to a new report being developed by the Ministry for Ethnic Communities as an example of a tool that, along with the census, can help build a stronger public dataset about New Zealand’s ethnic communities.
     
    “I’m looking forward to seeing the Ministry’s inaugural Ethnic Communities Indicators Report, which will be available later this year. This will be the first ever comprehensive baseline report about ethnic communities in New Zealand,” says Ms Lee.

    “Not only will it increase the visibility of how ethnic communities are faring and contributing to our economy, but I envision it will also be the catalyst for better use of data and evidence about ethnic communities in government decision-making and service delivery.”

    At the invitation of the United States Secretary of Commerce, Ms. Gina Raimondo Union Minister of Commerce and Industry, Government of India, Shri Piyush Goyal, will undertake a visit to the United States of America from September 30 – October 3, 2024.

    Shri Piyush Goyal will co-chair with Secretary Raimondo the India-USA CEO Forum on October 2  2024, and the 6th India-USA Commercial Dialogue on October 3, 2024 to be held in Washington D.C., during which both sides will discuss ways to generate sustainable economic growth, improving the business and investment climate and to deepen ties between the Indian and the American business communities.

    Minister Goyal will interact with leading American and Indian CEOs & industry leaders and to highlight the vast opportunities for investment in India. His interactions with business and industry leaders in a roundtable organized by US-India Strategic Partnership Forum will stress upon ways to further leverage the complementary strengths and synergies between the economies of India and USA. Vini Mahajan, Secretary, Department of Rural Development Shri Shailesh Kumar Singh, Ministry of Rural Development and Panchayat representatives and functionaries from across the country will also be present in the occasion. The Ministry of Panchayati Raj is organizing a National Workshop on People’s Plan Campaign famously known as ‘Sabki Yojana Sabka Vikas’ Abhiyan to equip officials, elected representatives, and other stakeholders with the necessary skills and strategies for preparation of high-quality and effective Panchayat Development Plans.

     This workshop will bring together representatives from various Union Ministries/ Departments, State Departments, faculty members from training institutes, and elected representatives from different levels of Panchayats to share best practices for adoption across States and Union Territories. The Booklet on People’s Plan Campaign (2024–25) for Preparation of Panchayat Development Plans for Financial Year (2025–26) and Annual Action Plan 2024–25 Report of Rashtriya Gram Swaraj Abhiyan (RGSA) will be released on this occasion. The Hindi version of the website of the Ministry of Panchayati Raj will also be launched.

    Background

    The People’s Plan Campaign known as “Sabki Yojana Sabka Vikas” is a transformative nationwide initiative launched by the Ministry of Panchayati Raj in 2018 for the preparation of participatory Panchayat Development Plans (PDP) for next financial year with voluntary involvement of Elected Representatives, Frontline workers of respective Line Departments, Self Help Groups (SHGs), Community Based Organization (CBOs) and other related Stakeholders. This campaign is a step towards aligning with the core principles of Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas, ensuring participation of people in preparation of developmental plan of Panchayats.

    The exercise for the preparation of Panchayat Development Plan is undertaken by the Panchayati Raj Institutions every year and the process usually start with the launch of People’s Plan Campaign by the Ministry of Panchayati Raj on 2ndof October through mandatory Gram Sabha. It is a campaign where the people’s forum i.e. Gram Sabha discuss felt needs and available resources of their Gram Panchayat followed by preparation of Gram Panchayat Development Plan for the coming financial year to carry out developmental works.

    The Panchayat Planning process usually start with the mandatory Gram Sabha on 2ndOctober, wherein progress of the plan of current year, availability of resources for coming year, activities/ works to be incorporated in the Plan of coming year are discussed along with other issues. The activities / works to be incorporated in the Plan of coming year are prioritised and placed before Gram Sabha for the approval in subsequent meeting(s). The approved Gram Panchayat Development Plans are uploaded on eGramSwaraj, a unified works flow enabled portal for better transparency, accountability.

    During the Campaign, the frontline workers of Line Departments are invited to present the details of their schemes and programmes, resource availability, beneficiaries, etc. in Gram Sabha. Hence, the campaign is also an effective tool for preparation of convergent Plan and to amplify the resource of Panchayats to address basic infrastructure needs and social development goals.

    In a significant step towards holistic development, the campaign has been aligned with the global Sustainable Development Goals (SDGs). By localizing these goals, often referred to as Localization of Sustainable Development Goals (LSDGs), the campaign ensures that development initiatives in rural areas across the country are in harmony with global objectives. Nine key themes have been identified for accelerated focus, touching upon critical areas such as poverty alleviation, health, education, environmental sustainability, etc.

    State Panchayati Raj Departments and State Institutes of Rural Development & Panchayati Raj (SIRD&PRs) play an important role in facilitating this process. They conduct extensive workshops and training sessions, equipping local leaders and community members with the knowledge and tools needed to engage effectively in the planning process. Gram Sabha meetings become vibrant forums for discussion and deliberation, where ideas are shared, debated, and refined.

    The People’s Plan Campaign is more than just an administrative exercise; it is a movement towards participatory democracy and inclusive development. It empowers citizens to be active architects of their future, promotes efficient use of resources, and fosters a sense of ownership and accountability in the development process. The People’s Plan Campaign exemplifies a collaborative approach to rural development, aligning with the vision of “Viksit Panchayats for a Viksit Bharat”.
