  • MIL-OSI Asia-Pac: CE visits Sha Tin

    Source: Hong Kong Information Services

Chief Executive John Lee visited Sha Tin District today and met local residents to listen to their views on the upcoming Policy Address. Secretary for Housing Winnie Ho, Secretary for Home & Youth Affairs Alice Mak, and Secretary for Labour & Welfare Chris Sun also joined the visit.

Mr Lee called on the home of a woman with disabilities and her carer in Wo Che Estate to learn more about their daily lives. Afterwards, he went to the SAHK New Territories East Community Rehabilitation Day Centre to understand its support for carers, as well as the rehabilitation training services provided to individuals with physical and cognitive impairments. He also interacted with the service users there.

The Chief Executive highlighted that the Government has implemented a series of measures to strengthen support for people with disabilities and their carers, including increasing the number of district support centres and quotas for rehabilitation services.

A pilot project was launched in the third quarter of last year by establishing two integrated community rehabilitation centres, while the Designated Hotline for Carer Support 182 183 commenced operation last September, he pointed out, adding that the Government will continue to enhance relevant work to build a caring and inclusive community.

Mr Lee and the officials then inspected a public rental housing (PRH) flat in Sha Kok Estate that was recovered and refurbished by the Housing Department as part of its efforts in combating tenancy abuse.

He noted that the Housing Department has been taking measures to deal with the issue through preventive detection, investigations, publicity and education, and enhancement of the “well-off tenants policies” and the “addition policy” in order to safeguard the proper use of valuable PRH resources.

He added that the department is reviewing the workflow and standards of refurbishment works for vacant flats to expedite the progress, with a view to allocating the flats to PRH applicants as soon as possible.

Additionally, Mr Lee visited a market and a cooked food stall in Sha Kok Estate to hear the opinions of vendors and residents on the Government’s policies.

He said: “I attach importance to policy areas closely related to people’s livelihood, such as the support for people with disabilities and the supply of public housing.

“Through interactions with members of the public, I could feel their love for Hong Kong and their aspirations for life. My team and I will continue to listen to the views of various sectors of society, with a view to building a vibrant economy for a caring community.”

  • MIL-OSI China: What propels Chinese gaming industry to gangbusters boom

Source: People’s Republic of China – State Council News

TOKYO, Sept. 28 — China’s blockbuster game “Black Myth: Wukong,” acclaimed by game enthusiasts as “game of the year,” has triggered a Chinese game craze across the world.

Yet, the proof of the Chinese gaming industry going gangbusters is far beyond that. At the Tokyo Game Show (TGS) 2024 kicked off Thursday, Chinese exhibitors are under the spotlight with record numbers and quality products, wooed by game professionals and lovers from across the world.

    WINNING GLOBAL RECOGNITION

A record 985 companies and organizations from 44 countries and regions are showcasing their products and services at this year’s show held at the convention center of Makuhari Messe in Chiba prefecture, east of Tokyo.

The TGS, one of the top three game shows in the world, attracted 535 exhibitors from overseas, including more than 70 Chinese companies. Particularly, China’s mobile gaming drew special attention. “Around 10 percent of Chinese exhibitors are mobile game companies, which represents some 80 percent of the mobile game sector at the TGS,” said Xue Hui, general manager of Shanghai Lizhi Business Information Consulting Service Center, who was in charge of coordinating with Chinese exhibitors for the show.

Game enthusiasts from Japan and other nations were queuing up Thursday to experience Chinese mobile games featuring Nijigen (two-dimensional space) characters or Chinese historical stories.

“Chinese mobile game companies have an edge over their Japanese rivals. In recent years, an increasing number of Japanese game developers are handing over game IPs to Chinese partners for co-development,” said Xue.

Other types of Chinese games, such as single-player and console, also won popularity at the show. S-GAME showcased Phantom Blade Zero, an action role-playing game with hack-and-slash elements, which attracted more than 500 people to try out this single-player game on Thursday.

“Traditional Chinese culture has provided background content and spiritual inspirations for the game,” said Anni Pan, director of marketing and IP operations of the Beijing-based game maker. “For example, the creation of one boss was inspired by lion dance from China’s Guangzhou, and the mountain path scenes in the game are based on real landscapes of Yandang Mountain, one of the top 10 famous mountains in China.”

Dost Kayaoglu, a Turkish YouTuber, regarded Phantom Blade Zero as an important reason to visit the show. “The animations are fluent. Game plays are tight. The period timing is great. I really like it,” he said, adding that he really wants to visit China after playing the game.

    FOUR WHEELS DRIVING DEVELOPMENT

Advantages in talent, technology, funds, and the strategy of developing overseas markets have powered up the momentous growth of China’s gaming industry, according to game observers.

Adequate talents have laid the foundation for the boom of China’s gaming industry. The development teams of large Chinese game makers such as NetEase and Tencent are generally at the level of 30,000 to 50,000 people, said Xue. According to data by Liepin’s Big Data Research Institute, nearly 70 percent of the talents are under the age of 30, providing sufficient vitality and impetus for the industry.

“Chinese game makers are investing heavily to develop various types of products, which gives them a good chance to gain a foothold in the global market,” said Liang Yi, publishing director of GRYPH FRONTIER, which showcased Arknights: Endfield, a real-time 3D RPG with strategic elements at the TGS.

According to data by CNG, an organization publishing the China Game Industry Report, Chinese game companies have increased their development investment for five consecutive years since 2019, and in 2023, the top 50 Chinese listed game companies invested a total of 47.91 billion yuan (6.83 billion U.S. dollars) in product development, marking a 3 percent year-on-year increase.

Technology-wise, “China’s mobile gaming industry has found its edge in game development, distribution, publicity and flow buying,” said Xue.

In addition, Chinese gaming companies are expanding their overseas markets to generate higher revenue.

An increasing number of Chinese game companies are issuing products at domestic and foreign markets simultaneously, and some even give priority to overseas releases, said Xue, adding that games with low domestic sales could achieve sustainable development by relying on overseas revenue.

He Wei, professor of the School of Arts & Communication at Beijing Normal University, said China’s self-developed shooting, strategy, and role-playing games started to test overseas markets in the first decade of the 21st century, and over time have gained a firm foothold in foreign markets.

Since 2020, self-developed Chinese games have recorded an overseas market revenue of over 100 billion yuan (14.26 billion dollars) for four consecutive years, and a great number of mobile games have been ranked at the top of various charts in the world’s mainstream markets, and have started to win important international awards.

    MORE POTENTIAL TO BE TAPPED

Chinese game makers could release more hidden energy by going overseas, observers said.

Developed game markets like Japan have nurtured mature user habits, such as game players feeling more willing to pay. While mobile games account for around 80 percent of the Chinese market, they merely represent less than 10 percent in Japan, leaving big opportunities for Chinese game developers to tap into, observers said.

They also noted that Japan is the birthplace of Nijigen, a key focus of Chinese exhibitors at the TGS, and is severely experienced in game IP development.

“Chinese game makers would benefit substantially if they work with Japanese partners on story scripting and character design. With its cutting-edge technological strength, Chinese game makers can create more globally influential IPs like the ‘Black Myth: Wukong’,” said Xue.

    2. The Reverend Giovanni Battista BERGAMO, prefect of studies of the Redemptoris Mater Seminary, Kaohsiung.
The following is the Holy Father’s Letter to His Eminence Cardinal John Tong Hon:

    Letter of the Holy Father
    Venerabili Fratri Nostro
    IOANNI S.R.E. Cardinali TONG HON
    Episcopo emerito Sciiamchiamensi
Nostram benignam istic adstantibus significabis salutationem, praesertim Kaohsiungensi diligenti Pastori omnibusque Fratribus in episcopatu, presbyteris, diaconis, cunctis vitae consecratae membris et christifidelibus laicis.
Nos profecto tuam missionem precibus comitabimur, dum iam nunc enixe te, Venerabilis Frater Noster, committimus amantissimae tutelae Beatae Mariae Virginis eiusque Sponsi sancti Ioseph. Nostram denique Benedictionem prolixe tibi imprimis elargimur, cum omnibus ad quos nunc mitteris communicandam, vicissim pro gravi Nostro Petrino ministerio exercendo preces postulantes.

    ******************************************************************************************

The six-day Beijing-Jiuquan Exchange Tour held by the Junior Police Call (JPC) concluded its main itinerary today (September 28). Eighteen JPC members started their journey on September 24. In addition to visiting a number of historical and cultural sites in Beijing, the members also visited the Jiuquan Satellite Launch Centre in Gansu Province. This not only enhanced participants’ understanding of our nation’s history and popular science knowledge, it also provided opportunities for them to have a closer understanding of our country’s latest technological developments and achievements.      The Jiuquan Satellite Launch Centre is an important stop of the tour. On September 27, the Commissioner of Police, Mr Siu Chak-yee, led the delegation to witness the historic moment when the mascots of the Force and the JPC were launched into space together with a satellite.      The Jiuquan Satellite Launch Centre is the birthplace of China’s aerospace industry. The whole nation rejoiced after China’s first satellite “Dongfanghong 1” was launched into space from the centre on April 24, 1970. Since its establishment in 1958, the centre has carried out numerous historic launch missions, witnessing the glorious history of China’s aerospace development.      The satellite launched today is named “Shijian Satellite 19”. Accompanying the satellite into space were the Police’s anti-scam mascot “Little Grape” and JPC mascot “Mini Bean”. The cute “Little Grape” promotes anti-scam messages, while the amicable “Mini Bean” symbolises the self-discipline and bravery of JPC members.      This was the first time for JPC members to witness a satellite launch in Jiuquan. The space flight of “Mini Bean” symbolises the infinite possibilities of the younger generation and inspires JPC members to bravely pursue their dreams and explore the unknown.      In addition to witnessing the satellite launch, the Commissioner also led the JPC members to visit the launch site of the LandSpace liquid oxygen-methane carrier rocket, launch tower of the Shenzhou manned spaceships, and astronaut dormitory “Wen Tiange” to learn about the daily lives and training of astronauts.      The delegation will return to Hong Kong tomorrow (September 29).

  • MIL-OSI Europe: BRICS expansion process shows limits of the organization

Source: Agenzia Fides – MIL OSI

    Wikipedia

by Cosimo GrazianiKazan (Agenzia Fides) – The next BRICS Summit will take place from 22 to 24 October in the Russian city of Kazan. The geopolitical and economic alliance known as BRICS takes its name from the initials of its original founding countries: Brazil, Russia, India and China joined in 2006, while South Africa joined in 2010.Now the BRICS network is gradually expanding. Similar to last year’s summit in South Africa, this time too there are a number of countries that want to join the group. In Johannesburg, Ethiopia, the United Arab Emirates, Iran, Egypt and Saudi Arabia were admitted as new members. This year Turkey, Azerbaijan and Malaysia, which have submitted formal applications for membership in recent weeks, could join. But the list of countries seeking to join or being courted by the current members is long: Thailand is very interested in joining, China is pushing for Kazakhstan to join, and Algeria is expected to join, which was due to join last year but was blocked by an Indian veto. All the new countries applying to join have great geopolitical weight: Turkey and Azerbaijan are involved in the political changes in Europe and Asia, while Malaysia is a member of ASEAN, an organization that has been able in recent years to carve out an exceptional economic role for itself in a context such as the Indo-Pacific region, where the giants India and China are located.Analysts say Turkey’s application for membership is linked to its chances of gaining the desired accession to the European Union, a process in which negotiations have been stalled for about six years now. This reading is confirmed by comments made by Turkish Foreign Minister Hakan Fidan in a broadcast to Turkey’s Anadolu Agency on Thursday, September 19. “If our economic integration into the European Union had been crowned with membership that went beyond the customs union, we might not be embarking on this kind of search on many issues,” Fidan said. For Azerbaijan, the accession would be the final recognition of its new status as a medium-sized power at the international level, as it would take place in the same year that Baku is organizing the Cop29 on the environment and thus can also influence the global agenda to combat climate change, despite being an oil-producing country. Finally, Malaysia hopes to join the bloc to be able to act more freely in its trade relations: as explained on the website of The Diplomat magazine, Malaysia would use its membership to maintain political relations that are not too unbalanced with its trading partners, to ensure a fair distance with everyone, and to present itself as a “bridge” between this organization and ASEAN.New members mean new international weight for the organization. But such an accelerated expansion of membership also raises doubts about the real benefits that members hope to gain. Up front, there is the problem of the procedures for admitting a new candidate. As seen in the case of Algeria last year, the weight of individual states in the final decisions is still enormous, and there are no defined criteria for admission.Suffice it to say that Malaysia’s application letter was sent to Russia and not to a special body, a sign that the decision will be strongly influenced by the interests and assessments of the country organizing the summit this year. This hypothesis is confirmed by China’s announcement last July that it would admit Kazakhstan to the organization: Beijing obviously did so because it has a strong interest in integrating Kazakhstan into the organization over the other members. This year, the acceptance of the candidacy of Turkey and Azerbaijan comes at a very convenient time for Russia, as it is involved in various issues in Europe and the Caucasus, and the acceptance of Malaysia is to be seen in a dialectical relationship with the Western world in terms of enlargement. An enlargement that depends too much on the specific interests of the country organizing the summit risks making membership unbalanced in certain geographical contexts, quite unlike the “diffuse” and “balanced” enlargement that was clearly one of the selection criteria last year. This year, Eurasia is at the heart of the process, while the Indo-Pacific plays a secondary role and Africa, the Middle East and South America are left out. This would mean a reorientation towards these contexts next year, with the uncertainty that the respective relations between individual candidates and member states could slow down or block the process.Such a dynamic affects the enlargement process, but also calls into question the very nature of the organization: what does BRICS want to be? An alternative to Western organizations or just an economic platform? One answer to this question seems to be the solution found with Algeria after last year’s rejection: the country first joined the “New Development Bank” the BRICS banking institution, which also includes a South American country that has so far refused to join the bloc, such as Uruguay. Applying this solution of partial or reduced membership to other countries in the future would weaken the idea of BRICS as an alternative to the West and its international importance. • MIL-OSI Asia-Pac: Hong Kong Customs seizes suspected cannabis buds worth about $3.8 million (with photo)

Source: Hong Kong Government special administrative region

Hong Kong Customs yesterday (September 27) detected one dangerous drugs case at Hong Kong International Airport and seized a total of about 14 kilograms of suspected cannabis buds, with a total estimated market value of about $3.8 million.

Through risk assessment, Customs yesterday inspected a batch of air cargo consignment, declared as carrying vegetables and fruits, arriving in Hong Kong from Thailand. Upon inspection, among 53 carton boxes of goods, 2 were found containing dried seafood and mingled with the batch of suspected cannabis buds. A 58-year-old male consignee, who was suspected to be connected with the case, was subsequently arrested.

After a follow-up investigation, Customs officers yesterday mounted a controlled delivery operation in Kowloon City, and arrested a 43-year-old female, suspected to be connected with the case.

An investigation is ongoing. The likelihood of further arrests is not ruled out.

Customs reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items in and out of Hong Kong. They are also reminded not to carry unknown items for other people.

Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour hotline 2545 6182 or its dedicated crime-reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002).

  • MIL-OSI Video: Tech Shows Impact of Climate Change & Debt Plan to Save Coral Reefs | WEF | Top Stories of the Week

Source: World Economic Forum (video statements)

This week’s top stories of the week include:

0:15 How investment advice is changing – ‘The film is a rollercoaster ride into the last few years of how technology is changing our relationship to money’, says Chris Temple, director of This Is Not Financial Advice, a documentary that follows four online investors, including one who made – and lost – millions in crypto.

5:56 New tech reveals the impacts of climate change – Using AI, we can process Earth Observation (EO) data faster. Helping us monitor disaster impact in hours, not days. AI is also improving climate and weather forecast models. Through AR and VR, engineers are transforming these complex datasets into interactive, intuitive experiences that can help leaders make climate decisions.

7:39 This debt plan can save coral reefs – The deal reduces Indonesia’s debt repayments to the US by $35 million over the next 9 years and redirects those payments towards reef conservation instead. Indonesia is home to 16% of the world’s coral reefs and around 60% of the world’s coral species. Its reefs generate around $1.6 billion in value every year through fisheries, coastline protection and tourism. But Indonesia’s reefs face a range of threats.

9:21 Ray Dalio on funding climate action – By 2050, climate damage could cost between $1.7 trillion and $3.1 trillion per year. However, the costs of inaction could be even greater, says Ray Dalio, the founder of the world’s largest hedge fund, Bridgewater Associates. Right now, climate action is hugely under-financed.

Rescue Operations Ongoing Following Helene, Needed Supplies Coming to Western NC by Air
    mseets

Search and rescue operations remain underway in communities across Western North Carolina and supplies are being brought into the region by air following devastating impacts from Tropical Storm Helene.

“This is a historic and catastrophic storm for Western North Carolina and I’m grateful to first responders working right now to save lives and evacuate residents,” Governor Cooper said. “Efforts are also underway to get power and communications restored, and we’re bringing in needed supplies by air.”

More than 200 people have been rescued from flood waters in North Carolina following Helene’s torrential rains. North Carolina’s search and rescue teams are being bolstered by teams from 19 states and three federal teams.

Many areas in the mountains received more than 10 inches and as much as 29 inches of rain causing catastrophic flooding. High winds gusting up to hurricane strength also brought down trees, power lines and cell towers across the region.

More than 700,000 people remained without power as of this morning and utility crews are responding from across the country for immediate restoration and repair efforts. Sixteen shelters housed approximately 1,100 residents last night.

Cellular telephone service remains spotty west of I-77 due to significant infrastructure damage. Telecommunications partners have activated Disaster Roaming, which allows any phone on any cellular network to access any available network to connect to. Telephone service providers are working to restore communications across the area.

“The State Emergency Response Team is working around the clock responding to severe impacts from Helene’s devastation. We are grateful for our local, state and federal partners and their teamwork to help North Carolinians hit hard by this storm,” said NC Emergency Management Director Will Ray. “Please remain aware of hazards and follow directions from local officials to protect life and safety.”

Across North Carolina, 29 counties and 52 towns and cities have issued States of Emergency, in addition to the statewide State of Emergency declared by Governor Cooper. Governor Cooper yesterday requested a Major Disaster Declaration from the federal government for North Carolina for 39 counties and the Eastern Band of Cherokee Indians for federal Public Assistance and Individual Assistance in the aftermath of Tropical Storm Helene.

As of Saturday morning, about 418 state-maintained roads remained closed, mostly due to flooding. Across the area, 11 landslides have been reported. This includes major closures on Interstates 26 and 40 around Asheville, plus dozens of locations along several U.S. and N.C. highway routes.

State transportation officials continue to urge residents to avoid traveling in western North Carolina, and to consider all roads in that region closed due to damage from the storm. People should go to DriveNC.gov for the latest conditions on roads impacted by Hurricane Helene. Never drive through standing water or go around barricades and road closure signs.

North Carolina residents should call 911 only for emergencies and dial 211 for other types of information. Up-to-date information on local conditions, shelters, traffic, power outages and resources is available at ReadyNC.gov and from county government social media.

Washington, D.C. — Today, Rep. Barry Moore (AL-02) released a statement after voting in support of the Stop CCP Act, sponsored by Rep. McClain (R-MI). This legislation would require sanctions on all past and future members of the Chinese Communist Party (CCP)’s National Congress and their immediate family members. The sanctions would last until the CCP ends its theft of American intellectual property, ends its genocide of Uyghur Muslims, ends its incursions into Taiwan and stops its human rights abuses in Hong Kong.

“The CCP has already proven they are willing to commit any human rights violation necessary to become the world’s number one superpower,” said Moore. “Sanctioning the most trusted members of President Xi’s inner circle condemns these atrocities and holds the CCP accountable.”

  • MIL-OSI Security: PACAF Band Revisits Sendai

Source: United States INDO PACIFIC COMMAND

The U.S. Air Force Band of the Pacific-Asia traveled to the Sendai region of Japan on a mission to honor the victims and survivors of the earthquake and tsunami disaster that occurred on March 11, 2011, bringing with them the same spirit of hope and solidarity that first united them with the community 13 years ago.

The band, along with The Greatlanders Jazz Band from Elmendorf Air Base in Alaska, visited the area to bring hope and unity through music as part of Operation Tomodachi, the Japanese word for “friendship”. Operation Tomodachi occurred between 12 March to 4 May, 2011, as a disaster relief imitative following the 9.0 Tokohu earthquake and subsequent tsumani that struck the eastern coast of Japan. The effort involved more than 24,000 U.S. military service members from all branches of service. The U.S. Air Force Bands played a significant role in boosting morale during and after this initiative by offering concerts for those affected and brought a ray of hope amidst a historical disaster.

The band performed in Kabanomachi Elementary School in August, 2011, where the gymnasium had been converted into a shelter for families displaced by the disaster. Thirteen years later and the band retraced their steps in the Sendai region, returning to Kabannomachi Elementary to play once more, their hearts filled with memories of resilience, loss, and the unbreakable bond formed with local residents during those critical days.

Masato Yagi, U.S. Band of the Pacific-Asia community relations specialist for the past 25 years, coordinated the band’s presence at both the initial performance in 2011 and the most recent concert in 2024.

“Many people flocked to the Sendai area to provide disaster relief immediately following the tsunami, and the Band of the Pacific-Asia wanted to help in our own way by bringing music to cheer up dislocated people,” Yagi said. “This most recent performance was special because it was the first time we have returned since that initial concert. We want to let the people here know that we still care.”

This visit was more than just a performance—it was a heartfelt tribute to the people who had lost so much, and a reminder that they were never forgotten. As they played, familiar notes filled the gymnasium once again, the music was a reminder not just of a tragedy, but of the enduring friendship between the U.S. and Japan. The band’s return was an affirmation that the compassion and solidarity shown in the immediate aftermath of the disaster had not faded with time.

Operation Tomodachi was always about more than providing aid to mission partners and to neighbors; it was evidence of the continual effort to build a bridge between two nations, and performances such as these reinforce that lasting connection. The band’s performance serves as to remind people that in the face of unimaginable tragedy, friendship and support can endure, transcending time, distance, and culture. This spirit of remembrance and hope continues to resonate throughout the connection between the U.S. and Japan, growing with each effort.

  • MIL-OSI Asia-Pac: District governance: Citywide makeover brings fresh vibes

    Source: Hong Kong Information Services

In the heart of Tsuen Wan, taking a walk through the footpaths around Lo Tak Court is reminiscent of the unique charm of traditional walled villages.

The Government is committed to enhancing the community’s streetscapes by beautifying public spaces and streets. Led by the Deputy Chief Secretary, the Task Force on District Governance actively supports various local initiatives. One of them is aimed at creating a pedestrian-friendly environment to elevate the public’s walking experience.

In this regard, the Highways Department has implemented streetscape improvements in Lo Tak Court in Tsuen Wan, the Outlying Islands Ferry Pier in Central and in the vicinity of MTR Tai Wai station, introducing thematic designs to pedestrian facilities that reflect the character of the districts.

    Inspiring nostalgia

Located on the original site of Ho Pui Village in Tsuen Wan, which was demolished in the 1960s, Lo Tak Court comprises multiple pedestrian streets and serves as a bustling food hub in the district.

The area’s beautification design adopts the Tsuen Wan Walled Village theme as it features uniquely decorated lampposts and flower beds that revive the historic village’s architectural traits and landscape.

“The design of thematic wallpapers for planters resembles the furniture and decoration of an old walled village, giving pedestrians an impression of looking back into the room from the courtyard,” Highways Department Landscape Architectural Assistant Angela Lam explained.

She added that wallpapers on lampposts adopt the concept of brick walls, tile roofs, and decorative ceilings of the old walled village.

It may not be spring yet, but cotton trees are still blossoming in the form of paintings adorning the columns of footbridges.

Miss Lam highlighted that the original site near Tsuen Wan MTR station, adjacent to Lo Tak Court, was named Muk Min Ha Tsuen, which in English means cotton trees. Nowadays, many cotton trees still bloom every year outside the station, attracting various small animals, such as birds and squirrels.

This scenery has been incorporated into the paintings on the columns of footbridges and manhole covers, making them popular photo spots in Lo Tak Court.

Street beautification projects unveiled in Central and Tai Wai also showcase the districts unique cultural charm.

The Outlying Islands Ferry Pier in Central evokes the nostalgia of Lamma Island’s fishing village culture with its soft blue tint. Adding to the atmosphere are designs incorporating the windsurfing sail of Hong Kong’s first Olympic gold medallist Lee Lai-shan and Cheung Chau’s famous lucky buns.

Outside Tai Wai MTR station, paintings of egrets along the river channels to Tolo Harbour are a common sight, alongside depictions of city wildlife like masked palm civets and leopard cats, as a nod to urban waterways and rural life.

    Fantastic makeovers

Hong Kong’s 18 districts are set for a makeover as the department is taking various measures to refine the urban scenery.

It also plans to renovate or refurbish two pedestrian footbridges and subways in each district in two phases, covering repairs, repainting, and upgrades to handrails and lighting for improved safety and comfort. The first phase, which has already begun, is projected to conclude gradually by year-end.

Highways Department Landscape Architect Sandra Ng said that the design concepts will be customised to highlight the individuality of each district.

Drawing on the example of the footbridge construction across Hip Wo Street in Kwun Tong, Miss Ng emphasised that the design is themed on mountain trails inspired by the nearby hiking route Shum Wan Shan, known as the Kwun Tong Back Garden.

“On the main walls, we are featuring a view from the peak of Shum Wan Shan, showing the view of Kowloon Peak and Shun Lee Estate. Also, the walls along the barrier-free access will display continuous graphics of shrubs and trees to match the hiking theme.

“We hope to introduce this unique and precious Kwun Tong Back Garden in the district to more members of the public.”

Miss Ng pointed out that a pedestrian subway in Sha Tin will also be revamped with a design integrating the district’s landmarks, such as Tsang Tai Uk and Lek Yuen Bridge, with visuals of rowing boats and cyclists along the Shing Mun River. Such improvements, she revealed, embrace a blend of motion and stillness, and a sense of urban vitality.

The department expects the second phase of the renovation to start in early 2025 for gradual completion by the middle of the year.

    Road improvements

Meanwhile, it has launched the Expanded Footpath Repaving Scheme to repave a total of 40 sections of public footpaths spanning over 16,700m, encompassing locations such as Queensway in the Central & Western District and Salisbury Road in the Yau Tsim Mong District.

The department stressed that it thinks carefully about overall pavement conditions to enhance citizens’ walking experience when it comes to planning such maintenance and repair work.

                   Panaji, 28.09.2024

A seminar, organised by the Telecom Disputes Settlement & Appellate Tribunal (TDSAT) on the theme “Mechanism for Resolution of Disputes in Telecom, Broadcasting & Cyber Sectors” in Goa today has called for vigorous outreach activities by all stakeholders to create awareness among the public about the availability of Adjudicating Officers (AO) for cybercrimes in every state, as the public is largely unaware of the provision to approach the AOs for compensation. Although the victims of cyber crimes file complaints with the cyber police, there is a lack of awareness about the existence of AOs in every state who can exercise jurisdiction over claims for damages up to Rs 5 cr, subject experts, who attended the seminar, said.

The seminar, organised at Hotel Double Tree by Hilton in Arpora, North Goa, today, 28th September, 2024, was inaugurated by Justice Devendra Kumar Upadhyaya, Chief Justice, High Court of Bombay. In his inaugural address, Justice Upadhyaya highlighted the importance of tribunals and their origin in Indian legal system. He emphasized that the existence of subject experts along with judicial members in a tribunal strengthens the dispute resolution process in the given specialized sector.

Justice Navin Chawla, Judge, High Court of Delhi, who was a special guest at the seminar, shared his experience as a practicing lawyer with the TDSAT before his elevation as judge. He highlighted the evolution of TDSAT in the course of the time.

Justice D.N. Patel, Chairperson, TDSAT, in his Introductory address, talked about the jurisdiction of the TDSAT covering sectors like Telecom, Broadcasting, Cyber, Airport Tariff, Aadhaar, Personal Data Protection etc. and elaborated the kind of disputes that are raised before the TDSAT.

Justice M.S. Karnik, Judge, High Court of Bombay at Goa, was the Guest of Honour. The seminar was also attended by Justice Kamal R. Khata, Judge, High Court of Bombay, and Justice Valmiki Menzes, Judge, High Court of Bombay at Goa.

The Business Session was addressed by subject experts and lawyers comprising of Ms. Yashaswini B., IAS, Director, Department of Information Technology, Government of Goa, Adv Kunal Tandon, Adv Payal Kakra, Adv Vibhav Srivastava, Adv Tejveer Singh Bhatia, Adv Himanshu Dhawan, and Adv Jose Elmano Periera, President of Goa High Court Bar Association. The experts spoke various topics such as ‘IP TV – A Merger of Telecom and Broadcasting?’, ‘TDSAT’s Role in Ensuring Fair Practices and Quality Service in Broadcasting’, ‘Role of Regulations in Orderly Growth of Broadcasting and Cable Industry’, ‘Dispute Resolution under Cyber Law’, etc.

Adv Kunal Tandon said that more awareness needs to be created among the public about the availability of the forum of Adjudicating Officers across all states for civil remedies to the victims of cyber offences. Adv Meet Malhotra, the moderator, suggested convening a conference of all AOs under the IT Act by the TDSAT to sensitize them and others regarding the availability of remedies to the victims of cyber offences.

Justice D.N. Patel, Chairperson, TDSAT, suggested that a mechanism needs to be drawn where registration of any FIR by cyber police station against any cyber offence must be reported to the IT Secretary of the State who also happens to be the Adjudicating Officer under IT Act for consideration of civil remedy to the cyber offence complainant.

Telecom Lawyers’ Association President Adv Manjul Bajpai, members of the local judiciary, office bearers of the TDSAT, lawyers and representatives of the State government, were also present at the seminar.

Ministry of Panchayati Raj to Participate in Special Campaign 4.0 with Commitment to Efficiency and Cleanliness

Special Campaign primarily focuses upon encouraging clean, efficient, proactive and pro-environment workplace

Ministry of Panchayati Raj is deploying official teams to States and Union Territories to ensure the swift resolution of public grievances, reaffirming its commitment to timely and effective grievance redressal

Posted On: 28 SEP 2024 7:21PM by PIB Delhi

Ministry of Panchayati Raj, encouraged by the resounding success and transformative outcomes of the previous editions of Special Campaign, is all set to act as an active partner during Implementation Phase (2–31 October, 2024) of Special Campaign 4.0 steered by Department of Administrative Reforms and Public Grievances (DARPG), Ministry of Personnel, Public Grievances and Pensions, Government of India. The Special Campaign conducted in Ministry of Panchayati Raj primarily focuses upon encouraging clean and pro-environment workplaces for its officials and staff–members and welcoming reception areas for visitors.

The Ministry of Panchayati Raj’s adoption of perpetual best practices under the Special Campaign has resulted in 100% file work execution through e-Office, efficient management and productive use of office spaces, implementation of environmentally friendly practices, maintaining a clean and hygienic workplace, ensuring 100% electronic scrap disposal and achieving zero pendency of public grievances.

For the fourth edition of the Special Campaign, the Ministry of Panchayati Raj has diligently and promptly completed all preparations on the suggested points within the stipulated timeframe. In a Senior Officers’ Meeting held on 19th September 2024, chaired by Shri Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, an in-depth discussion took place regarding the smooth execution and successful implementation of the Special Campaign 4.0 to be organized from 2ndOctober, 2024 to 31stOctober, 2024.

Emphasizing the importance of institutionalizing Swachhata and minimizing pendency in Government offices, Secretary Shri Vivek Bharadwaj advised all the Divisions to work in a concerted and collaborative manner for the best results as per the parameters identified by DARPG for Special Campaign 4.0, which is a campaign having an overarching goal to promote Good Governance through Swachhata.

Taking significant steps toward addressing public grievances, the Ministry of Panchayati Raj has decided to send teams of officials to various States/ UTs to ensure swift resolution of complaints, given the gravity of the issues raised. The objective is clear: in line with the vision of the Hon’ble Prime Minister, public grievances must be addressed within a set timeframe, focusing on the merit of the petition and ensuring the satisfaction of the applicant. Beginning in September, Ministry officials have been dispatched to the States, and out of 833 public grievances received till date during the month of September, 644 were resolved.

The Ministry of Panchayati Raj operates 100% on the eOffice platform, and special provisions have been made for the timely weeding out and effective disposal of physical papers and materials. The Special Campaign provides an excellent opportunity to accelerate this process with dedicated focus. Moreover, productivity among officers and employees is being enhanced by increasing greenery within the Ministry’s office premises. Saplings have been abundantly planted in flower pots to beautify all corridors and reception areas, a practice that will continue into the future.

During the Preparatory Phase of Special Campaign 4.0, sincere efforts have been made to raise awareness, mobilize officials and ensure their active participation in making Special Campaign 4.0 a grand success by the way of making Swachhata “everyone’s business” and “a way of life”. State-specific engagement of Nodal Officers and dedicated Public Grievances Redressal Cell helped in disposal of public grievances within a month’s time and thus there was no pendency.

The Ministry of Panchayati Raj has focused on various activities and aspects of Special Campaign 4.0, including conducting special cleanliness drives and mobilizing the government functionaries to streamlining processes and procedures to strengthen grievance redressal mechanism to ensure fast disposal of grievances at all levels. Special Campaign 4.0 in the Ministry of Panchayati Raj will focus on creating healthier workspaces, keeping workplace tools in working order, increasing efficiency / improving productivity i.e. speed and quality of work and boosting the morale of the employees / staff-members (regular, contractual and outsourced) through a clean, tidy and organized work environment. Clean Desk / Clean Office / Clean Corridor / Clean Workstation and other best practices will be promoted through social media on regular basis.

Necessary action will be taken to give feel-good environment by placing flower pots, sapling pots etc. in both the office premises of Jeevan Bharati Building and Jeevan Prakash Building. Special emphasis will be given on behavioural / attitudinal changes towards cleanliness and sanitation for tackling workplace hygiene issues considerately along with disposal of pending matters such as references from Members of Parliament, Parliamentary Assurances, References received from State Governments, Inter-Ministerial Consultation, Public Representations/ Grievances, better record management, review and weeding out papers on regular basis as we move towards a more sustainable future for everyone.

A Mini Workshop on Record Management, followed by a meeting with Record Officers, was held on 6th September 2024 under the Chairmanship of the Economic Adviser, Ministry of Panchayati Raj Dr. Bijaya Kumar Behera to discuss preparations for the upcoming Special Campaign 4.0, scheduled from 2nd October to 31st October 2024. During the workshop, Dr. Behera emphasized the importance of timely cooperation for the success of Special Campaign 4.0, and shared insights and strategies for capacity building of Record Officers on record keeping and helping them for categorization of files for preservation, distribution and retention etc. as per Record Retention Schedule. Since the Ministry of Panchayati Raj operates entirely on an e-platform with very few physical files, the focus was placed on reviewing and weeding out e-files in coordination with NIC. Section officers were instructed to review the Record Retention Schedules, especially for critical documents, and delete outdated e-files that affect efficiency of the e-office. Targets were set for the review and action on files across various Divisions/ Sections, totalling 1525 files to be addressed during the Special Campaign 4.0.

    Background:

The Ministry of Panchayati Raj is an active participant in the Special Campaign 4.0, scheduled from 2nd October to 31st October 2024. This campaign aims to accelerate the disposal of pending matters and institutionalize Swachhata (cleanliness) across all offices. Aligned with the Government of India’s efforts to enhance governance and administrative efficiency, the Ministry of Panchayati Raj is focused on key activities to ensure the successful implementation of the campaign, building on the accomplishments of previous initiatives and the Preparatory Phase.

During the Preparatory Phase, the Ministry of Panchayati Raj identified several categories of pending tasks, including electronic file reviews, public grievance cases, public grievance appeals, and specific sites for cleanliness activities. The Ministry remains dedicated to improving transparency, promoting Swachhata, and enhancing administrative efficiency through the effective execution of Special Campaign 4.0.
