  • Prime Minister Modi arrives in Namibia on final leg of five-nation tour

    Source: Government of India

    Source: Government of India (4)

Prime Minister Narendra Modi arrived in Windhoek, Namibia, on Wednesday morning, marking the first-ever visit by an Indian Prime Minister to Namibia in nearly three decades and only the third such visit from India to the southern African nation.

PM Modi is in Namibia on a State visit at the invitation of President Netumbo Nandi-Ndaitwah. Upon his arrival at Hosea Kutako International Airport, the Prime Minister was accorded a ceremonial welcome and greeted by Namibia’s Minister of International Relations and Trade, Selma Ashipala-Musavyi. In a symbolic gesture reflecting cultural exchange, PM Modi also tried his hand at playing traditional Namibian drums at the airport.

In a statement, the Ministry of External Affairs (MEA) said the Prime Minister’s visit underscores India’s “multi-faceted and deep-rooted historical ties with Namibia”. The visit marks the final leg of his five-nation tour, which included stops in Ghana, Trinidad and Tobago, Argentina, and Brazil.

“During the visit, the Prime Minister will hold bilateral discussions with President Nandi-Ndaitwah. He will also pay homage to the Founding Father and first President of Namibia, the late Dr. Sam Nujoma, and is expected to address the Parliament of Namibia,” the MEA said.

The Indian diaspora in Namibia has welcomed the Prime Minister’s visit with great enthusiasm. Members of the community are preparing to greet him with a traditional Garba dance. “We are thrilled that Prime Minister Modi has arrived in Namibia. We will present a Garba dance to welcome him,” said a member of the diaspora.

In a post on X, PM Modi described Namibia as a “valued and trusted African partner” and said he looked forward to strengthening bilateral cooperation during his engagements.

“Landed in Windhoek a short while ago. Namibia is a valued and trusted African partner with whom we seek to boost bilateral cooperation. Looking forward to meeting President Dr. Netumbo Nandi-Ndaitwah and addressing the Namibian Parliament today,” the Prime Minister said.

  • MIL-OSI Asia-Pac: Government revises traffic-related fees and fixed penalties

Source: Hong Kong Government special administrative region

The Government announced today (July 9) a proposal to adjust four traffic-related fees, including tunnel tolls, licence fees for electric private cars, the maximum fee level of parking meters, and fixed penalties for traffic offences.

The spokesperson for the Transport and Logistics Bureau said, “The 2025-26 Budget announced that the Government would focus on reviewing traffic charges and fixed penalties that have not been adjusted for many years. Our overall considerations are to enhance traffic management and maintain public fiscal discipline, reflecting the principles of ‘cost recovery’ and ‘user pays’.”

To this end, the Government has formulated a total of four legislative amendments:

    (1) Road Tunnels (Government) (Amendment) (No. 2) Regulation 2025 – Adjustment of tunnel tolls

Adopting a science-based approach, the Government has reviewed the tolls for government tunnels and major roads, in the order of priority, adhering to four charging principles: traffic management needs, efficiency first, public transport first, and “user-pays”. After comprehensively considering these four principles and the specific circumstances of each tunnel and major road, it has been decided to propose increasing the tolls for the Aberdeen Tunnel and Shing Mun Tunnels, and to introduce a toll for the use of the Central Kowloon Bypass. The new tolls for the Aberdeen Tunnel and Shing Mun Tunnels will be effective on September 21, 2025, while toll collection for the Central Kowloon Bypass will commence when it is fully commissioned in 2026. The toll scheme is summarised as follows:

      Current toll
(Fixed toll for all vehicles throughout the day)
    Proposed toll
(Fixed toll for all vehicles throughout the day)
    Aberdeen Tunnel $5 $8
    Shing Mun Tunnels $5 $8
    Central Kowloon Bypass
    (Yau Ma Tei Section Tunnel)
    / $8

The spokesperson for the Transport and Logistics Bureau said, “The tolls for the Aberdeen Tunnel and Shing Mun Tunnels have not been adjusted for 34 years, during which time inflation has exceeded 130 per cent, resulting in operational deficits. The $8 toll is expected to have a minimal impact on traffic, and the adjusted tolls will enable the tunnels to achieve break-even in operations. On the other hand, the Central Kowloon Bypass will alleviate the current traffic congestion on major trunk roads in Kowloon, offering a shorter route with higher speeds, making it highly attractive to drivers. If no toll is charged for the use of the Central Kowloon Bypass, it is expected that its utilisation rate will approach a saturation point shortly after its commissioning. Taking into account the views of the Legislative Council (LegCo) Panel on Transport (TP) and the community, and in order to attract more motorists to use the bypass and hence achieve an effective traffic diversion, the Government is proposing an $8 toll. The proposed toll level will effectively divert approximately 20 per cent of the overall traffic from saturated major roads in Kowloon, while reserving about 15 per cent of spare capacity of the Central Kowloon Bypass to accommodate future traffic growth. It will also recover nearly 80 per cent of basic operational costs; and according to the efficiency-first principle, the fees payable by commercial and public transport vehicles will be consistent with the moderate toll charged for smaller private cars.”

The spokesperson continued, “We have also reviewed other government tunnels and trunk roads in accordance with the four major principles. In summary, taking into account the traffic management needs and traffic flow of other government tunnels and trunk roads, the traffic flow of alternative routes, as well as future transport infrastructure projects related to each route, such as the commissioning of new alternative routes, we recommend maintaining the current tolling arrangements for the time being and reviewing them again at an appropriate time.”

    (2) Road Traffic (Registration and Licensing of Vehicles) (Amendment) (No. 4) Regulation 2025 – Rationalising the licence fee structure and levels for electric private cars

The existing licence fees for electric private cars are charged by vehicle unladen weight, and the licence fees for fuel-propelled private cars are about six times more than that for electric private cars. The Government proposes to revise the annual licence fee structure for electric private cars by charging licence fees based on their rated power. A five-tier licence fee structure for electric private cars based on their rated power will be introduced, and the fee levels will be suitably adjusted, which would take five phases over six years to complete, to align with technological advancements and practices in other regions. The new licence fee structure will take effect from November 1, 2025, and will apply to newly registered electric private cars, while existing electric private cars will be granted a four-month grace period. Details are as follows:

Rated power of electric private cars (kW) Annual licence fee ($)#*
    November 1, 2025, to
    February 28, 2027
    (with a 4-month grace period)
    March 1, 2027, to
    February 29, 2028
    March 1, 2028, to
    February 28, 2029
    March 1, 2029, to
    February 28, 2030
    March 1, 2030, onwards
    ≤ 75 1,500 1,750 2,000 2,500 3,000
    > 75 – 125 2,000 2,500 3,000 4,000 5,000
    > 125 – 175 2,500 3,500 4,500 5,500 7,000
    > 175 – 225 3,000 4,500 6,000 7,500 9,000
    > 225 5,000 6,500 8,000 9,500 11,000
    # Exclusive of the Traffic Accident Victims Assistance Fund levy (at $114 per vehicle annually).
    * The fee for a licence for four months is 35 per cent of that for an annual licence, plus an additional fee of $30.

Licence fee concessions will be offered to eligible disabled electric private car owners (see note).

The spokesperson for the Transport and Logistics Bureau said, “Taking into account the views of the LegCo TP, the adjustment of electric private cars licence fees will be implemented in five phases to provide the public with a longer adaptation period. Upon adjustments, the new annual licence fee levels for electric private cars will still be 25 per cent (fifth tier) to 40 per cent (first tier) lower than the current licence fees for fuel-propelled vehicles, to continue encouraging motorists to switch to electric vehicles and promote environmental protection. According to the current type distribution of licensed electric private cars, 99 per cent of the vehicles fall within the first, second and third tiers, while the proportions of vehicles in the fourth and fifth tiers are only 1 per cent and 0.1 per cent respectively. As electric vehicles become increasingly popular, with a wider range of brands and models available on the market, and given that electric vehicles have lower energy, repair and maintenance costs compared to fuel-propelled vehicles, we expect that electric vehicles will remain appealing to motorists even after the rationalisation of annual licence fee structure and levels.”

    (3) Road Traffic (Parking) (Amendment) Regulation 2025 – Adjustment of parking meter charges

To optimise the use of limited parking resources, the Government proposes to increase the maximum fee for metered parking from $2 per 15 minutes to $4 per 15 minutes, viz. a maximum fee of $16 per hour to increase the turnover of vehicles using metered parking spaces to meet the short-term parking needs of motorists. The new charges for metered parking spaces will take effect from September 28, 2025. The fees for metered parking spaces for goods vehicles, buses and coaches will be maintained at the existing level.

    (4) Proposed Motion for Resolutions under the Fixed Penalty (Traffic Contraventions) Ordinance (Cap. 237) and the Fixed Penalty (Criminal Proceedings) Ordinance (Cap. 240) – Adjustment of fixed penalties for traffic offences

To enhance traffic safety and ensure a smooth traffic flow, the Government proposes to increase the fixed penalty for illegal parking from the current $320 to $400 (a 25 per cent increase). The fixed penalties for 19 other traffic offences related to road safety and traffic congestion (details in the Annex) will be increased from the current range of $320 to $1,000 to a new range of $480 to $1,500 (a 50 per cent increase). The penalty amounts for other traffic offences will remain unchanged.

The spokesperson for the Transport and Logistics Bureau said, “The fixed penalty levels for illegal parking and most of the traffic contraventions have remained unchanged for 31 years, and their deterrent effect may have been offset by inflation during this period. In fact, the fixed penalty levels of traffic contraventions in Hong Kong are much lower than those of various overseas regions. We have observed that the numbers of certain traffic offences continue to trend upwards or remain at a persistently high level. Adjusting the penalty amounts for these traffic offences will help enhance the deterrent effect, thereby safeguarding traffic safety and maintaining smooth traffic flow. At the same time, the Government will strive to increase the supply of parking spaces to meet parking demand as far as possible.”

The Road Tunnels (Government) (Amendment) (No. 2) Regulation 2025, the Road Traffic (Registration and Licensing of Vehicles) (Amendment) (No. 4) Regulation 2025, and the Road Traffic (Parking) (Amendment) Regulation 2025 will be gazetted on July 18 and tabled at the LegCo on July 23 for negative vetting. As for the penalties for traffic violations under the Schedules to the Fixed Penalty (Traffic Contraventions) Ordinance (Cap. 237) and the Fixed Penalty (Criminal Proceedings) Ordinance (Cap. 240), the LegCo may amend them by resolution under positive vetting. The Secretary for Transport and Logistics will move a motion at the LegCo meeting on July 30 to pass the resolutions. The regulatory details and effective dates are specified in respective amendment regulations and the proposed resolutions, and relevant information is set out in the LegCo brief issued by the Government today.

Note: No licence fee shall be payable where the rated power of an electric private car owned by an eligible disabled person does not exceed 75 kilowatts. Where the rated power of the electric private car exceeds 75 kilowatts, the annual licence fee payable shall be calculated by the deduction from the prescribed annual licence fee payable in respect of its rated power which does not exceed 75 kilowatts.

  • MIL-OSI Asia-Pac: LCQ17: Combating online investment scams

Source: Hong Kong Government special administrative region

Following is a question by Professor the Hon Priscilla Leung and a written reply by the Secretary for Financial Services and the Treasury, Mr Christopher Hui, in the Legislative Council today (July 9):

    Question:

According to the data provided by the Government in its reply to a question raised by a Member of this Council in June this year, the Police recorded a total of 1 534 cases of online investment scams involving an amount of about $1.02 billion in the first four months of this year. In this connection, will the Government inform this Council:

    (1) given that the Securities and Futures Commission (SFC) has launched anti-scam publicity and education programmes targeting three common investment scam scenarios, whether the Government has formulated specific measures to support SFC’s anti-scam publicity programmes, so as to raise public vigilance against investment scams; if so, of the details; if not, the reasons for that;

    (2) whether it has plans to strengthen its co-operation with the SFC to update and enhance investor education, so as to ensure that investors can effectively identify and guard against emerging investment risks as well as evolving fraudulent practices and technologies; and

    (3) whether it has devised further strategies or allocated additional resources to extend the impact of the “Don’t be Sucker” anti-scam publicity campaign launched by the SFC, so as to enable more investors to benefit from the campaign and avoid becoming victims of online investment scams; if so, of the details; if not, the reasons for that?

    Reply:

    President,

The Government attaches great importance to investor education, and is committed to supporting the Securities and Futures Commission (SFC) and its subsidiary, the Investor and Financial Education Council (IFEC), in enhancing the financial literacy of the public through various means and channels. In consultation with the Security Bureau, the SFC and the Hong Kong Monetary Authority (HKMA), my reply to the various parts of the question is as follows.

    (1) and (2) In the first five months of 2025, there were 1 849 cases of online investment scams recorded by the Police, involving about $1.24 billion. The Government accords high priority to investor protection, and strives to combat online investment scams through two main directions, namely promotion and enforcement.

On promotion, the Government, together with the SFC and the IFEC, has been striving to enhance investors’ anti-financial scam capabilities, raise the public’s knowledge in relevant financial products, and remind investors of the risks associated with digital finance.

In March 2025, the IFEC in collaboration with various stakeholders organised the “Hong Kong Money Month” with the theme of “Guard against Fraud Thrive with Resilience” to comprehensively promote anti-scam messages by publicising anti-scam information targeting different segments of the community through cross-media promotion. The promotion videos recorded a total of 20.6 million views during the promotion period. In the face of ever-changing technology and evolving fraud tactics, the IFEC has also introduced various anti-financial scam education resources, animated videos, online seminars, etc to educate the public on safeguarding against investment scams including “ramp and dump” schemes, social media investment groups, fraudulent trading apps or investment platforms, impersonation scams, deepfake technology and phishing messages, etc. The IFEC website also features fraud prevention online games and an anti-scam online quiz, enabling the public to gain anti-scam knowledge through engaging and interactive games.

The IFEC launched Hong Kong’s first digital financial education experiential learning centre, the IFEC FinEd Hub, in March 2024 to offer investment and anti-scam education to a wider audience through immersive and interactive learning experiences. The FinEd Hub features various interactive anti-scam games for visitors to learn how to identify and respond to various financial scams. As of end-June 2025, the FinEd Hub has recorded over 26 500 visits, with the vast majority of visitors indicating that their visit had enhanced their anti-scam knowledge.

On the other hand, the HKMA has introduced “Money Safe” with banks to provide an extra layer of security to customers’ bank deposits. “Money Safe” enables customers to segregate a portion of their deposits maintained at banks, protecting them from fund outflows through online and other channels. When releasing the protected deposits, customers would need to undertake extra verification process by staff at bank branches. All retail banks will fully implement “Money Safe” by the end of this year.

As regards enforcement actions against online investment scams, given that most fraud cases in Hong Kong currently involve the use of stooge accounts for receiving funds, targeting such accounts is an effective way to disrupt the fraud value chain. In the first five months of 2025, the Police arrested a total of 3 028 persons in connection with various fraud and money laundering offences, about 70 per cent of whom were holders of stooge accounts. Since the end of 2023, the Police have also applied to the courts to invoke section 27 of the Organized and Serious Crimes Ordinance (Cap. 455) to seek enhanced penalties for cases involving stooge accounts, so as to strengthen deterrence. There have been cases where convicted stooge account holders received sentences increased by more than 30 per cent.

The Hong Kong Police Force, together with the police authorities of the Macao Special Administrative Region, Malaysia, Maldives, Singapore, South Korea, and Thailand, has also conducted the first joint operation under the anti-fraud cross-boundary co-operation platform “FRONTIER+” to jointly combat cross-boundary fraud criminal activity. The operation successfully identified and dismantled multiple cross-boundary fraud syndicates, resulting in the arrest of 1 858 persons and involving 9 268 fraud cases, including investment fraud. In addition, noting the increase in online investment scams at the beginning of 2025, the Hong Kong Police have, over the past few months, held press conferences from time to time and stepped up publicity through various channels to remind the public to remain vigilant.

    (3) The SFC launched a new anti-scam campaign “Don’t be Sucker” in December 2024 to caution the public against common tactics used in fraudulent schemes. An original cartoon character “Shui Yu”, symbolising an impulsive and gullible personality that easily fall prey to investment scams, debuted in the campaign.

Complementing the SFC’s focused promotion of three common scams that the public should avoid (namely online romance scams, impersonation, and deceptive tips from financial influencers), the SFC has rolled out an original campaign theme song and a music video featuring “Shui Yu”, which has recorded over one million views within about three months since its launch. As of end-June 2025, the SFC has published about 50 posts on the social media platform of “Shui Yu”, which has attracted more than 1 500 followers and over 423 000 views by unique users.

To further promote anti-scam messages through “Shui Yu”, the SFC has produced “Shui Yu”-themed messaging app stickers to spread anti-scam messages in a light-hearted way. Apart from various online and offline advertisements, the SFC extended the “Don’t be Sucker” anti-scam publicity campaign through MTR station commercials and a TV infotainment programme in May to June 2025, garnering more than 1.6 million views in estimate.

In fact, the Government has been proactively enhancing public awareness of various kinds of scams. The Police have set up the Anti-Deception Coordination Centre since July 2017 to consolidate the efforts of the Police in combating and preventing scams, and have introduced various initiatives including the 24-hour enquiry hotline “Anti-Scam Helpline 18222”, and the “Upstream Scam Intervention” scheme to actively identify potential scam victims.

In addition, the Police have introduced an anti-scam mascot “The Little Grape” since June 2020 to explain the latest tactics of scammers and disseminate simple anti-scam messages in a friendly and interactive manner. Various “The Little Grape” anti-scam promotional campaigns have also been organised over the past five years. Thanks to these initiatives and the collective efforts of the community, the annual growth rate of scam cases has significantly decelerated from nearly 90 per cent in 2020 to 11.7 per cent last year, indicating a rise in public awareness of scam prevention.

Going forward, the Government will continue to support relevant organisations and stakeholders in collaboratively launching targeted promotion activities to raise the anti-scam awareness of the public.

  • MIL-OSI Asia-Pac: LCQ6: Indecent assault cases on public transport

Source: Hong Kong Government special administrative region

Following is a question by the Hon Lam San-keung and a reply by the Secretary for Security, Mr Tang Ping-keung, in the Legislative Council today (July 9):

    Question:

In recent years, there have been sporadic cases of indecent assault on public transport which arouse public concern. On the other hand, there are views that physical contact between individuals is difficult to be avoided in crowded vehicle compartments and could be mistaken for indecent assault. Moreover, society’s expectations for safety, comfort and mutual respect among passengers on public transport are increasing. In this connection, will the Government inform this Council:

    (1) of the number of indecent assault cases occurred on public transport that the Police received in each of the past five years, and the percentage of these cases out of the total number of cases occurring on public transport; the number of convictions among these indecent assault cases; whether it knows the average time taken by the courts to adjudicate these indecent assault cases; and

    (2) whether it will consider introducing women-only or men-only zones or compartments on public transport mass-carriers (e.g. the MTR and franchised buses); if so, of the implementation timetable; if not, the reasons for that?

    Reply:

    President,

The Police attach great importance to all cases involving sexual offences and are dedicated to investigating each of them thoroughly, with particular focus on offences taking place on public transport. At present, sexual offences occurred on public transport are mainly indecent assault cases (i.e. offence of indecent assault under the Crimes Ordinance (Cap. 200)), for which offenders shall be liable on conviction on indictment to imprisonment for 10 years. There are also cases of voyeurism and unlawful recording or observation of intimate parts (commonly known as “upskirt photography”), both of which carry a maximum penalty of five years of imprisonment under the Crimes Ordinance.

The Police will continue to strengthen patrols by uniformed and plain-clothes officers in relevant areas, and will work closely with public transport operators to jointly combat indecent assault and its related offences on public transport. In parallel, the Police will step up publicity and education efforts to enhance public awareness and encourage members of the public to report crimes.

In consultation with the Transport and Logistics Bureau, the reply to the Member’s question is as follows:

    (1) In the past five years, the number of reports received by the Police on sexual offences occurred on public transport/interchanges/transport stations, including offences of indecent assault, voyeurism and unlawful recording or observation of intimate parts under the Crimes Ordinance, accounted for about seven per cent to 21 per cent of all offences occurred on public transport. Please refer to the Annex for details. For the first five months of 2025, the Police received a total of 141 relevant reports, which accounted for about 14 per cent of the total number of offences occurred on public transport/interchanges/transport stations.

The Government maintains neither a breakdown on the number of convictions of the above sexual offences by place of occurrence nor relevant statistics on the time taken by courts to adjudicate such cases.

    (2) As to whether women-only or men-only zones or compartments shall be introduced on various mass public transport modes (such as MTR and franchised buses), a number of considerations are relevant. The public transport system in Hong Kong carries a total patronage of more than 11 million passenger trips daily, with the MTR and franchised buses being the main travelling means handling over 5 million and 3.7 million passenger trips per day respectively.

The MTR is one of the railway systems with the most frequent services in the world. In 2024, the heavy rail and light rail operated over 2.71 million trips, with train services reaching about one train in every two minutes during peak hours.

The MTR Corporation Limited (MTRCL) has made reference to some overseas experience but assessed that it would not be appropriate to introduce women-only or men-only compartments in the MTR network. At present, during peak hours, the MTR system is generally crowded at platforms (especially at interchange stations), and the MTRCL has to make good use of the space on platform as well as inside train compartment to ease the passenger flow. Introducing dedicated train compartments would affect the management of passenger flow at stations and platforms, as well as the flow of passengers between train compartments. In addition, most of the MTR train compartments are of open design and it is operationally difficult to control passengers to follow the arrangement. Therefore, the MTRCL has no plan at this stage to introduce dedicated train compartments.

To prevent crimes of indecent assaults in the railway premises, the MTRCL has put up posters at stations to step up the promotion of anti-crime messages on indecent assaults. Passengers are encouraged not to remain silent, and report incidents or crimes of indecent assaults immediately to the Police or station staff.  The MTR station staff are properly trained to assist the Police in combating crimes.  In addition, the MTRCL and the Police hold regular anti-crime meetings to share information about the latest crime trend and intelligence, and to deliberate on specific strategies to combat crimes. The MTRCL also organises publicity activities in collaboration with the Police (including regular anti-crime publicity activities organised annually) so as to raise passengers’ anti-crime awareness.

In respect of franchised buses, many routes have high occupancy rates during peak hours. As there is limited space in the compartments and passengers board and alight in the same aisle, setting up dedicated areas inside the compartments will affect the passenger-carrying efficiency of buses. In addition, it will be operationally difficult to ensure that passengers follow the arrangements. Franchised bus companies will co-operate with the police to enhance efforts in combating crimes.

More than 1.11 lakh devotees have undertaken the annual Amarnath Yatra in just six days since the pilgrimage began on July 3, officials confirmed on Wednesday. Another batch of 7,579 pilgrims departed from Jammu earlier today, continuing the spiritual journey to the holy cave shrine nestled in the Kashmir Himalayas.

According to officials, a total of 1,11,000 pilgrims have had ‘darshan’ at the sacred cave shrine so far. The latest group left the Bhagwati Nagar Yatri Niwas in Jammu in two heavily guarded convoys. The first convoy, comprising 133 vehicles carrying 3,031 pilgrims, departed at 3:25 a.m. en route to the Baltal base camp. The second convoy of 169 vehicles, with 4,548 pilgrims aboard, left at 3:40 a.m. for the Nunwan base camp in Pahalgam.

Officials from the Shri Amarnathji Shrine Board (SASB), which oversees the yatra, said that in addition to those traveling from Jammu, a significant number of pilgrims have been registering on-site directly at Baltal and Nunwan.

The Meteorological Department has forecast rainfall across Jammu and Kashmir over the next 24 hours, with the possibility of isolated intense showers and thunderstorms.

Security arrangements remain at their highest alert level in light of the April 22 terror attack in Pahalgam’s Baisaran meadow, where Pakistan-backed terrorists killed 26 civilians. In response, authorities have deployed an additional 180 companies of Central Armed Police Forces (CAPFs), reinforcing existing personnel from the Army, BSF, CRPF, SSB, and local police. All transit camps and routes—from Jammu’s Bhagwati Nagar to the base camps and onwards to the shrine—are under multi-tier security coverage.

Despite the shadow of past violence, the Yatra has witnessed strong local support. Residents have welcomed pilgrims warmly, with many standing at entry points such as the Navyug Tunnel near Qazigund, offering garlands and placards.

This year’s Amarnath Yatra will run for 38 days, concluding on August 9, coinciding with the sacred festivals of Shravan Purnima and Raksha Bandhan.

The cave shrine, located 3,888 meters above sea level, is accessible via two primary routes: the traditional 46-km trail from Pahalgam, which passes through Chandanwari, Sheshnag, and Panchtarni; and the shorter 14-km Baltal route, which allows pilgrims to complete the round trip within a single day.

Due to heightened security concerns, helicopter services have been suspended for this year’s Yatra.

President Lai meets delegation from 2025 Taiwan International Ocean Forum
On the afternoon of July 1, President Lai Ching-te met with a delegation from the 2025 Taiwan International Ocean Forum (TIOF). In remarks, President Lai noted that the people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. He expressed hope that their visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. A translation of President Lai’s remarks follows: I want to thank our guests for coming here to the Presidential Office. The 2025 TIOF will take place tomorrow and the day after, and I thank you all for making the long trip to Taiwan to attend the event and share your valuable insights and experiences. This year’s forum will focus on strategies for strengthening maritime security and pathways to achieving a sustainable blue economy. By attending this forum, our guests are highlighting their commitment to safeguarding the oceans, and beyond that, taking concrete action to demonstrate support for Taiwan. I once again offer deepest gratitude on behalf of the people of Taiwan. Taiwan holds a key position on the first island chain, is one of the world’s top 10 shipping nations, and accounts for close to 10 percent of global container shipping by volume. As such, Taiwan occupies a unique and important position in maritime strategy. For Taiwan, the ocean is more than just a basis for survival and development; it is also an important driver of national prosperity. In my inaugural address last year, I spoke of a threefold approach to further Taiwan’s development. One of these involves further developing our strengths as a maritime nation. Our government must actively help deepen our connections with the ocean, and must continue to promote green shipping, a sustainable fishing industry, marine renewable energy, and other forms of industrial transformation. It must also make use of marine technology and digital innovation to create a new paradigm that balances environmental, economic, and social inclusion concerns. This will help enhance Taiwan’s responsibilities and competitiveness as a maritime nation. Taiwan is surrounded by ocean, and our territorial waters are a natural protective barrier. However, continued gray-zone aggression from China creates serious threats and challenges to peace and stability in the Taiwan Strait. Our government continues to invest resources to deal with increasingly complex maritime security issues. In addition to building coast guard patrol vessels, we must also step up efforts to build underwater, surface, and airborne unmanned vehicles and smart reconnaissance equipment, so as to demonstrate Taiwan’s determination to defend democracy and freedom and commitment to maintaining peace and stability in the Taiwan Strait. Oceans are Taiwan’s roots, and provide the channels by which we engage with the world. The people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. The TIOF was first launched in 2020, and has now become an important platform for enhancement of cooperation between Taiwan and other countries. I hope that our distinguished guests will reap great benefits at this year’s forum, and further hope that this visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. Chairman of The Washington Times Thomas McDevitt, a member of the delegation, then delivered remarks, noting first that July 4th, this Friday, is Independence Day in America. Independence is a sacred, powerful word which has great meaning in this part of the world, he said. Chairman McDevitt indicated that Taiwan has truly become a global beacon of democracy and a key partner for many nations. He then quoted President Lai’s 2024 inaugural address: “We will work together to combat disinformation, strengthen democratic resilience, address challenges, and allow Taiwan to become the MVP of the democratic world.” Chairman McDevitt went on to say that he appreciated the president’s speech with regard to his philosophical depth, sensitivity, and both moral and political clarity. He said that he was deeply moved by the speech, but within a few days of it, China responded with military activities and many threats. The chairman then emphasized that we are in a civilization crisis. Chairman McDevitt mentioned that President Lai has begun a series of 10 lectures, and remarked that they would help the world to understand the identity and the nature of Taiwan, as well as the situation we are in in the world. On behalf of all the delegation, Chairman McDevitt thanked the president for his leadership in dealing with these issues thoughtfully. Chairman McDevitt concluded with a line from the Old Testament which states that if the people have no vision, they will perish. He said that he believes Taiwan’s president has led the people of Taiwan, and the world, with a vision of how to navigate this great civilization crisis together. The delegation also included Members of the Japanese House of Representatives Kikawada Hitoshi, Aoyama Yamato, and Genma Kentaro, and Member of Parliament of the United Kingdom Gavin Williamson.

President Lai meets Minister of State at UK Department for Business and Trade Douglas Alexander
On the morning of June 30, President Lai Ching-te met with Douglas Alexander, Minister of State at the Department for Business and Trade of the United Kingdom. In remarks, President Lai thanked the UK government for its longstanding support for peace and stability across the Taiwan Strait, demonstrating that Taiwan and the UK share similar goals. Noting that two years ago, Taiwan and the UK signed an enhanced trade partnership (ETP) arrangement, the president said that today Taiwan and the UK have signed three pillars under the ETP, which will help promote bilateral economic and trade cooperation. He expressed hope of the UK publicly supporting Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) so that together we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. A translation of President Lai’s remarks follows: First, on behalf of the people of Taiwan, I extend a warm welcome to Minister Alexander and wish a fruitful outcome for the 27th round of Taiwan-UK trade talks later today. Taiwan-UK relations have grown closer in recent years. We have not only continued to strengthen cooperation in such fields as offshore wind power, innovative technologies, and culture and education but also have established regular dialogue mechanisms in the critical areas of economics and trade, energy, and agriculture. The UK is currently Taiwan’s fourth-largest European trading partner, second-largest source of investment from Europe, and third-largest target for investment in Europe. Two years ago, Taiwan and the UK signed an ETP arrangement. This was particularly meaningful, as it was the first institutionalized economic and trade framework between Taiwan and a European country. Today, this arrangement is yielding further results. I am delighted that Taiwan and the UK have signed three pillars under the ETP covering investment, digital trade, and energy and net-zero. This will help promote bilateral economic and trade cooperation and advance industrial development on both sides. I also want to thank the UK government for its longstanding support for peace and stability across the Taiwan Strait. This month, the UK published its Strategic Defence Review 2025 and National Security Strategy 2025, which oppose any unilateral attempts to change the status quo across the Taiwan Strait. These not only demonstrate that Taiwan and the UK share similar goals but also show that security and prosperity in the Indo-Pacific region are inseparable from those of the transatlantic regions. In addition, last November, the House of Commons passed a motion which made clear that United Nations General Assembly (UNGA) Resolution 2758 neither established the sovereignty of the People’s Republic of China over Taiwan nor determined Taiwan’s status in the United Nations. The UK government also responded to the motion by publicly expressing for the first time its position on UNGA Resolution 2758, opposing any attempt to broaden the interpretation of the resolution to rewrite history. For this, on behalf of the people of Taiwan, I once again want to extend my deepest gratitude. Taiwan and the UK have the advantage of being highly complementary in the technology sector. In facing the restructuring of global supply chains and other international economic and trade developments, I believe that Taiwan and the UK are indispensable key partners for one another. I look forward to the UK publicly supporting Taiwan’s accession to the CPTPP so that together, we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. In closing, I wish Minister Alexander a pleasant and successful visit. And I hope he has the opportunity to visit Taiwan for personal travel in the future. Minister Alexander then delivered remarks, saying that it is a great personal honor to meet with everyone today to discuss further deepening the UK-Taiwan trade relationship and explore the many opportunities our two sides can pursue together. He mentioned that he traveled to Taiwan in 2022 when he was a private citizen, a visit he thoroughly enjoyed, so he is delighted to be back to see the strength of the UK-Taiwan relationship and the strengthening of that relationship. He said that relationship is built on mutual respect, democratic values, and a shared vision for open, resilient, and rules-based economic cooperation. As like-minded partners, he pointed out, our collaboration continues to grow across multiple sectors, and he is here today to further that momentum. Minister Alexander stated that on trade and investment, he is proud that this morning we signed the ETP Pillars on Investment, Digital Trade, Energy and Net Zero, which will provide a clear framework for our future cooperation and lay the foundation for expanded access and market-shaping engagement between our two economies. The minister said he believes that together with our annual trade talks, this partnership will help UK’s firms secure new commercial opportunities, improve regulatory alignment, and promote long-term investment in key growth areas, which in turn will also support Taiwan’s efforts to expand high-quality trade relationships with trusted partners. Minister Alexander said that President Lai’s promotion of the Five Trusted Industry Sectors and the UK’s recently published industrial and trade strategies are very well-aligned, as both cover clean energy and semiconductors as well as advanced manufacturing. He then provided an example, saying that both sides plan to invest in AI infrastructure and compute power-creating opportunities for great joint research in the future. By combining our strengths in these areas, he said, we can open the door to innovative collaboration and commercial success for both sides. He mentioned that yesterday he visited the Taiwan Space Agency, commenting that in sectors such as satellite technology, green energy, and cyber security, British expertise and trusted standards can provide meaningful solutions. Noting that President Lai spoke in his remarks of the broader challenge of peace and security in the region, Minister Alexander stated that the United Kingdom has, of course, also continued to affirm its commitment to peace and stability in the Taiwan Strait, along with its G7 partners. The UK-Taiwan relationship is strategic, enduring, and growing, he stated, and they reaffirm and remain firm in their longstanding position and confident in their ability to work together to support both prosperity and resilience in both of our societies. Minister Alexander said that, as Taiwan looks to diversify capital and build global partnerships, they believe the UK represents a strong and ambitious investment destination, particularly for Taiwanese companies at the very forefront of robotics, clean tech, and advanced industry. He pointed out that the UK’s markets are stable, open, and aligned with Taiwan’s vision of a high-tech, sustainable future, adding that he looks forward to our discussion on how we can further deepen our cooperation across all of these areas and more. The delegation also included Martin Kent, His Majesty’s Trade Commissioner for Asia Pacific at the UK Department for Business and Trade. The delegation was accompanied to the Presidential Office by British Office Taipei Representative Ruth Bradley-Jones.

President Lai confers decoration on former Japan-Taiwan Exchange Association Chairman Ohashi Mitsuo
On the morning of June 27, President Lai Ching-te conferred the Order of Brilliant Star with Grand Cordon upon former Chairman of the Japan-Taiwan Exchange Association Ohashi Mitsuo in recognition of his firm convictions and tireless efforts in promoting Taiwan-Japan exchanges. In remarks, President Lai stated that Chairman Ohashi cares for Taiwan like a family member, and expressed hope that Taiwan and Japan continue to deepen their partnership, bring about the early signing of an economic partnership agreement (EPA), and jointly build secure and stable non-red supply chains as we boost the resilience and competitiveness of our economies and jointly safeguard the values of freedom and democracy. A translation of President Lai’s remarks follows: Every meeting I have with Chairman Ohashi, with whom I have worked side by side for many years, is warm and friendly. I recall that when we met last year, Chairman Ohashi said that he often thinks about what Japan can do for Taiwan and what Taiwan can do for Japan, and that it is that mutual concern that makes us so close. This was a truly moving statement illustrating the relationship between Taiwan and Japan. Chairman Ohashi has also said numerous times that our bilateral relations may very well be the best in the entire world, and that in fact they may serve as a model to other countries. Indeed, Chairman Ohashi is himself an exemplary model for friendly relations between Taiwan and Japan. His spirit of always working tirelessly to promote Taiwan-Japan exchanges is truly admirable. Assuming the position of chairman of the Japan-Taiwan Exchange Association in 2011, he served during the terms of former Presidents Ma Ying-jeou and Tsai Ing-wen, continuously making positive contributions to Taiwan-Japan relations. Over these past 14 years, Taiwan and Japan have signed over 50 major agreements, spanning the economy and trade, fisheries, and taxes, among other areas. In 2017, the Taiwan-Japan Relations Association and the Japan-Taiwan Exchange Association underwent name changes, strengthening the essence and significance of Taiwan-Japan relations. These great achievements were all made possible thanks to the firm convictions and tireless efforts of Chairman Ohashi. On behalf of the people of Taiwan, I am delighted to confer upon Chairman Ohashi the Order of Brilliant Star with Grand Cordon to express our deepest thanks for his outstanding contributions. Chairman Ohashi is not just a good friend of Taiwan, but someone who cares for Taiwan like a family member. When a major earthquake struck in 2016, he personally went to Tainan to assess the situation and meet with the city government. This outpouring of friendship and support across borders was deeply moving. As we look to the future, I hope that Taiwan and Japan can continue to deepen our partnership. In addition to bringing about the early signing of an EPA, I also hope that we can expand collaboration in key areas such as semiconductors, energy, and AI, continue building secure and stable non-red supply chains, and boost the resilience and competitiveness of our economies as well as peace and stability in the Indo-Pacific. As Chairman Ohashi has said, the close bilateral relationship between Taiwan and Japan is one the world can be proud of. I would like to thank him once again for his contributions to deepening Taiwan-Japan ties. Taiwan will continue to forge ahead side by side with Japan, jointly safeguarding the values of freedom and democracy and mutually advancing prosperous development. I wish Chairman Ohashi good health, happiness, peace, and success in his future endeavors, and invite him to return to Taiwan often to visit old friends. Chairman Ohashi then delivered remarks, first thanking President Lai for his kind words. He stated that the Taiwan-Japan relationship is not only worthy of praise; it can also serve as a superb model in the world for bilateral relations that is worthy of study by other countries. He added that this is the result of the collective efforts of President Lai as well as many other individuals. Chairman Ohashi said that the current international situation is rather severe, with wars and conflicts occurring between many neighboring countries. He said that there is a growing trend of nuclear weapon proliferation, emphasizing that use of such weapons would cause significant harm between nations. He also pointed out that some countries even use nuclear weapons as a threat, leading to instability and impacting the global situation. Chairman Ohashi said that neither Taiwan nor Japan possesses nuclear weapons, which is something to be proud of. That is why, he said, we can declare that a world without nuclear weapons is a peaceful world. He also mentioned that during his tenure as chairman of the Japan-Taiwan Exchange Association, he consistently upheld this principle in his work. Chairman Ohashi said that the mission of the World Federalist Movement (WFM) is to promote world peace. He said that the WFM has branches in countries worldwide, with the WFM of Japan being one of the most prominent, and that it also aspires to achieve the goal of world peace. Having served as chairman of the Japan-Taiwan Exchange Association for 14 years, he said, he is now stepping down from this role and will serve as the chairman of the WFM of Japan, aiming to promote peace in countries around the world. Chairman Ohashi said that both Taiwan and Japan can take pride in our friendly bilateral relationship, emphasizing that if the good relationship between Japan and Taiwan could be offered as an example to countries around the world, there would be no more wars. He expressed his sincere hope that under President Lai’s leadership, Taiwan and Japan can work together to jointly promote world peace. Also in attendance at the ceremony was Japan-Taiwan Exchange Association Taipei Office Chief Representative Katayama Kazuyuki.

President Lai meets Japan’s former Economic Security Minister Kobayashi Takayuki
On the afternoon of June 25, President Lai Ching-te met with Kobayashi Takayuki, Japan’s former economic security minister and a current member of the House of Representatives. In remarks, President Lai expressed hope to combine the strengths of the democratic community to build resilient, reliable non-red supply chains, and ensure a resilient global economy and sustainable development. He also expressed hope that Taiwan and Japan can bring about the early signing of an economic partnership agreement (EPA), and that Japan will continue supporting Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. The following is a translation of President Lai’s remarks: I welcome Representative Kobayashi back to Taiwan for another visit after seven years. During his last visit, he was with a delegation from the Liberal Democratic Party (LDP) Youth Division, and we met at the Executive Yuan. I am very happy to see him again today. Representative Kobayashi has long paid close attention to matters involving economic security, technological innovation, and aerospace policy. He also made a stunning debut in last year’s LDP presidential election, showing that he is truly a rising star and an influential figure in the political sphere. With this visit, Representative Kobayashi is demonstrating support for Taiwan with concrete action, which is very meaningful. Taiwan and Japan are both part of the first island chain’s key line of defense. We thank the many Japanese prime ministers, including former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as current Prime Minister Ishiba Shigeru, for the many times they have highlighted the importance of peace and stability in the Taiwan Strait at important international venues, and for expressing opposition to the use of force or coercion to unilaterally change the status quo in the Taiwan Strait. I hope that Taiwan and Japan can engage in more cooperation and exchanges to promote peace and prosperity in the Indo-Pacific region in all aspects. In particular, China in recent years has been actively expanding its red supply chains, which threaten the global free trade system and advanced technology markets. Taiwan hopes to combine the strengths of the democratic community to build resilient, reliable non-red supply chains. In the semiconductor industry, for example, Taiwan has excellent advanced manufacturing capabilities, while Japan plays an important role in materials, equipment, and key technologies. I am confident that, given the experience that Taiwan and Japan have in cooperating, we can build an industrial supply chain composed of democratic nations to ensure a resilient global economy and sustainable development. I hope that Taiwan and Japan can bring about the early signing of an EPA in order to deepen our bilateral trade and investment exchanges and cooperation. I also hope that Japan will continue supporting Taiwan’s bid to join the CPTPP, enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. Taiwan and Japan are democratic partners that share the values of freedom, democracy, and respect for human rights. I firmly believe that so long as we work together, we can certainly address the challenges posed by authoritarianism, and bring prosperity and development to the Indo-Pacific region. In closing, I welcome Representative Kobayashi once again. I am certain that this visit will help enhance Taiwan-Japan exchanges and deepen our friendship. Representative Kobayashi then delivered remarks, first thanking President Lai for taking the time to meet with him, and noting that this was his second visit to Taiwan following a trip seven years prior, when he came with his good friend from college and then-Director of the LDP Youth Division Suzuki Keisuke, now Japan’s minister of justice. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. He went on to say that at the strategic level, Taiwan and Japan also have deep ties of friendship, and that for Japan, it is strategically important that Taiwan not be isolated under any circumstances. Representative Kobayashi emphasized that cooperation between Taiwan and Japan, and even cooperation among Taiwan, Japan, and the United States, are more important now than ever, and that another important focus of this visit is the non-red supply chains referred to earlier by President Lai. He said that as Japan’s first economic security minister and the person currently in charge of the LDP’s policy on economic security, he is acutely aware of the important impact of economic security on national interests, and therefore looks forward to further exchanging views regarding Taiwan’s concrete steps to build non-red supply chains. The delegation was accompanied to the Presidential Office by Japan-Taiwan Exchange Association Deputy Representative Takaba Yo.

President Lai meets delegation led by Representative Bera, co-chair of US Congressional Taiwan Caucus
On the morning of June 16, President Lai Ching-te met with a delegation led by Representative Ami Bera, co-chair of the US Congressional Taiwan Caucus. In remarks, President Lai thanked the representatives in Congress for actively voicing support for Taiwan and proposing numerous Taiwan-friendly initiatives to strengthen Taiwan-US ties, helping expand Taiwan’s international space and continuing to place focus on peace and stability across the Taiwan Strait. The president said that we will continue to strengthen bilateral investment and industrial cooperation and create a more comprehensive environment for economic and trade exchanges to jointly enhance economic and developmental resilience. A translation of President Lai’s remarks follows: I am delighted to meet with the delegation and welcome Congressman Bera back to the Presidential Office. Last January, he visited after the presidential election, demonstrating the steadfast backing of the US Congress for democratic Taiwan. This time, as head of a delegation of new members of the House Armed Services Committee and the Foreign Affairs Committee, he is continuing to foster US congressional support for Taiwan. On behalf of the people of Taiwan, I extend a sincere welcome to Congressman Bera and all our esteemed guests. Over the years, staunch bipartisan US congressional backing of Taiwan has been a key force for steadily advancing our bilateral relations. I thank the representatives in Congress for actively voicing support for Taiwan and proposing numerous Taiwan-friendly initiatives, thereby strengthening Taiwan-US ties, helping expand Taiwan’s international space, and continuing to place focus on peace and stability across the Taiwan Strait. I want to emphasize that Taiwan has an unwavering determination to safeguard peace and stability in the Indo-Pacific region. Over the past year, the government and private sector have been working together to enhance Taiwan’s whole-of-society defense resilience and accelerate reform of national defense. The government is also prioritizing special budget allocations to ensure that our defense budget exceeds three percent of GDP this year. I hope that Taiwan-US security cooperation will evolve beyond military procurement to a partnership that encompasses joint research and development and joint production, further strengthening cooperation and exchange in the defense industry. Regarding industrial exchanges, last month, Minister of Foreign Affairs Lin Chia-lung (林佳龍) and Minister of Economic Affairs Kuo Jyh-huei (郭智輝) each visited Texas to see firsthand Taiwan-US collaboration in AI and semiconductors. And the delegation led by Executive Yuan Secretary-General Kung Ming-hsin (龔明鑫) sent by Taiwan to this year’s SelectUSA Investment Summit in Washington, DC, was again the largest of those attending. All of this demonstrates Taiwan’s commitment to working alongside the US to create mutual prosperity. In the future, we will continue to strengthen bilateral investment and industrial cooperation. And I hope that the legislation addressing the issue of Taiwan-US double taxation will become law this year. I want to thank Congressman Bera for co-leading a joint letter last November signed by over 100 members of Congress calling for such legislation. I believe that by creating a more comprehensive environment for economic and trade exchanges, Taiwan and the US can enhance economic and developmental resilience. In closing, I thank you all for making the long journey here to advance Taiwan-US relations. Let us continue working together to promote the prosperous development of this important partnership. Congressman Bera then delivered remarks, saying that on behalf of the delegation, it is an honor for him to be here once again, it being last January that he and Congressman Mario Díaz-Balart visited and congratulated President Lai on his election victory, noting that theirs was the first congressional delegation to do so. Congressman Bera said that this is an important time, not just for the US and Taiwan relationship, but for all relationships around the world. When we look at conflicts in Europe and in the Middle East, he said, it is incumbent upon democracies to hold the peace in Asia. He emphasized that is why it is important for them to bring a delegation of members of the Foreign Affairs Committee and the Armed Services Committee, adding that he believes for all of them it is their first trip to Taiwan.  Congressman Bera said that while this is a delegation of Democratic members of Congress, in a bipartisan way all of Congress continues to support the people of Taiwan. As such, in this visit he brings support from his co-chairs on the Taiwan caucus, Congressman Díaz-Balart and Congressman Andy Barr. He also took a moment to recognize the passing of Congressman Gerald Connolly, who was a longtime friend of Taiwan and one of their co-chairs on the caucus. Congressman Bera mentioned that there is always a special bond between himself and President Lai because they are both doctors, and as doctors, their profession is about healing, keeping the peace, and making sure everybody has a bright, prosperous future. In closing, he highlighted that it is in that spirit that their delegation visits with the president. The delegation also included members of the US Congress Gabe Amo, Wesley Bell, Julie Johnson, Sarah McBride, and Johnny Olszewski.

President Lai interviewed by Nippon Television and Yomiuri TV
In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

Headline: Spike in armed robbery incidents raises concerns for vital Singapore Strait trade route

Globally, the crime of piracy and armed robbery reached 90, the highest number of reported incidents since the first half of 2020, according to the newly released report by the ICC International Maritime Bureau (IMB) Piracy Reporting Centre.

A total of 90 cases of piracy and armed robbery against ships were recorded in the first half of 2025 – a 50% increase compared to the same period in 2024.

Of the incidents reported, 79 vessels were boarded, six attempted attacks, four hijackings and one vessel fired upon. Concern for crew wellbeing continues with 40 crew taken hostage, 16 kidnapped, five threatened and three each assaulted and injured. The Singapore Straits recorded 57 incidents and accounts for roughly 63% of total globally reported incidents. Fifteen incidents were reported in these waters during the first half of 2024.

The boarding of large vessels exceeding 150,000 DWT in this narrow and congested waterway remains a significant concern, particularly given the 95% success rate of boardings in the Singapore Strait. Although relatively low level incidents, this risk is further compounded by the continued use of guns and knives in 34 of the 57 reported incidents. Crew safety and wellbeing also remain fragile, with 13 crew members held hostage during incidents, five threatened, three injured, and one assaulted.

“The Singapore Strait is a critical shipping route, with ships carrying roughly 30% of global trade,” said IMB Director Michael Howlett.

“This rise in incidents is deeply concerning as it puts the safety of our seafarers and the security of international commerce at risk.”

Despite lower incident numbers, the Gulf of Guinea continues to pose significant risks to crew safety and remains a region where continued caution is essential. The region recorded 12 incidents and accounted for 87% of all crew kidnappings globally in the first half of 2025.

While no new incidents have been reported off Somalia since April 2025, Somalia waters maintain a continued threat of potential piratical incidents, particularly as the Southwest Monsoon subsides in the coming months.

The IMB continues to encourage all seafarers transiting waters known for piratical and armed robbery incidents to exercise vigilance and follow the recommended practices outlined in the latest Best Management Practices.

About the IMB Piracy Reporting Centre

Since its founding in 1991, IMB’s Piracy Reporting Centre has served as a crucial, 24-hour point of contact to report crimes of piracy and lend support to ships under threat. Quick reactions and a focus on coordinating with response agencies, sending out warning broadcasts and email alerts to ships have all helped bolster security on the high seas. The data gathered by the Centre also provides key insights on the nature and state of modern piracy.

IMB encourages all shipmasters and owners to report all actual, attempted and suspected global piracy and armed robbery incidents to the Piracy Reporting Centre as a vital first step to ensuring adequate resources are allocated by authorities to tackle maritime piracy.

The International Buddhist Confederation (IBC), in collaboration with the Mahabodhi Society of India and supported by the Ministry of Culture, will observe Āshāḍha Pūrṇimā on July 10 with a solemn ceremony at the historic Mulagandha Kuti Vihara in Sarnath.

Also known as Dhammacakkappavattana Divas, Āshāḍha Pūrṇimā commemorates the First Turning of the Wheel of Dhamma. It was on this day that the Buddha, after attaining enlightenment, delivered his first sermon to the five ascetics at the Deer Park in Sarnath.

The event marks the formal beginning of Buddha Dhamma or the Buddha’s teachings.

The day also signifies the beginning of Varsha Vassa, the traditional Rainy Season Retreat observed by monastics across the Buddhist world.

According to the Ministry of Culture, the observance will begin at 4:00 pm with a solemn “Parikrama” and chanting ceremony at the Dhamek Stupa. This will be followed by the Mangalacharan, or chanting of the Mangala Sutta, and reflections by monks, scholars, and dignitaries.

Sarnath is known as the cradle of the Buddha’s teachings It was here that the Buddha first expounded the Four Noble Truths and the Eightfold Path.

Āshāḍha Pūrṇimā is observed across Buddhist-majority countries under different names, such as Esala Poya in Sri Lanka and Asalha Bucha in Thailand.

The day also coincides with Guru Purnima, a festival observed by Hindus to honour spiritual teachers and mentors.

The International Buddhist Confederation, established in 2012 following the Global Buddhist Congregation in New Delhi, is the world’s first international umbrella body representing Buddhist organizations, monastic orders, and lay institutions from diverse traditions and geographies.

Headquartered in New Delhi, the IBC currently has over 320 member organizations across 39 countries.

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (July 8) that in view of a notification from the World Organisation for Animal Health (WOAH) about outbreaks of highly pathogenic H5N1 avian influenza in Gimhae-si of Gyeongsangnam-do Province and Gangjin-gun of Jeollanam-do Province in Korea, the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the above-mentioned areas with immediate effect to protect public health in Hong Kong.

A CFS spokesman said that according to the Census and Statistics Department, Hong Kong imported about 60 tonnes of frozen poultry meat and about 5.33 million poultry eggs from Korea in the first three months of this year.

“The CFS has contacted the Korean authority over the issue and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

    Source: Government of India (4)

Prime Minister Narendra Modi paid a State Visit to Brazil on Tuesday at the invitation of President Luiz Inácio Lula da Silva, with both leaders pledging to deepen ties across a wide range of strategic areas.

In a joint statement, the two nations reaffirmed their commitment to bolster the India-Brazil Strategic Partnership, describing their shared vision as rooted in common values and aimed at advancing peace, prosperity and sustainable development.

    Defence and Security

PM Modi and President Lula welcomed growing military collaboration, including joint exercises and senior‐level visits. They noted the recent Agreement on the Exchange and Mutual Protection of Classified Information, and established a Bilateral Cybersecurity Dialogue to share expertise on cyber threats. Both condemned the Pahalgam terror attack and voiced Brazil’s solidarity with India. They condemned all forms of terrorism and agreed to deepen action against UN-designated groups such as Lashkar-e-Tayyiba and Jaish-e-Mohammad, including measures at the UN and FATF. An agreement to combat international terrorism and organized crime was also signed, and both leaders pledged support for the UN Convention on Cybercrime at its signing in Hanoi next year.

They called for UN Security Council reform, backing expansion in permanent and non-permanent seats with fair representation for Asia, Africa and Latin America. Brazil reaffirmed support for India’s bid for a non-permanent Council seat in 2028–29, while India endorsed Brazil’s aspiration for permanent membership. The two urged a UN Charter review conference in 2025, marking the Organization’s 80th anniversary.

On Middle East peace, both leaders urged a return to diplomacy, endorsing a two-state solution alongside safe humanitarian access in Gaza and backing UNRWA’s mandate. They also called for renewed dialogue to end hostilities in Ukraine.

    Food and Nutritional Security

As leading agricultural producers, India and Brazil agreed to advance sustainable farming, fair trade and public stockholding for food security. They reaffirmed the goal of eradicating hunger by 2030 and pledged support for the Global Alliance Against Hunger and Poverty. Joint research on crop productivity, animal genetics and biotechnology will be encouraged through collaboration between national R&D bodies.

    Energy Transition and Climate Action

The leaders underscored strong collaboration on bioenergy and biofuels, reaffirming their commitment to the Global Biofuels Alliance and exploring sustainable aviation fuel. PM Modi welcomed Brazil’s ‘Tropical Forests Forever Fund’ and India confirmed its support for Brazil’s presidency of COP30 in Belém next year.

Both sides agreed to step up collaboration on climate finance, sustainable development, and a stronger, fairer international financial system, while urging developed countries to meet their Official Development Assistance commitments.

    Digital Cooperation and Emerging Tech

Acknowledging the transformative potential of digital public infrastructure, artificial intelligence, and quantum technologies, the two countries signed an MoU to deepen cooperation. India and Brazil pledged to work together on global digital governance and boost direct ties between their innovation ecosystems.

    Industrial Partnerships

Both leaders noted growing bilateral investment flows and agreed to streamline visa processes to boost business and tourism. They invited closer ties in pharmaceuticals- highlighting Indian API firms in Brazil-aviation, defence equipment, mining, and oil and gas, including carbon capture technologies. A ministerial Commerce and Trade Review Mechanism will oversee the implementation of the 2020 Bilateral Investment Cooperation and Facilitation Treaty and the 2022 Double Taxation Protocol.

  • Trump, Netanyahu meet a second time as gaps said to narrow in Gaza ceasefire talks

    Source: Government of India

    Source: Government of India (4)

U.S. President Donald Trump on Tuesday met for a second time in two days with Israeli Prime Minister Benjamin Netanyahu to discuss Gaza as Trump’s Middle East envoy said Israel and Hamas were closing their differences on a ceasefire deal.

The Israeli leader departed the White House on Tuesday evening after just over an hour’s meeting with Trump in the Oval Office, with no press access. The two men also met for several hours during a dinner at the White House on Monday during Netanyahu’s third U.S. visit since the president began his second term on January 20.

Netanyahu met with Vice President JD Vance and then visited the U.S. Capitol on Tuesday, and is due back in Congress on Wednesday to meet with U.S. Senate leaders.

He told reporters after a meeting with the Republican House of Representatives Speaker Mike Johnson that while he did not think Israel’s campaign in the Palestinian enclave was done, negotiators are “certainly working” on a ceasefire.

“We have still to finish the job in Gaza, release all our hostages, eliminate and destroy Hamas’ military and government capabilities,” Netanyahu said.

Shortly after Netanyahu spoke, Trump’s special envoy to the Middle East, Steve Witkoff, said the issues keeping Israel and Hamas from agreeing had dropped to one from four and he hoped to reach a temporary ceasefire agreement this week.

“We are hopeful that by the end of this week, we’ll have an agreement that will bring us into a 60-day ceasefire. Ten live hostages will be released. Nine deceased will be released,” Witkoff told reporters at a meeting of Trump’s Cabinet.

A delegation from Qatar, which has been hosting indirect talks between Israeli negotiators and the Hamas Palestinian militant group, met with senior White House officials for several hours before Netanyahu’s arrival on Tuesday, Axios reported, citing a source familiar with the details.

The White House had no immediate comment on the report.

The Gaza war erupted when Hamas attacked southern Israel in October 2023, killing around 1,200 people and taking 251 hostages, according to Israeli figures. Some 50 hostages remain in Gaza, with 20 believed to be alive.

Israel’s retaliatory war in Gaza has killed over 57,000 Palestinians, according to the enclave’s health ministry. Most of Gaza’s population has been displaced by the war and nearly half a million people are facing famine within months, according to United Nations estimates.

Trump had strongly supported Netanyahu, even wading into domestic Israeli politics by criticizing prosecutors over a corruption trial against the Israeli leader on bribery, fraud and breach-of-trust charges that Netanyahu denies.

In his remarks to reporters at the U.S. Congress, Netanyahu praised Trump, saying there has never been closer coordination between the U.S. and Israel in his country’s history.

  • FBI launches probes into former FBI, CIA directors, Fox News reports

    Source: Government of India

    Source: Government of India (4)

The FBI has launched criminal probes into former CIA Director John Brennan and former FBI Director James Comey, Fox News Digital reported on Tuesday, citing sources.

The probes are over alleged wrongdoing related to past government investigations about claims of Russian interference in the 2016 U.S. elections in which President Donald Trump defeated former Secretary of State Hillary Clinton, the news report said.

The CIA and the Justice Department had no immediate comment. The FBI declined to comment.

The scope of the criminal investigations into Brennan and Comey was unclear, the report added. Trump-nominated CIA Director John Ratcliffe referred Brennan, who served in that role under former Democratic President Barack Obama, for potential prosecution, according to the report.

A criminal investigation does not necessarily result in charges. Brennan did not immediately respond to a request for comment. Comey could not immediately be reached.

Fox said its sources were from the Justice Department but did not specify the number of sources.

“I am glad to see that the Department of Justice is opening up this investigation,” White House press secretary Karoline Leavitt told Fox News’ “Jesse Watters Primetime” show in an interview.

The probes reportedly target two former officials who have long drawn the ire of Trump and his supporters for their role in investigating Russian interference in the 2016 election.

Comey led the FBI when authorities began a criminal investigation in 2016 into potential coordination between the Trump campaign and the Russian government to influence the election. Trump fired Comey in 2017 early in his first term after Comey publicly confirmed Trump was under investigation.

The probe was then taken over by former Special Counsel Robert Mueller, who found no evidence of a criminal conspiracy between Trump’s 2016 campaign and Russia.

Trump railed against the investigation for years and has repeatedly dismissed it as the “Russia hoax.”

Brennan led the CIA when U.S. intelligence assessed, in a report made public in January 2017, that Russian President Vladimir Putin sought to sway the 2016 U.S. vote in favor of Trump.

A CIA review released last week found flaws in the preparation of the 2017 assessment, but it did not contest its underlying conclusion.

The Fox News report on the investigations broke as Trump’s top officials at the FBI and Justice Department faced online criticism from some Trump supporters for concluding that there was no evidence to support long-held conspiracy theories about the death of accused sex trafficker Jeffrey Epstein.

During Trump’s first term, the Justice Department appointed a separate special counsel, John Durham, to examine any missteps in the FBI’s Russia investigation. Durham brought charges against three lower-level figures who worked on the probe or provided information to investigators, but did not find evidence of a conspiracy to target Trump.

  • Latest Red Sea attack on Greek ship kills four crew, wounds two

    Source: Government of India

    Source: Government of India (4)

A drone and speedboat attack off Yemen killed four seafarers on a Liberian-flagged, Greek-operated bulk carrier, an official with knowledge of the matter said on Tuesday, the second incident in a day, following months of calm.

Traffic in the Red Sea, a key waterway for oil and commodities, has dropped since Yemen’s Houthi militia aligned with Iran began targeting ships in 2023 in what it called solidarity with Palestinians under assault in Israel’s war in Gaza.

The deaths on the Eternity C, the first involving shipping in the Red Sea since June 2024, take to eight the total of seafarers killed in the Red Sea attacks.

One more injured crew died on board after the attack, a source with knowledge of the matter said, speaking on condition of anonymity.

The Houthis have not commented on the Eternity C, but hours earlier claimed responsibility for a strike on another Liberia-flagged, Greek-operated bulk carrier, the MV Magic Seas, off southwest Yemen on Sunday, saying the vessel sank.

“After several months of calm, the resumption of deplorable attacks in the Red Sea constitutes a renewed violation of international law and freedom of navigation,” IMO Secretary-General Arsenio Dominguez said on Tuesday.

The U.S. State Department condemned the “unprovoked Houthi terror attack on the civilian cargo vessels MV Magic Seas and MV Eternity C”, as demonstrating the threats the Houthis posed to freedom of navigation and regional security.

Washington “will continue to take necessary action to protect freedom of navigation and commercial shipping,” it added in a statement.

The Eternity C’s operator, Cosmoship Management, was not immediately available to comment.

Eternity C, with 21 Philippine nationals and a Russian making up a crew of 22, was adrift and listing after the attack with sea drones and rocket-propelled grenades fired from manned speed boats, maritime security sources told Reuters.

Greece was in diplomatic talks with Saudi Arabia over the incident, sources said, as two maritime security firms, including Greece-based Diaplous, prepared to mount a rescue mission for the crew trapped on Eternity C.

An official with Aspides, the European Union’s mission assigned to help protect Red Sea shipping, also said at least two other crew were injured. Earlier, Liberia’s shipping delegation told a U.N. meeting that two crew were killed.

The Houthis released a video they said depicted their attack on the Magic Seas, including the Mayday call, explosions, and the vessel’s ultimate submersion. Reuters could not independently verify the footage.

The vessel’s manager said the information about the sinking could not be verified.

But Joshua Hutchinson, managing director of maritime security firm Ambrey, told Reuters it had a response vessel in the area and confirmed the Magic Seas had gone down.

All crew on the Magic Seas were rescued by a passing merchant vessel and arrived safely in Djibouti on Monday, Djibouti authorities said.

Since November 2023, the Houthis have disrupted commerce by launching hundreds of drones and missiles at vessels in the Red Sea, saying they were targeting ships linked to Israel.

While the Houthis struck a ceasefire with Washington in May, the militia has vowed to keep attacking ships it says are connected with Israel.

“Just as Liberia was processing the shock and grief of the attack against Magic Seas, we received a report that Eternity C again has been attacked … causing the death of two seafarers,” Liberia’s delegation told a session of the International Maritime Organization.

    ‘ELEVATED RISKS’

Both vessels attacked were part of commercial fleets whose sister vessels have called at Israeli ports over the past year.

“The pause in Houthi activity did not necessarily indicate a change in underlying intent,” said Ellie Shafik, head of intelligence with the Britain-based maritime risk management company Vanguard Tech.

“As long as the conflict in Gaza persists, vessels with affiliations, both perceived and actual, will continue to face elevated risks.”

The Philippines has urged its seafarers, who form one of the world’s largest groups of merchant mariners, to exercise their right to refuse to sail in “high-risk, war-like” areas, including the Red Sea after the latest strikes, its department of migrant workers said.

Shipping traffic through the region has shrunk about half from normal levels since the first Houthi attacks in 2023, said Jakob Larsen, chief safety and security officer with shipping association BIMCO.

“This reduction in traffic has persisted due to the ongoing unpredictability of the security situation,” Larsen said. “As such, BIMCO does not anticipate the recent attacks will significantly alter current shipping patterns.”

Monday’s attack on Eternity C, 50 nautical miles southwest of Yemen’s port of Hodeidah, was the second on merchant vessels in the region since November 2024, an official at Aspides said.

On Monday, Israel’s military said it had struck Houthi targets at three Yemeni ports and a power plant, in its first attack on Yemen in a month.

The Houthis say their attacks are an act of solidarity with Palestinians in Gaza where Israel’s military assault since late 2023 has killed more than 57,000 people, Gaza authorities say.

The Israeli assault has unleashed a hunger crisis, internally displaced the entire population of Gaza and spurred accusations of genocide at the International Court of Justice and of war crimes at the International Criminal Court.

    Israel denies the accusations.

The latest bloodshed in the decades-old Israeli-Palestinian conflict was triggered in October 2023, when Palestinian Hamas militants attacked Israel, killing 1,200 and taking about 250 hostages, Israeli tallies show.

  • Trump to attend Club World Cup final, FIFA opens office in Trump Tower

    Source: Government of India

    Source: Government of India (4)

U.S. President Donald Trump will attend Sunday’s Club World Cup final in East Rutherford, New Jersey, he said at a Cabinet meeting on Tuesday, as world soccer’s ruling body FIFA announced it had opened an office in New York’s Trump Tower.

The expanded tournament featuring many of the world’s best club teams has been widely seen as a dry run for the 2026 World Cup, which will be co-hosted by the United States, Canada and Mexico with a record 48 national teams taking part.

Sunday’s Club World Cup final at MetLife Stadium will be a preview of next year’s championship match, with the home of the NFL’s New York Jets and Giants also hosting the 2026 finale.

“I’ll be going to the game,” Trump told reporters.

The news came a day after FIFA President Gianni Infantino announced the opening of a representative office at Trump Tower, where the Club World Cup trophy will be on display until the final.

“We have received such a big support from the government and from the President with the White House Task Force for the FIFA Club World Cup (now) and for the FIFA World Cup next year,” Infantino said.

Trump has not shied away from sport’s super-sized spotlight during his second term, becoming the first sitting president to attend a Super Bowl in February, and in May announcing D.C. as the host for the 2027 NFL Draft from the Oval Office.

His immigration crackdown and travel ban on 12 countries have prompted concerns ahead of the 2026 World Cup, however, even as Infantino offered assurances that the world will be welcomed in the U.S. for the quadrennial global showpiece event.

A memo obtained by Reuters last month showed that the Trump administration was considering significantly expanding its travel restrictions by potentially banning citizens of 36 additional countries from entering the U.S.

  • UAE authorities clarify Golden Visa rules amid misleading claims

    Source: Government of India

    Source: Government of India (4)

The Federal Authority for Identity, Citizenship, Customs and Port Security has moved to clarify widespread confusion surrounding UAE Golden Visa requirements after multiple Indian news outlets reported that nationals could secure lifetime residency simply by paying AED 100,000 through unauthorized consultancy services.

A Golden Visa is a long-term residency permit that grants foreign nationals the right to live, work, and study in the UAE for extended periods, typically 10 years, with renewal options. Unlike traditional residence visas that require continuous employment or business sponsorship, Golden Visas offer greater independence and stability, allowing holders to sponsor family members, own property, establish businesses, and maintain residency even during extended periods abroad.

The authority categorically denied recent reports suggesting that lifetime Golden Visas could be obtained by certain nationalities through external consultancy firms. These claims, which circulated widely across Indian media platforms and social media channels, have been declared inaccurate and without legal basis.

Official sources confirmed that all Golden Visa applications must be processed exclusively through official government channels within the UAE, with no internal or external consultancy entity recognized as an authorized party in the application process. The categories, conditions, and regulations of the Golden Visa remain clearly defined in accordance with official laws, available on the Authority’s website and smart application.

The confusion appears to have originated from reports about a new nomination-based pathway that was being developed as a pilot program. While the UAE has introduced various Golden Visa categories beyond traditional investment requirements, including pathways for skilled professionals in fields such as science, technology, medicine, education, and arts, these applications still require proper nomination procedures and extensive vetting processes.

Recent media coverage had suggested that Indians could bypass traditional investment requirements of AED 2 million in property or substantial business investments by simply paying the lower fee through consultancy services. This representation significantly mischaracterized the actual requirements and approval processes involved in Golden Visa applications.

The Authority observed that news articles from consultancy offices based in other countries had been suggesting that lifetime Golden Visas could be obtained from outside the UAE via consulting entities under simplified conditions. These claims were made without coordination with relevant UAE authorities and have no legal foundation.

The Authority reaffirmed its commitment to providing a safe and transparent environment for applicants through official digital platforms exclusively. Legal action will be taken against entities spreading false information in attempts to illegally collect money from individuals aspiring to live and reside in the UAE.

Currently, the UAE allows applications under twelve official Golden Visa categories, including paths for investors, entrepreneurs, specialized talents, outstanding students, humanitarian pioneers, and frontline heroes. Five additional categories introduced in 2025 cover nurses, educators, content creators, e-sports professionals, and luxury yacht owners, but all remain subject to official application procedures and approval criteria.

Potential applicants have been strongly advised to verify information through official sources before taking any action. The Authority’s official website and 24-hour call center at 600522222 provide accurate information about current Golden Visa categories, requirements, and application procedures. The confusion highlights the importance of consulting official government sources rather than relying on third-party consultancy claims or media reports that may misrepresent actual policies and procedures.

  • Buoyant India unperturbed by prospect of spicy Lord’s pitch

    Source: Government of India

    Source: Government of India (4)

India expect England to roll out a challenging track for the third test at Lord’s but are confident their in-form batters can master it, batting coach Sitanshu Kotak said on Tuesday.

India levelled the five-test series 1-1 with a thumping 336-run victory at Edgbaston where they racked up 587 in the first innings and declared their second on 427-6.

England are pondering overhauling their tired bowling attack and a fit-again Jofra Archer is in line to play his first test in more than four years at Lord’s.

“It will be a challenge if Jofra comes in,” Kotak told reporters ahead of the third test beginning on Thursday.

“England might want to make a couple of bowling challenges. The wicket, it seems, will also be a bit more challenging.

“After the last two games, if England decides to roll out a more challenging wicket, it’s fair enough.”

The green tinge of the pitch tells Kotak that runs would not exactly flow at Lord’s.

“This wicket looks greener than the last two matches. But one cannot be too sure before the final trimming tomorrow,” he said.

“Normally the first and second innings scores at Lord’s tend to be lower. So bowlers can expect a bit more help here.”

Shubman Gill has been in sensational form in his first series as India’s test captain smashing a hundred in the opening test in Leeds and following it with scores of 269 and 161 at Edgbaston.

Rishabh Pant, KL Rahul and Yashasvi Jaiswal have also struck hundreds, which Kotak believed meant they would not be found wanting at Lord’s regardless of conditions.

“For the batters, it will be a matter of just trying to spend as much time as possible on this wicket and adjust to it,” he said.

“Our batters are so skilful that they are scoring at four an over even when they are not looking to score quickly.

“But the mindset here would be, we won’t look for boundaries. If you don’t play silly shots, you’ll play long innings on these wickets.”

  • MIL-OSI Asia-Pac: LCQ11: Care workers in residential care homes

Source: Hong Kong Government special administrative region

Following is a question by the Hon Chau Siu-chung and a written reply by the Secretary for Labour and Welfare, Mr Chris Sun, in the Legislative Council today (July 9):

    Question:

Regarding the care workers in various types of residential care homes (RCHs), will the Government inform this Council:

    (1) of the number of (i) local care workers and (ii) imported care workers in all RCHs in Hong Kong in the past three years (up to the end of that year) and at present, together with a breakdown by type of RCHs (i.e. residential care homes for the elderly, residential care homes for persons with disabilities and nursing homes) and mode of operation of RCHs (i.e. (a) subvented RCHs, (b) contract RCHs, (c) non-profit-making self-financing RCHs and (d) private RCHs) (if applicable) (set out in Table 1);(2) in respect of the first to the sixth rounds of applications under the Special Scheme to Import Care Workers for Residential Care Homes (the Special Scheme), of (i) the number of applications, (ii) the number of imported care workers applied for (set out by new quotas and quotas for contract renewal), (iii) the number of approved applications, and (iv) the number of imported care workers approved (set out by new quotas and quotas for contract renewal), together with a breakdown by three types of RCHs and four types of mode of operation of RCHs (if applicable) as mentioned in (1) (set out in Table 2); and the main reasons for not approving the applications;

    Table 2    Type of RCHs:    (3) since the implementation of the Special Scheme, of the following information on the spot checks conducted by the authorities on applicant RCHs in accordance with the mechanism of spot checks of local recruitment records during the processing of each round of application: (i) the staffing establishment and strength of personnel conducting the spot checks, (ii) the number of RCHs which had been requested by the Social Welfare Department in its letters to submit detailed local recruitment records, and (iii) their percentage in the total number of applicant RCHs; whether the authorities had found malpractices such as RCHs being suspected of having provided false information or withheld any information during such spot checks; if so, of the details, including the number and nature of the cases, and whether the authorities had imposed administrative sanctions on or instituted prosecutions against the RCHs concerned, together with a breakdown by type of RCHs and their mode of operation;

    (4) given that according to the requirements of the Special Scheme, RCHs must not displace their existing local care workers with imported care workers and they must comply with the specified ratio of local employees to imported care workers, of the number of RCHs alleged or substantiated to have breached the aforesaid requirements since the implementation of the Special Scheme, as well as the details of the relevant follow-up actions (including the number of cases in which written warnings were issued to and administrative sanctions were imposed on non-compliant RCHs), together with a breakdown by type of RCHs and their mode of operation;
    President,

To address the manpower shortage and new manpower demand in residential care homes (RCHs), and to assist the RCH sector in enhancing their service quality, the Government, on the premise of safeguarding the employment priority for local workers, launched the Special Scheme to Import Care Workers for RCHs (the Special Scheme) in June 2023 to allow residential care homes for the elderly (RCHEs) and residential care homes for persons with disabilities (RCHDs) to import care workers on an appropriate scale. The Special Scheme set 7 000 importation quotas when launched, including around 4 000 care workers previously imported through the Supplementary Labour Scheme (SLS), and the relevant quotas were nearly exhausted by the first half of 2024. The Government, having reviewed the demand for and supply of care workers in the sector, announced in July of the same year that the quota ceiling would be adjusted to 15 000 for RCHs to apply for by batches in the following three years.

Our reply to the Member’s questions, with consolidated information and data of the Social Welfare Department (SWD), Labour Department (LD) and Census and Statistics Department (C&SD), is as follows:

    (1) to (3) The number of local and imported care workers employed by the RCHEs and the RCHDs in Hong Kong in the past three years are set out at Annex 1. The details of the first five rounds of applications and approval results under the Special Scheme are set out at Annex 2, with about 400 rejected cases mainly because the quotas available for that round of applications were exhausted, or the applications did not comply with the requirements of the Special Scheme. The sixth round of applications ended on May 6, 2025, and the SWD is processing the applications for around 500 new quotas.

There are five staff members in the SWD designated to implement the Special Scheme, including the Social Work Officer grade, the Executive Officer grade and the Clerical grade. To safeguard job opportunities of local care workers, the SWD will conduct random checks on the “Confirmation of Local Recruitment” submitted by the RCHs that apply for joining the Special Scheme, with a view to ensuring that they have conducted local recruitment through channel(s) specified by the Director of Social Welfare but have been unsuccessful in filling the vacancies. Up to March 2025, the SWD has conducted random checks on about 300 local recruitment records of the RCHs, accounting for more than 10 per cent of the total number of applications, and found no case of RCH’s intentionally or knowingly submitting inaccurate information. Nor has any RCH been imposed administrative sanction during that period of time.

    (4) to (6) The LD’s Labour Inspectors (LIs) inspect the workplaces of imported workers and the accommodation provided by employers in Hong Kong for imported workers. The establishment and strength of the LIs responsible for the above work is 37. In the past two years, LIs have carried out a total of 4 407 inspections relating to imported care workers (including cases under the SLS/Enhanced Supplementary Labour Scheme (ESLS) and the Special Scheme), including 2 298 workplace inspections and 2 109 accommodation inspections. Should suspected deprivation of imported workers’ rights and benefits be detected during inspection, the LD will promptly conduct follow-up investigation. Complaints received during the inspections are counted towards the overall number of complaint cases.

Since the launch of the Special Scheme in June 2023 and up to May 2025, the LD and the SWD have received a total of 47 complaints against the RCHs suspected to have breached the law or the requirements of the Special Scheme. The complaints mainly involved wages (including wage rebates and underpayment of wages) and work arrangements. Among them, there were eight complaints received about the displacement of serving local care workers by imported care workers, of which the Government has completed investigation of seven cases and no irregularities were found. The remaining one case is still under investigation. During the same period, the LD successfully prosecuted an employer that had engaged imported care workers under the Special Scheme. The employer violated the Employees’ Compensation Ordinance by failing to take out employees’ compensation insurance policies and was fined $2,500 by the court. The SWD is examining the case concerned and will consider imposing administrative sanctions as appropriate.

Since the launch of the Special Scheme, the number of complaint, prosecution and conviction cases per year are tabulated as follows:

  • MIL-OSI Asia-Pac: LCQ4: Unleashing “silver productivity”

Source: Hong Kong Government special administrative region

Following is a question by the Hon Lam Chun-sing and a reply by the Secretary for Labour and Welfare, Mr Chris Sun, in the Legislative Council today (July 9):

    Question:

In May this year, the Government announced various measures to promote the silver economy. There are views that in terms of unleashing “silver productivity”, the authorities should introduce more measures to help grass-roots elderly to overcome employment difficulties and improve employment conditions. In this connection, will the Government inform this Council:

    (1) as quite a number of grass-roots elderly persons have relayed that under the existing labour importation policies, employers tend to hire younger imported workers, resulting in fewer job opportunities for the elderly, particularly for the job categories covered by the Enhanced Supplementary Labour Scheme, whether the Government will consider tightening such scheme, for example, by setting quota ceilings for all job categories, so as to enhance employment opportunities for the elderly;

    (2) as some elderly job seekers have relayed that even if they met the job requirements, some employers explicitly indicated that they refused to hire them due to their advanced age, whether the authorities will actively study the enactment of legislation to combat age discrimination in the workplace; and

    (3) given that the Government proposed in 2023 to increase tax deduction for Mandatory Provident Fund voluntary contributions made by employers for their employees aged 65 or above to encourage them to make contributions for mature employees, with a view to increasing the retirement savings of the silver-haired group, and proposed in the 2024 Policy Address to put the relevant measure under the work of the Working Group on Promoting Silver Economy, of the progress of taking forward the relevant measure?

    Reply:

    President,

The Government has been implementing various measures to assist job seekers in securing employment. Taking account of the employment needs of older and middle-aged persons, the Government provides diversified employment support and promote elderly-friendly employment practices to encourage and assist them to re-enter or remain in the employment market, and to unleash the labour force of older persons.

On July 15 last year, the Labour Department (LD) launched the three-year Re-employment Allowance Pilot Scheme to encourage persons aged 40 or above who have not been in paid work for three consecutive months or more to re-join the employment market. Each eligible participant who has worked for 12 months continuously will be provided with a re-employment allowance up to $20,000. Response to the Scheme is very favourable. As at June this year, over 45 000 participants and nearly 23 000 placements were recorded. About a quarter of the participants and placements are persons aged 60 or above. In tandem with the above Scheme, the LD, through the training subsidy of the Employment Programme for the Elderly and Middle-aged, encourages employers to hire persons aged 40 or above and provide them with training to uplift the work skills of older and middle-aged persons.

In consultation with the Financial Services and the Treasury Bureau (FSTB), the reply to the Member’s question is as follows:

    (1) On the premise of ensuring employment priority for local workers, the Government suitably allows employers to apply for importation of workers to replenish the labour force in Hong Kong. The LD has implemented the Enhanced Supplementary Labour Scheme (ESLS) since September 4, 2023 to suspend the general exclusion of the 26 job categories as well as unskilled or low-skilled posts from labour importation under the previous Supplementary Labour Scheme for two years.

When implementing the ESLS, the LD is committed to safeguarding employment priority for local workers. Applicant employers of the ESLS must undertake a four-week local recruitment exercise and give priority to employing suitable local workers to fill the vacancies at a salary not lower than the prevailing median monthly wage of a comparable position in the market. The ESLS requires that employers taking on local job seekers through any recruitment channels during the local recruitment period must not offer employment terms less favourable than those agreed by the LD, nor can they impose on job seekers any restrictive requirements such as age or gender. The ESLS also requires employers to meet the manning ratio requirement of full-time local employees to imported workers of 2:1 on a continuous basis. At the same time, employers shall not displace serving local workers with imported workers. To protect the employment opportunities of local workers, employers should retrench imported workers first in the event of redundancy.

To further strengthen the protection of employment priority for local workers, the LD implemented new measures on June 17, including displaying the names of applicant companies on the Interactive Employment Service website when publishing the job vacancies in respect of the ESLS applications which pass the initial screening and commence the four-week local recruitment process after that date to increase the transparency of local recruitment and encourage job seekers to apply for relevant jobs.

The LD will review the experience and effectiveness of the ESLS, including the Scheme’s coverage, operation and implementation arrangements, measures to promote and ensure employment priority for local workers (including older persons), measures to protect the rights and benefits of imported workers, as well as other requirements and matters relating to the ESLS. The Government will take full account of and balance the views of stakeholders during the review when mapping out the future arrangements of the ESLS.

    (2) The Government is committed to eliminating all forms of discriminatory ideas and behaviours. In the realm of employment, the Government encourages employers to adopt the principle of “Count on Talent, Not Age in Employment” when assessing the abilities of candidates or employees, and use reasonable and standardised selection criteria. According to the results of a survey conducted by the Census and Statistics Department, the vast majority of respondents did not view age as an important factor affecting employment, reflecting that age discrimination is not a major problem in Hong Kong’s employment market.

The Government will continue to promote and uphold equal employment opportunities by disseminating and advocating the message of fairness in employment, as well as strengthening training and retraining to enhance the employability of individuals across all age groups.

    (3) The proposed tax initiative to employers to make more Mandatory Provident Fund (MPF) voluntary contributions for their employees aged 65 or above aims to encourage more mature employees to consider staying in the labour force and continue to contribute to economic growth after reaching age 65 while increasing their retirement savings. Given that there were views on the limited effect for this standalone measure and recommendations that this measure should be combined with the other initiatives on silver economy for creating synergy, the Chief Executive’s 2024 Policy Address announced that this proposal would be included in the work of the Working Group on Promoting Silver Economy (Working Group). Upon review, the Working Group considered that the proposal has complicated the policy objective of MPF, and the restriction on employees receiving voluntary contributions also casts doubt on the effectiveness of the proposal. In terms of encouraging the elderly to join the labour force, the Working Group has already rolled out various targeted measures to help unleash “silver productivity” as part of the 30 measures for promoting silver economy announced on May 27 this year, such as accord priority to post-50s for receiving training consultation service, reviewing the Re-employment Allowance Pilot Scheme and Employment Programme for the Elderly and Middle-aged, and stepping up the promotion of elderly-friendly employment practices. The Government considers that resources should be concentrated on the aforementioned measures to promote employment of older persons in a more focused and direct manner.

  • Trump says steep copper tariffs in store as he broadens his trade war

    Source: Government of India

    Source: Government of India (4)

U.S. President Donald Trump on Tuesday said he would impose a 50% tariff on imported copper and soon introduce long-threatened levies on semiconductors and pharmaceuticals, broadening his trade war that has rattled markets worldwide.

One day after he pressured 14 trading partners, including powerhouse U.S. suppliers like South Korea and Japan, with fresh tariff letters, Trump reiterated his threat of 10% tariffs on products from Brazil, India and other members of the BRICS group of countries.

He also said trade talks have been going well with the European Union and China, though he added he is only days away from sending a tariff letter to the EU.

Trump’s remarks, made during a White House cabinet meeting, could inject further instability into a global economy that has been shaken by the tariffs he has imposed or threatened on imports to the world’s largest consumer market.

U.S. copper futures jumped more than 10% after Trump’s announcement of new duties on a metal that is critical to electric vehicles, military hardware, the power grid and many consumer goods. They would join duties already in place for steel, aluminum and automobile imports, though it was unclear when the new tariffs might take effect.

U.S. pharmaceutical stocks also slid following Trump’s threat of 200% tariffs on drug imports, which he said could be delayed by about a year.

Other countries, meanwhile, said they would try to soften the impact of Trump’s threatened duties after he pushed back a Wednesday deadline to August 1.

Trump’s administration promised “90 deals in 90 days” after he unveiled an array of country-specific duties in early April. So far only two agreements have been reached, with the United Kingdom and Vietnam. Trump has said a deal with India is close.

Trump said countries have been clamoring to negotiate.

“It’s about time the United States of America started collecting money from countries that were ripping us off … and laughing behind our back at how stupid we were,” he said.

He said late Tuesday that “a minimum of seven” tariff notices would be released on Wednesday morning, and more in the afternoon. He gave no other details in his Truth Social post.

Trading partners across the globe say it has been difficult to negotiate even framework agreements with the U.S. given the haphazard way new tariffs are announced, complicating their internal discussions about concessions.

    HIGHEST LEVELS SINCE 1934

Following Trump’s announcement of higher tariffs for imports from the 14 countries, U.S. research group Yale Budget Lab estimated consumers face an effective U.S. tariff rate of 17.6%, up from 15.8% previously and the highest in nine decades.

Trump’s administration has been touting those tariffs as a significant revenue source. Treasury Secretary Scott Bessent said Washington has taken in about $100 billion so far and could collect $300 billion by the end of the year. The United States has taken in about $80 billion annually in tariff revenue in recent years.

The S&P 500 finished slightly lower on Tuesday, a day after Wall Street markets sold off sharply following Trump’s new tariffs announcement.

Trump said he will “probably” tell the European Union within two days what rate it can expect for its exports to the U.S., adding that the 27-member bloc had been treating his administration “very nicely” in trade talks.

The EU, the largest bilateral trade partner of the U.S., aims to strike a deal before August 1 with concessions for key export industries such as aircraft, medical equipment and spirits, according to EU sources. Brussels is also considering an arrangement that would protect European automakers with large U.S. production facilities.

However, German Finance Minister Lars Klingbeil warned that the EU was prepared to retaliate if necessary.

“If we don’t reach a fair trade deal with the U.S., the EU is ready to take counter measures,” he said in the lower house of parliament.

Japan, which faces a possible 25% tariff – up from 24% first threatened in April – wants concessions for its large automobile industry and will not sacrifice its agriculture sector, a powerful domestic lobby, for the sake of an early deal, top trade negotiator Ryosei Akazawa said on Tuesday.

South Korea, which also faces a possible 25% tariff, said it planned to intensify trade talks over the coming weeks “to reach a mutually beneficial result.”

Washington and Beijing agreed to a trade framework in June, but with many of the details still unclear, traders and investors are watching to see if it unravels before a separate, U.S.-imposed August 12 deadline or leads to a lasting detente.

“We have had a really good relationship with China lately, and we’re getting along with them very well. They’ve been very fair on our trade deal, honestly,” Trump said, adding that he has been speaking regularly with Chinese President Xi Jinping.

Trump said the United States would impose tariffs of 25% on goods from Tunisia, Malaysia and Kazakhstan; 30% on South Africa and Bosnia and Herzegovina; 32% on Indonesia; 35% on Serbia and Bangladesh; 36% on Cambodia and Thailand; and 40% on Laos and Myanmar.

  • Dollar firm, Asian stocks mixed as traders ponder tariff outlook

    Source: Government of India

    Source: Government of India (4)

The dollar traded close to a 2-1/2-week high versus major peers on Wednesday while copper hit an all-time peak overnight after U.S. President Donald Trump broadened his global trade war by threatening a 50% tariff on the metal.

Trump also said levies on semiconductors and pharmaceuticals were coming soon, weighing on Wall Street on Tuesday, with futures indicating further weakness there on Wednesday.

However, stock markets around the Asia-Pacific were mixed, as investors digested Trump’s latest, shifting trade salvos. Japan and South Korea are among major U.S. trading partners in the region facing an August 1 deadline to reach a trade deal or be subjected to new tariff rates, although Trump has sent mixed signals on how flexible that date is.

On Monday, Trump said it was “firm, but not 100% firm,” reinforcing the view among some in markets that the deadlines are a negotiating tactic that the U.S. president will ultimately back away from. On Tuesday though, Trump appeared to harden his stance by saying, “No extensions will be granted.”

Japan’s Nikkei edged down 0.2%, shedding early small gains. Australia’s stock index declined 0.4%, and Hong Kong’s Hang Seng lost 0.9%.

At the same time, mainland Chinese blue chips rose 0.2%, and South Korea’s KOSPI climbed 0.5%.

U.S. S&P 500 futures ESCv1 eased 0.1%, following a 0.1% loss for the cash index .SPX on Tuesday that extended the 0.8% drop that started the week.

“The delay in the imposition of new tariffs on some of the U.S.’s major trading partners to August 1 has simultaneously kicked the proverbial can down the road and supported the notion that the loftier tariff rates are a negotiating ploy,” Kyle Rodda, senior financial markets analyst at Capital.com, wrote in a note.

“As a result, the markets have been left hanging, and waiting for a stronger catalyst to drive the next move.”

Trump said on Tuesday that trade talks have been going well with the European Union and China, though he added he is only days away from sending a tariff letter to the EU.

Only two U.S. agreements, with Britain and Vietnam, have been reached since Trump’s April 2 “Liberation Day” reciprocal tariffs’ announcement roiled markets. In June, Washington and China agreed on a framework covering tariff rates.

    METALS, CURRENCIES

U.S. copper futures jumped by more than 10% to a record high after Trump threatened new duties on the metal that is critical to electric vehicles, military hardware, the power grid and many consumer goods. They would join duties already in place for steel, aluminium and automobile imports.

By contrast, copper futures in London and Shanghai fell on Wednesday, as traders may not have sufficient time to ship much to the United States following Trump’s sudden tariff announcement.

Trump also threatened 200% tariffs on drug imports, which he said could be delayed by about a year.

The U.S. dollar continued its recent run of strength on Wednesday, pushing to the highest since June 20 at 147.02 Japanese yen.

The dollar index =USD, which measures the currency against the yen and five other major rivals, edged up to 97.573, after touching the highest since June 25 on Tuesday at 97.837.

The euro was steady at $1.1720 EUR=EBS, and sterling GBP=D3 was flat at $1.3585.

Gold XAU= found a floor at $3,301 per ounce, after slumping more than 1% on Tuesday.

Oil prices edged back from Tuesday’s two-week highs. Brent crude futures LCOc1 were down 20 cents at $69.95 a barrel, and U.S. West Texas Intermediate crude CLc1 fell 21 cents to $68.12 a barrel.

  • Trump says BRICS nations to get 10% tariff ‘pretty soon’

    Source: Government of India

    Source: Government of India (4)

U.S. President Donald Trump said on Tuesday the U.S. would “pretty soon” charge a 10% tariff on imports from BRICS countries, drawing another complaintfrom Brazil PresidentLuiz Inacio Lula da Silva, who just hosted the bloc’s annual summit.

Trump, who raised the tariff threat on Sunday, said in a Tuesday cabinet meeting at the White House that the duty was on the way: “Anybody that’s in BRICS is getting a 10% charge pretty soon … If they’re a member of BRICS, they’re going to have to pay a 10% tariff … and they won’t be a member long.”

The BRICS group expanded last year beyond Brazil, Russia, India, China and South Africa to include members such as Iran and Indonesia. Leaders at the summit in Rio de Janeiro voiced indirect criticism of U.S. military and trade policies.

Asked about Trump‘s tariff threat, Lula told journalists at the BRICS summit on Monday that the world does not want an emperor. After a state visit from Indian Prime Minister Narendra Modi, Lula on Tuesday expressed further disagreement.

“We will not accept any complaints about the BRICS summit. We do not agree with the U.S. president insinuating he’s going to put tariffs on BRICS countries,” he told journalists in Brasilia.

Trump gave no specific date for the BRICS tariff to kick in. On Monday, a source familiar with the matter said the Trump administration would charge the tariff only if countries adopted anti-American policies, differentiating actions from statements like the one adopted by the BRICS leaders on Sunday.

Trump claimed without evidence on Tuesday that the group was set up to hurt the United States and he U.S. dollar’s role as the world’s reserve currency. He said he would not allow that to happen.

“BRICS was set up to degenerate our dollar and take our dollar … take it off as the standard,” he said. “And that’s okay if they want to play that game, but I can play that game too.”

Trump said losing the dollar’s role as the world’s reserve currency would be like “losing a war, a major world war. We would not be the same country any longer.”

Brazil in February nixed plans for a common currency agenda during its presidency year.
