    G20 Sherpa meeting to focus on global solidarity and sustainable development

    The third Sherpa meeting of the Group of 20 (G20) kicked off on Wednesday, focusing on global collaboration, sustainable development, and addressing new international challenges.

    The Sun City Convention Centre was filled with representatives from the world’s largest economies and organisations as Zane Dangor, the Director-General of the Department of International Relations and Cooperation and South Africa’s G20 Sherpa, delivered his opening remarks.

    The meeting, which will run for three days, brings together international representatives to discuss critical global challenges and explore potential collaborative solutions.

    The meeting will take place under the theme: “Solidarity, Equality and Sustainability”.

    Dangor announced that the Foreign Ministers will lead detailed discussions on global geopolitical issues, focusing on international law and mutual accountability while emphasising the need to prioritise substantive matters.

    “The meeting also provides an opportunity for Sherpas to have a discussion, dare I say it, on the geopolitical issues as part of the agenda. 

    “And I think, we’ve always shied away from geopolitical issues, but given the events not only of the last two years but particularly of the last month, we’re going to have some discussion in a measured but robust way,” he told delegates. 

    He recognised that the G20 serves as a platform for international economic cooperation, making it a crucial focus.

    “But the ongoing conflict worldwide, as it has been pointed out before, is definitely now even more detrimental not just to peace and security but economic development and the attainment of Sustainable Development Goals. 

    “So, we will discuss it, but we will also make sure it doesn’t hold us back.”

    However, he said, only the Ministers of Foreign Affairs and ultimately the leaders will engage in the geopolitical issues, following the example set by Brazil, while the working groups will concentrate on the technical issues.

    Today’s meeting marked the beginning of a series of 10 sessions, during which Dangor announced leadership changes, including the appointment of several new Sherpas and representatives from Brazil, India, China, and the United Kingdom. 

    This shift indicates a new approach to international cooperation. 

    “The discussions will provide us with the opportunity to refine objectives. We will report back from some of the working groups and task teams, and we’ll look at how they align with the priorities we’ve set up to ensure that we do reach out to inclusivity and that also reflect our own collective aspirations.” 

    Dangor stressed the importance of creating actionable, measurable declarations that go beyond aspirational statements, with a commitment to reducing global inequalities.

    “It is our responsibility, collectively as Sherpas, to resolve the challenges that are being presented to us within the working groups or task teams, even the new emerging challenges, and there are many new emerging challenges. I do think that we should work to ensure that none of the working group fails to reach consensus.” 

    According to South Africa’s G20 Sherpa, the gathering also aims to shape a clear and actionable G20 Leaders’ Declaration, with a strong emphasis on sustainable development, reducing inequalities, and achieving measurable goals.

    Dangor said he hoped that the G20 Leaders’ Declaration has concrete, measurable, and time-bound actions, not just aspirational statements.

    He announced that, out of the 132 planned meetings, the Presidency has already hosted 70, and most of the working groups have completed their third sessions.

    The Sherpa also announced the upcoming social summit.

    On the afternoon of June 19, Minister of Foreign Affairs Lin Chia-lung took a delegation of journalists from the Czech Republic, France, Germany, and the Netherlands to visit the cast of Zeelandia, a Taiwan original musical. Minister Lin spoke about Taiwan’s leading technology and rich culture and expressed hope that the cultural activities being held as part of the 2025 Taiwan Cultural Year in Europe would help the nations of Europe see a side of Taiwan other than technology.
     
    In his remarks, Minister Lin said that the Ministry of Foreign Affairs (MOFA) had partnered with the Ministry of Culture and the National Palace Museum (NPM) to put together the Taiwan Cultural Year in Europe. In September and November, pieces from the NPM collection would be exhibited in the Czech Republic and France, respectively, he stated, while other performing arts activities would be held across Europe. Minister Lin continued by expressing hope that this would help European nations better understand Taiwan’s rich culture. He stressed that while Taiwan was a technology island, it was also a culture island that married cultural assets with a creative spirit, which would be highlighted by the Taiwan Cultural Year in Europe. 
     
    The minister then explained that the events were being held under the banner “From Tech to Culture, Taiwan Leads the Future,” while the logo for the event was inspired by Roman columns and bore the word Taiwan symbolizing an IC design. Minister Lin said that this was an expression of how Taiwan and Europe were inextricably linked via cultural exchanges. 
     
    Musical cast members then led Minister Lin and the visiting journalists in singing a traditional Siraya song to experience for themselves the beauty of Taiwan’s culture. The musical Zeelandia takes as its backdrop Fort Zeelandia in the 17th century. The performance tells the story of how the cultures of Han, Siraya, and Dutch people came together, underscoring the unbreakable cultural and historical bonds linking Taiwan and Europe. The musical is being performed from June 20 to 29 at the Taipei Performing Arts Center. 
     
    In the future, MOFA will continue to promote cultural diplomacy to highlight Taiwan’s core values of freedom, openness, and inclusion. It will use culture as a bridge linking Taiwan to the world’s democracies, so as to jointly encourage the greater cultural flowering of free and democratic societies. (E)

    President of the European Council António Costa and President of the European Commission Ursula von der Leyen met with Canadian Prime Minister Mark Carney on June 23 in Brussels for the 20th European Union-Canada summit. In a joint statement released afterward, the two sides declared that security in the Euro-Atlantic and Indo-Pacific regions was increasingly interconnected and reaffirmed a shared interest in maintaining peace and stability in the Indo-Pacific, including in the East and South China Seas and across the Taiwan Strait. The two sides added that they would continue working with regional partners to uphold a free, open, and secure Indo-Pacific region. Minister of Foreign Affairs Lin Chia-lung welcomes and affirms this expression of staunch support for cross-strait security and stability by the European Union and Canada. 
     
    This follows on the release of joint statements after the G7 foreign ministers meeting and G7 leaders’ summit in March and June, respectively. These statements also expressed support for cross-strait peace, thus demonstrating that maintaining a peaceful, stable Taiwan Strait is an international consensus. As a responsible member of the international community, Taiwan will continue to work with like-minded partners around the world to defend the rules-based international order and ensure the peace, stability, and prosperity of the Indo-Pacific region and Taiwan Strait.

    The UK Cabinet Office issued National Security Strategy 2025 on June 24 following a comprehensive review of relevant issues, including the China audit, that was launched by the Labour government after it assumed office. The strategy noted the centrality of the South China Sea and the Taiwan Strait in global trade and supply chains and underscored the importance of regional stability to the United Kingdom. It also indicated that there was a risk of escalation around Taiwan and reiterated that issues regarding Taiwan should be resolved peacefully through constructive dialogue, without the threat or use of force or coercion. It further stated that the United Kingdom did not support any unilateral attempts to change the status quo and that the United Kingdom would continue to strengthen its cooperative relationship with Taiwan in a wide range of areas based on shared democratic values.
     
    The day the national security strategy was issued, UK Foreign Secretary David Lammy briefed the House of Commons on the China audit and the government’s China policy, emphasizing that the United Kingdom’s long-standing position on Taiwan remained unchanged and that it would continue to deepen its vibrant ties with Taiwan in such domains as trade, education, and innovation. The Ministry of Foreign Affairs welcomes these statements.
     
    Following the release of the Strategic Defence Review on June 2, the national security strategy serves as another integrated policy document of the UK government. In addition to reaffirming the United Kingdom’s staunch position on peace and stability across the Taiwan Strait, the strategy once again highlighted the fact that there is a high degree of international consensus on cross-strait peace and stability and that Taiwan plays an indispensable role in the security and prosperity of the Indo-Pacific and the world.

    Amidst increase in reported hate crimes, urges agencies across California to recommit themselves to taking action 

    OAKLAND – California Attorney General Rob Bonta today released the 2024 Hate Crime in California Report and highlighted information and resources to support ongoing efforts across the state to combat hate. Reported hate crime events in California have increased by 2.7% from 1,970 in 2023 to 2,023 in 2024. In particular, reported hate crimes against our LGBTQ+ and Jewish communities have increased, and too many communities continue to be unacceptably targeted by hate. Amidst this increase in reported hate crime offenses and events, Attorney General Bonta urges local partners and law enforcement to review the resources highlighted today and to recommit themselves to taking action.

    “There is absolutely no place for hate in California. Transparent and accessible data is a critical part of understanding where we are and how we can end hate crimes in our communities,” said Attorney General Bonta. “Everyone has a part to play as we continue to fight intolerance in California, and I urge leaders up and down the state to review the data and resources available and recommit to standing united against hate. The California Department of Justice remains steadfast in our commitment to continue working with law enforcement, elected leaders, and community organizations across California to keep our communities safe.” 

    The California Department of Justice has collected statewide data on hate crimes since 1995. Under California law, a hate crime is a criminal act committed in whole or in part because of a victim’s actual or perceived disability, gender, nationality, race or ethnicity, religion, sexual orientation, or association with someone with one or more of these characteristics. If you believe you or someone you know has been the victim of a hate crime, notify local law enforcement and consider taking the following steps:  

    • If you are in immediate danger, call 911 and if needed, seek medical attention.
    • Write down the exact words that were used and take note of any other relevant facts.
    • If safe to do so, save all evidence and take photos.
    • Get contact information for other victims and witnesses.
    • Reach out to community organizations in your area that deal with hate crimes or incidents.

    Hate crimes are distinct from hate incidents, which are actions or behaviors motivated by hate that may be protected by the First Amendment right to freedom of expression. Examples of hate incidents include name-calling, insults, and distributing hate material in public places. If a hate incident starts to threaten a person or property, it may become a hate crime. Hate crimes can be reported to the California Civil Rights Department’s CA v. Hate online portal at any time in 15 languages or by calling the CA v. Hate hotline at (833) 866-4283 or 833-8-NO-HATE, Monday to Friday from 9 a.m. to 6 p.m., and talking to a trained civil rights agent in over 200 languages. Outside of those hours, people can leave a voicemail or call 211 to report a hate incident and seek support from a professional trained in culturally competent communication and trauma-informed practices. 

    Historically, hate crime data has generally been underreported and the California Department of Justice recognizes that the data presented in its reports may not adequately reflect the actual number of hate crime events that have occurred in the state. Caution should be used when comparing 2024 hate crimes data to prior years, as not all agencies were able to submit a full year of data for 2024. For more information, please reference the “Understanding the Data, Characteristics and Known Limitations” section in the report. 

    Some of the key findings from the 2024 Hate Crime in California Report include: 

    • Reported hate crime events increased 2.7% from 1,970 in 2023 to 2,023 in 2024.
    • Hate crime offenses increased 8.9% from 2,359 in 2023 to 2,568 in 2024.
    • The number of victims of reported hate crimes increased 8.2% from 2,303 in 2023 to 2,491 in 2024. 
    • Reported hate crime events involving a racial bias decreased 0.6% from 1,017 in 2023 to 1,011 in 2024. 
    • Anti-Black bias events remained the most prevalent, despite a 4.6% decrease from 518 in 2023 to 494 in 2024. 
    • Anti-Asian bias events decreased 4.8% from 125 in 2023 to 119 in 2024. 
    • Reported hate crime events involving a religion bias increased 3% from 394 in 2023 to 406 in 2024. 
    • Anti-Jewish bias events rose from 289 in 2023 to 310 in 2024, an increase of 7.3%.
    • Anti-Islamic (Muslim) bias events fell from 40 in 2023 to 24 in 2024. 
    • Between 2023 and 2024, hate crime events motivated by sexual orientation bias increased by 12.3% from 405 in 2023 to 455 in 2024, anti-transgender bias events increased by 12.3% from 65 in 2023 to 73 in 2024, and anti-LGBTQ+ bias events increased by 13.9% from 2023.
    • From 2023 to 2024, the number of hate crimes referred for prosecution increased from 679 in 2023 to 818 in 2024. Of the 818 hate crimes that were referred for prosecution, 506 cases were filed by district attorneys and elected city attorneys for prosecution. Of the 506 cases that were filed for prosecution, 327 were filed as hate crimes and 179 were filed as non-bias motivated crimes.

    In California, it is considered a hate crime if you are targeted because of your actual or perceived nationality, including your immigration or citizenship status. Earlier this year, Attorney General Bonta released updated guidance and resources on hate crimes for law enforcement, prosecutors, and the victims of these crimes in preparation for a potential increase in violence against immigrants as a result of President Trump’s xenophobic rhetoric. These resources include an updated law enforcement bulletin on laws prohibiting hate crimes, a hate crimes rapid response protocol for the deployment of DOJ resources, guidance to prosecutors to help strengthen hate crimes prosecution enforcement, and a fact sheet to help Californians understand their rights and protections under hate crime laws.     Attorney General Bonta launched the Racial Justice Bureau, which, among other things, supports the California Department of Justice’s broader mandate to advance the civil rights of all Californians by assisting with new and ongoing efforts to combat hate and bias. Beginning in 2021, the Attorney General began proactively engaging with local city leaders in the biggest cities in California through roundtables in San Francisco, Oakland, Sacramento, San Diego, Riverside, Long Beach, Santa Ana, San Jose, Stockton, Anaheim, Bakersfield, Fresno, and Irvine. More broadly, the Attorney General is deeply committed to responding to the needs of historically marginalized and underrepresented communities and, in July 2021, also launched the Office of Community Awareness, Response, and Engagement to work directly with community organizations and members of the public as part of the effort to advance justice for all Californians.

  • Trump signals willingness to send Ukraine more Patriot missiles after meeting Zelenskiy

    U.S. President Donald Trump indicated he would consider supplying Ukraine with more of the Patriot air-defence missiles Kyiv relies on to defend itself from mounting Russian strikes, after meeting his Ukrainian counterpart on Wednesday.

    Both leaders said the 50-minute meeting on the sidelines of a NATO summit in The Hague was a positive step in a war now in its fourth year, and which Trump described as “more difficult than other wars”.

    Trump, during a press conference, said the weapons are “very hard to get” but that “we are going to see if we can make some of them available.”

    The U.S. leader also left open the possibility of providing more military aid to Kyiv, which has struggled to fend off grinding Russian advances on the battlefield in recent months.

    Trump had previously shown no signs of resuming the donations of weaponry to Ukraine against Russia’s invasion that his predecessor Joe Biden had instituted.

    Zelenskiy described the meeting as “long and substantive”, saying it covered “all the truly important issues”.

    “We discussed how to achieve a ceasefire and a real peace,” he wrote on X. “We spoke about how to protect our people.”

    Trump added that he would speak to Vladimir Putin again soon, saying the Russian president “really has to end that war”.

    Zelenskiy has worked to rebuild relations with Washington after a disastrous White House meeting in February with Trump, whose overtures to Russia in recent months have concerned officials in Kyiv.

  • Amit Shah releases ‘The Emergency Diaries’, traces PM Modi’s underground role during Emergency

    Union Home Minister Amit Shah on Wednesday released a book titled “The Emergency Diaries – Years that Forged a Leader”, chronicling Prime Minister Narendra Modi’s experiences and involvement during the 1975-77 Emergency.

    The launch, held in the capital on the occasion of ‘Savidhan Hatya Diwas’, was attended by several senior leaders, including Union Minister Ashwini Vaishnaw, Delhi Lieutenant Governor Vinai Kumar Saxena, and Delhi Chief Minister Rekha Gupta.

    Describing the Emergency as “a dark chapter in Indian democracy”, Shah said the book offers a glimpse into Modi’s life as a 25-year-old underground worker of the Rashtriya Swayamsevak Sangh (RSS), who participated in the resistance movement led by Jayaprakash Narayan and Nanaji Deshmukh.

    “The book details how Modi went into hiding, adopting multiple disguises — as a saint, a Sardarji, a hippie, an incense stick seller, a newspaper vendor — to avoid arrest and continue mobilising support,” Shah said. “He distributed secretly printed newspapers in markets and among students and women, reached out to families of those jailed under the Maintenance of Internal Security Act (MISA), and helped arrange medical support.”

    Shah claimed the Emergency was imposed to protect dynastic politics and silence dissent, and framed Modi’s role as an early symbol of resistance to authoritarianism. “That same youth who went door-to-door to protect democracy is today strengthening its roots as Prime Minister,” he said.

    According to the Home Minister, the book is divided into five chapters — covering media censorship, state repression, the role of the Sangh and Jana Sangh, stories of Emergency victims, and the eventual return to public participation in governance.

    He urged young people to read the book, stressing that it would help them understand how a generation of activists resisted what he called “dictatorial ideas” and preserved the democratic framework.

    Saskatchewan’s First Nations and Métis organizations are set to receive $107.4 million in gaming payments for the 2025-26 fiscal year with the strong performance of Saskatchewan Indian Gaming Authority (SIGA) casinos, SaskGaming casinos and the PlayNow.com online platform.

    Announced in the 2025-26 Provincial Budget, this reflects the province’s ongoing commitment to support economic, social, educational and cultural initiatives within Indigenous communities across the province.

    “The Gaming Framework Agreement ensures continued investment for First Nations and Métis communities, supporting vital programs and cultural initiatives throughout Saskatchewan,” Minister Responsible for First Nations, Métis, and Northern Affairs Eric Schmalz said. “This is an increase of nearly $16.3 million over the 2024-25 budget, which will go into programs that help make Saskatchewan stronger.”

    The Ministry of Government Relations oversees the distribution of these funds in accordance with The 2002 Gaming Framework Agreement and The Lotteries and Gaming Saskatchewan Corporation Act. Payments are allocated to the First Nations Trust, Community Development Corporations and the Clarence Campeau Development Fund. 

    In the 2025-26 Provincial Budget, the Government of Saskatchewan committed $284.9 million in targeted funding for First Nations and Métis organizations, programs and supports.

  • Mexico home shooting kills at least 10 including children

    At least 10 people were killed and more injured in a shooting at a home in the central Mexican city of Irapuato on Tuesday night, including children, authorities said.

    “It is an appalling multiple homicide and an investigation is being carried out,” Mexican President Claudia Sheinbaum said in a regular press conference on Wednesday morning, adding that children were among those killed.

    Security authorities said in a statement that they have launched an operation to find those responsible for the attack.

    Local media reported the shooting happened during a religious celebration.

    At least 10 people were killed and more injured in a shooting at a home in the central Mexican city of Irapuato on Tuesday night, including children, authorities said.

    “It is an appalling multiple homicide and an investigation is being carried out,” Mexican President Claudia Sheinbaum said in a regular press conference on Wednesday morning, adding that children were among those killed.

    Security authorities said in a statement that they have launched an operation to find those responsible for the attack.

    Local media reported the shooting happened during a religious celebration.

Tens of thousands of residents were left without heat or power, prompting the State of Michigan to activate the Michigan National Guard and local jurisdictions to implement emergency response efforts.

    Union Home Minister Amit Shah on Tuesday described June 25, 1975 — the day Emergency was imposed in India — as the “murder of the Constitution,” and said the nation must remember it not merely as a chapter in history, but as a warning for future generations.

    Speaking at an event in New Delhi to mark the 50th anniversary of the Emergency, now officially observed as Samvidhan Hatya Diwas, Shah said democratic institutions were silenced and individual freedoms suppressed “to protect one leader’s hold on power.” He added that forgetting the Emergency would be a mistake, and that younger generations need to know how institutions were silenced and rights curtailed “in the name of national security.”

    “Usually, bad incidents should be forgotten. But when it comes to national life, such incidents should be remembered forever — so that they’re never repeated,” Shah said, addressing the event in New Delhi as chief guest.

    The event was also attended by Union Minister Ashwini Vaishnaw, Delhi’s Lieutenant Governor V K Saxena, and Delhi Chief Minister Rekha Gupta, among others.

    The home minister referred to the night of June 24, 1975, when then Prime Minister Indira Gandhi imposed a state of Emergency across India. He said the justification offered — a threat to national security — was a smokescreen to protect the Prime Minister’s hold on power.

    “On June 12, the Allahabad High Court had struck down the PM’s election. That same day, the Janata Morcha won in Gujarat. The Emergency was declared just days later. The world knows today — it was not national security that was in danger, it was the Prime Minister’s position,” Shah said.

    The Constitution, which had been carefully drafted over three years by Dr B R Ambedkar and others, was rendered meaningless by a single sentence: “The President has declared Emergency”, the home minister stressed.

    Detailing the measures taken during the Emergency, Shah cited the Shah Commission’s findings and said India had been turned into a prison. According to him, over 1.1 lakh political workers and social activists were jailed, 253 journalists arrested, 29 foreign correspondents expelled, and widespread censorship was enforced — even in Parliament.

    “All India Radio was censored. Electricity to newspaper offices was cut. Papers like The Indian Express and Jansatta protested by leaving editorial spaces blank,” Shah said, adding that “judges who ruled against the government were punished,” and that films, actors, and even songs were banned if they were seen as critical of the regime.

    Artists including Kishore Kumar, Dev Anand, and Manoj Kumar were targeted. Films such as Aandhi and Kissa Kursi Ka were banned. Parliamentary debates were censored, and the judiciary “brought under control,” he said.

    Shah said a Cabinet meeting was convened at 4 a.m. on June 25, without an agenda, to formalize the imposition of Emergency.

    “The mindset that emerged during that time — that the party is bigger than the nation, the family bigger than the party, and the individual bigger than the family — still poses a threat to democracy,” Shah said.

    Referring to the 1977 general election — in which the Congress was voted out and the Janata Party came to power — Shah said that was the first time in India’s history that a non-Congress party formed a government with an absolute majority.

    “That victory was not of a party but of Indian democracy. The people reminded us that the Constitution belongs to them, not those in power,” he said.

    In a veiled contrast with the past, Shah said that under Prime Minister Narendra Modi’s leadership, the idea of ‘Nation First’ has taken firm root. “Today, 1.4 billion Indians are working with resolve to make India No. 1 globally by 2047. This has been made possible by the sacrifices of those who resisted the Emergency and spent 19 months in jail,” he said.

    In 2024, the Centre issued a notification officially designating June 25 as Samvidhan Hatya Diwas, to mark the declaration of Emergency — widely viewed as one of the most controversial and debated chapters in Indian political history.

    Twenty years ago, leaders gathered at the 2005 World Summit and committed to protect populations from genocide, war crimes, ethnic cleansing, and crimes against humanity.

    In doing so, they recognized that sovereignty carries not only rights, but responsibilities — first and foremost, the duty of each State to protect its own people.

    They underlined the duty of the international community to support States in this effort, and they highlighted the need for collective, timely and decisive action in line with the UN Charter, when national authorities manifestly fail to do so. 

    Today, we mark the 20th anniversary of the Responsibility to Protect at a time of profound global turbulence.

    We are witnessing the highest number of armed conflicts since the end of the Second World War.

    These are marked by rising identity-based violence, widespread violations of international humanitarian law and human rights law, and deepening impunity.

    Conflicts are becoming more protracted, more complex, and interconnected. 

    Emerging threats such as the weaponization of new technologies and the proliferation of advanced weaponry require a constant adaptation of our efforts to prevent the commission of atrocity crimes and to protect populations.

    In addition, too often, early warnings go unheeded, and alleged evidence of crimes committed by States and non-State actors are met with denial, indifference, or repression.

    Responses are often too little, too late, inconsistent or undermined by double standards. Civilians are paying the highest price. 

    Credibility as the guardian of peace and security, development, and human rights requires consistency with the UN Charter. 

    On this anniversary, we must recognize that the Responsibility to Protect is more than a principle – it is a moral imperative, rooted in our shared humanity and the UN Charter.

    The report highlights efforts realized through national prevention mechanisms of a regional nature – from the African Union to ASEAN, the OSCE and the Organization of American States; and multilateral initiatives such as the Group of Friends of R2P, the ACT Code of Conduct, and the call for veto restraint in the face of mass atrocities. 

    It shows that early diplomacy, early warning, and institutional innovation to prevent and respond to atrocity crimes can be effective.

    It also underscores the need to mainstream atrocity prevention across the United Nations system — from humanitarian action to peacekeeping to human rights.

    And it calls for integrating early warning, supporting national prevention mechanisms, and embedding atrocity prevention in the broader agendas of sustaining peace, human rights, and the 2030 Agenda.

    Financial Secretary Paul Chan today attended the opening ceremony of the World Economic Forum Annual Meeting of the New Champions 2025 and a discussion session as he wrapped up his Tianjin visit and proceeded to Beijing in the evening.

    In the morning, Premier Li Qiang attended the opening ceremony of the annual meeting, also known as the Summer Davos, and delivered a speech.

    In addition to attending the opening ceremony, Mr Chan participated in a discussion session in the afternoon titled “Is the Asian Century at Risk?”.

    The discussion focused on how Asia could address local development and external challenges amid the current geopolitical tensions, trade barriers and technological transformation.

    Other regional leaders in attendance included Prime Minister of Vietnam Pham Minh Chinh, Deputy Chairperson of Indonesia’s Gerindra Party Rahayu Saraswati Djojohadikusumo and Minister of Industry & Entrepreneurship Development of Sri Lanka Sunil Handunneththi.

    During the session, Mr Chan remarked that the Asian region is developing rapidly, with Hong Kong benefitting from its unique position under “one country, two systems”.

    He highlighted Hong Kong’s dual advantages of priority access to the Mainland market and its connectivity to the global economy, serving as a gateway between the Mainland and the world.

    As an international financial centre, Hong Kong facilitates efficient two-way capital flows and cross-border financial co-operation within Asia and between Asia and other regions, in addition to actively supporting Mainland enterprises in expanding internationally and building global industry chains and supply chains.

    In response to questions, Mr Chan emphasised that since the implementation of the Hong Kong National Security Law, the city has provided a more stable and secure business environment that allows society to focus on economic development, adding that international investors are showing confidence in Hong Kong with their capital and actions.

    From the dynamic classrooms of Pune to the imaginative spaces of Kolhapur and the inquisitive minds of Vadodara, the Samsung Solve for Tomorrow roadshows have sparked a surge of creativity and purpose across Maharashtra and Gujarat.
     
    Launched on April 29, 2025, Samsung Solve for Tomorrow is a pan-India competition that empowers students with tools, mentorship, and resources to address real-world challenges through technology. With guidance from Samsung leaders, IIT Delhi faculty, and support for prototyping, the programme awards INR 1 crore to the top four teams. However, its true essence lies in motivating young minds to dream ambitiously and act decisively.
     
    Recent roadshows at DPS School and Munsukhbhai Kothari School in Pune, SPSMBH College of Architecture and NIT Sabhagruh in Kolhapur, and New Era School and Anand Vidya Vihar School in Vadodara highlighted the programme’s transformative influence.
     
    In Pune, Aakash, a class 11 student, arrived with a vague concept but left with a clear vision for sustainable packaging. “Samsung Solve for Tomorrow showed me I can turn this idea into reality,” he expressed.
     
    In Vadodara, Rohan from Anand Vidya Vihar designed wireframes for a mobile app aimed at making education accessible for remote learners. “I want to ensure children like my cousin aren’t left behind,” he shared.
     
    In Kolhapur, architecture student Ishan found inspiration in leveraging technology to revive local crafts. “It’s about connecting the past with the future,” he explained.
     
    Throughout the sessions, students proposed innovative solutions — from smart agriculture tools to mental health platforms and affordable solar innovations. What united them was a shared commitment to driving change and a belief in their potential.
     
    “These ideas are driven by empathy,” remarked a teacher at the Pune event. “They’re creating solutions to help others, not for recognition.”
     
    The roadshows introduced design thinking, encouraging students to question, empathise, define, and prototype. It was about understanding the ‘why’ behind the ‘what.’
     
    As Samsung Solve for Tomorrow continues to grow, its impact is evident: it’s not just fostering innovation but shaping a future where classroom ideas can transform the world.

  • CBSE to hold Class 10 Board exams twice a year from 2026

    The Central Board of Secondary Education (CBSE) will conduct Class 10 board exams twice a year starting from the 2026 academic session, allowing students to improve their scores in up to three subjects.

    The move, in line with the National Education Policy (NEP) 2020, is aimed at reducing exam stress and offering students more flexibility.

    According to an official circular issued by CBSE Controller of Examinations Sanyam Bhardwaj, all students must appear for the first board exam in mid-February. Those who wish to improve their scores can take the second exam in May. The first set of results will be announced in April, followed by the second in June.

    Students will have the option to retain the better score in each subject. Internal assessments will only be held once, before the first exam.

    Special provisions have been made for sportspersons, students from winter-bound schools, and children with special needs, allowing them to choose the most suitable exam session.

    CBSE had first proposed the two-exam format in February and sought feedback from stakeholders. While the new system will begin for Class 10 in 2026, CBSE has indicated that a similar plan could be considered for Class 12 as well.

    The reform is expected to ease academic pressure, reduce dependency on coaching centres and encourage a more inclusive and student-centric approach to education.

    Prime Minister Christopher Luxon has attended the NATO Summit in the Hague, alongside other world leaders.

    “The Euro-Atlantic and Indo-Pacific regions face many of the same security challenges. That’s why it’s important New Zealand is at the table at NATO for these critical discussions with likeminded partners,” Mr Luxon says.

    “We can see the links between the Euro-Atlantic and Indo-Pacific in North Korea’s support of Russia’s invasion of Ukraine, and Russia’s technical expertise that can help North Korea develop its nuclear programme.

    “Alongside NATO and its members, New Zealand is committed to the rules-based international system, and democratic values and norms.”

    During the summit, Mr Luxon held one-on-one talks with a number of leaders and met with NATO alongside the other members of the Indo-Pacific Four – Australia, the Republic of Korea and Japan.

    Mr Luxon returns to New Zealand on Friday 27 June.

    Barragán, Jayapal, and Booker Reintroduce Legislation to Eliminate Barriers to Health Care for Immigrants

    WASHINGTON, DC — U.S. Representative Nanette Barragán (CA-44), along with Representative Pramila Jayapal (WA-07), Ranking Member of the Immigration Integrity, Security, and Enforcement Subcommittee and Senator Cory Booker (D-NJ) today introduced the Health Equity and Access under Law (HEAL) for Immigrant Families Act. This bicameral bill, co-sponsored by 55 members of Congress and endorsed by more than 100 organizations, removes unnecessary and cruel barriers to health care for millions of immigrants of all statuses.

    Immigrants in the United States are far more likely to be uninsured than U.S. citizens. In 2023, half of all undocumented immigrant adults and one in five lawfully present immigrant adults were uninsured. Just 6 percent of naturalized citizen adults and 8 percent of U.S.-born citizens are uninsured.

    “Access to healthcare shouldn’t depend on your immigration status,” said Representative Barragán. “Healthcare is a basic human right, and it’s time we break down the needless barriers that keep immigrant families from the care they need to survive and thrive. The HEAL Act is a step toward addressing racial health disparities and expanding quality healthcare to everyone in our communities.”

    “Health care is a human right that must be accessible to everyone — regardless of immigration status,” said Representative Jayapal. “As a proud immigrant myself, I know that the HEAL Act is a necessary first step to allow more people across America to access the health care they need to live, making all of our communities healthier.     “As the Trump Administration guts access to health care and basic services for immigrant communities, breaking down barriers to health care for immigrants isn’t just the right thing to do — it’s critical for protecting our public health and economy,” said Senator Padilla. “California is the fourth-largest economy in the world not despite immigrants, but because of their contributions to our workforce. Everyone deserves access to affordable, quality health care no matter their immigration status, and I will keep fighting to continue expanding coverage for these hardworking members of our communities.”

    The HEAL for Immigrant Families Act will:

    • Restore Medicaid and Children’s Health Insurance Program (CHIP) eligibility to lawfully present immigrants;
    • Remove discriminatory Medicare restrictions based on length of U.S. residency for green card holders;
    • End the exclusion of undocumented immigrants from Affordable Care Act (ACA) marketplaces
    • Ensure access to public and affordable coverage for Deferred Action Childhood Arrivals (DACA) recipients;
    • Create a state option to expand Medicaid and CHIP to immigrants regardless of immigration status.

  • MIL-Evening Report: Philly psychology students map out local landmarks and hidden destinations where they feel happiest

    What makes you happy? Perhaps a good night’s sleep, or a wonderful meal with friends?

    I am the director of the Happiness Lab at Drexel University, where I also teach a course on happiness. The Happiness Lab is a think tank that investigates the ingredients that contribute to people’s happiness.

    Often, my students ask me something along the lines of, “Dr. Z, tell us one thing that will make us happier.”

    As a first step, I advise them to spend more time outside.

    Achieving lasting and sustainable happiness is more complicated. Research on the happiest countries in the world and the places where people live the longest, known as Blue Zones, shows a common thread: Residents feel they are part of something larger than themselves, such as a community or a city.

    So if you’re living in a metropolis like Philadelphia, where, incidentally, the iconic pursuit of happiness charge was ratified in the Declaration of Independence, I believe urban citizenship – that is, forming an identity with your urban surroundings – should also be on your list.

    Safety, social connection, beauty

    Carl Jung, the renowned Swiss psychoanalyst, wrote extensively about the relationship between our internal world and our external environment.

    He believed that this relationship was crucial to our psychological well-being.

    More recent research in neuroscience and functional imaging has revealed a vast, intricate and complex neurological architecture underlying our psychological perception of a place. Numerous neurological pathways and functional loops transform a complex neuropsychological process into a simple realization: I am happy here!

    For example, a happy place should feel safe.

    The country of Croatia, a tourist haven for its beauty and culinary delights, is also one of the top 20 safest countries globally, according to the 2025 Global Peace Index.

    The U.S. ranks 128th.

    The availability of good food and drink can also be a significant factor in creating a happy place.

    However, according to American psychologist Abraham Maslow, a pioneer in the field of positive psychology, the opportunity for social connectivity, experiencing something meaningful and having a sense of belonging is more crucial.

    Furthermore, research on happy places suggests that they are beautiful. It should not come as a surprise that the happiest places in the world are also drop-dead gorgeous, such as the Indian Ocean archipelago of Mauritius, which is the happiest country in Africa, according to the 2025 World Happiness Report from the University of Oxford and others.

    Happy places often provide access to nature and promote active lifestyles, which can help relieve stress. The residents of the island of Ikaria in Greece, for example, one of the original Blue Zones, demonstrate high levels of physical activity and social interaction.

    I asked my undergraduate psychology students at Drexel, many of whom come from other cities, states and countries, to pick one place in Philadelphia where they feel happy.

    From the 243 student responses, the Happiness Lab curated 28 Philly happy places, based on how frequently the places were endorsed and their accessibility.

    Philadelphia’s founder, William Penn, would likely approve that Rittenhouse Square Park and three other public squares – Logan, Franklin and Washington – were included. These squares were vital to Penn’s vision of landscaped public parks to promote the health of the mind and body by providing “salubrious spaces similar to the private garden.” They are beautiful and approachable, serving as “places to rest, take a pause, work, or read a book,” one student told us.

    Places such as the Philadelphia Zoo, Penn’s Landing and the Philadelphia Museum of Art are “joyful spots that are fun to explore, and one can also take your parents along if need be,” as another student described.

    The Athenaeum of Philadelphia, a historic library with eclectic programming, feels to one student like “coming home, a perfect third place.”

    Some students mentioned happy places that are less known. These include tucked-away gardens such as the John F. Collings Park at 1707 Chestnut St., the rooftop Cira Green at 129 S. 30th St. and the James G. Kaskey Memorial Park and BioPond at 433 S. University Ave.

    My students said these are small, unexpected spots that provide an excellent opportunity for a quiet, peaceful break, to be present, whether enjoyed alone or with a friend. I checked them out and I agree.

    The students also mentioned places I had never heard of even though I’ve lived in the city for over 30 years.

    The “cat park” at 526 N. Natrona St. in Mantua is a quiet little park with an eclectic personality and lots of friendly cats.

    Mango Mango Dessert at 1013 Cherry St. in Chinatown, which is a frequently endorsed happiness spot among the students because of its “bustling streets, lively atmosphere and delicious food,” is a perfect pit stop for mango lovers. And Maison Sweet, at 2930 Chestnut St. in University City, is a casual bakery and cafe “where you may end up staying longer than planned,” one student shared.

    I find that Philly’s happy places, as seen through the eyes of college students, tend to offer a space for residents to take time out from their day to pause, reset, relax and feel more connected and in touch with the city.

    Happiness principals are universal, yet our own journeys are very personal. Philadelphians across the city may have their own list of happy places. There are really no right or wrong answers. If you don’t have a personal happy space, just start exploring and you may be surprised what you will find, including a new sense of happiness.

    ITOMAN, OKINAWA, Japan (June 22, 2025) — U.S. Navy Sailors and family members joined local Okinawan volunteers at Peace Memorial Park on June 22 to prepare nearly 7,000 candles for a vigil on the eve of Okinawa Memorial Day. The event honored the 80th anniversary of the end of the Battle of Okinawa — an 82-day conflict in 1945 that claimed more than 200,000 lives and stands as the deadliest battle of the Pacific theater during WWII.
