  • MIL-OSI Global: Is your cat vocal or quiet? The explanation could be in their genes

    If you’ve ever shared your home with more than one cat, you’ll know how different their personalities can be. One might chirp for food, purr loudly on your lap and greet visitors at the door. Another might prefer quiet observation from a distance.

    So why do some cats become chatty companions while others seem more reserved?

    A recent study led by wildlife researcher Yume Okamoto and their colleagues at Kyoto University suggests that part of the answer may lie in cat genes.

    Cat owners from across Japan were asked to complete a questionnaire about their cat (the Feline Behavioural Assessment and Research Questionnaire), and to take a cheek swab from their pet to provide a DNA sample. The survey included questions about a range of cat behaviour, including purring and vocalisations directed at people.

    The researchers in the recent Japanese study focused on the cats’ androgen receptor (AR) gene, located on the X chromosome. This gene helps regulate the body’s response to hormones such as testosterone and contains a section where a DNA sequence is repeated. AR is an essential part of vertebrate biology.

    The most ancient form of AR appeared in the common ancestor of all jawed vertebrates, over 450 million years ago. AR controls the formation of male reproductive organs, secondary sexual characteristics and reproductive behaviour. The number of these sequences alters how responsive the gene is. Shorter repeats make the receptor more sensitive to androgens. In other species, including humans and dogs, shorter repeats in the AR gene have been linked with increased aggression and extraversion.

    Among 280 spayed or neutered cats, those with the short AR gene variant purred more often. Males with the variant also scored higher for directed vocalisations such as meowing to be fed or let out. Females with the same genotype, however, were more aggressive towards strangers. Meanwhile, cats with the longer, less active version of the gene tended to be quieter. This variant was more common in pedigree breeds, which are typically bred for docility.

    Domestication is generally thought to have increased vocal behaviour in cats, so it may seem odd that the version of the gene linked to increased communication and assertiveness is the one also found in wild species such as lynx.

    But this study doesn’t tell a straightforward narrative about how cat domestication selects for sociable traits. Instead, it points to a more complex picture. One where certain ancestral traits like aggression may still be useful, especially in high-stress or resource-scarce domestic environments.

    Some animals spend a lot of time around humans because they are attracted by our resources rather than bred as companion animals or farmed. Urban gulls offer an interesting example of how close proximity to humans doesn’t always make animals more docile. In cities, herring and lesser black-backed gulls (both often referred to as seagulls) have become bolder and more aggressive.

    Researchers at Liverpool John Moores University found that urban gulls were less fearful of humans and more prone to squabbling compared to their rural counterparts. In urban areas, where food is highly contested, being assertive gets results. Gulls are often vilified in the UK press during breeding season as urban villains, swooping down to snatch your lunch or chase pedestrians. This suggests that life alongside humans can sometimes favour more confrontational behaviour.

    The parallels with cats raise broader questions about how environment and genes shape behaviour. Okamoto and colleagues’ findings may reflect a trade-off. Traits linked to the short AR variant, such as greater vocalisation or assertiveness, might offer advantages in gaining human attention in uncertain or competitive settings. But these same traits may also manifest as aggression, suggesting that domestication can produce a mix of desirable and challenging traits.

    It’s worth bearing in mind that this kind of variation between individuals is fundamental to the evolution of species. Without variation in behaviour, species would struggle to adapt to changing environments. For cats, this means there may be no single ideal temperament, but rather a range of traits that prove useful under different domestic conditions.

    From cats to gulls, life alongside humans doesn’t always produce gentler animals. Sometimes, a little pushiness pays off.

  • MIL-OSI Global: A border conflict may cost the Thai prime minister her job

    The fate of Thailand’s prime minister, Paetongtarn Shinawatra, is hanging in the balance after only ten months in office. A recent flare-up in a historical border conflict between Cambodia and Thailand could become her ultimate undoing.

    Paetongtarn has been criticised for her handling of the conflict after tensions escalated in May when a Cambodian soldier was killed in a fire exchange with Thai troops.

    One of Paetongtarn’s sore points is the longstanding close relationship between her father Thaksin Shinawatra and the former Cambodian prime minister and current president of the Senate, Hun Sen.

    Thaksin spent 15 years in self-imposed exile after he was ousted as Thailand’s prime minister in a 2006 military coup. Hun Sen enabled Thaksin to use Cambodia as a frequent base for meeting political allies during his exile. He even named Thaksin his special advisor.

    Following Thaksin’s return to Thailand in August 2023, after which he spent six months in detention, Hun Sen visited Thaksin within days of his release on parole. This further buttressed the relationship between the two.

    Conservative Thais have used this closeness to criticise Paetongtarn and her government for being “too soft” in their dealings with Cambodia. But things turned particularly ugly on June 18 when an audio recording of Paetongtarn’s 17-minute phone call with Hun Sen was leaked via his official Facebook page.

    In the recording, Paetongtarn refers to Hun Sen in familial terms as “uncle” and offers to “take care of” anything he might want in exchange for a peaceful resolution to the border conflict.

    She also disparages a senior Thai army general, Lt Gen Boonsin Padklang, who oversees the border region. This is a dangerous move in a country where the military has considerable political clout and a history of successful military interventions against the Shinawatras.

    The leak has had a chilling effect on the close personal relations between the Shinawatras and Hun Sen. Its domestic effects have also been nothing short of disastrous for Paetongtarn.

    It came at a time of deteriorating relations between Paetongtarn’s Pheu Thai party and Bhumjaithai, its largest coalition partner. Bhumjaithai used the leaked audio recording to exit the ruling coalition on June 18, leaving Paetongtarn with a slim governing majority amid a major political crisis.

    She is now facing a string of popular protests from across the political spectrum and mounting calls by the opposition to resign.

    Paetongtarn has issued a public apology and arranged a call with Boonsin to explain her conversation with Hun Sen. On June 20, she also made a hasty trip to the border area to appear alongside Boonsin in a show of unity.

    But none of these actions are likely to repair the damage. Paetongtarn now has three options.

    Paetongtarn’s three options

    Her first option is to dig in and continue as prime minister, a path she seems to have settled on for now. This won’t guarantee her long-term survival. Her coalition, which has been cobbled together on the back of political necessity and controversial dealmaking rather than loyalty and shared policy agendas, is still fragile.

    In the wake of Bhumjaithai’s exit, other coalition partners held internal party meetings to discuss whether to follow suit or continue to stick with the embattled prime minister. For now, all remaining coalition partners have pledged their support, probably in exchange for some of the cabinet positions left vacant by Bhumjaithai.

    The current cabinet reshuffle, due to be unveiled by June 27, might paper over the coalition cracks. But it won’t resolve all problems. At least three MPs from the Democrat party, Pheu Thai’s third-largest coalition partner, have signalled they would resign should their party stick with Paentongtarn.

    Pheu Thai’s new largest coalition partner, the ultra-conservative United Thai Nation (UTN) party, might also cause further trouble.

    The party was initially set to push for Paentongtarn’s resignation in exchange for preserving the coalition arrangements. This ultimately did not happen, but Paetongtarn cannot rest on her laurels. UTN is internally fractured, and one faction’s exit could destabilise the entire government.

    Even if Paetongtarn manages to keep the coalition together, she could still be brought down by legal means. Several Bhumjaithai-aligned senators have lodged respective petitions with the Constitutional Court and the National Anti-Corruption Commission to investigate Paetongtarn for ethical misconduct.

    This could lead to her impeachment and eventual dismissal, as in the case of her predecessor, Srettha Thavisin. Other legal challenges are also mounting.

    And then there is always the possibility of another coup. The military brought down the governments of Paetongtarn’s father and later her aunt Yingluck in 2014.

    Paetongtarn’s second option is to resign, making way for parliament to select a new prime minister. The selection would have to be made from a list of prime ministerial candidates submitted to the Election Commission before the 2023 election.

    Pheu Thai originally fielded three prime ministerial candidates, the maximum number permitted by law. With Srettha and Paetongtarn out of the game, Chaikasem Nitisiri would be Pheu Thai’s only prime ministerial option.

    However, Chaikasem is rumoured to suffer from a long-term ill health, and Pheu Thai would still need to muster sufficient support from its coalition partners. This could prove difficult as UTN is one of the only coalition parties left that still has a viable prime ministerial candidate. It could use this situation to try and take over the premiership.

    Under the third option, Paetongtarn could dissolve parliament and call a snap election. This is perhaps her least attractive option.

    The People’s party, the progressive successor of the Move Forward party that beat Pheu Thai to first place in the 2023 election, is enjoying a considerable surge in popularity. Going to the polls could prove too risky, not only for Pheu Thai but also for the entire conservative establishment.

    None of these options are particularly promising, but they carry an important lesson about the volatility of political dealmaking. Whether Paetongtarn and – more crucially – her father will learn this lesson remains to be seen. In the meantime, all eyes will be on Thailand and the country’s military.

    A superb century from Ben Duckett helped steer England to a sensational five-wicket win in the first test against India after a thrilling day five on Tuesday, the hosts reaching a target of 371 — the 10th highest successful run chase in test history.

    Having turned the match on its head at Headingley after India had been 430-3 in their first innings, England appeared to be cruising to a dramatic win as openers Duckett and Zak Crawley eased their side to lunch on 117-0 in their second innings.

    Duckett continued his imperious form with another four through the covers to reach his sixth test hundred, before Crawley fell for 65, their 188-run partnership the second highest England opening fourth-innings stand in tests.

    Two wickets in two balls — Duckett and Harry Brook — dragged India back into the enthralling contest and when Ben Stokes fell for 33 attempting an ambitious reverse sweep, England’s hopes of victory lay precariously in the balance.

    Joe Root’s unbeaten 53 calmed the nerves around his home ground, with the former skipper and Jamie Smith, who hit a six to seal victory, seeing England home as India, having scored five centuries in the match, somehow contrived to start the five-test series in defeat.

    Support for Windows 10 ends in October—Here’s what you need to know

    As technology evolves, phasing out older operating systems and upgrading to newer versions is a natural part of the lifecycle—one that helps ensure you have the latest security features and innovations. Windows 10 launched in July 2015, and after nearly a decade, support will end on Oct. 14, 2025.

    Here’s what that means:

    • Microsoft will no longer provide security and feature updates and technical support for Windows 10 PCs. While these devices will continue to function, they will no longer receive regular security updates, making them more vulnerable to cyber threats, such as malware and viruses.
    • Companies and organizations that operate Windows 10 may find it challenging to maintain regulatory compliance with unsupported software.
    • Applications running on Windows 10 may no longer be supported, as the platform is no longer receiving feature updates. As a result, some apps may experience decreased functionality.
    • Microsoft 365 Appsi running on personal and commercial Windows 10 PCs will continue receiving security updates until Oct. 10, 2028, and feature updates through August 2026.ii These updates are intended to help ease customers’ transition to Windows 11 and will be delivered through standard update channels. These updates do not include technical support.
    • Microsoft will continue to provide Security Intelligence Updates for Microsoft Defender Antivirus on Windows 10 through October 2028.

    Windows 10 Extended Security Updates: A bridge to your Windows 11 experience 

    We understand that moving to a new PC can take time, and we’re here to support you every step of the way. The Windows 10 Extended Security Updates (ESU) program is designed to help keep your Windows 10 PC protected after support ends on Oct. 14, 2025. ESU delivers monthly critical and important security updates to help you stay secure during the transition. However, it’s not meant to be a long-term solution—it doesn’t include new features, non-security updates, design change requests or technical support.

    As we shared last October, for the first time ever, you can enroll your personal Windows 10 PC in the ESU program and receive critical and important monthly security updates for one year after support ends in October. Today, we’re introducing additional free enrollment options and the simple steps to get started.

    Extended Security Updates for Windows 10:

    • For individuals: An enrollment wizard will be available through notifications and in Settings, making it easy to enroll in ESU directly from your personal Windows 10 PC. Through the enrollment wizard, you’ll be able to choose from three options:
      • Use Windows Backup to sync your settings to the cloud—at no additional cost..
      • Redeem 1,000 Microsoft Rewards points—at no additional cost..
      • Pay $30 USD (local pricing may vary).

    Once you select an option and follow the on-screen steps, your PC will automatically be enrolled. ESU coverage for personal devices runs from Oct. 15, 2025, through Oct. 13, 2026. Starting today, the enrollment wizard is available in the Windows Insider Program and will begin rolling out as an option to Windows 10 customers in July, with broad availability expected by mid-Augustxiii.

    • For commercial organizations: Organizations can subscribe to ESU for $61 USD per device to receive monthly critical and important security updates for one year. The subscription can be renewed annually for up to three years, with the cost increasing each yearix. Enrollment is available today through the Microsoft Volume Licensing Program and will be offered by Cloud Service Providers starting Sept. 1.
    • For cloud and virtual environments: Windows 10 devices accessing Windows 11 Cloud PCs through Windows 365 or Virtual Machines are entitled to ESU at no additional cost and will automatically receive security updates with no extra steps required.

  • MIL-OSI Security: Southern Ute Tribal Member Sentenced to 18 Years in Prison for Abusive Sexual Contact with Children

    DURANGO – The U.S. Attorney’s Office for the District of Colorado announced that Kalin Burton Goodtracks, age 36, of Ignacio, Colorado, was sentenced to 18 years in federal prison, followed by 25 years of supervised release, and ordered to pay a Justice of Victims of Trafficking Act (JVTA) assessment of $10,000, after pleading guilty to two charges of Abusive Sexual Contact of a Child in Indian Country.

    According to the plea agreement, on separate incidents in 2019, Goodtracks sexually abused two minors under the age of 12 who were under his supervision. He committed the offenses at his home on the Southern Ute Indian Reservation. Both children were related to Goodtracks.

    “Mr. Goodtracks deserves to spend a long time in federal prison because he preyed upon children he was supposed to protect,” said United States Attorney Peter McNeilly. “Pursuing justice for the most vulnerable in Colorado—and especially our children—remains one of our top priorities.”

    “This case is a clear reminder that those who exploit children — including those on tribal lands—will find no safe haven from justice, no matter where they are,” said FBI Denver Special Agent in Charge Mark Michalek. “These predators pose a serious threat to the safety of our communities and the FBI will aggressively pursue anyone who targets children.”

    United States District Court Judge Gordon P. Gallagher sentenced the defendant on June 16, 2025.

    The Indian Embassy in Iran on Tuesday evening announced that it is gradually winding down the evacuation exercise initiated during the recent military conflict in the region, following the announcement of a ceasefire.

    “The Embassy has closed the contact desk that was opened to register new names for evacuation. At the same time, the Government of India is keeping a close watch on the evolving situation and will reassess its strategy in case there is a renewed threat to the security of Indian nationals in Iran,” the Embassy posted on X.

    It advised Indians in other parts of Iran who were planning to travel to Mashhad for evacuation to remain where they are and continue monitoring the news, along with any updated advisories issued by the Embassy.

    “Those Indians who have already travelled to Mashhad in the last few days and are staying in one of the hotels arranged by the Embassy are requested to shift to Sadr Hotel today itself, as the Embassy will be releasing rooms in the other hotels. The Embassy will retain rooms at Sadr Hotel for two more nights (until checkout time on June 26). This will also allow citizens time to assure themselves that the security situation in Iran is indeed returning to normal,” the statement added.

    The Embassy also noted that Indian citizens needing advice, assistance, or having any special requirements may continue to reach out via the official Telegram channel or the helplines provided earlier. These communication channels will remain active for the next few days.

    Giving top priority to the safety and security of Indian nationals abroad, the Government of India had launched Operation Sindhu to evacuate its citizens from Iran as tensions escalated due to the conflict between Iran and Israel.

    As part of the operation, the Indian Embassy evacuated 110 Indian students from northern Iran, assisting them in safely crossing into Armenia on June 17. The students travelled by road to the Armenian capital, Yerevan, under the supervision of Indian missions in Iran and Armenia, before boarding a special flight to New Delhi.

    On Tuesday, Indian nationals evacuated from Iran on a special flight arrived in New Delhi from Mashhad.

    Minister of State for External Affairs Pabitra Margherita received 281 Indians, along with three Sri Lankans and two Nepalese nationals evacuated from Iran. They arrived in New Delhi on a special flight from Mashhad, raising the total number of evacuees brought home from Iran under Operation Sindhu to 2,576.

    India also launched the Israel leg of Operation Sindhu on June 23, repatriating several groups of Indian nationals from Israel. So far, 594 Indians have returned from Israel as part of the mission.

    30 Local Leaders Join Two New Energy to Communities (E2C) Peer-Learning Cohorts on Electricity Load Growth and Utility Engagement


    The National Renewable Energy Laboratory (NREL) is excited to announce the 30 local participants across 25 states, territories, and Tribes selected for two new Energy to Communities (E2C) peer-learning cohorts, managed on behalf of the U.S. Department of Energy (DOE).

    These cohorts will bring together local leaders, energy experts, and community organizations to tackle critical challenges related to electricity load growth, grid impacts, and electric utility partnerships. From July to December, the 15 participants in each cohort will convene monthly to learn from energy experts—and each other—about best practices, strategies, and tools for addressing these energy topics.

    The “Navigating Electricity Load Growth and Associated Utility Grid Impacts” cohort will focus on strategies for adapting to increasing electricity demand driven by emerging industries such as artificial intelligence and data centers. Participants will explore how grid infrastructure can evolve to meet new economic opportunities while maintaining reliability and resilience.

    The “Engaging With Electric Utilities for Successful Local Partnerships” cohort will equip local leaders with knowledge on electric utility regulation, core functions, and business models. Participants will gain insights into collaborative approaches for working effectively with electric utilities, fostering innovation, and advancing policies that support local energy needs.

    Participants from more than 200 communities have already participated in E2C peer-learning cohorts for educational resources, case studies, analysis and modeling tools, templates, trainings, and facilitated collaboration.

  • MIL-OSI Security: Wakpala Man Sentenced to Nearly Six Years in Federal Prison for Assault and Burglary of a Home Within the Standing Rock Reservation

    ABERDEEN – United States Attorney Alison J. Ramsdell announced today that U.S. District Judge Charles B. Kornmann has sentenced a McLaughlin, South Dakota, man convicted of First Degree Burglary and two counts of Assault with a Dangerous Weapon. The sentencing took place on June 16, 2025.

    Francis Lee Dubray, age 35, was sentenced to five years and ten months months in federal prison, followed by three years of supervised release, and ordered to pay a $300 special assessment to the Federal Crime Victims Fund.

    Dubray was indicted by a federal grand jury in September 2023. He was found guilty on October 24, 2024, following a three-day federal jury trial.

    Shortly after nightfall on July 5, 2023, Dubray and two co-defendants went to a woman’s home in McLaughlin, South Dakota, within the Standing Rock Sioux Indian Reservation, to assault a man they believed had inappropriately touched a girl. As the woman yelled at them to go away, one of the co-defendants kicked in her front door. Dubray’s co-defendants rushed into the house while Dubray stood on the stoop, hollering and chastising the woman for allowing the man to stay in her house. Although the man they came to find was passed out, Dubray’s co-defendants repeatedly kicked him in the face and struck him with a bar while the woman pleaded for them to stop. The victim incurred a broken nose and shattered orbital and sinus bones in the assault. He still struggles with his vision and headaches today.  As Dubray’s co-defendants left the home, one of them knocked the woman to the floor. As she crawled toward the front door, Dubray kicked her in the face, then fled with his companions.

    This matter was prosecuted by the U.S. Attorney’s Office because the Major Crimes Act, a federal statute, mandates that certain violent crimes alleged to have occurred in Indian country be prosecuted in federal court as opposed to State court.

    This case was investigated by the FBI and the Bureau of Indian Affairs – Office of Justice Services. Assistant U.S. Attorney Carl Thunem prosecuted the case.

    Dubray was immediately remanded to the custody of the U.S. Marshals Service.

    “America desperately needs digital asset legislation that promotes responsible innovation and protects consumers,” said Lummis. “While the European Union and Singapore have established clear regulations, the U.S. continues to sit on the sidelines while the digital asset industry seeks greener pastures. That changes today. I am partnering with Chairman Scott to provide principles for market structure legislation to finally draw the line between a security and a commodity and ensure the U.S. remains at the helm of global financial advancement.” 

    “Since taking over as Chairman, I’ve led a new approach to digital assets regulation, and we’ve delivered results for the industry and the American people,” said Scott.  “We have more work to do, and I look forward to building on the success of the GENIUS Act and advancing market structure legislation here in the Senate.     The market structure principles state:

    Legislation Should Clearly Define the Legal Status of Digital Assets

    • A clear, economically rational line distinguishing digital asset securities from digital asset commodities should be fixed in statute, contemplating existing law and providing predictability, enhanced legal precision, and much-needed regulatory certainty.

    Jurisdiction Should Be Clearly Allocated Among Regulators

    • The authority of the Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) should be clearly allocated in statute, preventing either from emerging as an all-encompassing regulator.
      • The SEC’s authority should extend to, for example, initial fundraising transactions, disclosures and transactions in tokenized securities; and
      • The CFTC should be granted new spot authority focused on market conduct, which should not extend to digital assets that are securities.
    • Legislation should acknowledge that not all distributed ledger technology should be regulated by the SEC and CFTC.
      • Legislation should recognize the different risks and benefits between centralized firms, decentralized finance protocols, and non-custodial software platforms.
      • For similar reasons, self-custody of digital assets should be explicitly preserved.
      • Likewise, the use of distributed ledger technology and smart contracts for other, non-financial purposes, such as to manage health data, should fall outside the jurisdiction of the SEC and CFTC.

    SEC and CFTC Regulation Should be Modernized to Foster Innovation

    • Federal securities and commodities laws should be modernized to account for the unique nature of digital assets and distributed ledger technology.
      • A new SEC exemption for certain digital asset fundraising should be included in legislation.
      • The SEC should revisit its burdensome registration requirements for digital asset issuers, and instead provide a clear, appropriately tailored pathway to compliance for good faith, innovative actors.
      • Clear, pro-innovation principles regarding the trading of digital assets on the secondary market should be established.
        • These principles should consider whether digital asset securities may be traded alongside digital asset commodities, and whether traditional securities or commodities should be traded alongside digital asset securities or commodities, respectively.
    • Legislation, as well as SEC and CFTC rules, should not apply principles designed for centralized firms to decentralized protocols.
      • Tokenization should be recognized as an evolution of financial infrastructure that enhances efficiency, transparency, and liquidity, rather than a fundamental change to the nature of the underlying asset.

    Regulation Should Protect Those Who Purchase or Trade Digital Assets

    • Centralized digital asset intermediaries should be subject to innovation-friendly registration and risk management requirements similar to that of other centralized intermediaries today.
      • Requirements could include illicit finance compliance, clear and right-sized capital, custody and segregation requirements, and appropriate enforcement authority.
    • Legislation should also ensure that customer funds are protected during bankruptcy.

    Illicit Finance Measures Should Be Targeted and Pro-Innovation

    • A small, common-sense package of measures directed at preventing money laundering and sanctions evasion with digital assets should be included.
    • Potential provisions can and should be targeted and pro-innovation. This could include requiring the adoption of examination standards and clarifying that the Bank Secrecy Act and International Emergency Economic Powers Act (IEEPA) extends to entities abroad with U.S. touchpoints.
    • Reforms should also consider the ways digital assets and distributed ledger technology can improve transparency, efficiency, and the detection of illicit activity, including money laundering.

    Federal Financial Regulators Should Welcome Responsible Innovation

    • Federal financial regulators should take common-sense steps to respond to responsible innovation, including potentially through increased use of no-action guidance, sandboxes, safe harbors, coordination, and appropriate application requirements.
    • Federal financial regulators should provide clear guidance affirming that many crypto-related activities are permissible for banks and other financial institutions, provided they do not threaten the safety and soundness of the institution.
    • Clear guidance will also improve and better enforcement by establishing well-defined rules and expectations, fostering accountability, and enabling consistent application of regulations, leading to better understanding and compliance.

    Moscow, June 24 (Xinhua) — China is acting as a “peace broker” in the Ukrainian crisis and is making efforts to facilitate peace talks, Chinese Ambassador to Russia Zhang Hanhui said in a written interview with the Russian newspaper Izvestia on Monday.

    “Since the comprehensive escalation of the Ukrainian crisis, China has been acting as a ‘peace broker’ and has been making consistent efforts to end the fighting and facilitate peace talks,” he said.

    The Chinese ambassador stressed that China’s position on the Ukrainian issue is consistent and clear: the sovereignty and territorial integrity of all states must be respected, the purposes and principles of the UN Charter must be observed, reasonable security concerns of all countries must be taken seriously, and all efforts for a peaceful settlement deserve support. “This is the authoritative position and fundamental principle of the Chinese side on the Ukrainian issue,” the ambassador explained, adding that China welcomes and supports all efforts aimed at achieving peace, and will continue to take an objective and fair position, promote consensus building and create conditions for resolving the crisis.

    According to Zhang Hanhui, Li Hui, the special representative of the PRC government for Eurasian affairs, has already conducted four rounds of “shuttle diplomacy,” covering four continents – Asia, Africa, Europe and Latin America. He visited both the parties to the conflict – Russia and Ukraine – and key European countries, including France and Germany. In addition, deep exchanges of views were held with countries of the Global South, such as Turkey, Saudi Arabia, Brazil, Indonesia and South Africa. “These efforts have received wide approval and high praise from the international community, including Russia,” the diplomat noted.

    In addition, in 2024, China and Brazil jointly established the Friends of Peace platform through the UN to seek ways to peacefully resolve the Ukrainian crisis, and several meetings have already been held.     The Chinese ambassador acknowledged that the causes of the Ukrainian crisis are complex. He recalled the Chinese proverb that “a meter-thick layer of ice does not form in a day,” so “melting” it also takes time. “The end point of any conflict is the negotiating table. The Chinese side welcomes the holding of direct talks between Russia and Ukraine in Istanbul and hopes that all parties can reach a fair, sustainable, binding and mutually acceptable peace agreement through dialogue and negotiations,” he said.

    Zhang Hanhui pointed out that following the direct talks in Istanbul, Russia and Ukraine reached agreements on issues such as prisoner exchange, which created favorable conditions for establishing peace and was an important step forward.     Union Minister for Road Transport and Highways Nitin Gadkari on Tuesday said that the government has drawn up plans to build tunnel projects worth Rs 2.5–3 lakh crore over the next 10 years as part of the country’s infrastructure development.

    Speaking at the inauguration of the International Workshop on ‘Sustainable Tunnelling for Better Life’ at MIT World Peace University (MIT-WPU), the minister said, “India is entering a golden era of infrastructure development, with tunnels playing a crucial role in connectivity, safety, and sustainability.”

    Gadkari highlighted the need to reduce construction costs without compromising quality. “That means using new technologies and sustainable fuels like CNG, ethanol, hydrogen, and electric alternatives to diesel. We should also refurbish old tunnelling machines, import used ones from European countries like Austria, Norway, and Spain, and eventually manufacture our own,” he explained.

    The minister pointed out that India’s geology varies by region, so research and training are essential. Industry experts and experienced engineers should guide students alongside faculty.

    “My ministry is ready to support this initiative with equipment and training. Together, with innovation, research, and commitment, we can make India self-reliant in tunnelling technology and infrastructure development,” Gadkari said.

    He also lauded MIT-WPU for taking the first step towards research in sustainable tunnelling technology, which is the need of the hour for a developing country like India.

    Earlier, Gadkari inaugurated the International Workshop on ‘Sustainable Tunnelling for Better Life’ at MIT-WPU. The two-day event was organised in collaboration with the International Tunnelling and Underground Space Association’s Committee on Education and Training (ITA-CET).

    The workshop brought together global experts from India, Europe, the UK, and the US.

    A key highlight of the event was the inauguration of the Centre of Excellence for Tunnelling and Underground Construction at MIT-WPU — India’s first-of-its-kind facility featuring a Tunnel Monitoring Laboratory and a Drilling and Blasting Laboratory. The Centre of Excellence, set up in collaboration with Sandvik and Tata Projects Ltd, aims to support advanced research and training in underground construction technologies.

    The workshop featured technical sessions, keynote addresses, and panel discussions led by eminent experts such as Arnold Dix (Past President, International Tunnelling Association) and other noted figures in the field.

    Dix said, “This Centre of Excellence is of global importance, as it addresses the disconnect between engineering expertise and practical skills. Too often, young workers are placed at risk because they lack the training needed to safely construct what has been so carefully designed.”

    Addressing the “Aapatkaal Ke 50 Saal” programme, Shah said, “It has been 50 years in the documents, but even today, the wound in the hearts of crores of Indians inflicted by the tyranny of the Congress remains as fresh as it was during the Emergency.”

    Shah said that during the Emergency, the entire country was turned into a prison. Everyone was thrown into jail, and no one was given a chance to be heard. The judiciary, executive, legislature, media, and artists were all enraged but unable to react, he added.

    Leaders like George Fernandes and Acharya Kripalani were jailed without any explanation, he added.

    “Some people question the benefits of remembering an incident that took place 50 years ago, but I insist that this exercise is a powerful means to guard against the return of such dark days,” he said.

    “An event that shook the foundation of a democratic nation and represented a dictatorial mindset must be remembered to prevent its supporters from rearing their heads again,” Shah added.

    “It took 21 months for democracy to return after the imposition of the Emergency. Therefore, I call the night of June 24, 1975, the longest night ever in the country as it ended with the lifting of the Emergency,” Shah said.

    The Constitution—which guaranteed citizens civil liberties, laid down judicial practices, and took over two years to draft with 1,100 hours of debate—was dismissed by the “Kitchen Cabinet’s declaration” in one minute, he added.

    “A democratic nation’s multi-party system was sacrificed on the altar of a dictator’s ego. Imagine being turned into a dictator’s slave from a citizen overnight. Imagine a media person being branded anti-national overnight. Imagine a student — the future of the nation — being treated as a threat to the establishment”.

    “Even social workers were jailed for being a threat to the nation,” he added, noting that 1.1 lakh people were jailed.

    Today ageas SA/NV successfully placed its inaugural debt securities in the form of GBP 400 million Senior Fixed Rate Notes (the “Notes”) maturing in December 2028 and with a first call date in September 2028. The issuance generated substantial interest from UK institutional investors.

    China audit: Foreign Secretary’s statement

    The Foreign Secretary made a statement to the House of Commons, updating members on the government’s approach to China following the cross-Whitehall audit.

    With permission, Madam Deputy Speaker, I will make a statement on the China audit.  

    China’s rise has shaped the geopolitical landscape. Over the past decade, their military expenditure doubled. Their armed forces became the world’s largest. They established dominance over most critical mineral supply chains. They pursued relentless innovation in electric vehicles, AI and even space travel.

    And over this same period, China has delivered a third of global economic growth, becoming the world’s second largest economy. And, together with Hong Kong, the UK’s third largest trading partner.

    Madam Deputy Speaker, not engaging with China is therefore no choice at all. Chinese power is an inescapable fact.

    After what the Intelligence and Security Committee in 2023 described as a “completely inadequate” approach over the past decade to dealing with China’s “size, ambition and capability”, we must now look at the facts.

    Madam Deputy Speaker, this Government conducted an audit of our most complex bilateral relationship to deliver a long-term strategy – moving beyond cheap rhetoric to a data-driven, cross-government approach. I would like to thank the hundreds who contributed – Honourable Members of course, experts, businesses, diaspora communities, Devolved Governments, and close allies.

    Madam Deputy Speaker, the audit is less a single act, than an ongoing exercise which will continue to guide the UK’s approach to China.

    It informed the Government’s Strategic Defence Review, which assessed China was a “sophisticated and persistent challenge”. It informed the National Security Strategy, published today, which sets out China’s impacts on each strategic pillar of our UK national security. And it has steered our Trade and Industrial Strategies, which analysed where greater engagement is possible – given the important role China can play in delivering UK growth.

    Madam Deputy Speaker, Honourable Members will understand that much of the audit was conducted at high classification, and most of the detail is not disclosable without damaging our national interests. I am therefore providing a broad summary of its recommendations today, in a manner consistent with that of our Five Eyes partners.

    Madam Deputy Speaker, on security, the audit described a full spectrum of threats – from espionage and cyber-attacks, to the repression of Hong Kongers, and attacks on the rules-based order. It made clear that our protections must extend more widely than they currently do, from the security of this House, to our critical national infrastructure.

    Honourable Members will again recognise that disclosing the detail of these responses would undermine their effectiveness.

    But I can confirm that, following the audit, we are investing £600 million in our intelligence services. We are updating our state threats legislation, following Jon Hall’s review. We are strengthening our response to transnational repression, introducing training for police and launching more online guidance to support victims.

    We are launching, as announced in the Industrial Strategy, a 12-week consultation on updating the definitions covering the 17 sensitive areas under the National Security and Investment Act. And we are working bilaterally with China to enhance intelligence flows related to illicit finance specifically, organised immigration crime and scam centres, using National Crime Agency capabilities.

    Madam Deputy Speaker, on global security, the audit underlined the extent of Beijing’s support for the Kremlin. The Government has already tripled the number of Chinese entities sanctioned for equipping Russia’s illegal war. And we will continue to confront that.

    The audit reiterated that our approach to China must stay rooted both in international law and deterrence. We will continue to confront China’s dangerous and destabilising activity in the South China Sea, which I saw for myself when I visited the Philippines.

    And we will continue to work with our regional partners to support freedom of navigation and call out China’s abuses. We will double down on AUKUS.

    We will not change our longstanding position on Taiwan, while sustaining unofficial but vibrant ties with Taiwan on trade, on education and innovation. We will also never shy away from shining a spotlight on human rights, notably the situations in Xinjiang and Tibet.  

    While on Hong Kong, we will insist that China honours its commitments under the Sino-British Joint Declaration, including by repealing the National Security Law and releasing Jimmy Lai.

    Madam Deputy Speaker, the audit made clear that our approach will always be guided by the UK’s long-term economic growth priorities. It provided ample evidence of the extent to which our economies are intertwined.

    China is our third biggest trading partner. Our universities’ second-largest source of international students. China will continue to play a vital role in supporting the UK’s secure growth.

    But over the past decade, we have not had the structures, either to take the opportunities, or protect us from the risks which those deep links demand. Businesses told us time and again that they have lacked senior political engagement. Lacked adequate government guidance.

    We have already begun to develop new structures. Regular Economic and Financial Dialogues, with my Right Honourable Friend the Chancellor setting us on course to unlock £1 billion of economic value for the UK economy, and positioning the UK’s world leading financial sector to reflect China’s importance to the global economy.

    Joint Economic and Trade Commissions, and Joint Commission Meetings on science. We will also launch a new online hub bringing together detailed and specific business advice.

    And the forthcoming Trade Strategy will set out how we will support British firms to enhance links with China’s vast and growing consumer market, as well as assess new tools to keep goods made by forced labour anywhere in the world off Britain’s high streets.

    Madam Deputy Speaker, the audit recognised that China’s global role does not fit into simple stereotypes. China is the world’s biggest emitter, but also the biggest producer of renewables. It offers $80 billion towards development annually. And China is the UK’s second largest research collaborator – 11% of British research output included Chinese authors.

    So, the audit was clear. The UK must develop new dialogues with China on issues like climate, development, global health and science, as well as on trade. In doing so, we are driving our long-term interests and creating secure opportunities for UK plc.

    Madam Deputy Speaker, we cannot deal with China’s complexity, unless we improve our capability to understand it – for our national security and for secure trade and growth.

    The audit showed that [political content redacted] there was a profound lack of confidence in how to deal with China, and a profound lack of knowledge regarding China’s culture, its history and – most importantly – its language.

    Madam Deputy Speaker, over the past year I have found that far too few mandarins speak Mandarin. We are already taking action to address this. Introducing a new China Fast Stream in the FCDO. Creating an FCDO global China network. Training over 1000 civil servants on China policy in the past year.

    Enhancing these capabilities still further will be a core focus for the £290 million FCDO Transformation Fund, announced in the National Security Strategy by my Honourable Friend a short time ago. The new strategy which proceeds from this audit will ensure that the Government examines the full spectrum of interests in its decision-making processes [political content redacted].

    Madam Deputy Speaker, anyone expecting a simple prescription on China is not living in the real world. The audit has painted a complex picture, but it has provided us with a clear way forward.

    The UK’s approach to China will be founded on progressive realism: taking the world as it is, not as we would wish it to be. Like our closest allies, we will cooperate where we can and we will challenge where we must.

    Never compromising on our national security. Recognising the complexity of the world as it is. Engaging confidently, carefully and pragmatically. Delivering secure growth. These are the hallmarks of grown-up government, acting in the long-term national interest.

    Schools have the responsibility to play a good gate-keeper role and enhance the sensitivity of teachers and students to national security, the Education Bureau said today in response to media enquiries.

    Whilst safeguarding national security is the Government’s responsibility as well as the obligation of the whole community of Hong Kong, the bureau noted that safeguarding national security is also part and parcel of the routine school work in promoting national security education.

    The bureau also said it has adopted a “multipronged and co-ordinated” approach to strengthen students’ understanding of Chinese culture, the Constitution and the Basic Law, and their awareness of law-abiding in promoting patriotic education.

    Detailed administrative and educational guidelines have been issued to schools, requiring them to establish school-based mechanisms and formulate appropriate measures according to their own circumstances and needs to implement various tasks related to safeguarding national security and national security education.

    In addition, the bureau provided schools with an updated “National Security: School Self-evaluation Checklist” in April, which sets out suggestions of refinement and good practices of different areas of work, covering national security work planning, monitoring mechanisms, learning and teaching and related resources, school activities, personnel management and training, and home-school co-operation, in order to effectively prevent and suppress acts and activities that endanger or are detrimental to national security.

    The bureau remarked that schools offering non-local curricula also have the responsibility to help their students, regardless of their ethnicity and nationality, acquire a correct and objective understanding and appreciation of the concept of national security and the National Security Law as well as the duty to cultivate a law-abiding spirit among their students. It elaborated that these schools should devise and continuously review relevant strategies and measures in light of their school-based circumstances and needs, with a view to maintaining a safe and orderly learning environment and promoting students’ effective learning and healthy development.

  • The Emergency in India: A historical overview

    The Emergency in India, declared on 25 June 1975 and lasting until 21 March 1977, was one of the most controversial periods in the nation’s history. It was proclaimed under Article 352 of the Constitution on the grounds of internal disturbance and had profound legal, political, and social implications.

    Lead-Up to the Emergency

    In the early 1970s, political unrest began to grow across the country. Opposition to the then government increased, especially in states like Bihar and Gujarat, where Jayaprakash Narayan led a series of protests. Issues like student-led agitations, unemployment, rising inflation and allegations of corruption fueled public dissatisfaction. 

    On 12 June 1975, the Allahabad High Court found then Prime Minister Indira Gandhi guilty of misusing government machinery in her 1971 Lok Sabha campaign. The court disqualified her for six years under the Representation of the People Act, 1951. This ruling was triggered by a petition from Raj Narain, a socialist leader who had contested against Ms. Gandhi in Rae Bareli. 

    The Supreme Court granted a conditional stay allowing her to continue as Prime Minister and attend Parliament, but prohibited her from voting. Political pressure mounted with public calls for her resignation.

    Declaration of Emergency

    On 25 June 1975, President Fakhruddin Ali Ahmed declared the Emergency under Article 352, citing threats of internal disturbance. The government released a press note accusing Jayaprakash Narayan and other opposition leaders of provoking unrest against police and the armed forces. This was India’s third Emergency after those declared during wars with China in 1962 and Pakistan in 1971. However, this was the first time an Emergency was declared in peacetime. 

    At the time, Article 352 permitted the President to proclaim an Emergency on three grounds — war, external aggression, or internal disturbance. The phrase “internal disturbance” was later amended to “armed rebellion” by the 44th Constitutional Amendment in 1978.

    Legal Measures and Suspension of Rights

    Following the proclamation, civil liberties were severely curtailed. On 27 June 1975, Articles 358 and 359 were invoked. Article 358 suspended protections under Article 19, stripping citizens of their freedoms of speech, expression, assembly and movement. Article 359 allowed the government to suspend the enforcement of fundamental rights under Articles 14, 21 and 22, which guaranteed equality, life and personal liberty, and protection against detention. Citizens could not approach courts for relief. Opposition figures such as Jayaprakash Narayan, Morarji Desai, Atal Bihari Vajpayee, and L.K. Advani were arrested under the Maintenance of Internal Security Act (MISA). The Shah Commission estimated that nearly 35,000 people were detained without trial.

    Censorship and Media Control

    Starting 26 June 1975, censorship was imposed on newspapers across India. Editors were required to submit articles and photographs to government-appointed censors before publication. On 5 July 1975, telex messages sent by foreign correspondents were also placed under strict scrutiny.

    On 20 July 1975, the Board of Film Censors was reorganised under the Cinematograph Act to monitor cinema. On 1 February 1976, four major Indian news agencies — PTI, UNI, Samachar Bharati and Hindustan Samachar — were merged into a single entity named Samachar. The Press Council of India was abolished.

    Legislative Changes

    Parliament introduced several constitutional amendments during the Emergency, consolidating central powers. The 38th Amendment barred courts from questioning the President’s decision to declare an Emergency. The 39th Amendment placed elections of the Prime Minister and Speaker of the Lok Sabha outside the scope of judicial review. The 42nd Amendment increased central authority further, gave primacy to the Directive Principles over Fundamental Rights, prohibited judicial review of constitutional amendments and curtailed the powers of the Supreme Court and High Courts. It also extended the Lok Sabha and State Assemblies’ terms from five to six years.

    Sterilisation Campaign

    A controversial part of this period was a large-scale sterilisation drive for population control. Launched in 1975, this campaign led to 26.42 lakh sterilisation procedures in 1975–76. By 1976–77, the number rose to 81.32 lakh. Over two years, a total of 1.07 crore sterilisation operations were conducted. Several states tied access to basic amenities — food rations, housing, jobs, loans — to compliance with sterilisation requirements.

    End of Emergency

    The Emergency ended on 21 March 1977. Lok Sabha elections were held between 16 and 20 March 1977, resulting in the defeat of the Congress party and the formation of the Janata Party government on 24 March 1977. Following this, the Shah Commission of Inquiry was established in May 1977 to review the abuses that occurred during the Emergency. The 44th Constitutional Amendment of 1978 was subsequently enacted to restrict future abuse of Emergency provisions. It replaced “internal disturbance” with “armed rebellion” as the grounds for Emergency and restored checks and balances, including judicial review.

    The Shah Commission 

    Chaired by Justice J.C. Shah, the Shah Commission investigated the Emergency’s impact. Its mandate was to probe actions between 25 June 1975 and 21 March 1977. The Commission examined misuse of power, arbitrary detentions, censorship, and sterilisation campaigns. It gathered testimonies and reviewed public records, submitting three reports between 1978 and 1979. 

    The findings revealed that as of 1 January 1975, Indian jails housed 2,20,146 prisoners despite a capacity of only 1,83,369, and over 1.26 lakh were under-trial detainees. Complaints about forced sterilisation numbered 548 for unmarried individuals; 1,774 deaths were reported as a result of these procedures. The Commission also noted that 25,962 public-sector employees were forcibly retired during the period, power supply to newspaper offices was disrupted, and court verdicts were censored. Media outlets were classified as “friendly,” “neutral,” or “hostile,” based on their editorial positions.

    The Emergency from June 1975 to March 1977 left an indelible impact on India’s democratic, constitutional and administrative institutions. Fundamental rights were curtailed, preventive detentions soared, and public freedoms were suppressed. Wide-ranging constitutional amendments and a harsh sterilisation programme defined this period. After it ended, a dedicated inquiry examined the abuses committed, and reforms were put in place to prevent a recurrence of such an Emergency without proper checks and accountability.

    In his keynote speech, the Chief Executive pointed out that under the “one country, two systems” principle, Hong Kong enjoys the advantages of being connected to both the Mainland and the rest of the world, offering an open and easy place to do business, a long and established tradition of the rule of law, and a simple and low tax regime.

    Mr Lee highlighted that as the world’s freest economy and one of the world’s top three international financial centres, Hong Kong’s global competitiveness has risen two places to rank third globally in the World Competitiveness Yearbook 2025, marking the second consecutive year of such advancement from its seventh place two years ago.

    In the recent World Investment Report released by the United Nations Trade & Development, the city has moved up to third place in terms of foreign direct investment inflows.

    Mr Lee stressed that the Government will continue to co-ordinate the practical needs of enterprises across different sectors, enabling them to develop their business overseas through Hong Kong’s multinational supply chain management centre and explore new strategic blue oceans for development.

    The event also marked the 25th anniversary of InvestHK and served as an occasion to thank businesses for their trust and support in Hong Kong’s business environment. About 350 senior representatives from companies worldwide attended.

  • MIL-OSI China: Cooperation needed to combat cybercrime threats: Malaysian official

    Stronger and more coordinated cooperation among members of the Association of Southeast Asian Nations (ASEAN) is needed to counter the rising threats of cybercrime, which have emerged as a serious and pressing challenge, Home Affairs Minister Saifuddin Nasution Ismail said here on Tuesday.

    In his opening remarks at the 25th ASEAN Senior Officials Meeting on Transnational Crime and related meetings, Saifuddin Nasution cautioned that the increasingly complex nature of cybercrime and the rapid adoption of technology by criminal networks require a proactive and timely response.

    “The rising threat of cybercrime, everything from financial scams to ransomware attacks, clearly shows us that this isn’t just a future problem; it’s a pressing issue right now,” he said.

    “Our digital defenses must evolve as fast as technology does. This means we must adopt new technologies, including using artificial intelligence responsibly, to significantly improve how we detect, prevent, and enforce against these crimes,” he said.

    Saifuddin Nasution emphasized that in today’s increasingly fragmented global environment, international cooperation remains the cornerstone of regional stability.

    He said such cooperation is not only vital in addressing shared security threats but also in preserving economic resilience and maintaining public trust in institutions, adding that ASEAN must ensure its commitment to consensus is matched by a readiness to act decisively in the face of evolving challenges.

  • MIL-OSI China: China’s poverty eradication role model for other countries: Timor-Leste president

    China’s poverty eradication efforts will serve as a role model for other countries to follow suit, Jose Ramos-Horta, president of the Democratic Republic of Timor-Leste, has told Xinhua.

    Speaking following a ceremony to mark the bestowment of an honorary professorship to him by Malaysia’s Taylor’s University here last week, Ramos-Horta also commended China’s progress in food security and the support it has extended to Timor-Leste, particularly in boosting agricultural productivity.

    During his first state visit to China last July, Ramos-Horta said, he appealed for support in improving the island nation’s poverty eradication and agricultural efforts.

    Noting “We have a strong relationship with China,” he said he believes China’s expertise can help boost Timor-Leste’s efforts in poverty reduction.

    “And in a very typical Chinese way of doing things — fast action, talk and act. (Chinese) engineers for water and infrastructure were mobilized,” he said, adding that with Chinese support, the agriculture output has increased and can go up even further.

  • MIL-OSI China: AIIB’s first decade marks a path of multilateral, sustainable development

    As the Asian Infrastructure Investment Bank (AIIB) marks its 10th anniversary, the multilateral development bank is playing an increasingly prominent role in advancing connectivity, green growth, and sustainable development across regions.

    Founded in 2015, AIIB has grown from 57 founding members to 110 across six continents, covering 81 percent of the world’s population and 65 percent of global GDP.

    Over the past decade, it has approved over 60 billion U.S. dollars in financing for 320 projects, leveraging more than 200 billion U.S. dollars in infrastructure investment.

    From electrifying rural Bangladesh to building roads in Cote d’Ivoire, AIIB-supported projects are narrowing infrastructure gaps and improving lives across continents.

    Infrastructure transforming lives

    In Padmo Para village near Dhaka, Bangladesh, local resident Najma Aktar recalls a time when her family studied by the light of a kerosene lamp. That changed in 2016, when the AIIB provided a 165 million U.S. dollar loan to upgrade the local power grid.

    As the bank’s first standalone financed investment, it brought electricity to 12.5 million rural residents, transforming their daily lives.

    By the end of 2024, AIIB has supported over 51,000 kilometers of transport infrastructure — enough to circle the Earth more than once — and benefited more than 410 million people.

    In Indonesia, AIIB supported the upgrading of urban slums, improving the lives of nearly 10 million people. In China’s Yunnan Province, airport expansion enhanced flower exports and boosted farmers’ incomes by 25 percent. In Uzbekistan, AIIB helped extend access to clean water for 660,000 residents.

    “AIIB’s concrete actions have effectively helped bridge global infrastructure investment gaps, advanced regional development, and contributed positively to global economic growth,” said Lu Feng, professor at Peking University.

    Multilateral platform for cooperation

    “AIIB was established on the principles of multilateralism and high international standards,” the bank’s president Jin Liqun told Xinhua in a recent interview, noting that these principles have enabled the bank to earn broad trust and participation across the globe.

    AIIB’s investments span not only Asia but also Africa, Latin America, and beyond, reflecting its commitment to promoting global sustainable development.

    “Asia cannot thrive in isolation,” Jin said, noting that while the bank’s primary focus is Asia, its work also supports broader cooperation that contributes to meaningful development outcomes around the world.

    Reflecting this vision, AIIB has actively expanded its global partnerships and collaborative financing efforts. It is now the largest co-financing partner of the World Bank and the Asian Development Bank, and has built partnerships with over 100 organizations, including multilateral and regional institutions, policy banks, private sector players and philanthropy foundations.

    On the capital markets side, AIIB had issued over 54 billion U.S. dollars equivalent bonds in multiple currencies as of the end of May, and has consistently maintained triple-A credit ratings from Moody’s, S&P, and Fitch. Moody’s, for instance, credited the bank’s top rating to its strong financial footing, well-performing assets, and ample liquidity.

    “AIIB has become a new model for multilateral cooperation through its innovative operations and collaborative approach,” said Bai Chong’en, dean of the School of Economics and Management at Tsinghua University, noting its flexible and pragmatic support for infrastructure development in developing countries.

    Investing in infrastructure for tomorrow

    Amid rising global challenges, AIIB is positioning itself as a future-oriented development bank that supports both traditional and digital infrastructure for the long haul.

    In 2020, the bank launched its corporate strategy themed “Infrastructure for Tomorrow,” with priorities including green infrastructure, technology-enabled infrastructure, connectivity and cross-border cooperation, and private capital mobilization.

    By 2025, at least 50 percent of its approved financing was expected to support climate-related projects, a target the bank achieved in 2022, three years ahead of schedule.

    In Cote d’Ivoire, an AIIB-financed rural road project approved in 2023 has made it easier for villagers to reach hospitals and sell cashews and cocoa, even during flood seasons. Local project coordinator Gilbert Ekpini said residents were thrilled with the changes.

    By the end of 2024, AIIB-supported projects had added 21.3 gigawatts of installed power generation capacity of renewable energy, helping to reduce nearly 30 million tonnes of CO2-equivalent greenhouse gas emissions annually.

    The bank is increasingly helping its members embrace the digital era. Last year, AIIB launched InfraTech Portal, a digital platform that shares comprehensive, neutral and free information on infrastructure technologies.

    “Artificial intelligence holds vast potential and offers developing countries an opportunity to leap ahead in their development,” Jin said.

    “That’s why our infrastructure investments must evolve with the times. We should ensure that emerging technologies like AI help narrow, but not widen, the digital divide, especially for the developing world,” he added.

  • West Asia ceasefire unravels within hours as Israel and Iran exchange strikes

    The ceasefire between Israel and Iran unraveled within hours of its announcement, as both sides launched fresh attacks and accused each other of violations. Israeli officials confirmed a strike on a radar installation near Tehran in response to three missiles reportedly fired by Iran, one at 07:06 and two more at 10:25 local time, after the truce had taken effect.

    Explosions were reported in Iran’s northern Mazandaran province, including the cities of Babol and Babolsar, prompting the activation of air defense systems. Tehran denied launching any new missiles, while Israel cited precise timings to assert Iranian non-compliance, resulting in conflicting narratives and casting doubt on the ceasefire’s enforceability. However, no further incidents were reported after U.S. President Donald Trump spoke directly with Israeli Prime Minister Benjamin Netanyahu.

    The ceasefire, brokered with Qatar’s mediation following intensive negotiations and U.S. airstrikes on Iranian nuclear facilities, had been announced by President Trump on June 23. Both Netanyahu and Iranian state media publicly acknowledged the agreement, raising initial hopes of de-escalation. However, the swift breakdown revealed fundamental disagreements over the scope and terms of the truce.

    Trump, visibly frustrated, condemned both sides: “Iran did. Israel did, too. I’m not happy with Israel. Don’t go out first hour. Not happy with Iran, either.” In a pointed warning, he added, “DO NOT DROP THOSE BOMBS. IF YOU DO IT IS A MAJOR VIOLATION. BRING YOUR PILOTS HOME, NOW!” Israeli officials later confirmed they had refrained from further attacks following Netanyahu’s call with the U.S. President.

    The breakdown of the ceasefire coincides with the opening of the NATO summit in The Hague, Netherlands, where the conflict has already overshadowed the alliance’s traditional focus on defense spending and unity. President Trump arrived at the summit just hours after announcing the truce, only to see it fall apart soon after. The renewed violence in West Asia has forced NATO leaders to address the region’s rapidly deteriorating security situation while continuing to grapple with ongoing challenges such as the war in Ukraine.

    Meanwhile, regional air traffic is gradually resuming. Air India Express announced the restart of its services to West Asia from June 24, with flights resuming today on the Delhi, Muscat route, and additional services to Muscat, Riyadh, and Jeddah from Mumbai, Kozhikode, and Jaipur. Flights to and from major UAE cities, including Dubai, Abu Dhabi, Sharjah, Al Ain, and Ras Al Khaimah,are scheduled to resume tomorrow.

    Battambang (Agenzia Fides) – The government of Cambodia has confirmed that the Thai army unilaterally closed all border crossings with Cambodia on the night of June 23. According to the Thai army, border crossings in six Thai provinces bordering Cambodia have been closed, with few exceptions for students or people receiving medical treatment. All other human or vehicle traffic is currently prohibited. The closure is the latest in a series of reprisals that have intensified since the border incident on May 28, in which a Cambodian soldier was killed in gunfire in the so-called “Emerald Triangle,” a small green area on the border between Thailand, Cambodia, and Laos.It is one of several disputed regions that both Thailand and Cambodia claim as part of their territory. The two armies accused each other of firing first. On June 7, the Thai army temporarily closed the border and then reduced its opening hours. On June 12, Cambodia announced the suspension of electricity imports and closed the international border at Daung, in Battambang province, for “security reasons.”Thailand and Cambodia are separated by a border approximately 820 kilometers long, which runs through several disputed territories. “This dispute has existed for more than a century and dates back to the time of the French colonial empire,” explains Bishop Enrique Figaredo, Apostolic Prefect of Battambang (Cambodia), in an interview with Fides.”The parties involved are basing their decision on a map from 1907, which France, which occupied Cambodia as a colonial power until 1953, first used to draw the border between the two countries. Thailand argues that the map is not binding. Cambodia has appealed to the International Court of Justice to determine the territorial ownership of four disputed territories. Thailand also does not agree to appeal to the Court,” the Prefect said.”It should be noted that this crisis,” he added, “is causing hardship and inconvenience for ordinary people. The border between Cambodia and Thailand is indeed very porous and is constantly crossed by a lively trade and workers. The closure of the border blocks the flow of people and goods, so vital to social, economic, and cultural life.” Bishop Figaredo says that many people in the province of Battambang, the territory of his apostolic prefecture, are affected by these flows. “The local people are experiencing this phase with great disappointment, surprise, and confusion,” he notes. “There are also hundreds of displaced people, people stuck on the other side of the border who cannot return home,” he says. In this context, Thailand has also included security measures to paralyze transnational criminal activities in the dispute with Cambodia, as declared by Thai Prime Minister Paetongtarn Shinawatra.The measures against fraud centers were implemented in early 2025, when Thailand cut off electricity, internet, and fuel supplies to some areas of Myanmar where cyber fraud activities were taking place. Thailand and Cambodia jointly dismantled a fraud center that housed hundreds of trafficked foreign workers in the city of Poipet.
