    Secretary for Education Choi Yuk-lin attended the Education World Forum 2025 in London on May 19 where she highlighted Hong Kong’s experience in achieving quality and equity in education.

     

    Under the five key themes this year, namely Stability, Equity, Quality, Innovation and Growth, Ms Choi shared Hong Kong’s practical experience with education ministers and senior officials from various countries and regions.

     

    This year, the forum focused on the development of inclusive education systems that drive equitable and sustainable socio-economic growth. In her keynote speech titled “How & why should education systems improve equity & increase quality?”, Ms Choi introduced Hong Kong’s policy measures and achievements in providing quality and equitable education.

     

    She said that, in achieving quality education, Hong Kong has been participating in various international assessments to understand more about the capabilities of Hong Kong students and the key factors that shape their learning effectiveness.

     

    Hong Kong students’ overall performance in both the Programme for International Student Assessment (PISA) and the Trends in International Mathematics & Science Study exceeding the international average is a testament to the brilliance of students, the teaching effectiveness of schools and teachers, and the strengths of Hong Kong’s education system.

     

    The Education Bureau attaches great importance to teachers’ continuing professional development. To enhance teachers’ professional competencies, the bureau has been providing diversified training programmes, organising teacher professional development programmes in collaboration with local, Mainland and overseas universities, and offering scholarships to encourage teachers to participate in overseas exchanges and training activities.

     

    In terms of education equity, PISA results showed that the family background and socio-economic status of Hong Kong students had a relatively small impact on their performance, reflecting that Hong Kong’s education system enables equal education opportunities.

     

    To ensure that every student has access to quality education, the bureau has developed a broad and balanced 15-year school curriculum framework, and in addition to engaging students in a diverse range of life-wide learning activities, it offers various programmes to support e-learning.

     

    The bureau has also been providing non-Chinese speaking students with all-encompassing learning support and implementing the Whole School Approach to Integrated Education.

     

    Apart from delivering the keynote speech, Ms Choi met several UK education officials, including UK Secretary of State for Education Bridget Phillipson, UK Minister of State (Minister for School Standards) at the Department for Education Catherine McKinnell and UK Parliamentary Under-Secretary of State (Minister for Children & Families) at the Department for Education Janet Daby, to discuss the strengthening of education collaboration between the two places.

     

    Additionally, Ms Choi met education officials from Uzbekistan, Kyrgyzstan, Papua New Guinea and Sri Lanka attending the forum to explore room for education collaboration between Hong Kong and Belt & Road countries. She also met an official of the Japanese Ministry of Education, Culture, Sports, Science & Technology to discuss the strengthening of education co-operation.

     

    Ms Choi then visited Imperial College London to learn about its experience in the promotion of STEAM (science, technology, engineering, the arts and mathematics) education in secondary and primary schools, as well as the preparation of the relevant teaching materials for schools.

     

    Furthermore, Ms Choi paid a courtesy call on Chinese Ambassador to the UK Zheng Zeguang to introduce the latest education developments in Hong Kong.

     

    On May 20, the education chief will meet local education officials to discuss enhancing higher education collaboration between the UK and Hong Kong. She also plans to exchange views with representatives of several UK universities and share Hong Kong’s latest developments in building into an international education hub.

     

    Ms Choi will conclude her visit on the same day and return to Hong Kong.

  • MIL-OSI Asia-Pac: Audible traffic signals to be upgraded

    The Transport Department today announced a citywide gradual renewal of electronic audible traffic signals (eATS) at signalised crossings, with new features being incorporated that provide convenience for the visually impaired and other people.

    The original units indicate the status of pedestrian traffic to visually impaired people by emitting sound and vibration signals so that they know when to cross the road safely.

    At some crossings with higher vehicle flows and lower pedestrian traffic, eATS units are equipped with a pedestrian push-button function. The green pedestrian signal will only be activated after it is pressed, allowing more vehicles to pass through the junction.

    Besides retaining these existing functions, five new features have been added to the new-generation eATS units to better meet users’ needs.

    An illumination unit is installed at the top of the new units, making it easier for those with amblyopia to locate the pedestrian crossing.

    Secondly, a tactile map is provided on the side of the units, providing layout information about the crossing for the visually impaired.

    A voice message about the crossing’s location is also added. By pressing the activation button at the bottom, the device will read out the name of streets near the crossing in Cantonese, Putonghua and English to inform users of their location.

    Fourthly, a touchless pedestrian push button sensor is provided, allaying users’ hygiene concerns.

    The fifth feature is a new night-time operation mode. When no visually impaired people are seeking to cross the road at night, the unit’s operating volume will be lower than the existing level to reduce its impact on neighbouring residents.

    Visually impaired people can use the remote-control function on a newly designed dedicated wireless device, or the “HKeMobility” mobile app, to temporarily increase volume on an eATS unit when they need to cross the road.

    About 15,000 dedicated wireless devices will be distributed free of charge to visually impaired people in the third quarter of this year to launch the new function.

    The Transport Department said most of the existing eATS units have exceeded their normal lifespan after being in operation for over two decades, adding that their fault rate has been increasing, necessitating a large-scale replacement.

    The department commenced replacement of some 13,000 eATS units at about 2,000 junctions across the city from April in phases, and the replacement is expected to be completed by end-2027.

    The European Union agricultural sector loses more than €28 billion a year, on average, as a result of adverse weather such as droughts and the EU can do more to reduce such business risks, including by expanding farm insurance, according to a groundbreaking new study.

    The analysis, published jointly today by the European Investment Bank (EIB) and the European Commission, says that worsening climate change threatens to increase EU agricultural average annual losses as much as 66% by 2050, and urges a stronger EU risk-management system for the sector.

    Only 20% to 30% of climate-induced farm losses in the EU are insured through public, private or mutual systems including those supported by Europe’s Common Agricultural Policy (CAP). Insurance coverage backed by public funding is often more effective than government compensation programmes, according to the study.

    “Climate-related risks are an increasing source of uncertainty for food production. Mitigating these risks through insurance and de-risking mechanisms is essential to support the investments of European farmers,” said EIB Vice-President Gelsomina Vigliotti. “The findings of this analysis will guide our future action as we step up support to bolster the resilience of the EU’s agricultural system.”

    The EIB Group to date has supported the EU farm industry in three main ways. One is loans and guarantees to agricultural businesses or equity stakes in them. The second is the financing of rural infrastructure such as irrigation and roads. The third is advice to public authorities and financial institutions on how EU farm grants can be used to attract funding from other sources and to limit risks included those related to climate.

    Commissioner for agriculture and food, Christophe Hansen, said: “Climate change and its consequences could restrict farmers’ access to finance, as banks could become even more reluctant to take risks than they are today. The study we are publishing today with the EIB shows that only 20% to 30% of climate-related losses are insured by public, private or mutual systems. We need to do something to cover the remaining losses. I encourage all Member States to assess and launch new financial instruments under their CAP Strategic Plans, to better prevent climate risks in the agricultural sector. I also welcome the work of the EIB Group, which is playing a key role in mobilising capital to ensure the long-term resilience of the EU’s agri-food sector.”

    The new study is the first-of-its-kind analysis of agriculture-insurance schemes across the EU. It was commissioned by the Commission’s Directorate-General for Agriculture and carried out by EIB Advisory, under the fi-compass platform, with the support of the global insurance intermediary group Howden.

    Publication of the report coincides with an EIB-Commission conference in Brussels on Insurance and access to finance for farm resilience and adaptation in the EU.

    Across the 27-nation EU, climate-induced losses for the agricultural sector average €28.3 billion a year, according to the study. That’s around 6% of annual EU crop and livestock production.

    Global warming threatens to cause greater volatility in EU agricultural yields and more instability in European farm incomes, with projected losses rising between 42% and 66% by mid-century, according to the report.

    It examines the broad impact of weather on agriculture and explores options for expanding farm insurance in Europe and for encouraging the sector to reduce risks through climate adaptation.

    Main recommendations in the report include:

    • To limit economic shocks for farmers, the EU should pursue risk-transfer measures including catastrophe bonds and public-private reinsurance arrangements
    • The EU should provide rapid-response funding when disasters occur
    • The sector as a whole should take more adaptation steps because, even with improved insurance coverage, they are critical for countering future climate risks.

    Monthly gravidtrap index for Aedes albopictus mosquitoes for April remains at lowest level 
    In April, all 64 survey areas recorded a gravidtrap index level lower than the alert level of 20 per cent. Moreover, the monthly density index for Aedes albopictus in April was 1.1, which means that an average of 1.1 Aedes albopictus adult was found in the Aedes-positive gravidtraps, indicating that the number of adult Aedes albopictus was not abundant in the survey areas. The gravidtrap and density indices for Aedes albopictus in different survey areas, as well as information on mosquito prevention and control measures, are available on the department website at www.fehd.gov.hk 
    The FEHD appeals to members of the public to continue to stay alert and work together to carry out mosquito prevention and control measures early, including inspecting their homes and surroundings to remove potential breeding grounds, changing water in vases and scrubbing their inner surfaces, removing water in saucers under potted plants at least once a week, properly disposing of containers such as soft drink cans and lunch boxes, and drilling large holes in unused tyres. The FEHD also advises members of the public and estate management bodies to keep drains free of blockage and level all defective ground surfaces to prevent the accumulation of water. They should also scrub all drains and surface sewers with an alkaline detergent at least once a week to remove any mosquito eggs.Issued at HKT 17:00

    S for Housing commences visit to Paris  
         In the morning, Ms Ho visited a social housing project which is undergoing renovation and will be upgraded into an energy saving and environmentally friendly building. She learned about the city’s ways to minimise impacts of the works on the residents while they remain in place during the renovation. During the visit, Ms Ho shared the Hong Kong Housing Authority (HKHA)’s experience in redeveloping aged public housing estates. This included conducting detailed studies and listening carefully to stakeholders’ views through diversified means to forge a consensus and formulate the most suitable and cost-effective redevelopment plans to ensure that the needs of affected residents are catered for, while improving the environment of the public housing estates and neighbourhood. Furthermore, to enhance the sense of well-being of the residents, the Housing Bureau (HB) and the HKHA launched a resident-oriented “Well-being design” guide last year. It serves as a reference for the future design of new public housing estates and the improvement works of existing estates to create a more comfortable and inclusive estate environment.
     
         She visited a zero carbon district in Paris, Îlot Fertile, in the afternoon. Îlot Fertile is a composite development project with abundant green space, integrating social housing, office, commercial, retail, hostels and more. Renewable energy systems and innovative construction technologies are adopted during the construction to implement low-carbon building initiatives and enhance energy efficiency in buildings.
     
         Ms Ho said that air ventilation assessments and microclimate studies are carried out for the HKHA’s new public housing developments to enhance environmental performance in aspects such as wind environment, natural ventilation and natural light exposure in buildings. The HB and the HKHA have also been actively promoting the application of innovative construction technologies such as Modular Integrated Construction (MiC), Multi-trade Integrated Mechanical, Electrical and Plumbing (MiMEP) and construction robotics. These help to enhance construction quality and efficiency, shorten construction time and greatly reduce material waste, making the construction more environment friendly. Hong Kong and Paris share the same vision in promoting energy saving and green buildings, and she hoped to strengthen relevant co-operation between the two cities.
     
         Ms Ho visited the Construction Innovation Centre at the Bouygues Construction headquarters afterwards. She met with the Chairman and Chief Executive Officer (CEO) of the Bouygues Construction Group (the Group), Mr Pascal Minault, and Deputy CEO of the Group Mr Pierre-Éric Saint-André to exchange ideas on the latest smart building technologies, green building and sustainable urban development. Ms Ho said that Bouygues Construction and Dragages Hong Kong, headed by the Group, have established a presence in Hong Kong for many years, and have contributed in various infrastructure, government buildings and public housing projects. She looked forward to continued collaboration in driving the industry to usher in a new era of smart construction.
     
         Ms Ho will continue her visit today (May 20, Paris time).

    TD renews electronic audible traffic signals at crossings to provide convenience for visually impaired persons and public at large (with photos/videos)      A spokesman for the TD said, “We have consulted the Subcommittee on Access under the Rehabilitation Advisory Committee and the Legislative Council Panel on Transport, and have been maintaining good communication with representatives of visually impaired groups to optimise the functions and settings of the new eATS. The operation of the new eATS under the pilot project earlier has been smooth, and we are pleased to note the overall satisfaction of visually impaired groups with various new features which better cater for and strike a fine balance between the needs of the users and the public at large. This is conducive to upgrading the road safety experience in Hong Kong as we aspire to be barrier-free city.”

  • India leads call for inclusive energy governance at BRICS ministers’ meet

    Union Minister for Power and Housing & Urban Affairs, Manohar Lal, led the Indian delegation at the BRICS energy ministers’ meeting held in Brasília, Brazil, under the country’s ongoing presidency. The meeting was convened under the theme “Strengthening Global South Cooperation for More Inclusive and Sustainable Governance.”

    During his address, the minister highlighted energy security as one of the most pressing global challenges and emphasized the urgent need to deepen BRICS cooperation to ensure economic stability, sustainability, and equitable access to energy resources. He reaffirmed India’s strong commitment to building a sustainable and inclusive energy future and commended Brazil’s leadership in advancing the collective energy agenda of the Global South.

    Showcasing India’s rapid progress in clean energy development, Lal noted a 90 percent increase in electricity generation capacity over the past decade, reaching 475 GW in 2025, with a national target of 900 GW by 2032. He said that India had become the world’s third-largest producer of solar and wind energy and was progressing steadily toward its Nationally Determined Contributions.

    Lal also highlighted India’s achievement of a 20 percent ethanol blending milestone, underlining its role in advancing biofuel adoption and emissions reduction. The country is also investing heavily in smart grid infrastructure, advanced metering systems, and expanded transmission networks, including the Green Energy Corridor.

    Additionally, India has set ambitious goals for green hydrogen and nuclear energy, including a target of 100 GW of nuclear capacity by 2047. The recent launch of a domestic Carbon Credit Market was also mentioned, with the minister inviting global collaboration in this initiative.

    Lal underlined the importance of energy efficiency and sustainable infrastructure development through programs such as the Energy Conservation Sustainable Buildings Code, rooftop solar initiatives, and improved standards for energy-efficient appliances. He further emphasized the role of the Global Biofuels Alliance in enhancing international cooperation in the biofuels sector.

    While advocating for clean energy, the minister also acknowledged the continuing role of fossil fuels in the global energy mix, particularly for developing countries. He called for greater international cooperation in promoting cleaner and more efficient use of fossil fuels through technologies such as coal gasification, carbon capture and storage, and green chemical innovations.

    Lal extended an invitation to the BRICS nations to participate in the next BRICS Energy Gathering, which is scheduled to be hosted by India in 2026. He reaffirmed India’s commitment to leading the energy dialogue for the Global South and to building a collaborative path toward a more secure, inclusive, and sustainable energy future.

    The Vice-President of India, Shri Jagdeep Dhankhar has today stated that it is time to revisit the K Veeraswamy judgement of 1991. In his address he stated, “ The genesis of this impregnable cover is a judgment imparted by the Supreme Court in K. Veeraswami case 1991. If I may put it…..Judicial Legerdemain. Normally it is used for legislature. Am I right? Erected scaffolding of impunity, paring neutralising all salvos of accountability and transparency. Time for us now to change.  And I have full trust and confidence in the present Supreme Court, which is of eminent people, people of integrity. In a short time the present Chief Justice has shown that things are soothing for people at large.”

    In his address he further added, “ There is need to protect judiciary. We have to ensure our judges are not made vulnerable because they decide fearlessly. They do the most difficult job. They deal with powers in the executive. They deal with powers in industry. They deal with mighty power that has great economic strength  and institutional authority. And therefore, we must protect them. We must evolve our mechanism. Not for a moment I will see. I will  indicate that we must make our judges vulnerable. No. We have to provide judges with something like impregnability when it comes to challenge to the judges on sinister premise by pernicious design by forces that cannot digest independence of judiciary. But that requires in-house regulatory mechanism which is transparent, accountable expeditious and which should not have peer concern. We all are victims of it. For example, in Parliament, a breach of privilege is determined by the same people who sit alongside but we have to be ruthless”.

    Speaking at the book release function of the book ‘The Constitution We Adopted (With Artworks)’ edited by Shri Vijay Hansaria at Bharat Mandapam, Shri Dhankhar underlined, “…….a robust Judicial system is quintessential to survival of democracy, to blossoming of democracy. And if that system, for one incident, is clouded somewhat, it is our pious obligation to clear the air at the earliest. And I say so for this reason, that investigation all over the world is domain of the executive, adjudication thereof is the domain of judiciary. I wonder, as Chairman Rajya Sabha, having examined the scenario which obtains in the country for removal of a judge………the committee can be legitimately constituted only either by the Speaker or the Chairman, as the case may be, when requisite number of members of Parliament come with a resolution to remove the judge. Now just imagine how much labor has gone to Chief Justices of two high courts. In one high court, the coverage area is two states and a union territory. They involved with an inquiry which does not have any constitutional premise or legal sanctity but most importantly it will be in consequential. The inquiry report may be sent to anyone under a mechanism evolved by the court on the administrative side. Can in this country we afford to invest so much time at the cost of administrative work of the chief justice of High Court? A judicial work of the High Court? And I still wonder, while investigating, or so-called investigation, the Three Judge Committee recovered electronic equipments from people. This is a serious issue. How can this be done? All I am suggesting to you is, with that caveat, I’m a foot soldier of judiciary. We have to set highest standards, exemplary standards indicating adherence to rule of law”.

    Emphasizing on the significance of rule of law in a democracy, the Vice-President stated, “ We’re confronted with the jarring reality. A judge’s residents in lutyens Delhi had burnt notes, cash. There is no FIR till date. We have in the country rule of law, criminal justice system. And if I go to the legal field which is occupied by legislation, there can be no occasion whatsoever to delay even for a moment because that is ordainment of law. The rule of law is the very foundation of society. Democracy has to be defined primarily by three aspects. expression. Second, dialogue. Third, accountability……The surest way to degenerate an individual or bring down an Institution is to keep it away from probe, keep it away from scrutiny…..And therefore,  if we have to really nurture democracy, ensure that democracy blossoms, it is inescapable that we hold every institution accountable and every individual accountable and in accordance with law.”

    “Today I am reflecting not as a by standing detector but as a foot soldier of judiciary. I have given my best life in judiciary and I was extremely lucky. I can never envisage that I will do anything which in the  remotest form will compromise dignity of judiciary. I started with that, protocol. But I have raised issues consistently because a robust independent judicial system is the safest guarantee for the citizen and also for survival of democracy. Now, I find at the moment a big change taking place. Judicial landscape is changing for the better. The outgoing Chief Justice, Justice Khanna, set very high standards in accountability, transparency. He needs to be commended that the incident to which I referred at the residence of a judge. And please don’t mistake me. I give highest premium and value to innocence of a person. We are supposed to be innocent till proved otherwise. I am casting no aspersions. But all I say is that when it comes to national interest, we cannot divide into compartments, insiders or outsiders. We all are united in nurturing constitutional sense and spirit.     India’s capital markets are projected to grow steadily in FY26, supported by expected GDP growth of 6.2–6.5 per cent and strong domestic demand, according to a new report released on Tuesday.

    The Nifty 50 is anticipated to deliver 12-15 per cent returns, with EPS estimates around Rs 1,160. While, foreign portfolio investors (FPI) have shown renewed confidence, injecting over $4 billion in recent sessions, according to smallcase managers.

    Global trade tensions, US tariffs, geopolitical uncertainty remains a key risk for Indian capital market. However, they expect equities to outperform other asset classes in FY26, supported by favourable valuations and a strong growth outlook.

    “As of May 18, a total of 878 companies have reported their earnings, with a 10 per cent year-on-year growth in Q4 FY25,” said Shailesh Saraf, smallcase Manager and Founder, Value Stocks.

    Despite a modest 5.79 per cent year-on-year growth for FY25 — significantly lower than the 35.1 per cent growth recorded in FY24, the market sentiment has improved, reflected in FII net inflows of Rs 16,757 crore in FY26 so far, alongside an 8 per cent return from the Nifty 50 and a 10 per cent gain in the Smallcap 100 index, Saraf mentioned.

    The market has bounced back significantly over the past two months, fully reversing its year-to-date decline.

    The smallcase managers believe that with inflation below 4 per cent, the real interest rate has turned significantly positive, strengthening the case for policy easing.

    The market has effectively priced in a cut, even if it’s not yet formally announced. Lower borrowing costs can spur corporate investment and consumer spending, benefiting sectors like banking, real estate, and autos. Equity markets may rally in anticipation of improved earnings and liquidity.

    Nepal’s political leaders, lawmakers, and foreign policy experts have urged the country to seek a more prominent role in its relationship with India, particularly in the wake of the April 22 Pahalgam terror attack.

    “We are so tempted that we should create a space in New Delhi out of the partnership that we have had till now, and particularly after the Pahalgam incident,” Minendra Rijal, a former minister and senior leader of the Nepali Congress, said on Monday.

    Speaking at an event in Kathmandu , organized by the Institute for Public Policy and Partnership, Rijal noted that as India’s relationships with some of its other neighbours face challenges, Nepal should seize the opportunity to assert its importance. He called for sincere and open dialogue with India on sensitive issues.

    “No one can substitute Nepal-India relations. Our relationship goes beyond the Roti-Beti cliché (sociocultural ties), and these relations don’t fit into any single framework. But when engaging with India, most of the time, our leaders only care about their politics and how to secure election tickets,” Rijal added.

    Former foreign minister N.P. Saud also addressed the gathering, saying that achieving a perfectly balanced relationship in diplomacy is unrealistic, despite popular sentiment.

    “We have to maintain our relations by keeping national interest at the core. We should be open while dealing with India. Non-alignment has become increasingly irrelevant, and multilateralism is gaining importance. In this context, we need to fine-tune our relations with India in light of emerging global and regional developments,” Saud said.

    Meanwhile, Vijay Jolly, former in-charge of the BJP’s foreign cell, called for stronger cooperation from Nepal in India’s fight against terrorism. He emphasized that India respects Nepal’s independent foreign policy, provided it does not compromise regional stability.

    Highlighting the deep-rooted neighbourly ties, Jolly asserted that there is no place for terrorism in South Asia. “SAARC is dead, and terror and trade cannot go together. After 2025, we need to give new dimensions to our bilateral ties,” he said while condemning the Pahalgam terror attack.

    He also recalled India’s prompt assistance to Nepal during the 2015 earthquake and noted the frequent high-level visits between the two countries. “Prime Minister Modi has visited Nepal a record five times since 2014, while nine Nepali Prime Ministers have visited India. Over 7.5 million Nepali nationals live and work in India, which makes our relationship special and unique. The security forces of both countries are guarding their respective borders,” Jolly added.

    India and Nepal share a long-standing relationship, marked by deep cooperation in defence, trade, development, and cultural exchange. According to the Indian Ministry of External Affairs (MEA), Nepal is a priority partner under India’s “Neighbourhood First” policy.

    The MEA further noted that frequent high-level exchanges have added momentum to the partnership and enabled both sides to review and enhance their ties across a broad spectrum.

    How does the integration of payment systems work?

    The integration of the MIR payment system from the Russian Federation and Shetab from Iran has been ongoing in recent years – within the framework of an agreement signed by the heads of the central banks of the states. The interaction takes place in three stages:

    Member States of the World Health Organization (WHO) today formally adopted by consensus the world’s first Pandemic Agreement. The landmark decision by the 78th World Health Assembly culminates more than three years of intensive negotiations launched by governments in response to the devastating impacts of the COVID-19 pandemic, and driven by the goal of making the world safer from – and more equitable in response to – future pandemics.

    “The world is safer today thanks to the leadership, collaboration and commitment of our Member States to adopt the historic WHO Pandemic Agreement,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “The Agreement is a victory for public health, science and multilateral action. It will ensure we, collectively, can better protect the world from future pandemic threats. It is also a recognition by the international community that our citizens, societies and economies must not be left vulnerable to again suffer losses like those endured during COVID-19.”  

    Governments adopted the WHO Pandemic Agreement today in a plenary session of the World Health Assembly, WHO’s peak decision-making body. The adoption followed yesterday’s approval of the Agreement by vote (124 in favour, 0 objections, 11 abstentions) in Committee by Member State delegations.

    “Starting during the height of the COVID-19 pandemic, governments from all corners of the world acted with great purpose, dedication and urgency, and in doing so exercising their national sovereignty, to negotiate the historic WHO Pandemic Agreement that has been adopted today,” said Dr Teodoro Herbosa, Secretary of the Philippines Department of Health, and President of this year’s World Health Assembly, who presided over the Agreement’s adoption. “Now that the Agreement has been brought to life, we must all act with the same urgency to implement its critical elements, including systems to ensure equitable access to life-saving pandemic-related health products. As COVID was a once-in-a-lifetime emergency, the WHO Pandemic Agreement offers a once-in-a-lifetime opportunity to build on lessons learned from that crisis and ensure people worldwide are better protected if a future pandemic emerges.”

    The WHO Pandemic Agreement sets out the principles, approaches and tools for better international coordination across a range of areas, in order to strengthen the global health architecture for pandemic prevention, preparedness and response. This includes through the equitable and timely access to vaccines, therapeutics and diagnostics.

    Regarding national sovereignty, the Agreement states that: “Nothing in the WHO Pandemic Agreement shall be interpreted as providing the Secretariat of the World Health Organization, including the Director-General of the World Health Organization, any authority to direct, order, alter or otherwise prescribe the national and/or domestic law, as appropriate, or policies of any Party, or to mandate or otherwise impose any requirements that Parties take specific actions, such as ban or accept travellers, impose vaccination mandates or therapeutic or diagnostic measures or implement lockdowns.”

    Notes for editors

    The resolution on the WHO Pandemic Agreement adopted by the World Health Assembly sets out steps to prepare for the accord’s implementation. It includes launching a process to draft and negotiate a Pathogen Access and Benefit Sharing system (PABS) through an Intergovernmental Working Group (IGWG). The result of this process will be considered at next year’s World Health Assembly.

    Once the Assembly adopts the PABS annex, the WHO Pandemic Agreement will then be open for signature and consideration of ratification, including by national legislative bodies. After 60 ratifications, the Agreement will enter into force.

    In addition, Member States also directed the IGWG to initiate steps to enable setting up of the Coordinating Financial Mechanism for pandemic prevention, preparedness and response, and the Global Supply Chain and Logistics Network (GSCL) to “enhance, facilitate, and work to remove barriers and ensure equitable, timely, rapid, safe, and affordable access to pandemic-related health products for countries in need during public health emergencies of international concern, including pandemic emergencies, and for prevention of such emergencies.”

    According to the Agreement, pharmaceutical manufacturers participating in the PABS system will play a key role in equitable and timely access to pandemic-related health products by making available to WHO “rapid access targeting 20% of their real time production of safe, quality and effective vaccines, therapeutics, and diagnostics for the pathogen causing the pandemic emergency.”  The distribution of these products to countries will be carried out on the basis of public health risk and need, with particular attention to the needs of developing countries.

    The WHO Pandemic Agreement is the second international legal agreement negotiated under Article 19 of the WHO Constitution, the first being the WHO Framework Convention on Tobacco Control, which was adopted in 2003 and entered into force in 2005.

    The Deputy Chief Secretary for Administration, Mr Cheuk Wing-hing, today (May 20) held a press conference to announce nine projects to be implemented by the Working Group on Developing Tourist Hotspots (Working Group). Also attending the press conference were the Secretary for Culture, Sports and Tourism, Miss Rosanna Law; the Under Secretary for Security, Mr Michael Cheuk; the Under Secretary for Home and Youth Affairs, Mr Clarence Leung; the Under Secretary for Environment and Ecology, Miss Diane Wong; the Under Secretary for Development, Mr David Lam; and the Commissioner for Tourism, Mrs Angelina Cheung.
     
    Mr Cheuk said, “New travel patterns and tourists’ preferences increasingly value hotspots with unique features that are part of the flavour of Hong Kong. As there are many treasured tourist attractions in Hong Kong, we consider that in addition to creating new hotspots, current tourism resources should be consolidated and enriched to maximise the value of these hotspots and create attractions that tourists cannot miss.
     
    “The Working Group has gathered opinions from different sectors of the community and considered different proposals. From the many options, we have at this stage selected nine appealing and feasible projects that can be implemented within a short period. Through upgrades of hardware and software, renovations and enhancements, maintenance and renewal of attractions, provision of ancillary services and facilities as well as opening up places that have not been open to the public before, tourists will be offered new experiences that are more in-depth and fascinating.”
     
    The nine projects to be implemented are:
     
    1. Hong Kong Industrial Brand Tourism

    Hong Kong’s industrial story fully embodies the spirit of the Lion Rock. The tourism industry is forming groups to develop “Made in Hong Kong” industrial tourism, creating hotspots for visitors to tour, experience and shop. Industrial brands that can be visited include Lee Kum Kee, Kee Wah, Pat Chun and Yakult. A trial launch is expected in the third quarter of this year.

         “The above hotspots span across the territory, underlining the concept of ‘tourism is everywhere in Hong Kong’. There are indoor and outdoor hotspots, locales for visits and explorations, as well as places for enjoying the ecology and scenery. They cater for travellers’ individual preferences, which can easily fit in different travelling routes for creating pleasant journeys. Hong Kong will gain in popularity and prosperity as the hotspots will bring economic benefits, boost consumption sentiment and stimulate the economy,” Mr Cheuk said.
     
         “The Government will engage the trade proactively, making good use of various resources for marketing and promotions, creating innovative travelling routes and new products for tourist groups. This new initiative will capitalise on the characteristics of different tourist hotspots, to enhance their attractiveness. With concerted efforts, I firmly believe Hong Kong’s tourism industry will attain a new level of prosperity.”
     
         The Chief Executive announced in the 2024 Policy Address that a Working Group on Developing Tourist Hotspots will be set up, and the Deputy Chief Secretary for Administration will be the leader. The Working Group aims to strengthen cross-departmental co-ordination and leverage community efforts, identify and develop tourist hotspots of high popularity and with strong appeal in various districts. Other members of the Working Group include the Secretary for Culture, Sports and Tourism (deputy leader), the Secretary for Commerce and Economic Development, the Secretary for Development, the Secretary for Environment and Ecology, the Secretary for Home and Youth Affairs, the Secretary for Security, the Secretary for Transport and Logistics, the Director of Home Affairs, the Director of Leisure and Cultural Services and the Commissioner for Tourism.

    Unemployment and underemployment statistics for February – April 2025 
         Comparing February – April 2025 with January – March 2025, the unemployment rate (not seasonally adjusted) increased in many major economic sectors, with more distinct increases observed in the construction sector, accommodation services sector, food and beverage service activities sector, and financing sector. Meanwhile, declines in the unemployment rates were seen in the information and communications sector; insurance sector; and arts, entertainment and recreation sector. As to the underemployment rate, increases were mainly seen in the construction sector and cleaning and similar activities sector.
     
         Total employment decreased by around 15 600 from 3 692 700 in January – March 2025 to 3 677 100 in February – April 2025. Over the same period, the labour force also decreased by around 9 000 from 3 815 500 to 3 806 500.
     
         The number of unemployed persons (not seasonally adjusted) increased by around 6 600 from 122 800 in January – March 2025 to 129 400 in February – April 2025. Over the same period, the number of underemployed persons also increased by around 4 900 from 42 700 to 47 600.
      
    Commentary
     
    Commenting on the latest unemployment figures, the Secretary for Labour and Welfare, Mr Chris Sun, said, “The seasonally adjusted unemployment rate increased by 0.2 percentage point from a low level in January – March 2025 to 3.4% in February – April 2025.  The underemployment rate went up to 1.3%.  The labour force and total employment decreased further to 3 806 500 and 3 677 100 respectively from the preceding three-month period.”
     
    Looking ahead, Mr Chris Sun said, “Various industries in Hong Kong are undergoing a transitional period, and the trends of their unemployment rates may go upward or downward.  However, the recent easing of trade tensions, the continued growth in the Mainland economy, the Government’s various measures to boost economic momentum and the continuous positive growth of the overall economy will provide support to the labour market.”
     
    Mr Chris Sun said, “Although we see some recent closures of shops, there have also been openings of many new shops.  As at end-2024, the number of companies registered in Hong Kong has reached a record high of 1.46 million, likely against emergence of new demands and new consumption trends.  The recent successful organisation of a series of mega events in Hong Kong, coupled with the concerted efforts of the Government in tandem with different industries including tourism, catering, hospitality and retail, has led to a significant increase in the number of inbound visitors, which will bring about more opportunities to the labour market.”

         The unemployment and underemployment statistics were compiled from the findings of the continuous General Household Survey.
     
         In the survey, the definitions used in measuring unemployment and underemployment follow closely those recommended by the International Labour Organization. The employed population covers all employers, self-employed persons, employees (including full-time, part-time, casual workers, etc.) and unpaid family workers. Unemployed persons by industry (or occupation) are classified according to their previous industry (or occupation).
     
         The survey for February – April 2025 covered a sample of some 26 000 households or 68 000 persons, selected in accordance with a scientifically designed sampling scheme to represent the population of Hong Kong. Labour force statistics compiled from this sample represented the situation in the moving three-month period of February to April 2025.
     
         Data on labour force characteristics were obtained from the survey by interviewing each member aged 15 or over in the sampled households.

    After spending 11 years in Malaysia, giant panda pair Fu Wa and Feng Yi were returned to the Ya’an base of the China Conservation and Research Center for the Giant Panda in Sichuan province on Sunday evening, the center said.

    Known as Xing Xing and Liang Liang in Malaysia, the pandas were accompanied on the journey by Malaysian keepers and an experienced veterinarian from the panda center. The veterinarian had traveled to Malaysia in advance to conduct routine health checks and assessments with local veterinary experts.

    The pandas will undergo quarantine at the center’s Ya’an base for at least one month.

    Known as Fu Wa and Feng Yi in China, they were both born on Aug 23, 2006, at the panda center. They were sent to Zoo Negara Malaysia in 2014 as part of a 10-year giant panda international cooperation program that coincided with the 40th anniversary of the establishment of diplomatic relations between China and Malaysia.

    Under an agreement signed between China and Malaysia last year, the cooperation period, which had been set to end on May 20, 2024, was extended by one year.

    As the first pair of giant pandas to live in Malaysia, Fu Wa and Feng Yi became well-known animal celebrities and helped foster people-to-people exchanges between the two countries, the center said.

    Over the years, the center and Zoo Negara Malaysia engaged in in-depth cooperation on giant panda conservation and breeding, disease prevention and control, public education and employee exchanges.

    During their time in Malaysia, the panda pair gave birth to three cubs — Nuan Nuan, Yi Yi and Sheng Yi. By August 2023, all three cubs had been sent to China and are currently in good health, according to the center.

    In preparation for the return of Fu Wa and Feng Yi, the Ya’an base made comprehensive arrangements, including organizing quarantine facilities, deploying workers, stocking food and setting up a health monitoring system, to ensure a smooth transition and quick adaptation to their new environment.

    The center said Fu Wa and Feng Yi will meet the public at an appropriate time. Until then, updates on their daily lives will be shared through the center’s official platforms.

    China and Malaysia are expected to launch a new round of giant panda conservation cooperation within this year, according to the center.

    From the 1990s through the end of last year, China conducted panda conservation cooperation programs with 26 institutions in 20 countries, according to the National Forestry and Grassland Administration.

    Most pandas returning from overseas reside either at the Ya’an base or the Chengdu Research Base of Giant Panda Breeding.

    The Israeli government approved nine truck aid convoy into Gaza is a cynical photo-op, according to the Palestine Solidarity Network Aotearoa.

     

    PSNA says the trucks are designed to appease and confuse both western news media and critics of Israeli genocide in Gaza.

     

    PSNA Co-Chair Maher Nazzal says the Israeli Prime Minister is openly reported in the Israeli media that leading backers of Israel in the United States are concerned that blocking food and other supplies entering Gaza is not a good look.

     

    “These American politicians completely back Israeli war crimes of genocide and ethnic cleansing, but they worry that US and UK war supplies for Israel are in jeopardy if it looks like Israel is starving an entire civilian population to death.”

     

    “The UN estimated that 600 trucks a day are required for minimum food, medicine and fuel supply.  This was before Israel destroyed food production in Gaza itself. Nine truckloads – even if a few more follow – will make no difference.”

     

    Nazzal says the images of trucks entering Gaza will dominate what he describes as obedient media coverage.

     

    “The indications are that Israel is escalating the military onslaught on Gaza to unprecedented ferocity.”

     

    “Israel has wreaked nearly every building in the Gaza Strip.  This new phase is to kill and drive the population of more than two million Palestinians, men, women and children, either onto tiny reservations in Gaza or into Africa.  This is happening in full view of the world.”

  • MIL-OSI Asia-Pac: Basic Law test digitalised

    The Civil Service Bureau (CSB) will launch the Digitalised Basic Law & National Security Law Test (Degree/Professional Grades) from tomorrow.

    Those who wish to take the test can apply to do so through an online application system from 9am tomorrow. The examination will be held from this Friday to July 16.

    The format, duration and content of the digitalised examination are identical to those of the paper-based version. The digitalised examination will be conducted by computer at the CSB’s General Grades Office Recruitment Centre.

    There will be six examination timeslots per working day, providing sittings for around 60,000 individuals each year.

    Secretary for the Civil Service Ingrid Yeung said the digitalisation is another example of applying technology to enhance efficiency, following the digitalisation of applications for designated civil service posts.

    She explained that the digitalised examination enables candidates to submit online applications at any time and to sit for the examination at timeslots of their own selection.

    “Candidates will no longer be confined to the fixed thrice-per-year examination schedule and the paper-based examination.

    “They can also obtain the result through email on the day of examination, which is more convenient and efficient as compared with the previous arrangement of issuing the examination result by post.”

    She added that the arrangement not only saves time on paperwork but is also more environmentally friendly.

    “This is a win-win situation for both the candidates and the recruiting departments.

    “In the long run, we will review the operational arrangement with a view to actively exploring the feasibility of digitalising other recruitment examinations and achieving more savings in expenditure and manpower.”

    For the examination to be held on or after July 17, slots will be open for application on a daily basis in accordance with an eight-week advance booking schedule.

    Paris, May 20, 2025 – The new Capgemini Research Institute report published today, Data foundations for government – From AI ambition to execution,’ finds that two thirds of public sector organizations are already exploring or actively using generative AI (Gen AI) initiatives to aid the provision of public services. Public sector organizations are also preparing to embrace agentic AI, with 90% planning to explore, pilot, or implement the technology within the next 2-3 years. However, these organizations lag in crucial data readiness, hindering their ability to leverage the full potential of AI. Currently, they face significant challenges with trust, compliance, data management and data sharing.

    With governments seeking to boost efficiency, improve public services, and address complex societal challenges, public sector organizations have high expectations for AI. According to the new report, within the next 2-3 years, 39% of public sector organizations aim to evaluate the feasibility of agentic AI, 45% intend to explore pilot programs, and 6% plan to scale their existing agentic AI initiatives. Attitudes towards agentic AI adoption are mostly consistent across segments, levels of government, and organizational sizes. The report finds that nearly two-thirds (64%) of organizations have progressed to pilots and scaled deployments, or are exploring Gen AI, with this number rising to 82% in defense agencies, 75% in healthcare, and 70% in security.

    “With rising citizen demands and stretched resources, public sector organizations recognize the ways in which AI can help them do more with less. However, the ability to deploy Gen AI and agentic AI depends on having rock-solid data foundations,” said Marc Reinhardt, Public Sector Global Industry Leader at Capgemini. “Looking ahead, governments can be more agile and effective as AI augments the work of government employees to source information, conduct policy analysis, make decisions, and answer citizen queries. However, to reach this future, governments need to focus on building the right data infrastructure and governance frameworks.”

    Organizations struggle with AI adoption due to data and trust issues
    Despite ambitions to embrace and scale AI use, public sector executives cite data security issues (79%) and limited trust in AI-generated outputs (74%) as primary barriers to widespread adoption. In the EU, organizations report a significant gap in confidence when it comes to complying with the EU AI Act1, with less than four in ten (36%) prepared to meet these requirements.

    To progress their Gen AI adoption, public sector organizations require better data mastery, with the public sector showing limited progress in key areas of data management and utilization since 2020. The report finds that only 12% of organizations consider themselves very mature in activating data, while 7% report being very mature in nurturing data and AI-related skills. Only a fifth (21%) of public sector organizations surveyed have the required data to train and fine-tune AI models, including Gen AI models.

    Data sharing concerns and the rise of the Chief Data Officer
    Data sharing is vital for AI adoption as it boosts the volume and diversity of data to enhance AI model performance and optimize decision making. But data sharing initiatives are further complicated by concerns about data, cloud, and AI sovereignty. Despite all public sector organizations surveyed either having or planning to have data sharing initiatives, they are not yet mature; most organizations (65%) worldwide are still in the planning or pilot stages.

    Governments are increasingly recognizing the critical role of harnessing data in the public sector, and this is reflected in the growing prominence of Chief Data Officers (CDO) and Chief AI Officers (CAIO). As many as 64% of public sector organizations already have a CDO, while 24% plan to appoint one, showing a willingness to invest in dedicated leadership for data-driven governance. Furthermore, the increasing strategic value of AI has resulted in over a quarter (27%) of public sector organizations appointing a Chief AI Officer, over a quarter (27%) already having one and 41% planning to introduce this new C-level role.

    Report Methodology
    In December 2024 and January 2025, the Capgemini Research Institute conducted a survey of executives from 350 public sector organizations with two respondents from each organization – one from the IT/data function and one from a line of business (LOB). These executives represented organizations across six public sector segments: public administration, tax and customs, welfare, defense, security, and healthcare. They operated at various levels of government, including national, state, local, and international, and were located in countries across North America, Europe, APAC, and the Middle East.
