  • MIL-OSI USA: SBA Relief Still Available to Ohio Small Businesses and Private Nonprofits Affected by September Drought

    ATLANTA – The U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations in Ohio of the June 2 deadline to apply for low interest federal disaster loans to offset economic losses caused by the drought beginning Sept. 24, 2024. 

    The disaster declaration covers the Ohio counties of Adams, Brown, Butler, Clermont, Clinton, Coshocton, Guernsey, Hamilton, Highland, Holmes, Knox, Licking, Montgomery, Muskingum, Pike, Preble, Scioto, Tuscarawas and Warren and Dearborn, Franklin, and Union in Indiana as well as Boone, Bracken, Campbell, Kenton, Lewis, Mason, and Pendleton in Kentucky. 

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises. 

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster. 

    “Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”  

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    [. Alberta’s government is taking the current measles outbreaks seriously and is actively working to improve vaccination access and share information Albertans need to protect themselves.

    As cases increase, additional immunization appointments are being added daily to improve access to vaccines with an expansion of immunization clinic access across the central and south zones starting May 5. Clinics in the central zone will now have walk-in availability, including some with evening measles-specific clinics and additional Saturday availability. In the south zone, both evening and weekend appointments are being added.

    Alberta Health Services (AHS) has planned for and is ready to ramp up additional measles clinics across the province including extending hours at existing measles-specific clinics and opening additional clinic space, based on demand.

    Alberta’s government and AHS have also introduced a new early dose of measles-containing vaccines, now available for infants six to 11 months of age in the north, central, and south zones of the province. This is on top of the routine immunization schedule, which is two doses of measles-containing vaccine at 12 and 18 months of age.

A toolkit is also being developed to share with daycare providers to further ensure parents have the information they need to protect their children.

    This campaign will also be translated into over 14 languages to help reach Albertans whose first language is not English. The additional languages in online ads will be French, Chinese, Punjabi, Spanish, Ukrainian, Urdu, and Tagalog. The additional languages in radio will be Arabic, French, Hindi, Korean, Farsi, Chinese (traditional and simplified), Somali, Spanish, Tagalog, Ukrainian, Urdu, and Vietnamese.

    MILAN, May 5 — Finance ministers and central bank governors from the Association of Southeast Asian Nations (ASEAN), China, Japan and the Republic of Korea (ASEAN Plus Three or 10+3) finished their 28th annual meeting here on Sunday.

    Co-chaired by China and Malaysia this year, the meeting focused on global and regional macroeconomic developments and regional financial cooperation under the 10+3 framework and issued a joint statement.

    According to the statement, participants supported the updating of the strategic direction for ASEAN+3 financial cooperation and agreed to launch technical assistance tools aimed at addressing medium- to long-term structural challenges.

    Members affirmed the progress of the discussion on the Chiang Mai Initiative Multilateralization and welcomed the new director of ASEAN+3 Macroeconomic Research Office and the expansion of the ASEAN+3 Financial Think-tank Network, said the statement.

    The 10+3 also welcomed the in-depth development of the local bond market in the region and approved the concept document of the future roadmap for the Disaster Risk Financing Initiative, the statement noted.

  • MIL-OSI USA: Why California usually pays more at the pump for gasoline

    Retail prices for regular grade gasoline in California are consistently higher than in any other state in the continental United States, often exceeding the national average by more than a dollar per gallon. Several factors contribute to this high price, including state taxes and fees, environmental requirements, special fuel requirements, and isolated petroleum markets.

    Taxes and fees
    The components of retail gasoline prices are taxes and fees, distribution and marketing, refining costs, and crude oil prices. Drivers in California pay the highest taxes at the pump, equivalent to $0.90 per gallon (gal) between local, state, and federal taxes as of March 2025.

    Federal taxes—which are the same for each state—account for $0.18 of the $0.90/gal in taxes. The other $0.72/gal is made up of state excise tax ($0.60/gal), state sales tax ($0.10/gal), and an underground storage tank fee ($0.02/gal). California’s state gasoline excise tax is the highest in the United States; the average across all states is $0.28/gal.


    Environmental requirements
    In addition to state taxes, the California Energy Commission estimates that environmental compliance costs added as much as $0.54/gal as of March 2025. The state’s Cap-and-Trade Program and Low Carbon Fuel Standard reflect costs associated with fuel supplier emissions and carbon intensity, and these costs are ultimately reflected in the price consumers pay at the pump.

    Special fuel requirements
    California also mandates a special blend of gasoline designed to reduce pollution and improve air quality. This fuel burns cleaner but is more expensive to produce because it requires more processing steps and expensive blending components.

    Refiners outside the state only make this blend to supply California’s market, meaning that California primarily relies on in-state refineries for its gasoline supply.

    Isolated petroleum markets
    Supply side issues also contribute to higher California gasoline prices relative to the rest of the country.

    Most of the gasoline consumed in California is refined within the state due to lack of petroleum infrastructure connections. California is geographically isolated from other U.S. refining centers because no pipelines supply California from across the Rocky Mountains and only a limited number of pipelines deliver to the West Coast from the Gulf Coast. Of the refineries outside of California with physical access to the state’s gasoline markets, only a few can meet California’s stringent fuel blending requirements.

    California also imports gasoline from other countries, such as India and South Korea, to meet its fuel supply needs. Other countries produce California-specification gasoline, but high shipping costs usually limit imports to periods of refinery outages or the summer driving season.

    In addition, West Coast refineries have historically maintained lower inventory levels compared with the U.S. average, and California refineries have been closing, with more closures on the horizon. All of these supply chain issues mean that California gasoline prices are more volatile and subject to large spikes, especially if any of the limited number of refineries go offline for maintenance or have an unexpected outage.

  • MIL-OSI Security: U.S. Attorney Announces $202 Million Settlement with Gilead Sciences for Using Speaker Programs to Pay Kickbacks to Doctors to Induce Them to Prescribe Gilead’s Drugs

    Gilead Admits to Paying Hundreds of Thousands of Dollars to High Prescribers of Gilead’s HIV Drugs to Serve as Speakers at Programs and to Holding Programs at Luxury Restaurants

    Jay Clayton, the United States Attorney for the Southern District of New York; Naomi Gruchacz, the Special Agent in Charge of the New York Regional Office of the U.S. Department of Health and Human Services, Office of Inspector General (“HHS-OIG”); Christopher M. Silvestro, the Acting Special Agent in Charge of the Northeast Field Office of the Defense Criminal Investigative Service (“DCIS”), the law enforcement arm of the Department of Defense’s Office of Inspector General (“DOD-OIG”); and Christopher G. Raia, the Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced today that the U.S. has settled a civil fraud lawsuit against GILEAD SCIENCES, INC (“GILEAD”), a large pharmaceutical manufacturer, that, among other things, develops, manufactures, and sells drugs for the treatment of infectious diseases, including HIV/AIDS. The settlement resolves claims that GILEAD offered and paid kickbacks in the form of honoraria payments, meals, and travel expenses to healthcare practitioners who spoke at or attended Gilead speaker events to induce them to prescribe Stribild®, Genvoya®, Complera®, Odefsey®, Descovy®, and Biktarvy® (the “Gilead HIV Drugs”) in violation of the Anti-Kickback Statute (“AKS”) and thereby caused false claims for the Gilead HIV Drugs to be submitted to and paid by federal healthcare programs in violation of the False Claims Act.

    Under the settlement, which was approved yesterday by U.S. District Judge Paul A. Engelmayer, GILEAD agreed to pay a total sum of $202 million, of which $176,927,889.28 will be paid to the U.S. and the remainder will be paid to various states.  As part of the settlement, GILEAD also made extensive factual admissions regarding its conduct.

    U.S. Attorney Jay Clayton said: “For years, Gilead unlawfully sought to increase sales of its HIV drugs, by using its speaker programs to funnel kickbacks to doctors.  As alleged, Gilead spent tens of millions of dollars on these programs, including over $20 million in speaking fees and millions more in exorbitant meals, alcohol and travel, all in an effort to induce doctors to prescribe Gilead’s HIV drugs and drive up sales.  With this settlement, Gilead has taken responsibility for its conduct and agreed to pay a significant financial penalty.  The message is clear, companies that illegally drain taxpayer dollars from federal healthcare programs will be held accountable.”

    HHS-OIG Special Agent in Charge Naomi Gruchacz said: “This impactful settlement is the result of collaborative work by law enforcement partners, revealing Gilead’s unlawful practice of providing kickbacks to physicians under the guise of its HIV educational speaker programs.  Violations of the Anti-Kickback Statute, which in this case involved expensive HIV medications, can inappropriately influence physicians’ decision-making and divert the monies of taxpayer-funded federal healthcare programs.”

    DCIS Acting Special Agent in Charge Christopher M. Silvestro: “This settlement is the result of the partnership among law enforcement and the Department of Justice to aggressively investigate and hold accountable companies and their employees who value greed over healthcare.  Protecting TRICARE, the healthcare system for Service members and their families, and investigating kickback schemes are priorities for DCIS.”

    FBI Assistant Director in Charge Christopher G. Raia said: “This settlement ensures Gilead is held accountable for their illicit use of perks and kickbacks to entice doctors to prescribe the company’s medicine.  These types of schemes are not victimless – illegal kickbacks directly affect taxpayer funded healthcare programs.  The FBI will continue to investigate and stop healthcare companies attempting to benefit from deceitful and illegal practices.”

    As alleged in the Complaint filed in Manhattan federal court:

    The Gilead HIV Drugs are antiretroviral drugs (i.e., drugs that act against retroviruses such as HIV) used for the treatment of HIV.  These drugs are very expensive—Medicare typically paid well in excess of a thousand dollars for a one-month supply of Complera®, and significantly more for many of the other Gilead HIV Drugs.

    As part of its marketing efforts and to increase sales, Gilead conducted events known as “HIV Speaker Programs” at which a healthcare provider involved in the treatment of HIV was engaged to present a slide deck (prepared by Gilead) and facilitate discussion about one of the drugs or a topic concerning HIV (an “HIV Disease State Topic”) to other healthcare providers involved in the treatment of HIV (“Attendees”).  Gilead’s HIV Speaker Programs were often held in the evening at restaurants (“HIV Dinner Programs”).

    From January 2011 to November 2017 (the “Relevant Time Period”), Gilead conducted HIV Speaker Programs in order to promote and increase the sales of the Gilead HIV Drugs.  The HIV Speaker Programs were supposed to be educational in nature and the cost of any meals provided was supposed to be modest.  But in practice, during the Relevant Time Period, Gilead’s HIV Speaker Programs provided kickbacks to healthcare providers by: holding HIV Dinner Programs at high-end restaurants that were wholly inappropriate for educational events; allowing Attendees to attend HIV Dinner Programs on the exact same topic again and again and, thereby, obtain free lavish meals for events that held minimal educational value for them; and paying for HIV Speakers to travel to speak at desirable destinations—at times at the HIV Speaker’s request.  Further, Gilead’s compliance program failed to prevent these improper practices, even though Gilead knew that it had to comply with the AKS and the company’s own data should have put Gilead on notice of many of these abuses. 

    Many healthcare providers who received these improper kickbacks then prescribed the Gilead HIV Drugs.  As a result, federal healthcare programs paid millions of dollars in reimbursements for tainted prescriptions.

    As part of the settlement, GILEAD admitted and accepted responsibility for certain conduct alleged by the U.S., including the following:

    • Gilead paid many high-volume prescribers of HIV drugs tens or hundreds of thousands of dollars in honoraria to prepare and present as HIV Speakers.  For instance, one HIV Speaker, who received over $300,000 in total honorarium payments, wrote prescriptions for Gilead HIV Drugs that resulted in over $6 million in Medicare, Medicaid, and TRICARE payments.
    • On many occasions, Gilead covered the travel costs of HIV Speakers who traveled long distances to speak at HIV Speaker Programs at desirable travel destinations, such as Hawaii, Miami, and New Orleans.  This was sometimes in response to an HIV Speaker’s request to be booked for an HIV Speaker Program in that city.
    • Sales representatives in Gilead’s HIV therapeutic area (“Sales Representatives”) organized HIV Speaker Programs at high-end restaurants across the country.  For instance, a significant percentage of the HIV Speaker Programs held in New York City were held at expensive restaurants, such as the James Beard House, Del Posto, Asiate, Palma, Vaucluse, Ilili, and Limani.  In particular, Gilead held 157 HIV Speaker Programs at the James Beard House, making it one of Gilead’s most used venues for HIV Speaker Programs.  A dinner at the James Beard House typically included approximately six courses with alcoholic beverage pairings.
    • Sales Representatives repeatedly invited numerous doctors and other healthcare providers to attend the same HIV program over and over.  Many repeatedly attended HIV Speaker Programs covering the exact same topic, often within a short period of time.
    • Over 250 prescribers of the Gilead HIV Drugs attended HIV Dinner Programs on the same topic three times or more within a six-month period.  And over 80 of them attended five or more HIV Dinner Programs on the same topic within a six-month period.
    • Further, many healthcare providers who were paid to be HIV Speakers on a particular topic also attended HIV Dinner Programs on exactly the same topic, often within less than six months after speaking.
    • In certain instances, the same group of doctors repeatedly attended the same HIV Speaker Programs together at various restaurants.  In many instances, they attended a HIV Dinner Program less than two weeks after speaking on the same topic.
    • During the Relevant Time Period, Gilead’s policies and procedures failed to prevent Sales Representatives and Regional Directors in its HIV therapeutic area from improperly providing honoraria payments, meals, and travel expenses to healthcare providers who spoke at or attended HIV Speaker Programs to induce them to prescribe the Gilead HIV Drugs. 

    In connection with the filing of the lawsuit and settlement, the Government joined a private whistleblower lawsuit that had been filed under seal pursuant to the False Claims Act.

  • MIL-OSI Global: Teachers and librarians are among those least likely to die by suicide − public health researchers offer insights on what this means for other professions

    Where you work affects your risk of dying by suicide. For example, loggers, musicians and workers in the oil and gas industries have much higher rates of suicide than the rest of the population.

    But on the flip side, some professions have very low rates of suicide. One of them is education. National and state data shows that educators in the U.S., including teachers, professors and librarians, are among the least likely to die by suicide.

    We’re a team of researchers at the Center for Violence Prevention and Community Safety at Arizona State University. We manage Arizona’s Violent Death Reporting System, part of a surveillance system sponsored by the Centers for Disease Control and Prevention with counterparts in all 50 U.S. states, Washington D.C., and Puerto Rico. We collect data on violent deaths, including suicide, thanks to agreements with local medical examiners and law enforcement.

    When public health researchers like us look at suicide data, we often focus on high-risk populations to learn where intervention and prevention are most needed. But we can learn from low-risk populations such as educators too.

    Why some professions have higher suicide rates

    Over the past 25 years, the suicide rate in the U.S. has increased significantly.

    The age-adjusted rate in 2022 was 14.2 suicides per 100,000 people, up from 10.9 a little over two decades earlier, according to the National Center for Health Statistics. Epidemiologists often adjust data for age to allow for a fairer comparison of incidence rates across populations with different age distributions.

    But not all populations are affected equally. For example, military veterans die by suicide at higher rates than civilians, as do men, older adults and American Indian and Alaska Natives, to name a few demographics. In 2022 the suicide rate for men, for instance, was 23 suicides per 100,000, versus 5.9 for women.

    The rate of suicide among the working-age population is also growing. Over the past two decades it has increased by 33%, reaching a rate of 32 suicides per 100,000 for men and eight for women in 2021. And workers in certain occupations are at higher risk of dying by suicide than others.

    The reasons why are complex and diverse. Workers in construction, an industry with some of the highest suicide rates, may face greater stigma getting help for mental health issues, while people in other fields such as law enforcement may be more exposed to traumatic experiences, which can harm their mental health.

    In short, some explanations are directly tied to one’s work, such as having low job security, little autonomy or agency, and an imbalance of work efforts and rewards. Other factors are more indirect, such as an occupation’s demographic makeup or the type of personality that chooses a profession. Together, factors like these help explain the rate of suicide across occupations.

    Teachers, professors and librarians

    Educators, on the other hand, have relatively little suicide risk.

    By educators, we mean workers classified by the Bureau of Labor Statistics as “educational instruction and library,” which includes teachers, tutors, professors, librarians and similar occupations.

    Nationally, about 11 in 100,000 male educators died by suicide in 2021, with the figure for women being about half that, according to the Centers for Disease Control and Prevention. By contrast, the rate for male workers in arts, design, entertainment, sports and media was 44.5 suicides per 100,000, and the rate for male workers in construction and extraction was 65.6.

    Data from our state of Arizona follows the same pattern. From 2016 through 2023, a total of 117 educators died by suicide, mostly primary and secondary school teachers. This works out to be an incidence rate of 7.3 suicides per 100,000 educators − one-third the rate for all Arizona workers and the lowest among all occupations in the state.

    Why educators have a low suicide rate

    So why are educators at such a low risk of suicide? After all, educational professions certainly present their own challenges. For example, many teachers experience high amounts of burnout, which can cause physical and mental health problems such as headaches, fatigue, anxiety and depression.

    A good place to begin is the profession’s demographic composition. A disproportionately high share of educators are women or are marriedtraits associated with lower suicide rates. Educators also tend to have high educational attainment, which may indirectly protect against suicide by increasing socioeconomic status and employability.

    Another factor is workplace environment. Workplaces that offer increased access to lethal means such as firearms and medications are associated with higher suicide rates. This helps explain why workers in law enforcement, medical professions and the military tend to show high rates. The comparatively low availability of lethal means in schools may help keep educators’ rates low.

    In addition, educators’ workplaces, typically schools and campuses, offer rich opportunities to form strong social relationships, which improve one’s overall health and help workers cope with job stress. The unique, meaningful bonds many educators form with their students, administrators and fellow educators may offer support that enhances their mental health.

    Finally, based on more contextual information in our Arizona database, we found that a lower proportion of educators who died by suicide had an alcohol or drug abuse problem. Alcohol or substance abuse problems can increase suicidal ideation and other work-related risk factors such as job insecurity and work-related injury. In short, educators may live a healthier lifestyle compared with some other workers.

    Improving worker health

    So, what can workers and employers in other professions learn from this, and how can we improve worker health?

    One lesson is to develop skills to cope with job stress. All professions are capable of producing stress, which can negatively affect a person’s mental and physical health. Identifying the root cause of job stress and applying coping skills, such as positive thinking, meditation and goal-setting, can have beneficial effects.

    Developing a social network at the workplace is also key. High-quality social relationships can improve health to a degree on par with quitting smoking. Social relationships provide tangible and intangible support and help establish one’s sense of purpose and identity. This applies outside the workplace, too. So promoting work-life balance is one way organizations can help their employees.

    Organizations can also strive to foster a positive workplace culture. One aspect of such a culture is establishing a sense of meaning or purpose in the work. For educators, this feature may help offset some of the profession’s challenges. Other aspects include appreciating employees for their hard work, identifying and magnifying employee strengths, and not creating a toxic workplace.

    It is worth noting that continued research on occupational health is important. In the context of educators, more research is needed to understand how risk differs between and within specific groups. Despite their overall low risk, no person or demographic is immune to suicide, and every suicide is preventable.

    When the members of the Class of 2025 first arrived at UConn in the fall of 2021, they were beginning their college careers at a time when the country and the world were still emerging from the COVID-19 pandemic, with nothing but uncertainty in the near-term forecast.

    Very quickly, it became clear that at least one thing was certain: the students of this class were determined to make their mark at UConn. Entering as the most diverse class in the history of the University, they soon established themselves as scholars, entrepreneurs, activists, and mentors.

    They experienced many milestones during their four years at UConn: a new University President; the opening of Science 1, Connecticut Hall, and the Toscano Family Ice Forum; the largest philanthropic gift in the University’s history; consecutive records for fundraising at HuskyTHON; and, in case you hadn’t heard, back-to-back national championships for the men’s basketball team and a 12th national championship for the women’s basketball team.

    This is a group of Huskies who refused to let adversity or uncertainty define their time at UConn, an attitude they’ll bring to whatever they pursue next – business, public service, art, professional sports, graduate education, families, military service, and more.

    So congratulations, Class of 2025 – from Avery Point; from Farmington; from Hartford; from Stamford; from Storrs; from Waterbury; and from all over Connecticut, the nation, and the world.     When you’re walking around campus you don’t recognize anyone, but then in your class – junior year, senior year – it’s like 10 to 15 kids, maybe 20 in your classes. So, it gets pretty small, and you get to know everyone there.

    The first quarter financial performance was expected to be moderate, but the increased macroeconomic and geopolitical uncertainty has impacted NNIT to a larger extent than expected. Based on the realized results and the continued uncertainty, NNIT adjusts the 2025 financial outlook.

    Given the current uncertainty, organic revenue growth is expected to be 0% to 5% (previously 7% to 10%), which is due to postponement of projects and the sales pipeline materializing at a slower pace than planned as customers are hesitating to engage in new contracts, especially within Life Science. Expectations for the Group operating profit margin excluding special items are maintained at 7% to 9% as NNIT is significantly reducing its cost base by adjusting capacity and lowering general spending across regions and on corporate level. Special items are expected to be up to last year’s level of DKK 69m (previously expected to be below the 2024 level) mainly driven by further restructuring costs.

    NNIT generated Q1 2025 Group revenue of DKK 464m (Q1 2024: DKK 463m). The organic growth was negative by 0.8% (Q1 2024: 8.0%) due to Region Europe and Region US. Group operating profit excl. special items was DKK 18m (Q1 2024: 24m), equal to a margin of 3.9% (Q1 2024: 5.2%). Profit and margin were mainly impacted by Region Europe and a decrease in Region Denmark driven by overcapacity following the postponement of a large contract, which has been signed in Q2, and the loss of a large public tender. Special items for the Group amounted to DKK 25m (Q1 2024: income DKK 11.3m) primarily driven by restructuring costs.

    Q1 2025 key highlights

    • Financial performance for the first quarter was expected to be moderate, but macroeconomic and geopolitical uncertainty increased, which impacted NNIT. The uncertainty has influenced customer behavior, especially in the three regions focusing on IT Life Science solutions, where several projects have been postponed, most predominantly in Region Europe. Group revenue amounted to DKK 464.1m, entailing flat revenue growth compared with last year.
    • Despite improving utilization and capacity adjustments made across regions during the quarter as well as tight cost focus across business areas, the group operating profit excl. special items declined to DKK 18.0m in Q1 2025 compared with DKK 23.9m in the same quarter last year. The decline was due to the lower profit generation in Region Europe and Region Denmark, partly offset by improved profitability performance in Region US and Region Asia.     The first quarter was more severely affected by uncertainty than expected at the beginning of the year. Hesitance among several customers of NNIT has resulted in less revenue and sales as projects are being postponed. In general, NNIT has taken action to adjust capacity to fit the current demand with several reductions completed in 2024 and leaving NNIT in a stronger position going into 2025. However, it has been necessary to take further actions to mitigate the business impact from lower revenue generation with a reduction of around 100 employees in Q1 2025. Furthermore, NNIT has carried out several cost-reducing initiatives such as putting new employments on hold and limiting all discretionary spending to a minimum with full impact from the second quarter.

    Given the current macroeconomic environment and geopolitical unrest, NNIT continues to expect that its customers will be affected, which is reflected in the adjusted full-year financial outlook.

  • MIL-OSI Global: A basic income support grant can address extreme poverty and inequality in South Africa – economic model shows how

    South Africa remains one of the most unequal countries in the world. The country’s per-capita expenditure Gini coefficient, a measure of how spending from income is distributed, stands at 0.65. This puts it among countries with the most unequal distribution of spending globally.

    Nearly 55% of the population were living in poverty in 2023. The country also has one of the highest unemployment rates in the world: 33.5% in the second quarter of 2024. To compound these issues, economic growth has stagnated since 2008.

    Ending extreme poverty, unemployment and inequality requires economic growth that includes more people. To get that result, there must be a set of interventions that work together. One intervention being considered in South Africa is basic income support to relieve poverty among unemployed citizens.

    Prior to the COVID-19 pandemic, basic income support had been on the policy agenda in South Africa for at least two decades, since the Taylor Committee in 2001. The pandemic made existing inequalities worse through job losses. A “social relief of distress” grant was introduced in 2020 to support the unemployed.

    The grant targeted those affected by sudden income loss, including unemployed working-age individuals who did not qualify for other grants. The introduction of the grant renewed interest in the concept of a universal basic income, or a more comprehensive form of income support. It highlighted the welfare potential for a more permanent basic income support system.

    Very few cases of universal basic income support pilots exist in developing countries. Where they do exist, studies point to the vital benefits a basic income grant system might provide. Examples include evidence from a pilot in Namibia, nine villages in India, and rural Kenya.

    In a recently published paper, a team of economists explored the possible effects of introducing permanent basic income support to:

    • all individuals aged between 18 and 59

    • only those who are unemployed

    • only unemployed individuals in extremely poor households, defined by the food poverty line.

    The economic modelling exercise demonstrates that a basic income grant targeting all individuals aged between 18 and 59 could significantly reduce poverty and inequality. These gains would, however, require carefully targeted and implemented interventions over a multi-year period.

    Our approach

    The study identifies which socio-economic groups would benefit the most from the grant, and sheds light on the impact of basic income support on the welfare and livelihoods of individuals and their households. We used market income or pre-transfer income as the starting point to see how public spending changed poverty or income inequality.

    We used data from the 2017 Quarterly Labour Force Survey, a measure of employment and unemployment based on the country’s working population. Using the three scenarios, we calculated the likely effects.

    The first scenario was based on the universal grant being paid to all those aged 18 to 59. In the second, only those aged 18-59 who were unemployed received it. Lastly, only those who lived in extremely poor households and were unemployed in 2017 were included.

    Some form of support exists for children under 18 (child grant) and for adults aged 60 and over (pension). That’s why we allocated the grant only for adults from 18 to 59.

    In all the scenarios, the income support transfer is assumed to be R595 (US$38) per individual per month in 2021, equivalent to what it cost to provide a basic basket of food (that is, the food poverty line). We use R595 as it closely aligns with the COVID social relief of distress grant extension and reflects the grant amount for the 2021/22 financial year.

    Main findings

    The main findings show that in general, a basic income support grant has the potential to reduce poverty and inequality in South Africa. However, the effect varies based on the targeting mechanism used to identify beneficiaries. Absolute poverty, its gap (the ratio by which the mean income of the poor falls below the poverty line) and income inequality fall the most when the transfer is universal or targets the unemployed and the extreme poor.

    In the first scenario (support for all individuals aged 18 to 59) and the third scenario (the unemployed and extremely poor), both poverty headcount (the percentage of the population living below the national poverty line) and the poverty gap (the ratio by which the mean income of the poor falls below the poverty line) decrease more than in the second scenario (targeting only the unemployed). The income inequality reduction is also larger in the first and third scenarios compared to the second scenario.

    Significance of findings

    The significance of these findings is that better targeting makes basic income support more pro-poor and progressive, and reduces the leakage of the benefit to the non-poor.

    In countries such as South Africa, where poverty and inequality are extensive and public resources are limited, the case for targeting is attractive.     TEHRAN, May 5 (Xinhua) — Iranian Defense Minister Aziz Nasirzadeh has warned that Iran will strike the interests, bases and troops of the United States and Israel “wherever they are and whenever it deems necessary” if either country starts a war against the Islamic Republic.

    He made the remarks in an interview with Iran’s IRIB news agency published on Sunday, in response to a recent threat from US Defense Secretary Pete Hegseth, who warned that Iran would “pay a price” for its “support for the Houthis.”

    The Iranian minister noted that Iran has a large arsenal of missiles at its bases and will not hesitate to use them against regional targets if a war is forced on the country.

    “If such a war is unleashed by the United States or Israel, the Islamic Republic of Iran will strike their interests, bases and troops wherever they are and whenever it deems it necessary,” said A. Nasirzadeh.

    He went on to criticize the “contradictory” behavior of the United States, which declares its openness to negotiations while at the same time threatening Iran through various channels.

    A. Nasirzadeh said that Yemen is an independent country and makes its own decisions, advising the US to refrain from creating crises in the West Asian region. –0–

  • MIL-OSI United Nations: 29 April 2025 Thailand launches WHO SPECS 2030 initiative to tackle leading cause of vision impairment

    Kicking off the event, Dr Warapat Wongsawad, the head of the Thai Public Health Ophthalmology Society, and Professor Dr Wanicha Chuenkongkaew, who leads the Royal College of Ophthalmologists of Thailand, provided opening remarks. Dr Andreas Mueller from WHO then delivered a keynote highlighting the importance of addressing refractive errors.  

    “Refractive error isn’t just about health—it creates societal and economic barriers. With the WHO SPECS 2030 initiative, nations get a worldwide strategy to eliminate these barriers by creating lasting, all-in-one eye care solutions,” Dr Mueller explained in his main speech. 

    Local progress and challenges  

    In the morning, Thailand’s current efforts took the spotlight. Projects like “Good Sight for Thai Children” and strategies from the Ministry of Public Health were on display. Presentations highlighted both progress and persistent challenges, from service access disparities to integration hurdles across public and private sectors.  

    Mr Udom Wongsing from the Office for Teacher and Education Institution Quality Development  illustrated how supporting children with vision impairment in the classroom is essential to building more equitable and inclusive societies.  

    In the afternoon, everyone looked ahead to Thailand’s upcoming strategy. They split into smaller teams to dive into the five SPECS 2030 pillars:  Service design, Personnel development, public Education, Costing, Surveillance and research. Participants from a range of stakeholder groups put their heads together to discuss solid srategies to boost Thailand’s eye health. 

    Each working group shared its insights during a debrief session, emphasizing integrated solutions such as training multidisciplinary visual care teams, educating the public on eye health literacy, and developing robust data systems to monitor outcomes. Dr Kulawan Rojananuangnit pointed out that the seminar laid the foundation to put Thailand at the forefront of bringing WHO SPECS 2030 to life with solid practical shifts. 

    Moving forward 

    As everything wrapped up, the participants agreed on one thing: turn the insights from the get-together into a plan for the nation. People from the health, education, private and policy circles in Thailand are banding together feeling hopeful that their homeland might just show others in the region how to tackle vision issues head-on. 

    Countries aim to hit the WHO’s worldwide goal to lower wrong refractive errors by 40% by 2030. Thailand’s initial push shows strong determination and true potential.

     

     

    During the launch week, both the Royal College of Ophthalmologists of Thailand and the Optometry Association of Thailand extended an invitation to Dr Andreas Mueller from WHO to present on SPECS 2030. Both professional bodies expressed strong interest in collaborating together with WHO to advance the initiative.

  • MIL-OSI Africa: A basic income support grant can address extreme poverty and inequality in South Africa – economic model shows how

    South Africa remains one of the most unequal countries in the world. The country’s per-capita expenditure Gini coefficient, a measure of how spending from income is distributed, stands at 0.65. This puts it among countries with the most unequal distribution of spending globally.

    Nearly 55% of the population were living in poverty in 2023. The country also has one of the highest unemployment rates in the world: 33.5% in the second quarter of 2024. To compound these issues, economic growth has stagnated since 2008.

    Ending extreme poverty, unemployment and inequality requires economic growth that includes more people. To get that result, there must be a set of interventions that work together. One intervention being considered in South Africa is basic income support to relieve poverty among unemployed citizens.

    Prior to the COVID-19 pandemic, basic income support had been on the policy agenda in South Africa for at least two decades, since the Taylor Committee in 2001. The pandemic made existing inequalities worse through job losses. A “social relief of distress” grant was introduced in 2020 to support the unemployed.

    The grant targeted those affected by sudden income loss, including unemployed working-age individuals who did not qualify for other grants. The introduction of the grant renewed interest in the concept of a universal basic income, or a more comprehensive form of income support. It highlighted the welfare potential for a more permanent basic income support system.

    Very few cases of universal basic income support pilots exist in developing countries. Where they do exist, studies point to the vital benefits a basic income grant system might provide. Examples include evidence from a pilot in Namibia, nine villages in India, and rural Kenya.

    In a recently published paper, a team of economists explored the possible effects of introducing permanent basic income support to:

    • all individuals aged between 18 and 59

    • only those who are unemployed

    • only unemployed individuals in extremely poor households, defined by the food poverty line.

    The economic modelling exercise demonstrates that a basic income grant targeting all individuals aged between 18 and 59 could significantly reduce poverty and inequality. These gains would, however, require carefully targeted and implemented interventions over a multi-year period.

    Our approach

    The study identifies which socio-economic groups would benefit the most from the grant, and sheds light on the impact of basic income support on the welfare and livelihoods of individuals and their households. We used market income or pre-transfer income as the starting point to see how public spending changed poverty or income inequality.

    We used data from the 2017 Quarterly Labour Force Survey, a measure of employment and unemployment based on the country’s working population. Using the three scenarios, we calculated the likely effects.

    The first scenario was based on the universal grant being paid to all those aged 18 to 59. In the second, only those aged 18-59 who were unemployed received it. Lastly, only those who lived in extremely poor households and were unemployed in 2017 were included.

    Some form of support exists for children under 18 (child grant) and for adults aged 60 and over (pension). That’s why we allocated the grant only for adults from 18 to 59.

    In all the scenarios, the income support transfer is assumed to be R595 (US$38) per individual per month in 2021, equivalent to what it cost to provide a basic basket of food (that is, the food poverty line). We use R595 as it closely aligns with the COVID social relief of distress grant extension and reflects the grant amount for the 2021/22 financial year.

    Main findings

    The main findings show that in general, a basic income support grant has the potential to reduce poverty and inequality in South Africa. However, the effect varies based on the targeting mechanism used to identify beneficiaries. Absolute poverty, its gap (the ratio by which the mean income of the poor falls below the poverty line) and income inequality fall the most when the transfer is universal or targets the unemployed and the extreme poor.

    In the first scenario (support for all individuals aged 18 to 59) and the third scenario (the unemployed and extremely poor), both poverty headcount (the percentage of the population living below the national poverty line) and the poverty gap (the ratio by which the mean income of the poor falls below the poverty line) decrease more than in the second scenario (targeting only the unemployed). The income inequality reduction is also larger in the first and third scenarios compared to the second scenario.

    Significance of findings

    The significance of these findings is that better targeting makes basic income support more pro-poor and progressive, and reduces the leakage of the benefit to the non-poor.

    Peter the Great St. Petersburg Polytechnic University celebrated the 60th anniversary of the preparatory faculty for foreign students. This event was not just an anniversary date, but a vivid demonstration of many years of successful experience and achievements in the field of international education.

    The history of the faculty began in 1965, when the first 200 students from Cuba, Arab countries and Africa crossed the threshold of the classrooms at 21 Politekhnicheskaya Street. Under the leadership of Dean A. N. Nosov, a unique educational structure was created with three departments: Russian language, natural sciences and humanities. In 1988, the faculty found a new home – a modern building at 28 Grazhdansky Prospekt, which today remains a center of attraction for foreign students.

    The special value of the preparatory faculty is its ability to adapt to the challenges of the time, while maintaining the best traditions. Today we see how graduates of the preparatory faculty become successful specialists all over the world, and many remain in Russia, contributing to the development of our economy and science. This is the best assessment of our work, – noted the Vice-Rector for International Affairs of SPbPU Dmitry Arsenyev.

    Over six decades, the preparatory faculty has achieved impressive results in educational activities.

    When I came to Russia, I knew only a few Russian words. But thanks to the unique teaching method, after a month and a half I could understand speech and participate in dialogues, recalls 2016 graduate Hanaa Itri from Morocco. Today, she successfully works at a large Russian university, continuing the traditions of intercultural communication.

    The anniversary celebrations lasted two days. On the first day, an all-Russian scientific and methodological seminar was held, where representatives of leading Russian universities – Moscow State University, Peoples’ Friendship University of Russia, Kazan Federal University, Tomsk and Volgograd Polytechnics – discussed current issues of teaching taking into account the ethnic factor.

    On the second day, a festival of Russian language and culture was held, where students enthusiastically competed in linguistic contests, participated in master classes on folk crafts, and mastered the secrets of traditional Russian cuisine.

    The culmination of the celebration was the gala concert in the White Hall “Day of the Russian Language”, in which more than 60 students from 30 countries participated. The staff and veterans of the Higher School received gratitude from the Committee for Science and Higher School of St. Petersburg and honorary certificates from SPbPU.

    Preparatory faculty graduates shared their memories of their student years. One of them is the senior teacher of additional education at the Higher School of MOP Mukbil Mansur Hassan Muhammad from Yemen. After studying at the preparatory faculty, he graduated from the physics and metallurgy faculty and defended his PhD thesis at the Polytechnic University.

    The Polytechnic Institute has become my home. I love my job and my students. My students are my friends. I know from my own experience how difficult it is to adapt to life in another country where everything is new: the climate, the cuisine, the language, the people. Creative events help students get to know the country and get to know each other better, – shared Mukbil Mansur Hassan Muhammad.

    Foreign students performed Russian songs and dances at the concert. The numbers dedicated to the 80th anniversary of the Victory in the Great Patriotic War were presented: the compositions “Katyusha”, “Wait for me”, “Yablochko” and “Siniy kerchief”.

    The event was attended by students from Turkmenistan, China, Latin America and Africa, as well as from other parts of the world. Many students of the preparatory faculty have talents: they dance, sing, recite poems. Concerts and similar events help foreign children adapt to our culture. Creativity plays an important role in this process, – said Lyubov Stepanova, senior teacher of additional education at the Higher School of MOP and the organizer of the event.

    Last year’s preparatory faculty graduates and current first-year students of the Institute of Historical and Cultural Studies Anzhi and Roz from Haiti also took part in the concert: Russia is a large, beautiful country with a rich culture and history. When we were choosing a university for study on the Internet, we really liked the Polytechnic, and were impressed by the opportunities for students. And our friends study here, and they told us a lot of good things. We like it here, the teachers are very helpful, for which we are very grateful to them.

    60 years is not just a number. It is thousands of graduates, dozens of countries, hundreds of educational programs. But the main thing is the traditions of quality and innovation that we carefully preserve and develop, – summed up the director of the Higher School of International Educational Programs Viktor Krasnoshchyokov.

    Today, the preparatory faculty of SPbPU is a modern educational center, where time-tested methods and innovative approaches are harmoniously combined. As a graduate from Indonesia, Desmarnov Tirto Pamangin, said: Here they not only give knowledge of the language, but also open the door to a new life. This is precisely the mission of the Higher School – to be a bridge between cultures and peoples.

         A spokesman for the AFCD said, “If members of the public release animals in an improper manner, such as releasing them into unsuitable habitats, it may adversely affect their survival.”
     
         Under the Prevention of Cruelty to Animals Ordinance (Cap. 169), it is an offence to causes unnecessary suffering to animals by releasing them not in a proper manner. Offenders are liable to a maximum fine of $200,000 and imprisonment for three years upon conviction.
     
    The AFCD will continue to conduct inspections at locations where animal releasing activities are likely to take place, take enforcement action when necessary, and carry out publicity and education work.
     
         In addition, the AFCD will launch a fish-restocking exercise on National Fish Releasing Day on June 6 to release fish fingerlings in the waters around Tung Ping Chau Marine Park to enhance local marine resources and ecology. The department will promote to the public the benefits of fish restocking to the environment, with a view to engaging them in supporting and participating in these science-based restocking exercises in lieu of animal releases not properly conducted. The public may also consider other charitable activities, such as planting trees or participating in volunteer services with animal welfare groups and environmental organisations.

    In line with India’s commitment towards regional cooperation, INS Sharda arrived at Maafilaafushi Atoll, Maldives, for a Humanitarian Assistance and Disaster Relief (HADR) exercise planned from 04 to 10 May 25. This deployment is a testament to the strong defence and maritime cooperation between India and the Maldives. It aligns with India’s “MAHASAGAR” (Mutual and Holistic Advancement for Security and Growth Across Regions) vision, emphasising collaborative efforts to ensure peace, stability, and prosperity in the Indian Ocean Region.

    This HADR exercise aims to enhance interoperability between the Indian Navy and the Maldives National Defence Force (MNDF). It will focus on actions like Disaster Response Coordination, Search and Rescue Operations, Medical Assistance, Logistical Support, Joint Drills, Training Sessions, and Community Engagement following a major natural disaster.   

    Through such collaborative efforts, India and the Maldives continue strengthening their partnership and ensuring readiness to respond effectively to natural disasters and other humanitarian challenges.

    The Vice-President of India, Shri Jagdeep Dhankhar, today said,“Forests are extremely important. Forests are our lungs. If a country’s forests are in good shape, its people will enjoy good health—because forests are the lungs. Agriculture is our lifeline. But we need forests as they regulate climate, they buffer disasters, and they support livelihoods—especially for the poor and marginalized.”

    Interacting with faculty members and students of the College of Forestry, Sirsi, during a special programme on the “Role of Forestry in Nation Building”, today, Shri Dhnakhar emphasised that,“We must pledge to protect our forests and contribute in every way possible, because climate change is a global challenge—a global menace. The situation is alarmingly cliff hanging, and we have no other planet to live on apart from Mother Earth,” he warned.

    Highlighting India’s civilisational wisdom, the Vice-President said, “This land is a confluence of spirituality and sustainability. Sustainability is not just vital for the economy—it is vital for healthy living. Our Vedic culture has preached sustainability for thousands of years. And today, there is no alternative to sustainable development. We cannot engage in reckless exploitation of natural resources. We must restrict ourselves to what is minimally required. We all need to be aware of this.”

    Calling for deeper ecological consciousness, he remarked, “We must develop a sense of self-realisation—that Mother Earth, this environment, the forests, the ecosystems, the flora and fauna—we are their trustees, not consumers. We are duty-bound to pass this on to future generations.”

    “Environment is that aspect of life which touches every living being on Earth. When the environment is challenged, the challenge is not just to humanity—it affects everything that exists on this planet. Today, we face a critical test: to protect and preserve the environment, and to find ways to overcome the grave crisis that is unfolding,” he observed.

    Stressing the role of education in building a sustainable future, the Vice-President said, “Today, no institution can function as a standalone entity. There was a time when medical education, engineering education, management education, environmental education, and forest education all existed in silos. But now, everything has become interdisciplinary. And therefore, we must adopt an inclusive approach to learning.”

    Encouraging young minds, Shri Dhankhar said, “Be inquisitive—have yearning and desire for new knowledge. The academic pursuit you are engaged in holds immense possibilities—far beyond imagination. In our cultural heritage, wherever you look, you will find a treasure trove. The more you study, the more you will be able to serve creation. The very subject you are pursuing today holds the key to remedies and production. You can truly become an effective crucible of research, especially when it comes to forest produce.”

    Applauding the natural setting of the institution, the Vice-President noted, “Sirsi, nestled in the lap of the majestic Western Ghats—is one of the richest biodiversity regions not just in Bharat, but in the entire world. Such an environment transforms the very concept of a classroom. Here, the classroom doesn’t end at four walls; it extends beyond them. This is an open classroom, breathing and brimming with life. The College of Forestry is, fortunately and uniquely, surrounded by nature—in its most pristine form. The view here is truly extraordinary; the atmosphere fills one with joy and celebration.”

    The Ministry of Panchayati Raj’s  “Alhua Vikas”, the third and final film of the three-part extension series “Phulera Ka Panchayati Raj”, is enthusing digital audiences widely and sensitising them about the issues that affect gram panchayats across India. The third and final episode was released earlier on the occasion of the  National Panchayati Raj Day (24th April, 2025) and has since then received  a phenomenal response on Youtube with over 6M+ views so far. 

    “Alhua Vikas” highlights the critical importance of generating  Own Sources of Revenue (OSR) by Rural Local Bodies that helps in strengthening the self-reliance of Panchayati Raj Institutions (PRIs) across rural India. This film promotes citizen awareness on timely payment of local taxes, highlighting how such contributions enable improved service delivery and sustained village development. The film features renowned actors including Neena Gupta, Faisal Malik, Chandan Roy, Durgesh Kumar, and others from the original “Panchayat” cast, and has received significant public attention with  emphasizes on the message “जमा करके कर, बनाईये अपनी पंचायत को आत्मनिर्भर” to encourage citizens to pay local taxes promptly, thereby supporting development works in their villages.
