Jakarta (Agence Fides) – The photo of the Grand Imam of the Istiqlal Mosque, Nasaruddin Umar, bending down to tenderly kiss the head of Pope Francis in his wheelchair – during his trip to Indonesia in September 2024 – is one of those images that remain etched in the memory of the Indonesian people because it expresses their deepest spirit and soul. Today, Nasaruddin Umar is Minister of Religious Affairs and, on the occasion of Pope Francis’ passing, he wanted to remember him as “one of his dearest friends.” “I express my deepest condolences on the passing of Pope Francis. We cannot forget his service and friendship,” the Minister said.During his tenure as Grand Imam of the Istiqlal Mosque, Umar signed the Istiqlal Declaration with the Pope on September 5, 2024. On that day, he introduced Pope Francis to the faithful present in the mosque, describing him as a “symbol of unity for humanity.” On behalf of all the Indonesian people, Umar expressed words of comfort to Indonesian Catholics mourning the passing of Pope Francis, urging them “to remain patient and trust in God during this difficult time.”“Now we hope that the cooperation between Indonesia and the Vatican and the willingness to dialogue pioneered by Pope Francis will continue,” he said, recalling the Istiqlal Joint Declaration on ”Consolidating Interreligious Harmony for Humanity.”The meeting at the Istiqlal Mosque was one of the most intense of Francis’ Indonesian trip. The tunnel, which is 28 meters long, 4 meters wide, and 3 meters high, is a passageway of great symbolic value that connects the two places of worship and allows for an easy exchange of visitors and worshippers. It “aims to strengthen harmony in society, as well as to increase collaboration between religious communities to achieve a just and prosperous society,” say the authorities. The Pope appreciated it and described it as a symbol of strengthening brotherhood.Even the most important Islamic organizations in Indonesia, a country of 280 million inhabitants, 90% of whom are Muslim, wanted to express their appreciation and remember Pope Francis with affection. Phnom Penh (Fides Agency) – “There are many non-Christians who, driven by curiosity or desire, attend our churches every Sunday. And among them, there are those who ask to begin the journey of preparation for baptism,” Jesuit Father Enrique Figaredo Alvargonzález, a Spanish missionary who has been in Cambodia for 40 years and is Apostolic Prefect of Battambang, told Fides Agency. In 2025, the small Catholic community in Cambodia—a predominantly Buddhist country where Catholics number only about 30,000 out of a population of 17 million—rejoiced at the gift of new baptisms.In Phnom Penh, 127 people, including young people and adults, were baptized after taking part in the “Rite of Election,” led by Bishop Olivier Schmitthaeusler, Apostolic Vicar of Phnom Penh. The bishop urged them to “be ready to live and die with Jesus.” Baptism, he recalled, “makes us new people,” and the priest anoints us with oil “to receive strength directly from Jesus.” We receive the white garment, “clothing ourselves with Jesus himself.” “He will not abandon us, even if we forget him. MIL-OSI Economics: RBI cancels the licence of Imperial Urban Co-operative Bank Ltd., Jalandhar

The Reserve Bank of India (RBI), vide order dated April 24, 2025, has cancelled the licence of “Imperial Urban Co-operative Bank Ltd., Jalandhar”. Consequently, the bank ceases to carry on banking business, with effect from the close of business on April 25, 2025. The Registrar of Cooperative Societies, Government of Punjab has also been requested to issue an order for winding up the bank and appoint a liquidator for the bank.

The Reserve Bank cancelled the licence of the bank as:

The bank does not have adequate capital and earning prospects. As such, it does not comply with the provisions of Section 11(1) and Section 22 (3) (d) read with Section 56 of the Banking Regulation Act, 1949.
The bank has failed to comply with the requirements of Sections 22(3) (a), 22 (3) (b), 22(3)(c), 22(3) (d) and 22(3)(e) read with Section 56 of the Banking Regulation Act, 1949.
The continuance of the bank is prejudicial to the interests of its depositors.
The bank with its present financial position would be unable to pay its present depositors in full; and
Public interest would be adversely affected if the bank is allowed to carry on its banking business any further.

2. Consequent to the cancellation of its licence, “Imperial Urban Co-operative Bank Ltd., Jalandhar” is prohibited from conducting the business of ‘banking’ which includes, among other things, acceptance of deposits and repayment of deposits as defined in Section 5(b) read with Section 56 of the Banking Regulation Act, 1949 with immediate effect.

3. On liquidation, every depositor would be entitled to receive deposit insurance claim amount of his/her deposits up to a monetary ceiling of ₹5,00,000/- (Rupees five lakh only) from Deposit Insurance and Credit Guarantee Corporation (DICGC) subject to the provisions of DICGC Act, 1961. As per the data submitted by the bank, 97.79% of the depositors are entitled to receive full amount of their deposits from DICGC. As on January 31, 2025 DICGC has already paid ₹5.41 crore of the total insured deposits under the provisions of Section 18A of the DICGC Act, 1961 based on the willingness received from the concerned depositors of the bank.

MIL-Evening Report: Trump signs ‘deeply dangerous’ order to fast-track deep sea mining

An ocean conservation non-profit has condemned the United States President’s latest executive order aimed at boosting the deep sea mining industry.

President Donald Trump issued the “Unleashing America’s offshore critical minerals and resources” order on Thursday, directing the National Oceanic and Atmospheric Administration (NOAA) to allow deep sea mining.

The order states: “It is the policy of the US to advance United States leadership in seabed mineral development.”

NOAA has been directed to, within 60 days, “expedite the process for reviewing and issuing seabed mineral exploration licenses and commercial recovery permits in areas beyond national jurisdiction under the Deep Seabed Hard Mineral Resources Act.”

Ocean Conservancy said the executive order is a result of deep sea mining frontrunner, The Metals Company, requesting US approval for mining in international waters, bypassing the authority of the International Seabed Authority (ISA).

US not ISA member
The ISA is the United Nations agency responsible for coming up with a set of regulations for deep sea mining across the world. The US is not a member of the ISA because it has not ratified UN Convention on the Law of the Sea (UNCLOS).

“This executive order flies in the face of NOAA’s mission,” Ocean Conservancy’s vice-president for external affairs Jeff Watters said.

“NOAA is charged with protecting, not imperiling, the ocean and its economic benefits, including fishing and tourism; and scientists agree that deep-sea mining is a deeply dangerous endeavor for our ocean and all of us who depend on it,” he said.

He said areas of the US seafloor where test mining took place more than 50 years ago still had not fully recovered.

“The harm caused by deep sea mining isn’t restricted to the ocean floor: it will impact the entire water column, top to bottom, and everyone and everything relying on it.”

Countries across the Asia-Pacific region have agreed to intensify cooperation to drive sustainable and resilient urban development, adopting a new resolution at the close of the 81st session of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) today. The resolution highlights the urgency of addressing challenges such as climate risks, infrastructure gaps, overcrowding and social inequalities amid fast-paced urbanization.

“The solutions lie within the diversity of our region,” shared United Nations Under-Secretary-General and Executive Secretary of ESCAP Armida Salsiah Alisjahbana in her closing remarks. “We have deftly navigated through past crises and emerged stronger together. Our capabilities will provide solutions to our contemporary challenges and allow us to anticipate those that have yet to emerge.”

Governments committed to expanding regional and subregional partnerships to share know-how, align urban policies with the Sustainable Development Goals, and support local authorities in building livable and inclusive cities. The resolution calls for greater investment in digital innovation, low-carbon transport, nature-based solutions and climate- and disaster-resilient infrastructure.

The resolution also recognizes the critical role of city leaders and community networks in shaping urban futures. It encourages local action through integrated planning, sustainable financing and climate-smart strategies that respond to unique national and local contexts.

As the region becomes increasingly urban, countries emphasized the importance of ensuring equitable access to services for all, advancing gender equality, and creating employment and entrepreneurship opportunities that leave no one behind.

A second resolution adopted at the session responds to intensifying water-related challenges driven by climate change in the region. ESCAP member States expressed concern over increasing water stress, the growing frequency and severity of water-related disasters, and the alarming retreat of mountain glaciers and thawing permafrost, which threaten both ecosystems and livelihoods. It urges countries to adopt integrated water management approaches, enhance institutional capacity, invest in resilient infrastructure, and involve youth, civil society and communities in decision-making.

Another key outcome from the session focuses on the need for targeted international support to help middle-income countries address ongoing development hurdles. The adopted text advocates moving beyond income-based metrics by incorporating vulnerability indices and underscores the value of South-South and triangular cooperation, while reiterating that these efforts must complement, not replace, North-South cooperation. Countries additionally adopted a fourth ESCAP resolution reaffirming their commitment to advancing digital inclusion and transformation in the region.

Around a thousand delegates from 43 member States, associate members and observer countries as well as various stakeholder groups and international organizations attended the session held from 21 to 25 April in Bangkok.

The Economic and Social Commission for Asia and the Pacific (ESCAP) is the most inclusive intergovernmental platform in the Asia-Pacific region. The Commission promotes cooperation among its 53 member States and 9 associate members in pursuit of solutions to sustainable development challenges. MIL-OSI Asia-Pac: Three incoming passengers convicted and jailed for possessing duty-not-paid cigarettes and importing alternative smoking products (with photos)

A man and two women were each sentenced to four months’ imprisonment and fined between $500 and $1,000 at the West Kowloon Magistrates’ Courts today (April 25) for possessing duty-not-paid cigarettes and failing to declare to Customs officers, as well as for importing alternative smoking products, in contravention of the Dutiable Commodities Ordinance (DCO) and the Import and Export Ordinance (IEO).

Customs officers intercepted a 40-year-old incoming female passenger, a 36-year-old incoming male passenger, and a 30-year-old incoming female passenger at Hong Kong International Airport on February 18, February 26 and March 6. About 118 200 duty-not-paid cigarettes and about 7 000 alternative smoking products, with an estimated market value of about $518,000 and a duty potential of about $390,000 in total, were seized from their personal baggage. They were subsequently arrested.

Customs welcomes the sentence. The custodial sentence has imposed a considerable deterrent effect and reflects the seriousness of the offences.

Under the DCO, tobacco products are dutiable goods to which the DCO applies. Any person who imports, deals with, possesses, sells or buys illicit cigarettes commits an offence. The maximum penalty upon conviction is a fine of $1 million and imprisonment for two years.

Under the IEO, any person who imports an alternative smoking product into Hong Kong commits an offence. The maximum penalty upon conviction is a fine of $2 million and imprisonment for seven years.

The Council of Scientific and Industrial Research (CSIR), through its premier minerals research institute CSIR-IMMT, has signed two Joint Declarations of Intent (JDIs) with leading Russian institutions—the State Research and Design Institute of the Rare Metal Industry (JSC Giredmet), a premier research and design institute under the Russian State Atomic Energy Corporation, Rosatom, Moscow and the National University of Science and Technology MISIS, Moscow (NUST MISIS)—to strengthen cooperation in critical mineral processing and sustainable resource development.

Two separate Joint Declarations of Intent were signed by Dr. Ramanuj Narayan (Director, CSIR-IMMT)—one with Dr. Andrei I. Golinei (Director, Chemical Technology Unit, JSC Rosatom Science) and another with Dr. Michael R. Program to Empower Youth to Take Lead in Giving New Identity to Border Villages and Transform India’s Frontier Communities

The Viksit Vibrant Villages Program is a joint initiative aimed at revitalizing India’s remote border regions. Spearheaded by the Ministry of Youth Affairs and Sports, in coordination with the Ministry of Home Affairs, the program will be implemented with support from local governance bodies and the Indo-Tibetan Border Police (ITBP). It will focus on Leh-Ladakh, Himachal Pradesh, and Uttarakhand, taking place from 15^th to 30^th May 2025.

This initiative will empower youth by involving 500 MY Bharat volunteers from across the country, who will work directly with communities in 100 selected villages. These volunteers will drive grassroots engagement and community development through a variety of initiatives, ranging from educational support and infrastructure enhancement to healthcare and cultural preservation. By engaging local residents and leveraging the strength of youth leadership, the program aims to bring long-lasting, positive transformation to these border areas.

Registration for the Viksit Vibrant Villages Program officially commenced on 23^rd April 2025 via the MY Bharat Portal. Volunteers from across India are encouraged to apply for this transformative opportunity. 10 MY Bharat volunteers will be selected from the Union Territories and 15 from each participating state. In total, 500 volunteers will be chosen to serve as the backbone of the program, leading and coordinating activities within the villages.

As part of this program, immersive learning journeys, cultural exchange programs, and grassroots development projects are being rolled out, allowing the youth to directly interact with the unique socio-cultural and strategic fabric of India’s border regions.

The program will unfold over 7 days, with each day dedicated to a distinct domain of community development. The activities will include, but are not limited to:

From Forgotten to Celebrated: Giving Border Villages a New Identity

The program seeks to dismantle the long-held stereotype of border villages being “the last on the map.” Instead, it celebrates them as ‘first villages’ in the journey toward Viksit Bharat by 2047. Through sustained youth involvement, these villages will be given a platform to showcase their language, art, music, architecture, and stories – redefining their identity from that of a geopolitical buffer to centers of heritage, innovation, and national pride. The Viksit Vibrant Villages program is not just a government effort – it is a generational mission to ensure that development, identity, and dignity ow to every corner of the country, with the youth leading the way.

To kick-start this initiative, the Ministry will conduct an orientation program in Delhi, where all selected volunteers will undergo an intensive briefing and training session. This orientation will ensure that the volunteers are well-prepared to carry out the program’s objectives and equipped with the necessary knowledge to engage with local communities effectively. The orientation program will provide a unique opportunity for the volunteers to develop crucial leadership skills, gain deeper insights into rural community needs, and learn how to coordinate their efforts with the local governance systems.

This structure aims to provide a well-rounded learning experience for volunteers, ensuring that they not only contribute to village transformation but also grow personally and professionally throughout the program. This initiative will serve as a catalyst for positive change in the border regions of India, empowering the youth to become active participants in nation-building. The opening hours of the kiosk in the Center are 9am to noon and 1.30pm to 5pm, Monday to Friday (except public holidays on the Mainland). Following the Hong Kong Cross-boundary Public Services self-service kiosks that commenced operation earlier in Guangzhou, Qianhai and Futian in Shenzhen, Zhuhai, Foshan and Huizhou as well as Dongguan, the Cross-boundary Public Services self-service kiosk in Zhongshan also provides over 70 public services from 12 government bureaux and departments as well as related organisations, encompassing eight areas commonly used by enterprises and the public, including taxation, company registration, property and vehicle enquiry and registration, application for personal identification documents and entry of talent, welfare and education, healthcare, immigration clearance, urgent assistance as well as culture and tourism. Members of the public can use the self-service kiosks to perform data entry, document scanning and result printing to enjoy one-stop access when applying for various public services.

Simplification of Transfer Claim Process through Revamped Form 13 functionality

To ensure ease of living for its members, EPFO during January this year, has greatly simplified the process for transfer of PF account on change of jobs by removing the requirement of approval from employer in majority of the cases.

Till now, the transfer of PF accumulations used to happen with the involvement of two EPF Offices. One, from which the PF accumulation is transferred (Source Office) and two, the EPF Office in which the transfer is actually credited (Destination Office).

Now, with an aim to further simplify the process, EPFO has removed the requirement of approval of all transfer claims at the Destination Office by launching a Revamped Form 13 software functionality.

Henceforth, once the transfer claim gets approved at the Transferor (Source) Office the previous account will automatically get transferred to the present account of the member at the Transferee (Destination) Office instantly furthering the aim of “Ease of Living” for Members of EPFO.

This revamped functionality also provides the bifurcation of taxable and non-taxable components of PF accumulations to facilitate accurate calculation of TDS on Taxable PF interest.

It is expected to benefit more than 1.25 Crore Members facilitating the transfer of around Rs. 90,000 Crores every year henceforth as the entire transfer process shall be speeded up.

Bulk generation of UAN by Employers without seeding Aadhaar

With a view to further Ease of Doing Business and to address the grievances being raised w.r.t proper accounting of the Past Accumulations that had been remitted to EPFO by the Exempted PF Trusts consequent to the surrender/cancellation of exemption and also in other cases involving remittance of past period contributions consequent to quasi-judicial/recovery proceedings, it has been decided by EPFO to relax the requirement of Aadhaar for generation of UAN/credit of Past Accumulations for such members. Also, a facility for bulk generation of UANs based on the Member Id & other member information available on record so as to enable prompt crediting of funds in the accounts of such members has been provided.

To that effect a software functionality has already been deployed and made available to the Field Offices in the FO Interface for bulk generation of UANs in the above said cases and also account the Past Accumulations without the requirement of Aadhaar in EPFO Application.

However, as a measure of risk mitigation to protect the PF accumulations, all such UANs would be kept in a frozen state and subsequently made operational only after the seeding of Aadhaar.

All these measures are expected to significantly improve services to members and reduce long standing grievances including further streamlining of validations for auto settlement of eligible claims.

     The six newly appointed non-official non-executive directors are Mr Chan Hok-fung, Mr Chan Kin-por, Mr Chiu Kam-kuen, Ms Lilian Law Suk-kwan, Ms Jasmine Lee Shun-yi and Ms Florence Leung Chi-hang. The four reappointed non-official non-executive directors are Dr Chan Ka-kui, Ms Janice Lai Wai-man, Mrs Sylvia Lam Yu Ka-wai and Ms Yvonne Yeung Kin-ha.

     The Secretary for Development, Ms Bernadette Linn, welcomed the reappointment of Mr Chow as Chairman of the URA Board. “I am grateful to Mr Chow for accepting the appointment and continuing to lead the URA. With Mr Chow’s strong leadership, rich experience and his understanding of the work of the URA, I am confident that under his leadership, the URA will continue to discharge its important and challenging mission of urban renewal in Hong Kong,” she said.

The WSD will continue efforts to step up prosecution and inspections against overcharging for water in SDUs under the amended WWO and to appeal to landlords to apply for the installation of separate water meters for their SDUs, which can greatly reduce the risk of contravening the amended WWO. The WSD encourages the public to report any illegal acts of overcharging SDU tenants for water for follow-up and investigation by the department. The public can call the WSD Hotline 3468 4963 or WhatsApp 5665 5517 to apply for the installation of separate water meters for SDUs. The 77th issue of “HA Risk Alert” was published today (April 25) by the Hospital Authority (HA) as a risk management and communication initiative to further strengthen the reporting and monitoring of clinical incidents in public hospitals.

In the fourth quarter of 2024 (October to December), there were seven sentinel events reported, comprising four cases of retained instruments/material after surgery/interventional procedure, two cases of inpatient suicide and one case of a surgery/interventional procedure involving wrong body parts. Among the 31 reported serious untoward events, there were 29 related to medication errors and two patient misidentifications.

“Subsequent to the incident reviews and analyses of the root causes of these incidents, important lessons for patient safety have been identified, while recommendations are made and shared in this publication to avoid similar events in the future,” an HA spokesperson said.

The HA Head Office has released the latest “HA Risk Alert” to all staff. It can also be accessed by the public at www.ha.org.hk/riskalert. “HA Risk Alert” is published on a quarterly basis and posted on the HA website in January, April, July and October. The next issue is scheduled for July 2025.

“I love you Mom because you take me out to play…”

Moksh’s mother had tears in her eyes when she read this simple, loving, and heartwarming note written by her son in uneven letters and wobbly handwriting. Though it seems like just ten simple words written by a kid to his mother. But behind those words lies a powerful story of love, waiting, and hope.

Moksh was born with a condition called “knock knees,” which made his legs bend inward. He was left at a Child Care Institution when he was just a day old unaware of anything in this new world. He was put up for adoption. For four years, families walked in and out of his life—pausing, hesitating, moving on. His condition was listed on the form. And that was often the end of the conversation.

Until one day, it wasn’t.

In 2021, a couple saw him, not the label, not the diagnosis, but ‘Their child.’ To them, he wasn’t a problem to solve, he was their son, waiting for them from the day he was born. The second wave of COVID-19 made the wait even longer. But they didn’t let him go, they stayed—through video calls, telling him bedtime stories through screens, making him smile from far away and patiently waiting to hold him in their arms.

Finally, before the New Year, Moksh came home. His new parents enrolled him in swimming to help his legs, took him for regular check-ups, and gave him love and care. Today, Moksh is not just healthy—he’s thriving. He learned to swim, act in plays, and most of all, fly through the air in parkour, that bold sport of leaps and climbs and courage. From a child once left behind… to being named ‘Student of the Month’.

Moksh’s story is one of love triumphing over hesitation. And across India, many more stories like his are finally being written. Over the years, legal adoptions in India have seen a boost with families coming forward to give home to orphaned children. In FY 2024-25, India saw a record 4,515 adoptions—the highest in nearly a decade. Of these, 4,155 were domestic, marking a powerful shift in societal attitudes. It’s no longer rare for Indian families to adopt. It’s becoming a choice made with open hearts and open arms.

The Promise of Legal Adoption

Driving this transformation is the Central Adoption Resource Authority (CARA), with its mission to ensure no child is left behind. The statutory body under the Ministry of Women and Child Development ensures that adoptions should happen legally and ethically to safeguard innocent children.

It functions as the nodal body for the adoption of Indian children and is mandated to monitor and regulate in-country and inter-country adoptions. It is designated as the Central Authority to deal with inter-country adoptions by the provisions of the Hague Convention on Inter-country Adoption, 1993, ratified by the Government of India in 2003. CARA primarily deals with the adoption of orphan, abandoned, and surrendered children through its associated /recognized adoption agencies. CARA is working day and night through on-ground activities, training sessions, and social media campaigns to promote legal adoptions. As adoption is not just about legal contracts, it is more of an emotional journey that both parents and child take together, the process becomes even more important.

Before planning to adopt, the Prospective Adoptive Parents must go through the eligibility criteria mentioned on CARA’s website. Illegal adoption is concerning as it amounts to child trafficking and is a punishable offense under The Juvenile Justice (Care and Protection of Children) Amendment Act, 2021.

Illegal Adoption refers to taking direct, immediate and unsolicited custody of a child in need of care and protection.

More Children, More Hope

For years, one of the biggest hurdles in adoption was the gap between children in need and parents willing to adopt. But 2023–24 marked a turning point.
- Over 8,500 children were identified and added to the adoption pool—many of them from institutions where they had long waited to be seen, chosen, and loved.
- 245 new agencies were added to CARA’s network, making adoption more accessible than ever.
These are not just policy wins—they are acts of restoration. Every child added to the list represents a new possibility for connection, belonging, and a chance to be a child again.

The Census and Statistics Department (C&SD) released today (April 25) the results of the Quarterly Business Tendency Survey for the second quarter (Q2) of 2025.

Business Situation

For all surveyed sectors taken together, the proportion of respondents expecting their business situation to be better (9%) in Q2 2025 over the preceding quarter is lower than that expecting it to be worse (18%).

When compared with the results of the Q1 2025 survey round, the proportion of respondents expecting a better business situation in Q2 2025 is 9%, broadly the same as the corresponding proportion in Q1 2025. On the other hand, the proportion of respondents expecting a worse business situation had slightly decreased from 19% in Q1 2025 to 18% in Q2 2025.

Analysed by sector, respondents in most of the surveyed sectors expect their business situation to decrease on balance in Q2 2025 as compared with Q1 2025. In particular, significantly more respondents in the accommodation and food services and transportation, storage and courier services sectors expect their business situation to be worse in Q2 2025 as compared with Q1 2025.

The results of the survey should be interpreted with care. In this type of survey on expectations, the views collected in the survey are affected by the events in the community occurring around the time of enumeration, and it is difficult to establish precisely the extent to which respondents’ perception of the future accords with the underlying trends. The enumeration period for this survey round was from March 4, 2025 to April 10, 2025.

Volume of Business / Output

Respondents in all of the surveyed sectors expect their volume of business/ output to decrease on balance or remain broadly unchanged in Q2 2025 as compared with Q1 2025. In particular, significantly more respondents in the accommodation and food services sector expect their volume of business to decrease in Q2 2025 over Q1 2025.

Employment

Respondents in most of the surveyed sectors expect their employment to decrease on balance or remain broadly unchanged in Q2 2025 as compared with Q1 2025. In particular, more respondents in the accommodation and food services and construction sectors expect their employment to decrease in Q2 2025 over Q1 2025. In the real estate sector, however, more respondents expect their employment to increase, as compared to those expecting it to decrease.

Selling Price/ Service Charge

Respondents in most of the surveyed sectors expect their selling prices/ service charges to remain broadly unchanged in Q2 2025 as compared with Q1 2025. However, significantly more respondents in the construction and accommodation and food services sectors expect their tender prices/ charges for services rendered/ prices of food provided to go down in Q2 2025 over Q1 2025.

Commentary

A Government spokesman said that according to the survey conducted earlier, the near-term business outlook and hiring appetite among large enterprises for the second quarter of 2025 were largely stable compared with expectations for the previous quarter.

The spokesman pointed out that the survey captured largely the views of enterprises before the abrupt escalation of trade tensions due to the significant increases in import tariffs by the US in early April. Looking forward, as the downside risk and uncertainties of the global economy have increased notably, business sentiment should be subject to pressure. The Government has been providing support to enterprises through various measures, and will monitor the situation closely.

Further Information

The survey gathers views on short-term business performance from the senior management of about 570 prominent establishments in various sectors in Hong Kong with a view to providing a quick reference, with minimum time lag, for predicting the short-term future economic performance of the local economy.

The survey covers 10 major sectors in Hong Kong, namely manufacturing; construction; import / export trade and wholesale; retail; accommodation and food services (mainly covering services rendered by hotels and restaurants); transportation, storage and courier services; information and communications; financing and insurance; real estate; and professional and business services sectors.

Views collected in the survey refer only to those of respondents on their own establishments rather than those on the respective sectors they are engaged in, and are limited to the expected direction of quarter-to-quarter change (e.g. “up”, “same” or “down”) but not the magnitude of change. In collecting views on the quarter-to-quarter changes, if the variable in question is subject to seasonal variations, respondents are asked to provide the expected changes after excluding the normal seasonal variations.

Survey results are generally presented as “net balance”, i.e. the difference between the percentage of respondents choosing “up” and that choosing “down”. The percentage distribution of respondents among various response categories (e.g. “up”, “same” and “down”) reflects how varied their business expectations are. The “net balance”, with its appropriate sign, indicates the direction of expected change in the variable concerned. A positive sign indicates a likely upward trend while a negative sign indicates a likely downward trend. However, the magnitude of the “net balance” reflects only the prevalence of optimism or pessimism, but not the magnitude of expected change, since information relating to such magnitude is not collected in the survey.

Furthermore, owing to sample size constraint, care should be taken in interpreting survey results involving a small percentage (e.g. less than 10%) of respondents in individual sectors.

Chart 1 shows the views on expected changes in business situation for the period Q2 2024 to Q2 2025.

Table 1 shows the net balances of views on expectations in respect of different variables for Q2 2025.

MIL-OSI Asia-Pac: Taiwan Trade and Investment Service Center Opens in Fukuoka, Elevating Taiwan-Japan Economic Ties

In accordance with the strategy of Pursuing Global Opportunities with Domestic Supply Chains of the Ministry of Economic Affairs (MOEA), the Taiwan Trade and Investment Service Center in Fukuoka was officially inaugurated on April 21. This marks a significant milestone in economic cooperation between Japan and Taiwan.

Considering their respective highly complementary industrial strengths, Taiwan and Japan are well-positioned to deepen collaboration through this newly established center. Functioning as both a bridge and a platform, the Center will integrate resources across government, industry, academia, and research sectors, offering one-stop services for businesses from both sides, such as investment consultation, industry matchmaking, technology exchange, and market development support.

The opening ceremony brought together over 200 prominent figures from the political and business sectors of both Taiwan and Japan. Students and postgraduates of the Institute of Physics and Mechanics of SPbPU took part in the international conference on plasma physics and controlled thermonuclear fusion in Zvenigorod. The organizers were the state corporation Rosatom, the National Research Center Kurchatov Institute and the Russian Academy of Sciences. More than 200 specialists discussed current issues related to plasma physics, plasma technologies and thermonuclear energy.

This year the conference was dedicated to the memory of Academician Evgeny Pavlovich Velikhov, an outstanding scientist and organizer who made an invaluable contribution to research in the field of plasma physics and controlled fusion in our country.

Participants discussed magnetic confinement of high-temperature plasma, inertial thermonuclear fusion, physical processes in low-temperature plasma, physical foundations of plasma and beam technologies, and much more. A separate section presented the results of work within the framework of ITER, the largest international project in the field of thermonuclear fusion.

At the plenary session, experts discussed the historical aspects of plasma physics and controlled fusion in our country, as well as current progress in the most important areas of plasma physics and thermonuclear energy. The teams of the Russian T-15MD and Globus-M2 installations, representatives of the Kurchatov Institute National Research Center, the Budker Institute of Nuclear Physics of the Siberian Branch of the Russian Academy of Sciences, and other major Russian research institutes, enterprises, and universities shared their work results. Students of the PhysMech Institute of St. Petersburg Polytechnic University were among the co-authors of a review report dedicated to the results of research on the Globus-M2 spherical tokamak operating at the Ioffe Physicotechnical Institute of the Russian Academy of Sciences.

Colleagues from the Institute of Plasma Physics of the Chinese Academy of Sciences (ASIPP) spoke about the current progress at the operating EAST tokamak and the new generation BEST and CFEDR installations being created. The report was given by the president of LiWFusion L. E. Zakharov.

Students and postgraduates of the Higher School of Fundamental Physics Research of the PhysMech Institute took part in the work of the section “Magnetic Confinement of High-Temperature Plasma”. Arseny Tokarev presented a study of the radial electric field during peripheral localized modes at the Globus-M2 tokamak, carried out with the support of a grant from the Russian Science Foundation.

Alexey Krivosheev and Yulia Lashkina analyzed the phenomenon of non-local heat transfer (NLT), which is observed in high-temperature plasma magnetic confinement installations during injection of macroparticles into the plasma, in particular, in the Japanese LHD heliotron. The work was supported by the Rosatom State Corporation and the Russian Ministry of Education and Science.

Mikhail Buts gave two reports. He spoke about the results of modeling the spectra of braking and recombination soft X-ray radiation of plasma in comparison with measurements obtained on a new X-ray spectrometer, created with his participation at the FT-2 tokamak. Mikhail also presented a method for processing diagnostic data using high-speed video filming.

Kirill Kukushkin demonstrated the results of modeling the Globus-M2 tokamak using the SOLPS-ITER code with an improved model for describing neutral particles. The work was supported by the Ministry of Science and Higher Education of the Russian Federation. Dmitry Korobko spoke about the studies of the peripheral plasma of the Globus-M2 tokamak using the helium spectroscopy method with the support of the Ministry of Education and Science. Margarita Deryabina presented a report on the features of the influence of electromagnetic waves in the frequency range of the lower hybrid resonance on the plasma of the FT-2 tokamak. The reports of the Polytechnic University representatives aroused keen interest among the conference participants.

At the invitation of colleagues from Moscow, students and postgraduates of the PhysMech Institute visited the Kurchatov Institute National Research Center, where they observed an experiment on the T-15MD tokamak, as well as the National Research Nuclear University MEPhI, where they got acquainted with the university tokamak MIFI-0 and the laboratories of the plasma physics department.

MIL-OSI Asia-Pac: Voter registration ends Jun 2

The Registration & Electoral Office (REO) today called on eligible individuals and bodies who have not yet registered as electors/voters to submit registration applications no later than June 2, so that their registration particulars can be included in the final registers of electors/voters to be published this year, and vote in the elections to be held this year.

Hong Kong permanent residents who hold an identity document, will reach 18 years old by September 25 this year and ordinarily reside in Hong Kong are eligible to register as geographical constituency electors.

Registered electors/voters need not register again, but if there are changes to their registration particulars, they should submit applications for change of particulars to the REO by June 2.

Eligible citizens are welcome to submit applications for new registration as geographical constituency electors or change of voter registration particulars through iAM Smart. They may also provide or update their mobile phone number and email address, and check their voter registration status through the app.

Alternatively, citizens can register by filling in application forms which are available on the Voter Registration website for download. Hard copies can obtained at District Offices, the management offices of public housing estates and the REO.

MIL-OSI Global: Malaria scorecard: battles have been won and advances made, but the war isn’t over

Sub-Saharan Africa continues to bear the brunt of malaria cases in the world. In this region 11 countries account for two-thirds of the global burden.

World Malaria Day is marked on 25 April. What progress has been made against the disease, where are the gaps and what’s being done to plug them?

As scientists who research malaria in Africa, we believe that the continent can defeat the disease. New, effective tools have been added to the malaria toolbox.

Researchers and malaria programmes, however, must strengthen collaborations. This will ensure the limited resources are used in ways that make the most impact.

The numbers

Some progress has been made, but in some cases there have been reverses.
- Between 2000 and 2015 there was an 18% reduction in new cases from 262 million in 2000 to 214 million in 2015. Since then, progress has stalled.
- The World Health Organization estimates that approximately 2.2 billion cases have been prevented between 2000 and 2023. Additionally, 12.7 million deaths have been avoided. In 2025, 45 countries are certified as malaria free. Only nine of those countries are in Africa. These include Egypt, Seychelles and Lesotho.
- The global target set by the WHO was to reduce new cases by 75% compared to cases in 2015. Africa should have reported approximately 47,000 cases in 2023. Instead there were 246 million.
- Almost every African country with ongoing malaria transmission experienced an increase in malaria cases in 2023. Exceptions to this were Rwanda and Liberia.
So why is progress stagnating and in many cases reversing?

The setbacks

Effective malaria control is extremely challenging. Malaria parasite and mosquito populations evolve rapidly. This makes them difficult to control.

Africa is home to malaria mosquitoes that prefer biting humans to other animals. These mosquitoes have also adapted to avoid insecticide-treated surfaces.

It has been shown in South Africa that mosquitoes may feed on people inside their homes, but will avoid resting on the sprayed walls.

Mosquitoes have also developed mechanisms to resist the effects of insecticides. Malaria vector resistance to certain insecticides used in malaria control is widespread in endemic areas. Resistance levels vary around Africa.

Resistance to the pyrethroid class is most common. Organophosphate resistance is rare, but present in west Africa. As mosquitoes become resistant to the chemicals used for mosquito control, both the spraying of houses and insecticide treated nets become less effective. However, in regions with high malaria cases, nets still provide physical protection despite resistance.

An additional challenge is that malaria parasites continue to develop resistance to anti-malarial drugs. In 2007 the first evidence began to emerge in south-east Asia that parasites were developing resistance to artemisinins. These are key drugs in the fight against malaria.

Recently this has been shown to be happening in some African countries too. Artemisinin resistance has been confirmed in Eritrea, Rwanda, Tanzania and Uganda. Molecular markers of artemisinin resistance were recently detected in parasites from Namibia and Zambia.

Malaria parasites have also developed mutations that prevent them from being being detected by the most widely used rapid diagnostic test in Africa.

Countries in the Horn of Africa, where parasites with these mutations are common, have changed the malaria rapid diagnostic tests used to ensure early diagnosis.

The progress

Nevertheless, the fight against malaria has been strengthened by novel control strategies.

Firstly, after more than 30 years of research, two malaria vaccines – RTS,S and R21 – have finally been approved by the WHO. These are being deployed in 19 African countries.

These vaccines have reduced disease cases and deaths in the high-risk under-five-years-old age group. They have reduced cases of severe malaria by approximately 30% and deaths by 17%.

Secondly, effectiveness of long-lasting insecticide-treated nets has been improved.

New insecticides have been approved for use. Chemical components that help to manage resistance have also been included in the nets.

Thirdly, novel tools are showing promise. One option is attractive toxic sugar baits. This is because sugar is what mosquitoes naturally eat. Biocontrol by altering the native gut bacteria of mosquitoes may also prove effective.

Fourthly, reducing mosquito populations by releasing sterilised male or genetically modified mosquitoes into wild mosquito populations is also showing promise. Trials are currently happening in Burkina Faso. Genetically sterilised males have been released on a small scale. This strategy has shown promise in reducing the population.

Fifthly, two new antimalarials are expected to be available in the next year or two. Artemisinin-based combination therapies are standard treatment for malaria. An improvement to this is triple artemisinin-based combination therapy. This is a combination of this drug with an additional antimalarial. Studies in Africa and Asia have shown these triple combinations to be very effective in controlling malaria.

The second new antimalarial is the first non-artemisinin-based drug to be developed in over 20 years. Ganaplacide-lumefantrine has been shown to be effective in young children. Once available, it can to be used to treat parasites that are resistant to artemisinin. This is because it has a completely different mechanism of action.

The end game

It has been several years since the malaria control toolbox has been strengthened with novel tools and strategies that target both the vector and the parasite. This makes it an ideal time to double down in the fight against this deadly disease.

In 2020, the WHO identified 25 countries with the potential to stop malaria transmission within their borders by 2025. While none of these countries eliminated malaria, some have made significant progress. Costa Rica and Nepal reported fewer than 100 cases. Timor-Leste reported only one case in recent years.

Three southern African countries are included in this group: Botswana, Eswatini and South Africa. Unfortunately, all these countries showed increases in cases in 2023.

With the new tools, these and other countries can eliminate malaria, getting us closer to the dream of a malaria-free world.

MIL-OSI Asia-Pac: Bun tower ready for climbing carnival

The Cheung Chau Climbing Carnival, an integral part of the 2025 Bun Carnival, will be held at the Pak Tai Temple Playground soccer pitch on Cheung Chau this Sunday from noon to 6pm.

Participants must be at least one metre in height and can enrol on the spot to climb the 14-metre bun tower that will be used for the Bun Scrambling Competition, due to be held on May 5 and 6.

The Hong Kong, China Mountaineering & Climbing Union will brief entrants on the skills required and various safety aspects before they begin climbing.

Meanwhile, visitors can make wishes at a Wishing Bun Tower at the venue. Other carnival activities and attractions include variety shows, handicraft workshops and game booths, as well as an exhibition of winning works from Student Drawing Competitions.

One of the game booths will be geared towards promoting public participation in athlete selections for mass participation events at the 15th National Games.

Prior to the climbing carnival, the Bun Tower Climbing Team Relay event – also part of the 2025 Bun Carnival – will be held from 9am to noon.

Members of the public are invited to attend all of the day’s events and cheer for participants.

MIL-OSI Asia-Pac: Light public housing tenders open

The Housing Bureau today invited tenders for two Light Public Housing (LPH) operation and management contracts. The deadline is noon on June 13.

The first contract covers four school conversion projects. These are at the Mission Covenant Church Holm Glad No. 2 Primary School on Shun On Road in Shun On Estate, Kwun Tong; the Tung Wah Group of Hospitals Ma Kam Chan Memorial Primary School (Choi Yuen Annex) on Choi Yuen Road in Choi Yuen Estate, Sheung Shui; the Carmel Leung Sing Tak School on Shun Lee Tsuen Road in Shun On Estate, Kwun Tong; and the Baptist Rainbow Primary School on Chuk Yuen Road in Chuk Yuen South Estate, Wong Tai Sin.

The conversion works will be completed in two phases. The first covers the two projects on Shun On Road and Choi Yuen Road, which will provide about 130 and 110 units respectively. These are expected to be completed in the fourth quarter of this year.

The second phase covers the two projects on Shun Lee Tsuen Road and Chuk Yuen Road, which will provide about 110 and 105 units respectively. These are expected to be completed in the first quarter of 2027.

The second contract covers the project at Sheung On Street, Chai Wan, which will provide about 1,720 units and is expected to be completed in the second quarter of next year.

The bureau said the four school conversion projects have been packaged into one single contract in light of their relatively smaller scale. By engaging a single operator for the contract’s overall operation and management, resources can be shared among the projects to enhance cost-effectiveness, it explained.

The contracts cover not only occupancy management, property management and daily maintenance services, but also the provision of social services, as well as the management and operation of ancillary facilities.

Tenders are invited from all capable and experienced service providers, including non-government organisations and those with a valid property management company licence, or collaborations between such providers.

To ensure service quality, the bureau will carry out technical assessments based on factors including providers’ management capabilities, relevant experience and past service performance, as well as their proposed modes of operation and management, the social services to be provided, the feasibility of their exit plans, and their use of innovation and information technology.

Each tender price will then be evaluated to form a consolidated assessment to decide on the most suitable organisation for the LPH contracts.

Interested organisations may download the tender documents via the bureau’s website or from the e-Tendering System. They can also contact the bureau’s Dedicated Team on Light Public Housing to obtain the relevant documents.

The tender reference for the Shun On Road, Choi Yuen Road, Shun Lee Tsuen Road and Chuk Yuen Road LPH projects is HB2025/OPR-LPH-VSP, while the tender reference for the Sheung On Street, Chai Wan LPH project is HB2025/OPR-LPH-CW.

Tenders must be submitted before the deadline, either electronically via the e-Tendering System or by deposit in the Government Secretariat Tender Box situated at the public entrance lobby on Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar.
